MANILA – Progressive group Bagong Alyansang Makabayan (Bayan) denounced the upcoming Balikatan exercises called “Salaknib” between the Philippines and the United States as it can provoke regional geopolitical tension and violate the country’s sovereignty.

Last Tuesday, the Armed Forces of the Philippines (AFP) Balikatan spokesperson Colonel Michael Logico announced they will hold the largest Balikatan exercise this year with more than 17,000 troops – 12,000 from the US military and 5000 from the AFP – participating in the joint training exercises.

More than 100 Australian Defense Forces will also join the smaller land activities.

Aside from the land-based exercises, including multiple small-arms and maneuver live fire exercises (LFX), jungle training, and artillery and mortar LFX activities, the troops will do cyber defense exercises and live fire exercises at sea where they will fire a target vessel which is an old fishing boat.

Logico added that these war games prove they are ‘combat-ready’ in defending the country’s territory, which Bayan calls into question.

“If the government of Ferdinand Marcos Jr. is intent on defending our maritime territories in the West Philippine Sea, it should strongly assert diplomatic means which includes invoking the UN tribunal ruling to counter China’s aggressive actions,” said Bayan in a statement.

It can be remembered that during the visit of United States Defense Secretary Lloyd Austin III to the country, Ferdinand Marcos Jr. approved the expanded military cooperation and greater access of the US to Philippine military bases.

For Bayan, Balikatan exercises are counterproductive as these are costly, and the budget should be used to address hunger, poverty, and rising prices instead of hosting soldiers from the nation’s former colonial aggressors.

“War games intensify local conflict, human rights abuses, and corruption in the military. The armaments used in the exercises can be deployed by the government as it pursues its brutal counterinsurgency program. There is a lack of transparency about the extent of involvement of foreign troops in the government counterinsurgency program,” the group added.


On the other hand, youth group League of Filipino Students (LFS) also sounded alarmed that these war exercises would lead to a chain reaction and put the Philippines caught between the US and China.

“These aggressive steps by the US to consolidate its control over the Philippines earn the ire of its rival, China. The economic giant will be pushed to take dire measures to maintain its sphere of influence in the Asia-Pacific region, which will ironically translate into a tighter hold on the West Philippine Sea (WPS),” said LFS.

Effects to fisherfolk

Fisherfolk group Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) also warned of possible displacement of local fisherfolk in the areas where the Balikatan exercises will take place.

This is after the provincial government of Ilocos advised the officials of 21 towns and two cities in Ilocos Norte to “relocate affected fisherfolk and make way for the traffic condition” from March 10 to April 28 as airmobile operations and logistics exercises will be conducted.

Pamalakaya expressed disapproval as this will add another threat to the Filipino fishers who are also experiencing attacks in the West Philippine Sea.

“Filipino fishers do not deserve to be displaced from their livelihood only to provide a security blanket to foreign forces carrying out military drills accompanied with live fire exercises at sea. We are demanding the US troops to leave the Filipino fishers in peace and bring their warmongering power projection elsewhere,” said Ronnel Arambulo, Pamalakaya national spokesperson.

The three-week military exercises will start from April 11 to 28 in areas of Northern Luzon, Palawan, and Antique.

NPA member killed in Kalinga encounter

CAMP MELCHOR F. DELA CRUZ, Upi, Gamu, Isabela: A member of the New People's Army (NPA) was killed in an armed engagement with the government troops at Sitio Lagan, Barangay Gawa-an in Balbalan town, Kalinga on Wednesday, March 15.

The said NPA member whose identity was temporarily withheld by authorities has operated under the terrorist group's Regional Sentro De Gravidad (RSDG) of the Ilocos Cordillera Regional Committee (ICRC), according to the Army's 5th Infantry Division (5ID) here.

Major Rigor Pamittan, Public Affairs Office chief, said the 5ID's 98th Infantry Battalion (98IB) troops under the 503rd Infantry Brigade were conducting pursuit operations when they encountered three fleeing members of the RSDG-ICRC which ensued in a five-minute firefight resulting in the death of one of the communist NPA members.

Pamittan said it is unfortunate that the NPA fatality is a member of the Indigenous Peoples of Kalinga who was deceived and recruited to join the NPA ranks.


"This is the reason why our peace-loving Kalingas call for the presence of government forces in the area to thwart the agitation and propaganda of the communist terrorist group (CTG)," he said.

The 98IB troops also recovered an M16 Armalite rifle, an M653 carbine, a 5.56 magazine, an improvised explosive device, two bandoliers, a commercial radio, and cellular phones.

