DAVAO CITY - The Eastern Mindanao Command (Eastmincom) reported Tuesday that another six Communist New People's Army (NPA) units were dismantled this month.

In a statement, Lt. Gen. Greg Almerol, Eastmincom commander, said the dismantled units were the NPA's Regional Sentro de Grabidad, Regional Operational Command, Southern Mindanao Regional Committee (RSDG, ROC, SMRC), Sub-Regional Committees (SRC) 1, 2, 4, and 5, under SMRC and SRC 4 of North Central Mindanao Regional Committee.

"Most of them formerly operate in Davao Region and Bukidnon," Almerol said.

As a result of the "neutralization of the NPA leadership," Almerol said the Eastern Mindanao Area-Clearing and Validation Committee composed of the Eastmincom and Area Police Command - Eastern Mindanao recommended the NPA units' dissolution to the Joint Peace and Security Coordinating Council.

In addition to the capture and deaths of top NPA leaders, Almerol noted that no reports have been received of the NPA's activities or presence in their former mass bases in Eastern Mindanao.


He said Armed Forces of the Philippines Chief of Staff Lt. Gen. Bartolome Vicente Bacarro and Philippine National Police chief Gen. Rodolfo Azurin Jr. signed the dissolution status for the dismantled NPA units in a joint resolution on Dec. 6.

"Since the declaration of the Davao Region as 'insurgency-free,' Eastmincom has not monitored any extortion activities, harassment, and other atrocities by the NPA, including their presence in the said area," he said.

On Oct. 12, Davao Region was declared insurgency-free following the defeat of the NPA in the area through the convergence of the civilian government and the military under the National Task Force to End Local Communist Armed Conflict.

Meanwhile, Almerol encouraged the remaining members and leaders of the NPA to "yield peacefully, so they can be reunited with their loved ones, especially during the Yuletide season."

"Christmas Season symbolizes freedom, and you cannot experience that if you are away from your families who are already missing you. It is time for you to embrace the government’s offer to help you start a new life," he said.

The chapter of Kabataang Makabayan in Katrina (not its real name), a village in Negros, was established in 2008. The chapter was formed at a time when the village was surrounded by CAFGU detachments and bad elements abound.

Poverty is severe in Katrina due to backward agricultural production. Most farmers here are tenants of landlords, rich and upper middle peasants. They barely earn enough because of the existing sharing scheme that favor the land owner. Due to poverty, they cannot afford to send their children to school.

To add to their families’ income, Katrina’s youth take jobs as domestic helpers even as young as 15 years old. In 2008, nearly 300 of them left for the cities to work in temporary low-wage jobs with no benefits. They went to Metro Manila, Cebu, Panay and Bacolod City. Not a few of them became victims of prostitution, mistreatment and sexual abuse.

Due to their bitter experiences, many parents no longer allowed their children to leave to work in cities. They were instead encouraged to plant corn, root crops, bananas and other food crops.

In early 2008, the Pambansang Katipunan ng Magbubukid was established in Katrina. The youth were gathered and had a talk with their organized parents who asked them to be their partners in revolutionary work. A batch of eight young reliables with no criminal records was the first to study the Short Course on Philippine Society and Revolution. From here, the organizing group of the Kabataang Makabayan was set up.

The group was assigned to organize other youths in the village to develop production and mount anti-feudal struggles. They were also encouraged to join the dagyaw-alayon, a form of cooperation.

Interaction between the youth and the Red fighters became frequent. Their activities, including cultural and instruction for PaDePa (Pambansang Demokratikong Paaralan or National Democratic School) trainings, are regularly assessed. Eventually, they were asked to participate in studies of Party courses and short politico-military courses.

Part of their task is to stage performances during mass actions. In the guerrilla zones, they enliven the anniversary celebrations of the Communist Party of the Philippines, the New People’s Army, the National Democratic Front of the Philippines and the Kabataang Makabayan. They also handle the tribute activities for the revolutionary martyrs.

Member-students are tasked to organize fellow students. They encourage students to participate in their cultural performances at school. They enlighten even their teachers.

Due to their perseverance and that of villagers, the organizing committee was built in December 2008 with more than 100 members. It expanded to more than 10 sitios from six at the beginning. Subsequently, three chapters were built in nearby villages.

When an encounter between the NPA and the AFP broke out in Katrina at the beginning of 2010s, close to platoon-sized number of young people volunteered to join the people’s army. In the following years, full-fledged mass organizations were established in the area. The level of the organs of political power and the local gu

errilla unit in the village was raised. The militia unit and self-defense units were assigned members from the organizations. The barrio revolutionary committee was established. Most of them became Party members.

In 2018, the US-Duterte regime brutally ravaged Katrina. Not a few were killed and illegally arrested. As a result, scores again joined the NPA. In 2019, Party cadres and Red fighters from Katrina were assigned to strategic areas and other guerrilla fronts on the island. Eight of its warriors became revolutionary martyrs.

On the occasion of the 58th anniversary of the Kabataang Makabayan this year, the people of Katrina stand proud of the youth and Red fighters it has produced for the continuing revolution, not only in their area, but throughout the island.

Elements of the 94th IB and 47th IB killed Ericson Acosta and Joseph Jimenez on November 30 in Sitio Makilo, Barangay Camansi, Kanbankalan City, Negros Occidental. Acosta was a consultant of the National Democratic Front (NDF) in peace talks while Joseph Jimenez is a local organizer of the Kilusang Magbubukid ng Pilipinas and an official of a local peasant organization in Barangay Camansi. The two were apprehended at 2 a.m., but were made to appear to have died in an armed encounter in the morning.

Acosta is a well-known poet, writer and composer. The Party hailed him as one of the important cadres and warriors in Negros. He became part of the NDFP panel preparing the Comprehensive Agreement on Social and Economic Reforms (CASER) during formal peace talks in 2016.

According to preliminary reports of the September 21 Movement, to make it appear than there was an encounter in the area, soldiers fired at Ronald Francisco’s home, where Acosta and Jimenez were resting. After that, Francisco, his wife and three children were taken to a military camp.

Human rights defenders, church people and friends of Acosta and Jimenez called for an impartial investigation into this incident violating humanitarian law.

On November 30, on the very day of their death, democratic organizations gathered before the Commission on Human Rights to condemn the murder of the two.
Two other victims

Instead of administering first aid, troopers of the 62nd IB killed two wounded Red fighters in Sitio Patuatan, Quinten Remo, Moises Padilla on November 28. Mario Baldusa (Ka Jekoy) and Janhel Sarsa (Ka Jorge) were injured in an encounter that morning.

Instead of treating, ascertaining their identity, and declaring them as prisoners of war, the 62nd IB willfully killed the two.

The four adds to the more than 100 revolutionaries and civilians who were not in a position to fight but willfully killed by the military since 2017. The killings violate existing humanitarian rules of warfare and protections for individuals under the CARHRIHL and Geneva Conventions.

Six military actions in the last two weeks were launched by the New People’s Army (NPA) against fascist military troops. These actions were mounted amid AFP’s focus military operations.

In Sipalay City, the NPA-Southwest Negros seized two calibre .45 pistols, ammunition, three magazines, two cellphones and one grenade from two intelligence agents of 47th IB ambushed last November 24 in Sitio Camboguiot, Barangay Camindangan. The two soldiers, involved in spying and suppressing the masses, were killed.

NPA-Southwest Negros spokesperson Andrea Guerrero said the armed action serves as a warning to all AFP and PNP spies and assets.

