From MindaNews (Sep 1): 2 NPA rebels nabbed, 20 firearms seized in NPA hideout in Kidapawan
Authorities arrested on Friday two suspected communist rebels after raiding their hideout and seized 20 assault rifles and ammunitions, which were about to be buried in a remote village here, a military official said.
Lt. Col. Harold Argamosa, commander of the 39th Infantry Battalion, said they raided the house owned by Wowie Tagapia Boton, 19, and George Cuyo, 20, at Purok 3, Barangay Katipunan here around 12:30 a.m. after they received tips from reliable sources in the area.
Initially, Argamosa said they confiscated from the suspects two assault rifles loaded with ammunitions.
As the raiding team scoured the area, about 50 meters away from Boton’s house, the Army colonel said they saw a fuel tank with 18 assault rifles inside. The tank, he said, was about to be buried in the area.
Boton and Cuyo, based on information the Police and the Army received from the villagers, are members of the New Peoples’ Army (NPA) under Guerilla Front 53 whose operations include the provinces of North Cotabato and Bukidnon.
According to Argamosa, it was the same group that led the attack against members of the Presidential Security Group (PSG) who were onboard two vehicles in Arakan, North Cotabato last July.
With the confiscation of 20 assault rifles and the arrest of two NPA members, Argamosa said they thwarted another tactical offensive the rebels would carry out in the future.
The rebels, he stressed, are already “pre-positioning” their firearms and ammunitions.
“They are highly mobile. They can bring in their guns, anytime, anywhere. As soon as they arrive in the area, it would be easy to ask other units, like Yunit Militia (YuMil), to join them in their assault,” said Argamosa.
Boton and Cuyo’s place at Barangay Katipunan here is considered part of what local officials said as “Pentagon” or “red spot” as this is highly influenced by the communist guerillas, the colonel explained.
Charges of illegal possession of firearms and ammunition are already being prepared against Boton and Cuyo.
The operation on Friday was the second the Army and the Philippine National Police launched since August.
On August 1, authorities arrested 54-year-old Sergio Rebuta, believed to be leader of the NPA’s Front 51 Yunit Militia operating in Makilala town, and confiscated from him three assault rifles with more than a thousand ammunition, and an improvised explosive device.

The meeting between members of the Bangsamoro Transition Commission (BTC) and tribal leaders of Mindanao was moved to another date from the original schedule of September 1, which falls on a nationwide holiday in observance of the Eid’l Adha (Islamic Feast of Sacrifice).
Lawyer Reuben Lingating, chair of the Government-Indigenous Peoples (GRP-IP) peace panel, said Thursday they have yet to determine the new schedule as they have yet to ask the 20-member BTC, a body tasked to create the draft of the new Bangsamoro Basic Law (BBL), “when at their convenience.”
He said the meeting with the BTC would take place supposedly at the last day of the three-day Mindanao Indigenous Peoples Legislative Assembly (MIPLA) at the Mergrande Ocean Resort, Talomo District here.
The MIPLA was aimed to discuss the lumads’ “four bundle of rights” that consist of right to govern their ancestral land, right to governance, right to economic development, and right to integrity and justice system within the context of the new BBL.
“In the legislative assembly, we want to put into words the things they want Congress to appreciate in the consideration of the BBL… and contribute to Congress the things that they want to be considered in the passage of the BBL. That would protect their rights, their interests, and their welfare,” Lingating said.
Presidential Adviser on Peace Process (PAPP) Secretary Jesus Dureza said the tribal leaders will discuss with some members of the BTC the expected output of the legislative assembly, “so that they can find ways how to harmonize” it.
The BTC submitted the draft of the new BBL to President Rodrigo R. Duterte on July 17, and on August 14, it was transmitted in Congress.
When asked what would be the steps to harmonize the new BBL with the concerns of the Lumads, Lingating said: “Let’s not preempt, let’s not prematurely speculate.”
“Just wait what will be the items of this engagement because this is something new, never done before,” he said.
Lingating added they want to contribute to Congress the “things to be considered in the passage of the BBL.”
But Dureza said the tribal leaders must decide for themselves on the next steps whether they will submit a legislative proposal or “how they will express to Congress on the BBL”, saying it should be them “who will make a final decision.”
He said IP leaders do no want to be adversarial with the new BBL but rather find ways and means in understanding each other.
“The purpose is not to inspire and even provoke IPs to do something that will probably be blocking the BBL. The purpose is for the Lumads to be heard by the BTC,” he said.
Dureza assured the BTC was enthusiastic in meeting with the tribal leaders.
Lingating added that Mindanao’s non-Moro IPs have expressed their desire “to join the proposed Bangsamoro government except that they want a Bangsamoro Law that is non-regressive in the recognition of their rights, in the protection of their interests, and in the promotion of their welfare.”
“By non-regressive, we should not in any way, through any act of legislation, diminish what the non-Moro IPs have right now. Otherwise, they will be unjustly differentiated from the rest of the Mindanao IPs who are enjoying their rights under the protection of existing laws,” he said.
Even if the new BBL is already in Congress, Lingating said both parties – representatives of the BTC and Tribal Legislative Assembly – can still confer with one another, and eventually, find a viable political settlement for all non-Moro IP-related concerns that need to be addressed and reconciled.
“In the Constitution, there is what we call the equal protection clause. This means that Congress cannot pass a law that treats a similarly situated group of people differently,” he said.
He said the MIPLA ensures non-IP related issues are not suppressed because they need to know the real issues and concerns to address the roots of “unpeace.”
“The President has, time and again, stressed his policy of inclusiveness. This is the reason why Sec. Dureza wants to hold conversations with the larger peace table, so that a broader spectrum of society is involved and can actively participate in the process of nation-building.,” Lingating said.

The military said on Friday they have taken control of Barangay Banggolo, this city’s commercial district, after heavy fighting.

