Police have filed charges against 24 suspected New People’s Army (NPA) rebels believed to be responsible for the death of former Far Eastern University football player Kieth Absalon and his cousin Nolven in Masbate City.

PNP chief Gen. Guillermo Eleazar said double murder and frustrated murder charges were filed before the Masbate City prosecutor’s office on Monday.


“Kumuha sila ng mga statements and other pieces of evidence na naging basehan to come up with this complaint,” Eleazar said in an interview over dzRH.

Mariel Suson, who was arrested on Tuesday based on a warrant for murder in relation to another case, was included in the charge sheet.

Brig. Gen. Jonnel Estomo, Bicol police director, said Suson’s father Rogelio is an NPA official in Masbate.

Eddie Rosero, Lara Lagac, Sonny Diamos, Eddie Eser, Mario Esparaguerra, Capitalio Mallo, Diolito Medina, Arlene Rance, Lloyd Escorel, Ronel Rodio, Jomar Tugbo, Jemuel Dublin, Allan Goyala, Dolores Bilibit, Jhun Bilibit, Lenie Cabarles, Richard Laurio, Rolly Hermina, Gilbert Turing, Jesmar Noel Jesmar, Allan Uling and Marla and Maila, also surnamed Suson, are the other respondents.

Eleazar said he believes they have an airtight case against the suspects.

Meanwhile, the Department of Education in Bicol denied earlier reports that Mariel Suson is one of their teachers.

Nene Merioles, schools division superintendent of DepEd-Masbate City, said Mariel applied for a teaching position, but did not qualify.

Officials from the Joint United States Military Assistance Group-Philippines (JUSMAG-P) delivered P183 million worth of weapons and equipment to the Armed Forces of the Philippines (AFP) on June 21 at Clark Air Base.

The delivery, funded by both Philippine national funds and U.S. grant assistance, included nine M3P .50 caliber heavy machine guns, 10 mortar tubes and other equipment. The delivery is intended to enhance the AFP’s counterterrorism and maritime security capabilities.

“The United States will continue to support the Armed Forces of the Philippines’ capacity building efforts through joint training and key military equipment transfers,” said JUSMAG-Philippines Chief and Senior Defense Official to the Philippines Col. Stephen Ma. “Our mutual security collaboration remains a cornerstone of a free and open Indo-Pacific. “

The Philippines is the largest recipient of U.S. military assistance in the Indo-Pacific. Since 2015, the United States has provided more than Php48.6 billion ($1 billion) in security assistance to the Philippines.

This year, the United States and the Philippines are commemorating 70 years since the signing of the Mutual Defense Treaty, and this delivery continues the United States’ longstanding commitment to our Filipino allies.

Rebel killed in Calatrava

A member of the New People’s Army (NPA) died while his four comrades managed to escape from the strike operation of the Philippine Army’s 79th Infantry Battalion (79IB) in Sitio Icugan, Barangay Minapasok, Calatrava, Negros Occidental early morning yesterday.

Authorities
have yet to identify the dead rebel as this was being written.

Major Cenon Pancito, spokesperson of the 3rd Infantry Division, said a scout platoon of the 79IB
encountered insurgents belonging to the NPA’s Northern Negros Front.

The 79IB recovered a .45 pistol, a .38 revolver and subversive documents at the encounter site.
Pancito said the 79IB did not sustain casualties.

Army Lt. Gen. Corleto Vinluan Jr., chief of the Western Mindanao Command, said soldiers and policemen captured Ali Akbar, who is wanted for bombing at least 2 provincial buses that killed and wounded 10 people since January this year.

He said Akbar was tracked down in the village of East Patadon in North Cotabato’s Kidapawan City on June 21, only three days after he torched a YBL bus in the town of M’lang, about 30 kilometers away from his hiding place.


Akbar is also facing murder charges, according to Vinluan, who said security forces also seized an ISIS flag, two improvised explosives, a blasting cap and other components for the manufacture of homemade bombs.

It was not immediately known whether Akbar’s group was planning an attack, but police are interrogating the bomber, whose group is being linked to terrorism in the restive region which is home to several secessionist armed groups - from communist rebels to pro-ISIS factions - are waging war against the government for many decades now. PASAY CITY, June 23 — Senator Christopher “Bong” Go urged members of rebel groups such as the New People’s Army to return to the fold of the law as he assured them of government support to start their new lives as reintegrated members of society.

In an interview during the distribution of assistance to displaced workers in Tupi, South Cotabato on June 22, Go assured rebels who will surrender that he and President Rodrigo Duterte will warmly welcome them should they choose to reintegrate themselves into society.

“Ako, bilang inyong Senador at bilang inyong public servant at bilang Pilipino, alam n’yo ayaw ko pong nagpapatayan ang Pilipino kapwa Pilipino. ‘Pag may namamatay na sundalo, sumasakit ang dibdib namin ni Pangulong Duterte,” said Go.

“‘Pag may namamatay na rebelde, sumasakit rin po ang dibdib namin ni Pangulong Duterte,” he added.

The National Task Force to End Local Communist Armed Conflict was created through Executive Order No. 70 in 2018. It institutionalizes the whole-of-nation approach in attaining inclusive and sustainable peace by creating the NTF-ELCAC and adopting a National Peace Framework.

“Tandaan natin, mayro’n din pong mga pamilya ang mga ‘yan na nasasaktan. Kaya sa mga rebelde, mayro’n naman pong magagandang programa ang ating gobyerno,” assured the Senator.

“May pinirmahan na po si Pangulong Duterte to encourage po na magbalik loob na po kayo sa gobyerno. Bibigyan ho kayo ng livelihood, bibigyan ho kayo ng assistance. Kung sa tingin naman po ninyo na makakatulong po ito sa inyo, magiging tahimik ang inyong buhay,” he mentioned.

According to EO 70, the whole-of-nation approach addresses the root causes of insurgencies, internal disturbances and tensions, and other armed conflicts and threats by prioritizing and harmonizing the delivery of basic services and social development packages by the government. It also includes facilitating societal inclusivity, and ensuring active participation of all sectors of the society in attaining the country’s peace agenda.

The government agencies involved in the NTF-ELCAC provide assistance through various programs dedicated to help NTF-ELCAC achieve its target goals. One of which is the Department of Social Welfare and Development wherein it provides assistance through cash grants to former rebels.

The agency’s Livelihood Settlement Grant, under its Sustainable Livelihood Program, which is in support of the Enhanced Comprehensive Local Integration Program of the government, aims to provide financial aid to such individuals so that they can become productive members of their communities.

Meanwhile, the Senator assured that President Duterte will provide all kinds of assistance to those who will surrender, including housing, livelihood and education for their children.

“Nakikiusap po ako sa inyo, magbalik loob na po kayo sa gobyerno at tulungan n’yo na lang po ang ating gobyerno, si Pangulong Duterte,” Go said.

