The Mt. Alip Sub-Regional Operations Command of the New People’s Army in Far South Mindanao captured and held as Prisoners of War (POWs) two 39th IB-Philippine Army troopers at around 7:00 am of February 2 in Brgy. Telafas, Colombio, Sultan Kudarat province.
The two POWs are Sgt. Solaiman Calocop, 46, serial number 819608 and Pfc. Samuel Garay, 28, serial number 901760. Both soldiers are members of the Peace and Development Outreach Program team based in Brgy. Datal Blao, Colombio.
The NPA custodial force has treated them well in accordance with the provisions of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) and the NPA regulations.
POW Calocop and POW Garay are currently under investigation for their involvement in the crimes perpetrated by the 39th IB against the people and against the revolutionary movement. If probative evidence is established to link either or both of them, appropriate case will be filed at the People’s Court or at the NPA’s military court.
The arrest of the two POWs was undertaken as an active defense action against the 39th IB that is responsible for the massive counter-revolutionary operations and attacks in various communities in Cotabato.
Even while the GRP’s own unilateral ceasefire declaration was still in effect, the 39th IB committed grave violations of human rights and the international humanitarian law that include the following:
Establishment of military detachments in the civilian villages of Brgy. Asbang, Matanao, Davao Sur and in Brgy. Datal Blao, Colombio, Sultan Kudarat;
Psy-war and harassment of civilians being accused as supporters of the revolutionary movement;
Food blockade and restriction in the economic activities of the peasants and Lumad;
Regular combat operations in areas that sow fear among civilians and gravely affect their activities.
The 39th IB carried out offensive action against an NPA unit doing mass work in Matalam, North Cotabato.
The aggressive counter-insurgency attack of the AFP through the PDOP is undeniable. It targets and forcefully neutralizes suspected supporters and sympathizers of the revolutionary movement. It also fortifies their intelligence network as an integral component of their TRIAD operations of civic-military operations, combat and intelligence operations.
The PDOP’s necessary mission is to carry out AFP offensives by locating NPA units they target for armed attacks. Even during their 6-month long unilateral ceasefire, AFP combat troops have been forward deployed against the NPA units across the country.
The incessant military operations of the AFP under the then Enhanced Oplan Bayanihan and the present Oplan Kapayapaan in many civilian communities across the country are a devilish ploy dressed up as peace and development program. Oplan Kapayapaan is a fascist counterinsurgency campaign devised to sabotage the Filipino people’s desire for a genuine, just and lasting peace.

The Communist Party of the Philippines (CPP) calls on the Filipino people, especially the youth, to oppose the plan of the Duterte regime to restore compulsory military training for college level students as this will only be used for “fascist mind-conditioning” and for mobilizing the youth in Duterte’s “all-out war against the people.”
Duterte on Tuesday approved of the plan to restore mandatory Reserved Officers Training Corps (ROTC) for Grade 11 and 12 students and has certified this proposed law as urgent.
The AFP wants to immediately restore the ROTC in order to serve as training ground for additional officers in the AFP in the effort to increase the size of the military to be used in the all-out war against the New People’s Army (NPA).
The proposal claims that its objective in restoring the ROTC is to “instill patriotism, love of country, moral and spiritual values, respect for human rights.”
“This is pure hogwash,” said the CPP. “The AFP is the antithesis of patriotism, having been a tool for colonial subjugation when it was first created by the US imperialists as the Philippine Scouts.” The CPP pointed out that the AFP continues to be guided by US counter-insurgency doctrine and remain reliant on US funding and arms support.
“The Party calls on the students and youth to unite and oppose the return of the ROTC,” said the CPP. “The ROTC will only subject the students to the abusive military trainings, corrupt influences, fascist mind-conditioning and pro-US psywar of the AFP.”

The Communist Party of the Philippines (CPP) joins the Filipino people in condemning GRP President Rodrigo Duterte for arbitrarily terminating the GRP-NDFP peace negotiations.
Duterte has gone berserk and upturned the entire peace process facilitated by the Royal Norweigian Government. He has wasted the achievements attained in peace talks over the past few months. He has crushed the people’s aspiration to carry out peace negotiations as a means of resolving the roots of the ongoing civil war.
The CPP denounces the arrest last Monday of NDFP peace consultant Ariel Arbitrario in Davao City, together with two workers activists. The CPP assails the Duterte order to rearrest and detain all JASIG-protected NDFP consultants, particularly those who were released last August for the talks. He has ordered as well the arrest of those who had been ordered released by the courts long before Duterte became GRP president.
Not only will rearresting the NDFP consultants be a gross violation of the JASIG, it will also be the height of treachery and will prove him incapable of respecting agreements.
Furthermore, rearresting NDFP consultants on Duterte’s orders, even when there are no outstanding court orders, will be tantamount to flaunting the law and exercising despotic authority.
The besieged NDFP consultants can avail of the security of the NPA and enjoy the freedom in the guerrilla zones.
Duterte is proving to the NDFP and the people how difficult it is to conduct serious negotiations with a doublespeaking thug who only recognizes his own rules. He is presenting himself a charlatan who does not know the true meaning of just and lasting peace.
Contrary to his claim of “having done everything”, Duterte has in fact done very little to advance peace talks. Indeed, he released 18 NDFP consultants, because otherwise he would have no one to talk to. But, as Duterte is now proving, the consultants were never completely free as they constantly were under threat of rearrest the moment the peace talks did not go along his whims. He has also failed to release all political prisoners, a promise he has repeatedly made.
Duterte has chosen to terminate peace talks when he could no longer use it to compel the CPP and NPA to a prolonged ceasefire that has left the people defenseless against AFP military operations. The termination of the CPP and NPA ceasefire signals the revolutionary forces will not accept pacification or surrender. The thug that he is, Duterte will not have any of the CPP’s assertion of its revolutionary integrity.
The revolutionary forces denounce Duterte for regarding the CPP, NPA and NDF as “a terrorist group.” In doing so, Duterte has effectively joined the US imperialists in its terrorist-tagging just a few days after his negotiating panel agreed to ask the US to remove the CPP, NPA and Prof. Jose Ma. Sison from its list of so-called “foreign terrorists.”
Indeed, Duterte appears to have acceded to many of the US plans including that of building military facilities inside AFP camps in line with EDCA and carrying out 256 war exercises with the VFA. He is now proving his anti-US rhetoric of the past months as a completely hollow enticement for Filipino patriots.
The Filipino people must prepare against Duterte’s all-out war declaration. Judging by his record in his Oplan Tokhang, Duterte’s all-out war is bound to set his fascist dogs in the AFP in a wild spree of human rights abuses against the people and gross violations of civil liberties. The abuses perpetrated by the AFP over the past months are set to worsen. The people must be ready to vigorously oppose any scheme to impose martial law or martial law-style rule and rehabilitate and reinstate the Marcoses to power.
Duterte’s declaration of an all-out war is an empty taunt. All past reactionary regimes have dreamt of defeating the NPA and the people’s war. All have failed.
The New People’s Army is ever ready to face Duterte’s all-out war. The AFP is overstretched. It could not even defeat the NPA in Eastern Mindanao despite its all-out offensives of the past four years. It will fail stem the nationwide growth of the NPA. Duterte’s all-out war will be completely frustrated. The NPA and the revolutionary movement will definitely outlast the Duterte regime.
The workers, peasants and ordinary toiling people continue to suffer oppression and exploitation. Their clamor to wage and intensify the people’s war continues to grow.
Over the past months, Duterte’s reckless demagoguery has painted himself into a corner, antagonizing the people with the killing spree in his so-called war against drugs and perpetrating such anti-people policies of contractualization, cheap labor, landgrabbing and so on. He has now antagonized all peace-loving sectors of the Philippines. Not for long, he will only have the AFP’s fascist dogs for company.
The Party calls on the Filipino people to build a broad united front to demand peace talks and vigorously oppose countryside militarization and extrajudicial killings in the “anti-drug war” and all-out war and resist the worsening tyrannical rule under Duterte.

