Mahigpit na kinokondena ng Leonardo Panaligan Command-New People’s Army (LPC-NPA) ang pagmasaker ng berdugong tropa ng 62nd infantry Battalion Philippine Army sa pamilya Jacolbe habang namamahinga sa kubo sa So. Banderahan, Brgy. Trinidad Guihulngan City, Negros Oriental alas 5:30 ng umaga.

Napatay sa nasabing insidente si Christina Jacolbe, kasama ang kanyang anak na si Everly Kee Jacolbe, 16 taong gulang at Rodan Montero. Tinaniman lamang ng baril ang mga nasabing biktima. Ninakaw din ng mga nasabing tropa ng militar ang mga personal na gamit at pera ng mga biktima.

Si Christina Jacolbe ay isang dating Daycare Worker sa So. Natuling. Brgy. Budlasan, Canlaon City. Ni-“red-tag” ng pasistang estado bilang sumusuporta sa NPA kaya napilitang umalis sa kanyang trabaho dahil pinag initan siya ng mga militar at pulisya.

Walang katotohanan ang sinasabing may naganap ng engkwentro sa pagitan ng tropa ng 62nd IBPA at NPA.

Walang pinagkaiba ang rehimeng US-Duterte at ang sa kasalukuyang rehimeng US Marcos sa kadahas at paglapastangan sa karapatang pantao ng mamamayan lalo nang mga sibilyan.

Sa kabilang banda, nagpapatuloy ang marahas na operasyong militar sa kabundukang sakop ng Guihuingan City, Canlaon City, Vallehermoso at bayan ng Magallon.

Palayasin ang mga berdugong militar sa kanayunan. Panindigan ang demokratikong karapatan at interes ng sangkatauhan!

1.Marcos’ SONA was a fairy tale completely disconnected from the reality of the toiling masses’ pressing socioeconomic problems: spiralling prices, low wages and massive unemployment and widespread landlessness and land grabbing.

2. Marcos is wrong to think that his technical jargon and grandiose promises will succeed in mesmerizing the people. The toiling masses need urgent action: lower prices, higher wages, and land — not promises of prosperity in some unknown future.

3. Marcos is fooling the people by claiming 8% GDP growth in Q1 indicates a strong economy. Such relative growth comes from very low numbers during height of lockdowns in 2021. Job-generation is at lowest. Millions remain unemployed or have become “unpaid family workers.”

4. Akala ni Marcos mamamangha ang taumbayan sa mga salitang teknikal at engrande–pero hungkag–na mga pangako. Nakalutang siya sa alapaap. Bingi siya sa sigaw ng mamamayan: Umento sa sahod! Libreng lupa! Hanapbuhay! Katarungan!

5. Ang “sound fiscal management” na sabi ni Marcos ay katumbas ng kaliwa’t kanang DAGDAG buwis sa mga konsyumer at maliit na negosyo, at KALTAS buwis sa mga dayuhang mamumuhunan.

6. Marcos declares PH will be an upper-middle-class income country by 2024 and reduce poverty to 9%. This is pure fantasy when majority of Filipinos now could rarely afford three square meals a day.

7. Marcos wants “fiscal stability” but makes no mention of the fact that annually 20% of national budget is lost to debt service payments. Need to suspend interest payments is urgent amid threats of government bankruptcy.

8. Marcos talks of grand plans, but all will be undertaken primarily or exclusively by private sector, from infra building to public utilities. Ano gagawin ni Marcos? taxes/customs, labor export, social welfare for disaster victims, of course, corruption.

9. Marcos declares future plans to build railways, but fails to address pressing daily transportation problem in NCR. Failing to develop job-generating industries dispersed across the country, economic activity centered in a few cities will result in perennial transpo problems.

10. Marcos’ economic program is no different from four decades of RELIANCE on foreign investment. To attract investors, workers wages will be kept low, and taxes reduced. He is only perpetuating the country’s import-dependent “assembly-line” economy.

11. Marcos projects 6.5–7.5 % economic growth this year. Growth for whom? No assurances of jobs, because there are none, except for OFWs and tourism. No talks of industry and land reform as key to econ growth.

