The military described as isolated incidents the relief of key officials at the AFP Health Service Command and court martial, conviction and dismissal of an officer after being found guilty of malversation of funds belonging to the Corps of Cadets.

"These two incidents are isolated incidents, These do not reflect the vast majority of our commanders and officers in the AFP," military spokesperson Col. Edgard Arevalo said Wednesday.


He was referring to Monday's relief of AFP HSC head Brig. Gen. Edwin Leo Torrelavega along with 21 others, to give way for the investigations on the alleged anomalies in procurement practices in the AFP Medical Center (AFPMC), also known as the V. Luna Hospital, and the case of Lt. Col. Hector Maraña whose dismissal order was signed by President Rodrigo Duterte Tuesday.

Maraña was designated as the treasurer of the Cadet Corps of the AFP from 2006 to 2012 where he was later found to have malversed PHP15,067,142.69 after an internal audit. Investigations revealed that the dismissed officer loaned the money to different persons.

Eventually, Maraña was subjected to court martial proceedings for three violations of the Articles of War, specifically Article of War 95 (Fraud versus the Government), Article of War 96 (Conduct unbecoming an Officer and a Gentleman) and Article of War 97 (Conduct Prejudicial to Good Order and Military Discipline).

He was found guilty and sentenced to "six years and one day to 10 years imprisonment.

"These events should translate to the people the message that your AFP is keen about ensuring that we are, we will and we shall continue to be worthy of the trust of the Filipino people and the Filipino nation, that we're not going to tolerate any acts of misdemeanor or any means, methods of corruption (and) that we will not put to waste the sacrifices the heroism of our people and our men who fought and died in the field and that we are worthy of the trust that you have imposed on the AFP," Arevalo added.

CAMP HERNANDEZ, Dingle, Iloilo (DWDD) – The Citizen Armed Force Geographical Unit (CAFGU) will have an additional 15 detachments on Panay Island.

 

According to Colonel Benedict Arevalo, Commander, 301st Infantry Brigade (301st IB) based in Camp Hernandez, Dingle, Iloilo, the additional detachments would beef up the security and sustain the gains on the entire Panay island.

“We should not be complacent because our enemies have also the strength to become stronger especially that we have concentrated some of our forces outside Panay.”

Also, the additional detachments are in preparation for the 2019 mid-term elections.

“We want to put pressure on the armed groups so that they could not make any violent incident for the coming periods,” he said. 3DPAO / MCAG

The ceremony was held at Camp Osito D Bahian, Malaybalay City, Bukidnon with the theme “Peacemaker Brigade: 45-taong Kaagapay ng Sambayanang Pilipino sa Pagkamit ng Kapayapaan, Seguridad, at Kaunlaran”.

Bukidnon Governor Jose Maria A Zubiri Jr served as the Guest of Honor and Speaker.

CAMP SERVILLANO AQUINO, Tarlac City (DWDD) – New People’s Army (NPA) members yields to Northern Luzon Command (NOLCOM) Army units, while a high-powered firearms and subversive materials were recovered in different incidents in three (3) provinces of Region 3.

 

In Cagayan, a Milisyang Bayan (MB)/People’s Militia (PM) member surrendered to the troops of 17th Infantry “Do or Die” Battalion (17IB), of Joint Task Force (JTF) “TALA” under the 7th Infantry Division (7ID), in Sitio Kalaknitan, Brgy Masi in the town of Rizal at 10:30 in the morning of 13 August 2018.

Said surrenderee, 27-year old, is a former full-time NPA member operating in different municipalities of Cagayan, also turned-over his Carbine Rifle (with defaced serial number) loaded with fifteen (15) ammunitions.

Earlier, on August 10, 2018, another regular NPA member from Nagtipunan, Quirino voluntary surrendered without firearm to 86th Infantry “Highlander” Battalion (86IB) at Dipantan Patrol Base, Brgy Dipantan, Nagtipunan, Quirino.

Subject revealed that he entered the underground movement (UGM) last November 2017 and is a member of Squad 2 of an NPA Platoon in Quirino province.

On the other hand, an M16 Rifle with magazines having fifty (50) rounds of ammunition, were recovered by 86IB of JTF “TALA” while scouring the area in Sitio Disagwan, Brgy Sangbay, Nagtipunan, Quirino after responding to the information provided by the locals.

These were the Communist NPA Terrorists (CNTs) believed to be the group that were seen by the peolple last August 8, 2018.

Recently, the 50th Infantry “Defender” Battalion (50IB) also of the JTF “TALA” discovered assorted subversive documents and personal belongings last 9:30 AM of August 12, 2018 in Sitio Winingit, Brgy Dicamay Dos, Jones of Isabela province.

Communist Party of the Philippines (CPP) / NPA published pamphlets, books and letters used for pulong-pulongs (dialogues); an ICOM radio and a Nokia cellphone; a hammock; a jungle pack and suspenders, were recovered in a nipa hut while the Army unit was conducting combat patrol in the vicinity.

