A deputy chief minister of the Bangsamoro autonomous region in southern Philippines passed away on Wednesday, the government announced.

Abdul R. Sahrin died in the city of Zamboanga in Zamboanga Peninsula after a month-long battle with brain tumor, the statement said.

Popularly known as ‘Hassan Jawali’ and ‘Cong’ among his supporters, Sahrin was the secretary general of Moro National Liberation Front, and member of the Bangsamoro Transition Authority Parliament.

“He was a key figure in fighting for our right to self-determination and working towards our shared vision of a peaceful and progressive Bangsamoro,” the press release added.

The Muslim majority region, which has a population of nearly five million, voted for greater autonomy in a historic 2019 referendum, ending decades of conflict and paving the way for a three-year transition toward elections.

On Feb. 26, 2019, Al-Hajj Murad Ebrahim, who is also the chairman of the Moro Islamic Liberation Front which led the armed struggle, took charge as the regional head till 2022.

He appointed two deputies: Ali Solaiman for mainland, and Sahrin, now deceased, for island provinces.

After the transition period is complete, the region will have autonomy over internal affairs, establish and administer courts of Islamic law, and manage their surrounding waters jointly with the central government.

While foreign policy will be decided by Manila, former liberation fighters will be eligible to join the armed forces.

THE base commanders of the Moro National Liberation Front (MNLF) under commander Ali Julkipli of Kalingalan Caluang, Sulu has declared the Abu Sayyaf bandits as persona non-grata in all of its camps and communities in the town.

The declaration is contained in a peace covenant Julkipli and his base commanders signed together with the Marine Battalion Landing Team-7 (MBLT-7) in a ceremony Tuesday, January 19, at the MBLT-7 headquarters in Karungdong village, Kalingalan Caluang.

Colonel Hernanie Songano, 4th Marine Brigade commander, presided the activity.

Lieutenant Colonel Eduard Olaso, MBLT-7 commander, said in a statement that the denouncement of the MNLF against the presence of Abu Sayyaf bandits in their respective camps and communities is a clear manifestation that MNLF, as Peace Inclined Armed Groups (PIAG), is one with the Armed Forces of the Philippines (AFP) in establishing and maintaining peace and order in Kalingalan Caluang town.

Kalingalan Caluang Mayor Nurshamier Halun has lauded the coordination and cooperation between the MNLF and Philippine Marines in his town.

Songano praised the MBLT-7 troops for the "remarkable and significant accomplishment" in its Preventing and Countering Violent Extremism (PCVE) Efforts in the second congressional district of Sulu.

"Likewise, the 4th Marine Brigade under Joint Task Force Sulu as a whole will continue to conduct intensified key leaders and stakeholders engagement in order to sustain the peace and development efforts in the area of operations," Songano said.

The peace covenant signing was witnessed by officials of Kalingalan Caluang Municipal Government and the town police.

Meanwhile, to further support the campaign for peace and order in his municipality, Halun has also facilitated the voluntary turnover of loose firearms to the MBLT-7.

Abdulla Suwaib Caluang and Sasad Madjuri, village chairpersons of Karundong and Kambing, respectively, voluntarily turned over one caliber .30 M1 Garand Rifle, one home-made 12 gauge shotgun, and one home-made M-79 grenade launcher.

"The voluntary turnover of loose firearms to the Marines has signified our utmost cooperation to the objective of the security forces in my municipality," Halun said.

Kalingalan Caluang, which comprises of nine villages, is a fifth-class town in Sulu with a population of 31,567, based on the 2015 census.

SOLDIERS aboard military trucks entered the University of the Philippines Diliman campus on Wednesday, January 20, 2021, not as a show of force following the abrogation of the 1989 UP-Department of National Defense (DND) accord but to visit their ongoing projects.

“Nandito po tayo ngayon dahil gusto po nating ipakita na mali 'yung mga sinasabi at sa mga speculation na bawal talaga ‘yung military dito sa Barangay UP Campus,” said Major Frank Sayson, 7th Civil Relations Group of the Civil Relations Service of the Armed Forces of the Philippines (7CRG, CRSAFP) commander.

“Ang sabi nga namin, itong ginagawa natin sa nation building, nagre-reach out ang AFP sa iba’t ibang sector especially sa pamunuan ng UP,” he added.

Sayson said forces of 7CRG have been going in and out of the UP Diliman campus for the implementation of their projects “Kapwa Ko, Sagot Ko” and “Raise To 1 Million Gardens in the NCR” in partnership with the Barangay UP Campus with the approval of then UP Chancellor Fidel Nemenzo.

He said the “Kapwa Ko, Sagot Ko” has been implemented since March 2020 at the height of the implementation of stringent community quarantine due to the coronavirus pandemic and has since provided relief goods and humanitarian services to 436,140 households, or 1.74 million individuals.

“7CRG in the past eight months have started, established and maintained its campaign as vessel of blessings in extending a helping hand to less fortunate Filipinos not only within Barangay UP campus in Diliman but also in other cities and municipality of the National Capital Region (NCR),” said Sayson.

When Metro Manila was placed under general community quarantine, Sayson said they introduced the “Raise To 1 Million Gardens in the NCR” not only in Barangay Diliman but also in six other local government units in order to help those who lost their income and source of livelihood due to the pandemic.

He said they are fully aware of the then existing agreement and sought the approval of concerned authorities.

Nemenzo approved the project’s implementation for six months, from July to December 2020, which could be extended after review.

“The local residents of the said pooks (communities) in Barangay UP campus accepted the 7CRG’s ‘Hardin Hero Challenge’ that is to maintain and sustain their respective Community Gardens and further encourage their members to have their own household gardens enough to provide them adequate vegetables, herbal and medicinal plants as well as fruit bearing plants,” said Sayson.

He said these programs made the community resilient by educating them on organizing, mobilizing and in achieving gardening skills in order for them to become instruments of peace and development in their areas, built strong networks among the old and young residents in the community on the creation of awareness in urban farming, created opportunities of livelihood to the communities and gave the national government an alternative solution in motivating people to stay at home.

Meanwhile, former UP President Jose Abueva expressed disappointment over the termination of the agreement which he signed with the DND in 1989, prohibiting entry of police and military personnel in UP campuses without prior notice.

Abueva said the UP-DND accord was created during the term of the DND secretary Fidel Ramos with a deep understanding of the “inalienable rights to freedom, democracy, justice and peace that lasted beyond our respective presidencies.”

"There was a deep, mutual understanding of the need to uphold this agreement and do everything for the good of UP and the rights of its students, faculty and staff. This understanding was rooted in mutual trust, and mutual respect," Abueva said.

"I am appalled and dismayed about this unilateral abrogation," he added.

The pact was signed by Ramos and Abueva on June 16, 1989, following the conduct of a military operation in UP Diliman Campus which resulted in the abduction of Donato Continente, then a staff of the Philippine Collegian.

Continente said he was tortured into admitting to the murder of Colonel James Rowe, an American soldier who is a member of Jusmag. He was jailed for 14 years.

DND Secretary Delfin Lorenzana said he ordered the termination of the agreement effective January 15, 2021 in order to protect the UP community, especially the students, from being recruited by the communist movement and suffering the same fate as the other UP students who were killed during law enforcement operations against the New People’s Army (NPA).

AFP Chief of Staff Gilbert Gapay said at least 18 UP students have been killed in clashes between government forces and NPA since 1975.

These students were members of legitimate organizations Gabriela, Kabataan Party-list and League of Filipino Students, among others, which the military claims to be front organizations of the Communist Party of the Philippines (CPP).

Lorenzana said on Wednesday, January 20, that he was willing to meet with the UP administration to discuss the matter but they have to explain first why they were not able to protect their students from exploitation by the communist group.

He denied that the termination of the accord is in preparation for the militarization of UP campuses.

Bangsamoro Interim Chief Minister Ahod "Al Haj Murad" Ebrahim made an impassioned push for a 3-year extension of the Bangsamoro Transition Authority (BTA), saying it is primarily to ensure peace in Mindanao, and not a bid to stay in power.

"For us, it's not the power in the governance but it is the success of the implementation of the process of the peace agreement because it is the fruit of two decades of struggle,"
he said on Friday, January 22, during a virtual press conference.

