At least 123 local government units in Eastern Visayas have passed separate resolutions declaring members of the New People’s Army (NPA), the armed wing of the Communist Party of the Philippines, persona non grata (unwelcome or unacceptable).
Mayor Aran Boller of Matuguinao town in Samar province said the declaration was a testament that the people do not welcome the NPA.
“Our people have had enough with them (NPA). They want change and this change can only be realized if we will get rid of them in our town,” he said.
Boller said various projects could not reach their areas due to the presence of NPA rebels.
“We have several projects, like farm-to-market roads, that were not realized because of them.”
Major Gen. Pio Diñoso III, the commanding general of the 8th Infantry Division based in Catbalogan City, Samar, welcomed the move of the LGUs.
“These declarations are the initiatives of these local government units. They want to show that the NPAs are not welcome,” Diñoso said.
“This is not the war of the Armed Forces (of the Philippines) but the war of the people versus the terrorists,” he added.
Diñoso said government troops will do their best to contain the insurgency in Eastern Visayas, one of the poorest regions in the country.
“With the order of the President, we will make sure that the New People’s Army will become irrelevant next year,” he said.
In particular, Diñoso said they were focusing on Samar Island, which comprises the provinces of Samar, Eastern Samar, and Northern Samar.
Since he assumed his post early this year, he said 16 soldiers have died during fights with the NPA.
He said seven NPA members were also killed during armed encounters.
He said these rebels have been fighting the government for more than 50 years but have not succeeded much.
The general assured the civilians that the military would protect them in this fight.
“Leave the fighting to us, and we assure them that the military is here to protect them,” Diñoso said.
Still, Diñoso said he was open to a peace talk with officials of the local rebel movement here to end the communist insurgency.
“I am open to talk. If you want to have a (peace) talk, we will ask the local government units to lift the persona non grata declaration so we can talk,” he said.

An explosion rocked the Quezon municipal police station in Bukidnon Thursday night, police said on Friday.
Police said a man hurled a still-undetermined explosive at the mess hall at around 7:45 p.m.
A police officer on duty pursued and fired at the man, who sped off aboard a motorcycle.
No casualties were reported, although the blast damaged the roof of the police station and a police officer’s parked vehicle.
Lt. Col. Mardy Hortillosa, spokesperson of the Northern Mindanao police, said the explosion was possibly a retaliatory attack of the New People’s Army (NPA) following successive anti-insurgency operations.
“It’s one of the possible angles but we need to investigate,” he said.
Pursuit operations against the suspect are ongoing.

NSFA, Panacan, Davao City – A female communist terrorist and led extortionist was arrested in an AFP-PNP Inter-Agency law enforcement operation along the Quezon Boulevard Checkpoint in Kidapawan City, Cotabato, Wednesday afternoon, October 22, 2019.
Col. Gabriel C Viray III, Commander of 901st Infantry Brigade identified the subject as Mindaley Santeses Genotiva, who goes by the aliases “Karla, Manang, and Liz,” head of Sub-Regional Urban Committee and Regional Tax Implementing Group of the Communist Terrorist Group (CTG) being monitored in the northern part of Cotabato Province, Southern Bukidnon, and North-Western part of Davao City.
The Inter-Agency group were armed with following standing warrant of arrests aginst the subject:
Murder (Crim. Case # 4451-2017) dated 11 December 2017.
Two-counts of Frustrated Murder (Crim Case# 4338-2017 and 4339-2017) dated September 22, 2017.
Five counts of Attempted Murder (Crim. Case nos. 4333-2017, 4334-2017, 4335-2017, 4336-2017 and 4337-2017).
All were issued and signed by Presiding Judge Henelinda J. Molina-Diaz of RTC-12, Branch 61, Kidapawan City.
As confirmed by Former Rebels, Alias Karla or Liz is also responsible for the conduct of force collection schemes which victimze businessmen down to the lowly paid laborers; and reportedly, she is in charge of forcing and extorting from individuals, groups, establishments, and companies who were made to pay not less than three hundred thousand pesos.
Furthermore, she was also one of the responsible for the violent mass rally in Kidapawan on April 2016 that caused the injury to some of the responding policemen; and resulted in several casualties among the farmers and Indigenous Peoples (IP) whom they decieved to join the staged rally.
Meanwhile, Lt. General Felimon T. Santos Jr. , Commander of Eastern Mindanao Command attributed the arrest to the collaborative effort of different agencies and warn the CTGs of a full government force to run after them.
“We are glad with the collaborative effort of the different agencies that led to the arrest of this CTG’s high value individual as this will bring justice to the victims of her led attrocities and extortion” Lt Gen Santos said
“This will serve as a warning to those who continue to put our communities in suffering and misery using force, coercion, deception and intimidation to get their hard earned money intended for their family. We will not allow you to put our communities in jeopardy and hamper their economic growth. We will use all assets and legal means available to us to bring you to the bar of justice and stop your evil acts” Lt. Gen Santos warned.
The subject is now undergoing legal proceedings with the North Cotabato Police.

Tago, Surigao del Sur – The Local Government Unit of Tandag, this province conducted one (1) day Serbisyo Caravan to the residents of Barangay Maitom of said city held at Villa Maria Luisa Hotel, Brgy San Agustin II, Tandag City yesterday, October 23, 2019 at 9 o’clock in the morning.
A total of three hundred (300) participants from Brgy Maitom benefited the services offered such as; Medical Services, Libreng Gupit, Distribution of pregnancy kits and mosquito nets, distribution of seeds and other livelihood and skills programs. DOH, TESDA, DA, Central Bank, DOJ and DSWD converged and offered the said services.
It can be recalled that last October 22, 2019, LGU Tandag along with other government agencies conducted community dialogue to the locals of said brgy which aims to deliver the basic needs and programs of the government to the far-flung area of the barangay. Barangay Maitom is one of the CPP-NPA infiltrated Brgy particularly Sitio Mahanon, Sitio Poog and Sitio Banahao, the stronghold and guerrilla base of the NPA in the area.
The Serbisyo Caravan were attended by CABSEC Carlo Alexi B Nograles, Cabinet Officer for Regional Development and Security (CORDS), RTF-ELCAC, Caraga, Hon Alexander T Pimentel, Provincial Governor, SDS, MGen Franco Nemesio M Gacal, Commander, 4ID, Ms.
Lilibeth A Famacion CESO III, Regional Director, DILG-Caraga, ASEC Lorenzo Clavejo, Asst Director, NSC, Atty Bonifacio G Uy, Regional Director, NEDA-13 and Hon Dale B Corvera, Provincial Governor of Agusan del Norte, Chairperson, Regional Development Council (RDC).
In her statement, Hon Roxanne C Pimentel, City Mayor emphasized that they work closely with other line government agencies to address the insurgency problem in the province. She said that activities are being conducted in the city to ensure that the provision of the basic services should be delivered in various community in the city.
Meanwhile, Ltc Jezreel J Diagmel, Commander of 36IB said that the government now truly cares to deliver the programs and basic needs of the community in the far-flung areas which a priority for development to stop the propaganda and deception of the CPP/NPA to the community.
“Thru this effort, we are hoping of a new generation of community that is a conflict resilient and ready to accept the challenge in the ttainment of just and lasting peace in the province,” Ltc Diagmel said.
He further added that the transformation of the community is a concerted effort and the convergence of the different line agencies to heed the call of the president in the implementation of the different livelihood programs to address the issues on the insurgency as stated in the EO70 on the whole of nation approach.
The activity was dubbed as “Pursuing Peace, Developing Communities, and Zooming in the Progress”, a Retooled Community Support Program (RCSP) initiative anchored on the Executive Order # 70, which institutionalizes a “whole-of-nation approach” to end Local Communist Armed Conflict. On September 20, 2019, the Department of Education, through its Regional Office XI, approved the closure of the 55 Salugpungan Schools. The notification was received by Salugpungan schools administration on October 7, 2019.
We assure the public that the government has taken all possible steps to ensure that the right of children to education is protected, and that due process was followed throughout the closure of the 55 Salugpungan schools in the Davao Region.
To guarantee that the education needs of affected pupils are addressed, Secretary Briones instructed the DepEd Regional Office to arrange for the admission of students displaced by the suspension of the Salugpungan schools. The Secretary herself visited Talaingod in August this year to personally see the situation of the learners and teachers.
It can be recalled that the 55 Salugpungan schools were suspended pending investigation and recommendation for violating DepEd standards and regulations, and more alarmingly, for training child warriors for the New People’s Army (NPA).
We would like to note that numerous individuals-teachers and former pupils of these schools-have attested to the fact that these schools are training grounds and indoctrination tools for producing child soldiers. As part of their indoctrination process, they are taught a different national anthem and are forced to conduct dramas about IPs being tortured. To teach them to fight against the government, they are taught how to survived during encounters, how to ambush government forces, how to use firearms, how to recruit other children in the fight against the government, and how to conduct anti- government rallies.
Child warrior recruitment in these schools exploit the innocence and vulnerability of IP children. Since the communist terrorist group has used these schools as indoctrination and recruitment facilities of children in their formative years, the Deped’s action provides ample support in protecting the children of indigenous communities from exploitation. The abhorrent training and use of child warriors has to be stopped. For this reason, the closure of the Salugpungan schools supports the Whole of Nation objective to end communist atrocities and bring basic services to those who need it most.
At the moment, the DepEd has accounted for 1,000 out of 1,142 learners for School Year 2018-2019 through its Learners Information System. This translates to eighty eight percent (88%) of total learners that had been assisted by DepEd so far. Further there are existing DepEd schools in areas where Salugpungan schools operate. More schools are to be opened, and existing elementary schools are to be converted into integrated schools.
We reiterate that is within the mandate of the government, through the Department of Education, to regulate the establishment and recognition of private schools in the basic education level. The government likewise shall take all the necessary actions to protect the nation’s children from recruitment into armed groups, and to prevent their participation in armed conflict as directed by Republic Act 11188, or the Special Protection of Children in Situations of Armed Conflict Act.

