CPP/CIO: Deployment of Covid-19 cops is shameless public endangerment

The deployment of 51 of 82 Philippine National Police (PNP) Quezon City Police District personnel who were later discovered to be positive for Covid-19 as part of anti-riot phalanx against protesters last Monday along Commonwealth Avenue in Quezon City was a shameless act of public endangerment.

The said police personnel were tested on July 23, with results expected to come out on July 27 and 28. They were reported to have been deployed at “different points” during the state of the nation (SONA) protests last July 26.

The PNP showed total disregard of health protocols which they impose severely against the people. According to these protocols, all persons awaiting results from swabbing must undergo mandatory quarantine. PNP Chief Eleazar’s move earlier today to relieve QCPD Station 3 head is superficial face-saving to escape responsibility of the institution.

The people must denounce the PNP for its heightening abuse of power during the pandemic. As main implementors of Duterte’s oppressive lockdown, the police has been given increasing power and authority in controlling the population and imposing fascist measures against the people.

The tyrant Duterte must be held to account for having emboldened the police to carry out crimes and abuses across the country.

Rebolusyonaryong pagbati at pakikiisa!

CPP/CIO: Duterte used VFA as bargaining chip for US support for his tyranny

Propaganda statement posted to the Communist Party of the Philippines (CPP) Website (Jul 30, 2021): Duterte used VFA as bargaining chip for US support for his tyranny

MARCO VALBUENA
CHIEF INFORMATION OFFICER
COMMUNIST PARTY OF THE PHILIPPINES

JULY 30, 2021

The announcement today that the Visiting Forces Agreement (VFA) will no longer be abrogated confirms that earlier pretend threats to terminate it is mere play-acting by Duterte to shamelessly and treacherously use the VFA and Philippine sovereignty as bargaining chip in his demand for more military aid to support his tyrannical regime.

It is clear that Duterte really had no plans to terminate the agreement, knowing that doing so would have compelled Defense Secretary Delfin Lorenzana and the pro-US generals in the AFP to move against the regime.

The withdrawal of threats to terminate the VFA was secured by the recent decision of the US State Department to allow the sale of more $2.1 billion worth of military weapons and war matériel to the Duterte regime and the initial delivery of ₱183 million worth of weapons and equipment last June 21 and ₱48.5 million worth of munitions last July 8. A week ago, the US government also delivered millions of Jannsen vaccines as part of its vaccine diplomacy to ensure the VFA’s continuation. These convinced Duterte to end his make-believe threats against the VFA.

The Filipino people should condemn the Duterte regime for using the country’s sovereignty as leverage to demand concessions for its self-serving purposes. By acquiring more military aid from the US, the Duterte government has further secured the AFP’s support for his regime amid plans to perpetuate himself in power beyond his term limit. With this, Duterte has further strengthened the loyalty of military generals and dissipated any threats of a coup before or after the 2022 elections.

Demand real termination of VFA

The Filipino people must continue to push for the real termination of the VFA, as well as all other lopsided military treaties including the 70-year Mutual Defense Treaty, the Mutual Logistics Service Agreement (MLSA) and the Enhanced Defense Cooperation Agreement (EDCA). These agreements give the US military extraterritorial rights in the Philippines and violate the country’s sovereignty.

Under these agreements, US forces are allowed to make use of the Philippines as a large military base, maintain military facilities, permanently station their troops, land jet fighters, dock warships and stockpile weapons in the country. These secure US economic, political, diplomatic and geostrategic interests.

On arrival of US Defense Secretary Austin and Biden support for Duterte

The Filipino people must condemn the Biden government for ramping up US military support for the tyrannical Duterte regime. The arrival of US Defense Sec. Lloyd J. Austin clearly aims to convey the continuing US support for the Duterte regime, turning a blind eye to the tyrant’s use of state terrorism against the people.

Clearly, the imperialist master Biden does not mind the blood dripping from the hands of his puppet Duterte. He has shown contempt for the loud clamor of a number of American senators and representatives for the US to suspend military aid to the Philippines in the face of widespread military and police abuses and violations of human rights.

