The Armed Forces of the Philippines (AFP) said Tuesday, March 19, that it was considering the fatal ambush on Philippine Army (PA) personnel in Datu Hoffer Ampatuan, Maguindanao del Sur over the weekend as a form of retaliation by the militant group Dawlah Islamiyah (DI).

Col. Francel Margareth Padilla, AFP spokesperson, said a series of encounters had occurred between the military and DI fighters since late last year following the bomb attack at the Mindanao State University (MSU) in Marawi City on Dec. 3, 2023.

“This is believed to be the DI’s [retaliation]. They are seen to [be] losing support from the community because of the continuous operations of the military in the area since last year,” Padilla said in an interview over ANC.

Last Sunday, March 17, around 10 to 20 suspected DI-Hassan fighters ambushed military personnel who were on their way back to patrol base after buying food and other supplies for “iftar” in Barangay Tuayan 1, Datu Hoffer Ampatuan, Maguindanao del Sur. Four members of the 6th Infantry Division (6ID) got killed in the incident.

“There is actually a series of encounters that already occurred since last year so the military has already had it since previously. This is a retaliatory for that,” she reiterated.

The MSU bombing, which claimed the lives of four people and injured 50 others, was blamed on the DI-Maute Group so the military launched pursuit operations to capture the ones believed responsible for the incident.

On Jan. 25 to 26, the AFP launched counter-terrorism operations in Piagapo, Lanao del Sur where nine DI fighters died. The following month, the AFP announced that one of the fatalities was Khadafi Mimbesa alias "Engineer," the pinpointed brains behind the bombing at MSU.

On Feb. 18, another encounter occurred between the military and DI fighters in Munai, Lanao del Norte where six soldiers and three militants died.

“They are believed to be dwindling already and as we have said, they are already having a leadership vacuum as well that’s why they are already operating in very small groups. But you know, the army is still circling the area because they are believed to be regrouping their small cells,” Padilla revealed.

“What we are foreseeing is that these small groups will join each other so that they will have more numbers. But of course, within our operations, we are making sure that this does not happen so we are trying to actually do our pursuit operations to encircle the areas where they are found to be operating upon. This is what we want to prevent: for them to have the means to regroup,” the military spokesperson noted.

Padilla confirmed that the DI was trying to recruit new members although the group was finding it hard to accomplish.

“It’s difficult for them to recruit and they can no longer big support that’s why they resort to retaliation at this point. They already have a leadership vacuum, their members are scattered, and their forces are already dwindling. We will continue with our relentless operations to eradicate this group,” she said.

A birthday and a wake

Meanwhile, AFP Chief, General Romeo Brawner Jr. visited the wake of the four slain soldiers in the most recent ambush on Monday, March 18, which coincided with his 56th birthday.

The wake for Private Marvin Dumaguing, Private Jessie James Corpuz, Private First Class Carl Araña, and Corporal Creszaldy Espartero was held at the headquarters of 6ID at Camp Siongco in Datu Odin Sinsuat, Maguindanao del Norte.

Brawner earlier directed the ground commanders to hunt down the perpetrators behind the ambush in Datu Hoffer Ampatuan.

Vice President Sara Duterte also dropped by at the wake of the soldiers at Camp Siongco where she was welcomed by the grieving families of the troopers, as well as Western Mindanao Command (WestMinCom) commander, Lt. Gen. William N. Gonzales; and 6ID commander, Major General Alex S. Rillera.

MANILA, Philippines — The Armed Forces of the Philippines (AFP) is aiming to eliminate the Islamic State-linked Daulah Islamiyah (DI) by the end of the year, its spokesperson Col. Francel Margareth Padilla said on Tuesday.

“Our target, for the AFP, as stated during our command conference at the start of the year, was for us to end the insurgency problem once and for all by the end of this year,” Padilla said when asked about the timeline for the elimination of the jihadist group.

Padilla previously said it also targets to finish the Maoist insurgency by year end.

The DI-Maute Group perpetrated the bombing at Mindanao State University in Dec. 2023, leaving four people dead and 50 others wounded.

This terror attack prompted successive pursuit operations which killed 15 of DI members—along with its key leaders— so far.

However, the incidents also cost lives to the government’s side in several attacks deemed by the AFP as retaliatory.

On Feb 19., six Scout Ranger soldiers were killed in a Lanao Del Norte encounter while four soldiers were also killed in a March 18 ambush in Maguindanao del Sur.

Despite this, Padilla said the DI is now having a hard time finding recruits as it grapples with a leadership vacuum.

“We have [had] continuous operations since last year, this group is already operating in small numbers and they already have a leadership vacuum,” Padilla said.

“That’s why they are retaliating at this point,” she added.

COTABATO CITY — Two feuding Tausug clans in Sulu reconciled on Monday, ending a bloody 50-year conflict that resulted in at least 50 fatalities on each side and left at least 13 other individuals injured.

The two clans, one currently led by Fhena Idjirani in Parang town, and the other by Banden Barahama, whose relatives and followers are scattered in a number of barangays in Indanan, forged a peace covenant brokered by police officers in both towns and the director of the Sulu provincial police, Col. Narciso Paragas.

Paragas and the director of the Police Regional Office-Bangsamoro Autonomous Region, Brig. Gen. Allan Nobleza, separately announced on Tuesday the settlement of the deadly "rido," meaning clan war in most Moro vernaculars, achieved through the joint intercession of members of the Sulu Provincial Peace and Order Council under Gov. Hadji Abdusakur Tan Sr., the mayors of Indanan and Parang, and the Islamic religious community in the province.

The two clans reconciled during a symbolic rite on Monday in Parang, witnessed by police officers and leaders from different towns in Sulu, one of the six provinces in the Bangsamoro Autonomous Region in Muslim Mindanao that also covers the cities of Cotabato, Marawi and Lamitan.

Tausug elders in Indanan and Parang told reporters on Tuesday that the rido between the two groups erupted in 1974, sparked by affronts to clan pride and honor, political differences and squabbles for control of territories.

“What is meaningful about this clan war settlement is that it happened during the Islamic Ramadhan fasting season,” Nobleza said.

