BUTUAN CITY – Two communist New People’s Army leaders operating in Agusan del Norte province have surrendered to military and police authorities on Sunday.

In a statement Monday, Col. Filemon Pacios, Agusan del Norte provincial police director, identified the surrenderers only as “Luis”, 46, the executive and finance officer of the NPA Sub-Regional Committee 5 (SRC-5), North Central Mindanao Regional Committee (NCMRC); and “Arro”, 31, the head of Platoon Huawei, SRC-5.

Three of their members also yielded to the government on Sunday, identified only as “Boyong”, 24; “Mikay”, 20; and “Grace.”

All five surrendered before the officials of the Agusan del Norte Police Provincial Office (ADNPPO) and the Philippine Army’s 23rd Infantry Battalion here.

“The surrender is the result of the unrelenting efforts in the campaign against the rebels to renounce their commitment as revolutionaries,” Pacios said.

Negotiations conducted by government forces with the support of community leaders also helped the five NPA insurgents decide to abandon the struggle, he added.

The surrenderers are set to be enrolled in the government’s Enhanced Comprehensive Local Integration Program.

“We hope that the surrender of the two rebel leaders will bring positive sight to all the blinded members of the doomed NPA in the province,” Pacios said.

The United States Special Operations Command Pacific (SOCPAC) and the Philippines have launched a five-week joint training exercise aimed at enhancing the capabilities and readiness of Filipino special forces.

The bilateral exercise, initiated on June 12 within the joint operational area of the Western Command (WESCOM), is currently underway with the active participation of 36 personnel from the Philippine Army’s 18th Special Forces Company (18SFC), Special Forces Regiment (SFC Airborne), and various other units.

The training program is designed to foster cross-training opportunities, promote interoperability between the two forces, and equip Filipino troops with essential skills for external security operations.

According to WESCOM, the exercises are being conducted at various locations, including the headquarters of the 18SFC (Riverine) and the SFC Airborne in Rizal, located in southern Palawan. These diverse settings offer an ideal environment for the troops to engage in specialized training scenarios that closely replicate potential operational environments.

It explained that training in such realistic settings, the participants can effectively sharpen their skills and adapt to a wide range of challenges they may encounter in the field.

The WESCOM said it is centered around unconventional/guerrilla warfare, human rights/law of armed conflict, combat marksmanship, close quarter battle, mission planning, and jungle/survival training, this comprehensive program emphasizes the protection of Philippine sovereignty, territory, and the well-being of the Filipino people.

Combat marksmanship drills, WESCOM explained, are specifically designed to refine their precision shooting skills in a variety of scenarios. Moreover, the close quarter battle training provides a realistic simulation of encounters in confined spaces, underscoring the significance of quick decision-making and effective teamwork.

It added that the troops will also undergo small unit tactics training, an exercise aimed at testing their ability to operate cohesively as a unit and adapt swiftly to dynamic and evolving situations.

“The significance of this bilateral exercise cannot be overstated. It serves as a testament to the strong partnership between the Philippines and the United States in ensuring regional security and stability. By fostering cooperation and sharing best practices, both forces can enhance their operational effectiveness while strengthening bonds between personnel from different cultures and backgrounds,” said WESCOM.

The bilateral training exercise is set to conclude on July 14, 2023, marking the successful completion of another chapter in the partnership between the Philippines and the United States.

GENERAL SANTOS, Philippines – The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) lowered its flag to half-mast following the passing of its religious leader, Sheikh Abuhuraira Abdulrahman Udasan, on Monday, July 3.

Udasan, 85, served as the Bangsamoro region’s grand mufti.

BARMM regional offices and local governments have been directed to fly the Philippine flag and the BARMM colors at half-mast as a tribute to Udasan, who was widely recognized as one of the foundational figures of the Bangsamoro struggle.

Udasan, who had been battling a lingering illness, was appointed by BARMM Chief Minister Ahod Balawag Ebrahim to the position of executive director of the Darul Ifta in the predominantly Muslim region, thus assuming the grand mufti role.

Rhadzni Taalim, executive director of the Bangsamoro Development Agency, announced the passing of the grand mufti: “It is with profound sadness and heavy hearts that we inform you of the passing of Grand Mufti Abuhuraira Udasan, a revered spiritual leader and an esteemed figure within the Bangsamoro community.”

Taalim said the death of Udasan was an “irreplaceable loss, as he was a source of wisdom, compassion, and guidance” for the Bangsamoro.

Udasan dedicated himself to the pursuit of peace, fostering dialogue, and promoting interfaith harmony within the Bangsamoro region and beyond during his life, Taalim said.

Udasan, who memorized several chapters of the Qur’an before he turned six, had been admired for his profound understanding of Islam, much of which he learned from his father.

Udasan was born on March 3, 1942, in Kitango, Dulawan (now Datu Piang) in the province of Cotabato.

In his pursuit of Islamic studies, Udasan traveled abroad and obtained the Al-Ijazah Al-Aliah degree from the Faculty of Da’wah and Usuluddin at the Islamic University in Medina, Kingdom of Saudi Arabia, between 1967 and 1971.

Numerous BARMM officials expressed their condolences on social media, recalling Udasan’s commitment to justice and unity, which served as a beacon of hope and inspiration to many.

Kadil Sinolinding, a member of the Bangsamoro parliament, paid Udasan this tribute: “Fifteen years ago, you came to me as a cataract patient, and Alhamdulillah, your bilateral vision was surgically restored. Yet, I also realized, through your simple teachings, that I too am blind to many aspects of my faith and belief.”

Mohammad Antao, another BARMM lawmaker, acknowledged the contribution of the grand mufti to the Bangsamoro struggle and lamented his passing as a significant loss.

Antao said, “May he find eternal peace, and may Allah grant him Jannah.”

Haron Nul, a cousin of Udasan, said Udasan will be laid to rest in a family-owned plot in Lugay-lugay, Cotabato City, on Monday.

The Armed Forces of the Philippines, Visayas Command, reported that the Communist Party of the Philippines – New People’s Army in the Visayas region is grasping for survival, as Team Visayas Command (VISCOM) dealt the terrorist group with devastating losses in the 1st semester of this year.

Of the 156 NPA rebels neutralized from January to June 30 this year, 42 died in encounters, including 12 High Value Individuals, including Rogelio Posadas, secretary of the Komiteng Rehiyonal Negros/Cebu/Bohol/Siquijor.

In a command conference presided by Lt. Gen. Benedict Arevalo, VISCOM chief, attended by all AFP commanders in the Visayas region, it was disclosed that a total of 103 other rebels surrendered, while 11 others had been arrested.

VISCOM records further indicated that 223 firearms and 82 anti-personnel mines were seized by government troops in the same period.

Arevalo commended the members of Team VISCOM for a job well done for the period.

It was during the months of April and May that the terrorist group suffered the most devastating defeats. For the month of April, a total of 21 NPA rebels were neutralized and 25 firearms were seized in northern Samar, and 40 more other rebels were accounted for, especially in Moises Padilla and Guihulngan in Negros Island encounters during May, where 14 firearms were recovered.

The VISCOM also reported that a total of 942 people’s organizations were established, redirected, and coopted by the Community Support Program (CSP) Teams of Team VISCOM in the entire Visayas region, of which 600 are in Western and Central Visayas, while 342 are in Eastern Visayas.

As we sustain our focused military operations to prevent the CPP-NPA from taking advantage of the upcoming Barangay and SK Elections, Arevalo rallied Team VISCOM to continue engaging the people of Visayas.

