A Special Action Force (UTK) team would be stationed at Sabah’s east coast as the first team to respond to major security threats there, said Deputy Inspector-General of Police, Datuk Razarudin Husain.

Without giving details, he said the UTK team would also determine the level of security and public order in that area.

“We are just increasing the number of UTK personnel there and their role is different from that of the General Operations Force which is looking after the border areas.

“Among the aims is to ensure no kidnapping cases could happen and to improve security control,” he said after the Pride of Workmanship Awards ceremony, here, today when asked by reporters on stationing of the UTK team in tackling issues associated with the Abu Sayyaf militant group.

Meanwhile, Bukit Aman Traffic Investigation and Enforcement Department director, Datuk Mat Kasim Karim said it would not compromise with road users who violated the six main traffic rules during Op Selamat conducted in conjunction with the Chinese New Year celebration

“I wish to stress that police would not give a discount (on maximum fine of RM300) for road users who violate these six main traffic rules.

“These are exceeding the speed limit, beating the traffic lights, driving on the emergency lane, overtaking on the double lines, using the mobile phone while driving and cutting the queue,” he added.

Mudzrimar, the number two of the Philippines-based Islamist group, is seeking refuge in Sabah and could reactivate local allied groups. Malaysia is also deploying special teams on horseback along the border with southern Thailand, where local Muslim secessionist groups operate.



Kuala Lumpur (AsiaNews) – The Malaysian government is increasing airports and ports security and deploying Special Action Units to counter the increasing threat of terrorism by Salafi groups.

Abu Sayyaf appears to be increasingly active in Sabah, a state in the eastern of part Malaysian Borneo, not far across by sea from the Philippines and a threat to both countries.

The group was once linked to al-Qaeda but now seems to be moving closer to the Islamic State’s self-proclaimed caliphate.

Along Sabah’s coastline, Abu Sayyaf has been blamed for a number of incidents, including abductions for ransom to finance their activities. Its strongholds are on the islands of Basilan and Jolo, southern Philippines.

Although not yet a crisis, Malaysia is boosting security along the borders of the states of Sabah and Sarawak. Their target is Mudzrimar "Mundi" Sawadjaan, Abu Sayyaf’s second-in-command and an explosives expert.


According to the latest available intelligence he was present in the Philippines as late as January, despite his reported death in recent clashes in Sulu.

It is thought that Mudzrimar might be seeking refuge in Malaysian Borneo where his presence could potentially reactivate local groups allied with Abu Sayyaf or influenced by it.

In order to monitor and contain possible terrorist infiltrations along the border between Malaysia and Thailand, Malaysian security authorities are deploying special teams on horseback.

The region is prone to the smuggling of goods and people by criminal gangs with local connections.

The four provinces on Thai side of the border are particularly unstable with a low-intensity conflict that has festered for many years, pitting Thailand’s military against Muslim secessionist groups who resent being under the distant thumb of Bangkok and Buddhist Thais.

FORT MAGSAYSAY, Nueva Ecija — The Commander of the 7th Infantry (KAUGNAY) Division, Philippine Army, Major General Andrew D. Costelo PA reminded the troops of the 701st Infantry (KAGITINGAN) Brigade and its line units to focus on the accomplishment in the campaign objectives of the Philippine Army and to secure the conduct of the local and national elections during his visit at its headquarters in Sitio Magay, Barangay Don Martin Marundan, Mati City, Davao Oriental on January 31, 2022.

Colonel Edgar R. Delos Reyes, Deputy Brigade Commander of 701st Infantry (KAGITINGAN) Brigade, accorded an Arrival Honor to MGen Costelo together with BGen Romulo A. Manuel Jr. PA, Commander of Artillery Regiment, Philippine Army during the welcome ceremony.

Apart from 701st Brigade, the Commander also visited the headquarters of the 3rd Infantry (REGARDLESS OF WHAT) Battalion, 48th Infantry (GUARDIANS) Battalion, and 56th Infantry (TATAG) Battalion, Philippine Army — which are under the operational control of 10th Infantry Division in Mindanao.

In his Talk to Troops, MGen Costelo cited the accomplishments of the Mindanao-based units for the dismantling of the Guerrilla Front Units of the Communist Terrorist Groups reiterates his order to remain focused on the campaign objectives of the Philippine Army and that is to end the local communist insurgency before President Rodrigo Duterte step down from his office in June 2022.

Also, he reminded all troops to be always on alert for the conduct of their security operations concerning the conduct of the national and local elections in May 2022.

Relatedly, in support of the campaign of the Philippine Army, the 7ID relocates the 3rd Infantry Battalion to Samar Island under the Operational Control of 8th Infantry (STORMTROOPERS) Division in Eastern Visayas; and 81st Infantry (SPARTAN) Battalion in Bicol Region, under the Operational Control of 9th Infantry (SPEAR) Division.

Camp Navarro, Calarian, Zamboanga City – Western Mindanao Command Chief Lt. Gen. Alfredo Rosario, Jr. presided over the 1st Quarter 2022 Command Conference at the WestMinCom Headquarters, Camp Navarro, Calarian this city on Wednesday, February 2, 2022.

To observe minimum health protocols, the number of participants was reduced. Only the two deputy commanders and command staff were required to be physically present while the Joint Task Forces and other subordinate commanders attended the conference virtually.

During the activity, the Joint Task Forces and OPCON unit Commanders presented their respective unit operational updates and administrative concerns. Lt. Gen. Rosario, Jr. then gave his comments and guidance on how to address their concerns.

In his message, Lt. Gen. Rosario, Jr. said, “Let us keep the momentum going by stepping up our performance. Stay focused on achieving our goals for peace, security, and development here in Mindanao”.

He also directed the subordinate commanders to remind the troops to strictly remain apolitical and work hard to facilitate free, honest, and peaceful National and Local Elections.

“Give your full commitment to accomplish our goals. Let’s do this together,” the WestMinCom Commander added.

All the participants who attended physically passed the antigen test conducted an hour before the activity.

CAMP SIONGCO, Maguindanao – A Daulah Islamiya extremist under the Maute Group was neutralized during an encounter with the 1st Marine Brigade troops at Barangay Lumbac, Balabagan, Lanao del Sur on February 02, 2022.

