Troopers from the Cagayan De Oro-based 4th Infantry Division have shot and killed a New People's Army (NPA) fighter following an encounter in Sitio Mabong, Barangay Caromata, San Miguel town, Surigao Del Sur on Feb. 25.

Reports forwarded by Major Christian Uy, 4th Infantry Division spokesperson, Friday said the 15-minute firefight started 2:10 p.m. when government security troops encountered an undetermined number of rebels while on security patrol.

In the exchange of gunfire, one NPA was killed while an undetermined number were wounded, prompting the rebels to retreat.

No casualties were reported on the government side, Uy said.

Recovered were an AK-47 automatic rifle and a bandoleer.

He added that this is their third encounter with the NPAs this week.

The first clash happened on Feb. 23 at about 12:15 p.m. where troops of 26th Infantry Battalion led by 2nd Lt. Bryan O. Villena at Barangay Padiay, Sibagat town, Agusan Del Sur.

The exchange of gunfire between the rebels and soldiers lasted for 10 minutes, prompting the NPAs to abandon theirmakeshift camp and some AK-47 bullets.

Another encounter took place at 3: 10 p.m., the same day, as troopers from the 2nd Scout Ranger Battalion under Capt. Romeo Ferdinand N. Baustista fought with an estimated 30 rebels also in Barangay Padiay.

The exchange of gunfire lasted for about 40 minutes after which the NPAs abandoned their camp and fled the area.

Troops were able to recover four anti-personnel improvised explosive devices (IEDs) and other war paraphernalia.

The NPA camp can accommodate about 50 persons.

The Philippine Navy (PN) on Thursday confirmed Friday that Japan Maritime Self-Defense Force chief Admiral Tomohisa Takei visited the Naval Forces West facility in Ulugan Bay, Palawan Wednesday.

Navy public affairs office chief Cmdr. Lued Lincuna said Takei's visit is aimed "strengthening bilateral relations and maritime cooperation in the region."

Ulugan Bay, located in the northwestern portion of Palawan, is where the PN is currently developing a base to better protect Philippine-occupied islands, shoals, and reefs in the disputed Spratly Island Group.

However, he said that the PN, at present, is not asking Japan for any assistance in beefing up the capabilities of its Ulugan Bay facility.

Takei arrived in the Philippines and met with his Filipino counterparts Wednesday for possible Navy-to-Navy interactions.

Such cooperation became possible after the Department of National Defense and Japan Ministry of Defense signed a new Memorandum of Defense Cooperation and Exchanges in January.

This was finalized during the visit of Defense Secretary Voltaire Gazmin in Japan on Jan. 29 to 31.

"His visit to Philippines is part of the exchange visits for 2015. This is his first visit to Manila and it is his introductory call also as the new chief of JMSDF," PN flag-officer-in-command Vice Admiral Jesus C. Millan earlier said.

Takei also visited the Armed Forces of the Philippines headquarters in Camp Aguinaldo, Quezon City where he was welcomed by AFP deputy-chief-of-staff Lt.Gen. Virgilio Domingo.

Discussed in the meeting was the PN hosting of the biennial Western Pacific Naval Symposium which is slated this April.

"Also discussed was promoting cooperation in maritime security using the Code for Unplanned Encounters at Sea (CUES) and how will it be implemented at the tactical level to avoid unusual incidents," he added.

Millan also said possible humanitarian assistance and disaster relief cooperation and training was also tackled along with possible port visits of JMSDF ships.

"I also thanked him of their help and prompt assistance after Typhoon 'Yolanda'," he concluded.

The Department of National Defense (DND) will acquire three of Australia's "Balikapapan" class LCHs (landing craft heavy) at "salvage prices" which is 10 to 15 percent of the value.

DND public affairs office chief Arsenio Andolong said that the LCHs are the HMAS Wewak, HMAS Betano and HMAS Balikpapan.

Salvage value of the ships could range from Php700-million to Php800-million, sources said.

The decision to acquire three remaining units of the "Balikpapan" LCHs was due to the decision of the Australian government to donate two of the vessels to the Philippine Navy.

The two LCHs will be delivered and commissioned by May 2015.

These ships are recently decommissioned from the Royal Australian Navy and are identified as the HMAS Tarakan and HMAS Brunei, Australian Minister for Defense Kevin Andrew said.

He added two ships will be delivered to the PN after being refurbished with new safety and navigation equipment.

“I expect the vessels will be refitted and ready for hand over in May 2015,” Andrews said.

Once in service at the PN, these ships will provide additional intra-theater sealift capability.

A lack of sealift capability hampered efforts to assist Philippines’ coastal areas devastated by Super Typhoon Haiyan (Yolanda) in 2013.

“The landing craft will greatly improve the Philippines’ ability to respond to natural disasters by enabling heavy equipment and large amounts of aid to be moved to affected areas,” Andrews said.

The two LCHs were decommissioned from Australian service at a ceremony in Cairns last Nov. 19, 2014.

LCHs are an extremely versatile vessel, capable of moving large amounts of cargo, personnel and equipment from larger ships to shore.

A very shallow draft (two meters) allows these ships to deliver personnel and equipment to areas otherwise unreachable especially during humanitarian assistance and disaster relief operations (HADR).

It is an all-welded twin-screw vessel, able to trans-ship cargo and supplies from ships lying offshore to water terminals or across the beach.

Maximum cargo load is governed by the load-fuel balance and varies between 140 and 180 tons.

A typical load of 175 ton gives the LCHs a range of 1,300 nautical miles, increasing to 2,280 nautical miles for a load of 150 tons.

Up to five shipping containers with HADR supplies and equipment can also be embarked.

