PLACER, Surigao del Norte – Two (2) villages in Mainit town of Surigao del Norte Province declared the Communist Party of the Philippines-New People’s Army (CPP-NPA) and its political wing, the National Democratic Front (NDF) as unwanted personalities and organizations or Persona Non-Grata on July 31 and August 1, 2019.

The declaration transpired during the grand pulong-pulong of barangay Mansayao on July 31 and of barangay Tagbuyawan on August 01. Said activities were headed by their respective Punong Barangays namely Hon. Peter Randy Conor of Mansayao and Hon. Jezrel Andrade of Tagbuyawan, with their Barangay Council and along with 78 former members and supporters of the Underground Mass Organizations (UGMO) of the CNTs.

Also present during said activities was Mainit mayor Hon
Crisanta O Mondano, Mainit Vice Mayor Hon Christopher Avila, the Municipal Local Government Operations Officer (MLGOO) headed by Ms. Liza Montaner, the Municipal Agrarian Reform Officer (MARO) Mr. Jose Indico and the 30th Infantry Battalion (30IB) headed by Lt. Col Jeffrey Villarosa.

During the activity, the former UGMO members and supporters also pledged their loyalty to the government and signed the wall of commitment for peace. It was also highlighted with the ceremonial burning of CPP-NPA-NDF flag which symbolizes their commitment to never again be deceived by the agitation and propaganda of the CNTs.

In her inspiring message Mayor Mondano said, “Ang atong Philippine flag, maoy simbolo sa atong demokrasiya ug tinuod nga kalinaw ug kagawasan, ang gisunog ninyu nga CPP flag nagpasabut nga inyu na gisalikway ang malinlahon nga ideolohiya sa kommunista nga maoy hinungdan sa inyung kalisud ug pagkaut-ot sa dugay nang panahon”. (The Philippine Flag is the symbol of our democracy, it is the true symbol of our democracy. The burning of CPP flag clearly shows that you repudiated the lies and deceit of the CNTs that brought poverty and hardships to our community for a long time already).

Lt. Col Jeffrey Villarosa, Commanding Officer of 30IB said, “The CNTs thrive in a community that has no unity. They will exploit small cracks of misunderstandings among members of the family, clans and neighbors and sow seeds of distrust. From a divided house the CNTs can easily propagate their agitation and propaganda, their lies and deceit. It is therefore necessary that barangay folks, led by its duly elected barangay officials, and the Local Government of Mainit, to act as one cohesive team so that CNT lies cannot again deceive any peace-loving citizen of Mainit.”

“I am happy to announce that one of the twelve clusters of the Regional Task Force to End Local Communust Armed Conflict (RTF ELCAC) CARAGA, the Poverty Reduction and Livelihood Employment Cluster (PRLEC) which is led by TESDA, with DOST, DSWD, DAR, DA, DENR, DILG, NCIP, LBP, DBP, DEPED, NICA and other National Government Agencies as members, are already busy on their toes such that much needed government services will reach Geographically Isolated and Disadvantaged Areas (GIDAs), Conflict-Affected Areas (ConAA) and Conflict-Vulnerable Areas (CVA). Mansayao and Tagbuyawan both belonged to GIDAS and ConAAs. Not so long ago, in 2014, you have witnessed a gruesome armed encounter here in your place. Mansayao and Tagbuyawan folks will be the VIP of PRLEC. The projects of this cluster will be designed such that you will directly be its recipients”, Villarosa added.

MARAMAG BUKIDNON – Two members of the New People’s Army (NPA) voluntarily surrendered to the Community Support Team (CST) of 88th Infantry “Maringal” Battalion at Brgy Lipa, Quezon, Bukidnon last July 06.

Rexon Castro Densing @Jade just turned 18yo recently and Chris Castro Edpalina @Toto, 17yo that were both recruited by certain @jerome and @Tolis of SYP2, Coy Thunder, NCMRC in brgy Lipa, Quezon, Bukidnon last October 2018 surrendered to the Community Support Team (CST) in brgy Lipa after 5 months of hardship with the NPA terrorist.

They claimed that the hardship within the NPA units are already unbearable now that support from their masses is minimal. They also said that the relentless military operations multiply their fear, hardship, and hunger that they are experiencing.