“Wala pong ibang napaka-sincere na kausap, with all sincerity ang ating Pangulo when it comes to dealing with the left,” he added.

President Duterte also signed Administrative Order No. 10 institutionalizing the Enhanced Comprehensive Local Integration Program which are focused on reintegration efforts of former rebels in their respective localities as well Administrative Order No. 25, expanding the former AO’s coverage to include FVE’s or Former Violent Extremists, among other amendments.

Go noted that Duterte has accommodated concerns of leftist groups, manifesting his sincerity to achieving peace and prosperity in the country.

“Noon pa ‘yan, binigyan nga n’ya po ng pagkakataon na makapagserbisyo sa kanyang gobyerno. Gano’n po kasinsero ang ating Pangulong Duterte,” recounted Go.

“Please lang po, sa mga kapatid kong Pilipino, sa mga rebelde sana po’y mag-isip-isip kayo at magbalik loob na po kayo sa gobyerno,” he concluded.

Go, in his own capacity, has been assisting former rebels who chose to rejoin the rest of society. On December 2, 2020, his office sent assistance to 160 former communist rebels in Valencia City, Bukidnon who surrendered under the government’s End Local Communist Armed Conflict Program.

He sent similar assistance to 896 former rebels coming from various municipalities of the province of Bukidnon in Impasug-ong, Bukidnon, on March 4. (OSBG)

A clash between government troops and communist-terrorists led to the death of a member of a New People’s Army (NPA) hit squad Special Partisan Unit (SPARU) in Barangay Minapasuk, Calatrava, Negros Occidental on Tuesday.

A report of the Philippine Army’s 79th Infantry Battalion (IB) identified the fatality as Jhonrey Pahayahay, based on the information by village chief Johnny Guilot, who said Pahayahay belonged to the SPARU of Northern Negros Front, Komiteng Rehiyon-Negros.

On Wednesday, the unit confirmed that Pahayahay’s body has been claimed by his family.

Lt. Col. J-jay T. Javines, commanding officer of 79IB based in Sagay City, said an undetermined number of communist-terrorists fired upon his men while they were conducting a security operation in Sitio Icugan at around 5 a.m.

Government troops returned fire and engaged the rebels for about five minutes.

Pahayahay’s comrades left his body as they fled in various directions, the report said.

After the clash, soldiers recovered a caliber .45 pistol and a caliber .38 revolver along with subversive documents.

Guilot said Pahayahay has been allegedly recruiting for his group and extorting from the locals, who then reported the presence of the armed group.

Meanwhile, Javines said the cooperation of village residents clearly shows their desire to completely eradicate communist insurgency in their community.

“They are already fed up. That is why we will not put our guards down and allow these terrorists to continue to sow fear among the local populace,” he added.

Javines renewed his call on the remaining communist-terrorists to lay down their arms and avail of the government’s Enhanced Comprehensive Local Integration Program to lead a normal life with their families.

The Communist Party of the Philippines, together with its armed wing the NPA, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

CAMP SIONGCO, Maguindanao – The military and police in Maguindanao have started investigating Wednesday an explosion in an upland village of Datu Hoffer town that left a pregnant woman dead and two children injured.

Maj. Gen. Juvymax Uy, commander of the Army’s 6th Infantry Division, and Brig. Gen. Eden Ugale, police director for the Bangsamoro Autonomous Region in Muslim Mindanao, have directed their field units stationed in Datu Hoffer to identify the culprits behind the incident.

“The military and police are jointly looking into the case,” Uy told reporters here referring to the 4 a.m. blast in Barangay Tuyuan.


Slain was Rosita Kenendi, 21, a member of the Teduray community in the village. She died from multiple shrapnel injuries.

Uy has declined to identify the two children hurt in the incident.

One of Kenendi’s two children is now being treated at the Maguindanao provincial hospital, while the other who sustained minor injuries is staying with his father in an evacuation center, according to community leaders.

Ugale, meanwhile, has directed the Maguindanao provincial police and the Datu Hoffer police to cooperate in investigating the blast that took place near the victims’ home.

“We have to get to the bottom of this case that has victimized innocent civilians,” he said.

Military forces have been hunting down Islamic State-linked Bangsamoro Islamic Freedom Fighters (BIFF) since Sunday in mountain ranges near Datu Hoffer after both groups have clashed in nearby Guindulungan town, also in Maguindanao, which displaced several Teduray families.

Uy urged the public to prevent issuing statements that may escalate the tension in the area.

“The public is urged to avoid insinuations, investigation is ongoing,” he said.

BALER, Aurora – The 91st Infantry “Sinagtala” Battalion (91IB), Philippine Army discovered on Wednesday an abandoned hideout and war materiel believed to be owned by the Platoon North of the Aurora Provincial Committee of the New People’s Army (NPA).

In an interview, Lt. Col. Reandrew P. Rubio, commander of the 91IB, said the Charlie Company led by 1st Lt. Jevie J. Sagragao was conducting company strike operations around 7:30 a.m. when they discovered an abandoned enemy lair and recovered war supplies at the vicinity of Sitio Tordil, Barangay San Ildefonso in Casiguran town, this province.

Rubio said the troops recovered 30 rounds of ammunition for M14 rifle, six magazines for M14, one poncho, three SIM cards, one CD, one bandolier for M14, and four topographic maps.

“We are very thankful to the community for providing us information that led to the recovery of war items. I am commending the effort of our soldiers for their immediate action, so far our troops are scouring the area,” he said.

He reiterated his call to the CPP-NPA (Communist Party of the Philippines and the New People's Army) to stop their atrocities that sow fear to the communities and lay down their arms and return to the fold of the law.

“We ensure that we give you all the benefits under the Enhanced Comprehensive Local Integration Program to help you to live a better future with your families,” Rubio said.

The CPP- NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, and New Zealand.

Pedro “Ka Peter” Arnado, chairperson of Kilusang Magbubukid ng Pilipinas-Southern Mindanao Regional Committee (KMP-SMRC) and national treasurer, returned to the fold of the law due to physical exhaustion, weakened party leadership, and weakening of mass bases.


In a virtual briefing during his presentation to the media on Wednesday, the 53-year old Arnado said he surrendered to the government as he was concerned about his illness and is getting older.

“I'm getting older and I think the government is right. Yesterday, when the operatives came and asked me to surrender, I did not think twice and voluntarily surrender. They welcomed me with open arms and assured me that I don’t have anything to worry about,” he said in the vernacular.

Arnado, a 20-year member of KMP, said putting up a communist-led government is too ambitious and impossible to achieve.

Exhausted leader

He also cited the series of neutralization of other high profile NPA cadres, false promises of the communist terrorist groups, and their isolation from their family as the reasons for his surrender.

