In 2016, the Islamic State acknowledged a series of pledges from Southeast Asian militant groups by declaring Isnilon Hapilon of the Abu Sayyaf Group to be the regional emir and encouraging local supporters to travel to the Philippines to wage jihad. Since 2016, a wave of Islamic State-linked attacks, including attempted and successful suicide attacks across the region, as well as the Marawi siege in 2017 by Islamic State-linked groups, has raised significant regional security concerns. Critical questions about the growing influence of the Islamic State in Southeast Asia, the interconnectedness of Islamic State affiliates, and the risks associated with returning fighters from Iraq and Syria remain unanswered.

In the first of a four-part series on the Islamic State in Southeast Asia, this report sheds light on the overarching characteristics of Islamic State-linked operations across Indonesia, Malaysia, and the Philippines between 2014 and 2019, highlighting how the Islamic State’s arrival has affected regional militancy. Drawing on open-source materials, the report maps the characteristics and regional dispersion of Islamic State-linked activity in the region, providing regional and country-level context for the nature of the threat. Additionally, the report identifies six regional militant groups as the Islamic State’s operational affiliates, defined as groups that have claimed attacks concurrently with the Islamic State.

The findings of the report draw attention to a marked increase in the use of Islamic State-linked suicide attacks and lethality in 2019, and significant numbers of failed and foiled attacks by Islamic State-affiliated or -inspired individuals in Indonesia and Malaysia. While the most important dimension of the Islamic State threat may be the existing militant infrastructure offered by its operational alliances in the Philippines and Indonesia, the threat in Malaysia exists in the form of independent plotters and radicalized individuals who present a pool of potential recruits for existing networks of militants in the region.

In 2017, the five-month “Battle of Marawi” waged by Islamic State-affiliated groups in the southern Philippines highlighted the gravity of the Islamic State threat within the country. Moreover, it highlighted the likelihood that the Philippines would remain the epicenter of the Islamic State threat in the region. Since the recovery of Marawi, it has become even more critical to understand the evolving nature of Islamic State-linked activity in the country, and its regional implications.

As the second of a four-part series on the Islamic State in Southeast Asia, this report provides an overview of the characteristics of Islamic State-linked operations in the Philippines between 2014 and 2019, highlighting the instrumental value of the Islamic State brand for local groups. Drawing on open-source materials, the report examines the factors that contributed to the rise of the Islamic State’s influence and activity, specifically within the context of the Philippines, and analyzes its impact on local militancy during and after the Battle of Marawi.

The losses experienced by Islamic State affiliates during the Battle of Marawi deeply changed the structure of Islamic State-linked militancy in the Philippines, moving from the united front of the Maute Group and ASG-Basilan led coalition during the battle to an increasingly decentralized structure. The findings of this report underline the Islamic State’s evolving nature and the appeal of allegiance for local groups in an environment that is marked by numerous other challenges such as poverty, clan rivalries, criminal violence, as well as a long-running communist insurgency. The change in the nature of the Islamic State’s presence in the country indicates fewer Marawi-style sieges and more targeted attacks, and an increase in the use of suicide attacks.

The New People’s Army (NPA) took responsibility on the landmine explosion targeting a police patrol car in Barangay Balicua, Tubungan, Iloilo.

The admission recently came in a letter from the NPA’s Napoleon Tumagtang Command.

The communist group admitted they were behind the Dec. 17 attack, nine days before they celebrated the 52nd anniversary of the Communist Party of the Philippines (CPP).

The harassment, according to the rebels, was a reminder to the police of their disdain for the National-Task Force to End Local Communist Armed Conflict.


Police Lieutenant Jose Romel Samson, police chief of Tubungan, and his men were on board a Hilux patrol car in Barangay Balicua when the landmine detonated around 2:45 p.m.

All police personnel on board escaped unhurt and returned to their station, but the patrol car incurred broken windows on the driver’s side and holes and scratches on the left side.

NPA’s admission of the attack was no surprise, said Major Cenon Pancito III, spokesperson of the Philippine Army’s 3rd Infantry Division.

Pancito said rebels violating the International Humanitarian Law only showed “how coward they were.”

“While the incident may sound alarming to the ordinary people, to us in the Army, the incident showed the decay of their organization,” Pancito pointed out.

With the community’s continued support to the government forces, Pancito warned rebels that their days are numbered.

Tubungan, according to Pancito, is part of the area of operation of the NPA’s Southern Front, Kilusang Rehiyon Panay. It is a strategic place for the NPA rebels to hide because of its mountainous terrain.

ZAMBOANGA CITY-- Amid the threats by the new strain of coronavirus disease 2019 (Covid-19), the Western Mindanao Command (Westmincom) has deployed troops to guard the borders in the southernmost part of the country.

“We are maximizing our capabilities to keep the contagion offshore,” Lt. Gen. Corleto Vinluan Jr., commander of Westmincom, said Saturday.

Vinluan said with the new strain of Covid-19 reportedly detected in Sabah, the provincial government of Sulu is set to implement a temporary lockdown from January 4 to 17 to prevent the entry of civilians coming from Sabah.

“The command supports the decision of the provincial government of Sulu, and we already deployed additional troops to secure the border and to disallow entry of passenger's vessels from Sabah,” Vinluan said.

People usually travel from Sabah to the southern part of the country, including the province of Sulu--and vice-versa--aboard wooden-hulled vessels. Travelers include traders who buy goods, mostly foodstuffs, in Sabah.

“The vessels of the Naval Forces Western Mindanao will conduct patrol in the maritime borders of Sulu, Tawi-Tawi, and the Zamboanga Peninsula to prevent the entry of inflicted individuals to our area of operation,” Vinluan added.

