The Apolinario Gatmaitan Command, New People’s Army Regional Operational Command in Negros Island (AGC-NPA), with its Red commanders and fighters and the entire revolutionary movement and people of Negros render its highest tribute to revolutionary martyrs Comrade Kerima Lorena “Ka Ella” Tariman and Comrade Pabling who offered their lives in an encounter between Red fighters of the Roselyn Jean Pelle Command – NPA North Negros Front and soldiers of the 79th Infantry Battalion at Hacienda Raymunda, Barangay Kapitan Ramon, Silay City, Negros Occidental, yesterday, August 20, 2021, around 6:00 in the. morning.

Ka Ella, a leading Party cadre of the RJPC-NPA, hailed from Legazpi City, Albay. She was a renowned poet, writer and revolutionary artist who chose to share the life-and-death struggle of the masses of Negros Island. She gave up her life to serve the people and the revolution.

The masses of Negros have Ka Ella and Ka Pabling deep in their hearts. They mourn the death of revolutionary martyrs who fought for their liberation from decades-long feudal exploitation. Sorrow will turn into rage that will fuel the masses’ commitment to end their insufferable oppressive and exploitative conditions through the people’s democratic revolution.

The Red commanders and fighters in Negros are inspired by the sacrifice of our comrades, the new heroes of our time. It is a sacrifice that reminds us to steel our commitment to the revolutionary cause and fearlessly take on their unfinished tasks until revolutionary victory.###

NDF-Bikol and the whole revolutionary movement in Bikol today, expressed its unity in commemorating the Day of Remembrance for Victims of Terrorism.

“Indeed, there is no higher tribute for all those whose lives have been wasted by terrorism other than to continue fighting for genuine justice. The revolutionary movement will not stop until the criminals have not completely faced their crimes against the people, most of all the worst terrorist with the most blood debt – the US imperialist and all its fascist devotees,” stated Ma. Roja Banua, NDF-Bikol spokesperson.

It has been the long time practice of the ruling class and imperialist forces to perpetuate terrorism and continue their oppression.

“Victims of systematic state violence are a hundred times over more than the victims of isolated and sporadic attacks of a few terrorist groups. Under the reign of fascist governments and their mercenary armies, hundreds of millions of people around the globe have been deprived of their civil rights and liberties through terrorist acts of mass starvation, dislocation, torture, illegal arrests and detention, abduction, killings and massacre,“ Banua continued.

According to the statement, the US has led all wars of aggression responsible for the killing of hundreds of millions of lives as well as the destruction of hundreds of millions more. It has supported and funded all other terrorist activities of fascist states around the world.

Banua said, the imperialist US have institutionalized their own meaning of terrorism, “they ceaselessly shove onto the public their interpretation that the people’s struggle must be considered as terrorism. They blur the difference between ordinary crimes and political acts to frighten the people and dissuade them from fighting for genuine societal change and national liberty. By this means, they are able to hinder the rapid spread of freedom movements and the people’s armed revolution while continuing their domination.”

That is why to further suppress the people’s struggle, powerful countries and fascist states wage hypocritical versions of war against terrorism. Because these aim to subdue the just wars of the people for nationalist and societal freedom, they make sure that these are fully funded and legitimized.

“The people’s disavowal and condemnation of the puppet Duterte also means the renouncement of all dictum of the US imperialist. The movement against Duterte is an anti-imperialist movement. The people must relentlessly make the imperialist US and its forces, the most brutal of all the terrorists and forerunners of destruction, violence and poverty, pay for all their crimes. The Filipino people continues to unite with all the other victims of imperialist terrorism around the world,” Banua stated.

In the end, NDF-Bikol gave importance to the great contribution of the Filipino society – the advancement of the people’s democratic revolution to help achieve justice for all oppressed classes in the world. It also called on all revolutionaries to strive in sustaining the people’s war until its absolute victory.

It is not surprising for the murderer police and military to be haunted by the spectre of struggle in every corner of society. They are aware of their failure and that they will remain a failure in suppressing the people’s just war. As long as repression and exploitation remains, there will always be someone who will struggle for genuine change.

But PNP Camarines Norte Provincial Director Julius Guadamor’s statement is just overly preposterous: alleging that the NPA after conducting tactical offensives, would hide their armaments away and wear peasant clothes to pose as simple farmers during the day. In which book of fiction did he pick up this kind of story?

In which case, this is no simple insult against the NPA. In essence, PD Guadamor is posing a threat against the people: because anyone is considered an NPA, anyone can be killed. This is extremely dangerous for the civilian population. This kind of logic gives reason to the impunity of killing civilians. This conditions the minds of people to accept the practice of the police and military to kill and kill without distinguishing whether the victim is a combatant or not. Anyone can be a target of assassination and massacre. It would be too easy to say that they were NPA dressed as civilians.

This is the modus operandi of the PNP in their brutal Simultaneous Anti-Criminality Law Enforcement Operations (SACLEO). They make it appear that civilians like Brgy. Captain Geoffrey Castillo, Melvin Veri Otto, Enrique Cabilles, Arnel Candelaria, Nomer Peda, Senen Inocalla and Kgd. Melandro Verzo were members of the NPA, when they were clearly civilians.

However, no matter how often they spew out these farfetched stories, PD Guadamor and the whole AFP-PNP cannot cover-up the truth that they blatantly kill the people whose only desire is to live their lives quietly and productively. They dig their graves deeper with their lies. The butcher AFP-PNP-CAFGU will never succeed in winning the hearts of the Bicolanos. In the midst of non-stop militar and police operations, bloody and brutal operations that often end with the ‘nanlaban kaya nabaril,’ the masses are aware that they have no one else to count on but themselves and their genuine army, the NPA.

