Duterte’s PH Rise trip ‘symbolic and assertive’: Roque

From the Philippine News Agency (May 15): Duterte’s PH Rise trip ‘symbolic and assertive’: Roque

The trip of President Rodrigo R. Duterte to the Philippine Rise (formerly Benham Rise) to send off Filipino scientists who will conduct maritime research is both "symbolic" and "assertive", his spokesperson said Tuesday.

Presidential Spokesperson Harry Roque made this remark as Duterte is set to lead on May 15 the research team’s send-off ceremony which commemorates the 2012 United Nations (UN) declaration that the undersea feature is part of the Philippines’ exclusive economic zone and extended continental shelf.

The send-off ceremony also falls on a day before the first anniversary of renaming the undersea feature from Benham Rise to Philippine Rise.

“Ito po ay (This trip is) symbolic at the same time assertive,” Roque said.

Roque described it as “symbolic” pointing out that the seamount itself could not actually be visited.

“Symbolic, dahil—ang Philippine Rise naman po talaga ay iyong lupa at mga bato sa ilalim ng karagatan, hindi kami makakarating doon ‘no, doon lang kami sa karagatan sa ibabaw ng continental shelf (Symbolic, because the Philippine Rise is land and stones underneath the sea, we can’t make it there, we’ll only stay above the continental shelf),” Roque said.

He said that it was “assertive” because it shows the government’s policy to prohibit foreign scientific research and prioritize only Filipino scientists to carry out research in the Philippine Rise.

“Pero ito ay nagpapakita na ang polisiya ng gobyerno ngayon ay talaga pong atin na hindi na muna natin ishe-share sa ibang dayuhan (But this also shows the policy of the government which shows that we won’t share research efforts with foreigners),” he added.

In February, Department of Foreign Affairs (DFA) Undersecretary Joel Montales confirmed that “all research had already been concluded in the area (Philippine Rise).”

Montales is also chair of the inter-agency technical working group responsible for the grant of licenses to conduct scientific research in the Philippine Rise.

Roque added that following this development, the President has ordered the revocation of all licenses given to foreign researchers.

He clarified that this does not mean that foreign researchers were totally banned from conducting research in the Philippine Rise.

“It’s not really a ban, I guess it’s just a directive that we want Filipinos to do it as much as possible. That we’re reserving it for Filipinos,” Roque said in an earlier briefing.

“He (Duterte) just said because our sovereign rights in Philippine Rise is unquestioned, we do not need to share it with anyone as of now,” he added.

18 killed in clashes with Abu Sayyaf in Sulu

From the Sun Star-Zamboanga (May 14): 18 killed in clashes with Abu Sayyaf in Sulu

A TOTAL of 15 suspected Abu Sayyaf bandits and three soldiers have been killed in clashes in Sulu since Sunday, May 13.

At about 6:15 a.m. Sunday, 10 suspected Abu Sayyaf members and two soldiers were killed in Sitio Kan Alas in the village of Tanum, Patikul town. Fourteen other people, including 12 soldiers, were wounded.

As government troops pursued the suspected bandits, another clash occurred at 11:45 a.m. Monday. Five suspected bandits and a soldier were killed during the firefight in Sitio Bud Kaha in the village of Maligay, Patikul. Five other persons were wounded.

Brigadier General Cirilito Sobejana, Joint Task Force Sulu commander, said the Abu Sayyaf Group is still holding 12 hostages, including three Indonesians, one Vietnamese and one Dutch. The rest are Filipinos.

Sobejana said sporadic fighting was "still ongoing” as of Monday afternoon.

As of Monday, the troops have recovered the remains of three suspected bandits, two high-powered firearms and other war paraphernalia as well as food.

Three suspected Abu Sayyaf members were found in a shallow grave before Monday's clash. They were believed to be among the 10 suspects who were killed in Sunday's firefight, Sobejana said.

Sobejana said the firefight on Sunday ensued when the troops chanced upon a group of Abu Sayyaf bandits while on security operations to rescue the hostages.

The suspects are allegedly followers of Abu Sayyaf sub-leaders Hatib Hajan Sawadjaan, Idang Susukan, Injam Yadah, and Ben Tattoh.