"I myself, I started by joining the struggle when I was 19 years old. Now I am 71 years old so I have spent almost my whole life in the struggle,"
he continued.

The day before, the Bangsamoro Autonomous Region in Muslim Mindanao celebrated its second founding anniversary.

The BTA, led by the Chief Minister's organization, the Moro Islamic Liberation Front (MILF), has a good chance of succeeding in bringing development and peace to the conflict-racked region, said Murad.

"Now is the time that it will succeed. We are asking everyone to give this a chance to succeed because it is not only for our good but the good of the Bangsamoro people and the entire Philippine people," he said.

Failure could lead to more violence

Asked if MILF members, especially those with arms, will again resort to violence should Congress fail to grant a 3-year extension, Murad said he could not speculate on this but that there are surely "small groups" who could use the failure of a 3-year-old BTA to foment conflict.

"We can't say now if they will go back to war but we know there are still groups that are just waiting for failure because they will exploit on that," said Murad.

He said he was not "scaring" anyone but that the "reality" is that success in the transition process is necessary to prevent violent groups from gaining traction and followers.

Duterte fully supports Murad-led BTA

Murad also said that President Rodrigo Duterte expressed "full satisfaction" in the transition process and committed to support the BTA in whatever way is necessary for their success.

They had met in Malacañang on Thursday to discuss the status of the transition.


"He clearly pronounced that he is very thankful and he assured the support of his administration to the transition authority in order to accomplish its tasks," said the Chief Minister.

Malacañang has long said it backs the BTA's call for an extension, putting pressure on lawmakers to pass the needed amendment to the Bangsamoro Organic Law.

Five bills to this end have been filed in the 18th Congress.

THE PHILIPPINE military has formed the so-called Western Mindanao Command Transformation Roadmap Multisectoral Governance Consultative Board (WMCTR-MSGCB) with Zamboanga City Mayor Beng Climaco as its chairperson.

Lt. Gen. Corleto Vinluan, Jr., chief of the Western Mindanao Command, said they initiated the creation of the WMCTR-MSGCB to champion the military roadmap by encouraging support and participation, providing expert advice in the implementation, and helping improve transparency and accountability.

He said this is in line with the Western Mindanao Command's commitment to achieve its vision to be a “World-class Armed Forces, Source of National Pride.”

Climaco already presided over a meeting with the WMCTR-MSGCB, whose members are composed of individuals external to the Western Mindanao Command who will perform as accountability partners to ensure continuity of its programs and initiatives. (Zamboanga Post)

Police commandos killed four Filipino pro-ISIS militants in a clash in the restive southern region of Mindanao.

Commandos were sent to arrest the militants after tracking down their hideout Thursday in Basag village in South Cotabato’s T’boli town. The militants, who were members of the Dawlah Islamiya, opened fire on commandos, sparking a short, but fierce fighting that eventually killed all gunmen.

This was confirmed by Maj. Gen. Bernabe Balba, who heads the Special Action Force, in his report to National Police Chief Debold Sinas who said the fighting only lasted 5 minutes and no commandos were killed or injured in the clash.


He said the commandos were with members of the municipal police force serving the arrest warrants against the gunmen who were facing a string of criminal cases.

The slain militants were identified as Moen Macabangin, Saadin Macabangin, Narjaid Macabangin and Baharan Macabangin who were key suspects in the murder of two policemen in South Cotabato’s Polomolok town and the 2018 bombing in General Santos City.

Police forces recovered a Carbine rifle, two .45-caliber pistols, a fragmentation grenade, ammunition and a cell phone among other personal belongings, including dried marijuana leaves from the slain gunmen.

But a separate report by the 6th Infantry Division said the Special Forces soldiers were also involved in the “joint” operation and that fighting lasted not 5 minutes, but 20 minutes. Maj. Gen. Juvymax Uy said the militants were also rushed to the hospital, but doctors declared all of them dead.

The Dawlah Islamiya is among the militant groups in the South fighting for the establishment of a caliphate in Mindanao. (With additional report from Rhoderick Beñez.)

BUTUAN CITY, Jan. 22 (PIA) – The local government units (LGUs) with its respective officials actively participated during the Levelling and Consultation Session conducted by the Caraga Regional Task Force to End Local Communists Armed Conflict (RTF-ELCAC) held on Thursday. Through the help of the resource persons, participants were capacitated in addressing various issues and concerns that would directly or indirectly resolve the insurgency problem in the region.

The said activity was aimed to further capacitate the local Task Force with the knowledge on the Communist Party of the Philippines – New People’s Army – National Democratic Front (CPP-NPA-NDF) strategies, tactics, programs; emphasize the need to address the 10 CTG programs; synchronize the effort from the national down to the regional, provincial, city, municipality and barangay level Task Forces; and sustain the gains of the task force's efforts in ending local communists' armed conflict.

Cabinet Sec. Karlo Alexei Nograles, Cabinet Officers for Regional Development and Security (CORDS) for Caraga, stressed that ending local communists armed conflict still remains as a top priority of President Rodrigo Roa Duterte. And this levelling session and consultation was aimed to provide guidance to all instrumentalities of the government in Caraga region to achieve this common goal.

“This activity also aims to generate active support and involvement of all sectors thru a whole-of-government and whole-of-nation approach in fighting insurgency in the region,” added Nograles.

The official further reiterated that the president is keen on putting an end to local communists armed conflict under his administration. "With this levelling session and consultation in the region, we hoped to attain a common understanding on the battle against the CPP-NPAs, and ensure economic development and security particularly in the conflict-affected areas," he remarked.

During the course of the session, participating LGUs through its representatives were able to raise questions and clarifications, as well as shared strategies on how they would be able to help the national government and the task force in fulfilling the objectives and goals towards ending local communists armed conflict.

The group also discussed to take into consideration the following plan of action: strengthen network with stakeholders; orchestrate government programs as part of good governance; assist in the preparation of sectoral agenda; promote government programs and narratives and clarify burning issues; identify policy gaps and structural deficiency to attain good governance (social reform agenda); continue the conduct of sectoral studies; and sustain the IEC on sectoral studies.

Meanwhile, Secretary Allen Capuyan, executive director of NTF-ELCAC, urged all the LGUs and government agencies involved that also compose the task force to strive more and continue to implement their respective programs in line with the President’s Executive No. 70.

The creation of the Regional Task Force to End Local Communists Armed Conflict (RTF-ELCACs) is anchored on the Executive Order No. 70 signed by President Duterte in 2018 which mandates a “Whole-Of-Nation” Approach in resolving the communist rebellion.

Under EO 70, LGUs shall take the lead in the conduct of local peace dialogues as a way of peacefully engaging the rebels and convincing them to return to the folds of the law. (JPG/PIA-Caraga)

BUTUAN CITY, Jan. 22 (PIA) -- “This administration will not stop delivering equality and equitable public services and better governance.”



This was the statement of Sison town mayor Karissa Fetalvero-Paronia on the local government’s efforts to address and end insurgency in their area.

In her guesting in the Laging Handa Network Briefing episode today, January 22, the local official hinted some of their plans to address pressing concerns on insurgency, particularly on infrastructure.

“Yung concreting of roads… yun talaga ang main concern dito sa amin since there are still [some] dilapidated roads in Sison na nagpapahirap for the transportation of our agricultural products,” the mayor said.

They plan on using their Assistance to Municipalities funds for last year from the Department of Interior and Local Government (DILG) to construct local access roads. The mayor hinted that the project is in preparation for their housing project for local farmers.

Last week, the local government was able to implement the Community Support Program (CSP) in Brgy. Ima after having been cleared from the influence of communist terrorist groups, which required neutralizing more than 100 residents who supported the leftist cause.

“Plan namin po na pagbutihin talaga yung services namin. We have to package all our services and bring them to the grassroots level. Yun talaga yung aim namin,” Mayor Fetalvero-Paronia said.

As they continue to pursue the fight against insurgency, the local government is also hopeful for the establishment of the Provincial Mobile Force Company in their town to better equip the local police force. A hectare of land was donated for such a project.

