GAMU, Isabela, Sept. 1 (PIA) - - - The 5th Infantry Division's “Bawat Kawal, May Binubungkal” project is now benefiting not only the troopers but most especially the former rebels.

Chief of Staff Col. Ferdinand Melchor Dela Cruz said the project was launched on July 2, 2020 simultaneous with the launching of “Hardin ng Lunas” project as part of the camp’s response to COVID-19 pandemic.

Recently, the troopers were able to share the vegetable harvests to 56 former rebels who are now undergoing reintegration.

Meanwhile, 5ID Commander Maj. Gen. Laurence Mina said the sharing of harvests is one way to help the former rebels in these trying times.

“Ang proyektong ito ng 5ID ay hindi lang para sa mga kasundaluhan kundi para rin sa mga kapatid nating naging biktima ng panlilinlang sa maling ideolohiya. Binibigyan pansin ng 5ID ang kapakanan ng bawat rebeldeng sumusuko na nagnanais magbagong buhay. Kalakip ng bawat rebeldeng sumusuko ay ang pag-asang matatapos ang insurhensiya sa ating lugar upang makamit ang tunay na kapayapaan at pag-unlad na inaasam ng lahat,” said Mina.

On the other hand, the Community Support Program Teams of 86th Infantry (HIGHLANDER) Battalion and Quirino Provincial Mobile Force Company (QPMFC) helped the community in planting different variety of vegetables at Barangay Dingasan, Cabarroguis, Quirino recently to ensure food security.

The project is in line with the Plant, Plant, Plant Program of the Department of Agriculture to help communities maintain enough food resources during pandemic.

Navy completes installation of sovereign markers

TUGUEGARAO CITY, Cagayan, Sept. 2 (PIA) - - The Philippine Navy has already completed the installation of the 11 "sovereign markers" in the uninhabited islands in the northern most part of the Philippines.

Lieutenant Jayvee Abuan, public affairs officer of the Naval Forces northern Luzon, the uninhabited islands are located north of Cagayan province, within the Babuyan Channel and the Batanes Group of Islands.

He said the Naval Forces Northern Luzon and the North Luzon Command have installated the markers to the islands.

The sites, he said, were identified based on the strategic relevance of the islands to the national territory and security.

"The locations of these islands are prominent to passing vessels, either merchants of military vessels so they could easily identify that these areas are part of the Philippine territory," Abuan said.

He said the move of the government to install the sovereign markers in the uninhabited island was ignited when Batanes Governor Marilou H. Cayco reported to President Rodrigo Roa-Duterte, during his visit in Basco, that several foreign vessels have been spotted fishing near the said islands.

"We are hoping that when they see the symbols, the Philippine Flag which is attached in the markers, they will realize that they are already intruding our territory and that they will avoid fishing in those grounds," Abuan added.

He also said there are allot of islets in the northern part of the Philippines but only eleven were surveyed as feasible for the installation of the markers as others are rocks and inaccessible. (MDCT/OTB/PIA 2-Cagayan)

CITY OF ILAGAN, Isabela, Sept. 2 (PIA) - The 5th Infantry Division, Philippine Army based in Gamu town has deployed some of its new junior officers and enlisted personnel to various army units.

Maj. Gen. Laurence Mina, 5ID, PA commander led the deployment held at the camp’s covered court on Aug. 31.

Mina said a total of 19 2nd Lieutenants and 456 newly enlisted soldiers were deployed in various areas in the area of operations of 5ID, PA in Cagayan Valley to include the Cordillera Administrative Region (CAR).

He said the deployment signifies the trust and confidence of the command in their capability and capacity to carry out their mandated tasks.

“Fellow Startroopers, let us always remain on the guard in maintaining our fighting stance at all times. I enjoin you to wholeheartedly embrace the world of military professionals,” Mina said.

He advised them to always give their best shot, have the courage to withstand any danger, have the commitment to serve and the confidence needed in everything they do.

TAGBILARAN CITY, Sept. 1 (PIA) -- The Philippine Information Agency (PIA) Region 7, in coordination with the 47th Infantry Brigade of the Philippine Army, led the briefing on End Local Communist Armed Conflict (ELCAC) for the members of the Association of United Development Information Officers (AUDIO) in Bohol on Aug. 28, 2020.

The activity which was held at Camp Rajah Sikatuna in Brgy. Katipunan, Carmen aims to address the insurgency problem along with youth recruitment, hunger, poverty, insensitivity, social inequity, and social injustice which can be addressed through the collective effort and application of good governance as a tool for local government units.

This is also in line with Pres. Rodrigo Roa Duterte’s Executive Order No. 70 institutionalizing the whole-of-the-nation approach in attaining inclusive and sustainable peace, especially amid the coronavirus disease 2019 (COVID-19) pandemic.

