Indi na ini bag-o nga modus operandi sang mga matag-as nga opisyal sang AFP/PNP kag LGU nga ginagamit bilang instrumento kag ginatiplang ang pumuluyo agud makapangawat sa kaban sang gobyerno. Madamo na sang eksperyensya nga ang mga ginapasurender wala nakabaton sang kwarta nga dapat para sa ila bangud ginbulsa na sang mga korap kag sakon nga mga opisyal sang AFP/PNP kag LGU.

Ini ang rason kon ngaa indi magmadinalag-on ang ano man nga plano sang estado nga pagwasak sang rebolusyonaryo nga kahublagan. Napamatud-an na ini sa tanan nga kontra insurhensya nga programa sang reaksyonaryo nga goberno halin sadto kag tubtob subong sa panahon ni Duterte. The fascist dogs of Duterte who are members of the mercenary AFP and PNP are in a rush to boast the supposed victory of their counter-insurgency efforts in the island of Negros. They concoct countless and repetitive lies to cover up their failure in their counter-insurgency campaign, fake encounters between the AFP and PNP, fake and forced surrenders on alleged NPA members and supporters of the revolutionary movement.

The members of the mercenary AFP are once again daydreaming in their dirty scheme of claiming that the 63 farmers in Brgy. Sta. Rosa, Murcia and members of farmers’ association from Brgy. Pilar, Hinigaran, were forced to surrender and showcased as “supporters of the revolutionary movement” returning to the folds of the reactionary government. They were also used to declare the CPP-NPA-NDFP as persona non grata in the locality. They wish to exhibit that the revolutionary movement is loosing ground because it is not supported by the people.

This monotonous black propaganda against the revolutionary movement is the handiwork of the top rank officials of the AFP and PNP to show that they are winning in their counter-insurgency campaign in the island of Negros while chasing for promotion. Through this, they are also able to pocket large sums of money that is why they continue to parade ordinary farmers as surrenderees.

If we were to add up the money pocketed from every surrenderee wherein they should receive P50,000 from the Office of the Presidential Adviser on the Peace Process (OPAPP) as livelihood assistance and P15,000 from the Local Government Unit (LGU) as immediate assistance, in Murcia alone with their alleged 63 surrenderee, the amount would total P3,150,000 from OPAPP and P945,000 from the LGU. But in reality, the farmers only received 5 kilos of rice.

This is an old and worn-out modus operandi of the top-rank officials of the AFP/PNP and LGU to deceive the people in order to plunder the people’s money. There have been cases wherein those paraded as surrenderees were not able to receive any amount because they were pocketed by the corrupt and greedy official of the APF/PNP.

This is the reason why the counter-insurgency program of the reactionary state is doomed to fail as proven by the past counter-insurgency programs of the former regimes to Duterte. Especially because this does not address the root cause of poverty embedded in a semi-colonial and semi-feudal system.

Human rights are continuously trampled on in the form of extra-judicial killings, illegal arrest, planting of evidence and filing of trumped-up cases, torture, strafing, bombing of communities, indiscriminate firing, forcible entry in their homes and forcible taking of their things and animals and other forms of harassment. They are sowing terror through the AFP/PNP to instill fear among the people and discourage support the revolutionary movement.

The plan of the tyrannical regime to “drain the pond to get all the fish” is doomed to fail because they are the ones causing the flood. It is Duterte himself who is pushing the people to directly or indirectly support the revolutionary movement led by the Communist Party of the Philippines.

To the patriotic and freedom loving rank-and-file members of the AFP/PNP who are tired of the rottenness and corruption within their ranks, perform your mandate of serving the people genuinely and oppose anti-people commands given to you by your officials. You are only used as pawns and cannon fodders for their personal interests. NPA units are open to welcome you if your objective is to truly serve the broad masses of the people.

On the other hand, the NPA as the true army of the people, is in a position and active in strengthening the 5 guerilla fronts in the island to intensify its tactical offensives while performing the three integral tasks in order to advance the sub stage of the protracted people’s war. We continue to campaign for increased food production as response to the Covid19 crisis while still taking punitive actions against despotic landlords and fascist elements to heed the call for justice for the victims and defeat state terrorism.

The objective conditions makes the ground fertile for the advancement and consolidation of the revolutionary movement. The economic crisis is pushing more Filipinos to tread the right path of revolution, advance the level of people’s war until we seize political power in the national level. We are waging a just war because we serve the interest of the broad masses, and in turn the broad masses cherishes their true army and joins and supports in waging revolution. ###

The New People’s Army-Eastern Visayas (Efren Martires Command or EMC) today commemorates with the Filipino people the 119th anniversary of the historic Balangiga Uprising, a memory of the triumph of people’s war over the war of aggression by US imperialism. More than a hundred years later, the militancy, creativity, and heroism of the people of Balangiga inspire most especially the broad peasant masses in Eastern Visayas who now fight the war of suppression waged by the terrorist US-Duterte regime by way of people’s war.

On September 28, 1901, at the morning toll of the bells of the Balangiga church, around 500 men of Balangiga as well as present towns Lawaan, Giporlos and Quinapondan ambushed the garrison of American troops. To catch the enemy by surprise, the men disguised as women and smuggled their bolos inside coffins. The elderly, women and children were safely evacuated before the attack. The US troops were dealt with their “single worst defeat” in the Philippine-American War by the peasant masses. Such was their rage that they retaliated a thousandfold against the people, killing tens of thousands, burning and looting their homes, and turning Balangiga into a “howling wilderness.”

Supported by US imperialism, the Duterte regime subjects the peasant masses in Eastern Visayas to the same terrorist, scorched-earth policy, hell-bent to squash the revolutionary movement and defeat the New People’s Army. Desperate to accomplish its deadline of defeating the NPA before Duterte’s term ends, it has put the Eastern Visayas countryside under de facto martial law, concentrating an unprecedented 13 combat battalions of the military and police and planning to add more. It has killed, strafed and massacred peasants, arrested and threatened them, and bombed and shelled their farmlands. It has put thousands under intense surveillance, population control and psychological warfare, and forced hundreds to surrender as NPA members or supporters, or else die of starvation or by their bullet.

But the peasant masses are undeterred by the Duterte regime’s state terrorism. This campaign of suppression has only emboldened them to embrace the revolution and cherish the NPA as their true army and defender. This year, the revolutionary mass base in the region has further expanded and consolidated. The guerrilla bases where the NPA can swiftly maneuver and keep the enemy blind and deaf to its movements have grown. With the support of the masses, the NPA has turned the fascist troops, their inflated budget and advanced military equipment dumb. The fascist troops’ deadline is fast approaching but they have yet to dismantle a single guerrilla front or wipe out an NPA unit.

