Inambus ng pinaghihinalaang mga ahente ng estado si Atty. Rex Fernandez habang nasa kanyang sasakyan sa Banawa, Cebu City noong Agosto 26. Si Fernandez ay abugado ng mga manininda ng palengke ng Carbon sa kanilang laban kontra pribatisasyon. Siya rin ang abugado ng mga aktibistang hinuli sa isang protesta sa Cebu kontra Anti-Terror Law noong Hunyo 2020. Si Fernandez ang ika-57 abugadong pinaslang sa panahon ni Duterte.

Patay na nang ilitaw ang isa pang aktibistang taga-Cebu. Inilitaw ng pinaniniwalaang ahente ng estado ang bangkay ni Elena Tijamo, isang manggagawang pangkaunlaran at kasapi ng Farmers Development Center. Pinalabas na namatay siya sa isang ospital sa Metro Manila dahil sa operasyon sa goiter. Dinukot siya noong Hunyo 13, 2020 sa kanyang bahay sa Barangay Kampingganon, Bantayan Island.

Namatay sa walang pakundangang pamamaril ng mga elemento ng 89th IB noong Agosto 19 si Veneranda Guinanao, kasapi ng Amihan National Federation of Peasant Women sa Bukidnon. Nasugatan ang kanyang asawa na si Reynaldo Guinanao at anak na si Christian matapos inistraping ang kanilang bahay sa Purok 5, Musuan, Maramag, Bukidnon. Parehong kasapi ng grupo ng mga magsasaka sa Buffalo-Tamaraw-Limus (BTL) ang mag-asawa. Lider naman ng KASAMA-Bukidnon si Reynaldo. Ang BTL ay lokal na samahang magsasakang lumalaban sa pangangamkam ng lupa ng Central Mindanao University. Noong 2020, sapilitang “pinasuko” ng NTF-ELCAC ang mga myembro nito bilang mga “Pulang mandirigma.”

Sa Misamis Oriental, pinagbabaril hanggang mapaslang si Gerald Ral, kasapi ng Balingasag Farmers Association at Hiniusang Mag-uuma sa Blanco sa bayan ng Lagonglong noong Agosto 21. Magdedeliber sana siya at kanyang kapatid ng saging sa palengke nang paslangin. Dati nang ginigipit si Ral ng 58th IB at pinararatangang kasapi ng BHB.

Sa Gamay at Mapanas, Northern Samar, limang magsasaka ang pinaulanan ng bala ng Special Action Force noong Agosto 6 at 15. Inakala diumano ng mga pulis na mga Pulang mandirigma sila.

Sa Sorsogon, iligal na inaresto ang magsasakang si Ruel Habitan Escolano, 59, sa Barangay San Pascual, Casiguran noong Agosto 20 at pinaratangang myembro ng BHB. Sinampahan siya ng gawa-gawang kasong panggagahasa at tangkang pagpatay.

Dumaranas ng hirap at gutom ang mamamayang Palaweño dahil sa sunud-sunod na lockdown sa prubinsya. Dagdag dito ang pasikut-sikot, mabagal at hindi patas na sistema ng pamamahagi ng Special Amelioration Program (SAP) at iba pang ayuda mula sa mga ahensya ng reaksyunaryong gubyerno. Liban sa mga reklamo, tadtad din ng mga alegasyon ng korapsyon at paboritismo ang pamamahagi.

Sa Brooke’s Point, maraming pamilya ang walang natanggap na kahit anong materyal o pinansyal na ayuda. Dahilan ng mga upisyal ng barangay, wala sila sa listahan ng benepisyaryo o di kaya’y nakatanggap na ng Pantawid Pamilyang Pilipino Program (4Ps). Inirereklamo rin ng mga residente na mga kamag-anak at tagasuporta lamang ng kapitan ang nakatanggap ng kumpletong ayudang pampinansya.

Sa Rizal, litaw ang diskriminasyon sa katutubong Palaw’an. Nakatanggap lamang sila ng limang salop ng bigas gayong kalahating kaban at ₱1,500 ang ipinamamahagi sa mga di katutubo. Ipinatawag pa ng mga sundalo ang mga residente ng isang sityo ng mga katutubo sa barangay hall at tinakot na papatayin ang hindi sumunod sa patawag dahil mga kasapi umano sila ng BHB. Pagdating sa barangay hall, pinagkatuwaan ang mga katutubo at sapilitang pinaglaro ng pabilisan sa pagputok ng lobo gamit ang pag-upo. Nakatanggap ng premyong isang pirasong instant noodles ang nanalo.

Sa Quezon, ilan lamang ang nakatanggap ng buong ₱8,000 na ayuda. Ang iba ay nakatanggap lamang ng ₱1,500-₱2,500. Ipinagkait ang ₱5,000 ayuda sa Barangay Isugod. Inobliga naman ng Department of Labor and Employment (DOLE) ang mga residente na magtrabaho sa barangay kapalit ng ayuda. Pinapirma sila sa mga papeles at pinangakuang makatatanggap ng ₱3,200 matapos ang trabaho. Noong Mayo 18, pinaglinis sila ng kalsada at pinagbuhat ng mga drum pero Agosto na ay wala pa rin silang natatanggap.

Sa Roxas, nangako ang DOLE ng ₱5,000 ayuda noong Pebrero pero hanggang ngayon ay wala pa ring natatanggap ang mga residente. Sa tatlong magkakatabing barangay, hanggang pagpapapirma lamang ng mga papeles ang ginawa ng ahensya.

Ganito rin ang naganap noong 2020 kung kailan dalawang salop ng bigas, kape, asukal at dalawang pirasong sabon lamang ang nakarating sa mga residente.

Isa sa madaling mabatid sa inilabas na ulat ng Commission on Audit (COA) ang kriminal na pagprayoridad ng rehimeng Duterte sa sektor ng depensa at gera kontra-insurhensya sa gitna ng matinding krisis pangkalusugan. Liban sa napakalaking pondong hindi pa natutuos ng militar at pulis, sunud-sunod na ibinunyag ng COA ang iligal na pagkopo ng National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) ng milyun-milyong pondo mula sa ibang sibilyan na ahensya.

Noong ikalawang linggo ng Hulyo, nalantad ang anomalya sa bilyun-bilyong pondong inilaan sa Armed Forces of the Philippines (AFP) at Philippine National Police (PNP) nang kastiguhin ng COA ang bigong paggamit ng mga ito sa ₱9.4 bilyong pondo para sa mga kontrata at proyekto. Nilantad ng COA na mayroong 41 proyekto ang AFP at PNP na nagkakahalaga ng ₱6.8 bilyon ang hindi natapos sa takdang panahon, habang siyam na proyektong militar na nagkakahalaga ng ₱940.5 milyon ang sinuspinde. Umabot sa ₱1.7 bilyon ang hawak ng PNP Special Action Force para sa mga kontratang hindi naipatupad. Hindi naipaliwanag ng AFP at PNP kung nasaan na ang mga pondo.