Meanwhile, the Kalinga Provincial Task Force to End Local Communist Armed Conflict (PTF-Elcac) warned the remaining members of the CTG to return to the folds of the law or meet death because of their senseless ideologies.

The Kalinga PTF-Elcac said it is ready to assist the returning CTG members who will abandon the terrorist group and live a peaceful life with their loved ones.

MAGUINDANAO DEL NORTE, Philippines — Three ranking leaders of the outlawed Bangsamoro Islamic Freedom Fighters and four others surrendered to the military Wednesday, the Army said.

Major Gen. Rillera, commander of the Army's 6th Infantry Division, said Friday the seven BIFF members yielded through the backchannel intercession of officials of the 6th Infantry Battalion and local executives in different towns in Maguindanao del Sur province.

Three of the seven BIFF members who have returned to the fold of law occupied high self-styled positions in the group — a deputy commander for internal affairs, a deputy brigade commander and an operations officer.


The BIFF, fashioned from the Islamic State of Iraq and Syria, is known for fomenting animosity toward non-Muslims.

It is also blamed for all the deadly bombings, along with allies Dawlah Islamiya and Al-Khobar, in central Mindanao since 2014.


The seven BIFF members turned in a launcher for B40 anti-tank rockets, two bolt-action .50 caliber sniper rifles, a Springfield .30 caliber rifle and two M1 Garand rifles
before they renounced their membership with BIFF at the headquarters of the 6th IB in Barangay Buayan in Datu Piang, Maguindanao del Sur.

Rillera said he is thankful to the local government units and to the commanding officer of 6th IB, Lt. Col. Michael Glenn Manansala, for securing the surrender of the seven BIFF members.

More than 200 members of the BIFF have surrendered to units of 6th ID in the past 12 months.

THREE ranking leaders and four followers of the Bangsamoro Islamic Freedom Fighters (BIFF) surrendered to government authorities in the province of Maguindanao del Sur, the military reported Friday, March 17, 2023.

Major General Alex Rillera, Joint Task Force (JTF)-Central commander, said the successful surrender of the seven BIFF members on Wednesday, March 15 was facilitated by Lieutenant Colonel Michael Glenn Manansala, 6th Infantry Battalion (IB) commander.

They submitted themselves and handed over their firearms at the 6IB headquarters in Sitio Landing Fish, Buayan village, Datu Piang, Maguindanao del Sur.

The firearms they turned over include one rocket-propelled grenade launcher, two caliber .50 Sniper rifles, one M653 5.56-millimeter rifle, one Springfield caliber .30 rifle, and two caliber .30 M1 Garand rifles.

Manansala identified the BIFF surrenderers through their aliases Diaw, the deputy for internal affairs; Ebs, the deputy brigade commander; Arif, the operations officer; and four other followers. They belong to the BIFF-Karialan faction.


The BIFF surrenderers were subsequently presented to Brigadier General Oriel Pangcog, 601st Infantry Brigade commander, and Datu Piang Mayor Victor Samama.

On March 8, four members of the BIFF-Karialan Faction also surrendered to the troops of the 7th Infantry Battalion in Bagumbayan, Sultan Kudarat.

Meanwhile, Lieutenant General Roy Galido, commander of Western Mindanao Command, attributed the influx of surrenders to the collaborative efforts of the military, police, local government units, other government and non-government agencies, and other sectors of society.

“We continue to reap the fruits of our unified efforts to end terrorism through the employment of the whole-of-nation approach. Let us continue to work hand-in-hand to end terrorism and insurgency here in Mindanao,” Galido said.

Pinasabugan ng dalawang rifle grenade ng mga Pulang mandirigma ng Bagong Hukbong Bayan (BHB)-Central Negros ang detatsment ng 62nd IB sa Barangay Malangsa sa Vallehermoso, Negros Oriental kahapon. Ayon sa ulat ng yunit, isinagawa ito bandang alas-7:30 ng gabi. Dalawang sundalo ng 62nd IB ang napatay habang dalawang iba pa ang nasugatan.

“Ligtas na nakaatras ang mga mandirigma ng BHB matapos magpaputok nang walang direksyon ang mga tropa ng militar,” ayon kay Ka JB Regalado, tagapagsalita ng BHB-Central Negros.

Paliwanag ni Ka JB, matagal nang inirereklamo ng mga residente ang naka-istasyong tropa ng 62nd IB sa naturang barangay. Nakatanggap umano ng ulat ang yunit na sapilitang pinagtatrabaho ng mga sundalo ang mga residente ng Barangay Malangsa, pilit inaakusahan at pinasusuko bilang diumano’y “suporter” ng hukbong bayan, at iba pang paglabag sa karapatang-tao.