Sobejana said the first firefight lasted for about one hour, after which the Abu Sayyaf bandits fled to different directions.

He said four of the 10 slain Abu Sayyaf bandits were positively identified as Amah Talah, Taha Sawadjaan (the younger brother of Hatib), Long Abraham, and a certain Abu Red.

The two Abu Sayyaf bandits who were wounded in the clash were identified as Ben Quirino alias Abu Ben Tatto and Adzren Sawadjaan.

He did not identify the slain and wounded soldiers, but said they belonged to the Army’s 5th Scout Ranger Battalion.

Sobejana said the wounded soldiers were airlifted to Zamboanga City and were hospitalized.

The troops recovered from the clash site Sundayu one M-16 “Baby Armalite” rifle, bomb-making components including canisters of ammonium nitrate, cellular phones, batteries and electronic mechanism.

NDF/NPA-NEMR: NPA-NEMR temporarily suspends its tactical offensives on and a few days after the barangay elections

NPA-Northeastern Mindanao Region propaganda statement posted to the National Democratic Front Website (May12): NPA-NEMR temporarily suspends its tactical offensives on and a few days after the barangay elections

Press statement
May 12, 2018

In deference to the basic people’s right to vote freely during the Barangay and Sangguniang Kabataan elections, the Regional Operational Command of the New People’s Army – North Eastern Mindanao Region (ROC-NPA-NEMR) directs all units of the NPA and the People’s Militia under its command to temporarily suspend the launching of tactical offensives against Armed Forces of the Philippines (AFP), Philippine National Police (PNP) and CAFGU forces from May 14 until May 18, 2018.

This particular directive is in response to the popular call for the free, orderly and safe conduct of the Barangay and SK elections. In truth, these are part of bourgeois reactionary elections that are controlled and run by big politicians who serve the interests of big bourgeois compradors, big landlords and their US imperialist master. However, if the people could fully exercise their sacred right of suffrage without the influence and pressure on whom to vote for, despite the torrent of money intended for vote buying, intimidation and coercion, it is possible for sincere and well-meaning candidates who truly serve the interests of people to win in these elections.

The revolutionary movement in NEMR calls upon the forces of the AFP, PNP, CAFGU and paramilitary under the AFP to desist from harassing the people or interfere during elections. They must refrain from exerting influence and pressure on voters with regard to their choice of candidates. Its armed forces must not encamp themselves within barangays. They must not launch military operations during this time; COPD teams already in operation must leave from the premises of any barangay in order to maintain a suitable environment for free elections and to avoid the people from being intimidated by the presence of armed military forces.

On the other hand, we would like to remind units of the NPA-NEMR and all revolutionary forces to maintain a high level of alertness against deceptive attacks of the AFP within our guerrilla fronts. All units must firmly place themselves under the active defense mode and be prepared to launch counter-attacks in order to defend ourselves and the welfare of the people against the destructive attacks of enemy forces.

We call on the people in the region to stand, carry out and protect the right of suffrage as part of the struggle to serve the genuine welfare of the people by way of choosing true and sincere leaders despite the corruption and decadence in bourgeois elections. It is only right for the people to assert that no AFP troop must encamp themselves within barangays during elections.

However, we must not allow ourselves to be placed under the illusion that bourgeois elections could solve the basic problems of the Filipino people. This is because until the Filipino society is dominated by exploitative and oppressive classes, all the machinery of the reactionary government only function to serve their selfish interests and continue to gain back the victories attained as a result of people’s struggles.

Thus, we must consistently and resolutely wage a solid and united revolutionary struggle in order to achieve the class aspirations of the people, such as genuine agrarian reform, national industrialization, the elimination of contractualization and free social services. It is only through the path of the national democratic revolution whereby we can attain a free and equal society where genuine democratic elections are completely realized.

CPP/NPA-Southern Mindanao: AFP has no business in arresting hors de combat Zaldy Cañete

NPA-Southern Mindanao propaganda statement posted to the Communist Party of the Philippines (CPP) Website (May 13): AFP has no business in arresting hors de combat Zaldy Cañete

Rigoberto F. Sanchez, Spokesperson
NPA-Southern Mindanao

13 May 2018

The New People’s Army Southern Mindanao Regional Operations Command declares Zaldy Cañete an hors de combat, who is rightful to avail of protection, respect and a speedy humanitarian medical treatment and recovery under the international humanitarian law and/or civilized rules of warfare.

