KORONADAL CITY (MindaNews / 2 December)— Five alleged fighters of the communist New People’s Army (NPA), including a woman, were killed in an encounter with government troops before dawn Wednesday in a remote village in Lake Sebu, South Cotabato, officials said.

Citing initial reports, Col. Jemuel Siason, South Cotabato police director, said that police and Army operatives
clashed with the communist rebels in Sitio Kibang, Barangay Ned at 4:35 a.m. that resulted in the death of the NPA combatants.

He said the encounter ensued after the suspects fired at the troops who were serving the warrants of arrest for multiple murder, multiple frustrated murder and harassment against Bernie Canyon alias Delmar, commanding officer of Ordnance Platoon under Guerilla Front 53 of the Southern Mindanao Regional Command (SMRC), and his cohorts.

“The troops retaliated and returned fire, which resulted in the armed encounter,” he said in a text message.

Siason identified the fatalities as Canyon; Rogelio Magsaya alias Sarge and Delio, deputy commanding officer of the Pulang Bagani Command, SMRC; Romeo Hebron alias Frank and Melvin, head of the regional ordnance of SMRC; Ka Mercy, a member of the SMRC and wife of a certain Dulce; and alias Macoy also of SMRC.

The troops did not suffer any casualty, the official added.

After the encounter, Siason said the troops recovered one 5.56 M-16 rifle, one Carbine rifle, one caliber 45 pistol, one caliber 40 pistol, improvised explosives and several subversive documents.

The operating team was composed of the South Cotabato police command, Lake Sebu municipal police station, 2nd Provincial Mobile Force Company and the 5th Special Forces Battalion.

Mayor Floro Gandam said some of those slain rebels reportedly came from Davao de Oro, formerly known as Compostela Valley province.

The mayor said that several families fled to safer grounds to avoid getting caught in the crossfire.

There have been persistent reports about the presence of NPA rebels in Barangay Ned in the past several months, he told the local media.

“They are recruiting members of the T’boli tribe to become communist rebels,” Gandam said, noting the NPA’s strength in the area “is weakening” with the surrender earlier this year of 36 alleged NPA rebels and supporters.

Gandam said they have been bringing social services and infrastructure projects to Barangay Ned to discourage constituents there from revolting against the government.

PAGADIAN CITY – Police killed a member of the pro-ISIS group Abu Sayyaf following a clash early Wednesday in the southern province of Zamboanga del Norte, officials said, adding the fighting occurred a day after a terrorist was also killed in Cotabato City.

Brigadier General Jonel Estomo said policemen were
trying to arrest Jupuri Dais in his hideout on a village in Sibuco town when he opened fire on security forces, sparking a gun battle that eventually killed the militant.

Estomo, head of the police anti-kidnapping group, said the slain militant was a former member of the Moro Islamic Liberation and involved in many ransom kidnappings in the South.

“Dais was also being sought by AKG for his alleged involvement in a series of kidnapping incidents in Mindanao, particularly the kidnapping of Martina Yee in 2016, Duterte couple in 2017, and Roda couple and Javier Family in 2018,” he said.


Estomo was referring to Yee, a gasoline station owner in Zamboanga del Norte’s Sirawai town. And the Duterte couple - Jose and Jessica – who were kidnapped in Siocon town, also in Zamboanga del Norte. And also Rufo Roda and his wife Jessica, kidnapped in the province’s Sirawai town.

He said Dais was in Sibuco town to kidnap a project engineer and contractor who is a native of Zamboanga.

Police commandos also killed Abraham Abdulrahman, a member of the Dawlah Islamiya who was linked to a deadly bombing in Cotabato’s South Seas Mall in December 2018 that killed and wounded dozens of innocent civilians.

Abdulrahman was cornered in his hideout in the village of Bagua 2 where commandos tracked him down. Instead of surrendering, Abdulrahman exchanged gunfire with the police forces until he was fatally shot.

His wife Jasmiyah, who was with him during the fighting, managed to escape. The commandos recovered one 60mm mortar and components in the manufacture of improvised explosives from the hideout.

4 Daesh-inspired extremists surrender in Lanao del Sur

SAGUIARAN, Lanao del Sur, Dec. 1 (PIA)-- Four Daesh-inspired extremists voluntarily surrendered on Monday at the 82nd Infantry Battalion (IB) Headquarters in Barangay Pawak, this municipality.

The rebel surrenderees who are from the municipality of Piagapo also turned over one rocket-propelled grenade, one M79 grenade launcher, one KG9 ,and one caliber 45 pistol.

During the interview, the former violent extremists revealed that they decided to surrender for fear of their demise knowing the stern orders from President Rodrigo Roa Duterte to quell all violent extremist activities in order for the government programs to have continuity of implementation.

Seeing government programs, the rebel surrenderees gained self-realization that violent extremism is totally wrong contrary to the true teachings of Islam which are peace and cooperation.

Alias Tarapas, one of the former rebels (FRs), participated in different encounters against government troops in Piagapo in the year 2017. He was also on the watchlist and went on lie-low status after he participated in Marawi siege wherein he managed to escape from the main battle area.

On the other hand, alias Jamal, Opaw, and Mocta, participated during the different encounters in Piagapo. They decided to go on lie low after a series of military efforts that resulted in the death of their recruiter Imam Dimacaling.

82nd IB commander LtCol. Rafman Altre lauded the efforts of the local officials and traditional leaders of the municipality in facilitating the peaceful surrender of the FRs.

Meanwhile, 103rd Infantry Brigade commander BGen. Jose Maria Cuerpo II, reiterated his call to the remaining members of the extremist group to surrender in order to prevent further escalation of violent extremism in the area. He further affirmed that the government has programs for the rebels who will return to the folds of the law.

1st Division commander MGen. Gene Ponio also conveyed appreciation to the troops for their efforts in contributing to the overall accomplishment of the division’s mission and their professionalism in performing their mandates. (82IB/PIA-ICIC)

PAGADIAN CITY, Nov 30 (PIA) - Three (3) former rebels revealed their tragic experiences while in the hands of the Communist Party of the Philippines-New People’s Army (CPP-NPA) in the mountains.

In a press conference held recently, CPP-NPA members Pewee, Arkins and PR (not their real names) revealed to Governor Victor Yu and members of the local media their suffering while still in the hands of the CPP-NPA, as well as the recruitment activities and involvement in the legal fronts of the CPP-NPA.

Pewee reported that he was recruited by the CPP-NPA on May 10, 2001 in Barangay Midatag, Leon Postigo, and upon his recruitment, they convinced him that the CPP-NPA's armed struggle was created because the government failed to provide social and basic services to the poor, which motivated him to join the organization.

But during his 19 years with the group, he noticed that what the recruiter had told him was not true.

"It is not true what the CPP-NPA says that the poor can be freed from their poverty if they join their organization. During the 19 years I have been involved in it, I have experienced a lot of sacrifices. I keep walking in the mountains, I didn't get enough sleep and food and I was far from my family. My family's situation got worse because I left them," Pewee said in the vernacular.

He also observed that there was no fair treatment within their organization because their leaders lived comfortably and were able to send their children to school, while the ordinary members find it difficult to eat on a daily basis and could not send their children to school because they were not given money to pay for their children’s schooling.

Arkins also said that in 2015, after he was recruited by Africia Alvarez, aka Bambam, secretary of the Western Mindanao Regional Party Committee (WMRPC), he was sent to Davao City to enroll at the Community Technical College of South-eastern Mindanao Inc. (CTCSM) and took up the course, Bachelor of Science in Elementary Education (BSEE).

He complained because during his schooling, he was forced by the CPP-NPA to participate in trainings and rallies.

Arkins added that in 2017, he met Sarah Jane Elago, the Youth Party list representative who was one of the speakers as they underwent training in the ‘Liga Skolar ng Bayan’ (LSB), where in her speech, she attacked and tarnished the AFP’s reputation.

He added that in 2019, after the LSB scholars graduated, they were ordered to sign a contract that they render a 5-year return service to the community, but he did not sign because he noticed that under that contract, there was part of it that can be added or replaced.

He also added that while he was in the red area, the CPP-NPA appointed him as Provincial Coordinator of the Makabayan bloc for Zamboanga del Norte, where his appointment paper was signed by Atty. Neri Colmenares, the representative of the Makabayan Party-list.

“I am not lying because I have a document to prove that my appointment paper from the Makabayan bloc was signed by Atty Neri Colminares,” Arkins revealed.

Meanwhile, alias PR said he was recruited in 2010 and became a full-time member of the Kabataan Partylist in 2015, and became vice chairman of the Kabataan Partylist chapter in their barangay in Dipolog City.

“As a member, I was assigned to create other chapters in our neighboring barangays because they wanted to increase the number of chapters in our area,” PR said.

He said that in January 2017, when he arrived at the CPP-NPA camp, he was appointed as a platoon medic in the Main Regional Guerilla Unit (MRGU).

"I gave lecture on health education, provided medical check up and consultation to people and also gave lectures on Pambansang Demokratikong Pamahalaan (PADPA) to recruit members of the organization," PR said.

