Tabuan-lasa, Basilan – The Provincial Government of Basilan headed by Governor Jim Hataman-Salliman together with Brigadier General Domingo B Gobway, the Brigade Commander of Joint Task Force Basilan – 101st Infantry Brigade, Joint Normalization Committee, and the Local Government Unit of Tabuan-lasa facilitated the stenciling and inventory of eighteen (18) unregistered high-powered firearms and two (2) pistols that were turned-over to the military at Barangay Bukut-Umos on 10 August 2021.

The stenciling and inventory is in connection to the sustainment of Small Arms and Light Weapons Program which bolsters the peace and security of Municipality of Tabuan-lasa.

First Lieutenant Alvin Balangcod, the Commanding Officer of 14th Special Forces Company, encourages others who have not yet registered their firearms to cooperate with the Government.

The people of Saluping Island are grateful to Lieutenant Colonel Alex D Ampati, the Commanding Officer of 4th Special Forces, for the unit’s support in sustaining peace in their community.

The activity were also attended by Mr. Manny Muarip, the Provincial Administrator, Atty. Yasmeen Junaid, the Municipal Administrator, Police Lieutenant Ritchel Perez, the PNP Chief of Tabuan-lasa, Barangay Chairmen, different local leaders and stakeholders.

Newly promoted officers and enlisted personnel of the Western Mindanao Command were donned new ranks on the morning of August 10, 2021.

Western Mindanao Command Chief Lt. Gen. Corleto Vinluan, Jr., pinned new rank insignia on three officers and 22 enlisted personnel of the command in a simple ceremony held at the Eisenhower Hall, Khadaffy Mansion, Camp Navarro, Calarian, this city.

Promoted to the rank of Major are Cpt. David Cayton, Cpt. Kristoffer Maghanoy, and Cpt. Ginky Olandag.

Meanwhile, of the 22 enlisted personnel, one was promoted to the rank of Chief Master Sergeant, five to Master Sergeant, eight to Technical Sergeant, four to Staff Sergeant, three to Sergeant, and one to Corporal.

In his message, Lt. Gen. Vinluan, Jr., acknowledged the indefatigable dedication and invaluable services of the newly-promoted officers and enlisted personnel that contributed to the accomplishment of the command’s multifarious objectives.

“It is a pleasure for me to have the opportunity to pin this milestone in your military career. Your promotion is a testament not only to your achievements but to your proven potential throughout your decades-long military service,” said Lt. Gen. Vinluan, Jr.

He also urged the newly-promoted personnel to remain steadfast and continue to exert exemplary efforts in fulfilling their duties and responsibilities as public servants.

The donning of ranks ceremony was graced by Brig. Gen. Antonio Nafarrete, WestMinCom Deputy Commander for Administration; Brig. Gen. Arturo Rojas, Deputy Commander for Operations; Col. Elmer Suderio, Chief of Unified Command Staff; and the Command Staff.

The government’s campaign against the proliferation of loose firearms yielded 56 firearms in Tawi-Tawi during the first eight months of 2021.

Lt. Gen. Corleto Vinluan, Jr., Commander of the Western Mindanao Command said the peace efforts of the local government of Tawi-Tawi and Joint Task Force Tawi-Tawi convinced more civilians to hand over their loose firearms to the government forces.

On August 9, 2021, seven undocumented firearms were handed over by Panglima Sugala Mayor Nurbert Sahali to Joint Task Force Tawi-Tawi/2nd Marine Brigade Commander, Col. Romeo Racadio at the Municipal Hall of Panglima Sugala, Tawi-Tawi.

According to Col. Racadio, this is a result of the sustained efforts of the Marine Battalion Landing Team 12 led by Lt. Col. Charlie Caña, the Philippine National Police, and the local government officials.

The ceremonial turnover of loose firearms was witnessed by the barangay officials of Tongbangkaw, the same town.

“Together with the barangay officials, we continue to conduct security forums in the communities to convince the holders to surrender their undocumented/unlicensed firearms to avoid penalty,” said Lt. Col. Caña.

Handed over were two M16A1 rifles, three cal. 45 pistols, one Garand rifle, and one ART Colt 15/K69 with scope.

“These firearms were surrendered by the residents of Tongbangkaw,” said Col. Racadio.

Since January 2021, Joint Task Force Tawi-Tawi recovered a total of 56 loose firearms, 35 of which are high-powered and 21 are low-powered.