The NPA-Central Negros fired at the PNP substation in Sitio Parkingan, Barangay Trinidad, Guihulngan City on November 25. A police officer was wounded. On November 21, the NPA also fired at two different 62nd IB units in Sitio Tuko in the same village. Two soldiers were killed and another was wounded.

In the same city, the NPA fired at the Army Patrol Base in Barangay Sandayao on November 23. A soldier of the 62nd IB was wounded.

In Bukidnon, the NPA fired at the operating troops of the 8th IB in Purok 8, St. Peter, Malaybalay City on November 16. A soldier was killed in the armed action.

Recent weeks have seen successive cases of human rights violations under the Marcos regime. These include the killing of a farmer, bombing and strafing of a community, and arbitrary arrests of civilians.

The 62nd IB troops killed farmer Victor Baldonado at his home in Sitio Columbia, Barangay Trinidad, Guihulngan City, Negros Oriental on November 21, at 6 a.m. The soldiers shot him in front of his wife and children.

The 62nd IB claimed Baldonado was a fighter of the New People’s Army (NPA) and that he was killed in an armed encounter. The soldiers dressed his dead body and laid weapons and documents by his corpse to justify the crime.

Arrest. In Negros Occidental, the 62nd IB arbitrarily arrested Wilben Callura and Juliet Callura, residents of Sitio Binataan, Barangay Quinten Remo, Moises Padilla. At the same time, military troops strafed the house of Virgie Perolino, Roberto Gario and Jorenda Callura in the same sitio. Soldiers stole their chickens and butchered their pig. As a result, 800 farmers fled their homes in Sitio Oway-uway, Binataan and other nearby communities.

On November 25, soldiers of the 62nd IB and 33rd DRC ransacked homes in Sitio Ngalan in the same village. They forcibly entered and searched the house of Zaldy Jimenez, Richard Jimenez, Robert Jimenez, Cardo Juanites and Sernel Juanites. Soldiers stayed in these houses from November 25 to 28.

Unionist Roel Duyag was arrested on November 25 in Butuan City at the wake of his mother. Duyag is the coordinator of the Kilusang May Uno in the Caraga region. He was taken to Butuan PNP Station 1 and lodged with false charges of murder.

Bombings and strafing. Rockets and ammunition shook Purok 8, St. Peter, Malaybalay City, Bukidnon on November 16 after the 8th IB rained the community with bombs and bullets. This attack is a clear retaliation against civilians after the AFP suffered defeats from two recent NPA armed actions. An MD520 helicopter released 16 rockets and strafed the village eight times. The first round lasted 40 minutes.

Residents ran away in panic because the bombs fell very near their community. Teachers and students dropped to the classroom floor as helicopters flew just above their village.

Shooting. Five civilian hunters were fired at by troops of the 24h IB in the forested area of Sitio Sap-al, Barangay Buneg, Lacub, Abra on November 27.
Two farmers were injured in the incident while the three ran to a nearby community to ask for help.

The soldiers came upon the five while they were resting. The hunters immediately raised their hunting weapons and shouted “We are civilians!” so that soldiers would not shoot them. Despite this, the soldiers still fired at them.

Dispersal. Police and guards violently dispersed a workers’ picket last November 25 at the Manila Harbor Center in Road 10, Manila City. They destroyed the tent that was just set up by workers and their youth supporters. Workers demand immediate reinstatement of 370 workers who were illegally terminated in 2020.

The New People’s Army-Masbate (Jose Rapsing Command) reported this December that more than 20 military actions were launched by its units against the military and police in the province in 2022. These form part of the NPA-Masbate’s ongoing campaign to emasculate and frustrate the focused military operations and the “shock and awe” campaign of the Joint Task Force Bicolandia in the province. No less than five AFP-PNP-CAFGU battalions were deployed in the province composed of more than 1,500 men to launch these operations and militarization of communities under the RCSP (Retooled Community Support Program).

These actions include the November 7 ambush in Barangay Manlut-od in Placer where two CAFGU troops were killed, and in which the NPA seized two pistols, magazines, ammunition and other equipment.

Four of the offensives were launched in the first 100 days of the new Marcos regime in power. Eleven soldiers were killed and five were wounded in these offensives.

These include the demolition action on August 11 against the 2nd IB in Sitio Puro, Talisay, San Fernando in Ticao island. Five enemy forces were killed and three were wounded. Five were also killed in the sniping-harassment operations against the armed group of village chief Adriel “Boyet” Besana, CAFGU and 2nd IB in Sitio Baldoza, Cabungahan, Cawayayan, Masbate on August 18.

These offensives also show the Red Army’s perseverance to defend and strengthen the determination of the Masbateño masses to act and fight the ongoing military reign in Masbate. Under the Marcos regime, the Masbateño peasants face threats of worse fascist attacks by the AFP-PNP-CAFGU and the Masbate TF-Elcac.

The military and local ruling classes have started its campaign to grab large tracts of former grazing and hacienda lands which were once won by the peasant movement. Up to 11 have been reported victims of political killings in the province. This include the series of murders of peasants cultivating in and around the Pecson land which provincial bureaucrats under Marcos want to secure. The latest case was the murder of Ronnie Andren in Placer town on November 27. He was apprehended while preparing copra and killed.

According to Luz del Mar, spokesperson for the NPA-Masbate, the people’s army will not stop defending the Masbateño masses against military violence and in making the AFP-PNP-CAFGU’s accountable for its crimes against the people. Del Mar declared the NPA’s readiness to continue fighting the worsening state fascism and terrorism in Masbate.

US imperialism’s geopolitical strategy under the previous Donald Trump government and the current Biden-Harris government is no different in form, purpose and essence. It continues the earlier “Pivot to Asia” declared in 2008 which saw the strategic shift of its policy towards China as a leading imperialist rival. This military strategy aims to prevent further expansion of China’s military strength and political influence, and prepare for and incite a direct or indirect inter-imperialist war.

Under its so-called “Indo-Pacific Strategy,” the US consolidates its military power in countries surrounding China through the Quad (Quadrilateral Security Dialogue, with India, Japan and Australia) and AUKUS (Australia-United Kingdom-US), in conjunction with tightening control over its military puppets in South Korea, Thailand, the Philippines, as well as Japan. The US is also provoking its North Atlantic Treaty Organization (NATO) allies in Europe to stand against China.

This strategy takes the form of launching a series of large “military drills” in various countries around China and sailing US warships in the South China Sea and Taiwan Strait. These are combat maneuver exercises against China at its very borders. These are combined with provocative acts such as the successive visits by US House Speaker Nancy Pelosi and other officials to Taiwan in August, and by US Vice President Kamala Harris to South and Southeast Asia.

The military drills this year in Japan (Keen Sword, 36,000 troops) and South Korea (Ulchi Freedom Shield, over 67,500 troops) are said to be “biggest in history.” Similar exercises were held in Thailand (Carat), Indonesia (Garuda Shield), Australia (Cope North), Guam (Valiant Shield) and other US territories in the Pacific. In the Philippines, the Balikatan was launched in March-April in which 8,900 troops took part.

In June-August, the US conducted the 11-day Rim of the Pacific (RimPac), the world’s largest combat drill, in various parts of the Pacific from the US military base in Hawaii. Up to 38 warships, four submarines, nine armies, more than 170 aircraft and 25,000 troops from 26 countries participated in the training. Eight of these countries are members of NATO, which are behind the US proxy war in Ukraine against Russia.

