Dinudumog ng militar ang Partido area. Mula sa siyam na barangay noong Mayo, 23 nang barangay o 61% ng bayan ng Tinambac ang sinasalanta sa kasalukuyan ng operasyong Retooled Community Support Program (RCSP). Tatlong barangay sa Lagonoy at dalawa pang barangay sa Goa ang militarisado rin.

Tapat sa pagiging mersenaryo, nagsisilbing goons ng mga dambuhalang dayuhang kumpanya sa pagmimina, quarrying at ekoturismo ang AFP-PNP-CAFGU. Matagal nang target ng mga operasyong militar ang Partido Area dahil sagana ito sa likas na yaman. Taktikal ang pwesto ng Tinambac dahil dito nakapalibot ang Siruma, Lagonoy at Caramoan, na pinakamalaking water reservoir sa Camarines Sur. Ang malalawak na kabundukan ng Partido Area ang siya ring pinagkukuhaan ng iba’t ibang mineral at punongkahoy na ineeksport sa ibang bansa. Ang mga operasyon ng SOT, PDT at, ngayon, RCSP, ay nagsisilbing pamamaraan upang hawanin ang lahat ng hadlang sa tuluy-tuloy na operasyon ng mga minahan at pagpapatayo ng malalapad na kalsada para sa mga dump truck ng mga ito at iba pang mapaminsalang proyekto.

Kung gaano kasunud-sunuran sa mga kapitalista, siya namang tigas ng mukha ng militar habang naghahari-harian sa mga komunidad. Labag sa International Humanitarian Law, inangkin na ng militar ang mga eskwelahan at mga barangay hall sa Tinambac at ginawang base o HQ ang mga ito para sa mga tim na nagsasagawa ng RCSP. Sa Brgy. Bayang, Pantat, kinuha na ng 83rd IBPA ang susi ng eskwelahang ginagamit nila. Tuluy-tuloy din ang interogasyon at pambabanta ng militar sa buhay ng masang anakpawis. Isinasailalim nila sa matinding interogasyon kahit ang mga magsasakang nakakasalubong lang nila habang ginagalugad ang mga kabundukan at mga baryo. Hanggang sa kasalukuyan, hindi pa rin nila ilinilitaw ang kabataang magsasaka dinukot sa Sitio Pagsimbugan, Brgy. Mapid, Lagonoy noong Abril.

Mahigpit na nananawagan ang TPC-BHB East Camarines Sur sa lahat ng mga residente ng Partido Area na palakasin ang kanilang pagkakaisa at pagkilos laban sa RCSP at sa iba pang pasistang pakana ng rehimeng US-Duterte. Ipagtanggol ang kanilang mga komunidad, ang kanilang buhay at kabuhayan mula sa pananalasa ng mga berdugo.

Higit kailanman, dapat palakasin ng mamamayan ang kanilang pagkakaisa at suporta at paglahok sa armadong pakikibaka bilang depensa sa pananalasa ng pasismo. Sinumang nasa wastong edad, nasa maayos na pangagatawan at pag-iisip at handang magsilbi sa kanilang kapwa ay buong-lugod na tatanggapin ng Pulang hukbo sa kanilang mga yunit.

Hamon ito para sa mga kumander at mandirigma ng TPC-BHB East Camarines Sur na lahatang-panig na magpakahusay upang epektibong maipagtanggol at maorganisa ang masa upang mapataas ang antas ng kanilang paglaban. Mayroon man o walang operasyong militar, katuwang ng masa ang kanilang Hukbo upang isulong ang kanilang interes.

Kakambal ng anumang operasyon ng AFP-PNP-CAFGU ang pagdanak ng dugo at pagkitil ng karapatang tao ng sibilyang populasyon. Nitong Hunyo 14-22, anim na sibilyan ang inaresto ng pulis. Nangangahulugan ito ng halos araw-araw na pang-aaresto ng mga sibilyan sa loob lamang ng isang linggo. Ilan sa mga inaresto sa panahong ito ay kabilang sa 20 Masbatenyong sinampahan ng gawa-gawang kaso nitong Hunyo 26 at pilit na iniuugnay sa rebolusyonaryong kilusan.