12. Marcos wants “strategic industries” to come to ecozones? When did it ever happen that a beggar can demand what he will receive. Ecozones are foreign investment havens where multinationals enjoy all freedom, including where to put their money.

13. Marcos promised to condone outstanding land amortization and give out land titles under CARP but made no declaration to end wanton importation of rice and other agri products, land grabbing and other anti-peasant policies.

14. Plan to grant land reform titles likely linked to World Bank push to facilitate land sales to allow multinational corporations to expand their plantations and mining operations. In Mindanao alone, as much as 300,000 hectares are targeted.

15. Marcos “agri productivity” plan sounds like a redux of Masagana-99: “farm modernization” with “new technology” assisted with “institutionalized” government loans. The peasant masses are already deep in debt.

16. No mention of addressing demand of peasant masses to eliminate exploitative and onerous land rent by big landlords, high-interest on loans and need to raise farmgate prices.

17. Marcos plan to build a “national network of farm-to-market roads” sounds like a lot of nonsense. This is just an opportunity for large-scale corruption. Peasants demand free land distribution not road construction.

18. Marcos wants Kadiwa centers back, but makes no promise WHEN his ₱20/kilo rice will materialize: not in one day, one month or one year, he says. Probably never!

19. Marcos orders DSWD to preposition goods for disaster victims, but bares no plan to address the reasons behind frequent landslides and widespread flooding, i.e. denudation and river siltation caused by logging, mining and other destructive activities.

20. Without addressing man-made reasons for calamities, \”disaster\” response is being reduced to an opportunity for politicking, taking advantage of people’s miseries for political gain.

21. Hindi na raw kakayanin ang lockdown sa pagharap sa Covid-19 pandemic. Mali naman talaga ang matatagalang lockdown na pantugon sa pandemya. Pero liban sa pagbabakuna, di naman pinalalakas ang public health system. Bulok pa rin ang mga public hospitals.

22. Marcos made mention of Heart Center, Lung Center etc only to hark back at his father’s memory. In fact, he promised only to build clinics that won’t even be staffed with full-time medical personnel (2x a week lang daw).

23. Center for Disease Prevention and Control? Pampapogi lang ito. Dati namang may ganitong mga ahensya ang DOH, pero kulang na kulang ang badyet. Vaccine center? Pangako din ito ni Duterte. Asahan nang popondohan ito ng mga multinasyunal.

24. Sabi ni Marcos, improve welfare of medical frontliners. Napakalaki pa rin ng utang ng gubyerno sa mga nars na hindi naibibigay ang tamang sahod at benepisyo. Mababa ang sweldo ng mga nars, kaya marami pa rin ang gustong mag-abroad.

25. Marcos claims he does not want cartels controlling the pharmaceutical industry. Big words! The global pharmaceutical industry IS controlled by a few monopoly capitalist companies. Not even the WHO could command Big Pharma to share their recipe for Covid-19 vaccines.

26. Students have long demanded for resumption of safe in-person classes. Marcos declares plan to open “face-to-face” classes, but makes no budget allotment to solve shortage of more than 500,000 classrooms for 20-student single-shift classes.

27. Marcos wants focus on STEM education, not to help improve local economy, but to make Filipinos more employable abroad. He wants English educn prioritized, contrary to findings that learning is better in native tongue. Education must be integrated w/ natl industrialization.

28. Marcos makes no promises of creating local jobs. In fact, he wants DMW to speed up seeking jobs abroad and make it easier for foreigners to employ Filipinos.

29. Marcos wants PH to be part of 4th Industrial Revolution, but ignores the fact that country remains non-industrial and backward.

30. Connectivity is not the key to transform the lives of Filipinos, contrary to Marcos claims. Land reform and national industrialization are key. Without land and without jobs, internet connectivity will only transform the country to a youtube and tiktok economy.

31. Marcos’ push for a National Broadband Plan reminds us of Arroyo’s NBN-ZTE deal around 15 years ago. It remains to be seen what big business interests will benefit from these government contracts.

32. Marcos wants priority to infrastructure building. Short-term jobs in exchange for quick proit for foreign companies & big capitalists; and long-term loss of income for peasants & fisherfolk, years of burdensome debt payments & irecoverable damage to the environment.