“This success is attributable to the interagency collaboration of the AFP together with the local government units and other law enforcement agencies in Tawi-Tawi. This contributed to the stable peace and order situation of the province,” said Lt. Ge. Vinluan, Jr.

Amid the intensified campaign against loose firearms of the Joint Task Force Central and the untiring support of the stakeholders, more armaments were surrendered in Wao, Lanao del Sur on Monday afternoon, August 9, 2021.

“28 high and low-powered firearms were handed over by the chairperson of the 26 barangays of Wao to Colonel Jovencio Gonzales, Deputy Commander of 602nd Infantry Brigade,” said Lieutenant General Corleto Vinluan, Jr., Commander of Western Mindanao Command.

Handed over were twenty-one (21) 12-gauge shotguns, four (4) cal. 38mm revolvers, one (1) cal. 38mm pistol, one (1) 9mm Uzi, and cal. 22 revolver.

The ceremonial turnover of firearms held at the Barangay Extention Covered Court, Wao was witnessed by Wao Mayor Elvino Balicao, Jr., and other local officials.

“Said endeavor is through the continuous collaboration of the 34th Infantry Battalion, Wao Municipal Police Station, and the barangay officials,” said Brigadier General Roberto Capulong, Commander of 602Bde.

Major General Juvymax Uy, Commander of JTF Central commended the troops and expressed his appreciation to the local leaders for their genuine gesture of support to the campaign against the proliferation of loose firearms in Central and Southern Mindanao.

Since January 2021, Joint Task Force Central recovered a total of 62 loose firearms in its area of operation.

“We are working doubly to clear the communities from loose firearms, disarm the armed groups, end terrorism, and sustain the peace in our area of operation,” said Lieutenant General Vinluan, Jr.

“Let us all continue to do our part for the long-coveted peace to last,” the commander added.

Carmen, Surigao del Sur – The 36 Infantry (Valor) Battalion finally identified the victim of NPA summary execution in the hinterlands of Sitio Avelino, Barangay Cabangahan, Cantilan, Surigao del Sur. The exhumed skeletal remains were identified as Manuel Maayo, 30 years old, single, farmer and a resident at Sitio Katarugan, Barangay Lobo, Cantilan, Surigao del Sur, 06 August 2021.

The identification of exhumed skeletal remains was made possible through the coordination with Former Rebels (FR) who surrendered to this unit and collaboration with local government unit, Cantilan Police and tribal leaders. His family members were in great shock and saddened upon receiving the report. According to them, they have been waiting for a very long time for their family member to return home and even just to know whether their brother is still alive or dead.

It can be recalled that this unit conducted retrieval operation of unidentified skeletal remains at Sitio Avelino, Brgy Cabangahan, Cantilan, Surigao del Sur, last July 28, 2021. The exhumed skeletal remains was a victim of NPA summary execution that the discovery of grave site was made possible through the help and revelation of Former Rebel (FR) who surrendered to this unit.

The sister of Manuel positively identified the remains and expressed her gratitude to the government for facilitating the recovery of her brother’s skeletal remains and to be able to give a decent burial alongside with their faded family members. Their long-waited journey for their brother to come home is now finally over as they are now preparing for their reunification with Manuel’s remains for his final destination.

The 36 Infantry (Valor) Battalion, then immediately assisted the family members to process the needed documents and directly endorse to LGU Cantilan, SDS for immediate burial assistance and for proper and decent burial of Manuel’s remains. The troops also assisted the family members to file criminal charges against the Communist-NPA-Terrorist Group who is responsible to this inhumane act to innocent civilian with no respect for human life and violate the Rule of Law, Human Rights and International Humanitarian Law.

In his statement, Lt. Colonel Michael Rey S. Reuyan, Acting Battalion Commander of 36th IB, “It is very clear to every Filipino that the Communist-NPA-Terrorist has no respect for human life, they do not care what the bereaved families may have feel nor destroyed, they will just continue terrorizing the Filipino people for their on cause and to propagate their nonsense communist ideology especially to the peace loving people of Surigao del Sur.”

“We offer our sincerest condolences to the bereaved families. We will press the fight against these ruthless murderers and violators of human rights and international humanitarian law and bring justice to our innocent and peace-loving communities.” LTC Reuyan added.

