MANILA – Differences over the South China Sea should not prevent Manila and Beijing from seeking ways to manage the maritime rows, Foreign Affairs Secretary Enrique Manalo said after his meeting with his Chinese counterpart, Foreign Minister Qin Gang, at Diamond Hotel Manila on Saturday.

“Our leaders have agreed that our differences in the West Philippine Sea are not the sum (or) total of our relations,” Manalo said.

“These differences should not prevent us from seeking ways of managing them effectively, especially with respect to the enjoyment of rights of Filipinos, especially fisher folk whose livelihood and general well-being are undermined by incidents and actions in the West Philippine Sea.”

Qin, who arrived in Manila Saturday morning, is on an official visit until April 23 for a bilateral meeting with Manalo and a call on President Ferdinand R. Marcos Jr.


In his speech, Manalo expressed hope that his meeting with the Chinese official would give the two states an opportunity to make some ways to address common issues and challenges.

Since the start of the Marcos administration, the Philippines has filed dozens of diplomatic protests against China over the latter’s activities within the former’s exclusive economic zone in the South China Sea.

Qin, for his part, highlighted the need to work together to “properly resolve our differences in the spirit of credibility, consultation, and dialogue.”

Meanwhile, both agreed to exert effort to sustain the positive trajectory of Philippine-China relations, especially the gains reached after Marcos' state visit to Beijing in January.

"China is ready to work with the Philippines to truly implement the consensus between the Presidents of our two countries, keep to the direction of friendship of our two countries, and jointly uphold a larger picture of our bilateral relationship," Qin said.

Manalo said the DFA would work closely with the Chinese Foreign Ministry to further strengthen economic ties between the two nations and to close the trade gap.

He also hoped to bolster cooperation in the areas of agriculture and infrastructure development, energy, science and technology, and even tourism.

“The revival of tourism, resumption of flights, and exchanges of students, teachers, and workers will further strengthen our people-to-people linkages," he said.

"These will also support the Philippines' eight-point economic agenda to improve the lives of Filipinos and likewise, benefit our friends from China.”

MANILA – The Philippine government will continue to adhere to the One China Policy amid Beijing's fears that the new Enhanced Defense Cooperation Agreement (EDCA) sites would be used to interfere in the Taiwan Strait tensions.

The reiteration was made during the bilateral meeting between Foreign Affairs Secretary Enrique Manalo and his Chinese counterpart, Foreign Minister Qin Gang, at a hotel in Manila on Saturday.

"(Foreign Affairs Secretary Enrique) Manalo reaffirmed the Philippines’ adherence to the One China Policy, while at the same time expressing concern over the escalating tensions across the Taiwan Strait," based on the statement released by the Department of Foreign Affairs (DFA) after the first meeting of the two officials.


Chinese Ambassador Huang Xilian last week claimed that the United States intends to take advantage of the new EDCA sites "to serve its geopolitical goals, and advance its anti-China agenda at the expense of peace and development of the Philippines and the region at large."

President Ferdinand R. Marcos Jr. earlier named Naval Base Camilo Osias in Sta. Ana, Cagayan; Lal-lo Airport in Lal-lo, Cagayan; Camp Melchor Dela Cruz in Gamu, Isabela; and Balabac Island in Palawan as additional EDCA locations.

In the bilateral talks, Manalo emphasized that the Philippines pursues an independent foreign policy, "which seeks to ensure stability and prosperity in the region."

Meanwhile, Manalo and Qin agreed to increase collaboration and elevate the Philippine-China bilateral relations “to even greater heights” under the Marcos administration.

“The tripling of our total bilateral trade within the past decade is a positive development. The Philippines looks forward to the early realization of the USD22.8 billion business and investment pledges made during the state visit of President Marcos to Beijing,” Manalo said.

The officials also highlighted infrastructure cooperation as a key sector for Philippines-China economic and development engagement, especially with the Philippines’ "Build Better More" program dovetailing with China’s Belt and Road Initiative.

Both look forward to the early completion of ongoing infrastructure cooperation projects.

DSWD provides food packs to ex-communist supporters

MANILA – The Department of Social Welfare and Development (DSWD) on Saturday distributed food assistance to former members of groups affiliated with the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) at the Munting Nayon covered court in Bagong Silang, Caloocan City.

The recipients are based in different relocation sites and areas for demolition in the cities of Caloocan, Manila, and Pasig, as well as in the provinces of Bulacan and Rizal.

They were former members of Zone One Tondo Organization (ZOTO) and Koalisyon ng Maralita (KnM).

Undersecretary Alan Tanjusay of the DSWD’s Inclusive-Sustainable Peace and Special Concerns led the distribution of family food packs to 300 individuals, coinciding with the oath-taking and general assembly of returnees to government fold.

He said the provision of food packs was not just a simple turnover of boxes. It also symbolizes hope.

In his message, Tanjusay extended his gratitude to the returnees for cooperating with their group leaders as they reintegrate into society.

“Nawa’y magtuloy-tuloy at mas marami pa kayong mahikayat na kababayan natin na sumapi sa ating samahan (We hope that you continue to encourage more of our fellow-Filipinos to join our cause),” Tanjusay said, according to a DSWD news release.

The participation of the DSWD in the general assembly of the returnees, organized by the Peace and Development Task Force (PDTF), is a milestone partnership with the Armed Forces of the Philippines, Philippine National Police and DSWD.

PDTF is a non-governmental organization established by Joel Algodon, a former member of KnM, to promote peace and encourage those affiliated with and involved in the activities of CCP-NPA-NDF groups to return to the government.

Rose Marie Algodon, wife of the PDTF founder and a former member of KnM herself, said it was the first time the DSWD reached out to their group.


“Talagang ramdam namin ang pag-abot ninyo para sa aming urban poor. Ramdam namin na direkta na kaming makahihingi ng assistance para sa mga pangangailangan ng mga maralitang taga-lungsod (We really feel that the government is ready to help the urban poor. We feel that we can directly seek assistance from DSWD to address the needs of the urban poor),” Algodon said, as quoted in the same news release.

A returnee who identified herself as Rosaly, 58, said the food packs will tide them over, especially the children.

The DSWD initiative is tied with Executive Order No. 70, signed in December 2018 by former president Rodrigo Duterte, creating the National Task Force to End Local Communist Armed Conflict that employs a whole-of-nation approach to end communism and institute peace-building initiatives.

MANILA – President Ferdinand R. Marcos Jr. on Saturday night hosted a concert for the personnel of the Armed Forces of the Philippines (AFP) and their families at the Malacañang grounds in Manila.

"Konsyerto sa Palasyo: Awit ng Magiting" acknowledged the sacrifices of the AFP to maintain the nation’s sovereignty, peace and security.


The concert featured the Samiweng Singers from Ilocos Norte province; musical director Jeddi Cris Celeste from Iloilo City; and harpists Benedicto Costaños Sr. and Benedicto Costaños Jr. from Cebu.

The AFP personnel were also treated to performances by Poppert Bernadas from Davao; Princess Vire from Quezon City; Limuel Llanes from Quezon province; rappers Marco Paolo Revidiso from Parañaque City and A.K. Fella, Glnn, and MC Julyo from Cavite; and spoken word artist Kenli Marc Sibayan from Ilocos Norte.

Accompanying the Chief Executive were First Lady Liza Araneta-Marcos, Vice President Sara Duterte and former president and Deputy House Speaker Gloria Macapagal-Arroyo.

Among those present were Cabinet secretaries and Senators Cynthia Villar, Jinggoy Estrada and Francis Tolentino.

MANILA – Philippine National Police (PNP) chief Gen. Rodolfo Azurin Jr. will end his eight-month “roller coaster” stint on Monday as he reaches the mandatory retirement age of 56.

He said he still has some unfinished businesses but overall, he is grateful for the opportunity to serve.