Battalion Executive Officer Major Mozart Jaque, who welcomed the information officers from the local government units and national line agencies, underscored the important role of the public information officers (PIOs) and the media in disseminating accurate, timely, and relevant information to the public especially in their area of operation in Bohol.

Jaque shared that they have the so-called "TRIMP" or TV, radio, internet, messaging and print in which they are actively focused on the internet and messaging because all ages are actively participating on this platform.

Remonde said their CMO operations is anchored on the following pillars: psychological operations and information support affairs that weaken the will of enemy and supporters and changes behavior in favor of the Armed Forces of the Philippines (AFP), civil affairs that legitimize AFP presence and activities and mitigates impact of operations, and public affairs that ensure the public is well-informed and actively builds the reputation of the AFP.

Other resource speakers were Rachel Torremocha, Department of Interior and Local Government (DILG) Bohol’s Local Government Operations Officer II and Peace and Order Concerns Focal Person on the role of DILG in ELCAC, and Governor’s Office Program Officer Renato Espinosa Jr. on the Provincial Government of Bohol’s Community Development Program Purok Power Movement as a support for ELCAC.

Meanwhile, two rebel returnees, Don A. Dane (secretary of the People’s Advocacy for Collaboration and Empowerment, Inc.) and “Ka Mariel” gave a clear picture through their personal testimonies of their experiences as insurgents returning to the fold who are now actively supporting government initiatives to combat insurgency. MARAWI CITY, Sep. 1 (PIA) - Learning from the lessons of the Marawi siege in 2017, the city government of Marawi and 96 village leaders in the city denounced both the local terrorist group (LTG) and communist terrorist group (CTG) and declared them persona non grata.

"Terrorism has no place in Marawi City and Lanao del Sur," stressed City Mayor Majul Gandamra during the mass condemnation activity held recently at the Provincial Capitol Gym.

Gandamra said the Marawi siege is a living testimony of the adverse impacts of terrorism such as displacing thousands of Marawi residents and damaging a lot of properties.

"Pilit man nating bumangon sa pait ng nakaraan, hindi natin maipagkakaila na ang terorismo ay nananatili pa rin dito at nakaambang upang muli tayong guluhin dito sa ating matiwasay na pamumuhay. Huwag nating pabayaang umusbong ito," he added.

Beating terrorism through good governance

To address terrorism, Gandamra cited the importance of good governance so that the public will not be enticed to join the CTG or LTG.

He urged the village leaders to strengthen their collaboration not only with government authorities but also with humanitarian partners to establish livelihood opportunities in their communities.

Gandamra said, "We have to strengthen our collaboration with other partners sa gano'n ay makatulong din sila sa atin sa pagtulong sa ating mga constituents."

Parents' role in ending terrorism
The mayor also reminded parents of their responsibilities in keeping their children away from the recruitment of terrorist groups.

"Dapat tayong mga magulang ay asikasuhin natin ang ating mga anak. Turuan natin sila ng tamang pamumuhay. Be a good example at ipakita natin ang 'way of life' ng totoong Muslim," he said.

Col. Jose Maria Cuerpo II, 103rd Infantry Brigade Commander, backed the mayor's sentiment. Cuerpo who graced the mass condemnation activity also underscored the crucial role of parents in guiding their children on the right path.

Unity and cooperation

Gandamra further encouraged the village leaders to cooperate and help in the fight against terrorism.

"Huwag natin iasa lamang sa mga security forces ang ganitong pasanin dahil ito ay problema nating lahat. What happened to Marawi City is a living testimony na hindi dapat natin pabayaan ang ating syudad bagkus magkaisa tayo at labanan ang terorismo," he added.

For his part, Col. Madzgani Mukaram, Lanao del Sur Police Director, reminded the village leaders on the Islamic principle of fairness and balance. "Bawal sa Islam ang masyadong negligent o extreme. Bawal din yung puro dasal ka lang dahil kailangan mo ring maghanapbuhay para may ipakain ka sa pamilya mo, ngunit bawal din ang puro hanapbuhay. Lahat ng pamumhay ng mga Muslim ay balanse kasama na doon ang pagiging makatarungan, tolerant, at marunong umintindi ng paniniwala ng iba," he further said.

Meanwhile, Col. Cuerpo asked for support from the village leaders to help in ending terrorism. "Kung kaya natin silang kausapin in peaceful means then let us do it upang hindi masayang ang kanilang buhay at kinabukasan. Magtulungan tayo," he added.

LtCol. Rafman Altre, commanding officer of the 82nd Infantry Battalion, stressed that attaining and preserving peace is a shared responsibility. "We are able to liberate Marawi City from the hands of the Daesh-inspired terrorist group because we stand united against their narratives and propaganda," he said.

BUTUAN CITY, Sept. 2 (PIA) -- The former rebels in Agusan del Norte are among the sectors who joined in the training of trainers (TOTs) for Organic Agriculture.