TANDAG CITY, Surigao del Sur – A resolution creating a Technical Working Group (TWG) to facilitate the closure of Alternative Learning Center for Agricultural and Livelihood Development (ALCADEV) and Tribal Filipino Program of Surigao del Sur (TRIFPSS) was passed among other motions raised during the Caraga Regional Task Force to End Local Communists Armed Conflict (RTF-ELCAC) 3rd Full Council Meeting held at Villa Maria Luisa Hotel, Wednesday, Oct. 23.
Cabinet Officer for Regional Development and Secretary (CORDS) in Caraga and RTF ELCAC Chairman, Cabinet Secretary Karlo Alexei B Nograles has approved the motion raised by Agusan del Norte Governor Dale B Corvera, the newly-appointed Chairman of Regional Development Council, to create a TWG which will focus on planning the steps for the eventual closure of ALCADEV and TRIFPSS in Caraga, under the Regional Task Force ELCAC.
“Why not create a TWG, to plan and implement the plans for the closure of ALCADEV and TRIFPSS. And the members will be the DepEd, NCIP, DOJ and other concerned agencies, then to be headed by the Governor of the concerned province,” Corvera said.
The plan for the closure of ALCADEV and TRIFPSS became one the agenda during the 2nd Caraga RTF – ELCAC Meeting in Surigao City last August 27, 2019 after the Department of Interior and Local Government Caraga, through the Regional Peace and Order Council, requested assistance to close the remaining ALCADEV and TRIFPSS, as they continue to operate as private schools even without permit from the Department of Education, which according to Datu Rico Maca, IP Mandatory Representative of San Miguel, SDS, “had caused conflicts in the community”.
To facilitate the closure of the said schools through the RTF -ELCAC, the Department of Justice Regional Prosecutors’ Office was then tasked to find grounds where they had identified two legal bases to be used for its termination, one, the Batas Pambansa Bilang 232 or The Education Act of 1982: An Act Providing for the Establishment and Maintenance of An Integrated System of Education, specifically Sections 28 and 68, and second is the DepEd Department Order Number 88 Series of 2010 (DO 88), or the Revised Manual of Regulations for Private Schools in Basic Education.
In addition, DepEd Regional Director Francis Cesar B Bringas also emphasized the coverage of DO 88 and further suggested to consider DO 21 instead.
“We have DepEd Department Order No. 21, specifically for IP Ed Schools, so we will ask DOJ to look into DO 21 that is the guidelines for recognitions and issuance of permits for IPs Schools.”

Meanwhile, Surigao del Sur Governor Alexander Pimentel told the council the series of negotiations conducted by the provincial government and the ALCADEV people, “I already told them, we will build schools for them and our IP teachers are ready to teach them, but their tribal leader always “reject” my offer.”

To facilitate the closure of the said schools through the RTF -ELCAC, the Department of Justice Regional Prosecutors’ Office was then tasked to find grounds where they had identified two legal bases to be used for its termination, one, the Batas Pambansa Bilang 232 or The Education Act of 1982: An Act Providing for the Establishment and Maintenance of An Integrated System of Education, specifically Sections 28 and 68, and second is the DepEd Department Order Number 88 Series of 2010 (DO 88), or the Revised Manual of Regulations for Private Schools in Basic Education.
In addition, DepEd Regional Director Francis Cesar B Bringas also emphasized the coverage of DO 88 and further suggested to consider DO 21 instead.
“We have DepEd Department Order No. 21, specifically for IP Ed Schools, so we will ask DOJ to look into DO 21 that is the guidelines for recognitions and issuance of permits for IPs Schools.”

5 PMA cadets in hazing videos detained

Five of six Philippine Military Academy (PMA) cadets who were caught on video beating up four plebes in 2017 and 2018 have been detained pending investigation into the maltreatment of their lowerclassmen, the PMA said in a statement on Wednesday.
The PMA spokesperson, Capt. Cheryl Tindog, issued the statement as an internal military report revealed that at least 27 cases of alleged maltreatment are being investigated by the academy.
The confidential report of the inspector general of the Armed Forces of the Philippines said 52 cadets have been confined in connection with the 27 cases documented between Sept. 16 and 27.
The report, seen by Inquirer.net, said five of the detained cadets are women.
As of Sept. 27, 22 fourth class cadets, or plebes, were reported to have been confined in different hospitals for alleged maltreatment, the report added.
The PMA commandant of cadets, Brig. Gen. Romeo Brawner Jr., confirmed ongoing investigations of other alleged hazing cases, most of them discovered only after the death of plebe Darwin Dormitorio.
Dormitorio died on Sept. 18 after alleged maltreatment by his upperclassmen, one of whom harbored a grudge against him over a pair of missing combat boots.
Seven senior cadets, two tactical officers and three military doctors have been charged in connection with Dormitorio’s death.
Those charged were PMA Cadets Shalimar Imperial, Felix Lumbag Jr., John Vincent Manalo, Julius Carlo Tadena, Rey David John Volante, Christian Zacarias and graduating Cadet Axl Rey Sanopao.
Also charged were tactical officers Maj. Rex Bolo and Cpt. Jeffrey Batistiana, and doctors Lt. Col. Cesar Candelaria, Cpt. Apple Apostol and Maj. Ofelia Beloy.
Tindog said “the videos circulating on social media involving our cadets were taken in 2017 and 2018” and were being used as “tools and bases for an impartial inquiry.”
“The offenses the [cadets] committed were not and never will be sanctioned or tolerated in the PMA,” she said.
In fact, Tindog pointed out, a sixth cadet who was involved in the hazing caught on video was discharged last year due to violations of the so-called honor code.
“Cases have been filed, drastic actions are being undertaken and reforms being instituted to rid the PMA of maltreatment. We fervently hope and pray that the PMA will be allowed to make good [on] our commitments,” Tindog said, who is not a PMA alumna.
She concluded: “The PMA is not a perfect organization [and has] in the ranks of the cadet corps misfits who need to be dealt with accordingly.”
The AFP spokesperson, Brig. Gen. Edgard Arevalo, meanwhile appealed to the public to stop spreading the hazing videos that brought the latest incident to public attention.
“No one benefits from it. Both the academy and the Dormitorio family have been severely battered with the stories that came out in the news,” said Arevalo, a member of PMA Class of 1990.
Arevalo, however, did not comment on the AFP inspector general’s investigation report.