Let us encourage them to cast their vote to someone who advocates peace and development, who values the ideals of family, and someone who can lead them to prosperity and progress. Not those who sow terror and violence and support the false ideology of the CPP-NPA, he added.*

A BARANGAY councilor and an indigenous people’s representative were shot to death by unidentified perpetrators in Sitio Bagong Silang, Barangay Baganihan, Marilog District, around 10:48 a.m. on July 1.

Captain Hazel Tuazon, the spokesperson of the Davao City Police Office (DCPO), identified the victims as Barangay Kagawad Joel Daguinsal Siawan, 37, a resident of Purok 7, Pangudlutan, and Ernesto Linog Matalam, 52, Indigenous People Mandatory Representative (IPMR), a resident of Sitio Namnam, Baganihan.

The victims were conducting a tribal ritual with other companions on a vacant lot. After the ceremony, they headed toward the national highway when they were ambushed. Witnesses claimed the gun bursts came from the woods.

The Marilog Police Station and 1st City Mobile Force Company, Marilog Cluster 1, and the 27th Infantry Battalion also deployed personnel to possibly identify and arrest the perpetrators.

For now, investigators are trying to determine the motive of the crime.

DAVAO CITY (MindaNews / 01 July) – With only two years left until June 30, 2025 — the end of the extended transition period in the Bangsamoro Autonomous Region on Muslim Mindanao (BARMM) — the Peace Implementing Panels of the Philippine Government (GPH) and the Moro Islamic Liberation Front (MILF) met on Saturday to re-affirm their commitment and agreed on four decision points to help fast-track the implementation of the 2014 peace agreement.

A Joint Statement signed by Cesar Yano, chair of the GPH Peace Implementing Panel, and Mohagher Iqbal, chair of the MILF Peace Implementing Panel, was issued at the end of the day-long meeting, their first under the year-old administration of President Ferdinand Marcos Jr.

The decision points focus on the normalization track of the Bangsamoro peace process, including the decommissioning of MILF combatants and weapons, redeployment of military forces, socio-economic assistance; and the investigation into the June 18 law enforcement operation where seven persons the MILF claimed to be their members, were killed.

The Joint Statement noted that the MILF Peace Implementing Panel manifested its intention to “pursue the established norm of launching” the newly-constituted panels through a meeting in Kuala Lumpur “prior to the conduct of any formal meetings, and the revitalization of the International Monitoring Team.”

The GPH Implementing Panel committed to “convey and elevate both matters to its principal.”

Malaysia hosted and facilitated the peace negotiations between government and the MILF from 2001. Peace negotiations were held in Kuala Lumpur that led to the signing of the Framework Agreement on the Bangsamoro (FAB) in October 2012, which forms part of the Comprehensive Agreement on the Bangsamoro (CAB) signed on March 27, 2014.

The CAB paved the way for the establishment of the BARMM.

The agreement provides that at the end of the transition period, the GPH and MILF peace panels, “together with the Malaysian Facilitator” and the Third Party Monitoring Team (TPMT) shall convene a meeting “to review, assess or evaluate the implementation of all agreements and the progress of the transition.”

An ‘exit document’ officially terminating the peace negotiation “may be crafted and signed by both parties if and only when all agreements have been fully implemented.”

The peace agreement also provides that the negotiating panels “shall continue the negotiations until all issues are resolved and all agreements implemented.”

The transition period was supposed to have ended on June 30, 2022 but in late 2021, a law was passed resetting what would have been the first election of the 80-member Bangsamoro Parliament from May 2022 to May 2025, effectively extending the transition period to June 30, 2025, when the first set of elected officials shall have taken their oath of office.

Four points

The Saturday meeting was the first time the Peace Implementing Panels met under the year-old Marcos, Jr. administration. Marcos was sworn in as President on June 30, 2022. It took him over a month to name the 80 members of the Bangsamoro Transition Authority (BTA). He administered their oath in Malacañang on August 12, 2022 and graced the inaugural session at the Shariff Kabungsuan Cultural Complex in Cotabato City a month later, on September 15.

“The path to lasting peace is always under construction. But we walk this path together and we walk it, not because it is an easy one. We walk this path together because even if it is difficult, we know that at the end of the journey is historical justice, progress, peace, stability, and the unity that our peoples and our nation have long aspired for and so rightly deserve,” Marcos told the BTA members.

The first of the four points the panels agreed upon during their meeting here is on the Datu Paglas law enforcement operation, with both panels expressing their sympathies to the bereaved families of the seven victims and thanking the President for “swiftly directing” the Department of Justice to conduct an investigation. But the MILF panel “reiterated the indispensability of a separate inquiry by an independent body to bolster confidence in the findings.”

On the second point, the panels “discussed and agreed to further study” the proposals for the redeployment “parameters and areas” for the Joint Security Assessment Transition Plan for the Joint Peace and Security Teams (JPSTs) and the Integrated Framework on the implementation of camps transformation program for the initial 33 barangays of the six previously acknowledged MILF camps.

The third is that both panels recognize the “urgency and centrality of the full implementation of the decommissioning program” through the delivery of socio-economic development packages for the combatants. The panels also agreed to create a socio-economic study committee that would discuss and recommend for the panels’ approval, the components, implementation framework, and funding strategies for the socio-economic development packages for the decommissioned combatants and camps transformation.

For the government, the committee members are Undersecretary Zamzamin L. Ampatuan as chair, and Undersecretary Alan A. Tanjusay and Presidential Assistant on Bangsamoro Transformation David B. Diciano as members; for the MILF, Bangsamoro Social Services Minister Raisa H. Jajurie as chair, Bangsamoro Science and Technology Minister Aida Silongan and Director-General Mohajirin T. Ali of the Bangsamoro Planning and Development Authority as members.

The fourth point agreed upon is that despite challenges in the implementation of the CAB, the panels committed to “pursue the efficient delivery of the other components of the peace agreement” and to “intensify resource mobilization” to support the implementation of the CAB by engaging with international state and non-state donors who are willing to support the normalization process “subject to appropriate rules and regulations on the acceptance of grants, donation or any form of development assistance.”

The panels agreed that the modalities will be “further discussed.”

They also expressed their gratitude to the President “for his full support to the Bangsamoro peace process and his commitment to fulfill the implementation of the peace agreements.”

The panels also thanked Presidential Peace Adviser Carlito Galvez. and Bangsamoro’s interim Chief Minister Ahod B. Ebrahim, “under whose respective leaderships the implementation of the CAB has progressed,” and thanked as well the national government and the BTA “for their continuing support to the CAB.”

“The Parties, along with the entire peace mechanisms, re-affirm their commitment to the continued implementation of the CAB and the achievement of just and lasting peace in the Bangsamoro and in the entire country,” the Joint Statement read.

The panels have not scheduled the next meeting, said Iqbal, MILF Peace Implementing Panel chair and concurrent Bangsamoro Education Minister.

THE Armed Forces Chief of Staff General Andres Centino visited Subic Bay in Zambales over the weekend and checked three of the five Philippine Navy ships docked there.

Checking on the morale, capability and readiness of troops, the top military chief has spent the past days visiting units and military camps in Northern Luzon, including Itbayat in Batanes.

On Saturday, Centino, fresh from a visit to a Marine base in Ilocos Norte, went to Subic and inspected the modern warfare capabilities of the three vessels of the Navy’s Philippine Fleet.

The chief of staff boarded BRP Antonio Luna (FF-151), the Navy’s missile-armed frigate which recently gained anti-submarine warfare capability through the arrival of the AW159 ASW “Wildcat” helicopter.

The FF-151 conducts multi-role operations and is equipped with surface-to-air missiles. It is the second ship of the Navy’s Jose Rizal-class, missile-guided frigates that is capable of anti-surface warfare (ASUW), anti-submarine warfare (ASW) and anti-air warfare (AAW).