33. Marcos talks of alternative energy sources, all of which will be owned and operated by private enterprises. Filipinos will remain at the mercy of the big capitalists controlling public utilities. People are made to pay for services that, in the first place, should be public.

34. Marcos cynically laments PH is vulnerable to climate change despite small contribution to global warming, but ignores massive destruction of PH environment caused by mining, logging, land reclamation, dams, wanton infrastructure building, even ecotourism.

35. Marcos wants “preservation of environment” but did not reverse Duterte’s order to allow open-pit mining.

36. Marcos seeks deployment of OFWs to Saudi Arabia amid push by Saudi Arabia to replace immigrant workers with local workers in the face of their domestic unemployment crisis.

37. Marcos declares he wont abandon “even one square inch,” but avoided the urgent question of TAKING BACK what we have already lost: thousands of sq miles of territorial seas & formations in the WPS TAKEN by China; and vast spaces OCCUPIED by US military forces under VFA/EDCA.

38. Of the 19 priority bills Marcos lists, none pertains to the urgent demands of the people amid the crisis: put a stop to spiralling fuel and food prices, land, wage increases, jobs.

39. Marcos praised Duterte several times, a definite assurance that he won’t allow the International Criminal Court to prosecute him for crimes against humanity.

40. Marcos wants to revive mandatory military training which will give the AFP wider platform for red-tagging and fascist indoctrination. What “love of country” will human rights abusers and pro-US zealots teach the youth?

41. Marcos did not touch on rampant rights violations by state forces, a virtual signal for the NTF-Elcac and the AFP/PNP to continue with the brutal drug war and costly counterinsurgency drive. The generals are elated: Bombs away!

Through the relentless efforts and strong established information network of Mobile Community Sustainment Support teams, the troops of 62nd Infantry “Unifier” Battalion encountered more or less ten members of CPP-NPA terrorists in Sitio Natuling, Brgy Budlasan, Canlaon City, Negros Oriental today, July 26, 2022.

Accordingly, while the troops were conducting combat operation in the remote areas of Brgy Macagahay, Moises Padilla, a concerned civilian reported the presence and extortion activities of these NPA’s in the adjacent Brgy Budlasan, Canlaon City. With that, the troops of 62IB responded to the information provided by the civilians.

As the troops approach the target, they were fired upon by the NPAs. The ten minutes fire fight ensued that resulted to the neutralization of three (3) NPA members. As identified by Former Rebels (FR), one (1) is known to be a Finance Officer, one (1) is Vice CO of a Section Guerilla and one (1) is member of Central Negros 1, KR-NCBS. Also seized from the encounter site were one (1) KG9 with magazine, two (2) .45 cal pistol with two magazines, one (1) 38 revolver, one (1) gauge shotgun, NPA documents. There were no casualties from the government side.

More CTG weapons captured by army in South CotabatoCamp Siongco, Awang, DOS, Maguindanao – More high-powered firearms from the Communist Terrorist Group have captured by government security forces in Sitio Desikit, Barangay Laconon, Tboli, South Cotabato on the evening of July 24, 2022.

According to Lieutenant Colonel Zandro Alvez, Battalion Commander of 5th Special Forces Battalion the said recovery was the follow-up operation of their troops after a tip that there were several weapons from the CTG’s led by alias Bambam of SRC, GF MUSA being safekeep in the said place.

“The operation that we have conducted resulted to a fruitful outcome wherein we’ve recovered a rifle 5.56mm, M16A1 and caliber .38 revolver. It went through success because of the cooperation of our informant”, Lt. Col. Alvez said.

Brigadier General Pedro Balisi Jr., Brigade Commander of 1st Mechanized Infantry Brigade said that the troops are still sustaining the operations against the CTG’s.

“Our operations resulted to combat encounters in the areas of Sultan Kudarat, South Cotabato and Sarangani Provinces which the enemies’ firearms where cached in marked points to evade government forces”, says Brig. Gen. Balisi.Major General Roberto Capulong, Commander of the Joint Task Force Central and 6th Infantry Division commended the soldiers for the job well done in the confiscation of the armaments that are tantamount to the peace and security of the area.