Alias Henry, who surrendered to the 29th Infantry Battalion (29IB), Philippine Army was one of the active participants who was eager to share his learnings to the locals in the priority barangays.

Unlike his previous experience while still in the New People’s Army (NPA) movement where he usually used deadly weapons or firearms, alias Henry now equipped himself with the right information and knowledge on organic agriculture as a way to sustain his daily living.

“For those who are still in the NPA movement, please surrender and let’s unite and work together for our future. Do not allow yourselves to become victims of abuse and exploitation of the NPA,” said alias Henry.

This training on organic farming is part of the PEACE (People Empowerment in Agriculture for Community Enterprise) Project initiated by the Provincial Task Force to End Local Communist Armed Conflict (ELCAC).

It also forms part of the government’s strategies for the poverty reduction, livelihood and employment cluster with the Technical Education and Skills Development Authority (TESDA) as the lead agency, which intends to curb the insurgency problem in the region.

“I am ready and willing to impart my knowledge especially in producing an organic fertilizer that will help us in our demo farm,” bared PFC Reymar Aballe of 23rd Infantry Battalion.

“With the help of our trainers, locals would be able to learn how to sustain food for their family from their own backyard in their respective community. By October, we expect that the demo farm will be accredited by the Agricultural Training Institute, so that by November, TESDA could also accredit it as a farm school,” underscored Dir. Rey Cueva of TESDA-Agusan del Norte.

Alias Henry also called on the youth not to be deceived by the wrong ideologies and false propaganda of the NPA communist terrorist group.

“Do not allow yourselves to be deceived by the wrong ideologies of the NPA making you believe that they have the solutions to your problems,” alias Henry said.

After this training, participants will be deployed to the identified barangays of the province to help locals and enhance their skills, particularly on organic agriculture with an aim to help uplift their lives and have an option for sustainable livelihood. (JPG/PIA-Caraga)

150 rebels, supporters surrender in Agusan Norte

BUENAVISTA, Agusan del Norte, Sept. 2 -- A total of 150 members and mass supporters of the Communist New People’s Army Terrorist (CNT) formally surrendered all together and pledged allegiance to the government in a ceremony held recently in Sitio Macopa, Barangay Poblacion, Carmen town, this province.

The activity was led by the 23rd Infantry (Masigasig) Battalion (23IB), Philippine Army with the support of the local government unit (LGU) of Carmen, the Philippine National Police (PNP) and the different line agencies of the government.

Among the one hundred fifty (150) CNT members who surrendered, 30 were members of the Militia ng Bayan (MB) while 120 were mass supporters of the movement who come from two barangays in Carmen town and were part of the underground links and affiliates of the CNTs, particularly the Sangay ng Partido sa Lokalidad, Yunit Milisyang Bayan, Pambansang Katipunan ng Magbubukid sa Pilipinas, Malayang Kilusan ng Bagong Kababaihan and Kabataang Makabayan.

The mass surrender was achieved through the efforts of the Community Support Program (CSP) of the 23rd IB and the Community Action (ComAct) Team of the PNP, with the support of the council members of Barangay Rojales and Poblacion and the Local Government Unit to clear and to dismantle the remaining members of the Guerrilla Front (GF) 4A as well as destroy the Sentro de Grabidad (SDG) CAOCAO and Sub-Regional Sentro de Gabidad (SRSDG) SAGAY of the North Central Mindanao Regional Committee (NCMRC) of the CNT. The ultimate aim of the joint efforts is to bring peace and order and pave the way for the implementation of the development initiatives of the government to the conflict-affected areas of Barangays Rojales and Poblacion in Carmen.

During the ceremony, the 150 mass surrenderers denounced the CNTs, formally cut their allegiance to the communist movement, and declared the CNTs as persona non grata in their barangays. The declaration of persona non grata is the result of the realization of the residents of the manipulations done by the CNTs and the expression that they are already fed up, sick and tired of the presence and exploitation of the communist rebels. They also condemned the terroristic acts done by the CNTs in their communities and pledged to support the programs and services of the government in their localities.

The former rebels also handed over firearms during the ceremony and burned the CPP-NPA flag as a symbol of their decision in choosing a new path for peace and development. The surrendered firearms were accepted by Mayor Jovette C. Calo of Carmen town and Lt. Col. Julius Cesar C. Paulo, the Acting Commanding Officer of 23IB.

In her statement, Mayor Calo expressed gratitude to the residents of Barangays Poblacion and Rojales, especially to the former members of the CNTs for their decision to leave the communist movement and return to the folds of the law.

“Now you have chosen the right path of your life to reach out to your dreams not only for yourself but for your family as well. In fact, your courage and braveness symbolized the cutting-off of support to the CNTs,” Mayor Calo said.

