The Army’s 94th Infantry Battalion in Negros has seized a temporary camp of the New People’s Army (NPA) after a firefight Thursday in Kabankalan City.

Maj. Cenon Pancito III, 3rd Division spokesman, said the troops were conducting combat operations when they encountered about 20 armed members of the Sentro De Grabidad (SDG) Platoon at the vicinity of Sitio Manulaya, Barangay Tan-awan.

The firefight lasted for about 30 minutes.


Pancito believed some rebels were wounded based on the traces of bloodstains at the encounter site.

One of the soldiers also suffered a bullet wound in his left leg but is in stable condition, Pancito said.

Aside from the camp, the government troops also seized an M-16 A1 rifle, four short magazines with ammunition, improvised explosive device components, battery switch, an M-16 handguard, jungle hammock, and bolo.

Maj. Gen. Eric Vinoya, 3rd Infantry Division commander, said the discovery of the camp suggested that the NPAs in Negros are now on the run.

“They cannot afford to stay or go back to one place after losing the trust and support of the masses. All they can do now is run and hide to avoid being hit by our troops,” Vinoya said.

“Come down, lay down your arms, and avail the government’s Enhanced-Comprehensive Local Integration Program (E-CLIP) for you to have a peaceful life,” he added.

Two members of the New People’s Army (NPA) surrendered to the Philippine National Police (PNP) on Thursday, July 22.

“Ka Sally,” 42, surrendered
to Police Lt. Col. Fredereck Senal, force commander of the 1st Leyte Provincial Mobile Force Company based in Barangay Gaas, Baybay City in Leyte at around 5 p.m.

Ka Sally was a regular member of the Red Fighter Dumagsa Seksyon Komite and the commanding officer of the Florencio Elairon command operating in some parts of Leyte.

The former rebel also surrendered a caliber .38 revolver and four bullets.


In San Isidro town, Northern Samar, “Islaw,” 22, also surrendered to the 1st Northern Samar Provincial Mobile Force Company headed by Police Major Edwin Oloan, Jr. in Barangay Happy Valley, San Isidro town.

Islaw was a member of the SYP Platoon, F-2 of the SRC Emporium.


Sally and Islaw who are now in the custody of the PNP are expected to receive financial assistance from the government.

A total of 75 residents of four New People's Army (NPA)-cleared villages in the northern part of Negros Occidental have availed of skills training and other livelihood intervention programs under the Technical Education and Skills Development Authority (TESDA) this July.

A report as of Thursday showed that on July 21, some 25 individuals from Barangays Estado and Gawahon in Victorias City started the Electrical Installation and Maintenance National Certificate (NC) II training while the same number of residents of
Barangay Canlusong, the farthest village of E.B. Magalona town, began the training for Organic Agriculture Production (OAP) NC II on July 20.

In Cadiz City, another 25 individuals from
Barangay Caduha-an, all agrarian reform beneficiaries, are also attending the training on OAP NC II until August 2.


These initiatives are being implemented by the TESDA, in collaboration with the concerned local government units and other national government agencies, as projects of the Poverty Reduction, Livelihood and Employment Cluster (PRLEC) of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

In a statement, TESDA-Western Visayas regional director Jerry Tizon said the government is committed to provide responsive measures to uplift and transform the lives of the poor and underserved communities.

“The government will never turn its back on you. No matter where you are or how difficult it is to reach your area, we will bring the training to you,” he said.

TESDA-Negros Occidental acting provincial director Romelia Nuezca said the training sessions are funded under the agency’s Training for Work Scholarship Program.

The scholar-trainees receive benefits that include free training cost, free assessment, internet allowance, one-year accident insurance, health/personal protective equipment allowance, and training support fund/allowance of PHP160 per day.

Third District Rep. Francisco Benitez, whose jurisdiction includes Victorias City and E.B. Magalona, thanked the TESDA for bringing its skills training program to the three villages in his congressional district.

“This program is a big help to the residents and will enable them to develop the skills to gain employment or start and sustain a small business,” he added.

Benitez commended the TESDA and other member agencies of the NTF-ELCAC for working to address the root causes of armed conflict in the affected communities.

E.B. Magalona Mayor Marvin Malacon said those who will pass the competency assessment for OAP NC II will receive an additional training support fund from the municipal government.

The villages of Estado, Gawahon, Canlusong, and Caduha-an are among the 26 barangays in Negros Occidental cleared of the influence of the Communist Party of the Philippines-NPA (CCP-NPA), and listed as recipients of the Local Government Support Fund-Support to Barangay Development Program under the NTF-ELCAC.

The CPP-NPA is listed as a terrorist organization by the United States, United Kingdom, European Union, Australia, Canada, New Zealand and the Philippines.

A New People’s Army (NPA) rebel was killed early Friday in an encounter with government forces in Kitcharao, Agusan del Norte.

2Lt. Roselyn Matulac, civil-military operations officer of the 29th Infantry Battalion (29IB), told the Philippine News Agency that their troops were conducting a security patrol whey they encountered around seven NPA insurgents in Sitio Cabadingan, Barangay Jaliobong at around 5:15 a.m.

The rebels were led by a certain Samuel Batican, alias Popo, of the Sandatahang Yunit Pampropaganda 16A, Guerrilla Front 16, North Eastern Mindanao Regional Committee of the NPA.


