Numerous foreign-flagged boats, including three China Coast Guard (CCG) vessels and a People’s Liberation Army (PLA) navy Jiangdao II class missile corvette, were spotted by the Philippine Coast Guard (PCG) while performing maritime patrol in the West Philippine Sea during the Kalayaan expedition week.

According to the PCG on Thursday, during BRP Malapascua’s (MRRV 4403) maritime patrol (MARPAT) mission from March 16-21, it sighted in the vicinity of Sabina Shoal around 20 Chinese and Vietnamese vessels, and encountered CCG ships 5304 and 5305.

“The PCG vessel issued multiple radio challenges, but it received no response. BRP Malapascua (MRRV-4403) also deployed rigid-hull inflatable boats (RHIBs) to disperse the foreign-flagged vessels in and around the shoal,” the PCG stated.

It also spotted the PLA warship with bow number 649 when it was operating within the territorial waters of Pag-asa Island, which extend out to a distance of 12 nautical miles.

The PCG released repeated radio challenges, to which the PLA navy warship responded with its own.

The PCG further stated that while patrolling Ayungin Shoal on its route to Buliluyan Port in Bataraza municipality, BRP Malapascua encountered CCG vessel 5201 and issued radio challenges.

“CCGV 5201 shadowed BRP Malapascua at a distance of approximately 1,600 yards,” the PCG reported, without mentioning that, according to Palawan News sources, it was ferrying back to mainland Palawan around 32 Kalayaan expedition participants.

PCG noted that the BRP Malapascua approached as near as 1.2 nautical miles to the grounded Philippine Navy BRP Sierra Madre (PN). This instance, a source said, was the closest the multi-role response vessel was able to get near Ayungin Shoal.

BRP Malaspacua was the same PCG vessel where CCG 5205 aimed a military-grade laser light on February 6, 2023, near Ayungin.

The PCG said it has already submitted a report on the latest MARPAT to the National Task Force on the West Philippine Sea (NTF WPS) for proper disposition.

“PCG and AFP-WESCOM’s MARPAT missions remain invaluable in protecting and securing the country’s rights and interests in the WPS,” the PCG also stated.

Two persons believed to be remnants of the New People’s Army (NPA) operating in the northern town of Taytay have surrendered to authorities.

The two surrenderees were identified as alias Gie, a former president of the Pamalakaya Group on Paly Island, Taytay, and alias Jemar, a supply officer of the Kilusang Larangang Gerilya-North (KLG-North).

Gie surrendered on February 18 and Jemar on March 24.

The military said that 17 residents of Taytay’s barangays Cataban and Pancol withdrew their support for the rebel organization.

The 3rd Marine Company, MBLT-3, Taytay Municipal Police Station (MPS), 401st B Mobile Company, Regional Mobile Force Company 4-B, implementing agencies of Re-tooled Community Support Program (RCSP) in Taytay, Palawan, continue to conduct the Mobile Community Sustainment Support Team (MCSST).

In December last year, the Joint Palawan Provincial Task Force ELCAC (PTF-ELCAC) and the Provincial Peace and Order Council (PPOC) declared Palawan as an insurgency-free province.

ILOILO City – Three suspected members of a Sikh extremist group were arrested here earlier this month.

Joint operatives of the Bureau of Immigration (BI), the Cybercrime Investigation and Coordinating Center (CICC), and the Military Intelligence Group (MIG) stormed an apartment in an exclusive subdivision at dawn on March 7 and caught the militants off guard.

They were Manpreet Singh, 23; Amritpal Singh, 24; and Arshdeep Singh, 26 – all Indian nationals.

“The well-coordinated lightning strike by operatives caught members of the militant group flatfooted and [they] did not attempt to resist the heavily armed troops,” said CICC Executive Director Alexander Ramos.

He attributed the operation’s success to the “proper and speedy” coordination between the government agencies involved through the National Cybercrime Hub established at the Bonifacio Global City in Taguig.

“The President will not tolerate any foreign terrorist to set foot in the country,” Ramos said.

The suspects are also being probed for their alleged ties to the Jammu and Kashmir Ghaznavi Force (JKGF), another terror group from India that has been banned by the Indian government under the anti-terror law.

The JKGF has been involved in infiltration bids, narcotics and weapon smuggling, and terror attacks in Jammu and Kashmir.

It draws its forces from terrorist organizations, such as Lashker-E-Taiba, Jaish-E-Mohammed, Tehreek-ul-Mujahideen, and Harkat-ul-Jehad-E-Islami.

The suspects entered the country using fake passports. They evaded detection until they were tracked down by experts from the CICC, who alerted the BI and the AFP during a case conference held at the National Cybercrime Hub.

The suspects are also on the Interpol Red Notice watchlist and will face charges of murder, violation of the Explosive Substances Act 2001, and the Unlawful Activities Prevention Act 1967 of India. (PNA)/PN

MANILA – The 54th founding anniversary of the communist New People’s Army on Wednesday, March 29, prompted a war of words between both sides of the conflict.

The Communist Party of the Philippines (CPP) touted the government’s failure to fully crush the NPA, but the Armed Forces of the Philippines (AFP) said the Maoist movement is nearing its end.

“The NPA has steadily advanced and surmounted every disadvantage and setback at every historical juncture,” the CPP Central Committee said in its anniversary message.

It added: “It has frustrated the enemy’s campaigns of encirclement and suppression one after another.”

The CPP, while stressing that the AFP’s encirclement campaigns “largely failed to attain its declared objective” of crushing the NPA, admitted that some regions or guerrilla fronts suffered from losses or significant setbacks “due to internal weaknesses and shortcomings.”

On the other hand, AFP spokesperson Col. Medel Aguilar said the NPA has no reason to celebrate its founding anniversary.

“Communist Insurgency is [nearing] its end. With few remaining of its hardcores and deceived supporters, the CPP could hardly find a reason to celebrate the 54th founding anniversary of the NPA,” AFP spokesperson Medel Aguilar said in a statement.

“Let us pray that there will be no more 55th to think about,” Aguilar added.

Aguilar also said the CPP should accept its “irrelevance”, other than the fact that the communist movement made the government realize its shortcomings.

“The most difficult challenge and a bitter pill to swallow is the realization of the CPP of its irrelevance in the life of the Filipino people.

“As a consolation, the party can partly take credit in making the government realize its shortfalls in governance, particularly in the delivery of basic services, and in pushing it to do more and serve its people better.

