LEGAZPI — A soldier was wounded during an encounter Friday with suspected New People’s Army (NPA) guerrillas in Presentacion town in Camarines Sur province.

In a report, the Philippine Army said troops from the 83rd Infantry Battalion clashed at 5:50 a.m. with 10 armed men in Barangay Ayugao.

An unnamed soldier was wounded during the encounter, and brought to a hospital for treatment.

Government forces recovered an M14 rifle and improvised explosive devices (IEDs) at the clash site.


Meanwhile, Lieutenant Colonel Rodito Gotladera, the battalion commander, said in another report that five NPA rebels surrendered Thursday to government forces.

The unnamed rebels also turned over the three IEDs, two M16 rifles, 40 bullets for a 5.56 mm, a short steel magazine, a plastic magazine, a long plastic magazine, and a communist flag.

(New York) – The Communist New People’s Army (NPA) in the Philippines executed three people in August after unfair trials before so-called People’s Courts, Human Rights Watch said today. The executions of the men as “counter-revolutionaries,” in trials that violated international humanitarian law, was the latest instance of what the NPA, the armed wing of the Communist Party of the Philippines, calls “revolutionary justice” meted out against “enemies of the people.”

The NPA sought to justify the executions, which occurred in the central Philippines province of Negros Occidental, by citing the men’s alleged offenses, including spying for the Philippine military and common crimes such as rape. The armed group also said that the allegations against the men were “submitted before the people’s court” and that it held an “in-depth investigation and trial.” The group did not provide details about the trials, raising concerns about whether the men were present, were provided adequate representation, or had an opportunity to present a defense.

“The New People’s Army has a long history of executing people following trials that don’t meet the most basic standards of fairness,” said Carlos Conde, senior Philippines researcher at Human Rights Watch. “The sparse information provided by the armed group about these recent executions suggests that once again, the most severe punishments were inflicted without any regard for fundamental precepts of international law.”

In a statement, the NPA’s Roselyn Jean Pelle Command confirmed the execution of Benjamin Javoc, 54, chairman of the Lalong village in the town of Calatrava, Negros Occidental, on August 26. The group claimed that Javoc was “notorious for protecting drug dealings within and nearby barangays [villages].” They also accused him of “crimes against the people and the revolutionary movement for being an active military asset mounting intelligence network within the barangay.”

On August 12, the group executed Renato Estrebillo, 43, a laborer from Calatrava. The group accused Estrebillo of “tipping off” soldiers from the Philippine Army’s 79th Infantry Battalion in the province, which then allegedly conducted operations in the same town on July 6. The NPA said that two children were injured and one civilian was arbitrarily arrested during the incident. It also alleged that Estrebillo was “notorious for theft of farm products and animals.”

On August 7, NPA fighters killed Rodel Nobleza, 37, from another village in Calatrava, for allegedly providing information to the army that led to a raid on the town in April 2019 that resulted in the deaths of two NPA members and a civilian. The NPA claimed he was also a drug dealer.

Human Rights Watch sent several emails and messages to the NPA requesting information about the conduct of the trials and executions, but received no substantive response. However, media reports that could not be corroborated indicated that the three men were not in NPA custody at the time of their executions, suggesting that they had no defense at their trials. Javoc reportedly was shot in his home, Estrebillo was shot as he was stepping out of his house, and Nobleza was killed after alleged rebels stopped him while riding a motorcycle with two children.

In December 2021, the same NPA command confirmed the executions of two people they accused of providing intelligence to the army. The group executed Ponciano Carbajosa, a former paramilitary member from Toboso town, on December 14. The previous day, the group killed Mariel Encarquez, also from Toboso. “Being an active intelligence asset, Encarquez became a legitimate military target,” the NPA stated.

Human Rights Watch has previously denounced unlawful killings and other abuses by the group that violate international humanitarian law and may amount to war crimes.

As a party to an internal armed conflict, the NPA is obligated to abide by international humanitarian law, including common article 3 to the Geneva Conventions of 1949 and its Second Additional Protocol of 1977 (Protocol II), to which the Philippines is party. International humanitarian law prohibits the summary killing or mistreatment of civilians in custody or captured combatants, and punishments after proceedings that do not meet international fair trial standards.

Protocol II specifies that courts prosecuting criminal offenses related to the armed conflict must be independent and impartial, and the accused shall have “all necessary rights and means of defense,” among other guarantees.

Throughout its 53-year history, the NPA has executed numerous people found “guilty” by its People’s Courts. Many of those were convicted in absentia, denying them the right to present a defense before an impartial court. The armed group has also killed or tortured allegedly traitorous NPA or Communist Party members, particularly during purges in the late 1980s and early 1990s when hundreds of cadres were accused of being “deep penetration agents,” or spies, for the Philippine military.

The provinces of Negros Oriental and Negros Occidental have long been focal points of the communist insurgency in the central Philippines, resulting in the heavy presence of government troops. In recent years in these provinces, government security forces have been linked to several cases of extrajudicial killings targeting leftist activists and human rights defenders. The Philippine armed forces have also “red-tagged” a number of people from the region, publicly accusing them of working for or assisting the insurgents, putting them at grave risk of attack.

“The New People’s Army should immediately stop executing people after phony trials by phony courts,” Conde said. “The Communist Party should recognize that wanton lawlessness and cruelty is no way to win over the Filipino people.”

IMPASUGONG, BUKIDNON – Following an armed encounter between the government troops and members of the Communist Terrorist Group (CTG) where troops from the 8th Infantry (Dependable) Battalion seized various war materials and personal belongings, 3 (three) members of the said group surrendered at the Headquarters 8IB, Brgy Poblacion, Impasugong, Bukidnon on November 17, 2022.

Among the surrenderees were Roel Saavedra, 26 years old, Vice Commanding Officer of Platoon 1, RSDG Compaq, NCMRC; Raul Litionia, 23 years old, Team Leader Bravo of the same group and Irine Almahan Haguilay, 21 years old another team member of the same group.

Surrenderees revealed that they can no longer endure extreme hunger and exhaustion due to the unceasing operations forcing them to surrender. According to Roel Saavedra, “Grabe nga kagutom ug kakapoy ang akong nahiaguman human sa pipila ka tuig kong pag panerbisyo sa kalihukan. Nahiamguhan ko na ang mga bakak nga saad sa maong kalihukan hinugdan sa akong pag surrender karon. Walay natabang sa ako ang hukbo ug hinungdan pa sa pagkabungkag sa akong pamilya maong dako ang akong pagbasol.” (I felt extreme hunger and exhaustion after being with the Rebels for years. I had come to realize the promises of the group that is up ‘till now nothing’s happened and the reason for my family got broken).

Lieutenant Colonel Anthony A Bacus, Commanding Officer of 8IB says, “Kami mapasalamaton gumikan sa ilang pag disisyun sa pagkanaog gikan sa kalihukan ug karon gipili ang kalinaw. The three surrenderees are now in custody of the 8IB while processing the benefits they can received from the Enhanced Comprehensive Local Integration Program.

BALER, Aurora-Tired of a difficult life in the mountains and loss of support from the masses, a medics of the New People’s Army (NPA) Komiteng Larangang Guerilla Sierra Madre Tarlac-Zambales (KLG-TarZam) has surrendered to authorities at the Philippine Army’s 91st Infantry “Sinagtala” Battalion, Camp Jaime Birong, Barangay Calabuanan, Baler, Aurora.

Ka Balong who requested his anonymity said that the reason he surrendered is because the people did not support the NPA and no longer endure the hardships in the mountains.

