The Philippine Army 2nd Cavalry (Keen) Squadron, Mechanized Infantry Division in cooperation with the Provincial Disaster Risk Reduction and Management Office (PDRRMO) and non-government organizations staged the second edition of the “Project Shoebox” on Wednesday at Camp Nakar here.

Themed “Shoebox Ko, Para sa Kaligtasan Mo” (my shoebox for your safety), the program distributed emergency and disaster kits placed in a shoebox that comes out handy for the kit users.

Lt. Col. Facundo Palafox IV, 2nd Cavalry (Keen) Squadron commander and army team leader of Project Shoebox 2nd edition said the activity aims to impart Basic Emergency Disaster Kit for the families living in hazard-prone areas and communities at risk.

Palafox said the project in partnership with PDRRMO was initially launched Quezon-wide including nearby localities with various participating individuals and organizations.

He said the project initiative stressed to participants that in times of disaster, preparedness and mitigation are not the sole responsibility of the government but everybody has a stake in disaster-preparedness and emergency response.

Data gathered from the Quezon PDRRMO disclosed that almost every town and city in the province is susceptible to disasters and calamities.

About 11 localities experience flooding and 33 coastal municipalities are prone to storm surge or sudden rise of water levels.

Dr. Henry Buzar, Provincial Disaster Risk Reduction and Management Officer explained that the disaster emergency kit is very essential for every family as part of the readiness and preparation in the event of a typhoon or disaster.

During the activity launching, over a thousand families in disaster prone areas were each given the emergency disaster kits.

The emergency “shoebox” contains a transistor radio, flashlight, whistle, first-aid kit, spare clothes and sheets, list of numbers for emergency hotlines during disasters and safety tips during an emergency or disaster situation.

ABS-CBN’s Sagip Kapamilya Foundation is one of the project proponents and was instrumental in initiating the Project Shoebox.

The Sagip Kapamilya Foundation also turned over 965 flashlights, 594 packs of batteries, 410 pieces of wound kits, 53 pieces of dengue kits and 1,128 hygiene kits.

Project Shoebox was first launched on February 29, 2012 which delivered basic school supplies and personal items needed by public elementary first grade students in the remote areas in Southern Tagalog and Bicol regions.

The project drew overwhelming support from donors and sponsors and civil society groups which prompted organizers to expand the beneficiaries to all public elementary school graders.

Baguio Flower Festival Foundation Inc (BFFFI) chairman Anthony de Leon yesterday presented a spy plane which he said will be used starting on Saturday until March 2, the last day of the 19th Panagbenga 2014.

The spy plane or drone will be used to monitor the festival activities and assist the Baguio City Police Office (BCPO) in curbing crimes.

The drone is an unmanned and remotely controlled airplane, a lot smaller than a regular piper cab. It has been used in different activities in the past, capturing videos and images of mass actions and festivals.

De Leon noted the annual increase of petty crimes in the Central Business District (CBD) during the Street Dancing, the Floral Float Parades and the Session Road in Bloom.

He said that since these are the crowd drawers of the festival, people bump into each other and not noticing pickpockets and the likes, abound.

The drone, he said, will help the police identify and strengthen cases against these thieves.

The drone will also monitor traffic bottlenecks even after the Traffic Management Branch (TMB) of the BCPO rerouted traffic in these thoroughfares.

De Leon added that the drone will also assist the tourism office in its annual tourist estimates in Baguio City and the Cordillera Region.

The drone will be able to capture a general view of the areas commonly surveyed by the tourism office aside from hotels, inns and registered transient houses.

Some 1.5 million people are expected to visit Baguio City this weekend for the flower festival.

The drone will be able to fly over a wide area in the CBD including Burnham Park, Baguio Athletic bowl where the parades will converge, Baguio Country Club, Camp John Hay and the Baguio City Hall to name a few.

De Leon is optimistic that this year’s Panagbenga will bear good and positive results.

Armed clashes erupted Thursday in remote villages here that left two Moro rebels and a village watchman killed, an Army officer said.

Rival forces of the Moro National Liberation Front (MNLF) and the Moro Islamic Liberation Front (MILF) clashed in the villages of Tungon and Tupig, both in Carmen town in North Cotabato, according to Capt. Antonio Bulao.

Bulao, speaking for the 602nd Army brigade based here, said the armed clashes were triggered by a long standing family feud that was re-ignited Thursday noon and dislocated dozens of peasant families.

Bulao said involved in the “rido” (family feud) were the groups of Commander Karim of the 110th Base Command of the MILF, and combined members of a community militia and MNLF forces led by Commander Minanimbong.

