Presidential Communications Operations Office Secretary Martin Andanar vowed Friday that the government would strive harder to end insurgency in the country before President Rodrigo Duterte steps down from office in 2022.

Andanar made the commitment in a keynote speech delivered during the joint meeting of the National Task Force (NTF) and Regional Task Force (RTF) to End Local Communist Armed Conflict (ELCAC) in Cagayan de Oro, Misamis Oriental.

“The work continues and must be pursued with greater commitment and passion as the deadline set by the President, President Duterte, to ELCAC is by 2022. Less than 15 months na lang (We only have 15 months to do that). So to be exact, less than one year from now,”
Andanar, who also led the NTF-ELCAC’s communications team, said.


Created through Executive Order 70 inked by Duterte on Dec. 4, 2018, the NTF-ELCAC is directed to implement the National Peace Framework which contains principles, policies, plans, and programs aimed at addressing the root causes of insurgencies and bringing inclusive and sustainable peace.

Andanar guaranteed that the government would deliver its promise to maintain peace and order throughout the country.

Despite the challenges the country is facing amid the coronavirus disease 2019 (Covid-19) pandemic, the government’s efforts to address communist insurgency remain relentless, Andanar said.

“The pandemic has brought out the best in us, the compassion, the bayanihan (teamwork) spirit of generosity, and sharing of resources among us. Let us sustain this and prioritize the lagging areas and most vulnerable ones,” Andanar said.

Andanar’s assurance came, as acknowledged that the whole-of-nation approach to end local communism has become instrumental in the return of hundreds of communist insurgents in different parts of the region to the fold of the law.

He also stressed that the Convergence Areas for Peace and Development (CAPDev) has transformed the once conflict-affected areas into “peaceful and productive communities.”

“I want to highlight that the barangay development program is very strategic with our CAPDev program which is our way to revisit and reorient ourselves on who and where our enemies operate,” Andanar said.

The CAPDev is a program that aims to address the root causes of insurgencies, internal disturbances and tensions, and other armed conflicts and threats.

The CAPDev program also promotes the establishment of durable peace and development and empowers communities in priority areas through peace-building and reconciliation, good governance and institution building, and socio-economic transformation.

Andanar, designated as Northern Mindanao’s Cabinet Officer for Regional Development and Security, likewise lauded the improved access to basic services, provision of infrastructure facilities, and livelihood opportunities to the various convergence projects in conflict-afflicted, poverty-stricken, and geographically isolated and disadvantaged areas in the region.

“These resulted in the substantial reduction in Region 10’s poverty from 32.3 percent among families in 2015 to 17.3 percent in 2018,” he said.

While the future of the Visiting Forces Agreement (VFA) is still uncertain, the United States will continue to support the modernization of the Armed Forces of the Philippines (AFP), Philippine Ambassador to Washington DC Jose Manuel Romualdez said Friday.

Within the year, Romualdez said the US is set to deliver about 10 Black Hawk helicopters to the Philippines.

President Rodrigo Duterte earlier demanded payment from Washington DC for the continuation of the VFA. The chief executive last week, however, said he has yet to decide as he wanted the public's opinion and the view of the military.


Romualdez said the Pentagon provided a "long list" of its aid to the Philippines in the past five years since 2016, which indicates the US was able to provide most of what Manila asked.

"So, mayroon kaming nakuhang lista na ibinigay sa amin, na ibinigay sa amin ng Pentagon. Ikinompare namin doon sa list na ipinadala nila kay (Defense) Secretary (Delfin) Lorenzana at mukhang sapat naman sa lahat ng mga hinihingi natin (We got a list from the Pentagon. We compared this from the list sent to Secretary Lorenzana and we think it's enough based on the things we've asked)," he said.

"Mukhang kumpleto naman at marami pang dadating na mga kailangan natin na mga armas (I think it's complete and more arms are expected to come) or whatever hardware that we need from the United States," he added.

Romualdez hopes the list would "satisfy" the President, but noted the latter still has the "sole prerogative" to either review or extend the VFA.

WHILE the government through the National Task Force to End Local Communist Armed Conflict (NTF-Elcac) is doing its best to prevent the radicalization of the Ata Manobo children who had been brought to Cebu, the legal fronts of the Communist Party of the Philippines (CPP) continue to harass government officials and threaten them with legal suits.

Last Sunday, February 21, the 13 rescued Indigenous Peoples (IPs) from Talaingod, Davao del Norte boarded a flight back home from Mactan, Cebu, escorted by officers from the Philippine National Police’s Women and Children Protection Center Visayas Field Office and social workers from the Talaingod Municipal Social Welfare Office. But the Save Our Schools and the Children’s Legal Bureau (CLB) would not accede, pretending that they are doing the noble thing for the welfare of these children.