Thousands of small, medium-sized and unannounced military trainings are also conducted by the US in “all corners” of the Asia-Pacific. These involve hundreds of bomber planes, nuclear-capable warships, cannons, missiles, ammunitionsand troops that carry out “live-fire exercises” leaving toxic waste and chemicals in the water, air and soil. In the Philippines alone, there are approximately 300 such trainings per year.
Control of the seas

In September, the US announced the formation of Task Force 76/3, combining naval forces under the US Indo-Pacific Command, permanently stationed in the South China Sea. It aims to tighten US control over facilities, bases and naval troops in South, East and Southeast Asia countries behind the veil of “integration” and “interoperability.” It launched in October 2022 the Kamandag 2022 exercises in Bataan, Palawan and other points in Luzon.

This is a new mechanism under the Pentagon’s Pacific Deterrence Initiative, which got a $5.1 billion budget this year. This program aims to set up facilities in countries within the “First Island Chain” (Japan, Taiwan, the Philippines, etc) to permanently station land-based long-range missiles near China’s borders.

When Harris visited the Philippines in November, her agenda was to finalize plans for building five additional US bases in the country. These include plans for rebuilding US military facilities in Subic, Zambales to position US forces, missile and warships, 30 years since they were booted out.

The Philippine’s false sovereignty is increasingly being exposed amid heightening military intervention of US imperialism. The strategic goal of the US is to reinforce its dominance and control of the country and to use it as launching pad for provoking war with its imperialist rival China in the Asia-Pacific region.

Heightening US military intervention in the Philippines at present has two salient aspects: first, the push to strengthen American troop presence and deployment of weapons, using the country as a military base or military outpost within its network of military bases in the Asia-Pacific; and second, increasing military assistance to the intensified war of suppression against revolutionary and progressive forces who raise the flag of national freedom.

The Armed Forces of the Philippines (AFP) is the main instrument of the US in these two aspects. It is the pillar of US domination and interference in the Philippines. The AFP was formed, molded and trained in line with US imperialist doctrine and since the outset has been used to secure the neocolonial state in the country. Over the past decades, it has been reliant on US military assistance and policy, could not stand on its own feet and is incapable of defending the country’s territory, especially in the face of Chinese aggression in the West Philippine Sea.

US Vice President Kamala Harris’ recent visit highlighted the country’s false independence. She used the AFP and the Marcos regime’s reliance on US assistance to promote US military presence in the Philippines as defense against China’s threats. Harris also used the visit to push for the use of nuclear energy which will benefit American capitalists and further drown the Philippines in a sea of foreign debt.

At the same time, Harris made use of the Philippines, especially when she traveled to Palawan, closest to China’s military facilities within Philippine maritime territory, to further raise tensions with China which she criticized for “irresponsible behavior” in the South China Sea.

Harris pushed the US demand for five more locations to set up US facilities under the Enhanced Defense Cooperation Agreement (EDCA). Currently, the US has military facilities inside AFP camps at Basa Air Base in Pampanga, Fort Magsaysay in Nueva Ecija, Lumbia Air Base in Cagayan de Oro, Antonio Bautista Air Base in Palawan and Mactan Benito Ebuen Air Base in Cebu.

The Marcos regime promptly acquiesced to the US demand when the AFP declared willingness to open two camps in Cagayan, and one each in Palawan, Zambales and Isabela, areas that are key to the US strategy of countering China’s growing military strength and expansion. The US clearly wants to riddle the country with its military facilities. This is brazenly overturning the historical victories of the Filipino people in the struggle against US military bases.

Harris’ visit forms part of the US push to raise the temperature of armed tensions in the Asia-Pacific. Prior to the Philippines, Harris also traveled to Japan and South Korea, to project military strength from US military bases in those countries, to which both China and North Korea responded with their own display of firepower. It was only a few months ago when US Speaker Nancy Pelosi traveled to Taiwan and assured it of “US defense” in a direct slap to China and the US’ long-standing recognition of the “One China” policy.

The US push to heighten armed tensions in the Asia-Pacific also complements its relentless stoking, together with the NATO (North Atlantic Treaty Organization), of the war in Ukraine against Russia. In fact, incited by the US, the Europe-centric NATO has now declared itself anti-China. By feeding an endless war, US monopoly capitalists in the military industry and its allies are raking in huge amounts of profits.

To further strengthen its power in the Philippines, the US also continuously provides the AFP with assistance to suppress the revolutionary and patriotic forces fighting US imperialist dominance and control in the country. The US trains, advises, funds, and arms the AFP to carry out a brutal counterinsurgency war against the Filipino people and their revolutionary forces.

All-out state terrorism is now underway across the country in the form of massacres and murders, torture, and imprisonment of suspected supporters of the New People’s Army. Capitalists earn superprofits with US supplying drones, airplanes and cannons to carry out the bombing of communities, farms and forests. Through the AFP and the fascist NTF-Elcac, and by occasionally joining ground operations, the US is again applying its tactics of widespread terrorism used in its failed Vietnam war. The Anti-Terror Law (patterned after the US “war against terrorism”) is being used to crush the patriotic and progressive forces, and prevent peace negotiations.

US imperialism is directly responsible for gross human rights violations and war crimes of the AFP. The US, Marcos and the AFP have bloodied hands in their relentless fascist attacks against the Filipino people. They should be held responsible and punished.

The ongoing crisis of the global capitalist system, particularly the US economy’s slide back to recession, will further push it to strengthen its hegemony and control over countries and areas to source natural resources and invest excessive capital, as well as over strategic international trade routes. This includes US imperialist control of the Philippines.

The people should fight against US military intervention, inter-imperialist war-mongering, and sponsoring fascist terrorism in the country. Agreements that bind the Philippines to the US and give American troops excessive rights to use the country for their strategic interests, must be abrogated. Filipinos should unite with peoples all over the world to fight imperialism and imperialist war.

The Filipino people must struggle to end US imperialist military, economic, political and cultural domination in the Philippines. This is the key element in the struggle for national democracy.

Tatlong ulit na nang-istraping at naghulog ng mga bomba ang Armed Forces of the Philippines (AFP) sa bayan ng Buenavista sa Agusan del Norte sa huling kwarto ng 2022. Nagbunga ito ng malawakang pagkaligalig at paggambala sa mga komundiad, pagkasira ng mga sakahan at pagkasugat ng isang sibilyan na pinararatangang tagasuporta ng Bagong Hukbong Bayan (BHB).

Pinaulanan ng bala ng 23rd IB ang bahay na tinutuluyan ni Juanito Junaldo sa mabundok na bahagi ng Barangay Lower Olave noong Disyembre 2. Dalawampung minutong pinaputukan ang kubo gamit ang K3 masinggan, M16 at M203 grenade launcher. Nasugatan sa paa si Junaldo.

Dalawang ulit na kinanyon ng 23rd IB ang Sityo Tacub, Barangay Rizal noong Nobyembre 5 at Nobyembre 12. Gumawa ng kwento ang AFP na mayroon silang nakasagupang yunit ng BHB sa lugar para bigyang-matwid ang panganganyon sa erya. Iniulat ng mga sundalo na napaslang sa engkwentro ang pinangalanang si Rene Villa o alyas Jokol noong Nobyembre 5.

Pinasinungalingan ng BHB-Agusan del Norte na mayroong yunit ng hukbong bayan sa lugar nang maganap ang insidente. Ayon sa BHB, “puro sakahan at kubo ng mga sibilyan ang binagsakan ng mga bala ng kanyon.”