Maliban pa sa mga inaresto sa Masbate, inaresto rin ng PNP si Jesus Macinas, isang senior citizen, sa Sitio Camagong, Brgy. San Ramon, Donsol, Sorsogon at pinaratangang kasapi ng NPA. Tuluy-tuloy din ang panghahalihaw ng AFP-PNP-CAFGU sa mga komunidad, sa tabing ng Retooled Community Support Program (RCSP) o pamimilit sa mga residenteng magpabakuna laban sa Covid-19. Tuluy-tuloy din ang paghahasik ng lagim ng PNP sa paglulunsad ng Simultaneous Anti-Criminality and Law Enforcement Operations (SACLEO) sa iba’t ibang bahagi ng rehiyon.

Walang kredibilidad ang mga operasyong ilinulunsad ng AFP-PNP-CAFGU. Paulit-ulit, nasasaksihan ng masang Bikolanong wala itong ibang idinulot kung hindi ang papalobong bilang ng iligal na inaaresto, hinaharas, pinapaslang at iba pang paglabag sa karapatang tao. Kaya itago man sa katwirang kontra-kriminalidad o kontra-terorismo, pagpapalaganap ng impormasyon tungkol sa pandemya o kahit simpleng pagsesensus, lumalabas at lumalabas din ang tunay nilang pakay: ang magwasiwas ng teror sa mga komunidad at supilin ng paglaban ng mamamayan. Tunay na nasa kaibuturan na ng institusyon ng AFP-PNP-CAFGU ang pagiging berdugo.

Suyang-suya na ang mamamayan sa de-plakang katwirang ‘nanlaban’ o NPA ang mga biktima ng AFP-PNP-CAFGU. Ngayon, higit na lumalakas ang kanilang kaisahang ipagtagumpay ang laban upang biguin ang mga operasyong mlitar at pulis sa rehiyon at ganap na mapabagsak ang rehimeng US-Duterte. Kasama ang buong rebolusyonaryong kilusan, hindi matitinag ng ligalig at teror na dala ng mga operasyong militar at pulis sa Bikol ang kanilang paglaban para sa katarungan at kalayaan.

Hindi nakapagtatakang desperado nang manawagan ang mga terorista at pahirap na gaya ni Duterte na mag-armas ang sibilyang populasyon. Lantad na lantad na ang pangangatog ng kanyang tuhod sa harap ng lumalakas na armadong paglaban ng mamamayan. Ngunit, hindi na kailangang udyukan ang mamamayang mag-armas. Ilang siglo na nila itong ginagawa at ginagamit upang ipagtanggol ang kanilang mga sarili – nga lamang, hindi upang pagsilbihan ang naghaharing uri, kung hindi upang isulong ang kanilang makatwirang digma. Buong higpit na tinatanganan ng mamamayan ang kanilang armas upang wasakin ang kasalukuyang sistema at itayo ang panibagong tunay na magsisilbi sa kanila.

Kailanman, hindi pipiliin ng mamamayang maging bahagi ng madugong gera at ipahamak ang kanilang kapwa. Bakit nila tutulungan ang mga pumaslang sa kanilang mga kamag-anak? Paulit-ulit silang naging saksi sa pagdanak ng dugo at pagsikil ng mga karapatan dulot ng gera kontra-droga, lockdown at iba pang operasyong militar at pulis at kawalan ng hustisya. Hindi kailanman sasayangin ng mamamayan ang kanilang buhay at lakas upang ipagtanggol ang isang estadong pumiga ng kanilang pawis at dugo para sa pagpapayaman at pagpapalakas ng kapangyarihan ng iilan.