Kasunod nito, kinwestyon ng COA ang maanomalyang pagpapasa ng ₱162.9-milyong pondo ng Technical Education and Skills Development Authority (TESDA) at Department of Interior and Local Government (DILG) para sa implementasyon ng mga programa ng NTF-ELCAC. Inilantad ng COA na umabot sa ₱160 milyon pondong pang-iskolar ang ipinasa ng TESDA sa mga panrehiyong upisina nito para sa pagpapatupad ng mga programa ng NTF-ELCAC noong 2020. Mahigit sangkapat ng naturang pondo (₱41.95 milyon) ay napunta sa Davao Region na balwarte ng mga Duterte. Dagdag dito ang ₱2.9 milyon ng DILG sa panrehiyong upisina nito sa Mindanao para rin sa aktibidad ng NTF-ELCAC nang walang kaukulang dokumentasyon.

Kinwestyon din ng COA ang maanomalya at maluhong paggamit ng National Commission on the Idigenous Peoples (NCIP)-Caraga sa mahigit ₱1-milyong pondo nito para sa isang “workshop” ng NTF-ELCAC sa Agusan del Norte noong Nobyembre 2020. Ginanap ang pagtitipon sa isang beach resort sa Agusan del Norte sa panahong wala pang bakuna at ipinagbabawal ang malakihang pagtitipon. Notoryus ang NCIP sa maluhong pagwawaldas ng pondo para sa mamahaling mga hotel at restawran. Noong nakaraang taon, nakwestyon na rin ang komisyon sa pagwawaldas ng pondo sa mamahaling hotel at restawran.

Iginiit ng COA na hindi maaaring gamitin ng mga ahensya ang Executive Order 70 na lumikha sa NTF-ELCAC para basta-basta na lamang maglipat ng pondo nang walang basbas ng Kongreso.

Makatwirang benepisyo sa Asia Brewery. Nagpiket noong Setyembre 1 ang mga manggagawa ng Asia Brewery sa Cabuyao, Laguna para igiit ang nakabubuhay na sahod at benepisyo. Mahigit walong buwan na ang negosasyon ng mga manggagawa at maneydsment hinggil sa kanilang collective bargaining agreement. Ayon sa mga manggagawa, patuloy ang kanilang operasyon kahit sa gitna ng pandemya pero binabarat pa rin sila ng kapitalista. Ang Asia Brewery ay pagmamay-ari ng kapitalistang si Lucio Tan na nagtala ng 10.9% (₱6.08 bilyon) pagtaas ng netong kita noong 2020.

Ayuda sa tiempo muerto. Mahigit 300 manggagawang bukid sa ilalim ng National Federation of Sugar Workers ang nagmartsa tungo sa kapitolyo sa Bacolod City noong Agosto 25 para ipanawagan na ibigay na ang ayudang nakalaan para sa kanila sa panahon ng tiempo muerto (panahon na walang produksyon ng tubo).

Masaker sa Lianga, ginunita. Nagtirik ng mga kandila ang mga grupong nagtatanggol sa karapatang-tao sa harap ng Commission on Human Rights sa Quezon City noong Setyembre 1 bilang paggunita sa ikaanim na taon ng tinaguriang Masaker sa Lianga. Wala pa ring nakakamit na hustisya ang mga pamilya ni Emerito Samarca, executive director ng ALCADEV at mga lider-katutubong sina Juvello Sinzo at Dionel Campos.

Badyet sa korapsyon, kinundena. Nagprotesta ang iba’t ibang sektor sa harap ng House of Representatives sa Quezon City noong Setyembre 3 upang kundenahin ang korap at pahirap na gubyernong Duterte. Kasabay ang pagkilos sa isinasagawang deliberasyon sa pondong 2022 ng Office of the President. Anila, dapat alisin ang pondong nakalaan para sa pork barrel, korapsyon at panunupil.

Dumating at lumampas na lamang noong Agosto 31 ang 10-araw na palugit na hiningi ng Department of Health (DOH) pero hindi pa rin natatanggap ng maraming manggagawang pangkalusugan ang mga benepisyong nararapat sa kanila. Ang mga benepisyong ito ang dahilan kung bakit lumabas ang mga nars at iba pang manggagawang pangkalusugan sa di bababa sa 10 ospital sa Metro Manila noong Agosto 30 at Setyembre 1. Nagprotesta rin sila sa harap ng upisina ng DOH sa Manila para igiit ang kagyat na pagbibitiw sa pwesto ng kalihim nitong si Francisco Duque III. May kapareho ring aksyong protesta sa Baguio City, Pampanga, Iloilo City, Bacolod City, Samar, Leyte at Isabela.

Labis ang galit ng mga manggagawang pangkalusugan sa sunud-sunod na pagkabunyag sa di paglalabas ng pondo sa isang banda, at pangungulimbat ng pera ng bayan sa kabilang banda. Ang mga ito ay tatak na ng palpak na tugon ng rehimeng Duterte sa pandemya. Kabilang sa ipinagkakait sa kanila ang special risk allowance (SRA) na nakasaad sa batas. Dulot ng mga pagkilos, napilitan ang Department of Budget and Management na maglabas ng ₱311 milyon at ₱888 milyon noong nakaraang linggo para sa SRA mula Disyembre 2020 hanggang Hunyo ng 120,000 manggagawang pangkalusugan na direktang nangangalaga ng mga pasyenteng may Covid-19.

Giit ng mga unyon ng nars at iba pa, dapat bigyan ng SRA ang lahat ng mga sangkot sa pag-aalaga ng mga pasyente, may Covid-19 man o wala, kabilang ang mga di medikal na istap tulad ng mga drayber ng ambulansya at orderly. Kinakaharap nila ang peligro ng bayrus saanman sila, anuman ang kanilang papel, sa lugar ng kanilang trabaho.

Liban sa SRA, iginigiit din ng mga manggagawa na ipamahagi na ang hazard pay at alawans para sa transportasyon, pagkain at akomodasyon. Sa Jose Reyes Memorial Medical Center, 70% ng nakatakdang badyet (₱39.2 milyon) para sa alawans sa akomodasyon at transportasyon mula Setyembre hanggang Disyembre 2020 ang hindi pa natatanggap ng mga manggagawa.

Marami na sa mga manggagawang pangkalusugan ang nasawi, nagkasakit at napilitang mag-resayn o magretiro. Apektado nito ang dati nang manipis nilang hanay at mahinang sistemang pangkalusugan laluna sa harap ng mabilis na pagdami ng mga kaso ng impeksyon dulot ng baryant na Delta.

Kamakailan ay lumampas na ang kaso ng impeksyon ng Covid-19 sa bansa tungong 2 milyon. Maraming mga ospital ang nagdeklarang puno na at hindi na tumatanggap ng mga pasyente. Sa mahigit 33,000 nasawi, 103 ay mga manggagawang pangkalusugan.

Ayon sa Alliance of Health Workers, bago pa man ang mga pagkilos ay sinikap na nilang makipagdayalogo sa DOH pero hindi sila pinakinggan ng ahensya. Pagdadahilan umano noon ni Duque, ₱1 bilyon lamang ang inilaan para sa kanilang benepisyo gayong ₱59 bilyon ang kailangan para rito. Mas malala, walang pondong inilaan para sa mga manggagawang pangkalusugan sa badyet para sa 2022.

Magkakasunod na armadong aksyon ang inilunsad ng mga yunit ng Bagong Hukbong Bayan (BHB) sa Samar noong Agosto.

