From GMA News (Oct 11): Two Abu Sayyaf Group bandits killed after resisting arrest
Two members of the Abu Sayyaf Group were killed in a firefight on Wednesday following the government forces' raid of a terrorist safehouse in the Municipality of Indanan, Sulu.
According to Lieutenant Colonel Gerry Besana, spokesman of the military's Western Mindanao Command, the terrorists Jade Hassan alias "Radjik," and Kemar Jade were shot dead after they resisted arrest.
The Joint Task Force Sulu and the police were carrying an arrest warrant for murder when they raided the Abu Sayyaf den.
Four other companions of the slain ASG members were arrested and placed under the custody of the police for documentation.
At the site, a 12-guage shotgun, two caliber .45 pistols with magazines, and ammunition were recovered.
A heat-sealed plastic containing suspected shabu or methamphetamine was also recovered from one of the arrested suspects.
The military said the operation was part of their sustained efforts for the purge of Abu Sayyaf Group in the province.
ASG, linked to bombings, kidnappings and beheadings, has around 400 members based in Sulu and Basilan.
The group reportedly holds about 10 local and foreign kidnap victims.

The Philippine Army has called on public support against extortion activities of the rebel groups.
Deputy Commander Col. Orlando Edralin of the Philippine Army’s 301st Infantry Brigade, encouraged residents, including politicians, businessmen, construction companies and even ordinary citizens to report to the authorities the extortion activities of the New People’s Army (NPA).
“Your army is gearing towards eradicating extortion activities, hence, we call on the public to help us in this campaign,” Edralin said.
During the recent joint meeting of the Provincial Peace and Order Council and Provincial Anti-Drug Abuse Council presided by Governor Antonio Del Rosario, he said the extortion activities by the NPA in Panay island reached less than P5 million monthly.
He also said that with the upcoming elections, permit to campaign issued by the rebel group for the candidates in exchange for some money will again be rampant, thus the cooperation of the candidates to report the same to the authorities is very important to curb this practice.
On one hand, Edralin reported that for the third quarter this year alone, the Brigade had eight encounters in Panay despite the NPA’s atrocities.
“The success of our combat operations comes from the intensified offensive of the Army and Philippine National Police in order to stop NPA’s extortion and recruitment in the hinterland barangays,” he said.
He also vowed that the government troop will not let up its operations against the Communist Party of the Philippines-NPA due to the atrocities the rebel group has brought in the island here.

CAMP BANCASI, Butuan City – Combat maneuvering troops of the Army’s 23rd Infantry (Masigasig) Battalion (23rd IB) seized several war materials, medicines and medical supplies after a gunbattle with Communist New People’s Army Terrorists (CNTs) in Barangay Valentina, Esperanza, Agusan del Sur province, military report on Friday said.

Initial field reports also stated that operating troops of the 23rd “Masigasig” Battallion believed there were casualties among the fleeing rebels.
“The enemies hastily scampered in different directions, leaving behind heavy traces of bloodstains which indicate that CNT members suffered severe wounds during the gunbattle,” 1Lt Roel T. Maglalang, Civil Military Operation (CMO) officer of the 23rd IB said.
Maglalang said they were believed to be members of Guerilla Front 88 (GF 88) of the CPP-NPA North-Central Regional Mindanao Committee.

Molina said that after scouring the encounter site, the troops recovered one AK47 rifle, one M4 rifle, 6 magazines of AK47 rifle, 2 hand grenades, 2 rifle grenades, several rounds of ammunition for M14 and AK47 rifles, 2 bandoleers, 1 Handheld radio, several identification cards, 7 backpacks containing assorted medicines and medical supplies and CNT subversive documents.
Molina expressed his gratitude to the concerned citizens who provided positive and timely information about the presence of NPA.
“Through the cooperation of the civilian stakeholders, we can easily thwart the hostile plans of the CNTs in the community. This only means that the residents are already tired of the lies and deception of the CNTs,” he said. “Their extortion activity is already too much,” he said.
“We need the continuous cooperation of every peace-loving stakeholder to actively report to us the whereabouts of the enemies,” Molina said, adding, “We also encouraged the CNT members to stop being used by their leaders who spend extravagant lives in mansions and cool places. They must abandon armed struggle and go back to the folds of the law, live a peaceful life together with their families and loved ones. Our government is open to help you”.

23rd Infantry Battalion under LTC Francisco L Molina Jr, immediately sent out troops to conduct security patrol in the area. The said troops encountered around fifteen (15) fully-armed CNTs who were believed to be members of Guerilla Front 88, NCRMC.
The firefight lasted for about fifteen (15) minutes. After which, the enemies hastily scampered in different directions leaving behind heavy traces bloodstains which indicate that CNT members suffered severe wounds during the encounter.
After scouring the encounter site, the government troops recovered one (1) AK47 Rifle, one (1) M4 Rifle, six (6) magazines of AK47 Rifle, two (2) hand grenades, two (2) rifle grenades, several rounds of ammunition for M14 and AK47 rifle, two (2) bandoleer, one (1) Handheld radio, several identification cards, seven (7) backpacks containing assorted medicines and medical supplies, and CNT subversive documents.

