CAMP MELCHOR F DELA CRUZ, Upi, Gamu, Isabela- A former NPA child warrior received financial assistance from the Commission on Human Rights on Thursday, May 12, 2022 at Camp Melchor F Dela Cruz, Upi, Gamu, Isabela.

Atty Jimmy Baliga, Regional Director of CHR 02 personally awards the cheque amounting P10,000 to alias Rasib. “Isa lamang si alyas Rasib sa mga benepisyaryo ng ating programa na layuning makapagbigay ng tulong sa mga indibidwal lalo na sa mga kabataan natin na nakaranas ng Human Rights Violation. Asahan ninyo, na kaagapay ninyo ang aming Kagawaran sa pangangalaga ng karapatang pantao ng sinuman lalo na ng mga biktima ng teroristang NPA.”

Alias Rasib was only 12 years old when he was used as a courier and eventually recruited by his uncle as an armed member in 2005. According to him, his uncle promised to send him school and help his family with their daily needs if he will join the terrorist group. At his will in helping his family he was convinced to hold firearms and revolt against the goverment until 2007.
“Sobrang hirap po talaga sa loob. Wala naman akong magawa kundi sundin ang kagustuhan nila dahil tinatakot nila ako at binabantaan ang aking pamilya. Pero nung nakakita ako ng pagkakataong tumakas, tinatagan ko na ang loob ko at nagpapasalamat ako sa kasundaluhan natin na nag assist po talaga sakin para makapagbagong buhay.”

The beneficiary also added that the financial assistance he received will be for their daily necessities. “Napakarami na pong tulong ang natanggap ko sa ating gobyerno. At itong bigay ng Commission on Human Rights ay idagdag ko upang makatulong sa pang araw-araw naming gastusin ng aking pamilya.”

Note that, last month, four former NPA child warriors were also awarded 10,000 pesos each by the CHR at 17th Infantry Battalion Headquarters, Bangag, Lal-lo, Cagayan.

Lianga, Surigao Del Sur After a series of encounters between the government forces and the Communist-Terrorist Group (CTG) in the hinterlands of Sitio Panucmoan, Barangay Diatagon, Surigao del Sur, two (2) members of the Sub-Regional Sentro de Grabidad Southland (SRSDG-SL), Northeastern Mindanao Regional Committee (NEMRC) surrendered to the 8th Special Forces Company of the 3rd Special Forces (Arrowhead) Battalion last May 12, 2022, at Barangay Libertad, Prosperidad, Agusan del Sur.

Jessica Q Agustin, also known as @Apple, is a Medical Staff of SRSDG-SL and Romel O Damarillos, also known as @Kim-J, belongs to Squad 2 of the same CTG unit, surrendered with one caliber.30 M1 Carbine and Cal. 38 snub-nosed revolver.

Aside from the relentless combat operations that keep them on the run, the seemingly futile armed struggle and uncovered deceptions prompted them to surrender. They further revealed that the group’s abuses such as looting of farm products and harvests of the poor farmers in the hinterlands and their leaders mismanagement of their finances made them realize that they belonged to a group of bandits if not terrorists that are contrary to the propagated delusive ideals that enticed them to join the CTG. The terrible experience they suffered from their deceitful comrades forced them to denounce the deceptive ideologies of the CPP-NPA-NDF.

Lieutenant Colonel Gernale, Commanding Officer of the 3rd SF Battalion, is pleading the families of the remaining active members of the CPP-NPA to convince their loved ones to surrender and establish a strong and happy family so that together we can establish a strong and undivided nation.

The surrenderers are now under the custody of the 3rd SF Battalion for debriefing and will subsequently be enrolled in the Enhanced Comprehensive Local Integrated Program (E-CLIP) to receive financial and livelihood assistance from the Local Government.