The US-Duterte regime, in particular the Eastern Mindanao Command of the Armed Forces of the Philippines, has no basis to force Cañete to surrender, serve him warrants of arrest on the strength of fictitious charges or deprive him of medical treatment. The GRP and the AFP should not subject Cañete to further punitive action by virtue of his condition as an hors de combat.

On May 10, 2018, Red fighters under the 1st Pulang Bagani Company were on active defense mode following the sustained and coercive military operations of the 3rd Infantry Battalion of the Philippine Army in Barangay Kipilas, Kitaotao, Bukidnon. At 1:30pm, Cañete along with the 1st PBC-NPA engaged the enemy troops in a two-hour battle which was intensified by the enemy’s aerial and ground bombing.

Cañete and the 1st PBC fiercely stood their ground and valiantly gave battle to defend the unit. At least eight enemy troops fell from the firefight. Cañete sustained head and body injuries. A bullet exited from his neck to his head. He fell unconscious and the NPA medical team immediately conducted first aid intervention. For 24 hours, Cañete was in and out of consciousness, sustaining so much blood loss. To save Cañete’s life, the NPA command proceeded to evacuate and transfer him to the custody of his family who rushed him for admission at the nearest medical hospital in Bukidnon.

On May 11, Cañete underwent an eleven-hour brain surgery. His medical diagnosis revealed a bullet’s point of entry at the left lower ear area, and point of exit at right frontal skull; splinters at the right shoulders and right knee. On the morning of May 12, the AFP, PNP and intelligence operatives arrived and attempted to serve multiple warrants of arrest against Cañete who was still in critical condition at the hospital’s Intensive Care Unit.

The GRP’s hasty attempted arrest and detention of Cañete is treacherous and violates the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law, the Geneva Conventions and other generally accepted principles and standards of international humanitarian law which clearly protect injured persons of the Parties in armed conflict.

Presently still in critical medical condition and suffering from temporary loss of memory and speech, Cañete does not present any further threat and is incapable of fighting. The elementary rules of civilized warfare plainly guarantee Cañete the protection and respect as an hors de combat. His medical doctor/facility should likewise be allowed to give health and medical care without fear of reprisal—a right also enshrined in the aforesaid rules of armed warfare.

The proper humane treatment of Cañete is even more applicable, considering that when he was captured in 2010, he was seriously wounded and was admitted shortly at the military hospital in Davao City where he was not afforded proper medical treatment. He was hurriedly transferred to the Compostela Valley Provincial Jail where he suffered from recurring stomach wounds for the next five years prior to his release in July 2016.

In the same manner that the NPA has treated leniently any captured personnel of the military, police and paramilitary forces as prisoners of war in faithful allegiance to the international customary law pertaining to humanitarian principles, norms and rules in armed conflicts, the GRP has no recourse but to afford Cañete the same rights and non-discriminatory protection. To do otherwise smacks of the US-Duterte regime’s insincerity, duplicity and notoriety in the peace process between the GRP and the NDFP and in direct mockery of the import of human rights and international humanitarian law.

Two soldiers killed, eight injured

From the Visayan Daily Star (May 14): Two soldiers killed, eight injured

The encounter in Brgy. Tan-awan, Kabankalan City, Negros Occidental, that left two Army soldiers dead and eight others injured Saturday, triggered the evacuation of 236 individuals, as government forces are still pursuing the fleeing New People’s Army rebels.

Supt. Rhea Santos, Kabankalan City police chief, said yesterday that the basic needs of 51 internal displaced families that came from seven hinterland sitios of Brgy. Tan-awan, Kabankalan City, are now being attended to by the City Social Welfare and Development Office, as ordered by Mayor Isidro Zayco.

Killed in an hour-long gunbattle Saturday were Army Sgt. Sandy Arevalo and Delga PFC Vicente Marcon, while the injured were Sgt. Nino Nabaunag, PFCs Michael Besana, Voltair Catamin, Angelito Bariga, Kenneth Cerbo, Ryan Las Pinas, Joven Taghap and John Daryle Delgado.