In an initial report, Brigadier General Jonas Lumawag, 1Marine Brigade Commander disclosed that while conducting focused military operations against the group of Polo Alim, a DI-Maute (Lanao) member with an existing warrant of arrest for murder, an undetermined number of armed men started firing at the government troops which resulted in an exchange of gunfire.

“The firefight lasted for about ten (10) minutes resulting to the death of one (1) unidentified DI member and the recovery of one (1) firearm”, BGen. Lumawag added.

Recovered from the firefight were one (1) M16 rifle with attached M203 GL, one (1) hand grenade, one (1) cellphone, illegal drugs, and assorted drug paraphernalia.

Major General Juvymax Uy, Commander of the Joint Task Force Central and the 6th Infantry Division, lauded the brave acts of the security forces involved, both military and Balabagan MPS. “The JTFC will continue to support other law enforcement agencies to curb lawlessness and criminalities in our area of operation,” Maj. Gen. Uy said.

The commander emphasized that the terrorists should surrender at once to avoid incidents like this. “We have been calling the remnants of the Daulah Islamiya to lay down their arms and go back to the folds of the law to avoid circumstances like this, but some are not heeding to it. Surrender now and live peacefully with your families. The government and the JTFC will always welcome you,” Maj. Gen. Uy added.

Camp Navarro, Calarian, Zamboanga City – A member of the Abu Sayyaf Group surrendered to the troops of the Joint Task Force Basilan under Brig. Gen. Domingo Gobway on February 1, 2022. 50-year-old Ismael Ladjatua alias Maing/Abu Macca from Barangay Townsite, Maluso, Basilan yielded at the Joint Task Force Basilan Headquarters in Barangay Tabiawan, Isabela City, same province at about 1:30 in the afternoon Tuesday.

According to Lt. Gen. Alfredo Rosario, Jr., Commander of Western Mindanao Command, the surrendered personality was a follower of the late Isnilon Hapilon. He handed over one Carbine rifle with magazine and five live ammunition to Brig. Gen. Gobway.

Ladjatua surrendered after realizing that senseless violence is not the solution to poverty. Also, he got tired of hiding from the government forces. Subject personality relayed that he was forcibly recruited by the ASG at his former residence in Barangay Canibungan, Lantawan, same province when he was 25 years old. In 2017, he migrated to Malaysia to work as construction helper. He decided to return to Basilan last January 10 after five years of hiding in Malaysia. He then sought assistance for his surrender.

Brig. Gen. Gobway expressed his gratitude to the surrendered personality for entrusting himself to the JTF Basilan. “We will assist him as he starts a new life with his family,” the Task Force Commander said.

The surrender of Ladjatua is a result of the strong collaboration of JTF Basilan and 101st Infantry Brigade with the MILF-CCCH and the intelligence units. Surrendered personality is currently under the custody of the 101st Infantry Brigade for proper disposition.

“It is evident that our troops are doubling their efforts to encourage surrender among the bandits,” Lt. Gen. Rosario, Jr. said. “This recent accomplishment only proves that the landscape in the area has totally changed.”

“ I am elated with this development, and I commend our soldiers and those who are helping and assisting them to achieve these successes,” the WestMinCom Commander added.

Since January this year, six abus already surrendered to the government forces with most of them also turning over their firearms and ammunition. Ladjatua is the first Abu Sayyaf Group member who surrendered in Basilan while the five others yielded in Sulu.

Camp Aquino, Tarlac City – 41 members of Kasigudan Aywanan Takderan Binangon di Kabunyan Organization (KATABIKO), a mass base support group for Communist terrorists, surrendered to the 69th Infantry Battalion of the Joint Task Group (JTG) Defender under Joint Task Force (JTF) Kaugnay, on January 30, 2022, at Bunga National School, Barangay Bunga, Tadian, Mountain Province.

In a statement, Lt. Gen. Ernesto Torres Jr. said that “the conduct of collaborated local peace initiatives by the security forces and the local government units in the area paved the way for the peaceful and voluntary surrender of the 41 Communist terrorist supporters.“

According to JTG Defender Commander Brig. Gen. Krishnamurti Mortela, the accomplishment of the 69th Infantry Battalion led by Lt. Col. Marcelo Valdez was made possible with the help and support of the local government units, partner agencies, and stakeholders who continue to fight with the government’s aim to end local communist armed conflict.

Brig. Gen. Mortela disclosed that “the Katabiko is a part of the Indigenous Sector that was victim of the lies and deceptions of Communist terrorist groups.”

“They were heavily manipulated by the terroristic spew of lies of the Communist terrorists,” the Brig. Gen. Mortela added.

Meanwhile, JTF Kaugnay Commander Maj. Gen. Andrew Costelo expressed his gratitude to the 41 former supporters of the CTG who returned to the folds of the law and chose the path of peace instead of violence.

“Your surrender manifests the genuine desire of each one of you to end the long-drawn armed conflict that the Communist terrorists had started. We will not let your efforts go to waste, the JTF Kaugnay will ensure that the diverse and rich culture of the Cordillerans will not be tainted anymore by terroristic threats of the CTG, “Maj. Gen. Costelo said.

“As our troops on the ground continue to find the approach of local peace engagements and community support programs effective, they continue to spark hope for us —your security forces that the remaining Communist terrorists and their supporters are growing tired and are now waking up from the deceits and lies of the CTGs, as more of their members and supporters yield to the government,” said Lt. Gen. Torres.

“Your security forces in the north will continue to gear towards a more peaceful approach in encouraging our brothers and sisters who are still under the claws of the CTGs to yield to the government and avail of the Enhanced Comprehensive Local Integration Program (E-CLIP). With peaceful discourse, we welcome you with open arms as you signify your intention of becoming productive citizens of our country,“ furthered Lt. Gen. Torres.

FORT BONIFACIO, Metro Manila – The Commanding General, Philippine Army (CGPA) Lt. Gen. Romeo S. Brawner, Jr., and Gen. Charles A. Flynn, Commanding General, United States Army Pacific (CG, USARPAC) held a virtual bilateral meeting on February 1, 2022.

“We just want to express our gratitude for all the support that you have been giving the Philippine Army through our trainings, exchanges, and exercises,” the CGPA said in his remarks.