NAVAL STATION FELIX APOLINARIO, Panacan, Davao City – The Eastern Mindanao Command through the 52nd Engineering Brigade, Philippine Army entered into an agreement with DSWD and Local Government Unit of Talaingod, Davao Del Norte for the construction of classrooms intended for Lumad Learners in Talaingod, Davao Del Norte on October 10, 2018, at the Talaingod Municipal Hall, Sto. Niño, Talaingod, Davao Del Norte.
The project, which is under the KALAHI Program of DSWD, will be implemented initially in seven sites of Sto. Niño, Talaingod, Davao del Norte considered as Geographically Isolated and Disadvantaged Areas (GIDA).
In an agreement entered into, the implementation shall adopt the strategy of convergence and “whole of nation approach” wherein it will be participated in by the communities involved, and the integration of programs of the different agencies in one project.
The Armed Forces of the Philippines and Eastern Mindanao Command, which was represented by BGen. Dionisio Baudin. Commander of 52nd Engineer Brigade. committed to providing security, technical assistance, limited labor, and supervision until the completion of the project.
In his remarks, BGen Baudin committed the sincerity of the military to carry out the task.
“The real job is after the signing and we assure everyone that we are sincere and will carry out the task of building these classrooms for our IP children and youth,” he said.
Meanwhile, the DSWD, Municipal Tribal Council, LGU and BLGU will be in charge in the procurement of materials, monitoring cultural sensitivity, and the overall participation of the community and the tribal beneficiary in the overall implementation of the project.

SITIO UPPER MAMBAGO, Tago, Surigao del Sur (DWDD) – Another Lumad, a Datu in his Tribe, was murdered by CPP-NPA Terrorist (CNT) in San Miguel Surigao del Sur at around 5 o’clock in the afternoon, October 10, 2018.
The helpless victim was identified as Datu Rexan “Loloy” Liwanasan Brital, male, married, 36 years old and a resident of Sitio Nalindog, Brgy Bolhoon, San Miguel, Surigao del Sur. While on his way back home from a household labor, he was ruthlessly shot several times by four (4) gunmen believed to be CNT members and suffered six (6) gunshot wounds that caused his instantaneous death.
Brital is a Manobo Tribe Leader and a former PIO of the Tribal Filipino Program of Surigao del Sur (TRIFPSS) in his community who recently shifted support to the DepEd accredited IP School known as School of Living Tradition (SLT).
He also exposed the irregularities in the curriculum of TRIFPSS in his testimonies wherein their children were taught of radicalization against the government. He is a strong Lumad leader advocating for the right education of their children in the tribe and condemns the wanton killing of Lumads by the CNTs.
The murder of Datu Rexan Brital by the CNTs and threatening the community is a crime against our laws and an outright violation of the International Humanitarian Law (IHL) under Republic Act 9851 which is enacted and crafted to protect non-combatants and innocent civilians from any conflict between states and non-state actor.
In his statement, Lt Col Trinidad PA, Commanding Officer of 36th Infantry (Valor) Battalion said, “We offer our sincerest condolences to the bereaved family and the entire Lumad community. Again, this merciless killing of Lumads by CNTs depicts their group of being tagged as terrorist instilling fear among tribal communities to demand obedience for their skewed ideologies towards an armed struggle against the government. It also shows that the CNTs are losing their clout to its mass bases that they resort to such desperate actions. We will press the fight against these ruthless murderers to bring justice to our innocent and peace loving Lumads”.

In EMC alone, a total of 8,665 surrenderees from 01 January to 10 October 2018 has been recorded and are currently undergoing process for their eligibility to avail of the Enhanced Comprehensive Local Integration Program (E-CLIP) benefits from the government.
Last 09 October, both troops in Impasug-ong, and Pangatucan, Bukidnon encountered with different communist terrorist groups (CTG). Troops of 8th Infantry Battalion (IB) encountered more or less five CTG members in Impasug-ong. Meanwhile, two Special Forces team in Pangatucan encountered 10 CTG members resulting to one enemy killed and two troopers wounded-in-action.
On 08 October, troops of the 36IB were able to seize one sack of books and news magazines containing Communist propaganda and reading materials that they distribute to schools in Carmen, Surigao del Sur.
Also recently, 10 members of Milisyang Bayan voluntarily surrendered to the 75IB in Rosario, Agusan del Sur bringing along seven firearms.
In 2018 so far, the EMC has seized 821 firearms from surrenderees and encounters, and a total of 324 improvised explosive devices. There are also 131 CTG encampments that were seized and cleared from war materiel and explosives.
“The Northern Luzon Command also showed significant accomplishments against communist terrorists amidst the humanitarian assistance and disaster response efforts in the recent calamities that hit Northern Luzon,” General Galvez said.
In 05 October, a certain alias Kalaya, 46 years old, voluntarily surrendered with his M16 rifle to 77IB.
This follows the surrender of his colleague, an alias Efren who surrendered to the 54IB last 04 October, bringing along his firearm and explosive devices.
On 03 October, two platoons of 86IB discovered an abandoned enemy encampment in Jones, Isabela that can accommodate more than 50 persons. The troops seized an M16 rifle from the site.
From 01 January to 10 October 2018, there were a total of 180 surrenderees, 19 CTG members apprehended, 109 firearms and 44 explosives seized, and a total of 29 enemy encampments seized in Northern Luzon.
“These recent developments show that your Armed Forces is deliberate in our operations against insurgents and terrorists in all parts of the country. I continuously remind our troops in the five area commands to intensify operations against terrorists,” General Galvez said.
“We also urge members of these terrorist groups to go back to the folds of the law instead of dying in senseless battles. “I commend our troops in the Eastern Mindanao Command and local government units for being able to handle an overwhelming number of surrenderees, they still continue to come down and go back to the folds of the law,” AFP Chief of Staff General Carlito Galvez Jr. said.

