OPAPRU holds Joint Verification Group Training for MNLF Transformation Program in Basilan
Isabela City, Basilan – A 3-day Joint Verification Group (JVeG) Training was successfully conducted by the Joint Body on the Management of the Arms and Forces (JBMAF) spearheaded by the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) at Headquarters 101st Infantry Brigade, Barangay Tabiawan, Isabela City, Basilan from August 15-17, 2023.
 
The convergence was attended by representatives from the military, Moro National Liberation Front, and Philippine National Police. They had a series of workshops, interactive discussions, and simulation exercises designed to enhance their capabilities in processing MNLF Combatants thru the MNLF Transformation Program.

The training aimed to equip participants with essential skills and knowledge as they prepare to launch the MNLF Transformation Program – a comprehensive initiative designed to foster socio-economic stability, security enhancement, confidence-building, and community healing and reconciliation of former MNLF combatants.

Brigadier General Alvin V Luzon, Commander of Joint Task Force Basilan, emphasized the significance of training and convergence of efforts to attain the transformation program's goals towards unity and mutual understanding.
 
Additionally, the training was led by the active involvement of Brigadier General Buenaventura C Pascual (Retired), Chairperson, GPH Peace and Security Sub-Committee, OPAPRU; Ms. Maricon Sagayno, Focal for the Security Component of the MNLF Transformation Program, OPAPRU; the MNLF contingent led by Col. Abduhramman Jhovel (Ret.); Colonel Noel E Buncab, Chief, Bangsamoro Peace Support Division; Lieutenant Colonel Abel O Potutan, Executive Officer, JTF Basilan; Police Lieutenant Colonel Heinrich Alafriz, Chief, PNP Peace Process, Development Center; CPT Emmanuel U Manabon, Chief, Civil Affairs Branch, OU7, Westmincom; and CPT John Reynan P Lubguban, Civil-Military Operations Officer, JTF Basilan.

Three CNTs surrender to Army's 10IB in Misamis Occidental

IPIL, Zamboanga Sibugay Province-three Communist NPA Terrorists (CNT) under the weakened Guerilla Front Sendong, voluntarily surrendered themselves to the 10th Infantry (Steady On) Battalion, yesterday, September 6, 2023.

The individuals who surrendered are identified as Juanito Gumelos Jalalon (alias Jofel/Gino), 28 years old, from Brgy Lalud, DVC, Misamis Occidental; Jenela Tomobo Minguay (alias Rica), 25 years old, from Brgy Tuno, DVC, Misamis Occidental; and Renie Ansigue Lubetanya (alias Jeboy), 30 years old, from Dumingag, Zamboanga del Sur.

Their decision of returning to the folds of the law was primarily motivated by the hardships they faced during their involvement with the Guerilla Front Sendong.

Lieutenant Colonel Jose Andre R. Monje, the Commanding Officer of the 10th Infantry Battalion, assured the surrendered individuals of their safety while they are in their custody.

"We will take care of the surrenderers and facilitate their enrollment in the government's Enhanced-Comprehensive Local Integration Program (E-CLIP)." Lt. Col. Monje said.

While enrolling in the E-CLIP program, the Provincial Government of Misamis Occidental, led by their Provincial Governor, the Honorable Henry S. Oaminal, has committed to providing immediate cash assistance of Three Hundred Thousand Pesos (PhP300,000.00) each to support the reintegration process of the surrenderers.

Meanwhile, Brigadier General Elmer B. Suderio, the Commander of the 102nd Infantry (Igsoon) Brigade, expressed his gratitude to the surrenderers for making the right decision.
 
"I call on other members of Guerilla Front Sendong to follow the path of these three individuals. I am reasuring you that we will treat you humanely and with utmost respect." Brig. Gen. Suderio said.

Moreover, Major General Antonio G. Nafarrete, the Commander of the 1st Infantry (Tabak) Division, commended the efforts of the 10th Infantry Battalion. "I commend the 10th Infantry Battalion for their dedication and hardwork in this endeavor. With this accomplishment, we are now one step closer to the dismantling of the entire Western Mindanao Regional Party Committee." Maj. Gen. Nafarrete added.
As of this posting, the three surrenderers were brought to Mayor Hilarion A. Ramiro Sr. Medical Center (MHARS-MC) for medical check-up to ensure that they are in the best health condition.

