Two teams of the New People's Army-Norben Gruta Command-West Camarines Sur successfully launched the simultaneous punitive action against the 81st IBPA CAFGU Detachment.
On February 28, 2023 at 12:28 p.m., a NPA team fired a rifle and M203 grenade launcher at the detachment of Barangay Baya, Ragay, Camarines Sur. On the same day, at exactly 1:10 in the afternoon, another NPA team opened fire on the detachment of the 81st IB CAFGU in Barangay Patalunan of the same town. Meanwhile, the teams that took the punitive action maneuvered safely and efficiently.
Barangay Patalunan and Baya are adjacent barrios where both fascists and executioner soldiers of the 81st IBPA are present.
The 81st IBPA CAFGU Detachment in Barangay Baya used to be located in the center of the barangay next to the elementary school, but in 2021 it was moved to Sitio Okwaw of the same barangay which is currently also in the middle of the household. Similar to this is the camp in Baranggay Patalunan which was placed near the center so that they could make the taumbaryo a defense.
The punitive action against the elements of the CAFGU under the 81st IBPA is a response by the Norben Gruta Command to the request of the residents of the area due to the increasing cases of human rights violations and violence in the area which is causing great fear and anxiety for the villages.
Repeated interrogation, intimidation and psy-war on suspected members and connections of the NPA as well as summoning civilians inside their camp. There is the drinking of alcohol in households with guns, gambling and asking for ID from those found in the fields and when no proof of identity is shown, they will be suspected of being members of the NPA and will be subjected to interrogation. There have also been cases of wife abduction and young people getting pregnant in the area.
The citizens of the area hate the fascist and executioner 81st IBPA for its interference in the area and causing chaos. Its crimes and human rights violations against the residents provide the conditions to prove that they are not the real army of the oppressed and exploited people.
Also part of the Norben Gruta Command's punitive action is the unforgettable gruesome killing of three civilians and residents of Barangay Patalunan, Bonagua and the Ramos brothers, where they were found in the act of killing a military executioner of the 96th IBPA under the 9th IDPA and entertained of life in 2018. This was followed by three civilians in Baranggay Baya where the residents of the barrio, Berong Rafion and the Bendafia brothers were abducted and beaten in 2019. They were released as a result of the barrio's claim, but one of them hidden and forced into CAFGU which is currently in their hands.
Experience has also proven that the existence of the presence of the executioner AFP never helps and protects the people, but it is the number one supporter of the reactionary government of violence, prostitution and gagging the rights of the people.
The Norben Gruta Command calls on all citizens of Camarines Sur to continue to unite with the NPA and expose the violence and fascist and executioner nature of the AFP under the current US-Marcos II regime.