CALARIAN, Zamboanga City (DWDD) – As part of the ongoing capability upgrade and modernization, the Philippine Navy through Naval Forces Western Mindanao formerly activated Naval Station Rio Hondo at Barangay Rio Hondo, Zamboanga City, October 09, 2018.
The activation ceremony was graced by the Vice Commander, Philippine Navy, Rear Adm. Rommel Jude G Ong AFP representing the Flag Officer in Command, Philippine Navy, Vice Admiral Robert A Empedrad AFP as the Guest of Honor and Speaker and Hon Mayor of Zamboanga City, Hon Maria Isabelle “Bong” Climaco-Salazar as sponsor. The event was also attended by Punong Barangay Rio Hondo, Hon Jinnul A Malik, officers and men of Naval Forces Western Mindanao and partner-stakeholders.
The newly-activated Naval Station will be manned by various Fleet-Marine operating units such as Naval Special Operations Unit 1 (NAVSOU 1), Combat Service Support Brigade (CSSBde), Inshore Boat Battalion (IBBN), Naval Air Unit –Western Mindanao (NAU-WM) and elements from Marine Battalion Landing Team 1, Naval Task Force 61, and Naval Forces Western Mindanao Headquarters Support Group.
Naval Station Rio Hondo was built to stand guard to the city after the infamous Zamboanga City siege on 09 September 2013. This project came as a result of the City’s efforts to maintain peace and security following the siege where hundreds of Moro National Liberation Front (MNLF) rebels came into the city and infiltrated several coastal villages in the attempt to hoist their flag in the city’s seat of government, the Zamboanga City Hall.
Rear Adm. Rene V Medina AFP, the Commander NavForWem certainty that this new naval station will make a difference in addressing the security and order of Zamboanga City for this will serve as a Fleet-Marine force projection on the South Eastern coastline of Zamboanga City. Rear Adm. Medina also emphasized in his remarks that, “This is our home and we have an obligation to ensure that never again will it succumb to those who are trying to assert the greed and malice in our place. Let this activation sow the seeds of peace and prosperity in our beloved city as it brings back the confidence of the people and ensuring that your Navy and AFP as a whole would always be in the forefront to warrant their safety and well-being”

A group of women launched the Women Against Violent Extremism (WAVE) on September 30, 2018 at Royce Convention Center, Astoria Hotel, Zamboanga City.
The group aims to reflect and implement the results of the Global Study on the Implementation of United Nations Security Council Resolution No.1325 on Women, Peace and Security (WPS), and to highlight through its activities the importance of integrating prevention of violent extremism (PVE) into the WPS Agenda.
The Bangsamoro women’s organization will incorporate the four pillars of Resolution that are prevention, protection, participation and relief and rehabilitation into its objectives.
The program launching was attended by one hundred fifty (150) activists, religious leaders, researchers, students and government officials in the City of Zamboanga.
Ms. Wahida Abdulla, Founder and President of Gagandilan Mindanao Women Incorporated on in her presentation of program overview emphasized that the importance of the new movement, and the launching of WAVE promotes opportunities.
She said it is “for providing awareness and preventing violence against women and extremism.”
“The formation of this group is to “strengthen women’s political and economic participation as a tool to counter violence, and the importance of the passage of R.A. No 11054 also known as the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) as a deterrent to extremism and radicalism.
She also mentioned Article IX. Basic Right, Sec. 12 and Sec. 13 on Protection of Women and Youth that will also ensure the protection and welfare of Women and the Youth in the Bangsamoro Territory
Mr. Alistair Harris, CEO of The Stabilization Network (TSN) stressed that sometime women are seen as either victims or perpetrators of violent extremism, so their role “plays in building resilience at the community level” as quoted.
Rasalyn Romo-Echem, Director of the Gender Research, and Resource Centre shared her views that violence in all its forms brought untold suffering. It is often within the home where violence starts.
She cited also the United Nations Security Council Resolution which highlighted the impact of war on women that also gave recognition to “women’s contribution to conflict resolution and sustainable peace.”
She admitted that women were not always the victims; some were tragically also perpetrators and false teachers who had been influenced by extremists, and as a result went to great lengths to become extremists themselves.
In reality, some of them are trained in combat roles while others played multiple supporting roles in violent extremist group. With this, she stressed that women should be heard, and that policies should be balanced as they can be a partners in any positive venture.

The Moro National Liberation Front (MNLF), Moro Islamic Liberation Front (MILF) and the Regional Reconciliation and Unification Commission of the Autonomous Region in Muslim Mindanao (RRUC-ARMM) held a peace dialogue here on Wednesday to settle a family grudge between 2 families in the coastal town of Sultan Kudarat province.
The animosity between the group of Dimas Israel Valle and Ustadz Mursad Taya started with the killing of Mustre Aqib, Barangay Chairman of Mina, Palimbang, Sultan KUdarat province on June 26, 2018 in Sitio Pamakalen, followed by the killing of certain Tho Ayob also a resident of the said village.
In a mediation called for by RRUC Chairman/MNLF Vice Chairman for Political Affairs Rome K. Sema with 105th Base Command Chief Ustadz Zacaria Guma, together with Coordination Committee on the Cessation of Hostility of the Moro Islamic Liberation Front (CCCH-MIL) Butch Malang, and in the presence of the chairmen of different state revolutionary committees of the MNLF, the said peace dialogue resulted in an agreement that would be recognized by both parties.
In the agreement signed by both parties, they agreed to refrain from allegations and counter allegations because it will not help solve the problem.
Both clans are required to help each other, and restore coordination and cooperation between and amongst them that existed before the conflict occurred.
Ustadz Mursad Taya is required to locate the identified suspects and immediately turn it over to the leadership of 105th Base Command of MILF for custody. A thorough investigation will be conducted to determine the truth on the death of Aqib and Ayob.