LCHs have a draft of two meters, length of 44.5 meters, beam of 10.1 meters and displacement of 364 tons.

It has a speed to 10 to 13 knots and a range of 3,000 nautical miles and a crew of 15.

The arraignment before the Manila Regional Trial Court (RTC) for the case of murder against the couple Benito and Wilma Tiamzon did not push through on Friday.

The Tiamzon couple are suspected to be leaders of the Communist Party of the Philippines (CPP).

The arraignment for murder case against the Tiamzon couple is in connection with the discovery of an alleged ”mass grave” in Hilongos, Leyte, in 1984.

The co-accused in the case are former Rep. Satur Ocampo and peace consultants Vicente Ladlad, Randall Echanis and Rafael Baylosis who were earlier released on “conditional bail.”

The Tiamzon couple were brought before the Manila RTC on Friday, however, according to Christina Palabay of the group Karapatan, Manila RTC Branch 32 Judge Thelma Medina decided to postpone the arraignment to a later date.

The postponement was made while the decision of the Supreme Court (SC) is still being awaited on the petition filed by the Tiamzon couple questioning the result of the preliminary investigation on their case because they were allegedly deprived of their “right to due process.”

The Karapatan is one of the groups which is closely monitoring the case of the Tiamzon couple, who are both currently incarcerated at the Philippine National Police (PNP) Custodial Center in Camp Crame, Quezon City.

Five troopers from the Army's 81st Infantry Battalion were killed and six others wounded after being ambushed by lawless elements in Barangay Legleg, Quirino town, Ilocos Sur Thursday night.

The incident took place 7 p.m., 7th Infantry Division spokesperson Capt. Mark Anthony Ruelos, said in a message to the PNA.

He added that troopers, along with their police counterparts, were headed back to their headquarters,after conducting law enforcement operations, when ambushed by an estimated 30 gunmen.

The soldiers were aboard a KM-450 truck when fired upon.

Five troopers were immediately killed in the firefight while another six were wounded.

Ruelos said that all of the slain troopers were enlisted personnel.

Pursuit operations are now ongoing.

GENERAL SANTOS CITY -- Government troops here and in nearby provinces of South Cotabato and Sarangani have stepped up their security operations in the wake of the all-out offensive ordered by Armed Forces of the Philippines (AFP) Chief of Staff General Gregorio Pio Catapang against the Bangsamoro Islamic Freedom Fighters (BIFF).


Capt. Rey Balibagoso, spokesperson of the Army’s 1002nd Brigade, said Friday all their units in the area are currently on heightened alert for possible spillover incidents in connection with the operations against the BIFF.

Although there are no known BIFF forces or elements situated within their area of coverage, he said they have established contingency plans in case the conflict further escalates.

He said their troops could be tapped anytime to reinforce other units that will be directly involved in the operations, which would be concentrated in parts of Maguindanao and North Cotabato provinces.

Balibagoso said the two provinces are under the operational jurisdiction of the Army’s 6th Infantry Division (ID).

“When the operations begin, we will be the reserve force of the 6th ID,” he said in a radio interview.

The Army official urged local residents to be extra vigilant and cooperate with authorities to avert possible spillover incidents in the area.

He cited past scenarios wherein key areas in the region were rocked by bombing incidents and other related attacks during major military operations or offensives against the BIFF.

“We anticipate that there will be attempts by the group to divert the attention of troops focused on the offensives and we’re preparing for that,” he said.

Balibagoso advised residents to immediately report to the nearest police station or Army unit any movement of BIFF elements in the area.

“It’s important for everyone to be involved in this aspect as the usual target of these attacks are innocent civilians,” he said.

The hinterlands of Maasim in Sarangani Province is a known entry and escape route of armed groups, among them the BIFF, operating in the province and nearby areas in the past several years.

The BIFF had staged several attacks in the Maasim town in the last three years and used upland villages as escape route.

PIKIT, North Cotabato -- Police and social welfare officers authorities found newly dug graves in the village of Kabasalan, site of bloody skirmishes involving two Moro armed groups last week, the town police chief said.

Senior Inspector Sindatu Karim, Pikit police chief, told DXND Radyo Bida Kidapawan, said the graveyards were found in areas where the Bangsamoro Islamic Freedom Fighters (BIFF) and Moro Islamic Liberation Front (MILF) had a fierce firefight for a week.

"We do not know who were buried there, we did not touch the sites because those were sacred," Karim said.

Military officials in North Cotabato said at least 20 BIFF guerrillas were killed when the 7th Infantry Battalion launched artillery offensives to liberate eight villages in Pikit and two communities in Pagalungan, Maguinanao the BIFF occupied for more than a week.

While the Army and local officials have given the go signal for the internally displaced persons (IDPs) to return home, many evacuees have second thoughts of coming home due to trauma and fear.

The military's 7th Infantry Battalion gave the go signal after it cleared the recaptured villages of unexploded ordnance.

Tahira Kalantongan, Pikit municipal disaster risk reduction and management council officer, said many IPDs have returned home but some have refused.

Karim denied police and military authorities recovered firearms when they stepped in the village of Kabasalan after the artillery offensives.

Muslima Salik of Barangay Kabasalan and her family will remain in evacuation sites in Pikit until she is certain its safe to return.

Salik's home was one of the many houses the BIFF attacked and strafed on the February 14. Her valuables and food were taken by the armed men.

Meanwhile, Jabib Guiabar, member of the MILF local monitoring team, said the MILF central committee has created a special task force to mediate and diplomatically settle the family feud involving MILF and BIFF leaders.

BIFF Commander Gani Saligan and MILF Commander Jack Abas were locked in a long standing family feud that triggered the clashes in the borders of Maguindanao and North Cotabato.

