TAGO, Surigao del Sur, March 09 – The army’s 36th Infantry “Valor” Battalion had intensified its security awareness against the Communist NPA Terrorist (CNT) to the locals, schools, and communities in its area of operation in the province of Surigao del Sur

From January 2020, a total of 16 security awareness symposiums had conducted by the unit with a total of estimated 5,000 participants and attendees. Six (6) awareness symposiums were conducted at barangays and ten (10) awareness symposiums were conducted at schools.

The activity aims to heighten the awareness of the community and the students on the deceptive recruitment strategies and propaganda of the Communist NPA Terrorist. During the activity, the unit also exposed the CNT deceptive strategy of step by step process of community organizing or the Barrio Module.

Meanwhile, the CPP-NPA-NDF through their legal front is still resilient in their deceptive recruitment in schools and communities to advance their futile cause using political, socio and economic issues of the government. Countless minors and students have been killed in an encounter because of joining the communist movement.

It can be recalled that a minor NPA combatant was killed in an encounter with the troops of 36IB at Bgy Cancavan, Carmen last March 2019. A 16-minor NPA combatant was also killed in an encounter with the troops of 23IB in Butuan City last November 30, 2020.

In a statement, Lt Col Jezreel Diagmel, Acting Battalion Commander of 36IB said that the unit will continue its information and education campaign against the deceptive recruitment strategies of Communist NPA terrorists.

“We will intensify our efforts in enlightening our youth and communities for them to became conflict-resilient on the recruitment of the CNT and promote peace in their community. They will be productive and discipline members of the society towards peace and development” Lt Col Diagmel added. Community awareness was conducted to barangay of Balibadon, Tuburan, Manlico, Capandan, Mabahin all of Cortes and Brgy Sagbayan of San Miguel, SDS. School awareness symposiums were conducted at Felisberto Verano National High school, Cortes Academy School, Tigao National High School, Matho National High School, Burgos National High School, all of Cortes SDS, Saint Theresa Criminology in Tandag City, Carmen Integrated School, Esperanza National High School in Carmen, SDS, SDSSU SNAS, and Magroyong National High School, all of San Miguel, SDS.

Communist rebels attack troops in Sorsogon, 4 wounded

Two soldiers and two civilians were injured when an undetermined number of suspected communist rebels fired upon government troops who were conducting a community outreach program in Barcelona, Sorsogon, the military reported on Monday.

Captain John Paul Belleza, spokesperson of the 9th Infantry Division (9ID) based in Pili, Camarines Sur, said the suspects opened fire at the temporary patrol base of Community Support Program (CSP) team of the 31st Infantry Battalion (31IB) in Barangay Santa Lourdes while they were on a mission. The incident occurred around 8 p.m. last Saturday.

The troops were forced to return fire, prompting the New People’s Army (NPA) rebels to flee,
Belleza said. The firefight lasted for three minutes.


Among the casualties were 18-year-old Giselle Emberga and a 12-year-old girl who were hit by shrapnel after the suspects fired a grenade launcher.

Belleza said the wounded civilians were rushed to the hospital by the CSP team for immediate treatment.

The identities of the wounded soldiers were withheld by the military but Belleza assured they were being treated.

Lieutenant Colonel Eric Culvera, battalion commander of the 31st Infantry Battalion (31 IB), said the “dastard act of terror placed the community in peril and danger” and “disturbed the resident’s tranquility by attacking at wee hours.”

“[I] assure the public that government troops [are] not putting its guard down and will continue to strengthen the security measures in the area to prevent the CTGs [communist-terrorist groups] from hurling the same atrocities,” Culvera said.

Meanwhile, Major General Fernando Trinidad, commander of Joint Task Force Bicolandia, condemned the incident which he said was another proof of the rebels’ “intention to sow fear and hinder the people’s aspiration for lasting peace.”

He reiterated his call for armed insurgents to surrender, lay down their arms, and avail of government support so that they could reintegrate themselves back into the community and join their families.

President Rodrigo Duterte on Tuesday ordered the military and the police to exhaust all means to end the problems on communism and terrorism before he steps down from office in 2022.

Duterte gave the directive to government forces on late Tuesday night as he lamented that the continuing presence of communists and terrorists in the country hampered the country’s development.

“I have always called it as an article of faith, but no progress or development in any nation — wherever it is — cannot really hope to grow if there is trouble. Itong atin dito, what ails us is many, the insurgency of the Communist Party of the Philippines (CPP), then you have the terrorists,” he said during the annual general assembly of the League of Municipalities of the Philippines in Pasay.

Duterte said he could not afford to let the communist and terror groups “create so much chaos and mayhem, loss of lives, and a great agony inflicted on hard-hit communities.”

He said he wants to spend his remaining years in office looking for drastic measures to end the unlawful acts of the communists and terrorists in the country.

“I have two years. Frankly, I have asked the military and the police, kung kaya niyong tapusin, tapusin na ninyo ngayon (if you can finish it now, finish it now),” Duterte said. “Kung hindi ko ito matapos (If I won’t be able to stop it), then I have to pass this problem to the next generation.”

Duterte on December 5, 2017 signed Proclamation 374, branding the CPP and its armed wing, the New People’s Army (NA), as a terror organization because of their alleged acts “against the Filipino people, against humanity, and against the law of nations.”

The CPP-NPA is also tagged as terror group by the United States, the European Union, the United Kingdom, Australia, Canada, and New Zealand.

Apart from the communist movement, several terror groups continue to pose threats in the country.

On May 23, 2017, Islamic State-linked Maute group laid siege to Marawi City in Lanao del Sur province, prompting Duterte to place the whole of Mindanao under martial law until December 31, 2019.

Martial law in the entire Mindanao was no longer extended following the drop in crime incidents in the southern Philippines and with Duterte’s confidence that state forces are on top of the situation to maintain peace and order in the besieged region even sans the implementation of military rule.