By launching people’s war against the US-Duterte regime, the peasant masses of Eastern Visayas advance the revolutionary example of their forefathers in Balangiga. Their hearts are imbued with rage against injustice and oppression. As the regime’s fascist onslaught intensifies, they are determined to support the armed struggle, join the NPA, and to oust the treacherous, morally bankrupt, and corrupt Duterte.#

Kamakailan, tahasang binaliktad ng 9th Infantry Division – Phil. Army (9th IDPA) ang naunang pahayag ng SBC-NPA Albay kaugnay sa pamamaslang ng mga elemento ng 49th Infantry Battallion – Phil. Army kina Batbat Brgy Capt. Luz Dayandante at Treas. Orlina. Kasuklam-suklam ang pagsisinungaling ng 9th IDPA at mga upisyal nito sa mismong pamilya at mga kababaryo ng dalawang barangay officials, higit at nakatuntong ang pahayag ng SBC-NPA sa mga kongkretong ulat galing sa mga mapagkakatiwaalan at concerned na kapanalig ng dalawang upisyal.

Hinahamon ng mamamayang Albayano ang 9th IDPA at mga upisyal nito: itanggi nila ang kanilang pananagutan sa harap mismo ng mga kamag-anak, constituents at kapwa sibilyang upisyal ng mga biktima. Kung talagang naninindigan ang dibisyon sa kanilang kasinungalingan, hinahamon din sila ng taumbayan na i-pull out ang kanilang mga tropang nag-ooperasyon sa lugar ni Kapitana at sa buong prubinsya at hayaang umiral ang isang tunay at indepedyenteng imbestigasyon kaugnay sa pangyayari.

Malaon nang batid ng sambayanan ang mahigpit na tungkulin ng Bagong Hukbong Bayan (BHB) na ipagtanggol ang mamamayan laban sa karahasan ng AFP at PNP. Tanging ang mga militar at pulis na aktibong kabahagi sa pang-aabuso sa mamamayan ang target ng mga ilinulunsad na taktikal na opensiba ng BHB. Kailanman ay hindi pinuntirya ng Santos Binamera Command-BHB Albay ang mga sibilyan at masa, higit ang mga kahalintulad nina Kapitana Dayandante at Treas. Orlina na aktibong nanindigan laban sa militarisasyon ng kanilang komunidad at pagkubabaw ng militar sa sibilyang awtoridad ng konseho ng barangay. Katunayan, kagyat na tiniyak ng SBC-BHB Albay ang pagkakamit ng rebolusyonaryong hustisya at pagpapanagot sa mga pasistang kriminal na sangkot sa pangyayari.

Samantala, palibhasa’y lunod na sa paulit-ulit na kasinungalingan, hindi sanay ang 9th IDPA na humarap nang buong katapatan kapag nalalantad na ¬sa kanilang pasistang krimen. Pekeng engkwentro, pagsisi sa NPA, at hindi matapos-tapos na mga imbestigasyon upang takasan ang kanilang pananagutan, sa panibagong panlilinlang na ito, muling pinagtatakpan ng 9th IDPA ang daan-daang kaso ng pamamaslang at pang-aabuso ng militar sa taumbayan.

Ngayon, bakas ang pagkabalisa ng militar sa pangyayari. Karaniwang mabilis na ipinapahayag sa publiko ng 9th IDPA at Joint Task Force Bicolandia ang kanilang kabulastugan. Subalit hindi ba’t nakabibingi ang ilang araw na katahimikan ng militar matapos ang insidente, taliwas sa karaniwang padron nila ng panloloko? Sa halip na idaan sa kanilang mga karaniwang tagapagsalita, kinailangan pang manggaling sa mataas na upisyal sa katauhan ni 902nd Brig. Commander Rommel K. Tello ang desperasyong pagmukhaing totoo ang luma at paulit-ulit na nilang kasinungalingan.

Nariyan ang buong komunidad bilang saksi at hindi sila ipinanganak kahapon lamang. Nangyari ang pamamaslang sa kasagsagan ng operasyong militar sa Brgy. Batbat at iba pang barangay sa bayan ng Guinobatan, Pioduran, Jovellar at Ligao City. Nangyari ang pamamaslang matapos konsultahin ni Kapt. Dayandante at Treas. Orlina si Mayor Ongjoco sa nangyayaring militarisasyon sa kanilang komunidad. Nangyari ang pamamaslang matapos kumprontahin ni Kapt. Dayandante ang mga militar na nanghihimasok sa mga session ng brgy. council. Hindi rin bingi at bulag ang komunidad ng Batbat nang ipagsigawan ng nakapakat na mga elemento ng 49th Infantry Battallion sa baryo na hindi aalis ang kanilang tropa hangga’t hindi napapalitan si Kapitana. Maraming ring nakarinig sa pagmumura ng mga elemento ng 49th IB sa nanindigang kapitana. Nasa likod ng sitwasyong ito ang malinaw na motibo ng pwersa ng estado na paslangin ang dalawang tunay na lingkod bayan.

Maging ang mga upisyal na sina Mayor Ann Ongjoco at Congressman Fernando Tibor Cabredo ay makapagpapatunay sa reklamo ng mga mamamayan ng Guinobatan kaugnay sa pasakit na hatid ng nagpapatuloy na operasyong militar sa bayan sa ilalim ng Retooled Community Support Program (RCSP). Sa kalagayang umaalingawngaw ang daing ng masa laban sa militarisasyon, saan kumukuha ng lohika at lakas ng loob ang militar na isisi pa rin sa NPA ang kanilang krimen?

Umaasa ang mamamayang Albayano na magsagawa ang mga kapatid natin sa midya nang hiwalay na pagsisiyasat at mga fact finding missions kaugnay sa pangyayari. Huwag nating asahang magkaroon ngmakabuluhang resulta anumang imbestigasyon na pangungunahan ng militar at pulis.

Nananawagan ang Santos Binamera Command-Bagong Hukbong Bayan Albay sa mamamayan ng Albay at sa inyong mga sibilyang upisyal, hindi natin makakamit ang hustisyang nararapat para kina Kapitana Dayandante at Treas. Orlina sa pananahimik at takot. Huwag nating hayaan ang militar na makapagtuloy sa kanilang pandarahas at panlilinlang. Maigagawad lamang natin ang pagdakila, pagpupugay at hustisya mula sa ating paninindigan, paglaban, at sa aktibong paglantad, pagpapanagot at paniningil sa militar at sa kanilang punong kumander na si Duterte. Tiyak ninyong makakatuwang ang SBC-BHB Albay sa adhikang ito.