Capt. Ruel Llanes, 303rd Infantry Brigade Civil Military Operations officer, said yesterday that the injured soldiers are now in stable condition, and are being treated at a military hospital in Jamindan, Capiz.

Llanes reported that the 62nd Infantry Battalion soldiers were conducting clearing and combat operations, when they figured in a chance engagement with about 60 NPA rebels, that led to an hour–long gunbattle.

He said communist rebels encountered by 62IB troopers were also responsible for the burning of heavy equipment and construction materials of a private firm tasked by the National Irrigation Administration to construct a dam in Sitio Badian, also Brgy. Tan-awan, Kabankalan City.

The NPA had claimed responsibility for the property destruction, with estimated damage placed by arson investigators of the Bureau of Fire and Protection at P6.8 million.

Llanes said they received reports from residents in the area that the rebels also suffered casualties. But the fleeing rebels managed to recover an M-16 rifle from one of the slain Army soldiers.

Before the two-insurgency-related incidents in Kabankalan City, suspected NPA rebels also staged an ambush in Toboso town that resulted in the death of a civilian and caused injuries to his companion, while another group of rebels also burned a cargo truck loaded with fertilizer in Moises Padilla, all in Negros Occidental.

Llanes said the burning of a cargo truck and heavy equipment was triggered by the failure of their e owners to comply with the extortion demands of the NPA.

Checkpoints have been set up by the police in strategic areas of Kabankalan City and neighboring areas to help the Philippine Army in their pursuit operations.

Santos also said that all hospitals are being checked on admission of patients with gunshot wounds.

The 24 displaced families are now temporarily being housed at the covered court of the Tan-awan barangay proper.

The communist rebels encountered by 62IB are believed to be members of the Grader Platoon of the Komiteng Rehiyonal-Negros Central Negros Front, according to the police.

Capiz guv wants 3ID a tourist site

From the Philippine Information Agency (May 12): Capiz guv wants 3ID a tourist site

Gov. Antonio Del Rosario said that the 3rd Infantry Division (3ID) camp will be included as among the tourist destinations of the province if only there are no restrictions.

Del Rosario, who was guest of honor and speaker of the 3ID’s 44th founding anniversary last May 10, said that the camp is “so enchantingly beautiful which can keep every visitor’s spirit at peace with the world.”

“I note with pride that you occupied the third largest military reservation in the country and one of your greatest responsibilities is keeping the military reservation free from exploitation of unscrupulous people,” he said.

“I am confident that you will be our partner in implementing environmental programs and keep the military reservation a haven of wild trees, plants and beautiful waterfalls,” he added.

In 2012, a talk with the Provincial Tourism and Cultural Affairs Office was conducted by 3ID top officials to make the army camp as an ecotourism area in the province and promote the rich cultural heritage of the people at the military reservation.

The camp, spanning over 33,310 hectares, has been declared a military reservation through Presidential Proclamation No. 67 and officially proclaimed by virtue of Sangguniang Bayan Resolution No. 19 of Jamindan town.

The sprawling camp covers the municipalities of Jamindan and Tapaz of Capiz province and Lambunao town in Iloilo and is inhabited by various Indigenous People (IP) communities.

It is just 54 kilometers from here, 88 kilometers from Kalibo, Aklan and 122 kilometers from Iloilo City.

The whole camp is a nature park, a wildlife sanctuary and has at least five waterfalls.

Army beefs up security in Ilocos Norte on election day

From the Philippine News Agency (May 14): Army beefs up security in Ilocos Norte on election day

Around 100 personnel from the Philippine Army were deployed in various strategic locations of the province to beef up security on May 14, election day.

Police Chief Inspector Dexter Diovic Corpuz, Chief Provincial Information Officer of the Ilocos Norte Police Provincial Office (INPPO) confirmed this on Monday as personnel from the INPPO and several augmentation troops from the Philippine Army and Police Regional Office were deployed in Ilocos Norte to ensure the peaceful conduct of the synchronized Barangay and Sangguniang Kabataan Elections.