“We dispatched our troops in the area due to the series of reports from civilians on the presence of NPA rebels,” Matulac said.

The 25-minute firefight also resulted in the seizure of one high-powered firearm, war materiel, food, and personal belongings of the rebels.

“Our troops carried the cadaver of one male NPA killed during the encounter. It was handed over to the barangay council of Jaliobong for identification. It was then transported to a funeral parlor in Cabadbaran City for proper disposition,” Matulac said.

This is the second armed confrontation between the forces of 29IB and the NPA insurgents in Kitcharao town in the last six days.

Last July 17, the 29IB troopers also engaged the NPA rebels in Barangay Mahayhay who were planning to sabotage the “Bike for Justice and Peace” activity.

In that encounter, the NPA rebels also fired upon the civilian houses in Mahayhay that prompted residents to seek safe refuge in a barangay center.

The 29IB condemned the NPA for their plan to disrupt the Bike for Justice and Peace activity and the shooting of civilian houses that caused fear among the residents in the area.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

A 56-year-old housewife of Patikul, Sulu, expressed elation that she was able to acquire basic education despite her age through the Alternative Learning System (ALS).

Manis Hasan, is one of the 103 learners who completed on Wednesday their respective ALS program jointly implemented by the 11th Infantry Division (ID) and the Bangsamoro Ministry of Basic, Higher and Technical Education (MBHTE) in the province of Sulu.

The 11ID, in a statement Friday, said that 62, including Hasan, of the 103 learners were completers of the Basic Literacy Program (BLP) while the remaining 41 were for the Out-of-School Youth (OSY) program.

Most of the BLP completers are elderly who were not able to acquire basic education while the OSY are teens to young adults who failed to complete their studies in regular schooling.

The ALS classes, which started on January 16, are being held every Saturday at the elementary school of Barangay Danag, Patikul town.


Manis and her son, 22-year-old OSY program completer Almudznir, both marched on stage to receive their certificates.

“Noong panahon magulo pa kasi rito (sa Patikul) kaya di ako nakapag-aral. Ngayon, masaya po ako dahil kahit sa ganitong edad may pagkakataon pa rin po akong matuto. Tapos magkikita-kita kami ng kaklase ko kapag Sabado. Kapag naman sa bahay, minsan kay Almudznir ako nagpapatulong. Natutuwa ako dati thumbmark lang ako sa mga transakyon, ngayon kaya ko na mag-sulat ng pangalan at pumirma (It was really chaotic here in Patikul before so I was not able to finish my studies. Now, I am happy that at my age, I still have the chance to learn. I will see my classmates every Saturday. At home, I ask Almudznir for help. I am happy because before, I can only affix my thumbmark in transactions. Now, I am able to write my name and affix my signature),” Manis said in an interview.

Another BLP completer is 16-year-old Aldaskan Mannan, who had just returned from Sabah before he enrolled himself in the ALS program.

Aldaskan and his parents moved to Sabah in 2007 to gamble for a better life.

“Umuwi na kami rito kasi mas okay na rito kaysa doon sa Sabah. Mahirap ang buhay namin doon. Dito nakakita na kami ng oportunidad para makapag-aral ako at sina Papa naman makapag-hanap buhay sa lupa namin (We returned home because the situation here is better than in Sabah. Here, we saw an opportunity to learn and my father got a chance to make living through our piece of land),” Aldaskan was quoted as saying.

Hadji Wilson Ali, Patikul East district supervisor, recognized the role of the Philippine Army in the ALS program.

“Napakatagal na kasi na problematic ang pag-aaral dito sa Patikul dahil sa gulong dala ng Abu Sayyaf (Learning here in Patikul has been problematic for a long time because of the chaos sowed by Abu Sayyaf). For a long time, hindi na basta makapasok yung mga teacher sa takot nilang ma-kidnap. Kaya naman yung mga estudyante natin ay nawalan ng gana. Ngayon na nagawa namin ang ALS dito, bumallik na ang interes ng bata at pati matanda (the teachers cannot easily report to work over fears of being kidnapped. So our students lost interest. Now that we have ALS here, the learners, both young and old, got interested again),” Ali said.

He added that soldiers from the 21st Infantry Battalion volunteered to be ALS instructors.

"Ngayong araw, bawat isang learner ay sobra-sobra ang tuwa. Ang youngest ata ay 14, tapos kung tama ang tantsa namin ay mayroon doong 60 plus years old. Pareho-pareho naman silang sobra ang tuwa na nakapag-aral at naka-graduate din (Now, every learner is happy. The youngest is about 14 years old and if we are not mistaken, we have a learner who is over 60 years old. They are all happy as they already graduated after a long time),” Ali added.

Lt. Col. Eddie Abolencia, 21IB commander, said that it was his predecessor, Lt. Col. Gerald Monfort, who personally scouted for personnel who are capable of teaching.

The 10 selected soldiers then underwent MBHTE's instructors' training.

Private Edgar Ligue, a 26-year-old graduate of Bachelor of Science in Secondary Education Major in Agricultural Fisheries and Arts, is one of the 10 soldier-instructors who met with the learners every Saturday since the class opening on January 16.

Ligue said the learners enjoyed being enrolled in ALS with their peers so much they look forward to taking more classes if possible.