Ngunit mayroong makatwirang dahilan ang mamamayang mag-armas. Sa mahigit limang dekada, sinusuportahan at linalahukan nila ang digmang bayan dahil ito ang nagbibigay sa kanila ng lakas upang ipagtanggol ang kanilang sarili mula sa tunay nilang kaaway – ang mga papet na kinatawan ng naghaharing-uri gaya ni Duterte at ang buong makinarya ng pasistang estado, ang malalaking panginoong maylupa, burgesya kumprador at mga imperyalistang kapangyarihan. Mulat, kusa at mapagpasya silang nag-aarmas para sa demokratikong rebolusyong bayan dahil handa silang itaguyod at ipagtanggol ang demokratikong interes nila at ng kanilang kapwa inaapi’t pinagsasamantalahan. Ito ang nagbibigay ng superyoridad at lakas sa rebolusyonaryong digmang ilinulunsad ng CPP-NPA-NDFP kumpara sa gerang iwinawasiwas ng AFP-PNP-CAFGU laban sa mamamayan.

Patuloy na lalakas at lalawak ang suporta ng mamamayan para sa digmang bayan hangga’t umiiral ang mga kundisyong nagtutulak sa kanilang magrebolusyon – ang walang puknat na pang-aapi at pagsasamantala sa ilalim ng malakolonyal at malapyudal na sistema ng lipunan. Para sa pagsulong at pananagumpay ng digmang bayan, higit na magpapakahusay ang mga kumander at mandirigma ng RJC-BHB Bikol sa pagsasapraktika ng taktikang gerilya at panghahawakan ang disiplinang bakal ng BHB.

Hinihikayat ng RJC-BHB Bikol ang sinumang nasa wastong edad, mayroong maayos na pangangatawan at pag-iisip at handang magsilbi sa taumbayang tumangan ng armas at maging bahagi ng makatarungan at makatwirang digma ng mamamayan. Bukas ang mga yunit ng Pulang hukbo at mga sonang gerilya kahit sa mga elemento ng AFP-PNP-CAFGU na handang magpanibagong-hubog at tunay na gampanan ang kanilang panatang ipagtanggol ang mamamayan.

Sama-sama, wawakasan at papanagutin ng mamamayan ang tiranong paghahari ni Duterte. Sama-sama, mag-aarmas sila upang makamit ang katarungan at kalayaan.

Malampusong gi raid sa NPA-Surigao del Sur ang mga armadong gwardya sa MR1 Construction sa may Brgy. Zone 3, Lungsod sa Lanuza, Surigao del sur niadtong Hunyo 24, 2021 bandang alas 8:47 sa kagabhion.

Pagdis-arma lamang unta ang ipahigayon sa mga NPA apan nahitabo ang pinusilay dihang misukol ang mga armadong gwardya niini.

Usa sa namatay ang usa ka ex-cafgu nga si Edwin Daraman, hingkod ang pangidaron lumolupyo sa Brgy. San Roque, Madrid, S.D.S ug laing usa nga samaron nga usa sa kanhing Cafgu nga si Melvin Buniel kinsa nadapatan pa og first aid sa mga rebolusyonaryong medikal nga parehong lumolupyo sa nahisgutang lugar.

Gawas sa napatay ug samdan, dali-daling nakasibat ang usa ka aktibong Cafgu nga nailang si Mr. Tangkaag.

Gisunog gilayon ang mga equipment nga gilangkoban sa 2 ka mga backhoe ug usa ka pison.

Human sa hitabo giambush sa NPA-SDS ang miresponde nga pwersa sa kapulisan nga nagsakay sa patrol car. Milungtad sa 2 minutos ang pagsinukliay og mga bala sa mga NPA batok sa mga kapulisan.

Kadungan niini giharass na usab sa NPA ang naka standby nga mga personahe sa Regional Mobile Group o (RMG).

Nasayran nga si Paulo Lopez ang usa ka bayaw ni Congressman Butch Pichay sa nahisgutang probinsya ang nanag-iya sa pagpadagan ug pagdumala sa MR1 Construction ug kakusanbo niini ang tag-as nga mga opisyal sa mga pasistang Armed Forces of the Philippines ug Philippine National Police.