Nagpasabog ng 12 bala ng kanyon ang 23rd IB sa kabundukan sa Bal-ason, Sityo Balatacan, Barangay Guinabsan noong Oktubre 29. Ayon sa ulat, kinanyon ng AFP ang lugar para pagtakpan ang naganap na misengkwentro sa pagitan ng dalawang yunit ng 23rd IB noong Oktubre 28 at kabiguang mapatamaan ang yunit ng BHB sa erya. Ang misengkwentro ay pinalabas pa nilang isang lehitimong engkwentro sa pagitan ng kanilang yunit at ng BHB.

Ang yunit ng 23rd IB na sangkot sa mga krimeng ito ay nakahimpil sa Barangay Simbalan. Tumatayong kumander ng 23rd IB si Lieutenant Colonel Jeffrey Balingao. Nakapailalim sa 402nd IBde at 4th ID ang naturang batalyon.

Kinatigan ngayong araw ng isang lokal na korte sa Maynila ang petisyon ng tatlong bilanggong pulitikal para makapagpyansa sa gawa-gawang mga kasong isinampa sa kanila. Kabilang sa tatlo si Reina Mae Nasino, ina ni Baby River, sanggol na namatay noong Oktubre 2020 matapos iwalay sa kanyang ina ilang araw pagkapanganak.

Sa inilabas na atas ng Regional Trial Court Branch 47 sa Manila City, pinayagan magpyansa si Nasino, at sina Ram Carlo Bautista at Alma Moran dahil hindi matibay ang mga ebidensya laban sa kanila. Ayon sa korte, bigo ang mga witness ng prosekusyon na tukuyin ang mga akusado at kung aling baril ang nakuha mula sa bawat isa sa kanila. Hindi umano makasasapat at mahina ang mga “pangkalahatan” na pahayag ng mga “saksi.”

Sina Bautista, Nasino at Moran ay mga kasapi ng Bagong Alyansang Makabayan-National Capital Region (NCR) na inaresto nang ireyd ang kanilang tanggapan sa Tondo, Manila noong Nobyembre 2019. Sinampahan sila ng gawa-gawang kasong illegal possession of firearms and explosives.

Sa atas ng korte, pinagpapyansa si Nasino at Moran nang tig-₱420,000 habang si Bautista ay ₱570,000 o kabuuang ₱1,410,000 para pansamantalang makalaya.

Ayon sa Bayan-NCR, napatunayan umano ng desisyon ng korte na “ang mga ipinataw na kaso ni Judge Cecilyn Burgos Villavert ang dating Quezon City Executive Judge ay isang malaking kasinungalingan.”

Si Judge Villavert ay binansagan ng mga aktibista bilang “search at arrest warrant factory” kung saan arbitraryong naglalabas ng mga walang-batayang mandaymento na nagresulta sa pagkamatay at pagka-aresto ng maraming mga aktibista.

Paunang tagumpay itong maituturing para sa grupong Karapatan-NCR. Ayon sa kanila kailangang ipagpatuloy na igiit sa Court of Appeals na tindigan ang naunang desisyon nito noong Setyembre 4, 2022 na nagpapawalang-bisa sa mga search warrant na ginamit laban sa tatlo.

Dumating noong Disyembre 11 ang berdugong batalyon na 4th Scout Ranger Battalion (4SRB) sa isla ng Samar, matapos silang magsanay sa Australia sa mga taktika sa operasyong air to ground combat, at small unit operations. Itatalaga ang batalyon sa prubinsya ng North Samar, para gapiin diumano ang mga “labi” ng Bagong Hukbong Bayan sa “iilang barangay.”

Ipapailalim ang naturang batalyson sa 8th ID at sa Joint Task Force Storm sa Eastern Visaya, na kasalukuyang may 12 nang batalyon. Pinamumunuan ang batalyon ni Lt. Col. Ricarte Dayata.

Halos isang taon nang walang-awat ang malalaking operasyong pangkombat ng AFP sa naturang rehiyon na kinatatampukan ng brutal na mga pang-ereng pambobomba at panganganyon sa mga komunidad, bukid at gubat. Ilandaang mga barangay ang pinopokusan ng mga operasyong saywar at panunupil ng AFP sa tabing ng programang “sibil-militar.”

Bago “nagsanay” sa Australia, naghasik ng lagim ang 4SRB sa rehiyon ng Caraga. Matagalang idineploy ang mga tropa nito sa rehiyon noong 2014, kasabay ng pagtatatag ng 3rd Special Forces Battalion sa Sibagat, Agusan del Sur. Nasa ilalim ng 402nd IBde ang 4SRB, kasama ng 23rd IB, 4th MIB, 42nd DRC at Tactical Operations Group 10 ng Philippine Airforce.

Ang mga yunit na ito ang nagsagawa ng mga pamboboma, pamamaslang, pang-aaresto at pwersahang pagpapasurender sa mga sibilyan sa mga barangay sa Agusan del Norte at Misamis Oriental. Kabilang sa mga krimen ng yunit na ito ang pagpatay sa isang bata sa Manila de Bugabos sa Butuan City noong 2019 at paglapastangan sa mga bangkay ng 10 mandirigmang napatay sa pambobomba sa Gingoog City noong Mayo 13, 2020.

Noong 2017, pansamantalang itinalaga ang 4SRB sa Marawi City, partikular sa Bato Ali Mosque, kung saan napakaraming paglabag sa karapatang tao ang naitala. Ipinailalim ito noon sa 501st IBde. May ilang panahon ding itinalaga ang yunit sa Basilan.

CAMP SIONGCO, Maguindanao del Norte – Bulontaryong sumuko sa 90th Infantry (Bigkis-lahi) Battalion ang kumander ng Bangsamoro Islamic Freedom Fighters sa ilalim ng Karialan Faction kasama ang 43 nitong mga tauhan sa Kabacan, Cotabato nitong umaga ng December 9, 2022.

Kasali sa mga sumuko ay apat (4) na sub-leaders at pitong (7) bomb experts ng BIFF at nasa 34 na samot-saring armas at siyam (9) na high explosives ammunitions naman ang isinuko ng mga ito ayun kay Lieutenant Colonel Rommel Mundala, Battalion Commander ng 90IB.

“Napagtanto nila na panahon na para talikuran ang kanilang ipinaglalaban at nais na nilang mamuhay ng normal kasama ang kanilang mga pamilya”, dagdag ni Lt. Col. Mundala.

Naging posible ang pagbalik-loob ng dating mga rebeldeng BIFF sa pagsisikap ng mga kasundalohan kasama ang suporta ng Local Government Unit ayon kay Col. Donald Gumiran, 602Bde Commander.

“Ang pagsuko ay resulta ng joint effort ng 90th Infantry Battalion at ng mga intelligence unit na naka-deploy sa lalawigan”, dagdag ni Col. Gumiran.

Isasailalim naman sa proseso ang enrolment ng mga former violent extremist sa reintegration program ng gobyerno ayun kay Maj. Gen. Roy Galido, JTF Central Commander.

“Their documents will also be processed for enrolment in the reintegration program of the government,” pahayag ni JTFC Commander Maj. Gen. Roy Galido.

Muling nanawagan ang JTF Central at 6ID sa mga naging biktima ng disinformation ng BIFF na magbalik-loob na sa pamahalaan alang-alang sa kanilang mga kaanak.

Narekober sa lugar ang tatlong (3) units ng UHF Handheld Radio (Baofeng), dalawang (2) piraso ng radio batteries, isang (1) uniporme, isang (1) lower receiver ng M14 Rifle, isang (1) kevlar helmet, dalawang (2) 81MM mortar fuse, isang (1) barrel ng M60 Light Machine Gun, isang (1) cellphone, isang (1) combat boots, isang (1) pack ng wire, dalawang (2) kilo ng fertilizer, gun powder, isang (1) manual ng pagawa ng eksplosibo, isang (1) sako ng 81MM Fuse (25kls), isang (1) ‘tornohan’, isang (1) dynamo, dalawang (2) improvised RPG launchers, isang (1) empty magazine (7.62mm) at isang (1) prayer booklet.

