Zamboanga del Sur Governor Victor Yu on Saturday handed the P2 million cash reward to an individual who gave information leading to the rescue of a kidnapped couple in Sulu last month.

British Allan Hyrons and partner, Wilma, a Filipino, were abducted in Tukuran, Zamboanga del Sur on October 4. They were then brought to Sulu where they were rescued in a military operation on November 25 along the borders of Silangkan and Taha villages in Parang town.

The handover of the reward money happened inside the conference room of the Provincial Governor’s Office after which Yu, Western Mindanao Command chief Lt. Gen. Cirilito Sobejana, and other military and police officials held a press conference.

The P2 million cash reward came from the provincial government.


Yu commended the military for the successful rescue of the Hyrons couple. Sobejana, meanwhile, lauded Yu’s hands-on handling of the crisis.

Sobejana disclosed that the kidnapping’s mastermind, Sibih Pisih, was killed during the encounter that led to the couple’s rescue.

But some of the Abu Sayyaf members in his ring still maintained contacts in the Zamboanga Peninsula and are now the subject of a manhunt, Sobejana said.

Sobejana noted that the informant risked his life in helping the military and police rescue the Hyrons couple.

He related that the military’s operating troops encountered three battles before they finally rescued the couple.

Sobejana explained that the military troops were able to confine the lawless group in one corner.

As the guide was familiar with the area and its terrain, he was able to give the authorities the needed information that led to the couple’s freedom from the bandits’ hands.

FORT MAGSAYSAY, Nueva Ecija, Dec.21 (PIA) -- Security forces discovered Thursday a firearms cache of the New People’s Army (NPA) in barangay Villa, Maria Aurora town in Aurora.

After receiving information from a former rebel, one platoon of the 91st Infantry Battalion (91IB), elements of the Aurora 1st Police Mobile Force Company and troops of the 303rd Regional Mobile Force Battalion conducted an operation to recover the cache.

It contained firearms of former members of Komiteng Larangang Gerilya (KLG) Sierra Madre, an armed NPA guerilla front that operates in the mountain ranges of the Sierra Madre.

It has now greatly weakened due to the relentless operations of the 7th Infantry Division’s 91IB that has operational jurisdiction in the Province of Aurora.

Alias Dave, who is a former KLG Sierra Madre member, said the firearms cache contained five high-powered firearms.

He said they reveal it now to show their sincerity of leaving behind the armed struggle and totally surrendering the use of firearms for a peaceful life. True enough, when the security forces found the cache, there were five M16 rifles inside.

In a statement, 7th Infantry Division Commander Major General Lenard T. Agustin said the credit goes not just to the hardworking team of the 91IB but to all government security forces who helped in the surrender of the former rebels and in the retrieval of the arms cache.

“The things we have achieved we owe to the implementation of the whole-of-nation approach which is the break we needed to get the full support of government agencies and the people to believe in us and trust us to do what needs to be done to end the local communist armed conflict and achieve lasting peace and sustainable development for all,” Agustin furthered. FORT MAGSAYSAY, Nueva Ecija, Dec.21 (PIA) -- A total of 12 rebels voluntarily surrendered to the 703rd Infantry Brigade.

They were presented along with 26 captured, confiscated, surrendered or recovered (CCSR) firearms during a media briefing of the top military and police officials in Central Luzon held in Fort Magsaysay.

Of the CCSR firearms, 23 were light weapon while 3 are small arms. The firearms were gained thru the surrender of the 12 rebels.

Northern Luzon Command Commander Lieutenant General Ramiro Manuel A. Rey said he is glad that the former rebels chose to surrender and start a new life.

“I would rather see them alive and working hard to live peacefully than discover them in a cold, unmarked grave with nothing to identify them with,” he stressed. Rey encouraged the former rebels to communicate with their active comrades and convince them to surrender.

For his part, 7th Infantry Division (7ID) Commander Major General Lenard T. Agustin appealed to the media to tell the people that the security forces and the government as a whole is doing its best to finally end the local communist armed conflict.

“We are not happy when an enemy die, for at the end of the day, they still are fellow Filipinos,” Agustin added.

Prior to the presentation, a christening of the daughter of alias Megan and alias Ninoy was held at the St. John the Worker Chapel of 7ID.

The Christening was hosted by the 7ID as a sign of goodwill to the former rebels who are now cooperating with the government, are eager to give their daughter a peaceful.

TACLOBAN CITY, Dec. 21 (PIA) -- The governor of Leyte province has appreciated the creation of a task force that seeks to end local communist armed conflict (TF-ELCAC), because it has a cluster composed of national government agencies dedicated on poverty-reduction, among other clusters.

At a yearender press conference participated by practicing journalists from all over Eastern Visayas region, Leyte Gov. Dominic Petilla repeatedly stated that the solution to overcome the problem on home-grown rebellion is to bring the battle right to its root cause which is poverty.

“To win insurgency, let’s fight poverty,” Petilla firmly declared at the “Panginsayod” media forum organized by the Philippine Information Agency (PIA) held at Hotel Lorenza, this city Friday, Dec. 20, with Erlinda Olivia Tiu, PIA regional director, as the moderator.

Other guests were Boni Cebrian, regional director of the national intelligence and coordinating agency (NICA), and Reynaldo Aragones, a public affairs officer of the Philippine Army based in Catbalogan City.

When asked if the TF-ELCAC scheme has reached down to the barangay level in the municipalities, Petilla said he has closely coordinated with the municipalities, and the towns in turn touched base with the barangays.

The governor pointed out that the local government units are at the frontliners on TF-ELCAC implementation, from provinces, municipalities, and barangays, with full support of the poverty-reduction cluster, a convergence of national government agencies that have mandated programs on helping poor individuals or communities, such as TESDA, DOLE, DTI, DOST, among others.

In fact, in one of those convergence gathering in Baybay City gym last October, Petilla reported that he had trekked to far-flung areas and known territories of NPAs in Inopacan, Hindang, and Baybay, and during the program he distributed financial assistance so the communities can start or enhance their livelihood.

“Hindi ko alam whether NPA sila o hindi -- we sit down and talk,” Petilla said in his opening remarks.

But he emphasized that even before the TF-ELCAC whole-of-nation approach under President Duterte’s Executive Order 70 which started in November last year, the Leyte provincial government has pushed the Leyte Economics Program since he came into office since 2013.

Especially after the devastation caused by Yolanda, the Leyte Economics Program has evolved as the right recipe, for it integrated several governance items into a holistic approach to development as a lasting effort to wipe out poverty and want.

These included infrastructure to back up livelihood in remote places, reduction of malnutrition, protection of environment, peace and security programs, social development programs on violence against women and children, youth, and social services on health and education.

On the question on how was the impact of Leyte economics felt, Petilla cited the presence of large companies investing in municipalities instead of cities, the reduction of poverty incidence as per NEDA report, zero malnutrition in barangays reached with opened roads, and the noted increase in the number of farmers -- the only region in the country having such a record.

MANILA, Dec. 22 -- President Rodrigo Roa Duterte led Friday the closing ceremony of the National ROTC Summit and the First Presidential Silent Drill Competition underscoring the importance of the Reserve Officers’ Training Corps (ROTC) to the nation’s peace and security.

Speaking before the participants of the event, President Duterte said that during times of conflict the country’s reservists could augment troops deployed in the frontline.

“In a total outbreak, itong mga ‘to, nandoon sa frontline at hindi mo malaman kung maubos ito sa isang bomba lang o isang machine gun. We have to have a reserve force which can be mobilized anytime,” the President said during the event held at the Qurino Grandstand.

“Kailangan tayo na kumuha ng ROTC, undergo the training kasi alam mo, pagdating ng panahon, alam mo magkasa ng Armalite, alam mo mag-dismantle kung masira, at alam mong bumaril,” he further said.

ROTC training also instills discipline on the youth, he said, adding those who underwent ROTC respect authorities.

Inspired by the drills he saw in China, President Duterte has instructed the military to conduct more silent drills during sundown to honor Dr. Jose Rizal, the country’s national hero.

“Do it and I order it every day. It will be spearheaded by the Armed Forces of the Philippines and those who’d like to participate,” the President said.

Different Chinese units, he noted, perform such drills before their flag is lowered every afternoon attracting large audience.

Spearheaded by the Presidential Management Staff (PMS), the Presidential Security Group (PSG) and their partners, the event was held as the Armed Forces of the Philippines concluded the National ROTC Summit that showcased the gallantry, bravery and spirit of volunteerism of young men and women all over the country.

President Duterte then commended the winners and participants of the competition as well as all those who joined the summit. The participants received cash prizes from event organizers. (PND)

TUGUEGARAO CITY, Cagayan, Dec. 22 (PIA) - Three (3) regular members of the Communist-NPA-Terrorists (CNTs) and six (6) Militia ng Bayan (MBs) voluntarily surrenderedto the Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) on Dec. 18.

