Three members, including a minor, of armed militia Dawlah Islamiya-Maute Group (DI-MG) have surrendered to the military in Marawi City, the Western Mindanao Command (Westmincom) reported Wednesday.

In a statement, the Westmincom
identified the former combatants as Ebra Apil, 58; his son Munder Ebra Apil, 29; and a 17-year-old who surrendered on February 15.

Brig. Gen. Jose Maria Cuerpo II, 103rd Brigade commander, said the minor participated in a series of encounters against government troops during the first quarter of 2021.

The minor was also with the group in an armed confrontation against the military on May 5 last year in Barangay Kalangnan, Piagapo where his older brother was killed,

Lt. Gen. Alfredo Rosario Jr., Westmincom commander, said the three surrendered through the help of Piagapo Vice Mayor Ali Lawis Sumandar and Abdullah Macapaar of the Moro Islamic Liberation Front's Ad Hoc Joint Action Group.

During the debriefing, the surrenderers told the military they surrendered for fear of dying, knowing that the military has intensified its operations to quell violent extremist activities.

“The military has gained ground. Their manpower and capability are continuously dwindling hence we encourage the remaining members of the Dawlah Islamiya to end their armed struggle peacefully and avail of the government’s programs implemented to assist them as they reintegrate into mainstream society,” Rosario said.

The three handed over one M16A1 rifle with a magazine and four ammunition, two .45-caliber pistols, and one magazine with seven ammunition.

For the first two months of this year, a total of 11 DI-MG combatants were neutralized in the Zamboanga Peninsula and Lanao provinces.

Of the 11, four were killed, four were apprehended and three surrendered.

The Department of Labor and Employment (DOLE) is pouring more funds for livelihood assistance to former rebels in four Northern Samar towns.

Virgilio Doroja Jr., DOLE Northern Samar provincial head, in a phone interview on Thursday, said they have already distributed livelihood grants to 24 former members of the New People’s Army (NPA) amounting to PHP900,000.

“We have earmarked another PHP1 million livelihood funds for former rebels identified by the provincial task force on ending local communist armed conflict (ELCAC),” Doroja said.

The distribution of livelihood assistance to another batch of former rebels is on February 23.

Recipients of livelihood kits are from the villages of Hitapian, Osang and Nagoocan in Catubig town; San Miguel in Las Navas; Quezon in Catarman; and Calantiao in Bobon.

These communities are included in the Barangay Development Program (BDP), a hallmark program of the central government to bring progress to former conflict-prone communities.


It is directed to the sustainable rehabilitation and development of 822 barangays to be given PHP20 million each for their respective projects.

Former rebels have been in the DOLE Integrated Livelihood Program (DILP), which provides in-kind livelihood assistance up to PHP30,000 to qualified and deserving beneficiaries.

“This initiative planned through consultative meetings between officials of DOLE Northern Samar field office and Governor Edwin Ongchuan intends to change the lives of former rebels and their families by providing them with sustainable sources of income and help them reintegrate into mainstream society,” Doroja added.

The 24 recipients are temporarily sheltered in the government-managed halfway house in Dalakit village dubbed Darangpan Center where former rebels have been receiving comprehensive assistance from various government agencies, including the Provincial Social Welfare and Development Office, the Department of Education, Technical Education and Skills Development Authority, among others.

Livelihood grant is one of the interventions of the National Task Force-ELCAC, created under Executive Order 70 issued on Dec. 4, 2018 and is tasked to “provide an efficient mechanism and structure for the implementation of the whole-of-nation approach to aid in the realization of collective aspirations for inclusive and sustainable peace.”

CAMP SIONGCO, Maguindanao – Two more communist New People’s Army (NPA) rebels have surrendered to the Army’s 5th Special Forces Battalion (SFB) in South Cotabato, the military here announced Thursday.

Brig. Gen. Pedro Balisi, the 1st Mechanized Brigade (Bde) commander, said
the rebels turned themselves in at Barangay Lambini, Banga, South Cotabato.

They belonged to Platoon Samsung, Guerilla Front 73, Far South Mindanao Region and yielded an M16 rifle, a .30-caliber M1 Garand rifle, and two hand grenades.


The surrenderers, one of them a woman, were presented to Balisi following their surrender on February 12 to 5SFB troopers.

“The surrender of the two rebels proves that the campaign of National Task Force-Ending Local Communist Armed Conflict (NTF-ELCAC) is an effective tool in addressing communist insurgency to compel these terrorists to return to the folds of the law and live peaceful and normal lives," Balisi said.

Maj. Gen. Juvymax Uy, Army’s 6th Infantry Division commander, commended the troops involved in the peaceful surrender of former NPA rebels.

“We expect a continuous influx of surrenderers as we intensify our campaign against the communist terrorist group in close collaboration with various stakeholders and local community leaders," said Uy, also the commander of the Army-led Joint Task Force Central (JTFC).

