The Armed Forces of the Philippines, through its US Army-trained “social media monitoring cell,” has intensified online attacks in a vain effort to silence the Communist Party of the Philippines and sow disinformation. This cyberwarfare group attached to the Civil Military Operations Regiment of the Philippine Army utilizes facilities and methods supplied by the US to suppress online activities of the regime’s political enemies which it arbitrarily labels as “terrorists.”

On December 26, 2018, as the Party was celebrating its 50th anniversary, the CPP website came under DDoS attack, rendering the site unavailable for some days. Alongside this, a domain whose URL bears much similarity to the CPP’s lone official webpage philippinerevolution.info, was activated. First of its posts was a malicious statement usurping the name of Prof. Jose Maria Sison, the CPP’s founding chairperson and currently the NDFP’s Chief Political Consultant. Recently, said fake domain has mirrored segments of the CPP website, in an attempt similar to criminal phishing tactics. This mirroring of the Party’s website aims to confuse and divide its audience, ultimately vilifying the revolution.

Even before December 26 and thereafter, the website as well as online media channels maintained by the CPP Information Bureau have been under constant attack. These include accounts in Instagram, youtube, vimeo and facebook. To date, we have listed two Instagram accounts, two in youtube, one in vimeo, and three pages, two groups, and one account in facebook taken down.

Prior to posts being removed for supposedly violating community standards, these are barraged with violent and hateful remarks by troll accounts in defense of Rodrigo Duterte and the AFP. Subsequently, posting privileges were blocked, and accounts, groups and pages suspended and/or taken down. Party units in the regions have reported similar experiences.

Putting a premium on broadcasting the Party’s stand on compelling issues, its censure of Duterte and the AFP’s crimes and misinformation, as well as news on the growing victories of the people’s war, the CPP continues to utilize social media channels and is determined to defy persistent attacks. The CPP strives to let out more and more informational materials including written statements, videos, graphics and posters, literature and songs, and the like.

New accounts are created to replace those that were taken out. Likewise, troll and fake accounts are reported and blocked. In the past, the CPP released an open letter to facebook after going through its appeal procedures. Meanwhile, the back end of the CPP website is continually developed to mitigate attacks.

Each day, more and more people seek the path of armed revolution as they suffer the hardships inflicted by Duterte’s burdensome taxes resulting to skyrocketing prices and worsening socio-economic conditions, blatant corruption, mass murder, his refusal to raise wages to just levels, sellout of the country’s patrimony, de facto nationwide martial law, and many other anti-people policies. In their heightened resistance against the Duterte regime, the people likewise troop to social media to announce their conditions and condemn Duterte. Their online posts amplify the CPP’s voice, causing Duterte and the AFP to fail at silencing the Party and sowing disinformation.

The Communist Party of the Philippines denounces the Duterte regime’s foulest move in sowing false information surrounding the murder of Ka Randy Malayao. This aims to coverup the responsibility of state agents, specifically Rodrigo Duterte’s death squads, which he himself ordered to carry out the killing.

The Philippine National Police Regional Office 2 is not conducting any investigation on the brutal murder of Malayao on January 30, but is engaged in cover up by spreading intrigue and slandering Ka Randy, who has served the people throughout his life. The PNP is laying the stage for further extrajudicial killings of peace advocates, human rights advocates and other activists.

The revolutionary forces vow to attain justice for Ka Randy and punish the perpetrators of this fascist crime.

The Communist Party of the Philippines expresses its utmost condemnation of the US-Duterte regime for the brazen murder of National Democratic Front of the Philippines peace consultant Randy Felix P. Malayao early morning today in Nueva Vizcaya. He was gunned down while asleep aboard a bus in Barangay Darapidap, Aritao municipality.

The CPP condoles with the family, friends and comrades of Randy Malayao. He offered most of his years, from Visayas to Cagayan Valley, in working with the masses in their struggle for land, wages and other rights. As NDFP peace consultant, he took pride in broadcasting and pursuing the revolution’s program for the Filipino people to attain national liberation and genuine democracy.

The killing of Malayao, as well as the illegal arrests of NDFP peace consultants Adelberto Silva, Rafael Baylosis, Vic Ladlad and Rey Casambre, displays the Duterte regime’s disdain for negotiating peace with the NDFP, let alone in respecting and implementing the Joint Agreement on Safety and Immunity Guarantees.

Duterte is a war president despising efforts that seek to resolve the roots of armed conflict. He is rather obsessed with assassination methods by the US, unleashing death squads against those who push for just peace. He knows no peace in dropping bombs and imposing food blockades on peasant and Lumad villages, terrorizing thousands of barangays with Army “peace and development” battalions, killing activists or detaining them based on trumped up charges and imposing de facto martial law across the country.

In the face of Duterte’s all-out war, the Filipino people and their revolutionary forces stand uncowed and persevere in the people’s democratic revolution. They wage all forms of resistance against Duterte’s puppet, corrupt and fascist regime. Tactical offensives by the New People’s Army are set to advance increasingly to deal bigger blows against the AFP, including Duterte’s assassination squads.

ZAMBOANGA CITY – A fragmentation grenade was lobbed inside a mosque in Sitio Logoy Jutay, Barangay Talon Talon, this city early morning today, killing Hajji Sattar Bato, 47 Years Old, and Rex Bahil, 46 Years Old, both members of Jam’ah Tablegh from Basilan. Four (4) others were wounded in the explosion. They were brought to Zamboanga City where they are undergoing treatment.
The victims, most of whom are Islamic Preachers from nearby island of Basilan were sleeping when the grenade was thrown inside the mosque.

