Jose Maria Sison, the self-exiled founder of the Communist Party of the Philippines, is the one who "proudly red-tagged" front organizations of the CPP-New People’s Army-National Democratic Front (CPP-NPA-NDF), incoming National Intelligence Coordinating Agency (NICA) Director-General Ricardo de Leon said Thursday.

De Leon debunked the claim of some groups about the supposed “red-tagging" activities of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

“First, let me clarify that...the government forces, we do not do red-tagging. Binibigyan natin ng emphasis. Sino ba 'yung nagsabing mang-red tag, 'di ba si Joma Sison (We are giving emphasis on that. Isn't it Joma Sison who red-tagged?),”
De Leon said in an interview over ANC, referring to an old video of the founding chair naming the groups affiliated with the CPP-NPA-NDF.

He denied claims that the government, particularly NTF-ELCAC officials, were “intentionally” linking persons and groups to the CPP-NPA-NDF.

“In the tapes that we have been observing, siya (Joma) ang nagdideklara na ‘iyan ang front natin ganyan (he is the one declaring that it's their front organizations)…We can start on that premise and we can show videos on how Joma Sison was really proudly tagging these organizations,”
he said.


During an international conference in Belgium in 1987, Sison, who is in self-exile in the Netherlands since the 1980s, identified the Kilusang Mayo Uno, Kilusang Magbubukid ng Pilipinas, Gabriela, Alliance of Concerned Teachers, League of Filipino Students, and KADENA as part of the CPP-NPA’s forces in advancing the Philippine revolution.

Sison's videos naming front groups are being played in academic institutions as part of the government’s efforts to make the youth aware of the communist's recruitment process through the front and underground organizations of the CPP-NPA-NDF.

“Our idea here is how do you protect children from being recruited for this cause and what would be the impact to their families. That’s what we’ve been telling because we don’t want to be accused of red-tagging them,” he said.

De Leon said there is always a basis when organizations have been identified as connected to the CPP-NPA-NDF.

Meanwhile, various NTF-ELCAC officials have been insisting that “no one is red-tagging anyone” unless the former NPA members would confirm their links to the communist groups.

Earlier, NTF-ELCAC spokesperson for sectoral concerns and Presidential Communications Undersecretary Lorraine Badoy said “there’s no such thing as red-tagging" since this is a ploy used by CPP fronts to confuse the public and protect their ties with the communists.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the NDF as a terrorist organization on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA that was created in April 1973.

The Army Artillery Regiment (AAR) has activated a new unit, the 10th Field Artillery, which will operate the 12 newly-acquired 155mm self-propelled howitzers from Israel.

Philippine Army (PA) spokesperson Col. Xerxes Trinidad, in a statement Friday, said the 10th Field Artillery was activated during the AAR's 15th founding anniversary in Fort Magsaysay, Nueva Ecija on June 22.

PA Inspector General, Maj. Gen. Roy M. Galido, who represented Army commander Lt. Gen. Romeo S. Brawner Jr., headed the activation ceremonies.

”This newly activated unit will surely contribute to our continuing victory in the conduct of combined arms operations,"
he said in his speech.

The 10th Field Artillery will be led by Lt. Col. Chamberlain A. Esmino.


”As Artilyeros, let us not forget the characteristics that make you the best—speed and accuracy. Speed in providing the much-needed fire support to troops and accuracy in hitting only designated targets and avoiding collateral damage,” Galido added.

Earlier, the AAR announced that it had test-fired for the first time its newly-acquired Autonomous Truck Mounted Howitzer System (ATMOS) 155mm/52 caliber self-propelled artillery pieces.

Trinidad said the ATMOS 155mm howitzer system is a "shoot-and-scoot" weapon that can be rapidly deployed in rugged terrain.

"The weapon incorporates an 'inertial navigation system' (INS)-based gun-laying method and an automatic loader," he added.

The Army received 12 ATMOS howitzer units in December 2021 from Israeli defense company Elbit Systems.

As this developed, the Philippine Marine Corps (PMC) announced that it has activated its Shore-Based Air Defense System (SBADS) Battalion last June 22.


The event was headed by PMC Commandant, Maj. Gen. Nestor C. Herico.

“The shore-based air defense system is considered a significant part of all reliable coastal defense systems that protect strategic assets and infrastructures. This is to address the military’s gap relative to our capacity to defend our bases and new equipment against aggressors from the air. The SBADS will complement the efforts for sea lines of communications’ control, anti-access/area-denial, and coastal and island defense operations under our archipelagic coastal defense strategy," he added.

The SBADS Battalion is the second unit under the Coastal Defense Regiment after the Shore Based Anti-Ship Missile (SBASM) Battalion.

The activation of the Naval Operating Base (NOB) Subic shows President Rodrigo R. Duterte's appreciation for a well-equipped naval force, outgoing Department of National Defense (DND) Secretary Delfin Lorenzana said Friday.

"I am extremely delighted to have this Naval Operations Base (NOB) facility up and running before my term as SND (Secretary of National Defense) ends. Its establishment speaks volumes of how our President and Commander-In-Chief, Rodrigo Roa Duterte, appreciates the value of a well-equipped and multi-capable naval force," he said in his Facebook post.

Lorenzana said NOB Subic will be the Philippine Navy (PN)'s main naval support and logistics hub.

"It will also provide secure and adequate berthing facilities for our growing naval assets,"
he added.

Lorenzana said the facility will allow the country to beef up its territorial defense and operations in the West Philippine Sea and adjoining areas.


The NOB Subic was activated late last May with the missile-frigate, BRP Antonio Luna (FF-151), making a symbolic docking at the former Hanjin Heavy Industries and Construction Philippines (HHIC-Phil) Shipyard in Subic on May 24.

The base will serve as the home of the PN's large capital ships.

The activation came after the recent approval of the lease agreement for the PN to occupy the northern portion of the former HHIC-Phil shipyard which spans around 250 acres of the site's total of more than 700 acres.

The PN's acquisition of this strategic harbor was made through the collaborative efforts of the Department of National Defense, the Office of the Executive Secretary, the Department of Finance, the Department of Budget and Management, the Department of Justice, Bases Conversion and Development Authority and Subic Bay Metropolitan Authority.

The activation and subsequent operationalization of NOB Subic are in line with the Navy's scaled-up maritime operations to support the needed base services of the deep-draft vessels such as Jose Rizal-class missile-frigates, Del Pilar-class offshore patrol ships, and Tarlac-class landing docks.

The newly activated base will house select fleet marine units, maintenance, and replenishment facilities that will enable the fleet to sustain the operational requirements of the current and future capital vessels.

The NOB Subic is a vital component in the Navy's modernization effort toward becoming a multi-capable naval force.

The government has provided for the needs of former Moro Islamic Liberation Front (MILF) combatants, including financial assistance, social entrepreneurship projects, and skills development training which are among the several accomplishments of the Bangsamoro peace process initiatives under President Rodrigo Duterte.

The Office of the Presidential Adviser on the Peace, Reconciliation, and Unity (OPAPRU) said the dividends of peace now being felt in Mindanao should be sustained by the next administration.

OPAPRU Secretary Carlito Galvez Jr., in a statement on Friday, lauded the Inter-Cabinet Cluster Mechanism on Normalization (ICCMN) for effectively pushing for the implementation of the Comprehensive Agreement on the Bangsamoro despite the Covid-19 pandemic.