Muslims fast from dawn to dusk during the Ramadhan, a holy month in Islam, lasting 29 to 30 days based on the lunar Hijrah calendar, as a religious obligation, a form of sacrifice and as reparation for wrongdoings.

Local officials, citing records from the police and different barangay governments, said that the two clans lost no fewer than 50 members each in gunfights in the past 50 years, among them minors and women.

“Credit for this feat should go to provincial and municipal leaders in Sulu and our police personnel there, the Muslim religious groups and military officials under different units assigned in the province who convinced both sides to bury their hatchets and live in harmony again,” Nobleza said.

Members of the business community in BARMM, among them the lawyer-entrepreneur Ronald Hallid Torres, who is chairman of the Bangsamoro Business Council, were elated with the reconciliation of the two clans, whose hometowns are together recommended by the Sulu provincial government, the Bangsamoro Board of Investments, or BBOI, and the region’s Ministry of Trade, Investments and Tourism, as potential sites for capital-intensive agricultural projects that investors from outside can safely venture in.

“There is no more presence of the Abu Sayyaf in Sulu as a result of the unrelenting anti-terror campaign of its provincial governor, the police and military units there. Investors will soon come in, perhaps sooner than expected,” BBOI’s chairman, Mohammad Omar Pasigan, said.

BACOLOD CITY – A New People’s Army (NPA) rebel wanted for robbery was arrested in Sagay City, Negros Occidental on Monday, March 18.

The suspect was apprehended on an arrest warrant dated February 20, 2023 a day after he surrendered to the military in Barangay Bato on Sunday, March 17.

Police Lt. Hannah Banquil, deputy chief of Sagay City Police Station, said that the 41-year-old
intelligence officer and vice squad leader of the SDG Platoon of the dismantled Northern Negros Front (NNF-D) of the Komiteng Rehiyon Negros Cebu Bohol Siquijor (KRNCBS) had a warrant for robbery with violence against or intimidation of persons.


Bail was set at P100,000 by Presiding Judge Arville Guyod Delgado in San Carlos City, Negros Occidental.

Banquil said the case stemmed from an incident in Calatrava, Negros Occidental. The suspect is under the custody of the Sagay police.

He was reportedly involved in an encounter with the police in Barangay Minapasuk, Calatrava last year, and was the alleged closest cohort of Roger Fabillar, alias Arnel Tapang, who has a bounty of P1 million for his arrest over a series of killings in the town.

CITY OF ILAGAN, Isabela – Police nabbed a wanted New People’s Army rebel in Pinukpuk, Kalinga, on Tuesday, March 19.

The suspect, Miko, 56, of Benito Soliven, Isabela, was sought for murder and multiple attempted murder.

Miko, a member of the Provincial Committee-Isabela, Regional Committee-Cagayan Valley and squad leader of the Fortuna Camus Command,
was apprehended on a warrant dated December 10, 2015 issued by Judge Isaac R. de Alban, presiding judge, Regional Trial Court, Branch 16, this city.


The court recommended no bail for his temporary release in the murder case.

Miko’s warrant for multiple attempted murder was issued on May 6, 2016 by Judge Rodolfo B. Dizon, presiding judge, RTC Branch 18, here with a bail of P120,000.

The suspect is in the custody of the Quezon, Isabela Police Station for documentation and disposition.

Wanted NPA leader arrested in Sagay City

BACOLOD CITY – An alleged key member of the New People’s Army (NPA), sought for robbery, was captured in Sagay City, Negros Occidental.

The arrest followed his surrender to the Army’s 79th Infantry Battalion (IB) at their Barangay Bato base last Sunday.

On Monday, police executed the arrest warrant issued for the 41-year-old, who is allegedly
an intelligence officer and vice squad leader of the now-defunct Northern Negros Front (NNF-D) under the regional committee KRNCBS. The warrant, calling for a P100,000 bail, was issued by Judge Arville Guyod Delgado of San Carlos City on February 20, 2023.

Police Lieutenant Hannah Banquil, deputy chief of the Sagay City Police Station, linked the charges to an event in Calatrava town. She said that after being notified of the rebel’s surrender, they confirmed an outstanding warrant for his arrest.


The suspect is currently detained at the police station.

Police Brigadier General Jack Wanky, acting director of the Police Regional Office (PRO) 6, in his statement, regarded the arrest as a significant double achievement, as the man is both an active member of the NPA and was on the wanted list.

The Army’s report indicates that the apprehended NPA leader engaged in a firefight with law enforcement in Barangay Minapasuk, Calatrava town last year and is considered a close associate of Roger Fabillar, known as “Arnel Tapang,” who is sought for a string of murders in the area, carrying a P1 million bounty.

National Security Adviser Eduardo Año lauded Surigao Del Norte for finally getting rid of the threat from the New People’s Army (NPA), even as he claimed the communist-led movement is now at the weakest point in its history.

Año described the province’s achievement as of March 15 as “commendable,” marking “a significant milestone in defeating communist terrorism in Eastern Mindanao.”


“Indeed, the CPP-NPA-NDF (Communist Party of the Philippines -New People’s Army – National Democratic Front) is on the retreat all over the country. The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) has successfully eradicated all remaining NPA rebels in Surigao Del Norte through the concerted effort of the Provincial Government, local government units, Armed Forces of the Philippines, Philippine National Police, and the Joint Regional Task Force to End Local Communist Armed Conflict (JRTF) – Caraga Region,” he said.

“This milestone not only enhances the security landscape of Surigao Del Norte but also contributes to the overall stability and development of Eastern Mindanao. It serves as a testament to the resilience and resolve of the people, as well as effectiveness of focused military and police operations coupled with development projects,” he added.

Año also noted this underscores the effectiveness of collaborative strategies in countering insurgency, particularly the NTF ELCAC’s whole-of-government and whole-of-nation approach.



He cited other government initiatives, such as the Enhanced Comprehensive Local Integration Program (E-CLIP) and the Support to Barangay Development Program (SBDP).