By further extending its support for the Duterte government, the Biden government has the blood of the Filipinos in its hands. US-supplied weapons are in the hands of police and military forces behind the recent killing of activists in Bicol, the massacre of Lumads in Surigao del Sur, the massacre of peasants in Masbate and the relentless killings under Duterte’s drug war.

Biden’s continuing support has emboldened Duterte to pursue his scheme to cement his political dynasty and perpetuate himself in power either by rigging of the 2022 elections or declaring martial law as his backup plan.

Kalinaw News: Army facilitates the delivery of basic needs to far-flung IP community in Bukidnon

Posted to the Kalinaw News Website (Jul 30, 2021): Army facilitates the delivery of basic needs to far-flung IP community in Bukidnon

Maramag Bukidnon – 88th Infantry “Maringal” Battalion (88IB) facilitates the safe delivery of One Hundred Twenty (120) DSWD relief packs, two hundred ninety-five (295) assorted donated books of Kasilak Foundation, and three hundred fifty (350) packed meals for the far-flung IP community Tigwahanon Tribes in Sitio Silangon and Purok 6 all of Barangay Magkalungay, San Fernando, Bukidnon last July 28, 2021.

Each family received one (1) box of family food packs, one (1) package of kitchen kits, one container of hygiene kits, and Magkalungay Elementary School received the donated books, and 350 individuals were fed.

Barangay Magkalungay is located away from the mainland of San Fernando, which has two (2) ways to get there, first thru a motorcycle or “habal-habal” utilizing the hanging bridge, and the second is to traverse the Tigwa River using a large type of vehicle. To deliver the said services, the team crossed the Tigwa River using a large truck.

Barangay Magkalungay before is one of the strongholds of the CTGs, and the Indigenous Peoples was being exploited for so long time because of its nature as a geographically isolated and disadvantaged area. The unit conducted the Community Support Program and successfully cleared the area from the CTGs affection, and identified the local issues being used by the CTGs in its Arouse Organize and Mobilize (AOM) and in Ideological Political Organizing Works (IPOW). Now the community became more supportive of the government’s peace and development programs. Likewise, the said barangay is one (1) of the beneficiary of the PHP 20 million budgets from the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) support to Barangay Development Plan projects to address the local issues existing in the community.

In his remarks, Lieutenant Colonel Christian James P Vingno, Commanding officer of 88IB, expressed his gratitude for the never-fading support from our partner agencies, stakeholders, and community. “Your Army will continue to help to facilitate the creation of conflict resilient communities and address the armed component of this Communist Terrorist Group to ensure peace and security in every community. Likewise, we will also closely monitor the proper implementation of the PHP20 million budgets from the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) support to Barangay Development Plan projects,” Lieutenant Colonel Vingno added.

Kalinaw News: RTF-ELCAC in Bicol Region Humbled by Recognition of WONA’s Accomplishments during SONA

Posted to the Kalinaw News Website (Jul 30, 2021): RTF-ELCAC in Bicol Region Humbled by Recognition of WONA’s Accomplishments during SONA

CAMP ELIAS ANGELES, Pili, Camarines Sur – The Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) also known as Task Force Katuninongan asin Kauswagan expressed its gratitude to President Rodrigo Duterte for recognizing the significant contributions of the security sector in the administration’s all-out war against communist insurgency.

It stressed that the progress made by the Whole-of-Nation Approach (WONA) is the fruit of every Filipino’s desire, persistence, and genuine commitment to propel the country towards lasting peace and sustainable human and economic development.

In Bicol alone, various development projects beneficial to the local populace, especially in conflict-affected areas were rolled out under RTF-ELCAC.

Just last June 24, a groundbreaking ceremony was conducted for the local access roads in Barangay San Pascual and Sta. Cruz in Casiguran, Sorsogon.

Moreover, since its creation, two halfway houses for Former Rebels (FRs) were already constructed, one in Camarines Norte and one in Sorsogon. The first halfway house was built in Masbate province.