Col. Leonel Nicolas, commander of Joint Task Force Zamboanga, said 2 of the victims who were earlier reported to be in critical condition have died from severe injuries, said a report by ABS-CBN News.

Senior Supt. Thomas Joseph Martir, director of the Zamboanga City Police Office, said the perpetrators immediately fled on foot. Police are asking residents to help identify them. Metal and lever fragments were recovered from the crime scene, the ABS-CBN News also said.

In an interview with ABS-CBN News, one of the victims said they visited Zamboanga City to teach Islam to the kids. There were 11 of them who were sleeping inside the mosque.

As of press time, police authorities have not yet established the motive for the Zamboanga City grenade attack but conducting further investigation

The attack inside the mosque came at a time, were at least 27 people and 100 others wounded in twin explosions in Jolo, Sulu on January 28. Two of the three persons of interest has surrendered to authorities to clear their names.

Jeddah, KSA-The Organization of Islamic Cooperation (OIC) welcomed the results of the referendum in the southern Philippines, which provides expanded autonomy for the region's Muslims in the framework of ratification of the Bangsamoro Organic Law.
The Law is the culmination of decades of peace talks that resulted in signing the Comprehensive Agreement on Bangsamoro between the Moro Islamic Liberation Front (MNLF) and the Government of the Philippines in 2014.

Dr. Yousef bin Ahmed Al-Othaimeen, the OIC Secretary General, confirmed that the results of the referendum constitute a major step in the decades-long peace process in the southern Philippines.

In the same context, the OIC urges Moro's leadership to unite and renew their commitment to the consolidation of permanent peace in Bangsamoro.

British Embassy Statement on BOL Ratification

Meanwhile, a post by the British Embassy in Manila on January 28, 2019 says that, The United Kingdom wishes to congratulate the Philippine Government, the Bangsamoro Transition Commission, the Commission on Elections and all those involved in the 21 January plebiscite on the successful ratification of the Bangsamoro Organic Law (BOL).

The Ratification of the BOL presents a truly historic opportunity for lasting peace and prosperity in Mindanao. The UK has directly supported the Peace Process for many years, and stands ready to continue this support during the creation of the Bangsamoro Autonomous Region of Muslim Mindanao, said the British Embassy.

COTABATO CITY (JANUARY 30)—Ghazali Jaafar, vice chairman of the MILF and, concurrently, the chairman of the Bangsamoro Transition Commission (BTC), condemned the Wednesday morning bombing of a mosque in Zamboanga City, saying the incident as it could have been perpetrated by ‘crazy people.’

The Moro Islamic Liberation Front (MILF) has condemned the throwing of a hand grenade inside a mosque in Sitio Logoy Diutay, Barangay Talon-talon, Zamboanga City that left at least two persons dead and four others wounded.

The Bangsamoro Islamic Armed Forces (BIAF) of the MILF also condemned the bombing.

Von Al Haq, BIAF’s spokesman, said “we strongly condemn the bombing of the mosque even as we call upon our people not to be swayed by emotions and fall into the beat and trap by those whose evil intent is to draw barrier between (and among) our peace-loving communities.”

“Let us instead stand and unite firmly to promote the zeal of peace in our midst,” Al Haq said.

Al Haq expressed sympathy to the bereaved family of the victims.

Mohagher Iqbal, chairman of the MILF’s Peace Implementing Panel, said “we should not give way to those who attempt to divide our people along religious lines.”

The MILF earlier denounced the bombing of the Mount Carmel Cathedral in Jolo, Sulu last January 27 that killed 20 people and injured more than a hundred others.

“This dastardly act of killing and hurting civilians and uniformed personnel as well as desecrating the places of worship might be meant to stoke religious animosity between peoples of different faiths. Sultan Kudarat, Maguindanao– In a Rappler Talk interview at Camp Darapanan,. Sultan Kudarat, Maguindanao last January 22, MILF Chairman Al Haj Murad Ebrahim said there was a need to address the reconstruction of Marawi considering many residents have not been able to return home, nearly two years since war broke out.
“We see that there is an urgency in really addressing the rehabilitation and rebuilding of Marawi,” Al Haj Murad said during the interview.

“We found out that people in Marawi especially the IDPs [internally displaced persons] are very frustrated with their situation. They are still in the evacuation centers and there has been no movement in the rehabilitation,” he added as quoted by Rappler.

But for the Bangsamoro Transition Authority (BTA) to be involved in Marawi City’s rehabilitation, it will have to negotiate a way to participate, Al Haj Murad said.

Reconstruction is currently under the national government due to an administrative order signed by President Rodrigo Duterte, which created the Task Force Bangon Marawi. This set up has made it difficult for the Autonomous Region in Muslim Mindanao to help Marawi residents significantly.

“Although we are not involved in the Task Force Bangon Marawi… maybe we can try to negotiate and talk with the national government, especially the President, that we will because people also in Marawi are expecting that the BOL will be active in this rehabilitation program for them,” Al Haj Murad said.

8 killed, 33 wounded in Sulu clash

Eight people were killed, including three Abu Sayyaf bandits, while 33 others were wounded in heavy firefight in the hinterlands of Sulu, the military disclosed Sunday.

Col. Gerry Besana, Western Mindanao Command (Westmincom) information officer, said the firefight broke out around 11:30 a.m. Saturday in Sitio Sungkog, Barangay Kabbon Takas, Patikul, Sulu.

Besana said the firefight ensued when the troops of the Army’s 5th Scout Ranger Battalion led by Lt. Col. Marlo Jomalesa chanced upon a group of some 150 Abu Sayyaf bandits under Hatib Hajan Sawadjaan while conducting focused military operation.