Government troops on Wednesday seized an alleged New People’s Army (NPA) encampment and recovered several items including parts for making landmines in Barangay Mabato, Ayungon town in Negros Oriental.
Soldiers from the 94th Infantry Battalion of the Philippine Army seized the unoccupied rebel camp located at the boundary of Sitio Yamut and Sitio Talaptapan in the said village at around 11:40 a.m.
The government troops, after receiving a report on the presence of an armed group in the area, conducted security operations, which led to the discovery of the abandoned camp, a report from the 303rd Infantry Brigade said.
The soldiers believed the camp was vacated hours before their arrival, as they recovered a portable generator, three rifle scopes, nine switches, five pieces detonator for anti-personnel landmine or improvised explosive device, a medical kit, a pair of handcuffs, one pouch bag, eight T-shirts printed with the “NPA” logo, rain boots, raincoat, utility rope, two saws, axe, hammer, two big rice pots with freshly cooked rice, subversive documents, and other personal belongings.
The encampment is situated about a kilometer away from where four police intelligence personnel were brutally murdered by suspected NPA members last July 18.
Lt. Col. Randy Pagunuran, 94TH IB commanding officer, was quoted in the report as saying that “this clearly shows that the civilians do not like the presence of NPA terrorists in their area”.
He said the people are now cooperating with the military and doing their part in making their community peaceful and insurgency-free.
“I urge the people of Ayungon to continue reporting the presence of NPAs in their communities in order for us to prevent their extortion and other terroristic activities in the area,” Pagunuran said.

Soldiers from the 94th Infantry Battalion of the Philippine Army seized the unoccupied rebel camp located at the boundary of Sitio Yamut and Sitio Talaptapan in the said village at around 11:40 a.m.
The government troops, after receiving a report on the presence of an armed group in the area, conducted security operations, which led to the discovery of the abandoned camp, a report from the 303rd Infantry Brigade said.
The soldiers believed the camp was vacated hours before their arrival, as they recovered a portable generator, three rifle scopes, nine switches, five pieces detonator for anti-personnel landmine or improvised explosive device, a medical kit, a pair of handcuffs, one pouch bag, eight T-shirts printed with the “NPA” logo, rain boots, raincoat, utility rope, two saws, axe, hammer, two big rice pots with freshly cooked rice, subversive documents, and other personal belongings.
The encampment is situated about a kilometer away from where four police intelligence personnel were brutally murdered by suspected NPA members last July 18.
Lt. Col. Randy Pagunuran, 94TH IB commanding officer, was quoted in the report as saying that “this clearly shows that the civilians do not like the presence of NPA terrorists in their area”.
He said the people are now cooperating with the military and doing their part in making their community peaceful and insurgency-free.
“I urge the people of Ayungon to continue reporting the presence of NPAs in their communities in order for us to prevent their extortion and other terroristic activities in the area,” Pagunuran said.

Police have launched a manhunt against armed men behind the separate shooting incidents in Polomolok town, South Cotabato, Wednesday that left a person dead and another wounded.
Lt. Col. Marvin Duadua, chief of the Polomolok municipal police station, said in a report on Thursday a still unidentified male victim was gunned down near Barangay Rubber Wednesday morning.
Another victim survived a similar attack later in the evening in Barangay Pagalungan.
Duadua said the first victim was riding a black Honda Wave motorcycle around 10 a.m. when he was shot by a motorcycle-riding suspect.
Duadua said the victim died on-the-spot due to gunshot wounds on the head and body while the suspect fled toward the vicinity of Barangay Rubber.
Recovered at the scene were two cartridges and a slug of a caliber .45 pistol.
Around 8:45 p.m., Duadua said another resident, Nelson Guiao, was stopped at gunpoint on the national highway in Barangay Pagalungan by two motorcycle-riding suspects, who then declared a holdup.
Guiao then shouted for help and was shot by one of the suspects in the abdomen, the police official said.
Duadua said the victim, who managed to get help from a nearby swimming resort, remains in critical condition at a local hospital.

PAGADIAN CITY, Zamboanga del Sur -- The widows of three "Marawi heroes" have graduated as new soldiers at the 1st Infantry Division (1ID) Training School in Labangan town, this province.
Capt. Clint Antipala, 1ID information officer, said Thursday the three were among the 649 new soldiers who graduated from the training school on Wednesday.
Antipala identified them as Pvt. Grace Allaga, wife of the late Cpl. Ardnie Allaga of the 10th Infantry Battalion; Pvt. Merzie Rogador, wife of the late Pfc. Eldon Rogador of the 51st Infantry Battalion; and Pvt. Christine Mary Montero, wife of the late Cpl. Marjone Montero, also of the 51st Infantry Battalion.
Rogador’s husband was the cousin of late Pfc. Dhan Ryan Bayot, who requested to bomb his location during the early stages of the hostilities during the Marawi siege.
Both Rogador and Bayot were in the same team and died in the same incident, while Montero’s husband was killed on Father’s Day at the height of the siege.
Allaga’s husband was killed in August 2017 while the troops were gaining ground and had captured the strategic positions of the Islamic State-inspired Maute group.
Antipala said the three widows voluntarily joined the Philippine Army through special enlistment, pursuant to the order of President Rodrigo Duterte.
Meanwhile, Antipala said the 649 new soldiers will join the Army’s 1st and 11th Infantry Divisions, based in Labangan and Sulu, respectively, and the 54th Engineering Brigade based in Zamboanga City.
They comprise the Candidate Soldier Course Classes 592, 593, and 594 of the 1st Infantry Division, and Classes 595 and 596 of the 11th Infantry Division.
Antipala said that 25 members of the five classes belong to the 54th Engineering Brigade.
Moreover, Governor Abdusakur Tan of Sulu and Governor Victor Yu of Zamboanga del Sur led Wednesday the Entrustment of Firearms Ceremony for the 649 newly-graduated soldiers at Camp Sang-an that houses the Army’s 1st Infantry Division headquarters.
Tan said the ceremony was an acknowledgment that peace "cannot be achieved by a single organization or branch of the government," but by the cooperation between the Army and civilians.
Meanwhile, Yu underscored the importance of the ceremony in instilling responsibility for the new soldiers "to protect the people and country."
The new graduates will first undergo a mandatory Infantry Operations Course prior to their deployment to further equip them with the knowledge and skills of an infantryman.