CAMP SIONGCO, Maguindanao – Two communist rebels voluntarily surrendered to the Army’s 7th Infantry Battalion (7IB) in Sultan Kudarat on Saturday afternoon, and urged their fellow rebels to follow suit, the Army here reported.

Lt. Col. Rommel Valencia, the 7IB commander, identified the two surrenderers as Jonathan Saliling and Michael Lugko, both of the New Peoples’ Army-East Daguma Guerrilla Front (NPA-EDGF) operating in the upland towns of Sen. Ninoy Aquino and Esperanza in Sultan Kudarat, and Surallah and Lake Sebu in South Cotabato.

Both turned in two M14 assault rifles during simple rites held at the 7IB headquarters in Isulan, Sultan Kudarat.

“The two belonged to the group of Commander Arturo Arsigan of the NPA- EDGF,” Valencia said.

The two earlier admitted they were the group’s recruiters, preying on Indigenous Peoples (IPs) in the upland communities of Sultan Kudarat and South Cotabato.

“The positive action of the two was a wake-up call to their comrades still hiding in the mountains and running away from the endless military operation,” Valencia said.

Maj. Gen. Juvymax Uy, 6th Infantry Division commander, lauded the decision of Saliling and Lugko for making the “right choice” in returning to the fold of the law.

Uy assured the two surrenderers they will be enrolled in the Enhanced Comprehensive Local Integration Program of the government.

CAMP SIONGCO, Maguindanao – A town mayor in this province was unscathed in a Sunday afternoon ambush but four of his relief workers were wounded, reports said.

Mayor Reynalbert Insular of South Upi, Maguindanao was in the convoy of relief workers who have just distributed relief aid to displaced families affected by armed conflict when ambushed at around 2 p.m. in Barangay Pandan, South Upi.


Insular was with members of the South Upi Municipal Disaster Risk Reduction and Management Council (MDRRMC) heading towards the South Upi town center from a relief mission in Barangay Itaw when gunmen, positioned on both sides of the road opened fire on the vehicles.

Around 599 families of the village were in dire need of help and immediate attention after the area was attacked by a still unidentified armed group involved in atrocities stemming from land conflict.

Locals tagged the attackers only as “taga-labas” or outsiders, without elaborating.

Major Gen. Juvymax Uy, Army’s 6th Infantry Division commander, said elements of the 57th Infantry Battalion (IB) rescued the ambush victims and rushed them to the hospital.

“Those injured are now undergoing medication at a government hospital in Cotabato City, some 60 kilometers away from South Upi,” Uy said.

On New Year’s Day, dozens of Teduray families in Barangay Itaw were forced to flee when gunmen believed to be land grabbers opened fire on their houses.

Soldiers from the Army’s 57th IB fired mortars and rockets toward the position of fleeing ambushers as of 4 p.m.

The suspects in the ambush and the New Year’s Day harassments in Barangay Itaw could be one and the same, an Army intelligence report indicated.


Uy has ordered the Army to establish presence in Barangay Itaw to ensure the safety of civilians and farmers.

The National Union of Peoples' Lawyers (NUPL) has correctly predicted the subsequent actions of our law enforcers. Indeed, there will be more arrests because there are so many of these terrorists, disguised as activists, still out there. How did the NUPL know? Simple. 

They are run by the Party Group of the CPP, the Lupon ng Mananangal (Fine. The real word is Manananggol) para sa Bayan (LUMABAN), which include its Chair, Atty. Neri Colmenares and Kaloi Zarate (Carlos Zarate). They knew about the impending arrests of these CPP officials because their role is to lawyer for them, while KARAPATAN bails them out. Remember top NPA leaders CaƱete and Cania who were both bailed out by KARAPATAN in Davao and Negros?

Planting of evidence? They are lawyers and it is upon them to prove their allegation. Do they provide free legal assistance as they claim? NO. They charge retainers fee to their clients, especially to the legitimate activists. But to the terrorists, they give it for free. More often though, they leave their CPP NPA clients to fend for themselves. 

It’s sad, isn’t it? After being exploited by the CPP, many of these "lesser souls" are abandoned to rot in jail. That's exactly what happened to Alexa Pacalda, a Gabriela-Youth member captured in Quezon. Her lawyer Atty Ma Sol Taule of NUPL, has abandoned her after having difficulty proving that Alexa is merely an activist. What with all the videos and photos she had while training with the NPAs in Quezon. 

A Morong 38 member, Emilia Marquez @Roxanne, who was captured in Mindoro in 2017 also suffered the same fate. She was abandoned when her NUPL lawyers failed to prove that she was simply a health worker-activist. They could not counter the heavier testimony of her own sister Emily.

NUPL's claims that those arrested or killed in gov’t law enforcement operations are activists is preposterous. I’m sure you’ll use that same tag line about yesterday's arrest of Ruel Custodio @BASTE, Head Finance Committee of SRMA4B STRPC Atimonan, Quezon, by virtue of 2 Warrants of Arrests for Kidnapping and Illegal possession of explosives. 

Arrested with him was Ruben Estocado of guerilla front L1, KP1 of the BRPC. They were arrested in the staff house of Board Member Rhodora Tan of Quezon. For aiding terrorists, Board member Tan will surely have a heyday explaining herself in court.

Also last week, Enriquita Guelas @Cora, Front Sec of L2 KP3 BRPC was captured in Bulusan, together with Romeo Escandor, Medical staff of L2 KP3. Many more will fall.

I tell you now Atty Neri Colmenares, Atty Edre Olalia, and your LUMABAN gang, there will be more arrests of CPP NPA terrorists. Your hands will be full, so don’t bother attending to the case of Police Cpl Jonel Nuesca just for your cheap propaganda. 