Capt. Joane Petinglay, spokesperson of the Armed Forces’ Joint Task Force Marawi, said there is still occasional fighting in the commercial district but soldiers have taken full control of the bridge linking the west side of the city to Banggolo.
Petinglay, however, said the battle to retake Banggolo on Thursday came with a heavy price – three soldiers were killed while 52 others were wounded in the 12-hour fighting.
“Many of our casualties were hit by improvised explosive devices left by the ISIS-Maute gunmen in the buildings,” Petinglay said.
She said the soldiers clearing the buildings in Banggolo suffered most.
“The ISIS-Maute gunmen know fully well that our soldiers will have to enter the buildings to clear them. So they left as many explosive devices they could make,” Petinglay added.
Military officers on the ground said the terrorists got hold of explosives from unexploded bombs dropped from Philippine Air Force gunships making daily bomb runs to dislodge the Maute Group.
Capt. Patrick Martinez, spokesperson of the Cagayan de Oro-based Fourth Infantry Division, said eight soldiers who were seriously wounded were rushed from Marawi to the Army hospital inside the 4ID headquarters.

Three soldiers were killed and over 4 dozens wounded when an improvised explosive went off in the war-ravaged city of Marawi where security forces are battling local ISIS fighters for four months now.
More than 50 soldiers suffered from shrapnel wounds in the blast on Thursday and raising military casualties to over 1,000 since fighting erupted on May 23 when militants occupied Marawi and declared it a province of the Islamic State.
The military insisted more than 600 militants had been killed and the figures were based mostly on intelligence reports, but some 136 soldiers and 45 civilians also perished in the violence that displaced more than 200,000 people.
Troops were having a hard time clearing structures previously occupied by militants because of booby traps and explosives planted by ISIS fighters aimed at delaying or killing advancing soldiers.
The militants were still holding dozens of civilian hostages, including a Catholic priest and church workers, however, military aerial attacks and artillery continue in areas under ISIS control. It was unknown how many civilians had died from the military assault.
President Rodrigo Duterte has given the military full control over the operations against ISIS and this includes targeting places of worships where militants have taken over.

Policemen, backed by soldiers, have captured 2 communist rebels and seized an arms cache on Friday in Kidapawan city in southern Philippines following a tip-off from villagers.
Captain Rhyan Batchar, a spokesman for the 10th Infantry Division, said security forces also seized 20 automatic rifles from Wowia Boton and George Cuyo, who are both members of the rebel group New People’s Army in the village of Katipunan.
He said the two men are members of the NPA operating in North Cotabato province.
Colonel Roberto Ancan, commander of an army brigade, also said that new rebel members were ordered to conduct tactical offensives against the military. “With this information at hand, the military together with the police immediately planned an operation purposely to foil an impending threat that resulted in the capture of the rebels,”Ancan said.
Major General Noel Clement, commander of the 10th Infantry Division, praised the soldiers and policemen for the capture of Boton and Cuyo. “We were able to prevent the NPA rebels from wrecking fear and havoc among the civilians. We have seen here the strong cooperation of the concerned people who were fed up by the presence of the NPA rebels who still continue to threaten, extort and recruit hapless civilians,” he said, adding, the police and military have intensified its security measures in Kidapawan following the capture of the 2 rebels.
The NPA has been waging a secessionist war for many decades now.

The Army on Friday recovered a huge arms cache from suspected communists, following a "timely and accurate intelligence information" provided by civilian informants.
Col. Roberto Ancan, chief of the Army's 1002nd Infantry Brigade, said 18 rifles kept in circular drums were recovered while two other Armalite rifles were seized from two suspected rebels.
Lt. Col. Harold Argamosa, commander of the Army's 39th Infantry Battalion, said in a radio interview that the two men who claimed they were farmers were caught at past 12 midnight while in the act of burying 18 M-16 Armalite rifles and two hand grenades in Barangay Katipunan, Kidapawan City.
“They did not expect us and about 50 meters from whre they were accosted was the guns’ burial site,” Argamosa said.
“Some have already been buried,” he added.
Ancan said the soldiers arrived in the village at 12:30 a.m. and noticed two young men dragging suspicious sacks into a huge hole at Purok 3 in Katipunan.
“Our troops first observed what the two were doing,” Ancan said.
“When accosted, the visibly surprised suspects tried to escape, but later arrested by soldiers,” he added.
Argamosa identified the two suspected New Peoples’ Army guerillas as Wowie Tagapia Boton, 19, a laborer, and George Landungan Cuyo, 20, a farmer, both residents of the area.
Argamosa said the village is listed by the military as “hotspot” due to heavy presence of communist guerillas belonging to Guerilla Front 53.
An intelligence report about the presence of two men with huge number of firearms prompted the 39th IB, North Cotabato Public Safety Battalion and Kidapawan City police to immediately proceed to the village, Argamosa said.
“The 18 Armalite rifles were placed in two separate drums,” he told DXND Radio.
Argamosa said the rebels could have plotted a major attack against government forces or civilian communities in the city prior to the discovery of firearms.
“We commend the informant who provided us the timely and accurate information,” Argamosa later told reporters without naming the informant.
Argamosa did not mention if reward awaits the informant.