ILOILO CITY - The leader of a unit of the New People’s Army of Komiteng Rehiyon-Panay was arrested Tuesday afternoon in this city for murder, Colonel Benedicto Arevalo, commander of the Philippine Army’s 301st Infantry Battalion said yesterday.
Joint elements of the Crime Investigation and Detection Group 6 and the 301st IB’s Intelligence Task Group arrested Salvador Hisuan, alias Kumander Pepe/Speed, at around 5:45 p.m. along Ledesma Street, City Proper, by virtue of a warrant of arrest for murder with the use of unlicensed firearm.
Hisuan, commander of the Regional Sentro De Grabidad or the Regional Operations Command (ROC), is a “very notorious” rebel leader in Panay and they have been monitoring him for a long time, Arevalo said.
“This is a lesson learned that the law could still catch up with them even if they hide for a very long time,” he said.
He recalled that Hisuan was involved in the land mine blast targeting troops of the 47th Infantry Battalion and Scout Rangers in Barangay Datagan in Calinog, Iloilo that resulted in the killing of nine soldiers and wounding of 18 others.
He said Hisuan was also responsible for the killing of Captain Abelardo Motia of the 12th Infantry Battalion, who was gunned down during a fiesta in Dumarao, Capiz. These incidents both happened in 2005.
Arevalo added that the arrested NPA leader is also responsible for the burning of equipment of individuals in Panay, who refused to give in to their extortion demands.
“This will bring a big impact because he is involved in extortion activities,” he said.
Hisuan is now under police custody. Arevalo refrained from disclosing the location for security reasons.
Arevalo also said that before the arrest of Hisuan, three rebels, who are members of Strike Force of Sentro De Grabidad (SDG) of the Central Front, Komiteng Rehiyon-Panay, surrendered to the Army’s 61st Infantry Battalion based in Camp Monteclaro in Barangay Igtuba, Miag-ao, Iloilo at around 12:10 p.m.
They are identified as Marlon Castor Lozada alias Niko, 34; Jomar Camarig Depalubos alias PG, 29, both residents of Sitio Inuscan, Barangay Cahigon, Calinog, Iloilo; and Pablito Lozada Depalubos alias Atlas, 49, of Sitio Tinabasan, Barangay Buri, Tapaz, Capiz.
Arevalo said the surrenderers will avail of the Enhanced Comprehensive Local Integration Program that provides incentives, to include P15,000 in immediate cash assistance, P50,000 in livelihood assistance, P45,000 to P90,000 firearm remuneration depending on the type of firearm surrendered, and access to other government assistance.
“There will also be additional assistance, like housing, educational, health and many more,” he said.
Arevalo said these rebels might have been tired of hiding. He added that they might also want to live peaceful lives with their families.
Arevalo assured that they will continue with their mission to pressure the rebel groups so they could not harm or harass civilians in Panay.

Arevalo also said that before the arrest of Hisuan, three rebels, who are members of Strike Force of Sentro De Grabidad (SDG) of the Central Front, Komiteng Rehiyon-Panay, surrendered to the Army’s 61st Infantry Battalion based in Camp Monteclaro in Barangay Igtuba, Miag-ao, Iloilo at around 12:10 p.m.
They are identified as Marlon Castor Lozada alias Niko, 34; Jomar Camarig Depalubos alias PG, 29, both residents of Sitio Inuscan, Barangay Cahigon, Calinog, Iloilo; and Pablito Lozada Depalubos alias Atlas, 49, of Sitio Tinabasan, Barangay Buri, Tapaz, Capiz.
Arevalo said the surrenderers will avail of the Enhanced Comprehensive Local Integration Program that provides incentives, to include P15,000 in immediate cash assistance, P50,000 in livelihood assistance, P45,000 to P90,000 firearm remuneration depending on the type of firearm surrendered, and access to other government assistance.
“There will also be additional assistance, like housing, educational, health and many more,” he said.
Arevalo said these rebels might have been tired of hiding. He added that they might also want to live peaceful lives with their families.
Arevalo assured that they will continue with their mission to pressure the rebel groups so they could not harm or harass civilians in Panay.

The 10th Infantry Division said the recruitment of students to eventually join the guerrilla movement doesn't have a huge impact on military's efforts to finally put an end to the communist insurgency.
Speaking on Wednesday’s AFP-PNP press briefing held at the Royal Mandaya hotel, Capt. Jerry Lamosao, the spokesperson of 10th Infantry Division, said there's definitely an attempt by the Communist Party o the Philippines to shore up its Red fighters with fresh recruits.
But this can easily be averted if the parents are vigilant enough and be more active in the activities of their children from age 10 onward.
“We are calling the parents to guide their children in elementary, high school or college … especially on activities in far-flung areas,” he said.
He said the NPA is already desperate since there were 451 regular Red fighters who surrendered since January this year. Meanwhile, 563 Militia ng Bayan members, 218 Sangay ng Partido sa Lokalidad (SPL), and 6,000 members of the Underground Mass Organization, which is tasked with recruitment, have also surrendered during that same period.
On the other hand, Jenielito Atillo, spokesperson of Department of Education (DEPED) XI, said that the military has made it clear that the recruitment was limited to the National Capital Region. He also said that they checked with their own records but the recruitment is contained in the tertiary level.
“But of course there were talks on recruitment here in Davao Region since 2016 but all of you know that these were appropriately addressed,” he said.
He also explained that young students joining rallies are being assessed.
“The visual about young children bringing placards ... we do not immediately take it and embrace that as gospel truth because there is this policy of investigating situations so that is how we do things before we have judgment,” he added.

