CAMP LUKBAN, CATBALOGAN CITY, SAMAR – The Samar Provincial Task Force to End Local Communist Armed Conflict (Samar PTF-ELCAC) Local Peace Engagement Team or Local Peace Panel (LPP) recorded another significant milestone in resolving insurgency and bringing development in conflict-affected areas in the Eastern Visayas region.

The relentless operations and programs of the government in ending insurgencies like the conduct of the Community Support Program and Localized Peace Talks led to the surrender of Normie Quilapio alias Noli, the Vice Commander, and Adelfa Tebrero alias Messy, Political Guide, both under GF Damol and other CPP-NPA to surrender and handed over different war materiel.
The GF Damol plays a vital role in the Communist Party of the Philippines – New People’s Army (CPP-NPA) in the transport and distribution of war materiel and medical supplies to the different units of the organization in the region.
Said group also caters to key leaders of the Central Committee in the CPP-NPA-NDF organization.

Through the help of these new surrenderers, the government troops were able to discover arms cache with 30 high-powered firearms, 11 containers of ammonium nitrate an important component in making bombs, thousand blasting caps, one detonator, more than a thousand ammunitions, 53 magazines, 4 grenades, 11 notebooks, 13 flash drives, 6 hard drive, gadgets that contain important information about the organization, medical supplies, and other materials.

Moreover, five motorized banca used to transport war materiel and combatants in the region were also seized.

The Commanding Officer of 46th Infantry Battalion, Lieutenant Colonel Juanito M Parazo Jr said that the capture of war materiel especially firearms is a clear indication that the force of the CPP-NPA in the region is dwindling.

“Dati ang GF Damol ay may maraming member pero sa ngayon nasa labing isa na lamang ang nakikita naming natitira at ang iba doon ay naglie-low na kaya ganun nalang din ang effort ng grupo ni Dori (Former Rebel) at ng gobyerno na himukin pa ang ibang kasamahan nila na sumuko at samantalahin ang programa ng gobyerno na inilaan para sa kanila upang magkaroon ng mas magandang buhay. Marami sa kanila ay nawasak ang pamilya dahil sa CPP-NPA eto ang pagkakataon na mabuo ang kanilang pamilya at magkaroon ng mas magandang kinabukasan,” said Parazo.

The Joint-Task Force Storm Commander, Major General Edgardo Y. De Leon emphasized the significance of the localized peace talks that leads to the massive surrender of CPP-NPA members and communities condemning and denouncing their support to the Communist Terrorist Group (CTG).

“There is a need to strengthen the localized peace talk since military solution alone will not address the decades-long insurgency problem in the region. The approach in addressing the issue should start in the grassroots so that we will be able to know their issues and concerns which often used as propaganda by the Communist Terrorist so that the government can properly assess and provide proper intervention. We congratulate Samar’s Local Peace Panel, this event proves that local peace engagement is active and more effective at local level. We are moving closer to attaining our whole-of-region objective of an insurgent-free Eastern Visayas,” said De Leon.