Sa ginawang Focused Military Operations ng JTFC sa lugar na pinagkukutaan ng DI-MG ay na-recover ang mga gamit pangdigma, mga sangkap sa pagawa ng anti-personnel mines at personal na kagamitan ng mga terorista.

“Nais ng JTF Central na pasalamatan ang patuloy na suporta ng Local Government Units at kanilang mga community leaders dahil sa pagbibigay nila ng mahalagang impormasyon”, pahayag ng JTFC Commander.

Mariin din niyang inihayag na ang seguridad ay pananagutan ng lahat, “No single person is responsible for the security. We have to unite and work together”.

Kasama ang kanilang mga magulang at tagapatnubay pati na rin ang ilang opisyales ng barangay, nagtungo ang pitong (7) menor de edad na pawang mga residente ng San Juan, Batangas sa Command Post ng 59IB sa Brgy Tulos, Rosario upang ihayag ang kanilang pagsuko kahapon, ika-10 ng Disyembre taong kasalukuyan.

Naitalang ang pitong kabataan na ito na may edad mula 13 hanggang 17 ay naging instrumento at kaanib ng mga teroristang grupong CPP-NPA-NDF sa Batangas nuong taong 2020-2021. Sila’y mga musmos na tinuruan ng mga berdugong NPA ukol sa paggamit ng armas at sinanay rin sa iba’t-ibang gawaing pandigma.

Para sa mga teroristang grupong CPP-NPA-NDF, ngayon ninyo sabihin na malinis at mabuti nga ang inyong hangarin at mga pinaglalaban.. Ngayon ninyo ipagsigawan na kapayapaan nga ang nais ninyo para sa bayan.. Di na kayo naawa at maging mga walang muwang na mga bata ay inyong nilagay sa kapahamakan. COTABATO CITY, Philippines – Government troops stepped up military operations in Lanao del Sur province where the Islamic State-inspired Maute Group has been recruiting new members again.

Soldiers from the Army and 1st Marine Brigade found the group’s weeks-old training camp and bomb-making facility in a forested area in Marogong, Lanao del Sur, Joint Task Force-Central commander Major General Roy Galido said on Sunday, December 11.

The military said the new head of the terrorist organization, Faharudin Hadji Satar, also known as Abu Zacariah, had a hand in setting up the Lanao del Sur training camp and bomb-making facility.

Satar, according to the military, is the ISIS emir in Southeast Asia.

The task force said as many as 40 members of the Maute Group-Dawlah Islamiyah were monitored in the area.


Galido said some were believed to be remnants of the terrorist group government forces fought against in Marawi City in 2017 while others were recruits receiving training.

The military said the Maute Group included teenage-looking members, indicating that the terrorist group has been recruiting young members.

The Maute camp was set up about three weeks ago, he said.


Galido said the Maute camp was located in the secluded area in Marogong following weeks of military operations.

He said security measures were scaled up in Lanao del Sur, especially in areas where members of the group could escape to other provinces.

Galido appealed to Lanao del Sur officials and residents to help.

He said, “We have to help each other to keep radicalism from proliferating. This is important because if it proliferates, then we will have a bigger problem or worse, see something like what happened in Marawi. Let’s keep our youth from getting recruited,” he said.

In 2017, Marawi City was destroyed after five months of fighting between the military and the Maute Group.

The Duterte administration said it had no choice because the Maute Group had attempted to establish a caliphate in the predominantly Muslim city.

2 cops wounded in Antique clash

ILOILO City – Two police officers were wounded during an encounter between officers of the Philippine National Police (PNP) and alleged New People’s Army (NPA) rebels in Barangay Aningalan, San Remigio, Antique yesterday.

Police Corporal Joemer Yamuyam and Police Patrolman Dan Mer dela Cruz were brought to an undisclosed hospital for treatment.

According to Brigadier General Leo Francisco, director of the Police Regional Office 6 (PRO-6), the encounter happened around 12:30 p.m. while the personnel of the 1st Antique Provincial Mobile Force Company were verifying reports about alleged rebels vandalizing the Green House, a government-owned vegetable plantation in the area.

Around 16 armed men headed by “Ka Rod” were seen in the area, police said.


“Our men are investigatinh kung may namatay or nasugatan sa kabilang grupo. Ang mga wounded natin ay nasa hospital na,” Francisco told Panay News.

The region’s top cop also sent more personnel to the encounter area with the augmentation force from the Philippine Army.

ANTIQUE – Eight schools in San Remigio town suspended classes for security reasons starting Monday, Dec. 12.

Mayor Margarito “Mar” Mission Jr. released an official announcement of the class suspension on Sunday night, Dec. 11, hours after the encounter between the 1st Antique Provincial Mobile Force Company (1st APMFC) and alleged New People’s Army (NPA) in Sitio Gahit, Barangay Aningalan of the said town.


“Please be advised that classes in the following schools will be temporarily suspended for security reasons effective December 12, 2022,”read part of the mayor’s announcement.

The eight schools were:

* Aningalan Integrated School

* Osorio I Integrated School

* Osorio 2 Elementary School

* Cabunga-an Elementary School

* Bulan-Bulan Elementary School

* Alegria Elementary School

* Tubudan Elementary School

* Gov. Evelio B. Javier Memorial National High School

These schools were near the encounter site.

Mission is yet to announce when classes would resume.

On Sunday, Police Corporal Joemer Yamuyam and Patrolman Danmer Dela Cruz, both assigned at the 1st APMFC, were wounded following a 10-minute encounter.

The two cops were immediately extracted from the area and brought to the Angel Salazar Memorial General Hospital in San Jose de Buenavista town.

Dela Cruz was transferred to the Western Visayas Medical Center in Iloilo City for further treatment.
According to Police Brigadier General Leo Francisco, director of the Police Regional Office 6, the encounter took place around 12:30 p.m. on Sunday while personnel of the 1st AMFC were verifying the alleged presence of around 16 rebels doing vandalism at a government-owned vegetable plantation in the area. MANILA – The Philippine Army (PA) along with its American and Japanese counterparts held their first-ever trilateral meeting on Dec. 11, aimed at bolstering defense cooperation among the three partner nations.

In a statement Monday night, PA spokesperson Col. Xerxes Trinidad said the meeting, known as the Japan-Philippine-US Trilateral Key Leaders’ Engagement, was held at Camp Asaka in Tokyo.

Present during the meeting were PA chief Lt. Gen. Romeo Brawner Jr., Japan Ground Self-Defense Force chief-of-staff Gen. Yoshida Yoshihide and United States Army Pacific (USARPAC) commander Gen. Charles Flynn.

"(The meeting aims) to bolster the defense cooperation and partnership among the three long-standing defense partners in the Indo-Pacific region," Trinidad said.


Meanwhile, Philippine Marine Corps commandant Maj. Gen. Charlton Sean Gaerlan and US Marine Forces Pacific commander Lt. Gen. William Jurney also joined the high-level meeting.

“Our armies have strong bilateral engagements with one another so having this trilateral cooperation is truly a great opportunity for us in the Philippine Army to further advance our capabilities,” Brawner said.

The trilateral meeting sets the stage for regularizing high-level talks among the Philippines, Japan and US ground forces which also strengthens future multilateral cooperation frameworks.