The ICCMN is composed of inter-agency members and manages four clusters based on the major components of the normalization track: security aspect, socio-economic development program, confidence-building measures, and transitional justice and reconciliation.

“We have provided immediate cash assistance to 19,345 decommissioned MILF combatants under phases 2 and 3; implemented 41 social entrepreneurship projects for decommissioned MILF members, their families, and communities; given emergency employment to 1,028 decommissioned combatants under phase 2; and conducted integrated skills development training for 1,353 decommissioned MILF members or their next-of-kin,” Galvez said, citing the ICCMN report.


Galvez urged the ICCMN member agencies to continue “the efficient and effective delivery of services under the normalization program and collaboration” with its peace partners.

“Thank you to each and every one of you for supporting the Duterte administration’s peace and development agenda over the past six years. May you all continue to provide the same level of support to the incoming administration,” Galvez told the member agencies.

Among the recent ICCMN accomplishments under the normalization program this year are the conduct of two Joint Peace and Security Team refresher courses and unarmed civilian protection training by the Joint Peace and Security Committee and Non-violent Peace Force; conduct of National Special Qualifying Exam for more than 10,000 MILF and Moro National Liberation Front members wanting to join the Philippine National Police; approval by the National Task Force on the Disbandment of Private Armed Groups of the joint operational guidelines of the Armed Forces of the Philippines; and a consensus that a memorandum of agreement among concerned ICCMN member-agencies will be crafted for the rehabilitation and integration initiatives of private armed group members who have surrendered to the government.

The government also launched two major projects, namely the Legal Identity and Social Services for Decommissioned Combatants (ALIAS-DC) Project and the Programme on Assistance for Camp Transformation through Inclusion, Violence Prevention and Economic Empowerment or project, both funded by the European Union, United Nations, Australian Government, and the project and development cluster of the Bangsamoro Autonomous Region in Muslim Mindanao.

MILF members residing in six active camps were assisted by the Joint Task Force on Camps Transformation, in partnership with the Philippine Statistics Authority, for their Philippine Identification System and birth certification registration.

Some 27 former rebels and militias of the Communist Party of Philippines-New People’s Army (CPP-NPA) in Negros Occidental have received almost PHP770,000 in cash assistance under the government's Enhanced Comprehensive Local Integration Program (E-CLIP) earlier this week.

Data from the Philippine Army’s 303rd Infantry Brigade (IBde) on Friday showed the recipients included 19 combatants, who were given immediate assistance and livelihood assistance of PHP570,000, and two, with PHP109,000 as firearm remuneration.

Six Militia ng Bayan members also got an immediate assistance of PHP90,000.

The beneficiaries, who surrendered to the troops of the 79th, 94th, and 62nd Infantry Battalions (IBs) since last year, received assistance from the Department of the Interior and Local Government and the Negros Occidental provincial government.

Brig. Gen. Inocencio Pasaporte, commander of the 303IBde, acknowledged the continued support of the Provincial Task Force to End Local Communist Armed Conflict to the former rebels.


“This is solid evidence that the provincial government of Negros Occidental is sincere in its commitment to helping rebels to start anew, live normal lives again with their families,” he said.

Pasaporte called on the remaining NPA rebels anew to surrender peacefully since they are just victims of the lies and deceptions of the CPP-NPA.

Under the E-CLIP, a former rebel is also entitled to receive immediate assistance of PHP15,000; livelihood assistance, PHP50,000; firearms remuneration, PHP12,000 to PHP500,000; half-way house assistance; PhilHealth enrollment and medical assistance; education assistance; housing assistance; legal assistance; and healing and reconciliation initiatives.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the National Democratic Front as a terrorist organization on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA that was created in April 1973.

The Department of Social Welfare and Development (DSWD) completed the release of a livelihood settlement grant (LSG) to 151 former rebels (FRs) in Iloilo Province on Friday.

“We started our payout yesterday afternoon in Miagao, Iloilo for 104 FRs and this afternoon at Janiuay for the remaining 47. This will complete our target of 164 FRs to be provided with LSG this year,” Sustainable Livelihood Program Regional Program Management Office head Mary Ann Masculino said in an interview.

The rest of the recipients were from the province of Antique.

The beneficiaries that were given their assistance during Thursday’s distribution at Camp Monteclaro in Brgy. Igtuba, Miagao were from the towns of San Joaquin, Igbaras, Tubungan, Leon, and the host municipality.


The livelihood assistance worth PHP20,000 each was for projects that the recipients had chosen to engage in during their coaching session.

They included the production of bamboo “amakan” or woven bamboo mat, backyard hog fattening/hog-raising, banana and peanut production, buy and sell, livestock-raising, cultured mushroom production, food vending, furniture making, crops production, and native chicken-raising.

The provision of the grant is a commitment of the DSWD, a member of the livelihood cluster of the Poverty Reduction, Livelihood and Employment Cluster (PRLEC) of the National Task Force to End Local Communist Armed Conflict.

After the assessment by the Enhanced Comprehensive Local Integration Program, the former rebels are referred to the PRLEC if they need livelihood intervention.

“We intend to request funding from our national office since there are more FRs needing livelihood assistance, specifically from Iloilo province,” Masculino added.

A former rebel, alias Marigold”, thanked the government for the assistance.

“Sa tulad indi lang Covid ang aton nga kontra, ang aton gina atubang pati ang kapigaduhon gina atubang man namon, ti sa tulad nga adlaw, amo run dya ang tikang kang aton nga gobyerno kun paano kita mabuligan (Right now our enemy is not just Covid. We are also facing the problem on poverty but today is already the beginning of our government helping us,” she said.

Capt. Kim Apitong, officer-in-charge at the 3rd Division Public Affairs Office (3rd DPAO) of the 3rd Infantry Division said the event was proof of the government’s sincerity in responding to the socio-economic problem of former rebels.

“This event will send a message for other rebels to surrender,” he added.

Authorities have served a warrant of arrest against a detained Abu Sayyaf Group (ASG) bandit, who is listed as one of the most wanted persons in the Zamboanga Peninsula.

Major Shellamie Chang, Police Regional Office-Zamboanga Peninsula (Region 9) information officer, said Friday the warrant served against Jain Adjanal, 37, was for a nine-count murder charge with no recommended bail, issued by the court of Isabela City dated June 22, 1999.

Chang did not elaborate on the multiple murder case, but pointed out that Adjanal is the sixth most wanted man in the region.


Chang said the warrant was served Thursday at the Basilan provincial jail where Adjanal is currently detained for other crimes.

Adjanal—who carries the aliases of Aroh Adjanal Jain, Jainal Adjanal, and Jainal Alam—is a native of Barangay Basakan, Mohammad Adjul, Basilan.

He was detained at the Basilan provincial jail for his alleged participation in a clash 14 years ago that led to the execution of 14 soldiers, 11 of whom were beheaded.

The clash took place in July 2007 in Barangay Guinanta, Al-Barka, Basilan province.

BALER, Aurora – At least 52 members of the communist terrorist group (CTG), including one commander, have voluntarily surrendered to the authorities in this province on Thursday.

The National Intelligence Coordinating Agency (NICA), in collaboration with other security forces in this province, facilitated the surrender of a leader of the Domingo Erlano Command and 51 members of Militia ng Bayan under the New People's Army (NPA) following a peace engagement and community consultation in Barangay Bianoan, Casiguran town.

