The Special Office for the Protection of Children condemns in the strongest terms the 941 IB trying to kidnap two month old, Inday and two year old Toto. That 30 soldiers would barge into four houses and threaten its residents in Malikliko, Carabalan, Himamaylan City, Negros Occidental, to look for the baby and the toddler because their parents are supposed to be members of the New People’s Army, shows how desperate the AFP is to crush the NPA.

Children, especially babies, belong to their parents and to the community. They have the right to be raised in a safe environment and protected from harm. What the 941 IB is trying to do is to destroy the lives of Baby Inday and toddler Toto.

No honor amongst thieves – last April 25, the 3rd ID, led by its commanding officer Maj. Gen. Benedict Arevalo distributed medals to 20 AFP troops for their so-called ‘successful encounter’ in Barangay Sandayao, Guihulngan City last April 21. This act is nothing more but a farce and an attempt to recover the mercenaries’ lost morale after Red fighters foiled their attack and managed to be on the offensive.

It can be remembered that the encounter resulted to 5 casualties in the side of the AFP’s combined troops of the 62nd IB and the 33rd DRC. As a cover-up for their loss, the enemy immediately planted fake evidences of ‘recovered arms and other paraphernalia’, while also systematically blocking statements of the NPA to reach the media and the public. What happened was not a victorious operation for the AFP, but a proof of the NPA’s mastery of guerilla warfare that can tactically gain an advantage against a more advanced and numerous foe.

Moreover, awarding troops of the 62nd IB is awarding an AFP unit with a bloody track record for murdering civilians. The 3rd ID is not awarding bravery or victory, but in truth a propagation of the culture of impunity, to inculcate into the minds of its personnel that the institution honors brutality. The AFP bestows cash grants and medals to elements and military units who have committed grave human rights violations, as if it is a notch on the belt to be uphold the mercenary and fascist tradition.

The 3rd ID scurried to raise the esprit de corps of their troops as successive encounters in Central Negros and even other guerilla fronts have effectively dismantled their propaganda of a weakening armed revolution. They are now even desperate enough to campaign for plunderers and murderers like Marcos and Duterte, showing their despair and fear for a growing united front against tyranny and oppression. Although, it is not at all surprising for birds of the same feather to flock together.

Ultimately, what needs to be honored is not the troops who have consistently executed atrocious crimes against the Negrosanons, but the masses and their revolutionary organizations, together with the NPA and led by the CPP who are collectively resisting through the protracted people’s war, to establish a society that respects their rights for land, jobs, social services, and genuine peace. The reward is not a measly medal, but a liberated society free from exploitation. ###

Marapat kundenahin at panagutin ang 1st at 80th IB sa ilalim ng 202nd Brigade ng Philippine Army sa garapalang pag-atake sa mga katutubong Dumagat at mamamayan ng Quezon para ipagtanggol ang interes ng mga ganid na dayuhang kapitalista’t lokal na burukrata sa likod ng mga mapanirang proyekto sa Sierra Madre.

Naglilingkod ang mga bayarang 202nd Brigade sa gubyernong China at rehimeng Duterte na promotor ng proyektong Kaliwa Dam na itatayo sa hangganan ng Rizal at Hilagang Quezon; sa kumpanyang Aboitiz at malalaking negosyanteng sina Lucio Tan at Atong Ang na nagtutulak sa proyektong hydropower sa saklaw ng UP Land Grant sa hangganan ng Laguna at Quezon; at sa Real Wind Energy Inc. na nais maglagay ng 58 wind turbine generators sa kabundukan ng Real, Quezon.

Mariing tinututulan ng mamamayan ng TK ang mga nasabing proyekto dahil aagawin ng mga ito ang lupa ng mga katutubo’t magsasaka at sisirain ang kanilang kabuhayan. Malaki ang bantang dala ng dalawang proyektong dam sa kabuhayan ng mga Dumagat at sa kalikasan lalo’t kaakibat nito ang mabibigat na konstruksyon, dislokasyon ng mga pamayanan at pagbabago sa kapaligiran. Napakarami nang siyentista, grupong makakalikasan at taong simbahan ang umapelang hadlangan ang mga dam. Ang Sierra Madre ay susing kabundukan sa Luzon na may mahalagang papel bilang watershed at tahanan ng iba’t ibang halaman at hayop na kritikal sa balanse ng ekosistema.

Hindi iniintindi ng AFP ang malawakang pagkundena ng bayan sa mga mapangwasak na proyekto dahil nagpapasasa ito sa tinatanggap na suhol at pabuya mula sa mga burgesya kumprador at korap na burukrata. Tinutupad ng 202nd Brigade ang utos ng mga kapitalista na linisin ang kabundukan, kaya’t walang patlang ang mabagsik at masinsing operasyong militar hanggang sa interyor na bahagi ng kabundukan ng Sierra Madre. Pangunahin sa tinuturing nilang sagabal na dapat puksain ang NPA na malaon nang ipinagtatanggol laban sa pagkasira ang Sierra Madre at mga komunidad dito.

Sa pagtugis ng AFP sa NPA, hinahalihaw ng mga pasista ang lugar, tinatakot ang masang magsasaka at Dumagat, ginagambala ang matahimik na mga komunidad at pinipwersang palayasin ang lokal na populasyon. Kaya naman ang pagpasok ng mga naturang proyekto ay simula ng kalbaryo ng mamamayan sa hangganan ng Rizal, Laguna at Hilagang Quezon.

Sa bulubunduking tatayuan ng Kaliwa Dam, kasabay ng paggiba sa gubat ang pangwawasak sa mga komunidad. Matinding saywar ang inilunsad dito ng 80th IBPA upang hatiin ang mga pamayanan at tibagin ang kanilang pagkakaisa laban sa dam. Naging talamak ang maramihang pang-aaresto at pekeng pagpapasuko. Humantong ang militarisasyon sa ekstrahudisyal na pagpatay kina Randy at Puroy dela Cruz, mga residente ng Tanay, Rizal, sa Bloody Sunday noong Marso 2021. Ang mga biktima ng kampanyang suko, iligal na pang-aaresto at iba pang paglabag sa karapatang tao ay pilit iniuugnay ng mga militar sa NPA.

Samantala, sa bahaging Laguna-Quezon, pinangangambahan ng mga magsasaka na palayasin sila anumang oras ng mga tropa ng PNP Regional Public Safety Battalion, 1st IBPA at armadong tauhan na diumano’y mga bantay ng UP Land Grant. Ang totoo’y mga sugo sila ng kumpanyang Aboitiz at nina Ang at Tan para walisin ang mga komunidad. Kinukumpiska ng mga ito ang gamit pansaka at sinusunog ang mga panirikan at taniman ng mga residente.

Apektado rin ang kabuhayan ng mga magsasaka sa Real, Quezon dahil sa presensya ng 1st IBPA sa walong baryong sasaklawin ng Real Wind Energy. Sa malaking operasyong militar nitong Enero, grabeng perwisyo ang dinanas ng mga residente. Naghimpil ang mga sundalo sa barangay hall, nangharas ng mga tao at kinontrol ang kanilang pagkilos.