Maj. Gen William Gonzales, 11ID commander, said that he is pleased to attend the closing ceremony as it is also his son's graduation day.

“Doon sa amin, puro online lahat. Mula lectures hanggang graduation. Mapalad tayo rito sa Sulu at hindi ganoon kataas ang risk sa Covid-19 (coronavirus disease 2019), napayagan tayo ng Sulu Task Force Covid-19 sa ganitong mixed learning. Isa pa, mag-iisang taon na walang terroristic offensive ang Abu Sayyaf. Alam niyo, kahit sabihin nating hindi pa tuluyang natatapos ang sa pandemya at terorismo, dapat lang na hindi natin isantabi ang pag-aaral. Hindi madali ang ganitong klaseng mga adhikain pero sulit lahat para sa kinabukasan ng Lupah Sug (Sulu) (In our area everything is online, from lectures to graduation. We are lucky here in Sulu because the risk of Covid-19 is not that high and we were allowed by the Sulu Task Force Covid-19 to have this mixed learning. Another thing is there has been no terroristic offensive by the Abu Sayyaf for almost a year. You know, even if the threat of the pandemic and terrorism is far from over, we should not set aside learning. These efforts are not easy but it's worth it because the future of Sulu is at stake here)," Gonzales added.

The implementation of the Small Arms and Light Weapons (SALW) program has netted 244 loose firearms in Basilan province as all government officials in its two cities and 11 towns expressed full support for its imposition.

Lt. Gen. Corleto Vinluan Jr., commander of the Western Mindanao Command (Westmincom), said Friday the last local government unit (LGU) to signify support for the program by signing a memorandum of understanding (MOU) was Isabela City, the provincial capital.

Vinluan said the signing of the MOU on Thursday by Isabela’s city government, led by Mayor Sitti Djalia Turabin-Hataman, sealed the reputation of Basilan as the pioneer in the implementation of the SALW program.


The MOU signing was facilitated by Brig. Gen. Domingo Gobway, Joint Task Force Basilan commander; Manny Muraip, Basilan provincial administrator; Lt. Col. Dennies Gemina of the Provincial Police Office; and Lt. Col. Alex Ampati, 4th Special Forces Battalion commander.

“We appreciate the gestures of support of the local government officials of Basilan in the campaign against the proliferation of loose firearms,” Gobway said. “This exemplifies our strong inter-agency collaboration in eliminating the menaces of society.”

During the MOU signing, Capt. Mark Christian Sta. Ana of the 9th Special Forces Company, presented to Gobway and Muraip 40 assorted loose firearms that were voluntarily surrendered by residents of various barangays of Isabela City.

The firearms consisted of seven .30 caliber M1 Garand rifles, one M203 grenade launcher, five shotguns, nine .45 caliber pistols, 18 units of .38 caliber pistols, three .22 caliber pistols, and one Magnum 357 pistol.

“I commend the troops of the Joint Task Force Basilan for the huge number of firearms recovered through the SALW program. 244 firearms all in all is a great accomplishment that is worthy of praise and accolade,” Vinluan said.

The other loose firearms were surrendered by residents of the other city and towns in Basilan – Lamitan City, 54; Sumisip, 34; Hadji Mohammad Ajul, 23; Maluso, 19; Ungkaya Pukan, 15; Tuburan, 12; Hadji Muhtamad, 11; Al-arka, 9; Akbar, 9; Tabun Lasa, 7; Tipo-Tipo, 7; and Lantawan, 4.

The SALW program seeks to reduce, if not eradicate, small arms and light weapons and prevent crimes in the communities.

The implementation of the SALW program is an initiative of the national government, through the Office of the Presidential Adviser on the Peace Process and Joint Normalization Committee.

Army soldiers overrun two hideouts of the Communist Party of the Philippines-New People’s Army (CPP-NPA) in separate operations in southern Negros Occidental earlier this week.

In a report on Friday, the 3rd Infantry Division (ID) said that on July 22, soldiers from the 94th Infantry Battalion (IB) overran the communist-terrorists’ lair in Sitio Buko, Barangay Tan-awan in Kabankalan City while on July 20, troops of 15IB invaded the other one located in Sitio Guinobatan, Barangay Caningay in Candoni town.

The discovery of the two lairs is an indication the CPP-NPA rebels in Negros are “on the run”, said Maj. Gen. Eric Vinoya, commander of the 3ID.

In Kabankalan City, troops engaged some 20 communist-terrorists from the NPA’s SDG Platoon, CN2 in a 30-minute firefight at Sitio Manulaya, leading to the withdrawal of the enemy to various directions.

A soldier sustained a gunshot wound on his left leg but is now in stable condition, the 3ID said in the report.

After the clash, troops found the NPA’s temporary encampment in Sitio Buko, which can accommodate about 30 persons.

They recovered an M16 A1 rifle with handguard and four short magazines with ammunition, as well as improvised explosive device components composed of a 150-meter electric wire and a battery switch.

Also seized were a jungle hammock, a book, a bolo, three ponchos, rain boots, slippers, assorted shirts, seven kilos of corn, and cash amounting to PHP105, among others.

In Candoni, a team leader of the NPA Southwest Front identified as Adrian “Nico” Gallendo Omilig was captured by 15IB troops, following a series of clashes in Barangay Caningay.