Royal Thai Air Force Chief-of-Staff visits Philippines

The Chief-of-Staff of the Royal Thai Air Force Air Chief Marshal John Rungswang with other Thai air force officials visited the Philippines on February 7 to 8.
The visit is part of “exchanging insights of every allied country for its betterment,” the Philippine Air Force said.
The RTAF visit also aimed to foster and enhance bilateral cooperation between the two Air Forces, PAF said.
Air Chief Marshal Rungswang was accorded by the Philippine Air Force with military honor upon his arrival at the PAF HQ Quadrangle with the PAF Commanding General, Lieutenant General Edgar R Fallorina AFP, as the military host.
The Thai air force chief also participated in wreath lying ceremony to honor the glorious days of all the fallen airmen.
The Thai military officials also toured around some of Manila’s historical places such as the Rizal Park, Intramuros, and Manila Cathedral, PAF said.

A development worker, alleged to be a leader of the New People's Army, yesterday cried foul over her arrest for the death of an Army junior officer seven years ago, as she maintained she is innocent of the accusations against her.
Rogina Navarro Quilop, according to Capt. Eduardo Precioso, 303rd Infantry Brigade Civil Military Operations officer, was apprehended Tuesday night, by virtue of an arrest warrant for murder, in Bacolod City, in connection with the killing of 1Lt. Archie Polenzo on March 2010.
“If I killed somebody, I should have gone into hiding,” Navarro, said in an interview with RMN DYHB.
She also debunked allegations that she is connected to the CPP-NPA.
Navarro was arrested in Bacolod City by operatives of the Criminal Investigation and Detection Group Region 10, who were assisted by the Philippine Army.
She admitted having been arrested before for an arson case, that was already dismissed by the court.
Navarro said she is working as an administrative officer of the Center for People's Resources Services, that extended help to victims of Typhoon Yolanda.
She added that the filing of trumped-up charges against her, may be part of the all-out war of President Rodrigo Duterte against the CPP-NPA-NDF.
Navarro added that she will leave it to her counsel as to what legal remedies they may employ, claiming that she was illegally-detained.
She added that she was not accorded due process.
Other rebel leaders, including Rogelio Posadas and Nilda Bertulano, and alleged church worker Aniceta Rojo, were also arrested in previous years for the death of Polenzo.
Posadas and Bertulano, however, were later freed from jail, after they managed to post bail, while Rojo was acquitted, after a fiscal withdrew the case against her.

In the last 48 hours, New People's Army guerrillas burn to the ground trucks and heavy equipment being used in government road projects in various parts of the country

Communist rebels killed a soldier, abducted a policeman, and burned to the ground trucks and heavy equipment in a series of attacks in various parts of the country in the last two days.
New People's Army guerrillas have launched attacks against government forces since the NPA ended its unilateral ceasefire on February 1, and President Rodrigo Duterte did the same on February 3, cancelling the peace talks as well.
The President has also terminated the safety and immunity guarantees of political prisoners who were released as National Democratic Front consultants in the peace negotiatons. An immigration lookout bulletin has been issued against these consultants.
Attack in Cagayan
In Sto Niño town in Cagayan province, Private First Class Rowel Tabuada was killed in a firefight between the government troops and communist rebels on Wednesday, February 8.
Lieutenant Colonel Rembert Baylosis, commanding officer of the 17th Infantry Battalion (IB) of the Army, said in a phone interview that an army troop was conducting "security operation" in Balanni village.
This was after they received complaints from residents that there were NPA guerrillas in the area even before President Duterte ended the ceasefire with the Left.
Baylosis claimed on Thursday, February 9, that 5 rebels were also wounded in the clash.
Mining trucks torched in Benguet
In Sitio Tapak, Barangay Ampucao, in the municipality of Itogon, Benguet, alleged NPA fighters burned to the ground two Philex Mining Corporation trucks at 7:30 am Thursday.
Police Senior Superintendent Angelito Casimiro, the police’s deputy regional director for operation, said 5 men introduced themselves as NPA members before setting the trucks on fire.
Benguent provincial police are pursuing the suspects.
On Thursday morning, too, authorities arrested an NPA member, who is facing charges of frustrated murder for burning vehicles also owned by Philex Mining.