The official said if the CPP wants to survive, it has to disband the NPA “and submit to the will of the Filipino people.”

Government estimates show that the NPA is now down to around 2,000 fighters with some 1,800 firearms in its arsenal.

ROXAS City – Two former rebels in Capiz received P130,000 financial assistance from the government’s Enhanced Comprehensive Livelihood Integration Program (E-CLIP) on March 24 at the provincial capitol here.

Each of them received P65,000 start-up capital.

The distribution of financial assistance was led by Gov. Fredenil Castro. He welcomed their decision to surrender and embrace a peaceful and productive life again.

For his part, Philippine Army’s 301st Infantry Brigade commander Col. Michael Samson said he hopes that all the assistance will be used by the beneficiaries in starting a productive life.

“Our government continuously offers many opportunities to help former rebels become productive individuals,” Samson said.

The government and the Army will continue to help the former rebels live progressively and peacefully with their families, he added.

In 2022, at least 53 Communist Terrorist Group (CTG) members and their mass supporters were neutralized through various local police stations as well as two Provincial Mobile Force Companies in partnership with the Philippine Army, according to the Capiz Police Provincial Office.

These included nine CTG members arrested, 20 rebels who surrendered to authorities and 24 CTG mass supporters who have withdrawn support from the communist group. (PIA- Capiz/PN)

Negros Oriental Army chief promoted

Brig. Gen. Leonardo Peña, commander of the 302nd Infantry Brigade in Negros Oriental, has been designated as the new assistant division commander of Army’s 3rd Infantry Division.

However, the successor of Peña at the 302nd Infantry Brigade has yet to be announced by the Armed Forces of the Philippines.

Lt. Gen. Benedict Arevalo, AFP Visayas Command chief, yesterday said that Peña will remain in Negros Oriental, for Joint Task Force Negros.

JTF Negros was tasked to help in restoration of peace and order in Negros Oriental, following the assassination of Gov. Roel Degamo and the killing of eight others, inside his residential compound in Pamplona town on March 4.

Peña, Col. Orlando Edralin, 303rd Infantry Brigade commander in Negros Occidental, Col. Michael Samson, 301st Infantry Brigade commander in Panay Island, and Brig. Gen. Marion Sison, 3rd Infantry Division commander, are all members of the Philippine Military Academy Class 1991.

Six Army battalions are being supervised by the 302nd and 303rd Infantry Brigades in Negros Island.

Thousands of Negrenses, including former rebels, marked the 54th founding anniversary of the New People’s Army on March 29, with simultaneous island-wide indignation rallies in Negros Island.

About 3,500 people participated in Toboso and Kabankalan City in Negros Occidental, and Guihulngan City in Negros Oriental, where they denounced the atrocities and human rights violations perpetrated by the NPA and its allied groups for more than five decades.

The successive rallies were initiated and facilitated by various local government units, civil society and people’s organizations, farmer’s groups, youth and religious sectors, 62nd, 79th and 94th Infantry Battalions, police units, among others, a statement from the Army’s 3rd Infantry Division said.

Rep. Mercedes Alvarez (6th district, Negros Occ) attended the indignation rally in Kabankalan City, while Mayor Filomeno Reyes, also participated in similar activity in Guihulngan City.

The participants of indignation rallies burned CPP NPA NDF flags, offered prayers and lighted candles for victims of NPA atrocities, and released white balloons to symbolize peace.

Col. Orlando Edralin, 303rd Infantry Brigade commander, in a statement said that the 54 years of CPP-NPA-NDF attacks and human rights violations cannot be justified by any ideology or circumstances.

Edralin further said that they condemn to the highest degree the 54 years of NPA’s violent legacy and existence, where they ruined the future of their recruited youths.

Many children were orphaned due to senseless killings and liquidations of NPA, and their futile armed struggle broke their own families, destroyed and damaged properties, stalled progress and disturbed community’s peace.

Brig. Gen. Marion Sison, 3rd Infantry Division commander, in a statement, has lauded the 303rd Infantry Brigade and its partners, for initiating peace and indignation rallies affirming the awareness of the people of Negros of the true nature of the CPP-NPA-NDF as an anti-peace, anti-people, and anti-development terrorist organization.

THE 10TH Infantry Division welcomed the resolution passed by lawmakers celebrating the city’s first anniversary as “insurgency-free” since its declaration on March 24.

The resolution entitled “A Resolution celebrating the first anniversary of Davao City as insurgency-free” was presented by Councilor Luna Acosta, committee on peace and public safety chair.

The councilors approved the resolution on March 28 during the regular session.

Also, the resolution honors the peacekeeping forces from the Agila Division and other units of the security sector for their efforts that resulted in the sustained insurgency-free status of the city.

The declaration of Davao City as insurgency-free was backed by the City Peace and Order Council resolution on June 28, 2022, and City Council Resolution No. 0115-22 on July 19, 2022.

Meanwhile, 10th Infantry Agila Division commander Major General Jose Eriel M. Niembra vowed to continue the gains of peace and development not only in Davao City but in the entire Agila Division’s area of responsibility.

“Since the declaration of Davao City and the whole of Region 11 as insurgency-free, we have seen and experienced a boom in tourism, socio-economic activities, infrastructure, and many more. We will keep it that way to safeguard the welfare of all Davaoeños to ensure peace and order,” Niembra added.

MANILA – Armed Forces of the Philippines (AFP) chief Gen. Andres Centino formally activated the military's Gender and Development Office (GADO) on Tuesday.

The move is in line with the military's gender mainstreaming efforts, AFP public affairs office chief Col. Jorry Baclor said in a statement Tuesday night.

Centino installed Col. Arlene Frage, a former Philippine Army Armor Unit company commander, as GADO's first chief during the office's activation rites in Camp Aguinaldo, Quezon City.

Frage pledged to provide a safe space for both men and women that would cater to their development.

"My commitment is to remain focused on the organizational training that will provide appropriate knowledge, skills, and attributes from the bottom to the top of our military organization," she said.

Frage, a career officer who led an all-women armor platoon in 1995 and became a company commander in 2000, noted that military personnel need to uphold themselves to a higher standard.

"We need to uphold ourselves as military personnel to higher standards to protect the dignity of all human beings. We as a thriving and dynamic organization should strive to succeed in this endeavor," she said.

