SAMAR, Philippines – Government military forces killed two suspected members of the New People’s Armyand seized assorted war material on Friday, April 14 in a clash in Basey, Samar.

Capt. Jefferson Mariano, chief of the Division Public Affairs Office of the 8th Infantry Division said on Monday, April 17 that soldiers brought the slain rebels’ bodies to the town proper for identification.

But shortly after the encounter, the family of one of the slain rebels denied their kin is a rebel and called out for justice.


The family of Orbillo Gerellana identified his body. They said he is just a farmer whose farm happens to be near the encounter area.

The clash broke out around 1:20 pm as troops of the 46th infantry battalion (46IB) and and the 63IB patrolled around Sitio Bagti, an interior hamlet of Barangay Mabini.

Mariano said soldiers stumbled on rebels having lunch in a nipa hut.

The two alleged rebels were killed in the 20-minute clash. The soldiers recovered one M16 rifle, two M653 rifles, assorted magazines and ammunition, three bandoliers, and other personal items.

Mariano said troops identified the 17-member rebel group as the NPA’s ‘Bugsok’ platoon. The group belongs to the Communist Party of the Philippines sub-Regional Committee Sesame.

Major General Camilo Ligayo, the Commander of the 8th Infantry Division lauded the troops for their efforts of bringing peace to Samar. He urged soldiers to engage the community “and help them cooperate with the government and the armed forces.”
Family seeks justice

In calling for justice, “Roselyn” (not her real name), a sister of Orbillo said in the local Waray language: “My brother is not a member of the NPA, and neither was he involved in any of the activities of the underground movement, of whatever form.”

She said her brother, a father of 3 kids, was construction worker in Tacloban City but went into farming after marrying a woman from Sitio Bagti.

The family were shocked when they learned that Orbillo, whom they call as “Wendell” was one of the fatalities during the encounter.

His family said he was just about to dry palay when the clash occurred.

Acquaintances of the victim, and residents of Sitio Bagti, likewise vouched that Orbillo is not a rebel but “a homebody on days when he isn’t tending his farm.”

The fate of Orbillo’s children, aged 6, 3 and 1 year old, with his untimely death, is another worry for the Gerellana Family.

When reached for comment, Mariano said Orbillo was positively identified by an informer using the alias Jayson as a cadre belonging to the same platoon “Bugsok”.

“Hindi po ang military ang nagtatawag sa kanya na NPA sya (Orbillo) kundi yung mga dating kasamahan nya na nasa panig na ngayon ng gobyerno, hindi naman natin pwede ma-discount yun, kilala nila eh,” Mariano said. (It was not the military that called him an NPA but his former companion now siding with the government. We cannot discount that information since they know him.)

Investigators say extortion is likely the motive behind the bombing at a bus terminal in Isulan town, Sultan Kudarat

GENERAL SANTOS, Philippines – The military has blamed the radical group Dawlah Islamiyah for the April 17 bombing of a bus that hurt seven passengers in Sultan Kudarat province.

Military investigators have suggested that extortion was the motive behind the noontime explosion at a bus terminal in Isulan town, Sultan Kudarat, on Monday.

Most of the injured were minors or elderly individuals from General Santos City and Sarangani province.


Colonel Dennis Almorato, the spokesperson for the Army’s 6th Infantry Division, said pieces of evidence collected at the blast site indicate the use of an explosive consistent with those used by the Dawlah Islamiyah.

Military bomb experts were working with the police to investigate the incident, and have recovered bomb components, including a circuit board, a nine-volt battery, a blasting cap, and concrete nails used for shrapnel.

Almorato said the bomb was placed near the engine on the lower deck of the two-deck bus, while a second explosive, which did not go off, was found under a seat on the upper deck and was safely detonated.

He said that they are currently checking with the management of the Husky Bus Cooperative for possible CCTV footage from the newly-acquired bus.

On Tuesday, April 18, Isulan town police chief Lieutenant Colonel Richelu Alucilja announced that they have three “persons of interest” in connection with the explosion, but declined to name them while investigations are ongoing.

The Dawlah Islamiyah, also referred to as the Maute Group, was established in 2012 by former Mindanao secessionist rebels, along with foreign terrorists.

In 2015, the group pledged allegiance to the dreaded Islamic State and made use of social media for its recruitment, and battled against government forces for months in the predominantly Muslim Marawi City.

Authorities said the group has been into an extortion racket, and has been blamed for several bus bombings in some parts of Mindanao.

BACOLOD City – A New People’s Army (NPA) rebel was killed in a gun battle with troops of the Philippine Army’s 62nd Infantry Battalion (62IB) in Barangay Quentin Remo, Moises Padilla, Negros Occidental early yesterday morning.

The fatality, identified as Jose “Jojo” Albores, belonged to the Central Negros Front 1 of the Leonardo Panaligan Command and was one of the leaders of the “kangaroo court” tasked to kill members tagged as government assets and civilians who refuse to support the armed struggle.

A five-minute firefight ensued between the 62IB troops and five NPA fighters at about 5:30 a.m., resulting in Albores’ death.

Lieutenant Colonel William Pesase, 62IB commander, said they
recovered a KG9 assault rifle, a hand grenade, subversive documents, and personal belongings during the clearing operation.


The troops endorsed Albores’ body to the Municipal Disaster Risk Reduction and Management Office.

Pesase, in a statement, said his men would “tirelessly hunt the remaining NPA rebels who kill innocent and unarmed civilians in central Negros.”

“To the remaining NPA who are still running away, we know that you are tired and hungry, especially those who are wounded. Surrender now or be killed later,” he added. (With a report from Philippine News Agency)/PN

40 former rebels threatened by comrades

Forty former New People’s Army rebels who abandoned the armed struggle have sought the help of authorities regarding threats they received from the remnants of the dismantled Northern Negros Front of the Komiteng Rehiyonal Negros/Cebu/Bohol/Siquijor.

