BUENAVISTA, Agusan del Norte – In time with the 52nd anniversary of the Communist New People’s Army (NPA) Terrorist (CNT) on Monday, March 29, 2021, three (3) of the group’s regular members surrendered to Maj. Gen. Greg T. Almerol, the commander of the Eastern Mindanao Command during his visit to the 402nd Infantry (Stingers) Brigade in Bancasi, Butuan City on Monday, March 29.

The three (3) CNT members were identified as alias Brake/Dante, 20 years old, Team Leader of Squad Uno, SDG CAOCAO, and alias Nike/Max, 17 years old, a member of Squad Uno, SDG CAOCAO, and both residents of Barangay Ibuan, Las Nieves together with alias Andy/Many 26 years old, a member Squad Uno, SRSDG SAGAY, GF4A, NCMRC and a resident of Barangay Lawan-lawan, all of Las Nieves, Agusan del Norte.

Alias Nike/Max turned over one (1) M16 rifle with attached one (1) M203 grenade launcher while alias Andy turned over one (1) revolver to 23IB.

During the ceremony Maj. Gen Andres Centeno, Commander, 4th Infantry Division, Brig. Gen. Maurito L Licudine, 402 Commander and Lt. Col. Julius Cesar C Paulo, the Commanding Officer of 23rd Infantry Battalion and other high ranking army officers witnessed the ceremony.

In his testimony, alias Nike/Max said he was convinced to join the CNT due to promises made to him and his family.

“Na dani man gyud ko sa ilang maayong istorya nga ila kong tabangan ug ang akong pamilya ug isip isa ka lumulupyo nga nagkalisod sa panginabuhi, nag huna-huna sab ko nga makatabang sa akong pamilya. Mao nga nikuyog ko sa ilaha.” Alias Mike said.

He emphasized that for more than two years, he and his family gained nothing from the CNT movement.

He added that, “Nag too pud ko nga matabangan ko nila ug sa kadugay nakita namo nga sayop ang baruganan ug prinsipyo nga akong gi-ubanan. Lisod kaayo ang kahimutang sa mga armadong NPA, wala nay makaon ug sige mi ug dagan tungod sa wala nay katawhan nga mo suporta namo ug sa kanunay nga operasyon sa mga sundalo. Mao nga naka huna huna ko ug surrender aron makabalik ko sa akong pamilya.”

It can be recalled that nineteen (19) Militia ng Bayan members voluntarily surrendered and two hundred eighty-four underground mass supporters withdrew their support to the CNTs, and took an oath of allegiance to the government last March 26, 2021, at Barangay Ibuan, Las Nieves.

Lt. Col. Julius Cesar C. Paulo welcomed the three (3) former rebels and recognized their courage to abandon the terrorist movement and choose the right path for their lives.

“Life is a precious gift from God to us. It is put upon us how we make use of it. Life is too short so you spend it wisely. If you want to serve the people, serve it legally,” Paulo said.

He also urged the remnant members of the CNTs not to waste their lives following the wrong ideology of the CPP-NPA.

“Your army, especially the 23IB, and the local government units are always ready to help you if you embrace the government. You have enough time to lay down your arms and return to the folds of the law and be with your families,” Paulo said.

BALER, Aurora-Members of the communist terrorist groups (CTGs) of the New People’s Army (NPA) surrendered on Monday, March 28, 2021, ahead on the occasion of their 52nd founding anniversary.

Lt. Col. Reandrew P. Rubio, commander of 91st Infantry “Sinagtala” Battalion, Philippine Army said that 1st Lieutenant Bobby A. Ferrer of bravo company and the 2nd provincial mobile force company facilitated the voluntary surrender of Renier Lopez Gomez, alias Datu, former member of Domingo Erlando Command (DEC), 33, a resident of Sitio Paraiso, Barangay Culat, Casiguran, Aurora and Mariano Guerrero Corpuz, alias Alvin/Vino, former member of DEC, 34, married, a resident of Barangay Lawang, Dilasag, Aurora.

“The surrender of two (2) former CNTs and withdrawal of support to CTG and its Sectoral Front Organizations of three (3) exploited local residents signals the continuing dissolution of the KLG SIERRA MADRE. This also indicates that the local residents in Aurora are no longer supporting the CTGs. They want lasting peace and development and willing to support the government,” Ltc Rubio said.

He also said that the team of 2nd Lieutenant Josua A. Aurelio, Bravo Coy Executive Officer together with the other friendly forces facilitated the withdrawal of support to CTG and sectoral front organization (SFO) of three (3) exploited local populace identified as Randy T Cortina, 51 years old, married, resident of KM 16, Barangay Calaocan Dipaculao; Marilou R. Paderes, 53 yrs old, married, resident of Purok 7, Barangay Calaocan, Dipaculao; and Carding D. Mendoza, 30, married, a resident of Purok 7 Calaocan, Dipaculao at the vicinity of Barangay Calaocan, Dipaculao, Aurora.

The Battalion commander also said that the Delta Company of 91st IB together with 1PMFC of Nueva Ecija Police provincial Office (NEPPO) and other security forces while conducting joint strike operations in response to the revelations of Former Rebels who are now CAFGU active Auxiliary (CAAs) of Antipolo, PB, Delta Company, 91IB at vicinity of Barangay Labi, Bongabon, Nueva Ecija recovered another four (4), containers of 25 kilos rice.

Initial information received by the 91st IB said that the recovered food cache was owned by the remnants of weakened Komiteng Larangang Guerilla Sierra madre (KLG-SM).

Ltc Rubio furthered that the recent discovery of CTG food cache in Brgy labi, bongabon is a manifestation that the remnants of weakened KLG SIERRA MADRE are now on the run as a result of intensified combat operations by the government troops.

“The timely information provided by the local folks and the revelation of FRs led to successful recovery of CTG food cache. Due to insufficient supplies and lack of support system from the local residents prompted the CNTs to abandon the armed struggle and live peacefully with their families and loved ones,” he said.

During the interview with the surrenderers, they have realized the meaningless guerrilla fighting and deceptive communist recruitment in the mountainous communities and only brought intimidation, violence, and socio-economic despair to the people.

“With the peace, development, and security operations in partnership with the government agencies and local government units, we are now starting to reap the fruits of our collective efforts to finally end insurgency. They decided to surrender even the weakened NPA anniversary will celebrate tomorrow,” Ltc Rubio said.

“Those weakened CPP-NPA terrorists who remain entangled in their twisted violent ideology and terroristic ways; they must surrender now as the 91st IB will always relentless in its operations and we will hunt down the enemy until the last communist terrorist element is prevented from waging violence and intimidation to our peace-loving people in the provinces of Aurora and Nueva Ecija,” he furthered.

The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) cascaded down to the provincial, city, municipal, and barangay level with the military and police units as components, facilitated the responsive delivery of government services in the remotest communities and this helped a lot in encouraging the disgruntled communist rebels to abandon their violent armed struggle.

“What we see now is the irreversible collapse of the CPP-NPA terror groups in our areas of responsibility and I think this is also happening in other insurgency-affected areas of the KLG-SM. As the CTG celebrate its founding anniversary of lies, violence, corruption, and exploitation on March 29, 2021, their guerrilla units are breaking down to their ultimate defeat as manifested by the continuous influx of surrenderers in the past years and recent months,” Ltc Rubio said, explaining the continuous sustained combat operations by the government troops to end armed conflicts.