“The JTFC will always be relentless against the NPA and we will not stop in hunting them down to prevent them from committing atrocities against our communities,” he added.

The surrenderers are now undergoing custodial debriefing and are set to be enrolled under the Enhanced Comprehensive Local Integration Program (E-CLIP) for livelihood and financial assistance.

The 6ID said the surrender of the two raised the number of NPA surrenderers in Central Mindanao to 70 since January this year.

The Communist Party of the Philippines - NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the National Democratic Front as a terrorist organization on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA that was created in April 1973.

GUINDULUNGAN, Maguindanao – Police have filed multiple murder and frustrated multiple murder charges against 22 persons, including a village chairman who is running for vice mayor in Maguindanao, in connection with the ambush that left 10 persons dead here on February 12.

This came about as one of the three injured victims injured in the same incident died in the hospital Wednesday, according to the town police.

Lt. Anwar Mabatao, Guindulungan town police chief, said Thursday included among those charged was Barangay Kitapok chairman Tamano Mamalapat of Datu Saudi Ampatuan town.

Mabatao said the ambush survivors identified the attackers during the police investigation.

“They (survivors) were on board the third vehicle in the three-car convoy and, although injured, managed to back off after trading bullets with the attackers,” he said.

In a media interview, however, Mamalapat, who is seeking the vice mayoralty post of Datu Saudi Ampatuan, denied any involvement in the ambush.

He said it was even him who facilitated
the peaceful settlement of the long-standing “rido” (clan war) involving Pegs Mamasainged alias "Commander Black Magic” of the Bangsamoro Islamic Armed Forces - Moro Islamic Liberation Front (BIAF-MILF) and Jordan Mama Lintang alias “Commander Jordan,” leader of a private armed group.

Police said Lintang and his son Morsid were believed to be behind the ambush on Feb. 12 in Barangay Malumames, Guindulungan, Maguindanao.


The victims, onboard three vehicles, were on their way to a “rido” settlement and “kanduli” (thanksgiving) in Barangay Kitapok, Datu Saudi Ampatuan when the ambush occurred.

“It was me who wanted a settlement of their dispute, how come you have this report that I masterminded the ambush, that is not true,” Mamalapat said.

Mamasainged and Lintang were locked in a decades-old “rido” that stemmed from land conflict and territorial dispute.

Initially killed in the ambush were Mamasainged and his sons Sadam, Sadre, Johari, Kamaro, and five other relatives.

Capt. Fayeed Cana, speaking for Maguindanao provincial police office, said the suspects and the victims were related by blood and by affinity.

The police, the BIAF, and the government-MILF ceasefire panel are conducting a joint investigation on events leading to the ambush to help settle the conflict and prevent escalation or retaliatory attacks.

Criminal charges have been filed against communist rebels involved in the road blocking and ransacking of houses in the town of Cortes on February 10, the Surigao del Sur Police Provincial Office (SDSPPO) disclosed Thursday.

In an interview, SDSPPO Director Col. Joseph Boquiren said
at least 24 New People’s Army (NPA) insurgents were included in the criminal charges.

“Charges of robbery in band and violation to the provisions of Republic Act No. 9851, otherwise known as Crimes Against International Humanitarian Law, Genocide, and Other Crimes against Humanity were filed last February 14 at the provincial prosecutor's office in Surigao del Sur,” Boquiren said.

The rebels accused in the criminal complaint included Joel Mahinay, alias “Nico” of the Guerrilla Front 30, North Eastern Mindanao Regional Committee of the NPA, he added.


The group of NPA guerrillas blockaded a portion of the national highway in Sitio Lubcon, Barangay Mabahin, Cortes town last February 10, instilling fear among residents in the area.

The rebels also flagged down and threatened motorists and ransacked houses in the sitio, including the residence of a retired Army officer.

“The successful filing of criminal charges against the NPA rebels is in line with the intensified campaign of SDSPPO to fight all forms of criminality,” Boquiren said.

The success of the filing of criminal charges, he added, is also attributed to the support and cooperation of the residents in the area who were greatly affected by the harassment made by the NPA rebels during the incident.

CAMP SIONGCO, Maguindanao – For their courage in battle, five soldiers of the Philippine Marine brigade in Maguindanao were awarded with wounded personnel medals (WPMs), the military here said Thursday.

Major Gen. Juvymax Uy, the Army’s 6th Infantry Division (ID) commander who has jurisdiction over the 2nd Marine Battalion Landing Team deployed in Lanao del Sur, personally pinned the medals to wounded the Marines on Wednesday at Camp Siongco Station Hospital here.

Uy said the injured Marines, who were not identified pending notification with their respective families, are under the 6ID-led Joint Task Force Central (JTFC) who risked their lives fighting the Dawlah Islamiya (DI) terrorist group in the Balabagan–Malabang area in Lanao del Sur.

Two DI terrorists were neutralized in the operation on February 2.

“The WPMs were awarded in recognition of the bravery and gallantry of the Marine troops during an encounter with the DI terrorists putting their lives in grave danger in the discharge of their duties,” Uy said in a statement.