Besana said the firefight lasted for about one hour and 50 minutes that resulted to the death of five soldiers and three Abu Sayyaf bandits.

He said 18 of the 33 wounded were soldiers, while the remaining 15 were Abu Sayyaf bandits.

The names of the slain and wounded soldiers were not immediately available except that they belong to the Army’s 5th Scout Ranger Battalion.

He said Abu Sayyaf sub-leader Idang Susukan was among the 15 bandits who were wounded during the clash, based on “human intelligence” report.

He said the troops are tracking down the whereabouts of the Abu Sayyaf bandits, who fled following an almost two-hour firefight.

The clash happened after President Rodrigo Duterte ordered troops to pursue the Abu Sayyaf bandits.

The President’s order came after the twin bombings at the Our Lady of Mount Carmel cathedral in Barangay Walled City, Jolo, Sulu.

The two blasts killed at least 22 people, including five soldiers, a coast guard personnel and left 101 others injured.

CAMP SIONGCO, Maguindanao — The military-led Joint Task Force Central (JTFC) on Saturday launched air strikes and artillery fire against a pinpointed terrorist lair in Maguindanao, destroying bunkers and foxholes that could accommodate about 20 individuals.

Maj. Arvin John Encinas, spokesperson of the 6th Infantry Division (6ID), said focused military operations were conducted around 6 a.m. in Sitio Tatak, Barangay Tugal, Sultan sa Barongis, Maguindanao.

Two Philippine Air Force (PAF) OV-10 aircraft dropped eight 250-pound bombs on the lair of the Islamic State-linked Bangsamoro Islamic Freedom Fighters (BIFF).




Encinas said surgical air, artillery and ground operations were launched against the identified and confirmed location of BIFF sub-leader Salahuddin Hasan alias “Orak.”

“He (Hasan) is under the BIFF-Abu Toraife faction, which is believed to be behind the two separate bombings in Isulan, Sultan Kudarat in September last year,” he said.


As of this posting, Encinas could not say if Hassan or any other BIFF terrorists were killed in the air and ground bombardment which were heard by residents of Tulunan and M’lang in North Cotabato as well as Shariff Aguak in Maguindanao.

He, however, said initial results of the operation showed the destruction of bunkers and foxholes that could accommodate many terrorist group members.

Also on Saturday, Maj. Gen. Cirilito E. Sobejana, 6ID commander and concurrent JTFC head, issued a statement assuring the public in his area of operation that the military remains on heightened alert status.

Sobejana also appealed to the public to refrain from spreading messages in social media about alleged bombings that could trigger fear among the populace.

Following the bombings in Jolo, Zamboanga and North Cotabato last week, Sobejana said he directed all units under his command "to strictly heighten the alert level and secure all places of worships and public places and/or areas of convergence.”

Military authorities appear skeptical the twin explosions in Jolo last weekend were suicide bombings despite claims they were by President Rodrigo Duterte and Interior Secretary Eduardo Año.


Año said Indonesian suicide bombers guided by the Abu Sayyaf group were the culprits. 

Defense Secretary Delfin Lorenzana on Friday also said he believed suicide bombers were responsible for the blasts, adding forensic investigators of the Philippine National Police were looking at body parts, saying these could belong to two persons—one inside the church and another outside.

The bombings immediately sent a security ripple in the country’s major airport facilities while the Civil Aviation Authority of the Philippines activated Airport Security Committees to prepare against threats of terror and provide safe air transport services to the riding public.

The AFP had said initial investigation suggested the improvised explosive device (IED) that went off inside the cathedral was “remotely” detonated, and that this would already dispel reports of a suicide bombing.

In Manila, the Ninoy Aquino International Airport-Office for Transportation Security instructed personnel to make simultaneous checking of all passengers entering at the initial and final security check to ensure that no firearms or explosives could be smuggled into four airport terminals.

Last Monday, the CAAP initiated security committee meetings in its 12 area centers nationwide to revisit and update the airports’ contingency plans and simulate bomb incident management exercises.

The authorities discussed various areas of security including aircraft security checks upon disembarkation, aircraft access management, mandatory removal of shoes, In-Flight Catering Security Plan development, and random searches using the Explosive Trace Detection System.

In the landside and airside areas of airport security, measures such as the deployment of behavioral observation personnel at the passenger terminal building front-of-the-house and landside parking area, increasing security patrol visibility, deployment of government armored assets, K9 Explosive Detection Units, and bomb squad, and the development of a strong security culture amongst airport stakeholders were discussed.

The committee also discussed updates on the observance and implementation of the (OTS) Security Condition 2 (SECCO 2).

In compliance with the International Civil Aviation Organization’s current National Civil Aviation Security Program and Airport Security Program, SECCO 2 is defined as verifiable intelligence indicating the probability that civil aviation operations have been targeted for attack.

The Armed Forces of the Philippines-Eastern Mindanao Command (AFP-EastMinCom) commended the role of the communities in facilitating the recent surrender of two New People’s Army (NPA) regulars and 12 Militiang Bayan who yielded to the government in two different instances in Eastern Mindanao on Tuesday.

“We express our admiration to the communities who facilitated the surrender of our deceived and lost brothers. This manifests their care to their people and their desire for a peaceful environment,” Eastern Mindanao Command Commander Maj. Gen. Felimon Santos Jr., said.

“We hope that the NPAs will get this message of the communities on the worthlessness of the armed struggle,” he added.