CAMP MELCHOR F DELA CRUZ, Upi, Gamu, Isabela- Nagkaisa sa pagkondena ang mga mamamayan sa Lambak ng Cagayan at Rehiyong Cordillera kontra sa ika-52 na taon ng teroristang Communist Party of the Philippines-New People’s Army (CPP-NPA) kasabay ng Declaration of Solidarity for the Condemnation and National Call for Outrage laban sa teroristang grupo nang ika-29 ng Marso taong kasalukuyan.

Nagsagawa ng Indignation Rally ang ilang mga residente kasama ang mga kabataan, at mga Former Rebels (FR) mula sa probinsya ng Cagayan, Isabela, Nueva Vizcaya at maging sa lalawigan ng Ifugao. Kasunod ng ikinasang indignation rally ay ang kanilang pagsunog sa bandila ng rebeldeng grupo. Ayon sa mga residente, tanda ito ng kanilang pagtakwil sa mga teroristang CPP-NPA na nagdulot ng kahirapan at kaguluhan sa kani-kanilang mga lugar. Layunin ng naturang aktibidad na kondenahin ang mahigit limang dekada na pang aabuso, panlilinlang, karahasan, at paglabag sa karapatang pantao na ginagawa ng mga teroristang CPP-NPA.

Maliban dito, nakiisa rin ang kasundaluhan ng 5th Infantry Division, Philippine Army sa pagtirik ng kandila at pag-alay ng dasal para sa mga sundalo at mga alagad ng batas na nagbuwis ng kanilang buhay kabilang narin ang mga inosenteng indibidwal na namatay dahil sa karahasan ng teroristang CPP-NPA na kung saan, maging ang magulang ng kasalukuyang pinuno ng 5ID ay naging biktima rin ng kalupitan ng teroristang grupo.

Inalala ni SSg Jose D Soriano ang kanyang naging karanasan sa kamay ng rebeldeng grupo. Aniya, maswerte siyang nakaligtas sa ginawang pagsalakay ng teroristang CPP-NPA, ngunit naiwan pa rin sa kanyang tuhod ang bala na mula sa baril ng mga rebelde. Kung kaya, patuloy niyang dinadaing ang sakit na dulot nito. “Isa ako sa mga biktima ng teroristang NPA. Dala-dala ko ang sugat na resulta ng karahasan ng NPA subalit sa kabila nito, ipinagpapasalamat ko ang aking pangalawang buhay upang maipagpatuloy ang paglilingkod sa bayan lalo na sa ating mga kababayan.”

Samantala, sinabi ni MGen Laurence E Mina PA, Commander ng 5ID na sa loob ng limang dekada, walang naidulot ang teroristang CPP-NPA sa sambayanan kundi pang aabuso at panlilinlang. Aniya, salot lamang sila sa lipunan sapagkat wala silang nais gawin kundi pabagsakin ang gobyerno. “Ang anibersaryo ng NPA ay paalala lamang sa limampu’t dalawang taon na pahirap sa ating bayan. Limampu’t dalawang taon na panlilinlang at pang aabuso sa mamamayan. Limampu’t dalawang taon na kasinungalingan sa taumbayan.”

Dagdag pa ni MGen Mina, na napapanahon ng magkaisa at isabuhay ang ugaling bayanihan ng Pilipino. “Sa mga miyembro at sumusuporta sa teroristang NPA, piliin ninyo ang tunay na kaunlaran at makatotohanang kapayapaan. Ibaba ang armas at makiisa sa pambansang layuning pag-unlad at katiwasayan ng bayan. Isulong ang tunay na tatak ng lahing Pilipino-nagkakaisa, nagtutulungan at nagdadamayan. Ito ang tunay na diwa ng bayanihan!”

CAMP ELIAS ANGELES, Pili, Camarines Sur-Bicolanos conjoin to express their abhorrence, condemnation and disgust against the atrocities, deceptions and terrorism of the Communist Terrorist Group (CTG) through a region-wide indignation rallies, Monday, March 29.

Indignation rallies were held in the six provinces of Bicol organized by multisectoral groups, including the Joint Task Force Bicolandia (JTFB), as part of the “National Day of Solidarity, Condemnation and Outrage Against the CPP-NPA-NDF.”

The activity, which was held simultaneously not just in Bicol but in the entire country, aimed to send a strong message to the CTG that their 52 years of terrorism victimizing the peace-loving Filipinos is not worth celebrating for.

As an active member of the Regional Task Force to End Local Communist Armed Conflict, 9th Infantry (SPEAR) Division also took part in the activity and held a simple program in its Multi-Purpose Gym.

Ka James, a Former Rebel (FR) who shared his testimony during the event became emotional when he recalled the time when the government, which he once considered as enemy, helped him to start anew and live a better life.

“Tama na. Itigil na natin ang singkwentang taong karahasan at pagpatay. Walang patutunguhan ang gyerang ito. Ako mismo ang magpapatunay niyan,” Ka James said.

Meanwhile, MGEN HENRY A ROBINSON JR PA, Commander of the Joint Task Force Bicolandia and 9ID stressed that the government will not stop until genuine peace is achieved.

“The 52 years of havoc, wickedness, ruthless, unlawful and terroristic acts of the CTG is more than enough already. Now, is the right time to eliminate and put an end to this worthless-battle and suffering that destroy our country, economy and our people, in particular,” MGen. Robinson added.

One of the highlights of the activity was the simultaneous candle lighting to mourn for the death of the people who died due to the CTG’s terrorism and the burning of the replica of CTG’s flags.

Prior to this, series of peace and indignation rallies were already conducted in various Barangays in Masbate along with the rising number of LGUs declaring the CTG as persona non-grata.

CAMP CAPINPIN, Tanay, Rizal – The declaration of the Army’s 2nd Infantry Division of five provinces as ‘Insurgency Free’ and the influx of NPA surrenders in Southern Tagalog hindered the terrorist group’s 52nd Anniversary commemoration on Monday, March 29.

Per report, five provinces including Cavite on December 4, 2018; Romblon on February 21, 2019; Marinduque on March 26, 2019; Laguna on September 26, 2019; and Batangas on March 10, 2021 were declared Stable Internal Peace and Security or SIPS status after successfully complying the parameters set under the AFP’s phases of normalization, specifically on the absence of recorded NPA violent activities for at least one year.


Meanwhile, a total of 702 former NPAs have surrendered to the government since 2016 wherein around 393 have availed of the government’s reintegration program which could provide up to Php700,000 in grants and benefits while 309 are still on process.

Apart from this breakthrough, 2ID has recorded 29 NPA terrorists who have perished in legitimate encounters against the government forces and 58 terrorists have been captured in law enforcement operations since last year as part of the intensified campaign in fully eradicating the menace of insurgency in this part of the country.

BGen Rommel K Tello, Acting Commander of 2ID expressed that NPAs cannot truly earn victory against the people in Southern Tagalog and that “today, instead of celebrating, they shall only begin to accept their irrelevance to the Philippine history with 2ID’s continuous decimation of its forces in our area of responsibility.”

“The rebels are now seeing all the deceptions of the NPA; they have been coerced to join the terrorist group, they have suffered more as combatants, and they failed to receive any support from the group, completely demoralizing their ranks and allowing them to see and follow the path to a better life before they run out of time.”

Tello expressed his confidence that “with our successful local peace efforts and our intensified operational thrust, this year’s anniversary of the NPA will serve as a wake-up call for them to surrender because there is nothing to gain in joining these terrorists but a senseless death.”

The Jungle Fighter Division is currently focusing its operations on finding and finishing the remnants of the NPA in Southern Tagalog before the end of President Duterte’s term in 2022.