In an interview on Friday, Maria Luisa F. de Guzman, NICA regional director and head of the Regional Task Force to End Local Communist Armed Conflict, Situational Awareness and Knowledge Management (SAKM) Cluster Region 3, lauded the surrenderers for disassociating themselves from the CTG.


De Guzman cited the need for concerted efforts to be able to address the needs of the former rebels.

“It is not only the government will work but their cooperation will provide a wider array of benefits based on their particular needs through the help of various national and local government agencies,” she said.

She also encouraged the surrenderers to create an organization as it will help fast-track delivery of their benefits including immediate cash assistance, livelihood assistance, and a reintegration program, among others.

“The continued withdrawal of support and disaffiliation of various groups formerly allied with the Communist Party of the Philippines-New People’s Army (CPP-NPA) is a testament that more and more want to join the government in peace efforts. They have seen and realized that more could be achieved when they work with the government, and live in a just and peaceful society. All of us aspire for this. Not only for ourselves, but for our children and all future generations as well,” she said.

Col. Julito S. Lizardo, provincial director of Aurora Police Provincial Office, thanked the residents for condemning the CTGs and helping the government attain inclusive peace and development in the province.

“Let us support the government program and remind you to reject the legal fronts or party-list groups fielded by the different communist legal front organizations such as Bayan Muna, Kabataan Party-list, Gabriella, and Alliance of Concerned Teachers, among others who recruited our children to become NPA. Do not support them in the next election. These legal fronts have been the source of funding and recruitment of the underground groups. They do not want peace and development,” Lizardo said.

The surrendered rebel leader who was a commander of the Komiteng Larangang Guerilla's (KLG) Aurora provincial party committee, requested anonymity and said that it is high time to end the deceptions and lies of the communist rebel group and their legal front organizations.

He recalled that Domingo Erlano was born in Barangay Bianoan where the provincial party committee of the CTG was known as the Domingo Erlano Command of the NPA.

“Ka Erlano was already dead. We were recruited because of the deception, lies, and exploitation of the CPP-NPA-NDF (Communist Party of the Philippines-New People's Army-National Democratic Front) and its legal front organization. I am encouraging everyone to end armed conflicts. Let us help our government. We should stop their recruitment,” he said.

The commanding officer of the 11th Infantry Battalion of the Philippine Army based in Negros Oriental on Friday lauded the Department of Trade and Industry (DTI) for its efforts in providing livelihood assistance to former rebels of the Communist Party of the Philippines-New People’s Army (CPP-NPA).

Lt. Col. Roderick Salayo told the Philippine News Agency that business kits provided by the DTI will help the surrendered rebels start a new life after having returned to mainstream society.

“This is the essence of the whole-of-nation approach. The government as a whole is helping them to start over and this will somehow aid their needs and hopefully sustain them,” he said. “DTI is always our partner in this campaign, and we are grateful (to them) for this endeavor to give hope to our brothers who returned to the folds of the law.”


The recipients who received the business kits worth PHP8,000 each were Rene Amparado from Mabinay, who received a hog raising package; Manuel Paculanang, who received a goat raising package; and Reynald Paculanang of Sta. Catalina town, who is the father of Manuel, who was given a "sari-sari store" package.

Reynald Paculanang, 59, a widower, told the Philippine News Agency in an interview that untreated illness and dire conditions in the NPA pushed him to surrender to the police late last year.

He said he was a member of the Rachelle Mae Palang Command of the now dismantled Southeast Front of the NPA for five years, being an organizer engaged in community organizing and sometimes carrying a firearm for “self-defense” but was not a combatant.

Paculanang said that prior to his surrender, he came down with some unknown illness that caused his body to bloat and he could no longer walk.

His sons, who were also in the underground movement, told him to go to the hospital for treatment but he was afraid because they were told that they would be killed if they came out in the open.

"When I first joined the NPA, I was idealistic and believed I would die by the bullet, but when I got sick, I realized how important health was to me," he said.

When the health problem worsened, it prompted him to finally leave the insurgency and turned himself in to the police sometime last year.

The police authorities arranged for a doctor to see him in private due to security reasons, and he was given medication that reduced the inflammation and made him walk again, although he could not specifically identify the illness.

He said he realized that the armed struggle in the revolutionary movement has already become “worthless” because of the hardships and the difficult life that they lived while in hiding.

“We did not have nutritious food and we survived only on what people would give us, and sometimes we only had sweet potatoes,” he said.

Aside from Manuel, another son, Juniver, has also surrendered to the authorities, but his youngest, Robert, is still inside the organization, Paculanang said.

The other son, however, still has to undergo profiling and other processes for him to qualify for government assistance.

Paculanang called on the “remnants” of the SEF, including his son, to lay down their arms and surrender so they can have a better and peaceful life.

“The revolution is useless. There are no chances for it to win the war it is waging against the government,” he said in Cebuano.

And to those who are thinking of joining the rebel movement, or those being recruited, he discouraged them saying “I am a living example of the difficulties within the NPA movement that has not helped improve my life”.

The newly inaugurated Hilaitan-Trinidad concrete farm-to-market road in the hinterlands of Guihulngan City, Negros Oriental is expected to address the problem on insurgency and boost the economy in the area.

The Hilaitan-Trinidad farm-to-market road was inaugurated on Thursday and was facilitated by the Philippine Rural Development Project (PRDP) at Barangay Trinidad in Guihulngan City.

Brig. Gen. Inocencio Pasaporte, commander of the 303rd Infantry Brigade of the Philippine Army, told the Philippine News Agency on Friday that the opening of the road brings with it several positive impacts for the people apart from being a deterrent to the activities of the Communist Party of the Philippines-New People’s Army (CPP-NPA).


“The opening of the road has created an enabling condition for livelihood and economic development activities,” he said.

At the same time, this will facilitate and speed up the delivery of government services, considering that in the past, the local government unit (LGU) and agencies due to the area’s inaccessibility.

“The road was in such poor condition before that a person had to pay a “habal-habal” or public motorcycle-for-hire PHP500 for a ride,” he said.

It will act as a deterrent to the problem of insurgency and to the communist terrorist groups (CTGs) to recruit from the local populace in the so-called Geographically Isolated and Disadvantageous Areas of Guihulngan, Pasaporte said.

The said farm-to-market road is approximately 18.5 kilometers and connects Barangays Hilaitan, Maniak, and Trinidad. It was sponsored by the World Bank, and supported by the PRDP.

Pasaporte said the area serviced by the road used to be a “rebel lair” of the CPP-NPA, but in 2020, Barangay Trinidad was cleared of the insurgency following sustained operations through the Army’s Community Support Program.

Pasaporte, Gov. Roel Degamo, Guihulgan Mayor Guido Reyes, Engr. Jose Albert Barrog PRDP deputy project director, local officials, representatives from the Department of Agriculture, the Philippine National Police, and other stakeholders were present during the inauguration.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

Isinawalat noong Hunyo 20 ni Rep. Arlene Brosas ng Gabriela Women’s Party (GWP), ang kautusan ng Philippine National Police sa Navotas City na isailalim sa pag-uulat at imbestigasyon ang mga komunidad kung saan nakakuha ng mataas na bilang ng boto ng progresibong blokeng Makabayan.

Ang naturang kautusan ay nakapaloob sa isang sulat ng isang upisyal paniktik ng pulis ng Navotas. Ayon sa sulat na ito, may atas ang “nakatataas na hedkwarters” na ilista ang mga organisasyong sektoral sa mga komunidad, kasama ang mga lider at myembro nito. Partikular na tinukoy nito ang Kabataan Partylist, Anakpawis Partylist, Bayan Muna, ACT Teachers Party at GWP.