Guiabar said the task force will be composed of representatives from BIFF, MILF, local government unit of Pikit and Pagalungan and representatives from the group of Commanders Jack Abas and Gani Saligan.

Military and local officials believed land and territorial dispute was the root cause of BIFF, MILF clashes.

The Fourth District of Negros Occidental has been declared "peaceful and ready for further development" during Wednesday’s 1st Quarter meeting of the Provincial Peace and Order Council at the Capitol Social Hall here.

The resolution was approved by the PPOC declaring the Fourth District located in southern Negros as such.

Mayors from La Carlota City, Pontevedra, San Enrique and representatives of the mayors of Bago, Valladolid and Pulupandan signed the resolution.

Earlier, Cadiz City, Hinigaran, Pontevedra, San Enrique and Toboso towns have been declared individually as "peaceful and ready for further development."

Mayors Juliet Ferrer of La Carlota City, Mario Magno of San Enrique, and Jose Benito Alonso of Pontevedra personally signed the declaration, with Governor Alfredo Marañon Jr., Col. Jon Aying, commander of the Army's 303rd Brigade, and Undersecretary Maria Cleofe Gettie Sandoval of the Office of the Presidential Adviser on the Peace Process as witnesses.

Based on the security situation assessment of both the Armed Forces of the Philippines and the Philippine National Police, the occurrence of violence, criminality, insurgency, and subversion has become negligible and isolated, thus the areas have established an enabling environment for economic development.

Marañon said he hopes that with the declaration, the Fourth District as well as the whole province will encourage more investors to set up business here.

"There will be no development if there is no peace," the governor said.

The Philippine Army has vowed to strengthen security measures in Kapatiran resettlement areas in Negros Occidental amid concerns raised on the safety of an identified site in northern Negros.

Kapatiran is formerly the Rebolusyonaryong Partido ng Manggagawa-Pilipinas/Revolutionary Proletarian Army-Alex Boncayao Brigade (RPM-P/RPA-ABB) Tabara-Paduano Group which is set to sign a closure peace agreement with the government.

The three settlement sites in the province will be established in Barangay Palampas, San Carlos City; Barangay Gawahon, Victorias City; and Barangay Locotan, Kabankalan City.

Victorias City Mayor Francis Federick Palanca has expressed concerns over the possible implications of the establishment of a resettlement area in Barangay Gawahon to the city’s eco-tourism program.

In a letter sent to the Provincial Peace and Order Council, Palanca called for the conduct of consultations with the residents of Gawahon.

He said the presence of RPA-ABB members may attract the New People’s Army (NPA) and may cause confrontations.

The RPA-ABB is a breakaway group of the NPA.

Palanca said he is not against the former RPA-ABB members to have a settlement site in his city. "I want them to live a normal life."

However, the mayor said he is concerned that the area is near the eco-park, which they are developing into an economic zone.

Col. Jon Aying, commander of the Army’s 303rd Infantry Brigade, dismissed the apprehension of Palanca, saying the establishment of the resettlement area will further strengthen the security of the place.

“Actually, we already have contingencies on how to protect the area and this can benefit the eco-park. We will strengthen the security measures there because we will integrate the forces from three detachments - two in E.B. Magalona town and one in Victorias,” he said.

The possible resettlement of the Kapatiran will actually improve the productivity, growth, and development of the area, Aying added.

The Philippine Army’s 801st Infantry Brigade has called on for more concerted efforts to pursue peace and development and uphold rule of law and justice in their series of operations in Samar provinces.

Col. Leoncio A. Cerunay, brigade commander said the army is intensifying its peace efforts through bayanihan (heroism) and focused military operations to safeguard the community against armed threats from lawless elements.

Cerunay tackled the current situation of Basey and other areas in the Samar province, saying “the tensions have continued for nearly 46 years and people living in isolated communities in Samar are still in urgent need of support.”

“It is negotiations, not fighting, that offers solution,” Cerunay observed.

It was learned that the army continue to reach out and encourage members of the New People’s Army to abandon the armed struggle, return to the fold of the law, and live a normal and peaceful life together with their families.

To jointly pursue peace and development and uphold rule of law and justice, he has called for equal treatment, uphold the principles of sovereignty and territorial integrity, safeguard the rights of all people to independently choose their social systems and development paths.

“We should be open and inclusive in order to achieve harmony between all people with different social systems, religion, cultural traditions and ideology,” he explained.

“Mutually beneficial cooperation should be pursued for win-win or all-win progress by aligning common interests with those of others and working to expand areas where their interests converge.”

The official stressed that beating swords with ploughshares may take time and effort, but history and reality have repeatedly demonstrated that to meet violence with violence will not lead to enduring peace, and the use of force will create more problems than solutions.

“For the good of all, there is a need to intensify efforts and initiatives aimed at creating the conditions for a stable peace based on justice, on the recognition of the rights of every individual, and on mutual security," the commanded explained.

The joint training of the 6th Special Action Force (SAF) Battalion and the US Marines in Sagay City, Negros Occidental is beneficial to the peace and security efforts for the Asia-Pacific Economic Cooperation (APEC) meeting in Bacolod City on April 29-30.

Philippine National Police (PNP) officials stressed this after militant groups criticized the presence of American troops in the province.

Senior Supt. Milko Lirazan, director of Negros Occidental Police Provincial Office (NOPPO), said the training will ensure the safety of visitors during the APEC meeting here.

“It’s beneficial for us in securing the safety of our visitors,” Lirazan said.

The US Marines troopers arrived in Negros Occidental earlier this week.

Supt. Marlu Conag, commander of 6th SAF Battalion, said the training will be conducted for 45 days.

