On the first year of his fraudulent rise to power, Ferdinand Marcos Jr has proven himself to be a blatant and unmitigated puppet of US imperialism, an insatiable kleptocrat and a second-generation fascist tyrant.

The current Marcos regime is a scourge of the people of Negros as it dutifully implements its imperialist master’s neoliberal policies of liberalization, privatization and deregulation. It continues to facilitate the extraction of super profits by multinational corporations and local big compradors in connivance with big landlords in the monocrop sugar industry, mining, logging, real estate, eco-tourism, eco-zones and other similar ventures while preventing industrial development and aggravating the agrarian and backward character of the economy on the island and the entire country.

Early on, Marcos Jr has shown particular interest in the sugar industry similar to his dictator father. He positioned his allies within the Sugar Regulatory Administration (SRA) through a fiasco regarding an unauthorized sugar importation order. The monocrop sugar industry especially in Negros struggled even further hounded by sustained entry of hundreds of thousands of metric tons of sugar, either legally imported or smuggled into the country, gravely affecting small planters and farm workers and their families.

Oppression and exploitation on Negros Island escalated even further within Marcos Jr’s first year. Majority of Negrosanons endure landlessness and flagrant land grabbing schemes while feudal and semifeudal forms of exploitation remain widespread. Destitution worsened with depressed wages and high inflation. Farm workers in sugarcane plantations receive an average of P250 daily wage with no benefits, however, 97% of them engage in a more exploitative “pakyaw” or piece rate wage system.

Joblessness and rising cost of living are unprecedented under Marcos Jr. Privatization of public utilities such as water and power and spikes in oil prices resulted to skyrocketing prices of basic needs on top of inaccessible social services. There is also reclassification of agricultural lands and reclamation projects in fishing grounds currently around 1,600 hectares in the entire island that drive away farmers, farm workers, fisherfolk and urban poor from their homes and source of livelihood and worsen the degradation of the environment.

Marcos Jr has treasonously surrendered as well Philippine patrimony and economic sovereignty to US imperialism and dragged the Filipino people into a brewing inter-imperialist war. His servility assures him of US support for his presidency at the same time entangles the Filipino people to a greater extent in the web of the world capitalist system and wars of aggression.

Meanwhile, Marcos Jr as top bureaucrat capitalist and head of the ruling class of big bourgeois compradors and big landlords deepens his family’s pockets with bureaucratic corruption. His lackeys in Congress railroaded the Maharlika Investment Fund which is a brazen scheme to steal public money and split the loot among themselves.

But rivalry over power, influence and fortune has already cracked the alliance of Marcos Jr and Sara Duterte just in the regime’s first year. As contradictions within the ruling faction festers, the US-Marcos II regime’s lifespan may very well be cut short soon enough.

Negrosanons are miserable and restive amidst the worsening crisis resulting from imperialism, domestic feudalism and bureaucrat capitalism. The toiling masses of workers and peasants and lower sections of the middle class are incited to wage various forms of resistance. Revolutionary armed struggle has become ever more necessary to realize national liberation and democracy.

Marcos Jr naturally took the road of fascism as a loyal stooge of US imperialism much like the other pseudo-democratic regimes after the fascist dictatorship of his father. Through the Armed Forces of the Philippines (AFP), he directed ‘heightened operational tempo’ of campaigns of military suppression against the revolutionary movement and the people. He utterly snubbed peace negotiations with the National Democratic Front of the Philippines (NDFP) which signified disinterest in addressing the roots of the armed conflict with basic social, economic and political reforms.

Marcos Jr inherited the National Task Force (NTF)-Elcac and Memorandum Order 32 from Rodrigo Duterte that maintained de facto martial law in Negros Island and the rest of the country. The AFP and special units of the Philippine National Police (PNP) swarmed the countryside unleashing state terrorism through a bloody all-out war against the people. It perpetrated salvagings of civilians and hors de combat, abductions, torture, illegal arrest and detention, threats and harassments, forced surrender and many other forms of human rights violations mainly against farmers, farm workers, activists and critics.

