The Naval Forces West (NAVFORWEST) spent the Christmas season packing and distributing relief aid to areas in Palawan badly hit by Typhoon “Odette.”

On Christimas Eve, Commodore Donn Anthony Miraflor said the unit worked with the Western Command (WESCOM) to deliver food packs to 43 families in Pag-Asa Island in the Kalayaan municipality. The food packs were delivered via the Nomad aircraft.

Pag-Asa Island sustained extensive damage due to the typhoon, particularly the Philippine Coast Guard (PCG) detachment. However, no residents or military personnel on the island were hurt during the storm, said WESCOM commander Vice Adm. Ramil Roberto Enriquez.

On Christmas Day, NAVFORWEST worked with the Marine Battalion Landing Team (MBLT-3) and the 3rd Marine Brigade (3MBde), together with Coast Guard Station Roxas, the municipal disaster office, Roxas police and civilian volunteers to bring food packs for around 1,500 families in Barangay Salvacion (Puerto Princesa), Roxas, San Vicente, Taytay, and El Nido.

Araceli and Dumaran, also badly hit by the storm, received around 2,000 food packs on the same day, which were shipped via the BRP Dagupan City.

On Sunday, personnel delivered relief goods to Barangays Macarascas and Lucbuan, two northern barangays in Puerto Princesa that were also severely impacted by Odette. An estimater 700 relief packs were given to the St. Ezekiel Moreno Parish and 500 packs were given to Lucbuan barangay captain Berlie Gabinete.

On the same day, relief goods were also delivered to the island towns of Cuyo, Agutaya, and Magsaysay, according to Miraflore.

Around 900 packs of goods and 300 sacks of rice were reportedly distributed throughout the islands.

“400 bags from CMOG PN and 500 bags coming from the donations noong mga taga Ayala Alabang Village. Actually, some from De La Salle, Brgy. Magallanes, and another group. May mga kumot na bago and towels,” Miraflor said.

NAVFORWEST’s relief efforts are part of the command’s Humanitarian Assistance and Disaster Response (HADR) operation, which also support Western Command’s (WESCOM) Joint Task Force I-CARE and the Palawan Provincial Disaster Risk Reduction Management Office (PDRRMO).

The Armed Forces of the Philippines (AFP) airdropped Noche Buena packages and relief supplies to residents and troops stationed in several detachments in the Kalayaan Islands Group (KIG) in the West Philippine Sea (WPS), including lechon, the tastiest tradition for celebrating Christmas despite typhoon Odette’s recent devastation.

In a post-Sunday, the AFP said they were transported on December 24 to Kalayaan through the Philippine Navy and the Western Command (WESCOM) under the leadership of Commodore Donn Anthony Miraflor and Vice Adm. Ramil Roberto Enriquez, respectively.

The naval helicopter AgustaWestland 109 (AW109) onboard BRP Antonio Luna (FF151), according to the AFP, delivered the relief family food packs from the Palawan Provincial Disaster Risk Reduction and Management Office (PDRRMO) for the residents of Pag-asa Island on December.

“All 44 families nakatanggap ng Noche Buena packages para maging masaya ang pasko nila,” said Enriquez.

The same naval assets airdropped the lechon to the troops in KIG from AFP Chief of Staff Lt. Gen. Andres Centino.

BRP Mangyan (AC71) delivered the same Christmas packages to the troops in the Rizal Reef detachment, while a Philippine Coast Guard vessel also met with the FF151 and delivered the package for the troops of BRP Sierra Madre (LS57) on Ayungin Shoal.

Meanwhile, on December 24, Naval Forces West (NAVFORWEST) commander Commo. Miraflor held a simple Christmas dinner, specially prepared for outgoing troops of the KIG.

The unit organized a small raffle event and Miraflor distributed food packs to the troops to share with their families. He said it is in recognition of their dedication to perform one of the most critical tasks in the AFP.

The United States government, through the U.S. Agency for International Development (USAID), is providing P10 million ($200,000) in immediate assistance to support communities devastated by Typhoon Odette, internationally known as Super Typhoon Rai.

USAID, in a statement, said it is partnering with Action Against Hunger to provide food, water, hygiene supplies, and other relief items to people affected by the typhoon in Surigao del Norte and Dinagat Islands.

This initial USAID assistance is aimed to restore water supply services and sanitation facilities, as well as promote hygiene practices to keep people safe and healthy.

U.S. Embassy in the Philippines ChargĂ© d’Affaires (CDA) ad interim Heather Variava said the US government has committed to provide assistance in providing “emergency supplies and recovery”.

“The United States is providing Php10 million in immediate support, including food and shelter for communities affected by Typhoon Odette,” CDA Variava said. “We are committed to working alongside our friends and partners to provide emergency supplies and recovery assistance,” she said.

As part of USAID’s ongoing disaster preparedness assistance, the agency said it is supporting the United Nations World Food Program in transporting relief supplies, including enough food provided by the Philippine government to feed 20,000 families, and deploying mobile operations vehicles to support emergency telecommunications.

USAID said it is also partnering with the International Organization for Migration to help manage evacuation shelters and provide critical relief supplies, including heavy-duty plastic sheeting to meet critical shelter needs for 3,800 families.

“The United States will continue to partner with the Philippines to better respond to natural disasters and support Filipinos in their recovery efforts. Since 2010, USAID has provided over Php16.9 billion ($340 million) in disaster relief and recovery aid, and boosted the disaster risk reduction capacity of over 100 cities and municipalities in the Philippines,” it said.

Two S70i Blackhawk helicopters of the Philippine Air Force (PAF) recently exhibited its capability to support humanitarian missions by transporting 28,050 lbs of relief supplies to Odette-affected families in Linapacan, Cagayancillo, and Taytay towns.

The Tactical Operations Wing West (TOW West) in the city said in a post Monday that the supplies include rice bags, assorted goods, and family food packs for residents who were displaced by Odette as it ravaged Linapacan and Taytay in northern Palawan, as well as Cagayancillo, the province’s easternmost provincial limit.

On December 25, the Blackhawks were transported from Puerto Princesa to Cagayancillo, 290 nautical miles away, some 8,250 lbs of 120 bags of rice, 60 sacks of assorted goods, and 300 family food packs.

They also delivered a total of 9,900 lbs of relief goods consisting of 60 sacks of rice and 30 sacks of repacked rice to Barangay Sandoval in Taytay municipality.

The PAF air assets conveyed too, the next day, around 9,900 lbs of relief goods consisting (also 60 sacks of rice and 30 sacks of repacked rice) to Linapacan.

“This feat showcases the capability of the Blackhawk helicopter in accomplishing various missions and validated the importance of the modernization of assets of the PAF and the Armed Forces of the Philippines (AFP) in responding to the challenges of Humanitarian Assistance and Disaster Response (HADR) in alleviating the suffering of victims of disasters and providing service to the nation,” TOW West said.

The relief operations was conducted through the Tactical Operations Group 7, in coordination with the Provincial Disaster Risk Reduction and Management Office (PDRRMO).

Since typhoon Odette made landfall in Palawan on December 17, several government and non-government agencies, organizations, individuals, and AFP assets have been mobilized to execute relief activities in typhoon-affected communities.

Meanwhile, TOW West also facilitated the turn over of donations from the Armed Forces and Police Mutual Benefit Association, Inc. (AFPMBAI) to the City Disaster Risk Reduction and Management Council (CDRRMC) of Puerto Princesa December 24.

The said donations include 14 sacks of rice, assorted canned goods, coffee, biscuits and noodles which will be given to the victims of Odette in the city’s northern barangays.

Nearly a hundred residents from five mountainous villages in the municipality of Miag-ao gathered yesterday at the town plaza to condemn the New People’s Army (NPA), the armed wing of the Communist Party of the Philippines (CPP) that marked its 53rd anniversary.