Sunud-sunod na aerial bombing, panganganyon at istraping ang isinagawa ng mga tropa ng Armed Forces of the Philippines (AFP) na nag-ooperasyon sa Malaybalay City, Bukidnon mula Marso 13 hanggang Marso 16. Lubhang apektado ng operasyong militar ito ang buhay at kabuhayan ng mga magsasaka at Lumad sa naturang erya.

Noong Marso 13, kinanyon ang bahagi ng Barangay Culaman bandang alas-4 ng madaling araw. Binasag nito ang katahimikan sa komunidad at pamamahinga ng mga residente. Hindi pa matiyak kung ilang kanyon ang inihulog ng AFP sa naturang lugar.

Sinundan ito ng aerial bombing at istraping ng dalawang helikopter pandigma ng rehimeng US-Marcos sa Barangay Kaburakanan noong Marso 15 ng hapon. Tinatayang 16 na rocket ang inihulog ng dalawang helikopter at limang serye ng istraping. Muling naghasik ng lagim at takot ang mga sundalo nang magpakawala ng mga kanyon sa dalawang serye ng panganganyon sa parehong barangay bandang alas-8 ng gabi. Muling inatake ng mga helikopter ng AFP ang Barangay Kaburakanan noong Marso 16, alas-12 ng hatinggabi.

Hindi pa matukoy kung ilang sibilyan ang nadamay o nasaktan at lumikas dulot ng naturang mga insidente ng pag-atake ng AFP.

Ang aksyong ito ng AFP ay malubhang paglabag sa Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law o CARHRIHL na pinirmahan kapwa ng gubyerno ng Pilipinas at ng National Democratic Front of the Philippines noong 1998.

Nilabag nito ang Ika-4 na Bahagi, Artikulo 4, Numero 4 ng CARHRIHL: “Ang sibilyang populasyon at mga sibilyan ay itatrato bilang sibilyan at ipag-iiba sa mga mandirigma at, kasama ang kanilang ari-arian, ay hindi maaaring atakihin. Sila ay pangangalagaan laban sa walang habas na pambobomba mula sa himpapawid, istraping, panganganyon, pagmomortar, panununog, pambubuldoser at iba pang katulad na anyo ng pagwasak sa mga buhay at ari-arian, paggamit ng mga pampasabog gayundin ng pag-iipon ng baril, bala, pampasabog atbp. sa malapit sa kanila o sa gitna ng hanay nila, at sa paggamit ng mga sandatang kemikal at bayolohikal.”

Taliwas din ito sa mga panuntunan ng internasyunal na makataong batas na nangangalaga sa kagalingan ng mga sibilyan sa gitna ng armadong tunggalian.

Ngayong araw ang ika-28 na anibersaryo ng pagpaslang kay Flor Contemplacion, isang Pilipinang domestic worker sa Singapore na binitay nang walang demokratikong paglilitis at maging suporta mula sa gubyerno ng Pilipinas.

Isa si Flor sa libu-libong Pilipino na piniling makipagsapalaran sa ibang bansa sa pagnanais na makamit ang maginhawang buhay para sa pamilya na pilit ipinagkakait ng pamahalaan. Sa isang mala-kolonyal at mala-piyudal na bansa tulad ng Pilipinas, kinikitil ng maka-dayuhang gubyerno ang oportunidad na magkaroon ng nagsasariling industriya ang mamamayan dahil malaking banta ito sa interes ng mga dambuhalang kapitalistang nagpapakasasa sa yaman sa bansa. Kadikit ng labis na pagpapakatuta na ito ang pambabarat ng sahod, pagpapatuloy ng kontraktwalisasyon, at iba pang kontra-manggagawang polisiya na naglulugmok sa mga manggagawa sa mas malubhang paghihirap.

Kasabay ng mga pananamantalang ito sa loob ng bansa ang pananamantala sa ibayong dagat. Sa tabing ng globalisasyon at huwad na pag-asenso, inilalako ng gubyerno ang Labor Export Policy sa mamamayang Pilipino na walang ibang hangad kundi ipagkanulo sa murang halaga ang lakas-paggawa ng mga Pilipino sa iba’t ibang bansa. Mga bagong bayani kung tawagin, malayo rito ang pagtrato na kanilang nararanasan. Iba’t ibang kaso ng diskriminasyon at karahasan ang hinaharap ng mga Pilipino sa labas ng bansa.