According to an Inquirer.net report, SOS-Cebu and the CLB attempted to bar the flight from proceeding to Davao City, questioning the legality of the trip. Lawyer King Anthony Perez, communications and advocacy officer of CLB, alleged that authorities failed to secure permission from the parents of seven of the 13 Lumad children who were ferried back to Mindanao.

This lawyer is trying to twist the facts here, if only to convince people that the parents are on their side. They must have been given P1,000 again, split into two. Perez’s exact words:

“The seven Lumad students whose parents sought the assistance of the Children’s Legal Bureau were transported without consent from their parents and proper coordination by authorities.” Take note of the use the word “Lumad,” which is an aberration because there is no such tribe as Lumad, just like the “Tumandok,” which are simply creations of the CPP, to impress upon us that the CPP is trying to protect all the different tribes in the targeted ancestral domain.

This is reminiscent of the two Aetas that the National Union of People’s Lawyers (NUPL) presented in the Supreme Court oral arguments on the petitions against the Anti-Terrororism Act of 2020. Just to refresh our minds, the two Aetas were paid by NUPL lawyers to make false statements and accuse the government forces of feeding them human feces while in detention. In the end, the two Aetas recanted their statements and admitted to the payment from the NUPL. The Supreme Court eventually decided not to admit their petitions.

Solicitor General Jose Calida, after exposing this unethical behavior of the lawyers, brought back the issue of falsification by the same NUPL lawyer, Chel Diokno, as they filed a writ of kalikasan for the West Philippine Sea. Apparently the same Diokno misled 23 fishermen from Palawan into signing a blank document, which they said would be needed to improve their living conditions as fisherfolk. It turned out that these signed blank documents were attached to the petition of a fisherfolk organization from Zambales. These lawyers were simply slapped with an admonition by the SolGen.

There is a clear pattern of lying and fabrication by these leftist lawyers. Their involvement with the CPP has converted them into vicious attack dogs of Jose Maria “Joma” Sison, who won’t stop at nothing to pursue their ends. Now Perez said they are currently exploring the possibility of taking legal action after they accused the police of failure to follow established protocols.

This is weaponizing the law. This is what they have been doing for 50 years. They hope to see loopholes in every government action and launch their legal attack. This is classic law warfare or lawfare.

Last year their attack was on full throttle. They were trying to criminalize “red-tagging” by accusing government officials, especially me, of unfairly labeling them as communists. But the Senate, in its committee report, said there is no need as there are enough laws to invoke for infringement of their rights. While it was signed by all 12 senators, including Senators Risa Hontiveros and Francis Pangilinan, who lambasted me during the Senate hearing, the report had a caveat and a dissent. It said that my red-tagging might have damaged the image of the Armed Forces of the Philippines (AFP).

Really? I can challenge that part of the report by asking the Senate to conduct its survey but no, some things are just too obvious it does not deserve our precious time.

But come to think of it. The NTF-Elcac has really stirred a hornet’s nest. It is making them so uncomfortable I will not be surprised if they will push the government again to the peace table and project the impression that the government abandoned it. Of course not. We have always reached out to these victims of Joma’s revolutionary dual tactics even as the AFP pursues them in the mountains. They are running out of space and time. Hundreds and thousands of them have returned to the fold of the law. That will leave mostly the ideologues, including those running their front organizations, who are simply enjoying luxurious lifestyles while absconding with the monies given to them by foreign donors.

As to our laws, we will continue to safeguard and invoke them for the purpose they were crafted, to protect our law-abiding and peace-loving citizens. That does not include you members of the Kamatayan bloc. Of course, we also know that when they are soon in jail, our laws will protect their rights as well.

Badoy’s latest tirade stems from two of Rappler’s recent fact check stories. We recently debunked one of her earlier claims that “Lumad” is a term created by the Communist Party of the Philippines (CPP), the New People’s Army (NPA), and the National Democratic Front of the Philippines (NDF).

In addition, Badoy shared our fact check on a photo claiming Alcadev [Alternative Learning Center for Agricultural and Livelihood Development] was teaching students how to become members of the NPA. Rappler’s fact check team found the photo was from a theater performance.

Badoy’s claim that “Lumad” is a term made up by the CPP-NPA-NDF was proven false by 3 sources, one of which was an article on the National Commission for Culture and the Arts (NCCA) website that said "Lumad" is a "Bisayan term" meaning “native” or “indigenous.” The NCCA is a government agency under the Office of the President.

