ZAMBOANGA CITY -- The city government has turned over two units of speed boats to the Joint Task Force Zamboanga to augment its sea assets in securing the city's borders amid the implementation of the enhanced community quarantine to prevent the entry and spread of the coronavirus disease 2019 (Covid-19) here.

Mayor Maria Isabelle Climaco-Salazar, who led the turnover Thursday, said each watercraft is equipped with a twin 250-horse power gasoline-fed engine.

Salazar said Friday the equipment turnover forms part of the city government's unrelenting support to the security sector.

Col. John Antonio Divinagracia, Joint Task Force Zamboanga commander, received the two speed boats from Salazar, saying these will be a big boost to the capability of his command, especially now the enhanced community quarantine is in place.


Meanwhile, the city government has also distributed the necessary but hard-to-find supplies to local frontliners in 25 of this city’s 98 barangays amid the Covid-19 threat.

Salazar said the supplies include alcohol, masks, vests, raincoats, long sleeves, megaphones, whistles, rice, and other needs as this city enters the 7th day of the enhanced community quarantine.

The mayor said that the city government has delivered hospital beds and other equipment and much-needed supplies to the Ateneo Zamboanga University (ADZU)-Lantaka campus, designated as this city's isolation and management facility for all patients under investigation (PUIs) with mild to moderate symptoms.

As of March 26, health officials said this city has recorded 38 PUIs and 1,099 persons under monitoring (PUMs) for Covid-19. Seventeen of the 38 PUIs tested negative while the remaining 21 are awaiting their test results for Covid-19.

Likewise, a total of 449 of the 1,099 PUMs have been cleared after completing the 14-day quarantine period.

This city has one confirmed Covid-19 case.

A total of 24 former communist rebels recently completed the eight-day de-radicalization program organized by the Army's 23rd Infantry Battalion with the support of the group, People’s Advocacy for Collaboration and Empowerment (PeACE).

The former rebels surrendered to the Army between the months of January until March this year due to the hardships they encountered in the hinterlands while with the New People’s Army (NPA),
said Lt. Col. Francisco L. Molina Jr., 23IB commander.


“I told them that I am optimistic they will succeed in life after choosing the right path of returning to their families and communities,” Molina told the Philippine News Agency (PNA) on Thursday.

He said the former rebels are in the process of availing of the Enhanced Comprehensive Local Integration Program (ECLIP) of the government.

Molina called on the former insurgents to "embrace new lives and move on" after the de-radicalization program and the release of livelihood support through the ECLIP.
“Just keep moving on, giving your best, applying what you've learned, you will surely reap a harvest of your efforts. Our government is hell-bent in extending its help because it doesn't want anyone to be left behind,” Molina said.

He said the former rebels who availed of the program last year "are now happily reunited with their families and communities."

Some even opted to join the Armed Forces of the Philippines (AFP) through the Army or the Citizens Armed Forces Geographical Unit (CAFGU), he said.

Molina also expressed gratitude to Ms. Agnes Lopez Reaño, the national president of PeACE who helped the former rebels get a new lease on life.

Reaño served as the facilitator and instructor of the de-radicalization process with the aim of preparing the FRs for reintegration and mainstreaming to their respective communities, and encourage them to pursue their dreams and have a brighter future.

In a statement issued Thursday, 23IB quoted a former rebel as saying in the dialect: "Through this program, I fully understood what true discipline is. I really felt that we are transformed holistically especially our characters. I learned that what the NPA has inputted in our minds are all lies and deception.”

Another former guerilla, alias “Jorge” said he will utilize fully the livelihood assistance to improve the living conditions of his family and for the future of his children.

TO HELP curb the spread of coronavirus disease (Covid-19) through information dissemination, the 303rd Infantry Brigade conducted a loudspeaker operations in the province.

Colonel Inocencio Pasaporte, brigade commander, said together with 14th Civil Military Operations Battalion (14CMOBn), armed with loud speakers Army troops roamed around the province carrying message of awareness on the current pandemic, practical ways to protect oneself such as practicing good hygiene, social distancing and encouragement to be more vigilant and proactive in beating the virus.

“With the effort of the government troops to spread awareness on the Covid-19 pandemic, the people would be more encouraged to follow the government’s call on quarantine and social distancing,” Pasaporte said.

He explained that loudspeaker operations could also awaken the citizens’ consciousness of their civic duty to follow the government’s directives in this time of health crisis.

Time and again, loudspeaker operations have proven to be a successful tool on many occasions in the past both in military and local governments’ effort to call on the people to rally on a certain cause. Terrorists surrender their arms during the Zamboanga Siege and the Liberation of Marawi when they heard loud voices calling them to go back to the folds of law. It also uplifts the spirits of Yolanda victims when they heard the loud Christmas songs way back 2013, the army commander cited.

“Through this method, 303Bde is hoping that this could help serve their purpose not just advocates of peace but as well as unity and patriotism. With the cooperation of the people, we could surely rise above such trying times and once again live in a healthy and Covid free community,” Pasaport added.

ILIGAN - Soldiers belonging to the First Infantry Tabak Division (1ID) have created a disinfection team, and have started to call themselves “D-Men”.

D-Men or short for Disinfection Men are clad in improvised face shields, boots and gloves, and equipped with sprayers, have been doing the rounds of this city disinfecting everything that could be considered as areas where the coronavirus could be.

“The D-Men are the mobile, and ready-to-serve team of the Tabak Division,” said Lt. Col. John Andrada, commander of the 1st Civil Military Operations Battalion.

Andrada said the division was also grateful to the private company which provided them with the sprayers so that the D-Men could go about their disinfecting rounds.

“We are also thankful for the Pagadian Marvelous Enterprise for the six pieces of sprayers that were given to us free”, Andrada said.

The disinfectant solution was approved by the doctors of 1ID, and its formulation followed Department of Health (DOH) guidelines.

THE military’s Eastern Mindanao Command (Eastmincom) has condemned the atrocities perpetrated by the New People’s Army against the Indigenous Peoples during the past days amid the coronavirus disease (Covid-19) crisis.

Major General Jose Faustino, Jr., Eastmincom chief, said the NPA rebels are aggravating the misery of the communities by taking advantage of carrying out attacks against the vulnerable communities while every sector in the country and the whole world are battling an invisible enemy and its economic and social impact.