Nampicuan, Nueva Ecija, Mar. 29- About 37 members of the Nagkakaisang Magsasaka ng Nampicuan (NAMANA) withdrew their support and condemned the CPP-NPA-NDF in an event held at Barangay Cabaducan East Nampicuan, Nueva Ecija on the occasion of the 52nd founding day of the New People’s Army, on 29 March 2021.

As a highlight of the simple ceremony, wherein they formally withdrew support to the CPP-NPA, the farmers burned the CPP-NPA-NDF flags and took their oath of commitment to abandon them. They expressed their desire to change and replace their organization into “Samahan ng mga Magsasaka sa Nampicuan, Nueva Ecija (SAMANA-NE) because they want to get rid of the influence of the Communist Terrorist Group (CTG).

The acting chairman of NAMANA, Mr. Victorio Abella, calls on the CTG to stop bothering them, so they could live a peaceful life. “We want to live in peace; we do not want to do things we regret later on.” He also encouraged the members of the CTG to return to the government. “Surrender, so you can see how our government works now, let us work together to develop our Community” he furthered.

Mayor Victor Badar of Nampicuan, Nueva Ecija welcomed the action taken by these farmers to disassociate their group from the CPP-NPA-NDF. He also assured them that the local government of Nampicuan is committed to provide them assistance in any way it could.

Meanwhile, the farmers also underwent orientation and took an oath as new members of the Sentrong Alyansa ng Mga Mamamayan para sa Bayan (Abante SAMBAYANAN) Gitnang Luzon, Nueva Ecija chapter officiated by Pastor Loreto Guieb, Chairman of SAMBAYANAN-Gitnang Luzon. They also received packs of goods as beneficiaries of the “Rektang Bayanihan” program of the Police Regional Office 3 (PRO3).

The Nagkakaisang Magsasaka ng Nampicuan (NAMANA) is a peasant organization that was allegedly exploited by the legal front organization of the Communist Terrorist Group riding on the issue of land dispute. The farmers group was involved in a legal tussle on forcible and unlawful occupation of the Hacienda Gallego in Nampicuan. It can be recalled that, four years ago, in October 2016, an intense standoff took place at Hacienda Gallego because of their desire to enter and occupy the said hacienda.

The activity was graced by Mayor Victor Badar of Nampicuan, Nueva Ecija, PLtcol Erwin Ferry of Nueva Ecija, Police Provincial Office, 3rd CMO Company, 7CMO Battalion, 7ID, PA headed by Cpt Dexter Magbitang, 1Lt Arnold A Quiñon Commanding Officer of Alpha Company, 84th Infantry Battalion, 7ID PA and 1st Civil Relations Group, Civil Relations Service, AFP.

CAMP PERALTA, Jamindan, Capiz –Various government and non-government organizations in Negros Occidental gather at the Provincial Capitol Park to call for peace on Monday, March 29, 2021.

At about 8:00 A.M, the program dubbed as “A Day for Peace’ commenced through a Peace Caravan participated in by multi-sectors. A Prayer for Peace followed at the Provincial Capitol Park at 9:00 o’clock in the morning. The Prayer for Peace highlighted the unity of multi-sectors with one vision; peace and development for the people of Negros. The program was made possible through the effort of Negros Occidental Provincial Government, City Government of Escalante, Army’s 303 rd Infantry Brigade, and Philippine National Police.

Girl Scouts of the Philippines-Negros Occidental, Provincial Council for Women, Peace Net, Negros Occidental Schools Division, Association of Negros Producers Inc., Provincial Alliance of Capitol Employees, and Provincial Liga ng mga Barangay were among the sectors that took part in the said program.

In his solidarity message, Negros Occidental Governor Eugenio ‘Bong’ Lacson admitted that we are living in the world where the prospect of peace seems distant and obscure. Yet, Jesus promised to give us peace. “As we wait His promise, let us starts sowing the seeds of peace by allowing our savior to reign in our hearts as we seek to be peace makers. If we wish to be such catalyst, we must turn to God with humility and ask His spirit to give us wisdom and to make us understand so that we will come to Him with motives that are honorable and righteous,” Governor Lacson further said. He ended his message by thanking all the participants who came and shared their peace prayers.

For his part, Colonel Michael Samson, Acting Commander, 303rd Infantry Brigade, lauded the multi-sectors for showing the true essence of harmony by sharing their peace prayers for Negrenses. “Peace is everybody’s business. The government forces cannot make peace happen without the support and cooperation of every Filipino. We can achieve peace if we continue to do our share. And, I am glad that our multi-sectors in Negros are doing their part. With you as our partners, peace in the island is within our reach,” Col. Samson said. The program culminated through a recessional song ‘Heal the World’ performed by Negros Occidental Singing Ambassadors (NOSA).

SURRENDER. Thirteen more members of New People’s Army (NPA) units operating in the hinterlands of South Cotabato and the neighboring provinces surrendered on Monday to government authorities and local officials.

The rebels formally renewed their allegiance to the government and laid down their firearms in a simple ceremony held at the South Cotabato gymnasium and cultural center in Koronadal City on Monday afternoon.

Col. Jemuel Siason, South Cotabato police director, said
the surrenderers are former cadres of field units under the guerrilla fronts 72 (Alip) and 73 (Musa) of the NPA-Far South Mindanao Region.

He said Front 72 operates in the tri-boundaries of South Cotabato, Sultan Kudarat and Davao del Sur while Front 73 moves in the upper valley area of South Cotabato.

The rebels yielded an M16A1 Elisco 5.56 Armalite rifle, an M1 Springfield Armory Garand rifle, a Carbine rifle, an Uzi sub-machine pistol, assorted ammunition, unexploded ordnance or improvised explosives and components, various subversive documents, and flags of the Communist Party of the Philippines-NPA.


The official said the rebels mainly decided to yield due to their difficult situation in the mountains as a result of the expanded “intelligence-driven internal security operations” of police and military units.

“They were also convinced with the commitment and efforts of the national government to deliver various services and development initiatives to far-flung communities,” he said in a report.

He was referring to the initiatives of the provincial and municipal task forces to End Local Communist Armed Conflict (ELCAC).

In one of the service caravan and community outreach conducted by the Provincial Task Force ELCAC, Siason said an alias “Jeff” approached and tipped them about their intention to surrender.

He said they initiated talks with some members of the group during the outreach activities in the upland villages of Tampakan and Banga towns, and in Koronadal City.

Siason said they accepted the surrenderers on Monday morning and endorsed them to the provincial government of South Cotabato, through Gov. Reynaldo Tamayo Jr., after a thorough evaluation and validation.

Tamayo lauded the decision of the rebels to surrender and committed to provide them with the necessary assistance as they return to normal lives with their families.

He said they will be enlisted into the Enhanced Comprehensive Local Integration Program so they can avail of livelihood and other support assistance from various government agencies.

During the ceremony, the provincial government released an initial financial assistance of PHP10,000 each to the returnees.

They also received an additional PHP10,000 each in cash assistance from the Philippine National Police, PHP10,000 incentive for every surrendered firearm, PHP3,000 in grants each under the assistance to individuals in crisis situation of the Department of Social Welfare and Development, family food packs and grocery items.

The event was joined by Police Regional Office-12 director Brig. Gen. Michael John Dubria, DSWD-12 director Cezario Joel Espejo and the Army’s 601st Infantry Brigade commander Col. Joel Mamon.

Siason said the surrender of the 13 rebels, which coincided with the 52nd founding anniversary of the NPA, only shows the group’s diminishing influence and strength.

"This is a stab against the back of the leaders of communist terrorist group. Instead of celebrating their founding anniversary with ambuscades and other terroristic acts, their remnants are returning to the folds of the law after realizing that their promises are nothing but lies,” he said.