“Sa dugay nga panahon nailad kami sa mga NPA hangtod miabot ang oras nga among napamatud-an sa among kaugalingon nga walay kalinaw nga among makab-ot sa sulod sa armadong grupo. Ang kumander lang namo ang adunay maayo nga kahimtang kay anaa man kanila ang kwarta ug kontrolado usab nila ang among pagkaon, apan kami nga mga ordinaryo lamang nga miyembro mao ang mibati sa tanang pag-antus ug nakasinati sa tanan nga kalisod sa kinabuhi”. The NPA has been deceiving us for so long and we come to realize that there is no peace in their organization. Only our commanders enjoy the best treatment because the money is in their possession and food is in their control, while, us the ordinary members are suffering the most hardships, they said.

They wanted to forget the complexities they experienced in the hands of the NPAs and start to support the government in helping the community especially to those who have been deceived by the terrorist group like them.

LTC FRANKLIN F FABIC INF (GSC) PA, Battalion Commander of 88IB said, that the 2 surrenderees, because of their young age and innocence were exploited and deceived by NPAs in joining their group. This is a clear and intentional violation of provisions of IHL, that children shall not be recruited into combatants or turn them into child warriors. These NPA terrorists blantantly violated the rights of these minors to live a peaceful life in their community. They totally disregarded the sanctity of a Filipino family by simply taking away the children without the knowledge of their parents. I thanked these 2 minors that after 5 months of hardship away from their parents, realized that their is no better future for them in the hands of these NPA terrorist who totally disregarded their rights as a person. We welcome these 2 kids to have a new life thru the Enhanced Local Integration Program (E-CLIP), a government program in which former regular members can get immediate assistance, livelihood program, firearm remuneration and a lot more of benefits from the government”.

“I am encouraging the members of CPP-NPA-NDF in the area of operation of 88IB to surrender while you have still time and enjoy a better life thru the government programs intended for you and your families. Dont wait for the time that you will get killed in the mountains thru our relentless military operations”, Ltc Fabic concluded.

CAMP PERALTA, Jamindan, Capiz- The 3rd Infantry (Spearhead) Division under the leadership of Major General Dinoh Dolina will support President Rodrigo Roa Duterte’s possible declaration of martial law in Negros.

“Martial law is a political decision. Your Philippine Army specifically the 3rd Infantry (Spearhead) Division is just an implementor should our higher authorities deemed it necessary to stabilize the peace and order situation of Negros Oriental. We should rely on the wisdom of our duly constituted authorities that everything will be done to promote the welfare of every Filipino citizen. As such we will be ready to support and abide to the President’s decision to whether declare martial law in the province,” said MGen Dolina.

In yesterday’s Palace briefing, Presidential spokesperson Salvador Panelo disclosed that the President may declare martial law in Negros Oriental to stop spate of killings and if security officials would recommend it. He stressed that President Duterte doesn’t want the killing rampage to continue and the only way to stop this is to use his emergency powers.

Panelo added that the President could declare martial law in Negros Oriental as stated in the constitution that he can declare it in the entire country or part of thereof.

“The 3rd Infantry Division is one with the clamor of every peace-loving Negrenses to end the violence perpetrated by the CPP-NPA Terrorist that resulted to the unnecessary loss of lives of defenseless civilians. Likewise, Executive Order (EO) 70 or the “Institutionalizing the Whole-of-Nation Approach in Attaining Inclusive and Sustainable Peace, Creating a National Task Force to End Local Communist Armed Conflict, and Directing the Adoption of a National Peace Framework” has been taking grounds on addressing insurgency problems that the NPA is threatened that they will eventually be irrelevant to the people and communities they are deceiving.

The series of killings is just a way of these terrorists to stop the government in its effort of converging the different agencies in the delivery of necessary services to address the issues usually exploited by the NPAs,” Dolina emphasized.

The recent reports of massive killings in Negros Oriental though denied by the NPAs has pattern similar to their doings to extrajudicially execute individuals who go against their selfish motives.

Leaders of Indigenous Peoples discuss their recent US Speaking Tour, the closure of Salugpungan schools, the child soldiers in Mindanao, and other issues concerning members of the indigenous tribes, in a press briefing at the New Executive Building (NEB) in Malacañang on Wednesday (July 31, 2019). They retold their stories on the ‘’deceptions’’ of the Communist Party of the Philippines-New People’s Army (CPP-NPA) against the residents of far-flung communities in the Philippines.

Indigenous Peoples (IPs) leaders on Wednesday retold their stories on the ‘’deceptions’’ of the Communist Party of the Philippines-New People’s Army (CPP-NPA) against the residents of far-flung communities in the Philippines.