“I realized the futility of the armed struggle which sacrificed the lives of my comrades for a useless cause. Natuklasan ko po na mali ang ipinaglalaban namin. Nagsikap po ako na sumuko para makasama ang pamilya ko na hindi ko na nakakasama sa buhay. I am already tired of running and hiding away from our government forces and there’s no more place to hide since the people have been reportedly tipping off our presence or location to authorities,” Ka Balong said.

He added that the youth should not engage themselves in any group or activities facilitated by communist groups and should focus on their studies rather than joining militant groups.

“I also surrendered my two rifles (M-16 and M14) two the 91st IB before. I hide, did not show myself first because I am not ready. I have to tell many revelations to our Philippine Army on the dismantled KLG-SM,” he said.

Ka Balong added that he was enticed to return to the fold of the law by the various programs implemented by the government, particularly those intended to alleviate the lives of former rebels, and integrating them back to mainstream society.

“Sa mga nakasama ko sa bundok, pag-isipan ninyong mabuti. Sumuko na kayo dahil wala namang naidudulot na maganda ang kilusan sa mahabang panahon. Hindi tayo magtatagumpay kasi mas malakas naman talaga ang gobyerno. Napatunayan ko din at ng mga nauna sa akin na sumuko na hindi kami sinaktan ng gobyerno,” Ka Balong said.

“Now, I finally declaring myself as one of the surrenderees with no plans of turning back. I am giving myself to the 91st IB to change my lives and be with my family especially this Christmas,” He said.

Lt. Col. Julito B. Recto, Jr., commander of 91st IB expressed his sincerest thanks and lauded Ka Balong for yielding themselves and laying down his fire arms before his final surrender today.

“Your 91st IB together with our partners through the implementation of E.O. 70 “whole-of-nation-approach will do its best to help Ka Balong deradicalize from the indoctrination of the terrorist groups. Your government is ready to help you live a new life with your family,” Recto said.

He also appealed for other remaining dismantled KLG-SM of the NPA to surrender in order to have a normal live together with their families for a lasting sense of peace and prosperity.

“Your 91st IB is always here to assist and help you since Christmas is fast approaching as you reunite with your families this holiday season. This is the best Christmas to feel the peace, love, joy and bonding with your families,” Recto said.

The Communist Party of the Philippines (CPP)-NPA, which has been waging a five-decade armed struggle against the government, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

CAMP SUMOROY, CATARMAN, Northern Samar – Government troops under 803rd Brigade while conducting Focused Military Operation in the vicinity of KM9, Brgy Happy Valley, San Isidro, Northern Samar encountered a group of NPA Terrorists at around 12:30 p.m. 18 November 2022. The firefight lasted for 15 minutes that resulted to the death of two (2) NPA terrorist members, apprehension of three (3) alleged terrorist members, and the recovery of several war material which include assorted live ammunition and subversive documents.

The government troops acted on the report of the civilian populace in KM9, Brgy Happy Valley about an armed group conducting extortion and terrorizing the people at said place when the incident happened. While patrolling to locate the whereabouts of the reported CTGs, the troops were fired upon by unidentified number of NPA terrorists. It is believed that this CTGs are the merged group of Front Committee 2 and Sub-Regional Guerilla Unit of Sub-Regional Committee “Emporium” of the Eastern Visayas Regional Party Committee who are frequently monitored extorting money and food supplies from the people in the area.

Meanwhile, Col Peñaredondo, 803rd Brigade Commander, called upon the CTG’s leadership in the area to turn-over their wounded comrades for immediate medical treatment. He also expressed his gratitude to populace of KM9, Brgy Happy Valley for volunteering information that led to the encounter with the terrorist group. Col Peñaredondo also encourages the remaining members of the CPP-NPA Terrorists to lay down their arms go back to their families and start a new productive life through availment of Enhanced Comprehensive Local Integration Program (E-CLIP) and the Northern Samar Local Social Integration Program (LSIP).

CAMP GERONA, MURCIA, Negros Occidental – One (1) member of NPA Terrorists was killed and firearm with magazines were seized after an encounter between the government troops of 62nd Infantry Battalion in the hinterland of Sitio Banderahan, Brgy Trinidad, Guihulngan City, Negros Oriental at around 6:00 A.M. today, November 21, 2022 (Monday).

Concerned residents of Brgy Trinidad, fed-up with NPA terrorist extortion activities and intimidations, gave valuable information on their presence at Sitio Banderahan to government forces. Immediately, 62IB sent out troops to verify the information and while the troops are approaching the area, they were fired upon by the NPAs which ensued to a 5-minute gun battle. Said incident resulted to the death of Victor Baldonado @ Rudy and the capture of one (1) M16 rifle with 3 magazines loaded with 43 rounds of ammunitions. Also recovered is a backpack containing personal belongings and accessories. @RUDY is the Commanding Officer of Section Guerrilla Unit 3 (SGU3), Central Negros Front 1(CN1), Komiteng Rehiyon Negros, Cebu, Bohol, and Siquijor (KR-NCBS) operating along the tri-boundaries of Guihulngan City, Canlaon City, both of Negros Oriental and Moises Padilla, Negros Occidental.

Based on record, Victor Baldonado @ Rudy and his group is responsible for numerous human rights violations, which include the following: Merciless killing of CAA Joselito Raboy last September 24, 2022 in Brgy Montilla, Moises Padilla, Negros Occidental, Harassment of PNP Detachment in Brgy Trinidad, Guihulngan City last September 10, 2022 and November 1, 2022 and Threats and intimidation of peace-loving residents suspected of being government informants along the tri-boundaries of Guihulngan, Canlaon and Moises Padilla.

Meanwhile, Brigadier General Inocencio Pasaporte, 303rd Infantry Brigade Commander lauded the locals of Guihulngan City, Negros Oriental for their continued support especially in providing timely information to the troops of 62IB. He also expressed his appreciation to 62IB headed by Lt.Colonel William Pesase Jr., Battalion Commander, and said, “The dedication to duty of the 62IB exhibited during the encounter against the members of NPA terrorist group for the people of Negros Oriental is incomparable. Continue to be the best in going after this NPA terrorist. I am proud of the efforts and selfless dedication to service that you have rendered. I know that you are always prepared and ready to conduct security operations and employ the legitimate use of force against threat groups that endangers the well-being of the people especially the Guihulnganons. Let us unite and encourage the remaining NPA members to return to the folds of law and avail our government’s E-CLIP program,” BGen Pasaporte added.

SAN ISIDRO, NORTHERN SAMAR, November 21, 2022 — Former Rebels (FRs) of the 43rd Infantry (We Search) Battalion confirmed the identities of two (2) killed Communist NPA Terrorists (CNTs) as Reynante Sevilla @Santi, 20 years old, and Nenita Mollis @ Ningning, 33 years old, both from Barangay Balite, San Isidro, Northern Samar. They were identified as members of the Sub-Regional Guerrilla Unit, Sub-Regional Committee Emporium of the Eastern Visayas Regional Party Committee of the Communist Terrorist Group operating in specific areas in Northern Samar and Samar.

The MTF-ELCAC of San Isidro, Northern Samar chaired by Honorable Ferdinand Avila upon the recommendation of the Commanding Officer, 43IB who has operational jurisdiction of the area and the Chief of Police of San Isidro-MPS immediately directed the provision of necessary assistance such as burial, financial, and transportation including security to the families of the killed CNTs. Each family received a total of Five Thousand Pesos (Php5,000.00), 1 Sack of 25-Kilo Rice, and Food Packs consisting of grocery items as part of the burial assistance.