It is a puzzle for some people how the Taliban could beat an enemy with hightech weapons and seemingly endless resources and take over Afghanistan in just a few days after 20 years of struggle mainly in the countryside with RPGs, land mines and AK rifles.

The puzzle is like the one about the people’s war in the Philippines persevering, expanding and deepening in the Philippines for more than 52 years, even without external military assistance, against the puppet government propped up and supplied with weapons by US imperialism.

The key to understanding the puzzle is having a just cause against foreign domination and a corrupt puppet government and developing for as long as necessary a rural-based government parallel to the corrupt and brutal urban-based government.

Such parallel government is supported and enabled by the broad masses of the people, led by a political party and supported by a people’s army, revolutionary mass organizations and local organs of political power.

The rural-based people’s revolutionary government is developing as the protracted people’s war advances through the probable stages of the strategic defensive, strategic stalemate and the strategic offensive.

In the absence of a capable revolutionary party of the proletariat, the Taliban has played a relatively progressive role of fighting imperialism and a corrupt and brutal puppet government despite the reactionary characteristics of the Taliban as a theocratic, religio-sectarian and misogynist political force that was an offshoot of the US-supported mujahedin in the 1990s. ###

We learned today of the martyrdom of revolutionary artist and Red fighter Kerima Lorena Tariman (Ka Ella). She and Ka Pabling died in an armed encounter between a unit of the New People’s Army (Northern Negros Front) and the fascist troops of the 79th Infantry Battalion on August 20, 2021 in Silay City, Negros Occidental. She was 42.

We extend our deepest sympathies to Ka Ella’s husband, their children, her family and friends.

An artist and intellectual, Ka Ella endeared herself to the peasant masses of Negros and embraced their cause. They deeply mourn her death. The whole revolutionary movement grieves. Her sacrifice, and that of Ka Pabling, however, inspires and emboldens all revolutionaries and the Filipino people, particularly the oppressed and exploited masses of Negros whom she served dearly, to more firmly wage revolution.

We pay tribute to Ka Ella, whose acclaimed poems and works of literature reflected the sufferings, the cause and the struggles of the poor and downtrodden. She became the artist she was by immersing herself with the peasant masses whom she served. In them, she found her muse for her craft.

Ka Ella’s death comes on the heels of the recent murder of revolutionary artist Ka Parts Bagani. Their successive demise has brought deep sadness to the revolutionary and progressive movement and cultural community, but at the same time, are bound to move many artists to follow the path of selfless service to the people.

Miners warned against supporting NPA rebels

LOCAL authorities have warned small-scale miners in Pantukan, Davao de Oro against supporting the New People's Army (NPA) during a dialogue held in the town on Thursday.

The dialogue was initiated by the Regional Task Force in Ending the Local Communists Armed Conflict in partnership with the Philippine Army's 1001st Infantry Brigade.

National Intelligence Coordinating Agency 11 Director Evarly Tajanlangit pointed out to the miners the consequences of supporting the communist rebels while giving emphasis to Republic Act (RA) 10168 or the "Terrorism Finacing Prevention and Suppression Act of 2012" and Anti-Terrorism Act of 2020.

Section 4 of RA 10168 states that any person who provides funds or provides services to a terrorist organization shall be guilty of the crime of financing of terrorism and shall suffer the penalty of reclusion perpetua and a fine of not less than P500,000 nor more than P1 million.


Eduardo Genelsa alias Lando, a rebel returnee operating in gold rich areas in Davao de Oro, also urged the miners to never give in to the extortion demands of the NPA. Instead, he encouraged them to give their support and cooperation to the government by reporting NPA activities in the area.

19 ex-NPA rebels undergo 'deradicalization' process

Genelsa, who was once tasked to carry on the extortion scheme of the NPA's Guerilla Front 2 in Davao de Oro, is now willing to help suppress the communist movement following his surrender early this month.

Genelsa was captured by the 46th Infantry Battalion in Davao de Oro area on June 28, 2016 but was immediately released during the peace talks. He became a member of the National Democratic Front of the Philippines negotiating panel and went to the Netherlands with other NDFP consultants.

In 2017, he went back to the Philippines and immersed in the NPA unit operating in the Lanao-Bukidnon area. In 2018, he returned to the Southern Mindanao Regional Committee and was projected to replace its Regional Operational Command leader in 2019.

Western Mindanao Command Chief, Lt. Gen. Corleto Vinluan, Jr. lauded the Multi-Sectoral Governance Consultative Board (MSGCB) for their all-out voluntary support to the military’s campaign and transformation.

“The WestMinCom is enormously grateful for the services of the Multi-Sectoral Governance Consultative Board in assisting the command in its goals in upholding the standards of good governance, transparency, and accountability,” said Lt. Gen. Vinluan, Jr.

The WestMinCom Commander presented the Slate of Appreciation and Gratitude to the members of the MSGCB who were present during the simple luncheon held at the Bautista Lounge in Camp Navarro, Calarian, this city on August 21, 2021.

The MSGCB is a group of individuals chosen by the WestMinCom leadership to perform as the accountability partner of the organization and to ensure the continuation of programs and initiatives of the Command Scorecard. CAMP DOWNES, Ormoc City, August 20, 2021 — During pursuit operation following the bloody encounter at Barangay Lawgawan, Bontoc, Southern Leyte late morning on Wednesday, August 18, troops of the 14th Infantry (Avenger) Battalion, 8ID, PA discovered from a small wooden house not far from the scene of engagement four cellphones, several identification cards, eight medical clearances issued by the Municipal Health Office of Jabonga, Agusan del Norte on April 28, 2021 for the travel of eight residents of Barangay Magdagooc, Jabonga, photos of few individuals, other documents and some personal belongings.