Sa Northern Samar, dalawang elemento ng Civilian Armed Forces Geographical Unit (CAFGU) ang napaslang sa Barangay Happy Valley, San Isidro noong Agosto 21. Sa parehong araw, isang sundalo ng 43rd IB ang napaslang sa labanan sa Barangay Palanit.

Bago nito, isang pulis ang napaslang sa labanan noong Agosto 19 sa Barangay Geparayan, Silvino Lobos. Sa Las Navas noong Agosto 17, inisnayp ng mga Pulang mandirigma ang nag-ooperasyong mga elemento ng 20th IB sa Barangay Epaw. Napatay dito ang isang sundalo at napalayas ang yunit militar sa erya matapos ang dalawang araw.

Isang operasyong haras ang inilunsad ng BHB-Western Samar (Arnulfo Ortiz Command) laban sa 7-kataong yunit ng 63rd IB sa Sityo Burabod, Barangay Mabini, Basey, Western Samar noong Agosto 7.

Sa Negros Oriental, napaslang ang dalawang upisyal at isang elemento ng CAFGU sa mga operasyong partisano ng BHB-Central Negros (Leonardo Panaligan Command). Nasamsam sa kanila ang isang pistolang Ingram at mga bala. Inilunsad ang unang operasyon sa Barangay Trinidad, Guihulngan City noong Agosto 18 samantalang ang dalawa pang aksyong militar ay noong Setyembre 2 at 3 sa Barangay Pinukawan, Vallehermoso at Barangay Nasunggan, La Libertad.

Nasa 50 kabataang magsasaka ang nanumpa bilang bagong mga myembro ng Kabataang Makabayan (KM) sa inilunsad na kumperensya sa isang larangang gerilya sa Eastern Visayas noong Agosto 21.

Sa temang “Kabataan, suportahan ang kilusang masa sa mga baryo! Sumapi sa Bagong Hukbong Bayan! Labanan ang pasismo ng AFP!,” nagbuklod sila at binalikan ang makasaysayang mga tungkulin ng sektor sa pagsusulong ng rebolusyon. Tinalakay sa kumperensya ang mga suliranin ng sektor tulad ng ligtas na pagbubukas ng mga eskwelahan at nagpapatuloy na panggigipit at pasistang atake ng rehimeng Duterte.

“Walang nakikitang kinabukasan ang mga kabataan sa ilalim ng rehimeng Duterte,” salaysay ni Ka Mori, tagapangulo ng balangay ng KM sa baryo. Pinagtibay ng bagong mga kasapi ang pagkakaisa na lalabanan at pangingibabawan ang mas malupit na militarisasyon sa kani-kanilang mga komunidad. Nanumpa silang patuloy na tatahakin ang landas ng pagrerebolusyon at maging di nasasaid na balon ng rebolusyonaryong kilusan.

Pinarangalan ng Partido Komunista ng Pilipinas at buong rebolusyonaryong kilusan ang mga Pulang mandirigma ng Bagong Hukbong Bayan (BHB) na nasawi sa Eastern Samar at Negros Occidental noong Agosto habang nagpapatupad ng kanilang mga rebolusyonaryong gawain.

Tinawag ng Partido na “pinakamahuhusay na anak ng bayan” ang 19 na nasawi noong Agosto 16 sa walang habas na pambobomba ng militar sa Barangay Osmeña, Dolores, Eastern Samar. Bahagi ang mga martir ng Dolores sa 50-kataong yunit ng BHB na naglulunsad ng gawaing pampulitika, pang-ekonomya at edukasyon sa masang magsasaka sa naturang erya. Bahagi nito ang isang tim ng mga medik na nakatakdang magbigay ng treyning at menor na operasyon sa isang pasyente.

“Malaking kawalan ang pagkasawi ng mga martir ng Dolores,” ayon sa Partido. “Subalit tiyak na laksa-laksa ang dadaluyong upang humalili sa kanila bilang bagong mga Pulang mandirigma ng magiting na hukbong bayan.”

Pinarangalan din ng Partido si Kerima Lorena Tariman (Ka Ella) na dinakip at pinatay ng militar noong Agosto 20 sa Barangay Kapitan Ramos, Silay City sa Negros Occidental. Kasama niyang napatay si Joery Dato-on Cocuba (Ka Pabling), isa ring Pulang mandirigma. Sa imbestigasyon ng BHB-Negros, bahagya lamang ang sugat ni Ka Ella nang siya ay mahuli sa labanan pero tuluyan pa rin siyang pinatay ng mga sundalo.

At the outset, I declare that the charges of terrorism and common crimes being made against me by the Duterte regime are patently false, puerile and futile and do not bother me a bit. These trumped up charges constitute gas lighting to deflect public attention from the gross and systematic crimes of treason, mass murder and plunder that the regime is committing against the Filipino people. Please read this statement closely.

In the course of intermittent peace negotiations between the Government of the Republic of the Philippines (GRP) and the National Democratic Front of the Philippines (NDFP) up to 2017, the so-called war hawks of the GRP used to harp on the line that as NDFP chief political consultant I was detached and disconnected from the armed revolution led by the Communist Party of the Philippines (CPP) and conducted by the Filipino people and the New People’s Army (NPA).

But there were times, such as during the Arroyo regime when the GRP war hawks like General Hermogenes Esperon carried out a “legal offensive” to trump up charges of “terrorism” and common crimes against me. In November 2001, the GRP requested the US government that I be designated as a “foreign terrorist” alongside the CPP and the NPA and and also prodded the Dutch government to file charges of multiple murder against me and cause my arrest in August 2007.

It was impossible and unnecessary for me to go to the the US and challenge before any US court the foreign terrorist designation. But I filed a case for the removal of my name from the so-called EU terrorist list and I won my case before the European Court of Justice in 2009. I also defended myself against the false murder charges, resulting in my acquittal by the District Court of The Hague and by the Appellate Court of the Netherlands within the year of 2007.

Even before I won the aforesaid cases, the legal grounds for my stay in The Netherlands were strong and unassailable. And I continue to enjoy the absolute protection of Article 3 of the European Convention on Human Rights and the principle of nonrefoulement in the Refugee Convention. The Dutch state cannot extradite or deport me to the Philippines or any other third country. That’s why as early as in 2006, the GRP failed to have me extradited to the Philippines on the basis of its trumped-up charges of multiple murder.

Furthermore, it was established before the Dutch courts and the European Court of Justice that from the time of my arrest and my detention in November 1977 by the Marcos fascist regime, I ceased to be the Chairman of the Central Committee of the Communist Party of the Philippines and likewise ceased to be the operational leader of the CPP, NPA or any other armed revolutionary organization in the Philippines. The frequent reference to me as Founding Chairman of the CPP is but a historical honorific title actually started by the press.

But once more, General Hermogenes Esperon is in the GRP as the top henchman of Duterte in his scheme of fascist dictatorship and campaign of state terrorism. He has assisted Duterte in sabotaging and terminating the GRP-NDFP peace negotiations. He has used Proclamation No.374 and then the Anti-Terrorism Act of 2020 to designate me as a “terrorist”. He and the NTF-Elcac have also directed the Criminal Investigation and Detection Group (CIDG) to file a series of false charges of common crimes, like human trafficking and rape, against me and legal social activists.

Duterte’s running dogs are making charges that are patently false. It is the height of absurdity and stupidity to misinterpret the alleged act of recruiting young people to become members of Anakbayan as human trafficking and then to link me to further allegations of rape. These patently false allegations are a puerile and futile attempt to slander and intimidate me and to make a psywar campaign against me.