Binubuo ng kababaihan ang kalakhan ng bilang ng mga migrante, at kababaihan din ang kadalasang biktima ng karahasan sa kanilang mga pinasok na trabaho. Tulad ni Flor, biktima ng pangakong kaginhawahan sa buhay ang mga kababaihan na sina Mary Jane Veloso na kasalukuyang nakapiit sa Indonesia, si Pat/Pato-chan na isang babaeng transgender at na-detine sa Japan dahil umano sa overstaying, at kamakailan lamang ay si Jullebee Ranara na brutal na pinaslang ng anak ng kanyang amo sa Kuwait.

Bilang numero unong tagapamandila ng pagiging tuta sa mga imperyalista’t kapitalista at pagyurak sa karapatang pantao ng mamamayan, walang ano mang aksyon o solusyon sa nagnanaknak na krisis ang dapat asahan mula sa korap, inutil, tiraniko, at mamamatay-taong tambalang Marcos at Duterte. Hindi ang kinabukasan ng sambayanan bagkus ang kanilang makasariling interes ang kanilang prayoridad na unahin at isalba sa gitna ng gumuguhong estado ng bansa.

Hangga’t umiiral at nananatili ang mapaminsala at hindi makataong sistema na nagnanakaw sa oportunidad at kinabukasan ng sambayanan, wala ring inaasahan na paghinto ang mga Pilipinong mapangahas na lilisan ng bansa upang hanapin ang magandang buhay sa ibayong dagat. Ngayon, bukod sa paglaban sa mga polisiya na sumasagasa sa kagalingan at karapatan ng mga manggagawa sa ibang bansa, kailangang malalim na intindihin ng mga Pilipinong migrante ang mga pundamental na isyu sa lipunang Pilipino na tumatagos sa samu’t saring problema ng mga batayang sektor at buong-buong tanggapin at yakapin ang katotohanan na tanging ang pagtangan ng armas kasabay ng pagsulong at pagtatagumpay ng demokratikong rebolusyong bayan ang gagapi sa mga problemang ito—gaano man kaliit o kalaki.

Ang mga Pilipinong nakikipagsapalaran sa mga dayuhang bansa ang nag-aambag ng buhay sa naghihingalong ekonomiya na nilulustay ng gubyerno. At sa pagsapi sa Bagong Hukbong Bayan, hindi lamang ekonomiya kundi isang lipunang walang pagsasamantala ang tutulungang pandayin ng mga migrante kasama ang sambayanang Pilipino.

MAWAB, Davao De Oro – The Camp General Manuel T Yan Sr. Station Hospital (CGMTYSSH) and the Gender and Development Office of the 10th Infantry Division conducted a healthcare fair for women at CGMTYSSH in Mawab, Davao De Oro on March 15, 2023.

During the activity, military doctors and nurses assisted the Medical Doctors from the Davao Regional Medical Center (DRMC) led by Dr. Bryan O. Dalid in conducting Breast Ultrasound, Cervical Screening, Medical Consultations, Human Papillomavirus (HPV) Vaccination, and Breast and Cervical Cancer Awareness. Likewise, 87 women composed of officers, enlisted personnel, civilian human resource, and military dependents from 10ID benefited from the said activity.

In his message, 10ID Assistant Division Commander BGen Allan D Hambala said that the activity was a powerful reminder of the importance of advocating for women’s health and well-being.

“As we celebrate National Women’s Month, we recognize the critical role that women play in our society – as mothers, daughters, sisters, caregivers, and among others,” BGen Hambala added.

The activity entitled “Serbisyong Pangkalusugan para Kay Juana” aimed to meet the health needs of women regardless of what they want to know about their health.

BALER, Aurora-Aiding people’s organizations (POs) who are former rebels and supporters, the Philippine Army’s 91st Infantry “Sinagtala” Battalion, local government unit of Maria Aurora and the office of the provincial agriculturist (OPAg) turned over livelihood assistance in separate occasions on Tuesday, March 14, 2023.

Lt. Col. Julito B. Recto, Jr., commander of 91st IB said in an interview that the latest batch was facilitated by him together with Charlie Company commander 1st Lieutenant Stewart A. Cerbo and Mayor Ariel Bitong in the awarding of Livelihood Assistance worth Php30,000 to Dianawan Upland Farmers Association (PO) and Php35,000 to Buloy Upland Farmers Association (PO) for (Feeds) held at Mayor Bitong’s office, Barangay 2, Maria, Aurora, Aurora.