"While I am excited for what the future holds, I cannot help but feel a sense of nostalgia and gratitude for the past 34 years I have dedicated to this noble profession,” Azurin told reporters after the Philippine Military Academy (PMA) honored him with a testimonial parade at Fort Del Pilar in Baguio City on Saturday.

He is a member of the PMA “Makatao” class of 1989.

“Like a roller coaster. Most of the time down, but we were able to recover,” Azurin said of his stint as top cop.

He attributed the PNP’s milestone achievements, particularly in the continuing battle against illegal drugs, to the combined efforts of the police force.

“We value the preservation of life. And we do not need to threaten criminals because the guidance of our President is very clear, to make this country a safe place whether they are inside or outside of their home,” he said.

He will step down amid the investigation into the alleged involvement of some police officials, including generals, in the 990 kilos of shabu seized from the Drug Enforcement Group’s Master Sgt. Rodolfo Mayor Jr. during a buy bust in Manila in October last year.

He maintained that there was no massive cover-up as alleged by Department of the Interior and Local Government (DILG) Secretary Benhur Abalos.

He said they were able to unmask the syndicates in the PNP.


“So all I wish now for the PNP is to decide if it wants to continue our fight against illegal drugs,” he said.

As chief, he said he took care of the welfare of the PNP members whom he considered as the most valuable.

“When we were still cadets, we were always told that if you take care of your people, then definitely they will take care of you. That’s the legacy that I would leave behind,” he said.

Azurin thanked the PMA administration under Lt. Gen. Rowen Tolentino for recognizing his service to the country.

He urged the cadets to continue to uphold the PMA values of courage, integrity, and loyalty.

"Get motivated by challenges and be inspired of everyone’s achievements. You are the future of our nation, and I have no doubt that someday you will make us all proud,” he said.

By Monday, he said he will start to recover lost time with his family.

“May mga unfinished business pa tayo rito (We still have unfinished businesses here) and we expect there are certain things na haharapin din natin (that I will face),” Azurin said.

He was appointed by President Ferdinand R. Marcos Jr. as the PNP’s 28th chief in August last year.

His successor has yet to be named.

CEBU CITY – The Visayas Command (Viscom) on Sunday said the New People’s Army (NPA) in Central and Western Visayas is now left without a head following the death of their top leader, Rogelio Posadas.

Posadas died in an armed encounter with troops of the 94th and the 62nd Infantry Battalions (IB) in the boundaries of Isabela and Binalbagan in Negros Occidental on Thursday.

In a statement, Viscom said the death of Posadas left the NPA, the Communist Party of the Philippines’ armed wing, and the National Democratic Front (NDF) operating in Negros Island, Cebu, Bohol, and Siquijor “leaderless” and will no longer have “clear operational direction on the ground.”

Posadas’ death will further contribute to the leadership vacuum that the organization has been suffering, the Viscom added.


“Justice is served to Mr. Posadas! The CPP-NPA-NDF can never run away from the atrocities that they have committed against our country and people. Sooner or later the long arm of the law will be able to catch up with them,” Viscom said.

Posadas, who carried the alias “Putin,” is the top leader of Komiteng Rehiyon - Negros, Cebu, Bohol, Siquijor and secretary of the Unified Regional Committee for Negros island, Cebu, Bohol, and Siquijor.

The military has tagged him responsible for various atrocities and illegal activities in the region, including assassinations, extortions, kidnappings, arsons, and other forms of violence against innocent civilians and government personalities.


The 303rd Infantry Brigade said Posadas' body was positively identified through the help of informants and former rebels who have surrendered to 94IB.

Posadas’ death came less than a year after Juanito Magbanua, the NPA regional commander in Negros island, was also killed in a clash with the 94IB in October 2022.

Viscom urged the remaining members of the communist rebels in Central and Western Visayas regions to surrender and “return to the fold of the law while there is still time.”

April 24, 2023 | In behalf of the entire membership of the Communist Party of the Philippines (CPP), as well as all Red fighters and commanders of the New People’s Army (NPA), the Central Committee of the CPP extends militant revolutionary greetings to all its allies and friends in the National Democratic Front of the Philippines on the historic and most joyous occasion of the NDFP’s 50th anniversary.

We propose to the National Council that the NDFP and its allied organizations carry the following theme during this entire year of celebration:

Strengthen the NDFP! Unite the Filipino people to fight for Philippine sovereignty amid heightening foreign intervention and rising threats of imperialist war! Carry out militant struggles to fight for the people’s national and democratic interests against the US-Marcos fascist regime! Carry forward the national democratic revolution to victory!

On this occasion, let us remember and pay tribute to all the heroes and martyrs of the Philippine revolution. Let us give special honors to Comrades Jose Ma. Sison, Benito Tiamzon, Wilma Austria, Fidel V. Agcaoili, Antonio Zumel, Julius Giron, as well as other key leaders of the Party and the NDFP, as well as peace consultants who passed away or were killed by the reactionary state terrorists. Let us express our gratitude to the countless allies of the NDFP who continue to serve the national democratic revolution.

There is urgent need to strengthen and further invigorate the NDFP as the Filipino people face a worsening crisis of the ruling system and growing threats of getting caught in the vortex of imperialist wars, with the Marcos regime and the AFP being used by the US in its war provocations, while remaining spineless against Chinese aggression.

In the coming period, the NDFP must carry out widespread efforts to promote the people’s patriotic spirit, and unite, galvanize and mobilize the broadest section of the people to defend the country against rising imperialist rivalries and threats of wars. Amid intensifying US imperialist military intervention and worsening forms of oppression and exploitation under the neoliberal policy regime, the NDFP must exert all efforts to more vigorously advance the national democratic revolution and the cause of national freedom and democracy.
The CPP and the NDFP

On the initiative of the Party, the NDFP was formed on April 24, 1973, less than a year after the declaration of martial law by the US-Marcos fascist dictatorship. On that day, the NDFP Preparatory Commission issued the Manifesto “Unite to Overthrow the US-Marcos Dictatorship” which included its 10-point program. Since then, the Filipino people have possessed three powerful weapons: the Party, the NPA and the NDFP.

During the entire course of the anti-dictatorship struggle, the NDFP and its program served as one of the most powerful beacons that guided the broad masses of the people in their march against the fascist regime and in their overall revolutionary resistance. Through the NDFP, a wide underground network of national democratic forces was built which served as solid core of the broad mass struggles against the dictatorship.

The manifesto and 10-point program of the NDFP quickly gained traction among the broad sections of the Filipino people and galvanized them to get organized and take action against the fascist regime. The NDFP initially brought together a number of organizations of youth and students, women, peasants and other classes and sectors which were forced to go underground with the imposition of open fascist rule. Since 1973, the NDFP steadily expanded and is now composed of 18 underground organizations, namely: Communist Party of the Philippines, New People’s Army, Revolutionary Council of Trade Unions, Katipunan ng mga Samahang Manggagawa, Pambansang Katipunan ng mga Magbubukid, Makabayang Kilusan ng Bagong Kababaihan, Kabataang Makabayan, Katipunan ng mga Gurong Makabayan, Makabayang Samahang Pangkalusugan, Liga ng Agham para sa Bayan, Lupon ng Mananaggol para sa Bayan, Artista at Manunulat para sa Sambayanan, Makabayang Kawaning Pilipino, Compatriots – Revolutionary Organization of Overseas Filipinos and their Families, Christians for National Liberation, Cordillera People’s Democratic Front, Moro Resistance and Liberation Organization, and Revolutionary Organization of Lumads.

The NDFP is the most consolidated united front organization of the Filipino people. It binds together all the progressive classes and sectors in support of the people’s democratic revolution through protracted people’s war. It is the political center of gravity of the various levels and forms of united front organization against imperialism, feudalism and bureaucrat capitalism.