In a report submitted by Lt. Col. Oscar Balignasay, the Commander of the Army’s 25th Infantry Battalion, a certain alias Bulao, a member of the NPA group in Monkayo, Compostela Valley Province, surrendered last Tuesday after a series of interventions of the community therein.

Along with alias Bulao are 12 members of the Militiang Bayan (“civilians by day NPA by night”) who are usually responsible for laying and detonating landmine, sniping during NPA atrocities.

They voluntary surrendered an M16 Rifle, a Garand Rifle, a Calibre 22 Magnum Rifle, an IED (improvised explosive device) weighing 16Kgs, six sacks of rice, canned goods, medical supplies and paraphernalia, 12 pieces of Bandoliers, jungle hammocks, personal belongings and subversive documents that are of high intelligence value.

Further, the said surrenderees assisted troops in the capture of 190 pieces of blasting caps, eight pieces of blasting caps with an attached wire and more or less 40Kgs of Ammonium Nitrate along So Nang, Brgy. Mt. Diwata, Monkayo, Compostela Valley Province.

Meanwhile, a Squad Leader of NPAs roaming in the mountainous boundary of Arakan, North Cotabato, and Kitaotao, Bukidnon surrendered to the troops of the 88th Infantry Battalion in New Kabalantian, Kitaotao Bukidnon in the morning of January 29, 2019.

The surrenderees underwent custodial debriefing with concerned military units. They will be subsequently subjected to needs assessment interview by concerned government agency in preparation for their enrollment with the Enhanced Comprehensive Local Integration Program which prepares them in their return to the mainstream society.

Two New People’s Army (NPA) guerrillas have surrendered to the military in Abra.


The surrenderees, whose names were withheld, reportedly admitted to authorities that they were members of the NPA-Milisyang Bayan, a group whose members pose as ordinary citizens during the day.

The rebels brought their rifles and two improvised explosive devices when they surrendered to the Army’s 24th Infantry Battalion (IB) based in Barangay Tagodtod, Lagangilang town on Jan. 31.

The rebels told the military that they want to live a normal life and give their children a better future.

Earlier this year, nine members of the Milisyang Bayan and a regular NPA rebel also surrendered to the 24th IB.

BANCASI, Butuan City – Army’s 29th Infantry (Matatag) Battalion under 402nd Infantry Brigade, Philippine Army battled members of CPP-NPA terrorists (CNTs) in Sitio Patagon, Brgy Anticala, Butuan City at around 1:30 p.m. on January 27, 2019.
While responding to the reports from the local community of NPA terrorists extorting from the people, the government troops encountered an undetermined number of CNTs believed to be under Toto Anub alias Dongkoy/Makoy at Sitio Patagon, Brgy. Anticala, Butuan City.

The firefight lasted for about ten minutes after which the enemy scampered to different directions leaving three dead NPAs, one AK47 rifle, two M16 rifles, and one M203 grenade launcher.

The dead bodies are yet to be identified and will be turned over to the Brgy. officials and PNP personnel for identification and proper disposition.



"We extend our deepest sympathies to the families of those killed. It is disheartening that NPA terrorists will just leave their dead comrades behind. We will coordinate with the local government unit and local authorities to ensure that the slain CNTs will be delivered to their respective families for proper burial," Lt. Col. Warren Munda, Commanding Officer of 291B said.

In the statement of BGEN FRANCO NEMESIO M GACAL AFP, the Brigade Commander of the 402nd Infantry Brigade, he said that they strongly condemn the extortion of the CNTs victimizing innocent civilians.

"The CNTs are preparing for their 50th NPA anniversary at the expense of the innocent civilians. We appreciate the overwhelming support of the people in tipping-off the presence of CNTs just like what happened in Brgy Payapag, Bacuag, Surigao del Norte last January 25 that also resulted in a clash and death of two (2) NPAs. This is a clear indication that the people are already fed-up with the CNTs’ decades-long of banditry and extortion. There will be no let-up in our offensive operations against the CNTs. We will hit them and we will hit them hard," he added.

SAN AGUSTIN, Surigao del Sur Two Communist Terrorists NPA (CNTs) died in a recent encounter with government troops in San Agustin town, Surigao del Sur last January 24, 2019. An M14 rifle, anti-personnel mines, and ammunition were seized by the troops from the lawless elements. Subversive documents and other war materials were also seized at the encounter site.

A platoon of soldiers who were part of the operating troops under 401st Brigade was conducting security operations in the hinterlands of Sitio Kabulohan, Barangay Buhisan in San Agustin town when more or less 10 NPAs fired at them prompting them to return fire. The firefight lasted for more or less five minutes after which the armed group scampered in different directions.

The 10 NPAs were believed to be members of Sub-Region Committee Southland, North Eastern Mindanao Regional Committee led by Felizardo Valdez, also known as “Ado.”

According to Brigadier General Andres Centino, the security operations against the CPP-NPA Terrorists (CNTs) in the boundary of Agusan del Sur and Surigao del Sur started since December last year after they abducted the GAFGU Active Auxiliaries (CAA) and two soldiers in Barangay New Tubigon in Sibagat, Agusan del Sur. The NPAs took the CAAs and soldiers and used them as human shields until now.
 
“Our security operations intend to go after the armed groups responsible for the abduction. As of today, our operating troops already figured in a series of encounters with these terrorists, in fact, several enemy hideouts were already discovered, subversive documents and war materials seized," he added.

The two cadavers are still in the area as of this time. The operating troops were not able to immediately extricate them due to bad weather. The soldiers will exert their best efforts to extricate them as soon as possible and turn-over them to the PNP and Barangay Officials for identification and proper disposition.