Bulao said the two groups are locked in an armed conflict over control of vast track of lands in the villages of Barangays Tonganon and Tupig, both in Carmen, North Cotabato.

Muslim residents rely on rice and corn farming as main sources of income.

“The harvest has improved with the new irrigation system in place courtesy of the government aimed at improving the lives of residents,” Bulao said of the two villages.

"They do not fight each other during off harvest season," he added.

Bulao said the hostilities erupted at about 3 p.m. Thursday when Karim and his men, along with a certain Commander Tarzan, blocked a farm-to-market road connecting the two barangays.

It prevented farmers from selling their harvests to the municipal market. As a solution, they sought help from local village watchmen and Commander Minanimbong.

Bulao said the Tarzan-Karim tandem blocked the road after farmers refused their demands for “zakat” or obligatory donations to the revolutionary movement in the area.

MNLF forces in Tunganon and Tupig joined forces with members of the barangay tanods and attempted to drive the two groups that triggered a running firefight.

Bulao said the remains of slain village watchman were still in an area controlled by MILF forces. Those killed were not identified.

Von Al Haq, speaking for the MILF, said the armed wing of the rebel movement has sent emissary to Commanders Karim and Tarzan to relay the message of MILF chief Al Haj Murad “to cease and desist” from attacking the other group.

“We have efforts to settle the armed conflict and it is in progress,” Al Haq said.

About 20 men clad in military uniforms and rain boots entered a compound in Surigao City Wednesday evening and burned two heavy equipment and a van, police reports said.

Belated reports from Surigao del Norte Police Provincial Office reaching the police regional headquarters here Friday, said that a call from a tipster reported the burning incident in Km. 8, Brgy. Bonifacio to the Surigao City police at 8:00 p.m. Upon receipt of the reports, personnel of Surigao City Police led by its chief PCInsp. Rudy L. Elandag and the Surigao del Norte Provincial Public Safety Company led by PSupt. Jonathan G. Trojello proceeded to the area to verify the incident and conduct investigation.

The police said that based on their initial investigation, about 20 armed men in military uniforms and rain boots armed with high caliber firearms entered the premises and ordered everyone inside to drop to the ground. All the male workers were accordingly ordered to remain dropping while the females were brought outside. Then the armed men set the two pay loaders (Komatsu and Xiaggong) and a Blue/Silver colored Mitsubishi Canter closed van (GSU 673) on fire with the use of gasoline. Then the armed men shot the Xiaggong pay loader at the engine portion which caused leaking on the oil compartment.

Some of the armed men even entered the the employees quarters and destroyed the doors of the cabinets scattering the contents and other personal belongings of the workers on the floor as the suspects were allegedy looking for firearms and drugs. The armed men left the place after 30 minutes towards the western direction heading to Sitio Panggaboon, Brgy. Quezon of Surigao City.

The police said that the fire caused slight damages to the vehicles as the workers were able to put off the fire after the armed men left. Police investigation also disclosed that the owner of the heavy equipment and the vehicle, a certain Engr. Joel E. Tinio allegedly received a demand from a certain "Ka Naing" for some amount sometimes in December 2013, of which the owner accordingly failed to heed. Further information disclosed that a letter by an unidentified person was sent to the workers few days before the incident which the workers had failed to receive.

The personnel from Surigao City police, the Surigao del Norte Crime Laboratory and the Bureau of Fire Protection have conducted investigation and processing of the area. The troops from Surigao del Norte Provincial Public Safety Company and the 30th Infantry Battalion of the Philippine Army are now conducting hot pursuit operations against the fleeing suspects. The police conducted a deeper probe on the incident to determine whether the incident was a handiwork of the CPP-NPA-NDF or other extortion groups, the police said.

Following the renewal of the mandate of the International Monitoring Team (IMT) last January, a new contingent of peace monitors are set to arrive in the country next month to protect the ongoing ceasefire between the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF).

According to a statement released Thursday by the Office of the Presidential Adviser on the Peace Process (OPAPP), the new batch of peace monitors under the IMT Mission 9 will replace the current group whose mandate will end on March 12, 2014.

During the 43rd round of Exploratory Talks last month in Kuala Lumpur, GPH peace panel chair Miriam Coronel-Ferrer and MILF chief negotiator Mohagher Iqbal signed the certificate of renewal of the mandates of the IMT and the Ad Hoc Joint Action Group (AHJAG).

The IMT, which monitors the ceasefire, civilian protection component, rehabilitation and development, and socio-economic agreements between the government and the MILF, will be serving its mandate for another year until March 2015.