He was assisted by Col. Michael Santos, 6ID chief of staff, during a simple ceremony to recognize the wounded personnel and distribute financial assistance.

The Joint Task Force (JTF)-Sulu has handed over four Abu Sayyaf Group (ASG) surrenderers to the Municipal Task Force in Ending Local Armed Conflict (MTF-ELAC) in Luuk town for reintegration to mainstream society, officials said Thursday.

The MTF-ELAC is Sulu’s version of the national government’s National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), which was created through Executive Order 70 signed by President Rodrigo Duterte in 2018 institutionalizing the whole-of-nation approach to address the local communist armed conflict.

On Wednesday, Brig. Gen. Antonio Bautista Jr., JTF-Sulu acting commander,
brought ASG surrenderers Ibrahim Asara, 52; Ahamad Inggal, 37; Marson Adong Awwalon, 28; and, Kimar Diray, 27, before the MTF-ELAC members.


The handover ceremony was held at the headquarters of the 4th Marine Brigade (MBde) in Barangay Tandu Bato, Luuk, Sulu.

In a statement Thursday, Bautista said the four ASG members have surrendered through the efforts of the 4MBde.

Bautista said the ASG surrenderers also turned over four high-powered firearms to the MTF-ELAC represented by Luuk Municipal Councilor Alnur Arbison.

He thanked the collective efforts of 4MBde, partner government agencies, and non-government organizations that led to the surrender of the four ASG members.

“Since you approached the government and laid down your arms, we must make sure that you will have a good life. We are working hard to support you,” he told the ASG surrenderers.

The reintegration program aims to transform the former members of the ASG to become productive and responsible citizens.

Meanwhile, the Public Attorney’s Office (PAO)-Sulu offered legal services to 81 ASG surrenderers, some of whom have surrendered in 2020.

Lawyer Shine Novel Saipudin, representing PAO-Sulu Chief Anne Pierreangeli Ledesma, said the surrenderers who do not have standing warrants of arrest will be assisted in clearing their names on the security sector's watchlist.

Saipudin said those who have existing warrants of arrest, on the other hand, will be acquainted with the process of law and how their cases can be legally resolved.

Police investigators are looking into the involvement of the New People’s Army (NPA), armed wing of the Communist Party of the Philippines (CPP), in the killing of the husband and son of a village chairperson in Vallehermoso, Negros Oriental.

Lt. Col. Ruben Verbo, Jr., head of the Police Community Affairs and Development Unit (PCADU) and public information officer of the Negros Oriental Provincial Police Office (NOPPO), told the Philippine News Agency on Thursday that the planned establishment of a Philippine Army detachment in the area might have prompted the rebels to stage the attack.

On Wednesday evening, four unidentified armed men barged into the residence of the Barangay Malangsa chief Beatriz Perater and shot Lucio, the husband, and their son, Tony, in her presence.


Both victims were rushed to the Rural Health Unit of Vallehermoso but they were declared dead on arrival.

“Until now, the barangay captain is still traumatized and incoherent following the shooting of her family,” Verbo said.

It was not immediately known why she was spared, Verbo added.

Investigation revealed that the village chief, in coordination with the local government unit, recently participated in the cadastral survey of a piece of land to be used by the 62nd Infantry Battalion of the Philippine Army for a detachment.

Meanwhile, the police in Negros Oriental denounced the Vallehermoso shooting incident on its Facebook page.

Verbo said based on police investigation, the shooting of the father and son is not considered an election-related violent incident because the barangay chairperson is not seeking any local post in the May 9 polls.

The Philippine Army (PA) and the Philippine Coconut Authority (PCA) signed a revised memorandum of partnership which would allow the agency to assist the service in using areas in reservations that are suitable for coconut farming.

"Commanding General, Philippine Army (CGPA) Lt. Gen. Romeo S. Brawner, Jr. and PCA Administrator Gen. Benjamin R. Madrigal, Jr. (Ret.) signed the Revised Memorandum of Partnership that covers PCA’s assistance in the use of open areas within military reservations that are suitable for coconut farming and the inclusion of coconut growers and cooperatives as program parties," said Army spokesperson, Col. Xerxes Trinidad, in a statement late Wednesday.

The revised deal signed on Wednesday also authorized PA major units to enter into localized partnerships with PCA.

It also assured the Army’s logistical support to PCA in the implementation of programs related to the partnership.

The original PA-PCA deal, signed on July 20, 2020, supported the Army’s “Green Camp Program” which is in line with the national government’s anti-insurgency campaign and pandemic response efforts.

Brawner said the signing of the expanded partnership deal shows the mutual commitment of the PA and PCA in attaining sustainable peace and security.

“Our meaningful partnership further alleviates the devastating impact of the Covid-19 pandemic and likewise uplifts the socioeconomic welfare of agriculture workers across the country,” he added.

