Metro Manila (CNN Philippines, July 6) — The Philippine Coast Guard (PCG) on Thursday said it has already reported to authorities details of the Chinese Coast Guard’s (CCG) "dangerous maneuvers" to block the resupply mission of Philippine ships on June 30, and is now awaiting government's next steps regarding the incident.

Speaking to CNN Philippines’ The Source, PCG spokesperson for the West Philippine Sea Commodore Jay Tarriela said the completed report on the incident was immediately submitted to the National Task Force West Philippine Sea. The Department of Foreign Affairs (DFA) was also notified about the matter, he added.

“As to the diplomatic action that has to be carried out by the DFA, I know they’re going to have one but as to what that is in particular, it's for the DFA to probably explain it much further,” Tarriela said.

CNN Philippines has reached out to DFA about the matter, but it has yet to respond.


During a briefing on Wednesday, Tarriela confirmed reports that the CCG again tried to block PCG vessels on a resupply mission at Ayungin Shoal, also known as Second Thomas Shoal. A similar incident occurred in April this year.

BRP Sierra Madre, a World War II-era ship, has been marooned on Ayungin since 1999 to serve as the Philippines' outpost in the area. A small contingent of Filipino marines is stationed at the shipwreck on rotation.

China has continuously refused to recognize the 2016 Hague ruling that upheld the Philippines’ sovereign rights and jurisdiction in its exclusive economic zone (EEZ) and nullified Beijing’s claims over the West Philippine Sea.

In the latest incident, Tarriela said the CCG came as close as 100 yards, which was very dangerous since it could have led to a collision if the PCG vessel did not decelerate.

Had the collision happened, the smaller PCG vessel would have capsized, he noted.

Tarriela also said that China’s action was a clear violation of the Convention on International Regulations for Preventing Collisions at Sea, to which it is a signatory.

On Wednesday, several lawmakers slammed Beijing for its latest aggression in the disputed waters.
'No bearing'

A fishers group, meanwhile, disagreed with some senators' call to ban the "Barbie" film in the country for its depiction of China's controversial "nine-dash line" claim over South China Sea.

Fernando Hicap, National Chairperson of Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas, said the government should focus on asserting the country's sovereign rights in our territorial waters rather than nitpicking on a detail in a fictional film.

"A single scene in a film doesn't have any bearing for what the Filipino fishers believe and stand for — that the West Philippine Sea is indisputably ours and ours alone," he said. "As for the Filipino fishers, we won't be spending even a minute nitpicking on a detail in a fictional film. We're too busy walking our talk and safeguarding our fishing grounds."

Hicap also called on President Ferdinand Marcos Jr. to protest the recent harassment of a Chinese vessel against the Philippine Coast Guard near Ayungin Shoal and raise the issue of the sea row at the 78th Session of the United Nations General Assembly in September.

Metro Manila (CNN Philippines, July 6) — The Philippines and Australia vowed to strengthen maritime security cooperation, as both countries tackled emerging regional trends and challenges in the regions as maritime nations.

The Philippines hosted the 3rd Philippine-Australia Maritime Dialogue on July 5 in Manila. Both sides had a deeper and more integrated bilateral cooperation and coordination on common interests in maritime affairs.

Foreign Affairs Assistant Secretary for Maritime and Ocean Affairs Office Maria Angela Ponce and First Assistant Secretary Dr. Peter Sawczak of the US and Indo-Pacific Strategy Division of the Australian Department of Foreign Affairs and Trade led their respective delegations.

“Discussions focused on regional maritime threats and challenges, maritime safety and security cooperation, and marine environmental protection, with key Philippine maritime and security agencies participating in the Maritime Dialogue,” the DFA said in a statement.

The two sides also tackled defense cooperation, bilateral and regional maritime cooperation initiatives and other opportunities for close collaboration, and cooperation in international organizations.


"The Department of Foreign Affairs has long had the mandate to expand and deepen bilateral political, economic and people-to-people relations, but we have not always had counterparts when we have wanted to expand the discourse in the maritime space. Until, that is, we were met with the level of interest and commitment of the Government of Australia, and were able to craft this new generation of maritime dialogues, complementing the political track," said Ponce in a statement.

In a separate tweet, Australian Ambassador HK Yu said the dialogue allowed both parties to discuss emerging trends and challenges in the region and how the two countries can discuss responses as maritime nations.

"The third Philippine-Australia Maritime Dialogue further strengthened our maritime partnership framework. We discussed emerging regional trends, shared responses to challenges and new opportunities for collaboration," the Australian envoy tweeted.

General Santos City sees at least 32 shootings since January, and Mayor Lorelie Pacquiao gives the city's police chief 20 days to do something about the problem

GENERAL SANTOS, Philippines – General Santos Mayor Lorelie Pacquiao has given the city’s police director less than a month to take steps to solve the problem of a series of deadly gun attacks in the city or face the prospect of being replaced.

The city has seen at least 32 shooting incidents since January, the most recent of which took place on June 27 when motorcycle-riding gunmen shot and killed two people, identified as Agustin Gonzales and Ramonito Evangelista, along Marcos Road in Apopong.

The gun attacks have not spared people in government, such as Policeman Chief Master Sergeant Petecellier Licanto on May 17, and Marylou Zamora BaƱes, a 57-year-old employee at the local Register of Deeds who was killed on June 19.

The local police have merely dismissed the shooting deaths as “isolated cases,” drawing public criticism.


General Santos City administrator Franklin Gacal said on Tuesday, July 4, that Pacquiao has given city police director Alexis Yap 20 days to take action regarding the killings “or he will be relieved.”

Pacquiao is worried about the repercussions of the killings on the city’s economy, according to Gacal.

However, on May 4, Pacquiao told a news conference that she was confident that the local police, under Yap’s leadership, would be able to improve General Santos’ crime rate.

Yap has been serving as General Santos’ police director since October 2022.

General Santos is a city in the Soccsksargen region, which has found itself among those at the tail-end of the list of six Mindanao regions in terms of public confidence levels when it comes to peace and order.

The Mindanao Development Authority (MinDA) survey during the first quarter aimed to measure the level of confidence of people in Mindanao and visitors regarding the overall safety and their impressions of the performance of security forces in keeping the regions safe and secure.

On social media, the Philippine National Police (PNP) in Soccsksargen said that while the MinDA survey results showed that police offices in South Cotabato, Sultan Kudarat, and Sarangani have performed well, “the General Santos City and North Cotabato police offices are faced with challenges in the eyes of the public.”