The nine rebels also surrendered to the government forces one (1) M60 Machine Gun (Belgium), one (1) M14 riffle, twelve (12) M16 riffles, numerous Improvised Explosive Devices (IEDs), IED Components and other subversive documents.

The success of the said surrender is a result of the continuous campaign to End Local Communism Armed Conflict (ELCAC) under Executive Order 70 through the Joint AFP-PNP Law Enforcement Operations implemented by 502Bde, and the effort of the Community Support Program (CSP) Teams from 95 Infantry Batallion (IB), 17 Infantry Batallion (IB), 86 Infantry Batallion (IB) and CMO Battalion Operationally Controlled by 95IB. Malacañang on Sunday announced that there is a proposed temporary ceasefire between the national government and the communist movement, in observance of the holiday season.

The announcement came after
Communist Party of the Philippines (CPP) founder Jose Maria Sison, who has been in a self-exile in the Netherlands since 1987, released the joint statement of the representatives from national government and the communist movement, recommending the issuance of a unilateral and reciprocal ceasefire nationwide from Dec. 23 this year to Jan. 7 next year.


“Yeah, meron nga (there is),” Presidential Spokesperson Salvador Panelo said in an interview with dzIQ, when sought to react to the authenticity of the recommended holiday ceasefire agreement between the two parties.

The joint statement, which contains the agreement, was signed by Labor Secretary Silvestre Bello III, authorized state negotiator Hernani Braganza, National Democratic Front (NDF) negotiating panel senior adviser Luis Jalandoni, and NDF negotiating panel chairperson Fidel Agcaoili.

Standing as witness was Kristina Lie Revheim, third party facilitator from the Norwegian government.

Both parties stressed that the ceasefire would help generate a “positive environment conducive to the holding of informal talks preparatory to the formal meeting to resume the peace negotiations.”

“The Parties shall separately issue the corresponding ceasefire orders. During the ceasefire period, the respective armed units and personnel of the Parties shall cease and desist from carrying out offensive military operations against the other,” the joint statement read.

“These shall be measures of goodwill and confidence building during the traditional celebrations of Christmas and New Year holidays,” it added.

Panelo said the President would make a decision by Monday.

“Palagay ko by this time natanggap na (Perhaps, the President is already aware of the recommendation),” the Palace official said. “Bukas natin malalaman (We’ll know his decision tomorrow).”

To recall, Duterte sent Bello to the Netherlands to relay to Sison the government’s plan to revive the stalled peace negotiations with the NDF, political wing of the CPP.

On Dec. 3, the President said opening the government's door to possible resumption of talks with the communists would be his "last card."

His latest pronouncement came after he formally shelved the peace talks with the NDF, through Proclamation 360 signed on Nov. 23, 2017, following the strings of attacks launched by the communists' armed wing, the New People's Army (NPA), against the government troops and civilians.

On Dec. 5, 2017, the President followed it up with Proclamation 374, classifying the CPP-NPA as terror organizations because of their supposed commission of crimes that are “against the Filipino people, against humanity, and against the law of the nations.”

The CPP-NPA has also been listed as a terror group by the United States, the European Union, the United Kingdom, Australia, Canada, and New Zealand.

The country’s security officials have expressed opposition to the declaration of a ceasefire with the communists due to the NPA rebels’ continued attacks against the government troops and civilians.

It was also alleged that Duterte was included in the supposed hit list of the communist group, but Sison on Friday denied the alleged plot to kill the President.

Long-lasting peace talks necessary

Panelo said the so-called hit list does not have an impact on the proposals to revive talks, since Sison already denied its existence.

He said the two parties have yet to finalize the resumption of peace talks.

The Palace official, nevertheless, expressed hope that the communist guerrillas would eventually abandon armed struggle and become productive members of the society.

He stressed that it is high time to achieve “long-lasting” peace in the country.

“Ang mensahe ng Malacañang sa kanila ay panahon na upang sila ay bumalik na muli sa ating lipunan. ‘Yun ang mensahe ni Presidente (Malacañang’s message is it’s time for them to reintegrate into the society. That’s the President’s message),” Panelo said.

“Tama na ‘yung limang dekadang pakikipaglaban na nag-resulta ng maraming patay sa magkabilang panig. Kinakailangang magkaroon na tayo ng pangmatagalang kapayapaan sa ating bansa (Stop the five decades of war that resulted in numerous killings of both government troops and communist rebels. We need to have long-lasting peace in the country),” he added.

The Armed Forces of the Philippines (AFP) on Saturday announced that it will comply with President Rodrigo R. Duterte's directive to have regular Silent Drill performances following the success of the first drill competition last week.

"We will comply with the directive of the President and Commander-in-Chief to have regular Silent Drill performances. We will determine the details," AFP spokesperson, Marine Brig. Gen. Edgard Arevalo said.

Arevalo also said since the contingent of seven competing teams consist of academy cadets and students of officers’ candidate schools, except for the midshipmen and midshipwomen of the Philippine Merchant Marine Academy, all are training for commissionship as officers in the AFP.

"And as such, the Silent Drills Teams' performances could be had on a regular rotation basis," Arevalo said.

The President’s pronouncement came at the heels of the maiden but resounding success of the First Presidential Silent Drill Competition held at the Quirino Grandstand last December 20.

AFP chief Gen. Noel Clement lauded the Cadet Corps Armed Forces of the Philippines from the Philippine Military Academy for winning the competition. Other participants included the Philippine National Police Academy, the Philippine Merchant Marine Academy, the Maritime Academy of Asia and the Pacific, Philippine Air Force Officer Candidate School, Philippine Army Officer Candidate School, and the Philippine Navy Officer Candidate School.

Members of the teams that vied for the title have shown discipline, stamina, precision, teamwork, camaraderie, and esprit ‘d corps.

"These attributes are what officer-candidates of the AFP must show that they possess-beyond the competition," Arevalo said.

The Eastern Mindanao Command (Eastmincom) vowed to continue its security operations and will be more aggressive in ending local communist armed conflict next year, an official said Sunday.

Lt. Col. Ezra Balagtey, Eastmincom spokesperson, said it would take the lead with the different local government units (LGUs) to address the decades-long communist insurgency.

"We will also run after the remaining armed group,"
Balagtey told the Philippine News Agency.

For 2019, Eastmincom touted its relentless and "focused" efforts this year in securing communities towards addressing local communist armed conflict.

Balagtey attributed the success to
the surrender of 696 regular New People’s Army (NPA) members, the arrest of 85 rebels, and the death of 56 members in encounters.

As to the reduction of firearms, a total of 689 were surrendered while 364 were seized during encounters.

Furthermore, the improved security situation is also attributed to the continuous loss of mass base and space as 6,283 mass supporters or members of the underground mass organization dissociated and severed their ties with communist terrorist groups (CTG).

Balagtey also said that currently, about 55 municipalities, four cities, and 24 organizations in the whole area of Eastmincom declared the CTGs as 'persona non grata'.


"It forced them to be mobile and consolidate in the political boundaries of various provinces," Balagtey added.

For this year, he said the Eastmincom was relentless in their Focused Military Operations and were able to respond to the information fed by the communities particularly those who declared the CTGs as persona non grata.

It also led to 275 armed encounters with the CTGs and the discovery of 302 hideouts all over its area of responsibility.

However, some 17 soldiers, 15 members of the Civilian Armed Forces Geographical Unit (CAFGU) and three members of the Philippine National Police were killed in various encounters.

In terms of violent extremism programs, activities and security operations were carried out by the different units in coordination with other security agencies, academe, religious groups, LGUs, and other peace stakeholders.

"The culture of security being implemented by Task Force Davao (TFD) is being used as a template to prevent terrorism in urban areas. For the year, there was no recorded violent incident perpetrated by the extremist group," he added.

Eastmincom also reported that with their assistance, the conduct of the Davao De Oro plebiscite recorded zero violence.

"With these improvements, we expect faster delivery of services in geographically isolated and disadvantaged areas and formerly conflict-affected areas. More so with ELCAC, a program that will address the non-military dimension of insurgency is being operationalized at all levels in the area of Eastern Mindanao. We expect that this will concretize and pushed the peace gains towards a peaceful area that everyone is longing for," Balagtey said.

He also added that their accomplishment will not be possible without the support of their partners and stakeholders who took part in the improvement of the security landscapes of the areas covered by Eastmincom.

BONGABON, Nueva Ecija -- Five members of the New People’s Army (NPA) have surrendered to authorities following a series of operations conducted by 1st Provincial Mobile Group Company of Nueva Ecija Police Provincial Office (PMFC-NEPPO) and the Philippine Army’s 91st Infantry Battalion (91IB).