The overwhelming trust of Boholanos on the Philippine Army will serve as an inspiration for the military to do better in protecting the people and keeping the peace and order in the province.
Lt. Col. Eufracio Malig Jr. of the Army's 47th Infantry Battalion, the lone battalion stationed in Bohol, on Thursday afternoon said the trust and confidence of the Boholanos will push the Army, together with the police, to serve and be more zealous in keeping the peace.
Speaking on the sideline of the regional launch of the National Crime Prevention Week at the Bohol Cultural Center, he added that it does not mean the Army will rest on its laurels.
The trust, he said, also means the Boholanos appreciate the efforts of the military especially in fighting lawless elements such as the Abu Sayyaf Group (ASG) who infiltrated the province last April.
Bohol Governor Edgar Chatto, during the recent Provincial Peace and Order Council meeting, cited the Army and the police for the high trust ratings given by the respondents of a Bohol Poll. The poll results were released early this month.
He said the security forces here are enjoying high trust from the people due to their ability to keep the peace and order.
An overwhelming majority, or about 87 percent, of Boholanos said they were satisfied by the efforts of the military in the fight against the ASG.
Majority of Boholanos also said they have "much trust" on the PNP with a +62 percent net satisfaction rating.
The Bohol Poll was a survey conducted by the Holy Name University to find out the general sentiments of Boholanos on certain issues and personalities in the province.
Meanwhile, a posthumous citation and cash assistance were given to the family of PO2 Rey Anthony Nazareno, one of the fatalities during the initial skirmish between government forces and the ASG in Inabanga, Bohol last April.

Eight fighters, including five Maute group members and three soldiers, were killed while 52 others were wounded as fighting continues in Marawi City, a military official said Friday.
Capt. Jo-ann Petinglay, Western Mindanao Command (Westmincom) information officer, did not disclose the specific location of the latest firefight except to say it happened on Thursday afternoon in the “main battle area” of Marawi City.
Petinglay said the troops were advancing when the firefight broke out against the Islamic State for Iraq and Syria (ISIS)-inspired Maute group members.
Petinglay said the firefight resulted to the death of five Maute group members.
She said the troops accidentally tripped on improvised explosive device (IED) killing three soldiers at the height of the firefight.
She revealed that 52 others were injured as they too accidentally tripped on IEDs while coming to the aid of their wounded companions.
“It is a natural reaction for soldiers to come to the rescue of their wounded companions but they also ended up injured as they tripped on IEDs,” she said.
“There were several IEDs placed by the enemy forces (in the main battle area),” she added.
She said the number of slain government troops have increased to 136 with the death of the three soldiers on Thursday afternoon.
The fatalities on the Maute group have increased to 608 with the death of the five of their followers.
Thursday’s firefight came three days after a marine soldier was killed in an IED explosion in Marawi City.

Rear Adm. Rene Medina, NFWM commander named the fallen soldier as PFC Robert Bismar of the 7th Marine Company.
Medina said Bismar died on Monday after he tripped on an improvised bomb fashioned as a landmine while his squad was on tactical maneuver from one building to the other to establish a defensive position.
Medina said Bismar was brought to a medical station in Barangay Liloh Madaya, but was declared dead on arrival by the attending physician.
He said Thursday they accorded full military honors to the late Bismar, whose remains were brought to the family residence in Barangay Upper Calarian, this city.
He said the NFWM and the Armed forces of the Philippines (AFP) as a whole condoled with the family of the fallen soldier who took up the challenge to serve and bring peace to the city of Marawi.

Military spokesperson Brig. Gen. Restituto Padilla was designated Thursday as Armed Forces of the Philippines (AFP) Deputy Chief-of-Staff for Plans (J-5) which is responsible for crafting of plans and doctrines of the military.
Padilla also serves as the incumbent AFP Assistant Deputy Chief-of-Staff for Civil-Military Operations (J-7).
Padilla is a member of Philippine Military Academy (PMA) Class of 1985 and also served as the AFP Liaison Officer to the US Pacific Command in Honolulu, Hawaii from 2011 to 2014.
He was born in 1963 and comes from a family of dedicated professional servicemen and government workers.
After his graduation at the PMA, he joined the Philippine Air Force (PAF) and earned his Aviator (Pilot) Wings from the PAF Flying School in 1987.
As an aviator, he has more than 2,800 flight hours to his credit.
He has flown the following aircraft types: T-41D, SF260M, T-28, B-205A, UH-1H, CH-46, Bell 212 & 412, the Bell 206 Jet Ranger & Long Ranger, and the Robinson R-22 and R-44.
He has earned his ratings as a Flight Commander, Test Pilot (UH-1H/B205A) and as an Instructor Pilot (UH-1H/B205A).

The United States government has donated narcotics detection devices to the Philippine Drug Enforcement Agency (PDEA) assigned at the Ninoy Aquino International Airport Inter-Agency Drug Interdiction Task Group (NAIA-IADITG) to bolster the drug interdiction capabilities of the country’s premier airports.
In a statement on Thursday, PDEA said that the donated hand-held devices will be able to conduct right on the scene drug test and detect up to a possible 370 illicit substances, even those placed outside of the container.
These devices will allow the inter-agency task force officers to easily identify if someone is handling an illegal substance prior to packing a suitcase or concealing drugs inside a container.
The turn-over of equipment and signing of deeds of donation was held at the NAIA Training Room, NAIA Terminal 3, Pasay City on Tuesday.
Present during the ceremony were PDEA Deputy Director General for Operations Ricardo C Quinto, representing PDEA Director General Isidro S Lapeña; Director Brandon A Hudspeth of the International Narcotics and Law Enforcement Affairs (INL) of the United States Embassy to the Philippines; and Mark O. Juvrud, US Drug Enforcement Administration Country Attache.
“The devices should act as strong deterrents against drug couriers in our major airports, particularly the NAIA, Clark International Airport and Mactan-Cebu International Airport,” Lapeña said.
Meanwhile, personnel from PDEA, the Philippine National Police-Police Drug Enforcement Group (PNP-PDEG), the PNP-Aviation Security Group, the Bureau of Immigration and NAIA were trained by the manufacturers for the handling, operation and maintenance of the devices.
“I would like to extend our profound gratitude to our counterparts from the USDEA, for their continued support to the national campaign against illegal drugs. The donated equipment will surely enhance the capabilities of the airport interdiction task force so that any attempts of illegal drug trafficking would be thwarted and never succeed,” the PDEA chief said.