Ilang araw matapos ang brutal na pamamaslang sa barangay kapitan at ingat-yaman ng Brgy. Batbat, walang preno ang 49th IB sa paghahasik ng teror sa masang Albayano. Noong Setyembre 25, 9:00 ng umaga, walang habas na nagpaputok ang humigit-kumulang 30 elemento ng 49th Infantry Battallion-Phil. Army, sa pangunguna ng isang Lt. Acosta sa komunidad ng Brgy. Oma-Oma, syudad ng Ligao. Sadyang isinagawa ang naturang indiscriminate firing malapit sa eskwelahan na nagresulta sa paglikas ng mga guro na noo’y naghahanda para sa darating na klase sa Oktubre. Matapos ang pangyayari, tigas-mukha pang inihayag ng 49th IB sa mga barangay officials ng naturang baryo na lehitimo ang naganap na pagpapaputok.

Militar na mismo ang nagpaabot: dapat paghandaan ng mamamayan ng Ligao ang teroristang pananalasa ng 49th IB sa kanilang bayan sa ilalim ng RTF-ELCAC. IMPASUGONG, BUKIDNON. September 28 – After two (2) years of being apart, two related Former Rebels reunite through the help of the 8th Infantry Battalion in Impasugong, Bukidnon on September 17, 2020.



The amazons were identified as @Gaya, Platoon Medic of Sub-Regional Sentro De Grabidad Peddler and @Peme, Platoon Medic of Pulang Baganing Yunit of Guerilla Front 89, both Sub Regional Committee 2, North Central Mindanao Regional Command.

It can be recalled that @Peme, 28 years old surrendered with an M16 rifle to the government on November 16, 2018 after having realized the futile struggle with the Communist NPA Terrorists (CNTs). On the other hand, @Gaya, 25 years old, yielded herself to the government on September 17, 2020 after not being able to cope with hunger and fatigue within the terrorist groups. The latter was surprised after she met her long lost sister facilitated by 8IB personnel at its Headquarters.

@Gaya expressed her gratitude with teary eyes. “Dili nako mapugngan ang akong luha nga nakita ang akong igsoon human sa kadugayon sa panahon. Giguba sa NPA ang among malipayong pamilya. Dili ko gusto nga malayo pa usab sa ila. Mapasalamaton ako sa among gobyerno sa pagtabang kanako nga makauban ang akong pamilya pag-usab.” (I can’t hold my tears seeing my sister after a long time. The NPA destroyed our once happy family. I don’t want to be far away from them again. I am grateful to our government for helping me to be reunited with my family again.)

JONES, Isabela — Three insurgents surrendered to the military in Quirino last September 27, 2020

The 86th Infantry Battalion’s (86IB) continuous Community Support Program efforts prompted the surrender of Milisya ng Bayan members. They belonged to the Kilusang Larangang Gerilya – Quirino – Nueva Vizcaya (KLG-Q-NV).

The 86IB has been conducting intensified information campaign on terrorist deceptive recruitment. They have also raised awareness on the government’s Enhanced Comprehensive Local Integration Program (E-CLIP).



These efforts encouraged the militias to turn their backs to the underground movement and return to the folds of the law.

86IB Commanding Officer Lieutenant Colonel Ali Alejo said, “Their voluntary surrender is contributing to the degradation of KLG-Q-NV.”

Further, Lt Col Alejo said, “This manifests the effective implementation of the Provincial and Municipal Task Force to End Local Communist Armed Struggle. It displays the spirit of oneness of all government units and agencies towards a peaceful and prosperous community.”

Furthermore, Lt Col Alejo calls upon the remaining NPA members to follow the path of their former comrades who left the senseless armed struggle; to choose the path towards a peaceful lives with their families and loved one.

The said former rebels are being debriefed. Their documents are being processed for their E-CLIP enrolment to avail the programs and benefits from the government.

CAMP AGUINALDO, Quezon City – The Office of the Presidential Adviser on the Peace Process (OPAPP) Secretary Carlito Galvez Jr. lauded the Armed Forces of the Philippines (AFP) for being a champion of the peace process on Monday, September 28 during the AFP-OPAPP Peace Symposium at the AFP Commissioned Officers Club.

“We commend the AFP not only for keeping our country safe from both internal and external threats but also for helping the government create an environment for genuine peace. Over the years the AFP has been putting the primacy of the peace process in its core values–you are our champion of the peace process,” said Secretary Galvez.

The AFP in partnership with the OPAPP conducted the onsite-online peace symposium which was attended by Secretary Galvez via virtual teleconferencing.



“We thank the AFP for its hard work in the successful ratification of the Bangsamoro Organic Law, the maintenance of peace and cooperation with the MILF and MNLF, the successful conclusion of the RPA-ABB Kapatiran Peace Tables and its support to the NTF-ELCAC. It is truly inspiring for the AFP to become the number one organization in public service,” Secretary Galvez added.

The symposium is part of the AFP’s efforts in observance of the 16th National Peace Consciousness Month. It aims to ensure that the AFP Planning Staff, especially AFP field units are provided with updates and assessments of the government’s peace programs and initiatives.



The AFP Vice Chief of Staff Vice Admiral Gaudencio C. Collado Jr. presided over the activity that was anchored on the theme “Maaasahang Sandatahang Lakas Para sa Ligtas at Mapayapang Pamayanan”.

“The AFP-OPAPP Peace Symposium 2020 exemplifies the urgent need for a dynamic and responsive armed forces, one that possesses not only the skills and expertise for armed dispute but more importantly, an armed forces that is capable of generating transformative perspectives in approaching our longstanding goal of bringing peace to our fellow citizens,” Vice Admiral Collado said.

Also present were Undersecretary for Operations and Deputy Presidential Adviser on Peace Process Isidro L. Purisima, and AFP Peace and Development Office (AFPPDO) Assistant Chief, Rummuell J. Perez.

The AFPPDO headed by Brigadier General Francisco Ariel Felicidario III spearheaded the activity which was also live streamed via the AFP Civil Relations Service Facebook Page. This is to achieve widest dissemination for military and civilian audiences amid the COVID19 pandemic.

There were a total of 79 participants who are key officers and personnel from the General Headquarters, Philippine Army, Philippine Air Force, Philippine Navy, Unified Commands and Divisions. Of which, 26 were onsite and subscribed to safety protocols while 49 attended virtually.