In Quezon province, communist rebels set to fire one dump truck, two mixers, and one bulldozer being used in the construction of the circumferential road in Sitio Centro, Barangay Casay, San Francisco town, on Wednesday night.
Lieutenant General Ferdinand Quidilla, commander of Southern Luzon Command of the Armed Forces of the Philippines, said the NPA guerrillas launched the attack after “the refusal of the Rapid Foremost Construction Company to give in to the NPA’s extortion demands.”
Murder, kidnapping in Bukidnon
Meanwhile, in Talakag town in Bukidnon, NPA fighters killed one resident, burned 4 heavy equipment and a generator set, carted 5 motorcycles from the commuters, and kidnapped one Philippine National Police personnel and another unidentified person at around 5 am on Thursday, February 9.
According to investigators from the Talakag Municipal Police Station, the NPA fighters forcibly took a certain Lito Siagan Atoy from his residence and brought him to Barangay Tikalaan.
In the said village, they had set up a checkpoint, where they stopped and abducted Police Officer 2 Anthony Natividad of the Kalilangan Municipal Police Station and another unidentified person at around 6 am.
The rebels also took away 5 motorcycles from commuters.
At around 7 am, the NPA burned to the ground two dump trucks, one generator set, one mixer, and one backhoe owned by the Mindanao Rock Corporation. The equipment were being used in the construction of a national highway designed to connect Bukidnon towns.
The rebels killed Atoy in the same location, then withdrew toward the direction of Lanao del Sur, bringing along their two captives.
Colonel Eric Vinoya, 403rd Infantry Brigade commander, has directed the 1st Special Forces Battalion, jointly with the PNP, to pursue the suspects.

Communist rebels killed a soldier, abducted a policeman, and burned to the ground trucks and heavy equipment in a series of attacks in various parts of the country in the last two days.
New People's Army guerrillas have launched attacks against government forces since the NPA ended its unilateral ceasefire on February 1, and President Rodrigo Duterte did the same on February 3, cancelling the peace talks as well.
The President has also terminated the safety and immunity guarantees of political prisoners who were released as National Democratic Front consultants in the peace negotiatons. An immigration lookout bulletin has been issued against these consultants.
Attack in Cagayan
In Sto Niño town in Cagayan province, Private First Class Rowel Tabuada was killed in a firefight between the government troops and communist rebels on Wednesday, February 8.
Lieutenant Colonel Rembert Baylosis, commanding officer of the 17th Infantry Battalion (IB) of the Army, said in a phone interview that an army troop was conducting "security operation" in Balanni village.
This was after they received complaints from residents that there were NPA guerrillas in the area even before President Duterte ended the ceasefire with the Left.
Baylosis claimed on Thursday, February 9, that 5 rebels were also wounded in the clash.
Mining trucks torched in Benguet
In Sitio Tapak, Barangay Ampucao, in the municipality of Itogon, Benguet, alleged NPA fighters burned to the ground two Philex Mining Corporation trucks at 7:30 am Thursday.
Police Senior Superintendent Angelito Casimiro, the police’s deputy regional director for operation, said 5 men introduced themselves as NPA members before setting the trucks on fire.
Benguent provincial police are pursuing the suspects.
On Thursday morning, too, authorities arrested an NPA member, who is facing charges of frustrated murder for burning vehicles also owned by Philex Mining.

While insisting that they would arrest National Democratic Front (NDF) consultants using only the "rule of law" and proper legal procedures, police said there are "many ways" to nab personalities ordered arrested by President Rodrigo Duterte.
"Not necessarily," said Criminal Investigation and Detection Group (CIDG) chief Director Roel Obusan on Thursday, February 9, when asked if they needed to wait for court orders.
Duterte earlier said NDF consultants who were released on bail to join the peace talks should be imprisoned again "once they arrive in the Philippines."
"Maraming paraan – may warrantless, dependent kung mag-commit sila ng crime ngayon, in flagrante delicto namin (There are many ways – there's warrantless arrest, depending on if they commit the crime now, and we catch them in the act). And remember, rebellion is a continuing crime," added Obusan.
Among those named were Benito and Wilma Tiamzon, alleged top leaders of the Communist Party of the Philippines (CPP).
The CIDG has been tasked to spearhead efforts to arrest the Tiamzon couple, as well as the following consultants:
"Some of them have ongoing cases. They were arrested before because of a case, either there was a warrant or they were caught via inquest because this was an ongoing case. They were released temporarily so they could join our peace efforts. But now they don't want peace and they want to run, cover in the auspices of what is legal. But you are doing illegal [things]," added the CIDG chief, who is also a lawyer.
Back to the underground
Several NDF consultants have since returned underground after the end of the ceasefire between the two sides, the scrapping of the peace talks, and Duterte's subsequent decision to terminate the Joint Agreement on Safety and Immunity Guarantees (JASIG).
The JASIG assures NDF negotiators of safe passage and immunity from arrest.
In a letter posted on social media, Ladlad's wife Fides Lim appealed to Philippine National Police (PNP) chief Ronald dela Rosa not to "hurt" her husband and to "recognize his basic rights."
Ladlad, said Lim, "has left the house since President Duterte announced that arrests will be made."
"Should you still go to our house to arrest him, please just look for me and I'll talk to you. We live with my very old parents who are sickly and very fragile. I don't want your arresting unit to do anything that will upset or bring harm to them and our family," she wrote.
Another NDF consultant, Kennedy Lao-ing Bangibang, has also apparently gone missing following Duterte's pronouncements. Bangibang is an NDF consultant for Cordillera and minority affairs. He was arrested in 2013 but was released alongside other political prisoners to join the peace talks.
Bangibang was part of the NDF's Reciprocal Working Committee on Socio-Economic Reforms during the negotiations.