Ending insurgency is paramount to what the town mayor has envisioned for Sison, which is to transform it into the main government hub in the province. The Civil Service Commission (CSC) has already established its provincial office in the area. The Land Transportation Franchising and Regulatory Board (LTFRB) provincial office is expected to establish its own office in the town as well. Next on that list is, hopefully, the Philippine Economic Zone Authority (PEZA) office, she said.

“[In] the soonest possible time, Sison will soar high and rise among the municipalities here in Surigao del Norte after masolve namin ang insurgency. We have a lot to offer here. Malaki po yung future ng Sison na we will be able to surpass all these things,” said Mayor Fetalvero-Paronia. (DMNR/PIA-Caraga)

Army engineers, Philsaga turn-over one school-building to DepEd

AGUSAN DEL SUR, Jan. 22 – The Army Engineers and Philsaga Mining Company finally turned-over to the Department of Education (DepEd) the newly constructed school-building in Wasian Integrated School, Rosario, Agusan del Sur on January 18, 2021.

The 544th Engineer Construction Battalion (544ECBn), 52nd Engineer Brigade Philippine Army led by Lt. Colonel Rodel V Pangilinan, constructed one school-building with two classrooms of DepEd which was funded by the Mindanao Mineral Processing and Refining Corporation (Philsaga Company). The project started last June 15, 2020 and was completed on January 18, 2021.

The establishment of these school-building project becomes successful through the collaborative efforts of the Army Engineers, Philsaga Mining Company, Local Government Unit of Rosario, Agusan del Sur School of Arts and Trades – Technical Education and Skills Development Authority (ASSAT-TESDA) and DepEd.

Engr. Rupert Joseph D. Tortal, representative from Mindanao Mineral Processing and Refining Corporation; Hon. Eduardo E. De Paz, Barangay Captain of Wasian, Rosario, Agusan del Sur; Nilo B. Montaño, Division Supervisor; Faculty members headed by Renante P. Probo, School Principal and parents attended the said event.

“We are very happy to have been given this opportunity to assist in the implementation of this school-building project. We have worked hand in hand with our counterpart agencies and stakeholders for the success of this project,” underscored Pangilinan.

MALIBCONG, Abra, Jan. 22 (PIA) –- The Poverty Reduction, Livelihood and Employment Cluster (PRLEC) recently launched set of skills trainings for two priority barangays here in line with “whole-of-nation” approach to End Local Communist Armed-Conflict (ELCAC) towards the attainment of sustainable and inclusive peace.

Under the "Hogs to Riches" program, skills training on electrical installation and maintenance, carpentry and swine production will be implemented in Brgy. Dulao. Another set of skills trainings involving carpentry, masonry, small engine servicing and organic hog raising under the "Pangkabuhayan SA Barangay" will be implemented in Brgy. Duldulao.

The completion of these training programs is expected to spark the livelihood of the residents in said barangays , which are listed as top-priority barangays by the Provincial Task Force to End Local Communist Armed-Conflict led by Chairperson Gov. Joy Bernos based on the barangay-consultations conducted.

“Before the end of President Duterte’s term, he wants development and livelihood in all the conflict-affected barangays to become self-sustaining,” TESDA-Abra Provincial Director Florante Herrera said as he sought the commitment and cooperation of the residents to take care of the projects and programs entrusted to them for their own welfare.

Provincial Planning and Development Officer Arnel Valdez, in behalf of the Governor, re-assured the commitment and support of the provincial government in the implementation of livelihood trainings and projects especially to priority barangays.



Member-agencies of PRLEC headed by TESDA, LGU Malibcong and barangay LGUs signed a pledge of commitment to support the sustainability of the project. The agency representative also engaged the residents on how they will facilitate their needs and concerns according to their existing services.

Dulao Punong Barangay Raymund Elveña extended the gratitude of whole barangay to the PRLEC for giving them training projects, which is one of the long-time wishes of the residents.

Duldulao Punong Barangay Talledo Dugay-o also appreciated the efforts of all government agencies present during the program for reaching out to their barangay despite its remoteness and unpaved roads.

CALAMBA CITY, Jan. 23 (PIA) - As part of their mission of ushering inclusive development and address insurgency in Region 4-A (CALABARZON), the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) has opened its Operations Center in Camp Gen. Vicente Lim in this city last Thursday, January 21.

In a message, Presidential Adviser for Southern Tagalog and RTF-ELCAC 4-A Chairman Casimiro Ynares urged the task force to help one another in fighting terrorism in the region.

The RTF-ELCAC also presented the current status of the Retooled Community Support Program where certificates of recognition were given to local government units in Batangas (Balayan, Lian, Tuy), Quezon (Atimonan, General Nakar, Catanauan, Macalelon, Mulanay, Mauban, San Francisco and Tagkawayan), and Rizal (Tanay and Rodriguez) for completing the Retooled Community Support Program of the Department of Interior and Local Government.

Five former rebels were given financial assistance from the task force as part of the symbolic distribution of the e-CLIP benefits.

The Philippine National Police (PNP) has formed tracker teams to trace the whereabouts of the nine dismissed police officers implicated in the fatal shooting of four Army intelligence operatives last year.

"Meron na kaming mga trackers na in-organize at kasama doon sa trackers, of course yung negotiation approach para lumabas sila ng kusa para mapabilis ang pag surrender nila (We already have tracker teams organized and along with those tracker teams is our negotiation approach to expedite their surrender)," PNP chief, Gen. Debold Sinas, said in a television interview on Thursday night.

He added that the Police Regional Office Bangsamoro Autonomous Region (PRO BAR) has already served the arrest warrants to the homes of the suspects in Jolo, Sulu.

Sinas added that if these former police operatives believe they are innocent, they should surrender immediately to clear their names.

"Mas maganda na sumurender na sila kasi may instructions naman talaga na hulihin sila at sana hindi sila mag resist para wala pong mangyari (It would be better if they voluntarily surrender as we have instructions to arrest them on sight and hopefully they would not resist if that happens)," the PNP chief added.

Sinas also said he believes that the nine former police officers are still in Jolo.

Last Jan. 12, the nine cops were released by the PNP due to the absence of arrest warrants despite the Department of Justice’s (DOJ) request to keep them in custody.

Sinas also announced the suspects' dismissal from service before they were released from the PNP headquarters in Camp Crame.

Last week, the Jolo Regional Trial Court ordered the arrest of the nine police officers -- Senior M/Sgt. Abdelzhimar Padjiri; M/Sgt. Hanie Baddiri; S/Sgt. Iskandar Susulan; S/Sgt. Ernisar Sappal; Cpl. Sulki Andaki; Pat. Moh Nur Pasani; S/Sgt. Almudzrin Hadjaruddin; Pat. Alkajal Mandangan; on charges of murder and planting of evidence.

No bail was recommended for their temporary liberty.

Killed in the June 29, 2020 incident were Maj. Marvin A. Indammog, 39; Capt. Irwin B. Managuelod, 33; Sgt. Jaime M. Velasco, 38, and Cpl. Abdal Asula, 33.

The four soldiers were conducting intelligence and monitoring operations against two suspected suicide bombers when gunned down by the nine Jolo police officers.

The Philippine Air Force (PAF) on Thursday said the abrogation of the Department of National Defense-University of the Philippines (DND-UP) agreement will provide more protection for Filipino children, families, and the nation itself.

"The PAF believes that abrogating such agreement will ensure that the AFP can help UP accomplish its mandate to protect the lives and future of Filipino children from duplicitous, ungodly tentacles of CPP-NPA (Communist Party of the Philippines-New People's Army (CPP-NPA) recruitment in UP that has been going on for decades. These children - our children - should be guided to enjoy family life and support their families; not go against and be separated from them," said Lt. Col. Aristides Galang, PAF spokesperson.

He added that the PAF believes that these youths should be nurtured to emerge from UP as the "best and the brightest" of the land who will lead this nation to peace and development; not as terrorists who will kill people, damage property, and divide the nation.

"The termination means that the AFP/PNP is no longer obliged to give "prior notice" to the UP President, Chancellor of constituent university or Dean of regional unit before conducting military or police operations, serving warrants and custodial investigation in any UP campus and of any UP student, faculty or employee. There is nothing irregular or illegal in this as UP would be treated like the rest of the Filipinos.," Galang said in a statement.