“These (attacks) are clear violation of the International Humanitarian Law,” Faustino said.

Faustino noted that the NPA's attack transpired just a day after the United Nations called for a global ceasefire to focus all the countries’ battle against Covid-19.


He said it can also be recalled that President Rodrigo Duterte declared a unilateral ceasefire with the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) effective last Thursday, March 19, “so the state can focus on efforts to contain the spread of Covid-19.”

However, Faustino said group of NPA rebels attacked around 6 a.m. Tuesday Sitio Tapayanon in Gupitan Village, Kapalong, Davao del Norte.

He said that attack prompted the teams under the Army’s 60th Infantry Battalion, who were conducting a community support program in the area, to respond and engage the NPA rebels in a firefight.

The official said a second skirmish transpired an hour later after the troops were conducting a clearing operation. The NPA rebels scampered to different directions after a 10-minute firefight.

He said on the evening of March 19, the NPA rebels brutally and inhumanely murdered two elderly Indigenous Peoples belonging to a Manobo tribe at Sitio Inadan in the village of Magroyong, San Miguel, Surigao del Sur.

Faustino said the victims were identified as Hawudon Bernardino Astudillo, 73, Manobo, who was the tribal chieftain of Barangay Magroyong, and a certain Zaldy Ibanez, 52, Manobo.

He added that the victims were forcibly taken from their respective homes and were brought in a forested area where they were killed more or less 15 NPA rebels, who frequent in North-Eastern Mindanao area.

Meanwhile, Faustino reminded the troops all over Eastern Mindanao to remain vigilant against NPA rebels’ treachery.

“While our troops to include our Community Support Teams deployed in the different communities have shifted focused in assisting LGUs (Local Government Units) and health authorities in preventing the spread of Covid-19 and mitigate its impact, we should not put our guards down considering the NPA rebels’ display of treachery,” he said.

SULTAN KUDARAT, MAGUINDANAO –– For more than 24 hours the previous week, Roel Aliasgal, 50, sailed from the island-province of Sulu, along with at least 100 other fighters of the Moro Islamic Liberation Front (MILF) to arrive at the provincial capitol for a simple ceremony here.

He was the 12,000th MILF fighter deactivated under the second phase of the decommissioning process that began in August 2019.

Like the other former combatants, he received P100,000 on March 11 at the provincial capitol during the ceremony, signaling the conclusion of the second phase of the decommissioning process.

Born a Tausug and raised in Sulu, Aliasgal was among those who formally gave up the decades-old armed struggle the MILF waged against the government that claimed the lives of some 120,000 people, including civilians.

The turnover was the second part of the ceremonial decommissioning (also called its first phase) started during the term of former President Aquino following the signing of the Comprehensive Agreement on the Bangsamoro (CAB), the final peace pact between the government and the MILF in 2014.

For phase two, 30 percent of MILF combatants and their weapons have been decommissioned under the terms of the Annex of Normalization of the CAB.

Aliasgal said he wanted to start a “small business” using the amount turned over to him as financial aid from the government.

The government along with the MILF aimed to sustain peace in the former conflict areas by uplifting the lives of former rebels.

“We will invest. I told my comrades, whatever we receive in this decommissioning, we will use it as an instrument towards our long-awaited peace. We all believe that peace comes from within us,” he said.

In a statement, the foreign-led Independent Decommissioning Body (IDB), which oversees the decommissioning process, commended the government and the MILF for adhering to the terms of their peace accord.

“(The successful conclusion of the second phase is) another historic milestone by the parties to achieve a just and lasting peace in the Bangsamoro,” said the statement from the IDB chaired by Turkish Ambassador to the Philippines Fatih Ulusoy and composed of the governments of Turkey, Norway, Brunei, and representatives from the government and the MILF.

President Duterte witnessed the launching of the second phase of the decommissioning process in September last year also at the old provincial capitol here.

With the completion of the second phase, Aliasgal expressed hope he and his former comrades would tread peaceful and better lives.

“I hope that our lives and mindsets would be back to normal, that we wouldn’t go back to where we’ve been before,” he said, referring to the war that stunted the growth of the region known today as the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

He vowed to encourage the youth to get an education to lead better lives and to contribute to the growth of the new Bangsamoro region.

BARMM replaced the Autonomous Region in Muslim Mindanao following the plebiscites last year that ratified the Bangsamoro Organic Law.

Under the second phase, at least 2,100 assorted weapons and more than 500 ammunition were also turned over by former MILF combatants to the IDB, according to the data from the Office of the Presidential Adviser on the Peace Process.

The third phase of the decommissioning process is slated to commence this year. Another 35 percent of the 40,000- strong MILF will be decommissioned during this phase, while the rest of the remaining armaments will be processed until 2022 for the expected signing of the exit agreement between the government and the MILF.

OPAPP said the government had earmarked P2.4 billion this year to implement the other aspects of normalization, which include education, health, technical and livelihood training, livelihood programs and assistance, agriculture support, social interventions, and camp transformation.

Mohagher Iqbal, MILF peace implementing panel chair, said the peace deal prescribed the graduated decommissioning of MILF combatants and weapons as key milestones of the peace process had been achieved.

“Our lives in the MILF … almost 50 years of armed struggle, so now we will be moving towards a normal life. We now have peace, justice, socioeconomic intervention from the government, from the international community. So In Shaa Allah, our lives will be better especially [the lives] of MILF combatants,” he said.

Presidential Peace Adviser Carlito Galvez, Jr. lauded the successful implementation of the second phase of the decommissioning process, noting that its effects “are now starting to be felt by the MILF members, their families, and communities.”

Galvez said the Bangsamoro peace process remained on track. President Duterte earlier issued a directive to implement all signed peace agreements with the various Moro fronts.

“With the successful second phase of decommissioning of MILF combatants and their weapons, we are looking forward to starting the third phase within the year. The government and MILF leadership are optimistic that we can surmount the challenges we face along the way and that by 2022, we can already sign the exit agreement,” Galvez said.

COTABATO CITY – The Office of the Presidential Adviser on Peace Process (OPAPP) has created a coordinating center to ensure harmony among local government units (LGUs) in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in the fight against the coronavirus disease 2019 (COVID-19).