So far, he said, Surigao Del Sur has received P10.059 million in ECLIP funds over the last six years. The funds went to projects, such as farm-to-market roads, water and sanitation, health stations, schools, rural electrification, and others in conflict affected areas. The province likewise received P1.067 billion in SBDP funds for three cities.

Meanwhile, Año said the NPA is now at its weakest point in its 52-year old history.

“With its guerilla fronts now weakened all over the country, the NPA has been strategically defeated and I am hopeful that the AFP (Armed Forces of the Philippines) will meet its target of dismantling all remaining weakened guerilla fronts all over the country by the end of the year,” he said.


“While the journey towards achieving insurgency-free status was definitely arduous, Surigao Del Norte’s success serves as an inspiration and concrete proof that the end of communist armed conflict is near and that peace in conflict affected areas is now within our grasp. Congratulations to the Province of Surigao Del Norte!” Año added.

Two fascist troops of the Armed Forces of the Philippines (AFP) were killed in two separate encounters between its units and forces of the New People’s Army (NPA)-Abra (Agustin Begnalen Command) during the last week of February.

On February 23, NPA-Abra actively defended against 50th IB troops operating between Barangay Naguilian, Sallapadan and Barangay Abang, Bucay. A soldier was killed in the battle.

On February 27, the NPA also encountered a 24th IB unit between Barangay Bazar and Ud-uddiao, Sallapadan. A soldier was killed in this battle.

The AFP concealed their casualties in both both incidents. The people of Abra have long been complaining about the relentless combat operations of the AFP in their area, which cause great harm on their lives and livelihoods.

Joint police and military forces arrested Eliseo Velarmia Along, charged with murder, in Hacienda Tresing, Barangay Andres Bonifacio, Cadiz City, Negros Occidental on the afternoon of March 9. Along is an intelligence agent of the Armed Forces of the Philippines but is falsely being presented as a member of the New People’s Army (NPA)-North Negros. He was allegedly involved in an ambush on March 7, 2011 in Sityo Aluyan, Barangay Caduhaan, Cadiz City.

NPA-North Negros spokesperson Ka Cecil Estrella denied the military’s allegation that Along is an NPA squad leader. She said, “Along is not an active member of any NPA unit in Northern Neros…he used to be an NPA member but went AWOL (absence without leave) almost two years ago…and later surrendered to the AFP and served as its intelligence agent.”

The spokesperson said it was a desperate move by the 79th IB to arrest Along and present him to the public as an NPA squad leader. “They’re just trying to make it look like they’re winning.”

She added, “this desperation is not surprising given its failure to crush [the NPA’s] small guerrilla units despite their massive superiority in military forces backed by air assets.”

As in other times, the arrest of Along by virtue of a warrant issued by a court in Cadiz City, shows uncertainty and safety for those who “allowed themselves be used” and “surrendered” to the military. He is currently detained at the police station in Cadiz City.

Meanwhile, NPA-Northern Negros also refuted owning the weapons allegedly seized and unearthed by the 79th IB in Barangay Washington, Escalante City last March 11. “The 79th IB is dreaming,” she said.

She explained that the people’s army unit in Northern Negros has no weapons stored because all its weapons are in the hands of Red fighters and local militia forces. “In fact, we lack weapons because of the increasing number of farmers and youth joining the army,” he said.

Arbitrary arrests, fabricated encounters, indiscriminate bombings and shelling by military units are being carried out to “comply” with the AFP’s new “deadline” to defeat the armed movement by the end of March, the vertical units by the end of June, and the entire NPA by the end of 2024. The new “deadline” was set after the AFP failed to defeat the NPA by the end of 2023.

High-ranking US economic and military officials arrived in the Philippines around the same time this March to push the Indo-Pacific Security Strategy, which was outlined for US plans to confront China. The purpose of this strategy is to limit the expansion of China’s economic, political and military influence in the Philippines by strengthening US imperialist hegemony throughout Asia.

Gina Raimondo, US department of commerce secretary, led the Presidential Trade and Investment Mission sent by the US government to peddle the Indo-Pacific Economic Framework, a “key” part of the Indo-Pacific Security Strategy. The US mission was touted as a “first” in the history of the two countries, even though American companies had long been plundering the Philippines’ resources for over a century, and were actually dominating the local economy.

The delegation included 22 heads of large American companies representing US interests in “renewable” and nuclear energy, digital services, financial services, logistics and transportation, infrastructure, investment and others. Despite the size and scope of operations of the “visiting” companies and the Marcos regime officials’ panhandling for foreign investment, the delegation promised to fund projects and programs up to only $1 billion. The delegation was in the country from March 11 to March 14.

On March 10-14, around the same time of Raimondo’s visit, Adm. John C. Aquilino, commander of the U.S. Indo-Pacific Command, was also in the Philippines to meet Ferdinand Marcos, Defense Sec. Gilbert Teodoro and AFP chief Gen. Romeo Brawner Jr, along with other senior AFP officers. They discussed preparations for Balikatan 2024, which is expected to be the “biggest” than past Balikatan exercises and other wargames. The Balikatan exercises, which were bilateral in the past, will now involve the forces of other countries allied to the US.

US State Department secretary Anthony Blinken is also expected to arrive in the Philippines on March 18 to meet with Marcos and his officials. He is also scheduled to meet Japan’s foreign minister Yoko Kamikawa while in the country. Japan is one of the Balikatan 2024 participants.

Human rights group Tanggol Batangan reported that the body of missing Red fighter Baby Jane Orbe was found in February after a long search by relatives and human rights groups. Orbe was reported missing on December 17, 2023 following an attack by joint military and police forces on the temporary encampment of a New People’s Army (NPA)-Batangas unit in Barangay Malalay, Balayan, Batangas.

Orbe’s body was found in a sugarcane field in Barangay Malalay on February 14. On that day, they received information regarding a body found inside the sugarcane field. Given the skeletal remains, it is no longer possible to determine the identity of the body without DNA testing. However, based on the circumstances–place where the body was found, decomposition status and bullet wounds, physical characteristics such as height–the group and relatives identified it as the remains of the missing Orbe.