The entire police force and the country will pound on him until justice to the Gregorios are served. Our plate will be full too with these soon to be arrested terrorists, so we need not concern ourselves with your activists as their rights are well protected by the state and constitution. 

After destroying our justice system by employing your quick justice system called Kangaroo Court, you now invoke democratic principles to circumvent our laws. After continuously eroding the people's trust on their institutions by attacking and intimidating the judiciary, you now cry foul of perceived injustices.

So yes, make no mistake NUPL. The people are now aware of your duplicitous schemes. We will throw the books on you so don’t threaten the gov’t about it. You and your cohorts in the CPP have been exposed and now you want to bring in your foreign legal network from the Intl League of People's Struggle led by Jose Ma Sison? You are forgetting the ATL is now in effect and the CPP NPA has been designated a terrorist organ and that applies to all, including foreigners who aid these terrorist organizations. 

The NTF ELCAC is determined to accomplish its mandate through its legal arm so good luck LUMABAN of NUPL.

ASG MEMBER YIELDS TO MARINE TROOPS IN SULU

Another member of the known terrorist group, Abu Sayyaff Group (ASG), yielded to the Marine troops of Marine Battalion Landing Team-1 under the Naval Task Group Sulu/ 4th Marine Brigade in Panamao, Sulu on Monday, December 28, 2020. The Marine Intelligence personnel identified the individual as Akri Bauddin Abdulhamsi who was allegedly linked to the late ASG Sub-leader Hairula Abduraja. 

Abdulhamsi turned over his M16A1 rifle to the Marine troops during his surrender and also confessed that he started as a logistical courier for the terrorist group sometime in 2019. Accordingly, he thereafter became a full-time member after his involvement in an armed encounter with the Marine Forces last December 2019 in Bud Bawis Complex, Panamao, Sulu.

LTCOL MARVIN T SALVAN PN(M), the Commanding Officer of the Marine Battalion Landing Team-1 (MBLT-1), facilitated the surrender of the said ASG member who was subsequently presented to COL HERNANIE S SONGANO PN(M)(GSC), the Commander of the Naval Task Group Sulu/ 4th Marine Brigade. 

COL SONGANO lauded the Marine troops of MBLT-1, the LGUs, the religious leaders and partner stakeholders for their cooperation and undying support which played a major role in the successful surrender of Abdulhamsi and his return to the folds of the law.

As of counting, there has been 36 ASG members who have surrendered to the authorities in Panamao, Sulu. The successful surrender and turnover of the 36 ASG members is the result of the collaborative efforts between the government forces, peace-inclined groups and the local government units. 

The Naval Forces Western Mindanao through its Naval and Marine components in the frontlines vowed for their continuous support to the campaign of the Western Mindanao Command and the Armed Forces of the Philippines to end the local armed conflict in the province. It is with firm belief that the absence of local armed conflict is the catalyst in achieving the most desired lasting peace and security in the province.

ASSSISTED| The Army’s 11th Infantry (Lapu-Lapu) Battalion headed by Lieutenant Colonel Ramir J. Redosendo extended assistance to the bereaved families of the slain NPA terrorist in Siaton, Negros Oriental.

The financial assistance was handed over to 19-year-old Reggie Sabinan, son of Ricardo “Ka George” Sabinan. Ka George was laid to rest in Siaton on the same day. He is a resident of Sitio Budlis, Barangay Mantiquil. He has a standing warrant of arrest along with three others for the crime of Murder.

KITCHARAO, Agusan Del Norte- The 29th Infantry (Matatag Fighters) Battalion under the 901st Infantry (Fight ‘em) Brigade, 4th Infantry Diamond Division launched a series of nonstop operations against the weakening force of the Communist NPA Terrorists (CNTs).

It can be recalled that last December 27, 2020, an initial firefight with the NPA specifically those believed to be members of SYP 16A, GF16, NEMRC under alias @Eman transpired in the area of Sitio Tinago, Brgy. Baleguian, Jabonga. The firefight resulted in the death of two NPA members and seizure of two AK47 rifles and other valuable belongings and documents.

A similar encounter happened in the same area on December 29, 2020, where troops recovered assorted magazines and various types of serviceable ammunition for R4, K3, and M203.

In addition, on January 2, 2021, as a response to the information provided by the civilians, Matatag fighters once again had an encounter in the vicinity of So. Cabadiangan, Brgy Jaliobong, Kicharao with more or less seven CNTs believed to be of the same group which the troops previously came across.



After the said encounter, the troops seized the following: one (1) M203 Grenade Launcher, one (1) Small piece of a broken upper receiver, one (1) Bolt carrier of M16 Rifle, one (1) IED Anti-personnel mine, three (3) Yaesu HH Radios four (4) Blasting caps, one (1) Rifle Grenade, one (1) Detonating Switch, one (1) Stethoscope & AK47 Ammunitions

The troops also seized medicines, personal belongings and subversive documents with high intelligence value.

The firefight between the government troops and the terrorist group lasted for nine (9) minutes. The enemy being in a disadvantageous position fled towards the north.

According to Lt. Col Aristotle F Antonio, Acting Commanding Officer of 29IB, “We knew very well that these NPAs have slowly been decreasing in strength and number and we will continue our intensified operations until they are decimated. We know that the time is already nigh for all of our wayward brothers. And so, our clarion call for all of you remains the same: Surrender now before it becomes too late.

My troops and I will continue to welcome those of you who will choose to surrender. So, come down now and start a new bright year with your family. They are all waiting for you to come back to the fold. Don’t worry, we will help you,” Antonio assured.

CAMP Siongco, Maguindanao – A medical team from 38th Infantry (WE CLEAR) Battalion saved the life of a wounded rebel after he was captured by the troops in Palimbang, Sultan Kudarat on December 31, 2020.