Ang pinatinding militarisasyon sa Quezon ay tanda ng pagkukumahog na maisakatuparan ang mga anti-mamamayang proyekto laluna ang Kaliwa Dam bago matapos ang termino ni Duterte. Sa harap nito, buong giting na lumalaban ang NPA-Quezon at nagpupunyaging patuloy na ipagtanggol ang interes ng mamamayan. Makailang serye na ng taktikal na opensiba (TO) ang inilunsad ng mga Pulang mandirigma upang pigilan ang konstruksyon ng mga dam at parusahan ang mga mersenaryong sundalo’t pulis na pahirap sa masa. Nitong Abril 18 lamang, isa na namang matagumpay na TO ang isinagawa ng NPA-Quezon laban sa 80th IBPA sa Umiray, Gen. Nakar kung saan dalawang sundalo ang nasawi.

Kinasusuklaman ng mamamayan ng TK ang AFP na instrumento ng pang-aapi ng naghaharing-uri. Marubdob nilang hinahangad na parusahan ang mga pasistang sundalo. Isinisigaw nila ang pagpapanagot sa 202nd Brigade at sa mga amo nito sa panliligalig sa mamamayan at pangwawasak sa kalikasan. Sinisingil din ang rehimeng Duterte na nagbasbas sa todo-largang pang-aatake ng AFP sa Hilagang Quezon at iba pang bahagi ng TK.

Sa kabilang panig, higit na minamahal ang NPA na siyang tunay na tagapagtanggol at kakampi ng masang inaapi. Makakaasa ang bayan na patuloy na dedepensahan ng Pulang hukbo ang Sierra Madre at mga pamayanan dito. Ang Sierra Madre ay para sa mamamayang Pilipino at kanilang salinlahi, hindi sa mga gahamang kapitalista!

Tutulan, labanan, ‘wag pahintulutan ang mga mapangwasak na proyekto sa Sierra Madre!

On the 49th anniversary of the National Democratic Front of the Philippines (NDFP), the revolutionary united front organization of the Filipino people fighting for freedom and democratic rights, Kabataang Makabayan-Southern Mindanao Region offers the highest revolutionary salute to the martyrs of the people’s revolution and calls for justice for all the victims of state-perpetuated killings and violence.

We will always remember and greatly honor the lives of NDFP Peace Consultant Ezequiel Daguman who was abducted and murdered by the Armed Forces of the Philippines (AFP) last month while en route to New Corella, Davao del Norte for a consultation with a peasant community in the area, NDFP Peace Consultant Pedro Codaste who was also abducted and summarily executed by the AFP last January while recovering from various illnesses in Bukidnon, Randy Malayao, Randall Echanis, Reynaldo Bocala, and all martyrs who dedicated their lives and died in pursuit of unifying all progressive forces to advance the people’s struggle and end U.S. imperialism, landlords, big compradors, and oligarchs.

However, we must also go beyond remembering and honoring their lives. Now more than ever, we must embody their revolutionary spirits and continue the fight for national liberation, true democracy, genuine agrarian reform, national industrialization, and other social and economic reforms.

The common Filipino people bear the brunt of the country’s worsening economic situation coupled with the health crisis aggravated by the government’s inadequate pandemic response. The number of Filipino people suffering from poverty increased by around 3.8 million between 2018 and 2021, while the national government’s incurred debt is already at PHP 12.03 trillion which will be paid using the taxes of the masses. Worst, the people’s legitimate demands are met with fascism, injustice, and oppression.

These immensely dire conditions are the reasons why the revolution can never be deterred by the state and its forces. The people want a society where farmers till their own lands, workers have livable wage and are regularized, health care and social services are not privatized, and our education system is nationalistic, scientific, and mass-oriented.

It is for these same reasons that the people continue to wage the struggle unbowed and with fervent revolutionary optimism. Indeed, the revolution is for the people.

To our fellow Filipino youth, to the marginalized and oppressed masses, let us carry on with the national democratic revolution just like Daguman, Codaste, Malayao, Echanis, Bocala, and all martyrs before us. Let us become unceasing in doing political tasks to complete the struggle for national liberation and genuine democracy.

As the Cordillera People’s Democratic Front (CPDF) celebrates its 36th anniversary, it calls on the national minorities of the Cordillera to further strengthen the struggle towards self-determination through armed resistance, legal and extralegal opposition against devastating projects and tireless alliance-building.

The CPDF is the member organization of the National Democratic Front of the Philippines that advances the interests of the tribes and clans of Cordillera. Since its establishment in 1986, the CPDF has unfailingly merged the NM struggle with the national democratic struggle of the rest of the Filipino masses. In turn, allying with other organizations has added to the resolve of the peoples of this region to end the rule of a rotten government-landlord and their imperialist overlords.

So effective is the struggle of the national minorities that the Anti-Terror Council recently tagged the CPDF as terrorists, along with 15 other organizations. But how valid is the terror tag itself? It can be recalled that during the Spanish colonization, these foreign authorities demonized any group that resisted their rule. Imagine that period’s ‘terror tag’ against the Igorot people when they waged the most successful resistance against the invaders. Eventually defeating and banishing the Spanish government and subsequent colonizers signified that defending ancestral lands against imperialist greed is a just and noble cause. This is the same cause that the CPDF has consistently espoused throughout its existence. How then can a terror tag from a highly questionable ‘anti-terror’ council hold water when history itself has proven that this cause is legitimate?

Adding to the illogical accusations is the reactionary government’s vain efforts to invalidate the people’s democratic revolution. In social media platforms especially, there abounds disinformation attempting to paint revolutionary martyrs as ‘victims’ of the revolution. But words are wind; for instance, comrades like Mark ‘Ka Corel’ Yocogan and Jan Michael ‘Ka Simon’ Ayuste remain heroes to the Cordillera peoples. They were victims, indeed; but only of overkill by the 69th Infantry Battalion on October 30 last year in Mountain Province. That the Philippine Army opted to slay Red warriors rather than have them tried in legal battle only further stokes the revolutionary fury of the national minorities.

Nothing can dissuade the Cordillera peoples from advancing the people’s democratic revolution. Only through the path of war can minorities achieve democracy and self-determination, even genuine autonomy. The tribes and clans are in effect refusing to be treated as second class citizens of this country by taking up arms and marching onwards with the rest of the Filipino masses. Under the leadership of a Marxist-Leninist-Maoist Communist Party of the Philippines, the CPDF chooses to be comrades-in-arms with other oppressed, exploited and marginalized sectors. With such lofty cause and unfaltering alliance, victory is inevitable for the national democratic revolution. ###

Two of the peasants were killed, the other three sustained severe wounds. The victims were later misrepresented as members of the New People’s Army and falsely charged with illegal possession of firearms.