Indonesia said it had accepted an Australian apology after teaching materials deemed offensive to Jakarta led to a partial suspension of ties, as the neighbors sought to end their latest row.
The dispute erupted last month when the Indonesian armed forces announced it was putting military cooperation with Australia on hold after the materials were found at an Australian army base where Indonesian forces were training.
After initially announcing a full freeze, Indonesia later insisted the suspension was only partial and applied to joint language training.
The materials, which were spotted by a visiting Indonesian officer, contained comments deemed offensive on subjects including the Papua region's independence movement and Indonesia's state ideology known as Pancasila.
It was just the latest row between the neighbours, whose relationship has been beset in recent years by disputes over Jakarta's execution of Australian drug smugglers and Canberra's hardline policy of turning migrant boats back to Indonesia.
In a bid to resolve the row, Australian Army Chief Angus Campbell visited Jakarta on Wednesday to meet with Indonesia's military chief Gatot Nurmantyo.
Campbell offered an apology, said that Australia was suspending the Indonesian language education program to make improvements, and insisted all personnel involved in the incident had been punished, according to a statement from the Indonesian military.
“Nurmantyo accepted the apology and noted that in an era of global competition, unity and friendship are a necessity,” said the statement released late Wednesday after the talks.
The partial military suspension will stay in place for now. Nurmantyo will report to Indonesian President Joko Widodo on whether he believes full ties should be restored, the statement added.
Earlier Wednesday, Indonesian Security Minister Wiranto played down the row, insisting their relations were "very strong" and noting Widodo planned to visit Australia later this month.
The minister, who goes by one name, said "small incidents" should not "rattle the good relations between the two countries."
There have been tensions between the neighbours' militaries in the past.
Australia suspended training with notorious Indonesian army unit Kopassus over the notorious unit's role in human rights abuses in East Timor in 1999 as the then-Indonesian territory geared up for independence, but it resumed several years later.

Ka Emil of the New People’s Army Northern Mindanao said they captured Police Officer 3 Jerome Natividad of the Kalilangan town police station who passed through the checkpoint set up by rebels along the Tikalaan-Dominorog road.
He said a local toughie identified as Lito Siagan Atoy, 48, a resident of Barangay Tikalaan, Talakag town was killed for “crimes committed against the residents” in Tikalaan and Dominorog.
Ka Emil they confiscated an M16 rifle and a caliber .45 pistol from Atoy.
“Bandido man na nga tawo (Atoy). Extortionist pud and kawatan og mananap sa Talakag, Bukidnon (He is a bandit. He is an extortionist and a thief of animals in Talakag, Bukidnon),” Ka Emil said in his text message to MindaNews.
He added the rebels caught a retired government intelligence officer but released him later for “humanitarian purposes”.
Capt. Joe Patrick Martinez, spokesperson of the 4th Infantry Division said the rebels burned several equipment owned by Mindanao Rock Corporation, a firm that is constructing a portion of the Tikalaan-Dominorog road.
Martinez said the rebels burned a backhoe; a dump truck; a mixer and a generating set owned by the company.
He said they also took seven motorcycles that they used i fleeing toward the direction of Lanao del Sur province.

Sea crafts and water vessels, big or small will soon be using plate numbers much like those issued to land transport units.
In yesterday's edition of Huruhimangraw ha PIA aired at Aksyon Radyo DYMS in Catbalogan, two Philippine Coast Guard personnel explained the program called Safety, Security Environment Numbering (SSEN) system.
This is aimed at enhancing marine environmental protection, maritime security and safety.
Under this program, all types of Philippine registered ships/watercrafts regardless of size, utilization and propulsion need to register with the Coast guard.
Registration is free, vessel plates are also free and that renewal will take place after every three years, said Coast Guard Noli Torres, Jr in the PIA-Samar interview.
And like those land vehicles with LTFRB numbers, the motorboats will also bear some letters and numbers where the vessels originate, said fellow Coast Guard Joseph Hamtig.
The duo said that it is necessary to register the seacrafts to ensure that these are not used in illegal activities and if they are used, it will be easy to track them down.
In Samar, as there are island towns and barangays, accessible only through water transport, PCG has called a public consultation on February 3, 2017 to get the pulse of the boat owners and operators whether for fishing, passengers, cargo or even those just using paddles and not necessarily having engine in their boats.
Generally, the audience they consulted, said their ground commander Salby Habdulla are amenable to the program.

Ten former members of the New People’s Army (NPA), who surrendered to Philippine Army in Ilocos Sur in the last quarter of 2016, have received their cash benefits and assistance through the Comprehensive Local Integration Program (CLIP) of President Rodrigo R. Duterte on Wednesday.
Lieutenant Col. Eugenio Julio C. Osias IV, commander of the Philippine Army’s 81st Infantry Battalion which covers the provinces of La Union, Ilocos Sur, and Ilocos Norte, said that a total amount of P807,000.00 cash assistance was jointly handed-over by Ilocos Sur Governor Ryan Luis V. Singson and Major General Angelito M. De Leon, commander of the Army’s 7th Infantry “Kaugnay” division, in a simple ceremony at the provincial capitol.
De Leon emphasized that the CLIP is a complete package program for NPA rebels and active supporters (Milisyang Bayan), who want to go back to the folds of government and start a peaceful and productive new life.
“It is the duty of the public officials to ensure that every program on peace and development initiative of the government is well delivered and implemented to the concerned individual. This is a concrete proof of collaborative efforts of all concerned government officials and agencies for the delivery of government programs to the people,” De Leon said.
He said that the awarding of the cash assistance to 10 former rebels shows the sincerity of the government to end the conflict between the CPP-NPA-NDF and to focus on law enforcement efforts in bringing peace and development in the country.

Ten former members of the New People’s Army (NPA), who surrendered to Philippine Army in Ilocos Sur in the last quarter of 2016, have received their cash benefits and assistance through the Comprehensive Local Integration Program (CLIP) of President Rodrigo R. Duterte on Wednesday.
Lieutenant Col. Eugenio Julio C. Osias IV, commander of the Philippine Army’s 81st Infantry Battalion which covers the provinces of La Union, Ilocos Sur, and Ilocos Norte, said that a total amount of P807,000.00 cash assistance was jointly handed-over by Ilocos Sur Governor Ryan Luis V. Singson and Major General Angelito M. De Leon, commander of the Army’s 7th Infantry “Kaugnay” division, in a simple ceremony at the provincial capitol.
De Leon emphasized that the CLIP is a complete package program for NPA rebels and active supporters (Milisyang Bayan), who want to go back to the folds of government and start a peaceful and productive new life.
“It is the duty of the public officials to ensure that every program on peace and development initiative of the government is well delivered and implemented to the concerned individual. This is a concrete proof of collaborative efforts of all concerned government officials and agencies for the delivery of government programs to the people,” De Leon said.
He said that the awarding of the cash assistance to 10 former rebels shows the sincerity of the government to end the conflict between the CPP-NPA-NDF and to focus on law enforcement efforts in bringing peace and development in the country.