Lt. Col. Dennis Wenceslao, commander of the 1st PMFC-NEPPO, on Saturday said
the five NPA rebels yielded voluntarily to the government troops on December 19 in the boundaries of Barangay Labi, Bongabon, Nueva Ecija and Barangay Villa Aurora, Maria Aurora, Aurora.

The five surrendered rebels were members of Komiteng Larangang Gerilya (KLG) Sierra Madre, an armed NPA guerrilla front that operates in the mountain ranges of the Sierra Madre.

Known by their aliases, they are Ka Dave/Boy, 32, squad leader of Platun Dos and listed in the Periodic Status Report Threat Group (PSRTG) of KLG Sierra Madre; Ka Coco or Tiyoy, Jet Lee, and Rezangay, 21, squad leader of Front 88 and a bomb expert; Ka Steve or Elmo and Yong, 23, political guide of Front 88; Ka Orga or Monmon, Trojan, Esab, and Nogil, 30, also political officer of Front 88; and Ka Jhomike Gaud y Rementiza or Charlie and Jerwin, 20, political guide of Front 88.


Wenceslao said the series of operations shows the untiring commitment of government forces to keep the communities safe and secure from violent ideologies.

He said the five rebels revealed that the continuous hardships, internal discrimination and false promises from NPA leaders have prompted them to go back to the fold of the law with their firearms.

The members of the NPA, an armed wing of the Communist Party of the Philippines (CPP) listed as terrorist organization by the by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines, later disclosed the location where they hid their firearms.

The government troops recovered five M-16 rifles, including three with defaced serial numbers, which are now under custody of the 1st PMFC for proper disposition and documentation.

Maj. Gen. Lenard T. Agustin, commander of the Army’s 7th Infantry Division, thanked the hardworking team of the 91IB and all government security forces who helped in the surrender of the former rebels and in the retrieval of the firearms.

ZAMBOANGA CITY -- The Western Mindanao Command (Westmincom) has proposed a new reform program to counter violent extremism in this part of the country.

Dubbed the Broad Reform Against Violent Extremism (BRAVE), the initiative was introduced by Lt. Gen. Cirilito Sobejana, Westmincom chief, in a meeting Thursday with officials of the Basilan, Sulu and Tawi-Tawi (BaSulTa) areas.

“The BRAVE adopts the strategic framework of the Program Against Violent Extremism (PAVE) for Peace, which depicts the interplay of good governance, law enforcement, and community participation,” Sobejana said.

He described PAVE for Peace as a holistic approach program that seeks to end violent extremism and bring about peace in the region.


Then-Gov. Mujiv Hataman of the Autonomous Region in Muslim Mindanao (ARMM) led the launching of the PAVE for Peace on April 17 at the headquarters of the Army’s 4th Special Forces Battalion in Isabela City, Basilan.

Sobejana said BRAVE focuses on three objectives: eliminating the drivers of violent extremism; comprehensive mainstreaming of former rebels; and, sustaining peace and development in the country and in the province, as a whole.

Attending Thursday's meeting at the Sulu provincial capitol were Basilan Gov. Hadjiman Hataman-Saliman, Sulu Gov. Abdusakur Tan, Tawi-Tawi Gov. Yshmael Sali, and Basilan Congressman Mujiv Hataman.

Intensified military campaign and the implementation of the "whole-of-nation" approach convinced 123 members and supporters of the communist New People’s Army (NPA) to go back into the fold of the law and start a new life in Surigao del Sur province, the Army said.

In a statement on Friday, the Army's 36th Infantry Battalion said the Army’s implementation of the Community Support Program (CSP) also helped the former rebels decide to return to their families and communities.

Capt. Jonald D. Romorosa, 36IB civil-military operations officer, said most of the surrenders took place during the third and fourth quarters of the year.

Of the 123 NPA rebels, 10 were regular members, 32 were Militia ng Bayan, five were members of the Sanga sa Partido sa Localidad (SPL), and 76 were mass organization members.


Romorosa also cited the support of the local government units (LGUs) in the area and the government line agencies that made the surrender of the former rebels possible.

In the same statement, Lt. Col. Jezreel Diagmel, 36IB acting commander, said the NPA in Surigao del Sur has weakened as it continues to lose support from the masses.
“The growing numbers of surrenders and shifting of support of the masses to the government is a manifestation that they are already awakened on the deception strategy and the futile arm struggle of the CNTs,” he said, referring to the Communist New People’s Army Terrorists.

Diagmel also hailed the success of CSP teams of the Army in Surigao del Sur and the help of the LGUs and other stakeholders in the area.

The deployment of CSP teams in remote and conflict-affected villages in Surigao del Sur has paved the way for development interventions of the government that have benefited thousands of residents, who for years, had been affected by local communist conflicts.

The CSP teams were concentrated in Surigao del Sur’s remote areas, particularly in Sitio Banahao, Barangay Maitom in Tandag City, Sitio Cadlum, Barangay Cabangahan, in the municipality of Tago, and in the town of San Miguel specifically in Sitio Baroboan, Barangay Carromata, Sitio Kiskis, Barangay Siagao, and Sitio Inadan, Baranga Magroyong.

Romorosa said the rebel returnees were undergoing interviews, processing, and validation for enrolment in the government’s Enhanced Comprehensive Local Integration Program (E-Clip).

SULU: Muslim governors urged President Rodrigo Duterte to stop the layoff of civil workers in the newly created Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

BARMM Chief Minister Murad Ebrahim started firing civil workers and hire new employees, mostly members of the Moro Islamic Liberation Front (MILF).

The BARMM has replaced the Autonomous Region in Muslim Mindanao (ARMM), which was formerly dominated by people connected with the MILF. Ebrahim was a former top leader of the Bangsamoro Islamic Liberation Front.

Those affected by Ebrahim’s order went to Sulu Gov. Sakur Tan and appealed for his intercession, urging him to bring their concern to the President.

Basilan Gov. Jim Salliman, Tawi-Tawi Gov. Yshmael Sali, Deputy Speaker and former ARMM governor Mujiv Hataman, have joined forces with Tan in calling for the President to step in and stop Ebrahim.

“The laws are sufficient enough to protect the rights of the people including the right to seek legal redress from the court,” he said after the employees raised the possibility of hiring labor lawyers to look into their concern and to exhaust all legal avenues available to stop Ebrahim from removing BARMM employees, especially those who were hired under the previous administration of Hataman.

The governors, along with Interior Undersecretary Alexander Macario and senior military and police officials led by Lt. Gen. Cirilito Sobejana of the Western Mindanao Command, flew to Sulu on Thursday and joined the forum.

“We are going to bring this matter to the President. This is a complex problem now and it will affect our respective provinces in terms of the basic delivery of services to our constituents and the efficiency of the local governments,” Tan said.

Attorney General Sha Elijah Alba of BARMM announced the layoff of some 6,000 employees by yearend. At least 500 of them were already laid off since last month. Only those working in the sectors of education, health and social services are exempted in the phase out.

Those laid out by Ebrahim could not be reemployed in any BARMM agency.

Tan said he was ready to provide legal support to employees. “These poor employees are just exercising their rights under the Constitution and should be respected.”

Municipal mayors also expressed their willingness to sign a petition in support to the affected employees.

Another option being m Civil Service Commission and the judiciary.

Recently, Ebrahim hired hundreds of MILF members to work as forest rangers. More are to be hired and deployed in Basilan, Sulu and Tawi-Tawi.

He also launched the so-called Integrated Bangsamoro Greening Program inside the sprawling MILF’s Camp Darapanan in Sultan Kudarat town in Maguindanao province.

Hataman said during his administration, he made sure all provinces got equal infrastructure projects and funds for development projects.

But under Ebrahim’s rule, the governors of Basilan, Sulu and Tawi-Tawi have been complaining of not getting enough funds despite getting bigger fund appropriated for the autonomous region.

National Security Adviser Hermogenes Esperon Jr.’s hype of an alleged “NPA hit list” only aims to sow intrigue in order to sabotage the planned resumption of formal peace talks.

Together with fellow peace antagonists Delfin Lorenzana of the Department of National Defense and DILG’s Eduardo Año, Esperon is adamant in adhering to GRP President Rodrigo Duterte’s statement to resume the peace negotiations with the National Democratic Front of the Philippines.

On the other hand, it is in fact the AFP and PNP who keep in their infamous “orders of battle” names of activists, progressives and other individuals supportive of the people’s struggles for democratic rights. It is the regime’s death squads in the military and police who have killed close to 300 peasants, workers, indigenous peoples, human rights workers, journalists, lawyers and other democratic forces in the last three years.

Last week alone in Laak, Compostela Valley, farmer Paterno Casos Sr. and his son Dino were mercilessly killed by the 1001st Brigade’s death squads. The elder Casos was in his senior age while his son was an amputee on crutches. Their bodies bore signs of torture and gunshots.

As AFP Chief of Staff of the Arroyo regime, Esperon employed these death squads with impunity. Now being Duterte’s national security adviser, he has extended their vicious campaign of murder.