Fair distribution of public funds

Meanwhile, Duterte added that he was eyeing the fair distribution of public funds to local government units to fulfill his bid to improve the country’s economy and provide comfortable lives to Filipinos.

He said he would carry out his plan in his remaining years in office.

“Ang gusto ko lang sana sa last two years ko (What I want to do in my last two yesrs is), if I can equitably distribute the money of the Republic to cover the entire Philippines on projects, malaki man o maliit (be it big or small). Basta meron ang lahat (I want everyone to receive the money),” Duterte said.

He said equal distribution of money to local governments would be a “new mindset for the months to come.”

“I do not want to leave projects unfinished,” he said.

President Rodrigo Duterte brushed aside the Senate’s move to challenge his decision to unilaterally terminate the Philippines’ Visiting Forces Agreement (VFA) with the United States, as he asserted he was set on seeing the deal dead.

“They cannot compel me. I refuse to be compelled,” Duterte said in a late night press conference on Monday, March 9, when asked for his reaction to the Senate’s petition asking the Supreme Court to define the limits of his power.

Duterte, who earlier ordered the the Foreign Secretary Teodoro Locsin Jr send notice he was terminating the VFA, said he rid himself of his problem with the military deal by withdrawing from it.

The President added that as far as he was concerned, he was counting down the 180 days until US forces would “pack up and go” and the VFA would no longer be in effect.

“I am not reneging on the VFA and I am not going to America to discuss this with anybody," Duterte said.

It’s this insistence of the President in solely withdrawing from treaties which the Senate wants the High Court to rule on. The petition for a declaratory relief and mandamus that was filed on Monday, March 9, asked the Supreme Court to order Duterte to seek the Senate's concurrence in terminating treaties like the VFA.

Senate President Tito Sotto, however, sought to temper the Senate’s move, saying the petition was not an affront to Duterte. While the petition did not implead Duterte, it is effectively challenging the wisdom and decision of the President. (READ: At last, Senate asks Supreme Court to define limits of Duterte's power)

Duterte earlier broached the idea of terminating the VFA after the US cancelled the visa of his ally and first police chief Senator Ronald Dela Rosa. Dela Rosa is known as the architect of Duterte’s bloody drug war.

Duterte goes further: In speaking about the VFA during a briefing on the government’s efforts to combat the novel coronavirus, Duterte spared the time to endorse US President Donald Trump, who is seeking a fresh term in office.

Duterte set aside his “high respect” for Trump in his decision to terminate the treaty, saying his reasons for doing so were due to the “political moves” of US lawmakers.

He claimed US senators sought sanctions against Philippine officials involved in the drug war were “political moves” to gain Filipino votes in the 2020 US election.

“I'm telling Filipinos now you’re getting the best deal with Trump…. To the Filipinos, bumoto kayo kay (vote for) Trump,” he said.

Trump earlier expressed no opposition to Duterte’s decision to terminate the VFA. The US President claimed the move wold save the US “a lot of money.”

Like Duterte, Trump is widely criticized for his populist policies and moves to weaken democracy and checks and balances in the government.

LIANGA, Surigao del Sur (MindaNews /09 March) — The heavy presence of the military in Sitio Simowao, a Lumad community in the coastal town here since August 16, 2019 had instilled fear anew among Manobo residents that they might be caught in the crossfire between government forces and the New People’s Army (NPA), a sad ordeal they have had to suffer for decades.

The Malahutayong Pakigbisog Alang sa Sumusunod (Persevering Struggle for the Next Generation) or Mapasu, which has Manobo members in the 20 neighboring sitios in Barangay Diatagon, have been calling for a military pullout but their pleas have not been heeded.

On February 28, 2020, 67 Manobo families in Sitio Emerald and the adjacent Sitio Simowao, fled their homes on February 28, fearing hostilities between the Army and the NPA might escalate a week after an explosion injured three persons, including a five-year old girl on February 21 in Sitio Emerald.

From the 1960s until the early part of the 1970s, these communities were logging concession areas of the American company, Lianga Bay Logging Company.

The military had made its presence felt in the Lumad communities in July 2018 triggering mass evacuations as government forces trained their guns in this part of Mindanao in pursuit of the NPA after the dreaded Maute group in Marawi was vanquished in 2017.

Duterte had imposed martial law in all of Mindanao’s 27 provinces and 33 cities on May 23, 2017, Day 1 of the Marawi Siege. Duterte declared Marawi “liberated from the terrorist influence” on October 17, 2017 and combat operations terminated by Defense Secretary Delfin Lorenzana on October 23.

With Marawi “liberated,” the Duterte shifted focus on the NPA.

On November 23, 2017, the President issued Proclamation 360 terminating the peace talks with the National Democratic Front (NDF) just as the government peace panel was on its way to Utrecht supposedly for another round of talks. The NDF represents the Communist Party of the Philippines and the NPA in the peace process with the government.

On December 5, 2017, Duterte signed Proclamation 374 designating the CPP-NPA as a terrorist group and a year later, on December 4, 2018, he issued Executive Order No. 70 “institutionalizing the whole-of-nation approach in attaining inclusive and sustainable peace, creating a National Task Force to end Local Communist Armed Conflict, and directing the adoption of a National Peace Framework.”

The EO institutionalized Duterte’s preference for “localized peace talks.”

Evacuees several times over

On July 16, 2018, some 2,000 residents in the neighboring sitios of Han-ayan, Km. 16, Mike, Km. 14, Yadawan, Kabulohan, Magkahunaw, Emerald, Simowao, Manluy-a and Decoy fled their villages, fearing bombs would be dropped on their homes after they saw Army choppers hovering around Sitio Han-ayan.

The displaced residents sought refuge at the Diatagon Barangay Gym where they stayed for 23 days and returned home when a written agreement was reached among provincial officials, Catholic church leaders, police and military officials and representatives from the affected communities.

The evacuees were the same people who sought refuge at the Provincial Sports Complex oval grounds in Tandag City where they built makeshift tents and stayed for a year from September 1, 2015 to September 1, 2016.