According to Miag-ao deputy police chief, Police Lieutenant Lonelyn Palamillo, the residents were from Banga Buyo, Alimodias, Tiglawa, Maduyo, and Tigmarabo. They gathered at the public plaza.

Three former rebels shared their experiences in the underground movement such as the constant hunger and the cruelty of their leaders, among other hardships they went through.

The residents also torched the CPPs flag – a symbolic act of not welcoming the rebels to their villages.

“Ang ginawa nila showed na ayaw ng ating mga kababayan, lalo na dyan sa Miag-ao, sa NPA. Maganda naman na namulat na ang mga tao tungkol sa masamang ginagawa ng rebelde sa kanila,” said Brigadier General Marion Sison of the Philippine Army’s 301st Brigade based in Camp Hernandez, Dingle town said what the residents in five barangays did was brave.

He added: “We urge them to surrender and stop recruiting innocent minors kasi may magang kinabukasan pa sila,” Sison said.

Meanwhile, Major General Benedict Arevalo of the 3rd Infantry Division (3ID) said they have been on full alert since last week.

“We have enough soldiers in the field kahit walang break basta we ensure the safety of the people and maintain peace and order.

“Kung hindi natin napigilan ang kanilang pagpupulong sa barangay Alimodias, Miag-ao, baka may masama naman silang gagawin,” Arevalo said.

On Dec. 1, to prevent an alleged plan of the NPA rebels to attack a military patrol base in the municipality of Miag-ao, the Philippine Army launched a preemptive strike on a rebel encampment in the town’s hinterland sitio of Burak in Barangay Alimodias beginning 6 a.m. yesterday.

Sixteen suspected rebels were killed.

THE Philippine Army has deployed teams to help assist in reviving Internet connectivity in areas in the Visayas and Mindanao that were affected by typhoon Odette.

Colonel Xerxes Trinidad, Army spokesperson, said the different Army Signal Regiments like those from the 3rd Signal Battalion, 4th Signal Battalion, and 8th Signal Battalion have deployed their Humanitarian and Disaster Response (HADR) and Deployable Signal Teams to help other groups in ensuring that Internet connectivity in affected areas is revived.

The teams were dispatched to help install communication equipment and devices.

Among these teams was the one headed by Capt. Mohadzin L. Camendan of the 4th Signal Battalion which installed a Very Small Aperture Terminal (VSAT), and conducted connectivity assessment in Brgy. Sta. Cruz, Placer, Surigao Del Norte. The same team was also tasked to other necessary requirements to improve communication capabilities in the areas.

Other teams were deployed in Puerto Princesa, Palawan; Mactan, Cebu; and Maasin, Southern Leyte.

THE military reported that a top member of the Communist Party of the Philippines Central Committee during an encounter Friday in Davao de Oro.

The report identified the fatality as Anna Sandra Reyes, secretary of the Regional White Area Committee under Southern Mindanao Regional Committee (SMRC).

The report said REyes was killed during an operation that resulted in a 30-minute encounter between her groups and a team of soldiers belonging to the 5th Scout Ranger Company, 2nd Scout Ranger Battalion and the 1001st Infantry Brigade.

Capt. Mark Anthony Tito, 10th Infantry Division Public Affairs Office chief, said Reyes one of the 35 members of the Central Committee and was among the facilitators during the distribution of ballots and accounting of their election of the Politburo. Among the top officials of the committee were the late Julius Giron, and the coup Benito and Wilma Tiamzon who acted as supervisors of the election in Samar in 2016.

Also recovered from the encounter site were M-653 with a M203 grenade launcher, SAR Galil rifle, ammunition, three mobile phones and medical paraphernalia.

Tito said Reyes was also facing two arrest warrants issued by the Regional Trial Court in Davao City for attempted murder and murder cases.

Major General Ernesto Torres Jr., division commander, lauded the soldiers for the killing of Reyes.

“The 10th Infantry Division will continue to safeguard communities in its area of responsibility against the remaining remnants of SMRC in Southern Mindanao. Agila Troopers will continue to hit the ground running to pursue Communist NPA Terrorists disrupting peace gains in the area,” Torres said.

Government forces killed an alleged member of the Central Committee of the Communist Party of the Philippines (CPP) during an encounter with guerilla forces in Davao de Oro on December 24.

A press release issued by the 10th Infantry Division of the Philippine Army on Saturday said Anna Sandra Reyes alias “Kaye,” allegedly a member of the CPP Central Committee and secretary of the Regional White Area Committee of the Southern Mindanao Regional Committee (SMRC), was killed during a 30-minute encounter with troops of the 1001st Infantry Brigade and 5th Scout Ranger Company in the province.

Captain Mark Anthony Tito, Division Public Affairs Office chief, said Reyes was one of 35 members of the elected Central Committee and was facilitator during the distribution of ballots and accounting in an election conducted by the CPP’s central committee and executive committee with the late Julius Giron alias “Nars” Benito Tiamzon, and Wilma Tiamzon as supervisors of election held in Samar in 2016.


Tito said Reyes had two standing criminal cases for attempted murder and murder, with no bail, before the Regional Trial Court in Davao City.

Troops recovered one M653 attached with M203 Grenade Launcher, one SAR Galil Rifle; one magazine (long) of M653, 14 rounds of cartridge of Caliber 5.56mm ammo, one magazine (long), 14 rounds ammo of SAR Galil, one cartridge of caliber 40mm HE, three Nokia 2G phones with 6 sim cards; and assorted medical paraphernalia and medicines.

The Philippine Army (PA) will cooperate with the Philippine National Police (PNP) on the case of the three soldiers involved in the Christmas Day shooting incident in Taguig City that wounded six civilians.

"The personnel under investigation are already in the custody of the PNP. The PA is collaborating with the PNP on their investigation of the incident and will cooperate in any legal actions that may be taken against the suspects. Internally, we are also conducting a parallel investigation for the administrative cases that may be filed against them," Army spokesperson, Col. Xerxes Trinidad said in a statement Sunday night.

He also assured the public that the PA does not condone any violation of laws or regulations by its personnel.

"We expect high standards of military discipline and values to all our personnel, hence if proven guilty appropriate sanctions shall be meted against them," Trinidad said.

Initial reports identified the arrested PA personnel as Capt. Nheiljay Maguddayao Garcia, 31; Probationary 2nd Lt. Felomino Maguddayao Garcia, 30; and 1st Lt. Minalyn Awat Ladyong, 29.

Capt. Garcia is with the Training and Doctrine Command in Capas, Tarlac; 2nd Lt. Garcia is assigned at the Army Headquarters in Fort Bonifacio, Taguig; and Ladyong is detailed with the Army Signal Regiment, also in Fort Bonifacio.

The shooting incident happened along the C-5 Service Road in Wildcat Village, Barangay Pinagsama after the six male victims threw stones at the suspects while they were having a drinking spree.

The infuriated suspects used one of their rifles to shoot Edsel Hecita Polo, 28; JD Umbaro Navales, 24; John Carl Marca Sabino, 18; and three male minors. They were broughy to the Ospital ng Makati and Taguig Pateros District Hospital.

Several units of the Armed Forces of the Philippines (AFP) have delivered over 2.376 million pounds of relief goods to provinces battered by Typhoon Odette.

In a statement on Sunday night, the AFP said a total of 15 aircraft and 13 naval vessels have been committed in the AFP’s humanitarian assistance and disaster response operations so far.

Navy vessels have transported the bulk of the goods at 2.190 million pounds so far, while Air Force air assets that include one C-130 and eight S-70i Blackhawk helicopters have flown over 186,282 pounds of relief.

The AFP also reported providing transportation assistance to 394 locally stranded individuals.