RTF-ELCAC’s programs including the regionwide Retooled Community Support Program (RCSP) and the Army’s Community Support Program (CSP) also reduced CTG’s influence in communities evident in the continuous massive surrender of the terrorist group’s members and supporters. For the past one year, at least a thousand of them returned to the folds of the law, biggest of which were the 505 surrenderers from June 18-28 in Masbate. A considerable number of firearms were also turned in to the government.

Peace and indignation rallies to denounce CTG’s terrorism staged by Bicolanos clamoring for a more peaceful Bicol are also consistent while Alsa Masa communities continue to increase along with the number of barangays and municipalities declaring the CTG as persona non-grata.

Meanwhile, Joint Task Force (JTF) Bicolandia under Major General Henry A Robinson Jr PA, one of the active members of the Task Force as well as the Police Regional Office 5 (PRO-5) headed by Police Brigadier General Jonnel C Estomo have intensified their joint operations that crippled the CTG by dismantling four of its priority guerilla fronts.

Furthermore, from July 2020 to date, government troops were able to initiate a total of 51 engagements resulting in the killing of 38 communist NPA terrorists (CNTs), capture of 15 others, arrest of 33 more and seizure of 82 high-powered firearms and 102 low-powered firearms.

RTF-ELCAC which is headed by Usec. Marvel Clavecilla, Adviser for Bicol Affairs, is very grateful that the Administration appreciates its persistent effort and campaign to end communist insurgency.

It also underscores that all the triumphs attained by the Task Force are results of collaborative efforts to uplift the living condition of the Bicolanos by efficiently delivering basic goods and services, promote good governance and consistently raise the standards of peace, security and stability in Bicol.

JTF Bicolandia, on the other hand, assures the Bicolanos of its relentless pursuit of peace and progress for the region’s future generation.

It can be recalled that during his last SONA, President Duterte made mention of the Army and PNP’s accomplishments in addressing all kinds of threats in the country’s democratic institution.

He also highlighted the efforts of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) to empower the Filipinos and build a safe and conflict-resilient communities by investing on farm-to-market roads, school buildings, water and sanitation, health stations, and livelihood.

Samar road project delayed by NPA arsonists

From the Philippine News Agency (Jul 30, 2021): Samar road project delayed by NPA arsonists (By Sarwell Meniano)

DAMAGED. This photo released by the Northern Samar Police Provincial Office shows one of 10 heavy equipment torched by New People’s Army rebels in Las Navas town on Thursday (July 29, 2021). The incident will cause delay in the construction of a new highway that will connect the towns of Jipapad in Eastern Samar and Las Navas. (Photo courtesy of NSPPO)

The burning of heavy equipment used to build a road by the New People’s Army (NPA) is a clear indication that communist terrorist groups (CTGs) are against development in Northern Samar.

Maj. Gen. Pio Diñoso, commander of the Philippine Army’s 8th Infantry Division, said on Friday that the incident derails the completion of the vital road project that forms part of a road link that will connect Northern and Eastern Samar provinces.

“The recent burning in Las Navas, Northern Samar of construction equipment used for road projects clearly shows that the NPA is anti-development and anti-people,” Diñoso told the Philippine News Agency.

On Thursday, 20 NPA members burned 10 heavy equipment in San Francisco village, owned by CDU Construction based in Catarman town.

The PHP32-million worth of equipment torched by rebels include two backhoes, a bulldozer, loader, dump truck, self-loading truck prime mover, crane, grader, welding generator set, and road roller.

“There could only be one reason for this arson. Their demand for money or more money has not been met as contractors have had enough of these terrorists' extortion. Nonetheless, the contractors will not be cowed and have pledged to not give in to terrorists' demands,” Diñoso said.

The road under construction is part of the new highway that connects the towns of Jipapad in Eastern Samar and Las Navas in Northern Samar.

Work includes the opening of 1.8 kilometers roadway, concrete paving of 2.4 kilometers carriageway, drainage canal, construction of a bridge and its approaches, and installation of road safety devices.