In the course of waging protracted people’s war, organs of political power at village or inter-village levels, as well as at municipal and inter-municipal and even district levels, have been built based on the organized strength of revolutionary mass organizations, the local Party organizations and armed strength of the New People’s Army. These perform state functions including implementing land reform policies and programs, dispensing justice and resolving contradictions among the people, conducting education and health services. These organize and mobilize the people to wage widespread armed resistance against the reactionary state.

Taken together, all these comprise the embryo of the future People’s Democratic Government of the Philippines, a united front of all progressive and patriotic classes based on the basic alliance of workers and peasants, and under the leadership of the proletariat. Until it is established on a nationwide scale, the PDG is represented by the NDFP.

Representing the PDG, the NDFP has established political, economic, military and proto-diplomatic relations with other entities. It has actively promoted international solidarity among anti-imperialist forces. Directly or indirectly, the NDFP has received quasi-state recognition by other governments or international entities.

Presently, two governments exists in the Philippine countryside: the Government of the Republic of the Philippines (GRP) and the PDG represented by the NDFP. The PDG is Red and revolutionary; while the GRP is White and reactionary. Both sides are belligerents in the civil war of the past 54 years.

The NDFP has been conducting peace negotiations with the GRP since 1987. It has firmly and excellently represented the national and democratic interests of the Filipino people, and frustrated the GRP’s scheme to use peace negotiations as an instrument of deception and pacification. The negotiations have produced important agreements, foremost of which is the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL). The NDFP has clearly demonstrated its dedication to addressing the socioeconomic and political roots of the civil war, and in doing so, has drawn the support of broad segments of society to the cause of just and lasting peace.
Relevance and urgency of the NDFP’s 12-point program

The 12-point program of the NDFP is a systematic expression of the Filipino people’s collective aspiration for national freedom and democracy. It is the most superior of all programs of political parties and organizations in the Philippines.

The NDFP program is the anti-thesis of the neoliberal, anti-Filipino and anti-democratic policies and programs of the ruling Marcos fascist and puppet regime, as well as all previous regimes whether pseudo-democratic or tyrannical. It represents the interests of workers, peasants and all other exploited and oppressed classes of Philippine society as well as all progressive and patriotic forces, which are diametrically opposed to the interests of US imperialism, and the local ruling classes of big bourgeois compradors and big landlords.

The sharpening crisis of the ruling semicolonial and semifeudal system underscores the relevance and urgency of implementing the NDFP’s 12-point program. Fifty years or so since the NDFP’s program was drawn up, the semicolonial and semifeudal conditions in the Philippines remain qualitatively unchanged. It has only worsened quantitatively, with the Filipino people suffering from conditions of oppression and exploitation far worse than ever before.

In the countryside, the problem of landlessness has become even more acute in the face of various forms of land grabbing and land dispossession by new and old type landlords, big bourgeois compradors and multinational corporations in mining, plantations, infrastructure, real estate, and so on. All over the country, the broad masses experience increasingly intolerable socioeconomic conditions amid low wages, loss of income, skyrocketing prices of fuel, food and basic commodities, joblessness, and dispossession. The ruling reactionary state has resorted to more brutal fascist measures to suppress the people’s resistance and preserve the ruling system.

Amid their gross economic conditions and political repression, the Filipino people are continually being drawn to the 12-Point Program of the NDFP as the most viable and direct solution to their pressing problems. The demand for genuine land reform and national industrialization is even more urgent in the face of the widespread destruction of productive forces in both cities and rural areas. The demand for a comprehensive and progressive social program is even more relevant amid the aggravation of the crisis of public health and public education. Every other item in the NDFP program is in sharp contrast to the dark facets of the ruling system.

The prospect of establishing a new country where people enjoy genuine freedom and true democracy, and where they themselves benefit from the fruits of their labor, infuses them with revolutionary fervor and optimism and invigorates them to wage revolution.

The NDFP’s program is a general reflection of the program for a people’s democratic revolution of the Communist Party of the Philippine. In pursuing the Filipino people’s struggle for genuine national freedom, the NDFP’s 12-point program is historically linked to the old democratic revolutionary program of the Katipunan. It serves to complete the bourgeois democratic revolution, and thus, create the conditions to carry forward socialist revolution and construction.
Current burning issues of the day under the Marcos
fascist and puppet regime

The de facto Marcos fascist and puppet regime is currently the most concentrated expression of the rotten semicolonial and semifeudal ruling system. It embodies the interests of US imperialism and that of the ruling exploiting classes; more specifically, that of the Marcos-Duterte ruling clique. Amid the crisis of the ruling system, the ruling Marcos-Duterte clique has become obsessed with monopolizing economic and political power, causing its isolation from the people, and generating rifts and rivalries within.

The current US-Marcos regime is causing the further aggravation of the economic and political crisis of the ruling system. Its anti-national and anti-democratic policies are most clearly demonstrated in the following four key issues:

(a) Heightening US military intervention in the Philippines. This is marked by US plans to build at least four more military bases and facilities under the Enhanced Defense Cooperation Agreement (EDCA). This is in addition to the already existing five military bases and facilities where the US prepositions weapons and stations American troops in the Philippines. The new military bases will be part of US plans to build a $27.1 billion network of missile stations in the so-called “First Island Chain” of countries nearest China. This also forms part of continuing war provocations against China, centered on undermining the One China Policy and stoking calls for Taiwan Independence.

At the same time, the US is intensifying its counterrevolutionary war in the Philippines for suppressing the national democratic revolution by supplying weapons, funding and supporting the AFP’s counterinsurgency operations. The vain hope of the US imperialists is to crush the revolutionary armed struggle so that it can fully utilize or maximize its puppet armed forces in a possible armed confrontation with its imperialist rival China.

(b) Intensifying fascist suppression and state terrorism under the US-directed counterinsurgency operations. There is rampant violations of human rights and international humanitarian law by the AFP and Philippine National Police (PNP), including hamletting of communities, food blockades, indiscriminate firing of weapons, aerial and artillery bombing, extrajudicial killings, abductions, unlawful and unjust arrests, torture and other brutalities against civilians or non-combatants.

(c) Increasingly aggressive push for neoliberal policies and measures which worsen mass poverty and aggravate the socio-economic conditions of the people. These policies subject people to more severe forms of oppression and exploitation. The heightened drive to expand the operations of multinational corporations are causing widespread dispossession of peasants and fisherfolk, economic dislocation and destruction of productive forces. These further deepen the backward, agrarian and pre-industrial state of the Philippine economy, resulting in acute unemployment, low wages amid high prices, dependence on imports and foreign borrowing; and so on

(d) Deepening crisis of the ruling political system. In the rush to maximize bureaucratic privilege, the ruling Marcos-Duterte clique are aggressively pushing efforts to monopolize political and economic power. The plan to amend the 1987 constitution clearly falls into the schemes to do away with provisions restricting powers to impose martial law and perpetuate the ruling clique in power. These machinations deepen rifts and rivalries among various cliques of the ruling classes. At the same time, conflicts between the Marcos and Duterte camps are also deepening as they rival over control of bureaucrat capitalist loot including control of the military, police and other key government agencies, pocketing bribes from government contracts, collection of protection money from smuggling and drug trafficking, and so on.

These issues underscore the moribund state of the ruling semicolonial and semifeudal system. Any of these or a combination of two or more factors can form the fulcrum of a sharp turn in the economic and political crisis, which in turn can stir the broad masses of the people and heighten their democratic and militant mass movement.

The explosive and destructive potency of these issues are also heightened by the context of the continuing crisis of the international capitalist system, and growing prospects of another round of financial crisis, recessions and economic depression. Across the world, a surge in mass demonstrations is steadily developing in both the capitalist centers and in less developed semicolonial countries as oppressed and exploited classes resist worsening policies and imperialist wars.
The role of the NDFP in the developing revolutionary surge

The Communist Party of the Philippines continues to lead the Filipino people in waging national democratic revolution through protracted people’s war. It is gratified to have as its allies the organizations and members affiliated with the NDFP.