Rappler also cited a book published by the National Museum of the Philippines and a chapter in the book Handbook of Ethnic Conflict. The chapter was written by members of the Ateneo de Manila University Department of Psychology and by Rudy B. Rodil, a Mindanao historian and former vice chair of the Moro Islamic Liberation Front peace panel for negotiations.

This is the 3rd fact check article that Rappler wrote about Badoy's social media posts and subsequently rated as false on Facebook. Rappler is a 3rd party fact-checking partner of Facebook. Below are the fact check articles that Rappler has written in relation to her posts:

Badoy also took issue with Rappler’s fact check of a photo of two armed men pointing guns at people kneeling, which was used to supposedly show how Alcadev teaches its students how to become members of the NPA. The photo was actually of a theater performance depicting how Alcadev's school director and two community leaders were killed by a paramilitary group in Lianga.

As such, Rappler’s false rating is limited to that single photo, which was taken out of context and was thereby misleading. The photo that was rated false was posted by the Facebook page "Pinoy Exposé" and it did not mention Badoy.

Badoy has red-tagged a number of individuals, government officials, news organizations, and non-governmental organizations before, including: CNN Philippines, the College Editors Guild of the Philippines, ACT Teachers Representative France Castro, Bayan Muna Representative Carlos Zarate, Manila Bulletin columnist Tonyo Cruz, journalist Inday Espina-Varona, activists Carol Araullo and Renato Reyes, and former Bayan Muna Representative Teddy Casiño, among others.

Unlike other government agencies, whose budgets were approved following plenary debates, the House deferred plenary debates on the proposed budget of the Presidential Communications Operations Office (PCOO) twice in September 2020. This was due to Badoy's social media claims that Makabayan lawmakers are terrorists.

Senate Minority Leader Franklin Drilon questioned on Wednesday the validity of Lt. Gen. Antonio Parlade Jr.’s designation as spokesperson of the Duterte administration’s anti-insurgency task force while still an active military officer, saying this could be unconstitutional.

Drilon cited Article 16, Section 5, Paragraph 4 of the Constitution which states that “no member of the Armed Forces of the Philippines (AFP) in active service shall at any time be appointed or designated in any capacity to a civilian position in the government.”


To rectify this apparent violation of the Constitution, Drilon said Parlade, who is also the AFP Southern Luzon command chief, should no longer serve as the spokesperson of the National Task Force to End Local Communist Armed Conflict (NTF-Elcac).

Drilon, a former justice secretary, raised this point during Wednesday’s plenary session as the chamber tackled the committee report of the Senate defense panel on its investigation into the alleged red-tagging by military officials.

The probe, which was conducted late last year, was triggered by a Facebook post by Parlade implying that actress Liza Soberano had been recruited by communist rebels when she communicated with Gabriela Women’s party-list group, which he had tagged as a communist front.

“I would like to think that the sponsor will agree that the designation as a spokesperson not only poses problems on his personality but also could be questioned on the ground that we are designating an active military officer in a purely civilian office which is prohibited under the Constitution,” Drilon said.

Sen. Panfilo Lacson, chair of the committee, agreed with Drilon, noting that the committee report included a recommendation that Parlade “should not be holding two positions” in the NTF-Elcac as well as in the AFP.

“Simply because there might be some confusion and whatever he says as spokesperson of the NTF-Elcac necessarily reflects on his superiors in the AFP, if not the AFP itself,” Lacson said.

He added that the panel report recommended that the NTF-Elcac engage a spokesperson not holding concurrent positions in the security sector to prevent a “potential conflict” in policies.

But Lacson noted that there had been instances in the past when several active military and police officers held concurrent positions in some civilian entities.

“Maybe it’s only a matter of questioning it before the Supreme Court and the Constitution is quite clear,” he said.

“It is our position that after we adopt this committee report, then we should send a copy to the chief-of-staff of the AFP as well as to the Secretary of National Defense so this violation of the Constitution should be rectified,” he added.

Drilon concurred with Lacson, saying: “We submit that the suggested rectification should be part of the report. I would like to think that the rectification would be that Gen. Parlade should no longer be the spokesperson of the NTF-Elcac because that designation is of doubtful validity.”

“We should include that as an amendment or as a recommendation of the chamber when we send out the report,” he added.

New Delhi: India and Philippines have signed a key enabling pact that will pave the way for government-to-government deals on defence equipment including the supersonic BrahMos cruise missile in the future.