He also said in 2016, he participated in an electoral campaign in which they campaigned for the Makabayan block: the Kabataan Party List, Gabriela, Women's Party, Bayan Muna, Anak Pawis, Piston, and two senatorial candidates, Bayan Muna representative Satur Ocampo and former Gabriela representative Liza Masa.

“We do not do red-tagging but truth-tagging instead. We are the living testimonies, because we are former rebels that used to operate in the red and white areas. CATARMAN, Northern Samar, Nov. 30 (PIA)-- Government troops, 43rd Infantry Battalion in particular seized the Communist NPA Terrorists’ (CNTs) high-powered firearms and other explosives after an armed clash at the vicinity of Barangay Mabini, Catarman, Northern Samar on November 27, 2020.

This was learned from a press release through Cpt Jonathan R Mayono (INF) PA, Civil Military Operations Officer.

According to Cpt. Mayono, seized during the clash were one M16 rifle, one shotgun, a hand grenade, detonator with detonator cord, six short and long magazines, 91 rounds of ammunition, bandolier, laptop, cellphones, medical supplies, twenty-two (22) backpacks, five CNT flags, and subversive documents.

The engagement lasted around 15 minutes and no casualty on the government side were reported, while undetermined wounded on the part of the NPA terrorists based on reported bloodstains seen in the clash site, Mayono further informed.

The encounter happened after receiving report from a concerned citizen on the presence of the armed group. The Commander of the 803rd Infantry Brigade, Colonel Lowell R Tan, lauded the troops of 43IB for their efforts in protecting the community, he likewise expressed his gratitude to the residents who gave the information, said Mayono.

“Let us continue engaging the community from the Barangay down to the sitios, to build a strong rapport with the communities and help them cooperate with the government and the armed forces. TINOC, Ifugao, Dec. 2 (PIA) - - The Ifugao Police Provincial Police Office (IPPO) through its outreach activities recently served more than 140 individuals here and in Asipulo town.

The IPPO’s Women and Children Protection Desk section in partnership with the Asipulo Municipal Police Station reached out 100 parents and children at barangay Pula providing them with relief packs, clothings and hygiene kits. They also conducted lecture about the rights of children and anti-rape.

Police Captain Juliet Nalidong said they also conducted parlor games for children in another venue with matching prizes and snacks which the attendees enjoyed in line with the celebration of National Children’s Month.

Meanwhile, the Ifugao Police Provincial Mobile Force Company (IPMFC) led by Lt. Col. Ayson Tenenan distributed relief goods to 48 selected residents of barangays Danggo and Luhong in Tinoc town during the Retooled Community Support Program (RCSP) Ugnayan sa Barangay assemblies.


The assorted goods were funded from donations of police personnel and the Office of the Provincial Governor is in line with IPMFC’s “Pulis ko, Concern Sa Sitio Ko” program.

An IPMFC team also oriented the residents of Gumhang, Tinoc on anti-terrorism, illegal drugs and its Patrol Plan 2020 and distribution of relief goods to selected beneficiaries.

“The information drive is part of our pro-active measure on the RCSP stage. This is to ensure that the communist terrorist groups will not be given the chance to re-establish their deceptive recruitment tactics, and other lawless activities. Let the genuine service of the PNP be felt even in the remote areas of the province especially during crisis and calamities,” the IMPFC explained.

This will be a continuous activity in line with IPMFC’s mandate to implement Executive Order 70 or the whole of nation approach to End Local Communist Armed Conflict (ELCAC) thru the RCSP.

Barangays Pula, Asipulo and Danggo, Gumhang and Luhong, all in Tinoc town are among the ELCAC-convergence areas in the province.

CALOOCAN CITY, Dec. 2 (PIA) -- The Armed Forces of the Philippines (AFP) on Tuesday received two units of Fire Pump Truck and two units of Ambulance handed over by a private global corporation in a ceremonial turnover at Camp Aguinaldo in Quezon City.

No less than the Secretary of the Department of National Defense Delfin Lorenzana received the donations from ENPlus Co., Ltd, a leading manufacturer of firetrucks in South Korea. He was assisted by the AFP Chief of Staff General Gilbert I. Gapay.

Meanwhile, EN Plus Co., Ltd. was represented by their President, YoungYong Ahn.

The company is global leader in the fields of energy, engineering, and environment that takes the lead in preserving new energy and environment in addition to the existing firefighting and environmental vehicle businesses.

A symbolic turnover of key was conducted to officially hand-over the donations which amount to Thirty Million Pesos if converted in cash.

“It truly inspires us to know that there are corporations out there such as yours who are thinking of the welfare of our soldiers and would willingly support us in multitude of ways,” Gapay said.

The donations are a big help for the AFP to respond should emergencies arise. General Gapay assured that they will be utilized and maximized according to their function. He also guaranteed the proper maintenance of the donations for a longer and successful usage.

Both Lorenzana and Gapay gave the donors a Plaque of Appreciation to show gratitude for their donations.

The AFP Chief of Staff said that this act of generosity from the donors is a good way to start the end of the year.

1 . What is red – tagging?

JMS: Red-tagging means labelling a person or organization as communist and at the same time as terrorist. The Duterte regime and its political and military agents misrepresent communists as terrorists through propaganda and by the enactment of a fascist law like the Anti-Terrorism Law which targets the Communist Party of the Philippines and the revolutionary movement of the Filipino people for national and social liberation.

2. What makes red-tagging dangerous and deadly?

JMS: Red-tagging is dangerous and deadly because it works like the arbitrary listing of drug suspects in the bogus war on drugs. For the Red-tagging or listing alone, the military and police officers pocket public money under the guise of intelligence operations. And then they use the list of those red-tagged for intimidation and extortion, for staging fake surrenders and worst of all for extrajudicial killings. They further pocket the reward money for fake surrenders and for the extrajudicial killings.

What is called military pork barrel keeps on growing under the pretext of anti-communism and anti-terrorism, whereas in fact it is the Duterte regime’s state terrorism that reigns in the Philippines. At the expense of economic development and social social services as in health, education and public housing, huge amounts of money are appropriated for the military, police and intelligence services.

Duterte and his favorite military and police officers officers engage in graft and corruption through overpriced local and foreign purchases of equipment and supplies, imaginary intelligence, psywar and combat operations, fake surrenders and fake community projects. Military pork barrel is now competing with infrastructure pork barrel as big rackets of those in power.

3. How do you think legal activists differ from actual Red Fighters?

JMS: The difference between legal activists and the Red fighters of the New People’s Army is very obvious. The Red fighters carry firearms and are with units of the NPA in the countryside. They are committed to wage the armed revolution and are prepared to make sacrifices in the battlefield. They are ready to make the supreme sacrifice of martyrdom.

The legal activists do not belong to the NPA and still go home to their families, go to school, their offices or workplaces aside from speaking up and holding mass actions on issues of public interest. They express views that reflect the needs, demands and aspirations of the people for their own good against the oppressive and exploitative conditions and against the Duterte regime’s reign of greed and terror.

4. Reactionary government tags national democratic organisations as recruiters of New Peoples Army, and defenders of CPP-NPA-NDF, Is this true? What really pushes people to join the revolutionary groups then?

JMS: It is perfectly legal for national democratic organizations to assert and exercise their civil and political rights to express themselves and assemble, to make protests and demands in the interest of the people. If they manifest patriotic and democratic ideas and views like those of the CPP, NPA and NDFP, it does not mean that they are recruiters and defenders of these revolutionary organizations.

Those who join the revolutionary organizations are driven to do so by the oppression and exploitation that they suffer from imperialism, feudalism and bureaucrat capitalism. These are problems suffered by the more than 90 per cent of the people. Thus, there is widespread desire among the people to rid the country of these.

And it is therefore not surprising that there is a sharing of ideas, views and aspirations among a broad range of people, including the toiling masses of workers and peasants, the middle social strata and even among those who have social conscience in the upper classes.

5. What is really the objective of the Duterte regime in terminating the GRP-NDFP peace negotiations, designating the CPP and NPA as terrorists and engaging in red-tagging and in enacting the Anti-terror Act during the time of the Covid-19 pandemic?

JMS: Duterte’s real objective is to impose a fascist dictatorship on the Filipino people. By engaging in state terrorism and all-out war, he can freely engage in intimidating the people, kill people who oppose him and plunder the natural and social wealth of the country in collaboration with foreign monopolies and the local exploiting classes of big compradors and landlords.

He wants to rule beyond 2022 or install his daughter as presidential proxy and ensure that he is not hailed to the International Criminal Court to account for his gross and systematic violations of human rights, especially the extrajudicial killing of tens of thousands of people.

6. What do you think of the Senate hearings by the committee headed by Panfilo Lacson? How come General Parlade and a certain Jeffrey Celiz are star performers in these hearings? What are the Senate hearings for?

JMS: The Senate hearings are for the purpose of red-baiting and anti-communist witch hunt. It is a cheap revival of the long discredited McCarthyism in US history. Senator Lacson who is head of the committee is the principal author of the Antiterror Bill. He wants to imitate Senator McCarthy. Thus, wild characters like General Parlade and the impostor Jeffrey Celiz have free play to red-tag people.