In a press briefing in Malacañang following their visit to the United States, eight IP representatives faced the media, namely Bae Christine Banugan of the Mandaya Tribe of Caraga, Davao Oriental; Datu Nestor Apas of the Langilan Manobo Tribe of Davao Del Norte; Datu Ramon Bayaan of the Obo Manobo Tribe of North Cotabato; Datu Awing Apuga of the Ata Manobo Tribe in Talaingod, Davao Del Norte; Bae Magdalena Ilagan of the Mamanwa Manobo Tribe of Agusan Del Sur; Bae Chiary Balinan of the Ata Tribe in Davao City; Datu Jake Lanes of the Mandaya Manobo Tribe in Monkayo, Compostela Valley; and Datu Joel Dahusay of the Matig Talomo Manobo Tribe of Talaingod.

Lanes started by belying allegations that the government is attacking the communities and the schools of the indigenous people, noting the government has no reason to do so.

‘’Ano ang motibo ng gobyerno para atakihin kami, samantalang nagre-recognize na siya ng aming mga karapatan; samantalang iyong Communist Party of the Philippines kino-convert nila ang teritoryo namin into guerilla bases (What is the motive of the government to attack us when it already recognizes our rights. Meanwhile the CPP, they convert our territories into guerilla bases),’’ he said.

Lanes further acknowledged the Philippine government’s efforts in mainstreaming the concerns of the IPs with the existing Indigenous Peoples Rights Act.

‘’Kami po, kinikilala ng gobyerno na indigenous people, so ang gobyerno ang rumirespeto sa amin. Sila, ang tawag nila sa amin national minority pa rin. Wala na po ito, matagal na itong pinaglalaban ng mga kaapu-apuhan namin, iyong pagtawag sa amin na national minority na kailangan kaming i-integrate at i-mainstream (The government recognizes us as the indigenous people, so it goes to show the government respects us. Them, they still call us the national minority. This is outdated, we’ve already fought to be integrated and mainstreamed,’’ he stressed.

Lanes vowed to further his cause against the CPP-NPA, saying he will continue campaigning for the freedom of their communities in the province under the clutch of the communist rebels.

Meanwhile, he said their calls to shut down the Salugpungan schools in Mindanao would benefit the children who will be affected.

‘’Ang totoo po niyan, mayroong mga paaralan ng DepEd (Department of Education) na malapit lang po sa mga Salugpungan schools (The truth here is that there are schools accredited by the DepEd nearby the Salugpungan schools),’’ he said.

‘’Mayroon ding malayo, iyon na lang po ang pagtutuunan natin kung paano matulungan ‘no. Bakit? Mas mabuti na po na itong problema na 1,900 ay i-address natin through DepEd school system kaysa po mag-produce tayo ng 1,900 na child warriors (There are those that are far away too and I think this should be the ones that we should focus on addressing. Why? It’s better that it’s the DepEd addressing the 1,900 rather than us producing 1,900 child warriors),’’ he added.

Datu Joel Dahusay, a former lecturer at the Salugpungan school in Talaingod, also shared that his community long sought for a proper education center in their area.

However, every time they attempt to request the municipality to erect a school at their community, the CPP-NPA is quick to object.

‘’Pero hindi ko napigilan iyong sarili ko na nagpunta ako doon sa barangay namin sa Talaingod at sa munisipyo upang ipaalam sa kanila na gusto ko talaga ng paaralan galing sa gobyerno (But I can’t help myself from seeking the municipality for a school accredited by the government),’’ he narrated.

‘’Noong nalaman nila, dinakip nila ako dahil ayaw na raw nila na mapasukan ng development galing sa gobyerno iyong aming lugar kasi napapaloob na iyon sa kanilang teritoryo kung saan kumikilos at gumagalaw iyong CPP-NPA-NDF (When they learned about that, they captured me arguing they do not want any development from the government touching our place because it’s their territory already),’’ he added.

On July 18, the DepEd ordered the suspension of the operation of 55 Salugpungan Ta’ Tanu Igkanogon tribal schools serving the indigenous peoples in Mindanao.

According to Education Secretary Leonor Briones, affected students will be accommodated at the nearest DepEd schools like what happened to the displaced learners in Marawi City.

CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Provincial government units in the Davao region attested how undergoing a paradigm shift have helped them to effectively implement the “Whole-of-Nation Approach” in addressing the communist insurgency in their respective areas.