Department of the Interior and Local Government (DILG) Secretary Eduardo Año said some persons are being monitored in connection with the reported plan of the Middle East-based Hamas militant group to operate in the Philippines.

"Those people mentioned in the report are now under surveillance and monitoring,"
he said in a phone interview on Wednesday night, referring to a report that was recently submitted to him by the Philippine National Police (PNP).


He, however, did not say how many individuals are being monitored for supposedly being involved in the plot.

"The PNP Intelligence Group is into this, they're monitoring the movement of these Filipinos who are reportedly (involved)," said Año, adding that the effort has been coordinated with the Anti-Terrorism Council.

While he believes that the plot was already preempted, the DILG chief said intelligence personnel continue to monitor and gather relevant information on the matter.

"There are no indicators that they are really on the verge of implementing it (plan to establish foothold). It's still information that is being acted upon by the intelligence community," the DILG chief added.

On Tuesday, the PNP Intelligence Group said it has uncovered a plan to recruit Filipinos who will be "utilized to kill Jews present in the country, conduct rallies at the Israeli embassy and spread (of) video propaganda against Israel."

The information was uncovered through information provided by a local contact of Hamas who was allegedly approached by Hamas-Foreign Liaison Section head Fares Al Shikli, who is based in Turkey, as early as 2016.

The "local contact" reportedly made several trips to Malaysia from 2016 to 2018 to discuss the possibility of launching attacks in the Philippines in exchange for financial assistance.

This is not the first time Hamas tried to establish a presence in the country.

In January 2018, police operatives arrested Iraqi national Taha Mohammed Ahmed al-Jabouri in Pampanga.

The 64-year-old Al-Jabouri, who was later deported by the Bureau of Immigration to Turkey, was described by the police as a "chemist with knowledge on explosives" and "closely affiliated" with Hamas.

Armed Forces of the Philippines (AFP) chief-of-staff, Gen. Andres Centino, has lauded field units in Eastern Mindanao for their accomplishments against the communist terrorist group (CTG) operating in the region.

He made this statement during his visit to the 1003rd Infantry Brigade in Bunawan District, Davao City, and the 403rd Infantry Brigade in Malaybalay City, Bukidnon on February 16.

"I came here to relay the congratulations of the President to the units of Eastern Mindanao Command for their successful campaign that included the dismantling of Sub-Regional Committee (SRC) 5 and the neutralization of CTG leaders Jorge Madlos and Menardo Villanueva, among others,"
Centino said in a statement Thursday.


As part of his visit, the AFP chief awarded medals to outstanding military personnel involved in the campaign that led to the dismantling of SRC 5.

He also reminded the troops to maintain discipline as the AFP continues to complete its urgent tasks to end the local communist insurgency and secure the upcoming election.

"I make it a point to reach out, to see for myself the situation of our troops. As a commander and Chief of Staff, I take it upon myself to personally rally our troops and lead from the front," Centino added.

He also lauded the discipline being maintained by the units.

"Discipline is what describes our organization. I've seen our transformation; we're very different now than when we were lieutenants. We have gone a long way. Let's take advantage of the people's trust to sustain our momentum," Centino said.

The government's counter-insurgency Barangay Development Program (BDP) will continue even amid this year's national and local polls.

Monico Batle, director of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), said the anti-insurgency task force has sought exemption from the ban on public spending under the Commission on Election (Comelec) Resolution No. 10747.

"Hindi po titigil yung implementation ng projects dahil po nag-request na tayo sa Comelec ng exemption ban. Ibig sabihin yung release of funds, yung delivery ng materials and equipment to and from project area and venue hindi po yan hihinto, tuluy-tuloy po iyan (The implementation of projects will not be halted because we already requested the Comelec to exempt us from the ban. That's means the release of funds, delivery of materials and equipment to and from project area and venue will not be stopped, it will continue),"
Batle said Thursday.


The Comelec resolution prohibits release, disbursement, or expenditures of public funds and construction of public works from March 25 to May 8.

"Ina-assure ko lang po yung ating mga kababayan na hindi po tayo covered ng election ban (I just want to assure you that we are not covered by the election ban)," Batle said.

He also said President Rodrigo Roa Duterte’s administration is already preparing for the sustainability of the anti-insurgency projects and programs even the new government takes over after June 30 this year.

"At the national level, nag-prepare po tayo so kung ang mananalong presidente ay pabor sa NTF-ELCAC mas maganda, but kung yung susunod na pangulo hindi pabor sa NTF-ELCAC at barangay development program, naka-establish na po tayo ng sistema (We already prepared at the national level so if the winning president is in favor of the NTF-ELCAC then much better. But, we already have established a system just in case the next president is not in favor of the NTF-ELCAC and the barangay development program)," he said.

Batle said tasking for the BDP is already in place, which will be carried out by the Department of the Interior and Local Government (DILG).

"Pati pondo. Hindi na pwedeng galawin ng susunod na pangulo or yung susunod na administration kasi downloaded na siya (And even the funds, it cannot be touched by the next president or the next administration, because it has already been downloaded)," he added.