As of date, 122 disaster response teams with 85 officers and 799 enlisted personnel, from the Visayas Command, Eastern Mindanao Command, and Western Command are deployed. A total of 101 CAFGU Auxiliary and 361 reservists were also tapped to aid.

In his Christmas message, AFP chief, Lt. Gen Andres Centino, asked for prayers for the survivors of the typhoon, as well as for soldiers deployed for disaster response and security operations nationwide.

“Let us not forget to include our loved ones and the survivors of the typhoon in our prayers. Of course, let us also remember our comrades who are keeping watch right now across the country - to the Soldiers, Sailors, Airmen, and Marines – may they be all safe and out of harm’s way,” he said.

Meanwhile, the AFP, through the Philippine Navy and Western Command, airdropped Christmas goods to the military personnel deployed in various detachments and stations in the Kalayaan Island Group (KIG).

An AgustaWestland 109 (AW-109) naval helicopter onboard BRP Antonio Luna (FF-151) delivered relief packs from Palawan Provincial Disaster and Risk Reduction Management Office for the residents of Pagasa Island.

The same naval asset airdropped Noche Buena packages, including the traditional lechon to the troops in KIG. BRP Mangyan (AC-71) delivered the same Christmas packages to the troops in Rizal Reef Detachment.

A Philippine Coast Guard vessel also met with BRP Antonio Luna and delivered the package for the troops of BRP Sierra Madre (LS-57) in Ayungin Shoal.

MANILA – A group of Filipino-Americans in New York staged a lighting rally on Sunday evening to urge American authorities to investigate United States-based supporters of the Communist Party of the Philippines (CPP) and the New People’s Army (NPA) for terrorist financing, recruitment, and other illegal activities.

Chanting anti-communist slogans and carrying Philippine flags and other banners, members of the Filipino-Americans Against Crime and Terrorism (FACT) marched along Roosevelt Avenue in Woodside, Queens, where they distributed leaflets denouncing the CPP-NPA and their supporters in the US on the occasion of the terrorist group’s 53rd founding anniversary.

“US authorities should investigate CPP-NPA leaders, members, and supporters in the US for terrorist financing, recruitment, and other illegal activities given the fact that the Department of State has designated it a terrorist organization as early as 2002,” FACT said in a statement.

“US authorities should impose additional sanctions on the CPP-NPA for crimes committed not just against Filipinos but also against Americans in the past 50 years. For those who are not aware, the CPP-NPA was responsible for the deaths of thousands, including a number of US citizens, among them Vietnam War hero Col. James Rowe and several other American service members on duty in the Philippines,” it added.

FACT is a newly formed Filipino-American grassroots organization based in New York that has been speaking out against the CPP-NPA and its front organizations in the US.

The group questioned the introduction of a bill in the US Congress entitled the Philippine Human Rights Act (PHRA), which seeks to suspend US military assistance to the Philippines because of alleged human rights violations.

The proposed legislation, according to the FACT, would benefit neither the Philippines nor the United States nor the Filipino and American peoples.

“It is unfortunate that supporters of the CPP-NPA here in the US were able to convince American legislators into supporting the PHRA by making them believe the Philippine government is on a rampage and is responsible for the deaths of thousands of innocent men, women, and children,” the group said.

“These groups conveniently failed to mention the horrendous atrocities committed by the CPP-NPA against the Filipino people—civilians accused of various crimes and who were later summarily executed in the name of “revolutionary justice,” it added.

The group called on the members of the Filipino community in the US to let their representatives in Congress know their opposition to the PHRA “because the bill will benefit only those who have vowed to subvert the interests of both the Philippines and the United States and the Filipino and American peoples.”

“Instead of punishing the Filipino people by depriving their government of the security assistance needed to protect them against CPP-NPA atrocities, US authorities should assist Philippine authorities in defeating the communist insurgency the same way they are assisting in the fight against the Abu Sayyaf and other Islamist terrorist groups,” it added.

Instead of suspending military assistance, FACT said the US authorities should provide technical and other assistance to help build the capacity of the Armed Forces of the Philippines and the Philippine National Police in protecting the Filipino people from drug syndicates and other criminal organizations while at the same time helping improve their human rights records.

FACT also urged the members of the Filipino community to be wary of CPP-NPA efforts to deceive them and their families, especially the youth, into supporting their self-serving goal of overthrowing the Philippine government and installing in its place a communist regime.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

MANILA – President Rodrigo Duterte expressed hope that the communist New People's Army (NPA) will not tinker with the government's operations to bring back normalcy in the areas ravaged by Typhoon Odette.

During his prerecorded “Talk to the People” on Monday night, Duterte said he has been mobilizing all the government's resources to augment the disaster response and relief operations within the typhoon-hit areas, including Regions 4-B (Mimaropa), 6 (Western Visayas), 7 (Central Visayas), 8 (Eastern Visayas), 10 (Northern Mindanao), and 13 (Caraga).

"I hope that the NPAs will not really tinker with the operations nitong response ng gobyerno (on the response of the government)," Duterte said, as he recalled his recent visit in Sipalay City, Negros Occidental.

Duterte said people in the typhoon-hit regions, such as those living in the coastal areas of Sipalay City, do really need assistance from the government.

"Little did we realize that so many people there (Sipalay City) carried away and homes were destroyed. Pero noong pagpunta namin doon wala pa (But when we went there there's nothing yet). Even during that day, it was only later, that we were informed na sa Sipalay City maraming na-damage pati tao (that there were many have been damaged in Sipalay City, including its people). So, kayong mga taga-Sipalay (to hose living Sipalay), we convey to you our deepest condolences," Duterte said, as he urged national government agencies to work together in sending relief assistance to the typhoon victims.

"The only we can do is that – do how fast we can go back to normalcy. The first is really how we do it, we would like to know from the reports so that we can craft the appropriate assistance [for them]," he added.

Department of the Interior and Local Government (DILG) Eduardo Año, in his report to the President, said the total number of affected individuals has so far reached 4,204,601.

There are 1,179 evacuation centers catering to about 570,906 displaced persons.

Año said the government is just now focusing its relief operations on six regions, 14 provinces, and 222 cities and municipalities hit hard by the typhoon.

The disaster-related incidents have so far reached 21 flooded areas; nine road sections and three bridges that remained unpassable; as well as 52 seaports and two airports that are still not functional.

Año added that the government still has to restore 130 power outages, 17 water supplies, and 371 communication lines in affected areas.

Some eight New People’s Army (NPA) rebels surrendered to authorities in central Negros on Sunday, coinciding with the 53rd anniversary of the Communist Party of the Philippines (CPP).

In a report on Monday, the Philippine Army’s 303rd Infantry Brigade (303rd IBde) said insurgents based in the cities of Guihulngan and Canlaon in Negros Oriental were presented in rites held at the 62nd Infantry Battalion (62IB) headquarters in Barangay Libas, Isabela town.


Brig. Gen. Inocencio Pasaporte, commander of 303rd IBde based in Murcia, said it was a “big slap” on the faces of CPP leaders.

“It contradicts their claim that more are joining their group and indicates that the CPP-NPA has lost the support of the people in Negros Island. The return of the eight to the fold of the law marks the end of their bondage from the exploitation, lies, and deception of the NPA,” he added.

According to the 62IB, the NPA rebels did not have any firearms when they surrendered.

“They said they have been deceived into joining the NPA. The salary and ownership of land promised to them did not happen,” a statement read.

The 62IB said those who surrendered admitted the Covid-19 pandemic made it more difficult for them to collect funds and their situation was made worse by the recent devastation brought by Typhoon Odette.

Pasaporte said they expect more NPA rebels to leave the armed struggle soon.

During the rites, the surrenderers burned the CPP-NPA flag to formalize the withdrawal of their support and affiliation with the communist terrorist group.

They also lit a candle, said a prayer for peace, and released white balloons which they said symbolize hope and unity among Negrenses.