MinDA’s Mindanao Trust, Respect, Safety, and Satisfaction Survey involved 7,000 respondents, many of whom showed a favorable perception of the peace and order in most of Mindanao.

The MinDA study noted that people in Mindanao enjoyed the benefits of safe and secure communities resulting from trustworthy police services across the regions.

Adrian Tamayo, MinDA’s public relations division head, said the Davao region and Northern Mindanao had the highest public trust ratings at 92% each.

He attributed this to the Davao region being declared “insurgency-free” and Northern Mindanao’s recognition as a top contributor to addressing the armed conflict.

Caraga and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) followed with a 91% trust rating each, while the Soccsksargen and Zamboanga Peninsula regions had 89% and 88%, respectively.

In terms of respect towards law enforcers and their work, BARMM and Northern Mindanao had the highest ratings at 92% each, followed by Caraga at 90%, the Davao region at 89%, Soccsksargen at 89%, and Zamboanga Peninsula at 88%.

Regarding safety, Northern Mindanao, BARMM, and Zamboanga Peninsula posted the highest ratings at 89%, while Davao Region, Northern Mindanao, and Soccsksargen each had 88%.

Soccsksargen police director Brigadier General Jimili Macaraeg said they would use the survey as a basis to further strengthen and develop the police’s programs in the region.

“I am overwhelmed that the performance of the Sultan Kudarat, Sarangani, and South Cotabato Police gained high ratings in trust, respect, satisfaction, and safety. As for the lagging performances of the General Santos City Police Office and Cotabato Police Provincial Office in some matters, we will find a way to make up for those issues,” Macaraeg said.

MANILA – President Ferdinand R. Marcos Jr. has approved the implementation of a new strategy to contain money laundering, terrorism financing and proliferation financing.

Marcos on Tuesday signed Executive Order (EO) 33, ordering all government offices and departments to adopt the National Anti-Money Laundering, Counter-Terrorism Financing, and Counter Proliferation Financing Strategy (NACS) 2023-2027.

The implementation of the NACS 2023-2027 will enable the Philippines to address the International Cooperation Review Group (IGRG) Action Plans and ensure that the country exits the Financial Action Task Force (FATF) Gray List.

EO 33 directs all government departments, agencies, bureaus, and offices, including government-owned or -controlled corporations, to formulate and implement relevant strategy plans and programs to execute the NACS 2023-2027.


All local government units are encouraged to come up with similar strategies.

According to EO 33, it is imperative to adopt a new national strategy, given the expiration of the National Anti-Money Laundering and Countering the Financing of Terrorism Strategy (NACS) 2018-2022 implemented by virtue of EO 68 issued in 2018.

“This is part of the government's efforts to move the Philippines out of the Grey List of the FATF’s ‘Jurisdictions Under Increased Monitoring’ of countries that failed to show tangible and positive progress in addressing all key recommended actions in the Third Mutual Evaluation Report (MER),” the EO said.

EO 33 renames the new strategy, considering the noted deficiencies in the matter of proliferation financing.

It also authorizes the National Anti-Money Laundering and Countering the Financing Strategy Coordinating Committee (NACC) to reorganize its sub-committees.

This, after the new EO ordered the creation of sub-committee on proliferation financing.

The Terrorism Financing and Proliferation Sub-committee will be reorganized into two separate sub-committees, namely the Terrorism Financing Subcommittee and the Proliferation Financing Subcommittee.

Under EO 33, the National Intelligence Coordinating Agency (NICA), given its mandate in intelligence gathering, will serve as the new member of the NACC.

EO 33 directs the NACC “to cover as well activities related to countering proliferation financing.”


Based on the EO, the NACC chairperson and vice chairperson will be the Executive Secretary and the Bangko Sentral ng Pilipinas governor who concurrently leads the Anti-Money Laundering Council (AMLC).

NACC members include the heads of the departments of Foreign Affairs, Finance, Justice, Defense, Local Government and Trade; Securities and Exchange Commission; Insurance Commission; Philippine Amusement and Gaming Corporation; Cagayan Economic Zone Authority; Aurora Pacific Economic Zone and Freeport Authority; and the NICA.

On top of the powers and authority vested in NACC under EO 68, the council is also mandated to facilitate inter-agency coordination for the development of national policies against money laundering, terrorism financing, and proliferation financing, in accordance with the existing laws and international standards.

The NACC must also ensure the effective and efficient implementation of the NACC 2023-2027 by providing directives to concerned agencies on major issues on the implementation of the new strategy and monitoring the formulation and implementation of relevant strategy plans and programs.

MANILA – Philippine Army (PA) commander Lt. Gen. Romeo Brawner Jr. lauded the Army Aviation Regiment (AAR) for striving to be more proactive in supporting various units of the service.

In a statement Thursday, Brawner commended the unit for its "undaunted dedication and tireless efforts" in developing the organization despite some challenges.

The AAR marked its fourth activation anniversary on Wednesday at Fort Magsaysay, Nueva Ecija with the theme "Relevant Aviation, Responsive to the Call."

The theme highlights the AAR's significance in "modern warfare and its continuous commitment to take proactive measures to respond effectively to ever-changing demands."


He also lauded the support rendered by various units, individual soldiers, government, and other civilian stakeholders in making sure that the AAR transform into one of the PA's elite units.

"Undoubtedly, the past four years have been filled with challenges and opportunities, all of which will only make the aviation regiment and its members more capable, resolute, and productive," Brawner said.

The PA chief earlier committed to upgrading the AAR to ensure that it is capable of supporting ground units in dealing with various security threats.

"The PA leadership will push down mission-essential equipment to Army units nationwide. Rest assured, the command is committed to upgrading the Aviation Regiment into a modern and capable unit that will assist our ground forces in dealing with a multitude of threats,” he added.

As of this time, the AAR is tasked to conduct emergency medical evacuation of troops wounded in the field, and recon among others.

It is also now in the process of acquiring additional air assets to beef up its existing fleet of five aircraft.

MANILA – Australia will maintain its presence in the region, including the South China Sea, as it cites its stake in the vital sea lane.

The statement was made during the 3rd Philippine-Australia Maritime Dialogue held on July 5 in Manila, which was co-led by Department of Foreign Affairs (DFA) Assistant Secretary Maria Angela Ponce and Australia’s Department of Foreign Affairs and Trade First Assistant Secretary for US & Indo-Pacific Strategy Division Peter Sawczak.