Their concerns on security were aired during a dialog with Mayor Melecio “Beboy” Yap, Lt. Col. J Jay Javines, 79th Infantry Battalion commander, city police deputy chief Maj. Wenc Alcuber, and Atty. Charo Tupas Fajardo, in Brgy. Old Escalante, Escalante City, on April 12.

The former rebels told Mayor Yap, Javines and the police that they received letters from the NNF “discrediting and threatening them for returning to mainstream society, and choosing the path to peace.”

“We would like to request for a strengthened security and direct communication to counter these threats,” one of the former rebels said.


“I will not turn my back on you. The government will continue to extend help and provide ways to shield you from any threats as you continue living in the mainstream of society,” Yap responded during the meeting.

Javines and the Escalante police also took turns in assuring their safety, along with assistance in availing government programs intended for them.

The former rebels thanked Yap, the military and police for assurance of their safety.

Escalante City has the most number of insurgency-cleared villages in Negros Occidental, totaling at least 14 barangays which received funding from the Local Government Support Fund-Support to Barangay Development Program.

DAVAO CITY (MindaNews / 18 April)—Eric Jun Casilao, an alleged top leader of the New People’s Army Southern Mindanao Regional Committee (NPA-SMRC), is currently detained at the Criminal investigation and Detection Group (CIDG) in Davao City after he was deported by Malaysian authorities on Monday.

Maj. Mark Anthony S. Tito, chief of the Public Affairs Office of the 10th Infantry Division, told MindaNews that Casilao was flown to this city from the Ninoy Aquino International Airport (NAIA) and arrived at the Davao International Airport (DIA) around 2:10 p.m. on Monday.

Casilao was arrested last April 1 for falsification of passport by assuming a fake identity and was detained for over two weeks before he was deported to the Philippines.

Casilao, who was included in the Malaysian Red Notice List, was nabbed by Malaysian Immigration authorities at Jeti Point International Clearance Gate, Langkawi, Malaysia, while boarding a ferry bound for Koh Lipe, Thailand.

In an information released by the military, Casilao, who has existing warrants of arrest for the murder, kidnapping and serious illegal detention, and attempted murder, is allegedly one of the “most notorious” leaders of the NPA.

In a video of the interview uploaded on “News Fort,” Tito told reporters that the arrest of Casilao, who is also a member of the central committee of the Communist Party of the Philippines, was a “clear manifestation that that they have no place to hide, even outside the country.”

He added that Casilao’s arrest has a huge impact on the military’s campaign in the region as Casilao was the last remaining top NPA leader in the region within the SRMC.

“We know that there is still one remaining guerilla front in SMRC which is the Guerilla Front 57 operating in the southern portion of Bukidnon but within the region, there is no one left,” he said.

KORONADAL CITY (MindaNews / 17 April) – At least seven persons were wounded after a suspected improvised explosive device exploded inside a passenger bus parked at the public terminal in Isulan, Sultan Kudarat Monday noon, police officials said.

The first post at 2:40 p.m. reported six injured persons.


Brig. Gen. Jimili Macaraeg, Police Regional Office-12 (PRO-12) director, condemned the explosion as he assured that “PRO-12 is already on top of the situation.”

“We will intensify our efforts, together with the AFP (Armed Forces of the Philippines) and other law enforcement agencies, to identify the personalities behind this atrocity and deliver justice to the victims,” he said in a statement.

PRO-12 activated a provincial-level Special Investigation Task Group to handle the case, he added.

The victims were identified as follows:John Ruskin A. Dela Cruz, 15, of Barangay Calumpang, General Santos CityJeffrey A. Dela Cruz, 14, of Barangay Calumpang, General Santos City

They were brought to the Sultan Kudarat Provincial Hospital for treatment.

Earlier, Lt. Col. Lino Capellan, spokesperson of the Sultan Kudarat Provincial Police Office, said a new double-decker bus of Husky Tours was damaged in the middle portion by the explosion at around 12:20 p.m.

“The explosion hit the lower deck of the bus. Six individuals suffered injuries but are now in safe condition in the hospital,” he said in a phone interview.

Capellan said the police intelligence community had received information that some quarters are allegedly planning to carry out a bomb attack in the province.


In November last year, a unit of Yellow Bus Line, Inc. was also bombed in neighboring Tacurong City, Sultan Kudarat, resulting in the death of one person and the wounding of about a dozen other individuals.

The PRO-12 said the Yellow Bus management received extortion demands allegedly from the Islamic State-inspired Dawlah Islamiyah.

Capellan said that authorities were still investigating if the management of Husky Tours also received extortion demands prior to the bombing of its unit.

The double-decker Husky Tours bus came from Cotabato en route to General Santos City, he added.

ZAMBOANGA CITY – After tagging as a terrorist one of the eight descendants of the sultan of Sulu who secured a disputed arbitration award against Malaysia last year, Kuala Lumpur now launched a website attacking the credibility of all the heirs who have filed legal action to seek compensation for land in Sabah which was leased by their ancestors to a British trading company in 1878.

The website - which can be can be accessed in five languages Malay, English, French, Spanish, and Tagalog - was set up by multiple ministries including the Legal Affairs Division, the Prime Minister’s Department, the Ministry of Foreign Affairs and the Ministry of Communications and Digital Multimedia to provide accurate legal case histories from different jurisdictions.

Just recently, Khairul Dzaimee Daud, director-general of the Prime Minister’s Department’s legal affairs division, said the home ministry has listed Sultan Muhammad Fuad A. Kiram I as a terrorist.