"We extend our condolences to the families of these two NPAs. We are once again saddened that lives were lost but as members of the AFP, it is our duty to protect the greater majority by running after those who continue to sow fear to our people. We therefore enjoin everybody, especially our local officials to help us encourage those who are still inside the CPP-NPA organizations to abandon the armed struggle now and return to the folds of the law and heed to the government’s call for peace," BGen. As of 1:30pm of February 1, 2019, casualties in Sulu blast reached 123- twenty-two dead (six soldiers, one coast guard, and 15 civilians) and 101 wounded (14 soldiers, two coast guard personnel, and 85 civilians).

On January 31, 2019, Thelma Villanueva, one of the blast victims admitted to Zamboanga City Medical Center, succumbed to death after her life support was removed (with the family’s consent).

The remains of Villanueva will be brought by her family to Basilan.

About 400 hinterland residents of Guihulngan City, Negros Oriental, held another condemnation rally Thursday to show their unity against terror activities perpetrated by the New People’s Army in their communities, Army local spokesman Capt. Khadaffy Tawantawan, said yesterday.

Tawantawan said the protesters led by alias Ka Glen, carrying placards, denounced the NPA killing rampage and other terroristic activities versus innocent and defenseless civilians.

The activity in Sitio Cambairan, Brgy. Trinidad in Guihulngan City, where the local NPA held the pre-anniversary celebration of the 50th founding anniversary of the Communist Party of the Philippines last month, was highlighted by the burning of two CPP-NPA flags, he said.

Two other similar activities were also held in the place and in Brgy. Linantuyan, also in Guihulngan City, last month, by residents of the two remote barangays, following the murder of CAFGU member Joseph Gabia, that was claimed by the NPA Leonardo Panaligan Command.

Tawantawan said Guihulngan City Administrator Gian Mijares and other city department heads and Trinidad barangay chairman Pelbourne Bustamante also showed their support to the activity of the residents.

He added that Bustamante urged his constituents to withdraw their support from the local terrorist group.

Tawantawan said they have recorded 40 incidents of atrocities in Negros; mostly murder cases, where majority of the victims were defenseless barangay officials and civilians.

Brig. Gen. Ignacio Madriaga, 302nd Infantry Brigade commander, said the series of condemnation rallies is a strong indication that the people are already fed up with the CPP-NPA.

“This is their way of showing that these communist terrorists are no longer welcome in their community, and these rallies are a clear sign that the claim of the CPP-NPA that the people support them, is not true and is just another of their many lies.” Madriaga added.

He also called on the people, especially those who are victims of the ruthlessness of the CPP-NPA, to stand against them and join others who boldly denounce their brutality and crimes against humanity.

The police are set to file murder charges against suspected New People’s Army rebels behind the death of a village watchman in Brgy. Carol-an, Kabankalan City, Negros Occidental. 


Supt. Jonel Guadalupe, Kabankalan City police officer-in-charge, said yesterday that some of the assailants of barangay tanod Cornelio Morales, also a member of an Indigenous People group, have already been positively identified, with the help of an eyewitness, after pictures of some NPA rebels were shown to him. Morales succumbed to multiple gunshot wounds, after he was shot and killed by the rebel suspects, who were armed with AK-47 and M-16 assault rifles, in front of his daughter, and neighbors while he was resting at a waiting shed on Tuesday.

They have no records of abuses committed by Morales, who had been a barangay tanod of Carol-an for 11 years now, Guadalupe said.

An Army general slammed the NPA for killing Morales.

“Killing an innocent and defenseless civilian in front of his child is a heartless act that only terrorists do,“ Maj. Gen. DinohDolina, 3rd Infantry Division commander, said.

The CPP-NPA terrorist organization has proven again that they are the true human rights violators in Negros, Dolina said.

Dolina also slammed human rights group Karapatan for keeping mum on CPP-NPA brutality and challenged the self-proclaimed human rights advocates to conduct impartial investigations and give the families of their victim justice.

(UPDATED) – Five soldiers were killed and 5 others wounded in a clash Saturday, February 2, between government troops and over a hundred Abu Sayyaf members under sub leader Hatib Hajan Sawadjaan, who is believed to be behind the deadly twin blasts in the Jolo Cathedral.

Troops from the 5th Scout Ranger Battalion under Lieutenant Colonel Marlo Jomalesa encountered some 150 terrorists in Sitio Sungkog in Barangay Kabbon Takas, Patikul town at 11:30 am on Saturday, said Lieutenant Colonel Gerry Besana, Western Mindanao Command (Wesmincom) spokesperson.

Besana said 3 members of the bandit group were killed in the "heavy firefight" which lasted nearly two hours.

Reports from the area also said 15 were wounded from the Abu Sayyaf group, including Idang Susukan, sub leader of Sawadjaan.

Besana earlier tagged Sawadjaan's group as behind the recent Jolo bombings, based on CCTV footage around the site.

Sawadjaan was among the Abu Sayyaf leaders reportedly wounded during an encounter with government troops in Sulu in September 2018.

SULU – At least 10 soldiers were killed and wounded in fierce fighting Saturday in the southern Philippine province of Sulu where security forces mounted fresh offensives against the pro-ISIS group blamed for the recent cathedral bombing in Jolo town.
CNN Philippines, quoting reports from the Joint Task Force later on the day, said 5 soldiers died and five more wounded in clashes in the village of Kabbon Takas in Patikul town.