Australia will continue promoting the international law and a rules-based regional order, Sawczak said in his remarks, reiterating support for the arbitral ruling that invalidated China’s sweeping claims over the vital sea lane in 2016.


“In 2013, the Philippine government took the significant step of initiating arbitral action under UNCLOS. Nearly seven years have passed since the 2016 South China Sea Arbitral Award was issued. Australia reaffirms that this award is final and binding on the parties,” he said.

“It remains as important as ever that the parties abide by the award and that we continue to uphold and promote international law, particularly UNCLOS."

He noted that Australia, like all states, has a “vital stake in the openness and stability” of the area and is committed to continuing its “longstanding presence in the region, including in the South China Sea”.

This week alone, the Philippine Coast Guard (PCG) reported that two of its vessels were “constantly followed, harassed and obstructed” by Chinese vessels off Ayungin Shoal.

The DFA did not indicate the specific topics during the meeting but said “regional threats and challenges” were both discussed.

Discussion also focused on opportunities to improve bilateral maritime cooperation, including maritime safety and security, marine environmental protection, and defense cooperation.

“The third Philippine-Australia Maritime Dialogue further strengthened our maritime partnership framework. We discussed emerging regional trends, shared responses to challenges and new opportunities for Australia-Philippines collaboration,” Australian Ambassador HK Yu said Thursday.

A Track 1.5 dialogue preceded the discussions with both the foreign ministries and partner institutions such as the University of the Philippines Institute for Maritime Affairs and Law of the Sea for the Philippines and La Trobe Asia for Australia taking the lead.

For Ponce, the partnership sets the trend towards a “fuller realization of the role maritime security and cooperation plays in the bilateral agenda -- which is only natural given that both the Philippines and Australia are maritime nations.”

The Australian delegation also visited the headquarters of the PCG and the National Coast Watch Center Operations Room and went aboard the 56-meter Search and Rescue Vessel (SARV) BRP Batangas, one of the eight SARVs made by the Australian company Tenix Defence Systems and turned over to the PCG in the early 2000s.

The PCG noted that these Tenix-made SARVs were their workhorse in maritime safety, maritime security and law and enforcement, search and rescue, and marine environmental protection.

The delegations of the Philippines and Australia expect to meet again at the 4th Philippine-Australia Maritime Dialogue in 2024.

MANILA – Operatives of the Criminal Investigation and Detection Group (CIDG) arrested a supporter of the Islamic State-inspired Maute terror group and two ranking communist rebels in separate operations in Lanao del Sur and Isabela.

In a statement on Thursday, CIDG chief Maj. Gen. Romeo Caramat Jr. said Cedric Casano, 29, and Charlotte Velasco, 28, ranking officials of the New People's Army (NPA) in Isabela were arrested during the implementation of a search warrant by the composite team from the CIDG in Barangay Upi in Gamu, Isabela on Tuesday.

Casano was arrested for violations of Republic Act 10591 (Comprehensive Firearms and Ammunition Regulation Act), RA 11479 (Anti-Terrorism Act of 2020), and RA 9516 (Illegal Possession of Explosives), by virtue of warrants of arrested issued by the Tuao, Cagayan Regional Trial Court (RTC) Branch 11.

Meanwhile, Velasco is wanted for attempted murder by the City of Ilagan, Isabela RTC Branch 16.

Caramat said that both accused are high-ranking officials of the rebel groups and are listed in the Periodic Status Report Threat Group (PSRTG) watchlist.

“Casano is the Secretary of Henry Abraham Command East Front Committee KOMPROB Cagayan while Velasco holds the position of Finance Officer of Komiteng Probinsya Isabela (KOMPROB ISABELA)," Caramat said.

The CIDG chief said Velasco is the party wife of Yoshida Orion alias “Brown”, who was former vice chairperson of Anakbayan National, a political instructor of Regional Sentro De Grabidad (RSDG), Regional Operations Command (ROC), and the former Secretary of RSDG under the NPA's Fortunato Camus Command.


The two accused remain in the custody of the 5th Infantry Division of the Philippine Army while their warrants of arrest will be returned to the courts of origin.

Also on Tuesday, personnel from the CIDG Lanao Del Sur Provincial Field Unit together with other PNP operating units implemented a search warrant which led to the arrest of Acmad Casim, a member of Maute Group in Barangay Lakadun, Masiu, Lanao del Sur.

Caramat said that operating teams apprehended Casim alias “Batang Criminal” for violation of RA 10591 issued by a court in Kapatagan, Lanao del Norte.

Meanwhile, two other subjects, Aminola Casim and Pandi Dimaocom Mama were able to escape arrest.


Police operatives seized from the suspect one para ordnance caliber .45 pistol, one steel magazine assembly for .45 caliber, two live ammunition for .45 caliber and two empty shells for during the operation.

Casim has an arrest warrant for murder issued by the Malabang, Lanao del Sur RTC Branch 11 on Sept. 30, 2014, with no bail recommended.

“Si Acmad Casim ay miyembro ng notoryus na Maute Group, isang grupong terorista na nakipaglaban kasama si Omar Maute sa panahon ng karumal-dumal na Marawi siege (Acmad Casim was a member of the notorious Maute Group, a terrorist that fought with Omar Maute during the infamous Marawi siege),” Caramat said.

The arrested person was brought to CIDG Lanao del Sur PFU for documentation and proper disposition.

MANILA – The Armed Forces of the Philippines Educational Benefit System Office (AFPEBSO) activated its Grantee Information Management System (GIMS) on Wednesday, which would serve as an online central database where beneficiaries can track, update and monitor the status of their educational benefits.

The GIMS was created by the Communications, Electronics and Information System Service AFP (CEISSAFP), military public affairs office chief Lt. Col. Enrico Gil Ileto said in a statement Thursday.


"The Deputy Chief of Staff, AFP (TDCSAFP), and the Chairperson of the AFPEBS-Morale, Welfare, and Recreational Facilities and Other Business-like Instrumentalities (AFPEBS-MWRFOBI) Committee, (Marine) Lt. Gen Charlton Sean M. Gaerlan led the launching of the GIMS," he added.

Citing latest data, Ileto said there are 3,583 beneficiaries of military personnel enrolled in 244 partner schools nationwide.

Ileto said the AFPEBSO has assisted so far more than 5,000 dependents left behind by soldiers who paid the ultimate sacrifice in defending our nation from threats to national security.