The ‘Implementing Arrangement’ concerning the procurement of defence material and equipment was signed by the two countries at the Camp Aguinaldo, headquarters of the Armed Forces of the Philippines Tuesday.

Indian Ambassador to Philippines, Shambu S. Kumaran, signed the pact on behalf of New Delhi.


Sources in the defence and security establishment told ThePrint that this does not mean that the much awaited BrahMos deal is happening anytime soon.

They explained that the agreement involves the procurement of defence equipment by the Philippines from India.

“This is sort of a foundational agreement for government-to-government contracts. This does not mean that a contract for BrahMos is being signed,”
a source said.


The Straits Times quoted the Philippines Defence Secretary Delfin Lorenzana, who witnessed the signing ceremony, as saying, “We are buying the BrahMos missiles.”

Lorenzana said the agreement served as a guide for the Philippines and India on “policies and procedures in the defence procurement”.

It also served as a “legal framework for the procurement under the government-to-government modality,” he added.
 
The Brahmos sale

Plans for the possible sale of the Indo-Russian BrahMos supersonic cruise missiles to the Philippines had hit a roadblock in December last year with Manila citing budgetary limitations caused by the Covid-19 pandemic.

Roman Babushkin, the Deputy Chief of Mission at the Russian Embassy in India, had earlier said in December that the Indo-Russian joint venture (JV) firm — BrahMos Aerospace — is looking at exporting the weapons to other countries, starting with the Philippines.

ThePrint had then reported that the Russian statement had come as a surprise to the Indian security and defence establishment, because while talks were underway with the Philippines, the modalities were yet to be worked out.

BrahMos is the only supersonic cruise missile in the world that flies at three times the speed of sound (2.8 Mach). It is much sought-after because it can be used for both coastal defence and ground attack.

India had offered a $100 million line of credit for the purchase of the weapon.

While India is working to extend the range of the BrahMos missile, the version that will be exported will come with a “normal range” of 290 km.

IPIL,ZSP - The joint Coordinating Committee on the Cessation for Hostilities (CCCH) and Ad Hoc Joint Action Group (AHJAG) of the Goverment of the Philippines (GPH) and Moro Islamic Liberation Front (MILF) led the conduct of Joint Peace Advocacy in Barangay Datu Tumanggong, Tungawan, Zamboanga Sibugay last March 2, 2021.
 
The Joint Peace Advocacy was organized to respond to the request of the members of the MILF for the conduct of special COMELEC registration for the MILF community in Datu Tumanggog, with the intent to exercise their rights to vote in the future.
 
Brig. Gen. Antonio Nafarrete, Chairman, GPH-CCCH and the Deputy Commander, Western Mindanao Command expressed his gratitude for the warm welcome and the full support and commitment of the MILF members in the tranformation process to live normal lives as Filipinos.
 
"We have talked with the Comission on Elections (COMELEC) and the local government unit (LGU) to assist us in this endeavor as we continue to follow the mechanims until such time that we have achieved the full normalization process," said Brig. Gen. Nafarrete.

During the peace advocacy, Mr Malik Caril , Member, MILF-CCCH discussed the current status and updates of the ongoing decomissioning efforts and the path to normalization of the MILF members outside the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM).
 
For his part, Brig. Gen. Leonel Nicolas, Commander, 102nd Infantry Brigade expressed his gratutide for the support and assistance of MILF leaders in Sirawai, Zamboanga del Norte in the rescue of Rex Triplitt last December 2020.
 
"Let us continue to strenghten our communication and relationships as partners for peace as we continue to promote development in your communities and transform as productive members of the society," Brig. Gen. Nicolas said.
 
"Just like how you have opened your doors to us, I am also opening the doors of the 102nd Infantry Brigade," Brig. Gen. Nicolas added.
 
MILF 113rd Base Command Commander, Suab Idris, enjoined his former comrades to continue to support the peace agreement with the government.
 
"Today, we have all witnessed the commitment of the GPH and MILF in the peace process, so let us continue to support the government efforts as we rebuild our communities, not for us, but for our children and grandchildren," said Idris.

ASG MEMBER SURRENDERS AFTER WIFE'S ARREST IN SULU
 
March 3, 2021, Kuta Heneral Teodulfo Bautista Jolo,Sulu - ASG member Jaber Binuri surrendered to JTF-Sulu on March 3 following the arrest of his wife, Nudsza Ismanu Aslun, who was charged with unlawful possession of explosives.

According to Joint Task Force - Sulu (JTF-S) and 11th Infantry Division Commander MGen William N Gonzales, 5 Abu Sayyaf Group (ASG) members including Binuri, and two supporters yielded to government forces in Sulu on Wednesday morning. Reportedly, the surrender was facilitated by the 15th Civil Military Operations Battalion (15CMO Bn), Metro Jolo Inter Agency Task Group, and intelligence units of JTF-S.
 