The five individuals whom the 48th IB indiscriminately strafed are all civilians and unarmed. In fact, there was neither an NPA unit nor Red fighters in Brgy. Talisay or neighboring villages in San Isidro at the time of the incident (April 23). The trigger-happy murderers fired upon hapless civilians and subsequently carried out a cover-up PR spin in desperate attempt to sweep their crime under the rug.

Reports from the masses completely belie the ludicrous narrative of the AFP. Earlier that day, residents in the village center of Brgy. Talisay warned the five farmers to be wary of the presence of operating 48th IB soldiers. The farmers said that they were only checking on the snares that they put up a few kilometers away from the village several days prior.

At around 10am, residents reported that they heard a volley of gunfire from the forested areas of the village. Past noon time, soldiers descended from the area where the residents heard the gunfire, lugging the severely wounded bodies of three of the five farmers. Afterward, a convoy of PNP vehicles and army trucks arrived at the village and took the five peasants. The residents later learned that the two farmers died en route to the hospital and were surprised that the other three have been arrested and charged.

The day was barely over when the inveterate fascist liars released a statement claiming their troops engaged five Red fighters in an armed encounter, killing two of them and wounding the other three. They also claimed that the soldiers “recovered two high-powered rifles at the encounter site.” The statement said the three have been arrested and were facing criminal charges. The preposterous claim backfired when San Isidro residents called out the AFP in social media for misrepresenting the five civilian farmers as members of the NPA.

This engage-first-verify-later attitude, made worse by the policy to deny their civilian collateral damages, is by no means an isolated case for AFP troops in Southern Mindanao. On February 20, 2019 for instance, three civilians were also fired upon by 71st IB troops in Brgy. Napnapan, Pantukan. Mercifully, the farmers sustained no gunshot wounds but were forced to “surrender” as Red fighters, even as local government officials insisted the three victims were civilians. A month later, on March 28, two civilian youths were killed and another was severely wounded when 71st IB troops fired upon them in Brgy. Anitapan, Mabini. The victims were also misrepresented as NPA fighters. Similar other crimes and subsequent cover-up attempts were committed by AFP troops across the region.

Operationally, the San Isidro incident also shows how very isolated AFP troops truly are during their military operations. They fear every sudden movement, every creaking of trees, every crackle of twigs, and every civilian to be a sympathizer of the NPA in the base areas. They are deaf and blind in the countryside, and hence are wont to engage without confirming beforehand if the individuals they were training their weapons on were legitimate military targets.

On the other hand, this recent crime and the desperate attempt at a cover-up will further eat away at the tenuous unity among AFP troops, especially the foot soldiers, most of whom come from poor peasant families, as they are confronted with the rabid fascism and the nonchalant dismissal of an egregious crime by their organization against unarmed civilians. Overtired by the pressures and stress of their focused military operations, these foot soldiers are not only disgusted by the callous disregard for the lives of their fellow Lumad and peasants but are likewise disgusted by the naked corruption of their military leadership. More and more, they realize how incorrigibly unprincipled the AFP really is, which routinely opts to fabricate lies instead of admitting its transgressions.

Focused military operations by the AFP have not let-up across the region, despite its claims of “dismantling guerilla fronts.” Neither did it significantly reduce the number of deployed combat forces in the Southern Mindanao’s countryside. All forms of attacks against civilians continue unabated. The lies and misrepresentations pile up as they frantically whitewash their crimes against the masses. These facts debunk in every respect the Eastern Mindanao Command’s supposed “victories” against the revolutionary movement, especially against the NPA in the region.

As far as the AFP’s counterinsurgency is concerned, civilians and the unarmed are as much their targets for killings and worn-out cover-up storylines as much as Red fighters and revolutionaries are.

Pinagpupugayan ng Melito Glor Command-New People’s Army-Southern Tagalog (MGC-NPA-ST) ang limang Pulang mandirigma ng Lucio de Guzman Command-NPA Mindoro na magiting na sumagupa sa sunud-sunod na tatlong labanan sa pinagsanib na pwersa ng 4th IBPA, 76th IBPA, 68th IBPA at PNP-SAF noong Abril 25 sa Brgy. Iriron at Malpalon, Calintaan, Occidental Mindoro.

Nakikipagkonsultahan sa mga magsasaka ang nasabing tim nang salakayin ng mga pasista. Gumamit ng pinagsanib na pwersa mula sa apat na panagupang batalyon, dalawang tangkeng de-gera at dalawang helikopter ang 203rd Brigade at PNP-SAF para lamang durugin ang lima-kataong tim. Tatak ito ng desperasyon at paghahabol ng mga berdugo sa pangarap ng tiranikong pangulo na wasakin ang rebolusyonaryong kilusan bago siya bumaba sa pwesto. Sa kabila ng labis-labis na pwersa, bigo ang mga mersenaryo na lipulin ang tim. Sa halip, napinsalaan pa ang mga pasista ng limang patay at tatlong sugatan batay sa ulat ng mga saksi.

Taas-kamaong nagpupugay ang MGC sa Pulang mandirigmang si Ka Irene “Ka Gisel” Carias na namartir sa labanan. Si Ka Gisel ay isang kabataang babae at katutubong Hanunuo-Mangyan na masigasig sa pag-oorganisa at pagbibigay serbisyo sa masa. Gumagampan siya bilang mahusay na medik sa yunit ng hukbong bayan at nakilala sa kanyang talento sa pag-awit.

Nagpupugay rin ang MGC kay Ginoong Roberto Halig, isang sibilyang bumisita sa napalabang yunit ng NPA at namatay sa proseso ng pagtatanggol. Magiting siyang lumaban hindi lamang para iligtas ang kanyang sarili kundi para rin sa mga kasama at masa. Kahanga-hanga ang kanyang ipinakitang katapangan sa harap ng sumasalakay na kaaway.

Samantala, kinukondena ng MGC ang 203rd Brigade at PNP-SAF sa pagbaling ng atake sa mamamayan matapos ang malaking kahihiyan ng kanilang bigong operasyon. Nagpataw ang AFP-PNP ng pagharang sa daloy ng pagkain at pagbabawal na magkaingin ang mga magsasaka at katutubong Mangyan sa Calintaan at Rizal. Walang budhi ang mga berdugo sa hindi pagpinsala sa kabuhayan ng mga magsasakang naghahabol na makapag-kaingin ngayong panahon ng tag-init.

Dapat labanan ng mamamayang Mindoreño ang mga pakana ng bergdugong AFP-PNP na malaon nang naghahasik ng lagim at perwisyo sa mga komunidad ng magsasaka at katutubo. Kasama nila ang MGC-NPA-ST sa labang ito hanggang sa paggagawad ng rebolusyonaryong hustisya sa mga pasistang nananalanta sa kanilang buhay at kabuhayan. Maasahan nilang hindi titigil ang MGC-NPA-ST sa paglulunsad ng mga taktikal na opensibang bibigwas sa palalong kaaway.