The Captured {Communist [New People’s Army (NPA)] Terrorist} CNT rebel identified as Elmer Lasib alias ‘Billy’ Ka Bodo also known as ‘Ka Bogs’, a former Commanding Officer of Front West Musa.

Troops captured Lasib while they were scouring Sitio Upper Compac in Barangay Batang Baglas in the said town at 3:45 pm, hours before New Year’s celebration.

Accordingly, the said personality was now in a stable condition after he was given a first aid by the army medical team.

Meanwhile, another suspected CTG was apprehended by the barangay officials of Brgy. Wasag in Palimbang, Sultan Kudarat on December 30, 2020. The said personality identified as Jomary Bemeh Kamsa, residence of Barangay Lemomay in T’boli, South Cotabato violated the curfew in the said barangay.

Officials of the barangay turned-over the alleged CTG to the headquarters of 38th IB for proper documentation.

Major General Juvymax R. Uy, Commander of 6th Infantry (KAMPILAN) Division and Joint Task Force Central called on the remaining CNT members to lay down their arms and live peaceful and normal lives to avoid the unnecessary waste of lives.

“Those who will persist in deterring peace, we will continue to pursue you and we will use all government forces to run after you” Maj. Gen. Uy said.

NSFA, Panacan, Davao City - The Communist Terrorist Group s (CTG) forces continue to plummet as 72 of its members belonging to the top echelon who were once considered to be pillars of its armed operations were neutralized by the forces of the Eastern Mindanao Command (EastMinCom) this year while four guerrilla fronts were also dismantled and a Pulang Bagani Command (PBC) unit was dissolved as part of the relentless bid to foil communist terrorism in the country.

Out of the 72 CTG leaders, 12 were killed, 44 yielded to the troops, and 16 were arrested on separate incidents in Eastern Mindanao.

Among the highlights of its operations was the neutralization of top CTG leader Alvin Loque, alias Joaquin Jacinto, who was the National Democratic Front (NDF) Mindanao and Komisyun Mindanao (KOMMID) Spokesperson.



Loque perished alongside his comrades after resisting arrest by the police and troops who were tasked to serve his warrants of arrest for multiple charges in Barangay San Agustin Sur, Tandag City, Surigao del Sur on December 10.

A series of encounters between Guerrilla Front 33 (GF33) and troops of the 1001st "PAG-ASA" Brigade in the hinterlands of Barangay Sto. Nino, New Corella, Davao del Norte on December 12 also led to its imminent dissolution after the guerrilla unit s top-ranking leaders and regular members were successively arrested and had surrendered to the troops and the police in separate incidents.

GF33 is among the four guerrilla units that were dismantled by EastMinCom s units in 2020 along with GF56, GF6, and GF Tala including the Regional Guerrilla Unit, Pulang Bagani Command 4 (PBC4) of the Southern Mindanao Regional Committee (SMRC).



Beginning January until December 28, EastMinCom recorded a total of 5,985 neutralized CNTs where 83 were killed, 117 captured, and 1,393 surrendered. Over 4,300 members of the Underground Mass Organizations (UGMOs) and other allies also withdrew their support to the CTG in the same period.

The CTG s war instrumentalities were further weakened as troops captured 875 high-powered and low-powered firearms through combat operations and the surrender of former rebels. Troops also discovered a total of 251 enemy hideouts within the same time frame.

LtGen. Jose C. Faustino, Jr., the Commander of EastMinCom, noted these achievements as a sign that more and more CNTs and their high-ranking members have already learned the hard way that "guns and goons" are not the keys to our country s progress.

"The surrender of the top CTG leaders just gives a very compelling reason to the few remaining cadres and other members to abandon the armed struggle. If they continue to ignore the call of the government to surrender peacefully, then it will only cause them more harm than good in the future," Commander Faustino said.



The Commander also enjoined the public and leaders of different institutions of our society to help EastMinCom in putting a stop to this nonsense armed struggle by being proactive in the endeavors being undertaken by the government for the sake of peace and sustainable development.

He reiterated that the country is on the right track in ending the communist armed conflict as different government agencies and other stakeholders are now knitted together for the cause of peace.

To the remaining CNTs, now is the best time to yield to the government so that you can come home to your families and be one with them in celebrating the yuletide season, especially the New Year s Day celebration," the EastMinCom Commander remarked, urging the CNTs to make the decision to surrender their new year s resolution.

Western Mindanao Command Chief Lt. Gen. Corleto Vinluan, Jr. stated that the military troops from Joint Task Force Central captured a wounded NPA terrorist in Sultan Kudarat on the last day of 2020.

“Based on the report, while our troops from the 38th Infantry Battalion were scouring the area in Sitio Upper Compac, Barangay Baglas of the municipality of Palimbang they rescued an unidentified wounded person at around 3:45 p.m. yesterday, December 31,” said Lt. Gen. Vinluan, Jr.

“During the initial interview it was revealed that the said person is Elmer Lasib, a.k.a Billy/Ka Bodo/Ka Bogs, the former West Front Commanding Officer of GF Musa, Far South Mindanao Region of the Communist Terrorist Group,” Lt. Gen. Vinluan, Jr. added.

603rd Infantry Brigade Commander Col. Eduardo Gubat said first aid was immediately provided to the said personality who is now in stable condition. 

“He is temporarily placed under the custody of the 37th Infantry Battalion for further investigation,” said Col. Gubat.

Interrogation and investigation are still ongoing.

“The military assists even the worst enemy of the state in times when they need it the most,” said Maj. Gen. Juvymax Uy, Commander of the Joint Task Force Central.

“We strictly abide with the International Humanitarian Law in all our operations,” he added.

Two communist terrorist group members laid down their arms and return to the folds of the law following successive military operations in Sultan Kudarat, the WestMinCom Commander said.