Likewise, the wall of the house intriguingly bear the marking: “Komander GAS God bless our home Pulang Araw.”

Ltc Ernesto dela Rosa, 14IB Commander, believed that the discovered documents were left by the fleeing members of the CPP-NPA band that clashed with the operating troops of 14IB. However, the real identities of those that appear in the ID and the medical certificates need to be further verified.

The following names appeared in the medical clearances and some in the identification cards: Carmelo A. Arcibal, Elnar G. Aplan, Narciso G. Aplan, Albert M. Galecia, Regalado R. Palomo, Rolando Aplan, and Danny Bolambot.

While it is not certain that those names appearing in the documents are indeed CPP-NPA-NDF terrorists, there is still a need to ascertain why those papers were found near the encounter site.

Brigadier General Zosimo Oliveros, 802nd Brigade Commander, calls on the families, relatives, friends and those who know these people to come out into the open and help authorities determine the circumstances behind the subject individuals.

CLAVERIA, Misamis Oriental – 27 Former Rebels (FRs) received an initial financial assistance amounting to Php135,000.00 from the Provincial Government of Misamis Oriental in an awarding ceremony held at the Headquarters 58th Infantry “Dimalulupig” Battalion (58IB), Sitio Migbanday, Poblacion, Claveria, Misamis Oriental, August 18, 2021.

The awarding was headed by Hon. Yevgeny Vincente Emano, Provincial Governor of Misamis Oriental who was represented by Hon. Dexter Yasay, Hon. Gerardo Sabal, Hon. Nancy Madjos, and Hon. Syremae Emano, Board Members of Misamis Oriental, Provincial Social Welfare and Development (PSWD) staff, together with Lt. Col. Ricky L Canatoy, Commanding Officer of 58IB.

The financial assistance is part of President Rodrigo Duterte’s Enhanced Comprehensive and Local Integration Program (E-CLIP), which aims to reintegrate FRs into mainstream society and help them better their living situations.

Each of the 27 recipients received Php 5,000 in cash, which they can use to meet their daily necessities or possibly start a small business to assist them improve their lives in the community as they reintegrate. The recipients expressed their gratitude to the government for continuing to support individuals who had been victims of the Communist terrorist groups’ falsehoods and deception.

This is only an initial help under the E-CLIP benefits. There are more benefits to come such as housing benefits, modified conditional cash assistance, sustainable livelihood programs, assistance to individuals in crisis situations and protective and basic services for individuals and their families.

The Commanding Officer of 58IB, Lt. Col. Ricky L Canatoy, echoed these thoughts. “Seeing you again, in such good shape, I can’t help but think back to the time when you chose a peaceful life over a turbulent one by returning to the folds of the law. I’m delighted to see you all again, and to hear that your reintegration into your communities is progressing well. Some have already started farming their own land, some are working on livelihood initiatives, while still others have found local employment in the public and commercial sectors. Nothing makes us happier as public servants than seeing you succeed in your chosen fields. Please don’t be afraid to come in and tell us about your problems so that we can talk about them and find a solution. You’re always welcome in the home of Dimalulupig Troopers. Always keep in mind that you are a family to us.”

Meanwhile, Board Member Dexter Yasay said in ending, “My heartfelt gratitude and admiration go out to you, our beloved rebel returnees, for making the most important decision of your lives. That is, to return to the folds of the law and live tranquil, normal lives. Personally, I believe that all the government’s shortcomings can be resolved peacefully. I do not feel that killing each other is the best way to bring peace to our nation. However, we hold the key to finding a solution. According to Mahatma Gandhi, “Whether you want change, be the change you want to see in the world,” and if you want change in our society, community, or government, the changes you want to see must come from inside ourselves, not from outside forces. I’d also like to share these words from John F. Kennedy, “Don’t ask your country what your country can do for you. But ask yourself what you can do for your country.” Truth is, it is the people, not the country, who can develop the country. Our government is not without flaws. Nonetheless, I hope that this will not prevent us from effecting change in our communities. It all begins with us.”

Activist and poet Kerima Lorena Tariman died on Friday, August 20, in a clash between the New People's Army and the Philippine military's 79th Infantry Battalion (IB) in Silay City, Negros Occidental.

Tariman, who was a former managing editor of the Philippine Collegian, was 42. She is survived by her husband Ericson Acosta and their 18-year-old son.

Her death was confirmed by her father, writer Pablo Tariman, through a Facebook post on Saturday, August 21, that included her dates of birth and death.


He also included a passage his daughter wrote from Ilagan, Isabela, in 2001: "The first time I went to the countryside to integrate with farmers, government troopers tried to show me firsthand how fascism, counterinsurgency, and psychological warfare work. As if to make sure I don't forget, they gave me a minor grenade shrapnel wound, and a major, lingering fear of any man with a golden wristwatch who'd seem to loiter in public places to watch me."

On Saturday, the Philippine Collegian shared Tariman's work, originally published on August 3, 1998, titled "Talakayang-Buhay o 'Panitikang Saksi' ng Pambansa-Demokratikong Kilusan."

In a short note at the end of the essay, the student publication remembered her for her work as a poet, researcher, journalist, and revolutionary, who fought for her husband's freedom when he was arrested in February 2011. She also published a collection of poems, Pag-aaral sa Oras, in 2017.