“We shifted our priorities from building wars to building peace. Our main strategy involves addressing the drivers and triggers of conflict, establishing a culture of dialogue and open communication in enhancing social cohesion, and building trust [with] the people,” said Compostela Valley Governor Jayvee Tyron Uy during a meeting with representatives from the United Nations Development Programme (UNDP) at the Office of the Presidential Adviser on the Peace Process in this city on Wednesday (July 31).

President Rodrigo Duterte earlier signed Executive Order No. 70 which institutionalizes the Whole-of-Nation Approach wherein all agencies of government will work together in an integrated and cohesive manner in order to bring much needed services to remote, underdeveloped, conflict-affected across the country.

Under the approach, local government units and members of the community will take the lead in providing solutions to finally put an end to the decades-long communist rebellion in the country. Among these strategies are localized peace engagements wherein LGUs will be at the forefront.

“We see them [rebels] as victims — a victim of ideology. That’s why we need to convince them to go back to the government and instill [in them an] idealism for a better country,” Uy said.

Meanwhile, Davao del Norte Governor Edwin Jubahib stressed that government should focus more on providing the basic needs of residents to prevent them from being vulnerable to recruitment by rebel organizations.

“If the government can support the community’s basic needs, I think there will be no rebellion. We can stop the insurgency,” Jubahib said.

He shared that the provincial government channeled its efforts on improving the state of education in the province. For years, rebel groups have cited the lack of education opportunities as an argument to bring in new recruits into their fold.

“The 17-year olds and below are the most vulnerable groups for recruitment because of their lack of education. But if we give education to their children, the Communist Party of the Philippines-New People’s Army cannot recruit, and [they will] support the government,” Jubahib added.

United Nations Regional Coordinator Ola Almgren thanked the provincial leaders for sharing their localized initiatives in line with the Whole-of-Nation approach.

“Thank you for discussing these [localized programs] to us and helping us understand how we can be of assistance to you,” Almgren said.

Over the years, the United Nations and its various agencies have been supporting the Philippine peace process through different programs and mechanisms.

These interventions include the agency’s support to peace-building and Normalization through the UNDP; the Peace Building and Education Support for Children in Conflict Affected Mindanao Project by the United Nations Children’s Fund; and support to the National Action Plan on Women, Peace, and Security through UN Women.

For his part, Presidential Peace Adviser Carlito Galvez Jr. reaffirmed the national government’s unwavering commitment to bring sustainable development and long-lasting peace in Mindanao.

“If Mindanao gains peace, the whole Philippines will become peaceful. If Mindanao will progress, the whole Philippines will progress,” Galvez said.

CABADBARAN CITY, July 31 – A native soldier of Lanao del Sur, Pfc. Marlon A. Palahang was Killed-In-Action (KIA) during an encounter with the NPA terrorists believed to be elements of Guerilla Front Committee 21 under the North Eastern Mindanao Regional Committee in the hinterlands of Mt. Hilong- Hilong, Brgy. Mahaba, Cabadbaran City of Agusan del Norte on the afternoon of July 25, 2019.

Pfc Palahang is a graduate of Candidate Soldier Course Class 356 “Maidlap” of 2014 and has rendered almost five years in the service. He also underwent different training on marksmanship and mortar gunnery training and received various awards and commendations from his commanders.

According to his Company Commander, “ Pfc Palahang was a great soldier who knew how to respect his superiors and get along with his fellows. I never had a problem with him, especially in terms of works to do, he knew how to obey without murmurings and complaining. ”

Cpl James M Fabrigas, one of his classmates and buddy during their training said, “ Sa pipila ka tuig nga nag-uban mi isip classmate, higala ug kauban sa trabaho, ako gayod napamatud-an ang iyang pagkamaayong tao. Hilumon siya pero mamatikdan gani ka niya nga naay problima naa siya permi nga mutambag ug mudasig. (In the many years that we’ve been classmates, friends and comrades, I have seen and proven how good and kind he is. He is just a quiet person, but when he recognizes that you have a problem, he’ll surely be there to give you advice and cheer you up.)”

The family of the deceased soldier was already informed of his death. Jennifer, the wife of Pfc Palahang boldly said in her statement, “He was a very good husband and father to me and our son. He never neglected his responsibility to his parents and siblings, being the breadwinner of their family.”

“Even though I already know the risk that comes with my husband’s work, I still cannot deny how hard it is for me to believe and accept his death, especially that we’ve just been married last June 2019 and we have an 8 month-old baby to raise. It is very hard,” Jennifer added.