They do not have evidence to bring to court against those whom they malign for any act of terrorism and so they use the Senate hearings in order to engage in an anticommunist witchhunt and subject their victims to trial by publicity and to threats of punitive measures, indefinite detention, freezing of bank accounts, torture and murder.

7. Is red-tagging really effective in preventing dissent? Why do you think government invest in such propaganda?

JMS: Red-tagging is not really effective in preventing dissent. It is so absurd and abusive that that it actually provokes or challenges people to resist. In my own youth in the 1950s, I became an activist precisely because the red-tagging demonstrated how anti-national and how antidemocratic were the imperialists and the local reactionaries in using it.

Currently, the organizations and individuals that are being red-tagged are fighting back to expose the red-taggers as antinational and antidemocratic reactionaries in the service of imperialism and the local exploiting classes. More people will become activist and more people will become revolutionary because of the red-tagging. In this sense, Duterte and his reactionary agents are the best recruiters of the CPP, NPA and the NDFP.

8. Is red-tagging evident even outside the country?

JMS. Yes, of course. The Duterte regime has dispatched psywar and intelligence agents like General Parlade and Lorraine Baduy to foreign capitals in order to red-tag and malign people opposed to the regime. There are also psywar and intelligence agents posted in various foreign countries to surveil the overseas Filipinos and to red-tag those they consider as critics of the regime.

These psywar and intelligence agents of Duterte are paid from the intelligence and discretionary funds of the Office of the President and various departments and agencies of the reactionary government. The Duterte agents who call themselves DDS use the social media to slander and threaten the critics and opponents of the Duterte regime.

9. The National Task Force-ELCAC and its highest officials are circulating the propaganda that you yourself red-tagged Filipino organizations and called them “front “ organizations of the CPP. How true is that claim?

JMS: That is a big lie of Duterte and his political and military agents. What I did exactly in a speech in Belgium in 1987 was to differentiate the legal democratic forces and the armed revolutionary organizations. Whenever I speak of national and democratic forces among the people, I do not say that they are members of the National Democratic Front.

The 18 member-organizations of the NDFP are well-known. The NDFP table of organizations is well-publicized. The propagandists and military minions of Duterte pretend not to know it or they really do not know it because they are too lazy to know. Certainly, I do not refer to any legal democratic force as a “front” or facade organization of the CPP or NDFP. I do not use that kind of language. It is the language of the red-baiters.

10. There is also one patently ridiculous claim against you. How do you react to the attack on you that in effect you red-tagged Philippine organizations by inviting them to join the International League of Peoples’ Struggle when you were the chairperson from 2001 to 2019?

JMS: Indeed, that is a patently ridiculous claim. It is absolutely clear that the ILPS is neither a communist nor a terrorist organization. It is an international united front formation of anti-imperialist and democratic mass organizations. It has hundreds of member-organizations in several scores of countries. Anticommunists like General Esperon and others of the NTF-ELCAC and the Anti-Terrorism Council and hirelings like Rigoberto Tiglao are absolutely stupid in red-tagging the ILPS or slandering it as terrorist.

11. How do we stop and fight red-tagging?

JMS: In the Philippines, the organizations and individuals being red-tagged are fighting the red-taggers in every possible legal way and have been successful despite the enactment of the Anti-Terror Act and the growing threat of fascism. They can serve as examples for the overseas Filipinos in fighting back. You have relatively more democratic space in Europe even if there are also chauvinist, racist and even fascist currents here.

You have to strengthen your patriotic and democratic Filipino organizations and develop solidarity with the host people and other foreign minorities in order to assert and exercise your democratic rights abroad. At the same, you and other people in solidarity with you can support the struggle of the Filipino people for national independence democracy, economic development, cultural progress and peace.

12. The CPP and NPA are never known and have never been accused of committing any act of terrorism abroad, why are they listed as terrorist organizations by the US, EU and some other countries?

JMS: It was upon the request of Gloria M. Arroyo, General Esperon and Norberto Gonzales that the US designated the CPP and NPA and even myself as “terrorist” in 2002. And other countries followed the US in designating the aforesaid as “terrorist”. In my case, I have succeeded in having my name removed from the EU terrorist list since 2009 by filing a court case before the European Court of Justice.

It is in deed anomalous that the CPP and NPA are designated as terrorists despite the fact that they have never been known or have been accused of committing any act of terrorism abroad. They adhere to the international conventions on human rights and humanitarian conduct as co-belligerents in the civil war in the Philippines. They are also bound by the GRP-NDFP Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law.

But they have been unable to undertake legal action like I have done. They are preempted from making representations before authorities abroad by certain factors and conditions. Filipino organizations abroad and those organizations in solidarity with the Filipino people should expose the injustice done to the CPP and NPA and demand their removal from so-called terrorist lists. After all these lists are administrative acts by executive entities. They are subject to inquiry and changes upon the demand of the people.

They have emboldened the Duterte regime to terminate the peace negotiations with the NDFP and to make its own designation and listing of the CPP and NPA as terrorists since 2017. With their baseless listing of the CPP and CPP as terrorists, they are practically encouraging Duterte to engage in anticommunist witchhunts and engage in state terrorism.

13. The newly-elected Us president Biden has expressed interest in promoting human rights and democracy in countries that the US supports and has referred negative trends towards authoritarianism specifically in the Philippines, Turkey and Hungary. What can the Filipino people expect and demand?

JMS: The Filipino people expect Biden to keep his word. Somehow Duterte should be advised to give up his scheme of fascist dictatorship and ruling the Philippines beyond 2022 as well as his scheme to rig the 2022 presidential elections to install his daughter or any of his stooges as his proxy. Especially now Duterte has bankrupted the Philippine economy and his own government, he has become more dependent on the US for the military and economic assistance and on pro-US military and police officers. The US can actually tell him to stop being a tyrant or else he loses the US assistance that he begs for from year to year.

The US can also advise Duterte to stop selling out the sovereign rights of the Filipino people over the West Philippine Sea and favoring China’s political and economic interests in the Philippines. China has now seven military bases in the exclusive economic zone of the Philippines, controls the national power grid and erects communications towers in the same military camp where the US has its own personnel and facilities under the Visiting Forces Agreement and the Enhanced defense Cooperation Agreement. Both imperialist powers violate the national sovereignty of the Filipino people.

14. By all indications, the Duterte regime has failed to destroy the CPP, NPA and the revolutionary movement in accordance with the promise he made to US President Trump when he was in the Philippine on November 13, 2017. Now, he is trying to intimidate the urban populations with state terrorism. Will it be helpful to the people if calls for the resumption of GRP-NDFP peace negotiations are made? Will such calls help to discourage from carrying out his scheme of fascist dictatorship.

JMS: Duterte is already too deeply involved in his own scheme of fascist dictatorship. He has committed so many grave crimes of treason, tyranny, mass murder and plunder against the people that he knows the people will never believe any pretense that he makes at negotiating peace with the revolutionary movement. He is hell-bent on attacking the revolutionary movement and the people. And there is too little time for him to step back from his lurch to an ignominious end.

But it is good for the peace advocates to call for peace negotiations as a goal for the broad united front and the broad masses of the people against the Duterte tyrannical regime. Such a call can rally the entire people, unite them for bringing about a change of administration and encourage the incoming administration to engage in peace negotiations and lay the basis for a just and lasting peace by addressing the roots of the armed conflict.###

Dalawampu ang naitalang aksyong militar ng Bagong Hukbong Bayan (BHB) sa limang prubinsya ng North Central Mindanao Region (NCMR) mula Hunyo hanggang Oktubre. Katumbas ito ng isang opensiba kada linggo, at nagresulta sa hindi bababa sa 26 napatay at 23 sugatan sa hanay ng militar at pulis.

Ang mga aksyong ito ay tugon ng BHB-NCMR sa mga focused military operation (FMO) na nagdulot ng matinding pahirap sa mga magsasaka at Lumad ng rehiyon.

Sa panimulang pagkwenta ng BHB-NCMR, mula Hunyo hanggang Agosto, hindi bababa sa 160 ektarya ng pananim ang nasira sa Bukidnon at Agusan del Sur pa lamang. Sa mga baryong okupado ng mga sundalo, kinontrol ang pagpunta ng mga magsasaka sa kanilang mga bukid. Dahil dito, maraming palay at gulayin ang hindi naani. Walang-pakundangan ring kinanyon at binomba ng mga helikopter at eroplano ang kabundukan na sumira sa mga sakahan.

Dagdag pa ng BHB sa rehiyon, nagdulot din ng gutom ang mga ipinatupad na blokeyo sa pagkain sa mga lugar ng FMO. Hinaharang sa mga tsekpoynt ang mga residente at kinukumpiska ang mga itinuturing ng militar na “labis” na suplay.

Sa kabuuang bilang ng mga opensiba, siyam ang isinagawa ng BHB sa Agusan del Sur at lima sa Bukidnon. kung saan pinakamatindi ang pinsala ng mga FMO. Nakapagtala rin ng tatlong opensiba sa Misamis Oriental, dalawa sa Lanao del Norte at isa sa Agusan del Norte.