As the Muslim world commemorates Eid’l Adha or the Feast of Sacrifice Friday, military operations in Marawi City were momentarily suspended early in the morning to show their respect for the religious event.
"Early this morning prior to the moment for prayers, we momentarily silenced our guns and ceased operations to show respect to today's observance of Eid'l Adha," AFP spokesperson, Brig. Gen. Restituto Padilla said.
"The silence was observed for the entirety of the time for prayers," he added. President Rodrigo Duterte earlier declared September 1 a regular holiday in observance of the Muslim festival Eid'l Adha.
The declaration was issued through Proclamation No. 297 which the President signed Aug. 29, 2017.
The National Commission on Muslim Filipinos (NCMF) has recommended September 1, which falls on a Friday, as the day corresponding to the observance of Eid'l Adha based on the Islamic Calendar.

Aguirre said the panel of prosecutors headed by Senior Assistant State Prosecutor Peter Ong, with members Sonny Ocampo and Aris Reyes, issued a resolution dismissing the charges filed by the military against the 59 respondents.
“The DOJ will not be a part of any injustice. If in the assessment of our Panel of Prosecutors there is no basis to charge a person in court, such finding should be respected,” Aguirre said in a statement.
The justice chief said the 59 suspects have been ordered released by the panel of prosecutors after dismissing the complaint filed by the military.
“They did not find the military witness as credible,” Aguirre said.
Of the 59 suspected recruits, 32 were arrested at a checkpoint in Ipil, Zamboanga Sibugay while the remaining 27, four of them minors, were arrested along Daisy Road in Guiwan, Zamboanga City. They were all arrested last July 25.
Authorities seized from the suspects military uniforms, boots and Moro National Liberation Front (MNLF) identification cards.
Last Aug. 14, the respondents submitted their counter-affidavits, saying they were recruited to join the MNLF. They said they were promised a PHP30,000 monthly salary and that they would eventually be integrated into the military.
They tagged MNLF member Nur Supian as their recruiter.

“Together with your command, I encourage political leaders and stakeholders to work closely with EASTMINCOM towards making Mindanao and its people safe and secure,” President Duterte said in his speech.
“May you never falter [nor] cower in your resolve to let our communities enjoy the peaceful and prosperous life they truly deserve,” he said.
The President also underscored the efforts of the EASTMINCOM in combatting communists, terrorists, and illegal drugs.
“The nation and our people are eternally grateful for your efforts, [for] the efforts of the troops, in field or in office, in combatting communist insurgency and in actively supporting the campaign against illegal drugs,” Duterte said.
According to the President, the EASTMINCOM was able to neutralize more than a hundred NPA members.
“Your relentless operations also forced more than 300 rebels to surrender, yielded hundreds of firearms and IEDs, as well as found more than 800 enemy encampments. Because of this, we are also able to clear more than 160 NPA [affected] barangays, and [insulated] more than a thousand barangays from NPA affectations,” he said.
“The military has the government’s full support and we honor the valor and bravery [of] the selfless EASTMINCOM soldiers who made the ultimate sacrifice in the performance of their duties. I assure you that their sacrifice would not be in vain and the country will forever be in [their] debt,” he added.
The President also urged the troops to continue to be faithful to their sworn oath and to protect and defend the country’s sovereignty and its people.
Meanwhile, President Duterte announced that he is increasing the reward money for the capture of Ozamiz City Councilor Ricardo “Ardot” Parojinog to P5 million.
Ardot Parojinog is the brother of Ozamiz City Mayor Reynaldo Parojinog, who was killed in a police raid last August.
“Itong si Ardot… I’m increasing the money, the reward money on his head by five million,” Duterte said.
The President however emphasized that he will not tolerate policemen who shoot their targets from behind.
"Ako naman sa pulis if mali talaga, as in mali, wala ako magawa sa inyo,” he said.

The Department of National Defense (DND) respects the decision of the Department of Justice (DOJ) to dismiss the rebellion case filed against 59 suspected Maute Group recruits arrested in Zamboanga City last July.
"There is no evidence of their being involved in the rebellion hence they were set free. That is what our justice system is supposed to do, to let the innocent go and only punish those who have committed crimes," Defense Secretary Delfin Lorenzana said late Friday.
"The burden of proof is with the law enforcement, and failing to substantiate the allegation, the suspects are free to go. I agree with that decision," he added.
His sentiments were echoed by Armed Forces spokesperson, Brig. Gen. Restituto Padilla.
"We fully respect the decision and will abide by it. It also shows the military is fully compliant with the provisions set forth in our Constitution regarding Martial Law and on the jurisdiction of our civil courts on cases we file. We are a professional organization committed to the rule of law," Padilla said.

"There is no evidence of their being involved in the rebellion hence they were set free. That is what our justice system is supposed to do, to let the innocent go and only punish those who have committed crimes," Defense Secretary Delfin Lorenzana said late Friday.
"The burden of proof is with the law enforcement, and failing to substantiate the allegation, the suspects are free to go. I agree with that decision," he added.
His sentiments were echoed by Armed Forces spokesperson, Brig. Gen. Restituto Padilla.
"We fully respect the decision and will abide by it. It also shows the military is fully compliant with the provisions set forth in our Constitution regarding Martial Law and on the jurisdiction of our civil courts on cases we file. We are a professional organization committed to the rule of law," Padilla said.
Justice Secretary Vitaliano Aguirre on Friday confirmed that a panel of prosecutors had issued a resolution dismissing the charges filed by the military against the 59 respondents.
“The DOJ will not be a part of any injustice. If in the assessment of our Panel of Prosecutors there is no basis to charge a person in court, such finding should be respected,” Aguirre said in a statement, adding that the release of the 59 suspects has been ordered.
Of the 59, 32 were arrested at a checkpoint in Ipil, Zamboanga Sibugay while the other 27, four of them minors, were arrested along Daisy Road in Guiwan, Zamboanga City. They were arrested last July 25.
Authorities seized from the suspects military uniforms, boots and Moro National Liberation Front (MNLF) identification cards.
Last Aug. 14, the respondents submitted their counter-affidavits, saying they were recruited to join the MNLF.
They said they were promised a PHP30,000 monthly salary and that they would eventually be integrated into the military. They tagged MNLF member Nur Supian as their recruiter.