Though the Comelec Provincial Office has not declared any election hot spot among the 21 towns and two cities of Ilocos Norte, the Philippine National Police has identified at least five municipalities under election areas of concern, which include the towns of Marcos, Laoag, Pasuquin, Badoc and Bacarra in view of the presence of intense political rivalry and alleged proliferation of loose firearms.

On Saturday evening, a commotion was reported in Barangay Buyon, Bacarra town due to alleged harassment from supporters of rival candidates for barangay captain. This, however, was pacified upon the quick intervention of the PNP, which immediately called them to a dialogue.

The same group of rebels are believed to be behind the torching of the heavy equipment and bunkhouse in the dam project of National Irrigation Administration, also in Barangay Tan-awan on May 7.

PUERTO PRINCESA CITY, Palawan -- The Armed Forces of the Philippines’ (AFP) Western Command (Wescom) activated early Monday the Joint Task Group “Wescom BSKE 2018” to oversee the deployment of forces that will assist in ensuring the peaceful conduct of the Barangay and Sangguniang Kabataan (SK) elections here and in the province.

The task group will be headed by Brigadier General Nathaniel Casem, who is also the commander of the 3rd Marine Brigade (3MBDE).

In a statement, Captain Cherryl Tindog, spokesperson of the Wescom’s public affairs office, said the brigade is composed of military troops and assets of the joint task groups North, South, Central, and Puerto Princesa, that were deployed early to secure all areas in Palawan and the city, including island municipalities.

“These forces are ready to respond to any eventualities, and to prevent and address election-related incidents,” she said.

From the Philippine News Agency (May 14): 5 Sayyaf men, soldier killed in fresh Sulu clash

Five Abu Sayyaf bandits and a soldier were killed while five others were wounded as firefight erupted anew shortly before noon Monday in Sulu, a top military official said.

The fresh clash occurred around 11:45 a.m. Monday in Sitio Bud Kaha, Barangay Maligay, Patikul as troopers continue to pursue the Abu Sayyaf bandits to rescue several hostages, according Brig. Gen. Cirilito Sobejana, Joint Task Force Sulu commander.

“Our troops were continuously doing security, search and rescue for the freedom of the KVs (kidnap victims), resulting to an encounter with undetermined number of ASG (Abu Sayyaf Group) members,” Sobejana said.

Sobejana said sporadic firefight “is still ongoing” as the troops continue to advance as of this posting.

He said the troops recovered one of the remains of the five slain Abu Sayyaf bandits, two high-powered firearms and other war paraphernalia as well as foodstuffs.

He said a soldier was killed in action and five others were wounded in Monday’s clash.

Before Monday’s clash, the troops discovered three remains of Abu Sayyaf bandits that were hastily buried, the military official said. The recovered bodies are believed to be part of the fatalities the ASG suffered in a clash Sunday in Sitio Kan Alas, Barangay Tanum, Patikul municipality.

“We are now in the process of checking the identity of those cadavers,” Sobejana added.

Twelve people, including 10 Abu Sayyaf bandits and two soldiers, were killed while 14 others wounded in an hour-long firefight that took place Monday.

Of the 14 wounded, 12 were members of the Army’s 5th Scout Ranger Battalion.

4 NPA surrenderees assured safety, livelihood assistance

From the Philippine News Agency (May 14): 4 NPA surrenderees assured safety, livelihood assistance

ISULAN, Sultan Kudarat – Livelihood is not the only assistance waiting for rebel returnees, but also safety and security guarantees as well.

Sultan Kudarat Gov. Pax Mangudadatu gave this assurance to four communist rebels presented to the provincial government by the military Sunday, where the former New People's Army (NPA) members also turned over four firearms.

Lt. Colonel Lauro Oliveros, the commander of the 1st Mechanized Infantry Battalion, said  the NPA rebel returnees belonged to the NPA Guerilla Front 73.

Oliveros said the rebels decided to turn themselves in after experiencing difficulties in running away from government forces.

“Most of the time they move from one place to another to avoid contact with government troops in the mountains of Esperanza town,” the military official said.

For his part, Gov. Mangudadatu said the financial assistance to the former rebels under the government’s Comprehensive Local Integration Program (CLIP) will also free Technical Vocational Educational Training (TVET) courses.