Centino also checked on the equipment aboard BRP Conrado Yap (PS-39) and BRP Ramon Alcaraz (PS-16), and subsequently addressed all the sailors of the three warships and those aboard the two other vessels, BRP Andres Bonifacio (PS-17) and BRP Davao del Sur (LD602).

During his “talk to the troops,” the chief of staff underscored the military’s efforts in further developing the capabilities of its naval assets as it gradually shifts its focus from internal security to territorial defense operations.

“Being an adviser to the President and the Secretary of National Defense, it is important that I have firsthand knowledge of our ships’ capabilities by inspecting and visiting them myself,” he told the sailors.

“Even more important is seeing our competent and dedicated troops who continue to develop their skills to better perform their mission,” he added.

Centino commended the troops for their professionalism and dedication despite the challenges they are facing.

“Because of our continued presence and maritime patrols, we are able to deter intruders from entering our territorial waters, therefore keeping our people safe and our country protected,” he said.

On Friday, the chief of staff visited the headquarters of the 4th Marine Brigade

(MBde)located in Burgos, Ilocos Norte, considered as the military’s northernmost camp, and commended the unit for its role in territorial defense.

The 4th MBde deployed personnel to the different naval and marine detachments, including the ones in Itbayat, Mavulis, Fuga and Calayan Islands, in Batanes and Cagayan.

The Marine brigade is tasked with maintaining territorial integrity and conducting peace and security operations and assisting in humanitarian assistance and disaster response in the provinces located at the edge of the country’s territory in the north.

“Thank you for your service. I hope that you also understand the importance of our mission here and in the islands further north of our borders,” Centino told the troops.

“What we are doing is of national significance. Our presence in those islands is very important to ensure that we monitor and identify those who enter and pass through those waters,” he said.

Before going to Burgos, Centino visited the soldiers deployed in various islands of Batanes, including Mavulis, dubbed the country’s “northern frontier.”

The bicameral Commission on Appointments (CA) has received the appointment papers of 25 newly promoted senior officers of the Armed Forces of the Philippines (AFP).

“The CA received their appointment papers from Malacañang on June 27,” Surigao del Sur Rep. Johnny Pimentel, CA assistant minority leader, said on Sunday.

“The batch is composed of a major general from the Air Force, 20 brigadier generals from the Air Force, Army, and the Marines, three commodores from the Navy, plus a lone colonel from the Army,” Pimentel said.

Their appointments won’t be deliberated upon by the CA until after the second regular session of the 19th Congress opens on July 24.

The CA is empowered by the 1987 Constitution to scrutinize the competence, fitness, and integrity of key presidential appointees, including military officers from the rank of colonel or naval captain, and to approve or disapprove them. Rio Araja

“All told, we now have 29 appointees awaiting confirmation by the CA,” Pimentel said.

The CA received on June 6 the appointment papers of Defense Secretary Gilberto Teodoro Jr. and Health Secretary Teodoro Herbosa.

The commission also received on June 2 the papers of Mersole Mellejor as Philippine Ambassador to Nigeria (with concurrent jurisdiction over 12 other Central and West African countries), and Raquel Solano as Chief of Mission, Class II, at the Department of Foreign Affairs.

MAVULIS ISLAND, Batanes, Philippines —The Philippines’ front line in the north is a remote island made up of rocky cliffs that jut out of choppy waters adjacent to the Bashi Channel, the waterway that separates the country from Taiwan.

A handful of sailors and Marines deployed on Mavulis call this tiny parcel of land a “lonely island,” on which they stand guard as the Philippines’ first responders should it get dragged into a conflict between China and the United States over Taiwan, a self-ruled island claimed by Beijing.

But for now, the Filipinos’ main enemy here — besides the rough terrain and harsh conditions — is the isolation.

For Petty Officer First Class Jesse Belostrino, one of the troops assigned to Mavulis, living in spartan conditions and under a constant threat of danger was part and parcel of what they had signed up for as soldiers.

“When we entered the service, we set aside our fears. We’re grateful for the trust to be sent here and do something for the country,” he told the Inquirer.

Belostrino admitted struggling with loneliness at times. But “as a soldier, it’s normal to be far from one’s family. As a professional soldier, we only need to perform our duty, and we’re happy for the opportunity to be here,” he said.

Troops here rotate every month, but each shift could go on longer as a result of unpredictable weather. Food and drinking water also pose a problem when resupply missions fall behind schedule. Ships, after all, can’t come close to the rocky shores and the seas become treacherous during monsoon season.

The intermittent internet connection also makes communications to the headquarters and to their loved ones a challenge.

But Belostrino said this was already being addressed by the military leadership.

Act of sovereignty

It was only in 2019 when the Philippines started occupying the country’s northernmost island—located some 140 kilometers from Taiwan’s southern tip — as an act of sovereignty. A Marine base and a fisherman’s shelter have been built to maintain the country’s presence here.

Belostrino said part of the troops’ job was to monitor commercial and military vessels passing through and report their movements back to headquarters. So far, they have not felt the tensions despite China’s increasing military activities around Taiwan.

Mavulis overlooks the Bashi Channel, a strategic waterway that is part of the Luzon Strait and home to several undersea cables.

“It is a gateway between the South China Sea and Pacific Ocean. In a conflict scenario, both the US and China need to establish sea control of the channel,” former Philippine Navy Vice Commander Rommel Ong told the Inquirer.

Such a choke point is crucial in case of war, he added.

Analysts say Taiwan is a potential flashpoint in US-China relations, with Washington as the island’s most important backer.

But concerns are mounting that Beijing may soon invade Taipei and that Manila would get caught in the crossfire or get involved as a party of a US-led alliance.

Defending Batanes

In April, Filipino troops trained with their American counterparts in defending the Batanes archipelago (where Mavulis belongs) from potential aggressors.

Its proximity to Taiwan and prevailing regional tensions make Mavulis top of mind for the Philippine military leadership.

On June 26, the Inquirer joined a visit by the Armed Forces of the Philippines’ Northern Luzon Command (AFP Nolcom) to check on the conditions of the deployed troops.

“The AFP prioritizes them and sees to it that they have everything. [We will provide them] everything in order for them to stay here and give their best,” said Nolcom deputy commander Commodore Karl Decapia.

“We are here to secure this part of the nation from all kinds of threats from the outside,” he added. “We have prepared a contingency plan for this. The AFP is ready.”

American defense officials are eyeing to convince their arms manufacturers to set up operations in the Philippines, said Senate President Juan Miguel Zubiri, who returned over the weekend from an official trip to Washington DC.

Zubiri said he met with US Deputy Assistant Secretary for Defense Lindsey Ford at the Pentagon last week, where they discussed modernization efforts of the Armed Forces of the Philippines as well as mutual concerns in the Indo-Pacific region.

“They’re willing to convince their arms manufacturers to move shop to the Philippines to partner with Filipino companies so that they will do the defense materials here in the Philippines,” the Senate leader said in an interview.

Zubiri’s announcement came days after Senator Imee Marcos said she will seek a probe into the mysterious activity of a US Air Force Boeing C-17 in Philippine territory and airspace on June 26, stressing it raises questions of sovereignty and air travel safety.

Marcos, who chairs the Senate Committee on Foreign Relations, said the Philippine government should know the plane’s mission, the identities of its flight crew and lone passenger, the type of its cargo, and the reason for a 10-hour layover in Manila.

Zubiri, for his part, said the possible transfer of operations of US arms manufacturers would be “a good thing” as it will generate jobs for Filipinos. The parts for the arms and munitions to be produced can likewise be sourced in the Philippines.