Tuesday, August 10, marked one year since Amanda's father, longtime peasant leader and activist Randall "Randy" Echanis, was killed inside a rented apartment in Quezon City. Autopsy showed Randy was tortured – stabbed many times – in one of the gruesome murders in 2020 that remain unsolved.

Amanda, 32, was on her third trimester of pregnancy when Randy died. She was in Cagayan, where she had been living since 2016 to organize peasant women, when she heard the terrible news.

Her pregnancy, and quarantine rules that sealed borders in the Philippines, did not allow her to bury her father.

She knew this life. At six months old, she was in jail to join her parents Randy and Linda Lacaba-Echanis when they were imprisoned in 1990 for illegal possession of firearms – the same charges for which Amanda is now behind bars in Cagayan.

It's the life of a family of activists, that "we knew, during that time, that there was a danger to his life, and to ours. Because he's my father, the danger was always there, especially under the current administration," Amanda told Rappler in a letter sent through her lawyer.

But Amanda refuses to concede that death is a fate they must expect, or accept.

"Hindi naman dapat inaasahan ang ganung pangyayari. Pero kailangan maging matatag. Kung saan nanggagaling ang katatagan, 'dun 'yung pag-unawa kung ano ba ang 'pinaglalaban. Babalik dun sa tanong na, para saan at para kanino? Kung alam mo kung paano 'yun sasagutin, bahagi ang sakripisyo," she said. (You shouldn't be resigned to something like that. But you have to be strong, and that strength comes from understanding what it is you're fighting for. It will always come back to the question of for what and for whom. If you know how to answer that, sacrifice is just a part of it.)

As of March 2021, there had been 394 activists and grassroots organizers killed under the administration of President Rodrigo Duterte, according to data from human rights group Karapatan. In the same timeline, there had been 3,790 activists and grassroots organizers charged – more than the number under the administrations of Benigno Aquino III and Gloria Macapagal-Arroyo combined.

The system has not changed

When she learned she was going to have a boy, Amanda said she cried – out of happiness, for sure, but also out of sadness because Randy would never get to know his grandson.

So Amanda named the baby Randall Emmanuel – Randall after her father, and Emmanuel after her uncle, poet and playwright Emmanuel "Eman" Lacaba, who was killed while fighting the Marcos dictatorship.

Randall was born on October 25, 2020. On December 2, the boy was a little over a month old, Amanda was arrested. The police accuses her of being a New Peoples' Army (NPA) leader – something she vehemently denies.

Peasant group Anakpawis, which Randy chaired before his death, said Amanda's home was raided unofficially for five hours before police came back to serve the warrant with witnesses present. It was a pattern by the police that activists had long condemned, and which prompted the Supreme Court recently to require policemen to wear body cameras during the execution of warrants.

At one month old, Randall was in jail, even younger than his mother when the latter was detained with her parents.

On October 9, weeks before Randall was born, the daughter of jailed activist Reina Mae Nasino, baby River, died.

River was separated from Reina Mae in a case that put the entire justice system under scrutiny, especially the Supreme Court, for the lack of remedies for mothers in prison.

Amanda watched the baby River news from television. The crackdown on activists was at its peak.

"I thought, what if that also happens to me? So I resolved that, if something unfortunate happened, the most important thing was to ensure we wouldn't get separated," said Amanda in Filipino.

Randall is now nine months old, learning how to walk inside the Cagayan Provincial Jail. He's healthy, says Amanda.

She doesn't entertain the question of what Randall's life would have been had she quit activism, if she had written a different story for her son.

"If that's the framework you work in, it means there's regret," Amanda said.

"I don't look at it like that. We're here not because I wanted to, but we're here because they planted evidence," said Amanda.

"What this means is that the system has remained the same. In fact, it's gotten more cruel, for this to happen to people who do not deserve it," she said.

The Department of Justice (DOJ) has a task force on political killings that committed to investigate Randy's death.

"One year after he was killed, the announced investigation by the Task Force on Administrative Order 35 has yet to show any significant progress towards determination and arrests of suspects," Karapatan said in a statement on Tuesday.

Hopeful, not fearful

To protect her mental health, Amanda said she has to be the best friend she could be to herself.

Calls via e-dalaw help, she said, and her fellow inmates are a rich source of stories.

A creative writing graduate, and an alumna of the Philippine High School for the Arts, Amanda continues to write inside prison, having already written 15 poems. The last book she read was Macli-ing Dulag by Ceres Doyo, a book about the tribal leader who led the resistance in the Cordilleras during the Marcos dictatorship.