Recto said that the assistance is part of the battalion’s programs which aims to support the POs, farmers and fisherfolk by providing income-generating opportunities that will sustain their daily needs and help them become a self-sustaining organization in their communities.

He also thanked Mayor Bitong for the usual support and civicmindedness in helping POs in his town.

“Our Mayor facilitates the livelihood assistance, and we are very thankful to our LGU for the funding. We will monitor our POs to ensure the success and development of their project,” Recto said.

On the other hand, Mayor Bitong said that the government is doing its best efforts to help the people in providing livelihood resources to all the communities once affected by armed conflict or insurgency.

“Kami sa LGU ay tumutugon, sana ay makatulong ito sa inyo at maging kapakipakinabang. Kayo po ang kauna-unahang binigyan naming ng ganitong tulong ngayong taon,” Bitong said.

He is hopeful that through the livelihood assistance and intervention of 91st IB more ex-rebels will be benefited to the peace-building initiatives of the government in fulfillment and attainment of a sustainable, just, and lasting peace.

Upland Farmer Association President Bobby Nevada Buloy said he was very thankful for the assistance poured into their association.

Dianawan Upland Farmers Association President Rubelyn Valiete said that she was so happy for the assistance.

“Sana po ay mas marami pa silang matulungan na iba pang mga tao na mahihirap na katulad naming,” Valiete said.

Meanwhile, a total of 6,000 tilapia fingerlings to POs Sambayanan Association and Masaganang Perlas ng Aurora province were also given by the OPAg through the efforts of 91st IB on the same day.

MANILA – Department of National Defense (DND) chief Carlito G. Galvez Jr. reiterated the security sector's commitment to eliminating "peace spoilers" in society.

Galvez made the remark during the 11th oversight committee meeting of the National Task Force for the Disbandment of Private Armed Groups (NTF-DPAGS) on Wednesday.

"Senior Undersecretary Galvez reiterated that the issue of private armed groups in the country was brought to the fore with the recent spate of violence against local chief executives. He assured the public that the DND and the Armed Forces of the Philippines (AFP), along with the PNP (Philippine National Police) and all member agencies of the NTF-DPAGs, remain committed to their mandate of eliminating peace spoilers to ensure that the people can live free of violence and fear thereof," DND spokesperson Arsenio Andolong said in a statement Friday.


Galvez said the security sector would act with utmost dedication to fulfill all tasks necessary to attain this goal and ensure the security of the Bangsamoro region, especially its 63 special geographic areas.

President Ferdinand R. Marcos Jr. earlier directed the DND and the AFP to intensify their support and cooperation in the disbandment of private armed groups in the Bangsamoro region and other concerned areas across the country.

"More than ever, the fulfillment of our mandate is now made more urgent with the directive of President Ferdinand R. Marcos Jr. to dismantle private armies and identify hotspots where local officials are being attacked,” said Galvez, who is also the task force's vice chairperson.

"We are hopeful that our efforts and commitments under the Comprehensive Agreement on the Bangsamoro will pave the way for peaceful and violence-free communities.”

Meanwhile, Department of the Interior and Local Government chief and NTF-DPAGs chairperson Benjamin Abalos Jr. commended the task force for its swift response to reported lawlessness in areas in the Visayas and Mindanao.

“As we journey towards freeing the Philippines from its long-running gun culture, rest assured that the DILG stands ready to render any necessary assistance for the attainment of our noble objective. Let us continue working together in tearing down the walls of divisiveness and animosity of partisan politics as we move towards giving our kababayans the peaceful and thriving communities they deserve,” Abalos said.

Acting Presidential Adviser on Peace, Reconciliation and Unity Secretary Isidro Purisima likewise expressed the agency’s steadfast commitment to helping create the conditions where a just and lasting peace could take root and flourish in the Bangsamoro.

“We will work tirelessly to ensure that the jointness and synergy of the efforts and the mutual trust developed between the government of the Philippines and the Moro Islamic Liberation Front are maintained and strengthened,” Purisima said.

MANILA – Eleven ranking police officials have been included in the latest reorganization in the Philippine National Police (PNP).

Based on PNP chief Gen. Rodolfo Azurin Jr.'s order that took effect Friday, Police Regional Office (PRO) 7 (Central Visayas) director Brig. Gen. Jerry Bearis was reassigned to the Aviation Security Group and would be exchanging posts with Brig. Gen. Anthony Aberin.