Las Navas, a fourth-class town in Northern Samar with a population of 36,621, has been the center of propaganda by several organizations linked to the Communist Party of the Philippines (CPP)-NPA.

The CPP-NPA, which has been waging a five-decade armed struggle against the government, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Armed Forces of the Philippines Central Command has conferred the Gawad Kalinaw plaque and campaign streamer on the 79th Infantry Battalion for the dismantling of the New People’s Army Northern Negros Front recently.

Lt. Gen. Roberto Ancan, AFP Central Command chief, a Negrense, assisted by Col. Michael Samson, deputy commander of the 303rd Infantry Brigade, led the conferment of awards on July 27 at the 79IB headquarters in Brgy. Bato, Sagay City, and they were received by Lt. Col. J-Jay Javines, the battalion commander.

Five 79IB soldiers also received Silver Cross medals for their gallantry in action during the conduct of several focused military operations in northern Negros.

Ancan lauded the 79IB troopers for their relentless efforts that led to the dismantling of the NPA Northern Negros Front.

“Now that you have achieved your goal in dismantling the Northern Negros Front, your next mission is to protect the gains, prevent the NPA recovery efforts, and sustain peace and development in northern Negros,” he told the 79IB troopers.

“Let these gains serve as an inspiration for us to strive more, not only to win the peace, but to pave the way for new opportunities for Negrenses,” Ancan said.

Javines expressed his appreciation to past 79IB commanders for their efforts that led to the dismantling of NPA guerilla fronts.

“We are very much honored by this award, and this would not have been possible without the support of our stakeholders and peace-loving constituents in northern Negros,” he added.

Early this year, the AFP Central Command also declared to have dismantled the South East Front of the Komiteng Rehiyonal-Negros/ Cebu/Bohol/Siqujor, in Negros Oriental.

Duterte, Austin renew PH-US alliance

President Rodrigo Duterte and US Defense chief Lloyd Austin III (Presidential Photo)

President Rodrigo Duterte and United States (US) Defense Secretary Defense Lloyd Austin III believed Thursday that “enhanced communication and greater cooperation” can further boost Manila and Washington’s alliance.

During Austin’s courtesy call on Duterte at Malacañan Palace in Manila, the two had an “open and frank” conversation, the Office of the President (OP) said in a press statement.

Duterte and Austin, the OP said, agreed that the Philippines and the US should bolster their cooperation in battling the coronavirus disease 2019 (Covid-19) pandemic and transnational crimes, as well as in trade and investments.

“They agreed that the alliance can be further strengthened through enhanced communication and greater cooperation, particularly in the areas of pandemic response, combatting transnational crimes, including the war on illegal drugs, maritime domain awareness, the rule of law, and trade and investments,” it said.

Duterte also lauded the US for helping the Philippines in its fight against the Covid-19 pandemic, Malacañang said.

“The President expressed appreciation for the U.S' assistance in the country's fight against the Covid-19 pandemic, noting that the Philippines is among the beneficiaries of the COVAX Facility where the US is the largest contributor. The Philippines recently received more than three million vaccine doses under this facility,” the OP said.

‘Strong’ ties sought

The Palace said Duterte and Austin also discussed the status and “future” direction of the Philippines and the US’ engagement amid the two nations’ commemoration of the 75th founding anniversary of their diplomatic ties and the 70th anniversary of their Mutual Defense Treaty (MDT).

The Philippines and the US established their formal diplomatic relations on July 4, 1946. Five years after, or on August 30, 1951, the two nations inked MDT to boost their defense and security cooperation.

Austin, the OP said, said he has “great respect” for the Filipino people.

He also told Duterte that the US wants a “strong” relationship with the Philippines by being an “equal sovereign partner,” Malacañang said.

The Palace said Austin likewise relayed US President Joe Biden's greetings to Duterte.

Duterte, in response, conveyed his well wishes for Biden.

Austin is in Manila from July 29 to 30 for an official visit.