Tinarget ng mga opensiba ang pusakal na mga tauhan ng 402nd at 403rd Brigade. Tampok sa mga inisyatiba ng BHB ang apat na pag-atake sa tropa ng 1st SFB at PNP-Region 10 noong Agosto 12 sa Barangay San Rafael, Talakag, Bukidnon. Isang helikopter naman ang pinaputukan ng mga Pulang mandirigma noong Oktubre 29 sa Barangay San Vicente, Esperanza, Agusan del Sur.

Pitong Pulang mandirigma naman ang nagbuwis ng kanilang buhay sa mga labanan.

Terror knows no age as soldiers of the Duterte regime unleashed cruelties against peasant and Lumad communities in Bukidnon during its focused military operations (FMO). The soldiers preyed on at least five peasant teens in separate incidents.

On November 19, the 16th IB arrested 17-year old Ruben Dano, a young peasant from Sityo Dulapong, Barangay Balangigay in Kitaotao who was tending his carabao in his farm. He was held at gunpoint, beaten repeatedly, held incommunicado, and forced to guide the operating troops for five days. The military freed Dano only after his family and fellow villagers demanded his release.

Few days after Ruben’s abduction, soldiers struck another teen villager with a rifle’s butt.

The horror for these minors started early on. On November 12, Loloy Corrales’ underaged children, who were accompanying him at their farm, were traumatized upon seeing their father being beaten and held at knifepoint by the soldiers. Soldiers also mauled their uncle Archie Corrales during the same incident.

On November 14 in Barangay Dalurong in Kitaotao, two teens were held by the 16th IB at gunpoint and subjected to psychological torture and interrogation. Terrified by the incident, one of the youngsters fainted. In the neighboring village of Balokbokan a week later, another teen was kicked in his sides for refusing to turn over his cellphone to the soldiers.

In most of the cases, the military accused the victims of being sympathizers or supporters of the New People’s Army. The 16th IB is notorious for subjecting its victims to the harshest forms of cruelties, ranging from harassment to torture, and for arbitrarily seizing residents’ money, farm animals, and other valuables.

The military stepped up its operations in the area to railroad the construction of Duterte’s China-funded South Pulangi Hydroelectric Power Plant which will cover a portion of the municipalities of Kitaotao, Kibawe, Dangcagan, and Damulog. The escalation of attacks on civilians is meant to suppress opposition to the project and drive away at least 30,000 peasants and Lumad.

The National Democratic Front of the Philippines (NDFP) Negotiating Panel condemns in the strongest terms the fascist Duterte regime and his Philippine National Police for the brutal murder of two NDFP Peace Consultants, Eugenia Magpantay and Agaton Topacio on November 25, 2020.

Close to a battalion of troopers swooped on the residence of Magpantay and Topacio around 3 o’clock in the morning firing before entering and thn brutally killing the couple. The Duterte regime is guilty of fragrantly violating the Joint Agreement on Safety and Immunity Guarantees (JASIG) of 1995 which guarantees all participants in the peace negotiations safety and immunity from detention, arrests, and murder.

The regime is also guilty of violating the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) of 1998.

Comrades Eugenia Magpantay and Agaton Topacio, both 69 years old, had retired and were convalescing in the past years. Both suffered from diabetes. Comrade Eugenia Magpantay recently suffered a stroke , which rendered her comatose for four days. Comrade Agaton Topacio was in pain for heart enlargement, knee injury, and frozen shoulder.

The police claim that the couple resisted arrest and were killed in a firefight. In their physical condition, they could not have handled the many weapons found on the scene, much less, engage in a firefight.

The execution of Magpantay and Topacio recalls the murders of NDFP consultants in the peace negotiations, Randall Echanis, Julius Giron and Randy Malayao.

The NDFP Negotiating Panel renders highest honors to Comrades Eugenia Magpantay and Agaton Topacio for their decades of service to the revolutionary movement and to the oppressed and exploited masses.

Rebolusyonaryong pagbati at pinakamataas na pagpupugay!

Ipinagdiriwang ng rebolusyonaryong kilusan ng kabataan-estudyante ang ika-56 na anibersaryo ng Kabataang Makabayan, ang rebolusyonaryong organisasyong masa ng kabataan na mahigpit na tumatalima sa imortal na siyensya ng Marxismo-Leninismo-Maoismo. Dumaan sa mga panahon ng pagsulong at pag-urong ang kilusan ng kabataan estudyante sa Laguna, mula sa panahon ng diktadurang US-Marcos, hanggang sa kahibangan at pagwawasto noong dekada 90, sa mga sunod-sunod na Oplan, at hanggang sa muling pagsikad sa kasalukuyan.

Hindi makakalimutan ang dakilang ambag ng kabataan-estudyante sa kilusang masa sa ating probinsya. Naging mapagpasya ang pagkilos at militansya ng kabataan sa pagsuporta sa mga pagkilos ng magsasaka, welga ng manggagawa, at martsa ng maralita. Hindi makakalimutan ang mga malawakang walk-out at pagkilos ng mga estudyante para tutulan ang diktadurang Marcos at ang rehimeng Erap. Hanggang ngayon, damang-dama pa rin ng mamamayan ang alab at diwang rebolusyonaryo na taglay ng kabataang Lagunense sa lahat ng larangan.

Binabati rin ng KM Laguna at ipinagdiriwang nito ang ika-157 na anibersaryo ng kapanganakan ng magiting na rebolusyonaryo at bayaning si Gat Andres Bonifacio. Ang pag-alaala sa kanyang buhay at pakikibaka ngayong araw ay hindi lamang upang atin siyang gunitain, dahil sa gitna ng tumitinding atake ng teroristang rehimen ni Duterte nararapat tayong tumanaw at matuto mula sa kasaysayan.

Ang Rebolusyon ng 1896 na pinasimulan ng Katipunan sa pamumuno ni Bonifacio ay ang sukdulan ng lahat ng pakikibaka ng mamamayang Pilipino laban sa kolonyalismong Espanyol at pyudalismo. Buong-tapang at giting na hinarap ng mamamayang Pilipino ang mapaniil na mga naghaharing-uri upang makamit ang pambansang paglaya at demokrasya. Nag-aakala ang mga naghaharing-uri na sa pagpaslang nila kay Gat Andres ay mapapaslang din ang rebolusyon, ngunit pinatunayan na sila ay nagkakamali at sa muling pagpasok ng mga bagong mananalakay ay pinagpatuloy ng mamamayan ang pakikibaka.

Dinala ng kabataan ang diwang rebolusyonaryo ni Gat Andres sa sumunod na panahon. Sa apat na taong paghahari-harian niya sa bansa ay pinalala niya ang mga batayang krisis na nararamdaman ng sambayanang Pilipino. Binigyan niya ng dagdag buwang ang mga dayuhan at mga malalaking komprador na magkamal ng kita at pagsamantalahan ang ating likas na yaman sa pamamagitan ng Build Build Build at pagbigay ng 100% foreign ownership sa mga susing empresa tulad ng pagmimina. Binigyan niya ng limpak-limpak na ganansya ang mga negosyante sa pamamagitan ng TRAIN Law habang nananatiling mahirap ang mga manggagawa at magsasaka sa buong bansa.

Tinago niya sa mga mtatamis na salita ang kanyang tunay na hangarin. Malayo sa kaniyang unang mga pahayag na siya ay magiging tapat sa Pilipino, hindi na tinatago ni Duterte ang kaniyang pagiging uhaw sa dugo at kasahulan bilang utak-pulburang tuta ng imperyalista.

Ginamit ni Duterte ang panahon ng pandemya upang palakasin ang pasistang paghihigpit sa bansa imbes na tugunan ang batayang krisis nito. Dahil dito, lumala ang batayang krisis ng kahirapan na sinasapit ng Pilipino. Libo ang nawalan ng trabaho at nalugmok sa dagdag na krisis. Nawalan ng kakarampot na kita ang mga magsasaka sa buong bansa. Nagpatuloy ang komersyalisado at pasistang katangian ng edukasyon habang napilitang magtiis ang mga estudyante sa mga module na kailanma’y hindi makasasapat.

Pinakita ni Duterte na ang tunay niyang kaaway ay ang lehitimong interes ng sambayanang Pilipino at ang mga nagsusulong nito: ang kilusang masa at ang rebolusyonaryong kilusan. Sa balangkas ng kanyang National Task Force to End the Local Communist Armed Conflict (NTF-ELCAC), ubos-kayang inuubos ni Duterte at ng mga halang sa militar tulad Antonio G. Parlade, Jr. ang pera ng taumbayan sa pagtalikod sa sinumpaang mandato nilang “maglinkod at ipagtanggol ang sambayanang Pilipino.” Tinalikuran ni Duterte ang kahit anong posibilidad na magkaroon ng kapayapaan bunga ng pagwawalang-bahala sa usaping pangkapayapaan sa pagitan ng GRP at NDFP — na ngayo’y humahantong sa pamamaslang at pag-aresto sa mga NDFP consultant.

Kung kaya’t malinaw na hinog na hinog na ang mga batayan hindi lamang para patalsikin ang rehimeng US-Duterte, kundi para pasiklabin ang rebolusyonaryong diwa ng mamamayan at dalhin ang demokratikong rebolusyong bayan sa panibagong antas. Susi ang magiging tungkulin ng kabataan, partikular na ang kabataang Lagunense, sa pagsulong ng layuning ito.