What gets her are her postponed hearings. During the lockdown in Cagayan, they didn't hold hearings for three months, she said. Video conferences sometimes do not work, as she had once experienced a power cut that interrupted internet for the court.

On July 14, 2021, the judge in her case voluntarily inhibited, said Amanda's lawyer Luchi Perez. It's being re-raffled to another court.

"I hope that the regional trial court expedites the hearings," Amanda said.

Amanda often thinks about the Nelson Mandela quote, "May your choices reflect your hopes, not your fears."

"When I'm making a decision, I'm thinking: Am I doing the right thing, like keeping my baby here? Am I being hopeful or am I being fearful? That's what I hold on to, and I know I'm doing the right thing," Amanda said.

She doesn't have a timeline for when she and Randall can get out of jail.

She lives every day on hope – hope, because there is a trend of courts voiding search warrants against activists and her fellow human rights defenders walking free.

"Hopefully, the next judge who will handle my case will see the trend of planting of evidence. I hope the judge rules on fairness and justice, and not bow down in fear," Amanda said.

"And that's all I can hold on to now, as well as everyone like me who is fighting for something."

MIDSAYAP, North Cotabato: The members of the Bangsamoro Islamic Freedom Fighters (BIFF) are down to 80 or 90 hiding in the marshland of Maguindanao and will surrender soon.

This is according to Col. Pedro Balisi, commander of the First Mechanized Infantry Brigade.


"In just a matter of time all the extremist gunmen pursuing violent extremism will realize they were misguided and fighting a lost cause," Balisi said.

"More have expressed willingness to surrender, waiting for an opportune time," Balisi added.

Balisi made the statement after the surrender, on separate occasions, of 11 BIFF members who also yielded their high-powered firearms that included cal. 50 machine guns and sniper rifles.

He said the locals in the communities surrounding the marshlands have continued convincing the rebels to surrender peacefully to the government and have normal lives.

"Our focused military operations geared towards them also forced the extremists to surrender," Balisi said.

More than 150 BIFF members have surrendered to the government since 2020 with the latest belonging to the Bungos and Karialan factions.

"Relentless military operations continue for those who refused to surrender but opened their doors to those who wished to be with their families and live peaceful lives," said Maj. Gen. Juvymax Uy, commander of the Sixth Infantry Division based in Maguindanao.

A total of 124 Army soldier-aspirants started their six-month rigid military training at the Division Training Unit headquarters of the 3rd Infantry Division in Camp Macario Peralta, Jamindan, Capiz yesterday.

The aspiring foot soldiers are slated to undergo training under the Candidate Soldier Course, and Jungle Warfare and Mountain Operation Course, that will be handled by the 3ID DTU, Maj. Cenon Pancito, 3ID spokesperson, said.


Maj. Gen. Eric Vinoya, 3ID commander, who was the guest speaker at the activity, told candidate soldiers to expect challenges in the training that will test their limits.

The aspiring soldiers belonging to Class 668-2021 successfully passed the strict and meticulous selection process set by the Philippine Army, Pancito said.

During their six-month training, candidate soldiers receive monthly pay and allowances of about P33,327 each.

They are also entitled to receive insurance and healthcare benefits, billeting and housing privileges, job security, leadership, and other skills training and opportunities for career advancement based on performance.

Upon the completion of training, they will be assigned to infantry units of the 3ID in Western and Central Visayas, including the Negros Island.

Four alleged members of the New People’s Army in Negros Oriental have abandoned the armed struggle and surrendered two firearms, Lt. Col. Roderick Salayo, 11th Infantry Battalion commander, said.

Salayo
identified the rebel surrenderees as Ka Jango and Jay, both members of the Regional Strike Force, Komiteng Rehiyonal-Negros/Cebu/ Bohol/Siquijor, alias Ka Rodel, vice-squad leader of Squad 3, Central Negros Front 2, and alias Pong, squad leader of the remnants of South East Front that had been dismantled last year.

Pong and Rodel also surrendered two .45 caliber pistols with 28 live ammunition to the 11IB.


Salayo said the four confessed having a hard time hiding in the mountains without any support from the masses.

He added that the four rebels will be enrolled in the Enhanced Comprehensive Local Integration of the government to avail of financial and livelihood assistance.