The CGPA likewise thanked the US military for helping PA beef up its capabilities. He specifically conveyed his gratitude to USARPAC for providing military assistance and technical intelligence to PA which proved instrumental in defeating ISIS-inspired terrorists that attacked and occupied Marawi City in 2017.

Lt. Gen. Brawner also told Gen. Flynn that the PA is planning to send this year a company size delegation to the Joint Pacific Multinational Readiness Center in Hawaii.

For his part, Gen. Flynn congratulated Lt. Gen. Brawner for his recent designation as CGPA and his promotion to three-star rank.

Gen. Flynn added that the USARPAC is willing to share lessons and expertise in the creation of quick reaction deployable Brigade Combat Teams (BCTs) in order to enhance the combined arms capability of the Philippine Army.

The CGPA, in his command guidance, has vowed to enhance the skills of soldiers which is one of the most important resources of the Philippine Army to further bolster the capabilities of the Army units towards mission accomplishment.

Regional Director of National Intelligence Coordinating Agency-Regional Office 3 Ms. Ma. Luisa De Guzman paid a courtesy visit to Northern Luzon Command Commander Lt. Gen Ernesto Torres Jr. to solidify partnership and cooperation in pursuing campaigns for peace and development.

Ms. De Guzman together with personnel from NICA-Region III was welcomed by Lt. Gen. Torres and the command staff at NoLCom headquarters in Camp Aquino San Miguel, Tarlac City at around 9:00 a.m. on February 2, 2022.

During her visit, Ms. De Guzman expressed her gratitude to Lt. Gen. Torres for the warm welcome and extended her support to the command’s campaign against terrorism and as a part of the National Task Force to End Local Communist Armed Conflict’s (NTF-ELCAC) Situational Awareness and Knowledge Management (SAKM) cluster to further expedite the process in fully ending local communist armed conflict in the region.

Likewise, Lt. Gen. Torres. thanked the guests for visiting the command and for their commitment and active participation to NoLCom’s thrust for lasting peace and development in its area of operations.

“Let us continue to strengthen our coordinating efforts in ending Communist terrorism, and solidify our endeavor to work in a holistic and integrated manner to deliver much-needed services to underdeveloped, conflict-affected communities, and to achieve inclusive development and lasting peace for the communities in our area of responsibility,” Lt. Gen Torres added.

Brgy Bato, Sagay City, NegOcc — The Philippine Army’s 79th Infantry (Masaligan) Battalion, 3ID, PA joins the Peace Covenant Signing in Toboso on February 1, 2022.

The event started with a Holy Mass at St. Anthony de Padua Parish Church followed by the signing of peace covenant by the local candidates from different political parties and heads of cognizant government agencies as witnesses.

In attendance during the activity were Hon. Richard Jaojoco, incumbent Municipal Mayor; Rev. Fr. Rannie Veriña, Parish Priest; PLTC Jay Malong, 1st NOPMFC; PCPT Paul Kenneth Magan, COP Toboso MPS; Lieutenant Colonel J-jay Javines, Commanding Officer of 79IB; Ms. Ma. Aprille Perater, Election Officer III; Mayoral candidates Evello Valencia Jr. of the National People’s Coalition (NPC) – Toboso and Mrs. Madonna Marañon-Jaojoco of PDP Laban-Toboso together with their respective candidates for vice mayor and councilor positions.

In his message Lt. Col. Javines urged the candidates to genuinely commit and faithfully abide themselves with the tenets of the covenant for a safe, accurate, fair and free National and Local Elections come 09 May 2022.

“There is one thing I would like to request from all of you, please do not engage and solicit the support of any armed group particularly the Communist Terrorist Group (CTG). As it is during the elections that they are able to a mass huge amount of resources from their Permit to Win and Permit to Campaign schemes. Let us allow our people to cast their votes freely, void of fear nor intimidation. Let us hear their voice in this elections,” said Lt.Col. Javines.

On January 30 and 31, local candidates in the municipalities of Calatrava and EB Magalona also reaffirmed their pledge for a peaceful, fair, and honest elections.

A similar activity is set to be conducted on February 3 in the municipality of Murcia, Negros Occidental while other remaining cities and municipalities have yet to schedule the conduct of similar undertaking.

CLAVERIA, Misamis Oriental – The Provincial Government of Misamis Oriental entered into an agreement with the municipalities of Salay, Claveria, and Lagonglong for the Downloading of Support to Barangay Development Program (SBDP) funds at the Provincial Capitol in Cagayan de Oro City on January 31, 2022.

Misamis Oriental and the abovementioned municipalities signed the Memorandum of Agreement pursuant to DBM LBC Circular no. 135, to download the SBDP funds at the municipal level intended for recipient beneficiary barangays of 2021 and finally begin the non-infrastructure projects or livelihood projects identified by these barangays to benefit their communities.

The agreement’s provisions focused on providing livelihood support and assistance to farmers, women, youth, and education sectors, to name a few. The livelihood projects that were intended and identified for them were carefully planned and considered during the DILG’s Retooled Community Support Program (RCSP) in the previous months.

Salay’s LGSF-SBDP funds total Php9,200,000.00; Lagonglong’s LGSF-SBDP funds total Php2,000,000.00; and Claveria’s LGSF-SBDP funds total Php4,125,000.00. All for the beneficiary barangays’ non-infrastructure or livelihood projects.
The province’s responsibilities under the agreement include working closely with the DILG Misamis Oriental provincial office to ensure the effective and efficient implementation and monitoring of the SBDP projects, as well as ensuring that municipalities submit a monthly financial and physical accomplishment report to the provincial government and the DILG MisOr for monitoring and reporting purposes.

Meanwhile, municipalities must follow LGSF-SBDP policies, guidelines, and other relevant government regulations, as well as use the funds received from the provincial government solely for the approved project and submit a monthly progress and accomplishment report.

Gov. Bambi Emano vowed to the best of his ability to ensure the completion and success of these projects before the end of his term, as he considers this initiative critical to improving the people of Misamis Oriental’s standard of living.

One of the witnesses, Lt Col Ricky L Canatoy, Commanding Officer of 58IB, praised the partnership between the Provincial Government and its municipalities, for this initiative, in order to expedite the delivery of much-needed livelihood projects for the beneficiary barangays.