Also covered by the order were Maj. Gen. Oliver Enmodias who was relieved from the Area Police Command (APC) Northern Luzon (NL) and would now head the Directorate for Research and Development; Brig. Gen. Mafelino Bazar from PRO Cordillera to APC-NL; and Brig. Gen. Alden Bacarra Delvo from APC- Eastern Mindanao to PRO 11 (Davao).

Also assigned to new posts were Brig. Gen. Joel Doria who was designated as PRO-Mimaropa chief. He replaced Brig. Gen. Sidney Hernia who was assigned to the Anti-Cybercrime Group.

Brig. Gen. Limuel Obon was designated as PRO 5 (Bicol), replacing Brig. Gen. David Peredo Jr., who was reassigned to the PRO-Cordillera.

Meanwhile, Brig. Gen. Benjamin Silo Jr. was designated as the new head of the Civil Security Group while Brig. Gen. Andrew Diwayan Cayad was assigned to the Directorate for Operations.

MANILA – Ranking officials of the Armed Forces of the Philippines (AFP) on Friday met with the delegates of Australian Defense Force (ADF) to plan for this year's Indo-Pacific Endeavor 2023 (IPE23) which is scheduled to run in various nations from June to October.

The Philippines is also included in this year's iteration of IPE23, AFP public affairs office chief Col. Jorry Baclor said in a statement.

"Vice Chief of Staff, AFP Lt. Gen. Arthur Cordura met with the IPE23 commander, Air Commodore Anthony McCormack, at the AFP General Headquarters today, 17 March," he added.

Baclor said the ADF team for IPE23 is in the country to plan for the Philippine leg of the activity which is expected to be held in August.

"Primarily, IPE23 will focus on territorial defense and island maneuver operations," he added.


In the meeting, Cordura conveyed the AFP's support to IPE23 and its openness for more engagements with the ADF.

IPE23 is Australia's flagship regional engagement activity with 14 southeast Asian and northeast Indian Ocean countries, including the Philippines.

It will also feature senior leadership engagements, information exchanges, sporting events, seminars, and other capacity-building activities.

Group Captain Lesley Carney, Navy Captain Phillipa Hay, and Commander Andrew Duff joined Commodore McCormack in the meeting.

Australian defense attache Col. Paul Barta and assistant defense attaché Lt. Col. Tim Lopsik were also present.

MANILA – The Australian Embassy on Friday assured the Philippines that AUKUS would be transparent in the implementation of its multi-year submarine deal.

AUKUS earlier unveiled a submarine project that will see Canberra acquiring conventionally-armed, nuclear-powered submarines beginning in the early 2030s.

The embassy assured that AUKUS would cooperate with the International Atomic Energy Agency (IAEA) and ensure its activities are aligned with international nuclear non-proliferation efforts.

“We welcome the views of the Philippine government, including the statement from the DFA (Department of Foreign Affairs),” it said in a text message.

“Australia will always seek to work with our partners in the Philippines and Southeast Asia to shape our region together, and AUKUS partners will continue to work openly and transparently with the IAEA.”


Both Australian Foreign Minister Penny Wong and Defense Minister Richard Marles had spoken to their Filipino counterparts via phone before the submarine deal announcement, the embassy said.

"Australia regularly engages with Philippine officials on a wide range of regional security issues. Prior to the recent AUKUS announcement, Australian officials traveled from Canberra to Manila to brief Philippine counterparts while the Australian Ministers for Foreign Affairs and Defense, and Chief of the Australian Defense Force also spoke to their counterparts by phone," it said.

The Philippine government, through the DFA, on Thursday took note of the three-country grouping’s nuclear submarine project.

It said arrangements like AUKUS must reinforce an international rules-based order that underpins regional security and development.

The US, meanwhile, reiterated that AUKUS activities would be anchored on its commitment to promoting security and stability in the Indo-Pacific.

“Allies are stronger when they work together. Through AUKUS, the United States, the United Kingdom, and Australia are enhancing our collective capacity to maintain peace, security, and prosperity in the Indo-Pacific and beyond,” US Embassy in Manila spokesperson Kanishka Gangopadhyay told the Philippine News Agency.

“As Allies, the United States is committed to coordinating closely with the Philippines on security issues.”

TACLOBAN CITY – The city government of Borongan in Eastern Samar province and the Philippine Army urged families of rebels to help the government convince their relatives to abandon the communist ideology.

Twenty three individuals from Borongan and other towns in Eastern Samar met with local government and Army officials for a dialogue on Wednesday at the Philippine Army headquarters in Lalawigan village in Borongan City.