The soldiers endorsed Omilig to the custody of the Candoni Municipal Police Station.

During the clearing operation, some 14 families in Caningay were evacuated to ensure their safety and received assistance from the village and the municipal government before they were allowed to return home.

Troops recovered a hand grenade, a 9mm pistol loaded with 10 ammunition, four 9mm magazines, 56 rounds of 9mm ammunition, empty cartridges of M60, M203, M16, and AK47 firearms, a solar panel, and personal belongings.

Lt. Col. Erwin Cariño, commanding officer of 15B, thanked the residents of Barangay Caningay for providing accurate information about the whereabouts of the CPP-NPA rebels.

“Their support and cooperation are our best tools to end the presence of communist-terrorists in southern Negros,” he added.

The CPP-NPA is also listed as a terrorist organization by the United States, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Some 14 barangays affected by the Communist Party of the Philippines - New People’s Army (CPP-NPA) in Negros Oriental will soon benefit from infrastructure projects and livelihood training under the Barangay Development Program (BDP) of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

In an interview with the Philippine News Agency (PNA) on Friday, Farah Gentuya, chief of the provincial office of the Department of the Interior and Local Government (DILG), said
the villages of Carol-an, Mabato, and Nabhang in Ayungon town; Nalundan, Atotes, Cabcaban, and Danao in Bindoy town; Banwague, Linantuyan, and Luz in Guihulngan City; Bantolinao, Candabong, and Salvacion in Manjuyod town; and Bago in Tayasan town will be included in the Retooled Community Support Program (RCSP) first as part of the validation for BDP inclusion.

RCSP is a government program that aims to address the needs of a village already cleared of insurgency.

However, these 14 villages will still have to be assessed by the Armed Forces validation team and should be subsequently declared free from the influence of the CPP-NPA.


Likewise, these barangays will be included in the Support to Barangay Development Program (SBDP) and eventually in the AFP-Community Support Program master list. They will then qualify to receive PHP20 million worth of projects, activities, and programs, based on the SBDP project menu, Gentuya said.

The DILG presented the list of additional barangays during a meeting of the Negros Oriental Task Force - ELCAC on July 22, which tackled the processes and requirements for the 14 barangays that have just been included in the program.

The regional ELCAC has listed 26 barangays under its coverage and has undertaken such activities as the “Dagyawan sa Barangay”, the “Talakayan ng Mamamayan” dialogue/consultation, and the Serbisyo Caravan, which brings basic services to the barangays.

The CPP-NPA is listed as a terrorist organization by the United States, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

A total of 491 members of the Communist Party of the Philippines - New People’s Army (CPP-NPA) operating in Northern and Central Luzon returned to the fold of the law in the first six months of the year.

Records of the Northern Luzon Command (Nolcom) showed the figures are higher compared to the same period last year with 198 rebel-surrenderers.

Lt. Gen. Arnulfo Marcelo B. Burgos Jr., Nolcom commander, said Friday from January to the present, an average of two NPA rebels with one firearm returned to the government’s fold every day, “a clear manifestation of the terrorist group’s imminent collapse in Northern and Central Luzon.”

These are apart from the 767 party members of the different NPA-affiliated mass organizations who have withdrawn their support from the terrorist group and pledged their allegiance to the government.


Burgos attributed the surge of surrenders and withdrawal of support to their unrelenting internal security operations and sustained community engagement through their community support program.

He added that 29 NPA personalities were neutralized during armed encounters and joint law enforcement operations with the Philippine National Police.

He also cited the success of Nolcom’s other campaign initiatives, particularly in territorial defense.

Burgos said through strategic partnership, a desalination facility has been operationalized in Mavulis Island, the northernmost island of the country where a Philippine Marine detachment closely monitors the country’s northern maritime territory.

The desalination facility can produce 1,500 liters of potable water in six hours.

Burgos also underscored the active participation of the coastal communities in Nolcom’s efforts to preserve the country’s sovereignty in its northern maritime domain.

“Some fisher folks are members of the established maritime information network who serve as ‘eyes and ears’ and enhances the government’s efforts to monitor the northern territorial waters,” he said. “The active support of our stakeholders has helped our campaign flourish. They inspired us to do more and achieve more. Rest assured that we will continue to exert our best efforts in the service of our people.”

The CPP-NPA is listed as a terrorist organization by the United States, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

A total of 53 members of the Ata Manobo tribe, including minors, have returned to their ancestral land in Talaingod, Davao del Norte after several years of exploitation living in the United Church of Christ in the Philippines (UCCP) Haran compound here.

In a statement Friday, the Police Regional Office in Region 11 (PRO-11) said the indigenous peoples (IP), all residents of Sitio Dulian, were brought home by the Talaingod municipality’s bus, van, and dump truck on Wednesday.

Members of PRO-11’s Revitalized-Pulis Sa Barangay (R-PSB) Nasilaban and the Talaingod Municipal Police Station escorted the returning IPs, led by Lorena Mandacawan, and provided food packs.

Mandacawan stayed at the UCCP-Haran for more than three years.

The IPs were reportedly left at UCCP-Haran by their tribal leader, Datu Doloman, making life more difficult for them.

Before proceeding home, the IPs will stay at the Municipal Tribal Hall in Barangay Sto. Niño.