Ngayong araw ng Dakilang Proletaryo na si Gat Andres Bonifacio, hindi lamang natin kinikilala ang mahalagang papel na ginampanan ni Bonifacio at ng Katipunan sa pagsusulong ng kalayaan ng sambayanan. Bagkus ay buong-puso ring tinatanggap ang hamon ng panahon upang baguhin ang malakolonyal at malapyudal na katangian ng lipunang Pilipino.

Hamon ngayon sa rebolusyonaryong kilusan ng kabataan-estudyante na sunggaban at maksimisahin ang panahong ito para magmulat, mag-organisa, at magpakilos. Suyurin ang lahat ng mga pamantasan at komunidad para suriin ang krisis na kinakaharap ng mamamayan sa mga lokalidad na ito. Sa mga kasapi at kadre sa kalunsuran, panahon na para tumungo sa kanayunan at makiisa sa mga laban ng magsasaka, mangingisda, at maralita sa mga nayon at parang ng Laguna. Laging panghawakan ang linyang masa, at laging idikit ang buong puso’t isipan sa pagkilos para sa masa.

Bunga ng pag-oorganisang ito, tungkulin natin na magpasapi ng daan-daan at limpak-limpak na bagong miyembro ng Kabataang Makabayan. Magtayo ng mga balangay sa lahat ng erya na may konsentrasyon ng mga kasapi, habang patuloy na kinokonsolida at pinapalakas ang mga nakatayo nang balangay. Lagumin at aralin ang mga karanasan at patuloy na magpaunlad sa pagkuha ng “tamang timpla” sa pag-oorganisa. Sa ganitong paraan, napapalakas natin ang ating hanay, at mas nagiging tiyak ang paalon na pagsulong ng demokratikong rebolusyong bayan.

Suportahan ang kilusang masa sa kalunsuran sa pagpapatampok ng mga isyung sosyo-ekonomiko. Patuloy na igiit ang karapatan para sa edukasyon sa mga pamantasan at komunidad habang sinusuportahan ang mga demokratikong karapatan ng mga manggagawa para sa sahod, ng mga maralita para sa disenteng pabahay at pamumuhay, at ng mga magsasaka para sa tunay na reporma sa lupa. Ang pagpapalakas ng kilusang masa ng mamamayan ang magsisilbing balon ng aral sa mamamayan para sa kahalagahan ng pagkilos.

Buhayin ang makamasang kultura at sining, at patuloy natin linangin ang ating kakayahan tungo sa paglalarawan ng tunay na kalagayan ng masang inaapi. I-transporma ang dekadente at mapanupil na kultura ng naghaharing uri tungo sa tunay na kultura na nagmumula at nagsisilbi sa sambayanan. Maglunsad ng mga palihang bayan, pagsasanay, pag-aaral at iba pang porma ng pagpapaunlad ng kaalaman. Isabuhay ang gawaing kultural sa lahat ng porma ng pagkilos, pag-oorganisa, at pagmumulat.

At higit sa lahat, buong puso nating suportahan at yakapin ang armadong pakikibaka at ang demokratikong rebolusyong bayan na isinusulong ng Bagong Hukbong Bayan sa kasalukuyan. Tulad ng Rebolusyon ng 1896, hindi magagawa ng mamamayan na agawin ang kapangyarihang pampulitika kung hindi tayo tatangan ng armas. Ang armadong pakikibaka ang tanging tugon na makakaya ng mamamayan laban sa dahas ng estado. Ito ang nagsisilbing paraan para mailunsad ang rebolusyong agraryo sa kanayunan at ang patuloy na pagbubuo ng mga organo ng kapangyarihang pampulitika. Ang tagumpay sa digmaang bayan ay tagumpay ng sambayanan para sa tunay na demokrasya.

Mahalin at yakapin natin ang Hukbong Bayan na nagsusulong ng demokratikong interes ng masa. Suportahan natin sila sa kahit anong paraan — materyal, pinansyal, moral. Higit sa lahat, hamon sa bawat isa sa atin na tahakin ang pulang landas ng pakikibaka at umakyat tungo sa pinakamataas na porma ng pakikibaka. Sumampa at tanggapin ang hamon na maging bahagi ng tunay na hukbo ng sambayanan, at sumapi sa BHB!

Kung buhay ngayon si Gat Andres, hindi na kailangang tanungin kung nasaan siya. Ipagpapatuloy niya ang rebolusyonaryong simulain niya at makikita natin siya sa piling ng masang api — inaalam ang kalagayan nila, naglilingkod sa kanila, at lumalaban para sa interes nila. Tulad ni Gat Andres, huwag natin bitawan ang ating mga rebolusyonaryong prinsipyo at isulong natin ang bagong tipo ng rebolusyon! Ngayong ika-56 na anibersaryo ng Kabataang Makabayan, panghawakan natin ang ating sinumpaang tungkulin bilang rebolusyonaryo at sama-sama nating isulong ang digmaang bayan tungo sa tagumpay at sosyalistang landas!

Ipinaparating ng pamunuan ng National Democratic Front of the Philippines-Southern Tagalog (NDFP-ST) ang mahigpit nitong pakikiisa at pagsuporta sa sambayanang Pilipino, lalo na sa mga mamamayan ng rehiyong Timog Katagalugan, na ngayon ay ginugunita at ipinagdiriwang ang dakilang araw ng uring anakpawis at ng ika-157 taong kapanganakan ni Gat Andres Bonifacio — ang kauna-unahang bayaning Pilipino na nagmula sa uring anakpawis.

Pinapahalagahan at sinusuportahan ng NDFP-ST ang iba’t ibang mga pagkilos at aktibidad ng mga mamamayan sa Timog Katagalugan at maging sa iba’t ibang panig ng bansa bilang anyo ng paggunita at pagbibigay pugay sa mga sakripisyo at kabayanihan ng uring anakpawis sa pakikibaka nito para sa pambansang kalayaan at demokrasya. Tulad ninyo, ang rebolusyonaryong kilusan sa rehiyon ay nagsasagawa din ng mga pagtitipon at iba pang mga aktibidad upang gunitain at ipagdiwang ang Nobyembre 30, 2020 bilang dakilang araw ng uring anakpawis kasabay sa ika-157 na kaarawan ng unang bayani nito na si Gat Andres Bonifacio.

Taunang isinasagawa ng NDFP-ST ang pagdiriwang sa araw ng uring anakpawis (kasabay sa paggunita sa kaarawan ni Gat Andres Bonifacio) bilang pagkilala sa malaking papel na ginagampanan ng mga proletaryong rebolusyonaryo sa pagsusulong ng Demokratikong Rebolusyon ng Bayan (DRB). Malaking mayorya sa mga bumubuo at kasapi ng rebolusyonaryong kilusan ay nagmula sa uring anakpawis. Ang kanilang mga rebolusyonaryong organisasyon ang nagsisilbing lakas at pundasyon ng pambansang nagkakaisang prente sa balangkas ng National Democratic Front. Mula din sa uring anakpawis ang nakararami sa mga opisyal at mandirigma ng New People’s Army, sa mga kadre at kasapi ng Communist Party of the Philippines. Ito ang mga patunay na ang CPP-NPA-NDFP ay malalim na nakaugat sa malawak na masa ng sambayanang Pilipino at patuloy nitong tinatamasa ang papalawak at papalalim na suporta ng masang api at pinagsasamantalahan.

Sa araw ding ito mahalaga na muli nating sariwain ang mga naging sakripisyo at kabayanihan nina Andres Bonifacio noong kanyang kapanahunan at ng uring anakpawis sa kasalukuyang panahon. Kung si Bonifacio at ang KATIPUNAN na kanyang itinatag at pinamunuan ay nanguna sa pakikibaka laban sa pagsasamantala at pang-aapi ng mga lokal na naghaharing uri at kolonyalistang Español, ipinaglalalaban naman ng kasunod na mga henerasyon ng uring anakpawis ang pambansang kalayaan at demokrasya mula sa imperyalismo, katutubong pyudalismo at burukrata-kapitalismo. Ipinagpapatuloy lamang ng kasalukuyang henerasyon ng uring anakpawis ang nasimulang pakikibaka ng Katipunan sa ilalim ni Gat Andres Bonifacio sa isang bagong panahon, laban sa bagong mga imperyalistang kapangyarihan at mga bagong tirano na kinatawan ng lokal na mapagsamantala at naghaharing uri sa lipunang Pilipino.

Kaya marapat lamang na buong lakas na ipagsigawan at ipadama ng uring anakpawis at sambayanang Pilipino ang labis nitong pagkamuhi sa pasistang rehimeng US-Duterte at ang pagnanais nitong mapatalsik si Duterte sa kapangyarihan. Kailangang lunurin at yanigin si Duterte ng mga panawagan at pagkilos ng mga manggagawa, magsasaka, maralitang taga-lunsod, kabataan-estudyante at iba pang mga demoratikong uri’t sektor ng lipunang Pilipino dahil sa kanyang mga katiwalian, kabuktutan at krimen sa bayan. Kailangang maramdaman ni Duterte na hindi titigil ang uring anakpawis at sambayanan sa paglaban hangga’t hindi siya napapatalsik sa kapangyarihan.