He called on other remaining active NPA regulars in the province and the neighboring areas “who are still fighting for their false ideology to just lay down their arms and enjoy peace and harmony in the presence of their families.”

Founded on March 29, 1969, by the collaboration of Jose Maria Sison and former members of the Hukbong Mapagpalaya ng Bayan led by Bernabe Buscayno, the NPA has since waged a guerrilla war based on the Maoist strategy of protracted people's war.

A top official of the Philippine Army in Negros Island has dismissed the claim of the New People’s Army (NPA) that the 10 communist-terrorists killed in a clash with government troops in central Negros last week were martyrs.

“Of course not, they have the wrong cause and ideology, to begin with. If you ask me if I’m happy about it, the answer is no. They could be somebody’s husband, son, father. A fellow Filipino,”
Col. Michael Samson, acting commander of the Philippine Army’s 303rd Infantry Brigade based in Murcia, Negros Occidental, said in an interview here on Monday afternoon.


Samson added though the Army itself has not been remiss in reminding those in the armed struggle to surrender and avail of the state amnesty, particularly the E-CLIP or Enhanced Comprehensive Local Integration Program.

In a statement issued during the NPA’s 52nd year on Monday, the Apolinario Gatmaitan Command in Negros Island said they honor and salute the 10 fighters who laid their lives for the armed struggle, calling them the people’s heroes and martyrs of the revolution.

However, Samson said fighting the state is a futile endeavor, adding that the communist-terrorists will “never win against the legitimate forces of the government”.

“It’s sad. Let this be a lesson for those still in the movement. They should see the opportunity provided by the government to them,” he added.

Samson said if those killed have decided to surrender before they lost their lives, they could have availed of cash incentives under the Firearms Remuneration Program, considering the bulk of firearms recovered by government troops after the clash Sitio Agit, Barangay Trinidad in Guihulngan City, Negros Oriental on March 23.

“That could have been a seed money for their kabuhayan (livelihood). The kabuhayan showcase turned into a death showcase,” he added.

After the three-hour encounter, 10 rebels died while one was wounded, and troops recovered 11 high-powered firearms.

The 80 soldiers from the 62nd Infantry Battalion, 33rd Division Reconnaissance Company, and 16th Scout Ranger Company involved in the operation were personally awarded the Medal of Merit by Armed Forces chief Lt. Gen. Cirilito Sobejana on March 25.

A suspected New People’s Army (NPA) rebel in Negros Occidental, charged with illegal possession of firearms and explosives, has expressed intention to become a state witness.

Aiza Gamao, 34, a mother of five, has been detained at the Bureau of Jail Management and Penology facility in Escalante City for a year and a half now.

“After the presentation of prosecution witnesses and after a year in detention, Aiza expressed her desire to tell and to testify for the Philippine government,”
Escalante City Prosecutor Ranela de la Fuente said in a press conference held at the Capitol Social Hall here on Monday afternoon.

“The detention has made her think that ‘the cause she was fighting for was not for the common good; the doctrine was not meant to bring peace and change but destruction and unrest’. And that she wanted to come out in the open and tell the truth,”
she added.

De la Fuente said Gamao has executed an affidavit, which they have attached to the motion to discharge (the) accused to be turned into a state witness, filed on March 22, 2021, before the Regional Trial Court Branch 57 in San Carlos City.

Gamao was among the eight persons, alleged to be part of the NPA’s Northern Negros Front-Komiteng Rehiyon Negros, arrested by the police during a checkpoint operation in Barangay Jonob-jonob, Escalante City on Sept. 18, 2019.

They were found carrying firearms, ammunition, and improvised explosives.

Identified as an officer of urban poor group Kalipunan ng Damayang Mahihirap or Kadamay, Gamao “has been in the left movement and has served the people at the prime of her youth,”
de la Fuente said.


Lawyer Charo Tupas-Fajardo, the accused’s counsel on record, said they could not release a copy of Gamao’s affidavit yet as she has not been presented before the court. “The motion is still pending resolution,” she added.

Tupas-Fajardo said during her virtual meeting with Gamao for the execution of her affidavit, the accused stated that her desire to become a state witness was of her own volition and her voluntary decision.

A video, showing a part of their exchange, was shown during the press conference.

De la Fuente said they are aware that Gamao’s life could be in danger because she decided to become a state witness that’s why they went public about her case to protect her and her family.

“Even before we filed the motion to discharge Aiza, and her affidavit, there were already people inside the jail talking to her, trying to persuade her not to pursue her plans,” she said.

De la Fuente added that Gamao’s decision to testify for the state is a “breakthrough for the prosecution” as she admitted that handling criminal cases against suspected communists is hard because of the lack of witnesses.

“We want to take care of her, we want to protect her from all harms and let her testify and tell the truth in our quest for justice,” she added.

Simultaneous candle lighting and peace rallies were held on Monday night in different areas in the city denouncing the presence of the communist New People's Army (NPA) in some communities here.

Cesvir Lopez, focal person of the Ending Local Communist Armed Conflict (ELCAC) of the Department of Interior and Local Government (DILG)-Baguio, called on residents, including parents, to be always aware of what their children are doing.

“We would like to call upon our constituents, especially the parents, we should know what our children are involved in, (what) our families are involved in, so that we would know how to address when they are called to join terrorism activities,”
he said.


Lopez said it is important that people know about the deception of the terrorist organization so they could not victimize the youth in joining the NPAs.

“Sana patuloy tayong magkaisang lahat (let us all continue to cooperate) for the assurance to attain peace in our city and our whole country,” she said.

The candle lighting activity coincided with the observance of the National day of solidarity, condemnation and outrage against the CPP-NPA-NDF (Communist Party of the Philippines-New People’s Army-National Democratic Front) .

Col. Christopher Sab-it of the 503rd Infantry Battalion said the event was part of the partnership of the Community Support Program (CSP) of the Philippine Army and the Philippine National Police.

“Today, we are here for a candle lighting for peace. We know that we have insurgency problem with the NPA which has been for years, but we are trying to resolve the problem,” he said.

Under the administration of President Rodrigo Duterte, he said that partnership to end the armed conflict with the terrorist group is addressed by the whole country, not just the government, but those in the private sector joining hands.

He said that 52 years of insurgency is too much.

"Sobra na ito (this is too much) and it is not getting us anywhere,” Sab-it said. “Kapag may kaguluhan, walang (if there is insurgency, there is no) development.”

The Philippine Army lauded various groups in Eastern Visayas for joining the call to denounce the New People’s Army in its 52nd anniversary on Monday.

Maj.Gen. Pio Diñoso III, commander of the Philippine Army’s 8th Infantry Division, said various groups in provinces have initiated activities to reject the communist terrorist group.

“The successful candle-lighting activities expressed a strong message of condemnation for 52 years of deception, atrocities, killing and destroying the future of our youth. There’s nothing to celebrate about the NPA anniversary,”
Diñoso said in a statement.

Candle-lightings and peace rallies were held on Monday in Palo and Tolosa in Leyte; Borongan City and Dolores, Eastern Samar; Catarman, San Roque, Las Navas, Victoria, San Vicente, and Lope de Vega, Northern Samar; Catbalogan City, Pinabacdao, Calbiga, Basey, Matuguinao, and San Jose de Buan, Samar.


“Without the NPA, Eastern Visayas would be more peaceful and progressive. All they did was killing, deceptive recruitment, extortion, and spoiling the government’s development programs,” Diñoso said.

The 15th Civil Military Operations (15CMO) battalion on Tuesday deployed the Community Support Program (CSP) teams in Jolo, the capital town of Sulu.