Activated in 2000, the AFPEBSO is the morale and welfare arm of the AFP responsible for assisting dependents of military personnel in their educational benefits.


Gaerlan said the launch of GIMS marks a step towards a more innovative delivery of AFPEBSO’s services and will help build better connections with its stakeholders.

“I would like to give our commendation for the project that was turned over to AFPEBSO. It will be able to facilitate better services that we can give to our personnel and their dependents. I am sure na mas mapapadali ang ating mga processes at ang pagbibigay serbisyo sa ating mga (that the processes will be expedited along with the granting of the benefits of our) beneficiaries,” Gaerlan said.

Old and current AFPEBSO grantees are now encouraged to register using the newly launched GIMS at ebso-gims.afp.mil.ph.

TABUK CITY, Kalinga: Mayor Darwin EstraƱero believes the Communist Party of the Philippines-New People's Army (CPP-NPA) will not be able to recover its influence in the Cordillera region.

In his message during the launching of the Unity Gong Relay in the province, EstraƱero said that development in the Cordillera is not possible without peace and stability that is why there was the "alasiw" and the "sipat" or the exchange of peace tokens between the government and the Cordillera People's Liberation Army (CPLA) then headed by the Fr. Conrado Balweg 37 years ago.


On April 7, 1986, the CPLA Lumbaya company led by Fr. Balweg split from the CPP-NPA at the Kili valley in Baclingayan, Tubo, Abra because of differences on ideology where the group was fighting for just cause such as the protection of the lands of the Indigenous peoples, among others.

He narrated that prior to July 15, 1987, then-president Corazon Aquino met with the Cordillera Bodong Administration-CPLA and presided over the alasiw to signify the sipat for the signing of the historic Mount Data peace agreement on Sept. 13, 1986.

The peace agreement paved the way for the cessation of hostilities between the CPLA and the government forces in the Cordillera.


The local chief executive said the sipat was followed by the creation of a joint panel led by Fr. Balweg for the Cordillera side and Ambassador Emmanuel Pelaez for the government side to draft an executive order creating the Cordillera Administrative Region (CAR) in preparation for the enactment of the Organic Act that will establish the autonomous region.

On July 15, 1987, Executive Order (EO) 220 was signed into law by then-President Aquino exercising both her legislative and executive powers that created the CAR, which comprised the provinces of Abra, Benguet, Mountain Province and Baguio city from Region 1 (Ilocos) and the provinces of Ifugao, Kalinga-Apayao from Region 2 (Cagayan Valley) to prepare for the subsequent establishment of the autonomous region.

"The autonomy that we are fighting for is an offshoot of a long-time dream of every Cordilleran that the region must be developed as we have all the natural resources waiting to be tapped for the common good. This has been preceded by armed struggles, which the communist movement tried to take advantage of to push their political ideology that was contrary to Cordillera customs, tradition and culture," EstraƱero said.

He noted that EO 220 is considered as a reasonable measure by which the people of the Cordillera can actively participate in the pursuit of peace and development.

Among its fundamental objectives are to accelerate economic and social growth and development in the region and to prepare the region for autonomy.

The mayor decried the lack of interest to establish the autonomous regional government.

"It is our hope that together with the other Cordillera provinces, this autonomous government of the Cordillera will soon be established," he said.

The mayor explained that the Cordillera Executive Board (CEB), Cordillera Regional Assembly (CRA) and the DBA had been defunct since the time of president Joseph Estrada and funds for autonomy information and education campaign have been transferred to the National Economic and Development Authority (NEDA) and the Regional Development Council (RDC) in the Cordillera.

Since then, the chance of the Cordillerans to actively participate in the pursuit of peace and development has been curtailed by the government itself that resulted in serious setbacks to the region's quest for autonomy.

This year, each of the provinces will conduct its own Unity Gong Relay and concerned stakeholders will converge in Luna, Apayao, on July 15, 2023, for the celebration of the 36th founding anniversary of the CAR.

ZAMBOANGA CITY – Authorities have arrested an Abu Sayyaf Group (ASG) bandit and a New People’s Army (NPA) rebel in separate operations here and in Zamboanga del Sur, police officials said Thursday.

Zamboanga City Police Office Director, Col. Alexander Lorenzo, said alleged ASG bandit Isnaji Hasim was arrested in an operation in Barangay Muti here on Wednesday.

Lorenzo said Hasim has a standing arrest warrant for violation of the Comprehensive Firearms and Ammunition Regulation Act, with a PHP120,000 recommended bail, issued by a court here on June 27.

Hasim is allegedly a follower of ASG bomber Hashim Saripada, who was arrested in an intelligence-driven operation in Barangay Recodo of this city on Sept. 27, 2020.


Meanwhile, Zamboanga del Sur Police Director, Col. Diomarie Albarico, said Arnel Antone, 29, was nabbed in Barangay Datagan, Guipos town on Wednesday.

Antone allegedly belonged to the NPA Guerrilla Front Kara of the Western Mindanao Regional Party Committee. He has a standing arrest warrant for murder, with no recommended bail, issued by a court in Pagadian City dated Oct. 8, 2020.


The suspect also has a pending arrest warrant for two counts of attempted murder, with a PHP72,000 recommended bail, issued by another court in Pagadian City on Nov. 12, 2021.

Antone is listed as the top wanted person in Guipos town.

MANILA – Poland is one with the Philippines in maintaining rules-based order and peace in the Indo-Pacific Region.

Polish ChargĆ© d'affaires Jarosław Szczepankiewicz made this remark in his courtesy call with Department of National Defense (DND) Secretary Gilberto Teodoro Jr. on June 30.

"On regional security developments, the ChargƩ d'affaires conveyed that Poland is one with the Philippines in upholding the rules-based international order and maintaining peace and stability in the Indo-Pacific region, especially in the West Philippine Sea," DND spokesperson Arsenio Andolong said in a statement Thursday.

Amid security challenges, the two officials "mutually agreed" to work together in jointly enhancing both Armed Forces' capabilities. Szczepankiewicz's visit also reaffirmed strong bilateral defense cooperation between the Philippines and Poland.

"Secretary Teodoro expressed his appreciation to the Polish government for the S-70i 'Black Hawk' helicopter project, which was intended to boost the capability of the Philippine Air Force (PAF)," Andolong said.

The PAF earlier acquired 15 Polish-made S-70i and waiting for the delivery of another 32 "Black Hawk" combat utility helicopters which is expected to beef up the troop carrying and humanitarian assistance disaster relief capabilities of the Air Force.