The group began a series of searches for Orbe on January 24. They searched and combed military camps, hospitals, and the scene of the incident but were unable to find the Red fighter.

At the time, Orbe was believed to be in the hands of the 59th IB following the NPA-Batangas report that she was injured in an attack by the military and police in Barangay Malalay. Human rights groups were unable to trace her as of December 2023 since her body was not among those the military presented.

Orbe is among the martyrs of Balayan. Martyred with her were Maria Jetruth Jolongbayan (Ka Orya), Alyssa Lemoncito (Ka Ilaya), Precious Alyssa Anacta (Ka Komi), Joy Mercado (Ka Kyrie), and Leonardo Manahan (Ka Mendel). Also killed in the military attack were civilians Pretty Sheine Anacta and Rose Jane Agda, who were visiting their Red fighter relatives.

Human rights groups then condemned the 59th IB for its repeated violation of international humanitarian law and the rules of war in relation to the mutilation and desecration of the victims’ remains.

The Armed Forces of the Philippines (AFP) 2nd IB staged a fake encounter in Sitio Cayang, Barangay Liong, Cataingan, Masbate on March 11. Soldiers indiscriminately fired their guns bringing terror and trauma to the community. This is the fifth fake battle in the area since September 2023 or about one per month.

The report says the residents, especially the elderly are gravely terrified. The military in turn intimidated and forced barangay officials to sign a certification that a battle occured in the area. The 2nd IB even falsely declared that it seized high and low caliber weapons, war equipment and documents during the staged battles.

The statement of the New People’s Army (NPA)-Masbate said that the fake encounter has no other purpose than to drive away and evict the peasant masses from their communities to pave the way for landgrabbing.

“Also due to its failure to hunt down the NPA, the military only stages fake battles to pocket the reward and funds allocated for each operation,” said Ka Luz del Mar, NPA spokesperson in the province.

Ka Luz says the military will most likely repeat this scheme to make fear reign among the Masbatenyo masses to project their so-called success. “NPA-Masbate calls on the people of Masbate to trust in their own strength and unity. The oppression and atrocities will not stop if the masses do not take action and fight,” the spokesperson challenged.

This March, the AFP again announced a “deadline” to defeat NPA units in guerrilla fronts by the end of the month, all “vertical units” of the people’s army by the end of June and the entire NPA at the end of 2024. The new deadline was announced two months after the last “deadline” of defeating the revolutionary movement at the end of 2023, and almost every year before that.

Karapatan-Central Visayas condemned state forces for its relentless intimidation and harassment against the families of New People’s Army (NPA) Red fighters who were martyred in Bilar, Bohol on February 23. A police officer identified as Misael Nicolas Asumbrado, from the Inabanga Town Police, repeatedly “visited” the family of martyr Perlito Historia to force them to withdraw their planned autopsy of the victim’s remains.

Karapatan-Central Visayas says the police “visits” aims to convince the family to withdraw their request before the Commission on Human Rights of the Philippines (CHR) to conduct an independent investigation and autopsy on Historia’s remains. They say the police even tried to bribe Historia’s family and promised them a scholarship and a job under the local government, and to receive ₱60,000 upon withdrawal of their case before the CHR.

The police officer also issued threats by saying the family’s safety cannot be assured if they continue to cooperate with the CHR. He also made claims that relatives of other martyred revolutionaries already agreed to the cash offer for the sake of “maintaining the peace.”

This pattern of harassment is similar to the ordeal of Hannah Cesista’s family. Her father was approached by Romeo Teruel, Executive Assistant of the PTF-Elcac Cooperative Development Office, at the funeral home in Tagbilaran City to prevent him from working with progressive groups and human rights defenders.

“We will not tolerate such measures by the AFP-PNP and the local government of Bohol that only heighten suspicions and prevent the truth from coming out,” according to Karapatan-Central Visayas. The group demanded for the state forces to immediately stop harassing the relatives and families of the Bilar 5 because it terrorizes and openly silences them.

“If the military and police officers have nothing to fear or hide, let it be proven with autopsies and investigations if there was indeed an armed encounter…or if was a case of massacre and torture which are clear violations of international humanitarian law,” the group concluded.

US imperialism continues to drag the Philippines into its potential armed conflict with China. On March 11, Batanes Gov. Marilou Cayco announced the American soldiers’ plan to construct a “civilian port.” This is in addition to the naval station on Mavulis Island built for “Filipinos in Taiwan to go to in case of a crisis.”

Construction of the port begins in April, in time for the Balikatan 2024 war exercises. The AFP, in unison with the local government, is using the pretext that these infrastructure can be used by local fishermen and by the AFP during disasters. The US is scheduled to conduct Balikatan on Mavulis Island this year. Last year, it used Batan Island, the major island of Batanes, as a playground for launching its Balikatan.

“The AFP’s proclamation that American soldiers will not use the infrastructure once the construction is completed is an utter lie,” said Guillermo Alcala, spokesperson of the Cagayan Valley Regional Operational Command of the NPA-Cagayan. “They use as bases the EDCA sites paid for by the people’s money, what more these facilities which will be built using money from their own pockets.”

The use of Batanes by the US poses a danger to the people, especially to the people of Cagayan Valley, which is right next to China and Taiwan, Alcala says. “It is a US ploy to challenge and provoke China,” he said. He calls for greater unity of the people, especially the people of Cagayan Valley, to oppose and resist US militarization of the region and the entire country.

The CSAFP, who is sharing a birthday with the late President and founder of the Special Forces in the AFP, lauded the progress of the regiment since it started as the First Special Forces Company in 1962. He also reiterated his call for a united and strong AFP.

“We should always know our mission and stand united and professional at all times. If our AFP is strong and united, our country will be strong and united. That is why we will continue to pursue our modernization and upgrading of our capability,” said General Brawner, who previously commanded the 6th Special Forces Company and the 2nd Special Forces Battalion.

One major general, two brigadier generals, and 126 colonels and navy captains comprise this batch of promoted officers. Also cited on the floor are the 13 female senior officers, including Col Francel Margareth Padilla, the first female spokesperson of the AFP.