They met with Borongan City Mayor Jose Ivan Dayan Agda, Army 801st Brigade commander Brig. Gen. Lenart Lelina, and 78th Infantry Battalion commander Lt. Col. Allan Tria.

The dialogue with a theme, “Oryentasyon Para hin nga Lokal nga Iristorya ngan Negosasyon", aimed at asking family members to help the government in convincing their rebel relatives to yield to surrender to the folds of law and abandon the communist group.

Agda, in a statement, said that it is essential to hold a dialogue with the relatives of the rebels so the government would have a clear roadmap on helping rebels to have life in a normal community.


"If you used to think that the government had neglected you, now there is no reason for you not to turn back to the government. There are programs intended for you and your family that have gone astray. Let's be thankful for our armies and to our government for focusing on serving and working hard to end the insurgency," Agda said.

Among the local government's plan is the provision of housing site, wherein former rebels will have a community of their own, engage in livelihood activities such as farming.

Lelina assured the 23 families that the government would never stop and in pleading and asking their help to convince their relatives to surrender.

Our government is consistent in asking you to help your relatives return to our government and live peacefully. We prefer to talk to you, we don't want to fight because we are all Filipinos,” Lelina added.

CAMP SIONGCO, Maguindanao Norte – Seven members of the extremists Bangsamoro Islamic Freedom Fighters (BIFF) have surrendered to military authorities in Maguindanao del Sur province, the Army here reported Friday.

Lt. Colonel Michael Glenn Manansala, the Army’s 6th Infantry Battalion (IB) commander, said Datu Piang town officials helped in convincing the extremists to turn themselves in on Wednesday afternoon.

During their surrender at the 6IB headquarters in Datu Piang, the surrenderers turned in a launcher for B40 anti-tank rockets, two .50-caliber sniper rifles, a .30-caliber rifle, and two M1 Garand rifles.


Major Gen. Alex Rillera, the Army’s 6th Infantry Division commander, said the seven BIFF members, including three leaders, decided to surrender to avail of the government’s peace offer.

He lauded the local leaders and the 6IB troopers in the successful implementation of the government’s peace programs down to the grassroots.

In a statement, one of the surrenderers said they have long been wanting to return to their families.

“Life is hard, we are always running and evading relentless military operations against us,” he said in the vernacular.

Since Jan. 1, some 50 BIFF have surrendered before the 6ID in Central Mindanao.

LAOAG CITY – Fishermen in the coastal towns of Ilocos Norte expressed their relief on Friday as preparations to hold the PH-US Balikatan live fire exercise in Burgos, Ilocos Norte have been halted.

Cris Dugay, a fisherman and seaweed gatherer from Bayog village in Burgos town, said authorities made a “good decision” not to hold the Balikatan exercise in the province.


Based on the initial plan of the Armed Forces of the Philippines, the coastal town of Burgos has been identified as "operational area” where new weapons of the United States and the Philippines will be tested for the first time.

As a result, local government units were advised to relocate some fishermen in their respective areas to ensure that they will not be compromised in the live fire exercise at sea.

According to the AFP, the live fire exercise at sea will involve Filipino and American troops who will fire and sink a target vessel.

“We are more at peace now that we are not hosting the Balikatan exercise in the province,” said Joegie Jimenez, village chief of Poblacion in Burgos, after they were informed that the major training exercise was moved to a naval station in San Antonio, Zambales.

Jimenez said he was among those who had pushed for the establishment of a fish sanctuary in Burgos town.

He expressed delight that the abundant marine resources in the area will no longer be compromised especially since fishermen have noticed an increased catch of tuna, ilek and other high-value fishes near the marine protected areas.

Data from the Bureau of Fisheries and Aquatic Resources showed Ilocos Norte has a total of 16,717 registered fisherfolk who depend on fishing as their major source of livelihood.

To date, the province maintains at least 11 marine protected areas scattered along the province’s nine coastal cities and municipalities.

ZAMBOANGA CITY – Six Abu Sayyaf Group (ASG) bandits have surrendered to authorities as they wish to avail of the government programs for returnees and to live peacefully together with their families, military officials said Friday.

The bandits surrendered to Lt. Col. Edward Viteño, the Army's 32nd Infantry Battalion (IB) commander, on Wednesday at Barangay Bonbon in Patikul town, Sulu province.

They turned over four high-powered firearms consisting of an M-16 Armalite rifle, an M1 Garand rifle, a Carbine rifle, and an M-203 grenade launched with ammunition.