The signing of the Memorandum of Agreement was graced by Hon. Yevgeny Bambi Emano, Provincial Governor, together with Provincial Administrator Atty. Jocelyn Lood-Mateo, PIATF Chief Dr. Jerie P. Calingasan, ProVeT Head Dr. Benjamin Resma, Provincial Planning and Development Coordinator Mr. Stanley Uriarte, the 58IB Commanding Officer Lt. Col. Ricky Canatoy, and DILG Provincial Director Engr. Marisia Naybe.

The Communist Party of the Philippines (CPP) says National Democratic Front peace consultant Pedro Codaste was abducted and summarily executed by the military in Bukidnon, debunking military claims that he died in battle.

Marco Valbuena, CPP chief information office, said that based on initial reports they have gathered, Codaste, also known as Ka Gonyong and Ka Serv, was “detached from the New People’s Army since August 2021 to convalesce from various ailments and was staying in a house somewhere in Bukidnon.”

Communications with Ka Gonyong was cut on January 19, during which he was likely taken by state agents, Valbuena said.

In all likelihood, he said, Codaste was subjected to torture before he was summarily executed.


A report provided by the military to reporters quoted Lt. Col. Neil Armstrong Batayola, commander of the Army’s 16th Infantry Battalion, as saying Codaste and his companion known as Ka Sandro were killed during a 30-minute gunfight in Barangay Kalabugao, also in Impasugong on Friday, Jan. 21, 2022.

Batayola said police and soldiers responded to a call from concerned citizens in Kalabugao regarding “an armed group conducting atrocities in the area.”

However, the NPA unit in the area said no such encounter took place in Kalabugao during that day, Valbuena said.

The CPP said they denounce the murders of at least 15 revolutionaries committed by government forces since early 2020 who were either captured or were unarmed. This include NPA spokesperson Jorge Madlos (Ka Oris) who was killed with his medic in Impasugong, Bukidnon after they were abducted last October 29, 2021, and CPP leader Menandro Villanueva, who was captured alive in an armed encounter in Davao de Oro in December, but was declared killed by the AFP last January 6, 2022.

Valbuena saluted Codaste, whom he said has served the revolutionary movement for more than 50 years. The movement said Codaste has lived past 70.

“His lifelong commitment to serve the workers and peasants will forever inspire the new generation of revolutionary fighters to persevere along the arduous path of resistance to fight for the people’s national and democratic aspirations,” Valbuena added.

Marines to decide where to deploy newly acquired Indian cruise missiles

The Philippine Marine Corps (PMC) has yet to determine where to deploy the newly acquired Indian-made BrahMos medium-range ramjet supersonic cruise missiles that were procured as part of the revised AFP modernization program.

3rd Marine Brigade (3rd MBde) commander Brig. Gen. Jimmy Larida said Monday during the MAREX22 that while the acquisition process is still ongoing, it is the PMC that will decide whether or not to provide one for Palawan.

“For now, the acquisition process is still ongoing, I think nakaraan ay signing ng contract, but kung saan ito ilagay at paano i-utilize ay still being conceptualized by the Philippine Marine Corps,”
Larida said.


According to a report by the Philippine News Agency (PNA), the Department of National Defense (DND) and BrahMos Aerospace director-general Atul Dinkar Rane signed the contract worth P18.9 billion.

The conceptualization of the Shore-Based Anti-Ship Missiles for the Philippine Navy started in 2017 after President Rodrigo Duterte gave his approval for its inclusion in the Horizon 2 Priority Projects in 2020.

“We are glad that in 2020, President Rodrigo R. Duterte finally approved its inclusion in Horizon 2 priority projects under the Revised AFP Modernization Program,” defense secretary Delfin Lorenzana said.

The three missile batteries will also be acquired by the Philippines under the contract, with delivery expected to begin this year.

Under the contract are three batteries of the missiles, training for operators, and the Integrated Logistics Support (ILS) package.

A missile battery consists of three mobile autonomous launchers with two or three missile tubes each, with tracking systems. It also provides counter-attack capabilities within the Philippine Exclusive Economic Zone.


Lorenzana said he believes the acquisition will enhance the capability of the country, particularly the PMC’s Coast Defense Regiment.

“As the world’s fastest supersonic cruise missiles, the BrahMos missiles will provide deterrence against any attempt to undermine our sovereignty and sovereign rights, especially in the West Philippine Sea,” Lorenzana said.

“Rest assured that the government under the Duterte Administration, up until the end of the President’s term, will support your vision of becoming a modern and multi-capable Navy that is able to defend our territory, protect our seas, and secure our maritime nation’s future,” he added.

A New People’s Army (NPA) rebel surrendered to the police of Bingawan town on Monday.

The 27-year-old Leonil Navigar of Barangay Poblacion, Bingawan also surrendered a .357 revolver with two bullets.

Joining the rebel movement at age 16, Navigar had a total of 11 years with the NPA. He led Squad 1 Igabon Platoon based in Tapaz, Capiz.


Mayor Mark Palabrica said Navigar was convinced to leave the NPA after knowing that the municipal government had been helping rebels surrender.

Navigar had other relatives in the underground movement, according to Palabrica, such as a brother-in-law.

The local government of Bingawan gave as assistance to Navigar one sack of rice and P10,000.

More benefits await the former rebel from the Enhanced Comprehensive Local Integration Program or E-CLIP of the national government.

“We are thankful that he finally realized nga wala sia sang maayo nga madangatan,” said Palabrica.

He urged other rebels to surrender, too.

“The government is willing to help them,” Palabrica said.

The NPA has three options – die in an encounter, be captured or surrender voluntarily, according to Major General Benedict Arevalo, commander of the Philippine Army’s 3rd infantry (Spearhead) Division based in Tapaz, Capiz.

Surrender is the best option, he stressed.

According to Arevalo, in Panay Island, the 3ID’s biggest accomplishment were the deaths of 16 rebels in an encounter on Dec. 1, 2021 in Barangay Alimodias, Miag-ao, Iloilo.

“Once again, I call the rebels to surrender kasi kahit kami ayaw namin ng away. Kung willing kayo magbalik-loob sa gobyerno, we will help you through the E-CLIP program,” Arevalo said.