He is also scheduled to meet with Defense Secretary Delfin Lorenzana and Foreign Affairs Secretary Teodoro Locsin Jr.

Austin’s visit to the country came amid the suspension of the abrogation of the Visiting Forces Agreement (VFA).

Malacañang, however, did not mention as to whether the VFA was discussed during the 75-minute meeting between Duterte and Austin.

Lorenzana earlier said an “addendum” to the VFA will be discussed during his meeting with Austin.

On the other hand, Presidential Spokesperson Harry Roque on July 22 said the Philippines’ “debt of gratitude” to the US might convince Duterte to reconsider VFA.

Duterte on Feb. 11, 2020 ordered the abrogation of VFA.

The VFA was supposed to be officially scrapped in August last year, but its termination was postponed for the third time after Duterte in June this year extended its validity for another six months.

PH-US alliance makes Duterte reconsider VFA: Palace

President Rodrigo Duterte has decided to recall the termination of the Philippines’ Visiting Forces Agreement (VFA) on the ground of the two nations’ respect for their partnership being “sovereign equals,” Malacañang said on Friday.

Presidential Spokesperson Harry Roque issued the statement, the same day when Defense Secretary Delfin Lorenzana announced Duterte’s move to retract the abrogation of VFA following his meeting with US Defense Secretary Lloyd Austin III at Malacañang Palace in Manila on Thursday.

“PRRD’s (President Rodrigo Roa Duterte) decision to recall the abrogation of VFA is based on upholding PH strategic core interests, the clear definition of PH-US alliance as one between sovereign equals, and clarity of US position on its obligations and commitments under MDT (Mutual Defense Treaty),”
Roque said in a statement.

Roque was referring to the 1951 MDT that aims to step up the defense and security cooperation between the US and Philippine troops.

Duterte ordered the VFA’s revocation in February 2020.

The controversial military pact was supposed to be officially scrapped in August last year, but its termination was suspended for three six-month periods.

The latest was in June this year when Duterte decided anew to extend the VFA’s validity for six more months.

Lorenzana said the Philippines would continue to hold negotiations with the US to revisit the VFA.

The VFA, a 1998 defense deal between Manila and Washington, allows American forces to enter the Philippines sans passport and visa to allow them to participate in joint military drills in the host country.

The two countries are currently holding talks to come up with a “side agreement” that will serve as an addendum to the VFA.

During a meeting at Malacañang, Duterte and Austin agreed that “enhanced communication and greater cooperation” can further boost Manila and Washington’s alliance, the Palace said.

Despite the latest development, Roque said the Philippines would continue to engage other countries for “partnerships that work based on our core national interests.”

'Back on track'

In a joint press conference with Austin, Defense Secretary Delfin Lorenzana said military exercises between Manila and Washington DC are now “back on track”.

"Last night after the meeting between Secretary Austin and (the) President (Rodrigo R. Duterte), after Secretary Austin left Malacanang, the President decided to recall or retract the termination letter for the VFA, so the VFA is in full force again, there is no termination letter. We are back on track, Mr. Secretary to plan for future exercises under the VFA, thank you," Lorenzana said.

Lorenzana also said there is nothing to restore in the VFA as the original documents are still there.

"What happened was there was this termination letter that was submitted by the Philippines to the United States informing the (United) States that this treaty, agreement will (be) terminated in six months which the president extended several times but later has been retracted so I think happened and the VFA will continue, now regards to custody of people, I think that's one of the side agreements that had been in work by both sides and it will not affect the original document," he added.

Prior to the recall of the VFA's termination, Lorenzana said both the US and the Philippines as long-standing allies and friends are committed to shared goals of regional peace and security.

Meanwhile, Austin said the US continues to stand with the Philippines during this difficult time.

"I am privileged to be here during my first visit to the Philippines as Secretary of Defense and I'm glad to have the opportunity to reaffirm our shared commitment to the US-Philippines alliance," the US defense chief added.

Austin also said the Philippines is a valuable treaty ally.