An outspoken former rebel is now taking responsibility to educate young Filipinos on the deception of the Communist Party of the Philippines - New People's Army (CPP-NPA).
The 59-year-old former NPA official, who wanted to be called "Tatay Ben", on Thursday shared his 10-year involvement with the rebel group at the Philippine Air Force’s Campus Peace Development Forum, held at the Villamor Air Base in Pasay City.
Originally from Mindanao, Tatay Ben said he was deeply saddened upon seeing mothers weeping on television during a recent Senate hearing, as they sought help to find their children who were allegedly recruited by progressive youth organizations.
“Nakakita ka? Luoy kaayo ang mga Mama sa TV, akoang mama sa una, niuli man ko, three years mi wala nagkita, blind kaayo sila wala jud sila kabalo asa ko. Pag-abot nakog balay, pirting hilak sa akoang mama, pareha ato sa ilaha sa TV (Have you seen it? I feel sad watching those mothers on TV. During my time as a rebel, I only visited our home after three years without contacting my family. My mother cried so much too, like those mothers on TV),” he said in an interview.
After visiting his parents, he said he went back to their lair in Davao Oriental because he was already a ranking leader of the NPA.
“Wala naman talaga akong plano mag-NPA. Sundalo ang tatay ko. Kagwapo-gwapo nakog plastar sa akong kinabuhi sa una nga mag abogado ko kay para nindot (I did not plan to be an NPA rebel. My father was a soldier. I have envisioned then that I have to be a lawyer so I would live a good life),” he said.
Deception
Tatay Ben recalled that it was in 1975 when communists approached him in the now-closed International Harvardian University. He was only 14 and a third-year high school student.
“Among school kay tupad ra na sa mga balay-balay didto sa Malvar unya naay miduol sa amo, abi namo taga didto ra nagpuyo, mangutana na sila na unsa daw akoang obserbasyon sa Martial Law unya didto na nagsugod, apil-apil nako sa ilaha ato (Our school was in a residential compound in Malvar [Davao City]. Someone approached us and asked what our observation was about Martial Law. We thought he was staying there so we weren’t wary. That was the start. After that, I became part of their activities already),” he added.
Tatay Ben said he would speak during protests and even organized one if his comrades were busy with other activities.
It was a certain Romulo Kintanar who recruited him into the party, he said, adding that Kintanar, was killed in 2002 by his former comrades in the NPA while he was eating in a diner on Elliptical Road in Diliman, Quezon City.
Kintanar, at that time, had begun dissociating himself from them and the movement, Tatay Ben said.
“Sa school noon, napansin ko na ang dami ko nang classmate na hindi pumapasok. Mga dose sila ganon, na kasama ko rin sila na nag aktibista. Sinabihan ako nila Kintanar dati na baka na-salvage na daw ng mga pulis. Tapos baka ako daw susunod kasi identified na ako. Natakot na talaga ako noon kaya pumunta na rin ako sa bundok kasama sa kanila (In school, I noticed that many of my classmates no longer showed up in class. Kintanar said that maybe, they were already salvaged by the police and that I could be next. I was so scared, so I went with them to the countryside),” he said.
However, when they arrived at their lair in Davao Oriental, he found some of his classmates there.
“Hindi pala sila patay, andun na pala yung mga classmate ko sa bundok, na nag-NPA na sila. Nauna lang sila sa akin (They were not dead like what the recruiters and communists said. My classmates were just ahead of me in the countryside and became NPA rebels),” he added.
Serving back
When he was captured in 1985, he said military personnel took care of him.
That was the time he realized that he had wasted years of his life in communism.
“Buanga no, gitarong gud ko nila unya kalaban baya namo sila (It's so crazy, they actually took good care of me even if I was an enemy),” he said. “Wala man jud to padulngan among gihimo. Lisod-lisod ra mi (Our fight did not have any direction. It just made our lives difficult).”
“Kani among ginahimo karon para ma salba pud ang uban ba, di mapareho sa amo kay dili gyud lalim uy. Napulo ka tuig sige ra mig panghulga sa mga tao, pangwarta sa mga naay negosyo (What we are doing is a way to save others who have not yet been persuaded, so they wouldn’t end up like us. Imagine, it was 10 years of my life pointing guns at civilians so we could have beds to sleep on, and extorting funds from businessmen),” he added.
On Thursday, he went with the Philippine Army to conduct an awareness drive among students who are vulnerable to the recruitment of progressive youth organizations.

At the same time, it is bruited about that he faked severe illness and left Japan abruptly because he was not going to be seated in the front row among the heads of state but among the ambassadors deep in the back rows.
The latest of events and reports underscore the fact that Duterte is physically ill to a certain extent and worse that he is mentally sick to a serious extent that makes him unfit to occupy his position.

The Efren Martires Command (NPA-Eastern Visayas) today belied the claims of Army brigade commander Lope Dagoy that Red fighters suffered heavy losses in an encounter with elements of the 93rd Infantry Battalion in Caghalo village, Carigara, Leyte last October 2. “No NPA unit engaged in firefight or had their arms confiscated in that area at the time,” said EMC spokesperson Ka Karlos Manuel, thus laughing off the awarding ceremony held by Gen. The military in Southern Tagalog Region is desperate in their campaign to destroy the revolutionary movement. So desperate that they continuously resort to forcing the civilian Dumagat tribesmen, elderly and minors, to surrender as NPA members to be presented to the media to bolster their image that they are winning in their campaign to destroy the NPA. The AFP claim, as reported in Philippine Daily Inquirer (PDI) yesterday, that 26 NPA members operating in the said provinces surrendered with 14 firearms and bomb making materials are lies and fake news. There is no iota of truth to their claim. No NPA members in the mentioned provinces ever surrendered to the AFP-PNP. All our NPA commanders and red fighters are accounted for and not a single firearm were taken by the AFP-PNP. The surrender of NPA fighters and firearms were all fabricated.
We condemn, in the strongest possible terms, the forced and fake surrender of Dumagat tribesmen by the military. They are forcing the tribesmen to surrender to pocket the funds allotted to each surrenderee under the enhanced comprehensive integration program (E-CLIP). Reward money were being offered to Dumagat tribesmen to convinced them to surrender as NPA fighter. Those who rejected the offer are continuously being subjected to surveillance, harassment and threat by the AFP-PNP troops that are encamped in their communities posing as Community Support Program (CSP) operatives under the US-Duterte’s anti-insurgency campaign plan OPLAN KAPANATAGAN. They are being made to choose to surrender as NPA fighter or be arrested, detained or get killed. The Dumagat tribesmen eventually chose the former to avoid being detained or killed by the government forces.
The E-CLIP program of the AFP-PNP is being used as milking cow of the AFP-PNP officers involved in the counter-insurgency operation. Funds coming from E-CLIP is being pocketed by the corrupt officers of mercenary AFP-PNP. Truth to this is the experience of the previous fake rebels who were forced by the AFP-PNP to surrender last January 2019. We have talked with them and all of them claimed that they are being shortchanged by the AFP-PNP. They were promised the amount of P65,000.00 each to be given to them automatically upon signing the surrender form given to them but they were given less than P15,000.00 because they were told that they are the ones shouldering expenses for transportation, board and lodging and other expenses when they were presented to the media.
Since the focused military operation (FMO) launched by the combined forces of AFP-PNP from May 2019 until September 2019 utterly failed to destroy any NPA units operating in the provinces of Rizal, Laguna and Quezon, the AFP officers in Southern Tagalog are resorting to desperate measures. They are forcing civilian Dumagat tribesmen, together with elderly and minors, to surrender as NPA fighters even if they are not. Even the local government officials in the barangay where the 26 fake surrenderees came from, can attest that those presented were innocent civilians.
The AFP officers in Southern Tagalog are habitual liars and purveyors of fake news. Brig. Gen. Arnulfo Burgos who is now the current 2nd ID-PA commanding officer is continuing the lies he was spewing when he was still the commander of 202nd Infantry Brigade. Together with his underlings Col. Alex Rillera of 202nd Brigade-PA and 2nd ID-PA spokesman Capt. Jeyrald Ternio, they are spewing out lies that NPA fighters are surrendering and that the revolutionary movement in Southern Tagalog is now in a stage of irreversible collapse to deceive the public that the AFP-PNP is winning in their campaign to destroy the CPP-NPA by using their so-called “whole of nation” approach. But to their dismay, no one is believing
them.
We challenge the AFP-PNP officers to be man enough to accept that they failed. No amount of lies can cover the truth that NPA forces will not be destroyed even with their strongest military might because the people are supporting the NPA. The people know that the NPA are fighting for the interest of the Filipino people while the corrupt AFP-PNP are defending the interest of the domestic and foreign capitalist, landlords, oligarchs and bureaucrat capitalist to the detriment of the Filipino people.