Their confirmation proves the effective implementation of the AFP promotion system that prioritizes compentency and character in the selection of future leaders of the military.

A two-day all-in-one medical mission and outreach activity was delivered to the residents of Barangay Campong Ulay in Rizal and Brgy. Samariñana in Brooke’s Point in the southern part of Palawan.

The 3rd Marine Brigade (3MBde), led by Brigadier General Antonio Mangoroban Jr., spearheaded the mission on March 16-17 with Marine Battalion Landing Team-7, in close partnership with Lingkod Timog Foundation, Philippine Marine Corps Foundation Inc. headed by retired Lt. Gen. Juancho Sabban, and Estrella Foundation Inc.


Mangoroban expressed gratitude for the partnership with Lingkod Timog Foundation and other stakeholders, emphasizing the vital role of collaborative efforts in tackling urgent social issues.

“Our collaboration exemplifies our shared commitment to serving those in need and making a tangible difference in the lives of Palaweños,” he said.

U.S. and Philippines defense officials recently convened to discuss enhancing the logistics and capabilities of the Enhanced Defense Cooperation Agreement (EDCA) sites.

Department of National Defense (DND) Assistant Secretary for Logistics, Acquisition, and Self-Reliant Defense Posture Joselito Ramos, along with other defense officials, met on March 15 with U.S. Assistant Secretary of Defense for Acquisition and Sustainment Christopher Lowman.

They discussed potential improvements, focusing particularly on preparations for the upcoming Balikatan Exercise involving troops from both countries.

During the meeting, Ramos stated that the EDCA sites could accommodate a large number of logistical assets but still needs more logistics to improve their capabilities.

He also shared with his US counterparts the challenges faced by the defense department, including transportation, resupply, overhaul, and maintenance concerning the projects at EDCA sites.


Both sides committed to addressing the capability gaps of the EDCA sites, and emphasized that sustaining regional cooperation between like-minded countries will further enhance interoperability.

Palawan hosts an EDCA site at the Tactical Operation Wing West (TOW West) and another site is being developed in Barangay Catagupan in the island town of Balabac with the expansion of the agreement.

The Balabac site is seen to bolster country’s territorial security particularly in the West Philippine Sea as the Armed Forces of the Philippines shifts to external defense operation anchored on the Comprehensive Archipelagic Defense Concept (CADC).

MANILA, Philippines – The Commission on Appointments (CA) bypassed the promotion of Colonel Ranulfo Sevilla to brigadier general on Tuesday, March 19, following the opposition of his wife, who had depicted him as an alleged adulterous and abusive husband.

Senate President Migz Zubiri told the media that the promotion of Sevilla, deputy commander of the Armed Forces of the Philippines-Special Operations Command, to brigadier general was bypassed.

With his promotion bypassed, Sevilla’s rank reverts to colonel.

The CA panel on national defense had deferred Sevilla’s promotion twice, the second time on March 12, when his wife Tessa Luz Reyes-Sevilla appeared before the panel to oppose his promotion. At that hearing, she detailed the physical and mental suffering allegedly inflicted by Sevilla whom she accused adultery and failing to provide child support.


At the Tuesday hearing, CA panel members suggested that Sevilla should give half of his base pay to his family.

Sevilla, in response, said that due to his personal loans and other deductions, he was only getting around P72,000 per month, and offered that he would give P50,000 per month as financial support. But this was not final yet, as this has to be discussed with his wife.

To make sure that Sevilla would follow the informal agreement, Surigao 2nd District Representative Johnny Pimentel proposed that the financial support should be formalized through salary deduction.

“The nominee should execute a deed of assignment so that ang mangyayari niyan ‘yung suweldo mo, dalawang tseke ‘yan (What will happen there is your salary will have two cheques). One check will be in your name, one check will be in the name of the oppositor. Because if we do not do that, we will not get assurance,” Pimentel said.

Senator Risa Hontiveros moved to suspend the confirmation of promotion of Sevilla due to unsolved issues with his estranged wife. “In solidarity with the wives, I move to suspend the ad interim of Sevilla so we can move into caucus,” she said.

“Character is just important. Kasingtimbang ng (It has the same weight as) competence.”

After the caucus, the CA panel members decided to bypass Sevilla.

Call for probe, warning

Speaking to reporters ahead of the hearing on Tuesday, Tessa reiterated her call against her husband’s promotion and for the AFP to conduct a “full blown investigation” into wives being abused by their spouses in the military.

“Sana naman po ito na ‘yung precedent ng mga wife na inaabuso ng kanilang mga asawang military. Huwag na po natin hayaang magpatuloy pa (I hope this will set a precedent to all wives being abused by their husbands who are in the military. Let’s not allow this to continue),” she added in the media interview.

During the CA panel hearing, Pimentel gave a warning to other military officers who are up for promotion.

“Sa lahat ng nominees, babala po ito sa inyo. ‘Wag kayong masyadong malapitin sa babae. You will be assigned in different stations, and you will be tempted lalo na kapag may ma-meet kayong maganda [at] sexy. So ‘wag naman kayong masyadong playboy kaya magkakaroon kayo ng problema. Look at what happened to Gen. Sevilla. Kaya I suggest and I urge you to be loyal and faithful to your wives,” he said.

MANILA – The Philippines is optimistic that the visit of United States (US) Secretary of State Anthony Blinken will result in the further strengthening of the two nations’ economic and defense cooperation, Malacañang said on Tuesday.

Citing Foreign Affairs Secretary Enrique Manalo’s statement, Presidential Communications Office (PCO) Secretary Cheloy Garafil said there is no expected agreement to be signed during Blinken’s visit to Manila, but there would be discussions on the current status of the bilateral relations between the Philippines and the US.

In a statement released by the PCO, Manalo said the progress in the two countries’ shared commitment to enhance their alliance in pursuit of common interests would also be tackled.

“We intend to review regional and global developments that have significant implications for our mutual security, economic growth, and shared aspirations. We will build on the recent discussions with visiting US officials for deeper and greater economic engagement between our two countries,” he said.