Ayon kay Rep. Brosas, desperadong tangka ang hakbang para ibayong supilin ang paglaban laluna sa harap ng nagtataasang presyo at napipintong krisis sa pagkain.

“Pag-aaksaya ng buwis ng taumbayan ang community profiling na ito, na tanging layunin ay maghasik ng takot at terorismo sa mga komunidad sa panahong matindi ang pagkalam ng sikmura ng mamamayan,” aniya.

Patuloy pa rin ang paglaganap ng mga poster at materyal na nagrered-tag sa nabanggit na mga partido, kahit tapos na ang eleksyon.

“Tiyak na may kinalaman ang NTF-Elcac sa mga ito, na walang tigil sa pang-aatake sa amin kahit naproklama na kami bilang panalong partido,” aniya. “Makikita rito na ipagpapatuloy ng rehimeng Marcos Jr ang mga pasistang hakbang na ginamit ni Duterte para maghasik ng teror sa mamamayan.”

Magkakasunod na armadong aksyon ang inilunsad ng Bagong Hukbong Bayan (BHB)-Sultan Kudarat laban sa nag-ooperasyong mga yunit ng Philippine Army sa bayan ng Palimbang noong Hunyo 15-20. Ayon sa ulat ng BHB sa lugar, pumapasok pa lamang ang mga sundalo para mag-operasyon nang atakehin sila ng mga Pulang mandirigma.

Naganap ang unang opensiba sa Sityo Fliko, Barangay Balwan noong Hunyo 15 ng hapon laban sa pwersa ng 7th IB. Sinundan ito ng isa pang armadong aksyon ng mga Pulang mandirigma noong Hunyo 18 laban sa 37th IB sa Barangay Molon. Dalawang araw matapos nito, umatake muli ang BHB laban sa 38th IB sa parehong barangay. Hindi bababa sa limang sundalo ang namatay. Tinitiyak pa kung ilan ang nasugatan.

Ayon sa paunang ulat ng yunit ng BHB, ang mga sundalo ay bahagi ng halos isanlibong tropang nag-ooperasyon sa lugar. Kabilang sa mga nag-ooperasyon yunit ang 38th IB, ang batalyong nangangasiwa sa mga CAFGU at direktang nagseserbisyo sa DM Consunji Inc at naggugwardya sa mga operasyon pagtotroso at iba pa.

Iniulat din ng yunit ng BHB ang dagdag na aabot sa 30 kaswalti (hindi pa kumpirmado kung ilan ang napaslang) sa hanay ng mga sundalo sa mis-engkwentro sa pagitan ng kanilang mga yunit. Kinukumpirma pa ng BHB ang paunang ulat kaugnay ng posibleng paghulog ng bomba ng AFP sa sarili nilang pwersa. Hindi na bago ang ganitong mga insidente ng mis-engkwetro sa hanay ng mga tropa ng sundalo, ayon pa sa BHB-Sultan Kudarat. Dahil sa laki ng pwersang ginagamit at ipinapakat nito, hindi malayong sila-sila mismo ang nagkakabarilan.

Kabi-kabila ang pagkundena ang sumalubong sa kautusang pag-“block” o pagbabawal ng mga kumpanyang telekomunikasyon sa 28 website kabilang ang website ng Partido Komunista ng Pilipinas, ng National Democratic Front of the Philippines, pati na ng mga alternatibong midya at mga internasyunal na organisasyon.

Ang kautusan ay ginawa ng National Telecommunications Commission noong Hunyo 8 alinsunod sa sulat ng hepe ng National Secutiry Council na si Gen. Hermogenes Esperon na nagbansag sa mga website na “terorista.” Iginiit ni Esperon na ang naturang pag-block ay nakaayon sa walang-batayang designasyon ng Anti-Terror Council sa Partido Komunista ng Pilipinas bilang isang teroristang organisasyon at mga binansagan nitong “tagasuporta” o “may kaugnayan” sa Partido.

Tinawag ng PKP na “lantarang pagsesensor” ang hakbang, na anito’y nakatuon sa “pagsupil sa karapatan ng mamamayan na malayang magpahayag ng kritisismo laban sa naghaharing pangkatin at sistema, at para magpalaganap ng progresibo, anti-imperyalista at rebolusyonaryong mga ideya.” Nakikita ito ng PKP bilang paunang hakbang ng papasok ng rehimeng Marcos II para sa isang pangkalahatang crackdown sa midya sa tabing ng “kontra-terorismo.”

“Walang kinalaman sa terorismo ang MAD (Marcos Anti-Democracy) Firewall,” anito. “Wala (itong) iba kundi lantarang pagsesensor.” Ipinakikkita lamang nito kung paano ginagamit ng estado ang “kontra-terorismo” bilang arbitraryong kategorya para supilin ang lahat ng tipo ng oposisyon at paglaban ng mamamayan.

“Nangyari na ang kinatatakutan naming mangyari,” pahayag ng National Union of Journalist in the Philippines kaugnay sa pinakahulingn atake sa mga alternatibong website. “Ang banta na gagamitin ang anti-terror law bilang instrumento para supilin ang lahat ng tipo ng kritisismo ang nagtulak sa NUJP na magsampa ng petisyon sa Korte Suprema (laban dito).”

“Hindi terorismo ang pamamahayag. Ang pagsisiwalat ng katotothan ay hindi dapat bansagang terorismo,” ayon sa Bulatlat, isa sa mga website na nasa listahan. “ Ang pagbibigay ng espasyo sa mga kritiko sa pulitika, kabilang ang mga komunista, ay bahagi ng trabaho. Sa pagbansag ni Hermogenes Esperon Jr dito bilang “teroristang panunulsol” ay bahagi ng pagpapatindi ng panunupil sa midya.”

“Anong kahibangan ito?” bwelta ng Pinoyweekly, isa pa sa mga website na nasa listahan. “Kahit ang pagtunggali sa pangkahulugan ng gubyerno sa “terorista” ay terorismo na… Kasalungat ito sa esensya ng demokrasya at eksaktong depinisyon ng tiraniya.”

“Hindi ang di makatarungang binansagang mga “terorista” dahil sa kanilang pagsisiwalat ng katotohanan ang pinakamalaking banta sa demokrasya sa ngayon kundi ang mga ahente ng estado tulad ni Esperon at ng National Security Council na nagkalakat ng disimpormasyon para bigyan-katwiran ang panunupil sa pulitika,” ayon sa Altermidya.

Liban sa Bulatlat at Pinoyweekly, nasa listahan ni Esperon ang isa pang website na alternatibong midya, anim na website ng mga lokal na aktibistang grupo, tatlo ng progresibong mamahayag at akademiko, dalawa ng internasyunal na organisasyon, dalawa ng internasyunal na mamamahayag, isang news blog at isang blog ng mga aktibistang Indian. Kasama sa listahan ang mga website ng Monthly Review at Counterpunch, dalawang website ng mga progresibo na nakabase sa US, pati na ang International Action Center na ipinundar ni Ramsey Clark, kilalang progresibong Amerikano at dating Attorney General sa US.

Nagpahayag rin ng matinding pagtutol sa hakbang ang Pamalakaya, International League of People’s Struggles at iba pang nasa listahan.