Notably, Binuri was under the leadership of deceased ASG leader Hatib Hajan Sawadjaan. In an interview, he revealed that he was with the terrorist group since 2013 and he joined the group of ASG subleader Ben Wagas when Hajan died.
 
"Mga 31 na encounter, o higit pa siguro, ang nasalihan ko. Dati umaabot sa tatlong beses kami nakakasagupa ng sundalo. Madalas K3 machine gun ang dala ko pero naghawak din ako ng M14 at armalite," Jaber said.
 
"Noong nalaman ko na naaresto ang asawa ko, nagpaalam ako kay Ben Wagas na magbakasyon para kunin ko yung mga anak namin at dalhin sa Zamboanga. Ang totoo, nakatawag na ako sa kaibigan ko na sundalo na gusto ko na bumaba," he added.
 
To recall, Nudsza Aslun and 8 other women were arrested on February 19 after a joint law enforcement operation by the military and the police in Sulu.
 
Meanwhile, 15CMO Bn Commander Ltc Nelicar Corsino said that Binuri is still under their custody and will be undergoing custodial debriefing sessions. "He is still adjusting; he came to us just four days ago. But he is doing well; he's with his 3-year old child."
 
Binuri, estimated to be 35 years, has two male children—a three-year old and a 5- month old baby. His wife, Nudsza, earlier told the PNP that Jaber has died and that she is a widow.
 
"Jaber and Nudsza's story is a stark example of how terrorism has put its claws on the integrity of a family. Fortunately, Jaber's duties as a father won over his loyalty to the ASG. Other surrenderors were identified as Jupihar Alih, 25, a former member of disbanded ASG urban group 'Ajang-ajang'; Hassan Albain, 25; William D Janatol, 38; Rajik L Alih, 34; Kaisal H Maddan, 22; and Ibin H Hapas, 57, a former member under ASG leader Radulan Sahiron. The authorities were also able to recover several firearms and ammunition including a garand and a .38 caliber pistol from the surrenderors.

Last month, Marine Battalion Landing Team - 8 was also able to facilitate the surrender of ASG Member Najuh A Amadul under late ASG subleader Hatip Munap Binda with his M16 rifle. Amadul is 55 years old and a resident of Brgy Kan Mindus, Luuk, Sulu. He is now peacefully living at his residence, constantly monitored and assisted by Brgy Kan-Mindus Chairperson Patta Bangalan.

PEACE DIALOGUE: INFORMATION, EDUCATION AND COMMUNICATION (IEC) CAMPAIGN FOR BOTH GPH AND MILF COMMANDERS.

The Joint Task Force Basilan headed by BGEN DOMINGO B GOBWAY PA attended the Peace Dialogue, Information, Education and Communication (IEC) Campaign for both GPH and MILF Commanders held at Function Room of Lamitan Hostel, Lamitan City, Basilan.

The activity was facilitated by BGEN ANTONIO G NAFARRETE PA Chairman, GPH CCCH, and PBGEN ERSON U DIGAL Chairman of GPH AHJAG together with LTC HASMIN L HAJIMUDDIN, Western Mindanao Action Officer/GPH AHJAG. Also present during the activity were MALIK CARIL, member of MILF CCCH, ISMAEL MAMISCAL, Staff, MILF CCCH, GAPOR UTTO staff, MILG AHJAG, Mr Ryan Dave C Jungco, Chief for Operations Officer, Ms Reshiel Sombrio, Secretariat and Ms Lady Janice Lozada, Secretariat Staff.

The said activity aims for both unit commanders of the Philippine Army and MILF to have a common understanding on the policies, guidelines and protocols pertaining to the normalization process between GPH and MILF to which, people of Basilan will continue to inherit peaceful and prosperous life.

March 05, 2021, Kuta Heneral Teodulfo Bautista Jolo, Sulu – Aiming to strengthen community-based approaches to safety and security, Commander of Joint Task Force-Sulu MGen William N Gonzales and Talipao Mayor Nivocadnezar Tulawie graces the first ever Municipality of Talipao Barangay Peace Action Teams (BPATs) general assembly at Brgy Bilaan, Talipao, Sulu.

Around 520 BPATs members from 52 barangays were present during the 1st Talipao BPATs General Assembly. During the event MGen Gonzales, Mayor Tulawie, PNP SULU Overall-in-Charge PLtc Kris Conrad Gutierrez and Talipao BPAT Commander Najar "Marlboro" Hajar discussed updates on security situation of the municipality and of the whole province as well.
 