Sa pangunguna ng Kagalang-galang na Punong Bayan ng Lopez, Quezon na si Mayor Rachel Ubana, kinilala ng Municipal Task Force to End Local Communist Armed Conflict (MTF-LCAC) kasama ang bawat kasapi nito ang pagbabalik-loob ng dating rebelde na si Alyas Estong/Noben sa tanggapan ng punong bayan ika-6 ng Setyembre taong kasalukuyan.
 
Sa karanasang kanyang ibinahagi, naramdaman niya ang kawalan ng pag-asa sa anim (6) na taon niyang pananatili sa loob ng armadong grupo. Malayo umano sa katotohanan ang inaasahang pangako ng Komunistang NPA. Dumanas din siya ng pangungulila sa pamilya at matinding hirap noong mga panahong sila’y walang humpay na tinutugis ng kasundaluhan sa kabundukan. Sa tuluyang pagkaubos ng kanyang mga kasamahan dahil sa pagkasawi sa labanan, sunod-sunod na pagbabalik-loob ng karamihan, at tuluyang paglikas ng NPA sa lalawigan ay tuluyan nang nabuo ang kanyang desisyon upang magbagong buhay.
 
Malugod naman itong tinanggap ng MTF-ELCAC kasabay ng pagbibigay ng tulong sa ilalim ng programang “Salubong sa Bagong Umaga” ng Lokal na pamahalaan ng nasabing bayan.
Ayon kay Lieutenant Colonel Joel R Jonson, Battalion Commander ng 85IB, hangad ng yunit na mabigyan ng pagkakataon ang mga dating rebelde na magbagong buhay at tuluyan nang mapawi ang bakas ng impluwensya sa bawat mamamayan. Ayon sa kanya nananatiling bukas ang himpilan ng 85IB para sa mga natitirang miyembro ng NPA na nais nang magbagong buhay.
 
Sa kasalukuyan, nasa pangangalaga na ng kasundaluhan ang nagbalik-loob na personalidad habang inihahanda ang mga kinakailangang dokumento para sa mga benipisyo ng Enhanced Comprehensive Local Integration Program (E-CLIP).

Nitong August 8, ginugunita ang ikatlong anibersaryo ng pagmasaker ng berdugong 81st IBPA ng Philippine Army sa limang pulang mandirigmang sina Pamela Joy “Ka Maymay” Peralta, Marxes “Ka Jiggs” Dazon o Kilala din bilang Samman, Roland “Ka Eugene” Marvil, Edgar “Ka Nardo” Justo, at si Mar “Ka Asyong” Capulas. Sila, ang tinaguriang Sta.Lucia 5, at mga miyembro ng Komiteng Larangang Gerilya – South Ilocos Sur (KLG-SIS) ng Bagong Hukbong Bayan (BHB) o New People’s Army (NPA).

Pinakamataas na pagpupugay Ang ibinibigay ng Kabataang Makabayan – Ilocos sa Sta. Lucia 5. Ang kanilang sakripisyo, mula nang pagpasyahan nilang humawak ng armas at sumapi sa BHB, sa kanilang tapat na pagsusulong ng armadong pakikibaka, pag-oorganisa sa mga magsasaka at katutubo, at pagsusulong ng rebolusyong agraryo, hanggang sa kanilang pag-aalay ng buhay para sa karapatan at kagalingan ng masang Pilipino, ay hindi matatawaran.

Dahil sa labis-labis na dahas na ito, napilitang mag-evacuate o umalis ang mga pamilya ng mga magsasaka at magsiksikan sa barangay plaza ng Brgy. Parioc sa Candon City, Ilocos Sur. Walang pakundangang nilabag ng 81st IBPA ang mga batas ng digma at mga kasunduan sa karapatang pantao katulad ng Comprehensive Agreement on the Respect for Human Rights and International Humanitarian Law (CARHRIHL). Halimbawa, hinuli nilang buhay si Ka Maymay, at nang tumangging magbigay ng impormasyon ay kanilang pinaslang nang walang kalaban-laban. Dahil din sa walang ingat at bara-barang pamamaril ng 81st IBPA ay may tinamaan at napatay silang lokal na magsasaka. Lahat ng ito ay naganap habang naghihirap ang mamamayang Pilipino upang umangkop sa pandemyang COVID-19.