NOLCOM will continue to do its mandate of protecting the people and community from all forms of threat perpetrated by the terrorists and other armed groups in its jurisdictional area. NOLCOM / MCAG

CAMP GEN EMILIO AGUINALDO, Quezon City (DWDD) – The Armed forces of the Philippines (AFP) was able to neutralize 7,728 members of the Communist terrorist group New People’s Army (NPA) in the last eight (8) months.

 

According to AFP Spokesperson Col Edgard Arevalo, of the neutralized CNTs, 7,515 surrendered, 83 were killed in various operations, while 130 were apprehended during the period of January 1 up to August 8, 2018.

Majority of the neutralized NPAs are regular members, Militia ng Bayan and mass-based supporters.

But despite the thousands of neutralized CNTs, Col Arevalo cannot totally confirm if the Communist group has truly weakened or its members are in disarray. Although Arevalo insisted that what is more important is the large number of surrenderees who were given a new lease on life and are now being able to enjoy the moment with their loved ones.

Meanwhile, in the same span of months, the AFP was able to recover 971 various armaments, 453 of this are High-powered firearms while 51 are Low-powered firearm. Also, recovered were 341 Improvised Explosive Device (IED). AES / LMC

CAMP GONZALO SIONGCO, Awang, Datu Odin Sinsuat, Maguindanao (DWDD) – Two alleged improvised hand grenade thrown by unknown perpetrators believed to be members of the Bangsamoro Islamic Freedom Fighters (BIFF) was exploded at Army’s detachment in Barangay Mother Labu-labu, Shariff Aguak, Maguindanao on August 11, 2018 at around 8 o’clock in the evening.



Accordingly, 1 of the grenade had landed inside the detachment and incurred negative casualty while the other one was exploded at the roadside that resulted to the wounding of 1 civilian named as Nasser Kusain, 19 years old, resident of Brgy Labu-labu Mother, Shariff Aguak, Maguindanao.

Said victim sustained wounds on his back and immediately brought to IPHO Maguindanao for medical treatment while the perpetrator withdrew towards Brgy Timbangan direction.

That on August 12, 2018 at around 11:30 in the morning, while the troops of Explosive Ordnance Disposal (EOD) team were performing safety procedure on the reported suspected improvised explosive device (IED) in Brgy Kuloy, Shariff Aguak, Maguindanao suddenly hit by the explosion of IED which causes minor wound to one of the EOD personnel.

Prior to the incident, the EOD team had already detonated 2 IEDs that was previously discovered by the operating troops.

 

The Commander of 6th Infantry Division, Brig. Gen. Cirilito E. Sobejana, said that the series of bombing plots were meant to create terror perpetuated by the outlawed Bangsamoro Islamic Freedom Fighters and part of their retaliation after having a big setback during the focused military operation in the areas of Maguindanao.

“Violent extremism and terrorism have no place in Central Mindanao. We condemn in strongest term the criminal and barbaric acts of these local terrorist groups” Brig. Gen. Sobejana added. 6DPAO / MCAG

CAMP GONZALO SIONGCO, Awang, Datu Odin Sinsuat, Maguindanao (DWDD) – Fire fight erupted between the combined troops of Marine Battalion Landing Team-7 (MBLT-7) and North Upi Municipal Police Station with the armed lawless group under Rusty Kanda in Brgy Blesong, North Upi, Maguindanao on August 12, 2018.

The fire-fight transpired at around 6:00 o’clock in the morning with more or less 13 fully armed men when the subject resisted for arrest.

Rusty Kanda has a pending case for violation of RA 9165 comprehensive dangerous drugs act of 2002 and illegal possession of firearms and ammunition.

The fire-fight lasted for 20 minutes, followed with intermittent fires from the enemy.
No one was hurt on the security forces, but believed to have body counts on the enemy side.

 

“We will sustain our support to other agencies on the conduct of law enforcement support operation against any threat groups in the society”, Brigadier General Cirilito E. Sobejana, Commander Joint Task Force Central said.

TANAUAN, Batangas (DWDD) – A simple Ceremonial Oath Taking and Turn Over of Firearms of former Communist Terrorist was held today, August 14, 2018 at the Satellite Office of the Presidential Adviser for Southern Tagalog, at A Mabini Avenue in Tanauan, Batangas

This is part of the realization of the call of President Rodrigo Duterte for a united country.

 

The event was highlighted with the surrender of thirteen (13) insurgents who have decided to lay down their arms and return to the folds of the law. Their desire to become part of society once again is a manifestation that the government and the communities collective efforts to reach to our brothers and sisters in the Communist front is finally succeeding. This event is a critical step towards the eventual dismantling of the Communist terror front not only Southern Tagalog but optimistically, in other parts of the country as well.

In times like this, it is of utmost importance that we stand united and show our returning brothers that the government is willing to assist them in their ensuing reintegration to our communities through sustainable programs and services.