Human rights abuses in Negros Island evidently increased by 300% on the first six months of Marcos Jr’s reign. From 44 monitored cases within the remaining months of Duterte’s regime, it rose to 178 from July to December 2022. NDF Negros has monitored more than 300 cases of human rights violations on the island under the US-Marcos II regime. Though deserving condemnation and justice, the assassination of Gov. Roel Degamo greatly eclipsed the numerous cases of peasant killings in Negros.

State forces under the 3rd Infantry Division of the Philippine Army are currently in a rush to meet another foolish year-end deadline of decimating the New People’s Army (NPA). Their sustained focused military operations are more reckless and bloody in the expense of the peasants in the countryside. Troops of the 303rd and 302nd Brigade are staging false flag operations scapegoating the Communist Party of the Philippines (CPP) and the NPA to justify intense and massive military operations and enjoy impunity.

But the US-Duterte regime is mistaken that economic aggression and atrocities it let loose on Negros Island will be left unpunished. The people of Negros has the revolutionary movement with the CPP, NPA and NDF in the forefront advancing the people’s revolutionary cause and confronting the vicious and evil attacks of the local ruling class and their imperialist master.

Arduous struggle and relentless hard work are ahead for the revolutionary forces on Negros Island. It is a time of great consequence in raising the people’s war to a new and higher level.

The people must be aroused, organized and mobilized effectively on the basis of sectoral and major social issues such as the fight for wage increase and benefits, land reform, and democratic rights and welfare; the struggle against reclamation projects, land grabbing and destructive mining operations; and the demand for justice for all victims of human rights violations. The best among them will become mass leaders and activists that will enable the mass movement to broaden comprehensively as they are tempered through mass campaigns.

Achieving basic reforms through the legal democratic movement is good but it will always be minimal as the ruling class will never voluntarily give up their political and economic interests. One year under the US-Marcos II regime has once again shown that only through waging a national democratic revolution can the people resolve a semicolonial and semifeudal system.

With the disgruntled portion of the reactionaries, the broadest united front must be mustered against the US-Marcos II regime. Mass protests and revolutionary resistance must intensify whereby revolutionary forces can gain strength and carry forward the people’s war.###

The Agustin Begnalen Command-New People’s Army-Abra successfully launched an attack on the operating troops of the 24th IB, in Sitio Mangmangga, Barangay Naguilian, Sallapadan, Abra last June 26, 2023. One soldier was killed.

Two days after on June 28, the people’s revolutionary army magnificently harassed the 102nd IB at Bazar, Sallapadan, Abra at 10:30 AM. In this second tactical offensive, two soldiers were wounded. But according to reliable information from one of the para-military troops in the area, there were four casualties on the side of the fascist army.

These tactical offensives by the NPA serve to punish the mercenary AFP for its continuing crimes against the people. The fascist AFP units persist to conduct combat operations that daily disrupt the people’s production activities. They are constantly harassing and threatening civilians whom they suspect as NPA supporters. The AFP also continues to pocket public funds from its bogus surrender program.

In retaliation to the two military actions by the NPA, the anti-people AFP dropped 14 bombs and consumed thousands of machinegun bullets that they indiscriminately strafed over the agricultural fields of the people in the four barangays of Bazar, Naguilian, Sacaang and Bilabila, all in the municipality of Sallapadan, Abra.

#YouthForPeace|| The Youth for Peace- Cagayan Chapter together with the troops of the17th Infantry Battalion conducted Campus Symposium at Sto.Niño High School on June 21, 2023.

With the theme: "Propelling the Youth to End the Futile Act of the Communist Terrorist Group (CTG) to Enable Peace and Development", the activity aims to empower the youth to be advocates of peace, develop them into responsible individuals, and to inform them about the Province's projects and the AFP's priorities, ensuring their protection and leaving no one behind.