Lt. Col. Nelicar Corsino, 15CMO commander, said the deployment of the CSP teams is to assist the peace and development projects of Jolo Municipal Mayor Kerkhar Tan.

The focus of the CSP team deployment is Barangay San Raymundo where 48 CSP operators are to immerse in the community. They will conduct a visitation for three months.


Corsino said the purpose of the program is to cater to the community's needs.

“The purpose of the program is not just to help the community in terms of peace and security but as well the development within the family and the entire community,” Corsino said.

Maj. Gen. William Gonzales, 11th Infantry Division commander, said the deployment of CSP teams is a perfect platform to unroot causes of poverty.

The CSP is one of the tools in bringing-back the people to the good side of the government and prevents the infiltration of lawless elements in Jolo such as the Abu Sayyaf Group (ASG) bandits.

Rather than destroying the country, the New People's Army (NPA) communist terrorists should stop committing atrocities, lay down their arms, and rejoin mainstream society.

Defense Secretary Delfin Lorenzana made this statement as the NPA observes its 52nd founding anniversary Monday.

"In marking their anniversary this March 29, the NPA, especially those in the higher echelons, should listen to the Filipino people: Enough is enough,"
he said.


Lorenzana also scored the communist terrorists for taking pride in their willful destruction and burning of properties, spreading lies, sowing violence, and undermining the Republic, all in the name of their flawed ideology.

"Regarding themselves above the laws of the land, the NPA continuously and without remorse committed murder and other crimes. The blood of thousands are on their hands," the defense chief added.

Lorenzana also slammed the NPA for perpetuating insurgency through deception and terrorism.

"This communist terrorist group should know that we are not going to leave any stone unturned to finally end the atrocities they commit against the Filipino people. We will not falter in our mission," he said.

He also said if the Filipino public have not heeded their call for a so-called revolution after all these years, NPA members should realize that it is high time for them to lay down their arms.

"Let us work together for healing and sincere reconciliation through the government's localized reintegration efforts," he added.

Lorenzana said the country has much more to gain in seeking to build than to destroy.

"More than 50 years of terrorism and destruction is enough. A different road leading to peace and nation-building is already laid in front of us. This is what we all long for and the future generations of Filipinos deserve," he added.

The decades-long existence of the Communist Party of the Philippines-New People's Army (CPP-NPA), which celebrated its 52nd founding anniversary Monday, is tainted with "violence, injustice, atrocities, deceit, and lies", Armed Forces of the Philippines (AFP) chief-of-staff, Lt. Gen. Cirilito Sobejana said.

"They remain to be one of the greatest hindrances to peace and development in some areas of our country,"
Sobejana said in a statement Tuesday.


In its quest to defeat the communist terrorist group, the military now employs conventional and non-conventional approaches to persuade the remaining NPA members to surrender, he said.

"With the AFP’s combination of persistent conventional and non-conventional military operations alongside the cooperation and support of other agencies and local government units, we will continue to pressure the communist terrorists to lay down their arms and go back to the mainstream society," he added.

Apart from combat operations in known NPA lairs, the military, in coordination with local government units, also holds dialogues through localized peace talks by convincing rebels to lay down their arms and go back to the fold of the law.

Even as the NPA members dwindle in number, Sobejana called on Filipinos to help defeat the group by preventing communist terrorists from recruiting members.

The latest data from the AFP show that from January 1 to March 11 this year, a total of 1,091 NPA members, Militia ng Bayan, and underground movement organization, have surrendered; 42 killed during operations, and four apprehended.

"It is with unity that we will be able to convince our misled brothers and sisters to end the armed struggle and embrace genuine peace and development," Sobejana said. "The AFP nevertheless will always welcome those who have gone the wrong path and eventually chose peace over the senseless revolution of the communist terrorist CPP-NPA."

Most of the rebels who have surrendered availed themselves of the Enhanced Comprehensive Local Integration Program (E-CLIP) which provides a holistic package of benefits such as livelihood, medical, education, housing, and even legal assistance.

He added that the Filipino people are long tired of the NPA's incessant treachery as evidenced by the fact that even their members are now choosing to surrender and join the fold of the law.

The former rebels themselves have exposed the CPP-NPA for using their "enemy machinery to exploit the youth, academic and religious sectors," Sobejana said.

Founded on March 29, 1969, by the collaboration of Jose Maria Sison and former members of the Hukbong Mapagpalaya ng Bayan led by Bernabe Buscayno, the NPA has since waged a guerrilla war based on the Maoist strategy of protracted people's war.

Sobejana vowed to render the aging leadership of the NPA, along with the Communist Party of the Philippines (CPP), irrelevant.

Presidential Spokesperson Harry Roque said in a virtual presser.

Roque's statement came after US Secretary of State Antony Blinken, in a Twitter post on Monday, said Washington is ready to help the Philippines defend WPS.

“The United States stands with our ally, the Philippines, in the face of the PRC (People’s Republic of China) maritime militia amassing at Whitsun Reef,” Blinken said. “We will always stand by our allies and stand up for the rules-based international order.”

Blinken made the remarks following the presence of Chinese ships at Julian Felipe Reef, a large boomerang-shaped shallow coral reef at the northeast of Pagkakaisa Banks and Reefs (Union Reefs) located approximately 175 nautical miles west of Bataraza, Palawan.


On Monday, Defense Secretary Delfin Lorenzana said a Philippine Coast Guard (PCG) ship will be stationed off Julian Felipe Reef to monitor the large number of Chinese vessels amassing the vicinity since March 7.

Likewise, Navy chief Vice Admiral Giovanni Carlo Bacordo said several Philippine Navy ships, including BRP Ramon Alcaraz (PS-16) and the anti-submarine corvette BRP Conrado Yap (PS-39) are ready for patrol missions at the Julian Felipe Reef.

The National Task Force for the West Philippine Sea earlier raised worry about a PCG report that around 220 Chinese fishing vessels, believed to be manned by Chinese maritime militia personnel, were sighted in line formation at the Julian Felipe Reef on March 7.

The Armed Forces of the Philippines confirmed on March 22 that around 183 Chinese vessels were sighted by a Philippine maritime air patrol in Julian Felipe Reef.

The Philippines has been deploying military aircraft to monitor the situation in the area since the reported sighting of Chinese ships at the Julian Felipe Reef.

The Department of Foreign Affairs (DFA) already lodged a note verbale to protest the “unauthorized and lingering” presence of Chinese ships in and around Julian Felipe Reef.

Chinese Ambassador to the Philippines Huang Xilian assured Duterte during his recent social call on the President that the Philippines need not worry over the reported presence of Chinese vessels in Julian Felipe Reef.

China earlier said the spotted Chinese boats off the Julian Felipe Reef in the WPS were merely taking shelter due to rough sea conditions.

The Philippines on July 12, 2016 won its petition filed before the Hague-based Permanent Court of Arbitration after the international court invalidated China’s supposedly historic rights over almost the entire disputed South China Sea.

China does not recognize the ruling while the Philippines has opted to resolve the sea dispute with China through diplomatic approach.

Other countries with competing claims in the area are Brunei, Malaysia, Taiwan, and Vietnam.

A former high-ranking New People’s Army (NPA) officer who has since joined the government campaign to end insurgency is urging an opposition lawmaker to look into the nature of red-tagging before pushing for a law that will criminalize it.

Sambayanan national coordinator Jeffrey “Ka Eric” Celis said complaints against red-tagging have become diversionary tactics of the communist movement to avoid legal implications.