Another datu was murdered allegedly by members of the New Peoples’ Army (NPA) in San Miguel, Surigao del Sur around 5 p.m. on Wednesday.
Capt. Francisco Garello Jr., the spokesperson of 36th Infantry Battalion, identified the victim as Datu Rexan “Loloy” Liwanasan Brital of the Manobo tribe, 36, and a resident of Sitio Nalindog, Barangay Bolhoon, San Miguel, Surigao del Sur.
Garello said the victim was on his way home when he was shot by four gunmen believed to be members of the NPA.
He died from six gunshot wounds.
He said Brital was a former official of the Tribal Filipino Program of Surigao del Sur (TRIFPSS) in his community who recently shifted support to the DepEd-accredited IP School known as School of Living Traditions (SLT).
He also exposed the irregularities in the curriculum of TRIFPSS where their children were being radicalized.
Garello said the murder of Brital was a violation of the International Humanitarian Law (IHL) and the Republic Act 9851, which was enacted and crafted to protect non-combatants and innocent civilians from any conflict.
In his statement, Lt. Col. Xerxes Trinidad, commanding officer of 36th Infantry Battalion, offered his sympathy to the family and Lumad community.
“Again, this merciless killing of Lumads by the NPA depicts their group of being tagged as terrorists, instilling fear among tribal communities to demand obedience for their skewed ideologies and the armed struggle against the government,” Trinidad said.
“It also shows that the NPAs are losing their clout to their mass bases that they resort to such desperate actions,” he added.
For now, Datu Brital’s body lies at his residence in Sitio Nalindog, Barangay Bolhoon, San Miguel, Surigao del Sur.

Police officers responding to a call about an alleged crime were ambushed in Barangay Tikalaan, Talakag, Bukidnon, Wednesday, October 10.
Talakag town police chief said a police team was dispatched after a call for assistance for a possible murder. "Joint elements from Talakag police station and 1004th Mobile Company of the Regional Mobile Force Battalion 10 based at Tikalaan, Talakag, Bukidnon responded to the scene,” Lasdose said.
Police Regional Office 10 spokesperson Senior Superintendent Surki Sereñas said the responding team was met with gunfire upon reaching Kilometer 23. The police returned fire "to engage the group in a sporadic firefight. Fortunately, no one was hurt," Sereñas said.
The police team said they suspect the ambush was instigated by the New People’s Army.
Meanwhile, the police were able to push through investigating the killing of the still unidentified victim in Tikalaan. They said NPA extortion could be the possible motive for the killing.
"Investigation is still ongoing with regard to the slain person," Sereñas said.
"We are looking into two angles which could either be robbery-homicide or extortion gone violent," Sereñas added.
"The ambush of our responding troops led us to think that the NPA could have been involved in the killing," Sereñas said.
The NPA Guerilla Front 68 operates in Talakag area between Mount Kitanglad and Mount Kalatungan.
GF 68 is under North Central Mindanao Regional Command of the NPA, the armed wing of the Communist Party of the Philippines.

EastMinCom through the 52Nd Engineering Brigade Manolo Fortich entered an agreement with the Department of Social Welfare and Development and the local government unit of Talaingod for the construction of the classrooms Wednesday, October 10.
The project, which is under the KALAHI Program of DSWD Region XI, will be implemented initially in seven sites of Sto. Niño, Talaingod, considered as geographically isolated and disadvantaged areas.
The military also vowed to provide security, technical assistance, limited labor, and supervision until the completion of the project.
“The real job is after the signing and we assure everyone that we are sincere and will carry out the task of building these classrooms for our IP (indigenous people) children and youth,” said Brig. Gen. Dionisio Baudin, commander of 52nd Engineering Brigade.

A prominent farmer-businessman in the municipality of Talakag in Bukidnon was stabbed to death Wednesday afternoon in what the regional police claimed could be the handiwork of the New People’s Army.

Supt. Surki Serenas, PNP-10 spokesperson, identified the victim as Wenceslao Caumban Jr., a member of Xavier University high school class 1975 who eventually graduated at the University of the Philippines-Los Banos.
The provincial police, however, had not identified suspects behind the killing yet because they were still to conduct investigations, according to Senior Insp. Jiselle Ester Lou M. Longakit, information officer of Bukidnon Police Provincial Office (BPPO).
Serenas said Caumban, who was on board a blue Toyota Revo, was on the way to pay his workers when suspected rebels intercepted him in Kilometer 27, Barangay Tikalaan.
He said Caumban sustained three stab wounds on his neck and right eye.
Reydan Gayao, municipal disaster risk reduction and management officer who led the team who recovered the body of the victim, said Caumban’s head may have been smashed with concrete.
He said they received the report about the incident around 3:45 p.m., concluding that the killing may have occurred between 2 and 3:30 p.m.
Serenas said a team of 25 policemen responding to the crime was fired upon by unidentified gunmen at Kilometer 23, Barangay Tikalaan, four kilometers from Caumban’s bee farm.
“The gunfire was intense that we decided not to proceed to the crime scene,” Insp. Jessie James Lasdoce, Talakag police chief, told MindaNews by phone.
Lasdoce said policemen from Kalilangan, Bukidnon helped in retrieving Caumban’s body.
Kalilangan police, he said, also recovered Caumban’s blue Toyota Revo at 10 a.m. Thursday morning.
Serenas said they are investigating the possibility that the victim carried a huge amount of money to pay his workers.
“We are still investigating this but one thing sure is that it was the NPA who killed Caumban and it was their blocking force who fired at the responding policemen from Talakag,” he said.
Serenas said witnesses told policemen that they saw several armed men wearing military uniforms ganging up on Caumban.
“There was a commotion and somebody hacked the victim,” Serenas said.
It was also in Tikalaan, Talakag village where the NPA ambushed a police vehicle that resulted in the death of an infant and injury to two adult civilians on November 11, 2017.
The baby girl, along with a policeman, was killed in the ambush. The girl, her mother and companions were inside a Toyota Fortuner following the police vehicle.
The NPA apologized and took full responsibility but the incident was cited by President Rodrigo Duterte as one reason why he terminated peace talks with the communists and categorized the NPA as a terrorist organization.
The death of Caumban came as a shock to his batch mates at Xavier University to the staff at the regional office of the Department of Agriculture here where his wife Cita works.
“Caumban did not carry a gun because he was a peace-loving person,” said classmate Chito Lluch.
Former Sunstar Cagayan de Oro editor in chief Uriel Quilinguing, also a classmate, said Caumban and another classmate had their morning coffee in one of the cafés here before he left for his farm.
He said the victim intended to visit his sickly father in Kalilangan after his farm visit.