Ayon kay Ret. Justice Antonio Carpio, hindi maaring i-block ng NTC ang mga website ng mga organisasyong walang designasyon bilang “terorista.”

“Maaari nilang hamunin ang kawastuan ng kautusan dahil wala naman sila sa listahan bilang mga teroristang organisasyon,” ayon sa husgado.

Kahit ang website ng CPP ay hindi maaaring i-block kahit itinuturing itong “terorista” ng ATC. “(A)ng tanging resulta (consequence) sa pagiging designated bilang teroristang organisasyon ay ang pag-freeze ng Anti-Money Laundering Council sa (kanilang) mga bank account,” aniya.

Ito rin ang ligal na upinyon ni Ted Te, dating tagapagsalita ng Korte Suprema at abugado sa Free Legal Assistance Group. Hindi konstitusyunal ang kautusan, aniya, dahil ito ay “prior restraint” sa mga mamamahayag o nagbabawal sa nilalaman bago ito mailathala.

Anti-mining barricade in Benguet. Officials and tribe leaders in Bulalacao, Mankayan, Benguet set up a barricade against ongoing operations of Crescent Mining Development Corporation last June 18. The groups pointed out that the agreement between the company and the local government expired last year.

Defending sovereignty. Progressive groups in Davao and Cebu launched rallies last June 12 to commemorate the 124th year of sham freedom. In Davao, protesters gathered in Freedom Park to call on the government to defend national sovereignty. In Cebu, rallyists assembled in Fuente Osmeña Circle. In Metro Manila, a picnic was organized by progressive groups at the Bantayog ng mga Bayani.

Strike in Tanduay. Workers of Tanduay in Talisay City, Negros Occidental under the leadership of Tanduay Bottle Sorters Organization declared a strike last June 16. They are calling for the reinstatement of union leaders and members who were prohibited to enter the factory. The workers filed for notice of strike last June 1, after 100% of workers voted in favor of the strike.

UP contractual security guards protest. More than 130 security guards under the employment agency FEMJEG Security Agency lost their jobs after the administration of the University of the Philippines-Diliman awarded the contract to Grand Meritus Agency. In their dialogue last June 6, the UP administration presented no clear plans to employ them under the new agency. Most of those terminated have been working in the university for decades.

Close to 100 farmers and their supporters were illegally arrested last June 9 in Hacienda Tinang in Concepcion, Tarlac. Among them were 83 who were charged with illegal assembly and malicious mischief. For four days, they suffered hardships in the hands of police before being set free by posting bail amounting to more than ₱1 million last June 12. In the first court hearing last June 17, they were charged anew with four more cases.

Last June 9 in the morning, 94 beneficiaries of the fake land reform started a collective farming (bungkalan) in a parcel of land within the hacienda. They were assisted by support organizations. According to Malayang Kilusang Samahan ng Magsasaka ng Tinang (Makisama-Tinang), the beneficiaries’ organization, the bungkalan aimed to give relief to their hunger most especially since prices of commodities continue to rise. It asserted that the ₱230 daily wage in the sugarcane fields is grossly insufficient.

No more than two hours into the bungkalan, the police came and ordered them to stop because of supposed complaints from the Tinang Samahang Nayon Multi-Purpose Cooperative, a cooperative run by the Villanueva family, the primary political dynasty in Concepcion. Those who gathered were able to prevent the first attempt after demanding the presence of the Provincial Agrarian Reform Office.

After the dialogue, the Concepcion police who were assisted by at least six other units of the military and police, proceeded with the violent dispersal and illegal arrest of almost all participants of the bungkalan.
Decades of deceit

Hacienda Tinang covers 1,200 hectares of sugarcane fields which were originally owned by the Aquino family. A parcel (200 hectares) supposedly covered by land reform was sold by the family to a private company. The said company sold the land back to the Department of Agrarian Reform (DAR). In September 26, 1995, the agency released a list of 236 beneficiaries of land in the hacienda.

Makisama-Tinang added that the Villanueva family deliberately concealed the papers showing the farmers’ collective ownership of the land. It was only in 2016 that the farmers came to know that they were beneficiaries of the hacienda. In the same year, they filed a petition at the DAR to settle boundaries of the beneficiaries’ land. The agency released a final order in 2018 and 2019.

The Villanuevas were able to deny the farmers their land rights because the former controls the local village council. In 1995, Vernon Villanueva was chairman of Barangay Tinang. As such, he is a powerful member of the Barangay Agrarian Reform Council which determines the list of beneficiaries. His brother Jojo was administrator of the farmers’ cooperative which is included in the 200-hectare land covered by the Comprehensive Agrarian Reform Program or CARP. Barangay Tinang’s current chairman is his son Norman Villanueva while he sits as Concepcion councilor.

According to Makisama-Tinang, the Villanuevas have played a big part in preventing their land claims especially after their brother Noel Villanueva won as mayor in the recent elections. This mayor even accompanied the police to disperse the bungkalan and arrest its participants.

The farmers are puzzled why the DAR allowed the Villanueva-run cooperative to file a petition in April 2021 when a final order was already issued. Because of this, the list of beneficiaries was again subjected to validation. They fear that the Villanuevas will replace their names.

According to Antonio Flores of the Unyon ng mga Manggagawa sa Agrikultura (UMA), the non-awarding of land to the beneficiaries since 1995 clearly shows how the CARP failed in distributing land to the farmers. “Everyone knows that only the big landlords and arienderos are the ones benefiting from the sugarcane fields in Tarlac,” he said. “Even under CARP, legitimate owners remain oppressed and exploited, and worse, the DAR does nothing to break up the control of the rich on vast lands.”

A day after the bungkalan, the CARP’s 34th anniversary was marked on June 10. In Tarlac, this coincided with Danding Cojuangco Day, honoring the landlord Eduardo Cojuangco. This celebration was enacted in Congress in 2020 by then congressman Noel Villanueva.

UMA condemned the Villanuevas for using the members of the family-initiated cooperative to prevent Makisama-Tinang to rightfully claim their land. The group also condemned the NTF-Elcac in its red-tagging of the bungkalan in order to criminalize the struggle of the farmers.

Environmental defender Vertudez “Daisy” Macapanpan, 68, was illegally arrested in Barangay Burgos, Pakil, Laguna last June 11. About 40 elements of police units surrounded her house. Macapanpan had just given a talk in an assembly against the destructive Ahunan Pumped-Storage Hydropower Project which will be built in Mt. Inumpog, Sierra Madre.

Four cases of arrest, a case of killing and attempted murder were also reported the past weeks.

Elements of the 7th IB shot and killed Calisa Langgaw, 57, a resident of Sitio Matingaw, Barangay Tacuhin, Palimbang, Sultan Kudarat last June 6. Langgaw, a barangay council member, was killed while hunting in Oh Luson hill, part of Sitio Matingaw. Soldiers claimed that she was a member of the New Pople’s Army and was planted with an M16 rifle as evidence.

In Sorsogon, unidentified armed elements indiscriminately fired at two civilians in Barangay Gabao, Irosin last May 29 at 9 p.m. The 16 year old minor and his father were left wounded.

Last June 4, soldiers of the 31st IB ransacked and robbed Ricky Evaso’s house, a farmer in Barangay Olandia, Barcelona. Soldiers stole his money worth ₱7,000 which were meant to buy piglets and rabbits.

Military operations of the 31st IB started last May 24 in Gubat, Barcelona and Bulusan towns. Soldiers are occupying barangay halls and chapels in the said towns. Last June 2, soldiers called for a meeting in Barangay Bugtong, Barcelona to force residents to “surrender.”