“Of course, for the defense side, we have the [proposed] Philippine Defense Industry Development Act (PDIDA),” he added.

Zubiri filed the PDIDA bill in July last year.

“After what we saw during the Marawi siege, we were trying to go around begging for ammunition, begging for firearms, which is not necessary since we have the development, the technology, the people that can do it in the Philippines,” he said in an interview earlier this year.

He cited the case of the Marikina-based Armscor Global Defense Inc., the largest manufacturer of firearms and ammunition in the Philippines and Southeast Asia.

Armscor, Zubiri said, responded to the urgent call for firearms and ammunition during the five-month-long Battle of Marawi in 2017.

Zubiri said over the weekend that there is also a need to amend the Procurement Law, because “cheapest is not the best for military equipment.”

“At the same time, ‘brand new’ is not necessarily practical for ourcountry because the four new airplanes we got are equivalent to six or 12 – one squadron – of slightly-used airplanes from friendly countries or ally countries like, for example, the Netherlands,” he said.

He also announced that at least 10,000 to 15,000 workers will be hired to build American bases in Guam.

“And they are looking at Filipino workers to go to Guam and help build up the bases because they need to build the bases as soon as possible,” the Senate President said.

“Of course, they’ll discuss how to get the working visa, and they’re trying to get the State Department approval to hasten the proceedings.

They still have no workers,” he added.

MANILA -- President Ferdinand R. Marcos Jr. hailed the Philippine Air Force (PAF) for upholding the territorial integrity of the Philippines and safeguarding its maritime zones.

The President praised the PAF during its 76th founding anniversary held at the Haribon Hangar, Clark Air Base in Mabalacat, Pampanga on Monday.

“The achievements exemplify the values that the PAF stands for: integrity, excellence and patriotism. As members of the Philippine Air Force, you must always uphold these values as the custodians of our skies, entrusted with the task of upholding our national interests, protecting our people, and defending our territory,” he said.

The President graced the anniversary celebration of the PAF as he witnessed its capability demonstration at Colonel Ernesto Rabina Air Base in Capas, Tarlac. He also led the awarding of outstanding PAF officers.

“The days ahead will not be easy and will demand every ounce of your strength and resilience. The winds of change signal geopolitical changes around our region and other parts of the world that as yet affect us. The Philippine Air Force’s maritime air patrol missions are thus essential in upholding our territorial integrity and safeguarding Philippine maritime zones,” he added.

In his speech, the President said he is honored to witness the PAF’s anniversary, commemorating the 76 years of its selfless duty to the Philippines and the Filipino people as he looked back on the rich history of the air force, traced back from the stormy days of the First World War when military aviation was first introduced in the country.

The PAF was established on 1 July 1947 through Executive Order No. 94. This year’s anniversary carries the theme: “PAF@76: Accelerating with Excellence Towards A More Capable, Credible and Sustainable Force.”

“Throughout history, the dedication and sacrifice demonstrated by all the personnel has paved the way for the PAF’s growth and success over the last 76 years. We stand today to recognize the outstanding PAF officers, members, and units who have shown exemplary dedication to securing our nation and defending our skies,” President Marcos said.

“You have contributed in laying the groundwork for the enhancement of our aerial defense capabilities. So, in behalf of the Filipino people, I thank you for your service. May you continue doing your best in all the endeavors that you are given and inspire your fellow airmen and airwomen to do the same,” he added.

The chief executive also took pride to see the great distance that the PAF has flown to ensure the security and sovereignty of the Philippines as he expressed gratitude for going beyond its service, extending into the depths of calamity and humanitarian crises.

President Marcos also valued the PAF’s efforts to support the Philippine Army and other law enforcement agencies in upholding internal security, making the communities safe from various threats.

Before concluding his speech, the President reiterated his commitment to strengthen the Armed Forces of the Philippines (AFP) including the PAF through acquisitions under the AFP Modernization Program as he wished the air force to continue soaring to greater heights.

Metro Manila (CNN Philippines, June 3) — President Ferdinand Marcos Jr. said the administration will pursue the Philippine Air Force (PAF) modernization as the group celebrated its 76th founding anniversary.

“I reiterate that this administration is committed to strengthening the armed forces including the Philippine Air Force through the acquisitions under the AFP (Armed Forces of the Philippines) modernization program,” he said during his speech in Pampanga on Monday.

Officials estimated that modernizing the military will cost ₱2.2 trillion. The modernization program began in 2012.

MANILA – A woman political prisoner was released from prison after Taguig City Regional Trial Court (RTC) Branch 266 junked all the charges against her.

On June 30, Ge-Ann Perez, finally walked out of the Taguig City Jail Female Dorm. She was welcomed by Kapatid, a support group of families and friends of political prisoners.

Perez is the companion of National Democratic Front of the Philippines (NDFP) consultant Frank Fernandez and his wife Cleofe Lagtapon when they were arrested in March 2019 in Laguna while seeking medical treatment. The Taguig Regional Trial Court convicted the couple of charges of illegal possession of firearms and explosives on June 29.

“For Kapatid, nothing brings us more happiness than having political prisoners released. So wait we did in the muddy grounds and falling darkness. Around 7 p.m., we saw a beaming Ge-ann walk out of the steel gates. Hugs, cheers plus not a few tears greeted one of the youngest political prisoners whom we campaigned hard for release here and overseas,” said Kapatid Spokesperson Fides Lim in a Facebook post.

Perez was 20 years old when she was arrested. She is suffering from leprosy and was also one of the 22 petitioners in Kapatid’s plea to the Supreme Court to release sick and elderly political prisoners at the height of the Covid-19 infection in April 2020. However, the said petition was remanded to the lower courts.

JASIG still in effect

Meanwhile, amid the conviction of Fernandez and Lagtapon, the NDFP asserted that the Joint Agreement on Safety and Immunity Guarantees (JASIG) “remains in full force and effect unless otherwise terminated according to the terms of the agreement.”

“The recent ‘conviction’ of peace consultants Frank Fernandez and his wife Cleofe Lagtapon based on trumped-up charges concocted by the Manila government further exposes the US-Marcos regime’s indifference to the cause of peace,” de Lima said in a statement.

She added that “planting of weapons and explosives on arrested persons is a well-known modus operandi of the Armed Forces of the Philippines and Philippine National Police. This practice allows them to file non-bailable charges to hold forces of the revolutionary movement in prison.”

De Lima said that the continued incarceration of Fernandez and Lagtapon and other consultants of the NDFP is an outstanding violation of JASIG, “duly approved by respective principals of the Government of the Republic of the Philippines and the NDFP. The JASIG safeguards participants in the peace negotiations from surveillance, arrest, detention, prosecution, or any other similar punitive actions.”

The JASIG was signed by both the NDFP and the Philippine government panels in April 1995.

“The abduction, killing, disappearance, illegal arrest, and torture of NDFP peace consultants expose the brutal character of the US-Marcos regime, its rabid obsession for war and patent disregard of obligations to implement existing agreements,” de Lima said.

The NDFP demanded the release of Fernandez and Lagtapon, as well as other detained NDFP peace consultants “as a matter of humanitarian and moral obligation of the GRP and in line with the principles enshrined in JASIG and international humanitarian law.”

GENERAL SANTOS, Philippines – The Moro Islamic Liberation Front (MILF) and the Philippine government on Saturday, July 1, agreed on at least four key areas as they renewed their commitment to the implementation of the nine-year old Comprehensive Agreement on the Bangsamoro (CAB).

The CAB set for the establishment of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and guided the special region in its transition period, which was supposed to last until 2022 but got extended until May 2025, when the region holds its first elections for regional officials.