Both parties also agreed to merge IMT sites 4 and 5. Site 4 in General Santos City covers the areas of Sultan Kudarat, South Cotabato, Sarangani and Davao del Sur; while Site 5 in Davao City operates across Davao del Norte, Davao Oriental and Compostela Valley.

The GPH and MILF also agreed to reduce the number of IMT members to 36 monitors. There will be 14 monitors from Malaysia, nine each from Brunei and Indonesia, and two each from Japan and Norway.

The AHJAG, on the other hand, will be reinstated for one year until February 14, 2015.

Initially formed in 2002, the AHJAG is a joint effort of the GPH and the MILF that seeks to interdict and isolate lawless elements. It coordinates, monitors, and disseminates information between and among the Armed Forces of the Philippines (AFP), Philippine National Police (PNP), and the MILF to effect the unhampered law enforcement operations without jeopardizing the GPH-MILF peace process.

Armed Forces of the Philippines (AFP) chief-of-staff Gen. Emmanuel Bautista said the Multi-Sector Governance Council (MSGC), launched last Thursday, aims to create a better image of the military to the public.

Aside from ensuring transparency in all AFP proceedings, the MSGC also seeks to demonstrate to the Filipino people that military is working very hard to transform into a world class fighting institution.

"(Our goal is) to be a world class Armed Forces, to be a source of national pride, we want our people to own us, to be proud of us, after all this is your armed forces, the armed forces of the Filipino people, its a commitment," Bautista stressed.

The MSGC, the AFP chief stated, is also the vehicle for implementing security sector reform.

Bautista stressed that they have picked up good people to staff the MSGC so that they can get inputs and support for their transformation.

"We have selected a good number of them, prominent people in our society to help us in our journey towards transformation, not just them but to represent the filipino people," the AFP chief stressed.

Bautista also added that transformation is a continuous process and that they are prepared to do that.

The establishment of the MSGC highlights the AFP’s thrust in pursuing genuine reforms in the military, particularly in promoting good governance, while actively involving and engaging other government agencies and the civil sector, he added.

MSGC members include Dr. Jesus Estanislao, Chairman of Institute for Solidarity in Asia; former Ambassador Lauro Baja; Assistant Secretary Jennifer Oreta, Assistant Secretary for Policy of the Office of the Presidential Adviser on the Peace Process; Dr. Alfredo Pascual, president, University of the Philippines; Ambassador Cesar Bautista, Co-Chair, National Competitiveness Council; and Father Jose M. Cruz, Dean, Ateneo School of Social Sciences.

Taking part also are Bai Rohaniza Sumndad-Usman, Founder, Teach Peace-Build Peace; Prof Solita Collas-Monsod, Professor, University of the Philippines; Representative Mel Sarmiento, 1st District Western Samar; Dr Jose Ramon Albert, president of Philippine Statistical Association; Atty. Avelino Cruz, former Secretary of National Defense; and Gina Lopez, Managing Director, ABS-CBN Foundation.

The MSGC is in line with the AFP Transformation Roadmap (TR), a 15-year strategy geared towards capability development and professionalization.

To implement the AFPTR, the AFP adopted the Performance Governance System, a local adaptation of Kaplan & Norton’s Balanced Scorecard.

To ensure that the Internal Peace and Security Plan (IPSP) "Bayanihan" will prevail against the insurgency threat, Central Command chief Major Gen. John Bonafos said on Friday that convergence of efforts of all the stakeholders is needed.

“Winning the peace cannot be done by the AFP or the PNP alone. We need the concerted efforts of every citizen and for each to lend a helping hand for peace to reign and development to happen in this part of our country," he added.

The Central Command, located in the Visayas Region, is headquartered in Cebu City.

IPSP "Bayanihan" was implemented late in 2010. Its emphasis is to conduct community development missions in areas known to be rebel enclaves, thus depriving the New People's Army (NPA) of a mass base.

As this developed, Capiz-based 3rd Infantry Division, a field unit of the Central Command, reported that it was able to neutralize 66 NPA members in 2013.

Out of these, 44 have abandoned the rebel movement and joined the mainstream society, 17 others were arrested, captured or apprehended during law enforcement operations and five were killed in encounters.

The Philippines will not rush negotiations with the US for a military-to-military agreement in time for its possible signing when US President Barack Obama visits the country in April, said Defense Secretary Voltaire Gazmin.

"Let's wait for the panels to finish the negotiations. Hopefully, magandang issue 'yun pagdating niya, may pirmahan tayo. Pero bakit natin mamadaliin kung meron pang hindi pagkakaunawaan? Bakit natin bibilisan (It will be good if we're able to sign when he visits. But why are we going to rush it?)," Gazmin said on Thursday, February 20.