John Carlo L. Manzano, YFP-Cagayan president stated, "The active involvement of youth is crucial in achieving a peaceful community. Our generation has the power to shape the future we desire, and it is our responsibility to take a stand against violence and promote peace. Together, we can create a society where every individual is respected, conflicts are resolved through dialogue, and unity prevails over division. Let us embrace our role as catalysts for change and work hand in hand to build a better world for generations to come." He then discussed the importance of youth volunteerism and leadership to the participants as to what the Youth for Peace is doing to help support the government advocates for inclusive peace and progress.

As part of the Campus Symposium, the army troops shared the army recruitment campaign wherein many students showed their interest in becoming a member of the Philippine Army as they saw it as one of the noble professions.

Also the PNP discussed the Anti-Bullying Act of 2013 to the students to prevent them from doing unlawful acts.

Further, 1Lt Fredie Catayas, Company Commander of the Bravo Company extended his gratitude to the school officials of the Sto. Said activity was led by Tarlac Governor, Honorable Susan A. Yap along with Major General Andrew D. Costelo PA, commander of the 7th Infantry (Kaugnay) Division, Philippine Army; Police Brigadier General Jose S. Hidalgo Jr. Regional Director, Police Regional Office - 3; Colone Gulliver L. Senires, Commander, 702Bde, 7ID, PA; Director Anthony C. Nuyda CESO III, Regional Director, DILG 3; Hon. Henry P. Cruz, Sangguniang Panlalawigan Peace and Order Committee Chairman; and other stakeholders.
 
In her message, Gov. Yap recognized the concerted efforts of the Philippine Army and Philippine National Police along with other government agencies who worked hand-in-hand to achieve such stability in terms of peace and security.
 
“With the 38 agencies now involved to bring peace dito sa ating probinsya sa tulong ng ating pambansang Pulisya at Hukbong Katihan, we have finally come na na-declare na ang probinsya ng Tarlac na Stable Internal Peace and Security na una sa Region,” said Gov. Yap.
 
Last June 9, the Provincial Peace and Order Council of Tarlac approved the Resolution declaring the province as Stable Internal Peace and Security.
 
Maj. Gen. Costelo, on the other hand, cited the vital and critical role of the Local Government Units as their partners in attaining the significant milestone in ending the local communist armed conflict.
He said that the attainment of such accomplishment was the result of the collective efforts of all stakeholders who worked hand-in-hand to achieve peace and development in the said province.
 
“Though this declaration is a huge and significant step towards our main goal to keep the province insurgent-free, the Philippine Army’s 7ID vows to continue the relentless conduct of our intel-driven and focused military operations to clear all areas of the enemy's presence and influence,” said Maj. Gen. Costelo.
 
On February 17, 2022, the National Joint Peace and Security Coordinating Council issued a Resolution declaring the weakening of the Komiteng Larangang Guerrilla Tarlac-Zambales -- an NPA unit operating in Tarlac and nearby provinces.
 
Said success was attributed to the relentless focused military operations of the soldiers of the 3rd Mechanized Battalion, Armor Division, Philippine Army led by Lt. Col.Jeszer M. Bautista, in its Area of Operations and to the strong support and concerted efforts of civilian government in encouraging the members of the Communist Terrorist Group to return to the folds of the law.

It can be recalled that, for more than five decades, Tarlac has been the hotbed of an insurgency because it was here that the New People’s Army was founded on March 29, 1969, in Barangay Sta. Rita, Capas, Tarlac. ###

Three communist terrorist group members laid down their arms and returned to the folds of the law on Wednesday, June 28, 2023.

The surrendered personalities handed over their high-powered firearms to the 90th Infantry Battalion at the Bravo Company Headquarters in Barangay Lower Paatan, Kabacan, Cotabato. Turned-over firearms include one M14 rifle, one M16 rifle, one M1 Garand rifle, one steel magazine, eight cal .30 live ammunition, and one M79 Grenade Launcher.