Brig. Gen. Filmore Escobal, Director of PRO-11, is optimistic the return will finally end the deception and exploitation of IPs who are being used as leverage to get funds from local and foreign donors.

He added that the efforts of the government through different agencies and PRO 11’s RPSB have been a big factor in encouraging people, especially the IP communities, to believe that the government will protect them.

“PASAKA-SMR (Pasaka Confederation of Lumad Organizations in Southern Mindanao) is spreading propaganda
that the voluntary departure of IPs from Haran was to continue their struggle for their welfare. The truth is, the hardship experienced by IPs inside Haran is the real reason. They left Haran because they believed that the government really cared about their welfare,” Escobal added.

PASAKA-SMR recruited the IPs and illegally detained them.
Some were rescued while others were allowed to leave.


Cases have been filed against Haran and PASAKA-SMR officials for forcing the IPs to engage in armed activities, forced labor, involuntary servitude, and other exploitative purposes.

The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) headed by President Rodrigo Duterte has accomplished more than any other administrations in neutralizing the Communist Party of the Philippines – New People’s Army – National Democratic Front (CPP-NPA-NDF).

In his message on the success of the NTF-ELCAC, President Duterte said: “Our past experiences have shown us that a purely military-centric approach to the problem will not achieve the desired results. Assessing on our past practices, we have come to the conclusion that solving the insurgency requires a holistic and inclusive process which responds to the basic needs of our communities.”

At a recent virtual presscon, National Security Adviser Sec. Hermogenes Esperon Jr. said the “whole-of-nation” approach under Executive Order 70 (EO 70) that created the NTF-ELCAC has been very effective and decisive in addressing the root causes of the 52-year-old insurgency that will finally bring an end to the senseless armed conflict and attain an inclusive and sustainable peace all over the country.


The CPP-NPA-NDF seeks the violent overthrow of the democratically-elected government and replaces it with an autocratic and tyrannical communist regime.

The NTF-ELCAC’s latest triumphs include the NDF being designated by the Anti-Terrorist Council (ATC) as a terrorist group. This designation, which was described as long overdue, empowered the Anti-Money Laundering Council (AMLC) to issue a freeze order on all the accounts and assets related to the NDF.

Esperon pointed out that this monumental achievement, under the leadership of President Duterte is designed to weaken and finally limit the movement of the whole CPP-NPA-NDF and its many front organizations.

He said: “the President only gave him two words for the NTF-ELCAC—Good Governance.”

This was Esperon’s working formula to give NTF-ELCAC its clear purpose in serving the Filipinos of all political affiliations and beliefs.

Esperon, who also serves as vice-chairman of the Task Force, said their main focus now would be on the effective implementation of the PHP 16.44-billion Barangay Development Program, which was directly given to the local government units (LGUs) by the Department of Budget and Management.

He said some of the projects have now been started with recent groundbreakings in Rizal, Kalinga, and Sorsogon.

He hoped that the members of the media would join them in the succeeding groundbreakings to see for themselves the various ongoing projects to finally free conflict-vulnerable barangays from the clutches of the Communist Terrorist Groups (CTGs).

Since the signing of EO 70 on December 4, 2018 by President Duterte, the Task Force has achieved various accomplishments and undertakings, said Gaye Florendo, the NTF-ELCAC assistant spokesperson for the Public Affairs and on Indigenous Peoples (IPs) Concerns.

“We are seeing our IP communities, our most marginalized and the most affected sector in this armed conflict as recipients of several intervention efforts, with provisions for housing, and the construction of DepEd’s (Department of Education) last-mile schools,” he said.

In the video presentation—NTF-ELCAC in Review, Highlights of Activities—the Task Force, under the Local Government Empowerment Program, got the support of 1,715 LGUs in the country to denounce the CTGs, with 84 percent of them or 1,436 LGUs approving a resolution declaring the CTGs as persona non grata in their respective localities.

The presentation also showed that a total of 2,701 retooled community support program orientations from 2020 to 2021 were undertaken along with the implementation of “Barangayanihan,” Serbisyo Caravan, and “Barangayan” in the various barangays of the country

Other milestones achieved by the NTF-ELCAC under its basic services program include: 190 finished and 141 ongoing housing projects through the National Housing Authority for the IP since 2016 in Davao del Norte and Cagayan de Oro City; the closure of Salugpungan Schools and the provision of 9,691 last-mile schools built by the Department of Education from 2019 to 2021; establishment of 8,244 Barangay Health Stations by the Department of Health; and the electrification of 40 sitios by the National Electrification Administration, the video pointed out.

In 2020 alone, the Task Force has built 8,339 bridges and 32,933 kms of roads in 2018; 8,410 bridges and 33,018 kms of roads in 2019; and 8,496 bridges and 33,119 kms of roads under its Infrastructure Development program.

The NTF-ELCAC has also awarded 253 Certificate of Ancestral Domain Titles (CADTs) by the National Commission on IPs for 5.8M hectares and 1.3M IP Rights Holders; while on-process Ancestral Domain (AD) areas is 209 or about 3.8M hectares; and about 486 were identified as AD areas or 3.756M hectares. Through the Department of Agrarian Reform, the Task Force has awarded about 51,797 Certificate of Land Ownership Awards (CLOAs) from 2018 to 2021.