The Philippines and the US will hold the 6th round of negotiations in March, a month before Obama is scheduled to visit the Philippines. Talk is rife that signing will happen then.

The panels are still haggling, said Gazmin. The panels are taking their time discussing language and the length of time the US will be allowed "temporary" access to Philippine military bases.

"Sa mga linguahe at saka yung mga issues na gaano katagal sila dito. Parang nagtatawaran ba," Gazmin said. (They're discussing the language and settling issues on how long they will stay here. They're haggling.)

Typical military agreements between the US and another country last for 20 years. The Philippine panel earlier said it is looking for a "much shorter" timeframe.

Otherwise, Gazmin said the talks are going well. "Let's not pre-empt it. The talks for increased rotational presence are going smoothly. They're discussing the language so by the time they reach agreement on the various issues, they can already sit down and write it," Gazmin said.

There has been a recent shake-up in the Philippine panel.

Department of Foreign Affairs Assistant Secretary Carlos Soreta has left the panel and he was replaced by Ambassador to Malaysia Eduardo Malaya and Ambassador to Vienna Lourdes Yparraguirre. (READ: Problems in the US-PH bases access deal?)

The Philippines sought the help of the US, a defense treaty ally, as maritime tensions escalate in the South China Sea (West Philippines Sea). Gazmin said 3 Chinese coastguard ships are still occupying the Scarborough Shoal, a rocky sandbar off the coast of Zambales. But at least 7 Filipino fishing vessels are also operating in the area.

Gazmin said some Filipino vessels were previously harassed by Chinese vessels, but this has supposedly stopped.

Many of those who studied at the University of the Philippines can relate to this aphorism as truth, including myself. Being convent-bred from elementary to high school, UP Diliman was my Wonderland.
 
It was the agora of “isms:” Marxism, Leninism, Maoism, Feudalism, Colonialism and Imperialism, the philosophies and mantras of the most dreaded ism of all, Communism.
 
I remember how the nuns admonished thirteen of us who were accepted in UP against joining Kabataang Makabayan (KM) and becoming a communist. It was a sin more mortal than missing Sunday mass or losing your virginity. Turning “commie” was worse than becoming an agnostic or a slut. It meant eternal damnation. We were warned that there are no Maoists in heaven.
 
The tirade naturally piqued our curiosity. Why do the religious regard the communist as Public Enemy No.1 when the philosophy itself seems almost Utopian? A classless, moneyless, and stateless social, political and economic order founded upon common ownership. Isn’t that what John Lennon imagined?

Largely influenced by the writings of Karl Marx and Friedrich Engels, the 1848 Manifesto of the Communist Party became their “bible.” Vladimir Lenin defined the party’s role as the vanguard of the working class. When it is in power, it becomes the “highest authority of the dictatorship of the Proletariat.”
 
Then, in the 1950s, an anti-Revisionist form of Marxism-Leninism evolved from the teachings of the Chinese political leader Mao Zedong (1893–1976). Maoism, or Mao Zedong Thought, considered the agrarian peasantry as the key revolutionary force.
 
Believing that "political power grows out of the barrel of a gun," Maoists relied on the canon of the People’s War. They mobilized the rural population to rise up against established institutions using guerrilla tactics.
Many Maoist elements were incorporated into the philosophy of the CPP.
Mao’s Little Red Book composed of 33 topics with 427 quotations, became compulsory reading for the Left.
 
I met many avowed communists in UP and admired their zeal. Although I never joined KM, I sympathized with what they were fighting for and marched with them in a number of protest rallies against the Marcos dictatorship. I knew some of the victims who were raped, tortured and salvaged during Martial Law. I wasn’t Red, but borderline Pink.
 
So I supported Bayan Muna’s bid for partylist seats thinking that Congress could use principled ideologues to oppose crooked rogues.
 
But since then, it has become harder to empathize with the Left.
 
Meaningless tautology
 
The ideological stand has been diminished to role-playing, posturing and media stunts. They have become indistinguishable from the trapos they despise. They seem to have sadly lost their way.
 
While they screamed, “Abolish PDAF!” they were among the lawmakers who benefitted from the pork barrel. While they fought against corruption in government, some of the vocal Leftist student leaders eventually became apologists and propagandists for the scandal-ridden Arroyo administration.
 
While desperately vying for a Senate seat, they placed their beliefs on hold and allowed themselves to be used – in exchange for campaign funds. And worse, with China bullying the Philippines on the Spratlys and other contested territories, their silence was deafening.
 
The ideology has become meaningless tautology. The cause is tainted with pragmatism and contradiction. The passion now sounds contrived. Tenacity has turned into pigheadedness.
 