MGen Gonzales highlighted the importance of “bayanihan” especially in facing the threat of terrorism alongside confronting the COVID-19 Pandemic. "Kayo ang nagsisilbing tagabantay ng inyong komunidad bilang first line of defense laban sa mga teroristang Abu Sayyaf. Kayo rin ang inaasahan naming katuwang sa pagpapatupad ng health protocols laban sa pandemic," he addressed the members present.

The BPATs are the implementers of Barangay Peacekeeping operations of the PNP. For the case of Talipao, 2nd Special Forces Battalion (2SFBn)'s community organizing skills were able to encourage the barangay chiefs to formally establish their BPATs. According to 2SFBn Commander Ltc Jooney Businos the total numbers of Talipao BPATs is Eight Hundred Forty Three (843) because of BPAT Commander Marlboro. "Kakaiba yung pagiging aktibo ng mga BPAT dito sa area namin. Ilang beses na silang nakapag-volunteer na samahan ang tropa bilang guide papasok sa mga liblib na lugar. Marami na rin kaming patrols na nakasama namin sila. Many instances din sila mismo sa level nila nagsasagawa ng mga patrols para talagang walang masasamang loob ang magtangka na pumasok sa barangay nila."

As part of the assembly, attendees signed a 'Commitment for Peace and Order' which declares ASG as persona non grata in their own respective areas. It also indicated that signatories shall empower Madrasahs to institutionalized Islamic values and practices inherently Tausug in character that promotes mutual respect and peaceful coexistence. Further, it stated that they will work hand in hand with other government agencies to pursue initiatives that will strengthen and institutionalize the public safety, security and well-being of the community.

Also present during the activity were 11th Infantry Division, Assistant Division Commander BGen Manuel V Sequitin, 1101st Brigade Commander BGen Antonio I Bautista, 1102nd Brigade Commander Col Benjamin Batara Jr, Vice Mayor of Talipao Zulpicar Tulawie and Sangguniang Bayan member Hji Abejar Sahimarri.

The total number of Abu Sayyaf Group members who yielded to the military rises to 40 as another member surrendered in Tawi-Tawi on the afternoon of March 4, 2021.

“Based on the report submitted by Joint Task Force Tawi-Tawi, a certain Muharral Jamalul Kadiri, a.k.a. Al/Als/Ars/Arral/Kadir, 34 years old, married, and a resident of Barangay Lakit-Lakit, Bongao, Tawi-Tawi submitted himself to the troops of the Marine Battalion Landing Team-12 at 2 p.m. Thursday,” said Lt. Gen. Corleto Vinluan, Jr., Commander of the Western Mindanao Command.

“He brought along with him his customized Cal. M14 U.S. rifle with one magazine and 13 live ammunition,” Lt. Gen. Vinluan, Jr. added.

According to Lt. Col. Henry Espinosa, Commanding Officer of the MBLT-12, Kadiri was recruited by the Sulu-based ASG under sub-leader “Iko” and “Samuel” sometime in 2018 and was involved in seven encounters with the Philippine Army in the province of Sulu particularly in the areas of Patikul and Maimbung.

Kadiri said that he left the group sometime in 2019 due to the intensified focused military operations that might take his life. He moved to Bongao and lay low for more than a year after which he finally decided to return to the fold of the law.

“I would like to commend the troops of the Marine Battalion Landing Team-12 for the numerous accomplishments and significant gains in the campaign against terrorism and lawlessness in the island municipalities of Tawi-Tawi,” said Brig. Gen. Arturo Rojas, Commander of the Joint Task Force Tawi-Tawi.

The surrendered personality is currently undergoing custodial debriefing at the MBLT-12 headquarters prior to his turn-over to the local government of Bongao.

Kadiri is the 40th member of the ASG who surrendered to the armed forces from January 2021 to date. Among the 40, 32 surrendered in Sulu, six in Basilan, and two in Tawi-Tawi.

“This is a significant breakthrough in our peace campaign. We hope that the remaining members of the different threat groups in our area of operation will also be enlightened and will choose to end their armed struggle in a peaceful way,” said Lt. Gen. Vinluan, Jr.

“Rest assured that we will continue to intensify our operations to pin down those who refuse to cooperate with us and thereby dismantle the terror groups in western, southern, and central Mindanao,” the commander added.