Lt. Gen. Corleto Vinluan, Jr., the Commander of the Western Mindanao Command said the two were identified as Jonathan Saliling, a.k.a. Jonathan/Atan and Michael Lugko, a.k.a. Umpak/Michael, both members of the East Daguma Front, Sub-regional Command Daguma, Far South Mindanao Region under Arthuro Arsigan, a.k.a. Macmac.

“The two submitted themselves to the 7th Infantry Battalion at Old Capitol, Barangay Kalawag 2, Isulan, Sultan Kudarat past 9 p.m. last night, January 1, 2021,” said Lt. Gen. Vinluan, Jr.
The duo handed over two M1 Garand rifles (Springfield) converted to M14 rifles. 

During the initial debriefing, a.k.a. Jonathan said that they are starving and tired of hiding due to the successive military operations and airstrikes.

Likewise, a.k.a. Umpak said he fears being killed during armed confrontations with the government forces.

Meanwhile, Lt. Col. Romel Valencia, the Commanding Officer of the 7IB said he is happy that the two decided to pledge allegiance to the constitution and denounce the communist terrorist group.

The surrendered personalities are currently undergoing custodial debriefing at the 7IB headquarters.
“The two will be enrolled in the reintegration program of the government to ensure that they will not be lured back to the culture of violence,” said Brig. Gen. Roy Galido, the 601st Infantry Brigade Commander.

Maj. Gen. Juvymax Uy, Commander of the Joint Task Force Central commended the troops of the 7IB for this significant accomplishment.

“This is attributable to the collaborative efforts of our troops and other government agencies,” said Maj. Gen. Uy.

When the Communist Party of the Philippines and the New People’s Army were still small and weak from 1968 to 1972, Marcos exaggerated their size and strength and referred to them as his pretext for imposing fascist dictatorship on the Filipino people. He was supposed to nip them in the bud. But instead the fascist dictatorship became the biggest stimulus for the armed revolution to gain strength and spread nationwide.

All successors of the Marcos regime have boasted of being able to destroy the armed revolution with campaigns of military suppression and deception. All have failed miserably. Now the Duterte regime is trying hard to surpass the state terrorism and brutality of the Marcos fascist dictatorship. He will continue to fail in his futile attempt to destroy the armed revolution and will continue to drive more people to take the road of armed revolution.

The Armed Revolution Continues to Grow in Strength

As long as the root causes persist, the conditions for the growth of the armed revolution will be fertile and the reactionary government and its imperialist masters will fail to destroy it. The root causes are imperialism, domestic feudalism and bureaucrat capitalism. They are accountable for the gross underdevelopment, high unemployment and mass poverty. They determine the semicolonial and semifeudal character of the ruling system and are responsible for the brutal and corrupt government that tries to preserve the status quo.

The people and their revolutionary forces are determined to fight for national and social liberation. They will continue to carry out the people’s democratic revolution through protracted people’s war until they achieve total victory. The revolutionary movement is the direct opposite to the tyrannical, traitorous, mass-murdering, plundering and swindling Duterte regime. The crimes of this regime drive the people to take the road of armed revolution.

The people can never accept suffering forever the worsening chronic crisis of the ruling system and the escalating conditions of oppression and exploitation. The armed revolutionary movement has been tempered by thousands of battles and has already spread nationwide and taken deep roots among the people, especially the workers and peasants. The reactionary armed forces have admitted that the New People’s Army has wiped out more than 13,000 of their troops, while they have killed more than 40,000 civilians in blind actions of reprisal since 1969.

According to the publications of the Communist Party of the Philippines, the point now is to develop the guerrilla fronts in every region to become revolutionary base areas, bring about the maturation of the strategic defensive and enter the stage of the strategic stalemate in due course. The frequent tactical offensives by NPA platoons and companies in the strategic defensive will pass to frequent tactical offensives by NPA companies and battalions in the strategic stalemate. The time will will surely come when NPA battalions and regiments will accomplish the strategic offensive on a nationwide scale.

In every guerrilla front today, the Communist Party, the New People’s Army, the revolutionary mass organizations, alliances, the National Democratic Front and the people’s democratic government are thriving. There is no way that the brutal and corrupt Duterte regime and its armed minions can destroy the armed revolution for so long as the people condemn them as instruments of imperialism, feudalism and bureaucrat capitalism.

Under the guidance of Marxism-Leninism-Maoism, the universal theory of the revolutionary proletariat, the CPP has correctly set the program and general line of the people’s democratic revolution through the strategic line of protracted people’s war. It started with only some 80 Party members and candidate-members on December 26, 1960 with an urban mass following of some 10,000 workers and youth with political education in the new democratic revolution with a socialist perspective. Now, it has tens of thousands of Party members and a mass following in the millions.

Everyday the CPP recruits and develops a large number of new cadres and members through theoretical and political education, mass work in various classes and sectors, armed struggle and establishing Party branches and groups in localities and various types of organizations. It is simply impossible for the Duterte regime and its armed minions to stop the growth of the CPP. Their military, police and paramilitary operatives are too limited to spy on the accelerated and widespread recruitment, education and training of CPP candidate-members.

In fact, they are goading more mass activists in the urban and rural areas to join the CPP and the armed revolution, especially because of the red-tagging, arbitrary arrests, torture and murder, which are being perpetrated with impunity. Reminiscent of the Marcos fascist dictatorship, there is an upsurge of mass activists who wish to join the New People’s Army. The Red commanders and fighters are striving to launch more tactical offensives in order to provide arms to the increasing NPA recruits.