It can be recalled that troops under the operational control of 803rd Infantry (Peacemaker) Brigade under the leadership by Brigade Commander, Colonel Perfecto P Peñaredondo, while conducting combat operations on November 18, 2022, were fired upon by more or less 15 Communist NPA Terrorists in the hinterlands of Kilometer-9, Brgy Happy Valley, San Isidro, Northern Samar. This prompted the troops to return fire that resulted to a running gunbattle and subsequent death of two (2) NPA personalities.

After transporting the cadaver by foot for more than thirty-six hours from the punishing terrains to and from the encounter site, operating troops assisted by troops of 43IB and San Isidro-MPS finally brought the cadavers to the Rural Health Office of San Isidro for postmortem and funeral services in Allen, Northern Samar.

Lieutenant Colonel Manuel B Degay Jr, Commanding Officer 43IB, said, “The support of the local populace in giving the right information on the presence of NPA terrorist in the area is a manifestation that they were victimized and terrorized by this group.”

“Consequences may not always have to end in a violent manner if the CNT members will be willing to lay down their arms peacefully and avail themselves of the genuine programs that the government had been offering to Former Rebels. Christmas is fast approaching. Your respective families will be in so much joy this holiday season with you at their side”, Ltc Degay continued.

MALITBOG, Bukidnon – Several war materials, foodstuffs, and personal belongings marked with bloodstains from members of a Communist Terrorist Group (CTG) were recovered following an armed engagement against government troops of the 16th Infantry (Maglilingkod) Battalion around 10 a.m. on November 22, 2022, in the vicinity of Purok 7, Brgy. Mat-I, Claveria of Misamis Oriental.

Troops encountered around 15 armed CNTs believed to be members of SRSDG Eagles.

The clash resulted in the recovery of two high-powered firearms – one M653 and one M14 rifle, and various sustenance to include sacks of rice and various goods used by the group for their consumption.

With the successive combat operations of the unit, as well as combat engagements from neighboring battalions under the 402nd Infantry (Stingers) Brigade, the rebel groups have been consistently on the run from government forces.

The revelations of Gergie Liponhay, alias Jayto, former commander of the armed group, enabled the unit to obtain significant information such as mobility routes, mass base supporters used to generate food supplies, and strategies for a more effective campaign.

With Christmas fast approaching, the 16IB once again reiterates its call for the remaining members of the CTGs to abandon the armed struggle and live anew as the year ends lest they face the consequences of the intensified operations being conducted in the entirety of the unit’s area of responsibility. Further, the unit remains committed to sustain focused military operations to attain the unified goal of ending local communist armed conflict.

CAMP LUKBAN, CATBALOGAN CITY, SAMAR – The AFP’s Joint Task Force Storm composed of Army, Air Force and Navy in Eastern Visayas continue to hunt down terrorist CPP-NPA, the Eastern Visayas Regional Party Committee (EVRPC) and its bandits in the hinterlands of Brgy Imelda, Las Navas, Northern Samar on November 23, 2022.

A total of six dead NPAs and 16 assorted firearms were seized from the encounter site after the firefight early in the morning.

AFP’s Joint Task Force Storm spokesperson Captain Ryan Layug said that the group they are hunting down is the perpetrator of the Dorillo village attack in the adjacent town of Jipapad, Eastern Samar. The attack wounded a 10-year-old civilian, and two soldiers and killed another two soldiers tasked to monitor the implementation of government projects in the area. The attack also left hundreds of bullets that pierced at least 15 houses, barangay stage, communal toilet and the newly constructed barangay hall on the said village.

JTF Storm and 8th Infantry Division Commander Major General Camilo Ligayo said that the AFP cannot let these communists continue to terrorize villages. Accordingly technology helped them track the enemy movement.

“Hindi naman pwedeng hayaan natin silang labas pasok sa mga kumunidad, nagrereklamo na ang mga tao sa pangongotong at pananakot ng mga ito. We are the protector of our people, locals appeal na kung pwede nga lang wag na kami umalis sa mga komunidad nila at ayaw nila sa presensya ng mga NPA. Sila na rin mismo ang nagtuturo sa amin ng mga hideout ng mga teroristang ito,” General Ligayo said.

According to former rebels that surrendered to the AFP, the terrorist’s hideouts are surrounded by prohibited anti-personnel mines (APMs) to anihilate soldiers that will attempt to attack them. It is a standard operating procedure (SOP) of the terrorist CPP-NPA.

The terrorist position was heavily fortified as strong resistance met government troops enroute to the hideouts. These triggered the request for close air support and artillery fires.

“We have been calling them to go home to their families, but these group stand by their twisted ideology that killed tens of thousand of Filipinos for their almost 54 years of existence. Paubos na sila sa buong bansa at malapit naring magwakas ang ang terorismo nila dito sa Samar” General Ligayo added.

According to NTF-ELCAC, there are five remaining active CPP-NPA guerilla fronts in the country. Four of them are in Region 8, particularly in Northern Samar Province going to its boundaries with the provinces of Samar and Eastern Samar.

Meanwhile, around 200 barangays in the region are set to benefit this year’s NTF-ELCAC’s Support to Barangay Development Program (SBDP) providing P4M to conflict-affected barangays that can be used to build water systems, school buildings, roads, health centers on choice of the Barangay Council.

Six members of the communist terrorist group (CTG) were killed at the hinterlands of Barangay Chua, Bagumbayan, Sultan Kudarat at about 5:30 a.m. Thursday, November 24, 2022.

Maj. Gen. Roy Galido, Commander of Joint Task Force Central said a series of encounters transpired at Sitios Sandigan and Mudti of the aforementioned barangay. He added that the involved unit was the 7th Infantry Battalion commanded by Lt. Col. Frederick Chicote of 603rd Brigade. 10 CTG members under Dennis Dulonan, a.k.a. Kalbo, Executive Committee member and Deputy Secretary of the remnants of East Daguma Front (EDF), Sub-Regional Committee Daguma (SRC Daguma), Far South Mindanao Region (FSMR). He has a standing Warrant of Arrest for arson and frustrated murder.
The troops captured one AK47, three M16 rifles, magazines, propaganda materials, and personal belongings. Operating troops continue to scour the area.

“This recent encounter exemplifies that the CTG capabilities are significantly degraded. Rest assured that we will sustain our current campaign and strengthen our partnership with all stakeholders to destroy the remaining threat groups who refuse to return to the folds of the law,” Western Mindanao Command Acting Commander, Marine Brig. Gen. Arturo Rojas stated.

Tinatayang nasa sampung (10) teroristang NPA ang nakasagupa ng ating kasundaluhan na nagresulta ng pagkakarekober ng isang (1) M14 rifle at mga bomba (IEDs) at mga subersibong dukomento. Sa hanay naman ng gobyerno ay may naiulat na isang sugatan na sa kabutihang palad ay nasa maayos ng kalagayan na kasalukuyang ginagamot sa isang pribadong pagamutan.

Kumpiyansa ang mga sundalo na maraming sugatan sa mga terorista dahil sa bakas ng mga dugo na nakita sa lugar na pinangyarihan ng engkwentro.