With credibility eroded and integrity questioned – their brand is in danger of obsolescence. It is time they find a graceful finale.
 
The continuing twenty-one year peace process has once again been stalled for over a year now. The triad of the Communist Party of the Philippines, its armed wing, National People’s Army and the political coalition National Democratic Front (CPP/NPA/NDF) has all but left the negotiation table.
 
Reports indicate that the tripartite is more like a three-headed monster, each with its own mind. There is no clear leader except aging figureheads that have not stepped on Philippine soil for almost thirty years. Many concessions and years later, the troika’s desire for peace is at best lukewarm.
 
Still claiming to be the voice of the masses, their claimed representation of the people seems as farfetched as Utrecht is to Manila. As a Freeman editorial put it: “The Philippine public has long grown weary of the communist insurgency and could not ask for a better gift than to be finally rid of this ideological scourge. And with communism on the decline globally, there should be no reason why its irrelevance indeed cannot be attained.”
 
In its anniversary statement, the CPP vowed that it will increase the number of NPA fighters to 25,000 and launch more attacks against the Philippine government. Many ask, why bother to negotiate peace? Just exterminate the dwindling force permanently!
 
The government side continues to hope. In a statement about the recent breakthrough with the Moro Islamic Liberation Front, Alex Padilla, panel chairperson commented, “Sincerity and goodwill on both sides have brought Muslim Mindanao closer to a regime of peace and prosperity that it desires and deserves. This is what awaits the rest of the country should a peace agreement be reached between the government and the CPP/NPA/NDF.”
 
It’s the final curtain call for the Left.

After nearly eight months in captivity, Filipino-Algerian sisters Nadjoua and Linda Bansil were freed from the hands of the Abu Sayyaf Group (ASG) through a rescue operation by the Marines with local authorities.

Second Marine Brigade Commander Colonel Jose Johriel Cenabre said the Bansil sisters were "rescued" from the bandits at about 5 p.m., Thursday in Sitio Cantatang, Barangay Bungahinan in Patikul, Sulu.

Nahanap natin ‘yong lugar na kinaroroonan  ng kidnap victims [We were able to locate the area where the kidnap victims were],” said Cenabre in an interview with dzMM radio past 11 p.m., adding that the sisters did not escape from their captors.

Wala namang nagyaring exchange of gun fire …para lang yatang naipit ang Abu Sayyaf, iniwanan na lang nila ang kidnap victims [There were no exchange of gun fires…it seemed that the Abu Sayyaf got stuck with something and just left the kidnap victims],” added Cenabre.

Cenabre said the medical examination of the sisters showed them to be "in good condition" despite their ordeal.

The sisters, both independent filmmakers, were brought to the house of Sulu Governor Abdusakur “Totoh” Tan II after their rescue.

Ten armed men believed to be members of a faction of the ASG led by a certain Aljini and Bensaudi Mundoc abducted the Bansil sisters on June 22, 2013 while the two were on board a Jolo town-bound passenger jeepney in Patikul town. The two were in Sulu to shoot footage for another film they are working on.

In July 2013, it was reported that abductors demanded P50 million for the release of the victims. But Cenabre said on Thursday that the kidnappers were only asking for a P3-million ransom.

Tension has gripped villages in Carmen town, North Cotabato following a clash between two rival Moro rebel groups that also saw the involvement of government militiamen, the military said.

The firefight, which broke out around 3:30 p.m., happened after members of the Moro Islamic Liberation Front’s 110th Base Command, under a Kumander Karim, allegedly stopped farmers hauling their harvested rice and corn in Barangays Tangonan and Tupig, Captain Tony Bulao, 602nd Infantry Brigade spokesman, said.

Fighters of the Moro National Liberation Front led by a Kumander Minanimbong, joined by members of a local civilian volunteer organization, responded to the incident, triggering the clash.

The military is still verifying if there were any casualties.

Soldiers and policemen were deployed to the area to prevent an escalation of hostilities as authorities appealed to the rival factions to order their followers to stand down.

Students of Polytechnic University of the Philippines and youth group Anakbayan have called for the complete abolition of the Reserve Officers' Training Corps after students complained of hazing committed by senior officers of the campus military training program.

Two female cadets of the PUP-ROTC program were reportedly hit by their  officials - who are also students - with wooden rifles, causing severe bruises in the back of their thighs. A complaint has been lodged against the two ROTC officials - also PUP students - in the PUP Student Disciplinary Board.

In her affidavit-complaint, the 18-year student said that she and two others were made to squat, their palms were hit by wooden sticks. Their thighs were also hit several times with wooden rifles inside the ROTC office after failing to attend a briefing.