Lt.Col. Isagani O. Criste, Commanding Officer of 29th Infantry “Matatag” Battalion expressed his grief and comfort to the family of late Pfc Palahang in his statement, “ I am deeply saddened to lose a very good and dedicated member of my troops. It pricks my heart to the very core every time a soldier falls and dies. But we know that as a soldier we pledge to give our whole life, even accept death just for the sake of serving the people and the country. DEL PILAR Cabadbaran City July 31– After months of continuous training, another batch of 157 students completed the Mobile Computer Literacy (MCL) Training in Santiago, Agusan del Norte on July 29, 2019.

The students who completed the said training were composed of 68 Indigenous People (IP) and 89 out of school youth, where 37 were males and 120 were females.

Hon. Franklin D.Lim, Municipal Mayor of Santiago, who was represented by Hon. Brendo P. Acierto, Sangguniang Bayan Member graced the commencement program of the MCL Training.

Mr. Arnaldo Cabañas, focal person of TESDA in the province said: “It is almost required for everyone to be able to learn because having the necessary and basic computer course knowledge will put you ahead of others and will change your future.”

Col. Maurito L. Licudine, Commander of the 402nd Brigade expressed his gratitude in his statement, “ I am thankful to the LGU of Santiago headed by Mayor Franklin D.Lim for his support in this program and for giving importance to the youth especially to the IP’s who cannot avail this kind of training. This is a way of giving them the opportunity and easy access to basic computer education.”

Lt. Col. Isagani O. Criste, Commanding Officer Of 29IB boldly expressed in his statement,” You are lucky enough to receive such opportunity to learn even the basics. Don’t take it for granted. Remember, If you are not willing to learn, no one can help you, but if you are determined to learn, no one can stop you.”

The MCL training program was initiated by the Philippine Army. Dubbed as Project “GAKAL” (Gabay Aral para sa Kabataang Lumad), this was formed in partnership with TESDA of Agusan del Norte, the Local Government Unit and other stakeholders purposely to deliver access to computer education to marginalized sectors especially the indigenous people and out of school youth in conflict-affected areas.

The closing of this program also marks the opening of another class of MCL training which is composed of 60 IP’s and 60 out of school youth beneficiaries. This will commence this August 5, 2019, in Brgy. Poblacion, Santiago.

CABADBARAN CITY, July 31- The 29th Infantry “Matatag” Battalion under the leadership of Lt.Col. Isagani O. Criste acknowledged and congratulated the 80 newly promoted Enlisted Personnel (EP) during their Monday flag raising ceremony at Headquarters 29IB, Brgy Del Pilar, Cabadbaran City on July 29, 2019.

A total of 80 army enlisted personnel of 29IB were promoted to the next higher rank. One was promoted to Master Sergeant, six to Technical Sergeant, nine to Staff Sergeant, 29 to Sergeant and 35 to Corporal.

Lt. Col. Isagani O. Criste emphasized on his speech one of the important principle of leadership which is looking out for the welfare of the troops. A principle which is often forgotten or even taken for granted by many of the commanders or leaders. “I am not selfish in giving out awards, commendations or even promotions for my troops, so as long as they do their part to deserve it,” said Criste.

Criste also quoted the words of Peter Parker’s Uncle Ben in the movie Spiderman, “With great power comes great responsibility. The added line in your rank signifies not only an added salary, but also entails a bigger challenge and responsibility towards your subordinates and even a much greater accountability towards your seniors and commanders.”

New Bataan, Compostela Valley Province – Barangay Tag-ugpo supplemented the long list of villages, municipalities and provinces that declared CPP- NPA Persona Non Grata during the Peace Building Seminar held in Tag-ugpo Central Elementary School, Pantukan, Compostela Valley Province on 27 to 28 July 2019. About 300 Underground Mass Organization (UGMO) members attended the two-day Live-in Seminar that culminated with a Peace Rally that participated by more or less 1,000 CNN supporters.

With a theme: ”Tama nga Pag-Giya ug Pag-Pakabana sa Katawhan, Maoy Dalan sa Panaghiusa aron Makab’ot ang Kalinaw ng Kalambuan”, the Live-in Seminar was headed by Hon. Roberto M. Yugo, Municipal Mayor, supported by Hon. Ulysses Alcosero, Brgy Chairman and LTC ROMAN S MABBROANG INF (GSC) PA, 66 th Infantry Battalion Commander.

Noteworthy, same activity was conducted in Brgy Araibo in December 2017 and in Brgy Las Arenas in February 2018. Thousands of UGMO members and NPA supporters were organized as Peoples Organization (POs) and received numerous livelihood programs from the Local Government Units, Local Government Agencies, Non-government Organization and civilian stakeholders.