There were reports that a foreign militant, who goes by his nom de guerre Abu Black, was killed in the fighting, but his nationality remains unknown. Another Abu Sayyaf commander, Idang Susukan, was also wounded in the clashes and lost his finger, according to military intelligence.
The regional military headquarters, Western Mindanao Command, did not release reports of military casualties or fighting in Sulu, one of 5 provinces under the Muslim autonomous region.

The CNN report also quoted Joint Task Force Sulu spokesman Lt. Col. Gerald Monfort as saying that members of the 5th Scout Ranger Battalion engaged in an intense firefight with the Abu Sayyaf under Hajan Sawadjaan.
“Troops struggled to seize the Abu Sayyaf camp which was located on high ground, giving the enemy the advantage to shoot at pursuing soldiers. Intense yung labanan at malapitan kasi pinipilit ng ating mga tropang makuha ang high ground,” he said, adding, the camp was eventually captured by soldiers.

Monfort said bad weather in the area prevented military reinforcement to help soldiers battled the militants.

The offensives were ordered by President Rodrigo Duterte following January 27 suicide bombings by an Indonesian couple of the Our Lady of Mount Carmel Cathedral that killed 21 people and left over 100 others wounded.

MARAWI CITY -- The Armed Forces of the Philippines (AFP) has belied the implementation of "shoot to kill" in Lanao del Sur to those caught beyond curfew hours.

Col. Romeo Brawner Jr, commander of the 103rd Infantry "Haribon" Brigade emphasized that the military is committed to protecting the residents in the area.

Recently, a message telling the public to stay home turned to be alarming, as this was overstated, alluding that the military would shoot and kill whoever stays out later than 9:30 pm curfew.

"Bagamat may curfew tayo na pinapatupad sa Lanao del Sur, wala pong utos ang ating AFP na barilin ang mga sibilyan, maliban nalang kung ikaw ay terorista," Brawner stated. [Despite the curfew we enforced in Lanao del Sur, our AFP has no command to kill civilians, except when you are a terrorist.]

"Ito po ay gawa-gawa lamang ng mga tao na nais manggulo sa ating tahimik na pamumuhay," Brawner added. [It was just only fabricated by individuals who wanted distort the current tranquility of life].


Brawner assured the public that AFP only hopes for peace and order in entire Lanao del Sur and Marawi City, "andito ang sandatahang lakas upang protektahan ang inyong karapatan [the armed forces are here to protect your rights]."

The Central Command (Centcom) of the Armed Forces of the Philippines on Friday warned netizens against “troll accounts” on social media purportedly owned by the Communist Party of the Philippines - New People’s Army (CPP-NPA), which are releasing fake data on casualties of government troopers.

Lt. Gen. Noel Clement, Centcom commander, said a bogus account using the name “Juanito Magbanua” posted on Facebook, claiming the government suffered 27 casualties on Negros Island in January alone.


Clement said the post was a desperate move of the enemy of the state to lure the people into joining their group, which he described in a statement as a “dwindling, money-making armed group.”

Data showed that NPA rebels in Negros suffered losses in January when government troops were able to neutralize six NPA terrorists. Of the six, four were apprehended, one arrested, and another one surrendered, he said.

Centcom noted two recorded casualties from the government’s side “when the terrorists blatantly executed one unarmed, off-duty member of the Civilian Armed Forces Geographical Unit (Cafgu) in broad daylight and indiscriminately fired at the army detachment that hurt a soldier.”

Also in January, the Negros Island army successfully hit an NPA lair, which yielded three homemade shotguns, one 45-caliber pistol with two magazines loaded with live ammunition, two 38-caliber revolvers, one 357-caliber revolver, one bomb with detonating device, one hand grenade, a binocular, war materiel, and a sack of subversive documents.

“This old trick of luring the people in providing fake data will no longer work anymore. People are now more discerning. Never again could these bands of bandits ever deceive everyone in Negros who have been witnessing our victories,” Clement said.

The commander of the armed forces in three regions of the Visayas urged the public to report the presence of communist rebels to the authorities.

“With all our successes we give credit to all the people who actively report enemy presence in their communities. This brings us to saying that the enemies must accept the fact that they are slowly losing their grip on the masses, especially to all victims of their atrocities,” he said.

The statement also said that it is the civilian populace that suffered from the hands of the rebels.

“For the record, NPA killed more civilians than it has inflicted casualties on the government side. Since 2018 to date, civilian death toll has reached 24, perpetrated by the NPA’s SPARU mercenaries,” the statement added.

In an interview with a radio broadcaster last Wednesday, a certain Ka Juaning, who claimed to be a “commander” of Negros Island’s NPA-rebel unit, spoke about alleged losses on the government side.

A well-placed source from the armed forces in the Visayas, who spoke on condition of anonymity, however, said his claims “were all unverified and farce that appear to be distorted propaganda.”

CAMP SIONGCO, Maguindanao -- The Army in Maguindanao on Friday spearheaded a cleanup drive involving soldiers, local officials, residents and former Moro rebels along the national highway traversing four Maguindanao towns.



The multi-sectoral cleanup drive was the brainchild of Lt. Col. Edgar Catu, commander of the Army’s 40th Infantry Battalion.

Soldiers, militiamen, police officers, civilians, mothers, fathers, teachers, and school children, numbering about 300, joined the cleanup along the highways connecting the towns of Sultan Sa Barongis, Rajah Buayan, Shariff Saydona Mustapha and Shariff Aguak, all in Maguindanao.

Former members of the Moro Islamic Liberation Front and the Bangsamoro Islamic Freedom Fighters also took part in the campaign.