In a report on Digicast Negros, Pablo said he saw a photo of her alive but wounded at the encounter site. He said the military "finished her off." Her death was later confirmed to him by a friend of Kerima in Silay.

The Communist Party of the Philippines-New People's Army (CPP-NPA) also confirmed her death in a statement on their website. They also identified another rebel, Pabling, who died in the encounter.

They said: "Ka Ella, a leading Party cadre of the RJPC-NPA (Roselyn Jean Pelle Command-New People's Army), hailed from Legazpi City, Albay. She was a renowned poet, writer, and revolutionary artist who chose to share the life-and-death struggle of the masses of Negros Island. She gave up her life to serve the people and the revolution."

According to a report from the military's 3rd Infantry Division, the encounter between troops from the 79th IB and around 10 NPA members happened at 6 am Friday at Barangay Kapitan Ramon, Silay City, Negros Occidental.

"A 35-minute firefight ensued after the troops responded to the reports from concerned citizens on the presence of armed men doing recruitment and wide extortion activities in the area," the military said.

The military report also mentioned the death of two NPA members but did not name them. The military seized weapons, personal belongings, a radio with charger, medical paraphernalia, and "subversive documents."

'I was ready for this development.... But it is different when you actually see a picture of your dead daughter,' says music critic Pablo Tariman, father of Kerima Lorena Tariman

Music critic Pablo Tariman spent years bracing himself for a call he hoped would never come.

But on Saturday, August 21, Tariman got a call confirming that his daughter, Kerima Lorena Tariman, 42, was one of two rebels slain in a clash between the Army's 79th Infantry Battalion and the New People's Army (NPA) in Hda. Raymunda, Barangay Kapitan Ramon, Silay City, Negros Occidental.

The 79th IB had announced on Friday, August 20, that Private First Class Christopher Alada and two rebels were killed in a firefight that lasted for over half an hour.

"I was ready for this development," Tariman told Rappler. "Remember, I was going back and forth in Isabela for hearings of her illegal possession of firearms case case in 2001. But it is different when you actually see a picture of your dead daughter."

Kerima was a University of the Philippines (UP) Diliman student doing research on peasant communities when soldiers arrested her in Isabela in Northern Luzon. She was later released on bail and then cleared by the court two years later.

Described by friends as "a mix of grim-and-determined and cool," and with a wry sense of humor, Kerima, whose second name comes from her mother, Merlita Lorena, wrote about that experience in a 2011 essay as she campaigned for the freedom of her musician-husband, Ericson Acosta, a political detainee.

"First to see me in jail was my father, a really anxious Pablo Tariman. Everyone knows he's never the activist. He could only turn to his Pavarotti records whenever he's down," Kerima said.

Her mother was a political detainee during the Martial Law years and among those awarded compensation for human rights abuses.

In the same essay, Kerima wrote of her experience: "The first time I went to the countryside to integrate with farmers, government troopers tried to show me firsthand how fascism, counterinsurgency, and psychological warfare work. As if to make sure I don't forget, they gave me a minor grenade shrapnel wound, and a major, lingering fear of any man with a golden wristwatch who'd seem to loiter in public places to watch me."

Despite the vast gap between their life choices, Pablo was always proud of his daughter, a poet and former culture editor and later managing editor (1999-2000) of the Philippine Collegian, the student publication of UP Diliman.

Before studying Philippine Studies in UP, Kerima went to the Philippine High School for the Arts and had already published a book of poetry, Biyahe, before graduation. One of her poetry collections, Pag-aaral sa Oras: Mga Lumang Tula Tungkol sa Bago, was named by CNN Philippines as among the best books by Filipinos in 2018.

Like her father, Kerima also wrote as a critic of books and films, sometimes using the pseudonym Marijoe Monumento for the alternative publication, Pinoy Weekly. Her poems also appeared in the Sunday Inquirer, the Manila Chronicle, and Dyaryo Filipino.

Pablo said he heard from Kerima two years go and learned that she was in Negros Occidental still doing work with farmers and farm workers.

"She left me a good lesson in commitment. I think she gave this country a good reminder that widespread killings and bad governance and endless corruption cannot be tolerated just like that," he told Rappler.

On his Facebook page on Saturday evening, August 21, Pablo paid tribute to Kerima with a poem, "29th OF MAY." Part of it goes:

It is futile
telling her to live a ‘normal’ life
when the newspapers
are full of stories
of corrupt politicians
and cops in cahoots
with big time drug lords.

She will not accept
what has fallen on her countrymen
still reeling from the shenanigans
of kingmakers and wily politicians.

There is no such thing
as compromise
for my daughter
who has no love lost for
public servants turned dictators;
she must be cringing to see
elected leaders turning traitors
in the name of diplomacy.

Conflicting claims

Pablo said a friend showed him a photo of Kerima in the encounter site.

"A witness reported she only had gunshot wounds on her fingers. But apparently the military decided to finish her off," he said.

The 79th IB said the encounter with a group of 10 rebels occurred around 6 am Friday. Their official report said soldiers had immediately found the slain male rebel but discovered Kerima only later after following a trail of blood.

Major Cenen Pancito, spokesperson of the Army's 3rd Infantry Division, told Digicast Negros that troops found Kerima during clearing operations near the encounter site.

"Her shoulder had been hit by bullets and was nearly severed," he said.

Lieutenant Colonel J-jay Javines, commanding officer of the 79th IB, paid tribute to Alada, the slain soldier.