“Although we have decreased the number of Guerilla Fronts, the challenges are still there but we are confident that we can attain an insurgency free doable in Central and South-Central Mindanao”, Maj. Gen. Capulong said.

The Center for Strategic International Studies (CSIS) in Washington DC, United States will be holding its annual South China Sea Conference on Tuesday, July 26, with leading experts expected to provide in-depth assessments on the latest developments in the strategic waterway.

The gathering of speakers from the Philippines, key officials from the US, and around the Southeast Asia region will likewise feature analyses and discussions on “the state of play in the South China Sea, legal developments and dispute management, partnerships and force posture, and the role of the Quad, AUKUS (Australia, United Kingdom, US), and Europe,” the group said.


Speakers in this year’s conference include Ely Ratner, US Department of Defense Assistant Secretary of Defense for Indo-Pacific Security Affairs and Republican Representative Rob Wittman who is vice ranking member of the US House Armed Services Committee, among others.

Western Command chief, Vice Admiral Alberto B. Carlos, stated the importance of a diplomatic approach in dealing with other claimant countries in the West Philippine Sea, where several islands are being disputed by neighboring countries in the area.

Carlos made the statement after visiting Chinese Ambassador Huang Xilian, who invited him as an alumnus of the People’s Liberation Army (Navy) Command College (PLACC) in Nanjing, China last July 21.

Carlos is currently the most senior Philippine military officer to have graduated from the Chinese military academy. Aside from the PLACC, he is also a graduate of the United States Naval Academy, where he was sent by the Philippine Military Academy (PMA) during his earlier career as a soldier.


“I am grateful to his Excellency for the invitation. Having been accorded the privilege to study and interact with my contemporaries in the US and China gives me a good perspective on Western and Eastern influence. Perhaps, a good tool in reinforcing current efforts to promote peaceful coexistence and development in the West Philippine Sea,” Carlos said.

For his part, Amb. Huang also expressed gratitude for the meeting and said he looks forward to continuing such engagements of harmonizing our cultures, preserving peace and exploring development opportunities for the Philippines and the People’s Republic of China.

The Armed Forces of the Philippines (AFP) said it is more than willing to provide inputs to priority legislations raised by President Ferdinand "Bongbong" Marcos Jr. during his State of the Nation Address (SONA) related to national security.

"The President has articulated his direction and policies in his SONA. Since many of these require legislations, the AFP will be ready to provide inputs on matters related to national security which include the National Defense Act, Mandatory ROTC (Reserve Officers Training Corps) to Senior High School students, the Unified Pension System for members of uniformed personnel who are with disability,"
AFP acting spokesperson Col. Medel Aguilar said in a message to reporters Monday night.

Marcos, during his SONA, said he expects both the Senate and the House of Representatives to support the proposed National Defense Act, and the proposed Mandatory ROTC and National Service Training Program.


The National Defense Act seeks amendments to the antiquated National Defense Act of 1935 to provide a change in the military structure of the AFP, making it "more responsive to current and future non-conventional security threats to the country’s territorial integrity and national sovereignty".

Marcos also stressed the need to reinstitute the ROTC program as a mandatory component of senior high school programs (Grades 11 and 12) in all public and private tertiary-level educational institutions.


"The aim is to motivate, train, organize and mobilize the students for national defense preparedness, including disaster preparedness and capacity building for risk-related situations," he said.

The President likewise wanted to institutionalize the United System of Separation, Retirement and Pension, which will grant a monthly disability pension, in lieu of disability benefits provided under existing laws, for military and uniformed personnel (MUPs) retired by reasons of disability.

Aguilar said the AFP is willing to help organize and train the Medical Reserve Corps (MRC) should the task be given to them.

"(We are willing to help in setting up) even the Medical Reserve Corps, should the task of organizing and training them (be) given to the AFP," he added.

Marcos mentioned the need for the MRC which will be under the Health and Emergency Management Bureau of the Department of Health.

It shall be composed of licensed physicians, medical students who have completed their four years of medical course, graduates of medicine, registered nurses, and licensed allied health professionals.

The Department of National Defense (DND) will obey President Ferdinand "Bongbong" Marcos Jr.'s guidance to build stronger relationships with the country's neighbors without yielding Philippine sovereignty and territory, its spokesperson said Tuesday.