CAMP SIONGCO, Maguindanao - The former Assistant Chief of Staff for Personnel, G1 Lt. Col. Clairemont Pinpin formally assumed his new position as Commandant of 6th Division Training School in the change of command ceremony held at 6DTS in Brgy. Semba, DOS, Maguindanao on March 2, 2021.

Major General Juvymax R. Uy, Commander of Joint Task Force Central and 6th Infantry ‘Kampilan’ Division led the traditional military ceremony, wherein Col. Florencio Politud Jr. who already assumed as Group Commander of 12 Regional Community Defense Group (RCDG), vacated his post as Commandant of 6DTS.

In his message, Maj Gen Uy lauded the efforts of Col. Politud in conforming to the standard of the organization to produce quality soldiers through individual, unit and organizational trainings.

“To the new Commandant, Lt. Col. Clairemont Pinpin, gaya ng pagbigay ko ng unit color, my guidance can be summarized in only two words, ‘Be Sure’, this also includes all the officers, men and women of the 6DTS” the Division Commander said.

“Never abuse our soldier trainees. Abusing them will produce an abusive soldier in the future which will make our service to the community irrelevant. No automatic deduction, walang issue-matic”, Maj. Gen. Uy further stressed during his speech.

Maj. Gen. Juvymax R. Uy, Commander of 6th ID and Joint Task Force Central led the donning of ranks to four (4) newly promoted officers in a ceremony held at Kampilan Clubhouse, Camp Siongco, Awang, Datu Odin Sinsuat, Maguindanao on March 2, 2021.

Maj. Gen. Uy congratulated the following promotees after the donning of ranks: Lt. Col. Omar Orozco and Lt. Col. Roberto Breboneria to full-fledged Colonel; 2nd Lt. Henna Jullette Sergio and 2nd Lt. Cherry Collado to 1st Lieutenant.

"The donning of ranks manifests our recognition of our troops for their selfless service to our people. The morale of our troops is an essential factor in maintaining the peace in our area of responsibility”, Maj. Gen. Uy said in his message.

In the military, promotion to the next higher rank passes through a stringent and deliberate approval process, making those who have promoted a cut among the rest in terms of service reputation and accomplishments.

CAMP MELCHOR F DELA CRUZ, Upi, Gamu, Isabela- Nagkaisa ang 28 na mga barangay sa bayan ng Delfin Albano, Isabela sa pagdedeklara ng Persona Non Grata laban sa mga teroristang Communist Party of the Philippines-New People’s Army (CPP-NPA) matapos maipasa ang resolusyon noong ika-4 ng Marso 2021.

Sa bisa ng resolusyong ipinasa ng Liga ng mga Barangay (LNB), hindi tatanggapin ang mga rebeldeng CPP-NPA sa mga barangay ng naturang munisipalidad. Ang resolusyon ay ipinasa dahil sa dami ng mga naitalang insidente ng pang-aabuso, pananakot, pangingikil at pangmamalupit ng teroristang CPP-NPA sa mga inosenteng indibidwal kabilang narin ang mga ginagawang pag-atake sa mga tropa ng pamahalaan.

Batay din sa naipasang resolusyon, paiigtingin din ng LNB ang kanilang koordinasyon sa hanay ng kasundaluhan maging sa kapulisan upang masigurong hindi makapapasok sa kanilang bayan ang teroristang CPP-NPA. Hindi na umano nila hahayaang makapanlinlang, makapanakot at makapagrekrut ang teroristang CPP-NPA.

Ayon kay Barangay Captain Jay Caliguiran, Presidente ng LNB sa nasabing bayan, agaran nilang ipagbibigay alam sa kasundaluhan at kapulisan ang anu mang impormasyon na kanilang makakalap tungkol sa teroristang CPP-NPA. Aniya, kaisa sila sa adhikain ng pamahalaan na masugpo ang armadong grupo na isa sa mga nagpapahirap sa kanilang pamumuhay lalo na sa kanilang nasasakupan. “Iisa ang ating layunin. Ang mapaunlad ang ating bayan at mailayo ang ating pamilya’t mahal sa buhay mula sa mapagsamantalang NPA. Ipinapangako ko sa ating kasundaluhan at kapulisan na walang makakapasok na mga rebelde sa aming mga barangay. Hangad naming mapanatili ang mapayapa at maunlad na barangay dito sa Delfin Albano. Kaisa ninyo kami sa pagsugpo sa teroristang CPP-NPA!”