"It is their way of radicalizing the people from various sectors: education, church, opposition, media and the sorts. It is also their way of infiltrating these institutions for recruitment purposes," Celis said in an online interview on Sunday.

Sambayanan (Sentrong Alyansa ng mga Mamamayan para sa Bayan) is composed of former Communist Party of the Philippines (CPP)-NPA members who have returned to the fold of the law and expressed support to foil and end insurgency.


On March 25, Drilon filed Senate Bill No. 2121 to define and penalize red-tagging.

He said it would “fix the legal gaps, address impunity [and] institutionalize a system of accountability".

The bill was filed on the same day the Senate Committee on National Defense and Security, Peace, Unification, and Reconciliation unanimously passed a resolution condemning the spate of killings and other acts of violence directed at judges, prosecutors and lawyers, many of whom were shot dead by unidentified assailants.

"If there is one act that Drilon can do that will benefit the Filipinos, it is to criminalize the recruitment of minors into leftist groups and the CPP-NPA that are being done by activists," Celis said.

The former rebel previously testified in the Senate when ranking officers of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) were summoned on alleged incidents of red-tagging.

Celis said he will testify anew if only to make Drilon understand how pulling off the red-tagging card is a mere scheme of insurgents.

"It is not red-tagging. The government is just correctly identifying them. The government is informing the community regarding the deception of the CPP and its armed wing, the NPA," he added.

Senator Panfilo Lacson likewise said in a television interview last year that criminalizing red-tagging is a tall order.

“I took the inputs of at least two legal luminaries. According to them, red-tagging may be criminalized because freedom of speech is not absolute after all. On the other side, the security sector said that if we criminalize red-tagging, we might as well criminalize fascist-tagging or dictator-tagging. So when will this end?” he said.

President Rodrigo Duterte signed Executive Order No. 70 in December 2018, creating the NTF-ELCAC that employs a whole-of-nation approach to end communism and institute peace-building initiatives.

The European Union, through Council Decision 2011/70/CFSP dated January 11, 2011, designated the CPP-NPA as a terrorist organization.

The CPP-NPA is also listed as a terrorist organization by the United States, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Pinakamataas na pagpupugay ang inihahandog ng Kabataang Makabayan (KM) sa pagsalubong sa ika-52 taon ng Bagong Hukbong Bayan (BHB)―mahigit limang dekada ng sakripisyo, pagpupunyagi, at pagsulong para wakasan ang imperyalismo, pyudalismo, at burukrata kapitalismo.

Sa loob ng 52 taon—sa ilalim sa gabay ng Partido Komunista ng Pilipinas (PKP)—ang BHB ang nagsilbing armas ng mamamayan laban sa pang-aapi at pagsasamantala ng reaskyunaryong estado. Mula sa militarisasyon ng mga komunidad, pandarahas sa pambansang minorya, iligal na panghihimasok at pangangamkam ng lupa ng mga malalaking kumpanya sa pagmimina at mga paninoong maylupa, hanggang sa malawakang paninira sa kalikasan, ang BHB ang tumayong una at at huling depensa ng masa sa kanayunan.

Hanggang sa kasalukuyan—sa pagharap sa pasistang lagim ng rehimeng Duterte—walang humpay ang puspusang pakikibaka ng mga Pulang Mandirigma at Kumander laban sa terorismo ng estado.

Kaya naman, hindi nakapagtatakang mula nang maupo sa pwesto si Duterte noong 2016, naging pangunahing adyenda ng kanyang rehimen ang tangkang paglansag sa rebolusyonaryong kilusan.

Malinaw kay Duterte at sa kanyang mga heneral na malaking banta sa kanilang pananatili sa poder ang tuloy-tuloy na paglakas ng Hukbo ng mamamayan. Lalong malinaw sa kanila na sa tatag ng suportang masa na nararanasan ng Hukbo—kakabit ng pagkabihasa nito sa paggamit sa taktikang gerilya sa pakikidigma—hindi malulupig ng anumang abanteng mga armas o teknolohiya sa gera ang BHB.

Sa halip, ibinubuhos ng teroristang rehimeng Duterte ang lakas, oras, at limpak-limpak na pondo nito sa paninira at panlalansi sa mga rebolusyonaryong organisasyon, kakambal ng pagtugis at pagsupil sa ligal na mga pangmasang organisasyon.

Ginagawang pangunahing target ng pasismo ang mga lider masa na tumatayo bilang nagkakaisang boses ng masang api. Lahatang panig na ginigipit at iniipit ang mga grupong naglalayong organisahin ang pinakamalawak na hanay ng mamamayang yamot sa kapalpakan at karahasan ni Duterte. Pinararatangang mga rebolusyonaryo ang mga sibilyan habang tuloy-tuloy ang pamamaslang sa kanila ng estado sa lilim ng gabi. Walang tigil ang paninibasib ng rehimen sa bawat antas at aspeto ng buhay ng mamamayang Pilipino.

Sa kabilang banda, samu’t sari rin ang kahangalan na pinaandar ng rehimen laban sa Partido at Hukbo. Naglulunsad ng kampanyang “persona non grata” at sapilitang “peace rally” sa masa. Pwersahang pinasusurender ang mga sibilyan bilang miyembro o tagasuporta ng BHB. Dinudungisan ang alaaala ng mga martir ng sambayanan na nag-alay ng pinakamalaking sakripisyo para sa rebolusyon. Binabansagang terorista ang mamamayang nakikibaka para sa kanilang karapatan.

Maging sa kasagsagan ng krisis at pandemya ay binubuno ni Duterte ang kanyang kapangyarihan sa tunguhing ito. Gayunpaman, malinaw sa masang Pilipino kung sino ang tunay na terorista, at sino ang tunay na naglilingkod sa sambayanan.

Ang ika-52 taon ng BHB ay paalala at patunay na nananatiling wasto ang linya at tunguhin ng digmang bayan at pangkabuuang programa ng pambansa demokratikong rebolusyon.

Ang mainit na pagtanggap at pagyakap ng masa sa kanayunan sa kanyang Hukbo saanman ito maparoon ay nagpapakita na hindi mabubura ng anumang kasinungalingan ng rehimen ang ilang dekadang makatarungang pakikidigma at pakikibaka ng Hukbo at Partido. Kasabay nito, ang lalong lumalakas na rebolusyonaryong kilusang lihim hanggang sa kalungsuran ay pruweba na mas matingkad pa rin ang ulyaw ng rebolusyon kahit sa mga sentro ng kapangyarihang pampulitika ng estado.

Sa pamamagitan ng armadong pakikibaka ng BHB—at sa suporta ng baseng masa—tuloy-tuloy na maglulunsad ng agraryong rebolusyon sa kanayunan, mula minimum hanggang maksimum, na siyang daan patungo sa tuluyang pag-agaw ng pampulitikang kapangyarihan mula sa naghaharing iilan.

Sa pag-igting ng terorismo ni Duterte, ang Hukbo rin ang mapagkakatiwalaan na maghatid ng tunay na hustisya at kabayaran ng mga berdugong may inutang na dugo sa masa. Gayundin, maaasahan ang mga larangan at yunit ng BHB na magsilbing kanlungan at magbigay ng agarang kaligtasan sa mga mamamayang tinatarget ng rehimen.

Sa pagdiriwang ng anibersaryo ng BHB ngayong araw, pinararangalan at pinagpupugayan ng KM ang lahat ng rebolusyonaryong martir na nag-alay ng buhay, pawis, at dugo para pandayin ang daan patungo sa tagumpay ng mamamayan.