QUEZON CITY -- Seventeen (17) former members of the New People’s Army (NPA) have received housing assistance totaling to around P7.6 million through the Enhanced Comprehensive Local Integration Program (E-CLIP) program of the Task Force Balik-Loob (TFBL), an interagency group tasked by President Rodrigo Roa Duterte to implement the reintegration projects for former rebels (FRs).

The ceremony, held on 09 August 2021 at the Almont Inland Resort in Butuan, was led by TFBL Chair and Department of National Defense Undersecretary Reynaldo Mapagu and General Manager Marcelino Escalada of the National Housing Authority (NHA).

Each of the 17 former rebels (FRs) received checks amounting to P450,000.00 that they can use to purchase a house and lot under the NHA’s housing program. Usec. Mapagu told the FRs that the housing benefit is only one among the many under the E-CLIP, which are being given to them by the government as a way to help them to enjoy a new life outside of the communist movement. He also asked them to encourage their former comrades to return to the fold of the government.

"Kayo ang patunay na sinsero ang ating mahal na pangulo at ang ating gobyerno sa mga alok nya sa mga former rebel. Sana kayo ang maging instrumento at tagapaghatid ng mensahe sa mga dati nyung kasamahan na magbalik loob narin sa gobyerno upang malaman nila na may magandang kinabukasan kung magbabalik loob," Usec. Mapagu said.

GM Escalada, on the other hand, reminded the FR recipients to take care of the house that they will build with the money that they received.

Apart from the 17 FRs who were already with their checks, the same housing benefit of 34 other surrendered rebels are already being processed and expected to be granted in a few weeks’ time.

BUTUAN CITY – Senator Christopher Lawrence “Bong” Go lauded 17 former New People's Army (NPA) combatants' decision to turn away from the communist movement to start new lives.

Go sent a video message during the turnover of housing financial assistance to the 17 former rebels (FRs) from Agusan del Norte in a ceremony held here on Monday.


"The assistance will help them build their homes and start a new life with their families,” he said.

He also applauded the efforts of the different agencies of the government in extending help to the FRs.

Each of them received a PHP450,000 cash aid which is part of the benefits they will get under the government's Enhanced Comprehensive Local Integration Program (E-CLIP).

“Continue to do good and help the government to achieve peace in our country," Go told the former rebels.

He also encouraged the remaining NPA rebels in Agusan del Norte and other parts of the Caraga Region to surrender and avail of the government's programs.

The distribution was led by Department of National Defense Undersecretary and Task Force Balik-Loob (TFBL) chair Reynaldo Mapagu and National Housing Authority (NHA) General Manager Marcelino Escalada Jr., together with Eastern Mindanao Command chief Lt. Gen. Greg Almerol, and Agusan del Norte Gov. Dale B. Corvera.

The financial assistance received by the FRs will be utilized for the construction of their new homes inside the 1.4-hectare land donated by the San Roque Metals, Inc. (SRMI) in Barangay Del Pilar, Cabadbaran City, Agusan del Norte.

Meanwhile, in a statement on Tuesday, Maj. Gen. Romeo Brawner Jr., the commander of the Philippine Army's 4th Infantry Division (4ID), lauded the distribution of assistance to the former rebels who decided to leave behind the futile armed struggle of the NPA to live peacefully with their families.

The 17 FRs who received aid surrendered to the 29th Infantry Battalion (29IB) on different occasions in 2020 and this year. The 29IB is under the command of the 901st Infantry Brigade of the 4ID.

“The government has demonstrated the gesture of its sincerity and on the promise of better opportunities once they decide to lay down their arms and return to the peaceful path,” Brawner said.

He also urged the remaining NPA insurgents in the area to surrender and consider the offer of the government through the E-CLIP.

"You have suffered enough from this futile armed struggle. This is high time for you to return to the folds of the law. You have now the chance to live in peace with a new home with your family. Avail the E-CLIP and be productive members of society where all of us will tread the path of peace and development,” Brawner said.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The number of loose firearms surrendered in Tawi-Tawi for the first eight months this year climbed to 56 after another seven were turned over to authorities.

Lt. Gen. Corleto Vinluan Jr., commander of the Western Mindanao Command (Westmincom), said in a statement on Tuesday that the successful peace efforts of the provincial government and the Joint Task Force (JTF)-Tawi-Tawi convinced more civilians to surrender their unlicensed firearms to authorities.