He also assured that systems for monitoring, assessments and evaluations are likewise established to ensure that all projects and programs per barangay level are being pursued accordingly.

The move of the NTF-ELCAC is in response to the clamor of various conflict-affected communities benefitting from the anti-insurgency programs, such as BDP and the Enhanced Comprehensive Local Integration Program (E-CLIP), the task force's whole-of-the-government approach to address development and security issues affecting former rebels and indigenous peoples within communist-infiltrated areas.

The NTF-ELCAC and its regional counterparts have been implementing BDP that aims to deliver various government projects to about 1,406 barangays nationwide identified as conflict-afflicted and geographically isolated villages that have been considered "cleared" from the influence of communist rebels.

Each barangay is entitled to PHP20 million worth of farm-to-market roads, classrooms, water and sanitation systems, health stations, and livelihood projects.

The Israel Embassy in Manila is monitoring developments in the Philippines following an intelligence report alleging Palestinian militant group Hamas was planning to recruit subordinates to mount an attack against Israeli nationals.

"We appreciate the efficient response of the Philippine police and their efforts to make sure that the Israelis are well-protected. We are closely monitoring this," the Embassy said Thursday.

The statement came following a report that Hamas has denied the supposed plot.


Citing a source from Hamas, Gaza-based Shehab News Agency said the movement had belied the allegation, noting "commitment to its well-known and declared policy of limiting its conflict with the Israeli occupation within the occupied Palestinian territories, and not to transfer it to any Arab or foreign lands."

On Tuesday, the Philippine National Police Intelligence Group said it uncovered a plan to recruit Filipinos who will be "utilized to kill Jews present in the country, conduct rallies at the Israeli embassy and spread (of) video propaganda against Israel."

The information reportedly came from a local contact approached by a certain Fares Al Shikli, who the PNP alleged as the Hamas Foreign Liaison Section head.

Five more senior officials of the Philippine National Police (PNP) were promoted to the next higher rank.

PNP chief, Gen. Dionardo Carlos, led the induction of the newly-promoted officials to their posts in a ceremony in Camp Crame on Thursday.

Promoted to two-star rank was PNP Director for Human Resource and Doctrine Development, Maj. Gen. Arthur V. Bisnar.

Meanwhile, promoted to one-star rank were Brig. Gen. Rolando Destura, deputy regional director for the administration of the Police Regional Office 12 (Soccsksargen); Brig. Gen. Percival Rumbaoa, liaison officer of the Office of the Chief PNP to the Office of the President; Brig. Gen. Wilson Joseph Lopez, police attaché to Washington D.C. at the Directorate fo
r Intelligence; and Brig. Gen. Cesar Pasiwen, executive officer of the Area Police Command.

Carlos commended the promotees in this momentous milestone of their career in the police service.

Carlos also urged the newly-promoted generals to serve as epitomes of the highest standards of professional behavior necessary to forge an environment of mutual respect between police officers and the general public.

Kuta Heneral Teodulfo Bautista, Jolo, Sulu – “This commemoration symbolizes unity and understanding between the AFP and the MNLF,” says Brigadier General Antonio Bautista, Jr., acting commander of the Army’s 11th Infantry Division (11ID) and Joint Task Force Sulu (JTF-Sulu), during the 41st commemoration of the Pata Island incident at Brgy Likud, Pata town, February 12.

Commanders from the Armed Forces of the Philippines (AFP) covering the area headed by Brigadier General Bautista and the Moro National Liberation Front (MNLF) members led by Mr Khadafy Kahal offered wreath at the memorial marker where the remorseful incident transpired that claimed lives of the 31st Infantry Battalion soldiers and numerous civilian populace.

The surrounding was filled with solemnity, honor, and respect when the 21-gun salute was fired and the bugle “taps” was sounded.
 
To recall, the Pata Island incident that happened on February 12, 1981, is considered the bloodiest and the biggest number of casualties ever incurred by the AFP in a single incident since the start of the conflict in Mindanao.

Mr Khadafy Kahal during the formal talks said that the MNLF leadership and its members were delighted with the presence of the military in the area to remember the darkest history of the past that served as a lesson for both parties to embrace peace.

He further said that there is no joy in killing each other and that the Pata incident should remind everyone to be open and understanding with each other, despite differences in belief and diversity in culture.

Meanwhile, Brigadier General Bautista expressed his gratitude to the 4th Marine Battalion Landing Team (MBLT), who initiated and prepared everything for the activity.
 
He also tendered his appreciation to the residents of Pata, particularly the MNLF leaders and its members, for the warm welcome and accommodations accorded to all soldiers who sailed from the mainland Sulu who witnessed the momentous event.

Brigadier General Bautista said that the event symbolizes unity and understanding in his message.
He further said that, there is no need to keep the past wounds, for those who sacrificed their lives were all brothers and sisters under one national flag.