The subject matter experts were Director Pamella Ann Padilla-Salvan, Head of Peace Policy and Planning Department of OPAPP who discussed the Government Peace Agenda and Women, Peace and Security; Mr. Ariel C. Hernandez, Chairperson of the Joint Normalization Commission who talked about the Normalization Process for the Bangsamoro and COVID19 Implication; and USec Cesar B. Yano, National Defense Undersecretary for Defense Operations who tackled Defense Department Guidelines on the Peace Process with Different Threat Groups.

“As sworn protectors of the state and the people, the men and women of the AFP shall not limit its capacities to out-dated methods and strategies that we have been taught, rather, we should adeptly adapt to the fast-paced changes in the security environment in order to become effective implementers in the government’s quest to bring lasting peace to our country,” Said Vice Admiral Collado.

Camp Bautista, Jolo, Sulu – At 9:00 o’clock this morning, one (1) ASG member was killed as 45th Infantry Battalion over ran an ASG temporary harbor site at Brgy Maligay, Patikul, Sulu.



In a report submitted by BGen Patrimonio, Commander, 1102nd Brigade to BGen Gonzales, Commander, JTF, Sulu, troops of 45IB led by Ltc Guinolbay, Commanding Officer, figured an armed engagement with the group of Radulan Sahiron and Mundi Sawadjaan in the inner barangay of Patikul. The neutralized ASG is identified as certain Arsibar Sawadjaan, a sub-leader and a bomb maker of the terror group. He is a cousin of Mundi Sawadjaan, the known master mind of the Jolo twin bombing last August 24. No casualties were reported from the ranks of 45IB.

CO, 45IB narrates that they have encountered more or less 40 ASGs at Brgy Maligay as a result of a tip-off of a concerned citizen from Brgy Tanum where Headquarters, 45IB is situated. Relatedly, BGen Patrimonio said that the focused pursuit operations of his Brigade in Patikul-Talipao complex continue to weaken the group of Mundi Sawadjaan and Radulan Sahiron. Apart from the military operations, he is also actively working with Hon Kabir Hayudini, Mayor of Patikul, for convergence of efforts in peace and development.

BGen Gonzales congratulates the troops for their heroism. He likewise louded the ground commanders including Mayor Hayudini for their outstanding efforts in ending the local armed conflict not just in Patikul but also in the whole province of Sulu.

CAMP CARREON, Calinog – The 12th Infantry Battalion turned-over two former rebels who voluntarily surrendered to the Army to Mayor Roberto Palomar of Tapaz, Capiz during a formal ceremony conducted at Tapaz Civic Center on the morning of September 26, 2020.

The former rebels voluntarily surrendered to the local officials who brought them to 12IB last August 29, 2020, in Brgy Atimonan, Janiuay, Iloilo after troops encountered their group in two successive armed engagements.



According to former rebels, Ka JL and Ka Alexa, they were new recruits deceived by members of CPP-NPA who invited them to join the group in the hinterlands of Janiuay, Iloilo while their classes for college have not yet opened.

The two also shared that during their fourth day with the communist group, soldiers located and engaged their group. They kept running away and walking for two days without food and with very minimal sleep. The extreme hardship while they were with the CPP-NPA motivated them to surrender when they were separated from their group after the second firefight with the troops.

Members of the Capiz PPO, Parish Pastoral Council of Tapaz, Barangay Officials of Lahug, Tapaz along with the representatives from 301st Infantry Brigade and 12th Infantry Battalion were present during the ceremony.

In his speech during the turn-over ceremony, Mayor Palomar expressed his gratitude to the Philippine Army especially to the 12IB for taking good care of Ka JL and Ka Alexa while under their custody. He likewise pointed out that the government, under the current administration of President Rodrigo Roa Duterte, is now addressing the main cause of insurgency – poverty. The government is now prioritizing the building of roads and bringing electricity to remote barangays so that people can have better lives. He also said that the Tapaz LGU, in partnership with the military and other government agencies, will bring the government services to the people in far flung areas.

Mayor Palomar promised the two returnees an educational scholarship to ensure that they will be given a chance for a better life.

Lt. Col. Joseph Jason Estrada, Battalion Commander of 12th Infantry Battalion, on his part, emphasized the role of the youth in nation-building and should not be used by terrorist groups for their selfish agenda.

He warned parents to be vigilant in protecting their children from the deceptive recruitment of the CPP-NPA as they will be used to take arms against the government and risk getting killed in the mountains. He said the youth should be in school studying to have better lives and become responsible future leaders of the nation.

The 3rd Infantry Divison, the 301st Infantry Brigade and the 12th Infantry Battalion of the Philippine Army also invites current CPP-NPA members to follow Ka JL and Ka Alexa and surrender. They will be accepted with open arms and will be treated with good care just like the two former rebels but if they choose to continue fighting, the Army will be relentless against the terrorist group that hinders peace and development in Panay.

CAMP PERALTA, Jamindan Capiz – The Army’s 62nd Infantry Battalion (62 nd IB) once again seized various war materials owned by CPP-NPA Terrorist this time at Sitio Ilihan, Barangay Buenavista, Guihulngan City, Negros Oriental on Wednesday, September 23, 2020.

This, after 62IB Troops conducted follow up operation in response to the revelation of Adidas Acero alias Baldo or BJ, Vice Commanding Officer of Leonardo Panaligan Command, the arrested ranking NPA leader, about the hidden war materials buried in the said place.


Seized from the area are the following war materiel: two hundred rounds live ammunition of AK47; one (1) meter detonating cord with firing device; subversive documents; personal documents of late Corporal Mark Anthony Quiocson; one (1) Phil Health Identification Card; OR/CR of Kawasaki KLX motorcycle; and two (2) PAFCFIC passbooks.

To recall, Quiocson, a member of 62IB Community Support Program Team was murdered by four unidentified members of the Special Partisan Unit of the NPA at Sitio Compound, Barangay Luz Guihulngan City in Negros Oriental on July 2020.

In his statement, Major General Eric Vinoya said that the discovery of the NPA’s buried war materiel and stolen stuff is a big help for the authorities in identifying the responsible individuals behind the murder of Quicson.

“Aside from pinpointing the perpetrators, this will likewise help us in filing additional charges against the murderers,” MGen Vinoya said.

On September 17, 2020, 62IB also discovered NPA arms cache containing 12 assorted firearms at the vicinity of Sitio Bungao, Barangay Macagahay in Moises
Padilla, Negros Occidental.