The 3rd Infantry (Spearhead) Division (3ID) of the Philippine Army neutralized 142 New People’s Army rebels in Panay and Negros islands in 2021.

Data from the 3ID showed 71 rebels surrendered, 49 died in clashes with government forces, and 22 were captured.

12 of the neutralized rebels were top leaders of the NPA. Among them were:


* Reynaldo Bocala alias Russ/Bading, chief of the Regional Finance Bureau of Komiteng Rehiyon-Panay

* Marilyn Badayos alias Monet, finance officer of (NNF, KR-NCBS)

* Joven Ceralvo alias Lex, commanding officer of Front Operational Command, and deputy secretary of the Southern Front, Komiteng Rehiyon-Panay


“These accomplishments were the result of the FMOs (Focused Military Operations) of the 3ID coupled with purposive Civil Military Operations and the support of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC),” Apitong said.

For his part, 3ID commander, Major General Benedict Arevalo, attributed the 2021 accomplishments to the vigilance and cooperation of Western and Central Visayas people, as well as the continuous collaboration with the NTF-ELCAC.

He likewise commended all the 3ID troops for their exemplary performance and contribution in winning the fight against the insurgency.

“I’m urging my men to maintain the gains of the division’s peace drive guided by its campaign mantra, ‘Loved by the people, feared by the enemy,’” Arevalo said.

He added: “The government is always open to rebels who want to return to the folds of the law. We urge the rebels to lay down their arms while they still have time.”

AN INJURED member of the New People’s Army (NPA) surrendered to the 11th Special Forces Company in T’Boli, South Cotabato on Jan. 31.

Capt. Krisjuper Andreo Punsalan, commanding officer of the 11th Special Forces Company of the 5th Special Forces Battalion,
identified him as Ricky Lumbay, 20, a resident of Kiamba, Saranggani and member of NPA’s Guerilla Front Musa, Far South Mindanao Regional Committee (FSMRC).

Lumbay officially surrendered with his caliber 5.56 M16A1 Carbine rifle with serial number: 695303 to the 11th Special Forces Company, 5th Special Forces Battalion (5SFBn) under the 1st Mechanized Brigade, 6th Infantry Division, and T’boli Mayor Dibu S. Tuan.

Lumbay was among of the NPAs encountered by government troops in T’Boli during the combat operations launched from Dec. 27. 2021, to January 2022 in Barangay Tudok, T’Boli. It can be recalled that series of encounters took place and six NPA terrorists were allegedly wounded.

“Noong narinig naming nagputukan na, tumalon ako sa bangin at ung ibang kasama ko nagtakbuhan na rin lalu na narinig nila yung helicopter. Kaya ako napilay at nasugatan dahil sa pagtalon ko sa bangin,” he said.

“Naligaw ako sa aking mga kasama, pagod, gutom at masakit ang aking katawan kaya gumawa ako ng paraan para makalapit sa mga tao at mag-surrender,” he added.

5SFBn informants from Sitios of Motosom, Salabanog and Mangga of Barangay Laconon, T’Boli, SC immediately reported the presence of Alias Jeric.

Recently, said sitios and its nearby barangays were subjected to the community support program and retooled community support program conducted by the LGU T’Boli and the 5SFBn.

Mayor Dibu S. Tuan said that the NTF-ELCAC mechanisms are effective because of the recent surrenders of the local guerrilla units and NPA fighters from October 2021 to date.

“Our conduct of CSP and RCSP is gaining grounds and it must be sustained. These development-oriented approach coupled with the AFP and PNP’s peace, law enforcement and development support activities and combat operations is a good practice that every LGU must adopt and sustain further, “ Tuan said.

The LGU of T’Boli provided the surrenderee with immediate medical and financial support. Further, he will be enrolled to the Enhanced Comprehensive Local Integration Program (E-CLIP).

The 5SFBn commends the local government unit’s within their area of operations for the great partnership in implementing the NTF-ELCAC mandate which positively results in peaceful surrenders and combat encounters against the CTGs in South Cotabato.

A leader of local Muslim community was shot and killed by an unidentified gunman on Tuesday night in Brgy. 4, Victorias City, Negros Occidental.

The victim was identified by the police as Iksan Umpar, 35, of Toreno Heights Subdivision in Bergy. 3, Victorias City.

Umpar, who succumbed to multiple gunshot wounds, was declared dead on arrival at the Victorias City Emergency Clinic, according to initial investigations of the police.

The victim was inside his vehicle when the unidentified gunman approached and shot him.


The shooting incident was witnessed by the wife of the victim.

Recovered from the scene of incident were three empty shells and a fired cartridge believed to that of 9mm pistol.

The motive of the shooting incident is still being established by the police. Umpar was reported as a Muslim community leader in Victorias City.

An alleged member of Dawlah Islamiyah was killed while two others were captured during an encounter Thursday morning with the Marines in Barangay Lumbac, Balabagan, Lanao del Sur.

The fatality was identified as Saipoden Bangka Ayok, and those captured as Datu Saida Abikan and Alimusa Ayon Bagol.

They reportedly belonged to a group under Polo Alim, who operates in Lanao del Sur.

Recovered at the scene of incident were one M16 rifle with attached M203 grenade launcher, one hand grenade, ammunition of 5.56mm and 40mm, one transceiver radio, illegal drugs and drug paraphernalia, and other war materials.

Four Marines were slightly injured during the said firefight.

The group reportedly sought refuge in Balabagan, Lanao del Sur after being hunted down by military forces in Sultan Dumalondong town in the same province.

Local residents tipped off their presence to the military resulting in a military operation conducted by the Marine Battalion Landing Team–2 under the 1st Marine Brigade.

BGen Jonas R. Lumawag, commander of 1st Marine Brigade and Naval Task Group – Central under Joint Task Force – Central, they will never allow the resurgence of violent extremism in the coastal municipalities of Lanao del Sur.

He commended the MBLT-2 for its prompt response to the information provided by the residents of Balabagan.

A follower of the late Isnilon Hapilon, the emir of all Islamic State forces in the Philippines, has surrendered to military authorities in Basilan province, a top military official said Thursday.