Tulad ni Ka Gisel at G. Halig, marami pang masang anakpawis ang tatahak sa landas ng demokratikong rebolusyong bayan upang labanan ang terorismo ng estado at wakasan ang pang-aapi at pagsasamantala ng naghaharing sistema sa mamamayan.

In behalf of the Filipino proletariat and toiling people, the Communist Party of the Philippines (CPP) declares its solidarity with the billions of workers around the planet as we mark May One, the international day of the working class, amid the continuing crisis of the global capitalist system, worsening forms of exploitation and rising resistance against imperialist oppression across the world.

Let us recall and be inspired by the history of working class resistance, a short period relative to entire course of class struggles: from the Europe-wide working class uprisings of 1848; to the momentous albeit momentary establishment of a proletarian dictatorship in the Paris Commune of 1871; to the development of Marxism as systematic ideology of the proletariat; the successful Bolshevik revolution of 1917 in Russia; the 1949 victory of the new democratic revolution in China and subsequent socialist revolution led by the proletariat; and the series of victorious national and social liberation movements in Latin America and Asia from Cuba to Vietnam. Let us recall that for a short period during the early 1950s, one third of humanity was freed from the clutches of monopoly capitalism and benefited from a progressive and democratic order under socialism.

At the same time, let us draw lessons from setbacks and defeats due to working class betrayal leading to the dissolution of the Second International; and to the rise of modern revisionism and defeat of proletarian dictatorships which paved the way for restoration of capitalism and exploitation of workers and toiling people in the Soviet Union, China and other countries.

Let us look forward to celebrating next year the 175th anniversary of Karl Marx’s Communist Manifesto which was first published in February 1848. For close to a century and a half, the Communist Manifesto served as the beacon of workers around the world, declaring the historical mission of the proletariat to end capitalist exploitation by abolishing private ownership of the means of production, build socialism through a period of revolution and attain communism. The publication of the Communist Manifesto marked a clear break from spontaneous workers’ resistance to a conscious and organized undertaking by the working class to direct history and build a new social order.

Workers around the world mark May One this year with a clear view of the acute and protracted crisis of the global capitalist system and how it is engendering conditions for the proletariat to lead all oppressed and exploited classes along the path of national democratic and socialist revolutions. We remain in the era of imperialism and proletarian revolution as posited by Lenin. Despite the defeats and retreat of revolutionary forces around the world, the situation remains marked by the strategic decline of imperialist powers due to the contradictions inherent in the capitalist system that intensify capitalist competition, worsening crisis of overproduction, fall in the rates of profit, aggravate the exploitation of workers and plunder of resources, and heighten inter-imperialist competition leading to wars and redivision of the world.

The crisis of the global capitalist system is marked by major contradictions between the bourgeoisie and labor in capitalist countries; between the imperialist powers and oppressed peoples and nations; between the imperialist powers and countries asserting their national sovereignty and promoting their socialist aspirations; and between one imperialist power or power bloc against another.

Over the past three decades, workers have been subjected to different forms of “flexible labor” to intensify work through the application of high technology (robotics, computerization, artificial intelligence, and so on) and extend working hours with the aim of bringing down wages and costs of production and maximize the accumulation of surplus value. The bourgeoisie has relentlessly attacked workers’ unions and organizations to prevent them from asserting their rights and bargain for higher wages and better working conditions. It has cut social spending resulting in deteriorating living conditions for millions of workers.

Imperialist countries have imposed a neoliberal policy regime on its semicolonies and backward countries which allowed it to intensify the exploitation of cheap labor, dumping of surplus commodities, and the plunder and extraction of natural resources resulting in the aggravation of economic crises and socioeconomic conditions of billions of workers and toiling people. Oppressed nations have been condemned to economic backwardness, suffer from widespread unemployment, and are drowning in large amounts of foreign debt. In both the backward countries and capitalist centers, workers and toiling people suffered from the debilitating effects of the Covid-19 pandemic due to the gross state of public health service.

Led by the US, the imperialists have intensified its aggression against countries which have asserted national sovereignty. Over the past decades, the US has attacked one country after another including Iraq, Libya, Syria, and Afghanistan, has carried out acts of intervention and subversion in Venezuela and other countries, and has subjected Cuba, Iran, and North Korea to economic sanctions.

The contradiction between the imperialist powers and power blocks over spheres of influence and control have erupted in one proxy war after another, most recently in Ukraine. For more than 30 years, the US has pushed the expansion of NATO to former Warsaw Pact countries in Eastern and Central Europe through diplomacy and war, violating the 1991 Minsk agreement and assurances made to the Soviet Union before it dismantled itself in 1991.

The push for the inclusion of Ukraine into NATO and the US-supported encirclement and intensified shelling by Ukraine against the Russian-speaking Donbass region bordering Russia was an outright act of war. It provoked Russian counter-aggression with the declared aim of putting an end to the Zionist regime in Ukraine and the fascist nationalist forces integrated into the Ukrainian armed forces. The war is now being prolonged by the US to wear down Russia and maximize profit for the US defense industry. The US extended a $3.5 billion military aid last month to supply Ukraine with artillery and other military weapons, and recently approved another $33 billion in military and economic support. The imperialist proxy war in Ukraine has deepened the divide between the imperialist power blocs, with the US and NATO on one side, and Russia and China on the other. Amid the prolonged capitalist crisis and rising inter-imperialist competition, there is great likelihood of limited and extended wars erupting in different parts of the world in the coming years.

The proletariat and oppressed peoples must take advantage of inter-imperialist wars to advance the cause of the socialism and national and social liberation by waging armed revolution and civil wars against the ruling reactionary state in different countries. At every opportunity, the proletarian revolutionaries must strengthen its capability for political leadership by building and consolidating their communist parties through study and application of Marxism-Leninism in their own countries, striking deep roots among all positive class forces, leading them in democratic mass struggles and teaching the path of armed revolution to seize political power. Specifically, communists must tirelessly go among workers, conduct political education, and help them build or rebuild and strengthen their unions, and establish Party branches at every workplace.

We mark May One today as we stand on the threshold of a new resurgence of national democratic and socialist revolutions led by the proletariat. Across the world, the oppressed and exploited masses are rising up in numbers spontaneously and consciously to fight for their class interests. There is a strong push for establishing unions and getting organized. Workers and people are launching strikes and other mass actions across the world to demand wage increases and better working conditions.

Communist forces are exerting effort to build their communist parties as advanced detachment of the working class, study history and draw up a clear revolutionary program. People’s wars led by communist parties in India, Turkey, the Philippines and other countries are persevering and steadily gaining strength despite the all-out counterrevolution. In the face of capitalist crisis, and with the proletariat at the helm, the flames of armed revolution are bound to spread in a great conflagration across the world.

On May First, it is important and interesting to review the course that the international proletariat has taken in carrying out its historic mission of defeating capitalism and building socialism, learn lessons from the persistence of the world capitalist system and from the revolutionary experience of the proletariat and foresee how the epochal class struggle between the bourgeoisie and the proletariat will further develop.