As they have done for some years already, the armed minions of Duterte claim that the false criminal charges will cause the Interpol to arrest me. Especially because the criminal charges are politically motivated, patently false and beyond my capacity to commit, the Interpol has no authority to override the jurisdiction of the Dutch state, Article 3 of the European Convention on Human Rights and the principle of nonrefoulement in the Refugee Convention..

All these false charges against me are intended to distract public attention from the crimes of treason, mass murder and plunder committed by the Duterte regime, from the well-founded charges of crimes against humanity against Duterte before the International Criminal Court and from the glaring failure of the Duterte regime to destroy the armed revolution of the Filipino people.

The Duterte regime’s crimes of treason, mass murder and plunder and the rapid escalation of the oppressive and exploitative conditions are driving the Filipino people to wage armed revolution for their national and social liberation. They are currently outraged and agitated by the failure of the regime to respond properly and adequately to the Covid-19 pandemic and by the regime’s taking advantage of the pandemic to plunder the national treasury.###

Highest revolutionary tribute to Ka Ella and all our people’s martyrs and heroes! Fight and frustrate the counterrevolutionary war of the tyrannical US-Duterte regime and carry on the people’s war to new and greater heights!

The Negros Island Regional Party Committee accords the highest revolutionary honor to Kerima Lorena “Ka Ella” Tariman and Joery Dato-on “Ka Pabling” Cocuba who died in the fascist hands of the Philippine Army’s 79th Infantry Battalion in an encounter on August 20, 2021 at Brgy. Kapitan Ramon, Silay City, Negros Occidental. Ka Ella, 42, was a member of the regional Party committee on the Island and the secretary of the front Party committee in Northern Negros. Ka Pabling, 38, was a long-time peasant organizer who had just joined a unit of the Roselyn Jean Pelle Command of the the New People’s Army (RJPC-NPA).

We share in the grief of the family, friends, comrades and the countless oppressed and exploited masses that our new martyrs have selflessly served in Negros and, in the case of Ka Ella, in other parts of the country. We are one in the call to turn such deep sorrow over the loss of exemplary proletarian revolutionaries into a powerful collective resolve to fight and frustrate the counterrevolutionary war of the tyrannical US-Duterte regime and carry on the people’s war to new and greater heights.

The news of Ka Ella’s death immediately prompted her closest colleague’s and various other quarters to offer their thoughts in remembrance of her invaluable contributions to the student movement, cultural work, human rights defence and struggle for genuine land reform. This has highlighted Ka Ella’s personal journey and noteworthy achievements as artist and activist, poet and patriot.

More importantly, this has also brought to the fore, in no uncertain terms, the justness and necessity of armed revolution, the path towards which appears to be getting wider each day in the midst of tyranny and crisis, and also on account of the profound inspiration and courage that could be drawn from Ka Ella’s supreme sacrifice and those of other revolutionary martyrs.

Three years ago, Ka Ella brought with her to Negros not only an unwavering commitment to take part in the people’s war on the Island but also an already rich accumulation of revolutionary practice with the New People’s Army from her earlier assignments in other regions.

In 2003, shortly after giving birth to her son, Ka Ella joined the National Cultural Bureau’s armed cultural squad that was attached at different times to various guerrilla platoons in the Bicol Region. She played a crucial role in the successful breakthroughs of the said unit in integrating cultural work in mass base building, agrarian revolution and armed struggle in the guerrilla zones of Sorsogon, Catanduanes and Masbate.

Ka Ella was the chief writer of the cultural training modules of the Artista at Manunulat ng Sambayanan (ARMAS-NDFP) which are now standards in both the countryside and the cities. She was also part of the editorial team of the 2005 Ulos, the cultural journal of the national democratic movement, which featured the works of Red fighters and peasant mass activists of Bicol that participated in the literary workshops that Ka Ella herself facilitated.

There were two instances during this period when Ka Ella had to leave the guerrilla zone to recover from successive miscarriages. Yet even in such state of physical and emotional distress, she didn’t allow herself to idle away her time and be detached from any practical or theoretical revolutionary activity. In these brief intervals she volunteered to curate a couple of Ulos issues, mobilizing in the process a number of artist friends and allies for translation or illustration work. She also wrote several cultural reviews while following a strict reading regimen of the Marxist classics.

In 2007 Ka Ella took on a more comprehensive duty and direct territorial responsibility when she was assigned to a guerrilla front in Camarines Sur. There she took the helm of a guerrilla platoon as its political instructor. A recent statement by the East Camarines Sur’s Tomas Pilapil Command in honor of Ka Ella, or Ka Akira and Ka Kyla as she was known in those parts, attests to her tireless and thorough efforts at social investigation, mass and Party education, mass base expansion and consolidation, anti-feudal campaigns, as well as military work, the fruits of which the people and revolutionary forces in the Partido areas and the Caramoan Peninsula continue to reap up to this day.

Ka Ella found herself several times in the thick of armed battles with fascist enemy troops in Bicol. In all these, she was always brave and alert. She was always the first one to tell the comrades not to panic or to rouse them from demoralization. She personally attended to the wounded and made sure that basic guerrilla items that were left behind like clothes and hammocks were immediately replenished.

Already way past her teens when she was deployed to Camarines Sur, Ka Ella, because of her petite frame and youngish features, was nonetheless fondly referred to by the masses as the intelligent nene who carried an armalite and chewed betel. Chewing betel, she found out, was one of the easiest ways to start a conversation with the barrio folk whom she genuinely cherished as her teachers, and who loved her in return for exemplifying, in her own simple ways, the essence of being one of the best daughters of the people. On many occasions she became mother, too, to barefoot children of poor peasants, even as she constantly had to overcome the pain of being away from her own child.

In 2010 Ka Ella transferred to the Eastern Visayas. As Ka Conching, she served as deputy secretary of the main front of the Arnulfo Ortiz Command in Western Samar.

She was vocal of her appreciation of the theoretical fluency of the revolutionary forces, organized masses and children of comrades in Samar which she found quite high and humbling. Ka Ella particularly admired the region’s KPA or Kurso Para sa mga Aktibista, an all-in-one manual for revolutionaries which she said every guerrilla front in the country should have.

She was likewise very open about her views on the need to decisively combat conservatism in military work and mass base building. Ka Ella was one among those who proposed that the guerrilla front resolve to establish Red political power in the middle terrains and coasts in order to reach a greater number of peasant communities and to have a wider space for maneuver.

Her stint in Samar was, however, cut short when her husband was captured by the military in 2011. This forced her to go back to Metro Manila to better supervise the campaign for his release which, thanks largely to her relentless endeavours, gained broad national and international support and eventually compelled the Department of Justice in 2013 to dismiss his case.

Returning to the guerrilla zone in 2018, this time in the country’s hacienda capital, Ka Ella set out to quickly readjust herself physically and mentally to the rigors of armed revolutionary life. That she was able to master both Hiligaynon and Cebuano in so short a time was proof not so much of her unique sense of language but of her sheer determination to fully and effectively perform her new tasks.

As a regional cadre, Ka Ella actively took part in the formulation of the current five year program of the Party in Negros. She participated in the summing up of the last twenty-five years of revolutionary experience on the Island which enriched her understanding of the region and where she was generous in sharing her insights.