“Today’s gathering is a symbol of cooperation and understanding. We must set aside the wounds of the past. Instead, let us use them as a guide and basis for building a healthy connection based on mutual respect,” Brigadier General Bautista said.

“Let us continue to work hard to fulfill our duties and responsibilities to help each other for the benefit of our fellow Filipinos,” adds Brigadier General Bautista.”

Brig. Gen. Joel Alejandro Nacnac, Director of the Armed Forces of the Philippines Center for Law of Armed Conflict (AFPCLOAC), visited the Western Mindanao Command early morning Wednesday, February 16, 2022. He spearheaded the conduct of advocacy and case audit on International Humanitarian Law and Human Rights to key officers and enlisted personnel of WestMinCom through a blended meeting.
 
Brig. Gen. Nacnac was received by Brig. Gen. Arturo Rojas, Deputy Commander for Operations of WestMinCom, at the Laong Laan Hall at Camp Navarro, Calarian, this city. They were joined by the Command Staff during the short conversation thereat.
 
The two generals discussed the importance of adherence to the International Humanitarian Law and Human Rights during the conduct of military operations. The two agreed that there is a need to periodically conduct workshops and conferences to constantly remind the military personnel to stick to the laws of armed conflict as they work for the attainment of lasting peace and progress in the communities.

The AFPCLOAC also monitors IHL violations committed by the enemies of the state and reports such violations to the Commission on Human Rights. Violations include the utilization of child combatants and recruitment by the Communist Terrorist Group.

One hundred forty former violent extremists in Maguindanao received livelihood assistance from the local government on February 16, 2022. Maguindanao Governor Bai Mariam Sangki-Mangudadatu spearheaded the distribution of assistance to the beneficiaries during the “Mass Awarding of Live Assistance to Former Violent Extremists and MOU Signing between AGILA HAVEN and Criminal Investigation and Detection Group” held at the 6th Infantry Division headquarters, Camp Siongco, Awang, Datu Odin Sinsuat, same province.
 
According to Maj. Gen. Juvymax Uy, Commander of Joint Task Force Central, the beneficiaries are former members of the Bangsamoro Islamic Freedom Fighters and Daulah Islamiyah who chose to voluntarily surrender to the military in the area. The AGILA HAVEN distributed 16 rotavators, 13 motor cabs, and assorted goods to the former violent extremists. These will help them start anew.
 
During the activity, a ceremonial signing of the Memorandum of Understanding between the AGILA HAVEN and the Criminal Investigation and Detection Group took place. Police Maj. Gen. Albert Ignatius Ferro of the CIDG inked a peace and development covenant with Gov. Sangki-Mangudadatu.
The governor emphasized that her advocacy is to attain PURE which stands for Peace, Unity, Reconciliation, and Empowerment. She strongly believes that these are the keys to a progressive Maguindanao.
 
The significant event was witnessed by no less than the Secretary of National Defense Delfin Lorenzana, WestMinCom Commander Lt. Gen. Alfredo Rosario, Jr., JTF Central’s Maj. Gen. Uy, and Department of Interior and Local Government Assistant Secretary Alexander Macario.
 
In his message, Sec. Lorenzana said, “We have learned our lessons that fighting is not the answer. There are lots of issues to be solved here in Maguindanao but with everybody’s cooperation, we can get rid of all of these.”
 
“To the beneficiaries, hopefully, you will use the implements given to you to improve your state of living. May you be able to establish your families here and start living a peaceful and progressive life with them,” SND added.

He also commended the military and the local government units for doing a great job in winning the peace in Central Mindanao.
 
Meanwhile, Lt. Gen. Rosario, Jr. said the AFP supports the advocacy of the provincial government of Maguindanao particularly in their efforts to end terrorism and violent extremism. “Let us continue to advance the peace and development not only for ourselves but most especially for the future generations,” Lt. Gen. Rosario, Jr. added.
 
Also present during the activity were the brigade and battalion commanders of the military units operating in Maguindanao, the provincial and municipal government officials of Maguindanao, and other guests.

Provincial Government of Basilan headed by Governor Jim S. Hataman Salliman thru the Office of the Provincial Agriculturist of Basilan in partnership with 4th Special Forces Battalion, Municipal Agriculture Office of Maluso and Barangay Local Government Unit launched an Agri-Livelihood Project for the Internally Displaced Persons of Barangay Muslim Area, Maluso, Basilan Province on 17 February 2022.

The project was conceptualized after the residents in the area were finally convinced by the government to return to their homes which they previously abandoned back in 2017 because of fear of the presence of Abu Sayaff Group and other lawless elements in the area.

Since then, livelihood among the residents was identified as one of the key problem that needs immediate intervention to bring development in the area.

After several dialogues, consultation, and area assessments in partnership with the Office of the Provincial Agriculturist of Basilan and other stakeholders, the Agri-Livelihood Project come into place.

During the project launching, Dr. Surhayda T. Aguisanda expressed the impact of the project in advancing the food security of Basilan.