"This year we mark our (75th anniversary of our) diplomatic relations and the 70th anniversary of our Mutual Defense Treaty so, especially this time to work together to advance our already robust defense cooperation and on behalf of the US, let me thank President Duterte for his decision to fully restore the Visiting Forces Agreement," he added.

As both countries continue to face a range of challenges from the climate crisis to the coronavirus disease 2019 pandemic, Austin said a strong, resilient, US-Philippine alliance is vital to the security, stability and prosperity of the Indo-Pacific.

"A fully restored VFA will help us achieve that goal together. I'm especially grateful for our long-standing US-Philippine Visiting Forces Agreement which enabled us to respond swiftly and seamlessly to disasters," he added.

Austin said the VFA made possible the conduct of more than 300 annual bilateral engagements with the Armed Forces of the Philippines from expert exchanges to ship visits, to component exercises and major training exercises such as Balikatan.

"And you know Balikatan being shoulder-to-shoulder in Tagalog, and that's exactly how we hope our alliance will (be in the) future," he added.

(Photo courtesy of AFP Public Affairs Office)

The Armed Forces of the Philippines (AFP) and the Philippine Economic Zone Authority (PEZA) have signed a memorandum of agreement (MOA) that will guide future use of military reservations as “defense industrial ecozones.”

AFP chief-of-staff Gen. Cirilito Sobejana and PEZA director general Charito Plaza signed the MOA at Camp Aguinaldo, Quezon City on Thursday.

“These identified ecozones are potential Asean regional production and distribution hubs for manufactured products, which will definitely optimize our resource generation opportunities that can significantly support the successful implementation of our Modernization Programs,” Sobejana said in a statement Friday.

Meanwhile, Plaza, who is also a reservist brigadier general, said the signing of the agreement will make the AFP and PEZA's collaboration institutional and is a concrete step toward the common goal of developing idle government lands like military reservations, to attract and create investments, bring in technology, and create jobs and livelihood for the people.

Both parties will endeavor to enhance the capacity of defense manufacturing sectors through regional economic zones, which shall serve as ready locations for defense manufacturing enterprises.

The AFP, with the assistance of PEZA, will explore the conversion, identify assets, and set the metes and bounds of some of its military lands for use as economic zones.

Meanwhile, PEZA will also provide assistance complying with regulations, administering incentives, and perform functions per Republic Act 7916 or the Special Economic Zones Act.

It will also assist in linking up the AFP with industries for possible joint ventures and other investment arrangements.

“We are extremely confident on the capability of PEZA [to help] the AFP and transform parts of our military real estates into bustling economic zones that will become an alternative source of funds for the procurement of modern assets and equipment for the Armed Forces,” Sobejana added.

The MOA will take effect upon the approval of Defense Secretary Delfin Lorenzana.

Sobejana is confident that this latest partnership will not only contribute in its campaign to win the peace but also in attaining their vision to become a “world-class Armed Forces, that is a source of national pride."

The United States welcomed on Friday President Rodrigo Duterte's decision to restore the Visiting Forces Agreement (VFA), citing the pact's importance to the two nation's security cooperation and the entire Indo-Pacific region.

"The United States welcomes President Rodrigo Duterte’s decision to recall the abrogation of the VFA. We strongly believe that the VFA, and the broader alliance that the VFA enables, strengthens not only the security of our two nations but also the rules-based order that benefits all nations in the Indo-Pacific,"
the US Embassy in Manila said in a statement.

Philippine Ambassador to US Jose Manuel Romualdez hailed the decision as a reflection of the two nations' "solid relationship".

"Restoration only means our relationship with the United States remains solid. Our hard work in Washington has paid off," he told the Philippines News Agency (PNA).

He added that Duterte made his decision after the meeting with US Secretary of Defense Lloyd Austin III in Malacañang on July 29.

Defense Secretary Delfin Lorenzana announced Friday the recall of VFA abrogation during his meeting with Austin, a day after the American official met with Duterte.

In February 2020, Duterte ordered the VFA's abrogation which was eventually postponed three times.