Nanawagan naman ang Battalion Commander ng 83IB na si Lieutenant Colonel Rodito A Gotladera sa mga resindente na ipagpatuloy ang pakikiisa at pakikipagtulungan upang magapi ang gawaing terorista na sanhi ng pagkakaantala ng pag-unlad ng bansa. Gayundin ang lubos niyang ipinapahayag sa mga kapatid nating CPP-NPA-NDF na magbalik loob na lamang sa gobyerno sa tulong ng E-CLIP o Enhanced Comprehensive Local Integration Program na naglalayon na matulungan ang mga nagnanais na magkaroon ng mapayapang pamumuhay.

Kasabay sa pagsuko ng limang (5) rebelde ang pagsusumite ng tatlong (3) Improvise Explosive devices (IEDs), dalawang (2) M16 rifle, apatnapong (40) 5.56mm ammunitions, isang(1) steel short magazine, isang (1) plastic magazine, isang (1) long plastic magazine at isang (1) NPA Flag. Ayon sa mga dating rebelde, nagpasya silang bumalik sa lipunan dahil sa malawakang pagsasagawa ng Community Support Program sa lugar na kanilang ginagalawan. Sa kabilang banda, sinabi ng limang surrenderees na nag-ooperate sila sa Partido Area. Nagpasya silang sumuko dahil na rin sa pagod, gutom, takot at kahirapang dinaranas sa loob ng kilusan.

Matatandaan na nagkaroon ng engkwentro noong Oktobre 26, 2022 sa Sitio Bagasbas, Brgy Del Pilar, Garchitorena, Camarines Sur na nagresulta ng pagkasawi ng dalawang kinikilalang myembro ng teroristang NPA. Dahil dito, napagtanto nila na ang buhay sa loob ng organisasyon ng CPP-NPA ay puno ng kasinungalingan. Lubos nilang naisip na ang pagsali sa nasabing organisasyon ay isang pag-aaksaya ng oras at mapanganib sa kanilang mga pamilya.

Nakatanggap naman ang limang (5) dating rebelde ng paunang “Cash Assistance at foodpacks” mula sa pamunuan ng 83IB at sila ngayon ay pormal ng benepisyaryo ng E-CLIP assistance mula sa pamahalaan. Layunin nitong makapagsimula at matulungan sila para sa panibagong buhay.

Nagpaabot naman ng pasasalamat si LTC GOTLADERA, sa limang (5) rebelde na kapagisip na magbalik loob sa ating pamahalaan. Ayon din sa kanya, lalo pangpapaigtingin ang magandang pakikipag-ugnayan ng mga sundalo at sibilyan sa mga liblib na lugar upang mapanatili ang kapayapaan at katahimikan hindi lamang sa Partido area bagkus sa buong probinsya ng Camarines Sur at sa pagpapatibay ng Barangay Task Force to End Local Communist Armed Conflict o BTF-ELCAC. Panawagan din nya sa mga natitira pang mga kasapi ng terorista grupo na huwag sayangin ang kanilang buhay sa maling idelohiyang ipinaglalaban at bukas ang ating pamahalaan upang yakapin ang mga kapatid nating nalinlang ng teroristang grupong CPP-NPA-NDF.

MANILA – The Philippine Army (PA), with the assistance of the Department of Science and Technology-Metals Industry Research and Development Center (DOST-MIRDC), would push for the development of a locally designed automated gun mount that will be installed in the service's armored vehicles.

The two agencies signed the deal for the measure at the World Trade Center in Pasay City on Wednesday, PA spokesperson Col. Xerxes Trinidad said in a statement Thursday.

"Commanding General, Philippine Army (CGPA) Lt. Gen. Romeo S. Brawner Jr. represented by Army Vice Commander Maj. Gen. Adonis R. Bajao and DOST-MIRDC Executive Director Robert O. Dizon signed the agreement for Project COBRA (Controller-Operated Battle Ready Armament)," he added.


Trinidad said the Mechatronics and Robotics Society of the Philippines, represented by its president Mariciel Teopangco was likewise recognized in the ceremony for the organization’s commitment and support for the joint project.

The Project COBRA demonstrates DOST’s commitment to helping soldiers effectively fulfill their mandate to serve the people and secure the land and bolster the Army’s Self-Reliant Defense Program (SRDP).

DOST Secretary Renato Solidum said the project is envisioned to attain local production capability for war materiel and create a robust local defense sector.

"With the new design and integration of Project COBRA, we will acquire added strength in firepower capability, particularly for our armored assets. This endeavor also supports the local defense industry through the SRDP,” Bajao said on Brawner's behalf.

MANILA – A total of 116 police commandos officially joined the Philippine National Police's (PNP) elite Special Action Force (SAF) after completing a grueling six-month training course.

The SAF Commando Class 113-2021 is also known as the ADMIRALS or Alliance of the Defender of Mother Land Imbued with Respect for the Almighty, Love Of Country, and Selfless services.


In a statement Thursday, the PNP Public Information Office said PNP chief Gen. Rodolfo Azurin Jr. graced the closing rites of the training as guest of honor and speaker at the 83rd Infantry Battalion Headquarters in Barangay Mabalodbalod, Tigaon, Camarines Sur on Nov. 21.

The new graduates along with Azurin, who is an honorary member of the class, were granted the authority to wear the SAF Black Beret, SAF Operational Badge, and Commando Tab during the ceremony as a symbol of belonging to the elite circle of SAF Commandos.

“Let me be the first to remind you that you made the right choice to join the Commando Course or any of the foundation courses of SAF. Whether commando is your end or the means to achieve your goal, earning the coveted black beret is all worth it. Commando Course has provided you with the skills, technical-know-how, realistic scenarios, fieldcraft, equipment, and leadership traits”, Azurin said during the graduation rites which were also attended by Tigaon Mayor Pamela Rinah Fuentebella and other key officials from the Police Regional Office 5 and the 9th Infantry Division of the Philippine Army.

Azurin also commended the leadership of SAF director Brig. Gen. Edgar Alan Okubo for his dedication and perseverance in cascading the national policy on capability enhancement through the training of SAF troopers and for making them operation-ready at all times.

"I would like also to congratulate the Police Regional Office 5, and the Armed Forces of the Philippines for the milestone they have achieved by dismantling 7 guerrilla fronts in the region" Azurin noted.

He called on the new members to manifest courage and discipline as members of the PNP's elite force.

“Bagamat ang Admirals ay dumaan sa isang rigorous training, remember, we are at the mercy of orders, rules and regulations according to the law. Kayo ay inaasahan na maging disiplinado at mabuting ehemplo sa kapwa pulis at sa ating mga kababayan (Although the Admirals went through a rigorous training, remember, we are at the mercy of orders, rules and regulations according to the law. You are expected to be disciplined and a good example to both the police and our countrymen),” Azurin said.

MANILA – Negotiations on a code of conduct (COC) in the South China Sea will resume next year, Foreign Affairs Secretary Enrique Manalo said Thursday.

Manalo said talks were stalled for at least two years due to the challenges posed by the coronavirus disease 2019 (Covid-19) pandemic.

"They will most likely continue again next year. In fact, the talks, the negotiations actually, not just talks, are actually taking place on a regular schedule," he said in a CNN interview. "The problem is when Covid came, there was a two-year gap in the negotiations because there were no in-person meetings, but they are now continuing."

At least two or three rounds of negotiations are expected to take place in 2023, Manalo said.


He expressed hope that talks could conclude in one or two years but admitted that "technical issues" are a challenge to the negotiations.

"It's quite a technical exercise because it would really be a code. What's important in our point of view is that it should be substantive and effective," Manalo said. "My hope is in one or two years but just another issue is, of course, this involves negotiations amongst 11 countries. All I can say is we will do our best to conclude it at the earliest possible time."