“Sa pamamagitan ng proyektong mabibigyan natin ng alternatibong pagkakakitaan ang mga residente ng Muslim Area. Bukod dito ay makakatulong tayo na masiguradong may sarili tayong supply ng pagkain para sa mga mamamayan ng Basilan.” Dr. Aguisanda exclaimed.

First Lieutenant Emmanuel Tactay, the Civil Military Operations Officer of 4th Special Forces Battalion pointed out the importance of the project not only in the development of the Barangay but also its impact on the overall peace and security of Basilan Province.

“Hindi lamang kabuhayan ng mga residente ang dala ng proyektong ito. Kalakip na rin dito ang pagsulong ng kapayapaan at seguridad para sa buong probinsya ng Basilan.” First Lieutenant Tactay expressed.

Farmers of Barangay Muslim Area will undergo a series of agricultural seminars hosted by OPAG ranging from Farm Planning, Fertilizer and Seed Preparation to actual Field Demonstration on farming. OPAG also provided seeds, fertilizer and various farm implements to aid the farmers during the project implementation. The project is expected to yield in 45 days.

The AFP’s Deputy Chief of Staff for Plans, J5 Maj. Gen. Jeffrey Hechanova, visited Northern Luzon Command today, February 17 at Camp Aquino in Tarlac City where he was received by NoLCom’s Deputy Commander Brig. Gen. Leandro Abeleda III and the NoLCom staff.

The visiting general witnessed and apprised the command’s proposed Joint Force Operating Concept (JFOC) which was presented in a briefing by NoLCom’s Assistant Chief of Unified Command Staff for Plans, U5, Col. Jose Tadeo Javier.

“The NoLCom JFOC prescribes the broad approaches for which the joint forces are employed to operate in addressing the external and internal defense and security challenges in its operating environment. It also describes the required force design of joint force for NoLCom to effectively perform its mandated mission and promote interoperability in its joint area of operations (JAO),” explained Col. Javier.

During his presentation, Col Javier emphasized the need for the JFOC which will serve as the basis of the NoLCom in conducting its operation in the future operating environment to achieve its mandated mission and the AFP’s mission of securing the state and the people.

In Maj. Gen. Hechanova’s message, he expressed his gratitude to the men and women of NoLCom for their warm welcome and lauded the staff for taking the initiative in conceptualizing NoLCom’s JFOC that will serve as a guide for the command’s future operations planning and capability development, which also aligns to the AFP’s Strategic Direction for 2028.

“Your initiative manifests your commitment to bettering the joint operations environment in your area of responsibility. I assure you that the office of the J5 will always be ready to help until we can fully implement NoLCom’s proposed JFOC,” said Maj. Gen. Hechanova.

Meanwhile, Commander NoLCom Lt. Gen. Ernesto Torres Jr. said that “the proposed NoLCom JFOC, is a work-in-progress and subject for scrutiny for us to be able to refine this so that we can have a good guide as we move forward in our military campaign in Northern Luzon.”

“As the AFP aims to advance and promote a culture of ‘jointness’, all of its units, offices, Major Services, AFP-Wide Service Support Units, and Unified Commands will be able to work seamlessly and in unity to articulate the AFP’s strategic thrusts and transformative shift and contribute to realizing the AFP’s vision of a world-class Armed Forces, a source of national pride, “Lt. Gen. Torres furthered.

NolCom is the AFP’s stronghold against terrorism and other external threats. It covers the land areas of Ilocos, Cagayan Valley, Central Luzon, and the Cordillera Administrative Region including the vast, resource-rich maritime areas of the Bajo De Masinloc (Scarborough Shoal) in the West Philippine Sea, the Philippine Rise (Benham Rise), and the Batanes Strait.

MAWAB, DAVAO DE ORO – Chief of Staff of the Armed Forces of the Philippines General Andres C Centino visited and personally congratulated the men and women of the 1003rd Infantry “Raptor” Brigade of the 10th Infantry “Agila” Division for the valuable efforts they exemplified in totally defeating the Sub-Regional Committee 5, Southern Mindanao Regional Committee (SRC 5, SMRC) of the Communist Terrorist Group (CTG) at 1003rd Brigade Headquarters, Purok 9, Barangay Mahayag, Bunawan District, Davao City.

General Centino visited the brigade Wednesday morning, February 16, 2022, that was attended as well by BGen Allan D Hambala, acting Division Commander of 10ID to extend also the congratulations of the Republic of the Philippines President, Rodrigo Roa Duterte to the units of Eastern Mindanao Command for their successful campaign that included the dismantling of SRC 5 and the neutralization of CTG leaders Jorge Madlos and Menardo Villanueva, among others.

“I make it a point to reach out, to see for myself the situation of our troops. As a commander and Chief of Staff, I take it upon myself to personally rally our troops and lead from the front,” General Centino said.