Khairul said Fuad has been linked to the Royal Sulu Force (RSF), which was also classified as a terrorist group, after the ailing Sulu Sultan Jamalul Kiram III, sent about 200 followers headed by his brother Raja Muda Agbimuddin Kiram to Sabah in February 2013 to assert their claim to and supposed historical rights over the oil-rich state.

Jamalul’s group rejected Malaysian demand for them to surrender peacefully and fighting erupted in Lahad Datu town where more than 60 of the sultan’s men were killed and over 300 Filipinos arrested on suspicion that they were aiding the group of Agbimuddin or the RSF. Malaysia also put Jamalul and his brother on its wanted list and branded them as terrorists for intruding into Sabah and killing and decapitating 10 policemen and soldiers in separate clashes on the island.

Agbimuddin managed to escape the Malaysian assault in Sabah, while Sultan Jamalul died in October the same year from a lingering illness at age 75. Agbimuddin died from cardiac arrest in 2015 in Tawi-Tawi province.

Khairul said the unity government would be taking a new approach in dealing with the Sulu heirs’ claim. “Previously, the approach (to deal with the case) was in the form of ‘firefighting’ with regards to the countries involved,” he said.

Malaysia now insisted that Fuad and the others heirs - Nurhima Kiram Fornan, Sheramar Kiram, Permaisuli Kiram-Guerzon, Taj-Mahal Kiram-Tarsum Nuqui, Ahmad Nazard Kiram Sampang, Jenny KA Sampang, and Widz-Raunda Kiram Sampang – failed to prove they were the Sulu sultan real heirs.

Kuala Lumpur admitted that it still faces legal proceedings in various European countries filed by the heirs of the Sulu sultan. “The Malaysian government will continue to preserve the interests, sovereign immunity and sovereignty of Malaysia at all times and take all necessary actions to stop this claim,” the Prime Minister’s Department said in a statement.

It also urged Malaysians to visit the website and be informed of the progress of the case. “The government hopes that Malaysians will access and follow this case carefully through the website developed because any decision in favour of the claimant will have a big and serious impact on the sovereignty and security of the country,” it said.

Last year, Petroliam Nasional Bhd (Petronas) decided to fight the former Sulu sultanate heirs’ asset claims in the Dutch court as they want to seize the group’s assets in the European country.

The claimants had previously filed legal action through the Spanish Court to seek compensation for land in Sabah which they claim was leased by their ancestors to a British trading company in 1878. Malaysia has been paying the lease since taking Sabah in 1963, but stopped payment in 2013 following armed incursion in Lahad Datu Sabah by forces from Jamalul Kiram.

In February 2022, the descendants of Sultan Jamalul Kiram II received an award of $14.9bn against the Government of Malaysia. Over 16% of Malaysia’s yearly budget is now at stake. Malaysia flatly rejected the award and said it does not recognise its legitimacy, and is litigating across Europe to ensure that the award is overturned.

“The award then issued in France in February 2022 is in breach of decisions in the Malaysian High Court and the High Court of Justice of Madrid. The Paris Court of Appeal has also issued a stay order on the award. Despite these court orders, attempts to enforce the award by the Sulu claimants have seen Malaysian entities across Europe come under attack, including diplomatic buildings and state-owned companies, as Therium and eight mysterious individuals seek to line their pockets at the expense of the Malaysian people,” it said.

“The Sulu case is a sophisticated abuse of the arbitral process and international law. It is an attempt to hold a sovereign state to ransom, and the continued existence of the award tarnishes the reputation of the globally respected arbitration system. DAVAO CITY – The Philippine military announced Tuesday the capture of a long wanted senior communist rebel leader in Malaysia just in the nick of time before he could escape to Thailand to evade arrest.

Army Lt. Gen. Greg Almerol, chief of the Eastern Mindanao Command, confirmed the capture of Eric Jun Casilao, a member of the powerful politburo of the Communist Party of the Philippines (CPP), and regional chieftain of the New People’s Army (NPA)




The military’s Eastern Mindanao Command released to The Mindanao Examiner Regional Newspaper a photo of Eric Jun Casilao, who was captured in Malaysia while trying to escape to Thailand.

He said the Malaysian government handed over the rebel leader to the Philippine authorities and is now in the custody of the military. He said Casilao, who is in the military’s order of battle, was arrested on April 1 at the Jeti Point International Clearance Gate in Langkawi, an archipelago in northern Malaysia.

“He was boarding a ferry bound for Koh Lipe, Thailand, when joint law enforcers from the Armed Forces of the Philippines, Philippine National Police, the National Intelligence Coordinating Agency, the Bureau of Immigration, the Department of Foreign Affairs, the Royal Malaysian Police, and Malaysian Immigration arrested him,” Almerol said.

“Casilao is considered the most wanted communist terrorist group leader in Southeastern Mindanao, notorious for staging numerous atrocities in the Davao Region and other neighboring regions. He also has existing arrest warrants for murder, kidnapping and serious illegal detention, and attempted murder,” he added.

Almerol thanked the Malaysian government for its cooperation which resulted in the capture of Casilao. “Before his arrest, Casilao was put on the Malaysian Red Notice List through the request of the PNP for falsification of his passport by assuming a fake identity. He was temporarily detained in Malaysia for immigration laws violation and subsequently deported to the Philippines on April 17 to face the charges against him,” he said.

Last year, the Eastern Mindanao Command released to the public a wanted poster of Casilao in an effort to hasten his arrest, but he managed to escape a massive manhunt and eventually fled to Malaysia, according to Almerol. “This prompted Casilao to abandon his comrades for fear of being identified by the community that shall eventually lead to his arrest, and the series of defeats his group have experienced due to the relentless focus military operations launched by Eastern Mindanao Command,” Almerol said.