Joint Task Force Central Commander Maj. Gen. Alex Rillera identified the former rebels as alias Emman, alias Bobong, and alias Jun/Oscar. They are former members of Guerilla Front 53 (GF53), Sub-Regional Committee 3 (SRC3), Southern Mindanao Regional Committee (SMRC). Maj. Gen. Rillera said that the surrender of the ex-militants was made possible through the efforts of the 90IB troopers, led by Lt. Col. Rowel Gavilanes, and the intelligence units based in Cotabato.

The former rebels revealed that the hardships and hunger they experienced due to the relentless military operations were the primary reasons for their withdrawal of support to their group.

Lt. Gen. Roy Galido, Commander of Western Mindanao Command, said that the Joint Task Forces under his command continue to strengthen their focused and civil-military operations to address the threats posed by the remnants of the different terror groups in WestMinCom’s area of operation.

“We welcome all those who wish to end their armed struggle peacefully, and we are hopeful that their comrades will also follow their footsteps,” Lt. Gen. Galido stated.

The strength of the Communist Party of the Philippines – New People’s Army (CPP-NPA) continues to dwindle, and its legal fronts are now sending reinforcements to the countryside, a top Army commander in Visayas revealed yesterday.

Maj. Gen. Marion Sison, 3rd Infantry Division commander, said that they noted the arrival of CPP-NPA legal front members from the national level to Negros Island, following series of debacles suffered by the NPA, which has now 20 remaining armed members in central and northern Negros.


While he did not elaborate, Sison said the military would always be on its feet.

“We have to sustain our gains and continue our pressure against the NPA,” Sison said in a mix of English and Filipino.

Sison yesterday installed Lt. Col. Magno Mapalad as the new commander of the 47th Infantry Battalion in Mabinay, Negros Oriental, a day after he also presided over the 79IB change of leadership, from Lt. Col. J Jay Javines to Lt. Col. Arnel Calaoagan in Sagay City, Negros Occidental.

“We have a very tall order for this year to dismantle all the existing guerilla fronts here in Negros,” Sison said.

The 3ID has already declared to have dismantled the Northern and South East Fronts of the Komiteng Rehiyonal Negros/Cebu/Bohol/Siquijor, and categorized as “weakened” the Central Negros 1 and 2, as well as the South West Front, where the 47IB is now operating.

The statement was made yesterday by Lt. Gen. Benedict Arevalo, AFP Visayas Command chief, in the wake of conviction of priest-turned-rebel Frank Fernandez and his wife, Cleofe, by the court for illegal possession of firearms.

Human rights alliance Karapatan condemned the conviction of Fernandez and his wife, Cleofe Lagtapon. The Philippine Army reports the couple as the former secretary of the Komiteng Rehiyonal Negros/Cebu/Bohol/Siquijor (KR-NCBS), and his deputy, respectively, while Karapatan claims they are consultants of the National Democratic Front.

Fernandez, 75, and Lagtapon, 65, however, were acquitted of the charge of illegal possession of explosives and violation of the Comelec gun ban by the Taguig City Regional Trial Court Branch 266, according to Karapatan. Their co-accused, Ge-Ann Perez, was acquitted of all charges.


Arevalo, who was the commander of the Army’s 303rd Infantry Brigade when Army intelligence operatives from Negros, in coordination with the police, arrested Fernandez and Lagtapon in Liliw, Laguna on March, 24, 2019, said that calling the two former Negros top rebel leaders as NDF consultants “is just a deception and cover story to evade the law.”

People do not believe anymore in the lies and propaganda of bogus human right advocates, and let it be that way, the Army general said, adding “we all know who Fernandez and Lagtapon are: leaders of the terrorist organization CPP-NPA-NDF.”

Two months ago, the successor of Fernandez as KR-NCBS secretary – Rogelio Posadas – was killed in an encounter with Army soldiers in Binalbagan, Negros Occidental, several months after its regional commander, Romeo Nanta, also died in a gunbattle in neighboring Himamaylan City.

Arevalo called on NPA remnants in Negros Island to lay down their arms and go back to the folds of the law, so as not to end up in two possibilities: die in armed encounters, or rot in jail, just like their two leaders.