In a statement, OPAPP announced its creation of the Coordinating Center Mindanao on COVID-19 (CCMC) “as part of the agency’s efforts to monitor the situation” in BARMM amid the State of Health Emergency in the country.

BARMM covers Maguindanao, Lanao del Sur, Basilan, Sulu and Tawi-Tawi provinces, the cities of Cotabato, Marawi and Lamitan, and 63 barangays in six North Cotabato towns.

“Our main priority at this point is the health and safety of the Bangsamoro people, and those… in the frontlines. We need to ensure that residents are provided with relief assistance as quarantine measures are strictly enforced,” Sec. Carlos Galvez Jr., OPAPP chief, said.

Galvez lauded the BARMM’s “LGUs and neighboring areas for promptly setting up task forces to monitor and mitigate the spread of the disease,” saying that through such task forces, “we shall be able to effectively respond to pressing issues and concerns as they arise.”

“We, therefore, urge the BARMM’s regional and local chief executives, legislators, personnel, and most especially, the people, to work together as one as we address the situation in the best way possible,” he said.

“We believe that preventing the spread of the coronavirus cannot be done through separate interventions by local government units (LGUs) but through concerted action as provided by the guidelines of the President and the IATF- EID (Inter-Agency Task Force on Emerging Infectious Diseases),” he pointed out.

He added: “The need for greater complementation and coordination among LGUs, government agencies, and the whole Filipino Community will be critical in this effort.”

His statement was sent to the Bulletin on Saturday in the wake of reports that BARMM and city officials were tangled in cases of collision in the enforcement of their respective campaigns against COVID-19 threats.

Mayor Cynthia Guiani-Sayadi placed this city under community quarantine on March 16 and later enhanced it into lockdown, tapping armed elements of the Task Force Kutawato (JTFK) to assist health workers and ban unnecessary entry and exit at the city borders with nearby Sultan Kudarat and Datu Odin Sinsuat towns in Maguindanao.

The BARMM’s IATF had reportedly received reports about commotions at checkpoints on the borders of this city with Sultan Kudarat (SK) and Datu Odin Sinsuat (SK) towns in the first two days of the lockdown here.

Bancasi, Butuan City – The CPP-NPA Terrorists (CNTs) operating in the province of Surigao del Sur have owned to the killing of Datu Bernandino “Bandi” Astudillo, and Zaldy “Domingo” Ybañez at Sitio Inadan, Brgy Magroyong, San Miguel, Surigao del Sur last March 19, 2020, the day President Rodrigo Roa Duterte declared a unilateral ceasefire to arrest the COVID-19 pandemic crisis.

In a radio interview at Sure FM in Tandag City and Bombo Radyo Butuan City, Imelda Rambuyod alias Sandara Sidlakan, Spokesperson of Guerilla Front (GF) 30 of the North Eastern Mindanao Regional Committee (NEMRC), admitted without remorse to the killing of the two (2) elderly IPs and even fabricated false allegations against them. Alias Sandara claimed that the two 2 IPs were killed because of raping a certain Ms Palay Astudillo, the granddaughter of Datu Bandi.

It can be recalled that the IP communities and LGU Officials of the whole province particularly the town of San Miguel condemned the killing of Datu Bernandino “Bandi” Astudillo, 74 y/o, Brgy Tribal Chieftain and Zaldy “Domingo” Ybañez, 65 y/o and a Former Rebel, both from Brgy Magroyong of same town who were dragged out of their houses and were cruelly killed by the CNTs through stabbing and hacking to the different parts of their body as per testimonies of the relatives and neighbors who personally witnessed the incident.

Meanwhile, in her video statement posted on Facebook, Ms Palay Astudillo who lived and worked now in Manila refuted the allegation of Sandara. She said that his grandfather did not rape her and even loved them so much. She bared that together with her grandmother, Datu Bandi raised her together with her other siblings. She averred that the CNTs claims never happened and it was done to discredit Datu Bandi so that the CNTs can justify their brutal action.

The families of Datu Bandi and Zaldy Domingo and their whole tribal community were furious and cried for justice after learning that the CNTs even added insult to the pain they were suffering. Instead of appeasing the bereaved families, Sandara falsely accused Datu Bandi of fabricated allegation, lies and cowardly justified their barbaric and terroristic act to save face.

Likewise, Datu Rico Maca castigated the CNTs on its shameless deception for defaming the deceased IPs after viciously killing them without mercy. “Isip ingun nga municipal IPMR og isip sibilisadong kumunidad, ako makaingun nga walay karapatan ang NPA nga musilot kamatayon kay anaa kitay balaod og korte nga muhatag og saktong hustisya bisan pa sa unsang ang alegasyon niini”.

In his statement, Brigadier General Maurito L Licudine, Commander of the 402nd Brigade said, “The admission of the CNTs in attacking the civilians with no direct involvement in the armed conflict and justifying their actions with fabricated stories depicts their barbaric nature and display of arrogance with utter disregard to the value of human life”.

“We are one with the whole IP community in condemning this terroristic act. We will not rest until the perpetrators will be brought to justice. This is a clear violation of International Humanitarian Law (IHL). We call on all Surigaonons to condemn the NPAs and help us drive the CNTs away from our communities. They are the living viruses that had been plaguing our societies. Let’s be vigilant and alert from the treacherous acts of the CNTs while our troops support the DOH and PNP to address the COVID-19”, Brigadier General Licudine added.

SIATON, Negros Oriental – LTC RAMIR J REDOSENDO INF (GSC) PA, Commanding officer of 11th Infantry (Lapu-Lapu) Battalion, coordinated with different Local Chief Executives, Vice-Mayor, Chief of Police, and Municipal/City Health Officers in the Province of Negros Oriental to discuss the stringent measures being implemented by different Local Chief Executives in their respective communities to contain the spread of Corona Virus Disease commonly known as COVID-19. It also aims to enhance further the coordination and collaboration between different Inter-Agency Task Force members who are at the forefront in the fight against COVID-19.

LTC REDOSENDO also stressed to the LCEs the importance of Personal Protective Equipments (PPEs) for Frontliners and strict implementation of Standard Operating Procedures (SOPs) throughout the duration of General Community Quarantine in the entire Province of Negros Oriental.

The 11th Infantry (Lapu-Lapu) Battalion, as one of the Frontliners of the Inter-Agency Task Force responsible in COVID-19 Border Control Points in the Province of Negros Oriental, fully supports the ordinances being implemented by different cities and municipalities within the province.