The weekend meeting in Davao City, the first under the administration of President Ferdinand Marcos Jr., came as various officials in the BARMM called for a swift and impartial probe of the June 18 killing of seven MILF members in Maguindanao del Sur.

In a joint statement, both panels expressed their sympathies to the bereaved families of the MILF members who were killed during law enforcement operations in Barangay Damawato in Datu Paglas town.

First of four key areas that both panels agreed upon in the July 1 meeting was to “sincerely thank President Ferdinand R. Marcos Jr. for swiftly directing the Department of Justice to conduct investigations on the aforementioned incident.”

In earlier media interviews, BARMM Education Minister Mohagher Iqbal had said the seven who were killed were legitimate MILF members, belying the military’s allegation that they were members of the lawless Bangsamoro Islamic Freedom Fighters.

The MILF, which now dominates the BARMM government, has asserted that the killing of its members must be resolved by the Coordinating Committees on the Cessation of Hostilities (CCCH), a body created to make sure that the provisions of the peace agreement are followed and to probe incidents that threaten the agreement.

The CCCH is composed of Armed Forces and MILF officials.

Iqbal had told reporters that the law enforcement operation was not properly coordinated with them, a violation of the ceasefire agreement and the terms of reference of the Ad Hoc Joint Action Group, a mechanism between the government and the MILF that responds to criminality and terrorism in areas with MILF presence.

The July 1 joint statement – signed by Cesar Yano, chair of the government peace panel, and Iqbal, chair of the MILF peace panel – stated that the MILF panel reiterated “the indispensability of a separate inquiry by an independent body to bolster confidence in the findings.”

Second, the two parties agreed to further study the proposals for the Armed Forces of the Philippines (AFP) Redeployment Parameters and Areas for the Joint Security Assessment, Transition Plan for the Joint Peace and Security Teams (JPSTs), and the Integrated Framework on the implementation of camps transformation program for the initial 33 barangays of the six previously acknowledged MILF camps.

Under the CAB, the JPSTs will function as peacekeeping forces that will be deployed to ensure the security of residents within the six government-acknowledged MILF camps during the decommissioning process that began in 2019.

The JPSTs, with members of the MILF-BIAF (Bangsamoro Islamic Armed Forces), AFP, and Philippine National Police, were previously planned to have hundreds of teams or a total of 6,000 personnel.

These teams will carry out their duties until the Exit Agreement between the government of the Philippines and the MILF is signed, expectedly by the end of the transition period in 2025.

Third in the areas that both panels agreed on was the creation of a socioeconomic study committee that would look into the components, implementation framework, and funding strategies for the decommissioned combatants and transformation of MILF camps.

The committee members include Zamzamin Ampatuan (chair), Alan Tanjusay, and David Diciano from the Philippine government, and Raissa Jajurie (chair), Aida Silongan, and Mohajirin Ali from the MILF.

Fourth, despite challenges in the implementation of the peace process, the parties committed to pursue the efficient delivery of the other components of the peace agreement.

Both parties agreed to intensify resource mobilization to support the implementation of the CAB by engaging with international state and non-state donors who are willing to support the normalization process, subject to appropriate rules and regulations on the acceptance of grants, donation, or any form of development assistance.

“The modalities for this shall be further discussed by the Parties,” the joint statement read.

During the meeting, the MILF panel manifested to the government the former’s intention to pursue the established norm of launching the newly constituted panels through a meeting in Kuala Lumpur prior to the conduct of any formal meetings, and the revitalization of the International Monitoring Team.

The GPH (Government of the Philippines) Implementing Panel, it said, “committed to convey and elevate both matters to its principal.”

It was in Kuala Lumpur, Malaysia, that the series of GPH-MILF peace negotiations took place from 2001 until the signing of the Framework Agreement on the Bangsamoro (FAB) in 2012 and the CAB in 2014.

The two parties, along with the entire peace mechanisms, reaffirmed their “commitment to the continued implementation of the CAB and the achievement of just and lasting peace in the Bangsamoro and in the entire country,” the statement said.

For his part, presidential peace adviser Secretary Carlito Galvez Jr. expressed his appreciation to both panels for their commitment to pursue the peace process in the Bangsamoro.

A TOTAL of 156 New People’s Army (NPA) rebels have been “neutralized” in the Visayas during the first semester of the year, the military’s Visayas Command (Visayas) reported.

Forty-two of the insurgents died in encounters with government troops, 103 surrendered and 11 were apprehended during law enforcement operations, said Viscom spokesman Lt. Col. Israel Galorio.

Sixty-one of the rebels were neutralized in April and May. One of the notable encounters during the two-month period led to the death of seven rebels in Bobon, Northern Samar last April 30.

Galorio said 223 assorted firearms and 82 anti-personnel mines were seized by the troops from the rebels.

He said 12 of the 156 neutralized rebels were “high-value” individuals, including Rogelio Posadas, secretary of Komiteng Rehiyon Negros who died in a clash in Binalbagan, Negros Occidental last April 20.

He said 942 people’s organizations were “established, redirected and copted” by community support program teams of Viscom from January 1 to June 30.

Viscom commander Lt. Gen. Benedict Arevalo commended the troops for the successful campaign against the NPA and urged them to sustain efforts to finally end communist insurgency in the Visayas.

“The way I see things that you have been doing for the past six months, I can say that you have done your best,” said Arevalo.

“Let us sustain our gains and continue doing our best to end the local communist armed conflict in the Visayas region, at the soonest possible time,” said Arevalo.

Arevalo also said people’s support is “vital to end the reign of terror in the region.

“As we sustain our focused military operations to prevent the CPP-NPA from taking advantage of the upcoming Barangay and SK (Sangguniang Kabataan) elections, let us also continue engaging our people,” said Arevalo.

Arevalo said the public should be enlightened “on the evils brought by the CPP-NPA.”

“Let us encourage them to cast their vote for someone who advocates peace and development, who values the ideals of family, and someone who can lead them to prosperity and progress. Not those who sow terror and violence and support the false ideology of the CPP-NPA,” said Arevalo.

THE Visayas Command (Viscom) of the Armed Forces of the Philippines has announced that 156 members of the New People’s Army (NPA) have been neutralized between Jan. 1, 2023 and June 30.

The military also seized 223 firearms and 82 anti-personnel mines during the same period.

Among those neutralized were 12 high-value individuals, one of whom was identified as Rogelio Posadas, the noted secretary of the Negros, Cebu, Bohol, Siquijor Regional Committee.

Posadas was killed in an encounter last April 20 in Binalbagan, Negros Occidental.

“I would like to congratulate everyone for a very good job for the first semester of 2023. The exceptional performance that you have shown manifests your strong desire and motivation to serve and protect our people and end the local communist armed conflict in this part of the country,” according to Army Lieutenant General Benedict Arevalo, Viscom commander.

Arevalo said 942 civilian organizations that cooperate with the military’s community program have been created.

He said they will be of great help in the Viscom’s preparations for the Barangay and Sangguniang Kabataan Elections on Oct. 30.

“The support of our people is vital in our campaign to end the reign of terror in the region. As we sustain our focused military operations to prevent the CPP (Communist Party of the Philippines)-NPA from taking advantage of the upcoming Barangay and SK Elections, let us also continue engaging our people. Let us enlighten them on the evils brought by the CPP-NPA. MANILA -- The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) will ask the Department of Budget and Management (DBM) nearly P9 billion to fund its Barangay Development Program (BDP) next year, with 864 barangays as target beneficiaries.NTF-ELCAC gets share in proposed national budget for 2023

"Last meeting with the NTF-ELCAC, na-prepare na yung endorsement to DBM for P10 million each barangay, for 864 target barangays for 2024,” said Rene Valera, Director of the Office of Project Development Services of the Department of the Interior and Local Government (DILG).