Ismael Ladjatua, 50, who carries the aliases Abu Maing and Abu Macca, surrendered Tuesday
to Brig. Gen. Domingo Gobway, the Army’s 101st Infantry Brigade commander and concurrent head of Joint Task Force (JTF)-Basilan.

Ladjatua, of Barangay Townsite, Maluso, Basilan, surrendered due to the government’s intensified campaign against terrorism and lawless elements in the province, according to Gobway.

He said Ladjatua also realized that senseless violence is not the solution to rise from poverty.

“He was already exhausted of hiding from the government forces making his life difficult,” Gobway said.

Ladjatua turned over a Carbine rifle with ammunition when he surrendered.

Gobway expressed his gratitude to Ladjatua for trusting the JTF-Basilan as he starts a new life with his family toward a brighter future.

Ladjatua is one of the followers of Hapilon, a Basilan-based Abu Sayyaf Group leader, who pledged allegiance to the Islamic State for Iraq and Syria.

Hapilon was killed on Oct. 16, 2017 at the height of the Marawi siege.

The Philippine Navy’s landing platform dock BRP Tarlac has completed its fifth relief operation in the Visayas, helping thousands of victims of Typhoon Odette that battered parts of the Visayas and Mindanao in December last year.

In a statement on Thursday, the Naval Forces Central (Navforcen) said BRP Tarlac (LD601), skippered by Commander Emerson Oxales, successfully transported and delivered approximately 370 tons of relief cargoes for the relief sortie operation on Chinese New Year.


“LD601 arrived and docked at Pier 4, Cebu City last January 30, 2022 wherein she carried consolidated relief goods and essential items from different government agencies, Philippine Navy units, and stakeholders intended for typhoon-affected communities in Cebu, Bohol and Negros Oriental,” Navforcen’s public affairs officer, Lt. Junior Grade Frances Maye Macapinig said.

Macapinig said organic personnel of the Navforcen, along with its operational and tactical control units, participated in the unloading and hauling of relief goods from the landing craft.

Navforcen has operational and tactical control units in the three regions in the Visayas -- Naval Installation Facility –Central (NIF-C), Marine Amphibious Ready Unit, 9th Marine Battalion (MARU, 9th MBn), Civil Military Operations Unit – Central (CMOU-C), Naval Special Operations Unit – 5 (NAVSOU-5), Naval Information and Communication Technology Station – Cebu (NICTS-C), Naval Reserve Center Eastern Visayas (NRCEV), and Naval Supply Depot Cebu (NSDC).

The assorted relief goods and cargoes will be sorted out before distribution to the beneficiaries.

CAMP SIONGCO, Maguindanao – A member of Dawlah Islamiya (DI) - Maute terror group has been neutralized in Lanao del Sur, raising to three the number of DI members slain during military operations in the past three days in Central Mindanao.

On Thursday, the Army’s 6th Infantry Division (6ID) based here announced the death of the DI combatant during an encounter with elements of the 1st Marine Brigade (1MBde) in Lanao del Sur on Wednesday.

In a report, Brig. Gen. Jonas Lumawag, 1MBde commander, said elements of Philippine Marines were conducting focused military operations Wednesday against the group of Polo Alim, a member of the DI-Maute group, when gunmen started firing towards them in Barangay Lumbac, Balabagan, at past 9 a.m. that led to a firefight.

“The firefight lasted for 10 minutes resulting in the death of one unidentified DI member and the recovery of one firearm,” Lumawag said.


The companions of the slain terrorist abandoned him and fled to the forest, Lumawag added.

He said the soldiers were to serve the warrant against Alim when the firefight erupted. No casualty was reported on the government side.

Soldiers found an M-203 rifle, a hand grenade, a mobile phone, illegal drugs, and assorted drug paraphernalia at the encounter site.

Maj. Gen. Juvymax Uy, Army’s 6ID commander, lauded the Marines for the neutralization of the remnant of the Maute terror group, the extremists responsible for the 2017 Marawi siege.

Uy, also head of Joint Task Force Central (JTFC), said military forces in Central Mindanao will continue to support other law enforcement agencies to curb lawlessness and criminalities in the 6ID area of responsibility (AOR).

The 6ID covers the provinces of Maguindanao, Sultan Kudarat, South Cotabato, and parts of North Cotabato, Lanao del Sur, and Sarangani.

He said while the military is determined to crush terrorists in its AOR, the 6ID and JTFC remains open for their peaceful surrender.

“Surrender now and live peacefully with your families. The government and the JTFC will always welcome you,” Uy said.

On Tuesday, two DI-Maguid Group terrorists were also neutralized during an armed encounter with the Army-led JFTC forces in Barangay Lapu, Polomolok, South Cotabato.

The Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) is no longer significant in Panay with two of its top leaders being among the 12 ranking officials in Western and Central Visayas neutralized by government troops in 2021.

“When neutralized it could be killed, it could be surrendered, it could be apprehended or captured. They could no longer go back to their movement,” said Capt. Kim L. Apitong, officer-in-charge of the 3rd Infantry Division (3ID) Public Affairs Office, in an interview Wednesday.

Among those neutralized were Joven Ceralvo alias Lex, commanding officer of the Front Operational Command and deputy secretary of the Southern Front, Komiteng Rehiyonal Panay; and Reynaldo Bocala alias Russ/Bading, the chief regional finance bureau of Komiteng Rehiyon-Panay.

Ceralvo was among those killed in the Dec. 1 operation of government forces in the NPA hideout at Sitio Burak, Barangay Alimodias, Miagao while Bocala was slain following a shootout with government troops evening of May 28 in Pavia, all in Iloilo.

The spokesperson said that the Dec. 1 operation was a big blow to the organization where apart from Ceralvo, eight other NPA rebels were killed.


“We hit them directly. We targeted them in such a way that they were surprised,” Apitong added.

The 3ID, in a press statement, said through its various units, a total of 142 CPP-NPA-NDF were neutralized in Western and Central Visayas since last year up to now.

Of those neutralized, 71 have surrendered, 49 died in encounters, 14 were apprehended, and eight were captured.

Evidence showing that the terror group is now "insignificant" is the lack of mass actions in various streets in Panay each time the terror group has an event such as their anniversary.

“We hit them hard on the battle of perception and at the level of combat operations,” Apitong said.