The termination of the agreement that was signed on June 30, 2021, he said, does not diminish "academic freedom" - as UP would still be free to choose who may teach, what to teach, how to teach, and who may be admitted as students.

It will not hinder the search for truth and pursuit of knowledge nor not curtail peaceful assembly.

In abrogating the agreement on Jan. 15, the Defense Secretary Delfin Lorenzana called the arrangement "obsolete".

He said the CPP-NPA used the agreement to turn the state university into a breeding ground of "intransigent individuals and groups whose extremist beliefs have inveigled students to join their ranks to fight against the government".

Secretary Carlito Galvez Jr., National Task Force Against Covid-19 Chief Implementer and vaccine czar, on Friday assured the country will not compromise its claim to the West Philippine Sea (WPS), while it exerts all efforts for the acquisition of coronavirus disease 2019 (Covid-19) vaccines with other countries, including China.

"In this pandemic, the global interest of the global commons is really to save humanity so all countries rallied to support each other. That’s the context we are looking at [your honors], that every country wanted to halt our global pandemic," Galvez told senators during the resumption of the Senate hearing on the government's Covid-19 vaccine acquisition program.

Galvez made these remarks after Senator Risa Hontiveros asked him for an assurance that the country's national interest in the West Philippine Sea will not be compromised in exchange for acquiring vaccines from China.

"Ang nakikita po natin na ang problema natin ngayon (As we see our problem now) is a global menace which is in order to control and contain the pandemic. There are many biases, I've been also working with the diplomatic corps and asking for help because there are many countries that are buying more than six times or seven times of their populations, but there are these countries that don't have even 10 percent of their own, but they are willing to help us," Galvez told Hontiveros. "I would like to make clarifications, we will not compromise our stake."

Galvez assured that the selection and procurement of the Covid-19 vaccines will be determined through a "science-based" and the recommendation of the vaccine expert panel (VEP) as well as the Food and Drug Administration (FDA).

He added that the government adheres with the concept of equitable access, the safety, and efficacy of the vaccine.

“And at the same time, we are looking at the global interest of really putting an end to this pandemic. This is a world menace, the differences that we have, maybe we have to set this aside so that we can rally, that’s my point, to rally behind saving humanity,” Galvez added.

Galvez earlier said the government will go through stringent regulatory procedures to ensure transparency and accountability in the selection, procurement, and administration of Covid-19 vaccines.

Just proper and long overdue.

Thus, said the Legal Cooperation Cluster (LCC) of the National Task Force to End Local Armed Conflict (NTF ELCAC) on Department of National Defense (DND) Secretary Delfin Lorenzana’s abrogation of the accord with the University of the Philippines (UP) that prohibits military and police personnel from conducting security operations in any of UP campuses without prior notice to the University President, the Chancellor of the constituent university, or the Dean of the regional unit concerned.

“We cannot wait, we will not wait, we should ACT NOW. We cannot afford to wait for the increase in the number of youth victims; we will not wait for their downfall due to false ideologies,” the NTF ELCAC cluster said in a statement on Jan. 20.

The DND, it said, acted well within the ambit of its rights in unilaterally terminating the agreement signed on June 30, 1989, because it has long been settled that the police power cannot be surrendered or bargained away through the medium of a contract.

“In fact, every contract affecting the public interest suffers a congenital infirmity in that it contains an implied reservation of the police power as a postulate of the existing legal order. This power can be activated at any time to change the provisions of the contract, or even abrogate it entirely, for the promotion or protection of the general welfare,” it added. “Such an act will not militate against the impairment clause, which is subject to and limited by the paramount police power.”

Protection of the youth

It said the protection of the youth and to minimize, if not end, the massive recruitment of UP students to membership in a terrorist organization is the primary goal of the termination anchored on national security considerations and public welfare.

The termination effective Jan. 15, it added, is an affirmation of DND’s sworn in duty to shield the youth of our motherland from terrorist manipulations, deceptions, and radicalizations and to save their precious lives from the dangers of death.

“The Filipino people bear witness to the senseless death of these UP students who were radicalized to join the CPP’s (Communist Party of the Philippines) armed wing, i.e. the NPA (New People’s Army) to fight the duly constituted government of the Republic of the Philippines,” the statement read, enumerating some of UP students who became victims of communist ideology inculcated through student organizations inside UP campuses, and ended up dead.

They are Recca Noelle Monte, Engineering student of UP Diliman; Christine Puche, Journalism student of UP Diliman; Tanya Domingo, Fine Arts student of UP Diliman; Purification Pedro Social Worker student of UP Diliman; Ma Lorena Barros, AB Anthropology; John Castro Capistrano Alberto, Rechelle Mae Palang, and Malvin Christian Cruz, students of UP Miag-ao in Iloilo.


“These youths, considered to be the FUTURE of our country, have gone astray, were lost, and sadly never came back to their family,” the statement said, adding that it is for this reason that the DND stands firm in its mission to serve and protect the Filipino people.

The NTF ELCAC cluster lamented that the agreement has been constraining the State’s objective to protect the interest of the youth from the clandestine recruitment for membership into the CPP-NPA – an organization listed as a terrorist organization by the United States of America, the European Union, United Kingdom, Australia, Canada, New Zealand, and the Anti-Terrorism Council of the Philippines.

State agents, it added, are rendered kaput from enforcing the law against CPP-NPA’s front organizations, masquerading as legitimate student organizations inside UP campuses as the agreement was used by communist recruiters and supporters as a shield.

It said the DND is firm with its commitment to protecting the constitutionally mandated rights of the Filipinos hence, the abrogation will not trample with the rights to freedom of expression.

“It is not designed to sow fear, discourage dissent, or silence criticism. The protection of the freedom of expression remains paramount and the DND will always fight for the Filipinos’ right to express themselves,” the statement said.

1. The Duterte regime is hell-bent on using state terrorism under the pretext of anti-terrorism in order to impose fascist dictatorship on the Filipino people, prolong his rule in the style of Marcos beyond the constitutional limit on the presidential term of office and preserve the unjust semicolonial and semifeudal ruling system. This is a system dominated by foreign monopoly capitalism and run by the local exploiting classes of big compradors, landlords and bureaucrat capitalists to which the Duterte family, business cronies and the bureaucratic and military officials belong.

2. In more than four years of brutal and corrupt rule, the tyrant Duterte has been condemned by the Filipino people for being a double traitor subservient to both US and Chinese imperialism, selling out sovereign rights and the national patrimony, engaging in the mass murder of so-called drug suspects in the tens of thousands among the urban poor, and at the same time carrying out assassinations against workers, peasants, indigenous people, women, youth, the intelligentsia, the social activists, peace advocates, NDFP peace consultants, critics and legal oppositionists, publicly guaranteeing impunity for extrajudicial killings and other grave human rights rights violations, absolving previous plunderers who are his political allies and committing the most scandalous crimes of plunder.

3. Those political appointees whom Duterte has touted as the “best and the brightest” have proven to be the worst, most corrupt and most incompetent. Even when they are exposed, they are not made to account for their crimes but are merely reassigned to other lucrative posts. Duterte’s military appointees to the Cabinet whom he has boasted of being the most efficient, “who get things done”, have proven to be even more rapacious and corrupt than the civil bureaucrats. They are the most entrenched in their positions.

4. Duterte has militarized his cabinet and has admitted feeding retired and active military and police generals with money to buy and keep their canine loyalty. These generals in high positions are involved in the most scandalous scams, like the nationwide plunder of natural resources, smuggling of drugs and other contraband, a wide range of rackets involving the malversation of public funds for the “counter-insurgency”, acquisition of local supplies and foreign military equipment, aircraft and naval vessels, for the rehabilitation of Marawi City and for fighting the Covid-19 pandemic. They have also been exposed as responsible for the smuggling of illegal drugs through customs, the illegal entry and stay for some millions of Chinese, theft of Php 15 billion in PhilHealth and Php 350 million in the Dolomite sand scam and the gross overpricing of Sinovac purchases.