In Ifugao, the 7th ID arrested Emmanuel Tan in Barangay Namal, Asipulo last May 30 and forced him to surrender. Tan is a cultural worker in the peasant and minority community in the area.

Last June 12, the 62nd IB illegally arrested peasant leader Macario Fat Sr in Guihulngan City.

In Masbate, from May 30 to June 1, two farmers were arrested on charges of murder and violation of the Anti-Terror Law, while three others charged in the case are being forced to surrender by the Cataingan local police. They are accused of being members and supporters of the NPA.

Experts are convinced that rigging occured in the recent elections in favor of Ferdinand Marcos Jr. This was done through programming the vote-counting machines for automatic vote-shaving and vote-padding.

These information technology (IT) experts include former Comelec commissioner and NAMFREL official Gus Lagman, previous secretary of the Department of Information and Technology Eliseo Rio and former bank official Franklin Ysaac. They pointed out that IT experts were not present when the SD cards were inserted into the VCMs. Contrary to election rules, these cards were not assigned digital signatures. Therefore, there is no assurance as to the integrity of the SD inserted into the machines, whether these contain the same program examined by experts. There was a long period in between the two where the cards could have been replaced or reprogrammed to reflect out the pattern where the votes for Marcos Jr at Leni Robredo were consistently at 68-32 percentages.

On election day, it would even be probable that the actual votes were not counted at all, they said. There was no way of checking that the votes coming from the VCMs were correct.

They also questioned the rapid transmission of the votes to Comelec servers and the dumping of results without identifying the precincts where the returns originated.

Even prior to election day, it was clear that safety measures to ensure transparency were lacking. An example is the random manual count of over 200 precincts which is not at all random as the list was generated from 757 precincts preselected by Comelec computers. They insist that the tambiolo (raffle box) system should be utilized to pick precincts for manual counting in the verification of VCM results.

The “Anti-Terrorism Council” (ATC) baselessly labeled as “terrorists” Ka Louie Jalandoni and 10 others in its Resolution No. 31 publicized last June 15.

Ka Louie is publicly known as peace negotiator of the National Democratic Front of the Philippines, and is a “highly regarded revolutionary and stalwart of the national democratic cause.”

Apart from Ka Louie, the ATC named Simon Naogsan, spokesperson of the Cordillera People’s Democratic Front. In less than ten days, the country will witness one of the most loathful and embarrassing historic event: the oath-taking of Ferdinand Marcos Jr as the 17th president of the Government of the Republic of the Philippines.

After more than 36 years since being ousted from Malacañang, the utterly detested Marcos family will be back at the apex of political power. For close to two decades, they satiated themselves and basked in power. The assumption of Marcos Jr as Philippine president is like rubbing salt on the people’s unhealed wound.

The Marcos II regime is illegitimate. It is founded on the basis of the rigged elections. Marcos Jr colluded with Duterte to use the Comelec and the company running the automated counting to fake a “landslide victory.” Experts are convinced that the 31.5 million votes was conjured by electronic magic. For the first time, the highest vote of a winning senator was topped by that of a presidential candidate, especially of a dawdler who in the past years was known only as losing vice presidential candidate. To cover-up the widespread and systematic fraud, some people claim that the Marcoses succeeded in dumbing the Filipinos.

But the Filipino people will not be fooled. They repudiate the Marcos II regime and are determined to resist all efforts to reverse their historical judgement of the Marcoses and advance their demands for justice. The people are aware how Marcos Jr plans to use state power to render moot all the cases of corruption and plunder against Imelda and allow her to completely evade justice and continue to lavish on their $10 billion ill-gotten wealth.

People are aware how Marcos Jr will use state power to suppress and silence all who resist his rule. Even now, police have declared it will not allow “illegal rallyists” on June 30 and will stop anyone to denounce the illegitimate regime.

As the Marcoses have declared, they will use power to change how history is written, to falsely describe the period of martial law as “golden years” and obscure the fact of widespread corruption and plunder, mass detention, torture and killings of those who fought the dictatorship. Those who assert the truth about the dark days of Marcos’ reign are now being threatened. They are being tagged as “communists” and threatened to be made counterinsurgency targets.

The people are aware how Marcos Jr will use the six years to completely frustrate attempts to recover the Marcos wealth, and to further accumulate bureaucrat capitalist wealth through arm-twisting of and bribe-taking from big business, pocketing percentages of government contracts and enlarging and perpetuating their political dynasty.

The Filipino people are aware how the US-Marcos II regime will prolong the neoliberal policy dictates of foreign banks and monopoly capitalists led by the US. Amid government bankruptcy (with the 2022 budget already used up) and mountains of debt left by Duterte, there are threats of more onerous taxes being imposed on the people. With false promises of development, all favors are being extended to foreign monopoly capitalists, especially in large plantations and mining operations which plunder the country’s natural wealth, grab land and prevent progress.

Under Marcos Jr, state subservience to the imperialist US and China, especially the US, is certain. The reactionary state will continue to kowtow to the counterinsurgency doctrine that favors waging a war that relies on firearms and bombs sold by American companies.

The putrefaction of the ruling system is clearly shown by the assumption of Marcos Jr at the head of the reactionary state that serves primarily to defend the interests of the ruling classes and the ruling semicolonial and semifeudal system.

The worsening crisis of the ruling system under Marcos Jr will generate conditions favorable for advancing the Filipino people’s mass resistance and armed revolution. Workers, peasants and other oppressed sectors are being compelled to get organized and fight for grievances and defend their well-being amid rising prices and fees, low wages, unemployment, landlessness and land grabbing, grossly low prices of farm products, and dumping of foreign agricultural surpluses.

Under Marcos Jr, the division of Philippine society between the minority ruling classes and the majority of the oppressed and exploited people who are wallowing in poverty and hardships, will become more pronounced. The Filipino people must be tirelessly aroused, organized and mobilized in order to stengthen and expand their mass struggles.

As Marcos Jr bows to the US and China, especially the US, the absence of genuine sovereignty will be more pronounced and make people more aware of the need to fight for national freedom.

The worsening political repression and blocking the avenue for all other forms of expression will push more and more people to effectively fight recognition of their basic rights. They must militantly and courageously resist all forms of repression and fight for their rights—including the right to March against Marcos’s inauguration—and oppose all attempts to take away their right to free expression.

Shutting the doors to legal forms of struggle is further pushing the Filipino people to the path of revolutionary armed struggle. Under the illegitimate US-Marcos II regime and trampling of the people’s democratic rights, the justness and necessity of armed resistance becomes more and more indubitable.

The Communist Party of the Philippines (CPP) today scoffed at Ferdinand Marcos Jr’s appointment yesterday of retired general Jose Faustino Jr as new secretary of the Department of National Defense (DND). The CPP said that the newly-installed secretary will only further cultivate military corruption and bring his dirty war in Mindanao to the national scale.

Upon Faustino’s assumption to the post, CPP Chief Information Officer Marco Valbuena said that the “Filipino people can anticipate the dirty war in Mindanao to be expanded and intensified across the country.”

Valbuena called Faustino as “among the worst of the fascist generals” of the Armed Forces of the Philippines (AFP) responsible for the brutal campaign of aerial bombings, extrajudicial killings and gross abuses of human rights in Mindanao, since it was placed under martial law in 2017.