Since thousands of years ago, upon the advent of civilization with metallurgy, class struggle and literacy, the embryo of capitalism in social relations has been nurtured within slave and feudal societies. But since the 13th century in Italian city states, stimulated by Mediterranean trade, capitalism has steadily developed from the stage of handicrafts,onward to steam powered manufacturing in the 18th century and further on to large-scale machine production powered by electro-mechanical processes in the 19th century.

It was in the social setting of the capitalist Industrial Revolution in England in the 19th century that Marx and Engels started the first comprehensive and profound critique of the internal laws of motion of free competition industrial capitalism and offered the philosophy, political economy and social science by which the industrial proletariat could develop the revolutionary theory and practice to defeat the bourgeoisie and realize the historic mission of building socialism.

From the issuance of the Communist Manifesto in 1848 to the end of the 19th century, the most that could be accomplished by the industrial proletariat was to learn from the teachings of Marx and Engels, seize power briefly in the Paris Commune of 1871 during the First International, learn from the defeat of the Commune and promote Marxism as the main trend of the workers’ movement in the last decade of the 19th century through the Second International.

In the meantime, since 1871 free competition capitalism developed into monopoly capitalism in several countries, including the US, Germany, France, Italy, Russia and Japan. Like England, monopoly capitalism became dominant in their economies, with industrial and commercial bank capital merging to form a finance oligarchy, with surplus capital for direct and indirect investments abroad and with strong impulses to form conflicting blocs against each other and to catch up with the capitalist powers ahead in the game of acquiring colonies, semicolonies and dependent countries.
Emergence of Socialist Societies and Revisionist Betrayal

It was Lenin who first described the world era as one of modern imperialism and proletarian revolution in the 20th century. He observed that by themselves the imperialist powers were driven by the exploitation of the proletariat and the crisis of overproduction and manifested the decadent and moribund character of monopoly capitalism, especially by engaging in wars of aggression. And he pointed out the need to overthrow the bourgeois state and to turn the first inter-imperialist war into a revolutionary civil war.

Under his leadership, the Bolsheviks successfully carried out the Great October Socialist Revolution in 1917 and prevailed in the subsequent civil war and war against the foreign interventionists. After the New Economic Policy succeeded in reviving the economy, Stalin carried out a series of five-year economic plans to build a socialist industry and to collectivize and mechanize agriculture, to strengthen the Soviet Union and to proclaim the victory of Leninism as a further development of Marxist theory and practice.

Stalin was able to defeat the Right and “Left” opportunists and counterrevolutionary currents and the anti-Soviet maneuvers of the imperialist powers and the all-out war of aggression spearheaded by Nazi Germany in World War II. As a result of World War II, several socialist countries and national liberation movements arose on an international scale. Stalin was able to industrialize the Soviet Union for the second time, break the US monopoly of nuclear weapons and assist the Chinese and Korean peoples win resounding victories in their wars of national liberation. US imperialism was also defeated in its war of aggression against Vietnam and the whole of Indochina in 1975 and began to be afflicted by the problem of stagflation.

Exactly at the point when one third of humanity was governed and led by communist and workers’ parties, the modern revisionists headed by Khrushchov were able to seize political power with a coup d’etat in the Soviet Union in 1956, totally negate Stalin, decentralize the economy and restore capitalism under the slogans of bourgeois populism (state and party of the “whole” people and bourgeois pacifism (peaceful transition, competition and co-existence).

Brezhnev made his own coup d’etat against the Khrushchov ruling clique. He ruled for a longer period of time than Khrushchov and sought to recentralize the state and the economy for the purpose of engaging the US in superpower rivalry and arms race, accelerating capitalist restoration and carrying out social fascism and social imperialism. The Soviet Union was weakened by economic disintegration and by self-defeating military adventures, especially in Africa and Afghanistan.

By the time Gorbachov, Yeltsin and their likes took over the reins of government, the Soviet Union was ripe for further disintegration in the latter 1980s and total collapse in 1991. The revisionist leaders had their factional rivalries but shared the common illusion that if they took the capitalist road, destroy the Soviet Union and dissolve the Warsaw Pact they could enjoy the life of the capitalist oligarchy in peace and prosperity.

They forgot that World Wars I and II had been inter-imperialist wars arising from the very nature and internal laws of motion of monopoly capitalism and that World War III had been postponed for more than 46 years because of the loss by the US over its monopoly of nuclear weapons, the fear of mutually assured destruction, the rise of several socialist countries and national liberation movements due to World War II and the consensus of the imperialist powers to wage nonnuclear proxy wars among themselves and direct imperialist wars of aggression only against the underdeveloped and impoverished countries.

While the Soviet Union deteriorated in the quagmire of modern revisionism and capitalist restoration from 1956 onwards, the Chinese Communist Party under the leadership of Mao Zedong acted for a while in defense of the theory and practice of Marxism-Leninism and carried out a series of revolutionary achievements, such as the anti-Rightist campaign, the Great Leap Forward, the socialist education movement and the Great Proletarian Cultural Revolution (GPCR).

The GPCR was started in 1966 and was conducted in accordance with what Mao and the Chinese communists themselves considered as Mao’s highest theoretical and practical achievement in combatting modern revisionism, preventing capitalist restoration and consolidating socialism. The GPCR was optimistically regarded as the guarantee for the worldwide victory of socialism and even for the imminent collapse of imperialism.

But after the Shanghai Commune, factional struggles and allegations against and death of Lin Piao surfaced, policy shifts were initiated by a Centrist-Rightist combination veering away from the proletarian class struggle and leading to the Nixon diplomatic visit, the rehabilitation and promotion of Deng Xiaoping, reinterpretations of the GPCR and the three-worlds theory by Deng and the increasing calls for modernization through capitalist reforms and opening up for integration with the US and world capitalist system.

After the death of Chou Enlai in February 1976, Deng was removed from office for promoting big comprador ideology. But after the death of Mao in September 1976, the October coup resulted in the arrest and imprisonment of the so-called Gang of Four by the combination of Hua Guofeng and Deng. After the latter gained the upper hand over the former who resigned, the GPCR was declared a complete catastrophe, Mao no less was castigated for it and millions of CPC cadres and members were expelled. Liu Xiaoqi the No. 1 capitalist-roader was rehabilitated. The communes were dismantled and public assets were privatized in earnest. The sweat shop operations for the US market began.

In the 1980s the revisionist-ruled countries of the Soviet Union, Eastern Europe and China accelerated the restoration of capitalism. By the time that the Soviet Union collapsed in 1991, the US had become the sole superpower proclaiming a new world order, acting as the patron of neoliberal globalization among the former socialist countries and other countries and applying the neoconservative policy of state terrorism and ceaseless wars of aggression. While the Soviet Union dissolved the Warsaw Pact, the US and its allies did not dissolve the NATO and prepared for NATO expansion.