MANILA – Philippine National Police (PNP) chief Gen. Rodolfo Azurin Jr. has placed the Special Action Force (SAF) and all 17 Regional Mobile Force Battalions (RMFB) on high alert to prevent attacks by communist rebels ahead of the 54th founding anniversary of the Communist Party of the Philippines.

Azurin made this announcement during the year-end PNP command conference attended by ranking SAF and RMFB as well as heads and other officials of various police units nationwide at Camp Crame in Quezon City on Monday afternoon.

"(All) SAF and 17 RMFBs nationwide will be put to highest alert for any possible tactical engagements and harassments against government forces as the CPP marks its 54th anniversary on Dec. 26, 2022," he added.


Other highlights of the briefing included the presentation of updates on the security situation and threat assessment and forecast for the Yuletide Season, national crime situation and updates on rape cases, operational accomplishments, Revitalized Kasimbayanan Project, updates on crime situation, anti-crime efforts and deployment during Christmas holidays.

“The successful outcome of the major events that unfolded during the year is the result of sheer hard work, careful planning and preparation by PNP units," Azurin added.

He also said the challenge for the PNP now is to sustain its gains and prevent criminals from taking advantage of the holiday season when increased economic activities are expected.

He also reminded all commanders to be on the lookout for indiscriminate firing before, during, and after the holidays.

Meanwhile, Azurin said there would be no gun muzzling of PNP personnel's firearms this year, saying he is confident that they would not fire these during the holiday revelry.

However, he said no personnel would be spared if they would engage in indiscriminate firing while their immediate superiors would also be held accountable.

Ranking CPP-NPA leader nabbed in Bulacan

As this developed, the Philippine Army (PA) on Monday said troops from the 70th Infantry Battalion, a field unit of the 7th Infantry Division, along with police personnel, arrested a ranking CPP-New People's Army (NPA) secretary in a joint operation in Barangay Muzon, San Jose del Monte City, Bulacan on Dec. 8.

Nabbed was CPP-NPA leader identified as Janeth Cruz also known as “Aryang”, “Libay” “Ditsy”, “Laura”, “Frankie”, “Trixie”, “Ali” and “Marbel”.

Cruz was the secretary of the CPP-NPA’s Central Luzon Regional Committee (CLRC), Regional White Area Committee, who is on trial for murder and two counts of attempted murder at the Iba, Zambales Regional Trial Court Branch 71.

ZAMBOANGA CITY – Eight trusted mass base supporters of the New People’s Army (NPA) have withdrawn their support from the communist group and taken their oath of allegiance to the government in Zamboanga del Sur, a top police official said Monday.

Col. Richard Verceles, operations chief of the Area Police Command-Western Mindanao, said the NPA supporters surrendered around 3 p.m. Sunday in Purok 3, Sitio Kumpayan, Barangay Dapiwak in Dumingag town, Zamboanga del Sur province.

Verceles said joint police and military operatives facilitated the surrender of the eight NPA supporters through the conduct of internal security operations in Barangay Dapiwak.

Verceles said the surrenderers - seven farmers and a student - are all residents of the village.


He said five of the surrenderers were males and three were females, the oldest being 57 years old and the youngest being the student, 21.

He said they turned over two .38-caliber revolvers, an M-14 rifle with ammunition, two 40-millimeter high explosives and recruitment paraphernalia.

They took their oath of allegiance in a ceremony held at Camp Major Reginaldo Abelon that houses the Zamboanga del Sur Provincial Police Office in Pagadian City in the presence of police, military, and government officials.

Verceles said the surrenderers belonged to different groups under the umbrella of the Guerrilla Front Big Beautiful Country of the NPA’s Western Mindanao Regional Party Committee.

He said they were released to Dapiwak Barangay Councilor Jorry Maglasang in good physical condition for further community reintegration.

They were also given food packs as initial assistance from the government.

BAGUIO CITY – Law enforcers have seized several firearms and items belonging to members of the New People's Army (NPA) in Kalinga province, the Police Regional Office in Cordillera (PROCor) said Monday.

In an interview, PROCor information officer, Capt. Marnie Abellanida, said the arms cache was discovered during a counter-insurgency operation in Barangay Mabaca in Balbalan town on Dec. 9.

Discovered were one Colt M16 A1; four magazines; two Garand rifles; five magazine clips; 27 pieces of 7.62 mm live ammunition; one carbine rifle; three improvised explosive devices (IED); two M203 live ammunition; three rifle grenades; two sticks of ammonium nitrate; one 60mm live ammunition; and one mortar ammunition.

"Aside from firearms, meron din silang nahanap na (they also found) several war materials of the communist terrorist group," he added.

Also found at the site were an NPA flag and other personal belongings.


In a press release, PROCor director Brig. Gen. Mafelino Bazar said the operation stemmed from information from a concerned citizen about the existence of an NPA hideout in the area.

The lair allegedly belongs to communist insurgents from the NPA's Komiteng Larangang Guerilla (KLG) – Baggas, he added.

He said the operating team was composed of personnel from the Kalinga Police Provincial Office, Regional Mobile Force Battalion 15; the Philippine Army's 50th Infantry Battalion, and the Special Action Force of the Philippine National Police.

The operating troops also scoured the area for the possible presence of other explosive devices.

TACLOBAN CITY – The Philippine Army in Eastern Visayas is upbeat about ending the “last bastion insurgency” in Samar Island following the arrival of an elite force in the region that fought terrorist groups in Mindanao in recent years.

Philippine Army’s 8th Infantry Division commander Major Gen. Camilo Ligayo expressed his gratitude to the military leadership for sending the additional forces and equipment that will boost their campaign against insurgency.


“I am indeed grateful to the higher headquarters for sending one of the finest battalions from our elite force to augment our forces here in Eastern Visayas. Your expertise in combat tested by time will surely contribute to the Division's campaign against decades-long insurgency,” Ligayo said in a statement issued on Monday.

The Army’s 4th Scout Ranger Battalion with about 400 soldiers arrived at the Calbayog city port in Samar on Sunday fresh from their retraining in Australia to enhance their capability in air-to-ground combat and small unit operations.

Ligayo said the battalion made significant accomplishments against the communist terrorist group operating in the Caraga region in Mindanao.

They contributed to the five-month-long battle against the ISIS (Islamic State)-inspired Maute group in the Liberation of Marawi City in 2017 and also fought during the Zamboanga Siege and Mamasapano incident against the Bangsamoro Islamic Freedom Fighters (BIFF) fighters in Mindanao.


“The addition of elite force of the Philippine Army manifests the sincerity of our government to eradicate the 50 years menace of the communist terrorist group in Region 8. Their deployment will play a significant role in the overall campaign of the division,” Ligayo added.

In a phone interview, Capt. Jefferson Mariano, the spokesperson of the Army’s 8th Infantry Battalion, said the elite force will be assigned in Northern Samar province covered by the Army’s 803rd Brigade.

The brigade has been monitoring the movement of four remaining guerrilla fronts in Eastern Visayas, all operating in Northern Samar.

The military earlier estimated that there are still about 300 NPA fighters belonging to the four fronts and their supporters hiding in the mountains.

DUMAGUETE CITY – Army and civilian officials on Monday lauded the local government unit (LGU) of Guihulngan City as the “best implementer” of the End Local Communist Armed Conflict (ELCAC) campaign in Negros Oriental province.

Maridel Gamo, local government operations officer of the Department of the Interior and Local Government (DILG) in Guihulngan, said the awarding is scheduled on Dec. 15 in this capital city.

She said the support of the LGU and other stakeholders to the local Task Force ELCAC has largely contributed to the government efforts against the Communist Party of the Philippines-New People’s Army (CPP-NPA).