The Philippine Navy has put up an additional station in the southern port city of Zamboanga which was raided twice by Moro National Liberation Front (MNLF) rebels the past 13 years.
Rear Admiral Rene Medina, commander of the naval forces in Western Mindanao, said new station in the village of Rio Hondo will be manned by various elite operating units - Naval Special Operations Unit 1, Combat Service Support Brigade, Inshore Boat Battalion, Naval Air Unit, Marine Battalion Landing Team 1, Naval Task Force 61, and Naval Forces Western Mindanao Headquarters Support Group.
Security and local government officials graced the opening ceremony of the naval station with Rear Admiral Rommel Jude Ong, representing Navy Chief Vice Admiral Robert Empedrad, and Mayor Maria Isabelle Salazar as guests, among others.
“This project came as a result of the Zamboanga City Government’s efforts to maintain peace and security following the 2013 siege where hundreds of Moro National Liberation Front rebels came into the city and infiltrated several coastal villages in the attempt to hoist their flag in the city’s seat of government, the Zamboanga City Hall,” Medina said.
“This is our home and we have an obligation to ensure that never again will it succumb to those who are trying to assert the greed and malice in our place. Let this activation sow the seeds of peace and prosperity in our beloved city as it brings back the confidence of the people and ensuring that your Philippine Navy and Armed Forces of the Philippines as a whole would always be in the forefront to warrant their safety and well-being,” he added.

Salazar praised the navy’s efforts in helping secure Zamboanga and said “the activation of Naval Station Rio Hondo was dedicated to the memory of the heroic military men who fought and offered their lives in defense to Zamboanga City during the September 2013 Zamboanga siege.”
The MNLF under Nur Misuari signed a peace deal with Manila in September 1996 ending decades of bloody war. After the peace agreement was signed, Misuari became the governor of the Muslim autonomous region. But despite the peace accord, there was a widespread disillusionment with the weak autonomy they were granted.
In 2001, Misuari’s loyal forces attacked a key military base in Jolo town in Sulu province and civilian targets in Zamboanga City in an effort to stop the government from calling an election in the Muslim autonomous region in Mindanao where Misuari was then the governor.
Misuari then escaped by boat to Malaysia, where he had been arrested and deported to the Philippines and was eventually pardoned and released by President Gloria Arroyo in exchange for MNLF support to her election bid as well as her allies in the Senate and Congress in 2004. He also ran thrice for governor in Sulu even while under detention, but lost miserably.
And in 2013, Misuari’s forces again launched a deadly attack in Zamboanga City that left hundreds of people dead and wounded in three weeks of street battles. Despite warrants for his arrest, Misuari remains free after President Rodrigo Duterte interceded for his behalf and ordered authorities not to arrest the former Libyan firebrand so he can join the peace process with rival Moro Islamic Liberation Front.
In 2016, Salazar banned all MNLF peace rallies in Zamboanga City. “I am giving you a categorical no; you must not disturb Zamboanga anymore. If you want to come up with your rally, make it in your area, Zamboanga will not welcome a rally by MNLF, not at this time because you still have to be accountable with the killings and devastations we are suffering from,” Climaco said.

But despite the peace accord, there was a widespread disillusionment with the weak autonomy they were granted.
In 2001, Misuari’s loyal forces attacked a key military base in Jolo town in Sulu province and civilian targets in Zamboanga City in an effort to stop the government from calling an election in the Muslim autonomous region in Mindanao where Misuari was then the governor.
Misuari then escaped by boat to Malaysia, where he had been arrested and deported to the Philippines and was eventually pardoned and released by President Gloria Arroyo in exchange for MNLF support to her election bid as well as her allies in the Senate and Congress in 2004. He also ran thrice for governor in Sulu even while under detention, but lost miserably.
And in 2013, Misuari’s forces again launched a deadly attack in Zamboanga City that left hundreds of people dead and wounded in three weeks of street battles. Despite warrants for his arrest, Misuari remains free after President Rodrigo Duterte interceded for his behalf and ordered authorities not to arrest the former Libyan firebrand so he can join the peace process with rival Moro Islamic Liberation Front.
In 2016, Salazar banned all MNLF peace rallies in Zamboanga City. “I am giving you a categorical no; you must not disturb Zamboanga anymore. If you want to come up with your rally, make it in your area, Zamboanga will not welcome a rally by MNLF, not at this time because you still have to be accountable with the killings and devastations we are suffering from,” Climaco said.

At 2 p.m. Wednesday, unidentified gunmen ambushed and seriously wounded William Soledad, 38, a landowner, and his farm workers Allan Abu, 29; Usop Paguilian, 39; and Fernando Mancula, 59, all of Barangay Dalumangcob, Sultan Kudarat town in Maguindanao.
The victims were on board a mini-truck and were heading home from the farm when they were waylaid by gunmen, who positioned themselves on both sides of the dirt road in the area. All the victims were unarmed.