Frage also paid tribute to the various women in uniform who have excelled in the military profession since the AFP began accepting women in 1963 under the Women Auxiliary Corps and later both in combat and non-combat positions.

"I am confident that under its first-ever chief, Col. Frage, our newly activated unit will lead the way in achieving our GAD goals and enabling a dynamic culture of equality among men and women in our organization," Centino said.

The AFP GADO will assist the AFP chief, through AFP GAD Focal Point System, in strengthening the gender mainstreaming efforts of the military in strategic planning, budgeting, execution, monitoring, and evaluation.

It aims to effectively integrate GAD principles into the organization's programs, activities, and projects.

It will have 34 personnel composed of nine officers, 14 enlisted personnel, and 11 civilian employees.

MANILA – The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) Legal Cooperation Cluster (LCC) on Wednesday hailed the conviction of a cashier of a non-government organization (NGO) on terrorism financing charges as a victory of justice.

"Justice has prevailed once again. A member of a supposed religious group posing as 'human rights defenders' was convicted in a landmark case for supporting and financing communist terrorism," the NTF-ELCAC LCC said in a statement.

The body was referring to the March 27 statement of Justice Secretary Jesus Crispin Remulla when he announced the first conviction under Republic Act 10168 or the "Terrorism Financing and Prevention and Suppression Act of 2012."

Angeline Magdua, one of the two cashiers of the Rural Missionaries of the Philippines (RMP) Northern Mindanao, was convicted by the Iligan City Regional Trial Court (RTC) on 55 counts of violating Section 7 of Republic Act 10168, which penalizes an accessory to the crime of financing terrorists.

"Magdua was found guilty of receiving donations from unsuspecting foreign organizations and distributing these funds to the Communist Party of the Philippines and the New People’s Army (CPP-NPA) or the Communist Terrorist Groups (CTGs). This legal victory is another testament that the State, its people, and the entire officialdom of this Republic, is triumphant and resolute in its campaign to end the local communist armed conflict," the NTF-ELCAC LCC said.

It added that this conviction would surely serve as a template and foundation for future prosecutions under RA 10168.

Founded in August 1969, the RMP was established as an NGO and mission partner of the Association of Major Religious Superiors, with the supposed goal of "uplifting marginalized communities through various initiatives such as education, health services, and community development."

"Nothing is further from the truth. Based on witnesses and (a) plethora of evidence, it was proven by proof beyond reasonable doubt that RMP indeed received donations from foreign organizations to finance the operations of the CPP-NPA. Truly, this RMP allegedly composed of priests/nuns and laypersons has been as nothing but false prophets and ravenous wolves in sheep’s clothing, using religion as a ruse and cover to finance terrorism, murder, and bloodshed," the NTF-ELCAC LCC pointed out.

It also added that the RMP is the same "religious organization whose member, specifically Sister Elenita Belardo, a nun, along with Cristina Palabay of Karapatan and eight others were charged with the crime of perjury before Branch 139 of the Metropolitan Trial Court of Quezon City.”

"Pieces of evidence were offered in court proving that Sister Elenita Belardo, along with her nine co-accused, lied under oath in asserting that RMP is duly registered before the Securities and Exchange Commission. The case is now pending before the RTC of Quezon City," the body stressed.

It added that Magdua's conviction sends a resounding message to those who are still obstinately allowing themselves to be exploited by the insurgents.

"Those who aid the CTGs, either providing for material support or facilitating the collection and distribution of resources, like Ms. Magdua, are instrumental to the sorrowful situation of our people where CTGs are wreaking havoc due to lack of socio-economic development, to the death of a four-month infant in Bukidnon, and to the summary execution of Absalon in Masbate, among others," the NTF-ELCAC noted.

It also said that Magdua's conviction is another grim reminder and warning to legislators to not be deceived by House Bill 77 or the "Human Rights Defenders Protection Bill," which would provide legal cover and sanctuaries for communist terrorists and/or their financers, such as RMP under the guise of being “human rights defenders” but are murderous terrorists in reality.

"Hence, the NTF-ELCAC, through the LCC, enjoins the entire nation to help in curtailing the in-flow of resources to the CTGs to hasten their members’ surrender. This serves as a warning that the Republic will never allow the use of religion as a means to advance lawlessness and killings in the pursuit of communist terrorism, and will work tirelessly to put behind bars each and every financier of terrorism," it added.

No reason to celebrate NPA founding anniversary

Meanwhile, Armed Forces of the Philippines (AFP) spokesperson Col. Medel Aguilar on Wednesday said the dwindling numbers of the insurgents is hardly a reason for the NPA to celebrate its 54th founding anniversary.

"Communist insurgency is near its end. With few remaining of its hardcores and deceived supporters, the CPP could hardly find a reason to celebrate the 54th founding anniversary of NPA. Let us pray that there will be no more 55th (year) to think about as we continue to apply a holistic approach in addressing insurgency issues from where they are coming from," he added.

The NPA was established on March 29, 1969 as the armed wing of the CPP.

"The most difficult challenge and a bitter pill to swallow is the realization of the CPP of its irrelevance in the life of the Filipino people. As a consolation, the party can partly take credit in making the government realize its shortfalls in governance, particularly in the delivery of basic services, and in pushing it to do more and serve its people better," Aguilar said.

He advised the CPP to abandon armed struggle and disband the NPA and submit to the will of the Filipino people who are looking forward to unity, peace and progress.

MANILA – Vice President and Education Secretary Sara Duterte on Wednesday urged the Alliance of Concerned Teachers (ACT) to stop using the "victim card" and condemn the terrorist attacks of the New People's Army (NPA) in Masbate, which have affected learners.

Duterte made the remark after the group accused her of red-tagging following her comments on the group's "unrealistic and impossible" requests.

"Part of its deceptive tactic when stripped down of its intentions – with its real political agenda exposed to the public – is to conveniently hide under the blanket of red-tagging," she said. "ACT Teachers should stop dropping the victim card around the table whenever they are exposed as sympathizers and supporters of the NPA, the Communist Party of the Philippines, and the National Democratic Front of the Philippines."

Duterte added that it is with great urgency to expose the group's intention, having been a "fake representative of learners and teachers."

"The real victims here are the learners, and the Department of Education is pouring in all our efforts to solve the problem," she said.