While the NPA keeps no “hit list” supposedly with Esperon’s name in it, the people will not fail to remember his many crimes and may seek justice with their revolutionary army.

Ang New People’s Army (NPA) ang tunay na Hukbo ng Bayan. Wagas at dalisay ang kanyang hangaring paglingkuran ang sambayanang Pilipino. Laging handang i-alay ang tanging buhay alang alang sa kapakanan ng uring anakpawis. Ang NPA ang tunay na tagapagtaguyod at tagapagtanggol ng mga inaapi’t pinagsasamantalahang uri at sektor ng lipunang Pilipino.

Sa darating na ika-21 ng Disyembre 2019, ipagdiriwang ng mersenaryo at pasistang Armed Forces of the Philippines (AFP) ang kanyang ika-84 na pagkakatatag. Tiyak na katakut-takot na papuri sa sarili ang sasabihin ng pamunuan ng AFP at ng amo nilang pasista na si Duterte para ipagmalaki sa taumbayan ang kanilang paulit ulit at niresiklong kasingunalingan hinggil sa kanilang mga nakamit (achievements) at mayor na tagumpay laban sa mga itinuturing nitong kaaway ng estado. Muling ipagmamalaki ng AFP ang kanilang mga tagumpay sa diumano’y pagbibigay ng proteksyon sa sambayanang Pilipino, sa pangangalaga ng seguridad ng bayan laban sa terorismo at sa pagpapairal at pananatili ng kaayusan sa bansa.

Pero ang tanong, kailan pa naging protektor ng sambayanang Pilipino ang AFP at maging ang PNP? Kaninong seguridad ba at interes ang kanilang pinangagalagaan? Ano ang kanilang maaaring ipagmamalaking nakamit sa pagtatanggol sa mga inaapi’t pinagsasamantalahang Pilipino? Hindi ba wala?

Sapul nang pormal na itatag ang AFP noong Disyembre 21, 1935 sa ilalim ng National Defence Act of 1935, sa ilalim ng kolonyal na paghahari ng imperyalismong US sa Pilipinas hanggang sa maging malakolonyal ang bansa noong 1946, gumampan na ang AFP bilang masugid na tagapagtaguyod at tagapagtanggol ng interes ng mga nagsasamantala at naghaharing uri sa bansa. At upang higit na mapaglingkuran ang mga mapagsamantala at mapang-aping uring ito, buong lakas na ginagampanan ng AFP ang kanyang papel bilang marahas na instrumento ng estado sa panunupil at pang-aapi sa sambayanang Pilipino. Ang AFP kasama ang PNP ang pangunahing tagasuhay sa nabubulok na malakolonyal at malapyudal na sistema ng lipunang Pilipino. Nakilala at naging bantog ang AFP at PNP sa kalupitan, sa pagiging berdugo, kriminal at sa walang pakundangan sa pagyurak sa karapatang pantao ng sambayanang Pilipino.

Ito ang katotohanan na hindi mapasusubalian sa mahabang kasaysayan ng pakikibaka ng sambayanang Pilipino para maka-alpas sa lukob ng imperyalismo, sa problema ng pyudalismo at burukrata-kapitalismo na siyang pangunahing sanhi at dahilan kung bakit labis ang kanilang kahirapan at nararanasang pang-aapi. Ang AFP kasama ang PNP ang salot sa buhay ng sambayanang Pilipino at nagsisilbing malaking balakid sa kanilang aspirasyon na makamtan ang tunay na kalayaan at demokrasya sa bansa.

Kailan ba pumanig at nagtanggol ang AFP at PNP sa mga magsasakang humihiling ng lupang masasaka, sa paglaban nila sa pangangamkam ng lupa ng mga malalaking asyendero at panginoong maylupa, sa kahilingan nilang mapababa ang upa sa lupa, mapataas ang sahod ng mga manggagawang bukid, maitaas ang presyo ng kanilang produktong bukid at sa panawagan nilang ibasura ang Rice Tarrification Law? Di ba wala? Di ba’t ang AFP at PNP ang nagsagawa ng brutal na mga pagpatay sa mga magsasakang naghahangad ng lupa sa Negros sa ilalim ng Oplan Sauron at SEMPO?

Kailan ba pumanig at nagtanggol ang AFP at PNP sa mga Lumad at iba pang katutubong Pilipino na lumalaban para ipagtanggol ang kanilang lupang ninuno mula sa pagpasok at pandarambong ng mga malalaking minahan at dayuhang korporasyon? Di ba’t ang AFP ang naghuhulog ng bomba sa mga kumunidad ng mga Lumad at nagsasagawa ng masaker at iba pang kalupitan?

Kailan ba pumanig at nagtanggol ang AFP at PNP sa mga manggagawang Pilipino na nanawagan sa gubyerno para sa nakabubuhay na sahod, ng kanilang kahilingan para sa mababang presyo ng mga pangunahing bilihin, sa lubusang pagbabawal sa anumang uri ng kontraktwalisasyon kapalit ng pagkakaroon ng regular na trabaho, sa mahusay na kundisyon sa paggawa at kalayaan sa pagbubuo ng unyon? Di ba’t ang AFP at PNP ang marahas na tagabuwag ng welga ng mga manggagawa at protektor ng mga iskirol para maipasok at mailabas ang produkto ng kapitalista?

Kailan ba pumanig at nagtanggol ang AFP at PNP sa kahilingan ng mga maralitang tagalunsod na magkaroon ng disenteng hanapbuhay, ng libre at murang pabahay, ng mura at abot kamay na serbisyong pampubliko, at murang halaga ng mga pangunahing bilihin sa bansa? Di ba’t sila ang tagagiba ng bahay sa di mabilang na mga operasyon para idemolis at palayasin ang mga maralitang tagalunsod?

Kailan ba pumanig at nagtanggol ang AFP at PNP sa iba pang uri at sektor ng lipunang Pilipino na nakikibaka para sa pagbabasura sa Train Law, sa pagtutol sa pag-amyenda sa saligang batas sa pamamagitan ng charter change, sa mga anti-mamamayang batas at patakaran ng administrasyong Duterte, sa lumalalang paglabag ng rehimeng US-Duterte sa karapatang tao at pagsikil sa karapatang sibil at demokratiko ng mamamayan at sa pagtutol sa madugong pekeng kampanya ng rehimen sa iligal na droga?

Kailan ba pumanig at nagtanggol ang AFP at PNP sa mariing pagtatanggol ng sambayanang Pilipino sa West Philippine Sea at sa pambansang soberenya ng bansa laban sa lantarang agresyon ng bansang China sa karagatan na pag-aari ng Pilipinas? Matapang lamang ang AFP sa mamamayang Pilipino pero bahag ang buntot pagdating sa imperyalistang China.

Sa kabilang panig, saksi ang mamamayan sa Timog Katagalugan kung gaano nila naranasanan ang kakaibang pagmamalasakit at pagmamamahal sa kanila ng NPA sa rehiyon. Naranasan nila kung gaano katiyaga ang mga kasama sa pagtuturo at pagpapaliwanag sa kanila kung paano lulutasin sa pamamagitan ng sarili nilang lakas at sama-samang pagkilos ang mga suliranin sa baryo. Karanasan ang nagtuturo sa kanila na laging masasandigan at malalapitan ang NPA para hingan ng tulong at gabay. Ang tinatamasa nilang pagbabago sa buhay ay produkto ng kanilang mga tagumpay sa pakikibaka para sa minimum at maksimum na layunin ng rebolusyong agraryo na kanilang isinulong sa gabay at patnubay ng NPA. Lubos ang kanilang kasiyahan kapag dumarating sa kanilang baryo ang mga kasama at bahagyang nalulungkot kapag ito’y umalis para tumungo naman sa ibang baryo o lugar para gumampan ng mga rebolusyonaryong gawain. Kapapanabikan nila ang muling pagbabalik sa kanilang baryo ng mga kasama dahil damang-dama nila sa NPA ang tunay na diwa ng paglilingkod sa bayan at bilang tunay na hukbo ng bayan na handang magtanggol ng kanilang interes at kapakanan. Kapanatagan at katiwasayahan ang kanilang nararanasan kapag naroon ang presensya ng NPA sa kanilang lugar.

Samantala, takot, pagkabalisa at pangamba naman ang kanilang nararanasan kapag nakakabalita sila ng operasyong militar. Sa mahaba na nilang karanasan sa tuwing may isinasagawang operasyong militar ang AFP at PNP, karahasan, kaguluhan at paglabag sa kanilang karapatang tao ang kanilang nararanasan sa kamay ng mga berdugo at mersenaryong AFP at PNP. ###

Ituloy ang usapang pangkapayapaan sa pagitan ng NDFP at GRP nang walang pinapataw na kundisyon at dapat nakabatay sa mga naunang kasunduan.