"We will adhere to the President’s guidance to build stronger, multifaceted relations with our neighbors but not at the expense of our sovereignty and territorial integrity," Arsenio Andolong said in response to queries on how they plan to go about the Chief Executive's independent foreign policy where the country seeks to be a "friend to all, enemy to none."

Andolong said the DND would accomplish this through active engagement and dialogues with its foreign defense and military counterparts.


"The President was firm in his direction – we shall not cede an inch of our territory to any foreign power. To this end, the DND shall continue to pursue the modernization of the AFP (Armed Forces of the Philippines) and build our credible defense posture, which will allow us to further intensify our maritime and air domain awareness operations, and establish a stronger presence in our strategic border areas and territory," he said.

During his first State Of the Nation Address (SONA) on Monday, Marcos said he is charting an independent foreign policy where the country is a "friend to all and an enemy to none."

“We will be a good neighbor, always looking for ways to collaborate and cooperate with the end goal of mutually beneficial outcomes,” he said.

The President also reaffirmed that his administration would aggressively promote "strong and more multifaceted" relationships but assured that his foreign policy would be based only on the country's national interest.

“If we agree, we will cooperate and work together. If we differ, we will talk more until we agree,” he said. “But we will not waiver. We will stand firm in our independent foreign policy, with the national interest as our primordial guide. We commit to maintaining good relations with the rest of the world.”

As this developed, Andolong lauded Marcos’ decision to prioritize bills concerning the defense and security sectors.

This includes the Mandatory Reserve Officers Training Corps (ROTC) for Senior High School; the National Defense Act (NDA); and the Unified System of Separation, Retirement and Pension.

"The proposed revival of the ROTC in senior high school will greatly enhance our efforts to orient and prepare our youth for national defense preparedness and disaster response," he said.

Andolong noted that the DND has been pushing for an amendment of the NDA for years, pointing out that a new NDA would determine the size, shape, and capabilities of the DND and AFP based on today's realities and requirements.

"It must be re-crafted to optimize jointness among our major services and operating units, and address non-conventional threats, such as cyber and cognitive warfare, terrorism, and climate change, among others, which were non-existent in 1935," he said.

Andolong also said the DND recognizes the need for a Unified System of Separation, Retirement and Pension for military and uniformed personnel.

"There are Congress and Senate versions of the bill in the works. The proposed reform seeks to control the looming unfunded pension liabilities, which will continue to grow if the current scheme prevails," he said.

"As various aspects of economic and fiscal management are involved, there is a need to study the proposals in order to craft a sustainable pension system that will be responsive to the needs of our military and uniformed personnel."

The Philippine Army (PA) said Tuesday it strongly supports President Ferdinand "Bongbong" Marcos Jr.'s call for legislators to prioritize the passage of a law calling for a mandatory Reserve Officers' Training Corps (ROTC) program for senior high school students.

"The PA supports the national defense strategy of our Commander in Chief, which includes the revival of the mandatory ROTC program for our youth. Moreover, the organization trusts the wisdom of our legislators for the program’s revival,"
Army spokesperson Col. Xerxes Trinidad said in a statement.

Trinidad said the ROTC program is anchored on the Constitutional provision on the defense of the State.

He noted that the ROTC is a crucial part of the military’s long-term reserve force development plan that instills discipline, patriotism, and nationalistic values in the youth who are considered the future of the nation.


"The Philippine Army, as part of the AFP (Armed Forces of the Philippines) reaches out to the youth by providing them with another perspective on nation-building. The proposed revival of mandatory ROTC program will be instrumental in the development of a capable, committed, and well-trained reserve force that will serve as an expansion base for the regular force in times of war, rebellion, or other national emergencies," Trinidad said.

Acting on a tip from civilians, government troops captured a communist rebel and seized two firearms from him during an operation in T’boli, South Cotabato, the Army said Tuesday.

Lt. Col. Zandro Alvez, the Army's 5th Special Forces Battalion commander, said an M16 rifle and a .38-caliber revolver were seized from alias “Bambam,” a member of New Peoples’ Army (NPA) under the Guerilla Front Musa, at his safe house in Barangay Laconon Monday afternoon.