The ACT earlier called on the Department of Education (DepEd) to hire 30,000 teachers and allot PHP100 billion in funds for the building of classrooms annually.

The education chief, however, criticized the timing of the request, saying it was a diversion from the supposed issue of the alarming terrorist attacks in Masbate.

"If ACT Teachers stands for the education sector, it would not have ignored the NPA terrorism in Masbate that resulted in the suspension of classes in six towns of the province, affecting more than 55,000 learners and 2,815 personnel, which they claim to represent," Duterte said. "We should only take ACT Teachers seriously if it publicly condemns NPA atrocities in Masbate and all other NPA terroristic activities that hampered the learning of children across the country."

The Vice President also noted that the problems raised by ACT were not new to the sector and that solutions were already laid out in this year's Basic Education Report.

"The hiring of teachers, the hiring of administrative staff, as well as the construction of new classrooms and school buildings, are among the solutions identified and being pursued now," Duterte said.

Besides traditional solutions, the DepEd is also exploring innovative approaches, which include digitalization and the efforts to institutionalize blended learning.

Meanwhile, the DepEd said it would hire about 9,650 teachers this school year.

Duterte earlier emphasized the need to hire qualified and competent teachers to raise the quality of education amid learning recovery.

She also warned local government authorities to avoid seeking favors in schools in terms of prioritizing the hiring of politicians' relatives or friends.

MANILA – The Philippine Navy (PN) on Wednesday confirmed that the US Navy has transferred two newly decommissioned Cyclone class patrol craft to its service following the decommissioning of two vessels in Bahrain last March 28.

The Cyclone-class patrol ships are the former USS Monsoon (PC-4) and USS Chinook (PC-9) that were transferred to the PN through the Excess Defense Article (EDA) program, Navy spokesperson Capt. Benjo Negranza said in a statement sent to the Philippine News Agency.

These two former US patrol vessels were stationed at Manama, Bahrain at the time of their decommissioning.

"Philippine Fleet commander, Rear Admiral Renato David, who headed the PN delegation attending the decommissioning ceremony in Bahrain, has expressed his gratitude and appreciation for the transfer of the two combat-proven vessels to the Philippine Fleet inventory through the EDA program," Negranza said.

He added the PN leadership is grateful for the transfer of the two vessels which will definitely boost the Navy's capability in fulfilling its mandate of protecting the state and its people.

"These 55-meter vessels will be able to complement the PN's patrol gunboats in their campaign to ensure the safety and security within the littoral waters of the porous borders and vast maritime environment of the Philippines, being equipped with the firepower and lethality for littoral operations," Negranza said.

Negranza said the two ships are expected to be delivered to the country by the second quarter of this year.

He added the vessels will undergo reactivation activities to incorporate all the desired capabilities and peculiarities of the PN to the platforms prior to their deployment to operational areas.

The PN earlier expressed interest in acquiring these ships to beef up its fleet in 2021.

Negranza said the two ex-Cyclone patrol craft will augment the BRP General Mariano Alvarez (PS-38), the former USS Cyclone (PC-1), which was transferred to the PN in 2004.

BRP General Mariano Alvarez played significant roles during the counter-insurgency operations in Southern Mindanao.

These Cyclone-class patrol craft are projected to undertake coastal patrols along the country's littoral waters and sea lanes of communications, maritime interdiction, escort, surveillance and special operations, as well as humanitarian assistance and disaster response missions.

The Cyclone-class patrol ships are a class of US Navy coastal patrol boats consisting of some 14 ships and were constructed from 1992 to 1994.

These vessels weigh around 328.5 long tons and have a length of 179 feet, a beam of 25 feet, and a draft of 7.5 feet. Their maximum speed is placed at 35 knots and they have a range of between 2,000 to 2,500 nautical miles.

Cyclone-class patrol vessels are armed with two 25mm auto-cannons and several high-powered machine guns.

MANILA – Filipino and American combat engineers trained on how to defend and survive against enemy tanks and armored infantry vehicle attacks as part of this year's "Salaknib" exercises.

In a statement Thursday, Philippine Army (PA) spokesperson Col. Xerxes Trinidad said troops of the 525th Engineer Combat Battalion and their counterparts from the United States Army Pacific’s (USARPAC) 25th Infantry Division conducted the "survivability fighting position" and "anti-tank ditch" operations on March 28.

"(These operations are) part of the ongoing Exercise 'Salaknib' at the 1st Brigade Combat Team's Demo Range, Fort Magsaysay, Nueva Ecija," he said.

These drills provide participating troops with the combat skills and techniques needed to defend and prevail against enemy tanks or any armored vehicles whose objective is to capture or overwhelm their position.

As this developed, Trinidad said soldiers of the 99th Infantry Battalion, 5th Infantry Division; 1st Scout Ranger Regiment; Special Forces Regiment (Airborne); and the Light Reaction Regiment of the PA and its US Army counterparts sharpened their skills in "Fast Rope Insertion/Extraction System" (FRIES) and Special Patrol Insertion/Extraction System (SPIES) in Fort Magsaysay on March 28.

"FRIES" and "SPIES" skills are vital in inserting and extracting soldiers in the most restrictive and challenging terrains typical of the world's jungles, he added.

The PA and USARPAC troops on Monday also conducted a demonstration of sensitive site assessment and exploitation in Fort Magsaysay.

"Chemical, Biological, Radiological and Nuclear (CBRN) response personnel from the Army Support Command and the 525th Engineer Combat Battalion of the 51st Engineer Brigade, PA conducted sensitive site assessment and exploitation with their US Army counterparts as part of the ongoing Exercise 'Salaknib'," Trinidad said.

The "Salaknib," which began in 2016, is an annual combined exercise between the PA and the USARPAC, geared at bolstering interoperability between the two land forces.

This year’s exercise began on March 13 and is scheduled to end on April 4. About 3,000 soldiers from USARPAC's 25th Infantry Division and PA's 5th Infantry Division, 7th Infantry Division, and 1st Brigade Combat Team are training side-by-side in a spectrum of military operations in the ongoing "Salaknib."

MANILA – Department of National Defense (DND) chief Carlito Galvez Jr. has sought the assistance of the Reserve Officers Legion of the Philippines (ROLP) in strengthening the proposed Reserve Officers Training Corps (ROTC), which has now reached the Senate plenary.