Mariing pinabubulaanan at kinukundena ng National Democratic Front of the Philippines-Southern Tagalog (NDFP-ST) ang malisyoso, makasarili at punong puno ng kasinungalingan na paratang nina Secretary Panelo, Secretary Año ng Department of Interior and Local Government (DILG) at maging ng mga tagapagsalita ng AFP at PNP na hindi sinsero ang National Democratic Front of the Philippines (NDFP) sa pagpapatuloy ng usapang pangkapayapaan dahil sa mga pag-atake ng NPA sa mga pasistang tropa ng reaksyunaryong gubyerno.

Gustong linlangin nina Panelo ang publiko na kahit walang pinaiiral na tigil putukan ang CPP-NPA-NDFP ay dapat nitong itigil ang mga pagsalakay at talian ang sariling kamay para atakehin ng mga pasistang tropa. Pinararatangan nitong hindi sinsero ang NDFP sa usapang pangkapayapaan sa pagitan ng GRP upang pagtakpan ang katotohanan ng ginagawang walang-tigil na operasyong kombat ng AFP-PNP laban sa CPP-NPA-NDFP at rebolusyonaryong mamamayan. Nais nina Panelo na ipatigil ang mga pag-atake ng NPA upang maipakita diumano ang sinseridad ng NDFP sa usapang pangkapayapaan habang walang tigil naman itong inaatake ng AFP at PNP.

Subalit ang talagang gustong mangyari nina Panelo, Año, AFP at PNP ay gawing pipitsuging target ng AFP at PNP ang NPA at maging inutil at walang kalaban-laban na ipagtanggol ang sarili at mamamayan sa harap ng patuloy at walang puknat na paglulunsad nito ng focused military operation (FMO) alinsunod sa kanilang whole of nation approach (WNA) at Joint Campaign Plan-Kapanatagan (JCP-Kapanatagan).

Nilalayon ni Duterte na tapusin ang armadong tunggalian sa bansa sa pagtatapos ng termino ng pasistang rehimeng US-Duterte sa 2022. Ang sukatan nina Panelo sa sinseridad ng NDFP sa usapang pangkapayapaan ay kung magsasawalang kibo ang CPP-NPA-NDFP at magiging pasibo sa harap ng mga pag-atake ng pasistang tropa laban sa rebolusyonaryong kilusan tulad ng ginawa nilang masaker kina Kasamang Ermin Bellen, Jose Villahermosa at Lucio Simburoto noong Disyembre 5, 2019 sa Barangay Cupang, Antipolo City, pagdakip kay Jaime Padilla na konsultant ng NDFP at ang pinakahuling pangyayari sa Matnog, Sorsogon kung saan napabalitang 4 na kasama ang napaslang.

Ang katotohanan, hindi pa man nagkakausap sina Secretary Bello at mga kinatawan ng NDFP na nakabase sa The Netherlands sa posibilidad na muling ipagpatuloy ang usapang pangkapayapaan ay kabi-kabilaan na ang ginawang pagputak at pagtutol ng mga pasista at militaristang elemento sa gabinete ni Duterte na bantog na mga mananabotahe at peace spoilers sa usapang pangkapayapaan. Sila ang dapat kastiguhin ni Duterte kung tunay nga siyang sinsero na muling makipag-usap sa NDFP para sa kapayapaan.

Ang sinseridad ng National Democratic Front of the Philippines (NDFP) ay makikita sa kagustuhan nitong lutasin ang ugat at sanhi ng armadong tunggalian sa bansa at dalhin ang pag-uusap sa pagkakamit ng makatarungan at pangmatagalang kapayapaan sa Pilipinas. Dahil dito, seryoso ang NDFP sa pagtataguyod at pagtupad sa mga naunang kasunduan na pinirmahan ng magkabilang panig tulad ng The Hague Joint Declaration, ang Joint Agreement on Safety and Immunity Guarantee (JASIG) at ang unang substansyal na agenda ng usapang pangkapayapaan na napagkasunduan ng dalawang panig – ang Comprehensive Agreement on the Respect of Human Rights and International Humanitarian Law (CARHRIHL) noong 1998.

Sa ganito, wala ni anumang bahid para pagdudahan ang kaseryosohan ng NDFP na pumasok sa usapang pangkapayapaan sa GRP kahit noon pa mang administrasyon ni. Corazon Aquino at hanggang sa kasalukuyang rehimeng Duterte kahit paulit-ulit na sinasabotahe ito ng GRP.

Ang Comprehensive Agreement on Socio-Economic Reforms (CASER) ng NDFP ay seryosong programa sa pagpapatupad ng tunay na reporma sa lupa at sa gagawing pagpapaunlad ng kanayunan. Katuwang ng pagpapatupad ng tunay na reporma sa lupa ang pambansang industralisasyon at pagpapaunlad ng buong ekonomiya ng bansa. Ang pagkakaroon ng tunay na reporma sa lupa at pambansang industriyalisasyon ay seryosong hakbang ng NDFP para lutasin ang dahilan ng armadong tunggalian sa bansa at magbigay daan para sa pagkakamit ng makatarungan at pangmatagalang kapayapaan.

Kung tutuusin, ang GRP ang pangunahing may kagagawan at pinagsisimulan kung bakit nagkakaroon ng mga pagkaantala sa usapang pangkapayapaan. Sila ang unilateral na nagdedeklara ng mga breakdown sa pag-uusap, ng mga suspensyon at terminasyon ng usapang pangkapayapaan kapag hindi nila napapanikluhod at napapasunod ang NDFP sa kanilang mga maitim na pakana at kagustuhan.

Malaking balakid sa pag-uusap ang patuloy na pagtatakda ng GRP ng mga kundisyon tulad ng pagdedeklara muna ng tigil-putukan bago ang pag-uusap, na sa Pilipinas gawing ang pag-uusap at hindi sa nyutral na lugar at sa paggigiit sa linya ng kapitulasyon para pasukuin ang NDFP.
Sa karanasan, hindi mapagkakatiwalaan ang rehimeng Duterte na igalang ang mga pinirmahang kasunduan na madali lamang nitong isantabi kapag hindi pabor sa GRP. Paulit-ulit na nilalabag ng GRP ang mga pinagkaisahang pangkalahatang prinsipyo at balangkas ng usapang pangkapayapaan at mga kasunduan na nauna nang pinagtibay at pinirmahan ng dalawang panig. Patuloy ang pag-aresto sa mga NDFP consultants at istap na imbwelto sa usapang pangkapayapaan kahit protektado sila ng kasunduan sa JASIG. Ikinulong sila batay sa mga gawa-gawang kasong kriminal para hindi makapag piyansa at mabinbin nang matagal sa kulungan habang dinidinig ang mga isinampang gawa-gawang kaso.

Paulit-ulit na iginigiit ng GRP na idaos sa bansa ang pag-uusap na malinaw na paglabag sa kasunduan sa The Hague Joint Declaration na nakasaad na ang pag-uusap ay dapat isagawa sa isang foreign and neutral venue.

Nasa gubyernong Duterte ngayon ang bola upang patunayan kung sinsero ang kanyang gubyerno na muling ipagpatuloy ang usapang pangkapayaan sa NDFP. Ang unang dapat niyang gawin ay ipatupad ang mga sumusunod:

• Pagbawi sa Proclamation No. 360 na opisyal na nagdedeklara na terminado na ang usapang pangkapayapaan ng GRP sa NDFP na kanyang inilabas noong Nobyembre 23, 2017;

• Pagbawi sa Proclamation 374 noong Disyembre 5, 2017 na nagdedeklarang mga “terorista” ang mga rebolusyonaryong organisasyon ng CPP-NPA at NDFP.

• Pagbasura sa Executive Order No. 70 na nagbubuo ng national task force to end local communist armed conflict sa pamamagitan ng whole of nation approach na inilabas niya nuong Disyembre 4, 2018; at

• Bilang huli, pag-atras sa proscription sa CPP-NPA bilang mga teroristang organisasyon alinsunod sa RA 9372 o Human Security Act of 2007 na nakasampa sa mababang korte.
Sa mga nasa itaas susukatin ang sinseridad ng rehimeng Duterte at ng GRP sa pagpapatuloy ng usapang pangkapayapaan. ###

Nakikiisa at sumusuporta ang Armando Catapia Command- NPA Camarines Norte (ACC-BHB) sa pagkundena ng NPA-Sorsogon (Celso Minguez Command) sa AFP at PNP sa malubhang paglabag sa karapatang-tao . Hindi kaiba ang dinaranas ng mga Sorsoganon sa mga taga Camarines Norte sa ilalim ng Focused Military Operations at Community Support Program Operations (CSPO). Isinailalim sa nasabing kambal na talim na operasyong militar ang Camarines Norte simula pa noong unang kwarto ng 2018 hanggang sa kasalukuyan. Mahaba ang listahan ng mga paglabag sa karapatang-tao ng 96th IB, 9ID Philippine Army sa mamamayan ng Camarines Norte at ang kaakibat nitong kahirapan sa mamamayan.