He admitted that he was wrong in believing that the Armed Forces of the Philippines (AFP) were executioners of people who came from the communist terrorist group (CTG).

“The time I decided to surrender, I really believe that it is the end since we thought that the AFP was executioners and do not give mercy to people like us, but I (was) wrong. During my surrender yesterday, I did not hear them scolding me or even touch me. They talked to me with diplomacy, that’s why I am here now,” Arnando said. “I presented myself because I know I’m safe with their care.”

He added that due to a series of neutralization of other high-profile NPA cadres, false promises of the CTGs, especially their isolation from their loved ones caused him to pledge his full cooperation and support to the government.

Fall of the CTGs

Arnado recalled that when then-Davao City Mayor Rodrigo Duterte became President, they were told to surrender and return to the government.

“He told us during our last dialogue on May 9, 2016, during the Manilakbayan that we should stop, surrender and take a rest and he does not want to see our faces again. So we decided to go back to Mindanao and we have continuous communication with our comrades in Visayas and Luzon and we realized that our group was already weak and have fallen,” he said.

Arnado said after 2016, their group no longer communicated and was inactive, noting that at their last assembly in 2015, they were about 3,700 in Southern Mindanao.

“That’s when I realized that I am the only one left in Southern Mindanao and most of them have already surrendered,” he said.

Only regrets

Being with the CTGs for 20 years, Arnado said it was only during his surrender that made him realize that he wasted those years for nothing.

“I regret spending my 20 years with them. I should have spent it with my family. I should have taken care of my family, and I should’ve been productive,” he said.

He added that he had prior plans to surrender when then-Mayor Rodrigo Duterte became President in 2016 and started the crackdown campaign against CPP-NPA-NDF but was told by the communist terrorists that he will be dead if he surrenders.

Since the assumption of office of President Rodrigo Duterte in 2016, Arnado said the KMP was already on the brink of being dismantled due to the disunity and disintegration of its members.

Arnado, who was then KMP vice president for Mindanao, led and organized a group of 6,000 farmers from different parts of North Cotabato province in a rally in front of the National Food Authority provincial office in Kidapawan City, demanding government assistance over PHP1 billion losses caused by El Niño. The picket dispersal reportedly left 2 rallyists dead.

The Kidapawan incident, he said, was a “tragedy” on the part of the farmers who were deceived into thinking that the calamity fund can be release through demonstration and public disturbance.

He sought forgiveness from its almost 4,000 members in Southern Mindanao for all the deception they have done for several years and urged the people to distance themselves from individuals convincing them to join the communist group.

Arnado also admitted that the Ending Local Communist Armed Conflict (ELCAC) program is a living testimony that the government is doing everything to help the poor unlike the ideology instilled in them that the government is not working.

“Based on the testimonies of the farmers, through ELCAC they were provided with livelihood, animals, and others. In Sto. Nino, Arakan where I lived, they were provided with a drier for their corn and rice harvest. So if you think about it, the beneficiaries said that they received the assistance from the government, meaning the government is really working and helping the poor families,” he said.

KMP, along with Kilusang Mayo Uno, Gabriela, Alliance of Concerned Teachers, League of Filipino Students, and KADENA were earlier named by CPP founding chairman Jose Maria Sison as part of the CPP-NPA.

Arnado said KMP, having no financial capability, only provides moral support to the NPA.

“Hindi namin i-dedeny nag nagkikita-kita ang NPA at KMP at nagbibigay lang ng moral na suporta sa NPA dahil ang KMP ay walang pinansyal na kapasidad upang sila ay suportahan,” he said.

“35-taon na ang Kilusang Magbubukid ng Pilipinas pero kailanman hindi ito natulungan ang mga magsasaka para bumaba ang presyo ng farm inputs o maitaas ng presyo ng ani (In the 35 years of KMP, it has never helped farmers through lower price of farm inputs and increased harvest),” he added.

Meanwhile, 1002nd commander, Brig. Gen. Potenciano Camba, said Arnado’s surrender has a huge effect on the remaining more than 3,000 members of KMP.

“With more than 3,000 farmer members we hope that they will also cut their ties with KMP. We hope that Ka Peter’s call will urge them to also surrender and return to the folds of the government,” he said.

He added that many KMP members joined the armed ranks of the NPA like the late Ka Joel, former secretary of Guerrilla Front 53.

“I hope we trust our government and let's help stop this insurgency,” Camba said.

Rep. Caoagdan, on the other hand, brought Pedro to the hospital immediately after the press conference to check his health status.

He vowed to personally follow up the assistance of the government intended for the Arnado.

Lt Col Jose C Regonay, Jr., 72nd Infantry Battalion commander, thanked the former KMP leader trusting the government in his desire to start anew.

Major General Ernesto C Torres, Jr., 10th Infantry Division commander expressed hope that Arnado's surrender will pave the way to the realization of other KMP members and other communist-affiliated mass organizations to disassociate themselves from deceitful groups, and be a part of the government’s program in attaining true peace and sustainable development.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

CAMP DANGWA, LA TRINIDAD, Benguet – Wanting to clear their names and have a better future, more New People’s Army (NPA) supporters are yielding to the government and now receiving aid that they can use to start a new life.

Capt. Marnie Abellanida, Information officer of the Police Regional Office Cordillera (PROCor), on Wednesday said a total of 12 Militia ng Bayan (MB) have returned to the folds of law and surrendered with their firearms to the police in Abra on June 22.

He said those who voluntarily surrendered were identified as alias "Edmar", 54; "Solo", 38; "Mandag" 60; "Yaos/Sadem", 58; "Melvin", 38; "Bagwis", 42; "Joker/Lindol", 38; "Joker", 42; "Yoyong", 63; "Ranes", 35; "Soli", 54; "Wanti", 46.

Abellanida said the 12 surrenderers have been identified as supporters of the Agustin Begnalen Command and Antonio Licawen Command of the Kilusang Larangang Gerilya (KLG) North Abra and KLG Abra, Mountain Province, Ilocos Sur (AMPIS) of the Communist Party of the Philippines-New People’s Army (CPP-NPA).


He said the 12 returnees decided to lay down their arms after series of negotiations initiated by the joint operatives from the Regional Intelligence Division (RID), Regional Mobile Force Battalion 15 (RMFB 15), and Abra Provincial Police Office.

The police officer said the returnees also handed over two M16 rifles with two magazines; two caliber .45 pistols with seven bullets; M2 Carbine rifle with serial number 693511 together with one magazine; M1 carbine with one magazine; improvised 7.62 bolt action rifle; STI EDGE caliber .45 pistol with one magazine and four bullets, Smith and Wesson .357 magnum revolver with five bullets; one caliber .45 pistol, one rifle grenade; and improvised 5.56 rifle with one magazine and three bullets.