The Philippine National Police (PNP) and Philippine Army (PA) discussed the contents of RA 10168 declaring the CPP-NPA as esignated/identified terrorist and explained Executive Order Nr. 70, the whole-of-nation approach to end insurgency. Representatives from the Department of Interior and Local Government, Department of Social Workers and Development (DSWD), Department of Labor and Employment (DOLE), Department of Agriculture (DA), TESDA and Municipal Health Office (MHO) of Pantukan discussed the guidelines of the government to the POs and Former Rebels (FR) in acquiring and sustaining livelihood programs. Additionally, opportunities for education and employment were also explained.

On the last day, all of UGMO members and NPA supporters marched around Tag-ugpo to denounce insurgency and support peace and development for the whole of Pantukan. This was soon followed by an oath taking which was administered by the Municipal Mayor himself and the signing at the wall of commitment as a proof that the people of Brgy Tag-ugpo sincerely embrace peace.

“Tag-ugpo became instrumental in the socio-economic development of the people, because the residents and their leaders are sincere in embracing peace. Today, we start a new life for peace and progress. As your partner for peace, you can rely on us 24/7 in ensuring that peace and order is always observed in your locality,” LTC MABBORANG said during the culmination of the Live-in Seminar.

The Bravo Company led by 1LT CATHRENE O ENDEREZ (AGS) PA, Commanding Officer joined and participated the Regional Youth Leadership Summit and the Launching of Youth Leader’s Network last 25-28 July 2019 together with the YouLead members which was held at Provincial Capitol, Brgy Buadi Sacayo, Marawi City, Lanao del Sur, Brgy Ragayan, Butig, Lanao del Sur and Brgy Sumalindao, Sultan Dumalondong, LDS.

On 28 July, Bravo Coy facilitated during the Opening Ceremony of the culminating activity where COL GERRY M BESANA, U7, WMC gave his message on the purpose of the activity, followed by the simultaneous conduct of community activities such as Medical Mission, Dental Mission, Minor Surgery (Tuli), Livelihood Assistance, Peace Dialogue and Needs Assessment with the Returnees and MILF, Feeding Program, Gift Giving, Psychosocial Activities, and Peace Mural Painting sponsored by the partner stakeholders: OPAPP, JCI Iligan, IPHO, RHU, Peace Crops, USAID, and Upsilon Sigma Phi. The YouLead members were distributed according to their groupings and were able to assist every activity applying the different concepts learned from the previous lectures and activities. Then, boodlefight lunch followed where the civilians from the community joined with the youth leaders, facilitators, partner agencies and the military troops. The activity was held at Brgy Ragayan, Butig, Lanao del Sur.

The RYLS/LDS YouLead Net was a 4-day activity sought to instill the youth leaders who came from across Lanao del Sur and other participants from Zamboanga, Tawi-Tawi, Sulu and Maguindanao, a wider perspective on the current issues hindering peace and development, for a broader acceptance of individual responsibility as a leader through a series of lectures, interactive discussion focusing on leadership and the role of youth in nation-building. Leadership exercises, small group discussions, team building/outdoor activities were also given for the participants to fully achieve a worthwhile experience during the stay prior to their immersion in Butig, LDS.

The RYLS/YouLead Net was organized by Western Mindanao Command under the leadership of LTGEN CIRILITO E SOBEJANA, Commander, Western Mindanao Command and JTG Haribon under the leadership of BGEN ROMEO S BRAWNER JR AFP, Commander, 103rd Bde, 1st Infantry Division in collaboration with the partner stakeholders from the government and non-government units.

NSFA, Panacan, Davao City - The Eastern Mindanao Command (EMC) and the Presidential Management Staff (PMS) facilitated an all-expense-paid tour of eighty-nine former rebels (FR) composed of four male and 84 female in Hongkong on July 30 to August 2, 2019.

It can be recalled that the foreign trip was promised by President Rodrigo Duterte during the Former Rebels Assembly on December 21, 2017, at Naval Station Felix Apolinario, Panacan, Davao City and during their visit in Malacañang sometime February 2018.

The FR beneficiaries who are now undergoing an integration process are from different areas of Eastern Mindanao who surrendered to EMC's units.

Before the trip, the beneficiaries underwent an orientation on July 29, at the Philippine Army Grandstand, Fort Bonifacio, Taguig City.

The purpose of the tour, which includes a visit to some historical places in Hongkong and its market place is to allow the FRs to experience the life in a modern urban setting and provide them a better and another perspective in life.