Nakumpiska sa Bagong Hukbong Bayan ng 2 ka M16 armalite rifle, 1 Shotgun,1 ka punto 45 cal. pistol, 2 ka mga bandolier, 8 ka VHF handheld radio ug ubay-ubay nga mga buhing bala.

Mikabat sa 5 minutos ang pagpangatake.

Ang malampusong raid nga gilunsad sa mga NPA nagpakita sa padayong nagkalapad nga suportang masa sukwahi sa gipasiatab sa AFP ug PNP nga gi deklara kuno sa katawhan nga persona non grata ang rebolusyonaryong kalihukan sa munisipyo ug tibuok bahin sa rehiyon sa Caraga.

Camp Leon Kilat, Tanjay City, Negros Oriental – Fourteen (14) Former Rebels (FRs) received financial and livelihood assistance through the Enhanced Comprehensive Local Integration Program (E-CLIP). The awarding ceremony was held at the Convention Center, Dumaguete City, Negros Oriental on June 24, 2021.

Each of the FR received immediate assistance worth Php 15,000.00 and six (6) of them received livelihood assistance worth Php 50,000.00, while four (4) FRs with firearms remuneration.

Hon. Roel R. Degamo, E-CLIP Committee Chair and Col. Leonardo I. Peña, Commander 302nd Infantry Brigade formally turned over the cash assistance to the beneficiaries.

The distribution of the assistance is part of the government program for the former Communist Terrorist Group members who returned to the fold of the law and chose to live peacefully with their families.

Meanwhile, Hon Degamo lauded the beneficiaries for making the right decision to surrender to the government and abandoned the armed struggle. He emphasized that the provincial government strongly campaigns to achieve a genuine peace and progress in Negros Oriental.

“In partnership with other government agencies, we are doing everything to address the insurgency problem in the province. Likewise, we are working together to attain our goal of insurgency-free Negros Island,” Degamo said.

Mr. Leocadio T. Trovela, Director DILG-Region 7 also said in his message that through the help of the government’s E-CLIP, the FRs could start their life together with their loved ones.

Moreover, Sec. Michael Lloyd L Dino, Office of the Presidential Adviser for the Visayas welcomed the former rebels and conveyed his heartfelt gratitude.

“The Executive Order 70 is promulgated to centralize all government efforts to reintegrate former rebels and maximize socio-economic and political impact in the communities,” Dino added.

Furthermore, Col. Peña, reminded the former rebels to use the financial and livelihood assistance wisely in order to sustain their daily living.

“This is our plea to the other members of Communist Terrorist Groups in the island of Negros; lay down your arms peacefully and let the government help you to live normally with your family.”

BALER, Aurora – Two CPP-NPA terrorist members surrendered to government troops in Aurora province on June 25, 2021.

According to the report from the Philippine Army’s 91st Infantry “Sinagtala” Battalion (91IB) 7th Infantry “Kaugnay” Division (7ID), the former rebels were identified as “Ka Max” and “Ka Dodong”, member of Komiteng Larangang Guerilla Sierra Madre (KLG-SM) of NPA’s Sentro De Gabridad (SDG) Platoon in this province.

Lt. Col. Reandrew P. Rubio, Commander 91IB said that joint elements of 1st Aurora Provincial Mobile Force Company (APMFC) led by Police Major Bartolome A. Antolin, Force Commander, together with the Police personnel of Baler and Maria Aurora Police Stations and other security forces facilitated the voluntary surrender of two (2) former member CTG in Barangay Calabuanan, Baler, Aurora.

Lt. Col. Rubio added that the surrenderers were decided to yield because of their desire to live a peacefully with their family.

The former rebels also revealed that they experienced hardships, abuses and corruptions inside the terrorist organization.