The Lumads in Sitio Km. 16, Sitio Han-ayan and other neighboring communities fled their homes on September 1, 2015, bringing the cadavers of Emerito Samarca, Executive Director of the Alternative Learning Center for Agriculture and Livelihood Development (Alcadev), and Dionel Campos, then chair of Mapasu, and Datu Bello Sinzo.

Campos and Sinzo were killed by heavily armed men in full combat uniform and with Armed Forces of the Philippines patches, who herded the male residents from Sitio Han-ayan to Sitio Km. 16, some 200 meters away, according to the recollection of Rommel Campos, 26, a resident of Han-ayan.

Campos was shot dead while lying on the ground while Sinzo was killed after the gunmen fired their guns indiscriminately in the air. The suspects were later identified as members of Magahat-Bagani paramilitary group led by Datu Calpet Egua.

Samarca, who was left alone at the Alcadev school compound, was found dead, his hands and feet tied with a rope and his throat slit.

Alcadev is a secondary school with a specialized curriculum that is culturally appropriate and focused on different agricultural and livelihood skills. Basic health, teaching literacy and numeracy and community development work skills are also incorporated in the eight subjects while the learners’ intellectual capacities are also enhanced.

The displaced residents were initially counted at 1,000 when they reached the center of Barangay Diatagon, but swelled to 3,000 when they reached Tandag City, coming from the 26 communities and seven villages in the towns of Surigao del Sur.

Military detachment in civilian populace
Fear gripped residents of Sitio Kilometer 9 and Sitio Simowao in August 2019 when composite units of Army soldiers set up a military detachment within the civilian populace, some even encroaching in the homes of residents, tying their hammocks on wooden house posts, to sleep.

The Army justified their encampment as implementation of EO 70.

Sandy Sanchez, 44, Mapasu vice chair, a resident of neighboring Sitio Emerald said Simowao residents began to worry on the militarization in their community after the killing of Randel Gallego, 18 and Emil Tejero,31, in Hubo river in neighboring San Agustin town in January 2019, a month after EO 70 was issued.

Sanchez said two other farmers who were harvesting abaca in Km. 16, Sitio Han-ayan survived the shooting and returned home to Simowao to confirm that the perpetrators were Army soldiers.

Aside from the disruption of their daily routine and farming activities, Simowao residents complained of several human rights violations since the soldiers arrived.

These include interrogations about the whereabouts of other family members, showing school children posters of wanted personalities of the NPA and giving them mobile phones with cameras in exchange for serving as military assets.

‘Taktikang bakwit’

Lt. Krisjuper Andreo Punsalan, the civil-military officer of the 3rd Special Forces Battalion, said Sitio Simowao is one of the most affected by activities of NPA, claiming the Lumads are being used by the NPA as human shields to evade government forces through staged evacuations that he labelled as “taktikang bakwit” (evacuation tactic).

Punsalan accused Mapasu of orchestrating evacuations to gain sympathy and financial assistance from international funding organizations.

The February 28, 2020 mass evacuation in Sitio Emerald, according to Lt. Col. Joey Baybayan, commanding officer of the 3rd SF Battalion, is part of the NPA’s “taktkang bakwit.”

Baybayan said the firing of an M-203 grenade launcher on February 21, which injured three persons in Sitio Emerald, was a “conspiracy of the NPA and Mapasu to harass the community and lay the blame on soldiers who set up detachments in the Lumad hinterland communities to trigger the NPA’s ‘Taktikang Bakwit’.”

“The alleged harassment plan of Mapasu and the NPAs as revealed by the informant materialized,” he said.

Mapasu officials denied the allegations.

July 2018 agreement

Mapasu pointed to a July 30, 2018 agreement signed by provincial officials, Lumad leaders, priests, police and military officials where the Army promised it will no longer set up detachments within Lumad communities.

It also stipulated that soldiers are not allowed to live in civilian homes and community centers.

The signatories were Vice Gov. Manuel O. Alameda Sr.,, provincial administrator Efren E. Rivas, Jr., Monsignor Isidro H. Irizari, representing the Diocese of Tandag, Fr. Fortunato Estillore of the Diocese of Tandag Indigenous Peoples Apostolate; Monsignor Jaime Panares, representative of the Diocese of Tandag; and community representatives Sarry Campos and Enriquez Guellen of Sitio Km. 16, Ednalyn T. Binongkasan of Sitio Km. 9, Sandy E. Sanchez, of Sitio Emerald, Severino Magadan of Sitio Km. 9, Col. Maurito L. Licudine, deputy brigade commander of the 401st Brigade, Police Senior Supt. Francisco Dungo, Jr, Police Provincial Director and Lt. Col. Jaime Datuin, battalion commander of the 75th Infantry Battalion initially agreed to sign but declined at the last minute. According to Maricres Pagaran, office in charge of Alcadev, a military asset in civilian clotehs was seen whispering to Datuin apparently advising him not to sign the document.

The document was signed at the town hall of San Agustin to appease the displaced Lumads who were poised to walk all the way to the Sports Oval at the Provincial Capitol in Tandag City, about 87 kilometers away.

Because of this agreement, the evacuees, including children and the elderly, started returning to their villages after breakfast, carrying their belongings and farm animals.

2019 dialogue

In a dialogue with the military on August 18, 2019, Sanchez said he was disheartened to hear Lt. Col. Baybayan say the Lumads should “move on” and just cooperate with the Army to achieve peace and progress.

In a statement issued on August 28, 2019, Mapasu cited several incidents of killings whenever soldiers encamp in their communities. Most of the victims were community leaders, among them Jessie Bacasmas in 2005 in Simowao and Henry Alameda in 2014 in Sitio Cabalawan, Barangay San Isidro; and Samarca, Campos and Sinzo, on September 1, 2015.

The human rights group, Karapatan, reported that an undetermined number of troops from the 2nd Scout Ranger Batallion, were on foot patrol in Upper Oregon, Logdeck, San Isidro, Lianga. on October 14, 2014. Around 17 of those troops, including members of Datu Calpit Egua’s paramilitary group, went to the neighboring Sitio Cabalawan, it said.