Dito pa lamang, makikita natin kung sino ang hukbo at gobyernong tunay na nagsisilbi sa mamamayang Pilipino. Ang hukbong tunay na nagsisilbi sa sambayanang Pilipino ay Ang New People’s Army (NPA), at ang gobyernong bayang unti-unting itinatayo sa kanayunan ang pamahalaang tunay na nagsisilbi at nagmamahal sa mamamayan. Ang Armed Forces of the Philippines (AFP) ay isang marahas at bayarang hukbo na pumapatay ng mamamayan batay sa utos ng kanilang mapagsamantala at pahirap na among administrasyong Marcos-Duterte. Tanggalin natin ang ating suporta sa AFP at rehimeng Marcos-Duterte at suportahan Ang New People’s Army at ang pambansa-demokratikong rebolusyon!

Ipinapangako ng Kabataang Makabayan – Ilocos na ito ay patuloy na kikilos upang isulong Ang pambansa-demokratikong pakikibaka sa rehiyon bilang ambag nito sa rebolusyon sa buong bansa at mundo.

The new commander of the Western Mindanao Command formally assumed office in a change of command ceremony held at Camp Navarro, Calarian, Zamboanga City, on Tuesday morning, September 5, 2023.

Maj. Gen. Steve Crespillo replaced Lt. Gen. Roy Galido, who assumed as the Commanding General of the Philippine Army on August 7, 2023.

Prior to his current post, Maj. Gen. Crespillo was the vice commander of the Philippine Army. Maj. Gen. Crespillo has served in a variety of assignments, most notable of which were his roles as the commander of the 501st Infantry Brigade based in Lal-lo, Cagayan and Assistant Division Commander for Reservist and Retiree Affairs of the 6th Infantry Division based in Datu Odin Sinsuat, Maguindanao del Norte.
 
His assumption as the 17th commander of WestMinCom is a homecoming for Maj. Gen. Crespillo because, at some point in his military career, he has served as the Chief of Unified Command Staff of the unit.
Maj. Gen. Crespillo is a member of the Philippine Military Academy “Bigkis-Lahi” Class of 1990.
In his message, Maj. Gen. Crespillo expressed his profound gratitude to the Commander-in-Chief and President of the Republic of the Philippines, His Excellency Ferdinand Romualdez Marcos, Jr., for the trust and confidence bestowed upon him. He also thanked Defense Secretary Gilbert Teodoro for his favorable endorsement.
 
Maj. Gen. Crespillo urged the officers, airmen, sailors, marines, and civilian human resources of WestMinCom to stay focused on contributing their individual and group efforts to accomplish the unit’s campaign objectives.
 
The change of command ceremony was presided over by the Chief of Staff of the Armed Forces of the Philippines, Gen. Romeo Brawner, Jr.
 
In attendance were Maj. Gen. Noe Alberto Peñafiel, The Internal Auditor; Maj. Gen. Rommel Roldan, the Deputy Chief of Staff for Personnel; Maj. Gen. Noel Beleran, the Deputy Chief of Staff for Education and Training; Maj. Gen. Gabriel Viray III, the Deputy Chief of Staff for Civil-Military Operations; Maj. Gen. Joel Alejandro Nacnac, the Deputy Chief of Staff for Reservist and Retiree Affairs; Maj. Gen. Rolando Nerona, the Deputy Chief of Staff for Financial Management; Brig. Gen. Bernardo Fortez, Jr., The Adjutant General; Brig. Gen. Vincent Incognito, the Deputy Commander of WestMinCom, and; the Unified Command Staff led by Col. Emmanuel Cabasan.
 
Also present were the joint task forces commanders, brigade commanders, commanders of the component units of WestMinCom, other high-ranking active and retired military and police officers, the local chief executives, and other guests, including Retired Gen. Alexander Yapching, Retired Gen. Cirilito Sobejana, Zamboanga City Mayor John Dalipe, and Basilan Governor Jim Hataman-Salliman, Area Police Command-Western Mindanao Acting Commander Police Maj. Gen. Jonnel Estomo, and Zamboanga City Police Office Director Police Col. Alexander Lorenzo.
 
Following the change of command ceremony, top officers and staff of the Western Mindanao Command convened for the first command conference. The newly installed commander, Maj. Gen. Steve Crespillo presided over the meeting held at the WMC Conference Room on Tuesday afternoon.
 
During the conference, the intelligence and operations officers of the command presented the current threat situation and campaign accomplishment and assessment of WestMinCom.

Highlight of the activity was the open forum that allowed the participants to exchange brilliant ideas and better concepts related to the campaign plan of the command.

In attendance were the commanders of all the Joint Task Forces, brigades, battalions, and component units under the command and control of WestMinCom. All the members of the unified command staff were also present during the conference.
 