Lansakang paglabag sa karapatang-tao ang dinaranas ng mamamayan sa Camarines Norte sa kamay ng 96th IB, 9ID PA. Ilan dito ang nararanasang tortyur dahil sa paulit-ulit na pagpapatawag at pag-iimbestiga sa mga taumbaryo para makapiga ng impormasyon kaugnay sa rebolusyonaryong kilusan, panghaharas sa mga lider masa, kaso ng pekeng pagpapasurender at ang masahol pa ay ang mga kaso ng “extrajudicial killings”. Sa barangay Anameam bayan ng Labo may mag-asawang tinutukan ng baril at pilit na pinapaamin tungkol sa NPA habang hinahalughog ang kanilang bahay. Iba’t ibang pamamaraan para iharas ang mga lider masa tulad ng pagpapadala ng sulat na may nakapintang bungo, ang pagdikit/pagbuntot sa kanila ng mga nakasakay sa motorsiklo, at pagsubaybay ng militar mismo sa kanilang aktibidad sa baryo. Ginagawa din ang panggigipit sa mga pamilya ng mga pinaghihinanalaan nilang NPA. Sa bayan ng Labo, mayroong di bababa sa animnapu (60) katao ang biktima ng “fake surrenderee” sa barangay Exiban, Macogon, Malaya, Malatap liban pa ito sa sa Anameam, Bagong Silang, Maut, Calabasa at Malangkaw Basud na tiyak na marami pa. Sapilitan silang ipinailalim sa programang E-CLIP. Karamihan sa kanila ay pinapirma sa kasulatan kung saan nagsaad na sila ay “nakapaloob sa pulitiko-militar na naorganisa ng NPA at boluntaryo at hindi pinilit ng mga kasundaluhan para humiwalay at magsuporta sa armadong grupo at makipagtulungan sa barangay official at CSP team ng Bravo Coy ng 96th IB, 9ID PA”. Ang iba ay napilitang pumirma dahil nalinlang ng militar sa pangako na sa kanilang pagpirma ay hindi na sila muling gagambalain. Pero taliwas ang nangyari dahil paulit-ulit pa rin silang ipinapatawag para tumugon sa programa ng E-CLIP. Ang malala pa ay ang minaniobra ng militar na kasulatan sa barangay tulad ng “non-residency certificate” sa mga masang tinukoy nila sa listahan na NPA surrenderee. Mapanghati ito sa mga taumbaryo dahil sa pagpwersa sa mga opisyal ng barangay na itakwil ang mga lehitimong residente ng baryo para lamang masabi silang NPA gayong sila ay mga ordinaryong sibilyan na matagal nang naninirahan sa lugar. Ang paglalaway sa malaking pondo sa programang E-CLIP ang malinaw na nasa likod ng pekeng pagpapasurender.

May malubhang epekto sa kabuhayan ng magsasaka ang walang taros na militarisasyon sa kabukiran at kabundukan dahil karamihan sa kanila ay natatakot nang pumunta sa kanilang linang at “koprahan” sa pangambang maabutan ng operasyon ng militar. Ang pagbase ng militar sa gitna ng baryo, tulad sa mga barangay hall, day care center at barangay chapel ay nagdudulot ng takot sa mga taumbaryo. Inilalagay nito sa bulnerableng kalagayan ang mga taumbaryo sa paggamit sa kanila bilang “human shield”, na labag sa Internasyunal na Makataong Batas. Higit na malala ang mga kaso ng paglabag sa karapatang-tao ang “extrajudicial killings”, ang ala-tokhang na pagpatay katulad ng kina Lope Elnar, Ernesto Natada , Allan Casulla, Joseph Baning at William Tallon na pawang mga magsasaka sa Camarines Norte.

Malinaw sa mga mamamayan ng Camarines Norte na ang nasa likod ng pokus na operasyong militar at Community Support Program Operations, liban sa layuning supilin ang lehitimong paglaban ng masa, ay ang proteksyunan ang malalaking dayuhang kumpanya sa mina. Nakaambang muling mag opereyt ang Mount Labo Mining Corporation. Inihahanda na sa ngayon ang konstruksyon ng mga mayor na pasilidad tulad ng mga kalsada na siya namang ginagwardyahan ng mga militar.

Gayunman, taliwas sa inaasahan ng AFP at PNP sa pagpapadeklara ng persona non grata ang BHB. Abut-abot ang paghingi ng pag-unawa ng mga brinasong mga konseho ng barangay at sangguniang bayan, dahil ayon sa kanila napilitan lang silang gawin ang resolusyon. Pinatutunayan nito na walang bisang legal at pulitikal ang buktot na iskema sa pagturing na persona non grata ang BHB at iba pang mga pambansa demokratikong organisasyon dahil may malalim na pag-ugat ang rebolusyonaryong kilusan sa mamamayan ng Camarines Norte bunga ng mga solidong tagumpay sa pagsusulong ng interes ng masa.

Dapat magkaisa at magkapit-bisig ang masang Bikolnon para itakwil at labanan ang militarisasyon at kaakibat nitong mga paglabag sa karapatang- tao sa lahat ng sulok ng Kabikolan. Pinatunayan na sa lahat ng lugar na sinaklaw ang CSP Operation ay nagdulot lamang ito ng ibayong kaguluhan, dekadenteng kultura sa baryo at ibayong pahirap sa masa. Dapat magpursige sa landas ng militante at armadong paglaban ang mamamayang pinagkakaitan ng karapatan sa buhay at kabuhayan para makamit ang tunay na kapayapaan at kaunlaran na nakabatay sa hustisyang panlipunan.

BULALACAO, Oriental Mindoro – Nadiskubre ng mga tropa ng 4IB ang balak na gagawing pananambang ng CPP-NPA sa may daan sa Sitio Pawikan, Barangay Benli, Bulalacao, Oriental Mindoro nito lamang ika-17 ng Disyembre, taong kasalukuyan.

Nasamsam mula sa pwesto ng balak sanang pagtambangan ang 1 Improvised Explosive Device (IED), 100 metro ng wire, 1 fragmentation grenade, 5 cellular phone, 1 jungle pack, 2 sling bag, 1 handheld radio ICOM, 2 baterya na may detonator ng IED, 1 blasting cap, personal na kagamitan at mga dokumento ng mga komunistang CPP-NPA.

Napigilan ang nasabing pangyayari sa pamamagitan ng sumbong ng mga sibilyan na nakakita sa pwesto sana ng pagtambangan sa ating mga tropa. Ito ay patunay lamang na sawa na ang ating mga kababayan sa mga panlilinlang at panloloko ng mga teroristang komunista.

Kamakailan lamang ay matatandaan na nagkaroon din ng pananambang ang mga teroristang ito sa Borongan City, Eastern Samar kung saan ay tatlo (3) ang nasawi na kinabibilangan ng isang pulis (1) at dalawang (2) sibilyan at labinglimang (15) sugatan na kinabibilangan naman ng limang (5) pulis at sampung (10) sibilyan. Ang pagtatanim ng IED at pananambang na siyang laging gawain ng mga teroristang CPP-NPA ay isang katunayan na wala silang pakialam kahit na sino pang mamatay at madamay na mga sibilyan at isa ring malinaw na paglabag sa Karapatang Pantao.

Inaanyayahan ni LTC ALEXANDER M ARBOLADO, Commander ng 4th Infantry (Scorpion) Battalion ang ating mga kababayan na patuloy na makipag-ugnayan sa mga kinauukulan tungkol sa mga aktibidad ng mga CPP-NPA para tuluyan na silang mapuksa na siyang pangunahing daan para sa kaunlaran ng ating bayan. Inaalok din niya ang mga natitira pang mga terorista na magbaba na ng armas at magbalik-loob sa pamahalaan para matulungan silang makapagbagong buhay sa ilalim ng Enhanced Comprehensive Local Integration Program (E-CLIP) at idagdag pa ang pagkakataong makapiling nila ang kanilang mga pamilya ngayong Kapaskuhan ng walang kinatatakutan.

Fort Magsaysay, Nueva Ecija – A firearms cache of a Communist- New People’s Army-Terrorist (CNT) was recovered at Barangay Villa, Maria Aurora, Aurora on December 19, 2019. Information regarding its location was revealed by a former rebel, alias “Dave”.

At around 6:00 pm, one platoon of the 91st Infantry (Sinagtala) Battalion, elements of the 1st Police Mobile Force Company (1PMFC) – Aurora, and troops of the 303rd Regional Mobile Force Battalion conducted an operation to recover the cache.