Karapatan said Alameda had just finished breakfast when three armed men carrying M14 and M16 rifles baraged into his house and forcibly dragged him to the forested area. But when they passed by the waiting shed near his house, Alameda held on to one of the posts, a move that irked one of the soldiers who shot him twice on the chest while another shot him on the head.

Alameda’s wife and children witnessed the killing.

A similar situation happened in the 2015 killing of Samarca, Campos and Sinzo. While Samarca was killed inside a room, Campos and Sinzo were killed in front of terrified students, the victims’ families and residents in Sitio Han-ayan and Sitio Km. 16.

Murder charges were filed against the suspects Calpet Egua, Bobby Tejero, Leo Tejero, Margarito Layno, a certain Acebedo and 32 others in 2016.

Evacuation, Senate probe

The September 2015 killings led to the mass evacuation of about 3,000 Lumads to the Provincial Sports Complex in Tandag City, and a Senate probe in early October that year, where Mindanawon senators Teofisto Guingona III and Aquilino Pimentel III, echoed the call of Lumads, church and local government leaders to arrest, disarm and disband the “Magahat-Bagani” paramilitary group that had been repeatedly accused of sowing terror in several towns in Surigao del Sur and whose disbandment had also been repeatedly sought.

At the end of the Senate probe, then Bishop of Tandag Nereo Odchimar said he wanted answers to critical questions about the “apparent unholy alliance between the military and the paramilitary which the military vehemently denies.”

Odchimar, now Bishop Emeritus of the Diocese, had earlier told the Senate probe that he was “baffled” why, despite the military’s denials of an alliance, Marcial Belandres, one of the leaders of the paramilitary group and principal suspect in the October 2014 killing of Manobo teacher Henry Alameda and Aldren Dumaguit, was among three persons presented as Datus in a press conference in Camp Aguinaldo, Quezon City on September 15.

The evacuees stayed for a year in Tandag and returned to their villages on September 1, 2016, after they were assured by Col. Isidro Purisima, then commander of the 75th Infantry Battalion, that they will no longer set up military detachments near the communities.

Harvest time

But another mass evacuation at the center of Barangay Diatagon occurred in July 2018 due to the increased presence of several Army units in Simowao, Han-ayan and seven other sitios.

The mass evacuation came at a time when farmers were just recovering from the year-long displacement of 2015-2016, and harvest in their farms was abundant.

In December 2018, Lumad farmers, motorcycle drivers, students and teachers of Tribal Filipino Program in Surigao del Sur (Trifpss) and Alcadev complained they were subjected to harassments. The military, they alleged, imposed food blockade in the checkpoint operated by the 75th Infantry Battallion in Sitio Neptune, Barangay Diatagon, according to a press statement of Kahugpungan sa mga Lumadnong Organisasyon sa Caraga (Kasalo Caraga),

Kasalo Caraga reported residents passing the checkpoint were forced to write their names on a logbook and their pictures taken. Rice and other products that Lumads brought to sell in the retail stores were held on suspicion the goods were for the NPA.

Kasalo further noted the military conducted bombings and strafing twice in the mountainous areas and farms of Sitio Decoy and Sitio Panukmoan in Barangay Diatagon on December 31, 2018 and January 8, 2019, forcing residents to evacuate seven times.

In a statement on March 8, 2019, Kasalo Caraga said the bombings were confirmed by Maj. Rodulfo S. Cordero, Jr., civil-military operations officer of the 401st Brigade.

The incidents displaced 170 families or 920 persons from seven communities in Diatagon.

Mapasu noted that farm productivity since the evacuees’ return in 2016, when the community was relatively peaceful, had actually increased, a development they were most happy with. The presence of soldiers, it said, disrupted the residents’ lives anew.

Lianga councilor Samuel Dollano said the Lumad communities were, indeed, reaping a bountiful harvest of root crops, vegetables and corn which they supplied to the markets of Diatagon and Lianga.

“All Out Peace Policy”

Dollano, through a municipal council resolution, authored the “All Out Peace Policy” on February 7, 2017, a copy of which was forwarded to Malacanang.

Salient points of the resolution were the need to rehabilitate farming activities, self-reliance to develop communal farming which was proven to be effective with the Bayanihan spirit, satisfy first their needs in the community before they would sell their produce to the market and sustain their practice in the rational use and care for the environment.

“This can be done if there is an atmosphere of peace as a result of peace agreements and ceasefire,” Dollano said.

Bishop Modesto Villasanta of the United Church of Christ in the Philippines (UCCP) in Surigao del Sur, questioned the Army officials’ insistence to encamp in the Lumad communities when they had previous successful military operations without setting up detachments in the hinterland villages.

“The Lumads want peaceful existence where they can move freely and live productively in their communities,” Villasanta said.

He recalled last year’s July 2018 mass evacuation where the military regulated the entry of relief goods for the displaced residents and prohibited the distribution of drinking water without coordinating with the Department of Social Welfare and Development.

Villasanta recalled that a checkpoint was set up near the gym to check on the relief goods from the NGOs and the Catholic church.

Father Marlon Lacal, parish priest of the Sacred Heart of Jesus Parish in San Francisco, Agusan del Sur, complained that the relief goods he personally brought were blocked by soldiers at the checkpoint who told him the DSWD staff will distribute it to the evacuees in the gym.

October 2019 dialogue

On October 21, 2019, Bayan Muna Representatives Carlos Isagani Zarate and Eufemia Cullamat came for another dialogue on the demand of Simowao residents for the military to pull out of their community.

Surigao del Sur Gov. Alexander Pimentel, Lianga Mayor Novelita Sarmen and top military officials attended the event but civilian officials were hesitant to heed the Lumads’ call, fearing repercussions from President Duterte.