Above all, Mangudadatu said the security guarantees provided by the government to former NPA rebels will allow them to peacefully start their new life as law-abiding citizens.

More missiles eyed for PH Navy

From the Philippine News Agency (May 13): More missiles eyed for PH Navy

Aside from the newly-delivered Rafael Advanced Defense Systems Spike-ER missiles, Philippine Navy (PN) ships will be soon armed with torpedoes and with bigger and longer range surface-to-surface missiles.

This was bared by PN flag-officer-in-command Vice Admiral Roberto Empedrad Saturday.

He added that the acquisition of such advanced weapons is needed as naval warfare has become "missile-based".

Empedrad also stressed that the PN cannot continue to rely on ships armed with old armaments as it will solidly be left behind and outgunned by its other counterparts.

"Naval warfare is becoming 'missile-based' and we cannot afford to be left out and we cannot afford to just use an old capability (guns) mounted on our old ships. We have to grow as a Navy," the PN chief noted.

Empedrad said the acquisition of the Spike-ER missiles, which is now being installed at three multi-purpose attack crafts (MPACs), is just the start.

While this is going on, the PN chief said they are also studying the doctrine on to how use and where to deploy these missile-armed MPACs. The Spike-ER surface-to-surface missiles along with its launchers arrived during the third week of April.

These missiles are capable of penetrating 1,000 mm (39 inches) of rolled homogeneous armor and has a range of eight kilometers. As of this posting, the Navy has nine MPACs in inventory with another three units planned.

Three of the above-mentioned craft are now being fitted with the Spike-ER missiles and its launchers.

These naval craft were activated in May 22, 2017 and were manufactured by Subic-based Propmech Corporation for PHP270 million.

AFP to poll bets: Refuse NPA extortion demands

From the Philippine News Agency (May 14): AFP to poll bets: Refuse NPA extortion demands

The Armed Forces of the Philippines (AFP) on Monday reminded candidates for this year's Barangay and Sangguniang Kabataan Elections (BSKE) not to give in to extortion rackets of communist rebels.

"We advise the candidates and business owners not to give in to the group’s demands and report their illegal activities immediately to the proper authorities like the Comelec (Commission on Elections), PNP (Philippine National Police), and the Armed Forces of the Philippines," AFP public affairs office chief Lt. Col. Emmanuel Garcia said in a statement.

He added that giving in to their extortion activities will only give the NPAs the means to conduct further atrocities against the government and its constituents.

"Legal ramifications are also waiting for those who will be proven to finance the CPP-NPA and its terror activities," Garcia said.

The AFP earlier said it is ready to secure the village polls, noting that it has yet to monitor any security threat on the polls.

Over 90,000 AFP personnel have been deployed in this year's village and youth polls.

NPA stoppage of CARAGA atrocities just a ploy: AFP

From the Philippine News Agency (May 14): NPA stoppage of CARAGA atrocities just a ploy: AFP

The Armed Forces of the Philippines (AFP) on Monday called the rebel pronouncements to stop alleged atrocities in the CARAGA region as another act of deception.

"The AFP sees through this declaration as another ploy to deceive the public and to catch our troops off-guard as we intensify our measures to safeguard the people's exercise of their right to vote," AFP public affairs office chief Lt. Col. Emmanuel Garcia said in a statement.

He added that given the rebels terrible reputation in scuttling peace and confidence-building, this alleged announcement will only be another opportunity to mobilize their armed groups to conduct attacks against government forces and facilities, extort and harass business firms, conduct arson and coerce innocent civilians.

"If it was really the intention of the Communist NPA (New People's Army) terrorists to let the peace reign during the election so that people may freely exercise their rights, they should and we challenge them to declare suspension of their arson, extortion, murder and other atrocities against the people on a nationwide scale and on a permanent basis," he added.

Garcia said the AFP will continue with the security plan being implemented by the Commission on Elections to secure this year's Barangay and Sangguniang Kabataan (SK) elections.

Militiamen surrenders in Nueva Vizcaya

From the Sun Star-Baguio (May 14): Militiamen surrenders in Nueva Vizcaya

FIVE members of the “Militia ng Bayan” voluntarily surrendered to the 54th Infantry Battalion Aloha Company, 77th Infantry Battalion, Philippine National Police (PNP) Ambaguio and the Local Government Unit Ammoway in Ambaguio, Nueva Vizcaya.