Conag echoed Lirazan’s statement that the joint training will be beneficial to the efforts of the local authorities in maintaining peace and order for the upcoming APEC meeting.

The US Marines will train with 54 SAF members from SAB-6 along with personnel from the NOPPO and the Regional Public Safety Battalion.

Policemen will be trained for APEC tasking as well as anti-insurgency and anti-terrorism, and K-9 handling.

Christian Tuayon, secretary general of Bagong Alyansang Makabayan-Negros (BAYAN-Negros), said they demand for the pullout of the US Marines troops from the province.
 
They may violate the human rights of the activist groups especially those perceived to be terrorists by Americans, he said.
 
Tuayon said they also fear the US Marines will build their structures in the province, adding that the US military forces have no right to intervene in police and military activities in the country.

CAGAYAN DE ORO CITY -- The local police command here on Thursday has raised an alert following the government’s declaration of war against the Moro rebels of the Bangsamoro Islamic Freedom Fighters (BIFF) in Central Mindanao.

Pol. Supt. Lemuuel Gonda, chief operation officer of the local police command, said that the police is adopting a preemptive measure for fear that the war between the Moro rebels and the government troopers would escalate here.

He said that aside from mobile checkpoints, the local police has also set up checkpoints in various areas in the city. “We have also enlisted the assistance of the local barangay units to be on alert in their respective barangays here,” Gonda said.

Earlier, the military has also clamp the boundaries in Northern Mindanao to make sure that the fighting in Central Mindanao will not escalate toward the region.

Maj. Christian Uy, spokesperson of the army’s 4th Infantry Division here, said that the military is closely coordinating with other law enforcers in various provinces and cities in Northern Mindanao in securing the region.

The BIFF, headed by Umbra Kato, is a breakaway group of the Moro Islamic Liberation (MILF) whose fighters also engaged in the Mamapasano encounter in Maguindanao, which resulted in the death of 44 members of the elite Special Action Force (SAF).

MAMASAPANO, Maguindanao -- The police authorities here have remained clueless on the motive of Tuesday night's burning of the hut of slain Malaysian terrorist Zulkifli bin Hir alias Marwan in the village of Pidsandawan here.

Inspector Reggie Abellera, Mamasapano police chief, said local officials and community elders of nearby villages of Tukanalipao, Pimbalakan, Pidsadawan and Inog-og could not say who did it and for what purpose.

The area, since Marwan was killed on January 25, had been deserted with only birds and stray animals loitering around what appeared to be an island group of houses in the middle of an idle rice field.

Even the house of Filipino bomb maker Abdul Basit Usman, Marwan's lieutenant located a kilometer away and looked like the house of slain Malaysian terrorist was also deserted by its neighbors.

“We still continue to gather information, the residents appeared to be afraid to say anything lest the suspects get back at them," Abellera said.

He said local officials or policemen assigned in Mamasapano fear coming closer as sniper shots will be heard when lawmen attempt to visit the area.

Marwan was only known as "Madz" in the village of Pidsandawan and even local officials claimed they did not know he was a Malaysian because he spoke the Maguindanao dialect fluently.

Director Benjamin Magalong, chief of the PNP Board of Inquiry, who visited Barangay Tukanalipao, did not dare to visit Marwan's torched home, saying "it was immaterial to the board of inquiry."

"We only have fire scene photos, we cannot penetrate the area because of armed men," he said. The village is a known bailiwick of outlawed Bangsamoro Islamic Freedom Fighters.

Three homes made of light materials turned to ashes except for the small mosque nearby in Tuesday night's incident.

While the spot where the house of Marwan was located is now inhabited, people fear to come closer into it.

In fact a village adjacent to Marwan's house had been deserted.

The BIFF, which clashed with the elite police commando on January 25, came from the village of Dasikil where BIFF leader Uztadz Tambako operates.

At night, sporadic gun shots were heard near the house of Marwan and believed to be the works of BIFF bandits, police said, quoting villagers.

As the Army's 27th Infantry Battalion mourn the dead of two of its fighters and the wounding of 11 others in a road side bomb attack by New Peoples Army in South Coabato, Army officials on Thursday called on the public to help the government contain the communist rebels' terrorism.

“As we honor the service and sacrifice of our soldiers and CAAs, we recommit ourselves for serving the cause of peace. We will bury our dead, care for our wounded, and move forward to fulfill our mandate," said Army Colonel Ronald Jess Alcudia, 27th IB chief.

A tribute for two fallen soldiers who died in the Jan. 22 NPA bomb attack in Sitio Campo 2, Barangay Danlag, Tampakan, South Cotabato was held Thursday at a Catholic Church here.

Alcudia said his men were tasked to clear the farm-to market roads in Tampakan of suspected landmines but were treacherously killed and maimed by NPA elements using an improvised roadside bomb.

“The employment of the terrorists’ weapon of choice has instilled fear among the populace because the bomb placement sites are the same routes for commerce and civilian transport," he said.

"Similar to the injuries and trauma suffered by soldier-victims, there have already been instances of civilian victims of the NPA’s indiscriminate landmines and improvised explosive devices (IEDs),” Alcudia said.

Alcudia believed people's cooperation and participation in the universal campaign against violence and terrorism would help the Army secure civilians and save lives.

“Unless we are united in purpose in denouncing the communist movement, declaring that they are not welcome in our communities, we firmly believe that the NPAs will be emboldened to replicate these kinds of violent attacks in other areas in South Cotabato for intimidation and extortion," the 27th IB chief said.

Corporal Mark Casipe and Private First Class Arnel Inonaria both died when the NPA set off the roadside bomb at past 12 noon on Jan. 22.