“The surrender of two (2) former CPP-NPA-Terrorists CNTs was a clear manifestation that more dismantled terrorist will abandon the armed struggle. It is timely for them to surrender as government agencies are willing to extend services to the rebels who will return to the fold of the law. We appeal to those active armed rebels to lay down your arms and help the government to end this local armed conflict,” Lt. Col. Rubio said.

He also explained that the whole-of-nation approach of the National Task Force to End Local Communist Armed Conflict will continue.

He encouraged everyone to continue to work hand-in-hand to end the insurgency and achieve lasting peace in the whole province.

Pantukan, Davao de Oro – The 48th Infantry (Guardians) Battalion participates in the Department of Interior and Local Government’s (DILG) documentation of beneficiary barangays prior to implementation of Support to Barangay Development Program (SBDP) in Barangay Napnapan and Brgy Magnaga all of Pantukan, Davao de Oro on June 25, 2021.

Barangay Napnapan and Barangay Magnaga will receive 20 Million each worth of fund under SBDP after they have been declared as cleared barangays and is ready for further development. Upgrading/improvement of Farm to Market Road (FMR): Local Access Road is the SBDP Project of both barangays. DILG DDO Provincial Director Noel C. Duarte embraced the event together with Pantukan LGU Officer-In-Charge Hon. Cathy Pangan. NPA Dead; Army wounded during an encounter in Trinidad

CARMEN, Bohol – An incident was reported that a certain Ruel Quizon, a member of the newly organized Trinidad-Talibon Integrated Farmers Association was shot dead inside his residence in Purok Annex, Barangay San Vicente, Trinidad, Bohol at around 7:30 in the evening of June 26, 2021. The troops of 47IB immediately responded and conducted a pursuit operation that resulted in an encounter between the army and an undetermined number of armed men believed to be members of the Bohol Party Committee in Brgy Banlasan, Trinidad, Bohol around 9 pm on June 26, 2021.

The firefight lasted for 10 minutes and resulted in the death of one (1) Communist Terrorist Member identified as Joel Soria @Joyjoy while captured in the area were as follows: one (1) Caliber 45, one (1) hand grenade, two (2) magazines with live ammunition, one (1) baofeng radio, one (1) backpack with personal belongings, one (1) Bajaj Motorcycle and subversive documents.

As the remaining enemies withdraw in Brgy San Vicente, Trinidad the army continued the pursuit operation and another firefight transpired injuring a member of the 47IB caused by the shrapnel from a hand grenade thrown by the members of the Communist Terrorist Group. Additional captured in the area were USB, Baofeng radio charger, subversive documents, and personal belongings.
The wounded army trooper was already brought to the hospital and is now in a stable condition. The 47IB is still in its pursuit operation as of this report to capture the suspects responsible for the killing of Ruel Quizon who just living peacefully in the community.

SAN LUIS, Agusan del Sur – Seven (7) high-powered firearms were seized by the troops of the 26th Infantry (Ever Onward) Battalion under the operational control of 403rd Infantry (Peacemaker) Brigade, 4th Infantry (Diamond) Division, Philippine Army during an encounter while conducting military strike operations at the hinterlands of Sitio Kimambukadyang Brgy. Binicalan, San Luis, ADS, last June 22, 2021.

The encounter transpired at around 2 o’clock in the afternoon and the fierce firefight lasted for twenty (20) minutes that resulted to the seizure of the 7 high-powered firearms which consisted of one (1) AK47 rifle, three (3) M16 rifle, two (2) M653 Carbine and one (1) Garand rifle with clip. Various war paraphernalia were also recovered such as one (1) Baofeng commercial radio, two (2) cellular phone, ten (10) bandoleers, ten (10) backpacks, three (3) hammock, one (1) card reader, one (1) solar panel, ammunition, subversive documents and other personal belongings.