5. Duterte takes advantage of the mercenary tradition of the reactionary military and police as creation of imperialism and the reactionary state, bound to obey the orders of the commander-in chief and prone to being a tool of fascist dictatorship and has succeeded in making the traditionally pro-US reactionary armed forces accept puppetry to both US and Chinese imperialism. The reactionary armed forces have allowed China to violate the sovereign rights of the Philippines over its exclusive economic zone in the West Philippine Sea and build seven military bases there, the construction of China telecom cell towers in AFP military camps and collaborate with Chinese mining companies in illegally taking away Philippine top soil and mineral ores.

6. While the crisis of the world capitalist system and the Covid-19 pandemic are wreaking havoc on the Philippine economy, the Duterte regime is making its own major contributions to the economic catastophe with unbridled corruption and military overspending at the expense of social services and the well-being of the Filipino people. Duterte and his armed minions have undermined their position and exposed their criminal character by actively bankrupting the government and depriving the people of mass testing, economic assistance, vaccination and other vital services.

7. Mining, logging and landgrabbing for export-oriented monocrop plantations, import liberalization and smuggling of rice, meat and other food products have destroyed local food production even before the typhoons and floods came to wreak further destruction of the crops. The scarcity of food supplies is now generating runaway inflation and causing mass hunger on a wide scale. This is certainly rousing the 95 percent of the people to fight the regime. No amount of propaganda by troll armies and paid poll surveys can distract public attention from this fact.

8. The Duterte regime boasts of having an unprecedented amount of international reserves after going on a borrowing spree in the name of fighting the Covid-19 pandemic and the economic slump. In fact, it has exhausted its borrowing capacity for importing both consumer and producer goods, for covering trade and budgetary deficits and for paying the mounting debt service burden. The foreign exchange remittances of overseas Filipino workers have drastically fallen as millions of them have been thrown out of their jobs and have returned home to a prostrate economy more underdeveloped and impoverished than ever before and to the increasing repressiveness and destructiveness of state terrorism.

9. Duterte is using the so-called Anti-Terrorism Law to realize fully his scheme of imposing fascist dictatorship on the people and preempt the prospects of his arrest by the authority of the International Criminal Court for his crimes of human rights violations and by authority of the Philippine courts for crimes of plunder. Thus, he is desperately pursuing charter change. He is enjoying the complicity of his supermajority in Congress who had benefited from his rigging of the 2019 mid-term elections and the compliance of a Supreme Court which is dominated by his appointees.

10. The Duterte regime is trying to dumb down the entire Filipino nation with the stupid rule of guilt by association: “If you criticize the regime, you talk and act like a communist, therefore you must be a communist and also a terrorist.” The regime is using the National Task Force-ELCAC and the Anti-Terrorism Council to escalate Red-tagging, frame up and plant evidence, carry out illegal arrests and detention and commit extrajudicial killings in both urban and rural areas in order to attack the toiling masses of workers and peasants, the intelligentsia, social activists, human rights defenders, peace advocates, critics and oppositionists and intimidate the broad masses of the people.

11. But the targets of the Duterte tyranny and state terrorism are not at all frightened but are enraged and are fighting back with all legal means available. The most threatened targets are being driven by the regime to go underground and proceed further to the road of armed revolution. Thus, Duterte and his butcher cohorts in the military and police are in effect the best recruiters of the people’s army. They seem to forget that it was precisely the Marcos fascist dictatorship that drove so many mass activists to join the CPP and NPA.

12. The escalation of fascist attacks on legal democratic organizations and mass activists in the urban areas is directly related to Duterte’s scheme of using the Anti-Terrorism Law and charter change to allow him or his hand-picked successor to rule beyond 2022. But it is also related to the already proven failure of the reactionary military and police forces to destroy the armed revolutionary movement. They say that they must crackdown on the urban-based democratic forces to stop the flow of workers and educated youth to the CPP and NPA. In fact, the armed revolutionary movement is fast growing due to the rapidly worsening crisis of the ruling system and the escalating conditions of oppression and exploitation.

13. By this time, it is absolutely clear that the strategists and tacticians of guerrilla warfare know how to foil the enemy when he launches concentrated or focused military operations on any piece of territory of the people’s democratic government. The main guerrilla force retreats in the face of an advancing superior enemy force to avoid being encircled but deploys command-detonated land mines, snipers and sabotage teams against the advancing enemy; and then determine the weak points of the enemy force as it sets up a command post and perimeter posts and deploys reconnaissance and intelligence patrols and strike teams.

14. Just when the enemy thinks that he has driven away the people’s army and is comfortably safe, the people’s army can carry out counter-encirclement operations, including ambushes and harassments against the weak and tired enemy troops who are low in supply and morale. They can also strike at enemy detachments on a wider scale, against perimeter posts, against patrols, supply line and even against the command post of the invading force. In any case, the counteroffensive initiatives can be carried out with surprise and with more than sufficient allowance for the guerrilla unit to withdraw to safety. There is no tightly sealed encirclement of any guerrilla front by an enemy force on the typical rough terrain of the Philippines. The enemy camp itself is vulnerable to harassment actions and telling blows that give no rest to the enemy.

15. The focused military operations on a guerrilla front usually lasts anywhere from a few months to one year. There are not enough military and police forces to cover all the more than 100 guerrilla fronts of the NPA at the same time. While focused military operations occur on a certain number of guerrilla fronts within any given period of time, there are many other guerrilla fronts thriving and launching offensives elsewhere. And whenever the focused operations of the enemy cease in any guerrilla front, the withdrawal of the enemy forces becomes the occasion for intensified guerrilla offensives and mass work.

16. In the course of focused military operations or small-unit operations, the reactionary military and police forces engage in behavior that alienate themselves from the people in rural communities. They occupy the barangay halls, schools and clinics. They often make a show of force by abducting, torturing and murdering civilians and bombing fields or firing at wooded areas. They intimidate the people and order them around to serve food and to work for them. To earn credit from headquarters and collect reward money for themselves, the military officers compel the barangay officials to make declarations against the CPP and NPA, assemble and misrepresent them as surrenderers. The people call the reactionary police and military forces “Hapon” for their brutal and criminal behavior, reminiscent of the Japanese fascist troops in World War II.

17. In this brutal and mendacious way, the highest military and police officers in the Duterte terror machine have claimed occupying and dismantling nearly all the guerrilla fronts of the CPP and NPA and destroying the NPA several times over its size through fake surrenders and fake encounters. The reactionary armed forces have grossly underestimated the NPA at only 2000 to 4000 fighters nationwide and yet claim to have killed and forced to surrender at least 12,000 NPA fighters from 2016 to the present. And yet they keep on asking for more tax money for increasing troops, operations and equipment. They expose themselves as liars and racketeers.

18. The morale of the ordinary personnel of the reactionary state army and police has been going down even as their bullying and corrupt officers keep on announcing that they will finish off the armed revolution in a short while. Such officers are running them down with futile operations, putting them in serious danger and yet stealing funds intended for food, clothing and other basic supplies. The criminality and immorality of the Duterte regime and the highest military and police officers go down to the level of field officers. The ordinary troops and police resent that they get only “drinking money” while their officers pocket the money for E-CLIP, fake surrenders, fake casualties in fake encounters and fake development projects.

19. The reactionary armed forces and police are the most important instruments of the Duterte regime in oppressing the people and carrying its scheme of fascist dictatorship. Thus, they are justly most hated by the Filipino people for committing gross and systematic violations of human rights, for wanton corruption at various levels of government and at street level and for being traitors and cowardly in following Duterte’s policy of serving two imperialist powers. These inter-imperialist contradictions are bound to impact on the local exploiting classes, the reactionary state and on the reactionary armed forces and police and cause serious internal contradictions.

20. It is absolutely clear to the broad masses of the Filipino people that the Duterte regime has terminated the GRP-NDFP peace negotiations for the foulest reasons at the highest level as early as 2017, to satisfy the demand of the US to destroy the armed revolution and Duterte’s own greed for power and wealth, his ambition to realize his own scheme of fascist dictatorship. Thus, the people hold the Duterte regime and its armed minions responsible for refusing to address the roots of the civil war and laying the basis for a just and lasting peace through basic social, economic and political reforms.