"The tour contributes in the continuing therapy and integration process for these beneficiaries as they slowly adapt to the normal life," Lt. Gen. Felimon T. Santos Jr., Commander of Eastern Mindanao Command said.

The Armed Forces of the Philippines (AFP) said there was “duplicity” when Chinese warships traversed Philippine waters recently without prior notice to the government, and with their automatic identification systems (AIS) turned off.

“Wala po tayong naobserbahan sapagkat ‘yun pong ating mga radars, hindi sila na-detect because ‘yun nga po, may duplicity na ginawa sapagkat in-off nila ‘yung kanilang identification systems na siyang nagagamit sa pag-identify ng mga vessels,” AFP spokesperson Brigadier General Edgard Arevalo said in a forum earlier this week.(We didn't observe anything because our radars were unable to detect them because, as we have said, there was duplicity done because they turned off their identification systems that are used in identifying vessels.)

At least 4 Chinese warships passed through the Sibitu Strait in the waters of Tawi-Tawi since February this year, undetected by Philippine radars, Defense Secretary Delfin Lorenzana revealed last week.

China’s first operational aircraft carrier, the Liaoning, and its flotilla of smaller vessels could have also passed Philippine waters, according to various reports.

It appeared that Philippine authorities were alerted only after the vessels’ passage, and through unofficial information made public by Supreme Court Senior Associate Justice Antonio Carpio on July 19.

Lorenzana afterwards said Chinese Ambassador Zhao Jianhua admitted to the passage of several warships but denied they included the Liaoning, the largest of China’s commissioned naval vessels.

On Monday, July 29, Lorenzana told CNN Philippines the Chinese warships must have turned their AIS off, since they were able to pass undetected by military radars near the Sibutu Strait.

Although the waterway is considered an international sea lane where vessels from any country have the right of innocent passage, international maritime law requires warships to notify a country’s government and secure “diplomatic clearance” before entering its territorial waters.

"In this case, obviously there was no diplomatic clearance. The fact that they went undetected by radar – because the suspicion was they switched off their identification system – then by all intents and purposes, this can be classified as a deception or a violation of the rule of law,” Arevalo said, adding that the incidents do not qualify as “innocent passage."


The military spokesman’s statement is markedly stronger than previous statements made by security officials on the passage of China’s naval ships.

Although Lorenzana recently called out China’s “bullying" of Filipinos in the West Philippine Sea and questioned the warship’s clandestine sail-by, he declined to comment when asked whether he saw bad faith in the incident.

Arevalo said the AFP was investigating the matter to see if there had been a lapse in the troops’ monitoring of the busy strait, or if it comes down to a lack of technical capability.

In case of vessels with their AIS turned off, officers on monitoring duty have nothing much else to rely on but the naked eye.

As the military goes through a staggered process of modernization, Arevalo said, "for now, siguro po mauunawaan natin na mayroon pa tayong mga kailangang gawin; may mga blind spots pa tayo na tinatawag (perhaps we would understand that we still have things to do; we still have what we may call blind spots).”

BUTIG, Lanao del Sur – Poverty drove many residents here to join the Dawlah Islamiyah, or how ISIS is referred to in Lanao, in 2016.

Many of them, like 20-year-old Nappy Magondacan, joined ISIS when the Maute brothers Omar and Abdullah invited him in 2016.

“I joined the ISIS when the Maute brothers promised to pay me P20,000 every month,” Magondacan narrated.

Before joining Maute, Magondacan said he worked in the rice fields around Butig during harvests and got a small share of rice as salary.

To augment his meager income, he and other farm workers invested their hard-earned money to buy a small second-hand rice thresher for their additional money.

“It was not enough for my wife and two children,” Magondacan told MindaNews.

Sudanen Macauyag, 36, father of two young boys, said they got attracted to the ISIS teachings when the Maute brothers invited Butig residents to attend their meetings in their compound.Macauyag said that to attract residents, the Maute brothers would slaughter a cow to feed them as they discussed their brand of Islam.

“When we went home, they sometimes gave us a sack of rice and some money. They told us the rice and money is their zakat to us,” Macauyag said.

Zakat is one of the five pillars of Islam. Muslims are supposed to donate some money to charity every year.

Capt. Ron Villarosa, civil military officer of the Joint Task Force Tabang, said the Maute brothers and the Dawlah Islamiyah Lanao took advantage of the economic plight of residents in Butig town and nearby villages.