Amid the sharp deterioration of the ruling system, rising inter-imperialist rivalries and increasing possibility of inter-imperialist war, the Party sees a forthcoming period of surge in the revolutionary armed struggle, mass movement in both the cities and countryside, and building the NDFP and other united front organizations. There are bright prospects for the revolutionary forces to achieve unprecedented strength in the coming period of growth.

The New People’s Army is more than ever determined to carry out protracted people’s war in the countryside. It has preserved and persevered along the path of revolutionary armed struggle, and continues to wage extensive and intensive guerrilla warfare on an ever widening and deepening mass base.

The revolutionary mass movement is bound to surge forward in the coming months and years. After a period of militarist lockdown during the pandemic, there is now a conspicuous rise in the level of economic and political struggles of various sectors. There is the increasing tempo of workers’ strikes and mass actions to demand higher wages, oppose gross working conditions and fight contractualization and other oppressive flexible labor schemes. The clamor to end agricultural liberalization and other oppressive neoliberal policies that cause land dispossesion, rural bankruptcy and economic dislocation continue to unite and rouse peasant mass struggles alongside their demand for genuine land reform. The struggle against dams and other infrastructure projects, expansion of mining and plantation operations across the different regions continue to intensify. The broad masses of fisherfolk are coming together to resist destructive reclamation plans, and underwater mining by big foreign companies that cause their economic dislocation. The recent strike of jeepney and public utility drivers highlight how the semiproletarian masses are resisting oppressive socioeconomic policies and programs that take away their livelihood. The militant and patriotic students and youth movement is bound to rise amid rising costs of education and state abandonment, as well as against heightened imperialist intervention.

Political repression and violations of civil and political rights continue to incite the people’s outrage, condemnation and resistance. The responsibility of the US imperialists behind the war of suppression is being thoroughly exposed. The Filipino people’s anger continue to rise against foreign plunder and destruction of the environment and people’s livelihood by multinationals and its local agents, and against widespread corruption by big bureaucrat capitalists led by the Marcos-Duterte clique.

The NDFP and all its allied organizations must serve as the core of all-out efforts to unite, organize and rally all revolutionary, progressive and positive forces to build the broadest united front against US-Marcos regime as the most concentrated expression of all the social evils being suffered by the Filipino people, and to advance the people’s war for national and social liberation.

We urge the NDFP and its allied organizations and other affiliates to carry out the following tasks, campaigns, struggles and activities in the coming year, with the aim of broadening and strengthening the anti-fascist, anti-imperialist and antifeudal united front:

a) Build the broadest alliance against the US-Marcos fascist regime. Expose and oppose Marcos’ subservience to foreign economic interests. Expose, oppose and isolate the ruling Marcos-Duterte clique in its schemes to monopolize economic and political power. Expose the corruption of the ruling clique, including the machinations to recover the Marcos dynasty’s ill-gotten wealth, diverting public funds to big bourgeois operations, smuggling behind the facade of import liberalization, and other schemes.

b) Wage a campaign to expose and demand the dismantling of US military bases in the Philippines, the withdrawal of US troops, an end to US military intervention and war exercises, war provocations against China and funding of brutal counterinsurgency operations that violate the principle of non-interference. Call for the abrogation of the EDCA, the Visiting Forces Agreement, the Mutual Defense Treaty and all other unequal military treaties with the US. Demand the dismantling of Chinese military facilities and withdrawal of military forces, and a stop to the plunder of Philippine marine resources.

c) Generate widespread support for the economic struggles against neoliberal policies of liberalization, deregulation and privatization, especially for the workers’ demand for wage increases. Draw broad support for the struggles for genuine land reform in the countryside, and against the entry of mining companies, expansion of plantations, ecotourism, dams and energy projects, and other programs that destroy the environment and people’s livelihood. Oppose the imposition of onerous taxes and burdensome foreign debt payments.

d) Build a broad anti-fascist united front. Expose widespread state terrorism, violations of human rights and attacks against civilians and civilian communities in violation of international humanitarian law, especially violation of women and child rights. Demand a stop to indiscriminate and disproportionate use of aerial bombing and artillery shelling which endangers the lives of civilians. Expose the link between rising fascist repression and the aggressive neoliberal push to pave the way for foreign companies to plunder the country’s resources, further pull down wages, grab land and dispossess the people.

e) Vigorously promote and carry out the NDFP’s 12-Point Program through all possible forms and venues—from the academe to the slums, the factories and workplaces to the countryside. Actively develop a mass education, propaganda and cultural movement to reach out to the broad masses in their millions. Raise the people’s knowledge and consciousness about the victories they have won in the past 54 years of revolutionary struggle, and the need to bring forward the national democratic revolution to fruition to end their sufferings.

f) Develop a vigorous organizing movement to achieve unprecedented expansion and growth of all NDFP allied organizations, and build new ones to represent other oppressed classes and sectors. Hold study meetings and special conferences and build their organizational structure. Produce new mass leaders capable of rousing the people in their numbers. Strengthen the revolutionary underground and ensure the formation of self-defense committees to secure all revolutionary forces.

g) Strengthen the NDFP as an alliance. Raise the consciousness of the membership of allied organizations by carrying out internal education about the NDFP, its history and its work. Develop coordination and cooperation among the NDFP’s allied organizations. Strengthen their links with the NDFP’s overseas office and support the work of the NDFP’s international representatives.

h) Generate widespread political and material support for the New People’s Army. Actively recruit Red fighters from among workers, students, women and other sectors. Mobilize self-defense units to extend material, political, and intelligence assistance to local people’s militia units and guerrilla units of the NPA.

i) Continue to promote and represent the People’s Democratic Government. Carry out an international campaign to promote the NDFP as representative of the Filipino people. Continue to gather international support for the Filipino people’s struggle for national and social liberation. Continue to build proto-diplomatic relations with countries and other international entities. Continue to promote the NDFP’s commitment to a just and lasting peace.

j) Help efforts in building and expanding anti-imperialist solidarity networks and alliances. Help build broad international alliances against imperialist wars. Extend solidarity support to the democratic mass struggles of workers, peasants and other toiling people, as well as revolutionary armed resistance in other countries.

The Central Committee of the CPP sees the NDFP playing a crucial role in the coming period of revolutionary resurgence. We are confident that all the NDFP’s forces will continue to exert all efforts to rouse the people and shoulder the difficult tasks in waging all forms of patriotic and democratic resistance, generating widespread support for the people’s war and carrying forward the national democratic revolution.

Buong kasinungalingang ibinalita ng 3rd ID noong Abril 22 ang diumano’y pagkapaslang ng kanilang tropa kay Rogelio Posadas sa “serye ng mga labanan” sa madaling araw ng Abril 20 sa pagitan ng 94th IB at “20-kataong tropa” ng Bagong Hukbong Bayan sa mga barangay ng Isabela, Negros Occidental. Konsultant ng National Democratic Front of the Philippines (NDFP) sa Negros si Posadas.

Isang malaking palabas ang salaysay na ito. Ayon sa mga residente ng mga barangay Camang-camang at Santol, walang naganap na mga engkwentro sa kanilang lugar. Bagkus, nasaksihan nila ang walang patumanggang pagpapaputok ng mga sundalo sa kung saan-saan, kabilang sa mga tubuhan at sementadong mga daan. May mga ulat pang lasing ang mga sundalong nagpapaputok na animo’y mga ekstra sa isang maaksyong pelikula. Wala ring engkwentro sa Sityo Cabite sa Barangay Santol kung saan lumapag pa ang isang helikopter. Nakunan ng mga residente ng bidyo at litrato ang ilan sa mga pangyayari dito.