He said seven more were handed over on Monday by Panglima Sugala Mayor Nurbert Sahali to Col. Romeo Racadio, JTF-Tawi-Tawi commander -- two M16A1 rifles, three caliber .45 pistols, a Garand rifle, and a Colt Ar15/K69 rifle with scope.

The firearms were surrendered by residents of Barangay Tongbangkaw, said Racadio, who also lauded the efforts of the Marine Battalion Landing Team-12 led by Lt. Col. Charlie Caña, the police, and local government officials.

“Together with the barangay officials, we continue to conduct security forums in the communities to convince the holders to surrender their undocumented or unlicensed firearms to avoid penalty,” Caña said.

Of the 56 firearms, 35 were considered high-powered.

As a token of gratitude, Panglima Sugala distributed cartons of food supplies from the Ministry of Social Services and Development - Bangsamoro Autonomous Region in Muslim Mindanao and PHP1,000 each to the residents who gave up their undocumented firearms.

CITY OF SAN FERNANDO, Pampanga – A total of 575 members of the Communist Party of the Philippines-New People’s Army (CPP-NPA) in Northern and Central Luzon have returned to the fold of the law since the start of this year, the Northern Luzon Command (Nolcom) said on Tuesday.

Aside from this, internal security operations also
resulted in the withdrawal of support from the terrorist group of 733 members from the different NPA-affiliated mass organizations.

A total of 20 communist rebels were also neutralized through armed encounters and joint law enforcement operations from Jan. 1, 2021 to August.

Likewise, three guerrilla fronts have been dismantled this year --the Kilusang Larangangang Gerilya (KLG) Southern Ilocos Sur, KLG Quirino-Nueva Vizcaya, and the Kilusang Larangang Gerilya –Sierra Madre.


“With this accomplishment and for the remainder of 2021, it is expected that we shall continue to dismantle the remaining guerrilla fronts while sustaining our gains for the cleared areas,” Lt. Gen. Arnulfo Marcelo B. Burgos Jr., Nolcom commander, said in a social media post on Tuesday.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Meanwhile, Burgos also highlighted the command’s campaigns in its other mission areas, such as territorial defense, humanitarian assistance and disaster response.

Being the vanguards of the northern maritime frontier, he said Nolcom has established a reliable maritime informant network (MIN) along the shorelines of Zambales, Batanes, and Pangasinan which serve as the primary sources of information along the maritime areas in the north.

He added that 13 sovereign markers have been established in the uninhabited islands of Northern Luzon to further assert the country’s sovereignty in these islands and their surrounding waterways.

On humanitarian assistance and disaster response operations, Burgos said Nolcom has signed an implementing agreement with the Department of Social Welfare and Development (DSWD) Regional Office 3 for the establishment of satellite storages at Camp Servillano Aquino.

To date, he said facilities have stored 5,000 food packs ready to be delivered to areas that might be affected by natural and man-made calamities.

Armed of the Forces of the Philippines Chief of Staff Lt. Gen. Jose C. Faustino Jr., during a command visit to the Nolcom headquarters in Tarlac on Monday, lauded the men and women of the command for the success of their relentless security operations and numerous community-based outreach programs.

Faustino also acknowledged and recognized the unyielding efforts of the joint task forces under Nolcom, which he said are instrumental to the success of its campaign in Central and North Luzon.

He directed the defenders of the north to "maintain the momentum and sustain the gains".

SAN JOSE DE BUENAVISTA, Antique – Two hundred Antiqueños have trooped to the Sibalom Central School during the first two days of the recruitment activity of the Philippine Army in Sibalom, Antique province.

“There were applicants who came from as far as the island Municipality of Caluya,”
said Antique Provincial Board Member Alfie Jay Niquia, who facilitated the first-ever four-day recruitment activity in the province, in an interview on Tuesday.

The recruitment opened on Aug. 8 and will end on Aug. 11.


Most filed their applications online but others took their chance as walk-in applicants.

The Philippine Army will be recruiting about 700 enlisted personnel throughout the country, although he has no idea how many will be from Western Visayas, Niquia said.

He said that in previous years, recruitment was only conducted in Iloilo and Capiz provinces and Antiqueño applicants had difficulty in going to those areas because of the distance and cost of travel.

“I coordinated with the Philippine Army to give chance to aspiring Antiqueños to be able to apply (here),” he said.