Pimentel was quoted in a press release issued by the Army’s 3rd Special Forces as saying: “With all due respect, I must tell you frankly, only President Rodrigo Roa Duterte, the Commander-in-Chief of the Armed Forces of the Philippines (AFP), can order the Army personnel to move anytime and anywhere when needed. They have a mission to fulfill in line with the Whole of Nation approach to end the local communist armed conflict that is very crucial to our national security.”

Sarmen in an interview on December 3, 2019 said the military did not bring trouble to Simowao. “Wa may kasamok sa military. Gani, sila may nag-ayo sa karsada ug nagtukod og basketball court alang sa paliga. Ganahan gani mga tawo kay nay padula” (The military does not cause trouble in the area. In fact, they fixed the road and constructed a basketball court for a tournament).

She dismissed complaints about the encampment as “fake news.’

Sarmen explained her concurrence with the military’s presence in the area. “I cannot say no because this is the mandate of EO70,” she added.

A disgusted Zarate lambasted the “whole-of-nation approach as if this will solve the insurgency problem.”

“Despite the objection from the residents, the military insisted as if the solution to the root causes of rebellion can be done in the setting up of basketball court and other band-aid solutions,” Zarate told this reporter.

Cullamat, a Lumad herself, said the military does not deserve to stay in the Lumad community. “If we talk of peace, the residents there were living peacefully until the military came and stayed,” she said.

The military violated the law, she said, by using the residents’ houses as their sleeping quarters, such as hanging their hammocks under the resident’s houses or just outside.

She explained the Lumads in Surigao del Sur are not against any development project as long as this will be implemented by the local government, not the military, and it would not compromise their ancestral domain.

Sanchez, the Mapasu Vice Chair from Sitio Emerald, said soldiers of the 3rd Special Forces Battalion manning the checkpoints within the perimeter of the community have never prohibited them from tending to their farms. He said most of the farms planted to upland rice, corn, vegetables and root crops are located at least three kilometers away.

But Sanchez said they can no longer till their farms because soldiers frequently go on foot patrol.

He said he and other farmers are afraid they’d be caught in a crossfire if rebels chance upon the soldiers.

CATARMAN, Northern Samar March 9 (PIA)- In an effort to address the root cause of local armed conflict, the government through EO 70 orders the institutionalization of the whole-of-nation approach as a government policy for the attainment of inclusive and sustainable peace.

DILG OIC Provincial Director Danilo Laguitan said the program is the government’s resolve to end the local communist rebellion by bringing the government services closer to the people with the end-in-view of ushering inclusive development to attain peace during the Kapihan sa PIA on March 3.

The officer-in-charge explained that the local government units shall champion the implementation of the Retooled Community Support Program (RCSP) and spearhead initiatives by engaging the community to collaborate and co-create with their local government developments and solutions to local issues.

Laguitan pointed out that RCSP is a convergence mechanism for LGUs particularly in the barangay for the identification of issues and needed government interventions.

He then explained that the program is anchored on the empowerment framework geared to provide needed government services to the community, open and access available platform for democratic participation where everyone is involved.

The LCE will serve as the head of the municipal task force, and being the head, he is in-charge of the deployment of the team to the target barangay for immersion, ensure that development initiatives are properly delivered, immediate needs properly addressed, and long-term needs are properly programmed for funding and implementation, he said.

As of this writing, the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) was able to organize 232 Barangay Task Force in the towns of Allen, Catarman, Gamay, Laoang, Mondragon, Rosario, San Roque, Victoria, Lope de Vega, and San Isidro.

Of the 4 identified pilot municipalities in the province, only two municipalities finished with their Serbisyo Caravan and barangay development planning, as the other two towns still await the clearing operations to ensure perimeter security of the target barangays during the entire duration of the immersion is safe.(TBC/pia8northernsamar)

BUENAVISTA, Agusan del Norte, Mar. 10 -- The 23rd Infantry (Masigasig) Battalion (23IB), Philippine Army led by its Commanding Officer Lt. Col. Francisco L. Molina Jr, together with Miss Agnes Lopez Reaño (Lola) national president of the former rebels (FR) organization People’s Advocacy for Collaboration and Empowerment, Inc (PeACE, Inc.), Representative Maria Angelica Rosedell M. Amante-Matba, Governor Dale Corvera and the Municipal Mayors of Agusan del Norte recently attended the 2nd Division Management Committee Conference of DepEd Agusan del Norte held in Butuan City.

The 2nd Division ManCom Conference with the theme “Achieving Peace through Synergy of Stakeholders: Together Towards Tomorrow” for the first time discussed the insurgency problem in this province. The discussion was geared towards the efforts of the national government in decreasing the problem which was capsulized by an Executive Order signed by President Rodrigo Roa Duterte institutionalizing the “Whole of Nation” approach. Lt. Col Molina as Chairman of Situational Awareness and Knowledge Management (SAKM) also rendered a report on the effort of the 23IB in encouraging the youth to continue and finish their studies, which was tagged as Information Education Campaign (IEC). IEC was conducted to Junior and Senior High School on the following municipalities: Las Nieves, Buenavista, Nasipit, Carmen, Agusan del Norte including Butuan City. ManCom was attended by 364 participants which included Supervisors, School Heads, Guidance Counselor of the DepEd Agusan del Norte.


Lola, in her talk, urged the teachers, being their second parents inside the school campuses, to protect the students. As second parents “You have the responsibility in protecting the students against the manipulations of the CNTs. I hope that you will not only teach academics but inculcate good moral values. Solidify the sacrifices of their parents, value the efforts of the government and encourage them to finish their studies," Lola added.

“To the teachers especially those who are members of ACT Partylist, please refrain from recruiting innocent children to join the armed group. Instead be a good role model to your students for their future depends on how you encourage them to reach their goals in life. If we fail to do so, we will never find a solution in ending the decade long insurgency problem of our country," she added.

He underscored that “the future of our children lies in our hand, always integrate in your subjects the efforts of our government in improving their lives. We also hope that you will support the Army’s effort in protecting the children, their future and their lives, and the effort of the national government in ending the conflict, which debilitates our country and destroys the future and lives of our youth and students.”