Mula pa Abril 10 okupado ng militar ang nabanggit na mga barangay. Nakatayo ang mga tsekpoynt sa mga daan at sa gitna ng kabahayan kung saan gabi-gabing nagkakaraoke at naglalasing ang mga sundalo. Noong nakaraang linggo, naiulat ang isang insidente ng walang patumanggang pagpapaulan ng bala sa Barangay Pallacon kung saan tinamaan ang isang kalabaw. Dahil sa pagdumog ng mga sundalo, isinuspinde ng isang araw ang klase sa ilang paaralan dito noong Abril 12.

Noong Abril 21, iniulat ng National Democratic Front (NDF)-Negros Island na posibleng dinukot ng mga ahente ng estado si Posadas habang papalabas sa kinordong mga barangay noong gabi ng Abril 19. Bumyahe si Posadas, kasama si Ka Mikmik sakay sa dalawang motorskilo mula sa Isabela nang alas-6 ng gabi. Hindi nakaabot sa patutunguhan si Posadas at kanyang kasama. Hindi rin nakauwi sa kanilang mga bahay ang dalawang drayber ng inarkilang motorsiklo.

Sa pahayag ni Ka Bayani Obrero, tagapagsalita ng NDF-Negros, sinabi na nitong may dahilan para paniwalaang dinukot ng militar si Posadas at ang kanyang tatlong kasama habang nasa daan. Sa araw na iyun, nanawagan siya sa militar na ilitaw si Posadas at talo pa at igalang ang kanilang mga karapatan sa ilalim ng internasyunal na makataong batas.

Giit noon ni Obrero na dapat kilalanin ng Gubyerno ng Republika ng Pilipinas sina Posadas at ni Ka Mikmik bilang mga bihag ng digma sang-ayon sa mga kasunduang pinirmahan nito at ng NDFP na kumakatawan sa rebolusyonaryong kilusan, gayundin ang karapatan ng mga drayber bilang mga sibilyan. Marami nang pagkakataong pinalalabas na napaslang sa mga pekeng engkwentro ang mga nadadakip na rebolusyonaryo para pagtakpan ang sadyang pagpaslang ng mga wala sa katayuang lumaban.
Mga sibilyang drayber

Kabi-kabila ang panawagan ng grupo sa karapatang-tao na September 21 Movement South Negros at mga kaanak ng dalawang drayber na inarkila nina Posadas na ilitaw ang mga ito. Kinilala ang dalawa bilang sina Renel Delos Santos, 21, at Denald Mialen, 18, kapwa residente ng Barangay Talaptap, La Castellana, Negros Occidental. Si Delos Santos ay mayroong asawa at isang anak na 10 buwan pa lamang.

Labis ang pag-aalala ng kanilang mga magulang sa dalawang drayber dahil ilang araw na ay hindi pa rin natutunton ang mga ito. Dumulog na ang mga kaanak ng dalawa sa mga lokal na midya para ipabatid ang pagkawala ng dalawa. Nag-ulat na rin sila sa mga pulis.

Paliwanag pa ng pamilya ni Delos Santos, pumayag silang maghatid sa nag-arkila dahil sa “pangangailangang pinansyal para makasustento sa pamilya kahit pa malayo ang kanilang pupuntahan.”

Libu-libo na ang nagkomento at nagpabatid ng pag-aalala sa pagkawala ng dalawa sa mga social media post ng kanilang mga kaanak.

Alinsunod sa Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) na pinirmahan ng GRP at NDFP, nakasaad sa Ika-4 na Bahagi, Artikulo 4, Numero 4 niti: “Ang sibilyang populasyon at mga sibilyan ay itatrato bilang sibilyan at ipag-iiba sa mga mandirigma at, kasama ang kanilang ari-arian, ay hindi maaaring atakihin.”

Labag sa internasyunal na makataong batas na pinatay ng mga sundalo ng 62nd IB ang magsasakang si Jose “Jojo” Albores Jr noong Abril 18 sa Sityo Upper Tiyos, Barangay Quintin Remo, Moises Padilla, Negros Occidental. Pinalalabas ng mga sundalo na mandirigma ng Bagong Hukbong Bayan (BHB) si Albores at napatay sa isang “engkwentro.”

Ayon sa ulat ng mga residente, pinaulanan ng bala ng isang platun ng tropa ng 62nd IB si Albores Jr sa kanyang bahay habang naghahanda ng tabako na ititinda niya sa Barangay Alingasaw. Nagdulot ng labis na takot at troma sa kanyang asawa, anak, at mga kabitbahay ang naturang insidente.

Hinihinalang tinarget ng militar si Albores Jr matapos niya samahan ang kapitbahay niyang magkapatid na Jeffrey at Jessel Gella noong Abril 8 sa istasyon ng pulis para magpa-blotter kaugnay ng pagransak sa bahay, pagtoryur at pananakit ng 62nd IB noong Abril 7.

Sa pahayag ng BHB-Central Negros, sinabi nitong kasinungalingan ang pinakakalat ng militar na mayroong engkwentro sa lugar. Inilinaw pa nito na “walang presensya ng BHB sa lugar.”

Pinalalabas pa ng 62nd IB na nakakuha sila ng isang KG9, isang granada, mga subersibong dokumento at personal na gamit.
Iba pang pag-atake ng militar

Samantala, sapilitang pinasok ng mga sundalo ng 62nd IB ang bahay ng mga magsasaka sa Sityo Agogolo, Barangay Macagahay noong Abril 21. Pinalalayas ng mga sundalo ang mga magsasaka sa naturang lugar. Binantaan nila ang pamilya Ebarle na papatayin kung hindi sila lalayas sa lugar sa loob ng dalawang araw. Dulot nito, pwersahang lumikas ang ibang residente mula sa komunidad.

Sa Himamaylan City, nagpaputok ng M203 grenade launcher ang mga sundalo ng 94th IB sa Sityo Pisok, Barangay Buenavista dahil mayroon umanong “presensya ng BHB” sa naturang lugar. Mula Abril 15 hanggang Abril 18 ay nag-operasyon ang tinatayang 70 sundalo at CAFGU sa naturang sityo.

Kasunod nito, sapilitang pinasok at hinalughog din ang bahay ni Joel Casusa. Liban dito, pinagbubunot ng mga sundalo ang 300 bagong tanim na gabi at higit 50 puno ng saging.

Sa Negros Oriental, sapilitang pinasok at hinalughog ng 62nd IB ang bahay ng pamilya Villegas sa Sityo Ban-ban Uno, Barangay Guba, Vallehermoso noong Abril 21. Inaresto rin sa serye ng panghahalughog ang 57-anyos na magsasakang si Lucricio Villegas. Dinala siya ng mga sundalo at hanggang ngayon ay hindi pa natutunton ng pamilya.

Ang pag-atake sa mga sibilyan ay labag sa Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL).

Nilabag nito ang Ika-4 na Bahagi, Artikulo 4, Numero 4 ng CARHRIHL: “Ang sibilyang populasyon at mga sibilyan ay itatrato bilang sibilyan at ipag-iiba sa mga mandirigma at, kasama ang kanilang ari-arian, ay hindi maaaring atakihin.”

Inistraping ng T-129 attack helicopter ang Sityo San Miguel, Barangay Pinagalaan, Bayugan City, Agusan del sur noong Abril 16 na pinalalabas ng Armed Forces of the Philippines (AFP) na isang “engkwentro” laban sa Bagong Hukbong Bayan (BHB). Agad itong pinasinungalingan ng yunit ng BHB sa lugar at sinabing walang engkwentro.

Ayon sa paunang ulat, gumamit ng kalibre .50 gatling massinggan ang AFP na nangratrat sa naturang sityo. Nagdulot ito ng labis na takot at troma sa mga residente ng komunidad.