Mariin naming kinokondena ang pwersahang pagpapasuko ng AFP-PNP sa mga sibilyan na bahagi ng katutubong Dumagat at Remontado. Ipinagyayabang ng AFP-PNP sa Timog Katagalugan na ang pinamalita nila sa media at sa publiko kahapon, Oktubre 21, 2019, ay mga diumanong kasapi ng NPA sa mga lalawigan ng Quezon, Laguna at Rizal. Masahol pa ay maging menor de edad, mga kababaihan at matatanda na kabilang sa mga katutubonng Dumagat at Remontado ay inakusahan, tinakot at pinwersang sumuko bilang mandirigma ng NPA. Lahat ng ito ay walang katotohanan at kathang isip lamang ng AFP-PNP sa Timog Katagalugan.
Matapos malaman namin ang balita na may diumanong sumukong NPA ay kagyat kaming nakipag-uganayan sa mga katutubo at nag-imbistiga. Napag-alaman namin na ang nasabing 26 na diumanong myembro ng NPA na sumuko ay walang iba kundi mga ordinaryong sibilyan na mapayapang nabubuhay sa kabundukang ng Sierra Madre sa bahagi ng probinsya ng Rizal at Quezon. Dahil mga miyembro ng katutubong Dumagat at Remontado na nabubuhay sa kabundukan at kagubatan ay lagi silang inaakusahan ng AFP-PNP na tagasuporta ng NPA kundi man ay mga myembro ng NPA mismo. Karamihan sa kanila ay nagpapalipat-lipat ng tirahan at. kuhanan ng ikabubuhay sa mga baryo ng Umiray, Canaway, Pagsangahan at Lumutan ng Gen. Nakar, Quezon. Ang ilan sa kanila ay umaabot pa sa mga bayan ng Tanay, Montalban at Antipolo City, Rizal. Bago pa ang pwersahang pagpapasuko sa kanila ay nagpapalipat-lipat na sila ng kanilang tirahan upang makaiwas sa pananakot at pandarahas ng mga nag-ooperasyong mga myembro ng AFP at PNP.
Mula pa Mayo 2019 ay tuloy-tuloy nang naglulunsad ng operasyong militar ang pinagsanib na pwersa ng AFP-PNP sa kanayunan at mabundok na bahagi ng Sierra Madre sa mga lalawigan ng Quezon at Rizal. Tatlong serye ng “Focused Military Operation (FMO)” sa balangkas ng kontra-insurhensyang OPLAN KAPANATAGAN na tinatawag nilang “whole of nation approach” para wasakin ang rebolusyonaryong kilusan. Sa kalahating taon na operasyong militar para wasakin ang NPA ay laging talunan ang AFP-PNP. Sa mga naganao na laban sa pagitan ng mga pwersa ng NPA at AFP sa lalawigan ng Rizal at Quezon ay laging talunan ang AFP at wala silang maidulot na anumang kaswalti sa hanay ng NPA. Sa mga naganap na labanan noong buwan ng Mayo, Hulyo, Agosto at Septyembre, 2019 ay dumanas ang AFP-PNP ng mahigit 10 kaswalti habang wala ni isa man sa hanay ng mga pwersa ng NPA-Rizal at NPA-Quezon.
Dahil laging talunan sa labanan kapag NPA ang kaharap ng AFP-PNP, kanilang pinagbabalingan ng galit ang mga ordinaryong sibilyan. At dahil nakatira sa bundok, ang mga katutubong Dumagat at Remontado ang lagi nilang pinagbubuntunan at binabawian sa kanilang pagkatalo sa labanan. Tuloy-tuloy nilang tinatakot ang mga katutubong Dumagat at Remontado. Pinagbabantaan lagi na huhulihin, ikukulong o mamamatay kapag hindi sila sumuko bilang mandirigma ng NPA sa AFP-PNP. Sa ganito ay naoobliga ang mga katutubo na sundin ang gusto ng AFP-PNP sa takot na patuloy na pag-initan at mahuli o mapatay. Dahil katangian ng mga katutubo na laging magkakasama ang magkakamag-anak ay inoobliga ng AFP-PNP ang magkakamaganak na katutubo (anak, tatay, nanay, apo, lolo’t lola) na sumuko lahat. Kaya’t ang pinagmamalaki ng AFP-PNP na sumukong 26 ng NPA ay mga magkakamag-anak na katutubo. Para maging kapani-paniwala sa midya na NPA nga ang sumuko ay muli nilang inlalabas ang mga recycled na baril at pampasabog. Tulad ng ginagawa nila sa mga “press conferences” sa kanilang OPLAN TOKHANG ay kailangang may baril ang mga sumusuko samantalang ang tanging baril na hawak ng ilang mga katutubo ay ang mga home-made shot gun na ginagamit nila sa pangangaso sa kagubatan. Sa totoo, sa inilabas na media na 14 na baril at mga pampasabog ay wala ni isa man ditong pagaari ng NPA. Lahat ng nasabing baril ay galing sa mga taguan ng AFP-PNP na kinukuha nila at inilalagay sa mga gusto nilang taniman at kasuhan ng iligal na pagtatago ng baril.
Mariin din naming kinokondena ang pamumwersa nila sa mga menor de edad na katutubo na sumuko at ipresentang “child warriors” ng NPA. Ito ay malinaw na paglabag sa mga batas sa United Nation at mismong sa batas ng Gobyerno ng Pilipinas na nangangalaga sa karapatan ng mga babae at bata. Malinaw ang mga panuntunan at patakaran ng NPA walang tatanggaping maging myembro ng NPA na menor de edad. Tanging ang mga mamamamayan na may edad na 18 gulang pataas ang maaring tanggaping mandirigma ng NPA. Kaya hindi ang CPP-NPA ang lumalabag sa batas sa proteksyon ng mga bata kundi ang AFP-PNP mismo. Marami sa mga kabataang katutubo ang nirerekrut nilang maging myembro ng CAFGU ay pinipwersang sumuko bilang NPA gayung alam ng AFP-PNP na ang mga ito ay ordinaryong sibilyan. Kahit ang mga opisyal ng baranggay at lokal na pamahalaan ay maaring magpatunay na ang pinasuko ng AFP-PNP ay mga ordinaryong sibilyan at mamamayan sa kanilang lugar. Para lalong patunayan ito, hinihiling namin sa mga mamamahayag at myembro ng midya na lihim na kausapin ang mga pinasuko ng AFP-PNP na malayo at walang presensya ng militar at tanungin sila kung tunay nga silang NPA nang sila ay sumuko. Nakakatiyak kami na kung maluwag sa loob nila at walang presensya ng AFP-PNP ay tiyak na aaminin nila na hindi sila NPA at pinwersa lamang sila na sumuko bilang mandirigma ng NPA. Mas mainam din na ang mga kasapi ng Midya ay mag-imbistiga sa mga lugar na pinanggalingan ng mga diumanong NPA na sumuko para tunay na malaman ang katotohanan.
Nangangarap ng gising ang AFP-PNP na mauubos nila ang NPA sa pamamagitan ng pwersahang pagpapasuko. Nagkakamali sila dahil sa halip na lumayo ang loob ng mamamayan sa NPA ay lalo lamang lilitaw ang katotohanan na ang NPA ang tunay na hukbo ng mamamayan na hinahayaan silang gawin ang nais nila bilang mabuting mamamayan sa kanilang komunidad habang ang AFP-PNP ay pinipwersa silang umamin at sumukong mandirigma ng NPA kahit hindi naman totoo. Ang OPLAN KAPANATAGAN ng rehimeng US-Duterte ay OPLAN BANGUNGOT sa mga katutubong Dumagat at Remontado na inaalisan ng kanilang karapatan sa lupaing ninuno at karapatan sa sariling pagpapasya. Anuman ang gawin ng AFP-PNP laban sa mga katutubong Dumagat ay makakaasa ang buong katutubong KADUMAGETAN na patuloy na gagampanan ng NPA ang kanyang sinumpaang tungkulin na paglingkuran at itaguyod ang karapatan ng mga mamamayan at mga katutubong Dumagat at Remontado laban sa pananalakay ng mga mapagsamantala at mapanupil.
Sa mga may simpatiya sa buhay ng mga katutubong Dumagat at Remontado, nananawagan kami sa inyo na ilantad at labanan natin ang pananakot, pandarahas at pwersahang pagpapasuko sa kanila ng AFP-PNP. Itaguyod at makiisa tayo sa kanilang pakikibaka para sa lupaing ninuno at para sa karapatan sa sariling pagpapasya. Dahil mga miyembro ng katutubong Dumagat at Remontado na nabubuhay sa kabundukan at kagubatan ay lagi silang inaakusahan ng AFP-PNP na tagasuporta ng NPA kundi man ay mga myembro ng NPA mismo. Karamihan sa kanila ay nagpapalipat-lipat ng tirahan at. kuhanan ng ikabubuhay sa mga baryo ng Umiray, Canaway, Pagsangahan at Lumutan ng Gen. Nakar, Quezon. Ang ilan sa kanila ay umaabot pa sa mga bayan ng Tanay, Montalban at Antipolo City, Rizal. Bago pa ang pwersahang pagpapasuko sa kanila ay nagpapalipat-lipat na sila ng kanilang tirahan upang makaiwas sa pananakot at pandarahas ng mga nag-ooperasyong mga myembro ng AFP at PNP.
Mula pa Mayo 2019 ay tuloy-tuloy nang naglulunsad ng operasyong militar ang pinagsanib na pwersa ng AFP-PNP sa kanayunan at mabundok na bahagi ng Sierra Madre sa mga lalawigan ng Quezon at Rizal. Tatlong serye ng “Focused Military Operation (FMO)” sa balangkas ng kontra-insurhensyang OPLAN KAPANATAGAN na tinatawag nilang “whole of nation approach” para wasakin ang rebolusyonaryong kilusan. Sa kalahating taon na operasyong militar para wasakin ang NPA ay laging talunan ang AFP-PNP. Sa mga naganao na laban sa pagitan ng mga pwersa ng NPA at AFP sa lalawigan ng Rizal at Quezon ay laging talunan ang AFP at wala silang maidulot na anumang kaswalti sa hanay ng NPA. Sa mga naganap na labanan noong buwan ng Mayo, Hulyo, Agosto at Septyembre, 2019 ay dumanas ang AFP-PNP ng mahigit 10 kaswalti habang wala ni isa man sa hanay ng mga pwersa ng NPA-Rizal at NPA-Quezon.
Dahil laging talunan sa labanan kapag NPA ang kaharap ng AFP-PNP, kanilang pinagbabalingan ng galit ang mga ordinaryong sibilyan. At dahil nakatira sa bundok, ang mga katutubong Dumagat at Remontado ang lagi nilang pinagbubuntunan at binabawian sa kanilang pagkatalo sa labanan. Tuloy-tuloy nilang tinatakot ang mga katutubong Dumagat at Remontado. Pinagbabantaan lagi na huhulihin, ikukulong o mamamatay kapag hindi sila sumuko bilang mandirigma ng NPA sa AFP-PNP. Sa ganito ay naoobliga ang mga katutubo na sundin ang gusto ng AFP-PNP sa takot na patuloy na pag-initan at mahuli o mapatay. Dahil katangian ng mga katutubo na laging magkakasama ang magkakamag-anak ay inoobliga ng AFP-PNP ang magkakamaganak na katutubo (anak, tatay, nanay, apo, lolo’t lola) na sumuko lahat. Kaya’t ang pinagmamalaki ng AFP-PNP na sumukong 26 ng NPA ay mga magkakamag-anak na katutubo. Para maging kapani-paniwala sa midya na NPA nga ang sumuko ay muli nilang inlalabas ang mga recycled na baril at pampasabog. Tulad ng ginagawa nila sa mga “press conferences” sa kanilang OPLAN TOKHANG ay kailangang may baril ang mga sumusuko samantalang ang tanging baril na hawak ng ilang mga katutubo ay ang mga home-made shot gun na ginagamit nila sa pangangaso sa kagubatan. Sa totoo, sa inilabas na media na 14 na baril at mga pampasabog ay wala ni isa man ditong pagaari ng NPA. Lahat ng nasabing baril ay galing sa mga taguan ng AFP-PNP na kinukuha nila at inilalagay sa mga gusto nilang taniman at kasuhan ng iligal na pagtatago ng baril.
Mariin din naming kinokondena ang pamumwersa nila sa mga menor de edad na katutubo na sumuko at ipresentang “child warriors” ng NPA. Ito ay malinaw na paglabag sa mga batas sa United Nation at mismong sa batas ng Gobyerno ng Pilipinas na nangangalaga sa karapatan ng mga babae at bata. Malinaw ang mga panuntunan at patakaran ng NPA walang tatanggaping maging myembro ng NPA na menor de edad. Tanging ang mga mamamamayan na may edad na 18 gulang pataas ang maaring tanggaping mandirigma ng NPA. Kaya hindi ang CPP-NPA ang lumalabag sa batas sa proteksyon ng mga bata kundi ang AFP-PNP mismo. Marami sa mga kabataang katutubo ang nirerekrut nilang maging myembro ng CAFGU ay pinipwersang sumuko bilang NPA gayung alam ng AFP-PNP na ang mga ito ay ordinaryong sibilyan. Kahit ang mga opisyal ng baranggay at lokal na pamahalaan ay maaring magpatunay na ang pinasuko ng AFP-PNP ay mga ordinaryong sibilyan at mamamayan sa kanilang lugar. Para lalong patunayan ito, hinihiling namin sa mga mamamahayag at myembro ng midya na lihim na kausapin ang mga pinasuko ng AFP-PNP na malayo at walang presensya ng militar at tanungin sila kung tunay nga silang NPA nang sila ay sumuko. Nakakatiyak kami na kung maluwag sa loob nila at walang presensya ng AFP-PNP ay tiyak na aaminin nila na hindi sila NPA at pinwersa lamang sila na sumuko bilang mandirigma ng NPA. Mas mainam din na ang mga kasapi ng Midya ay mag-imbistiga sa mga lugar na pinanggalingan ng mga diumanong NPA na sumuko para tunay na malaman ang katotohanan.
Nangangarap ng gising ang AFP-PNP na mauubos nila ang NPA sa pamamagitan ng pwersahang pagpapasuko. Nagkakamali sila dahil sa halip na lumayo ang loob ng mamamayan sa NPA ay lalo lamang lilitaw ang katotohanan na ang NPA ang tunay na hukbo ng mamamayan na hinahayaan silang gawin ang nais nila bilang mabuting mamamayan sa kanilang komunidad habang ang AFP-PNP ay pinipwersa silang umamin at sumukong mandirigma ng NPA kahit hindi naman totoo. Ang OPLAN KAPANATAGAN ng rehimeng US-Duterte ay OPLAN BANGUNGOT sa mga katutubong Dumagat at Remontado na inaalisan ng kanilang karapatan sa lupaing ninuno at karapatan sa sariling pagpapasya. Anuman ang gawin ng AFP-PNP laban sa mga katutubong Dumagat ay makakaasa ang buong katutubong KADUMAGETAN na patuloy na gagampanan ng NPA ang kanyang sinumpaang tungkulin na paglingkuran at itaguyod ang karapatan ng mga mamamayan at mga katutubong Dumagat at Remontado laban sa pananalakay ng mga mapagsamantala at mapanupil.
Sa mga may simpatiya sa buhay ng mga katutubong Dumagat at Remontado, nananawagan kami sa inyo na ilantad at labanan natin ang pananakot, pandarahas at pwersahang pagpapasuko sa kanila ng AFP-PNP. Residents of a village here were roused by the explosion of an improvised bomb in front of the home of a Sulu town mayor in this city around 4 a.m. Thursday, officials said.
Capt. Edwin Duco, Zamboanga City Police Office (ZCPO) information officer, said the blast happened inside the compound of Mayor Asri Taib of Pangutaran, Sulu in Bienvenido Drive, Barangay Canelar, this city.
Duco said no one was either killed or injured in the explosion. Jalousie glass windows and the windshield of a sports utility vehicle, owned by the family of Taib, were damaged.
Col. Antonio John Divinagracia, Task Force Zamboanga commander, ruled out the incident was an act of terrorism since it was intended for the town mayor.
Duco said they are looking at politics as a possible motive, noting the intense political rivalry in Pangutaran, Sulu.
“This is a low-intensity type of explosive,” said Divinagracia, who inspected the blast site.
Amilhamja Taib, former mayor of Pangutaran and father of the incumbent mayor, said they had not received any threat prior to the incident.
The elder Taib said he was stunned as he had just awakened when the explosion happened.
He said they had no security at the time of the incident because the two policemen detailed to his son, the incumbent mayor, went home Wednesday to Sulu.
Meanwhile, Brig. Gen. Froilan Quidilla, Police Regional Office-9 (Zamboanga Peninsula) director, said the incident was an isolated case and urged the public to remain calm but vigilant.
Quidilla also called on residents to immediately report the presence of suspicious-looking persons in their community.