“It was good that civilians are helping the military locate the communist rebels in South Cotabato. It was successful because of the cooperation of our informants,” Alvez said.

Brig. Gen. Pedro Balisi Jr., the Army’s 1st Mechanized Infantry Brigade chief, said the troops are still sustaining the operations against the NPAs in the area.

“Our operations against the NPAs in Sultan Kudarat, South Cotabato, and Sarangani provinces will continue and without let up,” Balisi said.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front was formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

Eleven soldiers of the Philippine Army’s 62nd Infantry Battalion (IB) based in Isabela, Negros Occidental received the Military Merit Medal after carrying out a successful operation against the Communist Party of the Philippines - New People’s Army (CPP-NPA) in Guihulngan City, Negros Oriental on July 20.

The medals were awarded by Maj. Gen. Benedict Arevalo, commander of the 3rd Infantry Division, in rites held at the battalion headquarters in the town’s Barangay Libas on July 24, the 62IB said in a report on Monday night.


“This is a team effort where everyone contributed to the success of (the) operation. We should not forget the effort of the people who supported the operating troops in accomplishing their mission,” Arevalo said.

During the encounter in Sitio Taluktok, Barangay Sandayao, the troops engaged five communist rebels, resulting in the death of Pompeo Landesa, 56, of the NPA’s Central Negros Front 1.

Landesa was involved in various murder cases and violations of Republic Act 10591 or the Comprehensive Law on Firearms and Ammunition, the Philippine Army report said.

The 62IB soldiers also recovered weapons, among them a KG-9 semi-automatic firearm loaded with one magazine, one caliber .357 Magnum revolver loaded with three rounds of ammunition, and one hand grenade, as well as suspected subversive documents.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

A Philippine Army official here supported the pronouncement of President Ferdinand Marcos Jr. to reinstitute the Reserve Officers’ Training Corps (ROTC) as a mandatory component for senior high school programs.

Maj. Gen. Nolasco Mempin, the Army's 10th Infantry Division (ID) commander, said the return of the ROTC “will raise the sense of nationhood and patriotism of our youth who are the future leaders of this country.”

“A majority, if not all developed countries, have this kind of program for the youth,” he said in an interview here Tuesday.

Mempin said he is confident that the resumption of ROTC will keep the Philippines at par with its neighboring countries in terms of national defense and shaping patriotism among the youth.

In the Southeast Asian region, Indonesia is regarded to be the strongest military in terms of overall units and manpower, while Vietnam, Thailand, Myanmar, and Singapore are also considered to be well-equipped with the best military assets.

“National Security and nation-building is everybody's concern. Thus, the youth sector plays a crucial role in this,” Mempin said.

In his first SONA, Marcos said the move to reinstitute the ROTC program for senior high school level (Grades 11 and 12) in all public and private tertiary-level educational institutions will "motivate, train, organize and mobilize the students for national defense preparedness," including disaster preparedness and capacity building for risk-related situations.

It was former President Rodrigo Duterte who urged Congress to enact a law that would revive the mandatory ROTC, or he would issue an executive order that would make it so in 2018.

Duterte said the mandatory ROTC for senior high school students will “instill patriotism” and “love of country among our youth”.

Three fighters of the Communist Party of the Philippines-New People’s Army (CPP-NPA) were killed Tuesday during an encounter with troops of the Philippine Army's 62nd Infantry Battalion in the hinterlands of Barangay Budlasan, Canlaon City in Negros Oriental.

The slain rebels were identified as Cristina Jacolbe alias Chave, 40, finance officer of CN1; Ernie Jacolbe alias Frezy, 42, vice commanding officer of Section Guerilla Unit, CN1; and Everly Kee Jacolbe alias Kaye, 18, a member of CN1.

Government soldiers clashed with their group of more or less 10 NPA members of the Central Negros 1 (CN1) of the Komiteng Rehiyon-Negros, Cebu, Bohol, and Siquijor (KR-NCBS) at around 6:30 a.m. in the remote sub-village of Natuling in Barangay Budlasan. The firefight lasted for about 10 minutes.