She added that as the mother of the municipality, she is encouraging every parent to become vigilant and look after their children to protect them from the recruitment of the CNTs. “We need to protect them from the deceptions of the CNTs. I hope that after this activity, you will become the parents who think about what will be your next step to change your community for the better,” Mayor Calo said.

In his testimony, Alias June, one of the surrenderers thanked the government and the 23rd IB for the new opportunities given to them to live peacefully. “Nagpasalamat mi og dako sa atong gobyerno ug sa kasundalohan sa 23IB, sa kapulisan ug sa tanan nga agency nga naningkamot ug nitabang aron mahan-ay ang among kinabuhi. Layo ra kaayo ang trato sa CPP-NPA sa amoa kung itandi nako sa pag trato sa kasundaluhan ug sa gobyerno sa amo. Mao nga dako kaayo ang ano pag mahay sa pag supporta namo sa walhong grupo nga wala man nakatabang ka name,” Alias Jun said.

During the activity, each of the former rebels was also provided with initial assistance such as five kilos of rice from the LGU Carmen.

Furthermore, the Technical Education Skills Development Authority in Agusan del Norte (TESDA-ADN) led by Provincial Director Rey Cueva also provided them with marinated bangus and assorted biscuits. As long-term assistance, TESDA-ADN will also process the former rebels to be enrolled in the different scholarship grants of the agency for them to undergo schooling on different skills education and training programs.

Meanwhile, Lt. Col. Paulo, in his message during the ceremony, expressed gladness over the increasing number of CNT members who surrendered to the government to embrace a peaceful life by reintegrating into mainstream society.

“We urge the remaining members of the CNTS to lay down their arms and return to their families and communities. We are always willing to help and assist you to get back to your normal lives,” Paulo said.

He added that the government’s Enhanced Comprehensive Local Integration Program (ECLIP) is designed to reshape the lives of CNTs who awaken from their dark days inside the communist movement and decide to renew their lives.

“Our brothers and sisters who are already exasperated and riled while languishing from miserable lives inside the CNT movement deserve to live peacefully. CLARK FREEPORT ZONE, Pampanga, Sept. 2 (PIA) -- Air Defense Command (ADC) Commander MGen. Connor Anthony Canlas Sr. reiterated on Tuesday that they will continue to lead and soar towards a credible air defense system.

During their 59th Founding Anniversary, Canlas said ADC has endeavored to enhance its capabilities to better safeguard and secure the Philippine skies for unhampered national development.

“With our goal to become a more capable and credible Command responsive to the Air Defense and security requirements of the Philippines, the Defenders family has unceasingly improved throughout the years. Detect, Identify, Intercept and Neutralize intruders in the Philippine Air Defense Identification Zone will soon be realized,” he said.

The ADC Commander added that it will continue to perform its mandate and improve its capabilities by having more air defense platforms, streamlining its processes, formulating innovative policies to adapt to the intricacy of modern warfare, and challenging the status quo.

“Through the collective efforts of the Defenders family and what previous ADC Commanders have initiated and contributed in the past, each have laid the foundation for a better and more responsive air defense. Rest assured that we will continue to build on this momentum,” Canlas said.

In addition, he also commended the front liners in various air bases for their efforts in keeping the COVID-19 infections in their command and within their respective areas to a minimum.

Meanwhile, Philippine Air Force (PAF) Commanding General Lieutenant General Allen Paredes stressed the crucial role of ADC as the first line of defense that guards, deflects and incapacitates enemies.

“Being at the forefront of our air defense system, you know the importance of strengthening your shield. I therefore enjoin you to continuously exhaust all means and preparations to expedite the delivery of an integral defense platform that would complete our integrated air defense system and enhance the capability and responsiveness of our nations’ first line of defense,” Paredes said.

The PAF commanding general also commended the ADC members for their hardwork to realize their full potential as watchful guards of the skies.

“I salute you. Just like the shield of faith you have continued to prove yourself as the first line of defense that guards the skies and deflects and incapacitates enemies,” he said.

In closing, he urged them to learn tactics and strategies from the Roman military and continuously unite to become a formidable and unstoppable force.

“This is how a system works and this is how an integrated air defense system must work. It must be united and all of you must have faith in each other, believing that all will play their part,” he said.

MARAWI CITY, Sep. 2 (PIA) - The Islamic City of Marawi as well as nine municipalities and 378 villages in Lanao del Sur have organized their respective task force against insurgency as their share in bringing terrorism to its conclusion.

LtCol. Rafman Altre, commanding officer of the 82nd Infantry Battalion (IB) of the Philippine Army, said eight municipalities and 252 barangay councils which are under the area of operations of the 82nd IB have, in the past three months, created their respective task forces to end local armed conflict (ELAC) and passed their resolutions denouncing the communist terrorist groups (CTG) and the local terrorist groups (LTG).

These municipalities are Kapai, Tagoloan, Piagapo, Balindong, Marantao, Ditsaan-Ramain, Bubong, and Buadipuso-Buntong.