Poland has also committed to helping the Philippines in its self-reliance defense posture program.

"Both officials committed to strengthening cooperation on the development of the Philippines' defense industries, which is vital for preserving the country's national security and boosting its economic development," Andolong stressed.

On Wednesday, Teodoro also received Chinese Ambassador to Manila Huang Xilian who made a courtesy call at the DND.

"Following the productive outcomes of the state visit to China of President Ferdinand R. Marcos, Jr. last January 2023, the SND (Secretary of National Defense) and the Ambassador highlighted the enhancement of defense relations through the implementation of existing bilateral mechanisms, and dialogue platforms, such as the Philippines-China Annual Defense and Security Talks (ADST), which China is set to host," Andolong said.

During the meeting, the DND chief emphasized the need to sustainably develop institutions through a bottom-up approach and follow through in effectively implementing existing mechanisms.

"Furthermore, Secretary Teodoro lauded China for its vision of a powerful nation, which he likened to the capability upgrade of the Armed Forces of the Philippines (AFP). In the same breath, Secretary Teodoro underscored that a strong AFP will serve as the 'bedrock' for regional stability and resiliency in the force of external threats, and emphasized that the Philippines' defense capability-building efforts will always be in line with the Philippines' national interests.," Andolong said.

The Philippines has been a recipient of China's military aid since 2006.

India Revises Stance on China-Philippines Maritime Dispute as New Delhi Looks East

India revised its position on the 2016 South China Sea Arbitration last week in a meeting between Indian and Filipino diplomats that supports Manila’s territorial claims over China.

The revised stance on the arbitration, which countered China’s South China Sea claims, including the Nine-Dash Line and favored the Philippines in a territorial dispute, comes as India increases security engagement with countries in Southeast Asia.

India revealed its new attitude on the 2016 ruling in a joint statement on the 5th India-Philippines Joint Commission on Bilateral Cooperation, where Philippine Secretary of Foreign Affairs Enrique Manalo and Indian External Affairs Minister Subrahmanyam Jaishankar met in New Delhi from June 27-30 to discuss a variety of issues between the two countries.


In 2013, the Philippines filed an arbitration case against the People’s Republic of China concerning the latter’s activities in the SCS. The Philippines focused its case on the legal status of maritime features, particularly on the definition of what is and what isn’t an island. Under the United Nations Convention on the Law of the Sea, only islands can extend the reach of a country’s exclusive economic area. This does not extend to artificially made islands, such as those made by China in the Spratlys.

By 2016, the arbitration ruled that many of Beijing’s features in the SCS were not islands, but rather rocks or low-tide elevations.

The award also discredited the Nine-Dash Line, China’s justification for its claims. Beijing has used the Nine-Dash Line to claim SCS features hundreds of miles away from mainland China. One of these features includes Scarborough Shoal, a maritime feature around 120 nautical miles from the Philippines’. In 2012, Scarborough was the site of a Philippine-Sino flashpoint after Chinese vessels occupied the shoal.

One issue the two diplomats stressed was their “shared interest in a free, open and inclusive Indo-Pacific region,” according to the statement. The joint statement called for peaceful dispute settlements, as well as adherence to international law. The two countries specifically referenced UNCLOS and the 2016 arbitral award on the South China Sea.

China does not recognize the ruling despite the Philippines winning the arbitration in an international court. The 2016 arbitration, described by China’s Ministry of Foreign Affairs as “null and void and has no binding force,” has led to no changes in China’s stance and expansion throughout the SCS.

Before India’s call for adherence, New Delhi only acknowledged the outcome of the award. However, with the flareup of the Sino-Indian border dispute in the last few years and its role in the Quad’s vision of a Free and Open Indo-Pacific, India has become more supportive of countries across the region such as the Philippines.

While India has previously “committed to a non-aligned position and is reluctant to take sides in issues involving major power competition,” the country also “recognizes that China is the only major power that poses a direct threat to its security interests, both on its border and in the Indian Ocean,” said Raymond Powell, Project Myoushu lead at Stanford University.

“Supporting the 2016 arbitral tribunal decision enables India to take a principled position in support of international law without aligning with any of the great powers, while still supporting its own national security interests,” Powell told USNI News.


Indian Ambassador to the Philippines Shambhu Kumaran highlighted concerns shared by India and the Philippines about China in an interview with Gising Na. India learned it needs to “have a very firm and robust response to ensure our interests are safeguarded,” he said.

New Delhi’s enhanced security ties with the Philippines is a part of India’s “Act East Policy,” which aims to increase ties with countries across the Indo-Pacific. Many of India’s efforts under this policy, especially regarding defense cooperation, can be seen throughout Southeast Asia.

Manalo and Jaishankar also discussed Indian-Philippine maritime and defense cooperation, which included maritime exercises, enhanced coast guard collaboration, a line of credit for military equipment and the acquisition of naval assets. The Philippines previously bought India’s BrahMos anti-ship cruise missile and is slated to become the first foreign operator of the system outside of India.


Many of the countries that benefit from the 2016 arbitral tribunal ruling are India’s customers for Indian defense sales, Powell said. This includes the Brahmos missile systems.

India seeks to export its BrahMos anti-ship missiles to states around the SCS. Reuters reported that the missiles have been pitched to Malaysia, Indonesia, and Vietnam. BrahMos’ manufacturers also expect the Philippines to procure more missiles for its Army later this year.

One of India’s closest security partners in Southeast Asia is Vietnam. New Delhi’s security assistance to Vietnam has taken a keen focus on the construction and transfer of maritime assets. Previously, Vietnam received a $100 million Line of Credit to procure 12 High-Speed Guard Boats. India also recently announced the transfer of INS Kiripan (P44) to the Vietnam People’s Navy, a first between the two countries. The Khukri-class corvette is currently en route to Vietnam.

Together with the Association of Southeast Asian Nations, India held the first-ever ASEAN-Indian Maritime Exercise this year from May 2-8. AIMEX 2023 aimed to enhance “Maritime Cooperation and enhancing trust, friendship and confidence amongst ASEAN and Indian Navies.” However, during the last phase of the exercise in the South China Sea the ASEAN-Indian flotilla passed a China Maritime Militia formation, Powell tweeted at the time.

The Indian Navy also holds several goodwill activities annually throughout the region. Indian warships commonly hold coordinated patrol exercises with the Royal Thai and Indonesian Navies. A month before the arrival of USS Ronald Reagan (CVN-76), INS Delhi (D61) and INS Satpura (F48) visited Danang, Vietnam.