The applicants, who were grouped into 50 persons per batch, were interviewed and given written examinations as part of the army recruitment process.

“The result of their examination will be released three months after,” Niquia said.

He added successful examinees will undergo physical and medical checkups and training in a military facility in Tarlac.

“Joining the Philippine Army is an opportunity for the applicants to serve their country,” said Niquia, an army reservist with the rank of lieutenant colonel.

The municipality of Remedios T. Romualdez (RTR) in Agusan del Norte is hoping that the infrastructure projects under the “Build, Build, Build” program will help ease the presence of armed conflict in some of its beneficiary villages.

In a Network Briefing News interview on Tuesday, Mayor Richard Daquipil said the projects helped them augment their resources in enhancing the town, on top of their PHP17 million development fund.

“One of our focuses here in our municipality is responding to the needs of our people. With the help of our congresswoman (Angelica Amante), President Duterte’s Build, Build, Build program was able to reach us,” he told the host, Presidential Communication Operations Office (PCOO) Secretary Martin Andanar.

RTR is a recipient of various road concreting projects, including the Barangay Basilisa to Barangay Panaytayon road concreting project and the Barangay Poblacion II to Barangay Panaytayon road, costing PHP50 million each.

“Sana po matapos po ito na mga proyekto in support to our armed conflict-affected barangays. Para mapigilan na din natin ang mga kaibigan natin sa kabila na pumapasok pa sa mga barangay na ito (We hope that these projects will be completed in support to our armed conflict-affected barangays so that we can deter those from the other side who enter there),” Daquipil said.

Barangays San Antonio and Tagbongabong are two of identified conflict-affected barangays in RTR, beneficiaries of PHP20 million worth of development projects under the Support to Barangay Development Program (SBDP).

SBDP is the flagship program of the Duterte administration for poverty alleviation and development under the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

To end local insurgency, RTR partnered with the Philippine National Police and the 65th Infantry Battalion of the Philippine Army to raise awareness among the youth on the manipulative strategies of armed groups.

“Hangad namin na maiwas sa recruitment ang mga kabataan namin kasi sa tingin ko sila ay prone sa ganitong recruitment ng mga nasa kabila (It is our goal to help prevent the recruitment of our youth here because I believe that they are vulnerable to the recruitment of those rebels),” the mayor said.

He likewise urged his constituents to continue supporting the initiatives of the government.

“Suportahin lang natin ang gobyerno. Huwag na tayong sumuporta sa kabila para makamit natin 'yung peace. Kung nandyan ang peace, nandyan ‘yung progress sa ating lugar (Let us support the government and not the other side so that we will be able to achieve peace. Because if there’s peace, there’s also development in our place),” he said.

President Rodrigo Duterte signed Executive Order No. 70 in December 2018, creating the NTF-ELCAC that employs a whole-of-nation approach to end communism and institute peace-building initiatives.

The Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF) has continued to defy International Humanitarian Laws (IHL).

The Armed Forces of the Philippines (AFP) recorded 111 more cases of IHL violations, ranging from using child warriors, destruction of civilian properties, unabated use of landmines and willful killings only in the first half of 2021 on top of the 1,506 violations committed since 2010.

Brig. Gen. Joel Alejandro Nacnac, director of the AFP Center for Law of Armed Conflict (AFP-CLOAC), during Monday's virtual press conference of the National Task Force to End Local Armed Conflict (NTF-ELCAC), reported that with these new IHL violations, the number of heinous crimes by the CPP-NPA-NDF against the Filipino people and humanity has ballooned to 1,617.

Nacnac also said the 1,506 IHL violations previously committed by the Communist Terrorist Groups (CTGs) from 2010 to 2020 are now being investigated by the Commission on Human Rights (CHR).


These same set of cases were also submitted to the Department of Justice (DOJ) to be passed on to local courts that have jurisdiction over them—charging them with violation of the country's localized human rights laws including Republic Act (RA) 9851.

These atrocities, which are deemed heinous under the various Protocols of the Geneva Conventions, continue to increase as the CPP-NPA-NDF become more desperate and ruthless, with the recent incidents involving torching a number of heavy equipment in Northern Samar owned by construction companies tasked to finish government projects in the province.

Nacnac said of the recorded 1,617 IHL violations, there were 309 incidents of willful killings, 199 incidents of using anti-personnel mines (APMs), 560 incidents of children involved in armed conflict, 542 incidents of destruction of properties, and seven other IHL violations.