Association of Southeast Asian Nations Secretary General Dato Paduka Lim Jock Hoi last month said China and the bloc are working on the COC's second draft.

MANILA – Rear Adm. Toribio Adaci Jr. on Thursday officially assumed as the Philippine Navy's (PN) flag-officer-in-command.

He replaced Rear Adm. Caesar Bernard Valencia, who served in an acting capacity following the retirement of Vice Adm. Adeluis Bordado last September 9.

Adaci, a member of the Philippine Military Academy Class of 1989 thanked President Ferdinand R. Marcos Jr. for his appointment.


"I would also like to thank the Commander-in-Chief and 17th President of the Republic of the Philippines, President Ferdinand Marcos Jr. for this tremendous vote of confidence," he said during the change-of-command ceremony at Naval Station Jose Andrada on Roxas Boulevard, Manila.

He also thanked Department of National Defense officer-in-charge Undersecretary Jose Faustino Jr. and the Armed Forces of the Philippines Board of Generals and PN Board of Senior Officers for their "positive endorsements".

Adaci considered his appointment as PN chief as the "most challenging stage of his military career" even as he thanked his family for supporting him every step of the way.

Before being named to the Navy's top post, he served as commander of Naval Forces Western Mindanao and skippered four naval ships aside from commanding various naval task forces during his long career.

"From this standpoint, it is only befitting to continue a trajectory as a modernizing naval defense force. I give credit to my predecessors who have ushered the way and enabled us to be where we are today. But we must remember that continuity demands more than just moving together towards a shared ambition, goal, or mission. As John Hunter, a management improvement guru perfectly articulated, he said and I quote 'continuous improvement means that we never perceive current success as our final achievement'," Adaci said.

He also said continuity in the PN's organizational transformation requires consistency, connectivity, and efficiency.

"We are already sustaining the policy priorities of our predecessors according to our Philippine Navy Sail Plan 2028. The modernization of hardware focuses on field specialization, automation and inculcation of a modern mindset in our navy personnel," Adaci said.

Adaci also said the Navy will do its best to protect the country's sovereignty.

"As your Navy we are directly involved in preserving and protecting our country's maritime interest. We will adhere to and stand with the position of our Commander-in-Chief regarding our rights in the West Philippine Sea and the seas all over our archipelago. We will protect our sovereignty and territorial integrity at all times," he added.

MANILA – The Philippine National Police (PNP) has acquired some PHP761.2 million worth of mobility, force protection and information technology (IT) equipment as part of its modernization efforts.

PNP Bids and Awards Committee chair Maj. Gen. Ronaldo Olay on Thursday presented to PNP chief Gen. Rodolfo Azurin Jr. the equipment which consists of 130 personnel carriers (4x4), 41 units of advance life support ambulance, 1,464 all-purpose vests (tactical vest Level III), 212 units of 5.56mm light machine gun and 8,001 units of 9mm striker-fired pistol.

This latest procurement was funded through appropriations for the Capability Enhancement Programs (CEPs) 2019, 2021 and 2022.


“We deeply appreciate the outlay for mission-essential equipment that is earmarked for the PNP this year to further boost the mobility, and firepower capabilities of every PNP unit from the regional offices down to municipal police stations and precincts,” Azurin said during the official commissioning rites for the equipment and vehicles in Camp Crame, Quezon City.

The patrol vehicles will be issued to the Provincial Mobile Force Company and Municipal Police Stations with mountainous terrain, ambulances to PNP Health Service, and all-purpose vests to high-risk police stations of police regional offices, while firearms will be distributed to PNP all over the country.

“Itong mga bagong na sasakyan na ito, there are 130 units na procure natin, this will be distributed sa mga mountainous area. So karamihan dito ay sa Cordillera especially sa Abra, Mountain Province, Kalinga, Apayao because in the past namigay na tayo sa Visayas, Mindanao last August. Ito ay malaking bagay ito sa patrolya specifically sa mga lugar na medyo isolated kaya nga 4x4 ang binili natin because these should reach up to the farthest barangay na kung saan ay pinapatrolyahan dapat ng mga kapulisan natin (These new vehicles, there are 130 units that we procured, these will be distributed in the mountainous areas. Most of them in the Cordillera, especially in Abra, Mountain Province, Kalinga, Apayao and because in the past we have already have a distribution in the Visayas and Mindanao last August. This is a big deal in patrol specifically in areas that are a bit isolated that's why we bought 4x4 because these should reach up to the farthest barangay where our policemen should patrol),” Azurin told reporters.

Azurin said under his term, the acquisition of mobility assets, firearms and body-worn cameras for police officers would be prioritized.

“Ang first of course is the mobility. Ang second of course is yung firearms, move, shoot and the investigate and then yun na yung BWC (Body Worn Cameras). So we are looking at kung puwede communicate din ang maging isa sa priority kasi kailangan sa pagtawag ng responde dapat we have to balance ano ba uunahin namin, communicate o yung shoot (First of course is mobility. The second of course is the firearms, move, shoot and investigate and then the BWC. So we are looking and if communication can also be one of the priorities because it is necessary to respond in emergencies, we must have to balance what to prioritize -- communicate or shoot),” Azurin explained.

Azurin said the security and welfare of the people do not only depend on the number of police officers in the field but also on their efficiency by equipping them with the necessary tools or equipment.

"As we mobilize the police units in the field, we must also increase the effectiveness of our police officers by giving them the necessary equipment," he stressed.

He reminded and encouraged all police units and offices, being the recipients of all the procured equipment of PNP, to use them properly and take good care of them as these were procured from the people’s taxes.

"This is part of the ‘Malasakit program’ under MKK=K which aspires to address the external and internal issues of the organization. Every police officer must take into mind and in action our sworn duty to serve and protect our community, and this is one way of showing we care; by taking care of our equipment," Azurin noted.

MANILA – A total of 37 former members renounced their support to the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF) and pledged allegiance to the government, the National Capital Region Police Office (NCRPO) said on Thursday.

In a statement, NCRPO chief Brig. Gen. Jonnel Estomo led the oath and withdrawal of support as part of efforts of government units to support efforts to end local communist armed conflict under Executive Order 70 at the NCRPO Hinirang Multi-Purpose Hall, Camp Bagong Diwa, Bicutan, Taguig City on Wednesday.

During the event, former rebels shared their stories and experiences as living proof of how CPP-NPA-NDF through their legal fronts are recruiting and inculcating leftist ideologies and ruining the lives of Filipinos, especially the youths.


They also signed a manifesto and received food packs and health kits.

The rebel returnees also underwent an orientation on the Enhanced Comprehensive Local Integration Program (E-CLIP) where they learned about the community-based capacity-building program of the government which aims to improve the socio-economic status of the former rebels.

Estomo believes that the National Task Force to End Local Communist Armes Conflict (NTF-ELCAC) has reached more Filipinos who longed for genuine and lasting peace.

"Naniniwala po akong sa ating pagsusumikap at pagtutulungan ay mas madami pang mga miyembro ng CTG ang ating mahihikayat na makapagbagong-buhay at matamasa ang tunay na kapayapaan at katahimikan kasama ang kanilang mga pamilyang kanilang tinalikuran noong sila ay nabulag at naloko ng mga matatamis na salita ng mga makakaliwa (I believe that with our hard work and cooperation, we will encourage more members of CTG to renew their lives and enjoy real peace and tranquility with their families that they abandoned when they were blinded and deceived by the sweet words of leftists),” Estomo said.