The military on Thursday lauded the designation of Major Gen. Macairog Sabeniano Alberto as the next Philippine Army (PA) chief replacing Lt. Gen. Rolando Joselito Bautista, who is scheduled to retire on Monday after reaching the mandatory retirement age of 56.
"Major Gen. Alberto is a highly respected leader and commander having distinguished himself in the field of combat, intelligence, and civil military operations in various echelons of the AFP (Armed Forces of the Philippines) hierarchy," AFP spokesperson Brig. Gen. Edgard Arevalo said.
The incoming commander is "well-respected among subordinates, peers, and more senior officers" of the more than 98,000 Army troopers.
"He is known for his dedicated, no non-sense, and passionate approach to mission accomplishment while ensuring the welfare of the men and women under his command," Arevalo added.
Alberto is a member of the Philippine Military Academy Class of 1986 while his predecessor, Bautista, who is headed for the Department of Social Welfare and Development, is a member of PMA Class of 1985.
Army Spokesperson Lt. Col. Louie Villanueva said the incoming Army chief is a graduate of various courses both local and abroad.
"Significant is the Scout Ranger Course, Strategic Intel Course, Counter-Terrorism Fellowship Program and Master of Arts (Strategic Studies) from (the) National Defense University, USA. He also holds masters in Public Management Major in Development and Security from (the) Development Academy of the Philippines," he added.
Alberto also served as commanding officer of the 2nd and 3rd Scout Ranger Battalion, Task Force Davao head prior his designation as 1001st Infantry Brigade head, a unit of the 10th Infantry Division in Mindanao before appointment as chief of the Intelligence Service of the AFP.

A sniper of the Islamic State for Iraq and Syria (ISIS)-linked Maute group has surrendered to military authorities in Lanao del Sur, a military official said Thursday.
The surrender of the Maute group sniper came a day after seven members and supporters of the same group have surrendered to military authorities in Lanao del Sur.
Maj. Gen. Roseller Murillo, Army’s 1st Infantry Division commander, said the Maute sniper surrendered to the Joint Task Force Ranao around 5 p.m. Wednesday in Butig, Lanao del Sur.
The Maute group, also known as the Dawlah Islamiya, established a headquarters in Butig after it was founded in 2012.
Murillo said the surrender of the Maute sniper was jointly facilitated by the Army's 49th Infantry Battalion, Moro Islamic Liberation Front-Adhoc Joint Action Group (MILF-AHJAG), and local officials of Lanao del Sur.
Murillo said the Maute surrenderee turned over a caliber 7.62-millimeter sniper rifle and was placed under custodial debriefing.
“Collective efforts of various stakeholders is very essential in the attainment of peace and prosperity in our area of operation,” the military official added.
On Tuesday, seven Maute group members and supporters also surrendered to the Army's 55th Infantry Battalion in Pagayawan, Lanao del Sur.
The Western Mindanao Command (Westmincom) identified them as Mamao Alyodan, Oden Sangcopan, Salahudin Manan, Alexander Amerol, Nora Udasan, Allan Amerol, and Patak Sangcopan. They yielded three M1 Garand Rifles, one Carbine, four caliber .45 pistols, and one 9-mm pistol.
“Task Force Ranao now reaps the fruit of the ongoing Community Support Program in Lanao Del Sur,” Lt. Gen. Arnel Dela Vega, Westmincom chief, said.
“This success is a result of the combined efforts of the troops, the local government units and the populace in the joint battle against terrorism,” Dela Vega added.

CAMP SIONGCO, Maguindanao – Six members of the Islamic State-linked Bangsamoro Islamic Freedom Fighters (BIFF) have surrendered to the government after the Army mediated and settled a long-standing family feud involving them and another Muslim family.
The militants personally surrendered their weapons Wednesday to Army Lt. Colonel Harold Cabunoc, the commander of the 33rd Infantry Battalion, in Barangay Midconding, Gen. Salipada K. Pendatun, Maguindanao.
BIFF commander Lapu-Lapu, 55, and five of his men handed over to Cabunoc and Maguindanao Governor Esmael Mangudadatu six firearms that included two rocket-propelled grenades, an M16 rifle, a Mosin Nagant bolt-action rifle and a .45-caliber pistol as witnessed by Midconding village officials.
Minutes after the handover of weapons, Cabunoc accompanied the surrenderers and their relatives to the idle 80-hectare farmland that was left untouched due to intermittent clashes between them and Saotin Sanday, leader of an armed farmers’ group in the area.
Replacing their guns with farm implements, the surrenderers joined Sanday’s group and other local farmers in cutting grasses on the rice field as soldiers and local officials looked on.
Datumama Abdul, Midconding village chair, said that his constituents have finally reclaimed their long-lost opportunities after almost two years of violence in the area.
Col. Robert Dauz, the commander of the Army’s 1st Mechanized Infantry Brigade, has lauded the 33rd IB for exploring peaceful means of settling disputes.
"You have done a splendid job in sustaining the gains of our peace-building activities in our area of jurisdiction. Continue to be the agents of peace in Central Mindanao,” Dauz said.
Lapu-Lapu, together with Sanday, who also has relatives in the BIFF organization, both swore before the Holy Quran they will no longer resort to violence and vowed to work together so their families can live peacefully and productively.
Cabunoc said a total of 12 former BIFF members were presented to the governor during the ceremony, including the group of Dido Malawan who had earlier surrendered on August 9.
Each surrenderee received PHP20,000 cash assistance from Maguindanao 2nd District Representative Zajid Mangudadatu, and additional cash support and work animals from the governor.
“Prove to the government that you are sincere in returning to the mainstream society by being productive as your government is ready to help you earn a decent living than see you fighting a lost cause,” Mangudadatu said.