“For the information of everyone, Guihulngan City was adjudged the best ELCAC implementer for 2022..very grateful for the issuance of Executive Order (EO) No. 70 for a whole-of-nation approach because as you all know, the city has been threatened by the (insurgents),” Gamo said in mixed English and Cebuano.

With the assistance of the military, Gamo said the LGU gave its all-out support to EO 70, creating its local TF-ELCAC, and cascading this to all of the city’s 33 barangays.

Gamo was among the stakeholders given recognition by the 62nd Infantry “Unifier” Battalion (62IB), headed by its commanding officer, Lt. Col. William Pesase, during ceremonies to mark its 34th founding anniversary, held at its headquarters in Isabela, Negros Occidental.

Brig. Gen. Inocencio Pasaporte, 303rd Infantry Brigade commander, who was the guest of honor and speaker, noted that Guihulngan’s example in response to the whole-of-government approach in ending the communist insurgency, reflects the campaign’s gains.

One of the notable activities of the Guihulngan TF-ELCAC, according to Pasaporte, is the LGU’s assistance to slain NPA rebels, such as providing a decent burial and assistance to the bereaved families.

He also cited the 62IB for its accomplishments in the past year in reducing the number of CPP-NPA members, specifically the Central Negros 1 guerilla front operating in the battalion’s area of operations.

The unit has helped weaken the guerilla front in Central Negros, Pasaporte said.


“We have shifted the tempo in our favor and with a little push of our whole-of-nation approach, which the local DILG emphasized, we are now seeing how effective the TF-ELCAC is, especially as we know that Guihulngan is a hotbed of the insurgency,” he added.

A lot of changes have taken place in the city over the past years, with civilians now cooperating with authorities, Pasaporte noted, as he expressed optimism that “we can clearly attain lasting peace in Negros Island”.

He congratulated the Unifier Battalion for its relentless efforts against the communist insurgency while reminding them of their mandate in achieving peace for a stable country.

Meanwhile, Pesase lined out his battalion’s accomplishments in terms of addressing the insurgency problem.

He said sustained military operations have led to the NPA striving to preserve their remaining forces “by trading space for time while waiting for the pullout of the operating units to conduct recovery of their organization and the consolidation of their mass bases and forces”.

Relentless legitimate combat operations against the CPP-NPA since the start of this year resulted in the neutralization and arrest of a total of 37 rebels.


Pasaporte and Pesase reiterated their call to the remaining NPA members in Guihulngan City and other parts of Negros to give up their armed struggle, surrender to authorities, and avail of government programs such as the Enhanced Comprehensive Local Integration Program (E-CLIP) so they can start a new life.

SAN JOSE DE BUENAVISTA, Antique – Classes in eight schools in the municipality of San Remigio have been suspended indefinitely effective Monday to ensure the safety of learners and teachers when government forces conducted an operation against members of the New People’s Army (NPA).

San Remigio Mayor Margarito Mission ordered the suspension of classes, to give way to the military and police operation after a firefight ensued at Sitio Gahit, Barangay Osorio II at around 12:30 p.m. Sunday.

This developed when at least 16 armed men reportedly vandalized the Greenhouse Orchard and Vegetable Farm of the Office of the Provincial Agriculturist (OPA), and later on engaged responding policemen in a firefight.

Two policemen were wounded in the incident which lasted for about 10 minutes.


“I have suspended classes in eight schools until further notice,” Mission said.

He said classes in the eight schools will remain suspended until such time the police and the military recommend the resumption of classes.

Affected schools are the integrated schools in Barangays Aningalan and Osorio I, and elementary schools in Barangays Osorio II, Cabunga-an, Bulan-bulan, Alegria and Tubudan.

The Gov. Evelio B. Javier Memorial National High School in Barangay Tubudan also suspended its classes.

While the mayor regarded the incident as an isolated case, he decided to suspend the classes to ensure the safety of the students and teachers.

In a separate interview, Antique Provincial Police Office (APPO) information officer, Major Adolfo Pagharion, identified the wounded officers as Police Corporal Jomer Yamuyam and Patrolman Danmer De la Cruz.

CAMP SIONGCO, Maguindanao – The Philippine Marines captured an encampment of Dawlah Islamiya–Maute Group (DI-MG) in Lanao del Sur and recovered war materiel and explosives, the Army here said Tuesday.

Maj. Gen. Roy Galido, the Army’s 6th Infantry Division head, said information provided by civilians in Marogong, Lanao del Sur, about the presence of gunmen in the village of Bagumbayan led to the discovery of the extremists’ hideout in the area.


After confirmation of the DI-MG hideout location, Galido said a law enforcement operation was launched by troopers of the Army's 1st Marine Brigade stationed in the area.

Galido said intelligence reports also showed that Abu Zacharia, the new leader of Dawlah Islamiya-Maute Group, was sighted in the area with about 30 armed followers.

“The villagers noticed new faces in their village and alerted the troopers of Philippine Marines,” he said, adding that residents sighted about 30 to 40 men, suspected to be remnants of the DI-MG terror group that seized Marawi City in 2017.

However, Galido said the Daesh-inspired local terrorist groups were gone during Monday's predawn military operation.

Soldiers found war materiel, including bomb-making components, a manual for manufacturing homemade bombs, grenades and rocket-propelled grenade launchers.


“We appreciated the cooperation of local government units and their community leaders to government forces for providing the military with intelligence information,” said Galido, also the commander of Joint Task Force Central.

“Security is everybody’s business, no single person is responsible for the security, we have to unite and work together,” he added.

May ilang saksi din ang nagsabing napilitan sumuko ang mga kasama nang sila’y mapaligiran at wala nang kakayahang lumaban. Ngunit kalaonan ay walang awa silang sinalbeyds ng mga pasista.

Kasunod ng pangyayari ay labis na takot at pagkabahala naman ang naranasan ng mga residente sa lugar dahil sa walang habas na pagpapaputok at pambobomba ng militar. Di mabilang ang mga bala ng mortar na pinasabog nila buhat noong Nobyembre 23 ng hapon hanggang Nobyembre 24.

Kalkulado din ang sumunod na mga hakbang ng mga pasista para takutin at pahirapan ang mga pamilya ng mga biktima. Sapilitan nilang kinuha ang mga labi buhat sa pag-iingat ng ilang mga kamag-anak sa Sityo Sandigan, Brgy. Chua. At kapagdaka’y inilibing ang mga ito nang hindi ipinaalam at walang pahintulot ng mga pamilya. Tumanggi ang 7th IB na ibigay sa kani-kanilang pamilya ang mga bangkay at pinagbabayad ang mga kamag-anak ng tig-PhP30,000.00 bawat isa kung nais nila itong makuha.

Mahigpit naming kinukundena ang kalapastanganan at pangho-hostage ng 7th IB sa mga labi ng mga kasama. Kaugnay nito ay ipinapanawagan namin ang kagyat at independenteng imbestigasyon sa krimen at mga paglabag ng militar sa mga pamantayan ng internasyunal na makataong batas.

Labis ang aming pagluluksa at panghihinayang sa kamatayan ng mga kasama. Inaalay namin ang pinakamataas na rebolusyonaryong parangal, paggalang at paghanga para sa kanila na mga martir ng bayan at minamahal na mga anak ng Daguma. Sila ay mga magigiting na Pulang mandirigma buhat sa tribung Dulangan-Manobo na mapagpasyang lumaban para sa lupang ninuno at para sa pagkakamit ng tunay na hustisya at kalayaan ng bayan.