Nais sirain at labusawin ni Duterte sa mata ng mamamayan ang maningning na rebolusyonaryong tradisyon ng CPP-NPA-NDFP sa paglaban sa mga lokal na tirano para tubusin ang masang api’t pinagsasamantalahan mula sa makauring karahasan na pinakakawalan ng estado ng mga naghaharing-uri sa bansa. Tulad ng panahon ng Kolonyalistang Español, binansagan ng mga mananakop na Español at mga prayle ang mga rebolusyonaryo ng Katipunan at kilusang repormista ng mga ilustrado bilang mga erehe at pelibustero para alisan ng pagiging makatarungan at lehitimo ng kanilang adhikain para sa pagpapalaya at kasarinlan ng bansa mula sa kolonyal na kapangyarihan ng España.

Sa panahon ng kolonyal na paghahari ng US, tinatakang mga terorista ang anti-kolonyal at mapagpalayang kilusan ng sambayanang Pilipino at ng Rebolusyong 1986 at Unang Republikang Pilipino. Sa ilalim naman ng mga huwad ng republikang rehimen, isinulong ng US at mga kolaboreytor na rehimeng mula kay Roxas ang anti-Komunistang isterya at panunugis. Sa panahon ng rehimeng US-Garcia, isinabatas ang Anti-Subversion Act 1957 o Republic Act No. 1700 upang tugisin at gawing iligal ang mga rebolusyonaryong organisasyon at mga makabayang kilusan. Pinalawak pa ang kapangyarihan ng batas laban sa subersyon sa pagsasabatas ng PD 885 ng 1976 at PD 1835 ng 1981 sa ilalim ng diktadurang Marcos na nagkriminalisa sa sinumang kabilang, maiugnay at dumalo sa mga pagtitipon at aktibidad na may layuning ibagsak ang reaksyunaryong gubyerno.

Sa balangkas ng higit na mabagsik at mapanupil na RA 11479 o Anti-Terrorism Act of 2020, lalong kailangan ngayon ng uring anakpawis ang ibayong pagkakaisa, katatagan at determinasyon sa paglaban upang singilin at papanagutin ang rehimeng US-Duterte sa kanyang malalaking kasalanan, kataksilan at krimen sa bayan. Kailangang singilin at papanagutin ang pasistang rehimeng US-Duterte sa mahigit sa apat na taon na pagmamalabis at kalupitan na ginawa niya sa bayan. Kailangan siyang pagbayarin ng mahal sa mga ginawa nitong mga kabuktutan, katiwalian at pandarambong sa pondo ng bayan. Dapat managot si Duterte at ng kanyang mga berdugo at mamamatay taong mga opisyal ng AFP at PNP sa mahigit sa tatlumpong libo (30,000) na napaslang sa madugo ngunit huwad na kampanya nito sa iligal na droga, sa libu-libong mga pinaslang ng AFP at PNP sa kanilang kampanyang kontra-rebolusyonaryo at extra judicial killings (ejk) mula sa hanay ng masang manggagawa at magsasaka, mga progresibo, aktibista at mga tagapagpataguyod at tagapagtanggol sa karapatang pantao. Dapat singilin at papanagutin si Duterte sa kanyang talamak at walang pakundangang paglabag sa karapatang pantao ng sambayanang Pilipino.

Kailangang padagundungin ang malakas na panawagan ng uring anakpawis para sa hustisya sa lahat ng mga naging biktima ng mga karumal-dumal na krimen at mga kriminal na kapabayaan ng pasistang rehimeng US-Duterte.

Lalong dapat singilin at papanagutin si Duterte sa kanyang mga kabiguan, kainutilan at kriminal na kapabayaan na maihaon sa kumunoy ng kahirapan ang sambayanang Pilipino. Sa kanyang kakuparan at sa kawalan ng malasakit para sa maagap at sapat na paghahatid ng tulong at ayuda sa mga pangangailangan ng mga kababayan nating biktima ng mga sakuna at kalamidad sa bansa. Bigo, inutil at walang naging silbi sa sambayanang Pilipino ang mahigit sa apat na taong panunungkulan ni Duterte. Dapat na siyang mapatalsik sa kapangyarihan.

Mula sa uring anakpawis ang mga pangunahing biktima ng mga anti-mamamayang patakaran at programa ni Duterte. Sila ang pangunahing mga biktima at lubusang naapektuhan ng militaristang patakaran ng gubyernong Duterte sa pagharap at paglaban nito sa pandemyang Covid-19. Ang uring anakpawis din ang pangunahing biktima ng kriminal na kapabayaan ni Duterte kapag dumarating ang mga kalamidad at sakuna sa bansa. Mula sa kanilang hanay ang kalakhan sa mga naging biktima ng kontra-rebolusyonaryong kampanya ni Duterte laban sa CPP-NPA-NDFP. Daang libong magsasaka at mga katutubo ang sapilitang lumikas dahil sa walang patumanggang pambobomba ng AFP sa kanilang mga pamayanan, pagpapalayas at malawakang pangangamkam ng kanilang mga lupain ng mga dambuhalang korporasyon sa pagmimina at mga plantasyon. Sa tabing ng pagsugpo sa armadong rebolusyonarong kilusan hinahawan ng pasistang rehimeng US-Duterte ang daan sa pagpasok ng mga dayuhang korporasyon, minahan, plantasyon at pagtatayo ng dambuhalang mga dam sa kanilang mga lupaing ninuno.

Maraming mga maralitang tagalunsod din ang idenemolis at basta na lamang itinapon sa mga lugar na walang tubig, kuryente, mga batayang serbisyo at pagkakakitaan ng hanapbuhay. Saplitan silang pinalayas sa kanilang mga komunidad upang bigyang daan ang mga proyekto ng gubyerno na pumapabor sa mga malalaking burgesya-komprador na malalapit kay Duterte at sa amo nitong mga imperyalistang kapangyarihan.

Sapul nang maluklok sa kapangyarihan si Duterte noong Hulyo 2016 wala na itong nagawang kabutihan sa bayan. Ipinagpatuloy at higit lang pinatindi ni Duterte ang pagsasamantala at atake sa kabuhayan ng masang Pilipino batay sa mga dati nang umiiral na mga anti-mamamayang batas, patakaran at programa ng mga nagdaang rehimen na lalong nagbaon sa kumunoy ng kahirapan sa sambayanang Pilipino. Pinag-ibayo din ni Duterte ang panunupil at kamay na bakal na paghahari sa pamamagitan ng mga mapanupil na batas tulad ng RA 11479 o Anti Terrorism Act of 2020.

Batay sa ganitong sitwasyon sa bansa at pagiging bangkarote ng administrasyong Duterte, makatwiran at makatarungan lamang para sa uring anakpawis at sambayanang Pilipino na lumaban at mag-aklas para ibagsak ang korap, tiraniko, walang silbi, pabaya at pahirap na pasistang rehimeng US-Duterte.###

Malaking kasinungalingan at kahangalan ang ipinangangalandakan ng 201st Brigade na ang mga labanang naganap sa Quezon noong Oktubre 29, Nobyembre 12 at Nobyembre 15 ay resulta ng pang-aatake ng mga yunit ng Apolonio Mendoza Command – New People’s Army Quezon (AMC-NPA) sa kanilang mga tropang diumano’y naglulunsad ng relief operation sa mga nasalanta ng mga bagyong Quinta, Rolly at Ulysses. Pantatakip ito sa kanilang walang-puso at kalupitan sa mga mamamayan ng probinsya ng Quezon sa panahon ng kalamidad.

Ang tuluy-tuloy na demonisasyon ng AFP-PNP sa NPA ay bahagi ng pakana ng rehimeng Duterte na tatakan ang rebolusyonaryong kilusan bilang “terorista”. Nais tabingan ng rehimen na makatwiran ang mga isinasagawang walang-habas na panganganyon, pambobomba at terorismo ng mga mersenaryong militar na naglulunsad ng malupit na focused military operations sa kanayunan kahit sa gitna ng mga kalamidad at matinding kahirapan na dinaranas ng mamamayan. Malaking tinik sa lalamunan ni Duterte ang lumalakas at lumalawak na pakikibaka ng mamamayan sa pamumuno ng CPP-NPA-NDFP.

Binabaligtad ng 201st Bde ang katotohanan na ang mga tropang militar ang tuloy-tuloy na sumasalakay sa mga yunit ng AMC-NPA na nagbibigay ng ayuda para ibangon ang kabuhayan ng mga mamamayan sa mga lugar na nasalanta ng bagyo. Nasa proseso ng pagbibigay ng ayuda sa mga biktima ang yunit ng NPA nang pataksil silang atakehin ng mga mersenaryong tropa sa ilalim ng 201st Brigade-PNP-CALABARZON.