The incorporation of skills training in Islamic Madrasah schools is seen to be one component to address unemployment and even extremism among the impoverished areas in Mindanao.
Technical Education and Skills Development Authority (TESDA) Secretary Guiling Mamondiong told members of the media this morning (February 9) that the agency has been tasked by President Rodrigo Duterte to make use of Madrasahs as “skills training centers” so that the students will eventually gain the necessary qualities to be part of the work force.
“In the Madrasah school system, the students are taught mainly Arabic and Islamic studies,” said Mamondiong, “but after that, where will they go?”
“We have to help students of Madrasah, we will teach them livelihood,” he added.
He shared that Madrasahs are only open on weekends, and not during weekdays. “We have to make use of the valuable time to help the students learn.”
Mamondiong explained that one of the factors that cause extremism is the lack of skills. “If they do not have any skills for a livelihood and then their families are hungry, they may resort to extremism,” he said. “This is a skills program to address that.”
The TESDA chief invited all sectors to be advocates of peace. “Without peace, there is no real national development,” he said, adding that they have been in constant talks with different groups for this purpose. “Even in the family, if there is no peace, there can be no prosperity.”
TESDA has initially allocated 60,000 scholarship slots for Mindanao, particularly ARMM and the predominantly Muslim-populated towns. “But if this number is not enough, President Duterte instructed to add more,” Mamondiong said. The budget for the scholarships is Php300-Million for 2017 alone, he added.

The United States Agency for International Development (USAID) through its Water Security for Resilient Economic Growth and Stability (Be Secure) Project has launched a handbook to guide journalists in reporting on water security.
The handbook titled “Reporting on Water Security: A Guide to Journalists” was launched on Wednesday during a media forum on water security and climate change in Makati City.
Senator Loren Legarda, Senate Committee on Climate Change chairperson and the forum’s keynote speaker, and Clay Epperson, USAID-Philippines deputy mission director, led the launching of the handbook.
“Water is a basic need, yet it is a resource that we have taken for granted,” Legarda told the forum participants.
“This handbook provides you with quick access to information on water and climate change issues and proposed solutions so that you can easily incorporate these into your mainstream media reporting,” Be Secure Project stated on the handbook.
As partner for change, the Be Secure Project recognized the important role the media can play in raising the volume on water security issues; bringing attention to solutions; and educating, informing, and inspiring people to take action.
The 60-page handbook content’s are the following: why address water issues?; water resources in the Philippines; how does climate change impact our water resources?; Philippine laws and programs pertaining to water, sanitation and climate change; how can we ensure long-term water security in the Philippines?;
Reforming the Philippine water sector and establishing a water regulatory commission; amending the Philippine water code; mainstreaming water demand management; promoting sustainable sanitation; increasing climate resiliency of water resources; suggested topics for articles on water and climate change; and, water alliance.
Be Secure Project said that water scarcity in the Philippines is caused by many factors, including climate change, the country’s growing population, and inefficient water use.
“Public awareness activities on water issues to influence policies, practices, and initiatives are an important task that you, the media, can take on. Earning commitment from decision-makers to prioritize these issues will positively affect the lives of millions of Filipinos who are already experiencing or facing the prospect of water-scarce future.”
“Let us not wait for the well to be dried before we act because by then it would have been already too late,” Legarda said during the forum.
The forum was attended by mediamen, local government officials and water district officials from the cities of Bacolod, Cagayan del Oro and Zamboanga.

The provincial police office here has confirmed that the communist New Peoples’ Army (NPA) is expanding its presence in the province’s PPALMA area.
The PPALMA stands for the towns of Pikit, Pigcawayan, Alamada, Midsayap and Aleosan, an agri-development cluster in the province.
Sr. Supt. Emmanuel Peralta, provincial police director of North Cotabato, disclosed that the NPA has penetrated some villages of PPALMA in their recruitment activity.
The rebels are conducting small group discussions or “pulong-pulong” to indoctrinate young minds of their ideology, an initial step before joining the communist organization.
Peralta said they have received intelligence reports that the rebels continue with their recruitment activities even during peace talks.
Both police and military are currently tasked to partner with local officials to conduct symposiums in villages to expose the anti-development acts of NPA rebels.
On Feb. 7, alleged NPA members shot to death a certain Edwin Ijara, a para-military member in Barangay Balete here.
Ijara was riding a motorbike when waylaid by armed men in a secluded portion of the road in the village.
“It was the NPA who assassinated Ijara,” Peralta asserted.
Meantime, military and police forces are intensifying their anti-insurgency operations across the province.
Recent NPA sightings have also been reported in the towns of Arakan, President Roxas, Makilala, Magpet, Tulunan, M’lang and Kidapawan City, all in the province’s second district.

A total of eight members of the communist New People’s Army (NPA) have surrendered to authorities since February 1, the 10th Infantry (Agila) Division of the Philippine Amy said on Thursday.
In a statement, Captain Rhyan Batchar, spokesperson of 10th ID said the surrender of eight rebels was the offshoot of offensive operations of the army in the area after the unilateral ceasefire of the government was lifted by President Rodrigo Duterte.
“This is the immediate result of the offensives we launched. These NPAs decided to go back to the folds of the law and live peacefully in their respective families and communities,” Batchar said in a phone interview Thursday.
For security reasons, the real identities of the rebels who recently surrendered were withheld, as Batchar only identified them through aliases.
He said that alias Junie Mike, Tenen, Ranil, Jimboy and Francis surrendered to the troopers of the 67th Infantry Battalion in Davao Oriental while Robert and Rustom yielded to the 73rd Infantry Battalion in Davao Occidental.
“Junie surrendered on February 1 after the encounter in Sitio Paliwason, Barangay Lambog, Manay, Davao Oriental last February 1, while Mike, Tenen, Ranil and Jimboy on February 7, as a result of the offensive operations launched by 67th IB. Francis returned to the folds of the law on February 8, after being with the NPA for less than two months. They are all members of Guerilla Front 15,” Batchar said.
He added that Robert and Rustom are members of Guerilla Front 71, who voluntarily surrendered last February 6 to the 73rd IB.
Hardship and hunger while being with the NPA, including disillusionment forced the eight NPA members to go back to normal lives.
Batchar also reported that offensive operations of the 10th ID also resulted to two encounters, the discovery of five encampments and the recovery of nine improvised explosive devices (IEDs).
Major General Rafael C Valencia, 10th ID commander also called on members of the NPA in the area to return to the folds of the law now.
"They must realize that they are with a terrorist group sowing fear on our own people," Valencia said.
The general also asked the people in the area to encourage NPAs to surrender for the good of their families.