"We are saddened by the loss of our troop but we salute his bravery and heroism. Rest assured that his sacrifices will not be futile," Javines said.

He also commended the operating troops for the swift response to a local tip about the presence of rebels.

The rebels also called Kerima and her slain companion, only identified as Pabling, as heroes.

Juanito Magbanua, spokesperson of the Apolinario Gatmaitan Command in Negros, said the two were members of the Roselyn Jean Pelle Command, and described Kerima as a leading cadre of the Communist Party of the Philippines. –

Two suspected members of the New People’s Army (NPA) and one soldier from the Philippine Army’s 79th Infantry Battalion (79IB) died in Friday’s encounter at Hacienda Remunda, Barangay Kapitan Ramon, Silay City, Negros Occidental.

Authorities have yet to identify the slain suspected insurgents. One of the casualties was a female around 20 years old.


The slain soldier, on the other hand, was a Private First Class. His unit asked that his identity be kept for now; they would first inform his family about this death.

According to Army Colonel Inocencio Pasaporte, commander of the Philippine Army’s 303rd Infantry Brigade, 79IB troops encountered at least 20 NPA insurgents camping in the area.

The rebels scampered to different directions. They may have suffered more than just two casualties. Members of the media who were able to access the encounter site noticed bloodstains along the retreat path of the insurgents.

The unidentified male insurgent had multiple gunshot wounds to the body while the female had gunshot wounds and a fractured hand.

Government forces also recovered personal belongings and cooking utensils.

As of press time, government forces were conducting clearing operations in the nearby areas of Barangay Kapitan Ramon.

TWO MEMBERS of the New People’s Army (NPA) surrendered with their firearms and exposed arms cache to the soldiers of the 58th Infantry Battalion (58IB) at Barangay Poblacion, Claveria, Misamis Oriental, on Aug. 16.

The military
identified them as alias Ong, vice squad leader, and alias Talin, a regular member.

1Lt. Jefferson Mariano, the civil-military operations officer of the 58th Infantry battalion, said

they were members of Platoon Ryan, Sub-Regional Committee 1 (SRC 1), North Central Mindanao Regional Command (NCMRC).

The two surrendered to 58IB hoping that their lives will turn around and be reunited with their families.

Also, he said the troops were able to retrieve buried firearms cache at the hinterlands of Barangay San Luis, based on the revelations of Ong and Talin during the debriefing, as confirmed by former members of Platoon Ryan, namely alias Aba, vice squad leader, and CAA Lucio Lindaan Artao or alias Dino, former company commander of the said platoon of SRC1, NCMRC.

The soldiers recovered eight AK47 rifles, one M653 rifle, and one M16 rifle.

“The constant reduction of NPA forces is an indication of the effectiveness of the many peace initiatives and efforts by the government and the troops in ending the insurgency,” said Lt. Col. Ricky L. Canatoy, commanding officer of the 58IB.

“Their numbers are dwindling, and they are under pressure because of the loss of their forces and huge bases. Furthermore, their surrender shows that they have had enough of the NPA’s false ideology. This also implies that they have switched their faith and support from the CTG to the government,” he added.

“We warmly welcome our brothers who were once on the wrong track but are now ready to face life in peace and in the right direction. The Army guarantees you that we are working closely with national authorities to build a new, peaceful future for you and for the rest of us. Indeed, nothing is impossible with the Whole of Nation Approach, which reflects the oneness of all stakeholders. Let us continue to fight together to put an end to the CPP-NPA-NDF’s 53-year reign of terror.” Lt. Col Canatoy further said.

They will be debriefed and will be provided with government aid through the Enhanced Comprehensive Local Integrated Program (ECLIP), which will assist them in reuniting with their families.

CAMP DOWNES, Ormoc City -- The death of communist terrorist (CT) Ambrosio Gortiano Lamadora alias Ihid/Rino and the possible wounding of his son John Caña Lamadora alias Butch/Bebo/Ud/Joven during the hour-long encounter with Army soldiers in the hinterlands of Barangay Lawgawan in Bontoc, Southern Leyte about noon on Wednesday is another proof of how the CTs continued to destroy Filipino families in the name of a godless ideology and in an attempt to seize political power from the state.

Local residents told the 14th Infantry (Avenger) Battalion of the 8th Infantry Division, PA that John Lamadora was among the more or less 11 communist terrorists that clashed with the operating soldiers and is possibly wounded as well.

Mrs. Jocelyn Caña Lamadora positively identified one of the two bodies to be that of her husband Ambrosio and presented a copy of their Marriage Contract when she claimed the same from a local funeral parlor through the police. Troops assisted her in claiming the body.

For their part, the local government units of Bontoc and Tomas Oppus in Southern Leyte and of Hilongos in Leyte through their respective Municipal Task Forces to End Local Communist Armed Conflict (MTFs-ELCAC) as well as the 14IB and 802nd Infantry (Peerless) Brigade, 8ID, PA provided cash and material assistance to the Lamadora family for the wake and decent burial of the late Ambrosio.

The Lamadora family resides in Brgy. Maligaya, Mahaplag, Leyte.

On the other hand, the military is still trying to establish the exact identity of the second NPA terrorist who died on the spot in the clash but thus far, no one came forward to claim his body from Dodong's Funeral Homes in Sogod, Southern Leyte. Several former rebels assisted in identifying him through his pictures but the Army is still making further verification and is trying to contact his family before releasing his real name.