Pinatototohanan ng mamamayan ang kasinungalingan ng teroristang 201st Brigade sa ginawang pag-atake nito sa gitna ng mga nagdaang kalamidad. Hindi mga programang relip o ayuda ang natanggap ng mamamayan kundi militarisasyon at terorismo sa kamay ng mga pasista. Sinasangkalan ng 201st Bde ang mga naganap na engkwentro para paigtingin ang mga operasyong militar sa mga bayan ng Lopez, Macalelon at General Luna. Tinatayang umaabot na sa 1,000 pwersa ng 59th IBPA, 85th IBPA, 22nd DRC ng 2nd ID at PNP-CALABARZON ang naglulunsad ng mga operasyong militar sa Bondoc Peninsula.

Malaking perwisyo sa mga taumbaryo ang pagharang ng 201st Brigade sa relip na ipapamahagi sa Brgy. San Nicolas at Brgy. Ulongtao Ilaya matapos ang labanan noong Nobyembre 12. Pinagbawalan ang mga taumbaryo na maglukad at mag-ula ng kanilang mga hayop. Pinabababa din ng militar ang mga taumbaryo sa Barangay San Nicolas at Malabahay at nagbabanta pang bobombahin ang mga nasabing barangay. Tinipon pa ng mga pasista ang mga kagawad ng Brgy. San Nicolas at ininteroga. Kaalinsabay, tinatakot ang mga taumbaryo at pinipilit na sumuko sila bilang NPA.

Mas malala pa sa bagyo ang paninibasib ng 201st Brigade sa probinsya. Noong Nobyembre 14, pinaslang ng mga tropa ng 59th IB sa Barangay Magsasaysay, General Luna si Armando Buisan, 60, residente ng Barangay Santa Maria, Catanauan. Si Buisan ay tagapangulo ng Coco Levy Fund Ibalik sa Amin (CLAIM) sa bayan ng General Luna. Bago siya paslangin, paulit-ulit siyang nililigalig ng mga elemento ng 201st Brigade at pinipilit na sumuko at “magbalik-loob” bilang rebel returnee.

Desperado ang 201st Brigade na pagtakpan ang kanilang kabiguang pinsalain ang mga yunit ng AMC sa mga naganap na labanan. Nag-aaksaya ng pera at laway ang 201st Brigade sa pakulo nilang pag-iikot sa mga baryo para ianunsyo ang pagkasawi ng diumano’y 12 Pulang mandirigma. Sa aktwal, ang AFP-PNP ang nagtamo ng 12 patay at maraming sugatan sa nasabing mga labanan.

Bihasa ang AFP-PNP sa paglulubid ng mga kasinungalingan upang pilit na pabanguhin ang kanilang umaalingasaw na pangalan. Inaakala ng mga berdugo na mapapawi nito ang pagkamuhi sa kanila ng mamamayan. Malaon na silang lantad sa sambayanan dahil sa kanilang mga krimen sa bayan.

Sa kabilang banda, hindi madudungisan ng anumang paninirang-puri ng AFP-PNP ang pangalan at mahabang rekord ng NPA at rebolusyonaryong kilusan sa pagtataguyod sa interes ng mamamayan. Sa mahigit limang dekada, pinatunayan ng NPA ang dalisay nitong hangarin sa sambayanan. Batid at ramdam ng mamamayan ang taos-pusong serbisyo ng NPA para isulong ang kanilang kagalingan. Tanging ang NPA ang naglutas sa problema at nagpatigil sa nakawan ng kalabaw ng sindikatong Dose Pares sa Bondoc Peninsula noong dekada ’70-‘80. Pinangunahan din ng NPA ang mga kampanyang antipyudal para baligtarin ang 70-30 partihan sa niyugan pabor sa masang magsasaka noong dekada 1980 na nakikilala sa katawagang “tersyong baligtad”. Pinangunahan ng NPA ang pagpapataas sa sahod ng mga manggagawang bukid habang kasabay na nilalabanan ang mga di makatwiran at madayang operasyon ng mga komersyante-usurero upang baratin ang presyo ng kopra.

Walang ibang kasangga ang masa sa kahirapang ipinataw ng malakolonyal at malapyudal na lipunan kundi ang NPA. Libu-libong ektaryang lupain sa buong rehiyon ang napagtagumpayang bawiin ng mga magsasaka mula sa mga despotikong panginoong maylupa sa tulong ng NPA na hanggang ngayon ay nililinang at pinakikinabangan ng kanilang mga pamilya at salinlahi.

Sa pagpasok ng krisis ng COVID-19 sa bansa, kagyat na naglunsad ang mga yunit ng NPA ng kampanyang sanitasyon at gawaing edukasyon sa mamamayan. Matapos ang pananalasa ng mga bagyo, tumugon ang mga yunit ng NPA sa kahilingan ng masang anakpawis na tulong at ayuda.

Ang pagyakap ng mamamayan sa rebolusyon ay iniluwal nang walang pag-iimbot na pag-aalay ng NPA sa bayan ng kanilang buhay, panahon at pakikibaka upang kamtin ang kalayaan at demokrasya. Malita, Davao Occidental – Ibinahagi ng kasundaluhan ng Bravo Company ng 73rd Infantry Battalion ang serbisyo ng lokal na pamahalaan ng Jose Abad Santos, Davao Occidental kung saan nabenipisyohan ang mga miyembro ng Kikog Mabuaya Farmers Association nitong araw ng Disyembre 1, 2020 na ginanap sa So. Kikog, Brgy Mabuaya ng nasabing munisipyo.

Nabigyan ang asosasyon ng binhi ng monggo, punla ng gulay, ng niyog at ng saging. Ang mga binhi ay ibinahagi ng Municipal Agriculture Office habang ang mga punla naman ay galing sa probinsya ng Davao Occidental.

Ito ay sama-samang itinanim ng mga miyembro at ng mga kasundaluhan. “Maayo ang resulta sa among gehimo karun, Naa sad miginahimo , sa tinood lang nalipay ug nakita namu taga-adlaw na himsog ang among pananum, lami kayo sa among pamati,” sabi ni Agustino, presidente ng asosasyon. Sa pahayag naman ni Lt. Col. Ronaldo G Valdez, Pinuno ng 73IB, kanyang nabanggit ang maayos na samahan ng mga ahensya sa Davao Occidental. “Patuloy ang kasundaluhan sa paghatid ng mga serbisyo ng gobyerno. Kasama ang iba’t ibang mga ahensya, hindi kami mapapagod sa pagbibigay ng tulong sa mga nangangailangan,” kanyang sabi.

Sa katunayan ang NTF-ELCAC ay patuloy na nagsasagawa ng mga proyekto at serbisyo upang mahinto at matigil ang rekrutment na isinagawa ng mga teroristang NPA.

Mawab, Davao De Oro – The Kaibigan Battalion in collaboration with the Team RPG-MBC, LGU Mabini, Mabini Parish, and PLGU Davao de Oro initiated a Solar Electrification Project dubbed as Light of Peace, Light of Hope (LPLH) Project to Geographically Isolated and Disadvantaged Areas (GIDAs) of Mabini, Davao de Oro which aims to provide solar electrification to the former red areas and most in-need communities to include IP communities.

The 71st Infantry (KAIBIGAN) Battalion under the leadership of LTC SONNY E GONZALES has envisioned to transform conflict affected areas to conflict resilient communities through the Whole of Nation Approach. Implementation of livelihood programs and facilitation of various infrastructure projects are some of the issues that need to be addressed so that the people will not be exploited by the armed group and eventually end local armed conflict.

The lack of electricity in these areas is one of the many hitches that they have been experienced for years and one of the exploited issues by the CTG leading to the establishment of Underground Mass Organization (UGMO) of the CPP-NPA.

The apt implementation of the Community Support Program (CSP) have seen the actual living condition and have assessed the biggest need of these GIDAs. The concerted efforts between the 71IB and the different stakeholders addressed the electricity concern of Sitio Dagpang benefitting 17 households, to include two (2) purok shade, and one (1) chapel; nine (9) households, and one (1) chapel from Sitio KM 13 in Patawon; 20 households, and one (1) chapel from Sitio Cambaratic A; also, Cambaratic B with six (6) households, one (1) purok shade, and two (2) installed street lights; and 14 households from Sitio Darot. Locals from Brgy Cabuyoan to Sitio Patawon also feel gratified and contented with the installation of the 50 solar street lights along the road.

Proceeds from the Kaibigan Sikad Para sa Kalinaw 2020: “2nd Tusik Trail, Bike for A Cause” initiated by the 71st Infantry Battalion with the active support of the stakeholders from PLGU headed by Gov. Jayvee Tyron Uy, RPG-MBC headed by Cong. Ruwel Peter Gonzaga, Hon. Reynaldo Dayanghirang of LGU Mabini and Rev Fr. Emerson Luego of the Sto Niño Parish, made this initiative successfully realized.

A purok chairman from Dagpang once expressed that his family including locals in his area has lived out their lives for 23 years without electricity. He is gratefully thankful for efficiently addressing their very need that has remained unforeseen for
many years.

Another citizen from Special Brgy Singapore also expressed that conditions like this is both a cause and impact of conflict which has been the stage of armed conflict for so many years. He added that she, her family, down to her grandsons and granddaughters have continually live without any electricity. She is now very much thankful to the 71IB and other peace stakeholders for providing this service. She also believed that this new light of hope will give comfort to their living condition.