Following these towns in declaring the CTG and LTG as persona non-grata are Marawi City and the municipality of Saguiaran which conducted a joint mass condemnation rites against the CTG and LTG at the Provincial Capitol Gym on August 27.

"Terrorism is not a military problem alone, the factors that fuel terrorism need to be addressed by civil authorities especially the local government units (LGUs)," cited LtCol. Altre during the joint mass condemnation rites.

He noted that although the Philippine Army has the capability to neutralize terrorists, it is the concerted effort and united concern of the LGUs that will erase the idea of terrorism in their communities.

In response, Marawi City Mayor Majul Gandamra expressed that the city government and its 96 barangays will work together with the police and the military in putting an end to terrorism.

Saguiaran Municipal Mayor Hafis Muti also shared the same commitment as he urged the chairpersons of the 30 barangays in his municipality to help in the fight against terrorism and to be vigilant in keeping their villages safe from terrorist groups.

In 2018, President Rodrigo Roa Duterte issued Executive Order No. 70 that institutionalizes a whole-of-nation approach to synchronize the efforts in attaining inclusive and sustainable peace.

"With the EO 70 of President Duterte, the national level has organized the Task Force on Ending Local Communist Armed Conflict or ELCAC that focuses on neutralizing the CTG. Even if there is no concrete mechanism yet for countering the LTG, the national government is aligning the provisions under the ELCAC for CTG and ELAC for LTG into one with the end view of a sustainable strategy to defeat all forms of terrorism," LtCol. COTABATO CITY – Bangsamoro Autonomous Region in Muslim Mindanao Grand Mufti Abuhuraira Udasan sees nothing with President Rodrigo Duterte kissing the ground at the blast site in Jolo, Sulu, describing it as an “utmost sign of humility.”

“Humility knows no boundaries or religious affiliations, whatsoever, it comes from the heart,” Udasan told the Philippine News Agency in a phone interview Tuesday.

On Aug. 24, twin explosions rocked downtown Jolo that were believed to have been carried out by suicide bombers affiliated with the terrorist Abu Sayyaf Group (ASG).

The bombings killed 17 people, including government soldiers, and wounded 75 others.

President Rodrigo Duterte visited the Jolo blast site on Sunday and kissed the ground, eliciting various reactions on social media.

“We see nothing wrong with it as the gesture of the President emanates from within himself,” Udasan said.

Anwar Kuit Emblawa, secretary of Mayor Marop Ampatuan of Shariff Aguak, Maguindanao, echoed Udasan’s views, saying the President’s gesture was "heartfelt and unquestionable."

“You could see how the President’s deep respect and love to his people, including the soldiers who died defending freedom from the claws of the ASG in Sulu,” Emblawa said.

“If you kiss the ground of any place, it means that you really love the place, and dying for it is absolute. This is what President Duterte’s action imparted during his Jolo visit,” he added.

Emblawa said the President’s ground-kissing expresses his deep sadness over the lives lost in the incident due to the desperate attacks of the ASG terrorists.

KABACAN, North Cotabato – The Municipal Peace and Order Council (MPOC) here passed a resolution on Tuesday supporting the formation of an independent investigating body on the killing of nine farmers at a secluded portion of Barangay Poblacion over the weekend.

Mayor Herlo Guzman said the resolution intends to encourage the National Bureau of Investigation, the Criminal Investigation and Detection Group, and local police to proceed with their joint efforts to solve the controversial murder case soon.

On August 29, nine farmers on motorcycles were flagged down by their still unidentified assailants along a barangay road at the rear part of the University of Southern Mindanao here.

They were strafed with gunfire for no clear reason.

Eight of the farmers died on the spot, while the remaining victim died hours after being treated at a local hospital.

"The MPOC strongly condemns the incident that killed innocent lives, yet we are optimistic that this will be solved," Guzman said.

The North Cotabato provincial police office has already created a Special Investigation Task Group led by Col. Henry B. Villar, police provincial director, to look into the killing.

Kidapawan Bishop Jose Colin Bagaforo, leaders of the Bangsamoro Autonomous Region in Muslim Mindanao, and the office of the Presidential Adviser on the Peace Process have separately issued statements condemning the incident.

The Commission on Human Rights (CHR) in Region 12 has started its investigation into the recent murder of nine people in Kabacan, North Cotabato.

“We have been gathering information, interviews and other evidence and carefully validating them,” lawyer Erlan Deluvio, CHR-12 director, said in an interview over a radio station here Wednesday.

He said among the information that CHR is taking into consideration was the statement of the last victim who was critically wounded in the attack near the university campus and later died in the hospital.

“The statement of the 9th victim alleged that policemen were behind the killing,” Deluvio said.

Tong Guiaman, 17, was rushed to the hospital after the shooting but died four hours later.