"Hinarangan nila ang pinto ng upuan, at nag spelling si Sir ng briefing night... May labingtatlo ang letra kaya labingtatlo ang palo. Una, pinalo ako... ng 6 beses sa palad gamit ang kahoy na 1/2 inch ang kapal more or less... Nagsimula ako mapaluha sa sakit. Si Kate naman
pinalo ng 7 beses gamit ng wooden rifle sa binti. Nagpalit kami ng pwesto at dun na ko humahulgol," she said in her affidavit, adding she and her companions were repeatedly hit by a wooden rifle despite their pleases.

"Ang sinabi ko lang, Sir no sir, ma'am no ma'am, sir none sir... Pinaattention ako, pinaharap sa likod. Wala ibang sinusunod kundi sinasabi nila, sa sobrang takot. Pinagpapalo ako ni ma'am sa may hita ng pitong beses gamit ang wooden rifle. Ang panlimang palo ay tumalsik ako," she said.

She also said she was thinking about running away and escaping but she was scared they would hit her in the head. She said her officers told her they did that to her "para matauhan at maging responsable."

When she got home, she saw that her thighs and hands were swollen and discolored because of the beating.

Anakbayan chairperson Vencer Crisostomo has condemned the incident and called for the "immediate and complete abolition of the ROTC program."

"This incident clearly illustrates the violent, fascist tradition that the ROTC brings to campuses. PUP and all schools should immediately suspend the implementation of ROTC towards its total abolition," he said in a statement sent to the Mindanao Examiner regional newspaper.

He said in 2001, the brutal murder of University of Santo Tomas student Mark Welson Chua became a catalyst for a broad movement to abolish the ROTC program in schools.

Chua's death was linked to his exposition of the corruption in the UST Corps. The clamor to remove the ROTC program in tertiary schools resulted in the creation of the National Service Training Program by virtue of Republic Act 9163 promulgated on January 23, 2002.

The NSTP law was passed declaring ROTC optional, and in its place, a Civic Welfare Training Service. The ROTC service remains an option in campuses, under the supervision of the Armed Forces of the Philippines.

Students say despite the law, ROTC is still mandatory and required in campuses.

"There is a quota required or a minimum number of slots that should be filled in most campuses. This is contrary to its being optional and voluntary.

 Also, the ROTC is being used as a tool to harass progressive student leaders and recruit 'student intelligence' volunteers to spy on fellow students. They still have offices in campuses where they conduct their fascistic, violent, corrupt and abusive activities," Crisostomo said.

He encouraged other victims of ROTC abuse to come out and complain. Those with complaints can go to www.anakbayan.org to submit complaints.

He said protests are being planned to call for the complete abolition of ROTC and their eviction from campuses. "It is high time that we excise this vestige of a bygone militaristic era from our schools with finality. In the coming days, we vow to intensify the call for ROTC abolition," Crisostomo said.

Philippine military chief Emmanuel Bautista awarded medals to more than a dozen soldiers who fought Moro rebels in fierce clashes in the southern region of Mindanao.

Bautista, who was accompanied by Western Mindanao Command military chief Rustico Guerrero, was welcomed by Col. Edgar Gonzales, commander of the 1st Mechanized Brigade in the province.

The military chief praised the soldiers – who are members of the 45th Infantry Battalion under Lt. Col. Donald Hongitan, and 2nd Mechanized Battalion headed by Lt. Col. Felix Kahulugan – for their bravery in fighting the Bangsamoro Islamic Freedom Fighters, tagged as behind the spate of attacks and terrorism in Mindanao.

The troops also captured a rebel base used as springboard in BIFF attacks against military and civilian targets.  Gonzales said the troops’ morale is high.

Police continue to search for a 28-year old woman abducted by gunmen in Zamboanga City in southern Philippines.

Sabrina Ikbala Voon was taken by armed men, some of them clad in police uniform, from her house at Pohoc Drive in the village of Mercedes and dragged her to a white van which was later recovered on a neighboring village by pursuing policemen.

The van’s owner Ignacio Curambao has surfaced to deny any links to the abduction and told police that a man had rented the van from their company in Zamboanga. Curambao’s shop also surrendered to authorities the man’s driver’s license.

“I don’t know anything about the man except that he has previously rented a car from our company,” he said.

Chief Inspector Ariel Huesca, a regional police spokesman, said police and military forces were searching for the woman. Citing reports in the area, Huesca said six gunmen, who speak in Tausug dialect, were involved in the abduction.

No individual or group claimed responsibility for the abduction, but authorities had previously blamed kidnapping cases to the Abu Sayyaf group.