“The arrest of Casilao proves that the Philippine government is determined to run after those who violated our laws wherever they hide. To the remaining communist terrorist group leaders, let this be a stern warning that no stones will be left unturned even if they hide outside the country,” he added.

Almerol also released to The Mindanao Examiner Regional Newspaper a photo of Casilao escorted by policemen following his deportation.

The NPA is the CPP’s armed wing, whose founder Jose Maria Sison, 83, died in exile in The Netherlands in December last year. Sison had lived in self-exile since then-President Corazon Aquino released him from detention in 1986, shortly after the “People Power” revolt overthrew dictator Ferdinand Marcos, the father and namesake of the current Filipino president. MANILA – Participating Filipino and American naval ships in this year's "Balikatan" exercises conducted aerial gunnery and replenishment-at-sea exercises off Brooke's Point town in Palawan province.

Naval Forces West (NFW) chief Commodore Alan M. Javier, in a statement Sunday, said these drills took place shortly after the amphibious raid in Barangay Samariñana, Brooke's Point last April 14. Ships that participated in these exercises are the guided missile frigate, BRP Jose Rizal (FF-150), landing dock BRP Tarlac (LD-601), and the Wasp-class amphibious assault ship USS Makin Island (LHD-8).

"FF-150 and LHD-8 performed the aerial gunnery exercise, while all three ships performed the replenishment-at-sea," Javier said.

Aerial gunnery exercise was performed by simulating an aerial contact which the participating naval vessels will have to detect and engage.

While replenishment-at-sea is the conduct of refueling and reprovisioning by other vessels while underway, both exercises must be performed with precision and coordination.


"After the performance of the said exercises, the three ships will group sail enroute back to Zambales for other activities and exercises scheduled thereat," Javier said.

PH, US troops conduct breaching exercises in Nueva Ecija

Meanwhile, Philippine Army (PA) combat engineers and their US Army counterparts conducted obstacle and mine-clearing as well as breaching operations at Range 5-A, Col. Ernesto Rabina Air Base, Capas Tarlac last April 16.

"A company from the 525th Engineer Combat Battalion of the 51st Engineer Brigade and sappers from the US Army participated in various combat engineer operations in support of infantry platoons on the frontlines," said PA spokesperson Col. Xerxes Trinidad in a statement.

The exercise is part of this year's "Balikatan" which will run from April 11 to 28. Around 17,600 Philippines and US troops are participating in the event which is considered the largest iteration of the military exercise to date.


"Balikatan" advances military modernization, combat readiness, and capability development of both militaries in a spectrum of military operations.

MANILA – The Office of the Presidential Adviser on the Peace, Reconciliation and Unity (OPAPRU) on Monday attributed the success of the Mindanao peace process to the support provided by local and international stakeholders.

"The success of the Mindanao peace process has a vibrant support from the stakeholders as well as the international community," it said in a statement.


OPAPRU bared this after Chinese Ambassador to the Philippines Huang Xilian compared the situation of China with Taiwan to those in Mindanao.

"We took note about the statement of Chinese Ambassador to the Philippines Huang Xilian comparing the internal tension in China with Taiwan to the Mindanao peace process," the body said.

OPAPRU said the Bangsamoro peace process ever since has been facilitated by a third-party country to ensure fairness and maintain the integrity of the peace negotiations.

"Now in its implementation phase, the role of the international community in the southern peace process is very crucial to help deliver the peace dividends," it added.

OPAPRU also noted that President Ferdinand R. Marcos Jr., during the UN General Assembly, has earlier showcased the positive experience in the Bangsamoro peace process to which other countries with internal conflicts can replicate.

MANILA – As the Philippines and Czechia Republic celebrate the 50th anniversary of bilateral relations this year, President Ferdinand R. Marcos Jr. said on Monday the two countries will further strengthen defense and economic ties.

President Marcos and Czech Prime Minister Petr Fiala reaffirmed their commitment to boost cooperation, particularly on defense, trade and investment, university-to-university linkages, as well as judicial and labor cooperation during their bilateral meeting in Malacañang, according to a press statement issued by the Presidential Communications Office (PCO).

“I express our commitment to strengthening the bilateral relationship between our two countries. We recognize the importance of building on the existing areas of cooperation and exploring new opportunities for collaboration,” Marcos said.

Marcos highlighted the strategic location of the Philippines for good investment as it is a potential gateway to the Association of Southeast Asian Nations.

“We shared positive developments in the Philippine economy, including our high GDP (gross domestic product) growth rate and strong economic outlook, in context of a difficult and volatile world economic situation," Marcos said.

The PCO said the two leaders exchanged views on regional and international issues, particularly the West Philippine Sea, although no specific information was mentioned.

Marcos and Fiala also committed to uphold democracy, human rights and the rule of law.

Bringing a delegation of Czech businessmen, Fiala expressed hope that his visit would be the start of a successful cooperation between Czech and Filipino companies.

“I believe our meeting and visit will be a new impulse for stronger collaboration and we will be very happy to cooperate (with the) Philippine government and companies much more,” Fiala said.

Fiala noted that there are talks about collaboration on transport aircraft and other projects in the aviation sector.

The Czech prime minister is also looking at possibilities to expand migration for work, highlighting the Philippine worker recruitment system for overseas deployment.

In terms of defense and security cooperation, Fiala said Czech company Česká zbrojovka offers extensive modernization to the Armed Forces of the Philippine that could also include technology transfer.

He likewise expressed gladness that the two countries are cooperating in the area of agriculture

“Czech companies provide technological assistance and expertise to the Philippine National Dairy Authority. Czech companies can also offer technologies for storing raw milk and its processing,” Fiala said.