MANILA – Officials of the Philippine Coast Guard (PCG) and the French Navy on Friday met to discuss cooperation and implementing agreements in the Asia Pacific region.

In a statement, the PCG said PCG Deputy Commandant for Operations, CG Vice Adm. Rolando Punzalan Jr., led the delegation that welcomed French Commander for Asia Pacific, Rear Adm. Geoffrey d’Andigné, at the PCG national headquarters in Port Area, Manila.

“The officials discussed how to reinforce cooperation between the PCG and the French Navy and the possible implementing agreement between the armed services,” it said.

Punzalan and d’Andigné, it said, also discussed the current challenges faced by the PCG and how the French Navy can provide support.


Punzalan, it said, represented PCG Commandant, CG Adm. Artemio Abu, during the meeting.

Other PCG officials present include PCG Deputy Commandant for Administration, CG Vice Admiral Ronnie Gil Gavan; Coast Guard Public Affairs Office Commander, CG Rear Admiral Armando Balilo; Coast Guard Strategic Studies and International Affairs Deputy Director, CG Commodore Vivien Jane Cay; and Deputy Chief of Coast Guard Staff for International Affairs, CG Commodore Algier Ricafrente.

Earlier, d’Andigné’ also met with AFP Inspector General Lt. Gen. William Gonzales to reinforce cooperation between the two armed forces in training, education, and logistics operations.

Apart from Camp Aguinaldo and the PCG headquarters, d’Andigné also visited the headquarters of the Philippine Navy.

CEBU CITY – The national government through the Enhanced Comprehensive Local Integration Program (ECLIP) has released a total of PHP5.5 million in cash assistance to over 100 former communist rebels in Visayas during the first two quarters of the year, an Army official said on Friday.

Lt. Gen. Benedict Arevalo, Visayas Command (Viscom) commander, said the cash grant awarded to 109 former rebels include PHP1.6 million immediate cash assistance; PHP1.6 million livelihood aid; and PHP2.2 million integration assistance.


These are apart from the educational assistance, health benefits, and other livelihood packages granted by other government agencies as well as the firearms remunerations that were granted to the former rebels who yielded their firearms to the government troops upon their surrender.

In a statement, Arevalo underscored the importance of ECLIP in the Armed Forces of the Philippines’ fight to diminish the manpower and armed capability of the NPAs.

“It is a potent tool that serves as our left-hand approach in encouraging the members of the terrorist-communist group to return to mainstream society,” he said as he also expressed thanks to other government agencies and groups who also played vital roles in pushing the fight against the Communist Party of the Philippines.

He said the effort has a long way to go but with the collective efforts driven by the desire to attain just and lasting peace for the people, “it can be assured that the end is near for the CPP-NPA in the region.”

Meanwhile, the Viscom chief urged other local government units, particularly those at the barangay level, to denounce and prohibit the CPP-NPA from entering their locality by declaring them persona non grata.

ZAMBOANGA CITY – Authorities arrested a suspected kidnap-for-ransom (KFR) group leader and three others during a police operation in Zamboanga Sibugay, a top police official said Saturday.

Abral Ibrahim Abdusalam, a suspected leader of a KFR group that reportedly has links with the Abu Sayyaf Group,
was nabbed together with his three followers Friday morning in Barangay Lower Baluran, Imelda town, said Brig. Gen. Neil Alinsañgan, Police Regional Office-Zamboanga Peninsula (PRO-9) director.

Alinsañgan said the 41-year-old Abdusalam is the No. 3 most wanted person in Zamboanga Sibugay and No. 9 in the region.


The suspect has standing warrants for kidnapping and serious illegal detention, and murder cases with no bail, issued by courts in Ipil and Imelda towns.

His three cohorts were identified as Janhar Abdulhari Martin, 31; Hamid Attan Abdulsalam, 41; and, Marvin Kasim, 41. They are also facing murder charges at different courts in Zamboanga Sibugay.

The arrested suspects were involved in kidnappings, gun-for-hire, extortion and other atrocities in Zamboanga Sibugay and nearby areas, Alinsañgan said.