Afterwards, they received Christmas gift bags and food items from the 303rd IBde and the Joint Task Force to End Local Communist Armed Conflict of Central Negros.

Pasaporte witnessed the event together with Maj. Alenel Valles, officer-in-charge executive officer of 62IB; Lt. Col. Roland Lavisto, chief of the Guihulngan City police; Lt. Col. Miguel Andeza, acting police chief of Canlaon City; and other members of the Local Peace Engagement Cluster.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the National Democratic Front as a terrorist organization on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA that was created in April 1973.

The Department of National Defense (DND) and Department of the Interior and Local Government (DILG) offered a PHP5.6 million cash reward to any individual who can provide information that would lead to the arrest of a top leader of the New People’s Army (NPA).

In a press briefing Sunday afternoon, Gen. Ernesto Torres Jr., commander of the 10th Infantry Division (10ID), said the Army is pursuing Menandro Villanueva alias Bok, secretary of the NPA Southern Mindanao Regional Committee (SMRC).

He is considered as one of the recognized high leaders of the Communist Party of the Philippines (CPP) hiding in the strongholds of its armed wing, NPA.

“Any information that will lead to the arrest of alias Bok has a reward set up by DND and DILG amounting to PH5.6 million. We know he is still there in the operational area,”
Torres added.


Meanwhile, 1001st Infantry Brigade Commander Brig. Gen. Jesus Durante said Villanueva is number one on their most wanted list, adding that a string of cases has been filed against him with pending warrants of arrest.

“He is one of the top personalities pursued, they are still out there and they were with alias Kaye last December 24 wherein Kaye was fatally wounded,” Durante said.

On Dec. 24, soldiers of the 1001st Infantry Brigade and 5th Scout Ranger Company, following intensive military operations in Davao De Oro, neutralized Anna Sandra Reyes alias Kaye, CPP Central Committee member and secretary of the Regional White Area Committee under SMRC, in a 30-minute combat operation.

“Villanueva and other members are there with Kaye during the encounter,” Durante said.

After the encounter, troops recovered war materiel, medicines, and assorted medical paraphernalia.

Also, the neutralized CPP member has two standing criminal cases for attempted murder and murder with no bail before the regional court in Tagum City.

“The 10th Infantry Division will continue to safeguard communities in its area of responsibility against the remaining remnants of SMRC in Southern Mindanao. Agila Troopers will continue to hit the ground running to pursue communist NPA terrorists disrupting peace gains in the area,” Torres said.

He added that the death of Kaye was considered a victory for the Filipino people and also a loss of another promising fellow Filipino only deceived and used by the CPP-NPA-National Democratic Front to its ambitious yet dying quest, now rejected by the masses.

While the country continues to pick up from the effects of the coronavirus pandemic, the Philippine Navy (PN) managed to continue with significant upgrades that will further enhance its capability to protect the country's waters.

This year, the country got its second missile frigate, the BRP Antonio Luna (FF-151), and was commissioned along with several equipment whose funding source has been assured.

BRP Antonio Luna arrived in the country last February 9 and was formally commissioned at Pier 13, Manila South Harbor on March 13.

The frigate, along with its sister ship, BRP Jose Rizal (FF-150), is capable of surface, sub-surface, air, and electronic warfare using state-of-the-art electronic sensors, long-range missiles, acoustic-guided torpedoes, and an embarked anti-submarine helicopter.

The BRP Antonio Luna entered the waters of Capones Island, Zambales last February 9, four days after leaving the Hyundai Heavy Industries (HHI) shipyard in Ulsan, South Korea on February 5.

The ship also sailed in formation with BRP Jose Rizal (FF-150), through Manila Bay before proceeding to its anchorage area in Subic, Zambales.

The first frigate, BRP Jose Rizal, was delivered and subsequently commissioned last July 10.

The BRP Antonio Luna's keel-laying ceremony on May 23, 2019, coincided with the launch of BRP Jose Rizal.

The contract for the two ships was placed at PHP16 billion, with an additional PHP2 billion for weapon systems and munitions.

Then PN flag-officer-in-command, Vice Adm. Giovanni Carlo Bacordo, said these newly acquired guided missile frigates play a vital role in naval diplomacy and in promoting the country, apart from helping protect its vast waters.

"They will also play a big role in naval diplomacy to promote our country and showcase our strength by not only participating in multi-lateral maritime training activities, but also conducting port visits in selected key areas of our allied navies," he said.

The BRP Jose Rizal and BRP Antonio Luna will be deployed only to specific missions as ordered by the Armed Forces of the Philippines' top leadership, he added.

"They will still conduct sovereignty patrols and show-the-flag missions covering the whole archipelago with focus on external defense. They will participate in naval exercises here and abroad in order to hone the skills of her crew in naval warfighting," Bacordo said.

Frigates now armed with surface-to-air missiles

On October 10, the PN announced that the Mistral 3 surface-to-air-missiles (SAMs) of the country's two guided-missile frigates were finally delivered at the Subic Bay International Airport in Bataan last October 8.

Navy spokesperson Commander Benjo Negranza said the SAM will provide the two frigates with anti-air capabilities or the ability to shoot down aerial threats.

Procurement and delivery of the Mistral 3 SAMs is part of the PN Frigate Acquisition Project Lot 2B which was awarded to MBDA Missile Systems based in France.

"Surface-to-air missiles are among the primary weapons of FF-150 and FF-151 that bolsters the PN’s anti-air warfare capability. The arrival of these missiles will greatly capacitate our JRC (Jose Rizal Class) frigates in the conduct of their maritime operations," Negranza said.

Meanwhile, the PN Frigate Acquisition Lot 2A for the JRC's surface-to-surface missiles is scheduled for deliveries in March 2022.

South Korean defense manufacturer LIG Nex 1 is the company that would deliver C-Star missiles which is considered the main surface-to-surface weapon of the JRCs.

The C-Star is described as a "sea-skimming surface-to-surface anti-ship cruise missile".

FAIC-M on the way

Meanwhile, two of the eight units of fast attack interdiction craft-missile (FAIC-M) ordered by the PN from Israel Shipyards Ltd are expected to be delivered in the last quarter of 2022.

"The first two units of the FAIC-M (are) estimated to arrive in-country around the last quarter of 2022," Negranza earlier said.

He added that the acquisition of eight units of FAIC-Ms is among the 2019 projects approved by President Rodrigo Roa Duterte under the Horizon 2 List of the Revised Armed Forces of the Philippines Modernization Program.

Negranza said the FAIC-M project was awarded to Israel Shipyards Ltd. and Rafael Advanced Defense Systems of Israel under a government-to-government procurement scheme and is divided into two lots.

"Lot 1 covers the delivery of nine platforms, four of which will be missile-capable, and the upgrading of the Naval Shipyard (NSY) for the establishment of a local production line as part of the Transfer of Technology (ToT). On the other hand, Lot 2 includes the integration of weapons and combat systems," he added.

The FAIC-M Project Contract was signed on Feb. 9, 2021 while the Notice to Proceed was signed last April 27.

The FAIC-M project, which is worth around PHP10 billion, had its Notice of Award issued on Jan. 5, 2021.

Reports said the Israeli shipbuilder will be supplying its Shaldag Mark V for the Navy's FAIC-M project.

Bacordo earlier said successful negotiations with the Israeli shipbuilder resulted in the addition of one Shaldag Mark V unit to the eight boats initially ordered without any extra cost to the Philippine government.

The FAIC-M is expected to replace the force of patrol killer medium (PKM) or medium-sized patrol craft.

Four of the FAIC-M will be armed with NLOS missiles with pinpoint accuracy and a range of 25 kilometers while the other four will be armed with machine guns and light automatic cannons.