Meanwhile, NCRPO deputy director for operations Brig. Gen. Jack Wanky said the return of the former rebels has a great impact on the country.

“Kaya sunod-sunod ang naging pag-surrender nitong ating mga former rebels dahil nakikita nila na yung mga unang na-facilitate natin are really truly given help na pangkabuhayan at natutulungan natin sa pagbabagong buhay (Their surrender came one after the other because they saw that the first ones we facilitated are really truly given help for livelihood and we can help them in changing their lives),” Wanky said.

He further encouraged other members to surrender and abandon leftist ideologies.

“Ito ang pinakamagandang regalo ninyo ngayong Pasko, ang magbagong buhay dahil nandito naman ang gobyerno na handang tumulong para sa inyo (This is your best gift this Christmas, a new life because the government is here to help you),” he added.

The NTF-ELCAC, created under EO 70 issued on Dec. 4, 2018, is tasked to “provide an efficient mechanism and structure for the implementation of the whole-of-nation approach to aid in the realization of collective aspirations for inclusive and sustainable peace.”

MANILA – A New People's Army (NPA) medic in Aurora province has surrendered to authorities while 200 supporters of the communist movement have withdrawn their support from the rebels, the Philippine Army (PA) announced on Thursday night.

In a statement, the PA said the surrenderer, identified as "Ka Balong", a member of the NPA's "Komiteng Larangang Guerilla" Sierra Madre Tarlac-Zambales, also turned over an M-16 automatic rifle and an M-14 assault rifle.

He voluntarily turned himself in at the headquarters of the 91st Infantry Battalion in Camp Jaime Bitong Jr., Barangay Calabuanan in Baler, Aurora on November 20.


The unit is one of the field formations of the Fort Magsaysay-based 7th Infantry Division.

Meanwhile, 200 NPA supporters renounced their support and membership in the communist movement and pledged allegiance to the government, in Barangay Sta. Mercedes, Maragondon, Cavite on November 18.

The 2nd Civil-Military Operations Battalion facilitated the withdrawal of support and membership of these supporters who were allegedly affiliated with the Gabriela and Anakbayan Patungan Chapter group.


They were also aided by the Maragondon Municipal Task Force to End Local Communist Armed Conflict, Sta. Mercedes Barangay TF-ELCAC, and the Cavite Police.

The activity was highlighted by the signing of a peace covenant and the burning of NPA flags.

MANILA – A total of 147 members of the Communist Party of the Philippines - New People's Army (CPP-NPA) surrendered to different police units in Mimaropa from January to November 24 this year, the Police Regional Office (PRO) 4-B (Mimaropa) said Friday.

“We commit to sustaining the success of this campaign towards a communist terrorist group-free Mimaropa,” PRO 4-B chief, Brig. Gen. Sidney Hernia, said in a statement.

The latest to surrender were four members of the New People's Army (NPA) in Oriental Mindoro on Tuesday.

“Ka Daniel”, “Ka Jason,” “Ka David,” and “Ka Robin,” all former members of the NPA's Platoon Dos of Kilusang Larangang Gerilya - Mark Anthony Velasco under the Lucio de Guzman Command of the Sub-Regional Military Area – 4-B, Southern Tagalog Regional Party Committee, voluntarily surrendered to elements of the 10th Special Action Battalion (SAB) of the Philippine National Police - Special Action Force in Barangay Waygan in the town of Mansalay.

“Ka Daniel” and “Ka Jayson” also surrendered one caliber .38 revolver with tampered serial number and an improvised caliber .45 pistol with four rounds of caliber .45 live ammunition and 30 rounds of live ammunition of caliber 5.56 mm.


The former rebels are being assisted by the 10th SAB for their enrollment in the government’s Enhanced Comprehensive Local Integration Program (E-CLIP).

“The surrender of these former rebels is another concrete proof of the success of the government’s campaign against terrorism and insurgency under the NTF-ELCAC (National Task Force to End Local Communist Armed Conflict),” Hernia said.

The NTF-ELCAC, created under Executive Order 70 issued on Dec. 4, 2018, is tasked to “provide an efficient mechanism and structure for the implementation of the whole-of-nation approach to aid in the realization of collective aspirations for inclusive and sustainable peace.”

MANILA – Newly appointed Philippine Navy (PN) flag officer in command, Rear Adm. Toribio Adaci Jr., vowed to prioritize the service's ongoing modernization program.

"We will intensify our efforts to achieve the objectives and measures in the remaining Horizons 2 and 3 of our modernization program. But while we acquire new assets, our plans should emphasize the complementing requirements of logistics support systems, transfer of technology, among others," Adaci said during his assumption of command ceremony at the Naval Station Jose Andrada in Manila on Thursday.

The Armed Forces of the Philippines (AFP) Modernization Program Horizon 2 is scheduled from 2018 to 2022 while Horizon 3 is from 2023 to 2028.

Horizon 2 and 3 are geared toward the acquisition of more external defense equipment and platforms for the AFP.


"Moreover we will build on the gains of previous leadership, it is our priority to continue sustaining our modernization program, the acquisition of hardware, and strengthening the fields of specialization of our personnel among others," he added.

Adaci also said the PN would continue international defense and security engagements and strengthen its partnership with allies, partners, friends, and other like-minded nations that are committed to maintaining a stable and peaceful Indo-Pacific region.

He also said equipping front-line units is imperative as the PN is involved in various interagency collaborations.

"We will prioritize giving our naval operating forces, our marine brigades, ships, and other front-line units with adequate personnel and equipment because they are the ones who perform our primary mandate of protecting our seas and littorals. They are also critical in the conduct of non-traditional and civil-military operations," he added.

Adaci is the first Navy chief to serve for a fixed term of three years as set by Republic Act 11709, which prescribes fixed tours of duty for military officials holding key positions.

Adaci, who hails from the province of Ifugao, is a member of the Philippine Military Academy Class of 1989.

He has served as commander of the Naval Installation Command and the Fleet-Marine Ready Force, the Navy’s national maneuver force

MANILA – The Armed Forces of the Philippines (AFP) said Friday a series of military operations in Northern Samar that began in October resulted in the neutralization of a ranking New People's Army (NPA) leader and 20 other rebels.

In a statement, it said Wednesday's operation in Barangay Imelda in Las Navas town resulted in the death of Helenita Pardales, the leader of the Eastern Visayas Regional Party Committee (EVRPC) of the Communist Party of the Philippines – NPA – National Democratic Front.

Five other ranking NPA members were killed in a joint operation spearheaded by the 803rd Infantry Brigade under the supervision of the Joint Task Force Storm (8th Infantry Division).

A total of 10 NPA members were killed in six armed engagements since October 7.


Seven NPA members also surrendered, four were apprehended, and 38 firearms were seized from the communist movement during this period.

AFP chief Lt. Gen. Bartolome Vicente Bacarro said the strategic accomplishment is expected to disintegrate the NPA forces in Samar Island and significantly affect their presence in neighboring provinces as the EVRPC connects the NPA in the Visayas and Mindanao to those in Luzon.

Bacarro, meanwhile, congratulated troops of the 803rd Infantry Brigade during his visit to their headquarters in Barangay Sumoroy, Catarman, Northern Samar on November 24.

He also assured the troops of the continued support of the AFP leadership as the military ramps up its efforts to finally end the communist armed conflict in the country.

MANILA – The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) said Friday the administration of President Ferdinand R. Marcos Jr. is keen on providing multi-faceted opportunities to former rebels.