With its theme ‘Expanding Horizons and Modernizing Efforts Towards a PAF Jet Force’ the workshop aims to develop and enhance the Psychological Operations of PAF-CMO in Information Operation (IO) through the use of different mediums such as televisions, radio, print and the non-stop growth of the internet. The workshop also served as a challenge to all CMO Units to craft an innovative CMO Activities which is relevant in the face of changing times and the demands of institutional plan such as Flight Plan 2028 and DSSP Kapayapaan”.
During the event, hands on workshops were conducted to all participants on how to effectively present PAF to the general public. Lectures and workshop conducted are the following;

CAMP GEN EMILIO AGUINALDO, Quezon City (DWDD) – The Department of National Defense (DND) has awarded the contract for the construction of a ramp and tarmac in the Philippine-occupied PAGASA Island in the West Philippine Sea.
According to Defense Secretary Delfin Lorenzana, they will leave it to the contractor’s decision on when they will start the construction of the said facilities, although it should be done before July because of the rough sea condition in the area during that period.
He added that right, the contractor would be have a hard time bringing in construction materials to the island because of bad weather and sea condition.
It can be recalled that the government announced the plan to develop PAGASA Island, which is currently being occupied by a military detachment and a small community.
Lorenzana earlier stated that aside from the refurbishment of the airport, they will also be building sea ports and commercial structures like an ice plant to benefit the residents in the area and the Filipino fishermen plying the route.
The secretary does not see any problem from China and other claimant countries in the West Philippines Sea regarding these developments since the country has been occupying PAGASA for the longest time. AES / MCAG

The offensive on the eve of Eid’l Adha has been among the toughest so far. Troops are working to clear the remaining areas where the enemy is desperately holding out.
In yesterday’s operations, the AFP lost 3 good men and incurred 52 wounded mostly from Improvised Explosive Device’s, although most were slightly injured and just a few that were seriously hurt.
Following a short pause early today, during the morning prayers to give due respect to the solemnity and significance of this day, the operations continued without let up.
As of today, September 1, Day 102 of the siege, data have shown that:
Maute members killed: 620
Recovered firearms: 675
Civilians killed: 45
Civilians rescued: 1,728

EMC Brief History
Eleven years had already unfolded since the Eastern Mindanao Command (EMC) had been crafted out of the single-area command of the Armed Forces of the Philippines in Mindanao which was formerly known as the Southern Command (SOUTHCOM).
The realization that Mindanao was too large an area to be manned by a single command, sparked the idea to divide the SOUTHCOM into two unified commands namely the Western Mindanao Command and the Eastern Mindanao Command.
Thereafter, the Eastern Mindanao Command of the Armed Forces of the Philippines was officially activated on August 28, 2006 pursuant to Section 2 of the General Orders Number 1035, General Headquarters, Armed Forces of the Philippines dated August 23, 2006 under its first commander, MGen. Rodolfo S. Obaniana.
The command was then given the responsibility to secure South Eastern Mindanao, Central and Northern Mindanao with the mission to conduct joint operations against all national security threats in the area to establish an environment that is physically and psychologically secured and at the same time, create an atmosphere that is conducive to development.
Its headquarters was first established at the Old Airport of Davao City and was later transferred to Panacan in 2007.
Since the time EMC had been founded, it has become an active partner of civil authorities in maintaining peace and fostering development within its area of responsibility. It continues to play a major role in ensuring safety and security in the region and among its notable achievements in the past years.
Bringing Back Peace in Central Mindanao
When the Supreme Court declared on October 14, 2008 that the Memorandum of Agreement on Ancestral Domain (MOA-AD) was unconstitutional, violence in Central Mindanao escalated which prompted the Command to realign and redeploy forces for the sole purpose of normalizing the situation in the area and ensuring that communities were safe and secured.
Administrator for Martial Law in Maguindanao
When former President Gloria Macapagal Arroyo declared Martial Law in Maguindanao in response to the infamous massacre that occurred in the Ampatuan Town in the province on November 23, 2009, the Eastern Mindanao Command was tasked to restore normalcy in the area.
Former EMC Commander Lt. Gen. Raymundo Ferrer was then designated as Administrator for the Martial Law implementation and under his leadership;the Command was able to destroy the Private Armed Groups of the Ampatuan clan and bring back normalcy in the area after its three-month implementation.
Humanitarian Assistance and Disaster Response
The aftermath of the Super Typhoon Sendong in 2011 and Super Typhoon Pablo in 2012which affectedsome parts of the Command’s area of responsibility had left many people in an unfavorable situation in the typhoon-stricken areas.
After the disaster, the Command had mobilized different units from its Air, Naval and Land components to help alleviate the situation of the people in the area. EMC then led the Search, Rescue and Retrieval (SRR) operations in the course of the natural catastrophe. The Command exercised control over all volunteers to ensure the proper initiation of the organized and systematic SRR operations.
In the course of the events, the Command organized Task Force Tambayayong to assist different LGUs and NGAs in the rehabilitation of the various affected communities.
Peaceful and Orderly Elections
The introduction of the automated elections in 2010 had further intensified the Command’s thrust to ensure orderly and peaceful elections within its area of responsibility.Different units under the Command competently performed their election related duties and ensured that the rights of the people to suffrage were properly exercised.
Panagdait Mindanao
Winning peace has been one of the most important mandates of the Armed Forces of the Philippines and to achieve this goal, the Command had undertaken a paradigm shift in its campaign plan.
The massive deployment of Peace and Development Teams or Bayanihan Teams in its area of operation greatly contributed to the betterment of the situation in communities which resulted to the declaration of Provinces as Peaceful and Ready for Further Development (PRFD) areas.
As the AFP’s primary unit in Eastern Mindanao, the Command continues to be a partner in nation-building and upholds a dynamic, capable and responsive organization that is committed and ready to fulfil its mandates.