“I humbly request your assistance once again in strengthening the ROTC through legislation by helping us advocate for it. In the first State of the Nation Address of His Excellency, President Ferdinand R. Marcos Jr., in July 2022, the revival of mandatory ROTC as well as its subsequent alternative, the National Service Training Program (NSTP), were both mentioned as among the priorities of his administration,” Galvez said in a statement Wednesday night.

He also noted that the ROLP and the defense sector could team up in reviewing the measures and guidelines to guarantee that the ROTC program of instruction shall be responsive to the demands of the nation and ensure that "true love (of) our country is at the heart of its implementation."

Galvez on March 24 presided over the oath taking ceremony of the ROLP board of directors, who were led by ROLP president and chairperson, Davao City 3rd District Rep. Isidro Ungab, who is also a reservist colonel and commander of the 2202nd Ready Reserve Brigade.

“On behalf of the One Defense Team, I congratulate the newly inducted national officers and members of the board of trustees of your highly respected organization. Cognizant of ROLP’s strategic role as a reliable support system to the Armed Forces of the Philippines (AFP), I am elated to have administered your oath of office, which formally binds you to render service once again to our nation, particularly in the advocacy of developing a stronger reserve force,” he said.

Galvez also cited that for 85 years, the ROLP, since its inception in 1938, has been the cement that binds the graduates of the ROTC, the ROTC advanced course, and the commissioned professionals in serving the nation as a vital component of the AFP. (PNA)

Commitment to defending PH

Meanwhile, both commanders of the Philippine Navy (PN) and Philippine Air Force (PAF) have reiterated their commitment to support each other in defending the nation and its people against all threats.

This expression of "mutual support" took place during a courtesy call of Air Force chief Lt. Gen. Stephen Parreño to Navy commander Vice Admiral Toribio Adaci Jr. last March 29, PN spokesperson Captain Benjo Negranza said in a statement Thursday.

"Both military leaders, during the call, reaffirmed mutual support toward achieving the overall mission of the AFP. Also discussed were current and future undertakings involving administration, operating concepts, facility expansion and development, and collaborations between the country's air and sea forces," he added.

During the meeting, Parreño lauded the PN for its "professionalism and excellence" through the years especially in the conduct of joint exercises.

"It is always my pleasure and honor to fly by your side and be your partner in your common goal to protect our people and secure the state. Makakaasa kayo na kaagapay ninyo ang PAF. Maraming Salamat! (Rest assured that PAF will be your partner in this goal. Thank you very much!),” he added.

Meanwhile, Adaci acknowledged the importance of close coordination and collaboration toward the seamless execution of both forces' mandates.

He also guaranteed the Navy's continued collaborations with the Air Force in all levels of engagements.

Adaci also lauded the men and women of the PAF "on your excellent performance of your mandate as the guardians of our skies."

MANILA – The Philippines and Sweden are looking forward to concluding a framework for defense materiel acquisition.

This came after Department of National Defense (DND) chief Carlito Galvez Jr. met with Swedish Ambassador to the Philippines, Annika Thunborg last March 24.

"The officials discussed updates on the Philippines' defense modernization efforts, particularly on the priorities of the Philippine Air Force (PAF) to boost its surveillance and interdiction capabilities," DND spokesperson Arsenio Andolong said in a statement Thursday.

Andolong said relationships between the Philippines and Sweden are good as both countries have partnered for peace works.

With growing defense ties between the two countries, Galvez and Thunborg are looking forward to the negotiation and conclusion of a framework on defense materiel acquisition.

"Both sides also explored the possibility of visits of delegations in the future," Andolong added.

Earlier, Sweden's offer to supply Saab-made JAS-39 "Gripen" multi-role fighters (MRF) to the Philippines was among the key topics discussed by then DND officer in charge Jose Faustino Jr. during a meeting with Thunborg last Dec. 21.

The two officials discussed "mutual interests in the field of defense". The JAS-39 "Gripen" is one of the two jet fighters eyed by PAF to fulfill its MRF requirement.

"The OIC, DND and the Swedish Ambassador discussed the PAF MRF acquisition project and the offer of Swedish defense and aerospace company Saab AB of Gripen aircraft, which has been on the PAF's shortlist," Andolong then said.

Another contender in the PAF's MRF acquisition program is the Lockheed Martin F-16V "Viper" jet fighter.

The MRFs are expected to backstop the military's existing fleet of 12 South Korean-made Mach 1.5 capable FA-50PH light jet fighters.

The requirements for the MRF project stipulate that the offered aircraft must be "fourth generation or higher."

The project also requires 12 MRFs at least capable of patrolling the country's protected waters and airspace.

The MRF project is supposed to be part of Horizon 2 of the Armed Forces of the Philippines (AFP) Modernization Program slated for 2018 to 2022, which aims to acquire more equipment for external defense.

Any aircraft that will be selected must be able to integrate with existing radar systems that have a range of about 250 nautical miles.

MANILA – An open dialogue among various stakeholders will help the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) conduct a peaceful and orderly Barangay and Sangguniang Kabataan Elections (BSKE) on Oct. 30, Acting Presidential Peace Adviser Isidro Purisima said Thursday.

During the Office of the Presidential Adviser on the Peace Process' (OPAPRU) launch of the Gawad Kapayapaan held at the Philippine International Convention Center in Pasay City, Purisima urged the local government units (LGUs) in the BARMM to organize dialogues, especially among candidates, to avoid armed violence in the region.

He noted that although OPAPRU has been reaching out and having dialogues with different sectors in the BARMM, the LGUs also play a huge role in ensuring the upcoming BSKE is violence-free.

"Continuous yung mga dialogue natin. Yung mga different stakeholders kailangan makausap natin yan na sana ma-avoid natin yung mga (conflict). So, yung mga local governments, malaki yung role niya and kausap din natin yung mga peace-inclined groups natin – MILF [Moro Islamic Liberation Front], MNLF [Moro National Liberation Front], na sana walang gulo (We do continuous dialogue. We need to talk with different stakeholders and ask them to avoid conflict. So, the local governments have a big role and we also talked to our peace-inclined groups – MILF, MNLF – to maintain peace)," Purisima said in an interview.

"Andyan rin naman ang security sector natin (The security sector is also there) to address that, so it's a whole-of-nation approach natin dito. Ang importante walang (What is important is that there will be no) armed conflict, armed violence."