The reunification of Germany was the first step in the NATO expansion and led to a number of former Warsaw Pact members requesting to join NATO. In 1994, Poland Hungary and the Czech Republic joined NATO. In 1999 the US and the NATO demonstrated their ability to destroy Yugoslavia and create several puppet states from it. Another expansion came with the accession of seven Central and Eastern European countries: Bulgaria, Estonia, Latviauania, Romania, Slovakia and Slovenia. In 2022, NATO recognized the following states as having applied for membership: Bosnia and Herzegovina, Georgia and Ukraine. The NATO encirclement of Russia has tightened.

In coordination with the NATO expansion in Central and Eastern Europe and the show of imperialist force in the Balkans, the US imperialists, goaded by the Israeli Zionists, began to launch wars of aggression against such countries as Afghanistan, Iraq, Libya and Syria that reflected a measure of nonalignment or the balance of power in the previous bipolar world. They also announced the neoconservative policy of ceaseless wars and full-spectrum dominance, especially high tech military power, to make the 21st century a century of Pax Americana.

The US continued to be chieftain of such multilateral agencies as the Group of 7, OECD, IMF, World Bank and the World Trade Organization. Eventually, China and Russia took the lead in forming the Shanghai Cooperation Organization, the BRICS (Brazil, Russia, India, China and South Africa) and the New Development Bank. They have their respective international development projects, the Belt-Road-Initiative and Eurasian Economic Union. They tended to come together as a bloc of new imperialist powers against the bloc of the traditional imperialist powers.

The “sole superpower moment” of US imperialism did not last long. The financial crash of 2008 exposed the unravelling of the US-instigated neoliberal policy and the untenability of US concessions to China and the extremely unsustainable costs of the ceaseless wars of aggression already running at $ 6 trillion with no significant expansion of economic territory. Under the Obama regime, the US expressed wariness over the economic and military rise of China and began to make countermoves in the East Asia-Pacific region.

Under the Trump regime, the US strategists started to openly refer to China as chief economic competitor and chief political rival of the US and to accuse it of using a two-tier economy, manipulating its currency and market and stealing technology from US subsidiaries in China as well as from the research and developments of private corporations and from institutes in the US.

The US is definitely no longer the sole superpower in the unipolar world of 1991 to 2008. The new imperialist power China is most assertive that there is now a multipolar world. But the US is still the No. 1 imperialist power in terms of GDP and military power even as it continues to suffer strategic decline because of the crisis of overproduction and overaccumulation of capital and runaway costs of the ceaseless wars of aggression.

China is still a far No. 2 to the US, especially if we look at its GDP per capita. Thus it often presents itself as shy from entering a world war that prejudices its capitalist advance and ambitions to succeed with its BRI, which would change the focus of the world economy and trade. On its part, the US has decided to disrupt the capitalist advance of China by cutting down its export surplus to the US market through high tariff walls, restricting technology transfer and restraining further development of trade and economic relations. The US expects that by withdrawing its concessions to China in the last 40 years, China would suffer economic and political decline.

China has been reckless in claiming more than 90 per cent of the South China Sea in violation of the UN Convention on Law of Sea and the 2016 judgment of the Permanent Arbitration Commission in favor of the Philippines against China. Thus, the US has put together the Quad Security Dialogue among the US, Australia, Japan and India in order to keep open the Indo-Pacific ocean route and to assure the littoral ASEAN states that China can neither deprive them of their exclusive zones and extended continental shelves nor compel them to abandon such route.

Upon the outbreak of the Russian-Ukrainian war, it has become obvious once more that since the destruction of Yugoslavia, the sequence of the Soviet revisionist betrayal of socialism and sell out to the US and NATO has been the cause for war coming to Europe. The fact is also exposed that Russia has recovered from the debilitation it had suffered from the collapse of the Soviet Union and that China is its most reliable ally and rear in confronting the NATO expansion to its borders.

At the same time, the limits of US imperialist power and NATO are exposed as the Ukrainian fascists are left to fight Russia. Nevertheless, quite a number of those partisan to US imperialism are happy that the NATO expansion is pressing on the borders of Russia and that a new Cold War is on and a third world war is in prospect. For decades to come, we shall witness the rise of inter-imperialist contradictions between the old set and the new set of imperialist powers.
A World of Multiple Crises and the Prospect of Socialist Resurgence

We are living today in a world beset by multiple crises, including gross social inequality, economic depression, high rates of unemployment and mass poverty, state terrorism, fascism, wars of aggression, threats of nuclear war, pandemic, environmental destruction and global heating. All of these are due to the dominance of the extremely exploitative and oppressive monopoly bourgeoisie in the imperialist countries and underdeveloped countries . Ultimately, all these crises can be resolved only by the proletariat recovering from its major setbacks since 1956, taking power and building socialism.

The world capitalist system is now stricken by a prolonged depression due to the crisis of overproduction and over-accumulation of capital. A few hundreds of billionaires now own most of the productive assets of the world and continue to accumulate their private wealth, while billions of people live in poverty. The social and economic crisis is aggravated by the lockdowns and shutdowns as a result of the Covid 19 pandemic. Most governments do not know how to solve the crisis except by using neoliberal measures favoring the monopoly capitalists, government deficit spending and foreign borrowing. Almost all governments now suffer from public debt crisis, involving a total of US$281 trillion, which is more than 355 percent of global gross domestic product (GDP).

There are major supply gluts in steel, grains, crude oil and oil products. There is a temporary shortfall in the production of semiconductors. There is now a race between US and Chinese monopoly capitalists to invest billions of dollars in the production of electronic chips and semiconductors. Under the recently enacted National Defense Authorization Act, the Biden government is promoting domestic semiconductor production to grab the biggest share of rising demand. This is connected with state investments in military research and production in both the US and China.

In trying to revive their economies, the advanced capitalist countries are pouring trillions of dollars worth of stimulus packages to monopoly firms. But they are running the risk of economic overheating and generating a debt bubble that could burst in the coming years. Under the Biden administration, the US government has recently approved a US$1.9-trillion economic stimulus package. This will provide subsidies for domestic production and distribute cash to almost every American to promote consumption.

Other major capitalist countries are also planning to spend huge amounts of money to stimulate their own economies, like Japan ($710 billion), Germany (US$250 billion), the United Kingdom ($210 billion) and France (US$120.5 billion). China plans to achieve a 6 percent economic expansion by financing the operations of state-owned corporations.
The billions of the impoverished people in the undeveloped economies will suffer the prolonged effects of the global economic recession because these economies have long been wasted by super-profit taking by foreign monopolies and by unsustainable domestic and foreign public debts. By conservative estimate, the number of people living in extreme poverty (less than US$2 per day) in 2020 has increased by 124 million. This is expected to increase by another 150 million in 2021.

The toiling masses of workers and peasants suffer the worst effects of the economic lockdowns such as insufficient income and inflated prices of basic goods and services. Under the neoliberal policy, the cash-strapped underdeveloped countries will be compelled to borrow more money, further open up their economies to foreign monopolies, liberalization and depression of wages in order to draw in foreign capital and investments.