The CPP Information Bureau has documented not less than 223 cases of aerial bombing, strafing and shelling by the AFP since 2017, 128 or 60% of which were carried out in various parts of Mindanao not including the five-month long bombardment of Marawi City in 2017 that left it in ruins.

“Under US indoctrination and direction, and as Duterte stooge, General Faustino is responsible for the dirty war against the Lumad people and peasant masses of Mindanao,” Valbuena emphasized.

Under Faustino’s command, the AFP launched large campaigns of suppression and pacification against the masses, hamletting entire villages and placing them under military rule, red-tagging and dismantling people’s organizations, and breaking up of their programs including the Lumad community schools.

Apart from commanding the brutal war, Faustino has benefited much from the hundreds of millions of pesos of corruption-ridden “Barangay Development Program” involving infrastructure building. Of the ₱1.6 billion NTF-Elcac BDP budget for 2021, more than ₱1.2 billion (or 75%) went to five regions alone which were all under Faustino’s command in 2021. (CPP Information Bureau)

Sara Duterte will take her oath as vice-president today after having won an impossible landslide victory with Ferdinand Marcos Jr, in the May 9 elections rigged in their favor.

Today is also the 161st birth anniversary of Jose Rizal, hero of the Filipino people who stood against Spanish colonialism and inspired people to wage revolution. Rizal was a progressive intellectual who denounced tyranny and abuses and longed for national freedom.

Sara Duterte, however, is no Rizal. Quite the opposite, in fact. She is a product of her father’s tyranny and corruption. She idolizes her father’s demagoguery and dictator-style leadership. She owes her power to her father and their family’s bureaucrat capitalist privilege and wealth. She herself is a bureaucrat capitalist who accumulated large amounts of wealth as Davao City mayor, especially in the past few years that the city’s infrastructure binge was prioritized with funds from her father’s government. A few years ago, her husband, Mans Carpio, was exposed to have been involved in the smuggling of around ₱6 billion of illegal drugs from China.

Sara Duterte is a wannabe dictator in waiting. She is not known to be particularly brilliant, neither is she sympathetic to the conditions of workers, peasants and Lumad minority people of Mindanao. She is known for her iron-fist policy against workers organizing unions or waging strikes to demand wage increases. As mayor of Davao City, she collaborated with the military and police in the relentless campaign of suppression against peasants and Lumads on the pretext of “localized peace.”

Sara Duterte is her father’s ace card to ensure that Marcos Jr will prevent the International Criminal Court to pursue its investigation and prosecution of crimes against humanity filed against Duterte over his sham war on drugs.

Although Sara Duterte allowed herself to run as his vice president, Marcos Jr considers her a threat to his power. He appointed her as education secretary, when she made it categorically clear that she wanted to be defense secretary in order to control the military. Marcos Jr wants her far away from the center of power.

As education secretary, Sara Duterte will face the problem of gross low salaries of teachers, the lack of teachers, lack of classrooms, and the increasing cost of education which is why millions of young people are dropping out from school.

Her dictatorial-style won’t work in resolving the problems of teachers and students, who demand fundamental changes in the education policies and government priorities that place the interests of the military and police above all the rest.

The Department of Interior and Local Government (DILG) today issued a press release about a supposed “CPP plot to embarrass or discredit” the inauguration of the Marcos II regime.

In response, I wish to make the following points:

1) The DILG must be condemned for engaging in brazen red-baiting to justify their plan to use the police to suppress by force the mass actions set to be mounted on June 30 by various democratic sectors who aim to protest the fraudulent May 9 elections and the inauguration of illegitimate Marcos II regime. This clearly aims to intimidate and bully the people from joining the planned mass demonstrations.

2) It is well within the people’s rights to protest the oath-taking of Marcos Jr for having colluded with the Duterte regime to rig the May 9 elections to create the false picture of a “landslide victory.” By having stolen the recent elections, by owing the country ₱203 billion in unpaid taxes, by having lived off more than $10 billion in stolen wealth, and by having evaded justice over the past three decades, the assumption into office of the dictator’s scion and namesake is an international embarrassment for the Filipino people.

3) The so-called “communist plot” is a Marcosian concoction of the militarists in the National Task Force-Elcac and the DILG. It reminds us of the same claims made by Marcos Sr as pretext for declaring martial law in 1972. These militarists see a “plot” wherever there is opposition, dissent and criticism. They are exposing their fascist mindset when they publicly consider the exercise of democratic rights as “nefarious.” This intolerance is the mark of Marcosian “unity” that is abhorred by the democracy-loving Filipino people.

4) We urge the broad democratic sectors of the Filipino people to continue with their planned mass actions and militantly assert their rights to peaceably assemble and voice out their protest against the illegitimate Marcos II regime and the May 9 fraudulent elections. They must not allow themselves to be cowed or be curtailed from raising their voices and carrying forward the people’s national and democratic demands and interests of the Filipino people.

CPP/CIO: Fight the Marcos Firewall!

The Communist Party of the Philippines (CPP) denounces the National Security Council and various agencies of the reactionary government for the push to erect a Marcos Anti-Democracy (MAD) Internet Firewall in a desperate bid to censor online criticism and dissent against the incoming illegitimate Marcos II regime, as well as suppress progressive, patriotic and revolutionary journalism and literature that exposes the ills of the ruling system.

In a June 6 letter, Gen. Hermogenes Esperon, NSC director general and officer of the National Task Force (NTF)-Elcac, told the National Telecommunications Commission (NTC) to order internet service providers to block access of Filipino subscribers to 25 websites including those of the Communist Party of the Philippines (PRWC or Philippine Revolution Web Central), the National Democratic Front of the Philippines and several of its allied organizations. In a June 8 memorandum to all internet service providers with the subject “For Blocking Illegal Online Cockfighting Websites,” the NTC ordered “the immediate blocking of the reported websites found to be affiliated to and are supporting terrorists and terrorist organizations.” We have received recent reports that subscribers of Smart and PLDT could no longer access the PRWC (https://cpp.ph).

Of the list of websites which the NSC wants banned, only seven are actually affiliated with the CPP and NDFP. The rest are websites of local cause oriented groups (6), alternative news websites (3), progressive journalists and academics (3), international organizations (2), international alternative news (2), a news blog and a blog of Indian activists. At least six websites in the haphazardly drawn list are inactive with some last updated ten years ago. Surprisingly, the list also includes the Monthly Review and the Counterpunch, both highly regarded US-based organizations that promote progressive views.

The MAD Firewall is an authoritarian measure meant to suppress the people’s freedom to express criticism or grievance against the ruling government and ruling system and promote progressive, patriotic, anti-imperialist and revolutionary ideas. This is the latest measure promoted by the militarists in the NSC and NTF-Elcac after the push to purge public libraries of books and literature related to peace talks and the NDFP, the funding of incessant distributed denial-of-service attacks against the PRWC and several other websites, the terrorist-tagging against patriotic and progressive bookstores, and the repeal of the UP-DND accord banning military personnel in UP campuses.

We believe that the MAD Firewall is just the opening scene for a general crackdown against Philippine media under the incoming Marcos II regime. On the pretext of “anti-terrorism,” Filipino reporters and journalists will soon be under intense pressure to suppress information, news reports and views expressed by the CPP, as well as progressive and patriotic, and eventually of any views and reports that are critical of the incoming Marcos regime on the likely rationale that such news writing “destabilizes government” and “undermines unity.”