On the other hand, Gov. Corvera emphasized that “the 2nd ManCom Conference is a tremendous help for the province since it was the first time ever the ManCom conference will focus its discussion on the insurgency problem of Agusan del Norte. He added that the IEC spearheaded by the 23IB is a great help for the teachers since the students will be educated and taught on the manipulative recruitment strategy of the Communist Terrorist Group (CTG).”

Matba appealed to the attendees “let us perform our job properly, let’s walk our talk, be an exemplar of good governance. Let’s unite, and bond together to save our youth from the manipulative tactics of this armed group. Working together and aiming to have peace in our province will ensure that there will be no more wasted lives of children."

16 FRs finish driving course in Kalinga

CITY OF TABUK, Mar. 10(PIA) --Sixteen former rebels in Kalinga are ready for competency assessment to qualify for driving national certification (NC II).

Of the 16, 12 recently completed the 15-day training on driving provided by the Technical Education and Skills Development Authority (TESDA). Four FRs who earlier learned how to drive will also be assessed.

TESDA earlier offered members of the Kalinga Returnees Association (KRA) 100 training slots for driving which will be filled by batches.



A female FR also completed basic computer literacy at the provincial training center. She was advised to enhance her skills by training on computer system servicing at any TESDA accredited technical-vocational training institute where she can avail of a scholarship slot.

Meanwhile, TESDA Provincial Director Victor Brioso invited interested FRs to avail of free trainings being offered by government to equip them with the necessary skills to pursue livelihood ventures and make them productive citizens.

He encouraged the KRA-Balbalan Chapter to form into a cooperative in order to avail of package assistance from government agencies so that they can start their livelihood projects for them to have a better future.

Provincial Legal Officer Ken Emery Martinez assured the association members that the provincial government is ready to extend assistance. “We are establishing skills profiling for your group so that the provincial LGU can help you get employed on Capitol projects where your skills match the job demand,” he said.

Provincial DILG Director Mayer Max Adong committed conduct seminars for the group as he solicited their support in exemplifying “Disiplina Muna” in all their endeavors.

He urged them to actively participate in community affairs, take steps towards disciplining ourselves for others to emulate. He cited road clearing, disaster preparedness and resilience, anti-smoking, ease of doing business, liquor ban, tourist spot cleanup, and functionality of barangay anti-drug abuse council as areas for collaboration. BUTUAN CITY, Mar. 10 -- The Department of Interior and Local Government (DILG) Caraga hosted the conduct of Localization of EO (LEO) 70 Planning Workshop for Mindanao Cluster on March 5 and 6 in Almont Inland Resort, this city.

The activity was participated by the heads of DILG regional offices in Mindanao. DILG Undersecretary for Local Government Marivel C. Sacendoncillo was also present, together with personnel from the Local Government Academy.

The said workshop centered on identifying different strategies to be employed in the localized implementation of EO 70 such as creating services that will ensure the attainment of peace along with identifying and assessing risks upon attaining the said goal and identifying the set of indicators that will measure its success.

Usec. Sacendoncillo shed light on the reason behind the prevailing existence of insurgency, explicating that as long as socio-economic issues are not addressed, Communist Terrorist Groups (CTGs) will continue to exploit the economically-underprivileged and the cultural minorities in forwarding their own agenda.

In addition, she underscored the significance of the Retooled Community Support Program (RSCP) in which creating a dialogue with the community is deemed as one of the primary steps in formulating solutions to the communities’ problems.

“You can bring your ideas and adjust this according to the needs of your region. The vehicle will be different as we move through this journey from one place to another,” she added.

To cap off the activity, the participants had an on-site learning experience in a Payapa at Masaganang Pamayanan (PAMANA) project in Brgy. Puting Bato, Cabadbaran City where they saw firsthand the positive impacts of a community-consulted government intervention against insurgency.

Implementation of RCSP

The implementation of RCSP in the region paved the way for the completion of the Barangay Development Plans (BDPs) of the 80 priority barangays, enabling the conduct of community consultations and public validation of the identified priority projects during the Barangay Assembly to address the governance gaps of the concerned barangay.

This paved way for the construction of a farm-to-market road (FMR) in the geographically isolated, disadvantaged, and conflict-affected areas across the region and the facilitation of abaca weaving and handicraft making and provide access to credit (loan assistance) as much as Php 200,000. LIANGA, Surigao Del Sur, Mar. 10 -- The residents of Sitio Simuwao (Kilometer 9) and the Lianga Indigenous Peoples’ (IP) Council look forward to the establishment of the IP Education School in Kilometer 9 to provide quality education for IP children on June.

“As leaders of the IP council of Lianga, we have provided Free Prior and Informed Consent (FPIC) to the government to establish IP schools for the betterment of our tribe because this is what our tribesmen want,” said Datu Constancio Duhac, Lianga Tribal Chieftain.



Sitio Simuwao Chairman Jhunee Salinas expressed his enthusiasm for the planned development but also requested a military detachment to protect the residents and the project from Communist NPA Terrorists (CNTs) attacks.

“We are happy that the government heeded our call to provide us schools but we also request for the presence of the military to protect us from CNTs’ attacks. They are against the establishment of the IP schools because they know that all TRIFPSS students will transfer eventually in the IPED government schools,” Salinas, said.

The Tribal Filipino Program of Surigao del Sur or TRIFPSS is a non-government organization run, non-DepEd accredited private school without a license or permit to operate, and an alleged CNT hub along with Alternative Learning Center for Agricultural Development (ALCADEV).

Lianga IPMR Hawudon Jumar S. Bucales, reacted on Tandag Bishop Raul Dael and Bishop Emeritus Nereo Odchimar’s contrary remarks on March 6 against their proposed IPED schools for their tribe saying that IPED government schools are no longer necessary.