On the day of the 2022 National and Local Elections, the Philippine National Police (PNP) reported 16 separate poll-related incidents, which were recorded mostly in the provinces of Maguindanao and Lanao del Sur.

Early this month, the PNP deployed 224 rookie police officers in various police units across BARMM.

BARMM regional police director, Brig. Gen. John Guyguyon, said apart from anti-insurgency, public safety, and special law enforcement operations, the deployment also forms part of the security preparation for the upcoming BSKE.

Gawad Kapayapaan awards

Meanwhile, OPAPRU announced that it is now accepting nominees for the Gawad Kapayapaan (GaKap) Awards for this year.

Purisima said the GaKap Awards is an opportunity to honor the contributions of peacebuilders and peace workers.

"This honors the men and women whose love for their countrymen has enabled them to do extraordinary, life-changing things. They have played a key role in realizing all the gains of peace we have achieved over the years," he said. "These noble peacebuilders, who work in some of the most challenging areas across the country, are driven by a common purpose, and that is to promote the culture of peace."

The GaKap aims to recognize and appreciate selected peace advocates and organizations for the critical roles they have played in promoting peace in their own ways.

This includes accomplishments, milestones, and innovative peacebuilding programs that have been carried out in building on and sustaining the gains of peace in the country.

GaKap Secretariat head, Director Rowena Lopez, said the nomination is open for individuals coming from both government and non-government organizations, as well as institutions that have established a track record in peacebuilding.

For the individual category, awardees from the youth and women sectors will be chosen and another award will be given to an exemplary peace advocate.

GaKap Awards nominations will also be open to national government agencies, local government units, civil society organizations, the academe, and other private institutions.

The deadline for nominations will be on May 15, to be followed by evaluation and validation from June to August.

The GaKap Awards is scheduled sometime in September as the country celebrates National Peace Consciousness Month.

MANILA – Vice President and Education Secretary Sara Duterte on Thursday said the Alliance of Concerned Teachers (ACT) seemed to be setting a "trap" for the government to reviving peace talks with communist rebels.

The education secretary made the statement following calls from ACT Teachers Rep. France Castro for an independent probe by forensic experts on the March 22 clash at a nearby school in Barangay Locso-on in Placer town that injured two soldiers.

In a statement, Duterte said that the call to verify reports only proves the "duplicity" of the ACT Teachers.

"I am glad that France Castro confirmed that ACT Teachers is, without a doubt, a fake representative of learners, educators, and other members of the education sector in Congress with her continued refusal to publicly and explicitly condemn the New People’s Army’s violence in Masbate," Duterte said.

"That ACT Teachers is a sham and truly does not represent the education sector in Congress was even validated by her call for ‘forensic experts’ and the Commission on Human Rights to 'see the real perpetrators of the gun firing near the schools'," she added.

Duterte said Castro's remarks intend to cast a doubt on official reports on the Masbate incident.

"It’s no longer surprising that Castro would insinuate that government forces were behind the March 22 bomb explosion in Locso-an that wounded two government soldiers," she said.

Duterte was referring to reports of a sighting of NPA elements in a nearby school in Barangay Locso-an, Placer town.

She noted that instead of responding to her challenge to "publicly condemn the NPA," Castro somehow came up with the idea of reopening peace talks.

"No, the Masbate violence does not highlight the need for the resumption of the peace talks... May I respectfully warn the Marcos administration not to fall into this trap," the vice president said.

The education chief insisted that peace negotiation efforts are meaningless when it comes to terrorist groups, which "thirst" for the blood of their fellow Filipinos.

In the end, the education chief urged the public to cooperate with the government to ensure the welfare of learners.

"It highlights the need for our collective effort as a nation to protect our learners from threats brought by groups like the NPA," she said.

The education secretary earlier called out the "diversionary" approach of the ACT group amid terrorist attacks in Masbate, as it came up with suggestions to hire 30,000 teachers and allot PHP100 billion annually for the building of classrooms.

The Department of Education (DepEd), meanwhile, assured the public it will address problems in the education sector through traditional and innovative solutions.

For this school year, around 9,650 teaching personnel are expected to be hired, according to the DepEd.

MANILA – The Department of National Defense (DND) and the Philippine Veterans Affairs Office (PVAO) have urged the public, especially the youth, to participate in this year's Philippine Veterans Week (PVW) from April 5 to 12.

This is in line with the nation's observance of the 81st anniversary of the "Araw ng Kagitingan" (Day of Valor) on April 10.

A series of commemorative and special events will be held to memorialize the valor and heroic deeds of Filipino veterans, the DND and PVAO said in a joint statement on Friday.

Anchored on the theme "Kagitingan ng mga Beterano, Pundasyon ng Nagkakaisang Pilipino,” this year’s observance aims to remember the veterans whose courage and sacrifices became the foundation of the country’s freedom.

"Their stories of heroism and of working together for a singular purpose will also be highlighted to remind every Filipino of the value of solidarity and unity in nation-building," it added.

Under Proclamation 466, s. 1989, the country celebrates the PVW from April 5 to 11 of every year to promote, preserve, and memorialize the principles, ideas, and deeds of the war veterans to enhance patriotism and love of country, especially among the youth.

Meanwhile, April 9 of every year is designated by Executive Order 203, s. 1987 as "Araw ng Kagitingan."

The observance of the PVW will commence on April 5 with the Sunrise Ceremony and the wreath-laying ceremony at the Libingan ng mga Bayani in Taguig City at 7 a.m.

It will be followed by the Review in Honor of the Veterans at the Hunters ROTC Guerilla Field at the Philippine Army Headquarters, Fort Bonifacio, Taguig City at 9 a.m.

April 10 was declared a regular holiday in observance of the "Araw ng Kagitingan," under Proclamation 90, s. 2022, signed by President Ferdinand R. Marcos. Jr.

The commemoration will start at 8 a.m. at the Mt. Samat National Shrine in Pilar, Bataan where the "Dambana ng Kagitingan" or Shrine of Valor stands.

The Tribute to all Filipino Heroes, traditionally held in Corregidor Island, will be observed along with the Paggunita sa Capas at the Capas National Shrine in Capas, Tarlac at 8 a.m. on April 11.

The PVW will be capped off with the Sunset Ceremony at the Libingan ng mga Bayani in Fort Bonifacio, Taguig City at 5 p.m. on April 12, where veterans will gather amid the setting sun to share stories about the veterans and recite a pledge of patriotism.