Strategic ties between European countries and the Philippines are set to grow as leaders recognize the importance of countering China's rising military activity near Taiwan and the South China Sea.

Amid improving military ties with the United States and Japan, the Philippines appears ready to also include European countries within its security architecture as it steps up opposition to Chinese belligerence in the South China Sea.

A new EU-Philippines subcommittee on maritime cooperation was formed last week, around the same time that a senior French military official visited Manila to appeal for greater military cooperation.

Analysts reckon that under Ferdinand Marcos Jr., who took over as president 12 months ago, the Philippines has reverted to its more traditional pro-Western alignment and taken a more assertive stance in the South China Sea, a maritime area of global economic importance.


China claims nearly the entire South China Sea as its territory and there are ongoing tensions over Chinese Coast Guard vessels exerting control, for example, over maritime resources like fishing grounds.

In response, the United States and other Western countries carry out "freedom of navigation" exercises in the disputed waters.

In early March, Washington announced that it was engaged in talks with Manila to hold joint South China Sea patrols with the Philippines as well as with Australia and Japan.


Europe eyes a larger security role

Around the same time, the EU's special envoy to the Indo-Pacific region, Richard Tibbels, said during a visit to Manila that the bloc has "a strong interest in making sure that freedom of navigation and overflight continue and that the global trading system is not affected by increasing tensions in the region."

To that end, a new EU-Philippines Subcommittee on Maritime Cooperation was established last week "to strengthen cooperation on maritime matters," according to a report published after the third EU-Philippines Joint Committee meeting that took place in Brussels on June 30.

"The EU and the Philippines agreed to continue to work together closely and stand up for the rules-based international order, the principles of sovereignty, territorial integrity and non-aggression," the post-meeting summary stated.

Also last week, the French Joint Commander of the Asia-Pacific and the French Armed Forces, Rear Admiral Geoffroy d'Andigne, visited Manila to underscore France's interests in improved security relations.

During a meeting with the Philippines' Foreign Affairs Secretary Enrique Manalo, d'Andigne reportedly invited the Philippine Army to take part in joint exercises in French Polynesia and New Caledonia for disaster relief training, and to improve their information sharing capabilities.
Maintaining maritime freedom near the Philippines

Several European navies have engaged in freedom of navigation exercises in the South China Sea, and Germany announced in May that it would send a two-ship task force to the area next year.

After Manila said in March that it would make public maritime incidents in its claimed areas of the South China Sea, following harassment by the Chinese Coast Guard, the German ambassador to the Philippines praised the move and pledged more support from Berlin.

"We need to strengthen partnerships with like-minded countries in the region. This can involve cooperation on maritime security, information-sharing, joint military exercises and cooperated diplomatic efforts," Ambassador Anke Reiffenstuel said at a press conference.

The United Nations Conference on Trade and Development estimated last year that around €3 trillion ($3.26 trillion) worth of trade, or 21% of total global commerce, passed through the South China Sea in 2016.

"The EU and European powers have a vital interest in upholding freedom of navigation in the South China Sea, a crucial sealine of communication for Europe," said Alfred Gerstl, an expert on Indo-Pacific international relations at the University of Vienna.

At the moment, however, it's an uphill battle for European countries to prove their commitment. Even the French maritime presence in this area, which is the strongest among the European powers, is still "severely limited," Gerstl told DW. "Naval and security cooperation with Southeast Asian nations is therefore crucial," he added.


Philippines builds strategic partnerships

In early February, Manila agreed to expand the number of bases that the United States military could use in the country.

Days later, President Marcos Jr. and Japanese Prime Minister Fumio Kishida agreed to a new defense arrangement that allows Japanese troops to join training exercises in response to natural disasters and humanitarian needs in the Philippines.

"The willingness of the Marcos Jr. administration to confront China more openly presents a window of opportunity to deepen security relations with the Philippines," Gerstl said.

US relations with the Philippines soured considerably under the country's former President Rodrigo Duterte, who led a brutal crackdown on the drug trade that left more than 6,000 people dead, many from extrajudicial killings by the police.

Duterte responded to European criticism over these human rights violations by rejecting European aid.

Cooperation has significantly improved under the Marcos Jr. administration, although EU parliamentarians remain concerned about the alleged lack of accountability for those who committed abuses in the past.

A delegation of European legislators concluded that the situation was "better" during a visit to the Philippines in February.

However, the EU should not be overconfident in attempting to develop security relations, said Joshua Bernard Espena, a resident fellow at the International Development and Security Cooperation, a Manila-based think tank.

It requires greater investment and sustained interest from the Europeans, as well as development in non-military related areas, he told DW.

"Humility matters to earn the trust of countries like the Philippines in crafting what direction they should take amidst geopolitical uncertainty," he said.

Building trust through trade

Alfredo Pascual, the Philippines' secretary of trade and industry, said last week that he expects talks over a free trade agreement, which stalled in 2017, to recommence within three years, and for a deal to be finalized by 2028.

Pascual, who met with the European Commission Vice-President and Trade Commissioner Valdis Dombrovskis in Brussels last week, also pressed the EU to extend the Philippines' inclusion in the EU's GSP+ preferential trade scheme.

Its inclusion expires at the end of 2023 and although the Commission has proposed the legislation to prolong it until 2033, it awaits approval by the European Parliament and Council.

If it isn't extended by then, the imposition of tariffs and duties would affect Philippine-EU trade, which was worth around €16 billion in 2022. Trade Secretary Pascual visited the Hague last week to drum up more investment from the Netherlands.

The SBMA is a governmental agency in the Philippines that has greatly contributed to transforming the Subic Special Economic and Freeport Zone into an autonomous area that stimulates industrial, commercial, investment, and financial sectors within not only this zone but also nationwide in the Philippines.

(UPDATE) WITH its modernization program advancing to its final stage this year, the Philippine military plans to acquire more advanced missile systems to further boost its defense capability.

The Philippine Navy (PN) has already purchased three batteries of the BrahMos shore-based anti-ship missile system (SBASMS) which will be the primary weapon of the Coastal Defense Regiment (CDR), a newly formed unit of the Philippine Marines.

The acquisition of BrahMos is part of a $375 million deal in January 2022 between India's BrahMos Aerospace and the Philippine government.

The deal was supposed to be signed a year earlier, during the proposed state visit to India of then-president Rodrigo Duterte.