Sa pagbabahagi ni Ka Sandara Sidlakan, tagapagsalita ng BHB sa katabing prubinsyang Surigao del Sur, “walang engkwentro sa lugar…ngunit noong Abril 14 ay nakapaglunsad ng ambus ang BHB na nagresulta sa pagkamatay ng ilang tropa ng militar.” Kinukuha pa ang detalye ng naturang ambus.

Paliwanag pa ni Ka Sandara, “isang malaking kasinungalingan ang pinakakalat ng militar na mayroon silang nakumpiska na isang ripleng AK-47.”

Bukod dito, idiniin ni Ka Sandara na “hindi BHB ang tinatakot ng [pangraratrat ng AFP] kundi ang mga residente.”

Kinumpirma mismo ng mga residente at ng kapitan ng Barangay Pinagalaan na walang kaswalti sa lugar at naganap na engkwentro.

Ayon sa ulat ng 3rd Special Forces Battalion, tumagal ang pag-iikot ng helikopter ng isang oras. Tinatayang naglustay ang T-129 ng higit ₱150,000 sa isang oras na pagpapalipad nito. Pinakilos ng AFP ang Philippine Airforce 15th Strike Wing sa operasyong ito.

Kinundena ng National Democratic Front of the PHilippines ang pagparada at pagbansag na terorista sa isa sa mga konsultant nito sa usapang pangkapayapaan. Ito ay matapos ipinrisenta ng Philippine National Police si Eric Casilao sa midya at publiko habang inililipat sa kustodiya sa Ninoy Aquino International Airport noong Abril 17. Nadakip si Casilao habang tumatawid mula sa Malaysia tungong Thailand Abril 1.

Sa pahayag ni Juliet de Lima, interim na pinuno ng negotiating panel ng NDFP, sinabi niyang hindi dapat tinatawag ng mga awtoridad si Casilao na “terorista.”

“(H)indi ito katanggap-tanggap,” aniya. “(H)indi lamang ito labag sa batayang mga karapatang-tao at internasyunal na makataong batas, ito rin ay walang kahiya-hiyang di makatao.” Tinawag niya ang mga pulis bilang “tunay na terorista” na nagpaparada ng kanilang mga nadakip sa publiko para ipahiya at kutyain tulad ng gawi sa “madidilim na panahon ng di sibilisadong kondukta.”

Karapatan ni Casilao na ipagpalagay na “inosente hanggang mapatunayang maysala” sa lahat ng mga alegasyon sa kanya, at may karapatan din siya sa abugado at iba pang batayang karapatang sibil ng mga sistemang sibilisado, ayon pa kay de Lima. Napapabilang si Casilao sa Reciprocal Working Committee on the Comprehensive Agreement on Socio Economic Reforms para sa Southern Mindanao.

Bago nito, nagpahayag ng matinding pagkabahala si dating Anakpawis Rep. Ariel Casilao, kapatid ni Eric, sa balitang idedeport ang kanyang kapatid nang walang abugado. Ilang oras matapos ianunsyo ng PNP ang press conference para “iharap” sa midya si Eric Casilao, nanawagan siya na tiyakin ang batayang mga karapatan ng kanyang kapatid.

Ayon sa dating kongresista, malamang ay nais maghanap ng political asylum ng kanyang kapatid. Si Eric Casilao ay dating upisyal ng grupo ng kabataan na Anak ng Bayan Partylist at tumakbo sa eleksyon noong 2004. Mula noon ay walang tigil na siyang ginigipit ng AFP/PNP.

Samantala, binweltahan din ng abugado ni Casilao na si Atty. Jobert Pahilga ang pagbansag sa kanyang kliyente bilang terorista.

“Hindi terorista ang aking kliyente,” aniya. “Matagal na siyang nakikibaka kasama ang mga magsasaka at lumad sa Mindanao laban sa malawakang mapaminsalang mga operasyon sa mina, ekspansyon ng mga plantasyon at palagiang kawalang lupa.”

Tulad ni de Lima, iginiit ni Pahilga na dapat sundin ang nararapat na proseso ng batas. “Hindi pa siya napapatunayang nagkasala sa mga krimen na sinabing ginawa niya. Anuman ang mga kasong isinampa laban sa kanya ay dapat mapatunayan sa korte matapos ang paglilitis, at matapos mabigyan siya ng pagkakataong marinig.”

Nabigyan si Pahilga ng pagkakataong makausap ang kanyang kliyente noon lamang Abril 18. Sa ngayon, nakadetine si Casilao sa Davao de Oro.

Naglustay ang Gubyerno ng Pilipinas at ang imperyalistang US ng hindi bababa sa $537,500 o ₱26.875 milyon (sa palitan na $1=₱50) sa pagpapasabog ng limang misayl na Javelin noong Abril 13 sa Fort Magsaysay, Nueva Ecija bilang bahagi ng ehersisyong militar na Balikatan 2023. Ang Javelin Anti-Tank Weapon System o FGM-148 Javelin ay isang Antitank Guided Missile na gawa ng mga kumpanyang Raytheon at Lockheed Martin sa US.

Ang naturang misayl ay mayroong haba na 1.2 metro at may diametrong 127 milimetro. Kayang umabot ng pasasabugin na misayl nito sa layong 2.5 kilometro hanggang 4.5 kilomentro sa bilis na 140 metro kada segundo. Pangunahing dinisensyo ang armas na ito para pinsalaan ang mga heavily armored vehicle tulad ng mga tangke.

Ayon sa website na missilethreat.csis.org, kadalasang sinasabi na ang presyo ng Javelin ay $80,000 kada yunit, ngunit ayon sa kanila sa isinumiteng badyet ng P.B. Army noong 2022, lumalabas na $107,500 ang presyo nito kada yunit. Samantala ang presyo ng Javelin launcher ay tinatayang $176,000 bawat isa.

Isa ito sa mga armas na ipinamudmod ng US sa Ukraine para patuloy na sulsulan ang gera nito laban sa Russia.

Naglalaway ang AFP sa ganitong klase ng armas. Anila, pinaplano umano ng Pilipinas na kumuha ng mga Javelin sa ilalim ng “AFP modernization program Horizon 3” na nakatakda mula 2023 hanggang 2028.

Ginigipit ng administrasyon ng University of the East (UE)-Caloocan ang isang mag-aaral ng senior high school na kabilang sa mga estudyante na tumututol sa nakaambang 9.5% pagtataas ng matrikula at iba pang singilin sa unibersidad. Ayon sa ulat ng Rise for Education Alliance-UE Caloocan, sinampahan ang estudyante ng paglabag sa “handbook” ng unibersidad.

Kinundena ng grupo ang panggigipit sa naturang estudyante at pagkakaso sa kanya kaugnay ng “hindi awtorisadong pagdalo at/o paglulunsad ng mga pang-mag-aaral na aktibidad sa loob o labas ng kampus na salungat sa interest ng unibersidad.”

Ang pagkilos na nilahukan ng estudyante ay ang protesta sa UE Caloocan noong Marso 15 at 17 para ipabatid ang kanilang pagtutol sa nakaambang pagtaas ng matrikula.

Ayon sa grupo, ang kasong ito ay “paglabag…sa pangdemokratiko at akademikong karapatan ng mag-aaral… konstitusyonal na karapatan din natin bilang mga mamamayan ang magpahayag nang ligtas.”

Giit ng grupo, “ang hindi makatarungang panukalang 9.5% TOFI at Mandatory ROTC sa [harap ng krisis sa ekonomya at edukasyon] ay magsisilbing dagdag pahirap sa mga kabataang mag-aaral sa UE.”

Pahayag pa ng grupo, “ang krisis sa [UE] ay titindi lamang kapag pinabayaan natin ang pagtataas ng matrikula at ang mandatory ROTC na manatili, at kung hahayaan din natin na patahimikin tayo.”