The woman's family has appealed to her abductors to free the victim.

Philippine authorities have recovered two kidnapped Muslim sisters after they escaped from their Abu Sayyaf captors in the southern province of Sulu, officials said.

Officials said Linda and Nadjoua Bansil, who are both filmmakers, were recovered by security forces in Sitio Kantatang in the village of Buhanginan in Patikul town.

“After eight months in captivity, KVs (kidnapped victims) escaped fm (from) their captors and were recovered in Sitio Kantatang, Buhanginan, Patikul, Sulu by PN (Marines). Due to the pressure by the Sulu governor (Totoh Tan) and opnl (operational) efforts of the soldiers, the kidnappers loosen their grip on the sisters Linda and Nadjoua Bansil. Devt (development) rpt (report) will folw (follow),” a military radio message said.

Another military report from Sulu province reads: “On February 20, 2014, around five o’clock in the afternoon, a joint special operation conducted by the elements of Marine Battalion Landing Team Six (MBLT-6), Marine Battalion Landing Team Two (MBLT-2) and 2nd Marine Brigade & Sulu PPO with efforts from Sulu Vice Governor Sakur Tan successfully recovered the two (2) kidnapped victims Nadjoua and Linda BANSIL in Sitio Kantatang, Barangay Buhanginan, Patikul, Sulu.”

“To recall, Nadjoua and Linda Bansil were Muslim-Filipinos who were abducted last June 22, 2013 in Sitio Baunuh, Barangay Liang, Patikul, Sulu by armed men identified as the young members of the Abu Sayyaf Group (ASG) in Sulu who were allegedly trained by foreign Jihadists. The sisters were working together to produce an independent Film entitled "Coffee Armalite” showcasing Filipino Muslim’ life and culture. On the same day, said kidnapped victims will be brought to Western Mindanao Command (WESMINCOM) for proper disposition,” it said.

The duo, whose mother Fatiha Elouali is an Algerian, was seized on June 22 last year while filming in the town together with members of the Sultanate of Sulu Darul Islam. The kidnappers had demanded P50 million ransoms from the Algerian embassy through the sisters’ mother.  Algeria has no embassy in Manila, but Malaysia.

Both sisters are residents of Zamboanga City.

The Abu Sayyaf is still holding several foreigners and Filipinos hostages in the southern Philippines and just recently, six gunmen – some of them clad in police uniform – seized a 28-year old woman, Sabrina Ikbala Voon – in Zamboanga City.

PMA welcomes new Superintendent

Major General Oscar Lopez formally assumed as the 56th  superintendent of the Philippine Military Academy in  turn-over ceremony  coinciding with the PMA 2014 alumni homecoming last week.

Armed Forces of the Philippines  Chief of Staff General Eduardo Bautista presided the Change of Command Ceremony at the Borromeo fields.

A member of PMA Dimalupig Class of 1981,  Lopez took over the post from  Vice Admiral Edgar L Abogado , of PMA Mapitagan Class of 1980, who retires  after  34 years of military service.

Lopez served as the chief of the AFP Resource Management Office and the AFP Management and Fiscal Office before his  new  designation  last February 15.

He  also served various positions in the Philippine Army including the leadership of the 803rd Infantry Brigade based in Northern Samar, Commander of the 8th Infantry Battalion based in Northern Samar and chief of the Management and Fiscal Office of the AFP.

Lopez  assured to  continue the roadmap which seeks to make the academy one of the most admired military institutions in the world.

The new PMA superintendent said that by 2028, PMA should be a world-class academy that ‘we should be proud of’. Lopez said proof to the world-class level of instruction and training in the PMA is the continuing  enrolment of cadets from Thailand, Singapore and South Korea through  the foreign exchange cadet programs.

“In fact, we again have foreign cadets that are willing to be trained in the academy," he said.

Meanwhile, Gen. Bautista urged the academy staff and cadets to institutionalize the PMA transformation roadmap aligned with the AFP transformation roadmap. He challenged the new PMA superintendent to continue the legacy of former PMA superintendents by elevating the level of instruction of PMA graduates.

The PMA first embarked on reforming its curriculum in 2005 during the term of retired Lt. Gen. Cristolito Balaoing and his successor, retired Maj. Gen. Leopoldo Maligalig, who designed the PMA Roadmap 2015.

Armed Forces of the Philippines (AFP) chief Emmanuel Bautista on Thursday downplayed his "heroic" deed that has been been receiving positive reactions among netizens, saying it is part of his job.

Bautista is garnering praise for sending a chopper to the distressed victims of the Florida bus crash in Mt. Province at the request of Gang Badoy, founder of RockEd Philippines who is friend to some of the bus passengers.