“We want to let them know that the 11th Infantry (Lapu-Lapu) Battalion is always here to give full assistance and cooperation to the community,” LTC REDOSENDO said.

LTC REDOSENDO also reverberated the call for everyone to cooperate and follow the adhering guidelines and safety reminders of Health officials and local government to prevent the spread of the COVID-19 pandemic in the province.

Placer, Surigao del Norte – The 30th Infantry Python Battalion (30IB) received food packs, face masks, and improvised face shield to be used by the Army Frontliners who are deployed in the quarantine assistance stations; these items were donated by the Surigao del Norte 2nd District Congressman Robert Ace Barbers, yesterday,March 24,2020 at the Headquarters 30IB, Brgy Sta Cruz, Placer, Surigao Del Norte.

In can be noted that the Provincial Government of Surigao del Norte passed its Executive Order (EO) No. 20-009 series of 2020 in mainland Surigao del Norte and EO No. 20-010 series of 2020 in Siargao Island spearheaded by Atty. Francisco T. Matugas, SDN provincial governor, in connection with implementation of Surigao del Norte Operational Plan (OPLAN) AWAY -“Coronavirus Disease” (COVID-19) for the mitigation and control measures on the spread of the said virus.

Major General Vinluan supports to protect medical staff doing risky actions to prevent possible spread of corona virus disease. “In order for medical workers to deal with others, they should protect themselves first,” he said.

The medical items that were already distributed are 15 pieces of face mask (N95), 50 pieces goggles, 50 pairs shoes cover, 50 pieces surgical cap, 152 pairs surgical gloves, two pieces surgical mask, 100 pieces face mask, one gallon alcohol, 100 bottles vitamin C, four pieces thermal scanner gun, and five pieces of isolation gown.

Other medical items that are ready for distribution are 20 pieces of face mask (N95), 93 pieces goggles, 90 pairs shoes cover, 90 pieces surgical cap, 250 pairs surgical gloves, 100 pieces face mask, two gallons alcohol, 250 bottles vitamin C, one piece thermal scanner gun and 13 protective equipment.

The 11th Infantry Division will look forward to provide further necessities for the frontliners to address the confronted COVID-19 situation in coordination with the Integrated Provincial Health Office. Having 43 persons under investigation and 685 under monitoring within the Province of Sulu, as of March 24, 2020, the organization will do its utmost means to deal with the prevention and spread of COVID-19.

(UPDATED) – Defense Secretary Delfin Lorenzana said he is going on self-quarantine beginning Friday, March 27, after Armed Forces of the Philippines (AFP) chief of staff General Felimon Santos Jr tested positive for the novel coronavirus.

The defense chief told reporters he came into close proximity to Santos twice over the past week. Lorenzana also disclosed on Friday that Santos had tested positive for the disease.

"I shall be on self-quarantine effective today. This morning, I was informed by CSAFP (Chief of Staff, AFP) General Santos that he tested positive of the COVID-19 – the result he got yesterday. I had close proximity with him on two occasions," the defense chief told reporters in a message.

He said he was in close contact with Santos at Villamor Air Base during the turnover of medical supplies to the Department of National Defense on Sunday, March 22, and at the AFP General Headquarters, Camp Aguinaldo, and at the Heroes Hall in Malacañang on Monday, March 23.

"I have no symptoms but protocol says I have to self-quarantine for 14 days," Lorenzana added.


He said he was considered a person under monitoring (PUM) for the coronavirus since he has no symptoms.

Santos on Tuesday, March 24, told reporters that he was on home quarantine at his quarters in Camp Aguinaldo, after having been in contact with another senior military officer who later on tested positive for the virus.

(UPDATED) – Armed Forces of the Philippines (AFP) chief of staff General Felimon Santos Jr has tested positive for the novel coronavirus.

Defense Secretary Delfin Lorenzana shared this to reporters on Friday, March 27, and afterwards confirmed by the AFP.

Santos was tested on Tuesday, March 23, the same day he told reporters he was on home quarantine after coming into contact with another senior military officer who tested positive for the virus.

The military chief’s own test result came out earlier Friday, showing he was positive for COVID-19.

Santos will be on strict home quarantine at his residence in the AFP General Headquarters, Camp Aguinaldo in Quezon City, for 14 days – from Friday until April 10.


“He is well and in good health condition. He will be in his military quarters where he will continue the discharge of his duties and responsibilities,” said the AFP Public Affairs Office in a statement.

AFP vice chief of ctaff Vice Admiral Gaudencio Collado Jr will oversee the military’s daily operational activities, while AFP deputy chief of staff Lieutenant General Erickson Gloria will attend to administrative matters while Santos is on strict home quarantine.

Contact tracing

Santos called on all who had close physical contact with him since March 13 to also go on self-quarantine, and those who met him from March 9 to 12, to take precautions and seek medical advice, the AFP said.

That includes Defense Secretary Delfin Lorenzana, who said earlier on Friday that he was going on home quarantine for 14 days after having been in “close proximity” to Santos during events on March 22 and 23.

Santos had donned the new rank of a senior AFP officer who was promoted recently. That officer later tested positive for the coronavirus, the AFP said. It did not disclose the date of the officer’s encounter with Santos.

On March 11, Santos and 21 other senior military officers took their oath before President Rodrigo Duterte in Malacañang.

Duterte was tested for the virus the following day, March 12, because some members of his Cabinet had earlier come into contact with a coronavirus-positive patient.

Duterte’s test results came out negative on March 13.

Reporters on Friday asked Presidential Security Group commander Colonel Jesus Durante III whether Santos had been in contact with the President this week, or if they had attended the same event in Malacañang. Durante said Santos had no recent contact with Duterte.

The Presidential Security Group (PSG) will go on lockdown for 14 days starting Saturday, March 28, to protect its personnel – and the President – from the novel coronavirus.

“I require all PSG personnel to go on self-quarantine effective March 28. No PSG personnel to go out of Malacañang Complex until April 10,”
PSG commander Colonel Jesus Durante III said in a message to Presidential Spokesperson Salvador Panelo, and which Panelo sent to reporters on Friday, March 27.