A total of 458 people were killed in these incidents.

Nacnac said the number of casualties (injured or killed) from the CTGs’ willful killings hit 405, 32 of which happened only during the first semester of this year.

The AFP-CLOAC report showed that out of these casualties, 325 were civilians and 80 were from the military.

Nacnac added that Region 13 (Caraga) recorded the highest number of willful killings with 52.

On the use of APMs which is prohibited under the Ottawa Convention of 1997 or the Anti-Personnel Mine Ban Treaty, the CPP-NPA-NDF has killed a total of 42 and wounded 217 people. These include the killing of football star Kieth Absalon and his cousin Nolven in Masbate City on June 6.

Nacnac said of the 560 incidents of using children as armed combatants, eight were killed, 11 were wounded, five were rescued, and at least 470 surrendered.

He also said 119 of these incidents happened in Region 11 (Davao region)

He added that out of the 542 incidents of destroying civilian properties, 117 incidents happened in Region 13 alone.

Nacnac reported the cases in observance of the International Humanitarian Law Day (IHLD) on Aug. 12 and the whole month of August as IHL Month (IHLM) as mandated by Executive Order No. 134 of 1999 in support of said IHLD and IHLM.

He said the AFP adheres to the enforcement of IHL through Administrative Order (AO) No. 35 creating the Mechanics of Enforcement of the IHL headed by the DOJ.

AFP fully committed to IHL

NTF-ELCAC spokesperson for International Affairs, Peace Process and Human Rights, Undersecretary Severo Catura, meanwhile, said having the AFP Center for Law of Armed Conflict is concrete proof of the country's steadfast commitment to IHL, being the only country that has a military unit professionalizing the adherence to IHL.

This made the AFP “professionals" for having the "most humane way of handling IHL violations."

"The rules applied and implemented are very professional. Hindi tayo pumapatay ng mga nahuhuling CTGs," Catura said.

"We have followed the many cases because our government is compelled to fulfill its responsibilities on IHL, it is very important that this was affirmed by the people. Tayo ang gumagalaw sa mga (We are looking into) violations because it was reported by the victims themselves. Ito ang (This is the) value of our pursuit of IHL," he added.

30 CTG leaders, members surrendered after SONA

On the other hand, NTF-ELCAC Spokesperson for Mass Media Engagements and Fact-checker Undersecretary Joel Sy Egco reported that around 30 leaders and members of the NPA surrendered and returned to the fold of the law just days after President Rodrigo Duterte delivered his last State of the Nation Address (SONA) on July 26.

"These 30 include Ariane Jane Ochate Ramos alias “Marikit”. Marikit was the secretary of Guerrilla Front 55, Sub-Regional Committee 5, Southern Mindanao Regional Committee responsible for various atrocities in the district of Paquibato," Egco said.

"Also, included in the 30 who surrendered is Eduardo S. Genelsa alias "Ka Lando" of Barangay Bongabong, Pantukan, Davao de Oro. He served dual positions as commander of the Pulang Bagani Company 3 and staff for Southern Mindanao Regional Committee," he added.

He added, "Si Ka Lando po spent 42 years holding various top positions in the NPA ranks and was involved in numerous raids and armed confrontations against police and army installations and personnel that took place in various parts of southern Mindanao starting in 1979."

"So after the President's SONA on July 26, 30 yielded and have joined their families and living a normal life now," he said.

IP leader bares CTG exploitation of IP youths

Meanwhile, Datu Jovany Diarog, a member of Mindanao Indigenous People (IP) Youth Organization and a former NPA cadre of “Front Committee 20”, narrated his experience on how he was deceived by the CTGs when he was young, initially groomed as a scholar but later transformed to a communist recruiter of young IPs to join their ranks.

Diarog said the CTGs held all his credentials upon graduation and was told to undergo a "back service of five years" by giving lectures to IPs, recruiting IP youth and students, and bringing them to schools like the San Carlos University in Cebu and even to the University of the Philippines in Diliman, Quezon City.

Diarog recounted that he will accompany his recruits, "kahit mga underage at walang pahintulot ang mga magulang" (even without permission from parents), to anti-government rallies who will eventually become members of the Revolutionary Integration Program of the NPA. There, the recruits were radicalized and taught to hate the government and military troops who will supposedly torture them if they were caught.