As the incumbent Commander of EMC, LTGEN. Guerrero was responsible for completing and accomplishing the final stage of IPSP Bayanihan. To do this, he increased the Operational Tempo (OPTEMPO) of EMC’s Campaign Plan Panagdait Mindanao. This resulted in the major reduction of NPA manpower, firearms, affected barangays and Guerilla Fronts at the conclusion of IPSP Bayanihan in 2016. The province of Surigao del Sur, Agusan del Sur and Agusan del Norte including Davao City were also declared as Peaceful and Ready for Further Development (PRFD) areas in 2016.
He also implemented security measures which led to the successful conduct of election in 2016. The election in Eastern Mindanao was the most peaceful election recorded in the history of the area with zero election related violence during the election period.
Operationally, he has undertaken measures to enhance and promote jointness in the activities of regularand reserve forces alike to improve land, air and maritime security.
Currently, The EMC under his leadership is implementing the AFPs new Campaign Plan Development Support and Security Plan (DSSP) “Kapayapaan” through its Community Support Program.
The EMC’s current campaign plan Kalinaw Sidlakang Mindanao seeks to not only sustain peace in the barangays, but also aims to support law enforcement operations against lawless elements and illegal drugs.
He is also the designated Martial Law Implementor for Eastern Mindanao and has undertaken measures to ensure that the implementation of Martial Law in Eastern Mindanao follows the rule of law.
Organizationally, he continued the governance reforms started by his predecessor and was able to have the EMC attain “Compliant” and “Proficient” status in the AFP’s Transformation Roadmap Performance Governance Pathway with a “Gold Trailblazer” award for obtaining a rating of 93.35%.

The realization that Mindanao was too large an area to be manned by a single command, sparked the idea to divide the SOUTHCOM into two unified commands namely the Western Mindanao Command and the Eastern Mindanao Command.
Thereafter, the Eastern Mindanao Command of the Armed Forces of the Philippines was officially activated on August 28, 2006 pursuant to Section 2 of the General Orders Number 1035, General Headquarters, Armed Forces of the Philippines dated August 23, 2006 under its first commander, MGen. Rodolfo S. Obaniana.
The command was then given the responsibility to secure South Eastern Mindanao, Central and Northern Mindanao with the mission to conduct joint operations against all national security threats in the area to establish an environment that is physically and psychologically secured and at the same time, create an atmosphere that is conducive to development.
Its headquarters was first established at the Old Airport of Davao City and was later transferred to Panacan in 2007.
Since the time EMC had been founded, it has become an active partner of civil authorities in maintaining peace and fostering development within its area of responsibility. It continues to play a major role in ensuring safety and security in the region and among its notable achievements in the past years.
Bringing Back Peace in Central Mindanao
When the Supreme Court declared on October 14, 2008 that the Memorandum of Agreement on Ancestral Domain (MOA-AD) was unconstitutional, violence in Central Mindanao escalated which prompted the Command to realign and redeploy forces for the sole purpose of normalizing the situation in the area and ensuring that communities were safe and secured.
Administrator for Martial Law in Maguindanao
When former President Gloria Macapagal Arroyo declared Martial Law in Maguindanao in response to the infamous massacre that occurred in the Ampatuan Town in the province on November 23, 2009, the Eastern Mindanao Command was tasked to restore normalcy in the area.
Former EMC Commander Lt. Gen. Raymundo Ferrer was then designated as Administrator for the Martial Law implementation and under his leadership;the Command was able to destroy the Private Armed Groups of the Ampatuan clan and bring back normalcy in the area after its three-month implementation.
Humanitarian Assistance and Disaster Response
The aftermath of the Super Typhoon Sendong in 2011 and Super Typhoon Pablo in 2012which affectedsome parts of the Command’s area of responsibility had left many people in an unfavorable situation in the typhoon-stricken areas.
After the disaster, the Command had mobilized different units from its Air, Naval and Land components to help alleviate the situation of the people in the area. EMC then led the Search, Rescue and Retrieval (SRR) operations in the course of the natural catastrophe. The Command exercised control over all volunteers to ensure the proper initiation of the organized and systematic SRR operations.
In the course of the events, the Command organized Task Force Tambayayong to assist different LGUs and NGAs in the rehabilitation of the various affected communities.
Peaceful and Orderly Elections
The introduction of the automated elections in 2010 had further intensified the Command’s thrust to ensure orderly and peaceful elections within its area of responsibility.Different units under the Command competently performed their election related duties and ensured that the rights of the people to suffrage were properly exercised.
Panagdait Mindanao
Winning peace has been one of the most important mandates of the Armed Forces of the Philippines and to achieve this goal, the Command had undertaken a paradigm shift in its campaign plan.
The massive deployment of Peace and Development Teams or Bayanihan Teams in its area of operation greatly contributed to the betterment of the situation in communities which resulted to the declaration of Provinces as Peaceful and Ready for Further Development (PRFD) areas.
As the AFP’s primary unit in Eastern Mindanao, the Command continues to be a partner in nation-building and upholds a dynamic, capable and responsive organization that is committed and ready to fulfil its mandates.