The Malacañang Complex itself, where the President normally resides and holds office, will not go on lockdown, Durante clarified.
The PSG said in a statement posted on its official Facebook page: "All offices situated in Malacañang Complex, most especially in Malacañan Palace, shall continue to maintain their skeletal workforce. Essential civilian employees shall still be allowed to enter the Palace area subject to regular screening procedures."

Asked who would provide security to the President while PSG personnel were on self-quarantine, Durante told Rappler in a text message: "There would still be regular close-in detail. All of them have been tested negative for COVID-19."

The PSG also said that the lockdown applies to all PSG personnel and their dependents staying at the PSG compound and the Malacañang complex.

"The Presidential Security Group has the sole and unique mandate of protecting the President of the Republic. By ensuring the good health condition of the PSG troopers means deploying competent and able personnel who are not themselves threat to the health of the President," the PSG said.

Durante did not give any other reason for the PSG lockdown but he issued the lockdown order a day after he criticized ACT-CIS Representative Eric Yap for still attending a meeting in Malacañang on March 21 while the lawmaker waited for his coronavirus test results. Yap got the positive result on March 25.

Durante had said that Yap “endangered” officials and staff in Malacañang.

Philippine military chief Felimon Santos Jr, who tested positive for the coronavirus disease on Friday, was supposed to have gone to Malacañang's Heroes Hall on March 23, according to Defense Secretary Delfin Lorenzana.

The PSG is the close-in security detail of the President, the Vice President, their families, former presidents and vice presidents, as well as visiting heads of state.

This year’s Balikatan (Shoulder-to-shoulder) Exercises, the biggest yearly series of drills between Philippine and US forces, has been canceled due to the novel coronavirus pandemic.

“Due to concerns for the health and safety of the participating exercise forces and local populations near the planned exercise areas, the US Indo-Pacific Command has cancelled Exercise Balikatan 2020 scheduled for May 4 to 15 in the Republic of the Philippines,”
the US Indo-PaCom said in a statement dated Thursday, March 26, and sent to reporters by the US Embassy in Manila on Friday, March 27.

“In light of the extraordinary cirumstances surrounding COVID-19 pandemic and in the best interest of the health and safety of both countries’ forces, it is prudent to cancel Balikatan 2020,”
said US Indo-PaCom commander Admiral Phil Davidson.


“We remain deeply committed to our longstanding alliance and friendship,” Davidson added.

Balikatan 2020 would have been the last iteration of the annual joint exercises, with the Visiting Forces Agreement (VFA) that allows for it set to lapse in August. President Rodrigo Duterte ordered the VFA’s repeal on February 11, setting off a 180-day countdown to its dissolution.

Set in May, the Balikatan was scheduled to still push through, with several thousand Filipino and American troops and an Australian military contingent set to participate.

Three persons, believed to be members of the Communist Party of the Philippines- New People’s Army- National Democratic Front in Negros, were denied bail, after being indicted for two counts of Qualified Trafficking in Persons by the Bacolod City Prosecutor’s Office, Army spokesman Capt. Cenon Pancito III said yesterday.

Albert De la Cerna, Ma. Pilar Dela Cerna, and Karina Mae Dela Cerna were charged with violation of Section 4 in relation to Section 6 (Qualified Trafficking in Persons) of Republic Act 9208 as Amended by RA 10364, also known as the Expanded Anti-Trafficking in Persons Act of 2012, after the Bacolod City Prosecutor’s Office, found probable cause citing a court information, issued and signed by Senior Assistant City Assistant Prosecutor Fernand Castro, that was approved by City Prosecutor officer-in-charge Dennis Jarder.


Castro said in the court information that respondents Albert, Pilar and Kara Mae dela Cerna conspiring and acting in concert, unlawfully and feloniously recruit, harbor and transport the six victims, with ages ranging from 12 to 17 years old, including also an 18-year-old, whose identities are being withheld, by way of deception, taking advantage of their vulnerability, and promising benefits for exploitative purpose of using them for armed conflict against the government.

There is reasonable ground to believe that a crime has been committed and that the accused are probably guilty, Castro said.

Pancito said the three respondents, who they believe are members of the CPP-NPA-NDF, are also facing separate criminal cases for illegal possessions of firearms and explosives.

He recalled that Albert and Karina Mae De la Cerna were among those individuals who were arrested by the joint forces of the PNP and AFP in Bacolod City in October 31 last year, where 32 firearms, 130 rounds ammunitions, and five explosives were seized, and 13 minors were rescued.

Pancito said that the rescued minors and their parents filed trafficking complaint before the Bacolod City Prosecutor’s Office against John Milton Lozande, Noli Rosales, Proseso Quitzon, and the three De la Cernas.

Based on the revelations of the victims the three were also accused of taking advantage of the minors’ vulnerability by deceitfully recruiting them to join illegal activities, such as taking up arms against the government.

He added that “with the development of this case, we are seeing the serious and united effort of the government has quell the CPP-NPA-NDF’s recruitment activities, particularly among the minors, Maj. Gen. Eric Vinoya, commander of the Army’s 3rd Infantry Division, said in a statement, adding that “Very clearly, this is a violation of our laws and the International Humanitarian Law”.

“Let this serve as a warning to those who still continue to do recruitment activities for the CPP-NPA-NDF. The long arm of the law will eventually reach you, as we endeavor to protect our countrymen especially our youth, from the destructive nature of your ill-motivated armed struggle that leads to terrorism,” Vinoya added.

TWO OF the Philippines most powerful persons are now under self-quarantine, along with politicians and thousands of Filipinos as the country’s health authorities are battling the spread of the deadly coronavirus disease, of Covid-19.

The chief of the armed forces, General Filemon Santos, has been tested positive for the virus, according to Defense Secretary Delfin Lorenzana on Friday. Lorenzana said he would also go on self-quarantine after having direct contact with Santos, although he has no symptoms of the Covid-19.

Military doctors will monitor Santos’ condition while under quarantine in his quarters where he will continue to dispose his duties and
assisted by his Vice Chief of Staff, Vice Admiral Gaudencio Collado, Jr. and Deputy Chief of Staff, Lieutenant General Erickson Gloria.

Those who also have contacts with Santos were also told to go on self-quarantine for 2 weeks.

Many lawmakers are also under self-quarantine after some of them tested positive for the virus. The Philippines now has over 800 Covid-19 cases with at least 54 deaths, including 10 doctors, and the number of infected people continue to increase with no signs of the virus contamination slowing down.