“The project aims to sustain cleanliness, beautification, and sanitation in the municipalities through an active and continuing partnership among government agencies as part of the clean and green campaign of the national government,” Catu said in a statement.

Catu said similar activities will be initiated by the Army in the coming days until it becomes a “hobby” for the local folks to clean their surroundings.

The government is ready to welcome communist terrorist rebels who would like to surrender under the localized peace talks.

Those who surrender are offered the Enhanced Comprehensive Local Integration Program (E-CLIP), Capt. Eduardo A. Precioso Jr., chief of the 3rd Infantry Division Public Affairs Office said in an interview Thursday.


Precioso said poverty and lack of opportunities for livelihood were the reasons given by the surrenderers for joining the communist movement.

He emphasized that E-CLIP could help change the mindset of the rebels and that the government will always look after their welfare. “We are offering them a long-term solution,” he said.

Under E-CLIP, the rebels, upon surrendering, will receive PHP15,000 each in immediate assistance. They will also be entitled to a PHP50,000 livelihood assistance from the Office of the Presidential Adviser on the Peace Process and livelihood program from the Department of Social Welfare and Development, depending on the assessment that will be done by the concerned agency, as well as educational benefits, housing, and a parcel of land.

However, they still have to undergo various processes that are required by the program, and secure a certificate from the Joint Armed Forces of the Philippines and Philippine National Police Intelligence Community that they are members of the New People’s Army and are qualified to avail of the E-CLIP.

Meanwhile on January 29, the provincial government of Capiz extended a PHP10,000 cash assistance to a former rebel who surrendered in 2018.

In a press statement, the former rebel, alias Jr, surrendered due to “fatigue and extreme hunger”.

Col. Alberto Desoyo, commander of the Army’s 301st Infantry (Bayanihan) Brigade who awarded the assistance, said the gesture “is the government’s way of showing its sincerity to help those who voluntarily returned to the fold of the law.”

“We are expecting more surrenders as we intensify our anti-insurgency campaign with the overwhelming support of various sectors in Panay,” Desoyo said.

Since 2014, more or less 50 former rebels from Capiz have received financial assistance of PHP10,000 each.

In 2018, the 61st Infantry (Hunter) Battalion, under the leadership of Lt. Col. Sisenando Magbalot Jr., facilitated the surrender of 59 Militia ng Bayan and three regular NPA members in Cuartero, Capiz.

“You might as well surrender because we have here local government units and various agencies of the government to help you live life anew and uplift you from poverty through legal means,” Precioso said.

CAMP SIONGCO, Maguindanao -- Moro families locked in a long-standing family feud that has claimed lives from both sides, agreed on Friday to “bury the hatchet” and end their bloody war with the help of the Philippine Army.

Using a diplomatic approach, the Army’s 37th Infantry Battalion (IB) settled the feud of two families in Buldon, Maguindanao, in a simple ceremony held at the 37th IB Alpha Company command post in Sitio Bura, Barangay Oring, Buldon, Maguindanao.

Lt. Col. Roberto Go Jr., 37th IB commander, said the families of Ape, Mangurong, and Tabubong of Barangay Edcor had an existing feud with the family of Mismar of Barangay Nuyo for the past several years.


“It started from a deer hunting trip when one of the family members of the Ape-Mangurong family accidentally shot and caused the untimely death of a member of the family of Mismar,” Go said of the protagonists who are distant relatives.

Attacks and counter-attacks have since become the order of the day for both clans until the Army intervened in the feud.

Family feud, or “rido” in the vernacular, is common in Buldon, an upland town in northern Maguindanao.

Go said that as an agent of peace and order, the troops of 37th IB initiated the settlement of the feud to prevent the warring clans from spewing more violence in the communities that might affect innocent civilians.

“The purpose of the settlement was to ensure that the conflict between the feuding families would be resolved and shall not recur in the future,” he said.

“This way the community people will live in peace and harmony with the intercession of the military and the local government unit,” Go added.

Buldon Mayor Abolais Manalao, Vice Mayor Cairudin Pangunutan, and Barangay Nuyo Chairman Ali Gumaga lauded the 37th IB for the job well done.

Go said during settlement, the warring families also handed over their firearms, among them two .45-caliber pistols and ammunition.

Major Gen. Cirilito E. Sobejana, commander of the 6th Infantry Division, commended both the feuding parties for their cooperation to the military and ended their “rido” voluntarily and peacefully.

The activity ended with both parties shaking hands as they vowed to be advocates of peace and order in their community.

The Philippine National Police (PNP), along with members of various religious denominations, is set to conduct a solidarity walk on Sunday, to denounce all form of terror acts.

In a press conference Friday, Quezon City Police District (QCPD) Director, Chief Supt. Joselito Esquivel Jr., said the event will be held at the Liwasang Aurora, Quezon Memorial Circle (QMC).

“We strongly condemn any type of violence in our society. This solidarity walk, inter-faith prayer rally and peace covenant signing is proof that everyone aims to preserve peace and denounce violence through unity, love and prayers,” Esquivel said.

The program, dubbed “Lakad Tungo sa Kapayapaan, Iwaksi ang Karahasan”, will start with a solidarity walk at about 6 a.m. Sunday to be participated in by Muslims, Christians and other religious sects.

Esquivel said the Muslims will assemble at the University Ave., University of the Philippines-Diliman while the non-Muslims will assemble in front of the PLDT office along East Ave.

At about 8 a.m., the groups will walk and meet inside the QMC and proceed to the Liwasang Aurora for the inter-faith prayer rally and peace covenant signing. Invited guests and visitors will also deliver their messages during the event.