Supporting activities will also be held in different parts of the country to promote the legacies of Filipino veterans and heroes.

Among these are the "Ride for Valor," a motorcycle/big bike riders’ tour event traversing the route of the Bataan Death March, on April 9.

The Philippine Veterans Bank’s traveling exhibit, “War of our Fathers,” will also be open at The Bunker in Balanga City, Bataan from April 3 to April 18, and an awarding ceremony of the US Congressional Gold Medal will be held in Capas, Tarlac on April 12 to recognize the Filipino World War II Veterans residing in Central Luzon.

The Department of Education, in partnership with PVAO, Veterans Federation of the Philippines (VFP), and VFP-Sons and Daughters Association, Inc. will also conduct several national competitions for students nationwide, including a poster-making contest, an essay writing contest, a songwriting contest, and an oratorical contest in April to encourage youth participation and develop deeper awareness about the Philippines’ history.

All events for the national observance of the "Araw ng Kagitingan" and the 2023 PVW are open to the public, provided minimum health protocols are observed.

DUMAGUETE CITY – Five former New People's Army (NPA) couples tied the knot during a mass wedding ceremony at the headquarters of the 94th Infantry Battalion (94IB) in Barangay Tambo, Ayungon town in Negros Oriental on Tuesday.

The mass wedding, which was also participated by two other couples who are enlisted personnel of the Philippine Army, was initiated by the 303rd Infantry Brigade led by its commander, Colonel Orlando Edralin.

Capt. Mervin Rosal, Civil-Military Operations officer of the 303rd brigade, told the Philippine News Agency (PNA) that of the seven couples, five are from NPA’s Central Negros 2, Komiteng Rehiyon- Negros Cebu Bohol Siquijor (KR-NCBS).

They came from different parts of Negros Island and had surrendered on separate occasions to the 94th IB.

Some of them have already been enrolled in the government’s Enhanced Comprehensive Local Integration Program (E-CLIP) while others are still being processed, he said.

Pastor Sario Indico officiated the wedding in the presence of Col. Eufracio Joel Malig Jr., deputy brigade commander representing Edralin; Ayungon Mayor Dennis Amancio; and Maj. Fortunate S. Villafuerte, the town’s police chief, stood as principal sponsors.

Local and barangay officials were also present during the ceremony.

Malig lauded the efforts of the local government unit, the stakeholders, and the 94IB troops for upholding the traditions of love, inspiring unity and cooperation through a special wedding ceremony, and for the untiring support displayed by everyone, a media release said.

Meanwhile, four NPA rebels surrendered on Wednesday and were presented to government authorities in Guihulngan City, Negros Oriental, highlighting a peace forum where multi-sectoral stakeholders denounced the atrocities of the Communist Party of the Philippines-New People’s Army.

The surrender comes as the NPA – the armed wing of the Communist Party of the Philippines – was celebrating its 54th founding anniversary on the same day.

Lt. Col. William Pesase Jr., commanding officer of the 62nd Infantry Battalion (62IB), told the PNA that those who surrendered were formally presented to the Guihulngan Task Force to End Local Communist Armed Conflict (TF-ELCAC).

The rebels, all males, are members of the NPA’s Central Negros 1 of the Komiteng Rehiyon- Negros Cebu Bohol Siquijor (KR-NCBS), and one holds key positions as a political instructor, and finance and logistics officer, the official said.

They voluntarily surrendered to the 62IB and turned over their firearms.

MALAYBALAY CITY – In partnership with the Task Force on Ending Local Communist Armed Conflict (TF-ELCAC), the Army's 4th Infantry Division (4ID) said it has dismantled eight New People’s Army (NPA) guerilla fronts and "neutralized" more than 800 rebels operating in Northern Mindanao and Caraga in the past two years.

In a statement on Wednesday, Maj. Gen. Jose Maria R. Cuerpo II, commander of the 4ID commander, said since 2021, an NPA sub-regional committee and an independent rebel platoon were also dismantled.

Among those dismantled were the NPA North Eastern Mindanao Regional Committee and North Central Mindanao Regional Committee (NCMRC).

“The people are fed up and tired of the deception and exploitation of the NPA. People are more interested and focused on the peace and developmental projects, as well as the various services that the government has delivered,” Cuerpo said.

In addition, 362 government-initiated encounters have led to the neutralization of 885 NPA combatants.

In military parlance, “neutralize” includes the capture and surrender of an NPA rebel, as well as the seizure of firearms.

Cuerpo said the 4ID managed to seize 766 firearms and overran 234 NPA hideouts during the period.

The latest in the series of encounters transpired in remote Barangay San Juan, Bayugan City on March 27, which resulted in the death of two more rebels.

"More (NPA) members and even leaders have given up and surrendered,” Cuerpo said.

With the support of residents, the Army official assured that the 4ID would continue its intensified focused military operations against the communist rebels and collaborate with other government agencies under the TF-ELCAC.

New surrenders

Meanwhile, the Police Regional Office 10 (Northern Mindanao) on Monday accepted the surrender of three NPA rebels in its headquarters in Cagayan de Oro City who also brought with them their firearms.

The surrenderers were only identified as “Janile,” 27, a political guide; “Arwin,” 25, a female supply officer; and "Aya," 21, another female rebel acting as a medical officer.

They belonged to the NPA NCMRC operating in Talakag town and other border towns between Bukidnon and Lanao del Sur provinces.

ZAMBOANGA CITY – A suspect tagged as the most wanted person in Lanao del Sur province was killed in a predawn shootout with policemen in Marawi City on Wednesday.

The Area Police Command - Western Mindanao (APC-WM) said Mohammad Isah Alimondaya, an alleged supporter of the Islamic State for Iraq and Syria (ISIS), was neutralized in Barangay Dulay West, Marawi City, Lanao del Sur at about 2:30 a.m.

The APC-WM said the shootout broke out when Alimondaya opened fire while policemen were about to serve warrants of arrest against him.

The policemen returned fire, leading to a brief shootout that resulted in the suspect’s death.

Recovered from the slain suspect were a .45-caliber pistol, a .22-caliber revolver, ammunition, and a hand grenade.

Alimondaya has a standing warrant of arrest for murder with no recommended bail issued by a Marawi City court on Dec. 28, 2020, police said.

Earlier in the same year, another court in Marawi issued an arrest warrant against Alimondaya for frustrated murder charges with a recommended bail of PHP200,000.