While the world is laid prostrate by the economic crisis, the Biden administration is set on a policy of military aggressiveness and intensifying inter-imperialist rivalries. Biden declared that he will more vigorously secure US economic and political interests in Asia in the face of growing challenges of imperialist rival China.

The US recently conducted military exercises using two carrier strike groups in the South China Sea and Taiwan Strait directly challenging China’s claims over these international waters. It touted building the Quadrilateral Security Dialogue between the US, Japan, India and Australia in order to press for American military forces and weapons to be forward-deployed to these countries and to put more economic, military and political pressure on China.

In the Middle East, soon after assuming the US presidency, Biden ordered a missile attack in Syria, violating its sovereign territory, against what it claimed was arms transport from Iran. While it extended the New Start agreement with Russia, which sets limits to strategic offensive arms, the US has yet to announce a rollback of development and production of nuclear arms and intermediate-range missiles promoted under the Trump government. These have been overtaken by the US and NATO proxy war against Russia. In the meantime, Biden has not yet reinstated the nuclear deal with Iran nor lifted sanctions against the country despite Iran’s expressed willingness to comply with previous agreements.
China is relentless in aggressively asserting its sovereignty over more than 90 percent of the South China Sea and continues to maintain military presence in the West Philippine Sea. Border conflicts have erupted intermittently between China and India. Russia recently opened a naval base in Sudan in the Red Sea, in conjunction with its air base in Syria and naval base in Yemen, to maintain the capacity to control strategic transit routes in the Middle East and a gateway to Africa.

As the inter-imperialist rivalries for world hegemony intensify, military spending by rival powers continued to rise by 3.9 percent to $1.83 trillion last year, despite the severe world economic crisis. The US is the biggest military spender with US$801 billion, with China running second at $293 billion, an increase of 4.7 percent compared with 2020. China’s military spending has grown for 27 consecutive years. Exports of major weapons remain close to highest levels since the past 30 years, with the US share increasing to 37 percent.

All major contradictions in the world are intensifying: those between capital and labor in the imperialist countries; those between the imperialist powers and the oppressed peoples and nations; those between the imperialist powers and governments assertive of national independence and socialist programs and aspirations; and those between blocs of imperialist powers, such as the bloc of the traditional imperialist powers and the bloc of new imperialist powers, China and Russia.

The worsening crisis of the world capitalist system engenders revolutionary resistance among the proletariat and the rest of the people because of the escalation of class exploitation and oppression. On a global scale, the proletariat must work and fight hard to recover the trade union and other democratic rights undermined or suppressed by neoliberalism and fascism. The ultimate aim is to wage revolution and build socialism. But before the revolutionary resistance wins victory, the ruling big bourgeoisie uses state terrorism or fascism against it. The open rule of terror by fascist regimes are rising in an increasing number of countries.

While conditions of exploitation are escalating, brazen attacks against national and democratic rights are being carried out by the big bourgeoisie in order to preempt, deter or suppress revolutionary resistance. But the escalating conditions of both exploitation and oppression make armed revolution necessary and urgent. History has proven that the proletariat is at its best in leading the revolution when the imperialist powers themselves cannot avoid waging war among themselves directly, as in World War I and II, or by proxy and by wars of aggression by an imperialist power or combine of imperialist powers against an underdeveloped country.

Imperialist war is the worst form of terrorism as proven by World Wars I and II and by the post-World War II situation when US imperialism can at will unleash wars of aggression and kill 25 to 30 million people. Only new democratic and socialist revolutions led by the proletariat can defeat imperialism and solve all the problems that it brings about, such as national and class oppression and exploitation, fascism, war of aggression, threat of nuclear war and human extinction, epidemics and global heating.

In the continuing era of modern imperialism and proletarian revolution, the role of the proletariat to turn imperialist wars to revolutionary civil wars and build socialism cannot be underestimated and should be upheld and carried out by the broad masses of the exploited and oppressed peoples. The upsurge of anti-imperialist and democratic mass struggles and the perseverance in people’s wars for national and social liberation are the prelude to the resurgence of the world proletarian-socialist revolution. In this decade and the next decade, the proletariat and its revolutionary forces must work and fight for this resurgence.###

Mariing kinukundena ng New People’s Army-Far South Mindanao (Valentine Palamine Command) ang walang habag at napakasamang pagpaslang kay Kagawad Eugene Lastrella, isang kilalang lider at aktibistang matapat na naninindigan para sa kapakanan ng karaniwang mamamayan sa South Cotabato. Siya ay aktibong kasapi ng Bayan Muna at nanunungkulan bilang kagawad ng Barangay Veterans sa bayan ng Surallah, South Cotabato.

Si Kgd. Lastrella ay pinatay ng mga armadong ahente noong Abril 27, 2022 habang siya ay nagmamaneho patungo sa bayan ng T’boli para sunduin ang isang kamag-anak na manganganak. Ayon sa ilang nakasaksi, bumubuntot sa sasakyan ni Kgd. Lastrella ang isang motorsiklong may dalawang angkas at pagdating sa isang plantasyon sa Barangay Sinolon, T’boli ay pinagbabaril siya ng mga ito. Agad siyang namatay dahil sa tindi ng mga tama ng bala.

Kilala si Kgd. Lastrella sa Allah Valley bilang matimtimang kumukontra sa mga proyektong pagmimina at aerial spraying ng mga multinasyunal na plantasyon. Naging aktibo rin siya sa mga isyu at panawagan ng mamamayan lalo na noong siya ay naging kapitan at naglingkod bilang representante ng Association of Barangay Captains (ABC) sa Sangguniang Bayan ng Surallah.

Ayon sa mga nakakakilala sa kanya, matagal nang nire-redtag ang kagawad dahil sa paninindigan niya sa ilang usaping pulitikal at mga kampanyang masa. Noong nakaraang taon ay naikuwento niya sa ilang malalapit na kaibigan na siya ay pinagbabantaan at pinagsusurender ng isang ahente ng militar ngunit hindi siya natinag nito. Ilang beses na rin umano na may napapansin itong bumubuntot at nagmamanman sa kanya.

Si Kgd. Lastrella ay ang pangsiyam na biktima ng ekstrahudisyal na pamamaslang sa South Cotabato buhat lamang noong Setyembre ng nakaraang taon. Ang mga biktima ay kinabibilangan ng mga magsasaka, mga maralitang tagalungsod, mga manggagawa sa kultura at tagapagtanggol ng karapatang-tao.Siya rin ang pinakabagong biktima sa madugong kampanya ng estado laban sa mga kumukontra sa pagmimina na kinabibilangan nina Renato Pacaide, Boy Billanes, Anting Freay, mag-iinang Capeon at iba pa.

Pinapanawagan ng New People’s Army-FSMR sa mamamayan ng South Cotabato na tularan ang tapang at katatagan ni Kgd. Lastrella sa pagtataguyod sa kapakanan ng masang kanyang pinaglilingkuran. Magkaisang labanan ang karahasan at panunupil ng estadong labis na nagpapahirap sa hanay habang ipinagtatanggol ang interes ng mga dambuhalang mandarambong na agribisnes at kumpanya ng mina!