The CPP has absolute leadership over the NPA. It has set the strategic line of the protracted people’s war, which is to encircle the cities from the countryside and accumulate strength until conditions become ripe for the seizure of the cities. The NPA has grown self-reliantly through tactical offensives from a force of only 60 Red fighters with only 9 automatic rifles and 26 inferior firearms to nearly 10,000, augmented by tens of thousands of members of the people’s militia and hundreds of thousands of self-defense units of mass organizations.

The CPP leads millions of people in the countryside because the revolutionary armed struggle is integrated with agrarian revolution and with mass base-building through the mass organizations and the local organs of political power which constitute the people’s democratic government. There are more than 110 guerrilla fronts in the rural areas of 17 regions and in 73 provinces. The peoples democratic government being developed in the countryside aims to overthrow the reactionary state in due time in the strategic offensive.

The CPP is determined to solve the problem of conservatism by having two-thirds of the NPA devoted to mass work and one third devoted to armed tactical offensives with short rest periods. The Red commanders and fighters are rotated to carry out mass work and armed tactical offensives. But all the time the entire NPA is alert to adopt the correct defensive and counter-offensive measures. Whenever advantageous, without the risk of decisive engagement at the expense of any guerrilla front, the highest possible concentration of the NPA strength in a guerrilla front can be used in a planned series of tactical offensives against the enemy.

The flexible tactics necessary for a people’s war of fluid movement are made possible by knowing the strong points and most vulnerable points of the revolutioinary and enemy side and by using concentration, dispersal and shifting the strength oif the NPA in order to frustrate and defeat the enemy . The constant surveillance of the enemy by the NPA and the people provides the knowledge of the limits of enemy strength and capabilities on varying scales and allows the CPP and NPA to take the initiative in carrying out tactical offensives. The strength and capabilities of the enemy are not limitless. In fact, they have become extremely limited by the nationwide development of the revolutionary movement in the last 52 years.

When the enemy attacks in superior force, the NPA can retreat to deprive him of a target but he is given a fair share of land mines, sniper fire and even a lightning ambush on any column of his that is isolated. While in retreat from any guerrilla front, the NPA and the people observe the weak points of the enemy for the purpose of soonest possible tactical counter-offensives. Elsewhere, NPA units can take full initiative to launch tactical offensives against the most vulnerable points of the enemy, which include small-unit detachments of the military, police stations, paramilitary units, and the security guards of plantations, logging sites and mines.

The leading organs of the CPP and the commands of the NPA are well aware of the continuous US military support for the Duterte tyranny and the total strength and deployment of the reactionary armed forces, police and paramiltary forces. They are determined to avoid decisive engagements which put at risk the entire strength of any guerrilla front. But they are well determined to seize the initiative in launching counter-offensives against the weakest points of the enemy. The NPA has learned positive and lessons in the course of overcoming and frustrating the various scales and sizes of enemy operations (intelligence, psywar and combat) and the use of drones and bombings.

Around 124 battalions or 40 brigades of the reactionary armed forces are deployed in the eight priority regions of Southern Tagalog, Southern Mindanao, Eastern Visayas, North Central Mindanao, Bicol, Northeast Mindanao, Negros and Far South Mindanao. Around 23 battalions have been spread thinly in Western Mindanao, Cagayan Valley, Ilocos-Cordillera, Central Luzon, Panay and Central Visayas. While they fail to destroy the armed revolution, the fascists are out to enrich themselves and beat themselves in the civil war by wasting public money on military overspending. The military budget for 2020 is more than Php 200 billion, overshadowing the budget for any of the vital social services, especially education, health, public housing, disaster relief and so on.

The main foundation of the revolutionary united front is being developed by the National Democratic Front of the Philippines, with its comprehensive range of 18 allied organizations. This is the united front for armed struggle. At the same time, there is the broad united front of the legal democratic forces of the basic toiling masses, the middle social strata and the conservative opposition that are not engaged in armed struggle. The conservative opposition continues to be weak because of the tendency of the traditional reactionary politicians to join whoever is the new president until this moves into his lameduck years and it becomes increasing isolated and weak.

The Duterte regime is going crazy by using anti-communist witchhunts, spreading guilt by association and equating the CPP with the NDFP as the revolutionary united front as well as with the broad united front of legal democratic forces of the toiling masses, middle strata and the conservative opposition. Any individual, organization or institution can be accused of being “communist” and therefore “terrorist”.

The regime is engaged in blind red-tagging, slander, extortion, arbitrary arrests, torture and murder. All these are being done to realize state terrorism and fascist dictatorship under the so-called Anti-Terrorism Act. But they grievously offend the people and drive them in general to engage in various forms of struggle and the most threatened young militants to join the NPA.

On the Enemy’s Rejection of Peace Negotiations

To the disgust of the social activists, peace advocates, human rights defenders and the broad masses of the people, the Duterte regime has terminated the GRP-NDFP peace negotiations and designated the CPP and NPA as “terrorist” organizations since 2017. It has nullified all previous agreements and engaged in a rampage of brutal murders directed against NDFP consultants and against the CPP and NPA with the clear objective of ending the peace negotiations once and for all time and allowing Duterte to become fascist dictator.

Since then, the Duterte regime has engaged in “localized peace talks” for the purpose of psywar and intelligence against those known as close relatives and friends of suspected revolutionaries, has compelled local units of the reactionary government to issue persona non grata declarations against the CPP and NPA, stage fake surrender ceremonies and fake military encounters with those killed extrajudicially and issue press releases about payments to the fake surrenderers and fake community development projects. But in fact, public money is openly being pocketed by the corrupt military officers.

Duterte no less has put to shame the retired and active military and police officers by declaring publicly that he maintains their loyalty to him because he literally feeds them with money. To ingratiate himself with them, he has engaged in unprecedented military overspending, militarized his cabinet and allowed the active military and police officers to engage in corrupt practices in the acquisition of local and foreign supplies and in the implementation of the bogus war on drugs and the so-called counterinsurgency plans.