Deluvio said his office is still gathering evidence and statements related to the case.

The North Cotabato police declined to comment on the CHR statement, saying it has already formed a special investigation task force to look into the case.

Col. Henry Villar, North Cotabato police provincial director of North Cotabato, said Tuesday the attackers remained at-large although the authorities have obtained leads to pursue the suspects.

“We don’t speculate; we are looking at several angles and we continue to gather evidence and statements from witnesses,” Villar said.

Quoting witnesses, Maj. Peter Pinalgan Jr., Kabacan town police chief, said the victims were flagged down by unidentified gunmen who demanded identification cards from the victims but suddenly started shooting them.

"When they all alighted from their respective motorcycles they were shot several times,” Pinalgan said.

He said the suspects used high powered firearms like an M16 rifle, an M1 Carbine rifle, and 45-caliber pistol based on the empty shells recovered at the crime scene.

The gunmen fled after the shooting toward Barangay Aringay, he said.

BALER, Aurora – Two members of the Milisyang Bayan (MB) of the New People’s Army (NPA) voluntarily surrendered and turned over their firearms and live ammunition to the military in the province on Tuesday.

identified the surrenderers as alias Ka Jose, 46; and Ka Juana, 50.

He said the two decided to surrender due to the miseries they experienced with the terrorist organization and for being away from their families.

Ka Jose surrendered his defaced M14 rifle with a magazine and 20 rounds of ammunition while Ka Juana yielded her M653 rifle with two long magazines and 102 rounds of ammunition for M16.

Rubio said the government troops facilitated the voluntary surrender of the two MB members who operated under the Komiteng Larangang Guerilla (KLG) Sierra Madre (SM).


He said the surrender of the former rebels is a big blow to the communist terrorist group.

“This manifests the effective implementation of the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) and showed their sincerity to the government by bringing firearms. I urge those remaining NPA bandits, MB members and supporters to return to the folds of the law and avail the E-CLIP (Enhanced Comprehensive Local Integration Program) and other benefits of the government,” Rubio added.

Orientation and custodial debriefing are being conducted by the 91st IB for proper documentation.

The two surrenderers are undergoing a joint validation by the Armed Forces of the Philippine (AFP) and the Philippine National Police.

Rubio said after the issuance of a certification, the processing of their benefits under the E-CLIP would start.

The surrendered firearm will also be paid for based on the remuneration program of the E-CLIP, he added.

The surrenderers will also be provided skills training to be equipped with knowledge and be able to live a life of peace.

Brig. General Andrew Costelo, commander of 703rd Infantry (Agila) Brigade, lauded the relentless efforts of the 91st IB to end the local communist armed conflict in their area of responsibilities.

“We call on all concerned to surrender and take another chance to live in a peaceful life. Our government is sincere in its effort to end the decades-long armed conflict wherein we encourage those NPA rebels to return to the fold of the law and receive services and support to make their lives better,” Costelo said.

Interior and Local Government Secretary Eduardo Año on Tuesday confirmed that President Rodrigo Duterte has signed the appointment of Lt. Gen. Camilo Pancratius Cascolan as the new chief of the Philippine National Police (PNP).

“Lt. Gen. Cascolan is the new Chief PNP, PRRD signed the paper of appointment. That’s the decision of the President, we have to respect the wisdom and the decision. Cascolan is senior and qualified,” Año told the Philippine News Agency in a phone interview.

Malacañang also confirmed that Duterte has appointed Cascolan as PNP chief effective Sept. 2.

“We are confident that the incoming Chief of the PNP would continue the significant strides made by his predecessors in making the PNP a professional organization worthy of our people's trust,” Presidential Spokesperson Harry Roque said in a statement.

Cascolan, deputy chief for administration, is the country's 24th PNP chief. He will retire on Nov. 10 upon reaching the mandatory retirement age of 56. He replaced outgoing PNP chief Gen. Archie Gamboa, who will bow out of service upon reaching the mandatory retirement age of 56 on Wednesday.

Cascolan's assumption was based on the rule of succession as the most senior official of the PNP.

Before being named as the PNP's second highest official, Cascolan was also named Director for Operations and later held the position as Regional Director of the National Capital Region Police Office (NCRPO) starting in April 2018.

Gamboa and Cascolan were both members of the Philippine Military Academy Sinagtala Class 1986.

The past PNP chiefs who also belong to PMA Sinagtala Class include Senator Ronald ‘Bato’ Dela Rosa who retired in April 2018. He was replaced by retired Gen. Oscar Albayalde who retired last Nov. 8, 2019.

The Philippine Navy (PN) on Tuesday said the arrival of new patrol assets will greatly enhance its patrol capabilities and prevent terrorists and other criminals from sneaking in.