Panagutin ang tiranikong rehimeng Duterte sa marahas at kasuklam-suklam na pamamaslang ng mga sibilyan. Pagbayarin ito sa lahat ng mapaminsalang mga krimen laban sa mamamayang malaon nang inaapi at pinagmalupitan ng estado. Itaguyod ang hamong lalong pasiklabin ang malawak na demokratikong kilusang masa at armadong pakikibaka para sa tunay na hustisya, demokrasya at kalayaan ng bayan!

WAGE REVOLUTION AGAINST IMPERIALIST WAR

On this May 1st, the international proletarian day, we call on the working class and the peoples of the world to raise the red flag of revolution condemning the US-NATO expansionism, the bloody coup of 2014 in Ukraine, the murder of 14 000 in Donbas by the Ukrainian fascists, the imperialist war of aggression in Ukraine, the exile of three million Russian Ukrainians because of Ukrainian fascism, the fascist attacks on the Donetsk and Lugansk People’s Republics as well as the imperialist sanctions that harm the working people and the continuing failure to achieve peace in Ukraine.

Assuming proletarian internationalism, we call on the people to mobilize everywhere proclaiming the following revolutionary slogans:

Proletarians of all countries, unite!
The working class is revolutionary or it is nothing!
Let us mobilize all over the world against imperialist war!
USA, NATO and Russia: out of Ukraine!
Abolish NATO, the U.S.-led war alliance!

Sinasaluduhan ng rebolusyonaryong kilusan sa Sorsogon ang lahat ng mamamahayag at kagawad ng midya sa okasyon ng Pandaigdigang Araw ng Kalayaan sa Pamamahayag. Wala silang kapaguran sa pagtupad sa tungkulin nila bilang mga ahente ng pagpapalaganap ng impormasyon at katotohanan. May mga nagbuwis na ng buhay sa probinsya para sa adhikaing ito at nakalulungkot na nananatiling mailap ang hustisya para sa kanila. Hindi malilimutan ng mamamayang Sorsoganon ang kanilang sakripisyo at dedikasyon sa kanilang propesyon.

Kamakailan lamang ay ipokritong idineklara ni Duterte ang Agosto 30 bilang Pambansang Araw ng Malayang Pamamahayag samantalang sa loob ng halos 6 na taon ng kanyang panunungkulan ay nagmistulang krimen ang pagpapahayag ng katotohanan at ang pagiging kritikal sa kanyang rehimen. Umabot na sa 22 ang mamamahayag na pinaslang sa ilalim ng kanyang rehimen. Ginipit niya ang mga nakatunggaling media outlet tulad ng ABS-CBN, Rappler, Philippine Daily Inquirer, Abante at Radyo Veritas. Hindi na rin mabilang ang mga kagawad ng midya na ni-redtag at hinaras ng rehimen sa pamumuno ng NTF-ELCAC. Kahit ang mga indibidwal na naglalabas lamang ng sama ng loob o pagka-inis sa rehimeng Duterte ay di pinalagpas at walang awang sinampahan ng kaso tulad nila Ronnel Mas, Ronald Quiboyen, Maria Catherine Ceron at Reynaldo Orcullo noong Mayo 2020.

Sa sulsol ng imperyalismong US, pinatindi ang censorship sa mga social media site partikular ang mga pag-aari ng Google (Gmail, Youtube at Blogspot) at Meta (Facebook at Instagram) kung saan laganap ang fake news at mga troll ng rehimeng Duterte at Bongbong Marcos. Target ng naturang censorship ang mga account ng rebolusyonaryong kilusan at mga indibidwal na sa tingin ng mga kumpanya ay sumusuporta sa kilusan sa ipoktritong pagprotekta umano sa mga gumagamit ng kanilang mga serbisyo habang dumarami ang mga troll na nagpapalaganap ng mga pekeng balita.

Sa ganitong kalagayan ng bansa, hindi nakapagtataka na naka-ranggo ang Pilipinas bilang pang-130 sa 180 na bansang pinakamapanganib para sa malayang pamamahayag sa buong mundo ayon sa Reporters Without Borders para sa taong 2021. Pinatutunayan lamang nito ang mala-martial law at matinding pagsupil sa malayang pamamahayag sa bansa.

Matinding red-tagging, harasment, pagmamanman, pagsasampa ng gawa-gawang kaso, panggigipit sa istasyon ng radyo tulad ng nararanasan ng PADABA Sorsogon, ang nararanasan ng mga kagawad ng midya at mamamahayag sa probinsya. Bagamat tunggalian sa pulitika ang ugat ng panggigipit sa PADABA ay naka-apekto ito sa kanilang tungkulin sa pagpapaabot ng mga impormasyon at balita sa malawak na mamamayan ng Sorsogon.

Nakakalungkot din na may ilang tagamidya sa probinsya na mistulang nagiging kasangkapan ng ilang mga pulitiko upang ipalaganap ang kanilang sariling adyenda sa pulitika, at mga kagawad ng midya na imbis na makinig at unawain ang kalagayan ng mga inaapi ay nagmimistulang tagapagsalita ng mga nang-aapi tulad ng AFP at PNP at nagpapasimuno ng pagpapalaganap ng pekeng impormasyon.

Tinatarget ng pasismo ang mga mamamahayag na tapat sa kanilang propesyon at mga sibilyan na nagsisiwalat ng mga katotohanan at anomalya sa gobyerno. Sa paglaganap ng fake news, at paglitaw ng mga “influencers” na nagpapanggap bilang “tagatuklas ng katotohanan” ay napakakrusyal ng papel ng mga mamamahayag upang maipatagos sa malawak na mamamayan sa bansa at sa buong mundo ang tunay na kalagayan ng sambayanang Pilipino.

Higit kailanman, mas kailangan ng mga aping sektor ng lipunan ng kakamping magsisiwalat ng nararanasan nilang pasismo, tulad ng panghaharas, red-tagging, mga gawa-gawang kaso, ekstrahudisyal na pamamaslang at iba pang paglabag sa kanilang mga karapatan. Nararapat ipabatid sa madla ang pasistang programang E-CLIP na sapilitang nagpapasurender sa kanila labag sa Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) at sa internasyunal na makataong batas.

Nananawagan kami sa mga mamamahayag at kagawad ng midya sa probinsya na tumindig sa panig ng masang Sorsoganon, alamin ang kanilang kalagayan at suportahan ang kanilang laban sa pasismo ng rehimeng US-Duterte.

Asahan ninyo na mananatili ang suporta ng buong rebolusyonaryong kilusan sa probinsya para sa kagalingan ng mga mamamahayag at kagawad ng midya at sa laban para sa malayang pamamahayag kasabay ng laban ng mamamayang Pilipino para sa tunay na kalayaan at demokrasya.