KIBAWE, BUKIDNON – Isangdaan at walumpu’t-walong (188) mass supporters ng New People’s Army (NPA) ang kusang sumuko nang magsagawa ang 16th Infantry (Maglilingkod) Battalion sa pakikipagtulungan sa Lokal na Pamahalaan ng Kibawe, Bukidnon ng mga serye ng pagpupulong sa limang (5) Barangay ng Kibawe.

Noong Ika-9 ng Setyembre ng taong kasalukuyan, nagsagawa ng Pulong-Pulong ang Community Support Program (CSP) Team ng 16IB katuwang ang lokal na pamahalaan ng Kibawe sa pamumuno ni Hon. Reynaldo S. Ang Rabanes, Municipal Mayor, sa Brgy Kisawa, Kibawe, Bukidnon na nagresulta sa pagsuko ng animnapu’t-anim (66) na NPA supporter na binubuo ng anim na miyembro ng Sangay ng Partido sa Lokalidad (SPL), 24 na miyembro ng Milisyang Bayan (MB), 36 na miyembro ng Underground Mass Organization (UGMO). Ang naturang Pulong-pulong ang nabigay daan din sa boluntaryong pagsuko ng dalawa sa nabanggit na mga Milisyang Bayan (MB) na sina Jerry S Enricoso alyas “Jer” at Leonedes R. Luceño alyas “Carlito” na may dalang dalawang (2) caliber 38, isang (1) caliber 22 at isang (1) homemade shotgun gauge 20.



Naging matagumpay rin ang isinagawang Pulong-Pulong sa Brgy Cagawasan, Kibawe, Bukidnon, na nagresulta sa pagbawi ng Tatlumpu’t Anim (36) na miyembro ng Underground Mass Organization (UGMO) ng kanilang suporta sa Teroristang NPA at pagbalik muli sa gobyerno noong ika-11 ng Setyembre 2020. Gayundin sa Brgy Pinamula noong ika-17 ng Setyembre na mayroong labing-anim (16) na supporter naman na binubuo ng tatlong (3) miyembro ng Sangay ng Partido sa Lokalidad (SPL), tatlong (3) miyembro ng Milisyang Bayan (MB) at sampung (10) miyembro ng Underground Mass Organization (UGMO) ang sumuko sa ating mga CSP Team.

Sa patuloy na pagsasagawa ng mga Pulong-Pulong, noong ika-22 ng Setyembre, pinulong din ng CSP Team ng 16IB ang komunidad ng Brgy Sampaguita, Kibawe, Bukidnon na nagresulta sa boluntaryong pagsuko ng Tatlumpu’t Dalawang (32) NPA mass supporters na binubuo ng limang (5) miyembro ng Sangay ng Partido sa Lokalidad (SPL), 15 miyembro ng Milisyang Bayan (MB) at 12 miyembro ng Underground Mass Organization (UGMO). At kamakailan lang, tatlumpu’t walong (38) miyembro ng Underground Mass Organization (UGMO) sa Brgy Sanipon, Kibawe, Bukidnon ang kusang sumuko sa CSP Team sa naturang barangay sa kasagsagan ng pagsasagawa ng pagpupulong.

Ang isinagawang pulong-pulong ay isang parte ng programa ng Community Support Program na naglalayon na maipaliwanag sa mga taumbayan kung paano sila pinagsamantalahan ng mga teroristang NPA at maipaabot din sa kanila na ang gobyerno ay handang tumulong sa kanila patungo sa maunlad, mapayapa at masaganang pamumuhay.

Dahil dito, ang Philippine Army ay patuloy na ginagampanan ang kanyang tungkulin na mapanatili ang kapayapaan at kaayusan, gayundin ang himukin ang mga natitirang miyembro at supporters ng Teroristang NPA na sumuko na at ibigay ang buong suporta sa gobyerno. Ang pagtutulungan ng 16IB, LGU at iba pang mga ahensya ng gobyerna ang siyang nagbigay daan upang maisagawa nang matagumpay ang aktibidad na ito.

Seryoso ang ating gobyerno upang wakasan ang insurhensiya sa bansa, sa pamamagitan ng Executive Order No. 70 s. of 2019 o ang Whole of Nation Approach in Ending Local Communist Armed Conflict, na naglalayon na ang bawat ahensiya ng gobyerno at mga mamamayan ay maggtutulong-tulong upang matugunan ang mga pangangailangan ng bawat isa laong lalo na ang mga nasa kanayunan dahil sila ang pangunahing nagiging biktima na mga mapanlinlang na ideolohiya ng Teroristang NPA.

CAMP Siongco, Maguindanao – Army troopers of Joint Task Force Central (JTFC) discovered an Anti-Personnel Mine (APM) factory during the 6ID’s ongoing combat clearing operation against the local terrorist groups (LTG) in Ampatuan town of Maguindanao at 12:00 noon on September 25, 2020.

Troops belonging to the 1st Mechanized Infantry Battalion found an APM factory containing various unexploded ordnance (UXO), war materials and documents in Sitio Talpok, Barangay Salman while pursuing the LTGs.

Among those recovered were one round 105mm UXO, one round 60mm UXO, twelve 57RR shells, seventeen 57RR empty shells, 100 grams black powder, APM-making components, and a notebook containing lecture on APM-making procedure.



“The Joint Task Force Central is in massive hunt for the terror groups particularly the Bangsamoro Islamic Freedom Fighters (BIFF) in Maguindanao and in the nearby provinces to prevent them from conducting atrocities and bombing attacks,” JTFC Commander Maj. Gen. Juvymax R. Uy said.

Maj. Gen. Uy also said that the discoveries of APM and its components helped in fight against terrorism to maintain peace and order in South and Central Mindanao.

CAMP SIONGCO, Maguindanao – Major General Juvymax R. Uy, Commander of 6th Infantry (Kampilan) Division, presided the Change of Command of 90th Infantry (Bigkis-Lahi) Battalion in Barangay Lower Paatan, Kabacan, North Cotabato, on Friday (September 25, 2020).

In a traditional military ceremony, the outgoing commanding officer, Lt. Col. Michael Maquilan the 2nd Battalion Commander of 90th Infantry Battalion, since it’s creation in 2017, was replaced by Lt. Col. Rommel T. Mundala.

The outgoing commanding officer of 90IB, Lt. Col Maquilan expressed his gratitude to all the stakeholders, the troops of 90IB and even the Commander of 6th ID for the support while he was leading the Battalion.

“You have done more than enough during your stint as commanding officer of 90 IB, you have performed well in serving and securing your area of operations and you were able to lead 90IB in accomplishing its mandated mission. Because of your hard work, your area had been a window of peace and development for our people. ” Maj. Gen. Uy said in his message to the outgoing Commander of 90th IB.