ITOGON, BENGUET – Armed men who identified themselves as members of the New People's Army (NPA) burned two trucks of Philex Mining Corporation at Sitio Tadak, Barangay Central Ampocao, Itogon, Benguet at 8 a.m. Thursday.
Padcal Mines legal officer Eduardo Aratas said the trucks, loaded with gold ore, were on their way to Poro Point in La Union, when a group of armed men wearing ski masks flagged down the trucks.
The armed men introduced themselves as members of the NPA and started burning the trucks.
Police authorities who conducted initial investigation said the armed men ordered the drivers to alight from the truck and move away.
The security escort was also ordered to alight and move away from the trucks after taking his firearm and two-way radio.
The report stated that other vehicles were allowed to pass through before the armed men burned the trucks.
The Police Regional Office – Cordillera Region (PRO-Cor) in coordination with the Armed Forces of the Philippines (AFP) based in the region are now conducting land and aerial pursuit operation for the possible arrest of the suspects.
Check points were set up along the highways to inspect vehicles traveling to and from the municipality.
Meanwhile, Philex truck drivers Danny Bucay Aglugob and Rogelio dela Cruz Dulaguete, and security escort Danny Halip Bag-an were unharmed.
Police said the armed group may belong to the Chadli Molintas command of the NPA operating within the tri-boundaries of the Cordillera, Ilocos and Cagayan Valley regions.

The incident took place around 1:15 p.m. at Baragay Mati, Western Mindanao Command spokeperson Capt. Jo-ann Petinglay said.
She added that troopers from the 53rd Infantry Battalion were conducting routine security patrols in the area when they spotted several members of the NPA's Sandatahang Yunit Panggubatan Kara, Western Mindanao Regional Party Committee, triggering a brief firefight.
The rebels quickly fled leaving behind four cellular phones, several AK-47 automatic rifle and .45 pistol rounds, a medical kit, several backpacks filled with personal belongings and documents.
No losses were sustained by both sides in the above-mentioned engagement.
Petinglay said troops are still conducting pursuit operations as of this posting.

Justice Secretary Vitaliano Aguirre II ordered the Bureau of Corrections (BuCor) to conduct an investigation on a report stating that some inmates temporarily detained at the Armed Forces of the Philippines (AFP) Custodial and Detention Center are given special privileges.
”In connection thereto, you are hereby directed to investigate and verify such report. If so warranted by your investigation, any special privileges granted to these inmates, be it in the form of special favors, improvements and equipments in violation of the Memorandum of Understanding (MoU) between the Department of National Defense (DND) and Department of Justice (DoJ), shall be immediately confiscated or dismantled,” Aguirre said in his one page memorandum to BuCor chief Benjamin Delos Santos issued on Wednesday.
Aguirre has earlier denied claims of Senator Leila De Lima stating that he has restored the privileges of inmates of the New Bilibid Prison (NBP) who testified in the inquiry of the House of Representatives on the proliferation of illegal drugs at the national penitentiary.
“I absolutely deny it. I made no such order. However, allow me to point out that Senator De Lima used the term “restores, it only means that she is admitting that such privileges that she claims were restored were existing during her time as Secretary of Justice!”, Aguirre said.
“She must be referring to her stint as Secretary of Justice when such privileges abounded and were tolerated in the NBP. She must have a lot of spare time to reminisce about her past. You can only reminisce about factual things, things that actually happened,” he added.
Aguirre remained unfazed as he dared de Lima to present evidence to back her accusation.
“If she has the evidence, then present it,” Aguirre said, adding that since he started his stint as DOJ chief, such ”privileges” of the inmates were cut.

She said among these privileges were the use of cellular phones and other electronic gadgets, television, airconditioning units and even Internet access.
The use and or possession of such devices inside the New Bilibid Prison are strictly prohibited with Aguirre himself saying last year that the illegal drugs trade proliferated of the inmates proliferated due to the presence of communication gadgets which allowed them to contact their cohorts outside.
De Lima said if Aguirre will deny such accusation, she will show the evidence to members of the Commission on Appointments which is tasked to deliberate on and approve the appointment of Cabinet officials.
The CA has deferred the confirmation of Aguirre due to the opposition of Senator Antonio Trillanes IV.

Justice Secretary Vitaliano Aguirre II ordered the Bureau of Corrections (BuCor) to conduct an investigation on a report stating that some inmates temporarily detained at the Armed Forces of the Philippines (AFP) Custodial and Detention Center are given special privileges.
”In connection thereto, you are hereby directed to investigate and verify such report. If so warranted by your investigation, any special privileges granted to these inmates, be it in the form of special favors, improvements and equipments in violation of the Memorandum of Understanding (MoU) between the Department of National Defense (DND) and Department of Justice (DoJ), shall be immediately confiscated or dismantled,” Aguirre said in his one page memorandum to BuCor chief Benjamin Delos Santos issued on Wednesday.
Aguirre has earlier denied claims of Senator Leila De Lima stating that he has restored the privileges of inmates of the New Bilibid Prison (NBP) who testified in the inquiry of the House of Representatives on the proliferation of illegal drugs at the national penitentiary.
“I absolutely deny it. I made no such order. However, allow me to point out that Senator De Lima used the term “restores, it only means that she is admitting that such privileges that she claims were restored were existing during her time as Secretary of Justice!”, Aguirre said.
“She must be referring to her stint as Secretary of Justice when such privileges abounded and were tolerated in the NBP. She must have a lot of spare time to reminisce about her past. You can only reminisce about factual things, things that actually happened,” he added.