Si Ka Dennis ay isa sa pinakaunang Dulangan na sumampa sa NPA noong 2014. Mahalaga ang kanyang naiambag sa gawaing masa at pagpapalawak ng base, at lalong-lalo na sa pagbibigay-inspirasyon sa kanyang mga kapwa-lumad na lumahok sa rebolusyonaryong armadong pakikibaka. Naging malaking hamon at inspirasyon para sa kanya ang tapang at kabayanihan ng kanyang amang martir na pinaslang ng militar noong 2020. Kabilang siya sa nangungunang kadreng militar ng NPA-Sultan Kudarat na matapang na lumaban at dumaig sa mga kampanyang militar ng AFP sa kabundukan ng Daguma.

Si Ka Ho ay isang masipag na pampulitikang instruktor ng isang yunit ng NPA at ginagalang na lider ng mga Pulang mandirigma. Mula sa pagkabata ay naranasan niya ang napakabangis na paghahari ng kumpanyang D.M. Consunji Inc. na umagaw sa lupang ninuno at umaapi’t humahamak sa kanilang tribu. Maraming kamag-anak niya ang naging biktima ng mga masaker at pamamaslang ng paramilitar at mga armadong goons ng kumpanya. Nang marating ng isang yunit ng NPA ang kanilang barangay ay isa siya pinakaaktibong lumalahok sa mga pagtitipon at rebolusyonaryong pag-aaral na inilunsad ng mga kasama.

Sina Ka Duran, Ka Elena at Ka Pogi ay mga kabataan na piniling ialay ang sarili sa paglilingkod sa bayan at sa armadong rebolusyonaryong kilusan. Matibay nilang hinarap at pinangibabawan ang mga hirap at sakripisyo sa pagkikilos lalo na sa panahon ng malupit na kampanya ng kaaway. Aktibo silang nakibahagi sa mga gawain sa Hukbo at sa pag-oorganisa sa masa. Inspirasyon sila ng mga kabataang Lumad na nakikibaka para sa lupang ninuno at laban sa pang-aapi at pagsasamantala.

Kasamang nasawi ang anak ni Ka Ho na si Gerry Kasa o Kekel na isang sibilyan. Kamakailan lang ay inamin niya sa ilang kamag-anak na pinagbabantaan siya ng militar dahil sa kabiguan niyang pilitin ang ama na sumuko at ipagkanulo ang kilusan.

Nakikiramay kami sa mga pamilya, mga masa at mga kaibigan na labis na nagdadalamhati sa pagpanaw ng mga mahal na kasama. Gayundin ang aming pakikiisa sa lahat ng mga biktima ng karahasang militar na pinagkaitan ng hustisya. Nawa’y maging inspirasyon ang ating mga martir sa matibay nilang rebolusyonaryong paninindigan at walang hanggang pagmamahal sa bayan.

Samtang may 3 man ka kolum sang militar sa Sityo Nahilig, Barangay Hinakpan, Guihulngan City. Nagapangsaka-saka kag nagatiner ang mga ini sa mga kabalayan sang pumuluyo. Nagtuga sang kahadlok sa mga residente. May 3 man ka kolum sang nasambit nga pasistang tropa sa Barangay Macagahay partikular na Sityo Tubod kag Acasia. The Party today joins the Filipino people and their broad democratic and patriotic forces in marking International Human Rights Day. We cannot overemphasize the significance of this year’s commemoration of human rights day as the Filipino people face increasingly worse forms of political repression under a government that employs its armed minions to terrorize the people.

The Philippines today is under a de facto martial law regime in which the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) dominate all aspects of society and government through the National Task Force (NTF)-Elcac, its RTFs, “peace and order councils”, “regional development and security” and others.

In complete contempt of the principle of civilian supremacy, the military and its fascist doctrine increasingly dominate the state, its bureaucracy, by imposing “counterinsurgency” as the central objective of the state and all its agencies, through appointment of former military and police officials, intimidation of courts and collusion with judges, and allotment of hundreds of billions of pesos to purchase more and more weapons, multiply its battalions, spend money for its widespread campaign of disinformation and psywar operations, and to line the pockets of its present and former officers.

A culture of impunity prevails among the military and police forces as they commit rampant violations of human rights in both the cities and countryside. This is in line with the vain attempt of the ruling reactionary state to quell the patriotic and democratic forces, their resistance to imperialism, feudalism and bureaucrat capitalism, and their heightening clamor for national democratic change. The number of police killings in the sham drug war also continue to increase, with the number under Marcos’ first six months surpassing the last six months of the previous regime.

Human rights defenders, church people as well as journalists are targetted and subjected to intimidation in order for the military to continue with their fascist rampage without fear of public culpability. The NTF-Elcac and the AFP brandish the Anti-Terror Law to threaten anyone who stand against their way. The reactionary state continues to build a machinery of mass surveillance.

In the cities, the fascist state targets union leaders, members and organizers, as well as community organizations. In violation of their right to form unions or associations, they are frequented by military and police agents who subject them to endless harassment to force them to leave their organizations or disaffiliate from national democratic centers. Big capitalists connive and fund these armed agents of the state. People in urban poor communities are being rounded up (typically in the guise of giving economic aid), made to sign blank papers, and falsely paraded as “surrenderees.” In schools and factories, the military and police deploys agents to spy on workers and students or conduct seminars that invariably ends with a threat against joining patriotic and democratic organizations.

The situation is worse in the countryside where military and police rule is imposed, especially in remote villages. Entire peasant and indigenous peoples communities are placed under hamlet. Fascist agents relentlessly carry out abductions and illegal arrests, torture, willful killings, ransacking and illegal searches of homes, food blockades, media blackouts, red-tagging, and so on. The aim of this campaign of fascist terror is to cow the people, force them to their knees, disunite them and destroy their organizations, and take away their capacity to stand up for their economic, social, political and cultural rights.

Over the past years of waging an all-out strategic offensive against the New People’s Army (NPA), the AFP has committed grave abuses of human rights and violations of international humanitarian law. Captured revolutionaries, hors de combat and civilians have been wantonly killed in a show of utter brutality and disrespect for civilized rules of warfare. Civilian lives are put in danger by military encampment in populated areas, aerial bombing and shelling near communities, farms and forests, forced conscription into paramilitary groups, having civilians serve as guides in combat operations and so on. Child rights and special protection of children under international humanitarian law are routinely violated by the AFP and PNP in the course of its military operations.

State terrorism has continued to worsen under the US-Marcos regime in its first months of rule. This nationwide campaign of terror is instigated and funded by the US in line with its sham “war against terror” which, in fact, is an interventionist war to suppress all the Filipino people’s patriotic and democratic forces, in order to strengthen its military foothold and neocolonial rule. The US imperialists continue to pour millions of dollars for the purchase of bomber planes, bombs, artillery and bullets for its killing machine. These campaigns serve the economic aggression of US-owned and other foreign mining companies, big plantations, dams, ecotourism and infrastructure projects that grab land and drive people away from their homes and source of livelihood.

The Party calls on the Filipino people to stand up firmly and fight state terrorism and defend human rights and international humanitarian law. They stand on high moral ground in denouncing all fascist criminal acts perpetrated by the AFP and PNP, in demanding justice for all victims of state terrorism, in demanding the dismantling of the NTF-Elcac, and in calling for an end to US intervention and military support to the fascist Marcos regime.

At the same time, the Party directs the New People’s Army (NPA) to continue fighting state terrorism, and punish the most notorious fascist criminals in the AFP and PNP. The NPA must continue to mount tactical offensives in the course of waging protracted people’s war to advance the cause of national democracy.