Eleven other infantrymen were wounded and confined at various hospitals here.

Of the total wounded soldiers, three remained in critical condition and have to undergo critical surgical operations because they sustained shrapnel injuries in the head, according to Lt. Meynard Fernandez, 27th IB spokesperson.

“They have to undergo a series of surgical operations,” Fernandez said at the same condemning the NPA for using the worldwide banned weapons of mass destruction.

Fernandez was referring to the landmine which the NPA still uses against government forces and civilian targets.

Army troops operating in Eastern Samar province captured on Tuesday two New People’s Army (NPA) members in an abandoned camp in the outskirt of Balingasag village, Oras, Eastern Samar.

Based on the initial report from Lt. Col. Peter B Burgonio, commanding officer of the 14th Infantry Battalion, his troops were conducting peace and security operations when a concerned citizen informed them about the presence of NPA rebels nearby.

The troops immediately responded and proceeded to the NPAs’ location. Upon arriving in the vicinity, the troops immediately scoured the area and saw two individuals trying to flee upon sensing that government troops were coming.

Soldiers apprehended the two rebels and seized nine blasting caps used for improvised explosive device. The two were later identified as Bencito L. Montalla, 39 and Jessie S. Gubala, 27 and were found to be members of NPA Yunit Militia of Balingasag village.

The two were turned over to Oras town police on the same day, but were later released by the police the following day. The battalion will file illegal possession of explosive devices case against the suspects.

Maj. Gen. Jet B. Velarmino, 8th Infantry Division Commander, expressed his appreciation for the efforts of troops involved in the operation as the recovery of the explosive devices spared the lives of civilians and soldiers alike, who might have fallen victim to NPA land-mining activities, had the explosive devices not recovered from the suspects.

Two rebel returnees received on Wednesday, individual checks worthP50,000 each from the office of the Presidential Assistance for Rehabilitation and Recovery channelledthrough the Department of Interior and Local Government Region 6 (DILG6) and the Iloilo Provincial Social Welfare Development Office (PSWDO) to help them start a livelihood and be able to provide basic necessities for their respective families.

Michael Caro, 34, was in his early 20's when he joined the armed struggle but as everybody knows, rebels are constantly on the move as they try to elude pursuing police and soldiers; and one day, he felt he could not take it anymore and finally in 2009, he turned himself in to live a life of a normal, law-abiding citizen.

Marosendo Chiva, 41, has six mouths to feed and has always longed to be with his family; and so,three years ago he bid his comrades goodbye despite their pleas to stay. He claims he is much happier now, and wishes that someday peace would prevail in the entire country.

Interestingly, both are very grateful that they did lose their lives while fighting government troops, and incentives dangled by the government have surely given them fresh hopes to try a new beginning.

Thousands of civilians fled their communities in Datu Saudi Ampatuan, Maguindanao early Friday after heavily armed Bangsamoro Islamic Freedom Fighters (BIFF) were sighted in the village of Kitango, an Army official said.

Capt. Joann Petinglay, 6th ID spokesperson, said elements of the 45th Infantry Battalion are now engaged in a running gunbattle with BIFF forces, led by a certain Commander Kadafi in Barangay Maytumaig, Datu Saudi Unsay.

Portions of the highway between Crossing Salbo, Datu Saudi Ampatuan to the town hall of Datu Unsay town, were closed.

The firefight started at 9:30 a.m. in Sitio Kuwari, Barangay Maitumaig, Datu Unsay, Maguindanao.

Evacuation continues.

“There was massive evacuation of civilians,” Petinglay said adding that before the encounter between Army and the BIFF, thousands of civlians have already evacuated anticipating armed skirmishes.

Heavy fighting is taking place between the towns of Datu Saudi Ampatuan and Datu Unsay Ampatuan, specifically near the road.

The road from Dalican, Datu Odin Sinsuat until Shariff Aguak town, both in Maguindanao, have been closed to traffic as Army and BIFF are poised to engage in shooting war, a commuter told Radyo Bida Koronadal.

Armored personnel carriers and artillery have been positioned beside the highway as the clash site was only a few kilometers away from the road network.

Petinglay said elements of the 1st Mechanized Infantry Brigade, backed by armored personnel carrier, have been deployed along the highway between Talayan and Datu Saudi Ampatuan, both in Maguindanao.

She could not say how many families have evacuated.

She said the civilians first reported to the Army that they noticed heavily armed BIFF in their communities and anticipating harassment or Army-BIFF encounter.

“The highway, portion of the Cotabato-Isulan highway, has been close to ensure the safety of commuters," Petinglay said.

The Iloilo Provincial Peace and Order Council (PPOC) has unanimously approved Thursday a resolution declaring Iloilo as peaceful and ready for further development.

The 3rd Infantry Division (3ID) of the Philippine Army proposed for the said declaration for Iloilo province.

Iloilo is the last province in Panay that is declared peaceful. The target timeline for the declaration was supposedly December last year but it did not push through because of some intervening events like typhoon and Papal visit, 3rd Infantry Division (3ID) of the Philippine Army Commander Major General Rey Leonardo Guerrero earlier said.

The PPOC approved the said resolution during their quarterly meeting held at the provincial capitol.

Army’s 301st Infantry Brigade Commander Colonel Eric Uchida, who attended the PPOC meeting, said since the resolution was approved by the body, it will be followed by a joint signing of a resolution between Police, Army and local government officials to this effect.

“When we say the area peaceful and ready for further development, it doesn’t mean that there is no incidence of insurgency. There is still in some areas but it will not hamper the development efforts of the government,” said Uchida.

Meanwhile, Guerrero noted that for a long time, the skirmishes and presence of New People’s Army (NPA) in Iloilo have subsided and the countryside has been partly normalized wherein essential services of the government can be already be delivered.