Fiala arrived in Manila Sunday night.

An official dinner, hosted by the President in honor of the visiting Czech leader, capped Monday’s activities at the Palace.

Fiala is scheduled to lay a wreath at Rizal Park as part of his official itinerary.

MANILA – The Philippine Army (PA) will start this week court martial proceedings against two ranking military officials and five enlisted personnel for their alleged involvement in the murder of model and businesswoman Yvonette-Chua Plaza in Davao City last December.

Army spokesperson Col. Xerxes Trinidad, in a statement, said the Army had finished the review of administrative liability of Brig. Gen. Jesus Durante III, former 1001st Infantry Brigade commander, his deputy commander Col. Michael Licyayo and five enlisted personnel. Administrative charges against them have been approved by Army commander Lt. Gen. Romeo Brawner Jr.

"(These were) subsequently referred to the GCM (General Court Martial). The GCM is chaired by the Court President, Maj. Gen. Jose Eriel Niembra, who is the current 10th Infantry Division commander," he added.


The accused enlisted personnel were identified as Staff Sergeants Gilbert Plaza and Delfin Sialsa Jr., Corporals Adrian Cachero, Rolly Cabal and Romart Longakit. Also tagged as accomplices are "Alias Jr." and "Alias Master Sergeant".

The military officials and enlisted personnel were charged with violation of Article of War 96, which refers to conduct unbecoming of an officer and a gentleman. They were also charged with Article of War 97, referring to all disorders and neglects to the prejudice of good order and military discipline and all conduct of a nature to bring discredit upon the military service.

Trinidad said Durante and Licyayo were transferred and detained at the Eastern Mindanao Command headquarters in Camp Panacan in Davao City on April 17.

"(The transfer) is for the purpose of the administrative military proceeding which is expected to convene tomorrow (Tuesday) or anytime this week," he added. "The Army does not tolerate wrongdoings and criminal acts of any soldier, be they officers or enlisted personnel."

Plaza was shot at close range by gunmen riding in tandem on a motorbike in front of her rented house at Barangay Sto. Niño, Tugbok District on Dec. 29.

A closed circuit television footage making rounds on social media showed two unidentified assailants -- one aiming the gun at the victim's head while the other settled on the driver’s seat of the motorcycle -- at the time of the incident.

MANILA – One of the Philippine Air Force's Bell 412 combat utility helicopters served as aerial platform for the troops participating in the gas-oil platform takedown (GOPLAT) exercises off Matinloc in El Nido, Palawan.

PAF spokesperson Col. Ma. Consuelo Castillo said the exercise’s objective was to develop mutual defense capability and strengthen the country's maritime security.

The helicopter was from the 205th Tactical Helicopter Wing and deployed to help in executing the so-called fast rope insertion and extraction system (FRIES) last April 16.


"FRIES" is a specialized mechanical system that enables rapid tactical insertion and extraction of personnel in areas where helicopter landings are not permissible.

"The demonstration involved the protection of a retired Matinloc platform, which served as a stand-in for the Malampaya platform. The Bell 412 helicopter facilitated the vertical insertion of the elite assault troops from the Naval Special Operations Unit (NAVSOU) through 'FRIES'," she added.

Participants in the GOPLAT exercises also include the Philippine Navy and witnessed by US military counterparts as observers.

MANILA – The arrest and subsequent deportation by Malaysian authorities of ranking Communist Party of the Philippines (CPP) leader, Eric Casilao, has sealed the collapse of the New People's Army (NPA) insurgency in the Davao Region, Armed Forces of the Philippines (AFP) spokesperson Col. Medel Aguilar said Tuesday.

Casilao was arrested at the Langkawi immigration check-in counter in Malaysia last April 1 while en route to Thailand via a ferry boat using fake travel documents.

Local authorities described Casilao as one of the most notorious NPA leaders who orchestrated numerous terroristic activities in the Davao Region.

He was deported to Manila on April 17.


"We thank the Malaysian authorities for their assistance in making this happen and in helping our government in its efforts to put an end to the violence perpetrated by the CPP/NPA/NDF(National Democratic Front) in the country. His arrest seals the collapse of the communist insurgency in Davao Region," Aguilar said in a statement.

Casilao is secretary of the CPP's Southern Mindanao Regional Committee and member of the party's Central Committee.


Medel said Casilao was behind the atrocities and crimes committed by the NPA in Davao Region.

Casilao fled abroad after seeing "the fall of many of the party organs and NPA units under him," Medel said.

"He abandoned his followers and flew outside the country. He was arrested in Malaysia and was deported to face his crimes here in the country," Medel said.

Casilao, who is wanted for kidnapping, serious illegal detention and attempted murder, is now under the custody of the Philippine National Police.

CAMP SIONGCO, Maguindanao del Norte – Seven residents have voluntarily surrendered their unlicensed firearms over the weekend to military authorities in response to the government’s disarmament program, an official here said Monday.

Maj. Gen. Alex Rillera, commander of the Army's 6th Infantry Division, said the civilians from Lebak town in Sultan Kudarat and Upi in Maguindanao del Norte "decided to surrender their firearms to the Army hoping to help build peace in their communities."

Rillera, also the commander of Joint Task Force Central (JTFC), said the gun owners are farmers who turned in their guns on Saturday.


“(We had the guns) for our protection against lawless elements, but with peace now prevailing in our communities, we decided to do away with it,” one of the farmers was quoted by the 6ID as saying.

The residents turned in a Carbine rifle, three .45-caliber and a .38-caliber revolver, a 9mm pistol, two M79 grenade launchers, four 12-gauge shotguns, and assorted ammunition, among others.