Said cache contained the firearms of the former members of Komiteng Larangang Gerilya (KLG) Sierra Madre, an armed NPA guerilla front that operates in the mountain ranges of the Sierra Madre. It has now greatly weakened due to the relentless operations of the 7th Infantry (Kaugnay) Division’s 91IB that has operational jurisdiction in the Province of Aurora.

Alias Dave, who is a former KLG Sierra Madre member, said that the firearms cache contained five high-powered firearms. He said they reveal it now to show their sincerity of leaving behind the armed struggle and totally surrendering the use of firearms for a peaceful life. True enough, when the government forces found the cache, there were five M16 rifles inside.

The Commander of 7ID, Major General Lenard T. Agustin, who has been riding a wave after wave of operational successes, especially in the last quarter of this year, simply stated that “the credit goes not just to the hardworking team of the 91IB, but to all government security forces who helped in the surrender of the former rebels and in the retrieval of the arms cache.”

“The things we have achieved we owe to the implementation of the ‘whole-of-nation approach’ which is the break we needed to get the full support of the government units and agencies, and most especially of the people, to believe in us and trust us to do what needs to be done, to end the local communist armed conflict and achieve lasting peace and sustainable development for all,” Major General Agustin added.

The government’s sincere efforts to end the country’s insurgency problem through its whole of a nation approach that underscored enhanced programs on livelihood, remunerations for surrendered firearms, and relentless military operations are gaining grounds, attracting more CPP-NPA rebels to come down mostly in groups—further confirming their end is at hand.

The most recent was the surrender of three (3) NPA regulars and six (6) members of the Militia ng Bayan (MB) from San Mariano, Isabela who surrendered one (1) M60 machine gun (Belgium), one (1) M16 rifles, 12 M16 rifles and numerous improvised explosive devices (IED) and IED components.

The NPA regulars were identified as alias Papi, alias Daryl, and alias Kolikot. Alias Papi is a member of Sub-Guerilla Unit and Explosive Team Central Front, Komiteng Rehiyon-Cagayan Valley, and is from Sitio Dunoy, Dibuluan, a known mass base of Central Front, KR-CV. He surrendered five M-16 rifles and numerous IED and its component.

Alias Daryl, on the other hand, is a member of Sub-Guerilla Unit of Central Front and former platoon leader/squad leader of Regional Sentro de Grabidad (RSG), KR-CV, and is from Samar. He was recruited at age of 13 in Samar and among the first batch of NPAs that was brought to Isabela to augment the rebels operating in the province in 2017.

Alias Kolikot, is a member of the Sub-Guerilla Unit of Central Front and former squad leader of RSG, KR-CV from Davao City. He belongs to the last batch of CPP-NPA terrorists that was sent to Isabela in 2017.

The six (6) MB members were identified through their aliases as: Bogart, commanding officer (CO); Lemy, CO; Dagger, squad leader; Rapi, Melvin, and Yam, members, all of Central Front, KR-Cagayan Valley.

The government has scored this major gain through the convergence of support from the main actors as well as the cooperation of the concerned barangay residents. The local governments, on their part, had just concluded their first phase of the Retooled Community Support Program (RCSP) which was put in place to address the issues concerning their communities that were being used by the CPP-NPAs for its anti-government campaigns.

Moreover, the deployment of Community Support Program (CSP) teams of the Philippine Army and National Police, had destabilized existing clandestine government of the terrorist in the barangays, pushing them to abandon their weakening cause and ultimate surrender.

Noteworthy of all these developments is the overwhelming support from the communities to the military’s cause and the government’s efforts especially with the gains of the E-CLIP program, that had turned the tide against the CPP-NPA. The families and friends of those who had gone astray, had been enlightened not only of the government’s serious intent to end the insurgency but more so to address their concerns on livelihood.

Apparently, the CPP-NPA’s end is getting near.

Bancasi, Butuan City – The 402nd Infantry (Stingers) Brigade hosted a first ever Caraga Wide Media Fellowship with a theme “Sustaining Media Partnership towards Peace and Development” last December 14, 2019 held at its Headquarters at Brgy. Bancasi, Butuan City.

More than one hundred (100) media practitioners coming from fifty-one (51) print, radio and tv stations from different provinces of Surigao del Norte, Surigao del Sur, Agusan del Norte, Agusan del Sur and Butuan City have gathered for a 1-day fun-filled media fellowship that includes Press Conference, Military Boodle Fight, Fun Shoot and finally a Media Night to cap the fellowship.

Media participants were entertained by the Stingers band and joyfully received bundles of joy, mug and t-shirts as give away while various raffle items were received by lucky media winners.

The activity as pre-Christmas activity of the Brigade aimed to give updates on the accomplishments of the 402nd Brigade and the 401st Brigade in line with the AFPs campaign against the CPP-NPA-NDF in order to attain a long and lasting peace in Caraga; socialize and continue to strengthen the partnership between the Officers, Men and Women of the 402nd Brigade with 401st brigade and the media practitioners representing the whole Caraga region covering the provinces of Agusan del Norte, Surigao del Norte and Surigao del Sur and lastly, to recognize the contribution of the media partners which in one way or another greatly contributed towards the unit’s mission accomplishments.

The activity was also attended by the Commander of the 401st Brigade, Col Allan D Hambala; 402nd Deputy Brigade Commander, Col Cerilo C Balaoro; and Battalion Commanders operationally controlled by the 402nd Brigade namely, Lt Col Isagani O Criste of 29IB, Lt Col Jeffrey Villarosa of 30IB and Lt Col Jeezrel Diagmel of 36IB who served as panelist during the Press Conference. Also present were Police Community Affairs and Development Division (CADD) Officers (formerly known as PCR) from PNP in Agusan del Norte, Dinagat Island, Butuan City Police Office, Surigao City police Officer and PRO13 represented by Police Lt Col Edmund Corpuz, RCADD.

Likewise, Director Abner M Caga, Regional Director of Philippine Information Agency Caraga, who was one of the Guest Speaker, was in full force with several PIA personnel in gracing the Media together with his staff. He said that civilians especially the media entities must support the AFP as they are the ones ensuring our safety and negate the spreading of the propaganda of the CPP-NPA-NDF termed as “fake news”. Further, Director Caga said, “This is the most successful and most attended Media Fellowship we have experienced in Caraga.

Meanwhile, Brigadier General Maurito L Licudine, 402nd Brigade Commander, said that the Army firmly believes in the important role of the media as the catalyst of truth and in bringing the correct information to every constituent. Thus it is but fitting to solidify the partnership between the Army and the media practitioners through an endeavor such as the Media Fellowship.

“This event underscores the value of our partnership in promoting awareness and as an advocate of peace especially in today’s fast flow of information wherein our campaign to address the insurgency problem becomes a battle of narratives and perception”, He added.

He concluded that through the convergence as part of the Task Force to End the Local Communist Armed Conflict, different government agencies are now synchronizing their efforts focusing on addressing the issues commonly exploited by the CPP-NPA-NDF in the Conflict Affected Areas (ConAAs) and in the Geographically Isolated and Disadvantaged Areas (GIDAs).

CLAVERIA, Misamis Oriental – One New Peoples Army (NPA) member was killed during the encounter between the 58th Infantry Battalion (IB), Philippine Army and about five NPAs of Platoon PPH, Sub-Regional Committee 1 (SRC1), North Central Mindanao Regional Command (NCMRC) in an inhabited hinter area of Mt. Balatukan in Gingoog City, Misamis Oriental last December 19, 2019.

The firefight lasted for about 15 minutes after which the enemies scampered towards different directions.

The troops seized one dead body identified by former rebels who are also his relatives as Efriel Taquin alias Rogie, who was confirmed by former rebels who are also his relatives, a member of the Platoon PPH, SRC1, NCMRC and only a 17 years old from So Lantad, Brgy kibanban, Balingasag along with one caliber .45 pistol, one improvised explosive device (IED), 100 meters wire, three blasting cap, one cellphone and assorted personal belongings.

Alias Mesay a Former Political Instructor said that alias Rogie was recruited two years ago by the NPAs at So Kamansi, Barangay Kibanban, Balingasag when he was still 15 years old.

It can be recalled that last November 30, 2019 a NPA minor was also killed in Agusan Norte.
The international Humanitarian Law (IHL) act which prohibits the recruitment of minors as child warriors. Under its Rule 136 it is stated that “Children must not be recruited into the armed forces or armed groups.” Which again violated by the heartless NPAs on recruiting minors.

On the other hand, Lt Col Roy Anthony O. Derilo, Commanding Officer, 58th Infantry Battalion expresses its grief and deepest symphathies to the family and friends of the slain NPA minor.”We will give him respect and decent preparation for his burial and deliver him to his family “, Lt. Col. Derilo, said. ” We condemn on highest form the exploitation of our youth by the hearthless NPAs our children belong in schools, with their classmates and friends and not in the company of armed men. Give them a chance to achieve their aspiration and be successful in life.” Lt. Col. Derilo, added.