It would have made the Philippines the first country to buy the BrahMos missile, even though it has been in service with the Indian armed forces since the 2000s.

The plan did not push through because of the outbreak of the Covid-19 pandemic.

The BrahMos is considered the world's fastest anti-ship supersonic cruise missile, capable of flying at nearly three times the speed of sound. It can be launched from submarines, ships, aircraft or land.

The Himars has been featured in recent joint military exercises between the Philippines and the United States.

During this year's Balikatan exercises, a decommissioned warship served as a target for Himars, giving Philippine officials a glimpse of its capability.

This year, the military's modernization program enters its final phase, Horizon 3.

DND spokesman Arsenio Andolong on Thursday said Teodoro emphasized the need to sustainably develop institutions through a bottom-up approach and follow through in effectively implementing existing mechanisms.

One particular bilateral dialogue mechanism that both countries can utilize is the Annual Defense and Security Talks (ADST) which China is set to host.

The ADST was established under the purview of the 2004 Memorandum of Understanding (MoU) on Defense Cooperation.

Since 2005, four ADSTs have been alternately hosted by the two countries.


The previous ADST provided both sides the opportunity to exchange views on the current regional security situation and flesh out concrete plans to cooperate in addressing security concerns mutually faced by the Philippines and China.

Specifically, discussions during past ADST underscored defense cooperation in addressing nontraditional security challenges such as terrorism and violent extremism, as well as man-made and natural disasters.

Andolong said Teodoro assured Huang that the Philippines' defense capability-building efforts will always be in line with the Philippines' national interests.

He said the Defense chief likened the capability upgrade of the Armed Forces of the Philippines (AFP) to China's vision of a powerful nation.

"In the same breath, Secretary Teodoro underscored that a strong AFP will serve as the 'bedrock' for regional stability and resiliency in the force of external threats," said Andolong.

In a short statement issued after the meeting, Huang said they had a constructive discussion on promoting defense and military relations between China and the Philippines and maintaining peace and stability in the region.

Andolong noted that the Philippines has been a recipient of China's military aid since 2006. The equipment handed over to the DND contributed to the Philippine defense establishment's humanitarian assistance and disaster relief and counter-terrorism efforts.

It was former Defense officer in charge Delfin Lorenzana who received the first batch of military equipment, as part of the 2019 military aid grants agreement, from China in 2022.

Metro Manila (CNN Philippines, July 6) — The Japanese government on Thursday slammed China’s unilateral actions and repeated intrusions into Japanese waters and in the South China Sea.

Japanese Ambassador Kazuhiko Koshikawa said Beijing’s dangerous behavior in the South China Sea and continuing defiance of the 2016 arbitral award by an international tribunal in The Hague is a serious concern.

“As China’s unilateral actions such as repeated intrusions into Japan’s waters around the Senkaku Islands in the ECS (East China Sea), China's dangerous behavior in the South China Sea in defiance of the 2016 arbitration award is a grave concern for regional peace and stability,” the Japanese envoy said in a tweet.

Ambassador Koshikawa also attached a link of the report of the Philippine Coast Guard indicating that Chinese Coast Guard vessels “dangerously maneuvered” to block two Philippine ships during a recent resupply mission in Ayungin Shoal in the West Philippine Sea.

Japan was also among countries that previously slammed a near collision incident involving Chinese and Philippine vessels in the West Philippine Sea last May.


Like the Philippines, Japan also has a territorial dispute with China over the rocky, uninhabited Senkaku Islands in the East China Sea.

While the islands are uninhabited, the Council on Foreign Relations said in a CNN report that there are economic interests involved.

Japan, PH eye new security collaboration

In a recent meeting with Defense Secretary Gilbert Teodoro, the Japanese envoy said the countries will be exploring new security collaborations.

“Our growing bilateral relationship with the PH further deepened as promises of new security collaborations were explored!" Koshikawa said in a tweet.

"The productive meeting with Defense Sec. Teodoro solidified our commitment on advancing security cooperation and promoting peace and stability in the region,” he also said.

In a statement, the Department of National Defense also expressed gratitude to Japan for being a reliable partner in the modernization program of the Armed Forces of the Philippines.

“Japan and the Philippines have been closely working together to reinforce Maritime Domain Awareness (MDA) and maritime law enforcement for the stability of the South China Sea,” the Embassy said in a previous statement.

Tokyo said it is willing to take part in trilateral dialogues with Manila and Washington, especially on defense policies.

“Japan is committed to further enhancement of defense exchanges through trilateral dialogues like the Japan-Philippines-U.S. Trilateral Defense Policy Dialogue, and participation of the Japan Self-Defense Forces in Philippines-U.S. joint exercises,” the Embassy added.

A RECENT survey by the Institute of Popular Opinion of the University of Mindanao showed a significant number of Dabawenyos (7 out of 10) are aware of the Enhanced Defence Cooperation Agreement between the United States and the Philippines. It appears that this is a national issue that has interest to a number of Dabawenyos. The survey was conducted from June 7 to 13, 2023, to determine their perception and awareness of EDCA.

EDCA was signed in 2014 during the term of the late Pres. Benigno Aquino Jr., to address the West Philippine Sea dispute and to respond to natural disasters. This builds on the Mutual Defence Treaty signed in 1951 to enhance the security cooperation between the two countries. In April this year, US Secretary of Defense Lloyd Austin III told reporters during his visit to Manila that the MDT “remains the bedrock of our cooperation.”

How do Dabawenyos view EDCA, and what’s in it for them? The survey said about half of the respondents (49.3%) are familiar with the details of EDCA, while 14.5% or 1 of 10 Dabawenyos said they were aware of EDCA’s specific provisions.

Majority (63.8%) believed that EDCA’s main purpose is strengthening defense and security cooperation between the US and the Philippines, followed by 2 of 10 (or 15.9%) Dabawenyos believed that EDCA is meant to enhance the interoperability and capacity-building of the armed forces of both countries.

About the same number of respondents, 7 of 10 Dabawenyos (or 73.9%) claimed that EDCA would further strengthen the defense and security of the Philippines, 6 of 10 (or 58%) see EDCA protecting sovereignty and national interests of the country, and 5 of 10 (50.7%) see EDCA addressing regional security concerns.


However, in the open-ended probing of the survey, respondents believed there could be other purposes: power struggle between US and China, using the Philippines as a pawn in a brewing war, EDCA being useless to economic growth of the Philippines, EDCA being a tool to exploit Philippines, EDCA being used as a leverage to gain an advantage in Southeast Asia, among others.