Under the BDP, barangays formerly identified as "guerilla fronts" of the Communist Party of the Philippines and their armed wing New People's Army will receive funds for "sustainable rehabilitation and development" projects.

Valera said the proposed P10 million per barangay is lower than the amount they recommended the previous years so as not to be flagged by the DBM.

"So ang agreement natin, it's P10 million para hindi na mapapansin yan," he said.

Valera said that since the BDP was established, over 5,000 barangays have become beneficiaries of their programs.

DAVAO CITY, Davao del Sur, Philippines — The peace implementing panel of the Moro Islamic Liberation Front (MILF) has formally relayed to its government counterpart its earlier call to meet in Kuala Lumpur and formally launch the newly constituted peace panels before they will start formal talks aimed at protecting the gains of the 9-year-old peace deal.

For the first time under the administration of President Ferdinand Marcos Jr., the two panels met here on Saturday, to renew their commitment to lasting peace in Mindanao, barely two weeks after seven MILF members were killed in a law enforcement operation by combined police and military forces in Datu Paglas, Maguindanao del Sur at the dawn of June 18.

In a joint communique signed by Cesar Yano, chair of the government peace implementing panel and his MILF counterpart, Bangsamoro Minister Mohagher Iqbal, both panels expressed sympathy for the seven slain MILF members.

They also thanked President Marcos for immediately directing the Department of Justice (DOJ) to investigate the incident although the MILF panel “reiterated the indispensability of a separate inquiry to be done by an independent body to bolster confidence in the findings.”

According to the joint statement, the MILF panel “manifested to the government panel its intention to pursue the established norm of launching the newly constituted panels through a meeting in Kuala Lumpur prior to the conduct of formal meetings” along with its proposal to revitalize the truce monitors.

The government panel committed to conveying and elevating both proposals to the president.

Both panels, however, renewed their commitment to implement the 9-year-old Comprehensive Agreement on the Bangsamoro (CAB), the peace deal between the government and the former Moro rebel group that eventually led to the establishment of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), the expanded autonomous region largely ran and administered by the former rebels.

Among the other points that both parties agreed to during the meeting were to further study the proposals for the Armed Forces of the Philippines redeployment parameters and areas for the joint security assessment, transition plan for the Joint Peace and Security Teams, and the integrated framework on the implementation of camps transformation program for the initial 33 barangays of the six previously acknowledged MILF camps.

Full decommissioning

They also recognized the “urgency and centrality” of the full implementation of the decommissioning program through the delivery of socioeconomic development programs for the combatants. To achieve this, both panels agreed to create a socioeconomic study committee to discuss and recommend for the panels’ approval the components, implementation framework and funding strategies for the socioeconomic development packages for the decommissioned combatants and the transformation of former MILF camps into thriving communities.

Both parties also agreed to intensify resource mobilization to support the implementation of the CAB by engaging with international state and nonstate donors willing to support the normalization process.

COTABATO CITY, Philippines — Policemen intercepted Thursday two suspected members of the Dawlah Islamiya while out to deliver P346,800 worth of shabu to a buyer in a secluded barangay in Marawi City.

Policemen in a checkpoint in Barangay Sugod in Marawi City were supposed to inspect the motorcycle riders Rasul Unte Sarip and Esmael Guro Pacabi only for firearms, but found shabu in their sling bags.

Col. Robert Daculan, Lanao del Sur provincial police director, said Saturday Sarip and Pacabi are now detained, awaiting prosecution for violation of the Comprehensive Dangerous Drugs Act of 2002.

Local executives in different towns in Lanao del Sur told reporters via online Messenger Saturday that the duo belong to group of some 30 drug dealers who shared earnings to the slain Faharudin Pumbuaya Pangalian, the “emir,” or grand leader of the Dawlah Islamiya in the country.

Pangalian and his deputy, Joharie Sandab Morsib, were killed in a joint police-Army law enforcement operation last June 14 in the Sarimanok area in Marawi City.

“These two men, Rasul and Esmael, are connected with the Dawlah Islamiya. They have a shabu distribution network in Marawi City and in municipalities in the first district of Lanao del Sur,” said a Muslim preacher in Marawi City, who requested anonymity.

The current peace and order situation in Muslim Mindanao shows both progress and challenges. Although there have been significant advancements in recent years, the region still experiences occasional outbreaks of violence and underlying socio-political issues that hinder the establishment of lasting peace. This assessment highlights the progress made, acknowledges the remaining challenges, and emphasizes the need for sustained efforts to achieve a secure and prosperous Muslim Mindanao.

Progress in Muslim Mindanao deserves recognition. The signing of the Bangsamoro Organic Law (BOL) in 2018 was a major milestone. It provided a legal framework for the creation of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). This devolved governance structure aims to address historical grievances, promote political inclusivity, and empower the region's people. The BARMM has enabled localized decision-making, increased transparency, and improve good governance, fostering a sense of ownership and empowerment among the residents.

The initial decommissioning of former combatants from the Moro Islamic Liberation Front (MILF) last year was another positive development. This process saw thousands of MILF fighters voluntarily disarm and demobilize. It signified a commitment to a peaceful resolution and offered former combatants an opportunity to reintegrate into society and contribute positively to the region's development.

The implementation of the BOL, decommissioning efforts, and other socioeconomic development and political initiatives have significantly reduced violent incidents involving the MILF. In 2020, there were no violent incidents involving the MILF. In 2021, only four incidents were recorded, and in 2022, there were no recorded incidents. This year, two incidents involving the MILF have occurred, which require monitoring.

Sustaining progress in peace and order depends on the continued and robust implementation of the peace process with the MILF with the active participation of the AFP, PNP, LGUs, NGAs, local and international NGOs, and residents of the area.

Despite the progress made, challenges remain in ensuring lasting peace and order. Local terrorist groups (LTGs) like the Abu Sayyaf Group and the Bangsamoro Islamic Freedom Fighters continue to pose security threats.

The strength of LTGs has been diminishing. Their total strength decreased from 539 in 2020 and further declined to 389 by the end of 2022. The firepower of LTGs also decreased from 486 in 2020 to 371 by 2022. Additionally, the number of barangays influenced by LTG activities decreased significantly from 165 in 2020 to only 32 by 2022.

These LTGs engage in violent incidents such as kidnappings, bombings, and extortion, undermining peace and stability in the region. However, the number of such incidents has significantly subsided, with 106 incidents in 2020, and only 40 incidents in 2022. In the first half of this year, only 11 violent incidents involving LTGs were recorded, indicating an improved security scenario. This reduction in terrorist attacks signifies a successful disruption of their operations contributing to a safer and more stable environment in Muslim Mindanao.

It is crucial to stay vigilant in anticipation of a possible resurgence of terrorist activities, as the remaining elements retain the ability to carry out attacks and engage in violence. These groups might prioritize enhancing their capabilities, refining their tactics, forging alliances with other armed factions, and seeking financial support from politicians or unscrupulous individuals.

Eradicating these terrorist groups requires sustained efforts from the AFP and the PNP forces, intelligence gathering, and international cooperation to address cross-border issues. To sustain the achieved gains, maintain continued law enforcement operations, and enhance gun control measures. Loose firearms worsen the security situation, hindering PNP law enforcement and enabling criminal activities. Stricter regulations, improved enforcement, and public awareness campaigns for the voluntary surrender of firearms are necessary.