Maj. Gen. Ignatius Patrimonio, the Army's 11th Infantry Division commander, said they are preparing the documents to enroll the ASG surrenderers in the Enhanced Comprehensive Local Integration Program and the Project Tulong ng Gobyernong Nagmamalasakit (TUGON).

Project TUGON is a program under Ministry of the Interior and Local Government in the Bangsamoro Autonomous Region in Muslim Mindanao.

Patrimonio said the 32IB provided initial financial and food assistance to the ASG surrenderers.

The surrender of the six brought to 57 the total number of ASG members who surrendered to the government since January in Sulu.

Fifty-one ASG members surrendered the past two months in the towns of Patikul and Indanan.

CITY OF SAN FERNANDO, Pampanga – Two former members of the communist group have surrendered to authorities in Nueva Ecija province, a police official reported on Friday.

In his report, Col. Richard V. Caballero, director of the Nueva Ecija Police Provincial Office, said the continuous call to members of the Communist Party of the Philippines-New People’s Army (CPP-NPA) to abandon the armed struggle resulted in the separate surrender of the two former rebels.

Caballero said one of the surrenderers identified only as alias "Ka Nestor," submitted himself to the joint police and military troops on Friday and turned over a .38-caliber revolver with four ammunition.

He added that Ka Nestor is a former member of the Katipunan ng mga Samahang Manggagawa (KASAMA) under the underground mass organization Kalipunan ng Damayang Mahihirap (KADAMAY).

Meanwhile, the other surrenderer was identified as alias "Ka Allan," a former squad member of Samahang Yunit Propaganda (SYP) under the Josefino Corpuz command that operated in different areas of Nueva Vizcaya and Nueva Ecija from 2003 to 2005.

Caballero said Ka Allan also handed over a .38-caliber revolver loaded with two ammunition and two plastic bottles containing explosive materials on Thursday.


He urged the remaining rebels to also lay down their arms and surrender to the authorities.

“I am appealing to their comrades to also surrender and drop their guns, live as normal citizens as they have been fighting for nothing,” he added in a statement.

KORONADAL CITY – Unidentified motorcycle-riding gunmen shot and seriously injured a former town councilor of Polomolok, South Cotabato, while he was on his way to the municipal hall Friday morning.

Former councilor Rhyolite Agregado Balili, now personal secretary of Polomolok Mayor Bernie Palencia, was shot at close range inside his vehicle near the town hall premises.

Balili sustained gunshot wounds in various parts of his body.

Lt. Col. Joseph Forro III, Polomolok police chief, said the victim was taken to a private hospital in nearby General Santos City.

“We are still digging deeper into the case and a manhunt had been launched,” he said in a radio interview.

Palencia has condemned the attack and directed the police to work with the military in tracking down the perpetrators and bring them behind bars.

In January this year, three members of the town’s Civil Security Unit, including a former police major who served as chief civil security, were separately killed by unknown killers.

BALER, Aurora – Former members and supporters of the Communist Party of the Philippines-New People’s Army (CPP-NPA) in Maria Aurora town, this province, have received government livelihood assistance aimed at making them productive members of society.

Lt. Col. Julito Recto Jr., commander of the Philippine Army’s 91st Infantry Battalion (91IB), said on Friday the local government unit of Maria Aurora and the Office of the Provincial Agriculturist turned over last Tuesday to the former communist terrorist group members and supporters, who are now members of the people’s organizations, some PHP65,000 worth of livelihood aid that could help them rebuild their lives as they reintegrate to their communities.

He said the people’s organizations Dianawan Upland Farmers Association and Buloy Upland Farmers Association received PHP30,000 and PHP35,000 worth of livelihood assistance, respectively.


Recto said the assistance is part of the government’s programs which aim to support the people’s organizations by providing them income-generating opportunities that will sustain their daily needs and help them become self-sustaining organizations in their communities.

He expressed hope that more ex-rebels will benefit from the peace-building initiatives of the government in the fulfillment and attainment of a sustainable, just and lasting peace.

Mayor Ariel Bitong, for his part, said the government is exerting its best efforts to help the people by providing livelihood resources to the communities once affected by armed conflict or insurgency.

“Kami sa LGU ay tumutugon, sana ay makatulong ito at maging kapaki-pakinabang (We, in the LGU, is responding. Hopefully, this could help and become beneficial),” Bitong said in an interview.

Meanwhile, the association officials thanked the LGU and the other concerned government agencies for the assistance.

“Sana po ay mas marami pa silang matulungan na iba pang mga tao na mahihirap na katulad namin(Hopefully, they will help more poor people like us),” said Dianawan Upland Farmers Association president Rubelyn Valiete.