This survey is a good start to bring the discourse on EDCA to the consciousness of people so they know how it can impact their lives.

PORTcall of the Italian Navy Ship (ITS) Vessel "Francesco Morosini" in Manila from July 7 to 11. Visit of the representatives of the Italian Navy and Ministry of Defense aimed at strengthening the cooperation with the Philippine Armed Forces and the Department of National Defense.

The Italian vessel ITS "Francesco Morosini" will make a port call in Manila 7-11 July, 2023 as part of a five-month naval campaign in the Indo-Pacific region. ITS Morosini visit reinforces the cooperation between Italy and the Philippines in order to promote naval diplomacy along with freedom of navigation, respect for the international law of the sea and a safe and inclusive Indo-Pacific.

Entirely built in Italy at Fincantieri's Integrated Shipyard, the ITS Morosini is named after the Doge of Venice who successfully commanded the Venetian Republic fleet in the XVII century in numerous naval battles against the Ottoman empire.

For the occasion, representatives of leading Italian defense companies such as Elettronica, Fincantieri and Leonardo will accompany the visit.


The Morosini measures 143 meters in length, 16,5 meters in beam, and 8,2 meters in draught. She has a range of 5,000 nautical miles (9,300 kilometers) at 15 knots (28 kph).

On July 7 ITS Morosini will arrive in Manila together with a delegation of the Italian Navy General Staff lead by the Chief of Staff of the Italian Navy Fleet, Rear Admiral (UH) Fabio Gregori, arriving directly from Rome. In the morning, the Office of Naval Intelligence and Operation Fusion Center of the Philippine Navy holds a welcome ceremony to the both Italian and Philippines authorities.

A press conference will be held on July 8 from 11:00 to 12:00 aboard the Morosini with the participation of the Ambassador of Italy to Philippines, Marco Clemente, along with the Chief of Staff of the Italian Navy Fleet, the Commanding Officer of ITS Morosini, local media (upon registration at stage.manila@esteri.it) and Armed Forces of the Philippines' house organs.

Selected members of the Italian and diplomatic community, as well as members of the Philippine Government, Congress and Armed Forces were invited on July 9 from 10:00 to 11:00 for a Holy Mass, that will be celebrated on the Ship for the Italo-Philippine community, as well as for a cocktail on board. For security reasons, participation to the reception is limited to the guests invited by the Embassy and the Commanding Officer of the Ship.

Other activities include a visit of the Secretary General Department of National Defense and a few friendly goodwill games on July 10 between the Morosini's Crew and the Philippines Navy.

When leaving Philippines on July 11, ITS Morosini will perform a joint passing exercise (Passex) with a Philippine Navy Ship.

Armed Forces of the Philippines - Northern Luzon Command (NOLCOM) chief Lieutenant General Fernyl Buca has proposed the waiving of fees for invited allied forces visiting Subic Bay.

Buca has already discussed the proposal with Subic Bay Metropolitan Authority (SBMA) chairman and administrator Jonathan Tan during his courtesy visit at the SBMA headquarters in Zambales.

“The NOLCOM Commander proposed for the possibility of waiving fees for invited allied forces, as a way of demonstrating their commitment to strengthen regional partnerships and promote collaboration,” the NOLCOM said in a statement on Wednesday.

“Both parties recognized the importance of establishing a structure that considers mutual benefits derived from international naval engagements and supports SBMA's infrastructure development,” added NOLCOM.


NOLCOM public information office chief Major Anthony Pueblas said that before the COVID-19 pandemic, it was already a protocol that the entrance of Philippine and foreign vessels into the SBMA area was free.

But, since the pandemic, the implementation of free entrance for Philippine and foreign vessels has stopped. Perhaps, Pueblas said, the protocol has yet to be relayed to the new SBMA leaders.

Pueblas said the SBMA management "recognized" the proposal and is "positive" about the idea.

Meanwhile, Buca and Tan also discussed the positive impact of Philippine Navy’s Civil-Military Operations activities in Zambales and SBMA emphasizing collaborative efforts to promote goodwill, humanitarian assistance, and community engagements.

“The convergence of the two organizations demonstrates the commitment of the AFP and SBMA to strengthen their partnership in promoting regional security, and fostering lasting development,” the NOLCOM said.

Philippine And US Marines To Sink Former Navy Tanker

Philippine and US Marine Corps troops would be cooperating to sink a decommissioned Philippine Navy (PN) replenishment tanker off Zambales, as one of the highlights of this year's Marine Aviation Support Activity (MASA) which will be held from July 6 to 21.

Philippine Marine Corps (PMC) spokesperson Capt. Jarald B. Rea, in an interview with reporters Wednesday, said this activity is known in military circles as a “maritime strike” and will take place off San Antonio, Zambales on July 13.

He identified the decommissioned PN ship as the ex-BRP Lake Caliraya.

This tanker was earlier donated by the then Philippine National Oil Corporation to the Navy sometime in 2014 and decommissioned in 2020.

Rea said the scenario for this maritime strike exercise is focused on “coastal defense” and aimed at disrupting invading or hostile landing or “counter-landing” in military parlance.

This is the second time Filipino and American forces will be conducting a sinking exercise this year, with the first one taking place last April 26.

During the first drill, the decommissioned World War II BRP Pangasinan (PS-31) was sunk during the combined joint littoral live-fire exercise during the “Balikatan” exercises.

Around 1,257 personnel, with 115 reservists, from the Armed Forces of the Philippines (AFP) will be participating while another 1,444 will be coming from the US side, he added.

Seven PN ships will also be participating during the duration of the exercise.

Rea said they are still verifying US military assets that will be participating in MASA.

“Yun objectives natin sa (our objectives for) MASA 2023, is to (enhance) yung (the) capabilities of the combined forces in conducting aviation supported operations through the conduct of joint and combined training and exercises that will develop the proficiency in undertaking aviation related tasks,” he added.

MASA 2023 also aims to enhance the territorial defense capabilities of the two services. It will be conducted in various training venues across the country.

Two bilateral training — helicopter rope suspension training and maritime strike will be held in San Antonio.

An earlier PMC statement said MASA is semiannual activity between the Philippine and US militaries that aims to improve interoperability, allowing both forces to operate seamlessly and effectively in joint operations.

The focus is to align procedures, tactics and communications to enhance combined capabilities and readiness, leading to a more synchronized response to the evolving security challenges.