For as long as the tyrant Duterte and his loyalist military and police officers are hell-bent on continuing the civil war between the reactionary state and the broad masses of the people, there will be no more peace negotiations between the GRP and NDFP. The CPP, NPA and the NDFP have no choice but to continue the armed revolution as the sovereign right of the people to fight tyranny and state terrorism.

The CPP, NPA and the NDFP are not terrorists because they adhere to the international law on human rights and humanitarian conduct in the civil war and the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law. And they have always been willing to engage in peace negotiations in accordance with The Hague Joint Declaration of 1992. They are willing to negotiate with a future regime that will reject state terrorism and seek peace negotiations.

For as long as it is clear to the people that it is the reactionary government which rejects the peace negotiations with the NDFP, it is just and advantageous for the armed revolutionary movement to continue and intensify the people’s war against the reactionary ruling clique and the entire ruling system. The armed revolutionary movement has grown in strength in long periods of intensified people’s war, with no distraction and with no exposure of cadres and their connections by peace negotiations, such as in the long period of no negotiations with the Marcos regime from 1969 to 1986 and during long breakdowns of peace negotiations with the post-Marcos regimes.

The rapidly worsening crisis of the world capitalist system and of the Philippine ruling system are exceedingly favorable for the armed revolution of the Filipino people. The global economic depression that has beset the world since the financial meltdown of 2008 has resulted in less demand for the raw materials and semi-manufactures produced by the Philippines, in less foreign exchange income for paying the manufactured imports, in rising trade and budgetary deficits and in a rapidly rising public debt.

The Covid-19 pandemic has aggravated the crisis of the world capitalist system and that of the Philippine ruling system. The lockdowns have drastically brought down the demand for the raw material and semi-manufacture exports of the Philippines as well as the demand for the cheap labor of Filipino men and women. Millions of overseas Filipino workers have returned home, greatly reducing the foreign exchange remittances to pay for the import of consumer imports and servicing the foreign debt.

Worst of all the Duterte regime has taken advantage of the pandemic to engage in massive corruption, escalate focused military operations and enact the law of state terrorism. The tyrant Duterte took emergency powers supposedly to realign this year’s budget and next year’s. He promised to provide mass testing, adequate medical services and economic assistance to those who have lost their jobs and other means of livelihood.

But more than 590,000 billion pesos for such purposes are unaccounted for and have been pocketed by Duterte and his gangster clique. He has increased the budget of the military and police for the purpose of repression and the enactment of the law of state terrorism to realize his scheme of fascist dictatorship even before expected charter change and proclamation of national martial law.

The tyranny and thievery of the Duterte regime have combined to bankrupt the Philippine economy and the reactionary government. The conditions for the armed revolution have become far more favorable than before the pandemic lockdowns. The broad masses of the people detest the regime for bringing about far worse conditions of mass poverty and misery and for scandalously imposing on them state terrorism and wasting huge amounts of public funds on military overspending.

The Duterte ruling clique has undermined its own economic and political position and has dug its own grave by engaging in flagrant plunder and repression. The broad masses of the people are now on the verge of coming out to the streets in gigantic numbers to condemn and oust the fascist tyrant. Even within the reactionary armed forces and police, there is a rapidly increasing number of groups of officers who have long resented the sell-out of sovereign rights over the West Philippine Sea to China and the favoritism bestowed by Duterte on the so-called Davao boys who have engaged in all kinds of criminality and corruption.

It is widespread within the reactionary armed forces and police that Duterte is physically and mentally sick and that he keeps himself most of the time in Davao for his dialysis after every few days. But he still pretends to be physically and politically strong enough to take all powers and become a fascist dictator or else to handpick a presidential stooge by using his power to rig the Comelec vote count as he did in the 2019 mid-elections to gain overwhelming control over both houses of Congress..

At the same time, it is well known that he bought a presidential jet to be able to escape to China at anytime. He knows that his end is coming near with every month that passes. He has only one year and six months left of his 6-year term. And several judicial systems are after him. If the International Criminal Court fails to arrest him, the people’s court of the people’s democratic government is expected to run after him and all his principal accomplices in gross and systematic violations of human rights.

We know exactly the broad range of forces that converged against the fascist dictatorship from the assassination of Benigno Aquino, Jr. in 1983 to the downfall of Marcos in February 1986. The Duterte ruling clique is trying desperately to manipulate the rabid anti-communist and militarist elements in the conservative opposition to disrupt the broad anti-fascist united front by red-tagging the legal patriotic and democratic forces and slandering them as having “enabled” Duterte to become president and consolidate his presidency.

In fact, the biggest enablers of Duterte have been the traditional politicians who made an exodus to his regime as soon as he became president and turned overnight the previous ruling party into an emaciated and weak minority. The armed revolutionary movement has never stopped, despite short periods of ceasefires on grounds of promoting peace negotiations. And the legal patriotic and democratic forces have condemned the Duterte regime as soon as it terminated the peace negotiations in 2017. The regime is now angling that it can retain power by separating the entire conservative opposition from the impending gigantic mass actions.

Whether Duterte will succeed to rule the people beyond 2022 as a fascist dictator or to handpick his successor by rigging the 2022 presidential elections, there will be a highly explosive political situation from day to day. The broad masses of the people and the broad united front against the tyrant Duterte will be outraged and angered by the brazen violation of their sovereign will and by the rapid worsening of the socio-economic and political crisis of the ruling system. As of now, the broad masses of the people are already seething with just anger over the rapidly deteriorating conditions of oppression and exploitation.