He said the 12 are in the custody of the PNP for evaluation, documentation, and processing of their assistance under the enhanced comprehensive local integration program (e-CLIP).

The officer said that under the e-CLIP, a surrenderer is entitled to immediate assistance, firearms remuneration, and several other government aids that will enable the person to have a much better life compared to one in support of the terrorist movement.

PROCor gives aid to 37 surrendered

Former members of Communist Terrorist Groups (CTG) and Militia ng Bayan (MB) who previously returned to the folds of law in the province of Abra received immediate cash assistance worth PHP2,000 each and grocery packs in a simple program on June 22 in Manabo, Abra.

Abellanida said each of the 34 received their immediate assistance amounting to a total of PHP74,000. The turn-over was witnessed by Manabo Mayor Joana Dumasing and Provincial Social Welfare and Development Office (PSWDO) Myrna Bersalona.

The Communist Party of the Philippines, together with its armed wing the NPA, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

LEGAZPI CITY – Police arrested on Tuesday afternoon one of the suspects in the anti-personnel mine (APM) explosion that killed Keith Absalon, former Far Eastern University varsity football player, and his cousin Nolven, according to a report reaching Camp General Simeon Ola here.

An official statement issued by Police Regional Office 5 (PRO5) on Wednesday confirmed that Mariel Suson, 22, who was first arrested in Cawayan, Masbate on Tuesday for a separate murder case, was already charged with two counts of murder; violation of RA 9851 or Philippine Act on Crimes Against International Humanitarian Law, Genocide, and other crimes against humanity; and violation of RA 10591 or Comprehensive Firearms and Ammunition Regulation Act before the Masbate City Prosecutor’s Office concerning the killings of the Absalons.


Col. Juriz Cantoria, Masbate police provincial director, said Suson was arrested for a separate murder case filed before the Regional Trial Court (RTC) Branch 45 in Masbate City.

Suson and eight other members of the New People’s Army (NPA) were accused of allegedly killing Reinerio Villamor in Masbate City on April 22 this year.

It was learned that the suspects' name was on the list of persons believed to be responsible for the attack that killed two and wounded a minor in Barangay Anas, Masbate City.

Police investigators said the suspect is a daughter of Rogelio Suson a.k.a Manong/Julio, secretary of the New People’s Army (NPA) Larangan 2 of the Bicol Regional Party Committee.

As this developed, Lt. Col Steve dela Rosa, Masbate City police chief, said the arrested suspect has been committed to the provincial jail.

NPA rebels on June 6 detonated an APM planted along the road of Barangay Anas, Masbate City that killed Keith, 21, and Nolven, 40, while they were biking. The blast also wounded the 16-year-old son of Nolven.

Meanwhile, the Department of Education-Schools Division Office (DepEd-SDO) of Masbate, in an official statement Wednesday, denied that the suspect is a public school teacher assigned in Masbate province.

"This office wants to clarify that the person arrested is an applicant for a teaching position in our division and was able to submit the required application documents. However, she was not yet able to pass our hiring process, and thus, she is not actually a teacher of our Division nor a DepEd employee," the statement read.

SDO Masbate also added that an officer of their office visited the person arrested and coordinated with government agencies involved to gather essential information that will guide in formulating further action if necessary.

“Meron siyang dalawang kapatid na teachers but the person involved sa case, she's not teaching. (She has two siblings who are teachers. But Mariel Suson is not teaching),” Mayflor Marie Jumamil, DepEd spokesperson, said in a group chat message with reporters.

The Armed Forces of the Philippines' (AFP) capability to neutralize terrorist groups and maritime security capabilities got a much-needed boost with the latest military assistance coming from the United States.

"With the assistance from our allies coupled with our government’s relentless pursuit of modernizing the AFP, we are confident that our troops will be more capacitated to counter terrorists, conduct humanitarian assistance and disaster response, and in keeping watch over our territory,"
AFP chief Gen. Cirilito Sobejana said in a statement Wednesday.

On Monday, the AFP received defense articles from the Joint United States Military Assistance Group-Philippines (JUSMAG-P) at Clark Air Base, Pampanga.

The equipment worth PHP183 million (USD3.8 million) was funded by both Philippine national funds and US grant assistance.

The delivered items include communication equipment, personal protective equipment, .50 caliber heavy machine guns, 60mm mortars, night fighting, and other combat and support equipment.


The items delivered were mostly for counter-terrorism and enhancement of AFP's maritime security capabilities.

"We thank the United States through the JUSMAG-P for the continued support to our defense capability build-up," Sobejana said.

An additional batch of defense articles that are still part of US military assistance is expected to arrive early next month.

“The United States will continue to support the Armed Forces of the Philippines’ capacity-building efforts through joint training and key military equipment transfers,” JUSMAG-Philippines chief and senior defense official to the Philippines Col. Stephen Ma said earlier.

He added that mutual security collaboration remains a cornerstone of a free and open Indo-Pacific.

Celebrating the fifth year of the arbitral tribunal's ruling on the South China Sea, overwhelmingly won by the Philippines, Foreign Affairs Secretary Teodoro Locsin Jr. said the Award is "final" and Manila "firmly rejects attempts to undermine it".

In a statement issued through the Department of Foreign Affairs (DFA), Locsin said: "The Award conclusively settled the status of historic rights and maritime entitlements in the South China Sea. It declared as without legal effect claims that exceed geographic and substantive limits of maritime entitlements under the United Nations Convention on the Law of the Sea."


While it did not throw the historic claims out of the window, the top diplomat said the decision "discriminated among them".

"It dashed among others a nine-dash line; and any expectation that possession is 9/10ths of the law. Because the mere fact of possession produces no legal effect, such as a territorial sea of any extent," he explained.

He added that the award has become and "continues to be a milestone in the corpus of international law".

He said it serves as a guidepost for littoral states with similar concerns because it spells out "how much waters their features — be they islands or rocks — can generate, where their fishermen can fish, where they can exercise law enforcement patrols, where they can send their ships without permission from the nearest state, without creating a cause of action or a casus belli between them".

"It benefits the world across the board. We do not see it as directed at any other country, near or far. We see it as it should be seen: as favoring all which are similarly situated by clarifying definitively a legal situation beyond the reach of arms to change. It puts this aspect of international law beyond the limit of prescription," he said.

He also recalled the pronouncement of President Rodrigo Duterte before the United Nations General Assembly, that the ruling "is now part of international law, beyond compromise and beyond the reach of passing governments to dilute, diminish or abandon."

"The Philippines is proud to have contributed to the international rules-based order, to the affirmation of UNCLOS, and the strengthening of the legal order over the seas," he said.

'Legacy'

For Locsin, the ruling contributes to the international rules-based order and the strengthening of the legal order over the seas -- a legacy the Philippines leaves to mankind.