This is part of the government’s counter-insurgency efforts and whole-of-nation approach against insurgent groups.

NTF-ELCAC vice chairperson and National Security Adviser Clarita Carlos made this assurance during the Regional Development and Security Forum in Zamboanga City held from Wednesday to Thursday.

During the forum, Carlos emphasized the importance of peacebuilding for economic growth.

"The magic word really is to ‘sustain’ it, because no economic growth will happen, whenever there is no peace and order," she said.

The Zamboanga del Sur Provincial Task Force to End Local Communist Armed Conflict (ZDS PTF-ELCAC) also presented the progress of "Project Good Life for Friends Rescued" as a deradicalization and reintegration program of the ZDS PTF-ELCAC.

The term "friends rescued" refers to former rebels who are undertaking the reintegration program of the government.

The task group established its Good Life Academy in partnership with the 53rd Infantry Battalion, local government units, concerned national government agencies, the JH Cerilles State College, and the private sector.

The program projects a whole-of-nation approach with the participation of national agencies in providing former rebels of the 53rd Infantry Battalion with a new life with the end goal of ending communist terrorism and insurgency in the country.

Former rebels are encouraged to participate in different Good Life curriculums for one year, which shall improve their overall well-being and teach them skills needed to build their own livelihoods and contribute to economic growth.

The project has graduated its first batch, composed of 41 friends rescued, and is changing the lives of 50 more former rebels for its second batch, which started on July 27.


Under the whole-of-nation approach required by Executive Order 70, Project Good Life is the result of the cooperation and dedication of several national government agencies, business organizations, and civil society organizations.

MANILA – National Security Adviser (NSA) Clarita Carlos on Friday condemned the Communist Party of the Philippines (CPP) and its armed wing, the New People's Army (NPA), for the brutal shooting of two soldiers in Sipalay City, Negros Occidental last Nov. 24.

“Despite our successful operations and other commendable milestones in promoting peace during these past few weeks in Visayas, it is still infuriating and saddening to hear these kinds of news," said Carlos, who is also vice chairperson of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), in a statement.


She added that “these tragedies or atrocities will continue until the insurgency and terrorism problem is resolved with finality.”

Authorities reported that Sgts. Regie Glendro and Ken Camilan of the 47th Infantry Battalion were shot dead by still unidentified NPA assailants on Thursday morning in Barangay Camindangan, Sipalay City.

Glendro and Camilan were hit in different parts of their bodies that resulted in their immediate deaths.

The ambush came four days after an alleged high-ranking NPA leader died in a gun battle with the military in Guihulngan City, Negros Oriental.

Prosecutor Flosemer Chris Gonzales, spokesperson of the Legal Cooperation Cluster of the Regional Task Force to End Local Armed Conflict in Western Visayas, has described the ambush as a “senseless, unjustified, and cowardly act” perpetrated by rebels.

“These killings are senseless, unjustified, and serve no purpose other than to affirm the fact that the CPP-NDF-NPA is a terrorist organization that has brought misery, suffering, and death to our people,” he said.

Gonzales added that they condemn CPP-NDF-NPA and the acts of violence that they commit against this nation and against its people.

He also said the task force also honors the fallen soldiers who put their lives on the line to serve and to protect the nation's freedom.

Successful Northern Samar military ops hailed

On the other hand, NTF-ELCAC Secretariat Executive Director Emmanuel Salamat praised the success of the recent military operation in Northern Samar where six NPA members have been neutralized.

The state forces also seized 16 firearms and several personal belongings of slain rebels after the firefight in Las Navas town on Nov. 23.

“The unity among the AFP (Armed Forces of the Philippines) tri-service was quite impressive. But what’s really monumental in this success was the cooperation of the people in the area. They really want to drive the rebels out of their communities,” Salamat said.

Meanwhile, Capt. Ryan Layug, spokesperson of the AFP's Joint Task Force Storm, said the military had clashed with the group behind the recent attack in the adjacent town of Jipapad, Eastern Samar.

The attack killed two soldiers tasked to monitor the implementation of government projects in the area and wounded a 10-year-old civilian and two other soldiers, according to authorities.

It also left hundreds of bullets holes in at least 15 houses, barangay stage, communal toilet and the newly constructed barangay hall, the AFP said.

"Hindi naman pwedeng hayaan natin silang labas-pasok sa mga kumunidad. Nagrereklamo na ang mga tao sa pangongotong at pananakot ng mga ito (We cannot just allow them go in and out in the communities. People are already complaining of their extortion activities and their threats)," Joint Task Force Storm and 8th Infantry Division commander Maj. Gen. Camilo Ligayo said.

These threats are the reason why locals are appealing to the military not to leave their communities as doing so would open their villages to the NPA threat, Ligayo said, adding that local residents are even active in pinpointing to the military the location of NPA hideouts.

According to former rebels who surrendered to the AFP, the terrorist's hideouts are surrounded by prohibited anti-personnel mines to annihilate soldiers who will attempt to attack them.

"We have been calling on them (NPAs) to go home to their families, but these groups stand by their twisted ideology that has killed tens of thousands of Filipinos in their almost 54 years of existence. Paubos na sila sa buong bansa at malapit na ring magwakas ang terorismo nila dito sa Samar (Their numbers are dwindling fast nationwide, and their terrorism in Samar will also be soon over),” Ligayo said.

According to the NTF-ELCAC, there are five remaining active CPP-NPA guerrilla fronts in the country. Four of them are in Eastern Visayas, particularly in Northern Samar.

PIKIT, North Cotabato – Three members of the outlawed Bangsamoro Islamic Freedom Fighters (BIFF) have voluntarily surrendered to authorities here after realizing their struggle for a meaningless cause, a top police official said Thursday.

“They can now live peacefully with their families and loved ones,” Brig. Gen. Jimili Macaraeg, director of the Police Regional Office (PRO) 12 (Soccsksargen), said in a statement.

The surrenderers were presented to police and military officials at the town hall in Barangay Fort Pikit on Wednesday.

Their surrender was facilitated by the municipal and provincial police offices, and the 90th Infantry Battalion of the Army’s 602nd Infantry Brigade.

Macaraeg identified the surrenderers as Ambulodto Mangansing Butuan Jr., Jojo Hassan Mangansing, and Dhats Abdul Mangansing, all of the BIFF - Kagui Karialan faction operating in the borders of Sultan Kudarat, North Cotabato, and Maguindanao provinces.

He said the three also turned in two M14 rifles, an improvised .50-caliber sniper rifle, and ammunition.


“The PRO-12 will remain open and accommodating to our brethren who wish to lay down their arms and return to the fold of the government. We are unified in our common desire for a peaceful and progressive country,” Macaraeg said.

More than 30 former BIFF extremists have surrendered to police authorities in the region since January this year.

TACLOBAN CITY – The Philippine Army has renewed its call to the New People’s Army (NPA) to stop engaging minors in their armed struggle against the government.

Maj. Gen. Camilo Ligayo made the appeal on Thursday after a rebel who recently surrendered disclosed there are minor combatants recruited by the communist group.

“Our young people should be in school and protected from all kinds of abuse. Imagine the trauma of a minor engaged in fighting, going hungry for days, lack of sleep and endless hiking for the ideology that has not helped even one NPA to succeed in life for almost 54 years," Ligayo said in a statement.

NPA surrenderer Anthony Encinas, 19, told soldiers he had two colleagues, both 17 years old.