The soldiers were patrolling the hinterland area of Barangay Macagahay in Moises Padilla, Negros Occidental, when they received a report from a civilian on the presence of armed men in the adjacent village of Budlasan.

Aside from the recovery of the bodies of the three rebels, the soldiers also seized a KG9 semi-automatic firearm loaded with a magazine; two caliber .45 pistols with two magazines; a caliber .38 revolver; one shotgun; assorted ammunition; suspected subversive documents; and personal belongings, the report said.

Brig. Gen. Inocencio Pasaporte, commander of the 303rd Infantry Brigade and the mother unit of the 62IB, told the Philippine News Agency that the rebels were engaged in intimidation activities at the borders of Canlaon City, Guihulngan City, and Moises Padilla.

Pasaporte commended the 62IB, led by its commanding officer Lt. Col. William Pesase, for its vigilance and quick action in response to the presence of armed men in Budlasan.

He also thanked the civilians for their support and cooperation in providing vital information to the troops.

“I am reiterating our call to the NPA members to voluntarily surrender and give up the armed struggle or you will end up with the same fate as the three latest casualties in our relentless operations,” Pasaporte said in mixed English and Filipino.

The Office of the Civil Defense (OCD) 6 (Western Visayas) has welcomed the inclusion of the reinstitution of mandatory Reserved Officers’ Training Corps (ROTC) and the National Service Training Program (NSTP) as among the priority measures mentioned by President Ferdinand Marcos Jr. in his first State of the Nation Address on Monday.

“It’s good to hear that this new administration still puts disaster risk reduction and management (DRRM) on top of his priority, especially the thematic area of disaster preparedness, as well as capacity-building for risk-related situation through mandatory ROTC and NSTP among senior high school students,” OCD-6 information officer Cindy Ferrer said in an interview on Tuesday.

Marcos said he expected both the House of Representatives and the Senate to support his move to make ROTC a mandatory component of Grades 11 and 12 in all public and private tertiary-level institutions to “motivate, train, organize, and mobilize students for national defense preparedness, including disaster preparedness and capacity building for risk-related situation.”

Ferrer said mobilizing and empowering the youth in DRRM is “truly important in our quest to further strengthen our disaster resilience.”

Department of Education (DepEd) 6 Director Ramir Uytico said the NSTP may be an “additional flavor” to basic education.

“This will expose learners to activities that empower them,” he said.

Uytico, meanwhile, said DepEd-6 has institutionalized quality assurance, with the Curriculum and Learning Management Division at the helm of all the curriculum efforts of the department’s 21 school divisions in the region.

This was in response to the pronouncement of the President to end the use of poor-quality education materials.

Uytico added that refresher courses and retraining for teachers are part of the Basic Education Learning Continuity and Recovery Plan that would be presented by the divisions during their conference on July 28 to 29.

Convinced by his wife who is a village councilor, a New People’s Army (NPA) rebel involved in “agaw armas” (weapon grabbing) surrendered to authorities in Zamboanga Sibugay province, an official said Tuesday.

Col. John Francis Encinareal, Criminal Investigation and Detection Group-Zamboanga Peninsula (CIDG-9) chief, said Belandro Guilayan, 54, surrendered around 7 p.m. Monday at the CIDG field office in Ipil, Zamboanga Sibugay.

Encinareal said Guilayan surrendered after his wife, a councilor in Barangay Lacnapan of Kabasalan town, convinced him to turn himself in so that he could live as a free man.

The CIDG official withheld Guilayan's wife's identity.

Guilayan told authorities that he was recruited in 1986 by Joseph Pandi alias Kumander Kulong and Pandi’s wife, Risky, an NPA medic.

He served as an “agaw armas” to collect firearms for NPA rebels targeting personnel of the municipal police in Siay, Zamboanga Sibugay.

Guilayan also served as a member of the NPA’s Guerrilla Yunit Propaganda Uno in the towns of Kabasalan, Siay, Diplahan, Buug, and Naga, all in Zamboanga Sibugay.

Encinareal said Guilayan “was still involved in rallies conducted by the white area's movement of the NPA” although he returned to Lacnapan village in December 2017.

Guilayan is now under the custody of the CIDG for debriefing.