For his guidance, Maj. Gen. Crespillo enjoined the participants to remain steadfast in fulfilling their respective mission. He also reminded them to maintain a high level of professionalism and discipline.

Amid the relentless efforts of the Joint Task Force ZamPeLan to defeat the Guerilla Front Sendong, three of its members laid down their arms and yielded to the military in Misamis Occidental on September 6, 2023.
 
The surrendered personalities were identified as alias Gino, alias Rica, and alias Jeboy. They submitted themselves to the 10th Infantry Battalion at Purok 3, Barangay Salimpuno, Sapang Dalaga, same province.
 
Alias Gino has a gunshot wound on his left forearm incurred in an armed confrontation with the military on January 30, 2022, in Barangay Bagong Silang, Lopez Jaena, Misamis Occidental, while alias Jeboy has a gunshot wound on his right forearm incurred in an encounter last February 2, 2023.
Upon surrender, alias Gino complained of pain from his fractured arm, so the trio were brought to the nearest hospital for immediate medical attention. The two injured former rebels were both diagnosed with neglected fractures and were admitted to the hospital, while alias Rica was examined to be physically fit. Alias Rica and alias Jeboy are a real-life couple who married on September 20, 2020.
Both alias Gino and alias Rica have an existing criminal case for attempted murder and homicide, while alias Jeboy has no pending case.
 
“The medical conditions of the injured former rebels exemplify the indifference of their leadership and colleagues. May this enlighten the minds of our brothers and sisters who are still misled with false ideologies. There is no future in rebellion. We urge them to give up their fight and return to the folds of the law,” Western Mindanao Command, Maj. Gen. Steve Crespillo expressed.
 
“I commend our troops for their steadfast resolve to end terrorism, and I attribute our successes to the unwavering support of our partners and stakeholders,” the WestMinCom Commander added.

5 Abu Sayyaf Group remnants yield in Basilan

Camp Navarro, Calarian, Zamboanga City – September 10, 2023

Five Abu Sayyaf Group personalities submitted themselves to Brig. Gen. Alvin Luzon, Commander of Joint Task Force Basilan at the 101st Infantry Brigade Headquarters in Barangay Tabiawan, Isabela City, on Wednesday afternoon, September 6, 2023.
 
Two of the five former violent extremists were part of the Bayali Splinters. They were known as alias Idol and alias Piping. They have existing warrants of arrest for the violation of Article 267 of the Revised Penal Code due to the kidnappings and serious illegal detentions they perpetrated.
 
Additionally, an ASG supporter under Furuji Indama and two others also voluntarily surrendered to Brig. Gen. Luzon on the same day. They were identified as alias Hussin, alias Rajim, and alias Man.
“The surrenders were made possible through the collaborative efforts of the intelligence units, 18th Infantry Battalion, Joint Peace and Security Team, and the local government units of Albarka and Sumisip,” Brig. Gen. Luzon said.
 
The surrendered personalities handed over two 5.56mm M16 rifles, one 40mm Grenade Launcher, one M1 Garand rifle, and one Colt AR-15.
 
“I commend the Joint Task Force Basilan under Brig. Gen. Luzon for this accomplishment. Rest assured that we will continue to strengthen our collaboration with our partners and stakeholders to sustain peace in Basilan and its neighboring provinces,” Maj. Gen. Steve Crespillo, Commander of Western Mindanao Command, stated.

Communist terrorist group team leader yields, hands over firearms to military in South Cotabato
Camp Navarro, Calarian, Zamboanga City – September 10, 2023

Tired and weary, a communist terrorist group (CTG) team leader surrendered to the troops of the 5th Special Forces Battalion at Sitio Traankini, Lamlahak, Lake Sebu, South Cotabato, on September 5, 2023.
 
The former rebel, identified as alias Mateo, team leader of Team A, Squad Uno, FOC, WGF, Far South Mindanao Region, handed over an M16A1 rifle and a Cal .38 revolver to the military troops who facilitated his surrender.
 
Based on the report, the CTG remnant decided to return to the fold of the law due to uncertainty and exhaustion. He is hopeful that after his surrender, he will be able to live a normal life with his family and be a productive member of society.
 
"We welcome all those who wish to lay down their arms and return to the folds of the law. Rest assured that we will assist them in their reintegration into mainstream society," Western Mindanao Command Chief, Maj. Gen. Steve Crespillo said.
 
"Nevertheless, our troops remain relentless in conducting decisive military operations to press on those who refuse to end their armed struggle peacefully. We will hunt them down and thwart their terror ploys," the WestMinCom Commander added.