Encinas, who yielded on Nov. 19, was a member of Bugsok Platoon, sub-regional committee Sesame for a year.

“If he was with 17-year-olds, they were probably recruited by a younger person. This is a clear violation of the International Humanitarian Law,” Ligayo added.


Rule 136, Protocols I and II of International Humanitarian Law states "children must not be recruited into armed forces or armed groups".

Ligayo also appealed to the public to support and protect the welfare of children and help stop the recruitment of child combatants.

The military has been holding dialogues with parents and village officials living in vulnerable communities to help prevent recruitment activity among minors.

Ligayo said they are trying to identify parents of minors recruited by the NPA and will be tapped to convince their children to surrender.

The local task force to end local communist armed conflict has been meeting with school officials and teachers to protect the youth from the deceptive recruitment and radicalization by the Communist Party of the Philippines -NPA – National Democratic Front and their front organizations.

“While parents are working hard for the good future of their children, these rebels are still rampant in stealing children from parents who I think are now looking for and worried about the condition of their children,” Ligayo added.

The army official’s call is part of the Children's Month celebration this November.

Republic Act 10661 or the National Children’s Month Act commemorates the adoption of the United Nations Convention on the Rights of the Child on Nov. 20, 1989.

DAVAO CITY – The Philippines and Indonesia recommended the approval of the 12-point agenda that would enhance diplomatic relations and joint implementation of the 1975 border agreements between the two countries.

The PH-Indonesia BCCC (Border Committee Chairmen's Conference) is an annual activity that seeks to review and strengthen existing measures for the safe passage of respective nationals of both countries, including the protection of fisherfolk and the prevention of terrorists from transiting in the border areas.

In an interview Thursday, Lt. Gen. Greg Almerol, the Armed Forces of the Philippines Eastern Mindanao Command (Eastmincom) chief, said they are considering the threat posed by transnational terrorists to the Philippines and Indonesia, and decided to look into the enhancement of intelligence cooperation and other security-related matters.


"Our sincerity manifests commitment in the principles of mutual respect, teamwork, and cooperation,” Almerol said.

On Wednesday, Eastmincom officials and several Indonesian counterparts assembled at the SMX Center here for the event held simultaneously via zoom with Indonesian military officials in Manado City, Indonesia.

Almerol, who served as chairperson of the Philippine Border Committee, was joined by Rear Admiral TNI Dr. TSNB Hutabarat, MMS, the commander of the Indonesian Military Command II, during the event.

Both committees deliberated on matters of common concern and interest to both countries.

“This annual event is one of the major occasions to showcase to the rest of the world our almost five decades of peaceful and harmonious co-existence," Almerol said.

The two agreed to implement policies that will standardize the safety and protection of Filipino and Indonesian nationals at the borders and improve consular access for detained Filipinos.

Both parties also pushed for the standardization of implementing the Coordinated Patrol (CORPAT) by primarily revising its Standing Operating Procedure.

They also agreed to accelerate the review of the 1975 Border Patrol and Border Crossing Agreements that will seek to recommend amendments to its provisions to attune to the prevailing situation in maritime security and terrorism in both countries.

"We have the same purpose to overcome issues happening and relating to the border between both countries. The results of this Chairmen's Conference are real forms of providing solutions for our future," Hutabarat said.

Hutabarat maintained his high hopes that the result of the meeting will contribute to a stronger, closer and more meaningful partnership between the Philippines and Indonesia.

NABUNTURAN, Davao de Oro – Apart from the regular assistance given to a newly-declared insurgency-free province, Governor Dorothy Montejo-Gonzaga emphasized the need for educational scholarships in its geographically isolated and disadvantaged areas (GIDA) to sustain the peace efforts.

In a press briefing here Wednesday afternoon, Gonzaga said they have revised the scholarship program of the province making sure that slots will be given to students in GIDAs and former rebels (FRs) or their family members.

“For the FRs or we call them ‘friends rescued’, they can avail of the scholarship. It is also made available for their families or relatives,” she said.


Gonzaga added they are also catering to scholars of the various indigenous people’s tribes and children of solo parents.

She assured that their regular assistance in GIDAs would continue to avoid the reentry of the communist New People’s Army (NPA) rebels into their communities.

Gonzaga said they are using the Provincial Peace and Order Council funds to provide the needs of the communities in the province.

“It is much more challenging today because since there is no presence of the NPA, the expectation of the people from the provincial government is high. They are now keen on the benefits of being insurgency-free,” she said.

In June this year, Davao de Oro was declared insurgency-free by the provincial peace and order council after the dismantling of armed rebel units in the province.

From an insurgency hotbed with 12 guerilla units, the military weakened the NPA to just one during the latter half of 2021.

The remaining rebels under the Guerrilla Front 2 which is the oldest NPA unit in Mindanao, eventually left Davao de Oro to free the province from insurgency.


Four months after its declaration, the region was also declared “insurgency-free” following the series of successful peace and order initiatives that dismantled the remnants of the NPA in the area.

BACOLOD CITY – Suspected New People's Army (NPA) rebels gunned down two intelligence officers of the Philippine Army’s 47th Infantry Battalion (47IB) in Barangay Camindangan, Sipalay City, Negros Occidental before noon on Thursday.

A report from the Negros Occidental Police Provincial Office (NOCPPO) identified the fatalities as Sgt. Regie Glindro and Staff Sgt. Ken Camilan, who were conducting a reconnaissance operation when they were waylaid by the perpetrators along a hilly portion of Sitio Camboguiot.

“A group of armed men with unknown caliber of firearms shot both victims, hitting them on the different parts of body that resulted to their instantaneous death,” it added.


According to the report, Glindro and Camilan were intelligence operatives of the 47IB based in Barangay Haba of the neighboring Candoni town.

Photos released by the NOCPPO showed the victims also sustained wounds aside from those caused by gunshots.

Witnesses said the soldiers were shot by five men, who fled on board two motorcycles, based on another report obtained by the local media.

CAMP SIONGCO, Maguindanao del Norte – Six communist rebels were killed during clashes with government forces in the hinterlands of Sultan Kudarat province, the Army here said Friday.

Lt. Col. Frederick Chicote, Army’s 7th Infantry Battalion (7IB) commander, said the encounter occurred at 5:30 a.m. Thursday in Sitio Mudti, Barangay Chua, Bagumbayan, Sultan Kudarat.

Soldiers were patrolling the village when they chanced upon a group of about 10 New People’s Army (NPA) rebels.

“The skirmishes lasted for about 30 minutes and the rebels fled deep into the forest, leaving their slain comrades,” Chicote said.

Slain were Dennis Dolunan, an NPA executive committee member and deputy secretary of East Daguma Front of Sub-Regional Command (SRC) Daguma, Far South Mindanao Region; his wife Lailyn who served as medic, Sep Kasa, Jerry Kasa alias Kikil; and two other unidentified fighters.

Government forces recovered an AK-47 rifle, three M16 rifles, ammunition, a motorbike, rebels' personal belongings and subversive documents.


“We suffered no casualty,” Chicote said.

Maj. Gen. Roy Galido, Army’s 6th Infantry Division commander, lauded the 7IB troopers for the accomplishment.

He expressed sadness though over the death of NPA combatants who were misguided and duped to join a useless armed struggle.

“As much as possible, we don’t want lives to be wasted, because we don’t want to see families suffering from the loss of their family members and loved ones” Galido, also the commander of Joint Task Force Central, said.

He appealed to all other enemies of the state to avail of the government’s peace offer.