Ang pagtataas ng matrikula ng mga pribadong unibersidad at pamantasan ay pinahihintulutan ng Commission on Higher Education kung dadaan ito sa isang “konsultasyon” na administrasyon ng eskwelahan ang magtatakda. Sa Abril 28 ang huling araw para magsampa ng aplikasyon ang mga pribadong kolehiyo at unibersidad sa CHED para sa pagtaas ng matrikula.

Sa ibang unibersidad at pamantanasan, nakatakda ring magtaas ng matrikula. Kabilang dito ang Saint Louis Univ (9% pagtaas), Far Eastern university (3%, overall na pagtaas), at Ateneo de Naga (7% pagtaas).

Nakumpiska ng mga Pulang mandirigma ng Bagong Hukbong Bayan (BHB)-Masbate ang isang ripleng armalayt mula sa mga aset ng militar sa Sityo Pondol sa hangganan ng mga barangay ng San Carlos at Matagbac sa Milagros noong Abril 14. Ang mga aset ay imbwelto sa agresibong pang-aatake sa mga mamamayan ng ikalawang distrito ng prubinsya.

Ayon sa ulat ng BHB-Masbate, naunang nakatakdang ipataw ang kaparusahang kamatayan sa mga aset ng militar noong hapon ng Abril 14, ngunit dahil sa presensya ng mga sibilyan na kasabay nila sa motorsiklo, pinara na lamang sila at kinumpiskhan ng armas.

“Maagap na nabatid ng Hukbo na kasabay ng mga asset na nakasakay sa motorsiklo ang dalawang menor-de-edad at ilang mga sibilyan. Dahil pangunahin para sa NPA ang kapakanan ng mga sibilyan, ikinansela ng Hukbo ang kagyat na pagpataw ng parusang kamatayan at sa halip ay pinahinto na lamang ang mga target upang kumpiskahan ng armas…” pahayag ni Ka Luz del Mar, tagapagsalita ng BHB sa prubinsya.

Ang dalawa sa mga aset ay kinilala bilang sina Glenn Masamoc, isang elemento ng CAFGU, at si Ganga Dalanon. Kapwa sila responsable sa pagpatay sa sibilyang si Rodante Arizala noong 2022. Kasama din ng dalawa ang mag-asawang sina Rina Verdida at Larry Quilantang na nagsisilbi ring ahente ng militar.

Ayon sa ulat ng mga Pulang mandirigma, habang kinukumpiska ang armas nila ay nanlaban si Dalanon at Masamoc at ginamit pang pananggalang ang mga kasama nilang sibilyan. Dulot nito, mabilis na kumilos ang mga mandirigma para tulungan ang mga sibilyan, laluna ang isang bata upang makatungo sila sa ligtas na kalagayan.

“Sang-ayon sa mga tuntunin ng rebolusyonaryong kilusan hinggil sa pagsisiyasat, pag-usig at pag-aresto sa mga ahente ng kaaway, kinailangang gumamit ang Hukbo ng pinahihintulutang dahas para sa kaligtasan ng lahat, laluna ng mga sibilyang ginawang cover ng mga naturang asset,” paliwnag ni Ka Luz.

Dulot ng insidente, napatay si Dalanon habang nasugatan si Quilantang at Masamoc. Ayon pa sa yunit, “nasa mabuting kalagayan ang isang bata habang ang isang binata ay nagalusan matapos kasuklam-suklam na tangkaing ipahamak nina Dalanon at Masamoc.”

Nakatunhay og dugay kini nga mga kompaniya tungod sa proteksyon sa Local Government Unit, AFP, PNP ug kaugalingon niining private army.

Kabataang Makabayan – Southern Tagalog joins proletarians across the world in celebrating the 153rd year of Vladimir Ilyich Lenin’s birth.



Today, in our continued struggle against imperialism, feudalism, and bureaucrat capitalism, may we always be guided by Lenin’s teachings. His legacy in spearheading the worker’s struggle in Russia and the success of the Bolsheviks in the historical October Revolution continues to inspire workers across the world.

The Philippines has long been under imperialist rule as we live in a semi-colonial and semi-feudal society. Under the puppet regimes of Marcos II, Duterte, Arroyo, and those who came before them, the Filipinos have suffered enough just to placate their imperialist overlords. The enactment of the Visiting Forces Agreement (VFA) in 1999 has only cemented the US Army’s hold on our land by allowing them to have free reign on our Philippine soil. This has since been escalated by Aquino’s EDCA which not only strengthened the VFA but also enabled the US Army to use our facilities and build bases on Philippine soil tax-free. The ongoing Balikatan Exercises, which the AFP dubs as their “largest ever” is sure to be just another way to enable the US Army’s pilferage on our country.

Military intervention of imperialist powers, including their chokehold on our politics and economy only justifies revolt. Lenin’s teachings has now been more relevant than ever as we cannot move forward without abolishing imperialism and all of its faces. As we march through the anti-imperialist struggle, let us hold steadfast in our ideals and carry out the revolution under the leadership of the proletariat. Long live Marxism-Leninism-Maoism! ##

The National Democratic Front (NDF) – Negros demands that state forces surface NDF Consultant Rogelio Posadas, his companion Ka Mikmik and two motorcycle drivers who were with them while traveling in Isabela town, Negros Occidental.

We believe Posadas and the other three were intercepted by state agents along the road. They are missing since April 19, around 6PM. They never reached their destination.

We further demand that the Government of the Republic of the Philippines accord Posadas and Ka Mikmik their rights as prisoners of war and the motorcycle drivers be released as they were only rented to transport the other two.

After experiences in the past wherein revolutionaries were captured and then declared casualties in fake encounters, we are very concerned for our comrades’ safety in the hands of fascist state forces.

The US-Marcos regime must be made to answer if Posadas and his companions are harmed in anyway, in violation of international humanitarian law and protocols of war.###

Nag-aalab na galit at pagkondena ang ipinapahayag ng Makabayang Kilusan ng Bagong Kababaihan sa probinsya ng Laguna kaugnay ng brutal na pagpaslang ng pwersang militar sa mga lider-rebolusyonaryo at mag-asawang sina Benito Tiamzon at Wilma Austria Tiamzon, at walo pang kasama noong Agosto 2022.

Salungat sa naunang pahayag ng militar na napatay ang mga Tiamzon sa isang armadong labanan, isiniwalat ng imbestigasyon ng Partido Komunista ng Pilipinas na ang mga lider at walo pa ay tinortyur at pinaslang bago palabasin na kasama sa gawa-gawang engkwentro.

Si Ka Benito ang tagapangulo ng Komiteng Tagapagpaganap ng Komite Sentral ng Partido samantalang si Ka Wilma naman ang pangkalahatang kalihim. Bilang mga lider, malaki ang kanilang ginampanang papel sa muling pagtingkad ng rebolusyonaryong kilusan at pagsulong ng Partido sa wastong landas. Bukod dito, sila rin ay kapwa bahagi ng negotiating panel ng National Democratic Front of the Philippines na aktibong lumalahok sa mga usaping pangkapayapaan kasama ng Gubyerno ng Republika ng Pilipinas. Matatandaan na ang dalawa ay iligal na inaresto noong 2014 at nakalabas noong 2016 upang maging bahagi ng usapang pangkapayapaan sa pagitan ng NDFP at rehimeng US-Duterte. Nang wakasan ni Duterte ang usapan, iniutos nito na arestuhin at paslangin ang mga rebolusyonaryo at kasapi ng Partido, BHB, at NDFP kabilang na ang mga Tiamzon. Dahil dito, muli silang bumalik sa kanayunan.