Salungat sa pangyuyurak ng rehimen, kayo ang mga bayani na habambuhay pakamamahalin ng masang inyong pinaglingkuran. Ang buhay ninyo ang halimbawa na titingalain ng mga kasama at itatanghal na modelo ng buong-buong rebolusyonaryo at komunistang pakikibaka. Ang alaala ninyo ang kwentong laging dadampi sa mga labi at isip ng bawat mamamayang naghahangad ng kanilang demokratikong mga karapatan at tunay na kalayaan.

Hindi mababago ng anumang panlilinlang ng reaksyunaryong estado ang mayamang kasaysayan ng pakikibakang ito ng masang api. At sa paglala ng krisis sa lipunang malakolonyal at malapyudal, lalo rin lamang lalakas ang pwersa ng rebolusyonaryong Pilipino.

Tinatawagan ng KM ang lahat ng demokratiko at patriyotikong kabataan na sagpangan ang hinog na kalagayan para sa pagbabalikwas: dagat-dagatang tumungo sa kanayunan at tumangan ng armas!

Ipagbunyi ang mga tagumpay ng Hukbo ng masa at makiisa sa paglikha ng panibagong mga pagsulong sa digmang bayan!

Lumahok sa pinakamataas na antas ng pakikibaka at imartsa ang pambansa demokratikong rebolusyon tungo sa ganap na tagumpay!

Pinagpupugayan ng Kabataang Makabayan – Brigada Lucille Gypsy Zabala ang Bagong Hukbong Bayan sa ika-52 nitong Anibersaryo.

Ang Bagong Hukbong Bayan (BHB) ang nananatiling tunay na hukbo ng sambayanan na ipinapaglaban ang interes ng malawak na sambayanan sa ilalim ng mala-kolonyal at malapyudal na sistemang panlipunan. Walang-kapaguran nilang isinusulong ang demokratikong rebolusyong bayan sa malawak na kanayunan hanggang sa ganap nitong tagumpay.

Isang taon na ang nakalipas mula nang ipataw ng rehimeng US-Duterte ang militaristikong lockdown sa malawak na bahagi ng bansa upang makontrol daw ang pagkalat ng COVID-19 ngunit mas nagsadlak sa milyon-milyong mamamayan sa gutom, kahirapan at lumalalang pasismo ng estado. Walang intensyon ang rehimeng Duterte na tapusin ang pagdurusang ito dahil mas gusto nitong iwasiwas ang pasismo laban sa karaniwang mamamayan, mga progresibo at higit sa lahat, laban sa rebolusyonaryong kilusan.

Ngunit nagkakamali si Duterte kung naiisip niyang matatapos ang rebolusyon gamit ang Oplan Kapanatagan, ang kanyang National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) at ang militaristikong lockdown. Ang patuloy na panunupil at pagpapahirap sa mamamayan ang magtutulak sa kanilang tumungo sa kanayunan upang tumangan ng armas. Tiyak na mauuna pang matapos ang paghahari ni Duterte at mga susunod pa sa kanya lalo pa’t nagpapatuloy ang pagdurusa ng masang api.

Sa obsesyon ng Rehimeng Duterte na tapusin ang rebolusyonaryong kilusan sa ilalim ng kaniyang termino, ibinubuhos niya ang pagkabigo na lipunin ang ito sa mga hindi armado, sa mga aktibista at mga kritiko nito na nagdulot ng malawakang pamamaslang at paghuli sa mga inosenteng mamamayan. Ang ganitong pagpapatuloy ng pananakot ng estado ay magreresulta lamang sa paglawak ng hanay ng Bagong Hukbong Bayan na lalaban sa pasistang estado ni Dutere.

Pinagpupugayan namin ang matagumpay at sunod-sunod na taktikal na opensiba ng BHB sa Camarines Norte, Sorsogon, Negros Oriental, Bukidnon at iba pang mga probinsya laban sa Armed Forces of the Philippines (AFP) at Philippine National Police (PNP). Patuloy na pinabubulaanan ng ating hukbo sa dumarami nitong pwersa ang mga pahayag ng kampon ng rehimeng US-Duterte na malapit na raw maubos ang Bagong Hukbong Bayan. Patuloy na hinaharap ng BHB ang doktrinang pangmilitar na Focused Military Operations o FMO na naglalayong tambakan ng mga batalyong pormasyon ng pasistang tropa ang maliit na saklaw ng teritoryo na nagreresulta lamang sa pang-aabuso sa masang anakpawis sa kanayunan.

Nakakaasa ang mamamayan na ang Kabataang Makabayan – Brigada Lucille “Gypsy” Zaballa ay patuloy na magiging balon ng mga rebolusyonaryong kadreng kabataan na tutungo sa kanayunan at isasabuhay ang armadong pakikibaka. Sama-sama nating bibiguin ang mga pasistang atake ng gobyerno laban sa mamamayan at magpursiging isulong ang pambansang demokratikdong pakikibaka na may sosyalistang perspektiba. Malinaw na sa armadong pakikibaka lang natin makakamit ang tunay na kalayaan at demokrasya!

Sa okasyon sang ika 52 nga pagsukat sang pagkatukod sang New People’s Army (NPA) sang March 29, 1969, ang rehiyunal nga komand sang NPA sa isla sang Negros sa idalum sang Apolinario Gatmaitan Command, nagahatag sang iya pagsaludo sa tanan nga pulang komander kag pulang hanagaway kag pagkilala sang mga kadalag-an nga na-angkon sa pagpatigayon sang armado nga paghimakas.

Ginapabugal naton ang mga na-angkon nga mga kadalag-an sa nagligad nga tuig sa pag-abanse sang halintang sang inaway banwa bilang sabat sa berdugo kag pasistang pagpang-atake sa US-Duterte nga rehimen kag nagapadayon nga paglala sa kondisyon sang pagpamigos kag pagpanghimulos. Kadungan sa paglunsar sang armado nga paghimakas, ang NPA nagabulig sa pagtukod sang lokal nga organo sang gahum politika, pagpalig-on sang mga likum nga organisasyon masa bilang haligi sang rebolusyonaryong gobyerno, nagabulig sa pagpataas sang pang-ekonomiya nga kahimtangan sang pumuluyo, pagpa-uswag sang ika-ayong lawas pagpatigayon sang reporma sa duta sa sakop sang larangan gerilya.

Nagserbisyo sa pumuluyo nga wala naga-ulikid sa kaugalingon, naghalin mayormente sa mga mangunguma kag subong man sa mamumugon, intellectual kag professional gani ginapalangga kag ginakilala sang masa bilang matuod nila nga hukbo.

Bisan ano pa nga pagpakalain kag pagtawag sa NPA nga mga terorista sang US-Duterte nga rehimen kag mga mersenaryo kag berdugo nga AFP/PNP indi makaguba sa ngalan sang NPA sa baylo mapamatud-an sang pumuluyo nga ang US-Duterte nga rehimen kag ang mersenaryo kag berdugo nga AFP/PNP amo ang matuod nga terorista bangud sa ila malain nga ginahimo sa pumuluyo ilabe na sa makasilgni nga hitabu sa Sagay Massacre kag pagpatigayon sang Simultaneous Enhanced Management of Police Operation (SEMPO) sa Guihulngan City kag Canlaon City kag Synchronized Anti-Criminality and Law Enforcement Operations (SACLEO) nga tubtob subong nagapadayon sa bug-os nga pungsod.