Ka Ella contributed a vital segment to the updated regional social investigation and class analysis (SICA) document, particularly on the history of the hacienda system in Negros and its present operation. She wrote a detailed primer on the current situation of sugar farm workers and mill workers on which the regional antifeudal campaign plan of 2020 was based.

As secretary of the front Party committee in Northern Negros, Ka Ella worked closely with responsible cadres and Red fighters in rectifying tendencies of conservatism and empiricism in various aspects of political and military work amid the brutal implementation of Memorandum Order 32 and Executive Order 70 on the Island.

The front was able to expand to other areas to deny the AFP of effective focus while still maintaining political guidance among the revolutionary masses in highly militarized communities. Collective food production and medical missions were organized in response to the COVID 19 pandemic in Northern Negros. The RJPC also heeded the people’s demand to punish the operators of destructive large-scale quarrying.

The RJPC, in a eulogy, expressed its gratitude to Ka Ella for consistently striving to share her knowledge to her comrades and the masses while humbly learning from them as well. She inspired them to persevere and be competent in their duties. She was pivotal in revitalizing revolutionary propaganda and education in Northern Negros.

Even before Ka Ella’s death, fascist 303rd and 302nd brigades had long been bragging that the Northern and Southeast Negros fronts had already been reduced to insignificance. Now they delude themselves further with the belief that the Northern Negros front had finally been dismantled with the passing away of its leader. While Ka Ella’s death certainly amount to a great loss, many more cadres and revolutionary forces including those whom Ka Ella herself had helped develop, are all willing and capable to collectively lead the people’s army and the masses in fighting and frustrating the brutal counterrevolutionary campaign of the fascist armed forces in Northern Negros.

As of this writing, Ka Pabling’s family has yet to claim his remains for fear of what the fascist Armed Forces of the Philippines (AFP) might do to them. Meanwhile, there is reason to believe that Ka Ella was an hors de combat (a combatant who was no longer in a position to fight) when the 79th IB found her. The fascist military troops either left her to bleed to death or just finished her off.

There is no other way of seeking justice at this time for Ka Ella and Ka Pabling’s death, no higher tribute to their martyrdom, than to persevere in intensive and extensive guerrilla warfare based on an ever widening and deepening mass base. The revolutionary movement in Negros must launch greater resistance to heightened oppression and exploitation on the Island as the tyrannical Duterte regime’s end is fast approaching. The fascist AFP must be punished for all violations of human rights and utter disregard of international humanitarian law and protocols of war.

We call on the finest sons and daughters of the people to emulate Ka Ella’s conviction of serving the people and the revolution. Join the New People’s Army and take part in advancing the people’s war to new and greater heights.

1. The number of daily new Covid-19 cases in the Philippines hit another record-high of 22,415 yesterday. This number is anticipated to further rise in the coming weeks with the prevalence of the more contagious Delta variant and in the face of the continuing failure of the Duterte regime to effectively respond to the crisis situation. With the gross lack of testing, the actual number of infections is likely two to three times bigger.

2. The Duterte government has shown complete lack of interest and ability to manage the pandemic. It has become an emergency-level imperative for the Filipino people to take urgent action to oust the corrupt and inept Duterte government the soonest possible time before the Covid-19 pandemic continues to worsen and completely overwhelm the country. The health crisis and continuing deterioration of the health system is clearly a political problem demanding a political solution.

3. The regime’s 2022 budget proposal shows complete disinterest in squarely addressing the pandemic. People are utterly incensed that the budget of the Department of Health (DOH), the Research Institute for Tropical Medicine (RITM) and the UP-Philippine General Hospital (PGH) were slashed while funds for counterinsurgency and infrastructure projects were increased significantly. On top of this, Duterte alloted himself a largesse of unauditable “confidential” funds.

4. Announced plans to resort to “granular lockdowns” are set to fail because there is a gross lack of testing and tracing which makes them arbitrary and ineffective. Local lockdowns could only be effective at the outset of the pandemic when infections were isolated and not widespread. Local lockdowns are set to be more stringent, oppressive and accompanied by abuse of power. People will suffer from greater hardships as local government units lack resources to assist those who will lose their jobs. However, with rising number of cases and continued lack of public health measures, the regime is bound to return to equally ineffective general lockdowns.

5. Scheduled investigative hearings in the Senate are being anxiously awaited for by the people. The people demand to know the lurid details of how Duterte and his underlings abused their power to realign billions of pesos of government funds to purchase overpriced medical supplies from favored Chinese companies. The people want to know how the bureaucrat capitalists profited from their money while they suffered from lack of public health measures, rising costs of medical treatment, joblessness, loss of income, lack of economic subsidies, growing poverty and hunger.

BALER, Aurora – Three communist terrorist group (CTG) members has withdrawn their membership from the Communist Party of the Philippines-New People’s Army (CPP-NPA) and now had returned to the fold of the law.

Lieutenant Colonel Reandrew P Rubio, commander of 91st Infantry “Sinagtala” Battalion, Philippine Army said that joint elements of 91st IB, 7th Infantry “Kaugnay” Division together with Naval Intelligence Security Group-Northern Luzon (NISG- NL), Aurora-Isabela Police and other security forces facilitated the voluntary surrender of two CPP-NPA terrorists (CNTs) and one (1) contact/courier without firearms at its headquarters in Barangay Calabuanan, Baler, Aurora on September 06, 2021.

“They voluntarily surrendered to the combined operatives of the Army, Navy and police to chose the path of long peace,” Lieutenant Colonel Rubio said.

He identified the surrenderees with the aliases of Ka Jake, Ka Aki and Ka Jhon whom requested for their anonymity for security reasons.

Ka Jake was a former Team Leader, Squad Uno, Central Front, Komiteng Rehiyon-Cagayan Valley (KR-CV), and a resident of Isabela Province; Ka Aki was a former contact/courier and a resident of Isabela Province while Ka John was a former member of Regional Sentro de Gravidad (RSDG), KR-CV, and was also a resident of Isabela.

The surrenderees were operating in Aurora and Isabela provinces and chose their surrender in this province.

“The recent surrender of three CNTs are clear evidenced that they cannot sustain the hardships and hunger while in the revolutionary movement. We are optimistic that there will be more active CNT members to surface and abandon the CTGs’ lies and deceptive works. The government is always open to those who want to surrender and avail the different services of the government,” Lieutenant Colonel Rubio said.

The surrenderees are now in the custody of NISG-NL for tactical interview and proper disposition.

Lieutenant Colonel Rubio said that the three will be enrolled under the Enhanced Comprehensive Local Integration Program (E-CLIP) where they can avail of other assistance like housing, remuneration for the firearms surrendered, and scholarship.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Kuta Heneral Teodulfo Bautista, Jolo, Sulu- On September 03, 2021, four (4) former members of Abu Sayyaf Group (ASG) surrendered to military units led by Colonel Eugenio C Boquio at Brgy Samak, Talipao, Sulu

The former ASG members were identified as @Rehim Jawhari, @Daha Jawhari and @Totoh Jawhari all residents of Brgy Buhanginan Patikul, Sulu and @Marjuli Julmorie a resident of Brgy Kagay, Indanan, Sulu.
They also surrendered four firearms comprised of three (3) garand rifle and M16 rifle.