Military authorities arrested a suspected ranking female officer of the communist New Peoples’ Army (NPA) at an Army checkpoint in Kidapawan City Wednesday.
Lt. Col. Rhodjun Rosales, the commander of the Army’s 39th Infantry Battalion, identified the suspect as Mindaley Satentes - Genotiva, 54, alias “Ka Karla,” the alleged head of the NPA's urban organizing committee in Central Mindanao.
In a radio interview Thursday, Rosales said Genotiva's bag "contained subversive documents and explosives."
He said Genotiva has standing warrants of arrest for frustrated murder and extortion.
“The NPA leader is known among big business leaders in the province because she also personally collects extortion money from business owners,” Rosales said.
The NPA, the armed wing of the Communist Party of the Philippines, is listed as a terror organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.
Meanwhile, a member of Moro National Liberation Front (MNLF) who was the subject of law enforcement operation, had eluded arrest in Magpet, North Cotabato.
Apostol Manib, 40, of Sitio Waterfalls, Bongolanon, Magpet, fled his home when government forces, composed of Magpet police personnel and elements of the Army’s 72nd IB, arrived in the village past 3 a.m. Thursday.
“The police and soldiers were to serve a search warrant against Manib but he fled,” Capt. Rolando Dillera, the chief of the Magpet police office, said in a separate interview.
Dillera said Manib ran deep into the forest as the soldiers arrived in Sitio Waterfalls.
Police said village residents and neighbors of Manib have been complaining of his arrogance and the frequent presence of heavily armed men in the barangay.
Dillera said the village has passed a resolution declaring Manib and his men “persona non grata” but he remained in the village and continued to sow fear.
After validating the report, Dillera said the police secured a search warrant from a local court against Manib.
A search in Manib’s home resulted in the seizure of a 12-gauge shotgun, a .38 caliber revolver, and a hand grenade.