In December 2014, the province of Capiz was declared as peaceful while Guimaras was the very first in Panay to be declared such followed by Antique and Aklan.

The number of Abu Sayyaf Group (ASG) bandits killed during law enforcement operations in Barangay Tanum, Patikil town Sulu Wednesday morning has now climbed to 14, the Western Mindanao Command announced on Thursday.

This is nine higher than the previous reported.

Capt. Rowena Muyuela, Western Mindanao Command spokesperson, said that the number of wounded bandits in the encounter has also climbed to 19, or five higher than the 14 reported earlier.

Two troopers were killed and another 16 were wounded in the series of encounters.

During Wednesday's firefight with the bandits, artillery and air strikes pounded ASG positions.

Six of the slain ASG bandits were identified as Berhamin Jawhari, Musar Sawadjaan, Jani Madjid, Adzmar Muhammad, Ompoy Uran, Mussal Jawhari while the rest remained unidentified as of this posting.

The military also received information that three Malaysian Jemaah Islamiyah operatives were seen during Thursday's clash in Patikul, Sulu which took place 9: 15 a.m.

Muyuela said the firefight lasted for 15 minutes.

No casualties were reported on both sides.

Muyuela said that they are still checking on this report.

She added that they are still verifying information that ASG sub-commander Hatib Hajan Sawadjaan was injured in Wednesday's clash in Patikul.

Soldiers immediately proceeded to the area and saw two individuals fleeing the area, prompting government troopers to arrest them.

After searching their belongings, soldiers found in the duo's possession nine blasting caps used for improvised explosive devices.

They were later identified as Bencito L. Montalla, 39 and Jessie S. Gubala, 27.

Both were found to be members of NPA Yunit Militia of Barangay Balingasag. The two were turned over to Oras Municipal Police Station.

Pursuing government troops on Thursday uncovered an abandoned clandestine Abu Sayyaf camp in the jungle of Patikul, Sulu after the terror group was forced to flee following Wednesday’s heavy fighting that left 14 terrorists killed and 18 wounded, including a ranking terrorist leader.

A military report identified six of the 14 slain Abu Sayyaf terrorists as Berhamin Jawhari, Musar Sawadjaan, Jani Madjid, Adezmar Muhammad, Ompoy Uran, and Mussal Jawhari.

The wounded Abu Sayyaf leader was identified as Nurhasan Jamri, who operates under Isnilon Hapilon, the overall Abu Sayyaf commander in Sulu and Basilan.

On the side of the government, two Army soldiers were killed and 16 others wounded during the hour-long running gun battle. They were immediately airlifted to the hospital by two UH-1H “Huey” helicopters of the Philippine Air Force (PAF) escorted by two MG helicopter gunships.

The wounded troopers were later flown to Zamboanga City for further treatment.

Government forces fired their 105mm howitzers to support the outnumbered Army troopers that engaged the 300 Abu Sayyaf terrorists who secretly landed in Sulu from Basilan Island.

At the height of the fighting, a team of Philippine Marines reinforced the Army troopers in Barangay Tugas, Patikul while a reinforcing Army Scout Rangers clashed with some 40 Abu Sayyaf fighters in Barangay Sanda also in Patikul, a known terrorists’ lair.

No immediate casualty was reported from both sides.

The report said that as the Abu Sayyaf fled in haste, government forces pursued them without let-up that led to the discovery of the secret terrorist camp complete with 50 makeshift bunkers that can accommodate more than 200 warm bodies.

The camp has a 50-meter radius with running trenches, complete with water facility and comfort room.Troops have secured the area.

Wednesday’s fighting was the biggest victory by government forces stationed in Sulu against the Abu Sayyaf this year.

Abu Sayyaf terrorists from Basilan slipped into Patikul, Sulu on Wednesday but they were intercepted by Army troopers triggering a running gun battle preventing the spread of terrorism by the terror group on the island of Sulu.

With the Abu Sayyaf Group sustaining 14 dead and 19 wounded in Wednesday's clash, Armed Forces of the Philippines (AFP) chief-of-staff Gen. Gregorio Pio Catapang on Thursday ordered the military to conduct more intensified operations against the ASG in Basilan and Sulu.

Catapang stressed that he intends to use both military and non-military approaches to deal with the ASG problem.

"This is not a pure military solution to this lingering social problem. I will commit troops to relentlessly pursue the armed bandits who are hiding in the jungles and another group of soldiers who will work with the local government and non-government organizations in addressing the wide array of community issues that are also attributed to the existence of the ASG," he added.

Catapang added that the military will involve different stakeholders in helping the local government units deliver basic social services to the people.

He said that he is considering an option to send more troops to help flush out the ASG.

Catapang said that the AFP through the Western Mindanao Command will support socio-economic programs that will cater to livelihood, education, and counter-radicalization as part of the military's 'Whole of Government Approach' of addressing the problem.

Meanwhile, Col. Alan Arrojado, Joint Task Group Sulu commander, has identified the soldiers who died in the encounter on Feb. 25 as Cpl. Lonell Bautista, 35, of Emilio Aguinaldo, Cavite; and, Pfc. Ervin Roquero, 23, of Kabankalan City, Negros Occidental.

Sixteen other soldiers were slightly wounded by 40mm shrapnel in the running gunbattle that ensued.

Among those who were wounded include 1st Lt. Ramsel Dugan and 2nd Lt. Bernard Mabazza.

They were proclaimed out of danger by attending physicians.

Catapang has also expressed sorrow for the soldiers who paid the ultimate sacrifice in the performance of their duties.