It may be recalled that during the skirmishes, S/Sgt. Benedict A. Diño of 14IB was unfortunately hit and died on the spot, while his buddy Pfc. Bernard Jack L. Idlisan was also wounded. The MTFs-ELCAC of Bontoc, Tomas Oppus and Hilongos are also helping the families of the government casualties.

Aside from one unit of M16 rifle and 114 rounds of 5.56 mm live ammunition initially captured by operating troops, subsequent clearing of the encounter site also yield military and medical supplies, and personal belongings like seven pairs of slippers, another seven pairs of rain boots and three backpacks with assorted clothing.

In the light of the latest incident, Brig. Gen. Zosimo Oliveros, commander of the 802nd Brigade, appealed to the individual NPA terrorists, their respective families and to everyone to end the senseless killings among Filipinos as they bring us nowhere but the destruction of the families, our culture, and tradition as a nation.

Likewise, the wall of the house intriguingly bear the marking: “Komander GAS God bless our home Pulang Araw.”

Lt. Col. Ernesto dela Rosa, 14IB commander, believed that the discovered documents were left by the fleeing members of the CPP-NPA band that clashed with the operating troops of 14IB. However, the real identities of those that appear in the ID and the medical certificates need to be further verified.

The following names appeared in the medical clearances and some in the identification cards: Carmelo A. Arcibal, Elnar G. Aplan, Narciso G. Aplan, Albert M. Galecia, Regalado R. Palomo, Rolando Aplan, and Danny Bolambot.

While it is not certain that those names appearing in the documents are indeed CPP-NPA-NDF terrorists, there is still a need to ascertain why those papers were found near the encounter site.

Government security forces said on Saturday they arrested four Communist Party of the Philippines-New People’s Army (CPP-NPA) rebels and seized high-powered firearms in a hinterland village in Sta. Catalina, Negros Oriental.

In a media release, Lt. Col. Roderick Salayo, acting commanding officer of the 11th Infantry Battalion (11IB) in Siaton, identified the suspects as Roel Casilao (alias Garry), Lokal Guerilla Unit of the South Eastern Front (SEF) commanding officer, and members Allan Ybañez (alias Ban), Joselie Lasas (alias Tete), and Jestoni Lasas (alias Tata).

They were apprehended during a strike operation in Sitio Tamlang in Barangay Talalak on Aug. 18 after the military and police received information from civilians about the presence of armed men in the area.

Confiscated were two M-14 rifles, an M-16 rifle, a shotgun, three magazines for M-14, assorted ammunition of M-16 and shotgun, two handcuffs, six disposable syringes, assorted flash drives, a map of Negros Oriental, assorted medicines, and alleged subversive documents.


Maj. Cenon Pancito III, spokesperson of the 3rd Infantry Division, told the Philippine News Agency the four are remnants of the SEF.

He while the SEF is supposedly disbanded, there are still about 15 of them in the area who have now shifted to non-combat tactics, such as recruitment of new members.

“The Army will not stop until all of them are either arrested or convinced to surrender,” Pancito said.

The two Lasas have existing arrest warrants for murder.

“The apprehension of these (suspects) will not be the last. There will be more surrenders and apprehensions in the coming days as we intensify our combat operations against the CPP-NPA,” Salayo said.

Col. Leonardo Peña, commander of the 302nd Infantry Brigade at Camp Leon Kilat in Tanjay City, Negros Oriental, lauded the 11IB for the latest apprehension and thanked the locals for cooperating with authorities.

“A CPP-NPA terrorist-free Negros is achievable with you (Negrenses) on our side. Let us continue our effective collaborative efforts to allow peace and progress to prosper in this island,” Peña said.

The CPP-NPA is listed as a terrorist organization by the United States, United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Philippine Army on Friday recovered important documents believed to have been left behind by fleeing New People's Army (NPA) fighters in a small house near the site of an encounter in Bontoc, Southern Leyte where two rebels and a soldier died.

The pursuing soldiers found the documents in upland Lawgawan village in Bontoc town just two days after the bloody clash on August 18.

Troops found four mobile phones, several identification cards, eight medical clearances issued by the municipal health office of Jabonga, Agusan del Norte on April 28, 2021 for the travel of eight town residents, photos of a few individuals, other documents, and some personal belongings.

Likewise, the wall of the house intriguingly bears the marking: “Komander GAS God bless our home Pulang Araw.”

The rebels were hiding in the jungles of Bontoc as government forces intensified their combat operations in Leyte.

The area is about 16 km. upland from Bontoc’s town center.

The encounter site in the upland area of Bontoc is near the boundary of Hilongos, Leyte where NPA remnants are frequently sighted by locals.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

A tribal community here is starting to break off from long years of poverty and neglect as more government services are finally reaching the area through the convergence efforts of various agencies.

Datu Fulong Dan Alim, Blaan tribal chieftain and head of the Indigenous People’s Alliance Movement, said Friday their community in Barangay Mabuhay has already been reaping the gains of various projects implemented in the last two years by facilitated by the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

He said these include the construction of a farm-to-market road and implementation of community-based infrastructure as well as livelihood projects.

Alim, in an interview with Presidential Communications Operations Office Secretary Martin Andanar over the weekly “Cabinet Report,” said
their village was once a problematic area due to the inaccessible roads and the lack of livelihood opportunities for residents.

He said the situation was difficult for local residents, especially members of the Blaan tribe, who became targets for recruitment by the Communist Party of the Philippines - New People’s Army (CPP-NPA).


“We grew up in that situation. Although our village was spared from the armed conflicts, some members of our tribe were lured into joining the NPA while others became part of their masa (sympathizers),” he said.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.