In order to ensure the realization of the gigantic mass actions on a nationwide scale for the ouster of the Dutete fascist regime or its successor regime, the toiling masses of workers and peasants, the middle social strata of the urban petty bourgeioisie and middle bourgeoisie and the allies in the conservative opposition must be aroused, organized and mobilized to protest against the rapidly deteriorating socio-economic and political conditions and the intolerable conditions of escalating oppression and exploitation.

They must protest and condemn the puppetry, brutality and corruption of the Duterte fascist regime and demand respect for the sovereign rights of the people, justice for the victims of human rights violations, return of the stolen public funds, economic and social assistance to all who have lost their jobs and means of livelihood and who have been victimized by the regime during the pandemic and aggravated crisis of the ruling system.

In the meantime, the armed revolution will continue. The CPP will continue to wage the people’s democratic revolution through protracted people’s war and will aim for the bright future of socialism. The struggle for national and social liberation coincides with the worldwide antiimperialist and democratic struggles and the foreseeable resurgence of the world proletarian-socialist revolution. The advance of the revolutionary mass movement has a direct bearing on the prospects of realizing a just peace in the Philippines.

That there is once more a brazenly brutal and corrupt regime reminiscent of the Marcos fascist regime proves that the semicolonial and semifeudal ruling system continues to rot and has never been fixed by the pseudo-democratic regimes preceding the fascist regime of Duterte to remove the root causes of the armed revolution. Once more the worst of the ruling system comes out in the form of the traitorous, fascist, genocidal and plundering Duterte regime and generates the conditions and opportunities for accelerating the advance of the people’s democratic revolution through protracted people’s war. ###

The National Democratic Front of the Philippines in NorthEastern Mindanao Region (NDFP-NEMR) warmly greets the Communist Party of the Philippines (CPP) as it celebrates the 52nd anniversary of its re-establishment, today, December 26, 2020. Let us render our highest salute to all Party cadres and members and revolutionary forces who sacrificed their lives for the national democratic revolution.

Let us commend the persevering struggle and firm commitment of all Party members, the (People’s) Army and masses in NorthEastern Mindanao Region (NEMR). Because of them, despite unrelenting and intensified attacks, the US-Duterte regime failed to annihilate the revolutionary movement in NEMR and the whole country.

Majority of the people are suffering under the tyrannical regime of Duterte. His rule is marked by gruesome killings and attacks, corruption and of plunging the people in utter distress. The regime is inutile in controlling the rapid spread of COVID19 in the country. Its militarized measures and the blind obedience of those in power resulted to an increased number of sick and dying and destroyed people’s livelihoods.

In NEMR, militaristic measures hold sway in controlling the COVID19 pandemic. The politicians in power blindly imitated what Duterte’s IATF imposed in Metro Manila and prematurely halted the economic life of the region when it was still not necessary to do so and no mass testing and effective contract tracing were done to control the spread. Even though there was no COVID 19 case or there were very few cases, it imitated, without any hesitation, the lockdown that the National IATF imposed, in all cities and almost all municipalities which deprived people of their livelihood. Its claim of having the capability to deliver assistance to the people failed miserably because of bureaucracy, prioritization of military and police budget and corruption in government agencies. Officials of local government units, fearing the ire of the militarized regional IATF and Duterte himself, were silent on their inability to do so.

To conceal their inutility, the Duterte regime attacked government critics, right and left. To hide the serious corruption of people appointed in government agencies, they spread lies to destroy those who exposed corruption and anomalies of those in power. To stop the people from uniting and overthrowing him, he used fascism and made complete mercenaries of the AFP and PNP who he ordered to kill activists, critics, human rights defenders, media people, lawyers, doctors and ordinary civilians including the elderly. Because of Duterte’s assurance and arrogance, the police and the military are drunk with power making it easy for them to kill and violate human rights.

It’s as if there is no COVID19 pandemic in NEMR where military operations of the AFP/PNP continue in the mountains. It wasted millions, dislocated farmers and Lumad and destroyed sources of livelihood and food by indiscriminate bombings, utilizing expensive newly bought “advanced” military equipment, fake surrenders and giving rewards for the killings and implementing projects that are money making sources of military officials. It continue to kill, even progressives, file trumped-up cases against and connect them to the NPA, to silence them. We will not forget the gruesome killing of peasant leader Nora Apique and 3 farmers in Surigao del Sur during the COVID19 pandemic. They also killed elderly civilians Rolando Leyson, Sr., Josefino Calang and Ignacio Arevalo in Surigao del Norte for the sole reason of having children or nephew that are members of the NPA. They killed Red fighters who could no longer fight back like Ka Reb whose lifeless body was violated and Ka Joaquin Jacinto who was hors de combat because of his illness and paralysis.

Despite all these treacherous killings and other forms of attacks, the US-Duterte regime and his AFP/PNP failed to destroy the revolutionary movement in NEMR. The people are not deceived by the fake and forced surrender of ordinary civilians to show that the NPA in the region have been diminished. Through the correct leadership of the CPP, the Red fighters of the NPA-NEMR were able to defend the mass bases and not a single guerilla front in the region was destroyed. The Party became creative in uniting the masses to confront the effects of the COVID19 pandemic and underhanded enemy attacks that gravely violate human rights. Through the leadership of the Party, the Red fighters and masses learned new methods and overcame challenges. The revolutionary forces are always ready and alert of opportunities to strike blows against the power drunk military and police and deliver justice to their victims.

These gruesome acts of the US-Duterte regime will surely intensify the hatred of the masses against Duterte’s tyrannical rule. These will unite the boiling anger of the people to overthrow Duterte and his minions from power and make them pay, especially his generals, for the crimes they committed against the people. The brutality of his regime will hasten the enlightenment of the people on the correctness of the CPP lead revolution and will push them towards armed struggle.

Let us celebrate the anniversary of the CPP in small and creative ways while we look forward to bigger and more joyous celebrations in the future!