On the other hand, the new Commanding Officer of 90th IB expressed his appreciation for the trust and confidence given him by Maj. Gen. Uy. He assured the 6ID Commander that he will continue what had been started by Lt. Col. Maquilan and also vowed to exert his best effort in support to the fight for peace in his area of responsibility.

The Commander also challenge the new commander of 90th IB Lt. Col. Mundala to make use of this opportunity to perform and deliver by utilizing his skills as a military officer and continue to make new achievements for the unit.

Vice Admiral Giovanni Carlo Bacordo has visited the now-idle gas platforms Nido and Matinloc to see if those could be converted into littoral monitoring stations to beef up the country's maritime security, the Philippine Navy said Sunday.

“This inspection intends to look at the viability of these retired gas platforms to be converted into observation posts for the Recto Bank and Malampaya gas platforms, Bacordo said.

“This will further enhance our capability to protect our maritime interests in these strategic locations.”

The Armed Forces of the Philippines plans to convert the two gas platforms into Navy’s observation posts.

The platforms' location is deemed to be "strategic and vital" due to its proximity to the Recto Bank, Malampaya and Galoc Gas Fields.

The Malampaya Gas Field is 820 meters deep and 80 kilometers off the coast of Palawan, which falls under the area of responsibility of Naval Forces West.


The future littoral monitoring stations of the Navy are a welcome addition to its improving capability to better serve the country, especially in its critical location near the nation’s source of natural gas.

The Department of Energy last year stopped the over 40 years of production operations of the two gas fields.

The department offered the transfer of ownership of these platforms in several meetings of the National Task Force in the West Philippine Sea. It is the Defense department’s position to acquire the platforms and to transfer it to the Armed Forces.

The alleged cousin of Abu Sayyaf Group (ASG) bomb expert Mundi Sawadjaan was reportedly killed in an armed encounter with the military in Patikul, Sulu on Monday morning.

Brigadier General William Gonzales, commander of Joint Task Force Sulu, identified the slain ASG suspect as Arsibar Sawadjaan, a sub-leader and a bomb maker.

Meanwhile, Lt. Col. Ruben Guinolbay, 45IB commander, said reinforcements were deployed to track the fleeing bandits.

“The enemies possibly incurred more casualties as evident in the bloodstains in the encounter site,” Guinolbay stated.

On the other hand, no casualty was recorded on the side of the government forces.

A military report said elements of the 45th Infantry Battalion (45IB) were conducting security operations in Barangay Maligay when they were fired upon by about 30 to 40 armed men around 9 a.m.

This, after the soldiers received a tip from concerned citizens who spotted the armed men in the hinterlands of Patikul, which is a known stronghold of the ASG.

Gonzalez said the heavy firefight between the military and ASG lasted for 50 minutes before the enemies withdrew towards the east direction of the village.

Gonzales believed that the armed men were part of the groups of Mundi and ASG leader Radullan Sahiron, which the military has been hunting ever since they allegedly masterminded the twin bombings in Indanan, Sulu last August 24 that killed 17 people, including two suicide bombers.

Last week, the military also seized a lair of Mundi’s group in Sulu, which, it said, was an indicator that the troops were closing in on the notorious bomb maker.

Since September 20, at least eight members from Mundi’s group and two from Sahiron’s have surrendered after feeling the intense pressure of the military’s offensives.

“We degraded the terrorists’ manpower and capability to carryout their hostile plans and we continue to sustain the momentum to constrict their movements,” Gonzales said.

Lt. Gen. Corleto Vinluan Jr., commander of Western Mindanao Command (WestMinCom), lauded the achievement of the 45IB with the death of Arsibar.

“We, at the armed forces, are maximizing our capabilities to address the different security challenges in our area of operation,” Vinluan said.

Autobiographical accounts of the disillusion with the Communist Party like Arthur Kessler’s “The Light That Failed” are common enough.

What makes this account, as told to Phil Fortuno, veteran Scout Ranger and Ph.D., different is because it deals with thorough details on how a young idealist is lured into the movement. Victor Patria (his nom de guerre) details not just how he was recruited but the process by which the armed struggle waged by the Communist Party has lasted this long – 50 years. He lists down the front organizations, the cultural program and the tactics of the New People’s Army (NPA). For 30 years, Victor Patria lived harshly, believing in the righteousness of his cause.

But like most apostates, he soon realized, not just by mistake, that the Communist Party was an opportunist organization. He left the Party and decided to tell his story. This book is a must-read for all Filipinos who want to know more about the Communist Party and the NPA which have waged the longest insurrection in the world today and which continue to win adherence, particularly among the young. As for the ancients who hold on, for them to admit their mistake is self-mockery – that they wasted their lives for nothing. They cannot afford to do that.

It has been said that one of the achievements of President Marcos was preventing this country from falling into the hands of the communists, that Marcos declared martial law to halt the communist-induced anarchy that had engulfed the country at that time. It is, of course, a possibility that, that anarchy was promoted by Marcos himself – the staged ambush of former defense minister Juan Ponce Enrile a few days before martial law was declared. In reality, the power of the rebel movement in 1972 was not as great as it was with the Huks in 1949-1952 when they surrounded Manila.

The Cold War was also at its height – the American bases were still here, America was fighting the Communist Viet Cong in Vietnam and they would have certainly fought the NPA had it grown.

Why then is the Communist Party still attracting many young people? Victor Patria, the NPA cadre, reveals why in this book. What is important is for the young people and those who are already in the movement to realize that a revolution is possible and even necessary but need not be violent, although violence is an option. I think it was the French who said it first, “If you are not a communist when you are 20 you have no heart. But if you are still a communist when you are 30, you have no head.”

The idealistic youth, the dispossessed and the poor, and the victims of injustice are the easiest converts to communism and the revolution it espouses. Thus, there is a need for a better understanding of revolution itself, that its main objective is freedom from tyranny, the transfer of power from the oppressor to the oppressed. Revolution means the modernization of archaic autocratic society, and the ultimate modernizer is the revolutionary.

We must now turn particularly to our part of the world to the exemplary experiences of Japan, Korea, Taiwan and Singapore. The modernization of these countries was made with the least of violence because they were modernized by their elites themselves, by the middle classes, professionals, and businessmen – not by the revolutionary proletariat. The modernizers took advantage of the intelligence, the vaulting nationalism of the awakened people and a strong State.