From former red area, now transformed into a conflict resilient community. The area is starting to develop as the Kaibigan troopers is doing its best to reach out these communities to address their basic and immediate needs, bridging the gap between local Governments and far-flung communities.

“I believe that winning the hearts and minds of the people is a collective effort. The lessons we have learned from Community Support Program (CSP) with the active involvement of our peace stakeholders in the province are very much important in
treading the path to peace and development. I can see that our peacebuilding initiatives are effecting positive change, and I am confident that if we continue battling out this way, we will end the communist threat in our Area of Operation.” Lt. Col. Gonzales, said..

Through series of lectures, workshops, open forum, and consultations, the participants became cognizant on the Government’s earnestness in helping them prosper and embrace peace. Most importantly, they were also re-oriented from communist ideology through deradicalization.

The 4-day activity was concluded by a peace rally at Brgy Pindasan, Mabini, Davao de Oro where they have publicly declared the CPP-NPA-NDF as Persona Non-Grat stressing their expression towards communist terrorists who are no longer welcome in the community. Consequently, banned from entering their barangays. Participants were given P1000.00 financial assistance from Cong. Ruwel Peter Gonzaga, Congressman of 2nd District of the Province of Davao de Oro and food packs from Gov. Jayvee Tyron Uy, Governor of Davao de Oro.

They also received 15 boxes of sardines from Hon. Reynaldo L. Dayanghirang, Municipal Mayor of Mabini. Sitios Cambaratig A & B and Darot also received solar panels from 71IB including vegetable seeds to the three (3) established People’s Organization in Mabini.

“Insurgency is not a war of ideologies. It is a war of poverty and delivering of basic services of Government to the geographically isolated and disadvantage area. We are doing our best to recover and win back these victims of the CPP NPA NDF exploitation in order to bring them peace and stability.” LTC SONNY E GONZALES said.

“War is not the answer to poverty, unity is. Let us all work together to end insurgencies and achieve peace and development in our municipality. Bringing peace and security attracts tourism and thus provide livelihood to our people. Progress is born in your communities if you give full support to the programs of the LGU.” Hon. Reynaldo L. MAGUINDANAO, Philippines — The military seized more than a dozen firearms and components for home-made bombs from two elusive bombers.

Edsrafil Manalasal Guiwan and Lakim Esmael, both of the Bangsamoro Islamic Freedom Fighters, are tagged in recent deadly bombings in central Mindanao.

They escaped while personnel of the Army’s 40th Infantry Battalion under the 601st Infantry Brigade tried to encircle their hideouts in Sultan sa Barongis and, later, in SK Pendatun, both in Maguindanao province.


They first eluded arrest on Monday while soldiers were crawling towards their lair in Barangay Langgapanan in Sultan sa Barongis. Troops found two B-40 anti-tank rockets, an Uzi 9-mm. machine pistol and a shotgun.

Guiwan and Esmael again escaped when they sensed that members of the 40th IB were approaching their hideout in Barangay Bulod in SK Pendatun on Tuesday morning.

Major Gen. Juvymax Uy of the 6th Infantry Division said soldiers seized another anti-tank rocket, a .50-cal Barret sniper rifle, seven assault rifles and a 9-mm machine pistol hidden in their shanty in a secluded area of SK Pendatun.

Three of the firearms left by Guiwan and Esmael in Barangay Bulod were vintage assault rifles. Maguindanao’s adjoining Sultan sa Barongis and SK Pendatun towns are near central Mindanao’s 220,000-hectare Liguasan Delta, where there is presence of the BIFF, also known as the Dawlah Islamiya that uses the flag of the Islamic State of Iraq and Syria as banner.

Uy said the operations against Guiwan and Esmael were laid by Brig. Gen. Roy Galido and Lt. Col. Rogelio Gabi, commanders of the 601st Brigade and 40th IB, respectively, after local officials reported their presence first in Sultan sa Barongis and, subsequently, in SK Pendatun.

Local courts earlier issued warrants for the arrest of Guiwan and Esmael for various crimes, including extortion, trafficking of shabu, multiple murder and frustrated murder.

A military-police team killed five members of the New People’s Army, one of them a regional rebel leader, in an encounter Wednesday in Lake Sebu, South Cotabato.

Major Gen. Juvymax Uy of the Army’s 6th Infantry Division said NPA members Romeo Libron and spouse Merly, Rogelio Magsaya, and two others initially identified only as Macoy and Megan, died from bullet wounds in different parts of their bodies.

Municipal officials and community leaders in Lake Sebu, a hinterland town in South Cotabato, have confirmed that Libron was chief of the NPA’s self-styled regional ordnance unit for Southern Mindanao region.

Libron’s group was tagged in recent bombings in central Mindanao of buses, construction equipment and business establishments whose owners refused to shell out “protection money” on periodic basis.


Personnel of the Lake Sebu municipal police and the 5th Special Forces Battalion were to serve warrants from local courts for the arrest of Libron and his companions but the operation went awry when resisted and opened fire, provoking a gunfight.

Members of the 5th SF Battalion, a unit of the 601st Infantry Brigade under 6th ID, and policemen were forced to return fire, killing the five NPAs in the ensuing encounter.

Libron is wanted for heinous offenses, including multiple murder, extortion and arson.

In a report to 6th ID, Brig. Gen. Roy Galido, commander of 601st Brigade, said soldiers found in the hideout of the slain NPAs a Carbine rifle, an M16 rifle, a .45 caliber pistol, a 9 millimeter Glock 19 pistol, two improvised explosive devices and components for IEDs.

Uy said he has directed the 5th SF Battalion to guard against possible retaliations by the NPA for the death of Libron and his four companions.

The firearms and explosives found in the hideout of the five slain rebels are now in the custody of the Lake Sebu municipal police.

TALACOGON, Agusan del Sur – Forty-nine (49) Indigenous People- Out of School Youth (IP-OSY) of Esperanza, ADS completed their 30-day Mobile Computer Literacy (MCL) Training through a closing ceremony held at Esperanza National High School, Brgy. Poblacion, Esperanza, ADS, today.

The said training was the first ever launched in the province of ADS and was made possible through the initiative of 26th Infantry (Ever Onward) Battalion, Philippine Army with the support of the Local Government Unit (LGU)- Esperanza and in partnership with TESDA, NCIP, and DepEd. It aims to provide the appropriate and basic knowledge and skills for the IP-OSY from far flung areas to operate a computer which is very essential in this generation where technology is already a part of our daily lives. Originally, twenty-one (21) OSY attended during the opening of the training and an additional of twenty-eight (28) OSY registered before the start of the training.


Ms. Cherry Mae O. Ligcuban, one of the students from Brgy Bakingking, Esperanza, ADS, expressed her gratitude to the LGU and Army troopers for the wonderful opportunity that was given to the IP community. “Daku kaayo among pasalamat sa tanan nga nagpasiugda niining maong programa kung diin kami gitudloan ug nakakat-on sapag operate sa computer ilabi na kay gamit kaayo ni nga kahibalo sa panahon karun. Ug kini usa lamang sa mga pipila ka libreng serbisyo sa goberno alang sa katawhan ilabi na sa mga wala naka human sa pagtungha sa taas nga edukasyon tungod sa kalisod.”, she said.

”Thanks to the Armed Forces and to all supporting agencies for the enormous effort in the implementation of government programs particularly the Mobile Computer Literacy Training for the IPs that would greatly contribute to their knowledge and development. Rest assured, the local government will always look for rooms for more project to its constituents.”, Hon. Leonida P. Manpatilan, Municipal Mayor of Esperanza, ADS stated.

Likewise, Lt. Col. Reynald Romel A. Goce, Commanding Officer of 26IB, applauded and commended the actions and undertakings of the LGU Esperanza and emphasized the importance of bringing the government closer to the far flung areas especially the IPs. “This activity connotes the importance of winning the trust and confidence of the people, providing what the locals needs to grow and foster in this rising modern community. It is one amongst the benefits of having Executive Order Number 70 “Whole of a Nation Approach” where the concerned agencies work hand in hand in providing services and sociological needs of the people especially in CTG vulnerable areas.”, he said.

The CTGs have been exploiting the minds of the youth for their communist cause discrediting the government efforts in attaining peace and development in our country. “As one of the vulnerable sector in our society, the young minds of the youth are being exploited and poisoned by the deceptions and propagandas of these terrorists. They become NPA combatants fighting in the jungle for their futile struggle.”, Col. Cerilo C. Balaoro, Deputy Brigade Commander, 402nd Brigade, PA emphasized.

“You are here to be trained and to be more educated. This training will prepare and transform you to become productive citizens of the community. The government will continue its efforts in supporting the needs of the youth and the IP communities. Education is the solution, not armed revolution. As advocates of peace, we are now peace partners. Let’s protect the future of our nation by protecting the youth sector against the ambitions of the communist-terrorists. The youth must be in classrooms studying and learning for a brighter future and become useful citizens of our country for they are the future leaders and hope of the coming generations.”, Col.