The NSC/NTF-Elcac’s internet ban exposes the intolerance of militarist zealots in power and how they use “national security” and “anti-terrorism” as pretext to clamp down on basic people’s freedoms. The push for the MAD Firewall is a direct outcome of the so-called Anti-Terrorism Law and exposes its real authoritarian and draconian intent. In fact, the MAD Firewall has nothing to do with “anti-terrorism” as it is nothing but barefaced censorship. It shows how “anti-terrorism” is being used as an arbitrary category to suppress all forms of opposition and people’s resistance.

In behalf of all the oppressed and exploited classes and sectors, the CPP asserts the intrinsic right of people of whatever affiliation–social, political, ideological, national, cultural or gender-based–to express their ideas and views, and promote patriotic, progressive, anti-imperialist and revolutionary programs as alternative to the ruling pro-imperialist, reactionary, fascist and militarist agenda of the ruling system.

We urge all democratic, progressive and patriotic organizations and individuals, journalists and academics who value press freedom and freedom of expression to resist the MAD Internet Firewall. Fight authoritarian censorship against the promotion of progressive, anti-imperialist and revolutionary ideas!

We urge Filipino internet readers to use alternative means of accessing information, including the use of the Tor Browser, proxies and virtual private network services (VPNs) in order to circumvent the Marcos Firewall.

More importantly, we call on the broad masses of the people to take action, organize against online censorship and protest and manifest their indignation against the burgeoning authoritarian regime.

The Philippine Daily Inquirer today carried the news article “Esperon blasts CPP for opposing order to ban alleged pro-Red websites.” In it, Gen. Hermogenes Esperon, national security advier, is quoted denouncing the CPP as “anti-democratic” because it wants a “dictatorship of the proletariat.” General Esperon must be repudiated and denounced for misleading and misinforming the people about the CPP, in a vain attempt to justify the outrightly anti-democratic order to ban the websites of the CPP and the NDFP, as well as those of alternative media groups, people’s organizations, academics and international anti-imperialist groups.

[Let me digress early to quickly settle the somewhat comical remark of General Esperon. I don’t know if he has seriously read any book or article by Marx, Lenin or Mao Zedong, but clearly, General Esperon does not understand the concept of the “dictatorship of the proletariat”, when he denounced it as something sinister, authoritarian or tyrannical. In fact, the dictatorship of the proletariat is the most democratic state because it is the rule of the majority of working class. It can also be called proletarian democracy or worker’s democracy, especially from the point of view of workers and the people; but exercises dictatorship, against the minority classes of oppressors and exploiters, e.g. it will prohibit capitalists to make superprofits from unbridled accumulation of capital and exploitation of workers. It is a fundamental fact of class society that one class exercises dictatorship over another contending class, just as the ruling minority classes in the Philippines exercises dictatorship (the coercive powers of the state) over the majority classes of workers and peasants to preserve and expand their property.

I also don’t know if General Esperon has seriously studied the literature of the CPP, but clearly he does not know that establishing socialism or proletarian dictatorship is not the immediate program of the CPP, because the conditions in the country does not yet permit it, where majority of the people is composed of the peasant class that demand land ownership, and who are not ready to support or practice socialist or collective land ownership and production. The CPP is pushing for a people’s democratic revolution and the establishment of a people’s democratic state.]

We urge the Filipino people, especially the youth, to be vigilant and resist being dumbed down by the myopic and cold war-era mindset and rhetoric of General Esperon that has now morphed into one that supports the “war on terror,” an unli-war instigated and sponsored by the US militarist hawks and their backers among big American weapons makers and defense companies.

People deserve to have the level of public debate raised and have a more educated discussion about the fundamental social, economic, political, historical, as well as ideological and philosophical questions that underlie the issues of rising prices, poverty, hunger, joblessness and other pressing questions that they are confronted with daily.

It is a happy consequence of General Esperon’s move to ban the websites of the CPP and NDFP, that more and more people, especially among the youth, are taking interest to study more closely the standpoint and views promoted by the CPP. We are also receiving offers to help mirror and propagate the contents of our websites. Especially in face of threats to democracy, we trust that there will be more online and in-person discussions among the youth and students, teachers, academics and professionals who wish to enlighten themselves about the views of the CPP and the need for the country to undergo revolutionary transformation.

Except for a few people who share General Esperon’s extremist measures, most people reject the MAD Internet Firewall and his dogmatic views and intolerance of opposing views–even by those who do not necessarily agree with the CPP.

General Esperon and his ilk want to silence the CPP, as well as the patriotic, progressive and anti-imperialist forces which have relentlessly exposed the lies and distortions being promoted by the pro-US security and defense officials of the Duterte regime, and that of the incoming illegitimate Marcos II regime.

General Esperon wants to shut out the websites of the CPP and the NDFP claiming they are being used for recruitment. Of course! That is our intrinsic right. And indeed, the websites of the CPP and NDFP are effective tools for education and recruitment. People go to the website of the CPP to seek its views about domestic and international issues. The CPP also uses its website to give accurate battlefield information from the New People’s Army (NPA) which often contradicts the information being churned out by the Armed Forces of the Philippines (AFP). I think the Filipino public deserve and need access to such information, and do not agree to General Esperon’s wishes for the military and the ruling government to monopolize the flow of information.

General Esperon claims “he has all the intelligence” but was not careful enough in drawing up his list to include at least three websites that have not been updated for the past ten years, and to include the academic and journalistic websites Monthly Review and Counterpunch which promote views that often are not congruent with those of the CPP.

In ordering that these websites be banned, General Esperon shows he is not ready to fight at the level of ideas and information, and chooses only the authoritarian option of using government power to wholesale silence and suppress those who promote views that challenge their narrative.

General Esperon’s actions are clearly exposing the undemocratic political and economic system in the Philippines, that is under the class dictatorship of big bourgeois compradors (people like the Villars and Razons) and big landlords (the Aranetas and the Cojuangcos), and the US-controlled neocolonial state run by bureaucrat capitalists (like the Dutertes and Marcoses) and fascists (like Lorenzana and Esperon). These are people who comprise less than 1% of the Philippine population, but control most of the country’s wealth and resources, live off the sweat of workers, peasants and other toiling classes and run the government like business for their own interests, all while claiming to represent the masses. In the Philippines, democracy is a farce. Elections are pseudo-democratic as they are dominated by political parties that are fundamentally no different from one another and bankrolled by big capitalists and landlords. Even the party-list system that was supposed to give a few seats to the “disenfranchised” is now under the control of ruling class interests.

As one who represents and defends the minority ruling classes in the Philippines, and with his acts of outright suppression, General Esperon is a charlatan when he talks of “democracy.”

The CPP stands with the Filipino people as they resist the burgeoning authoritarianism under the Marcos II regime. The CPP is a democratic organization both in the sense that it represents the broad and democratic interests of the Filipino working class, that is aligned with the interests of other democratic classes (the petty-bourgeoisie and the national capitalists) in the Philippines; and in the sense that it upholds and promotes their democratic rights such as freedom of expression and freedom of assembly.

The CPP is leading a people’s democratic revolution that aims to win national sovereignty and end US neocolonial domination, which has consigned the country to backwardness and crisis over the past 120 years. It stands for the most fundamental right of people to bear arms in order to fight tyranny and oppression. The CPP aims to establish a democratic system, where socialist revolution and transformation of society can be carried out, where the workers and toiling classes control state power, and where the old ruling classes can no longer exercise armed dictatorship over the masses.