President Duterte - who was tested negative for the Covid-19 - has imposed a lockdown on the entire Luzon Island with Visayas and Mindanao also under enhanced community quarantine as local governments struggle to control the spread of the respiratory disease and ensure the ample supply of provision is unhampered by strict health protocol. 

The Covid-19, now a global pandemic, broke out in the Chinese city of Wuhan in December last year, and quickly spread to over 100 countries with China recording over 81,000 infections and more than 3,200 deaths. (Mindanao Examiner)

President Rodrigo Duterte has designated Presidential Peace Adviser Carlito Galvez Jr. as chief implementer of the country’s national policy against the coronavirus disease (Covid-19) outbreak.

“Further to the declaration of a State of Public Health Emergency and State of Calamity throughout the Philippines due to the Covid-19 situation, please be informed that the President has designated Secretary Carlito G. Galvez Jr. as the Chief Implementer of the Philippines’ declared national policy against Covid-19, effective immediately,”
stated in a memorandum issued by Executive Secretary Salvador Medialdea, by order of the President, on March 24.

Galvez will be tasked to ensure strict compliance and adherence of both the public and private sector to guidelines and protocols issued by the Inter-Agency Task Force for the Management of Infectious Diseases.


He will also be in charge of protecting and promoting the safety and welfare of the public at all times and ensure the efficient and expeditious distribution of government assistance to the public, especially citizens in most need.

On Wednesday, Cabinet Secretary Karlo Nograles announced that Duterte has “approved in principle” the National Action Plan (NAP) drafted by the IATF-EID to curb the spread of the highly-infectious disease.

Under the NAP, the IATF-EID will serve as the policy-making body of the operations, while the National Task Force (NTF) Covid-19 will act as the operational command.

Nograles said this is meant to ease the IATF-EID’s burden, and streamline operations in minimizing the risk of catching and spreading Covid-19

The plan provides that the conduct of operations against Covid-19 pandemic when it comes to human resource, logistics, and finance should also be sustained.

It also seeks the mitigation of consequences and impact of Covid-19 pandemic to the “social, economic, and personal security of the Filipino people.”

The NTF Covid-19 would be composed of task groups on response operations, resource management and logistics, and strategic communications, Nograles said.

Defense Secretary Delfin Lorenzana was designated to lead the IATF’s National Task Force to address the threat of Covid-19.

Close cooperation between the Armed Forces of the Philippines and the Philippine National Police is needed to protect Filipinos from the effects of the coronavirus disease (Covid-19), Department of National Defense (DND) Secretary Delfin Lorenzana said on Thursday.

"Vital to the success of this effort is the high level of Inter-Agency Coordination that the defense and security sector should implement,"
Lorenzana said in a press statement.

Lorenzana was designated as chair of the National Action Plan (NAP) to address the threat of Covid-19 and its aftermath, with Department of the Interior and Local Government (DILG) Secretary Eduardo Año as vice chair.


He said this coordination will be facilitated “in tandem with the National Government Agencies, Local Government Units (LGUs), non-government organizations, and civil society organizations so that a holistic approach to this challenge can be pursued."

The NAP encompasses the whole-of-government response against Covid-19, with the AFP and the PNP taking the lead in implementing the enhanced community quarantine, ensuring the unimpeded supply of food and non-food supplies in the communities, as well as maintaining a systematic and orderly implementation of the measures to curb the spread of the disease.

Lorenzana added that the DND and its bureaus, in partnership with the DILG and in close coordination with the concerned agencies and organizations, are ready to implement the action plan.

The Philippine Navy (PN) on Thursday started making face shields for its troops manning quarantine checkpoints.

Lt. Commander Maria Christina Roxas, PN public affairs office chief, said this initiative of troops from the Naval Sea Systems Command (NSSC) in Cavite City would address the shortage of personal protective equipment (PPE) supply amid the public health emergency.

Around 400 face masks are used daily by Navy personnel deployed for checkpoint duty.

"NSSC initiated to produce do-it-yourself (DIY) face shields that started March 25 in an effort to support the PN frontliners. A total of 470 pieces of face shields made from (transparent) film, foam, garter, and double-sided tape were produced from their available materials. Said items will be given to Naval Task Group-National Capital Region (NTG-NCR) for proper distribution," she said in a statement.

The NTG-NCR is responsible for manning checkpoints in Rizal, Marikina, Muntinlupa, Cavite, and Laguna.

Last week, the PN deployed over 500 sailors and marines to man the checkpoints.

NSSC commander Rear Adm. Rommel Jason Galang said the move is part of their efforts to support the frontliners.

“We also worry for their safety amidst the dwindling availability of protective equipment, this is why we thought of creating our own face shields,” he added.

“(NSSC) may be mandated to repair and maintain ships and weapons but at times like this, we heed the call to serve the people who serve us first,” he said.

There is no truth to claims that there will be military control and extension of enhanced community quarantine in Luzon, Cabinet Secretary Karlo Nograles said on Friday.

In a radio interview, Nograles branded as “fake news” the rumors circulating on social media.


“Gusto ko lang pong linawin na lahat po iyan ay puro fake news. Huwag po tayong maniwala, mga kababayan (I want to clarify that the rumors are fake news. To all, do not believe unverified information),” Nograles said.

Fake news are shared rapidly online since President Rodrigo Duterte placed the island of Luzon under quarantine to stop the spread of coronavirus disease 2019 (Covid-19).

Contrary to the false information, Nograles said the government was doing its best to address Covid-19 outbreak before the quarantine ends on April 12.

“Ang gusto nga natin, madaliin na ito. Gusto natin mapabilis na itong ano natin pero kailangan 'yung cooperation ng iba (We want to immediately address this Covid-19 pandemic. We want to end this health crisis but we need the cooperation of everyone),” he said.

Nograles advised the public to monitor the official websites and Facebook pages of all concerned government agencies handling the Covid-19 pandemic.

He said all official announcements would only come from President Rodrigo Duterte, the Department of Health, and the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID).

“At tandaan po natin, ang lagi lang po nating pakikinggan, ‘yung IATF, Department of Health at pati na rin po si Pangulong Duterte (Let’s only believe all the information from IATF, the Department of Health, and President Duterte),” Nograles said.