Once deliveries of the FAIC-M are completed, these vessels can interdict surface threats and launch non-line-of-sight missiles safely using the surrounding littoral areas as maneuver space and cover.

It is also expected to complement the PN's fleet of 12 multipurpose attack craft (MPAC) previously acquired to secure the country’s coastal waters and maritime territories.

"This acquisition aims to strengthen the country's naval capability in terms of enhancing littoral defense and maritime interdiction operations as it will complement the previously acquired 12 MPAC of the PN," Negranza said.

Three of the MPACs are armed with the Rafael Advanced Defense Ltd. Spike-ER (extended range) surface-to-surface missile system while three more are scheduled to be installed with the same weapon system.

P62-B for additional 'Black Hawk' choppers, OPVs

On December 7, Defense Secretary Delfin Lorenzana announced that the government has allocated a total of PHP62 billion for the acquisition of 32 more Polish-made S-70i "Black Hawk" combat utility helicopters for the Air Force and six offshore patrol vessels (OPVs) for the PN.

"Newly approved funding for capital assets acquisition: 32 units 'Black Hawk' helicopters- PHP32 billion and six units of OPV -PHP30 billion," he said.

When asked where the country intends to acquire the additional helicopters and OPVs, Lorenzana replied: "OPV with Austal (the Australian defense manufacturer and shipbuilder) and 'Black Hawk' from PZL Mielec, Poland."

He, however, clarified that there is still no contract yet issued for these assets and “still under negotiation.”

The Philippine Air Force (PAF) earlier completed the acquisition of 16 "Black Hawk" helicopters from Polish company PZL Mielec worth USD241 million (about PHP11.5 billion).

The first batch of six "Black Hawk" helicopters was delivered in November 2020, followed by the second batch of five in June that was formally accepted, turned over, and blessed in a simple ceremony on October 13.

The last batch of five choppers was delivered on November 8 and formally accepted by the PAF on December 3. One unit from the initial six units delivered in the country crashed last June 24 while on a night-flying exercise.

The PAF's newly-acquired S-70is were deployed to transport Covid-19 vaccines in remote areas around the country.

Earlier, Lorenzana said Austal, which has a shipyard in Balamban Cebu, remains at the forefront in the ongoing procurement for OPVs for the Navy.

The OPV project is expected to replace the World War II surface assets decommissioned by the PN After the OPVs, another project for the PN is the procurement for two modern corvettes, which is the smallest surface combatant capable of engaging submarines and other vessels.

Funds for corvette acquisition assured

On December 14, Lorenzana expressed delight after the Department of Budget and Management (DBM) released the Special Allotment Release Order (SARO) for the 15 percent advance payment for the PN's Corvette Acquisition Program (CAP).

"We have been waiting for this for the procurement process to proceed," he said when asked by the Philippine News Agency for a reaction after the DBM released the SARO to the DND last December 10.

The SARO worth PHP3.75 billion is intended to "cover the funding requirements for the 15 percent advance payment for the CAP of the PN under the Revised Armed Forces of the Philippines Modernization Program."

Lorenzana also said there are still several steps to be done before the contract is signed.

"Our target is before the year ends," he added.

With this development, Lorenzana said the DND can go on with the finalization of the CAP contract.

The budget for the CAP, which consists of two modern corvettes capable of anti-ship, anti-submarine, and anti-air warfare missions, is placed at around PHP28 billion. It will also be equipped with a variety of sensors to allow it to conduct such missions.

The acquisition of these two missile-armed corvettes was done to backstop the two brand-new frigates acquired from HHI.

"They are smaller than the (two Jose Rizal-class frigates) but will also be sufficiently armed," Lorenzana said when asked for a description of the ships.

The two Jose Rizal-class frigates measure 107 meters and weighs around 2,600 tons.

Earlier, Lorenzana said while the country has yet to sign a contract with HHI for the two corvettes, the PN is recommending that the company be the one to build these ships for commonality and interoperability.

"(The contract for the) corvette(s), di pa naman napirmahan sa Hyundai, pero yun ang gusto ng Navy dahil para iisa lang ang gagawa ng ating frigates tsaka 'yung corvettes. Para yung sistema nila is pare-pareho, yung mga parts, whatever, interoperability para kung may [masira], madali lang ma-repair (these have yet to be signed by Hyundai, but this is what the Navy wants so that there is only one maker of the frigates and the corvettes. So that their system is the same, the parts, whatever, interoperability, in case something is damaged, it is easy to repair)," he added.

On this day, December 26, 2021, we give the highest honor and salute to the political party of the proletariat, the Communist Party of the Philippines (CPP), in its 53rd year since it was founded on December 26, 1968.

We give the utmost honor to CPP’s tireless sacrifice, close link with the masses and comprehensive ideological, political and organizational achievements against the fascist, inutile, and tyrannical US-Duterte regime with its brutal, desperate and bloodthirsty Armed Forces of the Philippines (AFP) and Philippine National Police (PNP).

We also give the highest honor to all martyrs and heroes of the revolution who unselfishly shared their wisdom and sacrificed their lives to raise the level of the armed revolution through the leadership of the CPP. We also salute the Party cadres and members and the dauntless Red commanders and fighters of the New People’s Army (NPA) for fighting and overcoming state fascism and brutality.

Most of all, we honor all the revolutionary forces and the entire ranks of the toiling masses led by the workers and the peasants, along with the petty-bourgeoisie, national bourgeoisie and other exploited and oppressed sectors of society. Without the wholehearted support of the broad masses, the revolution has nothing. The masses are the makers of history and only they are decisive in achieving significant victories for the people’s democratic revolution and tear down the powerful pillars of exploitation and oppression of the ruling class represented by the ailing regime of Rodrigo Roa Duterte.

Hence, through them, the enemy failed in preventing the implementation of comprehensive victories that shook the fascist and tyrannical Duterte regime despite its sustained attacks and military operations in the cities and countryside within the scope of the guerrilla front.

Ideologically, we successfully launched studies on the three-level Party course. The Basic Party Course (BPC) was studied in a series of batches and almost 100 individuals graduated. Prior to this, an instructors’ training on the BPC was launched and developed almost 50 new potential instructors from the NPA and the locality. Party statements and its official publication, ‘Ang Bayan,’ were constantly studied serving as guide for daily revolutionary work, such as mass work, to militantly face the deception, schemes and ferocity of the fascist regime.

Social investigation and class analysis especially collective analysis of the concrete situation of the people’s war in the guerrilla front was launched that served as basis in order to arouse, organize, and mobilize the masses in waging movements and struggles to push for their democratic rights and interests in terms of increasing wages and benefits, reducing land rent and attaining their right to social services from the reactionary government.

Revolutionary experience of members and cadres of the Party in the NPA, and the section committees and branches of the Party were also summed up. Through this, Party cadres and members gathered lessons on comprehensive leadership in advancing the revolution particularly in the face of intense military attacks against the entire revolutionary movement.

Politically, despite this regime’s widespread persecution, arrests, murder, and red-tagging of activists and revolutionary forces, Red fighters along with members of mass organizations were trained further in fulfilling tasks for deepening and widening the mass base. The Central Negros Front has preserved nearly 10 municipalities and cities under its scope and expanded to five more municipalities and cities. The level established by revolutionary mass organizations of the PKM, MAKIBAKA and SKM were maintained and more were built in the recovery and expansion areas. Through the cooperation of the NPA and local mass leaders with the leadership of the CPP, the entire number of mass organizations increased by 7%-10% reaching over 150,000 that will surely increase further in the coming years.

The guerrilla front’s mass base remains strong as a result of the daily study of PADEPA courses and instructors’ training launched alongside the Party’s close links with the masses in the locality and its leadership. Vibrant propaganda work against the enemy exposed the AFP/PNP and the Duterte regime’s lies and deception such as the E-CLIP and surrender schemes that are part of its black propaganda against the CPP-NPA-NDF and the whole revolutionary movement.