TACLOBAN CITY – The Philippine National Police (PNP) will dig deeper into the recent attack in Calbayog City that killed four people and wounded another when shot by a group of armed men.

PNP Eastern Visayas regional director, Brig. Gen. Rommel Francisco Marbil, said Monday he personally inspected the crime scene and asked the Samar police provincial office to speed up the investigation.

On April 14, seven armed men attacked a family riding a tricycle and a single motorcycle carrying a village official along the road in Victory village in Calbayog City.


Three of the victims died on the spot. They were identified as Vicente Luzong, 45; Rachel Ann Luzong, 14; and Angelo Lustico, 43, motorcycle driver. Emmie Tomnob, 46, secretary of La Paz village, died a day after while undergoing treatment.

Identified as wounded was Lailanie Dealagdon, 30, a resident of Osmeña village. Two other passengers survived the attack.

The two survivors told the police that seven unidentified armed men wearing black shirts suddenly appeared and shot them.

“I am deeply saddened upon receiving this report. Despite doing our best in maintaining peace and order in the whole of Eastern Visayas, this kind of incident still happened. With this, we assure the families of the victims and the public that we are conducting a thorough and speedy investigation,” Marbil said.

Samar police provincial director, Col. Peter Limbauan, said they are now examining the recovered fired cartridges from .45 -caliber and 5.56mm guns.

COTABATO CITY – A still unidentified gunman shot dead a municipal councilor in Datu Salibo town, Maguindanao del Sur province, while on his way to the Sangguniang Bayan session hall around 9 a.m. Monday.

Major Roldan Kuntong, Datu Salibo municipal police station chief, identified the victim as Daemon Daglok Silongan, 50, of Poblacion Datu Salibo.


“Manhunt operation is going on with the help of the military,” Kuntong said.

Kuntong said the councilor had just alighted from his vehicle when the gunman approached and opened fire.

Rex Torino, municipal information officer, said in a phone interview that the victim was unarmed and had no police escorts since he had no known enemies.

He described the victim as “very friendly and approachable.”

The suspect fled on a motorbike driven by an accomplice, Torino said.

DUMAGUETE CITY – Police investigators are looking into the possibility that members of the Communist Party of the Philippines-New People’s Army (CPP-NPA) were behind the murder of an alleged barangay intelligence network (BIN) asset in Canlaon City, Negros Oriental province on Sunday evening.

George Javier, 50, married, and a resident of Sitio Guibawan, Barangay Bucalon in Canlaon City was riding his motorcycle with his wife on their way home when attacked by four unidentified persons, said Lt. Col. Roland Desiree Lavisto, Canlaon City police chief.


One of the suspects grabbed the wife while the others shot Javier, Lavisto said.

He was killed instantly, the police chief said. The wife is safe.


Recovered from the crime scene were empty shells of .45-caliber and 5.56 mm fired from an M-16 rifle.

The victim’s son reported the incident to the Canlaon City Police Station.

Barangay Bucalan is an interior barangay about 10 kilometers away from the national highway in the mountain city of Canlaon.

Lavisto said there was a previous attempt on Javier’s life last February.

The police said two of the four suspects have been identified by witnesses.

Charges are now being readied against them, Lavisto said.

"The Javier murder is eyed as a possible retaliatory attack by the NPA following the arrest of 49-year-old Jerry Montefalcon (alias Ka Bulhot), married, and a member of the NPA’s Central Negros 1 last Saturday," the police chief said partly in Cebuano.

"Ka Bulhot" was arrested by police and 62nd Infantry Battalion troopers based on search warrants issued against him for murder and illegal possession of firearms.

Meanwhile, Lavisto said he would order the re-structuring of the BINs for their safety.

BINs are supposedly undercover assets tapped to help the government in its anti-crime and anti-insurgency campaigns. Some of them, however, have been exposed after they were utilized by politicians.

Lavisto did not further elaborate.

BUTUAN CITY – Government troops have recovered an M60 machine gun with 300 rounds of ammunition after an encounter with the communist New People’s Army (NPA) rebels in Carmen town, Surigao del Sur province, over the weekend.

In a statement Monday, the Army’s 36th Infantry Battalion (36IB) said soldiers were immediately dispatched to remote Barangay Esperanza in Carmen on Saturday afternoon after receiving reports from civilians on the presence of around 25 NPA insurgents in the area.

A 15-minute skirmish ensued between government troops and the NPA guerrillas consisting of two units under the rebels' North Eastern Mindanao Regional Committee (NEMRC).

After the armed confrontation, the NPA rebels abandoned their position and scampered in different directions, the 36IB said.

Government troops recovered from the encounter site a laptop, a body cam, a handheld radio, and personal belongings.


Lt. Col. Michael Rey Reuyan 36IB commander, said the encounter was the result of the "relentless combat operations" of government troops, as well as the support of the residents.

“We are thankful for the support of the residents, especially in providing us information on the location of the rebels,” Reuyan said in the statement.

Meanwhile, Brig. Gen. George Banzon, the commander of the 901st Infantry Brigade, said the NPA's "revolution should stop now, even as he urged the residents to “not be swayed to the deceit of the enemies of the state."

ISULAN, Sultan Kudarat – At least six passengers were hurt after a suspected explosive went off inside a new double-decker bus at the public terminal here past noon Monday.

Lt. Colonel Lino Capellan, Sultan Kudarat police provincial deputy director for operations, said the wounded passengers inside the bus operated by the Husky Tours Company were rushed to the provincial hospital here.

Capellan said the bus was headed to General Santos City from Cotabato City and had a stopover at the Isulan Integrated Public Terminal when the explosion occurred at around 12:20 p.m.