Wala nang iba pang angkop na parusa sa mga berdugong galamay ng estado at ang imperyalistang US na pinagsisilbihan nito kundi ang parusang ipapataw ng rebolusyon. Ang pagpaslang sa mga Tiamzon ay tanda hindi lamang ng pagyurak ng reaksyunaryong gubyerno sa batas ng digmaan kundi maging ang kawalan ng pagpapahalaga nito sa buhay at karapatan ng sambayanang Pilipino. Para sa reaksyunaryo, terorismo ang pagnanais ng isang lipunang malaya mula sa pang-aapi at terorista ang mamamayang nakikibaka para makamit ito.

Hangal ang estado kung nag-aakala itong magagapi ang rebolusyonaryong kilusan ng mamamayan sa pagkabuwal ng mga prominenteng lider. Nakasandig ang rebolusyon sa siyentipiko at konkretong batayan. At sa mas pagtindi ng krisis panlipunan na nararanasan ng sambayanan, tiyak din ang pag-usbong at pagdaluyong ng mga bagong rebolusyonaryo na tatangan sa dakilang pakikibaka.

Kasabay ng pagdadalamhati, tinatanggap ng hanay ng rebolusyonaryong kababaihan ang pagpanaw nina Ka Laan at Ka Bagong-tao bilang matinding hamon upang lubos na magpakahusay sa paglaban. Libu-libong kababaihan pa ang mangangahas na bagtasin ang landas ng armadong pakikibaka at ipinta sa kasaysayan ang tagumpay na ating minimithi.

Taos-pusong pagdakila at pagpupugay ang iniaalay ng Kabataang Makabayan – Timog Katagalugan para sa mga rebolusyonaryong martir na sina Ka Laan at Ka Bagong-Tao. Hindi maikubling pagkamuhi at nag-aalab na galit naman ang aming tanging maibabato sa mga duwag at hungkag ang kaluluwang naghaharing-uri, kasama ang kanilang mga papet na militar.



Ang istorya ng pakikibaka at kadakilaan nina Ka Laan at Ka Bagong-Tao ay isang istoryang malapit sa aming mga kabataan. Sina Kasamang Benito Tiamzon (Ka Laan) at Kasamang Wilma Austria (Ka Bagong Tao) ay nagsimula bilang mga progresibong kabataan sa Unibersidad ng Pilipinas – Diliman. Nagkakilala noon bilang mga mag- aaral sa Jose Rizal High School, nagpatuloy ang kanilang ugnayan nang sila ay makapasok sa pamantasan noong Dekada ‘60 at hanggang sa maging mga manunulat sa pahayagang Philippine Collegian. Habang sila ay nagpapakadalubhasa sa pamantasan, kasabay nito ay parehas din silang naging mga tagapamandila ng malayang pamamahayag at nang lumaon ay naging mga miyembro din ng iba’t ibang pambansang-demokratikong samahang kabataan.

Pagkalipas ng ilang taon, kanilang napagtanto na ang kanilang pagsisilbi sa sambayanan bilang mga progresibong kabataan sa loob ng pamantasan ay hindi sapat para sa kanilang hinahangad na pambansang pagpapalaya. Mula sa kanilang aktibong pakikibaka sa lungsod ng Maynila, sila ay nakipamuhay sa Cebu noong 1974 at doon nagsimulang mag-organisa sa hanay ng mga manggagawa. Bilang mga kadreng tapat sa kanilang sinumpaang tungkulin, sila ay nagsilbing mga punla ng rebolusyon sa bahaging ito ng bansa. Nagpatuloy lamang ang kanilang pagpapakalat ng punla ng rebolusyon hanggang sa taong 1976, inihalal bilang kalihim at pangalawang kalihim ng buong Eastern Visayas sina Ka Laan at Ka Bagong-Tao.

Nagpatuloy lamang ang kanilang masikhay na pagkilos hanggang sa pagdating ng Batas Militar ng rehimeng US-Marcos Sr. Sa mga panahong ito, naging armas ng Partido ang pamumuno ni Ka Laan sa Eastern Visayas at ni Ka Bagong-Tao sa Central Luzon at siyang naging susing sangkap ng paglakas ng armadong pakikibaka sa pambasang lebel. Hanggang sa sumunod na mga dekada at sa nagdaang Rehimeng US-Duterte, hindi naging hadlang ang kanilang edad at anumang pisikal na limitasyon sa kanilang masikhay na paggampan sa mga gawain. Nagsilbi sina Ka Laan bilang mga miyembro ng Komite Sentral at parte ng mga namumunong organo ng Partido hanggang sa ikalawang Kongreso nito noong 2016. Nang sila ay makalaya mula sa pagkakadakip noong 2016 at naging mga Peace Consultants sa usapang pangkapayapaan, ni minsan ay hindi sila nagpakita ng takot o anumang pag- aalinlangan sa harap ng mga kaaway. Laksa-laksa mang mga pasistang tropa ang paulanin at daan-daang milyong piso pa ang sayangin ng pasistang estado ay hindi sila nagpagapi at lalo lamang humigpit ang pagtangan sa kawastuhan ng Partido.

Ang pagkamatay man nina Kasamang Laan at Kasamang Bagong-Tao sa kamay ng militar ay isang mapait na pangyayari sa Partido ngunit ang kanilang buhay at karanasan ang siyang magpapatuloy sa nag-aalab na rebolusyonaryong mithiin ng Kabataang Makabayan. Ang kanilang mga aral at kontribusyon una, bilang mga progresibong kabataan na siyang dapat pamarisan ng bawat Kabataang Makabayan, hanggang sa kanilang hindi-mapapantayang tungkulin bilang mga haligi ng Partido at Bagong Hukbong Bayan, modelo sina Ka Laan at Ka Bagong-Tao ng mga tunay na bayani ng sambayanang Pilipino.

The Negotiating Panel of the National Democratic Front of the Philippines, (together with its consultants, resource persons, cooperators, staff and secretariat), are immensely outraged and deeply mourns the brutal and barbaric killing of Benito Tiamzon and Wilma Austria. We send our sincerest condolences to their families, especially their children and grandchildren.

Exemplary revolutionaries that they are to their very last breath, Ka Benny and Ka Wilma were key participants in the GRP-terminated formal talks in the GRP-NDFP peace negotiations even as they have been consultants in the peace process in general for the longest time.

Ka Benny was a member of the NDFP Peace Panel while at the same time a key political consultant of the NDFP Reciprocal Working Group (RWG) on Political and Constitutional Reforms (PCR) while Ka Wilma was herself a vital political consultant of the NDFP RWG on End of Hostilities and Disposition of Forces (EHDF). The two RWGs are crucial components in the penultimate and ultimate items in the substantive agenda of the peace negotiations.

The reported manner of their questionable capture, inhuman treatment and barbaric torture, and the deceptive scheme to dispose of their and eight of their comrades’ mutilated bodies are despicable acts of evil persons from the GRP State’s terror machinery.

Being protected persons under the GRP-NDFP Joint Agreement on Safety and Immunity Guarantees (JASIG) as well as the GRP-NDFP Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL), in particular, and of international human rights law and international humanitarian law, in general, they should have been accorded all their rights and not murdered in cold blood by remorse-deficit GRP State terrorists.

This deliberate pattern of either arbitrarily arresting or outrightly murdering activists and revolutionaries must immediately stop. Together with other prejudicial acts and issuances by the GRP and its masters and proxies that undermine a genuine, meaningful and honorable resolution of the armed conflict, this latest unspeakable and merciless killing of Ka Benny, Ka Wilma and eight comrades further tighten the Gordian knot in really addressing the radix of the people’s war for liberation.

Ka Benny and Ka Wilma are incontestably two of the most beloved, selfless and brightest leaders of the struggle. They, like Joma, Fidel, Randall Echanis, Randy Malayao, Pedro Codaste and countless others, have steadfastly dedicated their whole lives, energies, wisdom and talent to achieve a truly just and lasting peace for the people.

We resolve to honor their legacy by carrying on what they have passed on with even more vigor and resolve. There is no other option.