The Task Force through its Peace, Law Enforcement, Development, and Security Program has dismantled 16 Guerilla Fronts and 6 Regional Guerilla Units, while 5 were weakened; filed International Humanitarian Law violations against the CPP-NPA-NDF by the 58th Infantry Battalion and 4th Infantry Division with the Commission on Human Rights in Region 10; EO 70 orientation for officials of the Bangsamoro Autonomous Region in Muslim Mindanao; rescue of trafficked IP students in Cebu, among others.

With its Poverty Reduction, Livelihood and Employment Program, the NTF-ELCAC has given livelihood training to 194 barangays with 268 interventions from various agencies; while skills training was provided to 710 barangays with 1,576 interventions from TESDA, DepEd, and various agencies.

The Task Force also installed solar lighting and charging systems, established cooperatives, distributed funds to Agrarian Reform beneficiaries, established vegetable and poultry farms, and provided livelihood kits to former rebels, and set up Project IPEACE in IP communities.

In its Legal cooperation and Local Peace Engagement Programs, the NTF-ELCAC achieved the following: filing of perjury case against CTGs, Rural Missionaries of the Philippines (RMP), Gabriela, and Karapatan; backing of the Commission on Elections on the bid to cancel the Gabriela Party-list Registration; Investigation and case build-up on Haran 31; freezing of CTGs assets; Samar Bishops leading local peace dialogues; and Ugnayan sa Barangay, among others.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The capability of security forces to respond to external and internal threats got a boost as the Philippine National Police (PNP), Armed Forces of the Philippines (AFP), and the Philippine Coast Guard (PCG) signed Friday a tripartite mechanism to enhance their interoperability.

“Our presence today is a manifestation of our collective desire to enhance the level of our system of interoperability, coordination, and cooperation which is the key to success in the war on terrorism and insurgency,” said PNP chief Gen. Guillermo Eleazar during the ceremonial signing of the joint accord in Camp General Emilio Aguinaldo, Quezon City.

The tripartite mechanism was officially adopted by the three agencies through Resolution No. 11-2021 which included the PCG in the Joint Peace and Security Coordinating Center (JPSCC).

Both the AFP and PNP chiefs, who sit as co-chairs of the national JPSCC resolved to include the PCG among member agencies of the JPSCC, and subsequently designated PCG commandant to be one of its co-chairs.


“We take pride in welcoming, officially, the Philippine Coast Guard in the JPSCC Family. The documents that we just signed are products of painstaking work that harnessed the positive ideas and modest contribution of our respective agencies aimed at ensuring a more effective campaign against terrorism and insurgency considering the emerging trends wherein adversaries have already established strengthened links with Islamist terrorist organizations raising the density of the threat environment and risk to the community,” Eleazar said.

Meanwhile. AFP chief Gen. Cirilito Sobejana said with the inclusion of the Philippine Coast Guard in the JPSCC, he looks forward to future collaborative efforts among agency members in terms of maritime safety and security, maritime law enforcement, and the protection of the country’s marine environment.

This development is consistent with the government’s "whole-of-nation" approach towards peace and security; engaging the PNP, AFP, and PCG to work together in keeping the country safe and secure.

As the new JPSCC member agency, the PCG will play a vital role in forming various concepts of operations that will address the country’s complex and evolving maritime threats.

“The present challenges offer a great opportunity for us to enhance our coordination and interoperability. This has been a journey built from the ground by men in uniform service who selflessly serve for years and further stimulated and sustained at the policy side. For the PCG Team, we are so fortunate today that we are here to solidify the PCG as the third arm service in our lifetime,” PCG commandant Admiral George Ursabia Jr. said.

Moreover, the three agency heads also signed JPSCC Letter Directive Nr. 03-2021 which called for the reorganization of the JPSCC.

In the revised structure, the National JPSCC will now be headed by the PNP, AFP, and PCG chiefs while PNP Directors for Integrated Police Operation, AFP Unified Commanders, and PCG Area Commanders will supervise the Regional and Provincial JPSCCs.

The accord also stipulates that cooperation and coordination among the AFP, PNP, and PCG complemented by collaboration and consultation with all stakeholders shall be the guiding principle in addressing peace and security concerns.

“Despite differences in our respective uniforms and in the scopes of our respective work and mandates we are all bound together by our common oath to serve and protect the Filipino people and our country as well as safeguard the national interest. But most importantly, we all have the same faith and hope for humanity. That is, perhaps the most fundamental reason why we need to foster and strengthen our cooperation and collaboration, to promote the common good," Eleazar said.

Camp Leon Kilat, Tanjay City, Negros Oriental – Lieutenant General Roberto T Ancan PA, Commander, Central Command, AFP made his exit visit at Headquarters, 302nd Infantry (Achiever) Brigade on 20 July 2021. He was accorded with foyer honors by Colonel Leonardo I Peña (MNSA) PA, Brigade Commander, 302nd Infantry Brigade in front of the Unit’s Administration building upon his arrival.

LtGen Ancan’s heart truly belongs in Negros Island because he is a full-blooded Negrense born in Victorias, Negros Occidental on August 21, 1965 and lived as a very simple child yet very smart eldest son among the four siblings. He studied in an all-boys high school at Don Bosco Victorias where he was chosen to be the Corps Commander during their batch for Citizens Army Training or CAT. He was raised from a modest family, whose father worked as a government civilian employee, which brought him to aspire to be of help to his parents; that was why he availed the full-time scholarship grant offered by the Philippine Military Academy in 1983 and graduated with the PMA “Hinirang” Class of 1987.