“With due respect to Bishop Dael and Bishop Odchimar, the IP Council based on our IP Political Structure (IPS), was the one who spearheaded the request for IP schools. We hope you could also have a dialogue with the legitimate IP leadership not only with communist-linked MAPASU so that your perspectives would be balanced,” Bucales said.

The IP council also hit Lianga Councilor and Committee Chair on Education Samuel Dollano for allegedly delaying the approval and signing of the IP leaders’ resolution for the establishment of IPED schools and the closure of TRIFPSS and ALCADEV.

This is the reason why the IPs sought the help of the Regional Development Council (RDC) and the DepEd Caraga Region to craft and approve a resolution for the establishment of IPED schools under Executive Order No.70; s. 2019 and other legal provisions, it was learned.

Meanwhile, the Lianga IP Council mulls on creating a resolution and appeal to the Provincial and Regional Task Forces on Ending Local Communist Armed Conflict (ELCAC) to apply moral suasion and/or sanctions to Councilor Nelsur Samuel Dollano under DILG memorandum order 2018-211 and Republic Act No. 10168 known as Terrorism Financing and Suppression Act of 2012 for alleged suspicious transactions with individuals or Non-Government Organizations (NGOs)/Non-Profit Organizations (NPOs) that are affiliated or related to people suspected of having connection with a terrorist individual, organization, association or group of persons. President Rodrigo R. Duterte has issued EO 70 that institutionalizes the Whole-of-Nation Approach to pave the way for collective participation and action in harmonizing government development efforts and services to support, facilitate and pursue the country's peace agenda.

Limoso said that aside from the whole-of-government approach, where all the national government agencies and local government units converged all development efforts and support to pursue the peace agenda, various non-government organizations and private groups also need to actively take part in this endeavor.

The NICA, led by Limoso, chairs the Situational Awareness and Knowledge Management (SAKM) Cluster of the Western Visayas Regional Task Force-ELCAC.

“We need to unite all our efforts for us to succeed in attaining inclusive, genuine and sustainable peace in the countryside,” Limoso said. (JBG/PIA6)

Regional Chief Minister Ahod “Hadji Murad” Ebrahim has pledged to bring his entire Cabinet in monthly meetings at every component province of the new autonomous region bring the government closer to the people.

Ebrahim, more known as Chairman Murad of the Moro Islamic Liberation Front (MILF), made the vow in his first visit in Sulu as public official on Monday to lead the second round of relief assistance to victims of the February 3 fire in Jolo town.

“We’ll make this convergence visit a regular event, perhaps monthly, to truly bring the government closer to people,” Ebrahim told Sulu officials in Pilipino at rites held at the compound in Jolo of the district office of the Ministry of Public Works (MPW) of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

“Our ordinary constituents need not visit Cotabato City to ask for attention about individual or collective concerns because the convergent regional cabinet will come to you. You can deal with them personally,” Ebrahim said, citing travel difficulties, especially among the people of distant Basilan, Sulu and Tawi-Tawi island provinces.

He said Monday’s event marked his first appearance in Sulu as a government servant, but quickly added that he used to visit Sulu and the two other island provinces clandestinely during his revolutionary days since late 1960s.

Murad admitted that he and other top leaders of the MILF appointed in the interim government of the BARMM were going through adjustments from being revolutionary fighters for four decades to being government servants.

He said they were also dealing with the plight of some 6,000 permanent workers of the defunct 29-year old Autonomous Region in Muslim Mindanao (ARMM), who were laid off last year as a result of the BARMM creation, as mandated by Republic Act 11054 or the Bangsamoro Organic Law of July 2018.

Former ARMM Governor Mujiv Hataman alo Sulu Gov. Sakur Tan, who received Murad and his Cabinet last Monday, had earlier questioned the mass layoff and petitioned for presidential intercession. The petition remains unheeded.

Ebrahim in his brief message said the affected ARMM workers were given substantial separation pays and that some of them were allowed to reapply for appointment in the BARMM bureaucracy.

He pointed out that the BARMM bureaucracy has been hiring workers through its online recruitment portal, which is doing away with the local traditional practices characterized by recommendation from politicians.

He said his administration introduced a “true merit-based system” of recruitment required in moral governance, which is part of the MILF advocacy for Bangsamoro self-determination.

In his speech, Tan assured his administration’s support to the BARMM government and its visions, even as he urged his constituents to do the same.

Tan acknowledged the packages of assistance brought Monday by Ebrahim and his Cabinet, through the BARMM’s Tabang (literally meaning help) projects, for some 2,000 families affected by the conflagration in Jolo last Feb. 3.

A day after the fore incident, a team dispatched by Ebrahim and led by Local Government Minister Naguib Sinarimbo brought in two trucks of relief goods for the same displaced families.

Four more members of the Dawlah Islamiya or Bangsamoro Islamic Freedom Fighters (BIFF) were wounded in gunfights with soldiers in Maguindanao over the weekend.

Local official said Kasim Undih, Madzid Salik, Salilaguia Tangan and Thong Sangid were wounded in clashes in Upper Salman and Tuayan areas at the boundary of Ampatuan and Datu Hoffer towns.

Fourteen BIFF bandits were killed and nine others were wounded in clashes with soldiers last week

Four government troopers were slain in the encounters.

The national spokesman of the communist New People’s Army (NPA) dared President Duterte to make good his stand and terminate all one-sided treaties with the United States.

Jorge “Ka Oris” Madlos, spokesman of the NPA national operations command, said in an online interview with the Inquirer, that once President Duterte ends all military treaties with the US government, there would be no more obstacle for the communist and the Philippine government to sit down and discuss how to solve the problems of the Filipino people in a peace talk.
Madlos expressed confidence that when the President ends all military pacts with the US, it would hasten the victory of the communist insurgents against the government.

“Because he will have no more US imperialist supporters,” the rebel said.


However, Madlos himself expressed doubts that Mr. Duterte or any other president would have the courage to abrogate all military pacts with the American government.

“They are all puppets of US imperialism,” Madlos charged.