"As what appears in social media, that's what happened. [We are] just simply doing our job and that's what every soldier is supposed to do – perform our mandate," Bautista told reporters.

"To protect the people and the state is part of our mandate. We're doing our job and it is nothing extra ordinary."

Badoy earlier shared that she called a soldier she only referred to as "Manny Sundalo" to request for an airlift for the survivors of the bus crash in Bontoc, Mt. Province.

At the time of their conversation, Badoy was not yet aware that the person on the other end of the line was the top AFP man.

"So I call this number late late at night to guarantee that a ride will come and fly sila Abby Sicam, Mylo Cabardo, and the rest to hospitals in Manila. I bugged him and was a bit stern and firm," Badoy said.

Badoy said Manny the soldier guaranteed her that a chopper will be sent.
"Yes Ma’am, I guarantee it," Badoy quoted Manny Sundalo as saying.

Badoy added that in an attempt to ensure help for the victims, she decided to name-drop AFP public affairs office chief Lt. Col. Ramon Zagala.

To this, Manny Sundalo replied, " Ay sige, Ma'am pero ako rin ang tatawagan ni Colonel."

Badoy said Manny the soldier did not fail her.

"True enough, when we got to Bontoc, the Air Force was there, available, willing, efficient. They flew everyone as best they could. Done and done. I was so grateful," she said.

"I was so grateful. So I [messaged] Manny the soldier again and said thank you, broke the news that Mylo didn’t make it but we were grateful for the chance to try everything for his family," Badoy added, referring to filmmaker, graphic and tattoo artist Christian "Mylo" Cabardo who was among the fatalities in the crash.

In response to Badoy's message of gratitude, Manny the soldier said, " At your service, Ma’am, condolence, sorry about your friends."

Badoy said she only realized the next day that Manny the soldier and the Armed Forces chief are one and the same when she saw his photo in the papers.

" Wasak! Lt. Gen Emmanuel Bautista was 'Manny Sundalo' on my phonebook! Aaaaaaugh! Dyahe!! Kaya pala he was saying 'Eh ako rin ang tatawagan ni Col. Zagala,'" Badoy said.

Badoy commended Bautista for his humility by not pulling rank on her while she was making demands.

"I'm so grateful hindi niya ako inastahan ng 'hindi mo ba ako kilala?' Or nag alpha-male-whatever, though he must've chuckled at how clueless I was when I was bugging him so late at night," Badoy said.

Soldiers may be quick with their triggers, and sometimes also with their hands.

A military general was relieved from his post on Thursday after he was charged with a sexual harassment case filed at the Sandiganbayan by the Office of the Ombudsman on Valentine’s Day.

Brigadier General Noel Miano was suspended for six months after his victim, a classmate of his daughter who worked as his part-time secretary, claimed that he groped her on the chest and thighs and kissed her, according to the records at the Sandiganbayan.

The incident happened in 2011 when Miano was still a colonel serving at the Munitions and Control Center and the victim was just 18-years-old.

According to Lieutenant Colonel Ramon Zagala, Armed Forces of the Philippines Spokesman, Miano is currently relieved of his duties at the Headquarters Service Group while serving the suspension.

An alleged drug pusher who is reportedly an active member of the Bangsamoro Islamic Freedom Fighters (BIFF) has been arrested by anti-narcotics agents in Cagayan de Oro City.

Noel Bayagna, a target-listed drug personality and alleged Bangsamoro enlisted personnel, was caught Tuesday by the agents of the regional Philippine Drug Enforcement Agency during a buy bust operation in Iponan town, officials said.

Undersecretary Arturo Cacdac Jr., PDEA Director General, ‎said Thursday in that Bayagna, 23, was a “high-value target drug personality in the province of Misamis Oriental.”

“According to information, he is an alleged active member of the Bangsamoro,” said Cacdac in a statement.

‎A breakaway faction of the Moro Islamic Liberation Fronts, the BIFF is a Muslim secessionist group seeking an independent Islamic state in the Philippines.

In a buy bust operation of PDEA Misamis Oriental regional office, the drug peddler fell for the bait after selling to a poser-buyer one sachet of suspected shabu or metamphetamine hydrochloride.

The transaction and arrest took place on ‎Julio Pacana Street in Licoan town around 6 p.m. Monday.

Bayagna, according to PDEA, is a resident of Block 10, Lot 10, Bloomingdale Subdivision, Iponan, Cagayan de Oro.

Confiscated from Bayagna were two pieces of heat-sealed transparent plastic sachet and a P500 bill used as marked money during the operation‎.