As an Army officer, he has been guided by his quest for excellence which brought him to the upper percentile of his contemporaries and gave him the opportunities to undergo various military trainings both local and abroad. Such privileges are not common to everyone for one selected has to be chosen from among the best candidates. He is a well-rounded officer who took assignments in different parts of the country (Luzon, Visayas and Mindanao) and even served abroad where he held positions in different capacities because of his exemplary skills and proficiency in holding various tasks that led to where he is now.

With his more than three decades of military service, he became one of the most decorated officers in the Armed Forces of the Philippines because of his worthy contributions for the accomplishment of the AFP’s mission; he also achieved the three command positions that every Philippine Army officer dreams, if God destined him to occupy before his retirement: as Brigade Commander for a One-Star Position when he was posted as the Commander of 1002nd Infantry (BAGWIS) Brigade, 10th Infantry (AGILA) Division, Philippine Army; as Division Commander for a Two-Star Position when he was designated as Commander of the 1st Infantry (TABAK) Division, Philippine Army; and now as Commander of a Three-Star Position when he was appointed as the 22nd Commander, Central Command, Armed Forces of the Philippines. That is how bless our Honored Guest is; because he always believes and acknowledges the power of the Almighty.

Lieutenant General Ancan, on his message, expressed his heartfelt gratitude to the men and women of the 302nd Brigade for their dedications to work which can be attributed to the various accomplishments rendered during his stint as the Central Command Chief. “Now as the Commander of Central Command, I like to appreciate the accomplishment of this Brigade when I assumed as the Commander last October 2019, till now, your Brigade has been achieving well and accomplishing the mission being provided both by the Central Command as well as the JTF Spear, 3rd Infantry Division. Camp Aquino, Tarlac City— In a report to the members of the Multi-Sector Governance Council during the 14th Multi-Sector Governance Council Assembly on Thursday, Lieutenant General Arnulfo Marcelo B Burgso Jr, the Commander of Northern Luzon Command, reveals that from January to date, ‘2 NPA rebels with one firearm returned to the government fold every day, a clear manifestation of the terrorist group’s imminent collapse in Northern and Central Luzon’.

Per NOLCOM’s records, a total of 491 rebel surrenders with 185 firearms return to the government fold for the first six months of the year, much higher as compared to last year, which is 198 rebel surrenders with 194 firearms. These are apart from the 767 party members of the different NPA-affiliated mass organizations who withdrew their support from the terrorist group and pledged their allegiance to the government. NOLCOM attributes the surge of surrenders and withdrawal of support to their unrelenting internal security operations and sustained community engagement through their community support program. In addition to this, 29 NPA personalities were also neutralized through armed encounters and joint law enforcement operations with the PNP.

It can be recalled that last July 16, combined elements of military and police unearthed an arms cache containing three M16 rifles at Barangay San Jose, San Mariano, Isabela through information provided by former rebels.

Meanwhile, on that same day, a joint law enforcement operation was launched against two NPA personalities; Neptali Santos alias “Atong,” Executive Committee (EXECOM) member of Komiteng Rehiyon Gitnang Luzon (KRGL), and alias “Sandy,” a member of Kilusang Larangang Gerilya “TARZAM.” Santos have pending arrest warrants for rebellion, two counts of murder, and multiple counts of frustrated murder. A firefight ensued during the operation, as the two communist rebels fired at the government security forces as they served the warrant of arrest. The firefight lasted for 10 minutes and resulted in the neutralization of the two NPA personalities and the recovery of one M16 rifle, two hand grenades, one Cal. .38 pistol, assorted live ammunition, war materiel, and subversive documents.

CAMP PERALTA, Jamindan, Capiz – The Army’s 94th Infantry Battalion in Negros seized a high-powered firearm and another temporary encampment of the CPP-NPA Terrorist after a firefight in Kabankalan City, Negros Occidental, on July 22, 2021.

The troops were conducting combat operations when they encountered more or less 20 armed members of the SDG Platoon, CN2, at the vicinity of Sitio Manulaya, Barangay Tan-awan of the said town. The firefight lasted for about 30 minutes. After which, the enemy scampered in different directions. The communist-terrorist group suffered an undetermined number of wounded based on the traces of bloodstains at the encounter site and their withdrawal route. One of the soldiers also sustained a gunshot wound at his left leg but was in stable condition.

While scouring the area, the troops discovered an enemy’s temporary encampment at the vicinity of Sitio Buko in the same barangay. It can accommodate more or less 30 NPAs. The encampment is the 2nd, located by the Army in Negros Island this week.

The 15th Infantry Battalion discovered the first one after its four consecutive encounters with the communist-terrorists in the hinterland barangay of Candoni town. Aside from the encampment, the troops also seized various war materials that include one (1) M16 A1 rifle; four (4) short magazines with ammunitions; IED components (150-meter electric wire, and one (1) battery switch); one (1) M16 handguard; one (1) jungle hammock; one (1) bolo; three (3) ponchos; one (1) book (Manual sa Pagsasanay Pangkalusugan); one (1) civilian backpack; assorted clothes including a shirt with Paghimakas NPA logo; one (1) pair of rain boots; various slippers; one (1) stub of the needle; seven (7) kilos of corn; and P105.00 cash.