He said that he had extended his deepest sympathies to the family members of the fallen heroes.

"I could not describe my pain for losing another brave soldiers in the hands of Abu Sayyaf terrorists. I share the sorrow that is felt by their loved ones," he said, adding, "I will make sure that appropriate honors will be given to these fallen heroes. These fine young men will not be forgotten," Catapang stressed.

Following the bandits' route of withdrawal, the troops pursued the bandits deep inside the jungles located in the adjacent sub-village of Kan Jimaw, Barangay Tugas, Patikul town.

Another firefight ensued at 9:15 a.m. Thursday when the Scout Rangers spotted at least 100 bandits led by Hatib Sawadjaan.

The troops spotted more casualties on the enemy side but they were dragged by the bandits after the 15-minute firefight.

The troops chased the bandits who fled towards Barangay Bakong of the same municipality.

Arrojado has poured in more troops including a group of policemen led by one Supt. Nantes to arrest the bandits who mingle with civilians in the nearby communities.

The troops belonging to the 35th Infantry Battalion led by Lt. Col. Marces Gayat, discovered an enemy encampment in the same village at around 11:40 a.m.

The camp can accommodate at least 50 persons.

Civilian tipsters also revealed that three Malaysian nationals who are members of the Jemaah Islamiya were coddled by the group of Sawadjaan.

As of 2 p.m., the JTG Sulu has pounded the enemy positions with mortar fire.

There were no reported casualties on both sides.

Presidential Communications Operations Office (PCOO) Secretary Herminio Coloma Jr. said on Thursday President Benigno Aquino III still maintains faith and trust on the members of the Philippine government peace panel (GRP).

Coloma assured this after Senator Francis Escudero called on President Aquino to replace Office of the Presidential Adviser on the Peace Process (OPAPP) Secretary Teresita Deles and government chief negotiator Miriam Coronel-Ferrer as members of the GRP.

”The faith and trust of the President to the peace panel members, including Secretary Deles and Prof. Ferrer, remain intact. They perform their duties based on the guidelines given by the President,” Coloma said in a media briefing in Malacanang.

Last Tuesday, Senator Alan Peter Cayetano said President Aquino should fire Deles and Coronel for supposedly defending the MILF despite the involvement of some MILF fighters in the bloody Mamasapano encounter that left 44 Special Action Force (SAF) men dead on Jan. 25.

Cayetano asked the President to replace the two GRP officials with representatives who can defend the interest of the Philippine government.

Deles and Ferrer, meanwhile, found a valuable ally from Senate President Franklin Drilon who said the calls for resignation of the GRP panel members will achieve nothing but will only derail the peace process.

“I appeal for a deeper public support and understanding of the role of the government peace panel in the realization of our goal of providing lasting and genuine peace in Mindanao, which for four decades suffered from all forms of insurgency and criminality,” Drilon said.

“While I fully understand and recognize the public's high emotions following the Mamasapano tragedy, Secretary Teresita Deles and Prof. Miriam Coronel-Ferrer do not deserve to be maligned in such an unwarranted manner," he added.

A long peace negotiation between the GRP and the MILF has resulted in the signing of the Comprehensive Agreement on the Bangsamoro (CAB) on March 27, 2014.

The Senate is now deliberating on the Bangsamoro Basic Law (BBL) that will embody the peace agreement and will create the new Bangsamoro political entity.

 The New People's Army released 3 captive policemen to Davao City Mayor Rodrigo Duterte on Thursday, February 26.

The policemen, who were released through the help of third party facilitators, including Duterte, are Police Officer 1 Jorie Amper, Police Officer 3 Democrito Polvorosa, and Police Officer 1 Marichel Contemplo.

Amper was snatched by communist guerrillas from Malimono town in November 12, 2014; and Contemplo and Polvorosa from the Alegria town several days later. Both towns are in Surigao del Norte.

NDF-Northeastern Mindanao spokesperson Maria Malaya said Malaya said the “chief reason” for the release is the “ardent request” of the policemen’s families, who had sought the intercession of Duterte.

Malaya added that the release of the policemen is a "gesture signifying the revolutionary movement’s serious intent on pursuing the peace talks between the NDFP and the GPH."

On their 46th anniversary on December 26, 2014, the Communist Party of the Philippines (CPP) announced that there were "ongoing peace negotiations" with the Aquino government to jumpstart the stalled talks. (READ: Communist Party confirms talks with PH government)

There were 3 previous attempts to release the captives – in November, during the Christmas holidays, and in January – but fell through due to the military's alleged refusal to heed certain conditions imposed by the rebels.

Reports reaching Manila indicated that the number of casualties on the Abu Sayyaf Group (ASG) side has climbed to 14 dead and 19 wounded in the renewed fighting that erupted Wednesday in Sulu, Rear Admiral Reynaldo Yoma, commander of the Task Force ZAMBASULTA (Zamboanga, Basilan, Sulu, Tawi-Tawi), said Thursday.

"Six of the 14 dead Abu Sayyaf bandits were from body count," Yoma reported.

Yoma, also commander of the Naval Forces Western Mindanao Command, said government security forces were in the process of verifying reports that at least three still- unidentified Jemaah Islamiyah (JI) personalities were among the encountered bandits.

On Wednesday, elite forces from the Army Scout Rangers and Special Forces encountered up to 300 Abu Sayyaf bandits in Barangay Tanum in the town of Patikul.

According to Ensign Chester Ramos, spokesman of ZAMBASULTA, the firefight also resulted in the death of two government soldiers and 16 others wounded.

The National Democratic Front of the Philippines-Northeastern Mindanao Region (NDFP-NEMR) released Thursday the three policemen in Surigao del Norte who were held captive since late last year.