The surrender of the five militia men was made possible through the mediation of the 54th Infantry Battalion, barangay officials and civilian informants.

The surrenderees underwent debriefing procedures and took their oath and pledge of allegiance to the government administered by Second Lieutenant Julie Bebs Pacumba, Philippine Army Civil Military operations officer.

The former militia men have signified their intentions to surrender and clear their names to the government troops and withdrew their support to New People's Army (NPA). According to them, they were being manipulated by the NPA with the aim of destabilizing the peace and development programs of government troops.

Lieutenant Colonel Narciso Nabulnag Jr., commander of the 54th Infantry Battalion, lauded the efforts of the army and barangay officials for the successful negotiation.

"Your selfless efforts as front runners for the surrender of militia members made them realize they were just used and manipulated by the leaders of the Communist NPA Terrorists (CNT)," Nabulnag said.

"I appeal to the civilians who are still supporting the NPA to be vigilant and stop giving support to them but rather help the government encourage NPA remnants to lay down their arms and embrace the government to promote the culture of peace in the community especially that the AFP, PNP and LGU are jointly working on a program to welcome and help the surrenderees live a normal and progressive lives," Nabulnag added.

Meanwhile, three firearms holder surrendered their licensed gun to the PNP for safekeeping.

Last May 10, current Fort Del Pilar Village Chief Rolando Nacionales Martos personally surrendered his .45 pistol without magazine for safekeeping pending the renewal of his license.

On the same day in Kalinga, Barangay Kagawad Rudy Cammagay of Taggay, Pinukpuk turned over a home-made shotgun to Pinukpuk Municipal Police Stations which was turned–over by a concerned citizen.

NPA protests arrest of injured commander in Bukidnon hospital

From the Manila Bulletin (May 14): NPA protests arrest of injured commander in Bukidnon hospital

DAVAO CITY – The New People’s Army (NPA) has called out the Armed Forces of the Philippines (AFP)’ Eastern Mindanao Command (Eastmincom) for arresting Zaldy Cañete despite a Geneva Convention rule frowning upon actions on persons deemed hors de combat.

The NPA was referring to the arrest of Cañete, aka Ka Jinggoy, at a hospital in Bukidnon.

(MANILA BULLETIN)

The International Committee on the Red Cross (ICRC) defines hors de combat as “anyone who is in the power of an adverse party; anyone who is defenseless because of unconsciousness, shipwreck, wounds or sickness; or anyone who clearly expresses an intention to surrender.”

“The Eastern Mindanao Command of the Armed Forces of the Philippines has no basis to force Cañete to surrender, serve him warrants of arrest on the strength of fictitious charges or deprive him of medical treatment,” the NPA said in a statement e-mailed to Manila Bulletin Sunday night.

“The GRP and the AFP should not subject Cañete to further punitive action by virtue of his condition as an hors de combat,” it said.

The NPA said that Cañete suffered a through-and-through bullet wound from his neck to a delicate portion of his head.

“He fell unconscious and the NPA medical team immediately conducted first aid intervention,” the statement said.

For 24 hours, Cañete was in and out of consciousness, sustaining so much blood loss, the rebel group added.

Government troops engaged the rebels in a two-hour firefight around 1:30 p.m. of May 10, with the 1st Pulang Bagani claiming to kill at least eight soldiers.

The soldiers were supported by aerial and ground bombing, the NPA said.

“To save Cañete’s life, the NPA command proceeded to evacuate and transfer him to the custody of his family who rushed him for admission at the nearest medical hospital in Bukidnon,” the NPA said.

According to the rebels, Cañete underwent an eleven-hour brain surgery the next day.

“His medical diagnosis revealed a bullet’s point of entry at the left lower ear area and point of exit at right frontal skull; splinters at the right shoulders and right knee,” the NPA said.

On the morning of May 12, the AFP, PNP and intelligence operatives arrived and attempted to serve multiple warrants of arrest against Cañete who was still in critical condition at the hospital’s Intensive Care Unit.