We successfully carried out anti-feudal mass actions increasing wages in sugarcane plantations from P100 to P150 and P150 to P200 daily wage that benefited 138 families. Reduction of land rent was also won favoring the peasants, from 1/3 to 1/4 share of farm products until they no longer gave the landlord’s share with the help of the NPA. Over 200 individuals from 24 households benefited in this struggle.

Before the devastation caused by supertyphoon Odette on December 17, 2021 that damaged homes and agricultural livelihood of the masses severely, a campaign was launched in preparation of the upcoming calamity. After typhoon Odette, Red fighters immediately carried out rehabilitation campaigns along with local Party committees calling for ‘dagyaw-alayon’ and reviving productive and collective cooperation amid the disaster.

In the field of armed struggle, the number of Red fighters increased. The new recruits of the NPA reached one platoon. They are mostly from the ranks of the best youth who voluntarily joined to fully serve the people and the revolution and were recommended by their parents. The battalion-strong militia and other guerrilla units in the front that served as complementary armed strength of the NPA were preserved.

In a span of 1 year (December 2020 – December 2021), the Leonardo Panaligan Command – New People’s Army victoriously launched 28 tactical offensives and punitive actions against the fascist troops of the 62nd IB, 94th IB, 79th IB and other counterrevolutionary criminals and unwanted elements. Military troops incurred 53 casualties aside from four CAFGUs, five military informants and other anti-social and criminal elements. Through these, seized weapons could arm a squad of new recruits of the NPA. However, the guerrilla front also confronted two defensive actions that resulted to 10 martyred Red fighters.

Organizationally, the front sworn in over 300 individuals as candidate members of the Party. Meanwhile, candidate members were raised as full members of the Party. Potential Party cadres were developed to comprehensively lead the advance of the people’s war.

Overall, the failure of the US-Duterte regime’s Oplan Kapanatagan and counterinsurgency campaign to defeat the CPP-NPA and revolutionary movement is obvious despite the extravagant and corrupt NTF-ELCAC amid the COVID-19 pandemic and natural disasters.

The Red commanders and fighters of RJPC-NPA, together with all the revolutionary forces of Northern Negros, salute the revolutionaries who were martyred in the process of advancing the people’s war, namely Ka Dandan, Ka Masing, Ka Ella, Ka Pabling, Ka Monet, Ka Simo, Ka Huawei and Ka Brod and other revolutionary martyrs and to the masses who were victims of the tyrannical and fascist rule of US-Duterte regime.

This year, the people of Northern Negros continuously suffers from the extra-ordinary crisis due to COVID-19 pandemic worsened with the unceasing attacks of Escalante-based National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), 79th Infantry Battalion-Philippine Army (IBPA), Philippine National Police (PNP) and their para-military through threats, psychological warfare, deception, abductions and killings.

Since COVID-19 pandemic crisis erupted, the reactionary government limited the people’s mobility through quarantine restrictions and checkpoints which degraded the livelihood of the people. Farmers are greatly affected who cannot go to the markets and sell their produce. Now that the restrictions have been relatively relaxed, their movements are still limited by requiring them to get vaccinated before they can travel and sell. The workers are striving to get back to their jobs and livelihood, but were burdened by the vaccination requirement before they can earn.

There is an increasing number of unenrolled students or dropouts due to unprepared and unsuitable module-based schooling. Except that students were made to help in their family’s livelihood, internet signal in the mountainous areas is erratic or buying of load is difficult, the reasons that students are not learning.

Farmers and sugar farm workers are constantly facing unsecure lives and livelihood and perpetual fear by enemy attacks. There are still cases of killings, abductions, pressure, psychological warfare and community encampment perpetrated by state elements. Their fear escalates as news of air strikes by drones, airplanes and helicopters done by Armed Forces of the Philippines in communities in other provinces.

In these trying times, the masses look for their army to help and guide them. RJPC-NPA, with the absolute leadership of CPP and with the guidance of Marxism-Leninism-Maoism, responds to the challenges of time to better serve the people.

This year, RJPC-NPA leads in COVID-19 Information Campaign with programs of communal farms for vegetables and root crops or communal fishponds and system of community relief to help in masses’ economic lives. Treatment, medical training among the masses, and herbal medicine are also conducted to cure COVID-19 symptoms and other diseases. Mass meetings are called to answer their queries on vaccination against COVID-19. To help students in their in module-based learning, Red fighters act as teachers on the conduct of face-to-face classes in their communities. Mass campaign and mobilization are also launched by RJPC-NPA to repair the houses ruined by Typhoon Odette, including replanting or rehabilitating farm devastated by the calamity.

Aside from those, the masses celebrated the military actions, both attritive and punitive, effectively carried out by RJPC-NPA. A quarry operation in Silay City was successfully sanctioned due to great environmental damage. Enemy connections were destroyed through neutralization or punishment of intelligence officers and assets of 79th IBPA, PNP and SAF secretly placed in the communities. The people lauded RJPC-NPA for upholding revolutionary justice, especially carrying out death penalty to rapists in the area.

All of these are efficiently realized by the NPA and the masses, with the guidance of the CPP.

However, the people, especially from Northern Negros, cannot deny the destruction brought by reactionary armed forces to their cherished people’s army, the NPA. One cannot forget the killings of hors de combat Red fighters and Party cadres perpetrated by blood-thirsty uniformed elements, same as the 79th IBPA killing of Ka Ella on August 20 in Silay City where she was alive but wounded when captured, and the comrades who were asleep and sick when 79th IBPA and 64th SAF raided and killed Ka Monet, Ka Simo, Ka Huawei and Ka Brod on September 30 in Manapla.

In contrast with enemy’s aim, Red commanders and fighters of RJPC-NPA are now more courageous and determined to heighten the war by developing the skills and continually learn from the masses to better serve the people. The lives of the revolutionary martyrs become an inspiration, especially the death of defenseless comrades.

In the new year of CPP’s leadership of the Philippine revolution, Red commanders and fighters under RJPC-NPA and all revolutionary forces of Northern Negros, will fiercely face all obstacles, overcome weaknesses, learn from shortcomings’ lessons, continue fight for the welfare of the masses and will carry forward the people’s war until we achieve complete victory!

Message of NDF-Negros on the celebration of the 53rd anniversary of the CPP

The revolutionary forces, with allies and friends, in Negros, jubilantly celebrate the 53rd anniversary of the Communist Party of the Philippines (CPP) today. When the CPP was reestablished on December 26, 1968, ideologically, politically and organizationally geared to lead the revolutionary armed struggle in the Philippines, hope kindled in the hearts of the Filipino masses. Finally, revolutionary proletarians were at the helm, leading the unfinished Philippine revolution and taking it to another epoch of world history.

Today, the Filipino people is in a crucial turning point where the true villains of their lives in the last five decades, the Marcoses, Dutertes, Arroyos and Estradas, connive to galvanize their power to further plunder the country and squeeze the Filipino people to death. The Filipino masses are very much aware that no other can lead the people’s resistance against imperialism, feudalism and bureaucrat capitalism but the advanced detachment of the Filipino proletariat, the CPP.

As such, the ruling class represented by the Duterte clique is hellbent on destroying the Party, the main hurdle to consolidating its bureaucrat capitalist power and ensuring its survival after June 2022. Unwittingly, it has generated an unprecedented political, social and economic crisis that shows the people the necessity of the people’s democratic revolution.

On the 53rd anniversary of the CPP, the conditions are ripe for the heightening of the protracted people’s war. Rabid enemy attacks and vicious disinformation are signs of the enemy’s impending downfall. While it is true that the revolutionary movement in Negros has suffered setbacks and has mourned martyred Party cadres, Red commanders and fighters, and revolutionary forces who bravely sacrificed their lives this year, it has not succumbed to enemy onslaught, instead, propelled by the inspiration from its martyrs and heroes and the justness of people’s war, it is ever determined to push forward and defeat the enemy.