21. The highest military and police officers have decided to end the peace negotiations because they have been assured by the US and the Duterte regime that they would have all the equipment through Operation Pacific Eagle-Philippines to destroy the CPP and NPA. The so-called localized peace negotiations have been devised to junk The Hague Joint Declaration as framework for peace negotiations and to carry out purely psywar and intelligence operations against the families of suspected revolutionaries and against the people in general. But the sham of “localized peace talks” has totally failed as a means of deception.

22. The broad masses of the people accept the fact that GRP-NDFP negotiations are impossible while Duterte and his fascist gang are in power. They know that upon the orders of US President Trump the tyrant Duterte terminated these negotiations through Proclamation No. 360 on November 23, 2017 and designated the CPP and NPA as “terrorist” organizations through Proclamation No. 374 on December 5, 2017. They admire and support their revolutionary forces for intensifying the people’s war against a fascist regime that aggravates the oppressiveness and exploitativenes of the ruling system.

23. There are prospects for the resumption of the GRP-NDFP peace negotiations only if the current tyrannical regime would come to an end and the armed revolutionary movement would gain further strength through intensified struggle. However, there is no guarantee that another ruling clique from the same exploiting classes of the same ruling system will negotiate peace. Moreover, it is well proven that the reactionary classes and their imperialist masters can sabotage or end altogether any peace process if there is no compelling reason for them to negotiate. It is of crucial importance for the Filipino people to strengthen and advance their revolutionary movement self-reliantly as well as in concert with the rising and widening resistance of the peoples of the world against imperialism and all reaction.

24. In the course of the people’s democratic revolution through protracted people’s war, the revolutionary forces have grown in strength and advanced in a comprehensive way. They include the CPP, the NPA, the revolutionary components of the NDFP and the local organs of political power that constitute the People’s Democratic Government. They are indestructible and invincible as they fight for the national and social liberation of the Filipino people. The escalating conditions of oppression and exploitation provide the fertile ground for the growth and eventual total victory of the Philippine revolution. The Philippine revolution enjoys the abundant support of the proletariat and people of the world and strives to support them in the common cause and struggle against imperialism and all reaction. ###

While it’s a fact, as can be gleaned from various news archival and anecdotal sources, that a number of University of the Philippines (UP) students and alumni have hitherto joined the ranks of armed revolutionaries and in the process many of them sacrificed their very lives and became martyrs of people’s democratic revolution.

But to faultily proclaim like what Defense Secretary Delfin Lorenzana has been doing to justify its unilateral decision to junk the 32-year old DND-UP Accord that on that account the entire university itself is a breeding ground for CPP-NPA is not only malicious but also utterly dangerous.

It’s tantamount to “poisoning the well” and a form of sweeping red tagging to pre-condition the public of the impending military takeover and control of the UP system. This is a threat to the academic freedom and the democratic rights of UP students and faculty known for their fiery activism and participation in people’s issues and concerns.

UP’s liberal educational set-up that put emphasis on critical mindedness and social involvement might have contributed in the formation of individual’s Iskolar ng Bayan (Isko/Iska) socio-political awareness and commitment. But the decision to partake in the armed struggle and become a people’s warrior are theirs alone to make.

In many critical junctures of our country’s history, many intellectual youth including those who hailed from UP have trudged the path of armed revolution to radically alter and reconstitute the rotten semi-colonial and semi-feudal ruling system to pave the way towards a bright socialist future.

This includes our beloved Rachelle Mae Palang (1986-2008) who chose to leave the comfort of city life to be with the peasant masses of Southeast Negros and served them wholeheartly by enlisting in the people’s army. Her martyrdom in the hands of the bloodthristy fascists almost 13 years ago only fueled further the revolutionary fervor of the youth and the people to advance the revolution.

It’s just to rebel in the face of immense conditions of oppression and exploitation. It’s the collective obligation of the youth and the people to topple a tyrannical regime like that of Duterte.

It’s also noteworthy to mention that the number of Isko/Iska who become armed revolutionaries pale in comparison to those who have joined the reactionary government, private corporations, legal profession or even the military/police establishment. For Lorenzana to cherry pick some data and juxtapose this as some sort of evidence of UP being the seedbed for armed communist revolutionaries is pathetic and deplorable.

The revolutionary youths of Southeast Negros join the UP communities across the country in condemning this latest dastardly fascist act of the US-Duterte regime to repress and militarize UP. Together we will frustrate and defeat this diabological scheme. ###

Ipinaparating ng National Democratic Front of the Philippines – Southern Tagalog (NDFP-ST) ang mahigpit nitong pakikiisa sa sambayanang Pilipino, lalo na sa buong komunidad ng Unibersidad ng Pilipinas (UP), sa pagkondena at pagtutol sa makaisang panig na terminasyon o pagpapawalambisa na ginawa ni Secretary Delfin Lorenzana ng Department of National Defence (DND) sa umiiral na 1989 UP-DND Accord o pinaunlad na bersyon ng Enrile-Sotto Accord ng 1982.

Sa saligan, makaisang panig na tinapos ng pasistang rehimeng US-Duterte ang 2 kasunduang naglalatag ng mga alituntunin at gabay kaugnay sa pagkakaroon ng presensya ng mga pulis at sundalo sa loob ng mga kampus ng UP. Sa partikular, sa magiging kondukta ng pulis at sundalo sa mga gagawin nitong operasyon sa pagsisilbi ng search and warrant of arrests sa mga estudyante, guro at propesor, istap, empleyado at constituents sa iba’t ibang kampus ng UP sa bansa.

Kung babalikan ang kasaysayan, pinagtibay ang kasunduan ng UP at DND para maiwasang maulit ang nangyaring insidente sa pagdukot, pagpapahirap at sapilitang pagpapaamin kay Donato Continente, istap ng Philippine Collegian ng UP Diliman Campus, na siya ang pumatay sa isang sundalong Amerikano. Ang UP-DND Accord ay pinirmahan noong June 30, 1989, labing-apat na araw matapos ang pagdukot ng mga armadong pwersa ng estado kay Continente sa loob ng UP Diliman Campus noong June 16, 1989.

Nakasaad sa kasunduan na kailangan munang ipagpaalam ng mga pulis at sundalo sa administrasyon ng UP ang gagawin nitong operasyon sa kampus, kabilang ang pagsisilbi ng search and arrest warrants. Hindi maaaring basta na lamang pumasok sa loob ng UP campuses ang mga pulis at sundalo liban kung nasa panahon ng emerhensya, kung nasa aktwal na pagtugis sa suspek na nakagawa ng krimen at kung may hinihiling na tulong ang administrasyon ng UP mula sa mga pulis at sundalo. Kailangan din munang paabutan ng pulisya at militar, sa pinakamaagang kakayaning panahon, ang administrasyon ng UP kung sila’y may aarestuhing estudyante, guro, personel ng UP at iba pa. Dagdag pa, walang sinumang mag-aaral, guro at empleyado ng UP ang maaaring isailalim sa custodial investigation ng pulis nang hindi muna nito ipinapaalam sa Presidente o Chancellor ng UP at walang presensya ng abugado.

Nakasaad din sa kasunduan na ipinagbabawal sa mga armadong pwersa ng estado na manghimasok sa mapayapang kilos protesta na isinasagawa sa loob ng alinmang kampus ng UP sa bansa dahil ito’y nasa responsibilidad at pananagutan ng mga opisyal ng Unibersidad.

Dahil makaisang panig na tinatapos ng rehimeng Duterte ang kasunduan, lahat ng ipinagbabawal na nakasaad sa 1989 UP-DND Accord ay buong laya na nilang magagawa. Ang mga probisyon sa UP-DND Accord na nangangalaga at nagbibigay proteksyon sa karapatang pantao at wastong proseso sa pagpapatupad ng batas ay maisasantabi na. Anumang oras ay malayang magagawa ng mga pasistang tropa ni Dutere na pasukin at militarisahin ang mga kampus ng UP at iba pang unibersidad at kolehiyo sa bansa. Ang mangyayari pa, ipapailalim nito sa tipong batas militar na paghahari ang mga kampus ng UP, iba pang State Universities and Colleges (SUC’s) at ilang mga pribadong unibersidad at kolehiyo sa bansa na pinararatangan ni Duterte na diumano’y “hotbed ng recruitment para sa CPP-NPA-NDFP”.