"It is a gift from a country that’s not a power except for right in law. In 2012 we were David all alone, up against Goliath, amid hosts of indifferent spectators. We had not a friend or ally; we were lucky to get any attention at all. And then we prevailed; or rather right prevailed," he said.

"For the Arbitral Award was given to a set of maritime circumstances that would be as true in our waters as in others’. It is the legacy that a not-rich country leaves to mankind along with a greater prospect of peace and cooperation," he added.

Locsin said the country is committed to achieving a peaceful South China Sea "for as long as it exists".

"The Philippines is committed to this for as long as it exists. For as long as nations abide by the rule of law and not of military might, the Award is the North Star that will keep us on course in the present, and that will point us back to the right direction in the future should we, in a moment of weakness or inaction, lose our way," he said.

The arbitration case, initiated by the Philippine government, ruled on July 12, 2016 that China's claims under the so-called nine-dash line have no basis in law.

It also concluded that none of the features in the Spratlys is capable of generating extended maritime zones and certain actions by China within the Philippine exclusive economic zone violated the latter's sovereign rights.

Despite repeated calls from Manila to adhere to the "final and binding" award, China continues to reject the ruling.

This year alone, it received a barrage of diplomatic protests from the government over the continued deployment, lingering presence, and activities of Chinese vessels in Philippine maritime zones, regarded as a "blatant" infringement of the country's sovereignty.

CAMP MELCHOR F DELA CRUZ, Upi, Gamu, Isabela- Anim na mga kabataan na taga suporta ng teroristang Communist Party of the Philippines-New People’s Army (CPP-NPA) ang nagbalik-loob sa pamahalaan dala ang mga gamit pandigma sa Sitio Nursery, Barangay Disulap, San Mariano, Isabela noong ika-19 ng Hunyo taong kasalukuyan.

Nasa edad 18 hanggang 23 ang naturang mga kabataan na kung saan tatlo sa kanila ay kasalukuyang nag-aaral sa kolehiyo habang ang tatlo naman ay tumigil na sa kanilang pag-aaral.

Isinuko ng naturang mga kabataan sa hanay ng 98th Infantry Battalion ang dalawang homemade shotgun at mga bala nito. Ayon sa kanila, iniwan ang mga ito sa kanila ng teroristang CPP-NPA noong 2018.

Kalaunan ay itinuro naman nila ang kinalalagyan ng mga pampasabog at mga bala. Agad naman itong pinuntahan at hinukay ng kasundaluhan na kung saan, tumambad sa kanila ang 205 na piraso ng rifle grenades at 48 na mga bala ng M1 Garand Rifle.

Nakuha din ng mga kasundaluhan ang 134 na piraso ng mga flyers ng Danggayan Dagiti Mannalon-Cagayan Valley (DAGAMI), maging ang ilan pang mga pampletos at mga libro na naglalaman ng mga aral ukol sa rebolusyonaryong pakikibaka.

Pagsisiwalat ng mga nagbalik-loob na mga kabataan, ipinapamahagi nila ang mga flyers ng DAGAMI-Cagayan Valley upang makahikayat ng mga indibidwal na sumama sa kanilang mga ikinakasang protesta laban sa gobyerno. Anila, sa ganoong paraan rin sila nahikayat ng mga taong kumausap sa kanila upang maging taga suporta ng teroristang CPP-NPA na sa ngayon ay labis nilang pinagsisihan. Dagdag pa nila, labis ang kanilang naging pasasalamat sa kasundaluhan dahil sa pagpasok ng Community Support Program sa kanilang barangay.

Ikinatuwa naman ni MGen Laurence E Mina, Commander ng 5th Infantry Division, Philippine Army ang pagbabalik-loob ng anim na mga kabataan. “Maraming kabataang umanib sa CPP-NPA ang nasawi sa mga pakikipagdigma laban sa pamahalaan. Mga kinabukasang nasayang dahil sa maling ideyolohiya. Marami sa kanila ay tulad ng mga kabataang sumuko sa 98IB. Mabuti na lamang at sila’y nagbalik loob at nagkaroon ng oportunidad na magsimulang muli. Aalalayan natin sila sa kanilang pagbabagong buhay.”

CAMP CAPINPIN, Tanay, Rizal – The 2nd Infantry “Jungle Fighter” Division welcomed another breakthrough in its fight to eradicate insurgency with the surrender of four NPA rebels and three Militia ng Bayan to joint AFP-PNP forces in Catanauan, Quezon on Friday, June 18.

LTC Emmanuel G Cabahug, Commanding Officer of the 85th Infantry Battalion, identified the NPA rebels as alias Rommel, alias Roy, alias Onil and alias Ayri, who were all regular members of Platun Reymark under Sub-Regional Military Area 4B and three members of Militia ng Bayan identified as alias Geo, alias JR, and alias Warly from Brgy San Vicente Kanluran and Brgy San Pablo Suha. He added the surrenderees also yielded an AK47 rifle, 15 rounds of live ammunition, and a magazine.

Cabahug attributed this milestone to the relentless peace-keeping efforts of the troops and the local government units through the Municipal and Barangay Task Forces to End Local Communist Armed Conflict.

“This milestone is a testament to the success of the peace negotiations being done across our area of responsibility. Let these surrenders be catalysts to more yielding of NPA rebels because we hope to end the insurgency through peaceful means,” added Cabahug.

The 2ID leadership commended the wise decision of the rebels to abandon the violent ideologies of the Communist-Terrorist Groups and being one with the government in achieving peace in Southern Tagalog. The Division remains active in its call for the last of the communist terrorists to surrender and return to their families before it finishes the five-decade war against the NPA.

The rebel surrenderees are now being debriefed and prepared for their applications to the Enhanced Comprehensive Local Integration Program that offers grants and benefits of up to Php 700,000.

CAMP SIONGCO, Maguindanao – At least three (3) extremists from the Bangsamoro Islamic Freedom Fighters (BIFF)-Karialan Faction were killed in an armed clash with security forces on June 20, 2021, as troops from Joint Task Force Central continue their campaign to hunt down the said extremist group.

Lt. Col. Benjamin Cadiente, Commanding Officer of 33rd Infantry Battalion (33IB), disclosed that combined forces from the 33IB and 1st Mechanized Battalion clashed with BIFF extremists at Barangay Linantangan, Shariff Saydona Mustafa, Maguindanao during the conduct of clearing patrol at around 5:50 in the morning of June 20, 2021.

He added that the BIFF left the lifeless bodies of 3 extremists during the 35-minute firefight and were later identified by local officials of Barangay Linantangan as Dhen Dhen Haron (alias Kirim), Ali Amil Hasim, and Buhari Bualan; while no casualties were reported on the government forces.