Vast improvement

Alim, however, said the condition in their village, which is about 12 kilometers away from the city proper, has vastly improved since last year as government interventions poured in through the convergence initiatives of various agencies.

These were under the government’s “whole-of-nation” approach addressing the local communist armed conflict pursuant to Executive Order No. 70 signed by President Rodrigo R. Duterte in 2018.

Among the realized projects was the nearly seven-kilometer farm-to-market road that now connects farm areas in Barangay Mabuhay, among them their community in Sitio Nopol, to the local markets.

The road traverses “very productive” farm areas in their village but their potentials were not realized these past years due to the poor road condition, especially during the rainy season, he said.

The roads leading to their village, he added, are usually flooded after a heavy downpour and they practically transform into “water highways.”

Alim said the Department of Agriculture has approved a proposal to include their village as an expansion area in the region of a dairy production project being implemented by the National Dairy Authority.

The agency, he said, allotted an initial 100 dairy goats for them in the next batch of imported stocks that will be arriving next year.

Their village has vast areas which include the tribe’s ancestral domain that can be utilized for the project.

Gainful livelihood

Under the program, he said the milk production of the farmer-beneficiaries will be purchased by government agencies, especially the Department of Education and the Department of Social Welfare and Development, to sustain their feeding programs.

“This will be an opportunity for members of our tribe to have a gainful livelihood and at the same time support the national feeding program,” he said, citing Republic Act 11037 or the “Masustansyang Pagkain para sa Batang Pilipino Act.”

Aside from this, Alim said the National Commission on Indigenous Peoples, through Commissioner Jennifer Pia Sibug-Las, facilitated the installation of water pumps in upland portions of their village.

He said these projects addressed the need for sustainable water resources for their residents, including farmers.

The city government, on the other hand, helped address their tribe’s need to properly practice and preserve their customs and traditions, as well as maintain their identity, through the establishment of a “Kasfala” Hall, a gathering or meeting place for tribal residents to settle conflicts and address other related concerns, at the local government center area.

They are currently working with the barangay council of Mabuhay for the establishment of a trading post in their village, he added.

He said the facility will consolidate the products of local farmers and serve as a venue to establish linkage with traders that could eventually ship them to Metro Manila and other major markets.

Through the Department of Trade and Industry, he said, they could later process their products, package and ship them to bigger markets.

“With these developments, members of our tribe have no reason any more to be duped by the NPA. Our lives are getting better and our children are assured of a brighter future,” he said.

PIKIT, North Cotabato – A joint police-military pursuit operation is underway against an armed group that strafed a house here on Friday night, resulting in the death of three victims, including a minor, and the wounding of four others in Barangay Inug-ug.

Capt. Mautin Pangandigan, town police chief, said Saturday several of the suspects have been identified but declined to give further details pending ongoing follow-up operations.

“Several witnesses saw the incident and gave the description of some of the suspects,” Pangandigan said.

The fatalities were members of the Guiamalon family identified as Jamil, 23, and two other minors aged 14 and 10.

“Jamil and the 14-year-old kid died on the spot while the 10-year-old boy expired while being treated at the hospital,” Pangandigan said.

Wounded were Fetria, the mother, and three other minors who are undergoing treatment at an undisclosed hospital.

Pangandigan said witnesses revealed that the gunmen arrived at the crime scene around 7 p.m. Friday and without provocation, opened fire at the house of the victims using long firearms.

“The victims are watching television when the strafing took place,” he said.

Recovered at the scene were 20 spent shells from M16 rifles.

Investigators pointed to a family feud as a possible motive for the attack.

explained how his province's program to address poverty worked hand-in-hand with the mission of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

He said the compact integrated farming augmented by the national government's effort to end armed struggle did not just curb insurgency, but also poverty and criminality.

“The root cause of insurgency is poverty and this program (compact integrated farming) has been addressing poverty. I am happy that this has become one of the counter-insurgency measures in the province as we envision making farming profitable for poor families,” Petilla added.

Leyte's compact farming program that started in 2011 has been enhanced with the creation of the NTF-ELCAC in 2018.


"Now that it is a national program through NTF-ELCAC, I know it would work. What is the impact on this in villages? The first village covered by our program since 2015, malnutrition, crime, and insurgency have been resolved. In terms of poverty, 70 out of 98 families were poor in 2015. Now, there are only seven poor households," Petilla said.

The compact farming program has covered over 300 villages in Leyte province this year. Some of these villages were previously influenced by the New People’s Army (NPA).

Since the program’s launch in 2011, enrolled villages have experienced dramatic economic development from major improvements in infrastructure and an increase in food production.

The most successful is Villaconzoilo, an upland village seven kilometers away from the town center of Jaro, Leyte also known as "the birth of Leyte Economics Program" which aims to reduce poverty, Petilla said.

Aside from being the most impoverished area in the province in the past, the village was also affected by the insurgency.

From producing high-value vegetables with a start-up capital of PHP1,800 from members’ contributions, the village evolved into a top farm-tourism destination in the province.

The organization managed to raise PHP20 million in assets with more than PHP4 million cash in the bank and cultivates 20-hectare farmland as of the end of 2019.

Through ELCAC, several national government agencies also came in such as the Departments of Agriculture, Tourism, and Science and Technology to boost the provincial government's program.

"I think it’s very sustainable with NTF-ELCAC being led by President Duterte, you now have a vehicle, an instrument to do that all over the country," Petilla added.