"This situation will be best addressed through the modernization of our assets that we are now continuously pursuing, particularly the acquisition of the Philippine Fleet’s Fast Attack Interdiction Craft (FAIC) project and the Philippine Marine Corps’ Combat Raid and Interdiction Boats as well as its Small Unit Riverine Craft (SURC)," PN chief Vice Admiral Giovanni Carlo Bacordo said.

Bacordo said these naval platforms are necessary to contain the dynamics of maritime terrorists and transnational criminals and capacitate the Navy to secure and defend the country's maritime territories and jurisdiction and promote coastal peace and order.


These are expected to be delivered within the next two years as in the case of the FAIC.

"Through the upbeat support of the Filipino people, through the government, to the modernization efforts of the whole of the Armed Forces, the Philippine Navy is now in the process of acquiring more capable surface assets to interdict pirates and other lawless elements, and become more responsive to the ever-changing security threats to the Philippines' vast maritime environment," the PN chief added.

Bacordo added that they are exerting all efforts in conducting security patrols against terrorists and other threats while assisting in response efforts to the coronavirus disease 2019 (Covid-19) pandemic.

"The PN’s conduct of intensified and sustained security operations in our maritime borders has been a deterrent factor for terrorism and other transnational crimes, however, it remains to be a challenge for the Naval Operating Forces especially now that these rogue elements are taking advantage of the government’s preoccupation with the Covid-19 crisis," he added.

Meanwhile, PN public affairs office chief Lt. Commander Maria Christina Roxas said the Navy's efforts for the past three years have reduced incidents of kidnapping, maritime terrorism and robbery-at-sea in the tri-border area of Zamboanga, Basilan, Sulu and Tawi-Tawi.

"While such is the case, we still cannot discount the possibility that these foreign terrorist individuals might have sneaked in through other maritime ingress given the wide expanse of our porous border," she added.

The head of the Philippine Navy (PN) contingent expressed his appreciation for the dedication shown by all members of the Naval Task Group 80.5 which participated in the two-week long "Rim of the Pacific" (RIMPAC) exercises which took place off the waters of Hawaii from August 17 to 31.

In a statement Wednesday, Navy Captain Jerry Garrido, NTG 80.5 chief and concurrent commanding officer of the country's first missile frigate, BRP Jose Rizal (FF-150), lauded all 125 members of the contingent for all their hard work in making sure that Philippine participation in the biennial naval exercise will be a success.


This, he said, greatly helped "(in) promoting the Philippine Navy’s objective of strengthening the relationship and multilateral cooperation among regional and extra-regional navies with their eager participation in this RIMPAC exercise.”

The two-week RIMPAC exercise also served as the "shakedown cruise" of BRP Jose Rizal who was officially commissioned on July 10 at Alava Wharf, Subic Bay, Zambales, departing from there on July 29 and arriving in Pearl Harbor, Hawaii on August 15 after a fueling stop in Guam last August 2.

"FF-150, with 125-strong men and women of Naval Task Group 80.5, successfully participated in serialized training, advanced integration, and free play training activities that were purely executed at sea amid the prevailing global pandemic," PN public affairs office chief Lt. Commander Maria Christina Roxas said.

This year's RIMPAC included 53 replenishment-at-sea events, 101 pallets of cargo distributed, over 16,000 rounds of small arms munitions shot, over 1,000 large caliber weapons fired, 13 missiles expended, and 1,100 pounds of mail delivered.

"These multi-dimensional training exercises allowed the members of NTG 80.5 to work in conjunction as they put into test the PN’s first four-dimensional warfare capable frigate that is at par with those of other participating navies," Roxas said.

She added that the PN’s participation in a naval exercise of such magnitude advances its maritime operational capability to a multilateral level thus increasing readiness and inter-operability with foreign navies.

It further builds and strengthens mutual understanding through cooperative activities of multi-national maritime forces.

Meanwhile, PN chief Vice Admiral Giovanni Carlo Bacordo congratulated the NTG 80.5 for "completing all given serials of the exercise which demonstrates her (FF-150's) capability to handle various operational requirements" without any derangements on the frigate’s weapons, communications, electronics, and information system hull, machinery, and electrical systems.

Also, Bacordo said the PN contingent took advantage of RIMPAC 2020 to train as a team, put the ship at pace with possible real-world scenarios, and got the crew to gel.

As this developed, US 3rd Fleet and RIMPAC20 commander Vice Admiral Scott Conn, during the closing ceremony on Tuesday (Wednesday, Manila time), visited the area where the ships of the 10 participating nations — including the Philippines’ BRP Jose Rizal — are docked to congratulate them for taking part in the exercise.

"We strengthened relationships and deepened our sense of trust in one another. Each one of our navies has something to offer and that diverse range of knowledge and professionalism is what makes us stronger, and allows us to work together to ensure a free and open Indo-Pacific and ultimately, our collective prosperity," he added.

Newly-appointed Philippine National Police (PNP) chief, Gen. Camilo Pancratius Cascolan, on Wednesday cited the need to boost the morale and take care of the welfare of police officers.