As the incumbent Commander of EMC, LTGEN. Guerrero was responsible for completing and accomplishing the final stage of IPSP Bayanihan. To do this, he increased the Operational Tempo (OPTEMPO) of EMC’s Campaign Plan Panagdait Mindanao. This resulted in the major reduction of NPA manpower, firearms, affected barangays and Guerilla Fronts at the conclusion of IPSP Bayanihan in 2016. The province of Surigao del Sur, Agusan del Sur and Agusan del Norte including Davao City were also declared as Peaceful and Ready for Further Development (PRFD) areas in 2016.
He also implemented security measures which led to the successful conduct of election in 2016. The election in Eastern Mindanao was the most peaceful election recorded in the history of the area with zero election related violence during the election period.
Operationally, he has undertaken measures to enhance and promote jointness in the activities of regularand reserve forces alike to improve land, air and maritime security.
Currently, The EMC under his leadership is implementing the AFPs new Campaign Plan Development Support and Security Plan (DSSP) “Kapayapaan” through its Community Support Program.
The EMC’s current campaign plan Kalinaw Sidlakang Mindanao seeks to not only sustain peace in the barangays, but also aims to support law enforcement operations against lawless elements and illegal drugs.
He is also the designated Martial Law Implementor for Eastern Mindanao and has undertaken measures to ensure that the implementation of Martial Law in Eastern Mindanao follows the rule of law.
Organizationally, he continued the governance reforms started by his predecessor and was able to have the EMC attain “Compliant” and “Proficient” status in the AFP’s Transformation Roadmap Performance Governance Pathway with a “Gold Trailblazer” award for obtaining a rating of 93.35%.

Whether or not the recent sighting of 100 or so suspected Maute militants in Buldon, Maguindanao is true or not, the fact remains that as long as frustrations of the people especially of the youths over the lack of genuine or fast efforts of government to address their long list of Moro legitimate grievances against the government, more and more violence in Mindanao will continue to besiege us all. Even if every armed Moro group would side with government in its so-called war on terror, the threats of war and/or terrorism will stay. This is because these enemies of the government feast on the legitimate grievances of the people – and they are exploiting these effectively.
Frankly, even the MILF and MNLF are frustrated with the failures of government to comply with its commitments specified in the GRP-MNLF Final Agreement of 1996 and the GPH-MILF Framework Agreement on the Bangsamoro (FAB) and the GPH-MILF Comprehensive Agreement on the Bangsamoro (CAB), respectively. Even the proposed Bangsamoro Basic Law (BBL), which is the legal interpretation of the FAB and CAB, has no sponsor in Congress up to this time. Worse, it is not listed as one of the 14 priority legislations of Congress during the recent Legislative-Development Advisory Council (LEDAC) meeting last August 29.
Frankly again, failure to address the legitimate grievances of the Moros of Mindanao, the conflict in Mindanao will stay with us. The use of brute force will only aggravate the problem. Of course, it will multiply the numbers of victims, but at the same time it will also increase the numbers of those resisting the government.
Given this as backdrop, the spill over of the Marawi crisis is the natural consequence of an illness not addressed properly. It is an unfortunate situation.
In this regard, the MILF is not and will not be remiss in its responsibility, allowed by Islam and pursuant to a clear parameter provided for by agreements of government and MILF. After the religious edict (fatwa) of the Darul Ifta of the Bangsamoro, chaired by Sheikh Abehuraira Abdulrahman Udasan, was officially issued, the MILF had started to act swiftly. In defence of its “areas or communities” the MILF had tried to prevent ISIS-affiliated to infiltrate, destroy, or sow intrigue or disorder (fitnah) in these areas. This resulted in bloody combats in many parts of central Maguindanao in recent weeks.
But frankly, the continued non-compliance of government to signed agreements will put the MILF in a very tight and odd situation. Consequently, the MILF will be torn between two unholy situations: partnership with a government that does not fulfil commitments and fighting terrorist groups whose pathways and ideological lines are based on twisted interpretations of Islam.
Of course, the right course of action for the MILF is: Hold the government accountable for its non-compliance to agreements and continue the assertion and at the same time continue to defend the MILF, as an organization, the people, and fight tooth and nail the spread of terrorism, anarchy, and intrigues.
For the BBL, the only hope is for President Rodrigo Roa Duterte to make good its campaign promise, said repeatedly, that he will make it as template for federalism in this country. Mr. President, we are holding on to your commitment!

Millions of Muslims in the Philippines has observed Eidul Adha Festival or Feast of Sacrifice this year. Bangsamoro Muslims in Manila, in the Visayas region and here in Mindanao celebrates the day when Prophet Ibrahim and his son Prophet Ismail passed the test of Allah.
Allah has ordered prophet Ibrahim to sacrifice his son but the evil tempted Ibrahim not to slaughter his only son however Ibrahim and Ismail religiously fulfilled what was commanded to them and had toppled the shaytan.
Ibrahim executed what he saw in his dream when he commanded by Allah to offer his son for a sacrifice. Muslim scholars says that when he is about to kill Ismail, Allah ordered angel Jibril to replace his son with animal like sheep.
In the City of Cotabato on Friday, Muslim families went to various places of worship to do their Eidul Adha congregational prayer early as 6:30 in the morning. An old man who performed prayer in the Jamiat Cotabato Mosque in Cotabato City asked by luwaran team on what his wish this day of ‘feast of sacrifice’ said, “he thank Allah for the blessings he receives, good health, and most importantly peace in Mindanao.”
After the prayer, they eat together in Halal Restaurants. Moro native delicacies such us “tapay”, “tinumis”, “pastil”, “dudol”, native coffee, and other native homemade foods were commonly serve in the table.
Other family went to visit their relatives in the provinces; others meet orphans in the orphanage centers in Maguindanao and Cotabato City.
Some other institutions like the Insani Yardim Vakfi or IHH based in Turkey and the Bangsamoro Development Agency (BDA) are among of the organizations who have distributed qurban to Moro communities.