Seized during the firefight are two (2) caliber .45 pistols, one (1) 9mm pistol, two (2) hand grenades, and several rounds of ammunition and numerous war materials according to Col. Pedro Balisi, Commander of the 1st Mechanized Brigade, adding that the troops also recovered one (1) sachet of 8 grams crystalline substance (believed to be shabu) and 1,000 pesos cash.

Major General Juvymax Uy, Commander of JTF Central and 6th Infantry Division, expressed that JTF Central forces will sustain the conduct of military operations against the BIFF to prevent them from attacking communities and town centers.

“Our troops will continuously hunt the remnants of the BIFF and Dawlah Islamiya extremists. At the same time, I also call on the remaining extremists to lay down their arms and return to the folds of the law to enjoy a peaceful life with their families,” Maj. Gen. Uy stressed, adding that the AGILA-HAVEN Program of the Province of Maguindanao is now on its full implementation to address the needs of the extremists who have decided to surrender to the government.

CAMP SIONGCO, Maguindanao – The suspected mastermind of the Yellow Bus Line (YBL) bus bombing in Tulunan, North Cotabato on January 27, 2021, and the burning of another YBL bus in M’Lang, North Cotabato on June 3, 2021, that killed a total of four (4) innocent civilians were captured by security forces during a joint law enforcement operation.

Ali Akbar was arrested in a joint law enforcement operation by joint elements of 602nd Infantry Brigade and 90th Infantry Battalion in close coordination with the 72nd Infantry Battalion, Kidapawan City Police Station, and 1st Cotabato Provincial Mobile Force Company at Purok 3, Barangay East Patadon, Kidapawan City today, June 21, 2021, at around 5:00 in the morning.

According to Brig. Gen. Roberto Capulong, Commander of 602nd Infantry Brigade, Akbar is a bomb and improvised explosive device (IED) expert and an extortionist belonging to the Dawlah Islamiya-Hassan Group.

“Akbar was nabbed based on the warrant of arrest issued by Branch 23, Regional Trial Court, 12th Judicial Region for double murder and multiple frustrated murder,” BGen. Capulong disclosed, adding that authorities seized two (2) IEDs, one (1) blasting cap, several IED components, and an ISIS flag from the possession of Akbar.

It can be recalled that a bomb went off beside the Yellow Bus Line unit on Jan. 27, 2021, at Tulunan, North Cotabato, wherein a fruit vendor died while three other victims were injured. Similarly, another unit of YBL was burned in M’Lang, North Cotabato on June 3, 2021, killing three passengers who were trapped inside.

Juvymax Uy, Commander of JTF Central and 6th Infantry Division, vowed to continuously pursue and hunt down the remnants of the said terrorist group. “They [DI] do not have a place in our community and with the help of the residents and local government units in Central Mindanao, we will defeat them ultimately,” MGen. Uy added.

Recently, several provinces and municipalities in Central Mindanao have declared the BIFF and Di terrorist groups as persona-non-grata, emphasizing that said groups do not belong in their communities. Alongside, the Provinces of North Cotabato and Maguindanao launched their respective social intervention programs called DIWATA-HAVEN and AGILA-HAVEN, respectively, to encourage members of said groups to return to the folds of the law and help the government thwart and address terrorism in this part of the country.

CLAVERIA, MISAMIS ORIENTAL – As part of the unit’s awareness campaign, the 58th Infantry Dimalulupig, in partnership with the National Intelligence Coordinating Agency (NICA), conducted an information drive to the labor sector of Misamis Oriental through video teleconferencing, June 18, 2021.

This public awareness campaign began in early March of this year, in recognition of the fact that the communist insurgency in the Philippines has lasted far too long due to a lack of adequate solutions. The 58th Infantry “Dimalulupig” Battalion began undertaking online information drives aimed at university and college students, then instructors, and finally the labor sector.

The audience for the information drive was made up of executives from three of MisOr’s major corporations: Philippine Sinter Corporation, Gardenia Bakeries Philippines Inc, and Coca-Cola FEMSA PH. NICA graced the event by giving lectures and testimonies on the government’s interventions in the country’s communist insurgency, particularly Executive Order No. 70. The information drive’s main purpose was to educate the public and persuade them not to assist or join the CPP-NPA-NDF in any way.

This concept arose because the CPP- NPA-NDF poses a major threat in the labor sector of Misamis Oriental as front organizations are on the verge of infiltrating them again to win support and sustain their resources. One way to combat this is to conduct information drives about these front organizations masquerading as seemingly harmless and for the people organizations that deceitfully exploit the labor sector’s issues and concerns to advance their selfish agenda; and once successfully exploited, they will use these concerns for political and terroristic activities of the CPP-NPA-NDF. As a result, the gap between the labor and business sectors will be bridged.

The Commanding Officer of 58IB, Lieutenant Colonel Ricky L Canatoy, went on to emphasize the importance of undertaking this information drive and urged the companies to help end the local communist armed conflict. “The armed group we’re confronting in the hinterlands is just there, waiting for supply rations from their supporters in the white area. We discovered that their numbers are dwindling based on recent encounters and accounts of recent surrenderers. That is why we are attempting to sustain our methods, not just in warfare, but also in tracing and halting the outpouring and flow of their resources. They are relying on the white areas to support them and are even attempting to reactivate some front organizations since they are at desperate times in their lives, very hungry and in a very uncomfortable state.”

“We are trying to generate help from other sectors to truly put an end to armed conflict in Misamis Oriental since this is in our best interests. The majority of our successful military operations during my tenure as battalion commander have been due to tipped-off information from the public. And that is what I’m asking of you: to keep cooperating and supporting us, since information is extremely important in ending this armed conflict. That is why we are also sending this critical information to you, and we hope that this knowledge will be disseminated in your workplace and even in your homes. You can rest assured that your safety will not be jeopardized.” Lieutenant Colonel Canatoy also thanked the NICA and the companies that participated in the information drive for making this possible.

The info drive ended with an open forum in which participants were able to openly share their experiences and ask questions about how to handle similar circumstances in their workplace. The discussion was also very fruitful, as there was an exchange of ideas on how the private sectors could contribute to ending the local communist armed conflict in Misamis Oriental.

Camp Navarro, Calarian, Zamboanga City – June 22, 2021 An Improvised Explosive Device (IED) expert/bomber and extortionist of the Daulah Islamiyah-Hassan Group was apprehended by government forces in Cotabato on June 21, 2021.


“Combined elements of the Joint Task Force Central and Kidapawan City Police Station conducted a law enforcement support operation at Purok 3, Barangay East Patadon, Kidapawan City at about 11:00 a.m. Monday to serve a warrant of arrest against Ali Akbar for double murder and multiple frustrated murder,” said Lieutenant Colonel Corleto Vinluan, Jr., Commander of the Western Mindanao Command. Said operation resulted in the apprehension of the target and the seizure of one ISIS Flag, two IEDs, one blasting cap, and IED components.