The most recent suspension, announced in June, was to allow Duterte to study it and both sides to "further address his concerns regarding particular aspects of the agreement".

Austin, for his part, said "a strong, resilient US-Philippine alliance will remain vital to the security, stability, and prosperity of the Indo-Pacific" and that a "fully restored VFA will help us achieve that goal together".

Austin also met with Foreign Affairs Secretary Teodoro Locsin, Jr. on Friday to discuss mutual security concerns between the two nations. During the meet, both officials reaffirmed their commitment to strengthen the Philippines-US alliance.

The Armed Forces of the Philippines (AFP) on Friday welcomed President Rodrigo Duterte's appointment of Lt. Gen. Jose Faustino, Jr. as its next chief.

"The AFP welcomes the decision of the President to appoint Lt. Gen. Jose Faustino as the next Chief of Staff of the AFP, replacing General Cirilito Sobejana who will retire on Saturday, July 31,"
said AFP public affairs office chief, Navy Capt. Jonathan Zata, in a statement.

Sobejana, a Medal of Valor awardee and member of the Philippine Military Academy (PMA) Class of 1987, is scheduled to retire after reaching the mandatory retirement age of 56.

His replacement, Faustino, a member of PMA Class of 1988, is the incumbent commander of the Joint Task Force Mindanao.

Faustino also served as acting commanding general of the Philippine Army and head of the Eastern Mindanao Command.

"His wealth of experience and passion for service as a Commander and staff officer gives him the mettle to lead the AFP in accomplishing its mission especially as we turn up a notch our operations in achieving lasting peace and development in the country," Zata said.

The Department of National Defense (DND) also expressed its full confidence in the capability of Faustino as the new AFP chief.

"A seasoned military commander, Lt. Gen. Faustino will ably direct our Armed Forces toward addressing the pressing peace and security concerns of our country, particularly, in ending the local communist armed conflict that has dragged our country down for the last five decades. We look to Lt. Gen. Faustino to lead our troops to continue making the AFP a highly professional, capable, and world-class organization that we envision it to be," Defense Secretary Delfin Lorenzana said in a statement.

Lorenzana, meanwhile, thanked Sobejana for his dedication to service and wished him the best on his retirement.

In a press statement, Presidential Spokesperson Harry Roque said the Palace wishes Faustino success as he takes the helm of AFP.

“We are confident that Gen. Faustino will continue the peace and development efforts of his predecessors while aggressively building up our defense capability,” Roque said.

Recall of VFA abrogation reinforces PH-US ties: solons

From the Philippine News Agency (Jul 30, 2021): Recall of VFA abrogation reinforces PH-US ties: solons (By Filane Mikee Cervantes)

ALLIES. Defense chiefs Lloyd Austin III of the US (left) and Delfin Lorenzana of the Philippines meet on Friday (July 30, 2021), the day after the American official paid a courtesy call on President Rodrigo Duterte in Malacañang. Austin said in his Twitter post that he discussed with Lorenzana a range of defense topics, including the decision by Duterte to fully restore the Visiting Forces Agreement. (Photo courtesy of US Secretary Austin Twitter)

President Rodrigo Duterte’s decision to recall the abrogation of the Visiting Forces Agreement (VFA) with the United States will be beneficial to all parties, given the current "uncertain and challenging" international political environment that is aggravated by the coronavirus disease 2019 (Covid-19) pandemic.

Speaker Lord Allan Velasco, in a statement on Friday, welcomed the continuation of the VFA and emphasized the need to maintain strong ties with the US.

"We hope this development will be the start of a closer and more cordial relationship between the Philippines and its long-time ally,"
Velasco said.

House Majority Leader Martin Romualdez said retracting the VFA termination would definitely help strengthen bilateral cooperation between the two countries.

"We should welcome all efforts to shore up relations with other countries, especially with our allies, as only through global cooperation can we survive from this world-wide crisis," Romualdez said.

"More than ever, we need partnership and collaboration with our brother-nations so that we may be able to withstand all threats that our country face right now and in the future," the Leyte solon added.