“Bomb experts are still at the blast site, we are still investigating,” the police official said.

The bus was parked at the terminal, some 50 meters away from the Isulan municipal police station.

“The bus had just arrived, some passengers disembarked to buy food and went to comfort rooms when the blast occurred,” said Ester, a fruit vendor at the bus terminal.

All victims sustained shrapnel injuries in various parts of the body, Capellan said.

No group yet has claimed responsibility for the explosion.

DAVAO CITY – Mindanao's most wanted New People’s Army (NPA) leader who abandoned his comrades in Davao de Oro province was presented to the media here Monday following his arrest in Malaysia earlier this month.

NPA rebel Eric Jun Casilao, the secretary of the Southern Mindanao Regional Committee (SMRC) and Central Committee member of the Communist Party of the Philippines (CPP), was apprehended at the Jeti Point International Clearance Gate in Langkawi, Malaysia, on April 1.

Authorities said Casilao was boarding a ferry bound for Koh Lipe, Thailand, when arrested.


In a press briefing at the Davao City Police Office (DCPO), Michael John Mangahis, officer-in-charge of the Criminal Investigation and Detection Group in Davao Region (CIDG-11), said Casilao was deported from Malaysia and arrived in the city around 2 p.m. on Monday.

“We are currently processing him. We conducted a medical check-up to make sure that he is in good condition,” he said of Casilao, who carries a PHP5.4 million bounty on his head.

Mangahis attributed Casilao's arrest to the collaboration of various government security agencies of the two countries.

“With the good collaboration of our government agencies, we were able to track him down,” Mangahis said.

Casilao was put on the Malaysian Red Notice List for passport falsification. Likewise, he was detained for violating Malaysian immigration laws which led to his subsequent deportation to the Philippines.

Local authorities described Casilao as one of the most notorious NPA leaders who orchestrated numerous terroristic activities in the Davao Region.


He has existing warrants of arrest for murder, kidnapping and serious illegal detention, and attempted murder charges.

Selfish leader

Arian Jane Ramos, the former secretary of Guerilla Front 55, said all the while they thought that Casilao had not fled and was just hiding in other regional committees within the country.

“As an NPA cadre, leaving one's NPA unit goes against the CPP's doctrine. How much more leaving the country?" she said.


Ramos, who surrendered years ago to reject the communist rebellion, described Casilao as selfish.

In a public post, Joy James Saguino, the former deputy secretary of Sub-Regional Committee 1 of the NPA, said Casilao's act of fleeing the country showed the "treacherous behavior of the NPA's top leaders."

"While the organization continues to wage its decades-long insurgency in the Philippines, it is clear that most of its leaders are more concerned with their gain than with the welfare of their followers," Saguino said.


In a statement, Maj. Gen. Jose Eriel Niembra, the Army’s 10th Infantry Division commander, warned that NPA leaders have no safe place to stay and hide, even outside the country.

“The government is determined to capture NPA leaders and terrorists wherever they are,” he said.

LEGAZPI CITY – The provincial government of Albay, through the Provincial Social Welfare and Development Office (PSWDO), has started to enhance its guidelines for managing former rebels (FRs) through the conduct of its first provincial Enhanced Comprehensive Local Integration Program (E-CLIP) orientation training on case management.

In an interview on Monday, PSWDO officer in charge Maria Vivien Andes Cea said that after the training, they expect the concerned offices to be able to better address the identified gaps, especially in implementing the program including the handling and monitoring of the returnees.


"Pagdating sa monitoring (When it comes to monitoring), we need the help of the different social welfare officers of the 15 towns and three cities in Albay where those FRs reside. With the training, it will be easier to see and monitor the services they need and what we can give, what improvements they want and we need to really know the actual situation of the FRs," Cea said.

In a separate interview, Lorena Barliso Quising, Albay provincial information officer, said the two-day training activity will help identify the institutional arrangements in managing FRs between and among provinces.

"The training and orientation conducted last April 13 to 14 also want to equip social workers and partners with the competencies to meet the needs of insurgent returnees in their respective localities and enumerate possible efforts in promoting the end of local communist armed conflict. It also wants to have more effective implementation of E-CLIP and to encourage more rebels to surrender," Quising said.

To date, Cea said some 34 FRs in Albay have received E-CLIP from the government since January 2022 and an additional six were interviewed to be recommended to different agencies for livelihood interventions.

"Under this program, each former rebel receives PHP15,000 in immediate cash assistance and PHP50,000 in livelihood assistance, as well as remuneration for every firearm they will bring along during their surrender," she noted.

Cea thanked the social workers and their partner agencies for their commitment and effort in implementing the E-CLIP.

"They are very much willing to help the province in giving, monitoring, and guiding the FRs, despite their fear for their safety and security they are very much willing to collaborate with us. I'm so happy with the perfect attendance from the participants we invited," she said.

Cea said more comprehensive training with corresponding modules would be conducted in the province.

The E-CLIP is a package of cash incentives meant to entice members of a communist terrorist group (CTG) to surrender to authorities and start a peaceful life anew together with their respective families.

It is a flagship program of the Duterte administration that aims to help members of the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF) and the Militia ng Bayan (MB) reintegrate into mainstream society.

Some of the agencies that were represented in the two-day activity were the different city and municipal social welfare offices in Albay, the PSWDOs in Bicol region, the Department of Social Welfare and Development regional office and the Philippine Army.

COTABATO CITY – Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Chief Minister Ahod Balawag Ebrahim has designated Abunawas Maslamama as the new senior minister of the regional government.

“This is an honor and a privilege to serve my fellow Bangsamoro in whatever way possible,” Maslamama said in a statement Tuesday.

Ebrahim, the former MILF chief, signed Maslamama’s appointment Monday with the latter immediately taking his oath.