CAMP EVANGELISTA, Cagayan de Oro City – In the mid of Christmas celebration, another 491 NPA regulars, Militia ng Bayan (MB) and Underground Mass Organization (UGMO) members heed the call of ending insurgency by abandoning their belief in armed struggle as they embrace a peaceful life through massive surrender to the Community Support Teams of the Army units in CARAGA from December 10-15 this year.

Around 122 CNT members and supporters surrendered to 29IB on December 10, 2019, while 123 CNT members and supporters surrendered to 36IB on December 14, 2019 and just recently on December 15, 2019, another 246 CNT members and supporters surrendered to 30IB.

The recent batches of surrenderees are composed of 43 NPA regulars, 43 MB and 405 UGMO members. They (surrenderees) will undergo the normal process of custodial debriefing for proper documentation and to further validate if they are qualified to avail the E-CLIP benefits and other government intervention intended for the former rebels and militia ng bayan.

This accomplishment is attributed to the effort of the LGUs, Local Task Force-ELCAC and the communities in declaring CNTs and their mass organizations as Persona Non-Grata (PNG).

Alyas David, 29yrs, former NPA team leader from Brgy Gigaquit Surigao del Norte said, “I felt dismayed and full of regret in joining the NPA, for 3yrs my life was wasted. I was blinded by their false promises, that they (NPA) will give one sack of rice and P2,000 monthly to my family. I got wounded during an encounter with the Army. After realizing the futility of the armed struggle, I decided to surrender and returned to my family to live peacefully.”

Hon. Alexander “Ayec” Pimentel, governor of Surigao del Sur and RPOC 13 Chairperson has commended the people and agencies behind the success of EO70. “The RTF-ELCAC members, LGUs and the 4ID, Philippine Army have done a commendable job in ensuring peace and development in Caraga. I commend your utmost dedication PARA SA BAYAN. It is what we and the country need, a true and selfless public service. We must continue to converge all our efforts to address the root causes of insurgency”.

Military and civilian human resource personnel of the Western Mindanao Command celebrated the 84th anniversary of the Armed Forces of the Philippines in a ceremony held in Zamboanga City early this morning, December 20.

AFP Chief of Staff General Noel Clement, in his message read by Brig. Gen. Generoso Ponio, WestMinCom’s deputy commander for operations, exhorted all personnel to maintain their competence and professionalism as the armed forces “continue focusing towards endeavors that assure the public of our commitment to maintain our country’s exercise of sovereignty within our domain.”



The AFP leadership vowed to sustain efforts against armed conflicts and violent extremisms through the military’s relentless offensives and support to all peace negotiations.



“The Armed Forces of the Philippines has always been dedicated to fulfill its mandate of protecting the people, maintaining the integrity of our national territory, and upholding the sovereignty of our state. Together, we were able to overcome intricate security and development challenges our country is facing,” he added.

He also urged military and civilian personnel to aspire for higher goals as the institution celebrates its 84th anniversary.

“We are ever resolute in defeating insurgency and terrorism in the area of operation. We are pro-peace and progress, and we share this ardent goal with the people of Mindanao,” said Lt. Gen. Cirilito Sobejana.



Said ceremony was held at the WestMinCom’s parade ground in Camp Navarro at 7am today.

Another member of the Abu Sayyaf’s Ajang-Ajang faction surrendered Wednesday morning to military authorities in Sulu.

Al-amin Jul-ambri, a.k.a. Albura, yielded to soldiers of Task Force 92 under Joint Task Force Sulu’s 1st Brigade Combat Team. Jul-ambri turned over to military troops his US Garand rifle with pieces of ammunition and a magazine clip. He was then presented to 1BCT Commander Brig. Gen. Leopoldo Imbang, Jr. in Barangay Buhanginan, Patikul at 1:30pm on December 18.



Jul-ambri received a sack of rice and financial assistance from the military. He is now in the custody of TF92 for custodial debriefing.

The surrendered militant is a follower of Abu Sayyaf sub-leader Alkam Uljamal Hadjail. “All military and non-military actions are intensified by our ground forces to dissuade and convince more militants to lay down their arms and abandon their cause to put an end to terrorism in the province,” said JTF Sulu Commander Maj. Gen. Corleto Vinluan, Jr.



“Constant efforts by your armed forces will be exerted to win the hearts of rebels, that they may heed our call and reconsider crossing the line for good,” said Lt. Gen. Cirilito Sobejana, commander of Western Mindanao Command.



“We want lasting peace and development in Mindanao, so genuine reconciliation should be made,” he added.

Four top-ranking officials of the Bangsamoro Islamic Freedom Fighters under the Bungos faction laid down their arms in Maguindanao on Thursday morning.



Military troops identified the returnees as Ibrahim Odin, BIFF’s 3rd Brigade Commander, 2nd Division; Diya Musa, 1st Battalion Commander, 3rd Brigade, 2nd Division; Daud Paglas, admin officer, 1st Battalion, 3rd Brigade, 2nd Division, and Yasser Abunawas, son of Abunawas Damiyog and operation officer, 1st Battalion, 3rd Brigade, 2nd Division.



The rebels surrendered to soldiers of 34th Infantry Battalion in Barangay Indatuan, Northern Kabuntalan at 8:40am on December 19. The group turned over one Barrett rifle, one M16 rifle, one Rocket-Propelled Grenade, one Improvised Explosive Device, and pieces of ammunition.

Troops brought said returnees and firearms to the 34IB headquarters for disposition. “The military encourages even hardcore fighters to surrender to government troops for a chance to rebuild their lives as we are serious in extending peaceful mechanisms to those who contemplate to turn themselves in,” said Maj. Gen. Diosdado Carreon, Joint Task Force Central Commander.



“Peace entails inclusive and participative solutions that we deem it necessary to involve and convince rebels to return to the fold of the law.

With our success, we think this is an effective resolution, and we mean to sustain this campaign,” said Lt. Gen. Cirilito Sobejana, commander of Western Mindanao Command.

The WestMinCom leadership proposed Thursday a new reform program against violent extremism in a meeting with BaSulTa officials in Sulu.



Local officials deliberated on the Broad Reform against Violent Extremism Program introduced by WestMinCom Commander Lt. Gen. Cirilito Sobejana.




“The BRAVE adopts the strategic framework of the Program against Violent Extremism for Peace which depicts the interplay of good governance, law enforcement, and community participation,” said Lt. Gen. Sobejana.



The new reform program focuses on three objectives: 1. eliminating the drivers of violent extremism; 2. comprehensive mainstreaming of former rebels; and 3. sustaining peace and development in the country and in the province, as a whole.

The proposed program is “an expanded version of the PAVE which it seeks to supplant” as the return, reform, and reintegrate phases of the latter is incorporated in the mainstreaming/empowering phase of the proposed new program, added Lt. Gen. Sobejana.



Basilan Governor Hadjiman Hataman-Saliman, Sulu Governor Abdusakur Tan, Tawi-Tawi Governor Yshmael Sali, and Basilan Congressman Mujiv Hataman attended the said meeting.

Joint Task Forces Commanders and other officials were also present during the meeting held at the Capitol Site in Bangkal, Patikul on December 19.

Presidential Adviser on Peace Process Carlito Galvez said yesterday that there should be no pre-conditions for the resumption of peace talks between the Philippine government and the National Democratic Front.

This developed as 131 members of the House of Representatives crossed party lines to call for the resumption of peace talks in a resolution citing previous agreements such as the Hague Joint Declaration of 1992 and the Stand-Down Agreement in 2018.

Galvez expressed support for the peace talks, but said there should be no release of NDF peace consultants, which was allowed before.

Earlier, President Rodrigo Duterte had said he is giving peace negotiations with the Communist Party of the Philippines (CPP) another shot, months after he officially slammed the door on the possible resumption of peace talks with the communist group.

Ka Juanito Magbanua, spokesman of the NPA Apolinario Gatmaitan Command, said in a statement that war hawks in the military-laden cabinet of President Duterte are working against the resumption of peace talks, and are actively sabotaging goodwill measures, including the ceasefire for holidays, and release of sickly and elderly political prisoners on humanitarian grounds, including Ka Frank Fernandez and Ka Cleofe Lagtapon.

Col. Inocencio Pasaporte, 303rd Infantry Brigade commander, reiterated yesterday that they will continue their normal peace and development campaign during the holiday season, to protect communities from possible violent attacks of the New People’s Army, in connection with the 51st founding anniversary of the Communist Party of the Philippines.

On Nov. 23, 2017, President Rodrigo Duterte, through Proclamation 360, shelved the peace negotiations between the national government peace panel and the NDF consultants due to the series of attacks waged by NPA rebels against state forces and civilians.

But Duterte said he is giving peace negotiations with the CPP another shot, months since he officially slammed the door on the possible resumption of peace talks with the communist group.*