Nograles said the Philippine National Police’s Criminal Investigation and Detection Group and Anti-Cybercrime Group, along with the National Bureau of Investigation, are now intensifying operations against purveyors of fake news.

“Nago-overtime po para makapag-sample na po tayo dahil hindi na po maganda ito. Hindi na po nakakatuwa (They are working overtime to punish individuals who are sharing false information because it’s not funny anymore),” he said.

Duterte on March signed Republic Act (RA) 11469 or the Bayanihan to Heal As One Act, which grants him special powers to solve the Covid-19 outbreak in the country.

One of the provisions included in RA 11469 imposes a two-month jail sentence or a fine of up to PHP1 million against persons who spread false information related to Covid-19.

As of Thursday, the Philippines has 707 confirmed cases of Covid-19.

The Philippine Army (PA) assisted two private organizations in transporting and distributing relief goods to 100 residents of Barangay 175 in Camarin, Caloocan City on Thursday.

In a statement released on Friday, Army spokesperson Col. Ramon Zagala said troops of the 11th Civil-Military Operations Battalion (11CMOB) assisted the “K-Noonas Buy Your Food” and “AvengersPH”, both represented by Charisse Gatmaitan, in their relief mission.

"With the enhanced community quarantine still in effect, the 11CMOB from (the) Civil-Military Operations Regiment of the Army assisted Ms. Gatmaitan's group in the distribution of goods to the urban poor families to sustain their food requirements during the quarantine period,"
Zagala said.


Aside from helping deliver relief goods, Army personnel also conducted information dissemination and awareness campaign with the help of mobile loudspeakers regarding the importance of the ongoing 30-day enhanced community quarantine in Luzon and proper hygiene in curbing the coronavirus disease 2019 (Covid-19).

The groups followed strict contact transmission protocols to prevent the spread of the disease.

“We appreciate the kind gesture of Ms. Gatmaitan’s group, who share their time and resources to provide the basic needs to our fellowmen," Zagala said.

Defense Secretary Delfin Lorenzana on Friday lauded the designation of Presidential Peace Adviser Carlito Galvez Jr. as implementer of the country's national policy on controlling the spread of the coronavirus disease (Covid-19).

"I look forward to working with Secretary Carlito Galvez Jr. as the chief implementer of the government’s efforts to combat the spread of Covid-19 under the National Action Plan," he said in a statement.

Lorenzana said he, Galvez, and Interior Secretary Eduardo Año would work together to ensure that the government's enhanced community quarantine measures are strictly enforced.

"We shall also take charge of the logistics of the government effort against the Covid (19) so that the front-liners and health workers can focus on their job of tracing, isolating, and treating victims of the Covid-19 virus. We shall also manage the transportation requirements of the NTF (National Task Force) and IATF (Inter-Agency Task Force). Secretary Galvez will manage the day-to-day operations of the TF," he added.

Lorenzana, meanwhile, appealed to Filipinos to perform their civic duty and show their patriotism by following quarantine protocols and procedures to contain the spread of Covid-19.

"Let us all do our part in stemming the spread of infection and flatten the curve as soon as possible," he said.

The Philippine Navy (PN) on Thursday facilitated the transport of medical supplies and equipment donated to a Philippine Red Cross branch and two hospitals in Metro Manila.

In a statement Friday, Lt. Commander Maria Christina Roxas said the items were donated by Team Twilight Men Only and partners from Semiconductor and Electronics Industries Philippines, Inc.

Navy personnel picked up and transported the medical supplies, which consisted of 11 boxes of N-95 masks and three boxes of assorted medical supplies.

Roxas said the items were turned over to St. Luke’s Medical Center-Global City, San Lazaro Hospital in Manila, and the Philippine Red Cross-Malabon.


She added that the initiative indicates the PN's commitment to aid the national government in its fight against the coronavirus disease (Covid-19).

"The PN appeals for more donations of needed personal protective equipment (PPEs) for our health workers and troops as they work hand-in-hand to fight the spread of Covid-19. The swift response of the Navy to facilitate and transport much-needed medical supplies is in accordance with the Command's directives to proactively aid government agencies, NGOs and other stakeholders in their efforts to alleviate the effects of this global pandemic," Roxas said.

Malacañang on Friday defended President Rodrigo Duterte’s move to give former military officials a key role in the government’s intensified fight against the coronavirus disease 2019 (Covid-19).

Presidential Spokesperson Salvador Panelo said tapping retired military officers who currently hold high positions in government is necessary because of their “culture of discipline, obedience to superiors, training in organization, tactical strategies in fighting the enemies of the state, and thorough preparedness in organization.”

He issued the statement following the appointments of Presidential Peace Adviser Carlito Galvez Jr. as chief implementer of the national policy against the Covid-19 outbreak, and Defense Secretary Delfin Lorenzana and Interior Secretary Eduardo Año as chair and vice chair, respectively, of the National Task Force (NTF) Covid-19.


“They (Galvez, Lorenzana, and Año) are not embroiled in bureaucratic rigmaroles. They abhor useless debates. They are silent workers, not voracious talkers. They act without fanfare. They get things done,” Panelo said in a press statement.

As chief implementer, Galvez is tasked to ensure the strict compliance and adherence of the public and private sectors to the guidelines and protocols issued by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases.

He is also mandated to protect and promote the safety and welfare of the public at all times, as well as to ensure the efficient and expeditious distribution of government assistance to the public.

Meanwhile, the NTF Covid-19 that is chaired by Lorenzana and vice chaired by Año serves as the operation command and is composed of task groups on response operations, resource management, and strategic communications.

Panelo was confident that Galvez, Lorenzana, and Año’s appointments would compel incumbent officers and personnel of the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP) to follow the orders coming from them “without question and with impartiality.”

He also expressed optimism that the implementation of the protocols, guidelines, and procedures established by the national government would be strictly enforced.

“They will spare no one nor exempt anyone, whether in the private sector or in the government, in applying the law, as well as the restrictions imposed by the Constitution in times of national emergency,” Panelo said.

The entire Luzon was placed under enhanced community quarantine until April 12 to combat Covid-19.

Panelo said the maintenance of peace and order is necessary amid the implementation of the Luzon-wide community quarantine to ensure that the fight against Covid-19 is effective.