“The Mautes recruited seventy percent of their fighters from farmers of these village. It was not the students in Marawi that became their fighters. It was the farmers from Butig,” Villarosa said.

“Take down poverty and the ISIS will lose their relevance here,” he added.

From its peak strength of 1,000 fighters when they took over Marawi City in 2017, the Dawlah Islamiyah Lanao is now down to around 50 fighters operating in the forests south of Butig, the military said.

A little known leader known as Zacharia has reportedly taken over the leadership after the death of its leader, Obwaydah Marohombsar alias Abu Dar, in a battle with government troops in March 14, 2019.

Abu Dar took over the command after the Maute brothers Omar and Abdullah, along with Isnilon Hapilon, were killed in Marawi during the siege in 2017.

Villarosa said the military does not want the Islamist insurgents to regain its strength.

He said the Army’s 103rd Infantry Brigade have partnered with the Peace Crops, an NGO made up of young agriculture specialists to help them implement their “Arms to Farms” program to stop the ISIS recruitment in Butig town.

Villarosa said their efforts are focused on the 165 ISIS fighters who have surrendered, their families and the community who have supported the extremists in the past.

About a hundred former Maute-ISIS members and their supporters turned up in the village of Sultan Dumalondong as a Philippine military contingent arrived last Sunday bringing vegetable seedlings and a small farm hand tractor.

The agriculturists, he said, are teaching the former Maute-ISIS members and their families how to plant vegetables in 90 hectares of land in Butig.

“I think we need more seedlings,” Peace Crops volunteer Rey Anthony Anacleto said as the crowd gathered around them.

Anacleto and government soldiers are teaching the former rebels how to plant cabbage, okra, and eggplant in rows.

Villarosa also demonstrated how to use the small hand tractors to plow small agricultural plots.

Anacleto said there is a lack of support from government agencies in the effort to help turn the tide against ISIS recruitment in Butig town.

He said most efforts and donations made by the government and non-government organizations are concentrated in Marawi City.


“I hope in the future that would change because the real fight against extremism starts here in the farms,” Anacleto said.

The military is hoping that their “arms to farms” program will succeed because all around Butig town and nearby villages the evidence of how hard fought the war against ISIS is still evident.

A bullet-riddled elementary school still stands unrepaired in the outskirts of Butig.

The town itself remains a “ghost town” except on Sundays when its town market will be filled with vendors and residents buying supplies.

On Sundays, a group of men is seen playing the “Sipa sa Lama,” a local game similar to “Sepak takraw,” a foot volleyball sport native to Southeast Asia.

The old Butig town hall has now become the headquarters of the Army’s 49th Infantry Battalion.

The flagpole where the Dawlah Islamiyah Lanao raised its black flag, is flying a Philippine flag now.

Security is still tight though. Heavily armed soldiers still patrol the deserted streets of the town day and night.

The Maute-ISIS insurgents took over the town of Butig and nearby villages in 2016 before they made a big push to seize the provincial capital of Marawi in 2017.

The government regained control of Butig after several months of fighting in 2017.

But many of its residents, Villarosa noted, still support the Maute-ISIS group because some were relatives or family friends. Family relationships like that could spark the ISIS recruitment unless government press on the needed changes, he added.

Human rights group Karapatan and some members of the Lumad community calls for DOJ assistance on alleged military harassment.

President Rodrigo Duterte on Friday slammed human rights group Karapatan, calling it a “front” of communists rebels and an “organization of demons in the Philippines.”

Speaking before agrarian reform beneficiaries in his hometown Davao City, Duterte also claimed that the Communist Party of the Philippines (CPP), through its armed wing the New People’s Army (NPA), is now implementing the “commune system” in Negros Oriental which was stricken with a spate of killings in the past days.

“Karapatan is a front…Kayong mga Karapatan, mga samahan ng mga demonyo ng Pilipinas, you know what you did in Negros is not just fighting. The danger there is you are now implementing the commune system of the dispirited communist party strategy,” Duterte said.

The Philippine National Police earlier sent 300 elite forces to stop the series of killings but Malacañang earlier said Duterte may resort to using his emergency powers, which include declaring martial law, to address the rampant killings in the area.

At least 13 people have been gunned down separately in towns and cities in Negros Oriental since July 23.

According to Duterte, the communist rebels were the ones who initiated the killings in Negros Oriental but they are now supposedly blaming the government.

“Itong mga komunista they’re blaming the government for the killings when actually you started the spate of murder there,” Duterte said.

The President also said that the “hardest hit” of the spate of killings were village officials.