The MOA is possible as the AFP possesses idle tracks of land that can be leased or jointly developed, resulting in additional funds for its modernization, DND Secretary Delfin Lorenzana said.
Also, Republic Act No. 10349, otherwise known as the "Revised AFP Modernization Act" provides that the AFP Modernization Act Trust Fund may be sourced from the proceeds of the sale, lease or joint development of military reservations, as may be authorized by the President.
According to the MOA, the BCDA is designated as one of the "disposition entities" for unused military camps/ reservations specifically identified by the DND and AFP to raise funds for the modernization program, pursuant to Section 6 of Republic Act 10349.

To improve police crime-fighting capabilities and discipline, Senate President Aquilino Pimentel III on Thursday proposed to have ‘Balikatan’-type (Shoulder-to-Shoulder) military exercises for the Philippine National Police (PNP).
Balikatan exercises exist under the Visiting Forces Agreement (VFA) between the Philippines and US armed forces.
Pimentel said that PNP’s version of the exercise could be called ‘Kapatiran’ and undertaken jointly with police forces of other countries.
He further said that a European delegation that he met recently was receptive to the idea of an exchange training program.
"The Balikatan-type model is a good starting point because it focuses on training and enhancing the capabilities of our Armed Forces," Pimentel said.
He said the government would first have to determine if a model could be developed that would allow the PNP to benefit from the expertise of the advanced police force of another country in traditional areas of crime-prevention, investigation, crime-solving and peace-keeping.
This way, Pimentel said that regular exchanges of police personnel could improve the PNP’s readiness in responding to crimes and improving even discipline.
He said that his proposal could help PNP grow into “a modern and capable police force.”
It would also benefit LGUs across the country, because most crimes are “local in nature and need the local police to solve them.
“We begin with the training on crime-fighting and crime-prevention, and if we are successful here, we will start looking in areas where we could improve police efficiency and capability,” Pimentel added.

An estimated force of 200 suspected New People's Army (NPA) have attacked a private home in Talakag, Bukidnon, abducting the owner and two government personnel, including one police officer, Thursday morning.
Aside from the above-mentioned atrocities, the NPAs also torched one backhoe, one dump truck, a mixer and a generator set belonging to the Mindanao Rock Corporation.
Capt. Joe Patrick Martinez, 4th Infantry Division public affair officer, said the incident took place around 5 a.m.
At that time, 200 suspected rebels forcibly entered the home of one Lito Siagan Atoy, 48, married, at Barangay Tikalaan of the above-mentioned locality.
He added that some of the rebels dragged Atoy and two government personnel, whom they chanced upon at Kilometer 28 of Barangay Tikalaan, before fleeing aboard seven motorcycles.
At this point, the rebels also destroyed the heavy equipment they stole from Mindanao Rock Corporation before heading towards the direction of Lanao Del Sur.
One of the abducted government personnel was later identified as a certain PO2 Natividad of the Kalilangan Municipal Police Station.
Pursuit operations are now being conducted by the 1st Special Forces Battalion, Martinez added.

The AFP Custodial Center serves as an “extension” of the NBP in Muntinlupa City.
The SAF personnel were caught “unaware” and did not expect that they will be visited by the PNP chief.
Dela Rosa advised the SAF in Camp Aguinaldo to do their work properly and not to destroy their good image.
”Sabi ko sa kanilang ayusin nyo yung trabaho nyo dyan because you are doing well in Bilibid tapos masisira kayo dyan kung tutuo man na tumatanggap kayo ng bribe para makapasok yung mga contraband,” Dela Rosa said.
The SAF ground commander assured the PNP chief that they are not committing bribery such that they cannot be bribed (by the inmates).
The PNP chief made such an advise in the wake of the revelation made by Senator Leila M. Dela Lima that the group of Herbert Colanggo were being given “VIP (very important person) treatment” at the AFP Custodial Center as allegedly promised to them by Department of Justice (DOJ) Secretary Vitaliano Aguirre II.

"In our meeting this morning we strengthened the mechanism of the JPSCC particularly the creation of joint cells at the different levels, so in our planning and actions, the Philippine National Police (PNP) and the AFP, will be always together, down to the provincial level," he said in Filipino.
Also given emphasis in the JPSCC meeting is that the AFP and PNP will intensify its operations to fight and defeat the NPA decisively.
"In view of the lifting of the unilateral ceasefire and the cancellation of the talks, we will intensity our operations together the PNP and the AFP to fight the NPA to defeat the armed group and put back into jail all those high ranking personalities (earlier released to help in the peace negotiations)," he added.
And at the moment, the AFP chief said there is no need for the deployment of additional troops in NPA hotspots in Northern and Eastern Mindanao as the military has enough forces in these areas.

This is in wake of the government's lifting of the unilateral ceasefire against the rebels in wake of last week's unprovoked attacks against government troops which resulted in the death of six and abduction of three others.
Lorenzana stressed that all available resources in the Armed Forces of the Philippines (AFP)'s disposal must be used to ensure the quick defeat of the NPA.
"Every action must be purposeful and serve as a means to a higher end, which is to defeat our enemy," he stressed.
The DND chief added that all units and individuals of the AFP shall keep in mind the safety of the communities that might be affected by its operations and its main priority is to protect the innocent civilians whom the defense and military establishments have sworn to defend from any and all harm.

Captain Joash Pramis, public affairs officer of Philippine Army’s 9th Infantry Division based in Pili, Camarines Sur, said in a phone interview that community support programs under the Duterte administration’s Development Support and Security Plan Kapayapaan would proceed in the two provinces as part of the efforts of the government towards eradicating poverty and insurgency in the countryside.
Pramis said the troops deployed in the provinces of Masbate and Sorsogon conducting the community support programs have always been ready to face threats “whether during peace or war time.” The two provinces were once hotbeds of the communist insurgency in the region.
He added that the military and local governments in Masbate and Sorsogon have been working towards finally getting the declaration of “Conflict-Manageable and Ready for Further Development” for the two provinces. The same declaration was already given to the provinces of Camarines Sur, Camarines Norte, Catanduanes and Albay during the previous years.
He also said they received reports of an alleged wave of recruitment of the NPA that went on in Bicol during the previously lifted ceasefire between the government and communist rebels.
“But we are yet to confirm these reports,” he said.