According to Colonel Boquio, the surrender was made possible due to the efforts of the 11MIB and 35th Infantry Brigade. The ASG returnees will undergo custodial debriefing and medical check-up and will receive initial cash and rice assistance. They are yet to receive livelihood programs and also other assistance from the Local Government Unit.

For his part, Joint Task Force Sulu and 11th Infantry Division Commander, Major General William N Gonzales lauded the effort and appreciation for the continued effort of all units for facilitating the surrenderees. “The government forces will continue to double our efforts working with local government units to formulate and implement programs for all of you. To the troops, let’s continue our mission. We will not stop until we ultimately end terrorism in this province,” Major General Gonzales.

To note, as of this year, there were 142 who returned to the folds of the law.

Discussed during the press conference are reasons of their surrender, current standing of the Communist Party of the Philippines (CPP) – New People’s Army (NPA) – and the National Democratic Front (NDF), the connection of NPA to its legal fronts, exploitation of NPA towards the Indigenous People’s Bakwit in HARAN, resources generation of HARAN, and the effects of Executive Order 70 on the operations of CTG.

Ka Amihan, in his speech said that their move to go back to folds of law is not the end of their fight for social justice and equality.

“We are not red-taggers. This is not red-tagging, we are only stating facts and the truth as we have the firsthand experience with the CPP-NPA-NDF. Ang pagbabalik namin sa gobyerno is not the end of our fight for social justice, equality, for a better society. In this point we can say tinalikuran namin ang armed struggle since it causes a lot of casualties. We are giving our commitment to serve the public,” Ka Amihan added.

Also, Ka Noel Legazpi said that intensity from local and national politicians must be sustained in harmony with peace and development plans of the Armed Forces of the Philippines.

Meanwhile, Ka Ella in her speech said that the root cause of insurgency is poverty and must be addressed based from the blueprint of EO70.

“There is a chain that binds them in poverty, how do we do that? Ang root cause ng insurgency is poverty. Ano ang problema sa ground? How do we do that, we address the primary economic needs ng farmers and we base that from the EO70. Presyo ng produkto, tangalin natin ang buyer para mas malaki kita nila, I hope AFP could do that.”

Furthermore, Alias Marikit in her speech said that their armed struggle campaign inside the Communist Terrorist Group failed due to the lack of collaborative efforts inside the party.

“It’s about mental health kahit gaano pa kalawak ang pananaw mo sa armed conflict at tsaka grabe yung paniniwala namin sa cause ng revolution pero pag wala po yung collective efforts sa loob ng party, tao lang din kami nawawala ang thrust namin sa struggle, at the end of the day po hindi po nagiging successful ang campaign natin,” Marikit said.

“Nag resort nalang its time to take care of myself and of course magbigay ng panahon sa pamilya. Hindi ibig sabihin sa pag-alis sa rebolusyon ay hindi ipagpapatuloy ang paglaban sa rights at mga idolohiya… Kung ano po ang nasimulan ng AFP at PNP sana habambuhay..” Marikit added.

Eastern Mindanao Command Commander Lieutenant General Greg T Almerol who is also present during the event said that his command will finish and neutralize the remaining members of threat groups before the end of the term of President Rodrigo Duterte.

“We are confident that the LGU and government agencies will sustainably address the issues being exploited by the CTGs. I believe that the only way we can end local communist armed conflict is through our collective efforts and performing our mandates religiously,” Lieutenant General Almerol added.

10th Infantry “Agila” Division Commander Major General Ernesto C Torres Jr on the other hand remains confident with the uptrend and with the current campaign of 10ID and with the indication that the top leaders who used to lead the formation and units of NPA are now with the government.

“We need to tell the stories of our friends-rescued to prevent recruitment, because it is happening now. With our combat operation which is our core competency with our community support program, it’s just a matter of time,” Major General Torres said.

Major General Torres also presented significant numbers recorded in the area of 10ID wherein operating guerilla fronts are now down to 6 from 2016’s 17 fronts, 193 affected barangays in 2016 down to 12, and 1,150 firearms in 2016 is now just 300; and for manpower 900 in 2016 to 270 now.

Moreover, the group also conducted its first historical plenum inside a military camp last August 23, 2021 as bearers of peace and development.

The 10th Infantry Division remains committed to continue to deliver peace and development efforts in its area of responsibility to sustain the gains from the 15 years of “Agila Division’s” excellence leading the way to achieve insurgency-free communities.

CLAVERIA, Misamis Oriental – The provincial government of Misamis Oriental, in collaboration with the 58th Infantry Dimalulupig Battalion, paid monthly visits to Higaonon people of Sitio Kalhaan, Barangay Minalwang, Claveria, last September 1 and 3.

This activity was spearheaded by the Provincial Agriculture Office (PAGRO) led by Sir Jose Apollo Pacamalan, Provincial Social Welfare and Development (PSWD) led by Sir Jhunleymar Abella, Philippine Fiber Industry Development Authority Region X (PHILFIDA-10) headed by Sir Roque S Pepito, OIC Regional Director, and Bureau of Fisheries and Aquatic Resources (BFAR-10) headed by Ronald Escobido, Agriculturist ll.

Said agencies returned to Sitio Kalhaan to conduct Abaca fiber extraction training utilizing their customized striping machine. When the machine is ready for release, ten sets will be given to the community. They also inspected the excavated pond for tilapia production, where fingerlings would be dispersed during the second week of September.

They also turned over 5 bags of feeds good for two months, as well as other pre-production inputs, in preparation for tilapia fingerling stocking. For housing repair and construction, galvanized sheets and nails were also provided to each household. Solar panels were also installed in the homes as part of TESDA-Project X’s LAMDAG.

The community has received a regular stream of targeted programs and services since the activation of the Municipal Task Force to End Local Communist Armed Conflict and Adopt a Community Program by the Department of Agriculture Region X on April 14, 2021. And those various entities have elected to honor their responsibilities to the community. At the very least, once a month, a trip to the area is undertaken.

“In collaboration with the various clusters of the Task Force to End Local Communist Armed Conflict of E.O 70, this unit will continue to facilitate and provide interventions even in far-flung areas like Kalhaan, in order to finally achieve the durable peace and sustainable, inclusive development that we all desire,” said 58IB Commanding Officer Lt. Col. Ricky L. Canatoy.

Maramag Bukidnon – The Local Task Force to End Local Communist Armed Conflict (LTF-ELCAC) of Cabanglasan, Bukidnon together with the other local government agencies and the Philippine Army launched the Php 20 Million Local Government Support Fund – Support to Barangay Development Program (LGSF-SBDP) in Sitio Malinao, Barangay Cananga-an, Cabanglasan, Bukidnon last September 03, 2021.

The simple groundbreaking ceremony was attended by HON. RENANTE V. INOCANDO, Municipal Mayor of Cabanglasan, DIR. ARNEL M AGABE, DILG Region 10 Director, BGEN FERDINAND T BARANDON PA, Commander of 403rd Infantry (Peacemaker) Brigade, LTC CHRISTIAN JAMES P VINGNO, Commanding Officer of 88IB and other local government officials of the said municipality.