Police said Alimondaya, allegedly a follower of the ISIS-inspired Dawlah Islamiya local terror group, was involved in contract killings, gunrunning, and illegal drug trafficking in Lanao del Sur and the Maguindanao provinces.

BUTUAN CITY – The communist New People’s Army (NPA) lost some 270 members and 121 firearms during the law enforcement operations conducted by the Police Regional Office in the Caraga Region (PRO-13) from Nov. 2, 2022 to March 15 this year.

Brig. Gen. Pablo Labra II, PRO-13 director, said 210 surrendered to them during the period, while 69 others were arrested.

“The 121 firearms were either seized during the arrests or voluntarily handed over during surrenders in the same period,” Labra said in a statement Wednesday (March 29).

The NPA, the armed wing of the Communist Party of the Philippines (CPP) and the National Democratic Front (NDF), commemorates its founding anniversary Wednesday, March 29.

Labra said security measures were tightened around the region days ahead of the NPA anniversary commemoration.

Among the measures implemented were the conduct of checkpoints, inspections, simulation exercises, and the formation of civil disturbance management contingents.

“We do round-the-clock checkpoints, tap our force multipliers and the counterparts in the Armed Forces of the Philippines, and strengthen the barangay intelligence network to prevent the NPA from doing illegal activities,” Labra said.

He called on residents in the region to help the authorities by providing the necessary information on the presence of NPA insurgents in their communities.

COTABATO CITY – Three gunmen were killed after clashes involving warring families broke out in Ampatuan, Maguindanao del Sur, a police official said Thursday.

In an interview, Capt. Giuseppe Tamayo, Ampatuan municipal police chief, said the clashes erupted on Tuesday night and continued until about 3 p.m. on Wednesday.

The warring families belonged to Moro Islamic Liberation Front (MILF) base commands locked in a long-standing feud over territorial control of vast tracts of land in Barangay Kapinpilan, Ampatuan town, Tamayo said.

“The protagonists in this fighting are members of the MILF’s 118th and 105th base commands,” Tamayo said. “As I speak, they are still firing sporadically at each other although from a distance.”

As a result, about 100 families have fled to safer grounds and are temporarily housed at the municipal gymnasium.

Tamayo said efforts by MILF officials are underway to prevent the escalation of hostilities among its members in the area.

TACLOBAN CITY – Some 121 former New People's Army (NPA) members and their supporters formally declared their withdrawal of support to the rebel group in Ormoc City, the Philippine Army reported on Thursday.

These former rebels joined an oath of allegiance to the Philippine government during the Founding Assembly of Ormoc Integrated Peace and Development Workers Federation (OIPDWF) ceremony on Wednesday in Quezon Jr. village in Ormoc.

These former rebels are from the rural villages of Boroc, Donghol, Gaas, Guintigi-an, Hugpa, Lake Danao, Nadongholan, and Quezon Jr., all in Ormoc.

Army's 802nd Infantry Brigade commander Brig. Gen. Noel Vestuir said their withdrawal of support from the communist group is a sincere manifestation of their commitment to being part of the whole of the nation approach to end the local communist armed conflict.

The former rebels also held a peace and indignation rally to express their sentiments about the former CPP-NPA-NDF members and supporters, and their condemnation of the armed struggle.

Vestuir said as partners of the government in attaining the objective of ending the local communist armed conflict, the former mass supporters organized themselves into village-level integrated peace and development workers associations and city-level federations.

These associations and federations will be registered with the Department of Labor and Employment and the Securities and Exchange Commission, respectively, for them to be duly accredited by their respective local governments.

Vestuir has called on the remaining NPA members to surrender and avail of the government's enhanced-comprehensive local integration program and live peaceful and decent lives with their families and loved ones.

ZAMBOANGA CITY – Government troops recovered war materials after two clashes against different Abu Sayyaf Group (ASG) bandits in Basilan province, the military said Thursday.

The Western Mindanao Command (Westmincom) said the first clash broke out around 3 a.m. Wednesday when combined troops of the Joint Task Force (JTF-Basilan) and Naval Forces Western Mindanao launched a military operation against ASG bandits led by Abu Khatan and a lawless group headed by a certain Junga in Kaulungan Island, Al-Barka, Basilan.

The firefight lasted for 25 minutes, after which the ASG bandits fled.

Another firefight broke out several minutes later after the troops established a blockade in the withdrawal route of the bandits.

It said the bandits and their lawless cohorts likely suffered casualties but were dragged by their fleeing companions.

During the clearing operation, the troops recovered two M-16 Armalite rifles, one Garand rifle, a rifle grenade, handheld radio, parts of firearms, and personal belongings.

Meanwhile, Lt. Gen. Roy Galido, Westmincom chief, called on the remaining ASG bandits in Basilan to return to the fold of the law.

”If they refuse to join us, we will go after them and prevent them from creating havoc in the peaceful communities for it is our primary duty to protect our fellow Filipinas from any form of violence and inhumane acts,” Galido warned.

MALASIQUI, Pangasinan – Authorities have arrested a high-ranking New People's Army (NPA) official in Barangay Macabiag, Sinait, Ilocos Sur.

In a statement on Thursday, Police Regional Office (PRO) 1 (Ilocos) Director, Brig. Gen. John Chua, identified the NPA official as Casimiro Binayon, also known as Ka Bansay, Ka Rigor, Ka Peter, and Agustin Felicitas.

“Binayon is the Executive Committee Member of the Ilocos-Cordillera Regional Command and former Secretary of the dismantled Kilusang Larangang Guerilla-Ifugao,” Chua said.

Binayon was arrested on March 26 under an arrest warrant for murder issued by 2nd Judicial Region presiding judge Joseph Baguilat of the Regional Trial Court Branch 14 in Lagawe, Ifugao, dated Nov. 18, 2011, with no bail recommended.

Confiscated from the suspect were subversive documents (Pahayagan ng Partido Komunista ng Pilipinas, Ilocos Human Rights Alliance-Karapatan), two cellphones, a memory card, various SIM cards, a vaccination card, and a PhilHealth ID under the name of Agustin Bandao Felicitas.

Chua said joint tracker teams of the Provincial Intelligence Unit, Ilocos Sur provincial police, together with the 73rd Military Intelligence Company (Co-lead Unit), and others have been monitoring the suspect before the warrant was served.