The same declaration was already given to the provinces of Camarines Sur, Camarines Norte, Catanduanes and Albay during the previous years.
He also said they received reports of an alleged wave of recruitment of the NPA that went on in Bicol during the previously lifted ceasefire between the government and communist rebels.

Troopers have captured a New People’s Army (NPA) camp in Remedios T. Romualdez town, Agusan Del Norte province Wednesday morning.
Capt. Joe Patrick Martinez, 4th Infantry Division public affairs office chief, said the operation and subsequent clash with NPA forces took place at around 9:50 a.m. at Sitio Kahanginan, Barangay San Antonio.
In the five-minute firefight, the rebel force of about 10 men quickly retreated and left behind their camp which can accommodate at least 15 armed rebels.
The military also seized an M-14 automatic rifle, subversive documents and assorted food stuff, Martinez said.
No losses were incurred by government troops in the clash.

Masked gunmen who introduced themselves as guerrillas of the New People’s Army burned two trucks delivering ore concentrates from the Philex Mining Corporation’s Padcal mines in Itogon, Benguet Thursday morning.
Eduardo Aratas, legal officer of Philex Padcal, said the trucks were taking the ore to Poro Point in La Union when they were flagged down by the gunmen along the Philex Road between Sitio Tapak and Barangay Ampucao Central.
Benguet police director Florante Camuyot said the gunmen, armed with assault rifles and estimated to number almost 50, did not harm drivers Rogelio de la Cruz and Danny Butay Aglugob and their security escort Danny Halip Bag-an when they stopped and torched the vehicles around 7:20 a.m.
However, they took Bag-an’s service firearm and handheld radio. The incident also caused the suspension of elementary and high school classes in the area.
Benguet police are pursuing the gunmen, who Camuyot believes are guerrillas of the NPA’s Chadli Molintas Command.

Suspected communist rebels burned the heavy equipment of a private road contractor in Quezon province on Wednesday evening, the military said Thursday.
Lt. General Ferdinand Quidilla, commander of the Armed Forces Southern Luzon Command (Solcom), said suspected New People’s Army (NPA) rebels burned a dump truck, two cement mixers and one bulldozer in Sitio Centro in Barangay Casay in San Francisco town around 10:30 p.m.
He said the Rapid Foremost Construction Company was building a circumferential road project in the area.
The military alleged that the company refused to pay so-called revolutionary taxes being imposed by the NPA which led to the destruction of the equipment.
Quidilla said that due to the failure of the communist guerillas to retaliate against military forces, the rebels “resort to inflicting harm and divert (commit) atrocities,” particularly on government projects and civilians in far-flung areas.

MILITANT leaders in Negros Occidental are expecting a crackdown on activists and development workers following the arrest of a suspected New People’s Army (NPA) leader in Bacolod City Tuesday, February 7.
Rogina Quilop, 49, was on her way home when she was arrested.
She was served a warrant for murder after she was tagged in the ambush of an Army lieutenant in 2010.
Cadiz City Regional Trial Court Judge Renato Muñez issued the warrant of arrest on September 11, 2011.
Captain Eduardo Precioso, public information officer of the 303rd Infantry Brigade of the Philippine Army, said Quilop, or Rowena Navarro, is believed to be the deputy secretary of the regional finance bureau of Komiteng Rehiyong-Negros.
Her arrest is seen to affect the operations of the NPA in the region since she holds a vital role in the rebel movement, Precioso said.
“She is believed to be the collector of extortion money in Negros. They want her out (of police custody) because it’s hard to train a replacement because others won’t give money if they don’t know the collector. It will affect their logistical support,” he said, as he urged the public not to give in to the demands of the communist rebels.
Precioso said the suspect was committed to the Metro Bacolod District Jail-Female Dormitory in Barangay Handumanan on February 8.
He reiterated that even if the warrant identified Quilop as Navarro, both are one and the same.
Quilop was also arrested in 2010 for arson, but was freed after she posted bail.
She told Bombo Radyo Bacolod that her arrest is a harassment and a violation of human rights, as she was not even given the opportunity to respond to the accusation.
Quilop denied involvement in the murder of the said Army official, adding she is a non-government organization worker, and not a member of the NPA.
Expect more arrests Christian Tuayon, secretary-general of Bagong Alyansang Makabayan-Negros, and Clarizza Dagatan, secretary-general of Karapatan-Negros, said in a press conference at the Negros Press Club that they are expecting more arrests and harassments of militant leaders and development workers in the coming days.
They condemned the arrest of Quilop, claiming she is not a communist rebel, but an administrative officer of Center for People's Resources and Services, a Negros-based non-government organization conducting relief missions.
Tuayon said her arrest could result in widespread human rights violations because the government wants to neutralize and paralyze the progressive leaders.
He said it’s been the practice of the government to run after progressive leaders and file trumped up charges.
“Negros is becoming a laboratory for the filing of trumped up charges,” he added.
Tuayon said they will continue to push for the peace process even after President Rodrigo Duterte terminated the negotiations between the government and the communist rebels.
Singson called the arrest of Quilop a “systematic attack of the state against progressive leaders and development workers.”
She is calling on the government to “stop the political prosecution” of activists and development workers.
Chief Superintendent Renato Gumban, acting director of Police Regional Office-Negros Island Region, said that progressive leaders who have warrants of arrest will be arrested if authorities will chance upon them.
Vice Governor Eugenio Jose Lacson said everybody will lose if the peace negotiations will not continue. “Our peace talks are progressing. I hope they could find ways to save it,” he added.

Private 1st Class Rowel Tabuada was killed in the 4 p.m. encounter between the suspected rebels and an Army squad led by 2Lt. Leonardo Faura at a forested area near the municipal boundaries of Rizal and Santo Niño.