Lt. Gen. Arnel dela Vega, Western Mindanao Command (Westmincom) chief, said the firefight broke out around 1:30 a.m. Wednesday in Barangay Kajatian, Indanan, Sulu.
Dela Vega identified the two slain ASG bandits as Jade Hassan alias Radjik and Kemar Jade. Arrested were Lino Tantung, 42; Hamjir Sahidal, 19; Sajiyal Asiral Alamia, 46; and, Arajal Amicul Aida, 46.
Dela Vega said the firefight broke out as the ASG bandits resisted the joint team of soldiers and policemen during the law enforcement operation.
Recovered from the clash site were pne 12 gauge shotgun with eight ammunitions, two caliber .45 pistols with two (2) magazines and 14 live ammunition.
Government forces also recovered from the possession of Sahidal one heat-sealed transparent plastic with white crystalline substance believed to be methamphetamine hydrochloride commonly known as shabu.
The recovered firearms and ammunition were turned over to police Regional Crime Laboratory for documentation and reference while the remains of the two ASG bandits were brought to Camp General Teodulfo Bautista Station Hospital for post-mortem care and proper disposition.
Dela Vega said the law enforcement operation was part of the intensified campaign of the Joint Task Force of Sulu and Sulu Provincial Police Office in line with President Rodrigo Duterte’s war against drugs.
The military official warned that ASG members only have two options: "Lay down their arms and return to the folds of the law or second, fight and deal with the full force of the law."

The IFR started on Wednesday and will end on Oct. 15.
Commander Jonathan Zata, Navy spokesperson, said the BRP Tarlac left Vladivostok, Russia around 10:13 p.m. Tuesday.
"They are scheduled to arrive by tomorrow (Friday) in Jeju," he added.
BRP Tarlac made its first-ever port visit in Russia from Oct. 1 to 6.
It left Manila South Harbor for its Russian trip last Sept. 21.
Zata earlier said the ship and its crew will participate in sea and shore activities related to the IFR.
"This is the first time the PN sends its ship to participate in this activity in South Korea," he said.

A United States and Philippine government project to train Filipino eco-rangers and modernize their equipment for enhanced forest protection and biodiversity conservation is set to conclude in December.
The Lawin Forest and Biodiversity Protection System (Lawin) was implemented by the Department of Environment and Natural Resources (DENR) in six initial areas in 2016.
The agency, however, officially adopted the system as a national strategy for forest and biodiversity protection this month.
"The program will be completed but like any foreign-assisted projects, it does not end there because it is mainstreamed into DENR programs. It will be continued and in fact it has been adopted by the agency," DENR Assistant Secretary Corazon Davis told reporters on Thursday.
Before the Lawin system, Davis said eco-rangers had to use traditional pen and paper to track movements and illegal activities in a forest area, increasing gap in records. In September, at least 3,000 forest patrollers were able to finish their training.
"Because of this technology, we are able to track that they indeed conducted patrols and, secondly, document all threats to biodiversity."
For the 2019 General Appropriations Act, Davis said around PHP800 million for forest protection were allocated, with the adopted Lawin system included.
Lawin is a project under a multi-year initiative of the United States Agency for International Development (USAID) called Biodiversity and Watersheds Improved for Stronger Economy and Ecosystem Resilience (B+WISER) program.
Lawin is the first USAID-initiated project to have been owned and implemented on a national scale by the government before its mother program ended.
At the B+WISER's closing ceremony, US Ambassador Sung Kim lauded the Philippines for the milestones it achieved through the program, including the successful implementation of Lawin and its improved management of over 90 percent of forests in the country.
According to Kim, the Philippines' reforestation and forest conservation efforts have also helped reduce 10 million metric tons of carbon dioxide, the equivalent of removing more than 2 million cars off the streets.

"The program will be completed but like any foreign-assisted projects, it does not end there because it is mainstreamed into DENR programs. It will be continued and in fact it has been adopted by the agency," DENR Assistant Secretary Corazon Davis told reporters on Thursday.
Before the Lawin system, Davis said eco-rangers had to use traditional pen and paper to track movements and illegal activities in a forest area, increasing gap in records. In September, at least 3,000 forest patrollers were able to finish their training.
"Because of this technology, we are able to track that they indeed conducted patrols and, secondly, document all threats to biodiversity."
For the 2019 General Appropriations Act, Davis said around PHP800 million for forest protection were allocated, with the adopted Lawin system included.
Lawin is a project under a multi-year initiative of the United States Agency for International Development (USAID) called Biodiversity and Watersheds Improved for Stronger Economy and Ecosystem Resilience (B+WISER) program.
Lawin is the first USAID-initiated project to have been owned and implemented on a national scale by the government before its mother program ended.
At the B+WISER's closing ceremony, US Ambassador Sung Kim lauded the Philippines for the milestones it achieved through the program, including the successful implementation of Lawin and its improved management of over 90 percent of forests in the country.
According to Kim, the Philippines' reforestation and forest conservation efforts have also helped reduce 10 million metric tons of carbon dioxide, the equivalent of removing more than 2 million cars off the streets.

President Rodrigo Duterte has appointed Major Gen. Macairog Alberto, commander of the Intelligence Service of the Armed Forces of the Philippines (ISAFP), as the next Philippine Army commander.
Special Assistant to the President (SAP) Christopher “Bong” Go on Thursday told reporters that Alberto’s appointment paper has been released to the Department of National Defense (DND).
Alberto will assume his post on Monday during the change-of-command ceremony at Fort Bonifacio, Taguig City.
He will replace retiring Army Chief Rolando “Rolly” Bautista who has reached the mandatory retirement age of 56.
Duterte earlier announced that he has appointed Bautista as Secretary of the Department of Social Welfare and Development.
Alberto is a member of the Philippine Military Academy Class of 1986.