The anniversary of the CPP each year marks as well the wealth of accumulated victories and lessons the revolutionary movement has gained through the years. In this critical time, the Filipino people rally behind the CPP marching forward towards the victory of the national democratic revolution.

Thousands of people across the country successfully held celebrations of the 53rd anniversary of the Communist Party of the Philippines (CPP). Party committes, together with committees and branches of the CPP, units of the New People’s Army (NPA) and revolutionary mass organizations, held assemblies and meetings in both cities and rural areas.

The nationwide celebrations of the Party’s anniversary proves the utter failure of the US-Duterte regime and the Armed Forces of the Philippines (AFP) to put an end to the people’s revolutionary struggles. The Party, together with the NPA and the revolutionary mass organizations, remains strong and continue to gain strength.

In its message, the CPP Central Committee called on all its forces to “maintain constant vigilance and the highest alert” in order to “furstrate the brutal counterrevolutionary war.”

Assemblies were held in rural areas and mountain camps despite relentless nationwide offensives of the Armed Forces of the Philippines (AFP) in its vain attempt to thwart the celebrations. Over the past weeks, hundreds of millions of pesos have been wasted in these operations.

We have received reports of military and police offensives in Cagayan, Ilocos Sur, Mindoro, Palawan, Quezon, Camarines Norte, Sorsogon, Masbate, Samar provinces, Southern Leyte, Bohol, Negros, Iloilo, Capiz, Misamis Oriental, Surigao del Sur, Surigao del Norte, Agusan del Sur, Agusan del Norte, Misamis Oriental, Lanao del Norte, Bukidnon, North Cotabato, Davao del Norte, Davao del Sur, South Cotabato, Sultan Kudarat and other provinces.

A few incidents have been reported in Davao de Oro and Sorsogon. We are still awaiting details. Of course, the AFP will play up these incidents in order to draw away attention from the overall growth of the revolutionary movement across the country.

Units of the NPA in the Visayas and some northern Mindanao regions took a break from their work of rebuilding homes and repairing farms to join the humble celebrations of the
Party’s anniversary.

Party members and revolutionary activists also held meetings in urban areas to hold study sessions and renew their pledge to selflessly serve the people

In a 22-page message, the Central Committee presented the CPP’s analysis of the current international and domestic situation which it described as “mired in deep crisis.” According to the CPP-CC, the situation in the Philippines is “aggravated by corruption, national treachery, failed pandemic response and fascist repression of the US-Duterte regime.”

“Out and out neoliberal policies have further deepened the backward, agrarian, semifeudal economy that is dependent on imported consumption and capitals goods and oriented towards the export of low-value added semiprocessed goods, raw materials and cheap labor,” added the CPP-CC. “They lead to ever deeper crisis.”

The CPP-CC anticipates the aggravation of the economic and political crisis of the ruling system, especially with the approach of the 2022 elections. It called on the Filipino people to unite and fight the schemes of the Duterte ruling clique to rig and steal the elections.

The CPP-CC said units of the NPA are steadily gaining strength by forging ever wider and deeper ties with the peasant masses. The enemy is fooling only themselves with their multimillion pesos worth of military-organized “surrender parades.” The CPP said that in many revolutionary areas, the peasant masses are only playacting to fool the AFP, but are, in fact, in constant coordination with the NPA.

The support for the NPA continues to deepen and widen especially that the AFP’s lies and corruption, and role in land-grabbing for big landlords, and mining companies and plantations, become fully exposed.

Fifty-three years after its historical foundation and through the leadership of the Party, the people’s democratic revolution has become more and more relevant and vital.

Marking this significant date, MAKIBAKA-Negros salutes the courageous and determined Filipinas especially the martyred women Party cadres and Red fighters like Kerima Lorena “Ka Ella” Tariman, Marilyn “Ka Anita” Badayos, Floreta “Ka Kelly” Ceballos, Cheene “Ka Nikki” Dacalos and many more who have taken the revolutionary path to liberate the Filipino people from the shackles of imperialism, feudalism and bureaucrat capitalism.

Their revolutionary lives and martyrdom remind us that armed resistance with a socialist perspective remains the decisive path and ignites the revolutionary fury most especially among women.

CAMP ELIAS ANGELES, Pili, Camarines Sur-Afraid of losing the chance to be reunited with their families because of a useless cause, nine members of the Communist Terrorist Group (CTG) voluntarily surrendered to the government troops in Sorsogon province, Sunday, December 26.

The group also turned over two low-powered firearms, one anti-personnel mine, one printer, and bulk of terroristic propaganda materials.

Elements from 31st Infantry Battalion (31IB); 903rd Infantry Brigade; RID, PRO5; 504th RMFC, RMFB5; Sorsogon Police Provincial Office and other intelligence units from the Army and police facilitated the surrender of the said CTG personalities.

Lt. Col. Marlon Mojica, Battalion Commander of 31IB commended the surrenderers for making a wise and life-changing decision that will not only benefit them but their families and the country.

Col. Aldwine Almase, Brigade Commander of 903rd Infantry Brigade, assured the now considered Former Rebels (FRs) of the government’s help now that they have returned to the folds of the law and embraced a peaceful life with their families.

“Tuloy-tuloy na ang kanilang pagbabagong buhay at tayo ay mananatiling nakaalalay sa kanila upang tiyaking sila at ang kanilang pamilya ay ligtas at may mapagkukunan ng maayos na hanapbuhay,” Col. Almase said.

For PBGEN JONNEL C ESTOMO, Regional Director of Police Regional Office 5 (PRO-5), the continuous mass surrender of CTG members fans the flame of hope of every Bicolano to finally end the communist insurgency.

“Magdiriwang tayo ng Bagong Taon na buo ang pag-asang hangga’t patuloy tayong nagkakaisa na labanan ang insurhensya, hindi imposibleng tayo ay magtagumpay,” PBGen. Estomo said.

The Acting Commander of Joint Task Force (JTF) Bicolandia, BGEN ADONIS R BAJAO, welcomed the said development and recognized the bravery of the FRs for choosing peace over terrorism.

“We are sure that they will be celebrating the happiest New Year of their lives because they will now enjoy a new life—a life that they truly deserve. Sa mga natitira pang miyembro ng CTG, hindi po kami magsasawang ulit-ulitin ang panawagan namin sa inyo na kayo ay sumuko na dahil nais naming kagaya ng mga surrenderers na ito ay maranasan din ninyo ang ginhawang kaakibat ng pagtalikod sa armadong tunggalian,” BGen. Bajao said.

The JTF Bicolandia also stressed that the series of successful government-initiated engagements just this December which resulted in the killing of a total of seven CTG members and the capture of several high-powered firearms, explosives, and terroristic propaganda materials in Bicol opened the eyes of the communist insurgents that there is no hope inside the terrorist group.

Camp Navarro, Calarian, Zamboanga City – December 27, 2021

Seven terror group members abandoned their armed struggle due to the intensified military operations and peace mechanisms employed by the government forces in Sultan Kudarat. Of the seven, four were members of the Bangsamoro Islamic Freedom Fighters-Karialan Faction (BIFF-KF), two from the Communist Terrorist Group’s Guerilla Front-73 (GF-73), and one from the Daulah Islamiyah-Hassan Group (DI-HG).

“Based on the report, surrendered personalities voluntarily submitted themselves to Lt. Col. Edwin Alburo, Commanding Officer of the 40th Infantry Battalion at the unit’s headquarters in Barangay Tual, President Quirino, Sultan Kudarat on Sunday, December 26,” Lt. Gen. Alfredo Rosario, Jr., Commander of Western Mindanao Command said.