The Php 20M project will compose the construction of Farm to Market Road, Solar Dryers, Health Station, Water System and provision Farm implements to the farmers of the 6 sitios of Brgy Cananga-an that were formerly influenced by NPAs. Considered to be Geographically Isolated and Disadvantage Areas (GIDAs), these sitios are frequently visited by the NPAs and most of the populace are members of the underground movement who have surrendered and pledged allegiance to the government after the massive conduct of Community Support Program of the Phil Army.

Mayor Inocando in his messgae expressed his deep appreciation to the efforts of the government thru PRRDs EO70 who made this project possible. He further praise the Philippine Army for the conduct Community Support Program in NPA influenced barangays and sitios of his municipality as this program determines the identification of BDP beneficiaries.

On the other hand, BGEN FERDINAND T BARANDON, Commander of 403rd Brigade in his statement said: “Barangay Development Program is the answer to the primary issues that our enemies used to exploit in organizing communities to support their cause. It will surely help us in totally ending this 52- year insurgency problem, Barandon added.

LTC CHRISTIAN JAMES P VINGNO, Commanding officer of 88IB, on his part expressed his gratitude for the full support of LGU Cabanglasan for the realization of the BDP projects. He further states, that the 88IB will continue to facilitate the creation of conflict resilient communities by addressing the armed component of the Communist Terrorist Group to ensure peace and order in the Municipality of Cabanglasan. It will also help in monitoring the proper implementation the above mentioned BDP projects through its Mobile Community Support and Sustainment Teams (MCSST).

The Barangay Development Program (BDP) is the hallmark program of the NTF-ELCAC established with the end goal of bringing development to former conflict ridden communities. The BDP is directed to the sustainable rehabilitation and development of 822 barangays in the country formerly established as guerilla fronts of the CPP-NPA-NDF. Each barangay is provided with 20 million pesos each for their respective projects, for a total of 16.44 billion pesos allocated funding.

CAMP DOWNES, ORMOC CITY – Thousands of motorcycle riders and bikers from the six provinces in Eastern Visayas gathered to support the call for justice for the victims of summary execution in the bloody Inopacan Massacre Saturday (September 4).

The event highlights the 15th anniversary of the discovery of a mass grave at Sitio Sapang Daku, Brgy. Caulisihan, Inopacan, Leyte.

At least 67 skeletal remains of murder victims committed during the infamous Communist Party of the Philippines-New People’s Army-National Democratic Front’s (CPP-NPA-NDF) purging activities in the late 1980s dubbed as “Operation Venereal Disease” were unearthed on August 28, 2006.


The riders who came from provinces of Northern Samar, Western Samar, Eastern Samar, Biliran, Leyte and Southern Leyte lighted candles, offered prayers, and signed the manifesto that calls for the condemnation and justice for the victims at the Inopacan Massacre Mass Grave Marker at Baybay City Freedom Park. Health protocols were strictly observed to prevent the spread of coronavirus disease (COVID-19) during the activity.

Local leaders and civilians also condemn the mass execution of the CPP-NPA-NDF members and innocent civilians who were suspected to be supporters of the government by signing a manifesto seeking for justice for the helpless victims, survivors and their families.

Mayor Azucena Mirambel of Inopacan said that, they have moved on and had seek development not only for the victims but for the whole town of Inopacan. She also expressed her heart felt gratitude for the Provincial government and the 802nd Brigade for the support of the activities commemorating all lost innocent souls that perished due to the atrocities of the CPP-NPA-NDF. She vowed that the CPP-NPA-NDF shall never again set foot to perpetuate and sow dread amidst the civilian populace.

Governor Leopoldo Dominico “Mic” Petilla, also condemns the CPP-NPA-NDF for the unlawful and frightful Inopacan Massacre. He expressed that no amount of money could replace the lost lives of our people in that tragic incident. He also stressed that the memories of those who died shall forever serve as a unifying factor for all the Leyteños to end violence brought by the Communist Armed Conflict.

802nd Brigade Commander, Brigadier General Zosimo A. Oliveros said that “Over a thousand bikers and riders who participated serve as messengers who delivered our single message of calling for justice and condemnation. Further, our call for justice is a continuing effort in order to move on and attain the long-lasting peace. After all, the dead cannot cry out for justice and it is the duty of the living to do so for them. Never again shall the CPP-NPA-NDF trample the peace that the people enjoys.”

CAMP MELCHOR F DELA CRUZ, Upi, Gamu, Isabela- Locals and supporters of the New People’s Army (NPA) tipped-off high-powered firearms while two high-ranking New People’s Army members yielded to the troops of 5th Infantry Division earlier this month.

On September 03, 2021, alias Rence and alias Maki, both members of Milisya ng Bayan handed-over one M16 rifle and one M16A1 rifle
to the troops of 98th Infantry Battalion in Sitio Nursery, Barangay Disulap, San Mariano, Isabela.

While the locals of Barangay Ditarum, Divilacan turned over two M16 rifles and two bandoleer owned by the NPAs
to the troops of 95th Infantry Battalion on September 5, 2021.

Additionally, two high-ranking personalities of Komiteng Larangang Guerilla-Baggas, Ilocos-Cordillera Regional Committee yielded
to 50th Infantry Battalion in Tabuk City, Kalinga on September 3 and 4, 2021. According to alias Brix and alias Maxine, they decided to return to the folds of the law since the group has been demoralized after successive loses and debacles of the NPA.


MGen Laurence E Mina PA, Commander of 5ID lauded the troops in the aggressive conduct of Focused Military Operations to end the local communist armed conflict both in Cagayan Valley and in Cordillera. He then thanked the locals for their support and cooperation in the campaign against insurgency. “The support and cooperation of the people are the vital factors that will put an end to insurgency. The different government agencies exert efforts to bring the services and projects to the people, especially those who were previously influenced by the CNTs. We are certainly closer to our goal of having an insurgency free country.”

A political prisoner is currently in critical condition following a shootout initiated by a prisoner inside the Calapan City Jail in Calapan City, Oriental Mindoro, September 7.

effrey Bajo Delos Reyes is one of the five victims injured by Edison Sulit Sampaga’s shooting spree. According to reports, Sampaga managed to smuggle in a pistol and shot a certain Lowelyn Laguerta Mendoza multiple times, before proceeding to shoot the other detainees. The spree ended when Sampaga shot himself.


Delos Reyes is currently at the provincial hospital in Calapan City and is in critical condition after being shot in the head. He is 37 years old and has been in jail since September 2016.

A former combatant for the New People’s Army, Delos Reyes was arrested by policemen in plainclothes on September 19, 2016 in Victoria, Oriental Mindoro. At the time, there was an active ceasefire in place between the newly-inaugurated Rodrigo Duterte administration and the NPA, in line with the Duterte administration’s initial gestures of resuming peace talks between the GRP and the National Democratic Front of the Philippines.

No arrest warrant was ever issued to Delos Reyes, who is charged with two counts of murder, frustrated murder, and arson. The NDFP stated that Delos Reyes’s arrest amid the ceasefire proved the police was “insincere towards the ongoing peace talks.” Delos Reyes himself asserted that as a combatant, he cannot be charged with crimes for casualties against combatants during war.

In a previous statement, Buhay na Alay para sa Nagkakaisang Mindoro (Bayanimo) described the arrest as “an attempt to sabotage the peace talks between the government and the NDFP.” Human rights alliance Karapatan noted that Delos Reyes’s arrest was part of a larger series of ceasefire violations in 2016, despite Duterte’s declaration of an indefinite unilateral ceasefire at the time.