Furthermore, General Centino together with 1003rd ‘Raptor’ Brigade Commander Colonel Consolito P Yecla also pinned the Military Merit Medal (MMM) to eight (8) Raptor Brigade officers and enlisted personnel in recognition for their valuable contribution in accomplishing such a huge feat.

On a separate event during the ‘talk to troops’ Centino encouraged the whole Raptor Brigade and Agila Troopers to not let their guard down to produce a decisive result in defeating the CTG, as only five (5) months left before the present Commander-in-Chief steps down in June.

It can be recalled that SRC 5 was once considered the most advance sub-regional unit in Southern Mindanao. However, during the almost eight (8) months (15 July 2021 – 08 February 2022) operation against the SRC 5; two (2) were killed, ten (10) captured, 75 surrendered which totals to 87 were neutralized; and 58 high-powered firearms (HPFA) and nine (9) low-powered firearms (LPFA) were recovered that led to the total collapse of the said unit.

Three members of the Daulah Islamiyah-Maute Group surrendered to the 103rd Infantry Brigade in Kampo Ranao, Marawi City Tuesday morning, February 15, 2022. The surrendered personalities were identified as Ebra Apil, a.k.a. Brando/Ibrahim, 58 years old; his son Munder Ebra Apil, a.k.a. Munder, 29 years old, both residents of Barangay Tapurog, Piagapo, Lanao del Sur; and Darda Lidasan, a.k.a. Abu Turaife, 17 years old, and resident of Barangay Lininding, Piagapo, Lanao del Sur.

Lt. Gen. Alfredo Rosario, Jr., Commander of Western Mindanao Command said the surrender was a result of the joint efforts of Joint Task Group Haribon led by Brig. Gen. Jose Maria Cuerpo II, 51st Infantry Battalion led by Lt. Col. Fernando Payapaya, Piagapo Vice Mayor Ali Lawis Sumandar, Mr. Abdullah G. Macapaar, a.k.a. Commander Bravo, the MILF AHJAG, and the local government of Piagapo.

According to Brig. Gen. Cuerpo II, Abu Turaife participated in the series of encounters of the DI-Maute Group with the soldiers during the 1st quarter of 2021. He was also with the group during an armed confrontation with the military on May 5, 2021, in Barangay Kalangnan, Piagapo where his older brother, a.k.a. Akrima, was killed. He then went on lie low status since then.

During the debriefing, the former violent extremists said they decided to surrender for fear of losing their lives knowing that the military continues to intensify its operations to quell all violent extremist activities. They also realized that fighting against the government is not the right thing to do. “It is not in accordance with the true teachings of Islam,” they said.

The surrendered personalities handed over one M16A1 rifle with a magazine and four ammunition, two cal. 45 pistols, and one cal. 45 magazine with seven ammunition.

Maj. Gen. Generoso Ponio, Commander of Joint Task Force ZamPeLan lauded the efforts of the soldiers, local officials, and traditional leaders to facilitate the peaceful surrenders of the DI-Maute Group remnants.

For the first two months of 2022, a total of 11 Daulah Islamiyah members were neutralized in ZamPeLan area. Of the 11, four were killed, three surrendered, and four were apprehended.

“The military has gained ground. Their manpower and capability are continuously dwindling hence we encourage the remaining members of the Daulah Islamiyah to end their armed struggle peacefully and avail of the government’s programs implemented to assist them as they reintegrate into mainstream society,” Lt. Gen. Rosario, Jr. urged.

A closed-group discussion with the NoLCom Commander; Col. Alaric Avelino Delos Santos, NoLCom’s Assistant Chief of Unified Command Staff for Civil-Military Operations, U7; and Lt. Col. Elmar Salvador, NoLCom’s Chief, Public Information Office took place after the amenities.

Mr. Datu expressed his gratitude for the warm welcome and vowed his support towards the command’s campaign against Communist terrorism and violent extremism through the use of factual reporting and efficient information dissemination of the command.

“We reaffirm our support to NoLCom and its endeavors in sustaining peace and development here in Central Luzon. In particular, we are strengthening our partnership in information dissemination using all available platforms be it radio, television, social media, and interpersonal,” said Mr. Datu.

Mr. Datu also assured the general that PIA-Central Luzon will help capacitate NoLCom personnel from the joint task forces down to the battalion level in the different aspects of communication.

Meanwhile, Lt. Gen Torres expressed his gratitude for the support of PIA in promoting their peace, security, and development campaigns more particularly in helping the security forces build an environment of lasting peace and development in the northern and central Luzon.

Lt. Gen. Torres Jr. also emphasized the importance and contribution of the media in making sure that the government’s message in ending the local communist armed conflict will reach the general public.

“With our synergistic efforts, we can help deliver the message of peace and trigger the awakening of patriotism of our brothers and sisters who are still under the manipulative grasps of the Communist terrorists,” said Lt. Gen. Torres.

The PIA is the country’s official public information arm. It specializes in development communication and serves as a communications component of the government’s programs through multi- media strategies.