The spokesperson credited the support from the community which provide relevant information for their successful anti-insurgency.

He said that the terrorist group could no longer find an ally in Panay as it has lost control of barangays where they used to have sympathizers.

“We have already cleared the barangays. There are only some sitios (zones) and parts of some barangays where they threatened and harassed residents,” he added.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the NDF as a terrorist organization on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA that was created in April 1973.

Government officials and friends grieve over the sudden death of Sadanga, Mountain Province Mayor Gabino Ganggangan, a staunch advocate of the region's peace and development.

National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) spokesperson and Presidential Communications Operations Office Undersecretary Lorraine Marie Badoy, in a social media post on Wednesday, said: “One moment, we were talking about the bridge he wanted to be built for his beloved Sadanga and how we would finally defeat the CPP-NPA-NDF (Communist Party of the Philippines-New People’s Army-National Democratic Front) and in the next moment, he was gone. Like a giant bird from the sky swooped down and snatched him from us.”


Badoy further wrote on her social media page: “Yes, us. Because even as he passionately loved and championed the people of Sadanga and even as all his waking hours were about how to make lives better for the people he was duty-bound and heart-bound to serve (this was what we spoke about 90 percent of the time), he was, for all intents and purposes, the Filipino people’s too.”

She added that the late mayor "inspired us all and you taught us how to stand proud and tall–like a Cordilleran–and how to hold a spear and how to thrust that spear in the heart of the monsters before us. Our hearts lie broken, Manong Mayor, at your sudden leave-taking.”

Cabinet Officer for Regional Development-Cordillera (CORDS) Department of Agriculture (DA) Secretary William Dar, in a separate post, said “on behalf of Office of the Cabinet Officer for Regional Development-CAR, Department of Agriculture, the ELCAC teams at the national, regional, provincial, and local levels, extends the deepest sympathy to the family, the community of Sadanga, and friends of Mayor Gabino Ganggangan.”

“Mayor Gabi, as he is fondly called by his friends and co-workers, is a man of principle and conviction. He committed and dedicated his adult life to working for causes he believes to serve the best interest of his constituents and fellow Cordillerans. These causes include autonomy for the Cordillera, peace, and community development,” he added.

Meanwhile, in a press release sent to the media, Brig. Gen. Ronald Lee, Police Regional Office-Cordillera (PROCor) chief, said “Hon. Ganggangan was known for inspiring his people through his exemplary public service and his strong opposition against the CPP-NPA-NDF by exposing their deceptive propaganda and recruitment."

Ganggangan was a witness to the signing of the Mount Data accord between the Cordillera People's Liberation Army (CPLA) and the Philippine government in 1987 that led to the issuance of Executive Order 220 creating the Cordillera Administrative Region.

After President Rodrigo Duterte’s issuance of EO 70 in 2018, the mayor openly expressed his support and gave talks about how the NPA has misled the people, especially the people in the Cordillera.

At the height of the pandemic in 2020, he slammed the leftist organizations on social media about how the communist front groups use the indigenous peoples in their money-making activities in the guise of helping the tribal communities.

Ganggangan suffered cardiac arrest and was rushed to the Bontoc General Hospital but passed away before midnight on January 29.

CAMP AQUINO, Tarlac – The Northern Luzon Command (Nolcom) and the National Intelligence Coordinating Agency (NICA) have vowed to strengthen collaborative efforts to pursue peace and development campaigns.

A social media post by Nolcom said NICA Regional Director Ma. Luisa De Guzman visited this camp on Wednesday, during which she extended her full support to the campaign of the Nolcom against terrorism.

As part of the National Task Force to End Local Communist Armed Conflict’s (NTF-ELCAC) Situational Awareness and Knowledge Management (SAKM) cluster, De Guzman said NICA vowed to further expedite the process of fully ending local communist armed conflict in the region.


Nolcom commander, Lt. Gen. Ernesto Torres Jr., for his part, thanked the NICA officials for their commitment and active participation in the command’s thrust for lasting peace and development in its area of operations.

“Let us continue to strengthen our coordinating efforts in ending communist terrorism, and solidify our endeavor to work in a holistic and integrated manner to deliver much-needed services to underdeveloped, conflict-affected communities, and to achieve inclusive development and lasting peace for the communities in our area of responsibility," Torres said.

Earlier, the Nolcom chief cited the need to engage and work with different agencies to address the issues in local communities that the Communist Party of the Philippines-New People's Army (CPP-NPA) uses to exploit as part of their manipulative ploys to deceive the people.

He also emphasized the importance of the military’s Community Support Programs (CSPs) as a progressive and sustainable campaign that would address the root causes of internal conflict.

Meanwhile, Torres assured that all communist terrorists who return to the fold of the law will be given a chance to be reintegrated into mainstream society through the government’s Enhanced Comprehensive Local Integration Program (ECLIP).

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the National Democratic Front as a terrorist organization on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA that was created in April 1973.

The Police Regional Office in Bicol (PRO5) has condemned the New People's Army (NPA) for attacking government troops who were to serve a warrant of arrest in Sitio Tucao, Barangay JMA, San Miguel town in Catanduanes that killed a police officer.

Brig. Gen. Jonnel Estomo, PRO5 regional director, said the manhunt operation against two No. 1 Provincial Most Wanted Persons conducted by operatives from the San Miguel Municipal Police Station and First Provincial Mobile Force Company of Catanduanes Police Office on Tuesday ended in the NPA's brutal killing of SMS John Teston.

“Mariin naming kinukondena ang pananambang sa ating mga kasamahan sa San Miguel, Catanduanes kaninang umaga. Ito ay isang kasuklam-suklam na pangyayari at nagpapakita lamang ng karuwagan at kawalang pag galang sa awtoridad. Ang ating mga pulis ay naroon lamang upang gampanan ang kanilang mga tungkulin na ipatupad ang batas. (We are condeming the ambush against our fellow police officers in San Miguel Catanduanes early today. This is disguting and only shows cowardness and no respect to the authorities. Our policemen are just doing their jobs in enforcing the law)," Estomo said in a statement sent to reporters Tuesday night.

In a follow-up interview on Wednesday, Maj. Malu Calubaquib, PRO5 spokesperson, said Teston was assigned at the San Miguel Police Station.