The diminished strength of LTGs also brings positive outcomes for the economy and social cohesion. Heightened stability instills investor confidence, driving economic growth and development. As a result, new job opportunities arise, infrastructure projects thrive, and the overall quality of life improves. With the foundation of improved peace and order, progress and development can flourish not only in Muslim Mindanao but also across the entire country, as increased collaborations with other regions unfold.
Socioeconomic development in Muslim Mindanao remains a pressing issue. Persistent poverty, lack of job opportunities, and inadequate access to basic services contribute to grievances and create an environment prone to unrest. Targeted investments in education, healthcare, infrastructure, and livelihood programs are essential in reducing vulnerabilities and promoting social stability.

Assessing the peace and order situation in Muslim Mindanao reveals both progress and persistent challenges. To achieve lasting peace and security, it is necessary to address the root causes of conflict, vigorously implement the peace process, sustain focused military and law enforcement operations against LTGs, promote socio-economic development, and enhance gun control measures. With concerted efforts, a peaceful and prosperous Muslim Mindanao can be realized, ensuring safety, harmony, and dignity for all residents.

ZAMBOANGA CITY, Philippines —A leader of a criminal gang and his three followers said to have links with Abu Sayyaf bandits were arrested in Zamboanga Sibugay on Friday.

Abral Abdusalam and his followers Janhar Abdulhari Martin, Hamid Attan Abdusalam and Marvin Kasim were arrested based on warrants issued by a local court, Brig. Gen. Neil Alinsañgan, Zamboanga peninsula police director, said.

Joint police units from Kabasalan, RT Lim, Imelda and Alicia towns were assisted by personnel of the 5th Special Action Company of the Special Action Front, Zamboanga Sibugay Provincial Mobile Force Company and 44th Infantry Battalion in serving the warrants.

Abral was ranked third on the list of most wanted persons in the province. He has standing warrants for kidnapping and serious illegal detention and murder.

The Abdusalam gang was tagged in the kidnapping of Italian priest Giancarlo Bossi in Payao town in 2007 and Irish missionary Michael Sinnott in Pagadian, Zamboanga del Sur in 2009.

MANILA – The peace implementing panels of the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) met on July 1 to renew their commitment to the implementation of the nine-year-old Comprehensive Agreement on the Bangsamoro (CAB).

This is the first meeting between the two panels during the Marcos administration, the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) said in a statement over the weekend.

The parties, in a joint statement, signed by GPH Peace Implementing Panel chair Cesar Yano and MILF Peace Implementing Panel Minister Mohagher Iqbal, announced the discussions of at least four key areas.

"First, the Implementing Panels expressed their sympathies to the bereaved families of seven MILF members who were killed during a law enforcement operations in Brgy. Damawato, Datu Paglas, Maguindanao del Sur on 18 June 2023. The Implementing Panels sincerely thank President Ferdinand R. Marcos, Jr., for swiftly directing the Department of Justice to conduct investigations on the aforementioned incident. The MILF Implementing Panel reiterated the indispensability of a separate inquiry by an independent body to bolster confidence in the findings," it added.

Secondly, the parties discussed and agreed to further study the proposals for the Armed Forces of the Philippines (AFP) Redeployment Parameters and Areas for the Joint Security Assessment, Transition Plan for the Joint Peace and Security Teams (JPSTs), and the Integrated Framework on the implementation of camps transformation program for the initial 33 barangays of the six previously acknowledged MILF camps.

"Third, recognizing the urgency and centrality of the full implementation of the decommissioning program through the delivery of socioeconomic development packages for the combatants, the Implementing Panels agreed to create a socioeconomic study committee to discuss and recommend for the Panels’ approval the components, implementation framework, and funding strategies for the socioeconomic development packages for the decommissioned combatants and camps transformation. The members from the GPH are Usec. Zamzamin L. Ampatuan (Chair), Usec. Alan A. Tanjusay, and PA David B. Diciano, and from the MILF are Min. Raissa H. Jajurie (Chair), Min. Aida M. Silongan, and BDG Mohajirin T. Ali," it added.

Despite challenges in the implementation of the peace process, the parties committed to pursuing the efficient delivery of the other components of the peace agreement.

Both the GPH and the MILF also agreed to intensify resource mobilization to support the implementation of the CAB by engaging with international state and non-state donors who are willing to support the normalization process, subject to appropriate rules and regulations on the acceptance of grants, donation or any form of development assistance.

The modalities for this shall be further discussed by the two parties.

Also, the MILF Implementing Panel also "manifested to the GPH Implementing Panel the former’s intention to pursue the established norm of launching the newly constituted Panels through a meeting in Kuala Lumpur prior to the conduct of any formal meetings, and the revitalization of the International Monitoring Team.”

The GPH Implementing Panel also committed to conveying and elevating both matters to its principal.

Both parties have "expressed their deepest appreciation to and continuing confidence in President Ferdinand R. Marcos, Jr. for his full support to the Bangsamoro peace process and his commitment to fulfill the implementation of the peace agreements."

"The Parties likewise thank OPAPRU Secretary Carlito G. Galvez, Jr. and Bangsamoro Chief Minister Ahod B. Ebrahim, under whose respective leaderships the implementation of the CAB has progressed, as well as the different agencies of the National Government and the Bangsamoro Transition Authority for their continuing support to the CAB. The Parties, along with the entire peace mechanisms, re-affirm their commitment to the continued implementation of the CAB and the achievement of just and lasting peace in the Bangsamoro and in the entire country," the statement said.

Meanwhile, Galvez expressed his appreciation to the panels to pursue the peace process in the Bangsamoro.

"The President himself has earlier expressed his unwavering commitment and support to the implementation of the Bangsamoro peace agreements," he said.

MANILA – Both the Philippines and Thailand see the Association of Southeast Asian Nations (ASEAN) as the major player in promoting regional peace and stability.

"On multilateral cooperation, the Philippines and Thailand recognized the importance of ASEAN as the stabilizing mechanism and central platform in promoting peace and stability in the region. Both countries reaffirmed commitment to further strengthen cooperation with fellow ASEAN Member States, particularly under the ASEAN Defense Ministers' Meeting (ADMM) and ADMM-Plus," Department of National Defense (DND) spokesperson Arsenio Andolong said in a statement Monday.

He made this statement after the successful conclusion of the 4th Philippines-Thailand Joint Committee on Military Cooperation (JCMC) held in Bangkok last June 27.

DND Assistant Secretary for Strategic Assessments and International Affairs Pablo Lorenzo led the Filipino delegation to the 4th JCMC.

The last iteration of the JCMC was held in August 2019 in the Philippines.

Lorenzo co-chaired the 4th JCMC meeting with General Nuchit Sribunsong, Deputy Permanent Secretary for Defence of the Ministry of Defence of the Kingdom of Thailand.

"During the meeting, both co-chairs reaffirmed their commitment to the implementation of the 1997 Philippines-Thailand Memorandum of Understanding (MOU) on Military Cooperation and underscored the importance of annually convening the JCMC meeting," Andolong said.

The two officials exchanged views and insights on the developments in the region, challenges and potential cooperation on cyber security, and the importance of enhancing capabilities on maritime security.

"On bilateral defense cooperation, both sides encouraged deepening military relations, through continued conduct of service-to-service dialogue mechanisms and exploring partnerships on maritime security, cyber security, military medicine, humanitarian assistance and disaster relief, and defense industry, among others," Andolong said.

Both nations also welcomed the crafting of the proposed Philippines-Thailand Defense Engagement Plan for CY 2023-2024, which will outline the list of activities to be conducted by both countries with short, medium, and long-term goals.