Manalo was referring to last week’s visit of the first-ever Presidential Trade and Investment Mission (PITM) led by US Commerce Secretary Gina Raimondo to the Philippines.

He said his scheduled meeting with Blinken would also be an opportunity to discuss ways to ensure that the defense and economic ties between the Philippines and the US are responsive to present and future challenges.

“We are aiming to determine what concrete measures may be undertaken further in order to implement the directives of Presidents Marcos and Biden to ensure that our alliance and partnership remains relevant and responsive to current, emerging, and cross-cutting challenges in the defense, security, economic, and people-to-people spheres,” he added.

Manalo and Blinken’s meeting will also focus on clean and renewable energy development, semiconductors, and the digital economy, the Department of Foreign Affairs (DFA) earlier said.

The DFA said Manalo and Blinken would also discuss overall bilateral cooperation in the context of regional issues, including peace and stability in the South China Sea (SCS).

Blinken is also expected to meet with President Ferdinand R. Marcos Jr. at Malacañan Palace in Manila on Tuesday afternoon where they would discuss cooperation and security matters.

In a media interview on the sidelines of his working visit to Berlin, Germany on March 13, Marcos said he is keen on holding a meeting with Blinken to formalize the trilateral cooperation among the Philippines, Japan, and the US amid the tensions in the SCS.

The Philippines has been intensifying its security cooperation with the US and Japan, amid China’s provocative actions in the disputed waters.

This is Blinken’s second visit to the Philippines, which is less than a week after the PITM’s visit to the country.

MANILA – President Ferdinand R. Marcos Jr. is set to hold a trilateral leaders’ summit with his United States and Japanese counterparts on April 11 at the White House, the first of its kind between the three states.

The White House on Tuesday said Marcos, US President Joe Biden, and Japanese Prime Minister Fumio Kishida Fumio will discuss a broad range of areas, including economic and security cooperation, among others.

“At the summit, the leaders will advance a trilateral partnership built on deep historical ties of friendship, robust and growing economic relations, a proud and resolute commitment to shared democratic values, and a shared vision for a free and open Indo-Pacific,” White House Press Secretary Karine Jean-Pierre said.

“The leaders will also reaffirm the ironclad alliances between the United States and the Philippines, and the United States and Japan,” she added.


The discussions, she said, will cover bolstering trilateral cooperation to promote inclusive economic growth, emerging technologies, advancing clean energy supply chains and climate cooperation, and further peace and security in the Indo-Pacific and around the world.

Marcos-Biden bilaterals

Exact timings of the events are still being worked out but Marcos and Biden will also meet bilaterally on the same day at the White House.

Jean-Pierre said the two leaders will discuss efforts to expand bilateral cooperation on economic security, clean energy, people-to-people ties, and human rights and democracy.

“The President will reaffirm the ironclad alliance between the United States and the Philippines and emphasize US commitment to upholding international law and promoting a free and open Indo-Pacific,” she said.

The summit will follow a series of high-level visits by US officials to the Philippines such as the US Secretary of Commerce who led the first US Presidential Trade and Investment Mission to Manila early this month and State Department Secretary Antony Blinken who will meet with Marcos and Foreign Affairs Secretary Enrique Manalo on March 19.

Last March 13, US Indo-Pacific Command chief Admiral John Aquilino also met with Defense Secretary Gilberto Teodoro Jr. to strengthen Philippine defense capabilities and the overall national defense system.

In the meeting, Aquilino commended the leadership of Teodoro and Armed Forces of the Philippines chief Gen. Romeo Brawner Jr. for their principled stance on Ayungin Shoal and “condemned the actions of the Chinese Coast Guard and emphasized the importance of continued international engagement on the issue."

Both officials highlighted the importance of fast-tracking the General Security of Military Information Agreement (SOMIA), which will establish a framework for information technology collaboration between the two armed forces.

MANILA – The declaration of Surigao del Norte as an insurgency-free province highlights the government's ongoing efforts against the New People's Army (NPA) and its allies, National Security Adviser (NSA) Eduardo Año said.

"This achievement is commendable and marks a significant milestone in defeating communist terrorism in Eastern Mindanao. Indeed, the CPP-NPA-NDF (Communist Party of the Philippines-NPA-National Democratic Front) is on the retreat all over the country," he said in a statement Monday night.

Surigao del Norte, a former hotbed of insurgency in Mindanao, was declared an insurgency-free province last March 15.


For this victory, Año lauded the efforts of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), provincial government, local government units, Armed Forces of the Philippines (AFP), Philippine National Police, and the Joint Regional Task Force to End Local Communist Armed Conflict-Caraga Region for eliminating all remaining NPAs in the province.

"This underscores the effectiveness of collaborative strategies in countering insurgency, particularly the NTF-ELCAC's whole-of-government and whole-of-nation approach,” he said.

“The implementation of government initiatives such as the Enhanced Comprehensive Local Integration Program (E-CLIP) and the Support to Barangay Development Program (SBDP) has yielded remarkable results, as evidenced by the surrender of insurgents and their successful reintegration into society," he added.

To date, Surigao del Norte has already received PHP10.059-million ECLIP funds over the last six years.

It also received PHP1.067 billion SBDP funds for three cities, three municipalities, and 70 barangays for projects such as farm-to-market roads, water and sanitation, health stations, schools, rural electrification, and others in conflict affected areas.

"This milestone not only enhances the security landscape of Surigao del Norte but also contributes to the overall stability and development of Eastern Mindanao. It serves as a testament to the resilience and resolve of the people, as well as effectiveness of focused military and police operations coupled with development projects," Año said.

He also said the NPA is at its weakest in its 52-year history.

"With its guerilla fronts now weakened all over the country, the NPA has been strategically defeated and I am hopeful that the AFP will meet its target of dismantling all remaining weakened guerilla fronts all over the country by the end of the year," Año added.

MANILA – Senate President Juan Miguel Zubiri said Tuesday he was “hurt” after hearing the death of four soldiers of the Philippine Army in an ambush that recently happened in Datu Hoffer Ampatuan, Maguindanao del Sur.