Also, a half sack of rice, coffee and other food supplies were also captured during the search in the encounter area that were extorted by the armed group from the local residents in the said community. The confronted armed group was composed of more or less 16 Communist NPA Terrorist (CNT) who were members of combined elements of the Sub-Region SDG Banglas and remnants of Guerilla Front (GF) 88 all from the North Central Mindanao Regional Committee (NCMRC) of the New People’s Army (NPA).The unit relentlessly deployed its military forces in its Area of Operations in order to disrupt the planned atrocities of the NPA upon receiving reports from concerned citizens about the encampment site of the said armed group.

Meanwhile, Lieutenant Colonel Reynald Romel A. Goce, Commanding Officer of 26IB, extended his gratitude to the concerned residents of Brgy. Binicalan. “The cooperation of our fellow Agusanons in our fight against insurgency had been strengthening our inter-operational efforts in confronting the enemy. We thank you for continuously providing reliable and timely reports about the presence of this lawless elements and for being our peace partners.”, he said.”With the seizure of these high-powered firearms, we believe that the NPA in our Area of Operations was demoralized and we will continue to pursue them aggressively under the rule of law until they abandon this futile armed struggle. Once again, we are encouraging our fellows in the armed group to peacefully lay down your arms, surrender and start a more peaceful life.”, Lieutenant Colonel Goce added.
The NPA is considered as the armed wing of the Communist Party of the Philippines-New People’s Army (CPP-NPA) which was officially designated by the Philippine Government, United States and European Union as a NPA.

TRINIDAD, Bohol — A suspected member of the New People’s Army (NPA) was killed in a firefight between the rebel group and government troopers on Saturday night here.

A military officer was also wounded and is now in stable condition after the encounter in Barangay San Vicente, Trinidad town.

In a statement, the Philippine Army’s 47th Infantry Battalion, said a certain Ruel Quizon, a member of the newly organized Trinidad-Talibon Integrated Farmers Association, was shot dead by unidentified men inside his residence in Purok Annex in Trinidad town at around 7:30 p.m. Saturday.

The troops of the 47th IB immediately responded and conducted a hot pursuit operation that resulted in an encounter between the army and an undetermined number of armed men believed to be members of the Bohol Party Committee in Barangay Banlasan in Trinidad town at around 9 p.m.

The firefight lasted for 10 minutes and resulted in the death of suspected rebel Joel Soria.

The government troopers also seized in the area a .45 caliber pistol, a hand grenade, two magazines with live ammunition, a backpack with personal belongings, a motorcycle, and subversive documents.

The army continued the operation where a member of the 47th IB was wounded by shrapnel from a hand grenade thrown by the members of the NPA.

The wounded soldier was brought to a hospital and is now in stable condition.

The 47th IB was still going after the rebels as of this writing to capture the persons responsible for the killing of Quizon.

“The Katapatan Troopers are sending our condolences to the bereaved family for losing their loved one. We pray that the Almighty heals your heart in this time of grief. The Government of Indonesia through the Consul General recognized the dedication and commitment of the officers and personnel of Joint Task Force (JTF) Tawi-Tawi in strengthening the bilateral cooperation between Indonesia and the Philippines.

On June 26, Indonesian Consul General Dicky Fabrian personally awarded a Certificate of Commendation to JTF Tawi-Tawi Commander Brig. Gen. Arturo Rojas for the concerned effort and assistance of the unit in rescuing the four Indonesian kidnap victims of the Abu Sayyaf Group last March 18 and 21 this year.

According to Consul General Fabrian, the invaluable contribution of the Marines exemplifies their dedication and commitment to the mutual interest of the two countries.

“I would like to express my sincere gratitude to you all. Let us continue to intensify our good relations for the common good,” Fabrian said.

The awarding and handing over of tokens to the Marines was held at the 2nd Marine Brigade headquarters in Sanga-Sanga, Bongao, Tawi-Tawi.

In his message, Brig. Gen. Rojas thanked the Consul General for the commendation.

“Rest assured that we will continue our efforts to enhance our mutual cooperation and interoperability for the benefit of both the Indonesians and the Filipinos, and our neighboring countries,” he said.