We have a very strong revolutionary tradition and an Armed Forces that developed from this tradition. Our Armed Forces is composed primarily of the lower classes from all sectors of society, an Armed Forces that is the only institution capable of holding the country together. This country cannot be sundered by violence anymore. Many of the NPA cadres come from the poor; so do most of the soldiers. When the poor kill the poor – who profits?

Doctrinally, the communists are correct in fighting the Army as an instrument of the State without quite understanding that our real enemy is the oligarchy, the very rich Filipinos who control the economy and the State as well. If the Filipino communists are real Marxists, this is what they will discover. As the American reformer Wendell Phillips stated, “If the land (wealth) is in the hands of a few, you don’t have democracy – you have an oligarchy.”

National Security Adviser retired general Hermogenes Esperon Jr. is deeply aware of how poverty is a major rationale for the NPA’s longevity. He observed that sometimes, a simple barrio road is all that is needed in distraught areas to banish poverty.

As it is composed today, the Army continues to battle the NPA out of a sense of patriotism and duty. So many soldiers have already given up their lives in this struggle. Yet, even with all the inequalities and the crippling physical and moral poverty, there is great social mobility for the very poor. The public school system has made this possible. To cite just a few instances of those who rose from the dumps, there is Bulakeño Blas Ople, for instance, who rose to become senator and minister of foreign affairs, the Caviteño banker Ramon Sy, the Cebuano tycoon John Gokongwei and Tondo’s Isko Domagoso who is now Manila’s mayor. Though I haven’t become as comfortable as these people, I like to think of myself as having risen from the dregs, too.

We need that Revolution now – with the ballot and not with the bullet. That chance for social change comes regularly with the elections. This requires from all of us more discerning intelligence, for the young people to strive for excellence and, above all, for us to love this country for it is all that we have.

The chief of the Philippine military on Sunday expressed confidence that communist insurgency in the country will be wiped out by 2022 as the organization said 169 communist rebels have been killed so far this year while 4,777 have surrendered.

"As we (Armed Forces of the Philippines and the Philippine National Police) further improve our lines of cooperation, and with the cooperation of different stakeholders in peace and security, we are confident that we can meet our target of ending the communist scourge by 2022," Lt. Gen. Gilbert Gapay, AFP Chief of Staff, said in a statement.

According to the Armed Forces' public affairs office, a total of 5,164 NPA members and supporters have been neutralized so far this year.

Among those killed were alleged New People's Army (NPA) leader Mario Caraig and a certain Mitchel Fat, allegedly the mastermind in the killing of 4 policemen in Ayungon, Negros Oriental in July 2019, the military statement said.

Military and police took down Caraig in Kalayaan, Laguna on Aug. 7, while Fat was killed after resisting state forces serving arrest warrants also in August, in Ilog, Negros Occidental, it said.

Authorities also dismantled 8 guerilla fronts this year, of which 3 were from Luzon, 2 were from Visayas, and 3 were from Mindanao, the PIO said.

"Our recent successes in combatting the communist scourge would not have been possible without our strong partnership with our counterparts in the Philippine National Police," Gapay said.

The military and police concluded Thursday the National Joint Peace and Security Coordinating Center meeting.

Meantime, some 3,742 former communist rebels have graduated from training programs of the Technical Education and Skills Development Authority, while 2,105 received aid from the labor department's livelihood program.

Senate Minority Leader Franklin Drilon earlier questioned the P16-billion budget next year for an anti-insurgency task force as it is higher than allocations for the labor and the tourism agencies, which were crippled by the COVID-19 pandemic.

The military had declared a major victory against the homegrown terror group Abu Sayyaf without firing any shot.

Brig. Gen. William Gonzales, commander of the anti-terror Joint Task Force Sulu, said eight followers of Abu Sayyaf leader Abduljihad “Idang” Susukan had surrendered to Col. Antonio Bautista Jr., commander of the Army’s 1101st Brigade, on Wednesday (Sept. 23).

He identified the eight Abu Sayyaf men as Abdul Jihili, 28, Abu Yusop, 38, Sahira Sahibul, 28, Ali Jumsa, 38, Piedo Jumahari, 54, Mujib Jainal, 48, Abdul Abubakar, 34, and Ila Abbas, 47.

They came from the Sulu towns of Patikul, Indanan, Parang and Maimbung.

“The group of Idang Susukan had been decimated due to the surrender of these eight members,” Gonzales said.


Susukan was involved in high-profile crimes that targeted Filipinos and Malaysians.

He is facing dozens of charges for kidnapping, murder, frustrated murder, and serious illegal detention.

He reportedly surrendered to Moro National Liberation Front founder Nur Misuari last April, and was flown to Davao City in August. There, Susukan was eventually arrested, flown to Manila and now in police custody.

Gonzales said the eight Abu Sayyaf men are being processed for social integration “to make them productive citizens of Sulu, and be part of the peace-building effort.”

A "trusted aide" of Filipino terrorist leader and bombmaker Mudzrimar "Mundi" Sawadjaan was arrested by police on Sunday, September 27.

In a Camp Crame press briefing on Monday, September 28, Philippine National Police (PNP) chief General Camilo Cascolan
announced the arrest of Hashim Saripada, also known as "Ibnu Kashir" in Zamboanga City at around 6:30 am.


Police declined to reveal more details aside from Saripada's arrest being the result of civilians tipping him off to authorities.

Saripada was served an arrest warrant issued by the Regional Trial Court 2 in Isabela, Basilan over multiple murder and multiple frustrated murder charges.

Who is Saripada?

Cascolan said that Saripada played a key role in at least 2 major bombing incidents in Mindanao.

He allegedly facilitated the July 2018 bombing that killed at least 12 in Lamitan City by arranging for the transportation of the suicide bomber, Moroccan national Abu Khatir Al-Maghribi.

Saripada also allegedly prepared the explosives detonated by the Indonesian suicide bombers in the Jolo Cathedral bombings in January 2019 that killed at least 23 and injured at least 100.

Why does this matter?

Cascolan said Saripada is a key personality in the circles of Sawadjaan, who is the Abu Sayyaf Group (ASG) unit sub-leader involved in other deadly bombings in Mindanao.

Sawadjaan was recently named by the Philippine military as the mastermind behind the Jolo twin bombings that killed at least 15 and injured at least 75 in August.

"This will be a very, very big blow on him," Cascolan said.

Saripada is currently under interrogation by the PNP in Zamboanga, according to PNP Intelligence Group chief Brigadier General Edgar Monsalve.

Medical personnel of Camp Peralta Station in Capiz province was recognized by the Philippine Army as one of the Best Civilian Human Resource Frontliners.