Executive Order No. 70, which was signed by the President in December 2018, created the National Task Force ELCAC that institutionalized a whole-of-nation approach in fighting the five-decade armed struggle of NPA.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Philippine National Police (PNP) chief, Gen. Guillermo Eleazar on Saturday ordered police units in Eastern Visayas to intensify operations against the communist terrorist New People's Army (NPA) and dismantle sites used in making anti-personnel mines (APMs).

In a statement, Eleazar slammed the NPA's continued manufacturing and use of APMs or landmines that is a clear violation of the International Humanitarian Law (IHL).


"The communist rebels know that the use of APMs is against the International Humanitarian Law because of the damage it causes to innocent civilians. We will not stop until we completely thwart attacks and atrocities committed by the communist terrorists in our communities," he added.

The move came after at least 19 NPA terrorists were killed in a 13-hour firefight with troops from the Philippine Army's 8th Infantry Division at their lair in Dolores, Eastern Samar on August 16, which is also used in manufacturing APMs.

Eleazar urged the public to report to authorities any information on the presence of NPA rebels as well as on sites being used by the communists to manufacture the landmines.

“This is just a proof that the CPP (Communist Party of the Philippines)-NPA is desperate and doesn't really care if any civilians are affected just to show that they are still strong even though they know that their force is declining," he said.

The use of APMs is also a violation of the 1997 Anti-Personnel Mine Ban Convention adopted by the international community, prohibiting the acquisition, production, stockpiling, and use of these weapons.

Last June 6, Far Eastern University football player Kieth Absalon and his cousin Nolven died while biking after being hit by an APM detonated by the communist terrorists in Masbate City.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Aside from being anti-development, the Communist Party of the Philippines-New People's Army (CPP-NPA) is also against the community and family, and will do everything it can to break up these bonds.

This, according to National Security Adviser, Secretary Hermogenes Esperon, Jr., during an interview with the Cabinet Report program hosted by President Communications Operations Office Secretary Martin Andanar on Aug. 20.

"Alam mo itong NPA na ito, masabi ko lang ay anti-family ito. Pinaghihiwalay ang asosasyon ng magsasaka, asosasyon ng kababaihan, asosasyon ng kabataan. Bine-break up nila iyong pamilya, may hatred, itong anak hindi na kailangang sumunod doon sa magulang (You know, the NPA, I can say that they are anti-family, not only that they try to separate the association of farmers, association of women, association of the youth. They are breaking up the family, they have a hatred for the family. They don't want the children obeying their parents),"
he added.


Esperon, who is National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) vice-chairperson, cited the case of Bayan Muna party-list Rep. Eufemia Cullamat, who he claimed continue to recruit Indigenous Peoples (IP) into the NPA despite having her daughter killed in an encounter with military troops in Barangay San Isidro, Marihatag, Surigao del Sur on November 28.

"Eh ang ginagawa naman niya ay hinihikayat niya ang mga IP doon sa Surigao para sumama sa NPA. Pambihira, iyong anak nga niya namatay sa engkuwentro. Para akong nalulungkot doon eh, dahil namatay na nga iyong anak niya, parang hindi pa niya binisita (What she does is continue to convince or recruit IPs in Surigao to join the NPA. This is strange. Her daughter was killed in an encounter, I was saddened by the fact that her daughter was killed and yet she seems not to have visited [wake])," he added.

Earlier, Presidential Human Rights Committee Secretariat Executive Director, Undersecretary Severo Catura, said the destruction of families, especially those of IPs, due to communist terrorist recruitment and radicalization, is the reason why the government is pushing hard to end the threat posed by the CPP-NPA.

"This destruction of our families is actually what drives the state, our government to end the local communist armed conflict because it will always be our responsibility to quell all continuing threats to the right to life, liberty, and security of persons, especially of our children in IP communities," added Catura, who is also NTF-ELCAC spokesperson for international affairs, peace process, and human rights concerns, said.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Esperon said the CPP-NPA uses hatred to fuel anger and agitate their recruits against the government.

In fanning hated among their new recruits, communist terrorists would usually use the narratives on the lack of development and poverty experienced by these individuals and their families.


He also slammed CPP founding chair Jose Maria "Joma" Sison and other NPA leaders for living a luxurious life in Europe with the funds extorted by their NPA guerrillas.

"Ang dami-dami nilang nakokolektang pondo ngayon, sino ang nakikinabang? Iyon si Jose Maria Sison, namamayagpag doon sa Europa. Namamayagpag sila sa lifestyle nila, may mga anak sila na naka-enroll sa mga universities abroad (There a lot of funds being collected by the NPA but who benefits? The likes of Jose Maria Sison, who is now living a good life in Europe, some of them even have their children studying in universities abroad)," he added.

He said the NTF-ELCAC has unmasked the CPP-NPA-National Democratic Front.

"Through strategic communications, through information to the public, hindi ito red-tagging, kung hindi informing the public kung sino talaga sila (This is not red-tagging bit informing the public of what they really are)," Esperon added.

The government’s anti-insurgency body was able to inform the public about the underground mass organizations controlling front groups of communist terrorists.

Some of the underground mass organizations, Esperon said, include the Kabataang Makabayan for the youth; KAGUMA or the Kapisanan ng mga Gurong Makabayan which controls the Alliance of Concerned Teachers.


"In other words, we are informing the public na hindi lang sila innocent civilians kung hindi members sila ng communist party. Iyong mga nandiyan sa House of Representatives na party-list na Makabayan daw pero Kamatayan Bloc (They are not innocent civilians but members of the communist party, there are those members of the House of the Representatives party-lists calling them 'Makabayan'(patriotic) but in reality are Kamatayan [death] Bloc (members)," he added.