“The GRP’s hasty attempted arrest and detention of Cañete is treacherous and violates the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL), the Geneva Conventions and other generally accepted principles and standards of international humanitarian law which clearly protect injured persons of the Parties in armed conflict,” the rebels said.

Cañete is reportedly suffering from temporary loss of memory and speech.

“Cañete does not present any further threat and is incapable of fighting. The elementary rules of civilized warfare plainly guarantee Cañete the protection and respect as an hors de combat,” the NPA said.

His medical doctor/facility should likewise be allowed to give health and medical care without fear of reprisal—a right also enshrined in the aforesaid rules of armed warfare.

Cañete had earlier been placed under the custody of authorities in 2010 and had consequently posted and jumped bail.

The NPA claimed that Cañete was also not afforded proper medical treatment at the time.

“When he was captured in 2010, he was seriously wounded and was admitted shortly at the military hospital in Davao City where he was not afforded proper medical treatment. He was hurriedly transferred to the Compostela Valley Provincial Jail where he suffered from recurring stomach wounds for the next five years prior to his release in July 2016,” the NPA said.

Arrest of NPA leader is a major breakthrough in preserving security in Davao

From the Manila Bulletin (May 13): Arrest of NPA leader is a major breakthrough in preserving security in Davao

An Army official expressed belief that the arrest of New People’s Army (NPA) leader Elizalde Cañete alias Jinggoy is a major breakthrough in the effort by the government to preserve human security in Davao Region.
Army 1003rd Brigade commander Brig. Gen. Ernesto Torres Jr., said in a statement that with Jinggoy now under government custody awaiting a mounting pile of cases and his group in splinters after suffering from a devastating tactical loss before government forces, the people of the region were afforded the assuring prelude of a more dignified and more peaceful living.
“Like usual crime suspects, Jinggoy shall be entitled of his rights and be treated humanely in the entire duration of the proceedings starting from his current status as under house arrest,” Torres said.

“He shall be accorded of his right for the equal protection of laws and the provisions of the due process of law,” he added.

Torres said that while it is true that the breakthrough is in itself a victory of the people, much more effort is needed to finally put terrorists who are still on the loose at bay.

“Your Army, the1003rd Raptor Brigade, being at the forefront with all other government agencies, will continue in its mandate to be the protector of the people at all times and shall exemplify as a champion in protecting the rights of all persons,” Torres said

“In view of the plight that Jinggoy and his predecessor Kumander Parago has suffered, the unit is again calling on others who are still chained in the delusion of the “classless society” to come out in the open, away from the futility and falsity of the promises of the armed struggle,” he added.

Capt. Jerry Lamosao, the Deputy Public Affairs Office (DPAO) of the 10th Infantry Division, said at the start of 2018, the priority of the 10th ID is to stop terroristic activities of the terrorist NPA in Davao. And the center of these operations is to stop the unabated anti-development criminal actions of ka Jingoy.

Lamosao said the 10ID provided follow-on forces to the forces of 1003rd B that led to an encounter at Sitio Linao, Kipilas, Kitaotao, Bukidnon at about 1:30 p.m. of May 10 2018, and wounded Ka Jinggoy.

At about 2 p.m. of May 11, troops of the 89th Infantry Battalion under the 1003rd Brigade, conducted clearing operation at the encounter site and discovered bloodstains, several napkins, and enemy bunkers.

Lamosao said Jinggoy’s unabated terroristic actions finally ceased through a joint law enforcement operation at 10 a.m. when he was captured.

“Ka Jingoy is responsible for the destruction and burning of construction equipment in Davao that delayed much-needed development in the hinterlands of Paquibato district and the region. His brand of terrorism affects the improvement of everyone’s lives,” Lamosao said

“His capture will diminish the Pulang Bagani Command’s capabilities that will end antidevelopment activities of the NPA,” he added.

Army 10th ID commander Maj. Gen. Noel S. Clement said the 10th ID is committed to bringing peace to the region by removing those who threaten it and make them face the bar of justice.”

“We are always grateful for the untiring support of the people. 10ID urges the remaining CPP-NPA terrorists to give up armed struggle and avail of government’s Comprehensive Local Integration Program,” Clement said.