The citation was made in a virtual awarding ceremony on Sept. 22, according to the 3rd Infantry Division’s (3ID) Public Affairs Office said.

Medical technologist 1 Maritez Escrupulo, assigned at Camp Peralta Station Hospital, was named as Best Civilian Human Resource Frontliner of the 3ID.

Escrupulo, together with the 19 other awardees from other Army divisions, received a Command Plaque and a cash incentive.

The Philippine Army conducted a simultaneous Awarding Ceremony of the Best Civilian Human Resource Medical Frontliners of the Army General Hospital, Headquarters and Headquarters Support Group, which was streamed via Video Teleconference with Army Chief Lieutenant General Cirilito Sobejana, who was the activity’s keynote speaker.

The said activity was in line with the 120th Anniversary Celebration of the Philippine Civil Service with this year’s theme “Philippine Civil Service@ 120: Public Sector in the age of Digital Transformation.”

The ceremony also highlighted the celebration of the achievement and contributions of the men and women in government who uphold the country’s societal goals and over-all vision.

TWENTY-SIX former rebels (FRs) who completed their 10-day deradicalization program condemned the New People’s Army’s atrocities and lies during their graduation held at the Happy Home in Barangay Martin Marundan, Mati City, on Friday.


Maj. Alex Alod, the civil-military operations officer of the 701st Infantry Brigade, said the former rebels also reiterated their commitment to support the efforts of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) under EO 70.

Three of the surrenderees shared their stories during the graduation ceremony. Alias Gomer called the NPAs as the devils because they continue to use naive and innocent civilians to serve their cause.

Ednar Dayanghirang, vice-chair of the Davao Oriental Provincial Task Force to End Local Communist Armed Conflict, emphasized the province’s program to help former rebels transition to mainstream society. “We in the government want sustained peace,” he said.

Col. Krishnamurti A. Mortela, 701st Infantry Brigade commander, also committed the Army’s help for the surrenderees to live normal lives.



Meanwhile, Brig. Gen. Filmore Escobal, the Police Regional Office XI director, commended his personnel for the recovery of improvised explosives device components and materials on Sept 25 in Sitio Basikong, Barangay Tamayong, Calinan District. The recovery was made possible through the information given by alias Junjun, squad leader and medic of Guerilla Front 51 who surrendered on Sept. 18 in Digos, Davao del Sur.

“This is the result of the sincere and serious implementation of our duties. Hopefully, there would still be many other members of the NPA who will be convinced to return to the folds of the law so that we can help them and finally end the violence,” he said.

ZAMBOANGA CITY – Army soldiers killed an Abu Sayyaf fighter in a clash Monday in Sulu province while a bomber was captured in Zamboanga City, all in southern Philippines, officials said.





Photos released by the military to the regional newspaper Mindanao Examiner show the body of the slain Abu Sayyaf fighter and personal belongings recovered by soldiers following Monday's battle in Sulu's Patikul town. 

Officials said members of the 45th Infantry Battalion tracked down an Abu Sayyaf hideout in the remote village of Maligay in Patikul town and engaged the terrorists in a battle that lasted nearly an hour.

Brig. Gen. Ignatius Patrimonio, commander of the 1102nd Infantry Brigade, described the fighting as heavy with soldiers battling about 30 gunmen. He said the terrorists split into several groups and escaped, leaving the body of the slain militant.


He said more troops were sent to the town to pursue the terrorists. “We immediately deployed more troops to establish blockade and pursuit operations,” he said.

Lt. Col. Ruben Guinolbay, the battalion commander, said they have recovered the body of the unidentified terrorist, but there could be more casualties on the Abu Sayyaf side after his group discovered bloodstains in the hideout and several escape routes used by the pro-ISIS group, blamed for the spate of terror attacks in the province.

“The enemies possibly incurred more casualties as evident in the bloodstains in the encounter site,” he said.

Bomber

The fighting occurred a day after police commandos captured an Abu Sayyaf bomber with links to ISIS in the coastal village of Recodo in Zamboanga City.

The terrorist, Hajili Banah, was tracked down by members of the 82nd Special Action Company and police intelligence agents. Seized from his hideout were a gallon of ANFO (ammonium nitrate/fuel oil), nine blasting caps, five meters of detonating cord, one fragmentation grenade, and his backpack.


He is facing a string of murder charges and is being linked by authorities to suicide attacks by ISIS soldiers in Basilan and Sulu provinces.

Banah, who uses the nom de guerre Hashim Saripada, planned the suicide attack in Lamitan City in Basilan in July 2018. A Moroccan ISIS soldier Abu Katheer al Maghribi exploded his van filled with explosives at a military checkpoint. ISIS claimed responsibility for the suicide bombing that left over a dozen casualties.

Banah, a follower of Abu Sayyaf leader Hajan Sawadjaan, also facilitated the twin suicide attacks by an Indonesian couple on a Catholic cathedral in Sulu’s capital town of Jolo in January 2019 that killed at least 22 mostly soldiers.

Lt. Gen. Corleto Vinluan Jr, chief of the Western Mindanao Command, praised the Banah’s capture. “The arrest of Saripada will greatly debilitate the group particularly in the planning and execution of their bomb ploys,” he said, without further elaborating.

It was not immediately known whether Banah was planning an attack in Zamboanga, but Mayor Beng Climaco earlier warned the public that Abu Sayyaf terrorists under Sawadjaan may strike in Zamboanga Peninsula.

She said Zamboanga remains under heightened alert because of threats of bombings by the Abu Sayyaf following August twin suicide attacks in Jolo that left dozens of casualties.

Because of the threats, Climaco said security forces launched a massive hunt for 2 Indonesians and a Filipino terrorist who would carry out the attacks. She also released the photos of the terrorists and warned the public to keep on the lookout for the trio.

She said the government has offered a P3 million rewards for the capture of the Indonesian Andi Baso and his female partner Reski Fantasya; and Abu Sayyaf sub-leader Mundi Sawadjaan, who is being linked to the recent twin suicide bombings in Jolo town in the neighboring province of Sulu.

“Authorities warn the public against 3 members of the Sulu-based ASG believed to have been sent out for a mission to sow terror in Zamboanga Peninsula. The national government is offering a reward of P3 million for the information that could lead to the arrest and conviction of each of the suspects,” Climaco said in an advisory alongside photos of the terrorists.

The photos were provided by the military’s anti-terror Joint Task Force Zamboanga which also called on the public to stay vigilant. “The community is advised to be vigilant and immediately report any suspicious person / local terrorist,” it said.