"The police operatives were about to serve the warrant of arrest against two top provincial most wanted persons with 25 counts of rape and violation of PD (Presidential Decree) 705 (Forestry Reform Code of the Philippines). Sad to say, the police operatives did not get them and when they are about to withdraw in the area, they were attacked by more or less 15 rebels," Calubaquib said.

The police officers were fired at by the rebels while they were on their way back to the station, she said.

"As part of the directives of Brig. Gen. Estomo, troops from Catanduanes PPO, and 83rd Infantry Battalion were deployed to the area to ensure the safety of the other policemen. After the rescue operation, the other five policemen were rescued in the house of the barangay captain," Calubaquib said.

The rebels were able to get the cellphone, wallet, copy of the warrant of arrest, and service firearm of Teston, whose body was brought to the St. Peter Funeral Homes, in Virac, Catanduanes for post-mortem examination.

Recovered at the clash site was one empty bullet of a 7.62-caliber and 12 empty bullets of 5.56-caliber firearms.

Calubaquib said continued operations and investigation were being conducted to identify the suspects behind the police officer's killing.

"We are saddened by the untimely death of our brother in arms and we send our deepest sympathies to his family. We make sure that we are ready to help. We are also asking the help of the public for the immediate resolution of this incident," Estomo added in his statement.

Meanwhile, Catanduanes Governor Joseph Cua, in a post on his social media page on Tuesday night, said: "An sakuyang pakikidumamay sa pamilya ni PSMS John D. Teston o mas bistado sa ngalang Rambo. (My symphathy with the family of PSMS John D. Teston or popularly known as Rambo)."

Justice must be served on the police officer's death, he added.

A leader of the House of Representatives on Thursday urged Foreign Affairs Secretary Teodoro Locsin Jr. to seek a formal explanation from the United States (US) Embassy on the State Department’s “Do Not Travel” recommendation to the American citizens bound for the Philippines.

In a letter addressed to Locsin, House Economic and Stimulus Recovery Cluster chair Joey Salceda recommended that Locsin's office summon the US Ambassador, or at the very least request a formal and official explanation.

The US State Department's advisory was released on Wednesday due to “a very high level of Covid-19 in the country” and “due to crime, terrorism, civil unrest, and kidnapping.”

Salceda questioned the issuance of the advisory, considering that the Philippines is statistically safer than the US in terms of Covid-19 risks.

He noted that there are six times more deaths per million in the US due to Covid-19 than there are in the Philippines (2,633.47 versus 495.01 throughout the pandemic).

He said over the past week, there have been only 4.73 deaths per million in the Philippines due to Covid-19, versus 40.63 deaths per million in the US over the same period.

“In other words, one is significantly more likely to die in the US due to Covid-19 than one is in the Philippines. In fact, more Filipino healthcare workers died in the United States due to Covid-19, than in the Philippines,” Salceda wrote Locsin.

Salceda also took issue with the security angle of the advisory as the security concerns cited appear inconsistent with the renewed presence of American forces in the country.

"The security concerns noted, especially terrorism, are mutual concerns of the Philippines and the United States, due to our Mutual Defense Treaty, and especially as we recently renewed our Visiting Forces Agreement (VFA) with the US,” Salceda said.

He said the main rationale for the VFA is to make the Philippines safer and more secure.

"Throwing the security situation of the Philippines into question also undermines the supposed security benefits of the VFA,” he added.


Salceda also cited the potential adverse effects of the advisory on tourism considering that the US is the third-largest source of foreign tourists to the Philippines.

"There are also more Overseas Filipino Workers in the United States than in any other country in the world. The travel advisory will almost certainly have an undeserved dampening or even chilling effect on tourism recovery – achieving the impact of an economic sanction without the geopolitical consequences of declaring one,” Salceda said.

Salceda also said the US should reciprocate the Philippines’ more relaxed Covid-19 travel restrictions.

“The Philippine Government’s decision to relax foreign entry restrictions even to countries like the United States was a demonstration of goodwill on our part – a gesture that deserves at least a fair and commensurate response from our supposed friends and allies,” he said.

In subsequent remarks, Salceda also said he hopes the US will be fairer with its threat assessments, considering that the Philippines is also opening its trade and investment environment up to US nationals.

The Philippines will allow fully vaccinated international tourists from visa-free countries, beginning February 10, provided that they present a negative RT-PCR test taken within 48 hours prior to departure from the country of origin.

To date, a total of 157 countries enjoy visa-free entry privileges to the Philippines, including some of its top tourist markets such as South Korea, Australia, Canada, Japan, Malaysia, Singapore, the United Kingdom, the United States and Germany.

The United States government, through the US Agency for International Development (USAID), is providing an additional PHP51.1 million to help transport relief supplies to communities affected by Typhoon Odette.

This fresh aid brings the total US assistance to more than PHP1.08 billion, the US Embassy in Manila said Thursday.

“As friends, partners, and allies, we will continue to support the Philippines in its post-typhoon recovery,” US Embassy Chargé d’Affaires ad interim Heather Variava said. “This additional assistance will help deliver food and other essential items to communities devastated by the typhoon.”

In coordination with the Office of Civil Defense (OCD), USAID and the United Nations World Food Programme (WFP) will deploy an additional 300 trucks to transport food and other supplies to typhoon-affected areas.

This partnership will also support OCD in delivering relief supplies to remote municipalities and barangays.

Sarah Charles, assistant to the administrator of USAID’s Bureau for Humanitarian Assistance, announced this additional support at a virtual UN briefing on February 2.

It builds on the US government’s PHP1 billion assistance announced last December to provide food; water, sanitation, and hygiene programs; shelter assistance; and logistics support to typhoon-affected communities.

As of January 28, USAID and WFP have already provided more than 300 trucks to transport approximately 350,000 household food rations, as well as hygiene kits, kitchen sets, and shelter kits to communities devastated by Typhoon Odette, the Embassy said.

USAID, through its partners, has also helped manage evacuation shelters, deployed mobile operations vehicles to support emergency telecommunications, and provided heavy-duty plastic sheeting to meet the shelter needs of 4,800 families.

"The United States will continue to partner with the Philippines to respond to natural disasters and support Filipinos in their recovery efforts," the Embassy said.