Inihayag naman ni MGen Laurence E Mina PA, Commander ng 5th Infantry Division, Philippine Army ang kanyang pasasalamat sa ginawang hakbang ng mga kapitan sa bayan ng Delfin Albano upang mapabilis ang pagsugpo sa insurhensiya. “Hangad natin ang pag-unlad ng ating bayan. Ang hakbang na ito ay isang malaking ambag sa kampanya ng pamahalaan na tuluyan ng mawakasan ang insurhensiya sa ating bansa. Umaasa ako, na magtutuluy-tuloy ang ating ugnayan at pagtutulungan upang mapagtagumpayan natin ang ating laban kontra insurhensiya.”

Samantala, matatandaang kamakailan lamang ay idineklara na ring Persona Non Grata ang mga teroristang CPP-NPA sa bayan ng Tumauini, Isabela.

BANCASI, Butuan City – Former members of the Communist Terrorist Group (CTG) organization, Nagkahiusang Mag-uuma sa Agusan del Sur (NAMASUR), and now reorganized and renamed as Esperanza United Farmers Federation Association (EUFFA) will receive various livelihood projects from the Poverty Reduction, Livelihood, and Employment Cluster of the Provincial Task Force in Ending Local Communist Armed Conflict (PTF-ELCAC) in Agusan del Sur during a meeting in the afternoon of March 02, 2021, at Piglawigan Mulit-purpose Hall, Brgy Piglawigan, Esperanza, Agusan del Sur.

The meeting was spearheaded by the Municipal Council Member of Esperanza, Hon Erwin Dumaguing, the Peace and Order Committee Chairman, representing the LGU Esperanza, together with the Army’s 42nd CMO Company, 1st Lieutenant Ashley Del Rosario, under the operational control of the 402nd Infantry (Stingers) Brigade purposely to thresh out organizational issues and plan out sustainable livelihood projects and other interventions to be poured in by the LGU of Esperanza and other Local Government Agencies (LGAs) such as TESDA and DTI Agusan Sur to the EUFFA.

PRLEC Chairman and Provincial Director of Agusan del Sur, Director Lorenzo “Jojo” Guillermo, committed to facilitate different sustainable livelihood projects from different agencies of the PRLEC mainly from TESDA, DOLE, DTI and DA. He discussed the role of TESDA in helping the communities as part of the PRLEC and what the cluster can provide to benefit the farmers.

“Thank you for giving us this opportunity to help. We are really looking for an organization already accredited as people’s organization in a municipality and with DOLE. Trainings must commensurate to the needs of the communities and the available resources so that it will be sustainable and so that the trainings and other interventions will surely benefit the communities. As a start-up, TESDA will conduct agricultural training for Lemon Grass production while as PRLEC Chairman in the province, I can facilitate the programs of other member agencies for your federation”, Director Guillermo said.

Meanwhile, Hon Erwin Dumaguing discussed the issues and concerns of the 15 associations raised during the peace and order committee meeting. He said “The LGU in partnership with the Army will provide guidance to the members and ensure that they will be capacitated first with skills before the LGU will provide fund support. The organization is special because all agencies is giving special attention to you under the EO Nr 70”.

The EUFFA is the newly organized federation accredited by the Municipality of Esperanza as People’s Organization composed of fifteen (15) different associations from 15 Barangays of the municipality after its leaders and members withdrew their support to the Nagkahiusang Mag-uuma sa Agusan del Sur (NAMASUR) organization that was exposed as Communist Terrorist Group (CTG) legal front organization utilized as resource fund generation and as staging platform for potential recruits to become NPA members.

During the meeting, Ka Maria of GF21, NEMRC who surrendered to 36IB last 2018 provided a testimony and discussed her experiences as NAMASUR staff in the said municipality in 2015 while she was a student of the Philippine Normal University (PNU) in Agusan del Sur before she eventually joined as NPA fighter.

“Mangayo kog pasaylo sa tanan nga kadaut na akong nabuhat og ang akong paglinla kaninyo. Sama ninyu, ako usa ra pud ka biktima sa teroristang CPPNPANDF. Ako ang buhing testimonya nga ang NAMASUR usa ka legal front organization sa NPA. Nibalik ko diri human sa pipila ka tuiga human ako misurender na arun maghatag katin-awan sa tanan nga anaa pay pagduha duha mahitungod sa NAMASUR nga iya sa CPP-NPA-NDF”, Ka Maria or fondly called now as Chinchin said.

Ka Maria disclosed that she is the only one (1) alive out of the seven (7) youths recruited as NPA combatants and became regular members of GF21A from being a NAMASUR staff/organizer.

In his statement, Brigadier General Maurito L Licudine, Commander of the 402nd Brigade, said “We are thankful to the LGU of Esperanza for the active and unwavering support in our efforts against the CTG legal front organization that deceived and manipulated our farmers.