Peace talks between the Duterte administration and the NDFP broke down in 2017, citing “violations” on both sides. Attempts to restart peace negotiations failed in 2018 when Duterte unilaterally pulled out of talks. Since then, the Duterte administration has been firm in its stance of not engaging in peace talks, instead opting for “localized peace talks” between individual units of the NPA.

Nineteen police officials, most of them already retired, have been charged or are already facing cases before the Sandiganbayan in connection with the procurement of AK-47 assault rifles by a private firearms supplier, which the Philippine National Police (PNP) alleged to have ended up in the hands of New People’s Army (NPA) rebels.

This was revealed at the hearing on Tuesday of the Senate Committee on Public Order and Dangerous Drugs chaired by Senator Ronald “Bato” dela Rosa, to look into the circumstances as to how the 1,004 pieces of the Czech-made assault rifles reportedly fell at the disposal of the armed wing of the Communist Party of the Philippines (CPP).


While the purpose of the hearing was supposed to come up with pertinent amendments to the law and preclude a repetition of similar deals, dela Rosa, a former chief of the PNP, also declared that the hearing was held in order to inform President Duterte on the status of the issue, as the President, during his last State of the Nation Address, had “personally” notified him to look into the case.

According to Baguio City Mayor Benjamin Magalong, the 1,004 pieces of AK-47 assault rifles with a total worth of P52 million were acquired in tranches through 23 transactions from years 2011 up to 2013 by private firearms supplier Twin Pines Inc. for its client-buyer identified as Isidro Lozada, owner of the Caraga Security Agency.

Magalong was the head of the PNP-Criminal Investigation and Detection Group (CIDG) when the premier investigative body of the police looked into the transactions, wherein charges, both administrative and criminal, were recommended and subsequently filed against 19 police officials in 2014, which were approved by the late President Benigno Aquino III.

Magalong, who delivered a presentation during the Senate investigation, declared that the rifles ended up in rebel hands but were repeatedly declared as only “missing.”

Among the 19 officials charged before the Office of the Ombudsman or facing cases before the anti-graft court Sandiganbayan were retired police Generals Napoleon Estilles, Gil Meneses and Raul Petrasanta. All of the 19 officials have earlier been assigned with the Civil Security Group (CSG), Firearms and Explosives Office (FEO) and the Supervisory Office for Security and Investigation Agencies (SOSIA), all of the PNP, at the time transactions were supposed to have been consummated.

While recognizing that charges or cases have been filed against them, Meneses and Estilles, rebutted the claims, hinting the charges were flawed, since Twin Pines, which was supposed to be the principal respondent, was exonerated or expunged from the charges.

There are other police officers and even non-uniformed personnel of the PNP who were originally included in the charges, but they were dropped from the list of respondents.

According to Magalong, the rifles were procured by Twin Pines for Lozada, who acquired and received the weapons not only in behalf of Caraga, his security firm, but for three other companies: Isla Security Agency, Claver Mineral Development Corporation and JTC Mineral Mining Corporation. The rifles, however, he said, later ended up in the hands of communist rebels.

The former CIDG director said that 257 rifles went to JTC mining, 362 to Caraga, 160 to Isla and 235 to Claver, all with Lozada as the conduit and recipient.

“Isla denied purchasing firearms,” Magalong said, adding all of the 1,004 rifles “cannot be accounted for.”

Magalong said he talked to Lozada in 2014 when the CIDG invited him to Camp Crame as it was investigating the issue, and Lozada reportedly admitted that he had been “used by the CPP-NPA-NDF (Communist Party of the Philippines-New People’s Army-National Democratic Front of the Philippines) as courier to purchase the AK-47.”

Lozada, he said, was intimidated by the NPA into making the procurements, even threatening to kill him or his family members.

Each of the firearms costs P52, 000.

Magalong however said that Lozada “refused to put into writing” his statement.

An operation by the government in Mindanao seized 44 pieces of AK-47 rifles, and Magalong said that the PNP Crime Laboratory found five of the rifles to have been part of the 1,004 rifles.

Updating the Senate committee during the hearing, current CIDG officials led by Major Gen. Albert Ignatius Ferro said an operation on June 24, 2014 in Trento, Agusan del Sur also resulted in the seizure of 18 assorted firearms, including six AK-47 rifles.

During the operation, Lozada, who was inside an intercepted vehicle, also admitted he has a total of 31 AK-47 acquired by Caraga security from Twin Pines.”

The CIDG officials told dela Rosa that all of the firearms have already been accounted for.

During the hearing, Meneses declared in behalf of the other accused officials that they have “no hand, knowledge and participation in the alleged sale of AK-47 to the NPA in Mindanao.”

“We in the CSG, FEO, SOSIA cannot and should not be faulted, even held accountable in the sale,” he said.

Meneses said they only processed documents submitted by Twin Pines, adding the 1,004 rifles were only among the “numerous firearms imported by Twin Pines.”

Estilles, on the other hand, questioned the charges against them, especially noting that Twin Pines was not included in the charges, although it was the company that facilitated and was the one involved in the sale.

He even likened their case to the Land Transportation Office, which he said, issued a license to a motorcycle. But when the motorcycle is involved or used in a holdup, will that make the LTO liable?

“Kami lang nag-lisensiya pero kami ang nagka kaso,” he said.

Kalinga State University may well be the first Philippine higher education institution to purge its library of National Democratic Frontprovided collections to safeguard the students and the school from communist infiltration. CONTRIBUTED PHOTO

To safeguard the students and the institution from communist infiltration, the Kalinga State University (KSU) Bulanao Campus in Tabuk City has withdrawn books and related literature from its library and turned these over to the military and police, according to the KSU Board of Regents (BoR).

On its website, KSU said the decision of the BoR indicates that they
are against the National Democratic Front of the Philippines (NDFP) ideologies and that they wanted to protect their students from embracing its teachings.


On September 2, the director for library services office of KSU Bulanao Campus voluntarily withdrew all the NDFP-provided book collections that they have been keeping in their library for their students.

However, the KSU Bulanao Campus Library Services officials said the books were forwarded to their office and that they did not seek nor request reading materials from the NDFP.

KSU said the decision was made after the Philippine government through the Anti-Terrorism Council (ATC) declared the NDFP as a terrorist organization in May 2021, following the declaration through ATC Resolution. 20 in December 2020 that the Communist Party of the Philippines-New People's Army is a terrorist group.

The university's Library Services office listed at least 11 books and other publications that were pulled out from the book gallery which were also voluntarily turned over to the Armed Forces of the Philippines and the Philippine National Police.

KSU also said the NDFP is a coalition of revolutionary social and economic justice organizations, agricultural unions, trade unions, indigenous rights groups, leftist political parties and other related groups in the Philippines.

The website stated that the NDFP belongs to the much broader National Democracy Movement and the communist rebellion in the Philippines that seek to overthrow the government.

Lt. Col. Melanio Somera, Pinukpok town, Kalinga-based 50th Infantry Battalion commander under the Army's 5th Infantry Division, lauded the KSU BoR for its firm decision.

"With this, there will be more Kalinga State University students and Kalinga youth generations who will be spared from Communist Party of the Philippines-New People's Army recruitment," he said.