Maslamama is the former spokesperson of the Bangsamoro Islamic Armed Forces (BIAF), the armed wing of the Moro Islamic Liberation Front (MILF), which signed a peace deal with the government in 2014.

He replaced Senior Minister Abduraof Macacua, who was named by President Ferdinand R. Marcos Jr. as officer-in-charge governor of the newly created Maguindanao del Norte province.

Before he was appointed senior minister, Maslamama was deputy minister of the region’s Ministry of the Interior and Local Government.

He also served as deputy minister of the Ministry of Transportation and Communication.

The BARMM comprises the provinces of Maguindanao del Sur, Maguindanao del Norte, Lanao del Sur, Basilan, Sulu and Tawi-Tawi; and the cities of Cotabato, Marawi, and Lamitan.

CITY OF SAN FERNANDO, Pampanga – At least 20 sympathizers of the Communist Party of the Philippines-New People’s Army (CPP-NPA) in Nueva Ecija have cut ties with the terrorist group to support the continuing peace and development efforts of the government.

Brig. Gen. Jose S. Hidalgo Jr., regional director of the Police Regional Office in Central Luzon (PRO-3), said in a statement on Tuesday the 20 CPP-NPA supporters were members of the Liga ng Manggagawang Bukid, an underground mass organization of Alyansang Magbubukid sa Gitnang Luzon (AMGL) under the Kilusan ng Magsasaka ng Pilipinas (KMP).

Hidalgo said the joint police and military forces facilitated the special intelligence operation that resulted in the withdrawal of support of 20 CPP-NPA supporters in Barangay Catimon, Guimba, Nueva Ecija on Monday.

He said a peace rally was also conducted during the occasion.


The government's relentless anti-insurgency campaign, according to Hidalgo, had resulted in the voluntary withdrawal of support from the terrorist group and pledge of allegiance to the national government.

He added that it was the product of the continuous joint efforts of the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC).

Hidalgo likewise said the Central Luzon police force and Armed Forces of the Philippines will always welcome with open arms members and supporters of insurgent groups in the country.

“We sincerely encourage our fellow Filipinos who are still active supporters or members of the communist terrorist groups to lay down their arms, return to the government side and most especially, reunite with their families,” he said.

Meanwhile, Col. Richard V. Caballero, provincial director of the Nueva Ecija Police Provincial Office, said those CPP-NPA sympathizers who took and signed their oath of allegiance to the government will undergo documentation for proper disposition.

“We recognize the militants’ withdrawal of support to CPP-NPA and we are constant in carrying appropriate interventions to support and influence other insurgents, in order to attain lasting peace and progress in Nueva Ecija province,” Hidalgo said.

TACLOBAN CITY – The Philippine Army is hunting down the estimated 50 remaining combatants of the New People’s Army (NPA) in the mountains of Samar province, an official said on Tuesday.

Those engaged in armed struggle are remnants of the communist group after the dismantling of the last rebel guerilla front due to the deaths, capture, and surrender of their top leaders last year, Philippine Army 801st Brigade commander Brig. Gen. Lenart Lelina said in a phone interview.

“These NPA remnants are still fighting without organized supporters from local communities. Information from villagers about the sightings of armed men indicates that they are not welcome anymore,” he said.

The Philippine Army is eyeing to significantly neutralize the NPA remnants in Samar within the year.

Among the hinterland areas where the remaining rebels have been sighted are the towns of Pinabacdao, Calbiga, Basey, Marabut, San Jorge, and San Jose de Buan.


“We are hunting down the NPA remnants to stop their attempts to recover their previously influenced communities. It’s good that there is resistance from residents in remote areas,” Lelina added.

He disclosed the strength of the NPA days after the death of two of its members in an encounter in a remote village in Basey, Samar.

Responding to reports of sightings of armed men, the military had a clash with a small group of rebels in Mabini village in Basey, Samar on April 12,

Soldiers recovered one M16 rifle, two M653 rifles, three long and three short magazines for the M16 rifle, a bandolier, and a mobile phone.

Samar province has been cleared of NPA influence after the surrender of thousands of members of an organized group of supporters from 2020 to 2022.

The NPA launched its first tactical operation in the country in Calbiga, Samar in 1974, when its members ambushed an Army scout patrol and seized several weapons.

BACOLOD CITY – A fighter of the New People’s Army (NPA) was killed in a clash with troops of the Philippine Army’s 62nd Infantry Battalion (IB) in the hinterlands of Moises Padilla, Negros Occidental on Tuesday morning.

The fatality, identified as Jose “Jojo” Albores, belonged to the Central Negros Front 1 of the Leonardo Panaligan Command and was one of the leaders of the “kangaroo court” tasked to kill members tagged as government assets and civilians who refuse to support the armed struggle.

At about 5:30 a.m., a five-minute firefight ensued between the 62IB troops and five NPA fighters in Sitio Lower Tiyos, Barangay Quintin Remo, resulting in the death of Albores.

The soldiers recovered a KG9 assault rifle, a hand grenade, subversive documents, and personal belongings during the clearing operation.


Albores’ body was endorsed by the troops to the Municipal Disaster Risk Reduction and Management Office.

In a statement, Lt. Col. William Pesase, commanding officer of 62IB, said his men would “tirelessly hunt the remaining NPA rebels who killed innocent and unarmed civilians in central Negros.”

“To the remaining NPA who are still running away, we know that you are tired and hungry, especially those who are wounded. Surrender now or be killed later,” he added.

The group of Albores is believed to be operating in the boundaries of Moises Padilla, La Castellana, Isabela in Negros Occidental, and Canlaon City, and Guihulngan City in Negros Oriental.