Muntinlupa Representative Ruffy Biazon, vice chair of the Committee on National Defense, likewise hailed President Duterte's decision following the visit of US Secretary of Defense Lloyd Austin III.

"It is assumed that Secretary Austin conveyed the Biden administration’s commitment to standing by the Philippines for mutual interest and benefit, particularly on security issues, hence the President’s redirection of his policy on the PH-US defense agreement,"
Biazon said.

Mutual interests

Biazon noted that Philippine defense and security interests will surely benefit in the continuing cooperation with the US.

"This bilateral cooperation between the Philippines and the US brings with it the strength of the Americans’ alliance with other nations that have upheld the free and open Indo-Pacific strategy as well as their support for the Arbitral Tribunal’s ruling favoring the sovereign rights of the Philippines in its Exclusive Economic Zone in the West Philippine Sea," he said in another statement.

Biazon said the VFA would also mean that the anti-terrorism drive, especially in the Southern Philippines, will continue to be bolstered by the US through operational and technical assistance as well as intelligence sharing.

"The resumption of joint exercises will be a boost in the Armed Forces of the Philippines’ capability, readiness, and inter-operational efficiency in meeting the security challenges the country may face," he said.

Malacañang said on Friday that Duterte decided to recall the termination of the Philippines’ VFA on the ground of the two nations’ respect for their partnership, being “sovereign equals".

Presidential Spokesperson Harry Roque issued the statement, the same day when Defense Secretary Delfin Lorenzana announced Duterte’s move to retract the abrogation of VFA.

“PRRD’s (President Rodrigo Roa Duterte) decision to recall the abrogation of VFA is based on upholding PH strategic core interests, the clear definition of PH-US alliance as one between sovereign equals, and clarity of US position on its obligations and commitments under MDT (Mutual Defense Treaty),” Roque said in a statement.

The 1951 MDT aims to step up the defense and security cooperation between US and Philippine troops.

Since last year

Duterte ordered the VFA’s revocation in February 2020. It was supposed to be officially scrapped in August last year but the termination was suspended for three six-month periods.

The latest was in June this year when Duterte decided anew to extend the VFA’s validity for six more months.

Lorenzana said the Philippines would continue to hold negotiations with the US to revisit the VFA.

The VFA, a 1998 defense deal between Manila and Washington, allows American forces to enter the Philippines sans passport and visa to allow them to participate in joint military drills.

Outgoing military chief bids farewell to trusty weapon

When Armed Forces Chief of Staff, Gen. Cirilito Sobejana, retires after 34 years in service on Saturday, he will also turn over his government-issued M-653 rifle, which he used for nearly three decades.

Sobejana said he was a young lieutenant when the weapon was issued to him.

“It was this weapon I used in 27 gun battles against rebels and terrorists, particularly the Abu Sayyaf Group on that fateful day of Friday the 13th 1995 in Matarling, Basilan where I was seriously wounded,”
he told the Philippine News Agency (PNA) in an exclusive interview on Friday, a day before he reaches the mandatory retirement age of 56.

As an Army Scout Ranger who specialized in jungle fighting, Sobejana saw action in various parts of the country, fighting insurgents and terrorists, even after he recovered from the 1995 Basilan incident where he almost lost his right arm.

For his bravery in leading 15 men against at least 150 bandits, he was awarded the Medal of Valor.

After undergoing a number of surgical procedures in the United States, he got used to firing the M-653 with his more able left hand, which he also uses to salute.

Sobejana thanked his Commander in Chief, President Rodrigo Duterte, for giving him the opportunity to serve as military chief.

He also thanked soldiers for their heroism and sacrifice in protecting the country, especially amid the pandemic.

A fitting ceremony, spiced with an honor parade, at Camp Aguinaldo will send off Sobejana.

He will be succeeded by Lt. Gen. Jose Faustino Jr., the incumbent commander of the Joint Task Force Mindanao and former acting commanding general of the Philippine Army.