He also noted that Filipinos need men and women “trained in the art of warfare,” considering that the country is in "a state of war against an unseen enemy.”

“We need the PNP and the military as they have the discipline, the organization, the manpower and the equipment to implement the measures that the government has established.

“They will pursue efficiently and swiftly the emergency measures to end the spread of the deadly virus pursuant to the special powers granted to the President by Congress,” Panelo said.

The Philippines has 707 confirmed Covid-19 cases, with 45 deaths and 28 recovered cases as of Thursday.

Department of National Defense (DND) Secretary Delfin Lorenzana said he will be on self-quarantine beginning on Friday.

"Good morning, everyone. I shall be on self-quarantine effective today (Friday). This morning I was informed by (Chief-of-Staff, AFP) CSAFP, Gen. (Felimon Santos Jr.) that he tested positive for the Covid-19, the result he got yesterday (Thursday)," Lorenzana said in a message to reporters.

Lorenzana said he had close contact with Santos on at least two recent occasions -- one during a turn-over of medical supplies in Villamor Air Base, Pasay City; and one at AFP General Headquarters in Camp Aguinaldo, Quezon City and Heroes' Hall in Malacañang, Manila.

These events took place over the weekend and on Monday, respectively.

Lorenzana said he has yet to experience any Covid-19 symptoms.

"I have no symptoms but protocol says I have to self-quarantine for 14 days," he added.

Meanwhile, Santos also placed himself on strict home quarantine (SHQ) beginning Friday until April 10.

He, however, will continue working during this period, AFP public affairs officer, Capt. Jonathan Zata said.

"He has been tested on 23 March and results came out 27 March yielding 'Positive' for Covid-19," Zata added.

While on SHQ, Santos will be closely monitored by military physicians from the V. Luna Medical Center.

"He is well and in good health condition. He will be in his military quarters where he will continue the discharge of his duties and responsibilities," Zata said.

During this period, Santos will be assisted by AFP vice chief-of-staff, Vice Admiral Gaudencio Collado Jr. who shall oversee the daily operational activities.

AFP deputy chief-of-staff, Lt. Gen. Erickson Gloria will attend to administrative matters.

"He donned the new rank of a senior AFP officer who was promoted. That officer, after a test later conducted, turned out to be positive for Covid-19," Zata said.

He added that Santos made public his Covid-19 results to inform those he had close physical contact with starting March 13 and 27 that they should observe the medical protocol of self-quarantine.

"Meanwhile, those who had similar contact with him from the period 9-12 March but are symptomatic must take precaution and seek medical advice," Zata said.

Meanwhile, National Disaster Risk Reduction and Management Council executive director, Undersecretary Ricardo Jalad will also go on home quarantine for 14 days after having contact with a person found to be Covid-19 positive on March 21 and March 23.

Jalad is considered a person under monitoring and is currently not feeling any symptoms related to the virus.

All personnel of the Presidential Security Group (PSG) have been required to undergo self-quarantine starting March 28 until April 10, its head announced on Friday.

PSG chief, Col. Jesus Durante’s order came after ACT-CIS party-list Rep. Eric Yap, who tested positive for coronavirus disease 2019 (Covid-19), attended a March 21 meeting at Malacañan Palace despite showing symptoms of the disease.

Durante said PSG personnel are now prohibited from leaving the Malacañang complex to prevent possible transmission of the disease.

He also clarified that the lockdown only covers PSG members.

“The lockdown applies only to all PSG personnel. I require all PSG personnel to go on self-quarantine, effective March 28. No PSG personnel (will be allowed) to go out of Malacañang complex until 10 April,” Durante said in a text message.

Durante said the Office of the President’s (OP) skeleton staff can still enter the Malacañang complex but will be subject to “regular screening procedures.”

In a phone patch interview, Durante said PSG personnel who have been considered as patients under investigation (PUIs) or persons under monitoring (PUMs) will have to stay in designated areas at Malacañang Park.

"We have quarantine areas for PUM and PUI. We have designated quarantine areas within the complex, especially at Malacañang Park," Durante said in Filipino.

Duterte, family safe

President Rodrigo Duterte earlier put the island of Luzon under enhanced community quarantine to stop the transmission of Covid-19 in the Philippines.

Durante ensured that Duterte and the presidential family remain “safe,” despite the rising number of confirmed Covid-19 cases in the country.

“They’re okay. They’re safe. They are not moving anywhere,” he said.

Durante said Duterte would stay in Manila while Luzon is under quarantine.

As part of the preventive measures against Covid-19, meetings at Malacañan Palace are no longer allowed, Durante added.

Durante said the Palace premises will be disinfected regularly to ensure that Duterte is protected against Covid-19.

“We’re gonna do it (disinfection) again and again. The President is also abiding by the provision of the lockdown,” he added.

As of Thursday, there are 707 confirmed Covid-19 cases in the country, with 45 deaths and 28 recovered cases.

This year's Balikatan military exercises between American and Filipino troops originally scheduled from May 4 to 15 has been canceled due to concerns arising from the Covid-19 pandemic, officials from both countries' militaries said Friday.

"We are in extraordinary times at talagang kumbaga marami ring mapapahamak kung magpapatuloy pa rin yung Balikatan, malaking exercise yan eh. (It may cause harm if we proceed because it’s a large exercise). It involves thousands of troops in large movements so it is about time to cancel the Balikatan," Rear Adm. Adelius Bordado, co-director of Balikatan 2020 and chief of the Armed Forces of the Philippines (AFP) Education, Training and Doctrine Command told reporters.

Bordado said as early as Monday, the cancelation was being considered amid concerns over the safety of the participating troops.

More than 10,000 troops from the two countries were supposed to take part in the annual exercises.

In a statement, the United States Indo-Pacific Command in Camp Smith, Hawaii echoed the decision to cancel the exercises "due to concerns for the health and safety of the participating forces and local population near the planned exercise area."

"In light of the extraordinary circumstances surrounding Covid 19 pandemic and in the best interest of the health and safety of both countries' forces it is prudent to cancel Balikatan 1020," Adm. Philip Davidson, US Indo-China Pacific Command chief, said in the statement.

Davidson added that the United States and the Philippines have shared values and enjoy a warm relationship that is deeply rooted in history.

"The US remains committed to the US-Philippines Mutual Defense Treaty," he added.