In his assumption speech as the country's 24th top cop, Cascolan said the PNP's comprehensive master development plan include giving equal opportunity and leveling the playing field in the placement and promotion of personnel based strictly on performance, service reputation, and merit and fitness in establishing a rationalized "succession planning’ and ‘career path".


“We will also enhance the provision of healthcare and wellness services with the improvement of health and recreational facilities and partnership through execution of Memorandum of Agreement/Understanding with healthcare and wellness providers such as the Philippine Society of Gastroenterologist, Makati Medical Foundation, Inc. UNILAB Foundation Inc., Chinese General Hospital, National Kidney Transplant Institute among others,” he said.

Cascolan also vowed to ensure the development and the presence of ranking police officials "at all levels and at all times".

"Close mentoring and coaching will be emphasized, and we will exact discipline in all aspects of policing. Following the principle of Command Responsibility, we will hold unit commanders and leaders accountable in the accomplishment of their tasks and in upholding human rights and enforce rule of law at all times," he added.

The PNP will also embark on an intensive drive to promote human resource development aimed at ensuring that every police officer "will know his or her job and do them well", Cascolan said.

"Following the principle of ‘putting the right person on the right job’, we will establish a certification process for individuals and units. Everyone must be proficient with the basics of policing particularly on discipline, courtesy, cleanliness, integrity, transparency, accountability, command responsibility and professionalism," he said.

Cascolan added that he will promote the ‘Bayanihan spirit’ and the ‘Community Service Oriented Policing (CSOP)’ by forging stronger partnership and more active engagement with the community in ensuring peace and order and addressing criminality giving priority on the campaign against illegal drugs, Illegal gambling, and other focus crimes; anti-violent extremism/terrorism; internal security operations (ISO), and maximizing police visibility.

He also vowed to continue the gains obtained through the leadership of his predecessors.

"But more than these, I will lead the PNP along the vision of a highly capable, effective and credible PNP that provides better and more reliable, more efficient, and more effective police services; and a safer, more peaceful and progressive community,” Cascolan said. "We will seize every single opportunity to deliver better if not the best police services."

Cascolan, who replaced retired chief Gen. Archie Gamboa, will only lead the 209,000-strong police force for two months, as he will mandatorily retire from the service upon turning 56 on November 10.

Despite having a short term, Cascolan said his plan, highlighting intensified police visibility with the cooperation of the community, will topple crimes in the country.

"Now, I call upon all members of the PNP organization to act together and get things done. The PNP can never be truly effective without the support of the community," he said.

Cascolan noted that law enforcement in the middle of the pandemic would be challenging, but the police would persevere and continue its service to the people.

"We will prevail against all odds, we will seize every opportunity to serve and protect our countrymen," Cascolan said.

Interior Secretary Eduardo Año, meanwhile, assured full support to Cascolan's leadership.

“I call on you (police officers) to rally behind General Cascolan as you march forward as the guardians of society. Cascolan is also a member of the Philippine Military Academy Sinagtala class of 1986 along with Gamboa and former PNP chiefs Ronald dela Rosa and Oscar Albayalde.

Palace Spokesperson Harry Roque on Wednesday slammed the decision of an Olongapo court to approve the early release of United States (US) Marine Lance Cpl. Joseph Scott Pemberton, who was convicted of killing transgender woman Jennifer Laude in 2014.

In a statement, Roque was dismayed by the ruling of Olongapo City Regional Trial Court (RTC) Branch 74, directing the Bureau of Corrections to set Pemberton free.

“As former Private Prosecutor for the Laude family, I deplore the short period of imprisonment meted on Pemberton who killed a Filipino under the most gruesome manner,” Roque said.

Pemberton was sentenced to suffer six to 10 years imprisonment by the Olongapo City RTC Branch 74 in December 2015 for killing Laude inside a bathroom of a motel on October 11, 2014.

He is currently detained at the Armed Forces of the Philippines Custodial Center in Camp Aguinaldo, Quezon City.

Olongapo RTC Branch 74 Presiding Judge Roline Ginez-Jabalde, in a decision issued on September 1, ruled that Pemberton has a total accumulated time served with entitlement of Good Conduct Time Allowance of 10 years, one month, and 10 days.

Ginez-Jabalde said the jail time Pemberton had already served is “more than the 10 years maximum penalty imposed by this court and affirmed by Court of Appeals.”

“Thus, he (Pemberton) is now entitled to be released for he had already served the 10-year maximum of his penalty,” the ruling read.

Following the court’s decision, Roque lamented that the US continues to enjoy the “conquering colonials” in the Philippines.

“Laude’s death personifies the death of Philippine sovereignty and the light penalty imposed on Pemberton proves that despite the President's independent foreign policy, that Americans continue to have the status of conquering colonials in our country,” he said.