"Being the author of the Bangsamoro Organic Law (BOL), it pains me to see still these insurgents in the name of religion trying to terrorize our forces," Zubiri said at the Commission on Appointments (CA) plenary that was hearing the approval of the ad interim appointments of 129 generals and senior officers of the Armed Forces of the Philippines.

Republic Act 11054 was authored and pushed by Zubiri, then-Senate Majority leader, until it was passed into law in 2018, expecting that the region "would finally be shedding its history of conflict and enter an age of peace and progress."

"Maraming salamat po sa inyong serbisyo sa inang bayan (Thank you very much for your service to our motherland). We owe you our freedoms, our democracies that we are enjoying today and our hearts go out, me personally, sympathize and would like to condole with the four Army troopers that had perished in Maguindanao two days ago," he said.

MANILA – The Philippines and the United States’ steadily growing security ties are "not targeted" against any country, the two states’ top diplomats said Tuesday amid China’s accusation that the US is using the country as a “pawn to destabilize” the South China Sea.

On numerous occasions, the US has reiterated its “ironclad commitment” to its alliance with Manila in the face of Beijing’s actions in the West Philippine Sea.

During his visit to Manila on March 19, State Secretary Antony Blinken reaffirmed this and said the US will continue to bolster its maritime, defense, as well as economic cooperation with Manila.

He explained that Washington DC’s foreign policy is to reinvigorate existing partnerships in the region and “build nuance that are fit” for the needs of its partner country.

“None of these are directed against anyone or anything, they're in service of something -- they're for trying to realize the positive vision that all of the countries involved share a free and open Indo-Pacific,” he said in a joint press conference at Sofitel Manila on Tuesday when asked to deny China’s claim that the US is “encircling China” and using Manila as a pawn.

The US top diplomat added this also applies to the improving trilateral cooperation between the Philippines, Japan and the US.

Manalo echoed this, noting an improved cooperation with Washington DC is vital for the Philippines to build its capacity not only for maritime but also on humanitarian operations.

“And that is the main purpose behind this --to enhance Philippine defense and security interests as well as operations on humanitarian issues,” he said.

“They are not aimed at any third country and they are specifically in accordance with our interest and needs. So that is the main aim and, in fact, the only aim of these activities,” he added.

The Chinese Foreign Ministry had earlier issued a statement urging Washington DC not to “hurt China's sovereignty and maritime interests” in the South China Sea in its promise to defend the country.

Beijing had also previously criticized the expansion of sites under the two states’ Enhanced Defense Cooperation Agreement (EDCA), saying it would “damage” the country’s economic development at the end of the day.

Blinken, for his part, said the EDCA expansion is strengthening its cooperation with Manila further as it brings “important benefits for local communities” while creating new locations for access to jointly work together on humanitarian assistance and disaster relief, among others.

Last March 15, Defense Assistant Secretary for Logistics, Acquisition, and Self-Reliant Defense Posture Joselito Ramos and US Assistant Secretary of Defense for Acquisition and Sustainment Christopher Lowman also met and reaffirmed commitment to addressing the capability gaps of the EDCA sites.

Economic resilience

On top of defense and security engagements, the two foreign ministers also discussed further expansion of economic relations, including on semiconductors.

“The Philippines has about 20 percent of the global market for assembly, for testing, for packaging and of course, it's a big part of the Philippines’ economy representing about 12 (percent) of its GDP (gross domestic product),” Blinken said.

“But we want to support Filipino manufacturing, decrease dependencies, strengthen global supply chains,” he added.

The Philippines and the US are also assessing additional priority areas for investment, specifically on clean energy, transportation, logistics, and warehousing to increase food security, he said.

“It's a partnership that is growing day by day in a variety of other areas as well as from cyberspace to artificial intelligence to clean energy to critical minerals to outer space,” Blinken said.

Manalo and Blinken’s meeting comes as the two states prepare for a trilateral leaders’ summit between President Ferdinand Marcos Jr., US President Joe Biden and Japanese Prime Minister Fumio Kishida on April 11.

MANILA — President Ferdinand R. Marcos Jr. on Tuesday expressed optimism that the actions taken by the Philippines and the United States (US) will be successful in lowering the tension in the Indo-Pacific region.

Marcos made the statement during his meeting with US Secretary of State Anthony Blinken at Malacañan Palace in Manila on Tuesday afternoon.

Marcos thanked Blinken for taking time to visit the Philippines and making a courtesy call, despite the US official’s busy schedule.

“Nonetheless I am happy that [you have] this chance to come by and visit with us and perhaps, it wasn't that ideal with how [things] are progressing with the rest of the world. All of these impact us now, how these things are developing... to any other countries,” he told Blinken.

“I hope that all these efforts we are making are making some success because it is of great importance to us too, as you well know. We have spoken about this before,” Marcos added.

While the recent developments in Indo-Pacific “are somehow toned down,” Marcos said he could not imagine how the easing of tension “[will] be seen in the future."

Marcos did not elaborate on the present challenges the region is currently facing.

Blinken said the US is committed to and focused on dealing with the pressing issues in the Indo-Pacific, adding that its engagement with the Philippines is crucial to work on a number of challenges.

He also emphasized that the alliance between the US and the Philippines is “more than rock solid."

“It’s absolute a priority of [US] President [Joe] Biden, that's why he asked me to leave [to] visit [here],” Blinken said. “Our relationship, I would say is hyperdrive. That is so true, we see it across every domain.”

Blinken also expressed confidence that Marcos’ visit to the US on April 11 for a summit with Biden and Japanese Prime Minister Fumio Kishida will open an opportunity for a new cooperation with the Philippines and Japan.

“I think that will arise new cooperation. It’s also incredibly promising but it’s building on the very strong foundation of our countries where we have the same priorities, whether it’s on economic development, whether its with climate change, with food security, of course, upholding international law,” he said.

The White House announced that Marcos, Biden, and Kishida would hold a trilateral leaders’ summit in the US on April 11 to discuss a broad range of areas, including economic and security cooperation.