The activity will end with the releasing of white doves as a symbol of peace and unity.

Department of National Defense (DND) Secretary Delfin Lorenzana lauded the role of the government's "Task Force Balik Loob" for its role in convincing former members of the Communist Party of the Philippines - New People's Army - National Democratic Front (CPP-NPA-NDF) to surrender and return to the mainstream society with their loved ones.

"The year 2018 was a very productive year for 'Task Force Balik-Loob' (TFBL). Through the diligent efforts of our lead and partner agencies, the Task Force was able to positively change the lives of our fellow Filipinos who have been led astray by the deceptive recruitment and lies of the CPP-NPA-NDF. More importantly, we were able to spark hope in the hearts of those who have lost faith in the government," Lorenzana said in a statement Saturday.

He lauded the Enhanced Comprehensive Local Integration Program (E-CLIP) for its success in helping former rebels (FRs).

In just five months since the program commenced in July 2018, a total of 1,437 former rebels were given financial assistance worth PHP116,453,488 under the Comprehensive Local Integration Program (CLIP), which is being administered by the Department of the Interior and Local Government (DILG), through its provincial offices as of January 23.

TFBL Chairperson and Defense Undersecretary Reynaldo B. Mapagu said although the E-CLIP uses the non-kinetic approach to counter communist insurgency, it is envisioned as the most powerful method of defeating such insurgency.

Mapagu said the programs provide the government with quick wins by hitting three birds with one stone: prevent bloodshed on the side of rebels and government forces, erase the stigma of being a former rebel by emphasizing their positive role in society, and encourage more surrenderers until the communist movement collapses.

“Ito kasi yung programa na gagastos nga tayo pero in the long run, dito tayo sa programang ito makakatipid. Tayong lahat, makikinabang sa peace dividends. Maiiwasan na natin ang patayan, makakaiwan pa tayo ng (This is a program that will cost us much but in the long run, we will be able to gain savings. We will benefit from peace dividends. Aside from avoiding killings, we will be able to leave a) legacy. God willing, if we end insurgency, it will be a lasting legacy not only of the President but everybody who has helped,” Mapagu said.

In addition to the financial assistance package awarded to FRs, the DILG also financially assisted 32 provinces and five highly-urbanized cities (HUCs) for the construction of their respective halfway houses worth PHP5 million each, for a total of PHP185 million.

A halfway house serves as a transition shelter for FRs where rehabilitation and healing sessions, education and skills training activities, among others, are facilitated by local social welfare and development officers and local government agency representatives.

Among the provinces that have existing halfway houses are Davao Oriental, Masbate and Mountain Province. In addition, the province of Sarangani already had a groundbreaking for its own halfway house.

Meanwhile, the National Housing Authority (NHA) awarded 685 Certificates of Entitlement in Region 11 (Davao), of which 412 are already being processed. It has likewise processed the grant of housing units to 31 former rebels at the Freedom Residences in Tagum City, and awarded checks to four FRs representing housing assistance.

Under the Payapa at Masaganang Pamanayanan (PAMANA) Program, another main component of the E-CLIP, the Office of the Presidential Adviser on the Peace Process disbursed a total of PHP1,428,250,000 for the construction of 15 roads and bridges in areas affected by the communist terrorist group in Mindanao.

As for assistance administered by TFBL partner agencies, 645 FRs underwent skills training from the Technical Education and Skills Development Authority (TESDA) while 249 benefitted from the Integrated Livelihood Program of the Department of Labor and Employment.

TESDA also shared its Value Chain Programming concept expanding on the strategy of sustainability, to illustrate how to integrate skills development training to actual application on livelihood and employment.

The added loan access from Landbank will guarantee that the program will not only be doable but sustainable as well.

Last Dec. 13, 2018, Land Bank of the Philippines (LBP) entered into a memorandum of agreement (MOA) with TFBL for a lending program for former rebels.

Under the MOA, qualified FRs may avail of up to PHP100,000 loan grant from LBP, for a minimal interest and easy repayment conditions.

According to LBP Assistant Vice President Edgardo S. Luzano, the program is the institution’s way of “helping former rebels grow” and manifesting the government’s full trust in them.

Meanwhile, the Department of Social Welfare and Development (DSWD) also provided various assistance to 700 FRs and the Department of Trade and Industry assisted 226 FRs under its Livelihood Seeding Program.

On the part of the Department of Agrarian Reform (DAR), seven FRs who are farmers were awarded Certificates of Land Allocation, breaking the record for the swift processing and awarding of the grants and beating the deadline set by President Rodrigo Duterte who personally gave assurance to the FRs concerned.

Lorenzana also shared the stories narrated to him by FRs about how they were deceived into believing that they will have their own land once they join the communist group, only to find out that the land that was promised to them belongs to a legitimate owner.

"Hinihiling ko sa bawat isa na tayo ay sama-samang kumilos para sa isang nagkakaisa at payapang sambayanan tungo sa maunlad na kinabukasan ng bayan (I am requesting each one to work together towards achieving unity and peace through creating a prosperous future for the nation),” Lorenzana said as he thanked the attendees for sharing Duterte’s passion and dedication to improve the plight of former rebels.

Other attendees to the meeting include representatives of partner and lead agencies of the Task Force, such as the Presidential Management Staff, the Office of the President, the Office of the Presidential Adviser on the Peace Process, the National Intelligence Coordinating Agency, the National Task Force to End Local Communist Armed Conflict, the Department of Labor and Employment, the Department of Health, the Department of Justice, the Presidential Communications Operations Office, the Armed Forces of the Philippines, and the Department of Agriculture.