Ang hindi magawa ni Duterte na pagdurog o pagpapahina man lang sa rebolusyonaryong kilusan ay kanyang ibinaling sa panunupil sa mga kabataan at estudyante na patuloy ang paglawak at paglakas ng kanilang sektoral na kilusan laban sa mga katiwalian, kabulukan at palpak na pamamalakad sa gubyerno ng pasistang rehimeng US-Duterte. Ibinaling ni Duterte ang kanyang galit sa mga progresibong kilusan ng kabataan at estudyante na malakas na nananawagan para sa kanyang pagpapatalsik.

Sa ginawang pagbasura sa UP-DND Accord, tiyak na susupilin ng rehimeng Duterte ang kalayaang akademiko, pamamahayag, paniniwala, assembliya at iba pang karapatang pantao ng mga mag-aaral, guro at empleyado ng UP at iba pang unibersidad at kolehiyo sa bansa. Nais ni Duterte na kitlin ang aktibismo ng mga estudyante upang halinhan ito ng mangmang, nakabusal ang bibig, panatiko at pasistang kilusan ng mga kabataan tulad ng mga kabataang Nazi ni Hitler. Nais ni Duterte na ipatupad sa loob ng mga kampus ng UP at iba pang unibersidad at kolehiyo ang kanyang tiranikong paghahari sa tabing ng marumi at madugong kontra rebolusyonaryong digma laban sa CPP-NPA-NDFP.

Marapat lamang na magkaisa ang taumbayan para mariing kondenahin at labanan ang panibagong hakbang na ito ng pasistang rehimeng US-Duterte na ipatupad ang panunupil at pasismo ng estado maging sa loob ng mga kampus ng UP na kinukunsiderang balwarte ng kalayaang akademiko at karapatang sibil. Ang unilateral na terminasyon ng 1989 UP-DND Accord ay malinaw na panibagong desperadong hakbang ng pasistang rehimeng US-Duterte upang patahimikin ang lahat ng kanyang mga kritiko sa hanay ng akademya at iba pang mga institusyong akademiko. Ito’y isa na namang hakbang sa pananakot, intimidasyon at panunupil ng rehimeng Duterte sa mga bumabatikos sa kanyang mga katiwalian, kainutilan at kriminal kapabayaan mula sa hanay ng akademya. Labis ang pagkatakot ni Duterte sa mga pamantasan, akademya at institusyong akademiko na hayagang nagsasalita at naninidigan sa pagtatanggol sa karapatang pantao, sa kalayaan sa pamamahayag, pananalita, pagtitipon at maging sa paghuhubog ng opinyong publiko. Ang pagpuntirya ni Duterte sa UP ay para gipitin at alisan ng mahalagang papel na ginagampanan ang UP bilang malakas na institusyon na nagtatanggol sa kalayaang akademiko at sa mga demokratikong karapatan at kalayaang sibil ng mamamayang Pilipino. Nais ni Duterte na patahimikin ang UP Communities sa mga pagbatikos nito sa kanyang walang pakundangang mga pagpatay at paglabag sa karapatang pantao ng mamamayang Pilipino dahil sa kanyang madugo ngunit pekeng gyera kontra-droga at sa kontra-rebolusyonaryong digma laban sa rebolusyonaryong armadong pwersa ng mamamayang Pilipino.

Tinatamasa ngayon ng UP Community ang malawak na suporta mula sa taumbayan at mula sa mga nagsipagtapos sa unibersidad, kabilang ang ilang mambabatas at dating matataas na opisyal ng gubyerno sa pagtutol sa makaisang panig na terminasyon ng UP-DND Accord ng pasistang rehimeng US-Duterte. Ipinanawagan nila na i-atras ng gubyernong Duterte ang desisyon nitong tapusin ang UP-DND Accord of 1989.

Naniniwala ang NDFP-ST na hindi palulupig at aatras ang UP sa paglaban at pagtatanggol sa kalayaang akademiko na matagal na nilang matagumpay na naigiit sa panahon ng diktadurang Marcos at patuloy na tinatamasa hanggang sa kasalukuyan ng unibersidad. Kanilang lalabanan at bibiguin sa pangalawang pagkakataon ang pakana ng pasistang rehimeng Duterte na supilin ito. Nagkakamali si Duterte na kaya nitong paluhurin ang UP Community sa kanyang mga tiraniko at diktaduryang hakbang. Napatunayan na sa maraming pagkakataon na nakibaka at lumahok ang UP Community sa pagpapabagsak sa diktadurang Marcos noong 1986 at sa pagpapatalsik sa korap na si Joseph Estrada noong Enero 2001. Sa ginawang pagbabasura ni Duterte sa UP-DND Accord , lalo lamang siyang nahiwalay sa taumbayan at pinabibilis ang mga salik para sa pagpapatalsik sa kanya sa kapangyarihan.

Samantala, laging bukas ang pinto ng rebolusyonaryong kilusan sa rehiyon sa pagtanggap sa sinumang kabataan at estudyante, mga guro at empleyado at iba pang sektor na ginigipit ng rehimen at magpapasyang sumapi sa New People’s Army at magsulong ng Demokratikong Rebolusyon ng Bayan (DRB) na may sosyalistang perspektiba. Kailangan lamang na matupad ng sinumang boluntaryong sasapi sa NPA ang nilalaman ng Saligang Alituntunin ng NPA sa Pagsapi tulad ng minimum na 18 taon gulang, may malusog na pangangatawan at isip, handang suungin ang mga kahirapan at sakripisyo sa pagsusulong ng matagalang digmang bayan at laging ipinauuna ang kapakanan at interes ng sambayanang Pilipino kaysa sa sarili. Ang tagumpay ng Demokratikong Rebolusyon ng Bayan ang maghahatid sa sambayanang Pilipino sa tunay na kalayaan, demokrasya at kasaganaan. Sa balangkas ng demokrasyang bayan, ibayong yayabong ang pambansa, syentipiko at makamasang sistema ng edukasyon na pangunahing isusulong ng mga akademikong institusyon sa ilalim ng bagong lipunang itatatag ng sambayanang Pilipino. ###

With his inauguration today as new US president, Joe Biden takes over the reins of the most powerful imperialist state in the world. He starts his regime as the US and the global capitalist economy reel from crisis and recessions and as interimperialist conflicts intensify with rival powers seeking to protect their global economic interests and expand their hegemony.

Key factors that can play into the prospects of waging democratic and anti-imperialist struggles under the new Biden regime, include the following:

1. The American working class and people suffer from widespread joblessness as almost 1 million people lost their jobs in the first week of the year. They are burdened by rising debt, homelessness and other social maladies.

2. The American people remain under threat as the Covid-19 pandemic continues to spread with more than 400,000 deaths so far. The Biden regime has promised to turn around the failed pandemic response of the Trump government and put a stop to the rapid spread of the virus.

3. Amid the capitalist crisis, the Biden regime is set to embark on a massive stimulus package to jump start the American economy with funds far bigger than amounts used to bail out the banks and financial institutions following the 2008 housing crisis. The American workers and toiling people will demand that more funds be spent on bailing ordinary people out of debt, poverty and social misery than to guarantee the profits of the monopoly capitalists.

4. Like all previous imperialist chiefs, Biden is set to promote “American world leadership”—a euphemism for US global hegemonism. He will, however, have to confront the reality of a multipolar world and the rising economic and geopolitical power and influence of China.

5. The Biden regime is set to continue and intensify US aggressive military action in the South China Sea and East China Sea to counter China’s expanding military strength. It will continue to strengthen its influence and power in the Middle East to control oil resources. The desire of the US to penetrate the European oil market will come into conflict with Russia which supplies a large part of natural oil to Germany and other countries.

6. The Biden regime will be confronted by the heightening struggle of the American working class and people to defend their economic and political rights. It will be under pressure to make good its promises and accede to the growing clamor for jobs, wage increases, better working conditions and expansion of state guarantees; as well as racial justice and an end to xenophobia, bigotry, police brutality and militarization of law enforcement.