In March 2021, joint troops of JTF Tawi-Tawi and the Philippine National Police successfully rescued four Indonesian kidnap victims and neutralized ASG Sub-leader AKA ‘Apo Mike’ in Tawi-Tawi.

Lt. Gen. Corleto Vinluan, Jr., commander of Western Mindanao Command, extended his gratitude to the Indonesian government through Consul General Fabrian for recognizing the efforts of the Philippine soldiers.

“I hope that our successes will foster better understanding among us while we continue to address security concerns on our shared maritime waters,” Vinluan said.

During his visit to Tawi-Tawi, Consul General Fabrian was accompanied by Puguh Tedjobaskoro, Protocol and Consul Affairs Officer; Galih Priya Kartika Perdhana, Immigration Officer; Commander Bambang Widodo, Chief Indonesian Liaison Officer; and other staff.

The recent attack of the New People’s Army (NPA) on a construction site in Surigao del Sur that resulted in the death of a civilian is yet another proof that communists know nothing but kill and spread dissent.

Philippine National Police (PNP) chief Gen. Guillermo Eleazar said the NPA rebels who torched construction equipment, killed site caretaker Eldrin Daraman, and injured two others in Lanuza town on Thursday showed anew the group’s disrespect for life and rule of law.

The owners of the construction site reportedly did not give in to the extortion demands of the rebels.

“I strongly condemn this senseless attack perpetrated by CPP (Communist Party of the Philippines)-NPA rebels. They do nothing but cause chaos, violence, and death,” Eleazar said in a statement sent to reporters on Saturday.

Eleazar said the MR1 Construction in Purok 2, Barangay Zone 2 was attacked by about 20 members of the CPP-NPA North Eastern Mindanao Regional Committee-Guerrilla Front 30.

The rebels engaged responding elements of the Lanuza Municipal Police Station, Surigao del Sur 2nd Provincial Mobile Force Company, and the 36th Infantry Battalion in a brief firefight before fleeing.

International law violators

Eleazar said the incident violated the International Humanitarian Law and Republic Act 9851, or the Philippine Act on Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity, when the rebels intentionally directed attacks against a civilian population not taking direct part in hostilities.

“Sa ginagawa ng mga rebeldeng komunista na pag-atake sa mga sibilyan, kasama na dito ang paggamit ng landmines, pinatutunayan nila na wala silang respeto sa International Humanitarian Law (With communist rebels carrying out attacks on civilians, including the use of landmines, they are proving that they have no respect for International Humanitarian Law),” he stressed.

He has ordered police forces in the Caraga Region to intensify pursuit operations and legal offensive actions against the attackers.

“Patunay ito na nagsisinungaling ang CPP-NPA noong sinabi nilang hindi sadya ang pagkakapaslang nila sa Absalon cousins sa Masbate City (This proves that the CPP-NPA lied when they said that they did not deliberately kill the Absalon cousins in Masbate City),” he said, referring to Kieth and Nolven who died in an anti-personnel mine explosion while cycling on June 6.

“Hindi talaga dapat pagkatiwalaan ang mga rebeldeng komunista dahil sinalakay nila ang construction site kung saan mga trabahador lamang ang mga biktima, dahil tumanggi ang kumpanya sa kanilang tangkang pangingikil (The communist rebels should not be trusted because they attacked the construction site, where only workers were the victims, because the company refused to give what they want),” he added.

In a separate statement, Brig. Gen. Romeo Caramat Jr., Caraga Director, condemned the “dastardly acts of the NPA rebels who masquerade as protectors of human rights but terrorize the business sector, as well as the local folks”.

The attack, Caramat added, would hamper the implementation of development programs and projects in the area.

He also appealed to communities to help government troops by providing vital information about the illegal activities of the enemies of the state.

“Investigators are preparing the documents for filing of multiple charges against the perpetrators. We assure the ends of justice will be served for the victims and their families. The NPA terrorists deserve to suffer the full wrath of the law,” Caramat said.

The CPP-NPA, which has been waging a five-decade armed struggle against the government, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.