Teachers of Malaybalay City National Science High School organized the “SANDIGAN Teachers" to support students’ activities for peace promotion and combat communist insurgency.
SANDIGAN Teachers, in collaboration with other core groups of parents and students, aims to oversee the welfare of the students to prevent them from being lured by the Communist NPA Terrorists.
School Principal Paul Orong expressed support to the group saying the school will support all activities important in honing the youth to become productive individuals of the community.
"Wherever we look at, every success and failure of an individual finds its roots from the family. And we are part of that family. We must see to it that we contribute to their success and not on their failures,” he added.
Lieutenant Colonel Ronald Illana, commanding officer of the 8th Infantry Battalion, cited the importance of the community in the advocacy.
“We believe that through the genuine commitment of our schools, teachers, parents and students, we will be able to prevent unwanted loss of innocent lives. Our children are our future. We need to build them strong and resilient. Thus, we must not allow the NPAs to touch them and use them for their personal interests,” he said.
Illana said they are optimistic that the positive actions from the students, parents, teachers and the schools, will be a big help in protecting children and the whole community from CNT recruitment. (8IB)

Presidential Communications Operations Office Secretary Martin Andanar emphasized the importance of corporate participation in peace building during a forum on Corporate Social Responsibility (CSR) in Cagayan de Oro City on October 23, 2019.
CAGAYAN DE ORO CITY -- Presidential Communications Operations Office (PCOO) Secretary Martin Andanar emphasized the important role that corporate social responsibility plays in attaining mutual understanding and peace in conflict-affected areas, as he spoke before stakeholders of the Regional Task Force to End Local Communist and Armed Conflict (RFT-ELCAC) on Tuesday.
Secretary Andanar, who is the designated Cabinet Officer for Regional Development and Security for Northern Mindanao (CORDS-X), urged the business sector to continue to invest in peace building by using their influence to help the poor and the marginalized.
He mentioned that the private sector in the region have not only become the government’s partners through the tax revenues they contribute but also for doing their part in providing relief packages for calamity-hit victims, creating homes for Filipino families, and building classrooms.
The PCOO chief highlighted the signed Executive Order No. 70 which underscores a whole-of-nation approach in ending armed-conflicts in the country, and asked the audience to understand the E.O. and relate it to corporate social responsibility.
He also noted that it is every Filipino’s responsibility to realize and sustain peace.
“All of us, everyone, the whole of nation is dutifully responsible for [peace]. We produce peace from our homes, we pursue it outside our homes, and we preserve it in the whole of nation for all time and for all,” he added.
Andanar shared that implementing the provisions of the order involves the responsibility of those who have more in wealth to share their resources to regain the trust of the others who were forced to rebel.
“It has nothing to do with communism as an ideology, we now have a codex of the enemy within our gates: they are young, they dislike authority outside of their own, they relish the gun as the source and instrument of their power, and they would not hesitate to kill if they do not get what they want,” he said.
Secretary Andanar said the participation of the private sector helps provide a platform for the misguided and misinformed to identify and understand the root cause of their defiance.
“Our President is confident that the substantive weight of your investment in tutoring and sustaining livelihood for these rebellious sectors would be successful models for other disenfranchised communities,” he added.