According to 602nd Infantry Brigade Commander Brigadier General Roberto Capulong, Ali Akbar is the suspected mastermind of the YBL bus bombing in the municipality of Tulunan on January 27, 2021, and the burning/arson of the YBL bus in M’lang, on June 3, 2021, where four innocent civilians were killed and six others were injured.

Ali Akbar was brought to Kidapawan CPS for proper disposition and filing of appropriate charges. “We are hopeful that the apprehension of Akbar will degrade the DI-Hassan Group which conducts extortion activities, create havoc in the peaceful communities, and victimize innocent civilians,” said Maj. Gen. Juvymax Uy, Commander, Joint Task Force Central.

Meanwhile, the barangay chairpersons of 10 barangays of Midsayap, Cotabato handed over 18 assorted loose firearms to Brig. Gen. Capulong in the morning of June 22, 2021.

The joint efforts of 34th Infantry Battalion and Midsayap Municipal Police Station in collaboration with the local officials resulted in the successful surrender of one 5.56 Bushmaster with a scope and one magazine, one grenade launcher with one cartridge 40mm high explosives, one cal. 30 mm Garand with five cartridges .30mm Ball, two cal. 50mm with two cartridges .50mm Ball, one M79 rifle, one M14 rifle with two magazines, one M14 Sniper rifle with one magazine, one 7.62 Sniper rifle with one magazine, and three cartridges 7.62mm Ball, one cal. 30mm Sniper rifle with one magazine and five cartridges .30mm Ball, one 7.62 Sniper rifle with one magazine, one D12 improvised Shotgun with one magazine and one cartridge, one cal. 38 revolver, and five cal. 45 pistols with six magazines and six cartridges 45mm Ball.

Brigadier General Capulong said that the firearms were surrendered to the barangay officials by their respective constituents.

The ceremonial turnover was held at the SB Social Hall in Midsayap and was witnessed by 34IB Commander Lieutenant Colonel Edgardo Vilchez, Jr., Midsayap MPS Officer-in-Charge Police Lieutenant Colonel Rolly Oranza, Midsayap Vice Mayor Manuel Rabara, ABC President Allan Nostrales, and other local government officials. “I commend the efforts of the Joint Task Force Central troopers, and our partners and stakeholders for these accomplishments,” Lieutenant Colonel Vinluan, Jr. stated. “Let us continue to work hand-in-hand to free Mindanao from all adversities,” he added.Since January 2021, a total of 57 loose firearms were handed over to JTF Central.

TABUAN-LASA, Basilan – The Local Government Unit of Tabuan–Lasa headed by Municipal Mayor Brenda Junaid in partnership with 14th Special Forces Company and 4th Special Forces Battalion launched the Youth for Peace Movement Tabuan–Lasa Chapter from June 18 to 20 June 2021 here at Barangay Lanawan. The three-day youth camp with the theme, “Youth Leaders of Today, Hope of Tomorrow”, aims to develop the leadership skills and build the camaraderie of youth leaders from different barangays.

The occasion was the very first youth camp with seventy-three (73) youth leaders from different barangays vigorously participated in different leadership development activities such as amazing race, self-reflection, team building, leadership seminar, human rights law and environmental protection lecture.

Mayor Junaid expressed her heartfelt gratitude to the 4th Special Forces Battalion headed by Lieutenant Colonel Alex D. Ampati in support to the success of the activity which will mold the participants to become effective future leaders of Tabuan-Lasa.

“Let us continue our aspirations for peace and be a good example to our respective communities.”

Furthermore, Attorney Yasmeen Junaid, Municipal Administrator and adviser of Youth for Peace Movement Tabuan-Lasa Chapter, praised the sincerity of the youth leaders in promoting peace and become partners in peace-building efforts.

“You don’t have to be highly educated to be a good leader, but if you can reach that, that’s great.”

Moreover, Captain James Dipidip, Executive Officer of 4th Special Forces Battalion, inspired the youth leaders to live to their fullest potentials and become the catalysts of change.

SAGAY CITY, Negros Occidental — A member of the Special Partisan Unit (SPARU) was killed by the operating troops of 79th Infantry ‘Masaligan’ Battalion (79IB)at an encounter at Sitio Icugan, Brgy Minapasuk, Calatrava, Negros Occidental on June 22, 2021.

The troops conducted security operations at Brgy Minapasuk after receiving reports from concerned civilians about the presence of Communist Terrorist Groups (CTGs) who are conducting wide extortion activities in the area when undetermined number of CTG members fired upon them prompting the troops to return fire.

The firefight lasted for about five minutes forcing the enemy to scamper towards different directions leaving their dead comrade behind.

Seized from encounter site were one (1) caliber 45, one (1) revolver 38, and subversive documents.

No reported casualty from the government troops while undetermined number of CPP-NPA Terrorists were believed to be wounded due to bloodstains seen along the rebels’ route of withdrawal.

Hon. Johnny Guilot, Brgy. Captain of Minapasuk identified the fatality to be Jhonrey Pahayahay, a member of Special Partisan Unit (SPARU) of Northern Negros Front, Komiteng Rehiyon-Negros.

Jhonrey Pahayahay, AKA Kanoy, 41 yrs old, resident of Sitio Icugan, Brgy Minapasuk, Calatrava is the brother of Junrel Pahayahay AKA Katong, also an NPA member seized by 62nd Infantry Battalion last 2009.

According to Brgy Minapasuk officials, the said personality was a member of SPARU is also a member of Pahayahay Group, a lawless group conducting illegal activities (gun for hire, robbery, hold-ups etc.) in the hinterlands of Calatrava, Cadiz City and Sagay City.

The said NPA SPARU personality was reported by the residents carrying firearms all the time to extort money from the people in the area.

As per statement of Hon Geson Balansag, Brgy Peace and Order of Brgy Minapasuk, there were NPA members who harbored near the house of Alias Kanor three (3) weeks ago.

This information was also confirmed by Hon Johnny Guilot, Brgy Captain of Brgy Minapasuk that subject person was backed by CTGs in the area in his illegal activities.

According to Brgy Captain Guilot, Pahayahay has been reportedly recruiting members to join his group while conducting extortion activities, sowing fear to the local populace.

Meanwhile, Lieutenant Colonel J-jay T Javines, Commander, 79IB appreciated the valuable information from the residents about the presence of armed elements which prompted the troops to respond to the call of the people to preserve the peace in the community.

“The cooperation of the residents clearly shows their desire to completely eradicate the communist insurgency in their communities. They are already fed up. That is why we will not also put our guards down and allow these terrorists to continue to sow fear to the local populace, we need to work together to build communities that are inhospitable to enemies of the state, free from fear, of being used and exploited by CTGs.”