Major General Eric Vinoya, the Commander of the 3rd Infantry (Spearhead) Division, said the discovery of two encampments suggests that the NPAs in Negros are now on the run.

“They cannot afford to stay or go back in one place after losing the trust and support of the masses. All they can do now is running and hiding to avoid being hit by our troops,” said MGen Vinoya.”We know that you are afraid of death. Come down, lay down your arms, and avail the government’s Enhanced-Comprehensive Local Integration Program (E-CLIP) for you to have a peaceful life,” MGen Vinoya further said.

Vice Admiral Adeluis Bordado, Flag Officer-in-Command (FOIC) of the Philippine Navy, visited the Western Mindanao Command, for the first time after his assumption as the new major service commander.

The officers, enlisted personnel, and civilian human resources of the WestMinCom welcomed Vice Admiral Bordado with battalion-sized military honors at the command’s Parade Ground at about 3 p.m. Thursday, July 22, 2021.

He was then received by WestMinCom Commander, Lieutenant General Corleto Vinluan, Jr. at the Laong Laan Hall of the command.

“I am very much honored to be visited by my ‘mistah’ Vice Admiral Adeluis Bordado,” said Lieutenant General Vinluan, Jr.

“His visit is a great venue for us to discuss matters related to the preparedness of the navy to respond to internal and external challenges that may arise in our area of operation,” the commander added.

Vice Admiral Bordado extended his heartfelt gratitude to the WestMinCom family for the warm welcome.

“Rest assured that the Philippine Navy through the Naval Forces Western Mindanao will continue to provide support to the Western Mindanao Command in all its endeavors,” the FOIC stated.

Naval Forces Western Mindanao under Rear Admiral Toribio Adaci, Jr. continuously works hard to achieve its mandate in support of WestMinCom’s campaign. Notably, the navy and marines successfully neutralized Majan Sahidjuan, a.k.a. Apo Mike, a notorious kidnap-for-ransom group leader in March 2021.

The unit also conducted civil-military operations that gained popular support from the people. Such is the all-in-one medical mission in Languyan, Tawi-Tawi on June 29 and the continuous conduct of the local social integration program for former violent extremists.

During the first semester of 2021, navy vessels have rescued several passengers from distressed seacrafts to include the 19 passengers of ML Sea Glory which suffered engine trouble at seawaters of Banguingui, Sulu on June 13.

Additionally, the navy vessels are also being utilized in the transport of COVID-19 vaccines in the far-flung island municipalities.

Meanwhile, after paying a courtesy call to Lieutenant General Vinluan, Jr., Vice Admiral Bordado proceeded to Headquarters, Naval Forces Western Mindanao at Naval Station Romulo Espaldon, Calarian, purposely to boost the morale of the navy personnel.

Vice Admiral Bordado is the 39th FOIC of the Philippine Navy. He assumed command on June 8, 2021, replacing Vice Admiral Giovanni Carlo Bacordo who availed his compulsory retirement after reaching the mandatory retirement age of 56.

He is a member of the Philippine Military Academy “Maringal” Class of 1988. With his appointment, “Maringal” Class is now known as the “ruling” class in the Armed Forces of the Philippines because all the major services and other unit commanders are members of the same class.

ISABELA CITY, Basilan – A record number of forty firearms were surrendered, the highest by far in 4th Special Forces Battalion’s area of operation. Eight high-powered long firearms and thirty-two pistols were turned-over by the people and Barangay Chairmen of Isabela City to Brigadier General Domingo B Gobway, Commander of 101st Brigade in support to the Memorandum Signing of Small Arms and Light Weapons Program held at Infirmary Building, Sunrise on Thursday, 22 July 2021.

The Provincial Government of Basilan represented by Provincial Administrator Manny Muarip believes supporting the SALW program will greatly contribute to the peace and development of Basilan. It is expected that citizens who surrendered their loose firearms will receive livelihood support and scholarship grant from the government.

Brigadier General Gobway expressed his utmost appreciation and gratitude for the cooperation of the City Government Unit headed by Mayor Sitti Djalia T Hataman and all the Barangay Leaders. The continuous support and commitment shown by LGU Isabela City and Military on the implementation of SALW Program will move the normalization process forward to a society that can achieve the quality of life they have long deserved within a peaceful and civilized society.

Lieutenant Colonel Alex D Ampati, the commanding officer of the 4th Special Forces Battalion is grateful to the efforts and hard work of the 19th Special Forces Company headed by Captain Mark Christian B Sta Ana.

“Ang pagsuko ng mga ligaw na armas ay senyales ng magandang kinabukasan ng lungsod ng Isabela at Probinsya ng Basilan tungo sa mapayapa at maayos na kinabukasan,” Lieutenant Colonel Ampati expressed.

Captain Mark Christian Sta Ana guarantees that his unit will continue their support and implementation of the SALW Program so that long lasting peace will continue in Basilan’s Capital City as loose firearms and armed conflicts will be but a thing of the past.

To date, the 4th Special Forces Battalion with its three companies (14th, 15th, 19th Special Forces Company) has already managed to facilitate the surrender of a total of one hundred four firearms in its area of operations as part of the ongoing SALW Program.