"Assistant Secretary Lorenzo invited General Sribunsong and the Thai delegation to the Philippines for the 5th JCMC meeting in 2024 which will coincide with the 75th anniversary of diplomatic relations between the Philippines and Thailand. Both officials looked forward to further strengthening defense and military relations," Andolong said.

Prior to the 4th JCMC, the Philippine delegation also rendered a courtesy call on Gen. Sanichanog Sangkachantra, Permanent Secretary for Defence, Ministry of Defence of Thailand, where Lorenzo welcomed Thailand's commitment to developing defense relations between the two countries.

Improving naval capabilities helps AFP deter intruders

Meanwhile, Armed Forces of the Philippines (AFP) chief Gen. Andres Centino said the constant presence of a more modernized Navy is helping the military deter intruders from encroaching in the country's waters.

“Because of our continued presence and maritime patrols, we are able to deter intruders from entering our territorial waters therefore keeping our people safe and our country protected,” he said during his visit to Naval Operating Base Subic, Zambales last July 1.

The Philippine Navy has been upgrading its fleet with the acquisition of guided missile frigates, anti-submarine helicopters, missile boats, and fast attack interdiction craft.

In the pipeline are brand-new corvettes and offshore patrol vessels which are expected to be delivered soon.

Centino said the AFP will do everything it can to beef up the Navy's warfare capabilities.

This includes "further developing the capabilities of its naval assets" as it gradually shifts its focus from internal security to territorial defense operations.

“Being an adviser to the President and the Secretary of National Defense, it is important that I have firsthand knowledge of our ships’ capabilities by inspecting and visiting them myself. Even more important is seeing our competent and dedicated troops who continue to develop their skills to better perform their mission,” he added in a statement late Sunday.

He also commended naval personnel for their professionalism and dedication despite the challenges being faced by the AFP.

While in Naval Operating Base Subic, Centino visited three of the five Filipino warships docked in the facility.

The AFP chief boarded first missile frigate BRP Antonio Luna (FF-151), which gained anti-submarine warfare capability through its organic AW-159 "Wildcat" anti-submarine warfare (ASW) helicopter. It became mission capable by being able to land and take-off on the ship's flight deck.

The ship, which is commanded by Captain Clyde Domingo, is tasked with multi-role operations and is equipped with surface-to-surface and air-to-air missiles, anti-submarine torpedoes, automated cannons, and a variety of sensors for air, anti-surface, and sub-surface warfare.

It is the second ship of the Navy’s Jose Rizal-class, missile-guided frigates that are capable of anti-surface warfare, ASW, and anti-air warfare.

Meanwhile, other frigates and corvettes of the Navy are also utilized as transport vessels for humanitarian missions during national calamities and as escort vessels to protect the sea line of communication.

Centino also examined the equipment aboard BRP Conrado Yap (PS-39) headed by Commander Johanns Cruzada and BRP Ramon Alcaraz (PS-16) commanded by Commander Jim Aris Alagao.

He also addressed all the men and women deployed to the ships who gathered at BRP Antonio Luna, including those of the two others docked in Subic, BRP Andres Bonifacio (PS-17) and BRP Davao del Sur (LD-602).

MANILA – President Ferdinand R. Marcos Jr. on Monday lauded the Philippine Air Force (PAF) for upholding the country's territorial integrity and safeguarding its maritime zones.

Marcos said PAF’s achievements exemplify the values it stands for: integrity, excellence and patriotism.

“As members of the Philippine Air Force, you must always uphold these values as the custodians of our skies, entrusted with the task of upholding our national interests, protecting our people, and defending our territory,” Marcos said during the PAF's 76th founding anniversary held at the Haribon Hangar of Clark Air Base in Mabalacat, Pampanga.

Marcos said the dedication and sacrifice demonstrated by all personnel paved the way for PAF's growth and success through the years.

“You have contributed in laying the groundwork for the enhancement of our aerial defense capabilities. So, in behalf of the Filipino people, I thank you for your service. May you continue doing your best in all the endeavors that you are given and inspire your fellow airmen and airwomen to do the same,” he added.

The Chief Executive also expressed his gratitude to PAF for going beyond its service, especially during calamity and humanitarian crises.

He cited PAF’s efforts to support the Philippine Army and other law enforcement agencies in upholding internal security, making the communities safe from various threats.

Marcos, however, reminded it will not always be easy, citing the current geopolitical changes in the region.

“The days ahead will not be easy and will demand every ounce of your strength and resilience. The winds of change signal geopolitical changes around our region and other parts of the world that as yet affect us. The Philippine Air Force’s maritime air patrol missions are thus essential in upholding our territorial integrity and safeguarding Philippine maritime zones,” he said.

The President assured the government will continue to strengthen the Armed Forces of the Philippines through acquisitions under the modernization program.

He reminded PAF to remain united in purpose, indomitable in spirit, and unwavering in its dedication to protect the Philippines and the Filipino people.

Marcos also witnessed the capability demonstration at Colonel Ernesto Rabina Air Base in Capas, Tarlac and led the awarding of outstanding PAF officers.

MANILA – The Philippine Air Force (PAF) is working towards becoming a more capable service with a focus on improving its credibility and sustainability.

PAF chief Lt. Gen. Stephen Parreño made this remark in his speech at Clark Air Base, Pampanga as the Air Force celebrated its 76th founding anniversary Monday.

"PAF at 76 Accelerating With Excellence Towards a More Capable, Credible and Sustainable Force. Today we proclaim our commitment to work towards improving our capability, credibility and sustainability with emphasis on timelines and quality of work," he added.

Parreño also said great strides were made as the PAF invested in technology, infrastructure and human resources in achieving its goal of being a capable force.

"Reflecting on our journey we (are) filled with gratitude for the strides we have made towards achieving our goals. Through strategic and sustained investments in technology, infrastructure and the development of human resources, our capability has grown," he added.

This can be reflected in a more robust air fleet, modern platforms, functional air bases and well-trained personnel, the PAF chief emphasized.

"Meanwhile the use of air power in joint operations and our collaborations with local and international partners have also grown, proof of our flourishing credibility. And through proactive supply management, asset maintenance, safety prioritization and technological innovation, sustainability is now realized and being institutionalized," he added.

Parreño also said these "bountiful blessings" have allowed the PAF to serve the people and nation better.

He added that these things could have not been done without the support and guidance of the PAF leadership, partners, stakeholders and support from the government.

"For being our constant guiding light we thank the Almighty God for leading us throughout the 76 years. Our heartfelt gratitude goes to our President and Commander in Chief, His Excellency Ferdinand R. Marcos Jr., Secretary of National Defense Secretary Gilberto C. Teodoro Jr., the AFP Chief of Staff Gen. Andres Centino, Philippine Army, the Unified Commands and other major service commanders, our multisectoral governance council, partners, stakeholders and the Filipino people," Parreño said.

The PAF was established on July 1, 1947.

The celebration was jumpstarted by an exciting live capability demonstration at the Crow Valley Gunnery Range area as seen from the view deck of Col. Ernesto Ravina Air Base, Capas, Tarlac.

These include showing the intelligence, surveillance and reconnaissance capability of the C-208 aircraft, fast rope insertion and extrication system operation of the S-70i "Black Hawk" helicopters, hoist rescue operation of a littered patient by a Huey II helicopter, air-to-ground live-fire demonstration of the FA-50 PH, A-29B "Super Tucano", and T-129 "Atak" helicopters.

In Clark Air Base, more flight demonstrations were witnessed as three FA-50 PH aircraft performed a high-speed opener pass to formally kick off the formal program, and a formation flight of T-41 aircraft forming the number "76," which represented the PAF's years of existence and service.