Lt. Col. Javines also called on the remaining Communist-NPA-Terrorists (CNTs) to lay down their arms peacefully and encourage them to avail the government’s Enhanced Comprehensive Local Integration Program (E-CLIP), and live a normal life with their families.

Moreover, Calatrava Mayor Marilyn A. Era in a statement lauded the Philippine Army for its commitment and dedication on ensuring the safety of the people and for the quick response to the reports of the residents.

MAKILALA, COTABATO – Through the help of former rebels, the 39th Infantry (Smash’em) Battalion troopers discovered firearms (FAs) and assorted medical items at Sitio Lacobe, Brgy. Malabuan, Makilala, North Cotabato on June 22, 2021.

Among the discovered items from the area were: Two (2) M16 Rifles; Two (2) AK-47 Rifles; Six (6) Magazines; Five (5) AK-47 Ammunition; One (1) Cignus Radio; One (1) Combat Pack; 50 meters Electric Wire and assorted medical items.

Accordingly, these items were buried by members of the New People’s Army (NPA) under the remaining forces of Local Guerrilla Unit, Guerilla Front ALIP of Far South Mindanao Region.

Lieutenant Colonel Geoffrey M. Carandang, Commanding Officer of 39IB commended the troops for the successful operation and recognized the effort of the former rebel that led to the discovery of the arms cache.

“This is a clear manifestation of full trust and confidence of the Former Rebels (FRs) to the government troops. Now, FRs are realizing the truth that there is nothing to gain in their 52 years of armed struggle. Likewise, this significant accomplishment further solidified FRs’ intentions to return to the folds of the law and live a harmonious and peaceful life with their families,” Lt. Col. Carandang said.

The recovered high-powered firearms were brought to the Battalion Headquarters in Brgy. Poblacion, Makilala, North Cotabato for proper disposition.

Maligaya, Mahaplag, Leyte noong ika-21 ng Hunyo 2021.

Si Antonio Munsolod Pabro, 45-taong gulang, may asawa at residente ng Sitio Buga, Brgy. Maligaya, Mahaplag, Leyte, may kaso ng apat na paulit-ulit na panggagahasa sa anak na babae ng kanyang dating kinakasama ay personal na humarap at sumuko sa RCSP Team ng 14th Infantry (Avenger) Battalion. Malaya nyang inamin ang kanyang nagawang kasalanan at isinalaysay na siya ay nagtago sa Sityo Buga ng nasabing barangay mula noong 2019 hanggang sa kasalukuyang taon.

Ayon kay Ginoong Pabro, nagkaroon siya ng lakas ng loob na sumuko matapos nyang mabalitaan na ang mga sumukong supporters at miyembro ng Underground Mass Organization (UGMO) ng CPP-NPA-NDF ay trinato ng maayos na naaayon sa batas at binigyan ng pagkakataong magbagong buhay. Ang 14th Infantry (Avenger) Battalion ay patuloy na maglilingkod sa mga Leyteňo na may disiplina at bilang propesyunal na kawal Pilipino. Handang maglingkod ang mga miyembro nito maging ito ay para wakasan ang terorismo o ito man ay pagsuporta sa pagpapatupad sa batas at sugpuin ang kriminalidad sa nasasakupan nito na naaayon sa paggalang sa Karapatang Pantao.

Ayon kay Brigadier General Zosimo A. Oliveros, Brigade Commander ng 802nd Infantry (Peerless) Brigade, siya ay nagpapasalamat sa tiwala ni Mr. Pabro sa kasundaluhan ng RCSP Team ng 14th Infantry Battalion at sa agarang aksyon ng Barangay Task Force ELCAC ng Brgy Maligaya, Mahaplag, Leyte na naging daan sa magandang ugnayan at pagtulungan ng kasundaluhan, Local Government Unit at kapulisan. Nananawagan si Brigadier General Oliveros sa mga taong may kahalintulad ni Mr. Pabro na may pananagutan sa batas na gayahin ang kanyang ginawang pagsuko upang harapin ang makatarungang paglilitis sa ilalim ng makataong hukuman ng Repulika ng Pilipinas.

FORT BONIFACIO, Metro Manila – Philippine Army Commanding General Maj. Gen. Andres C. Centino visited the Civil-Military Operations Regiment Headquarters in Fort Bonifacio on June 22, 2021.

Major General Centino, who became the 64th Army Commanding General on May 18, was welcomed by CMO Regiment Commander Col. Arvin R. Lagamon, the officers, enlisted personnel, and civilian human resource of the unit.

Colonel Lagamon presented to the Army Chief, one of the unit’s capability equipment, the MLX7, which underwent enhancement and is now being used by the Army’s COVID-19 Responders.

In a briefing, the unit highlighted its accomplishments, its support to the Philippine Army Major Units, and the role of CMO Regiment in the overall mission of the Philippine Army in serving the people and securing the land.

Major General Centino then thanked and congratulated the CMO Regiment for its efforts contributing to the success of the Philippine Army’s campaign against insurgency.

“I am grateful for your warm welcome. I commend your efforts in performing your duty as soldiers. My only request is that we work together to end local insurgency in our country so that we can attain lasting peace and development.” he said.

He also stressed the importance of informing the public on the activities and accomplishments of the Philippine Army and emphasized the significant role of a disciplined soldier.
“Our comrades in the field are in a much more difficult situation. The only thing we can do is to be disciplined soldiers. Start by wearing the uniform properly and avoid doing improper deeds.” the general added.

Meanwhile, CMO Regiment stands on its battle cry of “winning hearts, winning minds” to win the war without fighting in support to the Philippine Army.

IMPASUG-ONG, BUKIDNON – A total of 20 Former Rebels (FR) who surrendered to the 8th Infantry “Dependable” Battalion (8IB), Philippine Army received cash assistance from the Local Government Unit (LGU) of Impasug-ong this June 23, 2021 at the Headquarters 8IB of this municipality.

The program was attended by Mayor Anthony A. Uy of Impasug-ong, Ms. Lovely A. Antivo from the Municipal Social Welfare and Development Office (MSWDO), other Sangguniang Bayan members, Maj. Lemuel Bacarro, Executive Officer, 8IB, 1LT Abigail Lorenzo, CMO Officer, 8IB.

The said FRs each received PhP4,500 financial assistance and food packs from the local government.

Armando Daluniag @Ambo, former Commander, HQF Neo, NCMRC expressed his gratitude saying, “Nalipay kami nga mga kanhing NPA tungod sa tabang nga gihatag sa lokal nga gobyerno kanamo. Ako nang natagamtaman ang maayong kinabuhi dihang mibalik ko sa sabakan sa gobyerno sukwahi sa una nga bisan asa nga komunidad nga adtuan sa NPA mahimong gubot ang kinabuhi.” (We, the former NPAs, are grateful because of the assistance given to us by the local government.