His surrender affirmed our previous statement that armed struggle will bring nothing but suffering and death,” Batara said.

BUENAVISTA, Agusan del Norte – A total of 120 youths from the three conflict-affected barangays of Las Nieves, Agusan del Norte attended the three-day Barangay Youth Leadership Summit (YLS) on October 11-13, 2019 held at the Casiklan National High School, Brgy. Casiklan, Las Nieves, Agusan del Norte.
The local government unit of Las Nieves, Agusan del Norte in partnership with the 23rd Infantry "Masigasig" Battalion (IB), Philippine Army gathered the youth from the barangays of Ibuan, Casiklan and Durian (IBUCADUR) to nurture and develop them to become responsible citizens and a good leader in the near future.

Now in its third year, MTA Sama Sama is designed to promote regional security cooperation, maintain and strengthen maritime partnerships, and enhance maritime interoperability.
“I could not be more proud of what we accomplished together,” said Capt. Ann McAnn, deputy commodore, Destroyer Squadron 7. “The time and resources invested here will pay dividends. While the exercise has ended, the skills, the knowledge and the relationships built here will only grow in value over time.”
This year marked the first time the JMSDF participated alongside U.S. and Philippine navy counterparts during MTA Sama Sama.
The exercise featured both shore-based and at-sea activities designed to allow participating nations to advance complex maritime training utilizing diverse naval platforms and operating areas.
Participating U.S. Navy assets include the littoral combat ship USS Montgomery (LCS 8), the Whidbey Island-class dock landing ship USS Germantown (LSD 42), the Spearhead-class expeditionary fast transport USNS Millinocket (T-EPF 3), the Safeguard-class salvage ship USNS Salvor (ARS 52), the Legend-class cutter USCG Stratton (VMSL 752) and a P-8A Poseidon aircraft.

The gradual integration of peace education in the general curriculum of schools and universities is seen as an effective measure to prevent and counter violent extremism and communist insurgency in the country, according to Presidential Peace Adviser Carlito Galvez Jr.
“Peace education should be comprehensive and multi-pronged. First, we have to educate the vulnerable, the orphans, those in the ‘last mile areas,’ and the youth,” Galvez said.
He explained that the national government’s continued engagement with educational institutions is in line with its efforts to mainstream and institutionalize peace education.
“We are partnering with different universities so that peacebuilding will be part of the major curriculum in all subjects that we have,” Galvez said.
OPAPP, in partnership with the Department of Education and Commission on Higher Education, is taking the lead in developing educational materials and other literature to promote peace education in the country under the Executive Order 570.
Making violent extremism irrelevant
The presidential peace adviser noted that peace education will counter the efforts of local terror groups to spread the ideology of violent extremism in the country in the long-term.
“Peace education will really play an important role in our administration’s program to remove the concept of the ISIS caliphate in the minds of our brothers and sisters,” Galvez said during a peace dialogue last Wednesday (Oct. 23) with the students of the San Beda University-Manila.
He was specifically referring to a Mindanao-based terrorist organization which pledged allegiance to the ISIS group in the Middle East, and was responsible for carrying out the Marawi siege.
Peace education, Galvez emphasized, will thwart violent extremists from preying on the unsuspecting youth.
The Presidential Peace Adviser, who was then the Armed Forces of the Philippines Chief-of-Staff, shared his experiences during the height of the Marawi siege and the city’s eventual liberation from the hands of the terror group.
Part of Galvez’ presentation was a nine-minute video which documented the battle of Marawi.
During an open forum with the students, Galvez pointed out that the declaration of Martial Law has served as a major deterrent and contain the terror groups which would like to expand and wreak havoc on the populace.
Martial law, Galvez added, has also given residents, particularly in conflict-ridden areas, a greater sense of security and has been instrumental in strictly enforcing law and order in most affected communities.

This is the reason, he explained, why the government is helping to capacitate local leaders and residents so that they themselves can ensure the safety and security of their communities.
“We organize the IPs and teach them how to defend themselves so they can be the ones to police their own communities. In order to defend the IPs, we have to educate them. We are now [tapping the assistance] of schools,” he said.
Themed, “Peace Process: Kapayapaan, Kaya Pa ‘Yan!,” students learned about the Duterte Administration’s various initiatives to build enduring and sustainable peace across the nation.

In the Visayas, members of the Rebolusyonaryong Partido Manggagawa-Pilipinas/Revolutionary Proletarian Army/Alex Boncayao Brigade-Tabara Paduano Group are now gradually being mainstreamed into the society through holistic and integrated multi-year normalization programs.
The government strengthens its engagement with the elders of the Cordillera Bodong Administration-Cordillera People’s Liberation Army as part of the commitments it made under the peace agreement signed by both parties.

DAVAO DEL NORTE --- More than 100 tribal chieftains, Barangay Indigenous People’s Mandatory Representatives and Sitio Chairmen recently gathered during the 1st Talaingod Tribal Leaders’ Summit 2019 bannering the theme, “Tribu, Alang sa Kalinaw ug Kalambuan.”
Organized by the 56th Infantry “Tatag” Battalion of the Philippine Army, the event rolled out lectures and discussions on plans and programs of the government, spiritual enlightenment, values formation, insurgency awareness, environmental protection, good governance, and leadership.
The lectures were reinforced by small group discussions to enhance learning and strengthen camaraderie among participants.
Lt. Col. Norman Valdez, 56th Inf Battalion commander, explained that the event was aimed at developing unity, discipline and responsibility among the tribal leaders as well as informing them about the adverse effects of insurgency.
It was also designed to inform them regarding the plans and developmental programs of the government intended for IPs, and to empower the tribal leaders in support of the peace and development initiatives of the government.
Valdez attributed the success of the activity to the support of 1003rd Infantry "Raptor" Brigade, Provincial Government of Davao del Norte, Municipal Government of Talaingod and the Tribal Council of Elders of Talaingod.
Valdez commended the efforts of partner stakeholders and the men and women of 56IB who ensured that set objectives of the activity were met.
He banked on the support of local leaders to back the campaign of the government to put an end to insurgency as the military also desired for peace and progressive Talaingod, he said.
“Hindi kayo nag-iisa sa pagtahak sa landas ng mapayapa at maunlad na komunidad sa inyong mga nasasakupan. (You are not alone as you strive for peaceful and progressive communities),” Valdez said.
Talaingod Municipal Mayor Jonnie A. Libayao acknowledged the fact that attaining peace and progress “would not be that easy” but he was hopeful that it would attainable through the support of the tribal leaders.