7. The American people and peoples around the world will continue to develop democratic and anti-imperialist solidarity and support for each others struggles. Specific to the Philippines, the incoming Biden regime will face the rising clamor, both locally and internationally, to end military and political support for the tyrannical Duterte regime which is internationally notorious for the mass murder of thousands and widespread human rights abuses by state armed forces.

8. The revolutionary proletarian elements in the US will continue to develop their strength and initiative, counter the rise of ultra-right and fascist influence among the toiling people, and increase their capacity to lead the democratic and class struggles of the American working class and people.

Nakikiisa ang Partido Komunista ng Pilipinas sa paggunita sa anibersaryo ng Mendiola Massacre ngayong araw. Tatlumpu’t apat na taon na ang nakalipas ngunit sariwa pa rin sa alaala ng mga magsasaka ang walang-awang pagpapaulan ng bala ng mga sundalo at pulis sa pamumuno nina dating Gen. Alfredo Lim at Gen. Ramon Montaño.

Tumagal nang ilang minuto ang pamamaril. Natapos ito na 13 ang nakabulagta sa kalsada. Daan-daang mga raliyista ang sugatan.

Sa higit tatlong dekada sa ilalim ng iba’t ibang rehimen, wala ni isa ang napanagot sa brutal na masaker. Nananatiling walang hustisya para sa mga biktima at kanilang pamilya. Ang masaker ang isa sa pinakamalaking pasistang krimen sa ilalim ng rehimeng Corazon Aquino.

Noong araw na iyon, nagmartsa patungo sa tulay ng Mendiola ang libu-libong mga magsasaka at ang iba’t ibang sumusuportang sektor para igiit ang kahilingan para sa tunay na reporma sa lupa.

Ang sigaw nila noon ay patuloy na umaalingawngaw hanggang ngayon. Pilit na nilulunod ang kanilang kahilingan para sa lupa ng mga hungkag na pahayag at programa. Huwad ang programang Comprehensive Agrarian Reform Program at mga sumunod na repormang agraryo. Paglipas ng mahigit tatlong dekada, nananatiling nasa kamay ng iilang panginoong-maylupa at malalaking korporasyon ang pag-aari sa mga asyenda at plantasyon.

Taliwas sa ipinagmamalaki ni Duterte na hindi na kailangan ng masang magsasaka ang NPA dahil siya mismo ang mamimigay ng lupa, tuluyan nang ibinasura ang reporma sa lupa. Sa halip, inilunsad ng rehimeng Duterte ang maruming gera laban sa mga magsasaka–pagsakop sa kanilang komunidad, paghahamlet, paninindak, panggigipit sa produksyon at kabuhayan. Mahigit 300 magsasaka na ang pinaslang sa halos limang taon niyang panunungkulan.

Patuloy na nakikibaka ang masang magsasaka para sa tunay na reporma sa lupa. Ito ay pagpapatuloy ng paglaban ng kanilang mga magulang at ilang henerasyon ng mga ninuno. Sa pamamagitan ng iba’t ibang anyo ng pagkilos at paglaban, nilalabanan nila ang pang-aagaw ng mga asendero at malalaking korporasyong nais kumamkam ng lupang kanilang nilinang at pinagyaman.

Ang pagsusulong ng tunay na reporma sa lupa para sa masang magsasaka ang pangunahing demokratikong nilalaman ng rebolusyong pinamumunan ng Partido. Isinusulong sa kanayunan ang rebolusyong agraryo alinsunod sa Rebolusyonaryong Gabay Para sa Reporma sa Lupa upang gapiin ang kapangyarihang pyudal at payabungin ang demokrasya.

Itinatatag ang mga balangay ng Pambansang Katipunan ng mga Magbubukid at ang mga organisasyong masa ng kabataan, kababaihan at mga bata para isulong ang mga pakikibaka para pababain ang upa sa lupa, pawiin ang usura at itaas sa makatwirang antas ang presyo ng kanilang mga produkto. Ang gayong mga repormang agraryo ay bumubuo ng minimum na programa sa reporma sa lupa. Ang maksimum na programa ng libreng pamamahagi ng lupa ay ipinatutupad sa ilang baseng gerilya kung saan angkop at kayang pamahalaanan at ipagtanggol.

Ang pagsusulong ng NPA ng rebolusyong agraryo ang dahilan kung bakit patuloy itong lumalakas at lumalawak, at lumalalim ang tinatamasang suporta sa kanayunan.

Hindi magmamaliw ang panawagan ng masang magsasaka at sambayanang Pilipino para sa katarungan sa mga biktima ng Mendiola Massacre at lahat ng krimen ng mga pasistang rehimen sa uring magsasaka. Dapat patuloy na igiit at paigtingin ang pakikibaka para tunay na reporma sa lupa.

GUIHULNGAN CITY, NEGROS ORIENTAL – The desire to uproot the weeds of insurgency in Central Negros has brought The Negros Oriental Provincial Task Force- ELCAC (PTF-ELCAC) and Guihulngan City Task Force to End Local Communist Armed Conflict (GCTF- ELCAC) together with the Philippine Army, Philippine National Police, Provincial Government Agencies to launch the “Dagyawan sa Barangay” Talakayan at Serbisyo Caravan Para sa Mamamayan to the five (5) ELCAC Barangays in Guihulngan City Negros Oriental at Covered Court, Barangay Balugo, Guihulngan City, on January 20, 2021, at 10 a.m.

The said activity benefitted over 1, 974 Guihulnganons coming from the different barangays namely; Balogo, Plagatasanon, Villegas, Brgy Nagsaha, Poblacion of Guihulngan City, Negros Oriental. This Dagyawan sa Barangay was first launch in barangay Balugo on July 21, 2020 and now on its GCTF- ELCAC’s 13th Dagyawan sa Barangay.

The activity was participated by the PTF-ELCAC headed by Mr. Silvestre R Tiongson, Executive Assistant III, a representative from the Governor’s Office Province of Negros Oriental, Chairman of Guihulngan City Task Force –ELCAC headed by Hon. Carlo George Joan L. Reyes, City Mayor, Colonel Leonardo I. Peña, Commanding Officer of 302nd Brigade, Colonel Michael G. Samson, Acting Commanding Officer of 303rd Brigade, Lieutenant Colonel Melvin N. Flores, Commanding Officer of 62nd Infantry (Unifier) Battalion, Ms. Maridel T. Gamo, CLGOO, Police Lieutenant Crisanto G. Areglo, Deputy Chief of Guihulngan CPS, and Provincial Local Government Agencies (PLGA), and other different agencies such as DepEd; TESDA; PAO; DA; DENR; DAR; CHO and CSWD, CSO were present

The different agencies also offered free services like medical check-ups or consultations, medicines, circumcision, civil registration, haircut, deworming, and vaccination for the livestock, seedlings, and fertilizers. The activity was highlighted by a workshop, participated by the 5 barangays. Issues are raised and the concerned agency pledges their commitment and formulates possible steps for faster delivery of basic services and resolution to the issues.

Meanwhile, Mayor Reyes lauded Col Michael G Samson, Acting Commander, 303 Infantry Brigade, 3rd Infantry Division Philippine Army, and Col Leonardo I. Peña, Commander, 302Bde, 3ID, PA for their effort in Guihulngan City. He said that “Peace should start from the barangay; the barangay official should cooperate with our Philippine Army and PNP to achieve peace. You have a government that will always be ready to support your needs, especially for your livelihood. I am glad that the TF-ELCAC was created in Guihulngan City, which gives me hope to achieve the peace and development of our city. Mark my word, time will come when poverty in Guihulngan City is eliminated,” he ended.

Lieutenant Colonel Melvin N Flores, Commanding Officer of the 62IB stated that “ I expressed my gratitude to the member of the Provincial and Guihulngan City TF-ELCAC for implementing the Dagyawan sa Barangay that contributed well in addressing the grassroots of insurgency. I look forward to the sustainment of this holistic activity. Let us empower the Barangay Task Force-ELCAC to support the City TF-ELCAC and for the success of the NTF-ELCAC. Let us collectively achieve what is written on these papers and make things happen. Thank you and let’s go Guihulngan City.”