The seven handed over two rocket-propelled grenades, one Barrette, one Ingram (9mm), one round RPG Heat cartridge, three improvised hand grenade, two detonating assemblies, one M16 rifle with plastic magazine and 20 rounds cartridge 5.56mm Ball, one commercial handheld radio, one M79 rifle, one round 40mm High Explosives, and one cal. 20 pistol.

According to Lt. Col. Alburo, the successful surrenders of the seven terror group members are the results of the collaborative efforts of the 40IB and Datu Paglas, Paglat, and Sultan Sa Barongis Municipal Police Stations. “We intensify our military operations as well as our peace efforts to eliminate the terror groups in our area of responsibility,” Lt. Col. Alburo said.

Maj. Gen. Juvymax Uy, Commander of Joint Task Force Central commended the 40IB troopers and the police for this accomplishment. “We strengthen our collaboration with our partners and stakeholders to prevent the menaces of society to create havoc in the peaceful communities,” Maj. Gen. Uy added.

The surrendered personalities are currently undergoing custodial debriefing at the 40IB headquarters. They will subsequently be enrolled in the reintegration program of the government to ensure that they will not be lured back to the culture of violence.

“Our troops continue to gain ground in our campaign against terrorism, hence, we are encouraging the remaining terror group members to come out and join us in working for a peaceful and progressive Mindanao. It is better to work for peace without single bloodshed,” Lt. Gen. Rosario, Jr. stated.

From January 2021 to date, JTF Central successfully convinced 162 BIFF, 37 DI, and 154 CTG personalities to lay down their arms and return to mainstream society.

CAMP EVANGELISTA, PATAG, CAGAYAN DE ORO CITY – An NPA member was killed in an encounter with troops of the 75th Infantry Battalion, 401 Brigade, 4ID at Sitio Katabadan, Barangay San Roque, San Miguel, Surigao del Sur on December 24, 2021.

Lieutenant Colonel Jelson D Buyuccan, Commanding Officer of the 75IB, said that while conducting security operations, his troops encountered more or less 15 CPP-NPA Terrorists (CNTs).

After a 10-minute clash, the troops recovered one CNT dead casualty, later identified as Vilma Tawede y Baliguat alias Bel, member of SYP-I/GS (HQF), SRC Southland, NEMRC, and a resident of So Tambonon, Brgy San Roque, San Miguel, Surigao del Sur.

Recovered at the encounter site where one (1) AK47 Rifle, one (1) M16 A1 rifle, two (2) magazines for the AK47 rifle with 55 rounds of live ammunition, six (6) bolos, one (1) power bank, two (2) cellular phones, three (3) cauldrons, thirteen (13) pairs of boots, three (3) head flashlights, one (1) flash drive, six (6) backpacks with personal belongings and assorted food supplies.

Around 10:00 AM on December 25, 2021, troops of 75IB, together with the BLGU Officials of Brgy San Roque of said municipality turned over the cadaver of the slain CNT member to the San Miguel Municipal Police Station for proper disposition.

Meanwhile, Brigadier General Oliver T Vesliño, the Acting Commander of the 4th Infantry Division, extended his condolences to the family of the CNT fatality. He then encouraged the remaining CNTs to go back to the folds of the law and start life anew.

“It is not yet too late for you to reinvent your life. The 4ID and other government agencies under the Task Force to End Local Communist Armed Conflict (ELCAC) will welcome you with open arms. Lay down your firearms and avail of the numerous benefits under the Enhanced Comprehensive Local Integration Program (ECLIP) of the government,” he said.

BGen Vesliño congratulated the team of the 401st Brigade under its new Commander, Col Rommel B Almaria, and the 75IB, under LtCol Buyuccan for sustaining the peace and security in their AOR.

For the month of December alone, 4ID has initiated nine (9) encounters that resulted in the neutralization of 13 CTG members and seizure of 16 high-powered firearms.

CAMP GERONA, Murcia, Negros Occidental – Eight (8) Former Rebels from Central Negros surrendered through the Joint Local Task Force ELCAC and Local Peace Engagement Cluster at Headquarters 62nd Infantry Battalion, Brgy Libas, Isabela, Negros Occidental on December 26, 2021 (Sunday).

The event was graced by Brigadier General Inocencio Pasaporte, 303rd Brigade Commander; Major Alenel Valles, OIC/Battalion EX-O, 62IB; Police LtColonel Roland Lavisto, COP Guihulngan City; Police LtColonel Miguel Andeza, Acting COP, Canlaon City, and other Local Peace Engagement members. The FRs received Christmas gifts and goods courtesy of the JLTF-ELCAC of Central Negros and 303rd Brigade.

The activity was highlighted by the burning of the CPP-NPA Flag to formally withdraw their support and affiliation from the NPA followed by a candle lighting, Prayer of Peace, and release of white balloons to symbolize hope, peace, and unity among the Negrosanon.

The Local Peace Engagement (LPE) is one of the 12 clusters of NTF-ELCAC, the Multi-Agency body created by virtue of Executive Order No. 70 or the “Whole-of-Nation Approach”.

Meanwhile, Brigadier General Pasaporte in his message said, “The surrender of 8 members of the NPA is a big slap on the Communist Terrorist Group who celebrated their 53rd Anniversary. It contradicted their claims that more are joining their group and only indicates that the Terrorist Group has lost the support of the people in Negros Island. Their return to the government marked the end of their bondage from exploitation, lies, and deception of the NPAs. We expect more NPA members to come out in the future as they see no hope and have realized that they have been deceived and “sweet-talk” by the CTG organizers and recruiters”

Since its implementation in 2019, LPEs made a significant impact on the peace and security situation of communities in Central Negros where NPA Terrorist members have returned to the fold of the law. The LPE is an instrument that enables the government not only to directly engage the rebels in a peaceful discourse but also to confer with the residents in communities affected by armed conflict.”

The victim was identified as Mario Landisa y Nilles 53 y.o, married, and resident of So. Mantuhod, Brgy Cabacungan, La Castellana, NOC.

Initial investigation disclosed that the NPAs demanded from the victim to give them rice and money, however, the victim told the NPAs that he was affected by the typhoon to include his family and could not afford to give them rice. Despite his pleas, he was shot mercilessly by the four (4) NPA terrorists which resulted in his instantaneous death. Further, the four (4) suspects identified themselves as members of the NPA Terrorist and spoke in the Cebuano dialect. One of them was apprehended by the local PNP and identified as Joveto Landisa Leonar, cousin of the victim and a Communist NPA terrorist member.

Brigadier General Inocencio Pasaporte, 303rd Brigade Commander said in a statement, “We will not let this pass without any action that will bring to account all those behind this despicable act against the innocent civilian amidst the destruction brought by typhoon Odette. The full might of the law will take its course. This is no longer a fight between your security forces in Negros and the NPAs but a fight of the entire people in Negros Island. These terrorists do not value life. They do not have a conscience.

I commend the bravery of the people of La Castellana, especially in Brgy Cabacungan for rising up against the Communist’s NPA Terrorist atrocities for giving information and for continuously seeking justice for the victim,” BGen Pasaporte added.

Manaoag, Pangasinan -Governor Maria Jocelyn Valera Bernos of Abra formally closed the first-ever deradicalization process for 20 former NPA terrorists on 23 December 2021 to prepare them for various government integration programs under ECLIP.

In her inspirational message, Governor Bernos congratulated the FRs and aired her plans to continue supporting ECLIP to ensure that all surrenderors become productive citizens. The governor also handed grocery items to the FRs as Christmas gifts.

During the 10-day program, the participants underwent lectures to correct the lies and deceptive doctrine planted by the NPA terrorist propagandists as well as orientation briefings on social welfare programs and development interventions by different national government agencies.