MANILA — President Ferdinand R. Marcos Jr. and United States (US) President Joe Biden will hold a meeting in Washington next month to find ways to boost alliance, Malacañang said Tuesday.

The Palace, through a statement issued by the Department of Foreign Affairs (DFA), announced that Marcos will be having a bilateral meeting with Biden, on the sidelines of the two leaders’ trilateral summit with Japanese Prime Minister Fumio Kishida on April 11.

“While in Washington, D.C., President Marcos will also be hosted by President Biden in the White House for a meeting that will acknowledge the remarkable progress in Philippines-United States ties and the enduring commitment on both sides to further strengthen the alliance,” the DFA said in a statement released by Malacañang.

Marcos’ scheduled US trip comes after the visits of US Secretary of State Anthony Blinken and the first US President Trade and Investment Mission led by US Commerce Secretary Gina Raimondo to the Philippines.

Earlier Tuesday, the White House announced that Biden will be hosting the US’ first-ever trilateral summit with the Philippines and Japan on April 11.

The DFA said the trilateral summit aims to advance the three countries’ agenda on defense, security and economic interests.

“The Summit will be a milestone opportunity to reaffirm the robust alliance between the Philippines and the United States, and the Strategic Partnership which it shares with Japan,” it said.

“Together with President Joseph R. Biden, Jr. and Prime Minister Kishida Fumio, President Marcos will highlight trilateral cooperation as a natural progression of the Philippines’ historical and strong ties with these countries, thereby enhancing coordination and collaboration on common priority areas,” the DFA added.

The DFA said Marcos is also expected to discuss with Biden and Kishida a wide range of topics such as maritime cooperation, infrastructure development, economic resiliency, and trade and investments.

Clean energy, climate action, cybersecurity and the digital economy would also be on the agenda, the DFA added.

CAMP SIONGCO, Maguindanao del Norte – Vice President Sara Duterte visited this camp Monday afternoon to pay respects to the four soldiers slain in an ambush by suspected Dawlah Islamiya (DI) terrorists in Datu Hoffer Ampatuan town the day before.

Duterte spoke to the bereaved families of the slain soldiers of the Army's 40th Infantry Battalion and 3rd Army Cavalry, all under the 601st Infantry Brigade.

They were on their way back to camp when ambushed in Barangay Tuayan 1 on Sunday morning.

Duterte described the slain soldiers as “our heroes for offering their lives for our flag and our country.”

She also gave cash assistance to the soldiers’ immediate relatives.

The Bangsamoro Islamic Freedom Fighters, a local terrorist group allied with the DI, claimed responsibility for the attack.

It said the ambush was in retaliation to government forces' continuing offensive.

Meanwhile, Bangsamoro Autonomous Region in Muslim Mindanao Chief Minister Ahod Balawag Ebrahim condemned the atrocities against government forces doing Ramadan-related activities in Maguindanao del Sur.

“These cowardly acts of violence not only threaten our daily lives but also undermine the hard-won peace and stability in our region. The actions of these peace spoilers seek nothing but to sow discord and create mistrust among our people,” Ebrahim said in a statement.

Ebrahim has also ordered the grant of financial assistance to the victims and their families.

TACLOBAN CITY – A series of military operations and the implementation of the whole-of-nation approach caused the dismantling of two units of the New People’s Army (NPA) formed to advance their recovery attempts, the Philippine Army said on Tuesday.

Capt. Jefferson Mariano, spokesperson of the Army’s 8th Infantry Division, in a phone identified the units as
platoon 2 of Island Committee 47 Levox operating in the provinces of Leyte, Biliran, and Southern Leyte, and the Elcon platoon of sub-regional committee (SRC) browser based in the provinces of Samar and Eastern Samar.

The Elcon platoon of the SRC were remnants of the dismantled two front committees in Samar Island, while the NPA’s island committee in Leyte Island was part of the rebels’ attempt to reestablish a guerilla front in Leyte and Biliran provinces.

“The dismantling of these NPA units is a big accomplishment in our campaign against insurgency. In the past, these units had leadership that could organize a community to support their logistical and military requirements,” Mariano told the Philippine News Agency.


He attributed the gains to the successful and effective implementation of programs and projects under the National Task Force to End Local Communist Armed Conflict (TF-ELCAC), applying a whole-of-nation approach to wipe out insurgency in conflict-affected and vulnerable areas.

Mariano said the government officially declared the dismantling of two NPA units during its meeting last week, attended by key officials from the Armed Forces of the Philippines, the Philippine National Police, the Philippine Coast Guard, and the National Joint Peace and Security Coordinating Council.

In January this year, the military formally declared the four remaining guerilla fronts in Eastern Visayas as dismantled. These are front committee 2, SRC emporium; front committee 1, SRC emporium; front committee 15, SRC arctic; and front committee 3, SRC arctic.

Major Gen. Camilo Ligayo said in a statement that the dismantling of these NPA units is the fruit of the aggressive campaign of the security sector against insurgency.

“Let us actively support the programs of the local government to peacefully resolve all armed conflicts in Eastern Visayas. Let us encourage everybody to follow the path of peace and condemn those who advocate violence and the use of arms. Let us condemn the armed struggle and NPA atrocities and give peace a chance,” Ligayo said.

Regional Peace and Order Council chair and Tacloban City Mayor Alfred Romualdez earlier said the remarkable success of the security sector reflects the collective commitment of all units under the Joint Task Force Storm and the regional TF-ELCAC in Eastern Visayas.

“ELCAC has proven that through collaborative efforts, we can surely eradicate the remaining local communists. The problem in insurgency is everyone’s responsibility so let us continue to be united in this quest to end the local communist armed conflict to attain long-lasting peace and socio-economic progress within our community,” Romualdez added.

Significant achievements that led to the dismantling of NPA units in 2024 included the neutralization of the secretary of SRC during an encounter in Borongan City, Eastern Samar on Jan. 6, the recovery of nine high-powered firearms and other NPA items in Calbayog City, Samar on Feb. 4, and the neutralization of two NPA fighters, including one high-value individual, during an encounter in Albuera, Leyte, on Feb. 10.