MILF Chairman Alhaj Murad Ebrahim appealed to the Bangsamoro to sacrifice more to achieve their aspirations because the latter “will not be served on silver platters.”
In his Eid’l Adha message broadcast over a radio program in Cotabato City on the eve of the Feast of Sacrifice and read before congregational prayers in the early morning of September 1, Ebrahim said that peoples and processes that pose challenges would have to be overcome, apparently referring to the Bangsamoro Basic Law (BBL) which he said is “already being undermined by some legislators.”
While the BBL was transmitted officially to the Senate and House of Representatives on August 14 by the Presidential Legislative Liaison Office (PLLO), there is no sponsor yet of the draft law.
In a surprise move, Pampanga Rep. Gloria Macapagal-Arroyo filed last August 3 House Bill No. 6121 or "An Act Providing for the Basic Law for the Bangsamoro Autonomous Region and Abolishing the Autonomous Region In Muslim Mindanao, Repealing for the Purpose Republic Act No. 9054, and Republic Act 6734, and For Other Purposes."
Because it is almost an exact copy of the so-called Basic Law for the Bangsamoro Autonomous Region (BLBAR), the MILF decried the Arroyo bill as “foolish”. BLBAR was vigorously opposed by the MILF during the last Congress.
Ebrahim said that “the pressing challenge of today is how to convince the Congress of the Philippines that only a BBL compliant with the Comprehensive Agreement on the Bangsamoro (CAB) can commence the bigger task of normalizing our communities, address our legitimate grievances, correct the historical injustices, and establish the government that is acceptable and in line with our distinct way of life.”
Ebrahim also cited the present “tribulations” of the Bangsamoro which he blamed to violent extremists in our midst, such as the still unfinished war in Marawi City and the MILF skirmishes with ISIS-inspired groups in Maguindanao.
The MILF chairman urged the Bangsamoro to include in their prayers the immediate end of the armed fighting in Marawi City which was on its 102th day as of the Eid’l Adha.

In his Eid’l Adha message broadcast over a radio program in Cotabato City on the eve of the Feast of Sacrifice and read before congregational prayers in the early morning of September 1, Ebrahim said that peoples and processes that pose challenges would have to be overcome, apparently referring to the Bangsamoro Basic Law (BBL) which he said is “already being undermined by some legislators.”
While the BBL was transmitted officially to the Senate and House of Representatives on August 14 by the Presidential Legislative Liaison Office (PLLO), there is no sponsor yet of the draft law.
In a surprise move, Pampanga Rep. Gloria Macapagal-Arroyo filed last August 3 House Bill No. 6121 or "An Act Providing for the Basic Law for the Bangsamoro Autonomous Region and Abolishing the Autonomous Region In Muslim Mindanao, Repealing for the Purpose Republic Act No. 9054, and Republic Act 6734, and For Other Purposes."
Because it is almost an exact copy of the so-called Basic Law for the Bangsamoro Autonomous Region (BLBAR), the MILF decried the Arroyo bill as “foolish”. BLBAR was vigorously opposed by the MILF during the last Congress.
Ebrahim said that “the pressing challenge of today is how to convince the Congress of the Philippines that only a BBL compliant with the Comprehensive Agreement on the Bangsamoro (CAB) can commence the bigger task of normalizing our communities, address our legitimate grievances, correct the historical injustices, and establish the government that is acceptable and in line with our distinct way of life.”
Ebrahim also cited the present “tribulations” of the Bangsamoro which he blamed to violent extremists in our midst, such as the still unfinished war in Marawi City and the MILF skirmishes with ISIS-inspired groups in Maguindanao.
The MILF chairman urged the Bangsamoro to include in their prayers the immediate end of the armed fighting in Marawi City which was on its 102th day as of the Eid’l Adha.

President Duterte graces 11th EASTMINCOM anniversary

President Rodrigo Roa Duterte on Friday, September 1, 2017, graced the 11th founding anniversary celebration of the Eastern Mindanao Command (EASTMINCOM), urging political leaders and stakeholders to closely work with the EASTMINCOM in ensuring peace and security in Mindanao.
“Together with your command, I encourage political leaders and stakeholders to work closely with EASTMINCOM towards making Mindanao and its people safe and secure,” President Duterte said in his speech.
“May you never falter [nor] cower in your resolve to let our communities enjoy the peaceful and prosperous life they truly deserve,” he said.
The President also underscored the efforts of the EASTMINCOM in combatting communists, terrorists, and illegal drugs.
“The nation and our people are eternally grateful for your efforts, [for] the efforts of the troops, in field or in office, in combatting communist insurgency and in actively supporting the campaign against illegal drugs,” Duterte said.
According to the President, the EASTMINCOM was able to neutralize more than a hundred NPA members.
“Your relentless operations also forced more than 300 rebels to surrender, yielded hundreds of firearms and IEDs, as well as found more than 800 enemy encampments. Because of this, we are also able to clear more than 160 NPA [affected] barangays, and [insulated] more than a thousand barangays from NPA affectations,” he said.
“The military has the government’s full support and we honor the valor and bravery [of] the selfless EASTMINCOM soldiers who made the ultimate sacrifice in the performance of their duties. I assure you that their sacrifice would not be in vain and the country will forever be in [their] debt,” he added.
The President also urged the troops to continue to be faithful to their sworn oath and to protect and defend the country’s sovereignty and its people.
Meanwhile, President Duterte announced that he is increasing the reward money for the capture of Ozamiz City Councilor Ricardo “Ardot” Parojinog to P5 million.
Ardot Parojinog is the brother of Ozamiz City Mayor Reynaldo Parojinog, who was killed in a police raid last August.
“Itong si Ardot… I’m increasing the money, the reward money on his head by five million,” Duterte said.
The President however emphasized that he will not tolerate policemen who shoot their targets from behind.
"Ako naman sa pulis if mali talaga, as in mali, wala ako magawa sa inyo,” he said.
Prior to his speech, President Duterte distributed medals and plaques to the 17 EASTMINCOM awardees during the ceremony.