P01 Jorie M. Amper of Malimono Police Station, and PO3 Democrito B. Polvorosa and PO1 Marichel U. Contemplo of the Alegria Municipal Police Station were reunited with their families in Barangay Lahi, Gigaquit town in Surigao del Norte.

Amper was taken in Malimono town last Nov. 12 while Polvorosa and Contemplo were seized in Alegria town last Nov. 16.

Davao City Mayor Rodrigo Duterte, who facilitated the release, received the three policemen from the New People’s Army.

“The ardent request of the families of the 3 POWs that they be reunited with their loved ones is the chief reason for this release. They approached Davao City Mayor Rodrigo Duterte to facilitate the release of the three prisoners of war of the NPA-Surigao del Norte noting the mayor’s help in several successful and safe releases of POWs in the Southern Mindanao Region, the most recent was last January 2015. We would like to acknowledge the efforts of and thank Mayor Rodrigo Duterte and the Third Party Facilitators,” Ka Maria Malaya, spokesperson of NDFP-NEMR said in a statement.

“This release is also a gesture signifying the revolutionary movement’s serious intent on pursuing the peace talks between the National Democratic Front of the Philippines and the Government of the Philippines,” she said.

The release of the three policemen had been deferred thrice, first in November in time for the Pope’s visit in the Philippines, the second during the Christmas holidays and the third in the middle of January.

The NDF said the reason for the delays was the refusal of the Armed Forces of the Philippines to temporarily withdraw their troops from the target release area.

“The halfhearted efforts of the government’s Provincial Crisis Committee led by Surigao Norte Gov. Sol Matugas failed to give any assurance for the safe release of the POWs,” Malaya said.

She cited the NPA for carrying out the release without hitches despite “the relentless combat operations and Community Organizing for Peace and Development (COPD) of the military troops since November 2014.”

She added the NPA observed Protocol II to the Geneva Conventions in handling the captive policemen.

The NDFP-NEMR said it issued a unilateral declaration of ceasefire covering the period Feb. 21 to March 2 to ensure the safe release of the captives.

Wahid Tundok, commander of the 118th Base Command, met with the BOI in the MILF’s Camp Darapanan here on Wednesday, but for unknown reasons declined an interview with the probe body despite assurances by MILF vice chair for political affairs Ghadzali Jaafar of full cooperation by the rebel group.

Tundok was supposed to be a key witness to what really happened on Jan. 25, when members of the PNP Special Action Force engaged Moro rebels in a clash that has imperiled the peace process between government and the MILF.

The encounter left 44 SAF commandos, 18 MILF fighters and at least five civilians dead.

The area of operations of the 118th Base Command lies adjacent to the 105th Base Command, the MILF unit that fought the SAF commandos in Barangay Tunakalipao, Mamasapano last Jan. 25.

“We wanted to ask him (Tundok) about the Mamasapano incident. I wanted to make a sense of what happened,” BOI chair Police Director Benjamin Magalong said.

Magalong and the entire BOI suspended their investigation of the SAF survivors when they received word that the MILF had granted their request to interview Tundok.

Brig. Gen. Carlito Galvez Jr., chief of the government Coordinating Committee on the Cessation of Hostilities, and his counterpart in the MILF Rashid Lidasan said it was Tundok who called the MILF field commanders and told them to disengage because they were fighting government troops.

The government and the MILF have a ceasefire agreement, one of many agreements signed in the course of on-and-off talks since 1997.

Magalong said Tundok could have clarified his role in helping the truce committees put a stop to the fighting in Mamasapano last Jan. 25.

“We cannot force him if he does not want to be interviewed. That is his right. Our investigation has no force of law to compel anyone to testify,” the police official told reporters after Tundok told him of his decision.

Magalong had to be contented in talking with Jaafar in a closed-door meeting that lasted for an hour.

Jaafar said the MILF was cooperating “fully” with the BOI and has allowed them to interview their field commanders.

He said the BOI’s only request was to interview Tundok, which the MILF Central Committee approved.

“The MILF is complying with everything that has to do to forward the peace process,” Jaafar said.

Jaafar himself led the convoy of the BOI to the MILF main office in Camp Darapanan in Simuay Wednesday.

The MILF official told reporters that the seven-man MILF special investigation body headed by a member of its central committee has nearly completed its investigation of the Mamasapano incident.

He said the MILF will submit its report to the Malaysian facilitator in the peace talks once their investigation is concluded.

“It is standard procedure in our negotiations to submit any documents to the Malaysian facilitator who is the neutral party,” he explained.

Magalong said they would like to get hold of a copy of the MILF investigation report before concluding their own investigation.

The BOI arrived in Cotabato City last Tuesday and interviewed SAF survivors. They also visited the bloody battlefield in Mamasapano on the same day.

A BOI member said they were particularly interested on why the 55th SAF Company did not go to the line of coconut trees and bananas just 500 meters from the battlefield where they were annihilated by the MILF fighters who had surrounded them.

“Cover and concealment is always a requisite in military maneuvers. We studied them in military and police schools,” the official who asked not to be identified said.

“We think the SAF commandos did not know the terrain when they arrived at the site Sunday dawn. It would have been a different story if they have reached the coconut trees,” he said.

The official said the MILF fighters knew the terrain and made use of the advantage of cover and concealment behind the coconut trees.

Aside from Tundok, former PNP chief Director General Allan Purisima also declined to be interviewed by the BOI.

Purisima, however, has testified before the Senate committee on public order and safety, where he divulged, among others, the exchange of text messages between him and President Aquino while the Mamasapano operation was going on.

Magalong said he is confident that their investigation will be substantial and done without “sacrificing its quality.”