He accused Duterte of peddling lies and deceit with his stance against the Visiting Forces Agreement (VFA) with the US.

Madlos expected that another form of the military treaty would replace the VFA once it is finally abrogated.

“I’m sure there will be a new treaty, there will be a renegotiation and the result will still be in favor of US imperialist,” he stressed./lzb

PAGADIAN CITY, Zamboanga del Sur –– At least four heavy equipment were torched by armed men on Monday evening in Barangay Lower Liason of Tambulig town, Zamboanga del Sur province.

The equipment burned were a bulldozer, two backhoes, and one water tanker, which were owned by CODP Construction, according to Nilo Muñoz, Tambulig Disaster Risk Reduction, and Management Action Officer.

The Philippine Army tagged the armed men as belonging to the New People’s Army (NPA).

Major Clint Antipala, public affairs officer of the Army’s 1st Infantry Division (1ID), said some 10 NPA rebels carried out the burning around 8:45 p.m.

Antipala said troops have been pursuing leads on where the rebels escaped after torching the equipment.

Major General Gene Ponio, 1ID commander, condemned the NPA’s action, reminding residents and contractors to report any threats or intimidations so they could quell them.

“We will be relentless and pursue the perpetrator who continuously hampers the peace and development of the communities in our area of responsibility,” Ponio said./lzb

Two committees at the House of Representatives on Tuesday approved the non-contentious provisions in the proposed Anti-Terrorism Act.

The House Committee on Public Order and Safety and Committee on National Defense and Security, chaired by Masbate Rep. Narciso Bravo Jr. and Iloilo Rep. Raul Tupas, respectively, tackled the working draft line-per-line and separately approved certain agreeable provisions in the bill.

The joint panel tabled contentious issues for later review and discussion. A complete list of the provisions accepted has yet to be officially released.

The bill seeks to repeal the Human Security Act of 2007 to provide a tougher response to the threats of violent extremism and radicalization in the country.

The bill states that the fight against terrorism requires a comprehensive approach, comprising political, economic, diplomatic, military, and legal means duly taking into account the root causes of terrorism without acknowledging these as justifications for terrorist and criminal activities.

Such measures shall include conflict management and post-conflict peace-building, addressing the roots of conflict by building state capacity and promoting equitable economic development.

During the hearing, PBA Party-list Rep. Jericho Nograles proposed to add a new provision to penalize unlawful labeling and tagging of a person or organization as a terrorist without court proscription.

National Intelligence Coordinating Agency Director-General Alex Monteagudo denied claims that the government has been involved in any red-tagging of personalities or groups.

“We would like to make it an official statement that the government is not into red-tagging,” Monteagudo said.

The Senate has already approved the counterpart measure on third and final reading.

Senator Panfilo Lacson said the Anti-Terrorism bill passed by the Senate has enough legal safeguards against perceived abuses that may be committed during its implementation.

Lacson said under the bill, electronic surveillance on suspected terrorists should have a judicial authorization from the Court of Appeals (CA).

He said even the issuance of the order of proscription should have to come from the CA, rather than the regional trial courts under the current law.

Lacson said additional safeguards were also provided to prevent abuses even as the period of detention without a warrant has been raised to 14 days instead of the current three-day period.

Southern Luzon Command (Solcom) chief, Lt. Gen. Antonio Parlade, Jr., on Monday decried the lack of action from the Commission on Human Rights (CHR) regarding the continued killing of civilians by hitmen of the Communist Party of the Philippines- New People's Army (CPP-NPA).

"The killing of civilians by the NPAs (are) continuous and we don't see any action from CHR, other than the usual 'we will conduct an investigation'," he said in a statement.

Parlade, who is also a member of the National Task Force to End Local Communist Armed Conflict, urged CHR chairperson Chito Gascon to take action on the series of killings and attacks committed by the CPP-NPA against civilians and military personnel in the past few days.

He cited as an example the brutal killing of 47-year-old Joseph Alicnas Calabson, a former barangay captain in Ifugao and known for his stand against the communist rebels, on March 3.

He said Calabson was killed by three CPP-NPA members who introduced themselves as from the "Nona del Rosario Command New Peoples’ Army-Ifugao" with one of the suspects identifying himself as "Francis".

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

He added that these killers had the audacity to kill the victim inside his house in Tukucan, Tinoc, Ifugao and in front of his wife.

"According to the wife, after the three men put down their backpacks, one went out and the two killers shot her husband in the head and as he fell, they approached her husband and shot him several times as he lay on the floor. Before they escaped, they left four letters from 'Nona del Rosario Command'," he said.

Another CPP-NPA atrocity took place in Barcelona, Sorsogon on March 7 when communist rebels strafed a group of soldiers involved in a community support program and in the process hit civilians Giselle Emberga, 18, and Justine Inovejas,12, both residents of Barangay Sta. Lourdes.

Soldiers rushed three more civilians to the hospital for shrapnel injuries and were later declared safe," Parlade said.

NPA members also killed a former colleague Antonio Benzon in Sta Cruz, Casiguran, Sorsogon on February 22.

"The NPAs have been hitting civilians in the hope of reversing the trend of surrenders nationwide. We hope to hear about the result of the investigations that the CHR promised to investigate," he added.

He also scored militant groups "Karapatan" and "Anakbayan" for doing nothing about these series of atrocities against civilians.

"Meantime, we are asking where these 'Karapatan' and 'Anakbayan' members are? You travel to Australia to proclaim your advocacy about protecting human rights and defending children. Why don't you tell your Australian donors what the CPP-NPA has been doing to civilians and children?" he asked.

He said he finds it odd when the CHR takes time to meet with Alicia Lucena who denied she was kidnapped and instead claimed that she left home because of abusive parents and that the government was responsible for attacks against militant groups.

Lucena's parents earlier claimed that their daughter was recruited by militant group "Anakbayan".

"How can CHR entertain these liars who walk on the streets shouting 'Kabataan sumapi na sa NPA' and yet not entertain the mother who appeared at the CHR?" Parlade said.