Ang NPA nagtubo halin sa magamay kag mahuyang pakadto sa daku kag mabaskog kag pasulit-sulit nga ginpaslaw ang pagpaninguha sang nagbulos-bulos nga mga rehimen agud wasakon ini. Sa una nga Dungganon nga Kahublagan Panadlong sang 1969, ang NPA nag-umpisa lang sa masobra 60 ka pulang hangaway nga may siyam ka automatic rifle kag 26 ka manugbo nga kalibre nga mga armas, may ara 80,000 ka tao sa baseng masa sa ikaduha nga distrito sa Tarlac. Sa subong ang rebolusyonaryo nga kusog sa bug-os nga pungsod naglab-ot na sa masubra 110 ka larangnan gerilya, nagahulag sa 73 ka probinsya kag 17 ka rehiyon.

Partikular sa isla sang Negros, matapos magsipak ang mga rebisyunista nga traidor sang 1994, masobra lang 60 ka mga pulang hangaway kag mga pwersa sa patag nga bahin ang nag-upod sa Ikaduha nga Dungganon nga Kahublagan Panadlong. Naghulag ini sa halos duha lang ka barangay kag halos wasak ang baseng masa. Gintinguhaan sang kaaway nga wasakon ang mga pwersa nga nag-upod sa kahublagan panadlong paagi sa paglunsar sang “ Operation Flash Out”, batalyon nga pwersa ang ginmobilisa agud pangitaon kag wasakon ang mga nabilin nga mga kaupod nga nag-upod Kahublagan Panadlong.

Sa pihak sang grabi nga kabudlayan, natigayon sini nga napaslaw ang tuyo sang kaaway nga lubos nga wasakon ang rebolusyonaryo nga kahublagan sa isla sang Negros. Sa subong may ara lima ka larangan gerilya nga nagaluntad halin sa Norte pakadto sa Sur sang Negros. Base sa napundar nga kusog sang rebolusyonaryong kahublagan sa bilog nga pungsod kag partikular sa isla sang Negros, wala na sang kapasidad nga wasakon sang bisan sin-o man nga rehimen ang magbulos-bulos.

Ang plano sang tiraniko nga rehimen Duterte nga wasakon ang rebolusyonaryo nga kahublagan magatuga lang sang lapnagon nga paglapas sang tawhanon nga kinamatarung pareho sang Ekstra-Hudisyal nga pagpamatay maani lamang sang pagpakamaut sang malapad nga pumuluyo.

Ang sosyal nga kondisyon sang pumuluyo padayon nga nagalala bangud sa nagatimbuok nga presyo sang mga nagapanguna nga balaklon samtang nagapabilin nga manubo ang sweldo kag kawad-on sang trabaho. Pagdaku sang utang nga naglab-ot sa masobra sa ₱10 trilyong nga segurado pagabayaran ini sang pumuluyo paagi sa mataas nga buhis.

Milyunes ang nagaantus sa kapigaduhon bangud wala sang puluy-an, kulang sa serbisyo publiko sa ikaayong lawas kag pag-atubang sa problima sa covid 19, indi maayo nga serbisyo sa edukasyon kag mesirable nga kahimtangan sang imol nga taga-syudad. Sa kaumhan, milyunes ka mga mangunguma ang naga-antus sang pyudal kag mala-pyudal nga pagpanghimulos. Lapnagon man ang korapsyon sang pamilya Duterte kag mga kakonsabo sini sa iya nga kabinite kag AFP/PNP. Padayon ang nagalala nga problima sa druga nga wala sang kasulbaran bangud ang pamilya Duterte amo mismo ang mabaskog nga nagaprotektar sang druga.

Sa gina-atubang nga problima sa pandemya kag kapigaduhon, wala na sang lauman ang pumuluyo magluwas sa pag-upod sa armado nga rebolusyon sa pagpanguna sang NPA nga amo ang magasulbar sang madugay na nga problima sang mga mangunguma nga amo ang pag-angkon sang kaugalingon nga duta.

Bilang matuod nga hangaway sang pumuluyo, padayon nga pabaskugon sang NPA sa Negros ang paglunsar sang taktikal nga mga opensiba agud padug-on sa linibo ka pilas ang berdugo kag pasista nga rehimen US-Duterte nga may malaba nga listahan sang krimen batok sa pumuluyo. Labi pa nga padamuon sang NPA ang ini nga mga opensiba agud bastante nga ma armasan ang nagataas nga numero sang mga pinakamaayo nga mga anak sang pumuluyo nga nagapasakop sa NPA.

COMPATRIOTS-Asia Pacific, a revolutionary organization of overseas Filipinos in the Asia and Pacific region affiliated with the National Democratic Front of the Philippines (NDFP), gives a militant red salute to the New People’s Army on its 52nd year.

We give our highest tribute to fallen Red fighters who gave the ultimate sacrifice to advance the people’s war. For us who are often called “new heroes”, they are truly the people’s heroes.

In these trying times when the reactionary state desperately attacks all without distinction between those armed and unarmed, the people’s army serves as the people’s shield and weapon against this fascist state. The glorious history of the NPA that started small but steadily grew and strengthened nationwide amidst failed counterinsurgency plans of successive regimes from Marcos to Duterte, is a testament of the support of the masses to the NPA.

The chronic crisis of the semi-colonial and semi-feudal Philippines grows worse as the scourge of imperialism, feudalism and bureaucrat capitalism continue to push our people into poverty, exploitation and oppression. More and more, the fundamental problems of the Philippine society are revealed to the people. The root causes of our miseries that eventually force millions to desperately seek survival overseas despite hardships and extreme risks are exposed and the need for revolutionary change becomes more urgent and necessary.

This has become more obvious under the COVID-19 pandemic.

The puppet, corrupt and murderous Duterte regime has repeatedly thrown in futile band-aid attempts to cover its miserable failure to address the spread of COVID-19 and its impacts to our people. Despite borrowing trillions of pesos that put the Philippines deeper into debt, Duterte still has nothing to show but increasing cases of infection, hospitals reaching critical capacity, health services that the poor cannot access, skyrocketing cost of food and goods, and large-scale unemployment and loss of livelihood across sectors. It even now has to rely on donations of vaccines which it could not even manage well.

The Duterte regime’s feeble attempt to appear on top of the COVID-19 crisis through militaristic methods mirrors its fruitless campaign to finish off the revolutionary movement. Its repressive measures as response to the pandemic, as well as its rampage against legal and unarmed activists including the insidious Anti-Terrorism Law, both point to its desperation to control the people who grow more restive and are showing defiance in so many ways.

Even overseas, the failed “ayuda” (aid) and response to Filipinos affected by Covid-19 pandemic and the mad-dog like antics of the NTF-ELCAC are also felt. Lack of assistance and support for Filipino migrants to cope with the crisis remains as the Duterte government also tries to extort more funds from overseas Filipinos resupply the public coffers it bled dry with massive and widespread corruption. At the same time, NTF-ELCAC and their paid stooges abroad unleash red-tagging among progressive Filipino groups and solidarity allies.

But overseas, Filipinos are fighting back by exposing the real issues at hand – poverty, gross neglect, corruption in the OWWA and Philhealth, state exaction and criminal neglect. They use all possible ways to expose the syndicates running the country and do not let restrictions dampen their desire to do mass actions in-person or through social media and internet technology.

Indeed, the Duterte regime has a lot to be scared of. The Filipino people know that he is paving the way to perpetuate his power beyond 2022 to avoid being meted out with justice for his criminal acts especially the widespread extrajudicial killings. Duterte continuously feeds his mercenary dogs in the military with funds and positions to maintain his position or eventually put his anointed successor.

However, the Filipino people are fighting back. Everywhere, the discontent is palpable and it is not remote for the tide of protests to end the term of an imbecile of a president even before it can scheme to extend his presidency. Ending Duterte’s and his syndicate’s reign is a sentiment spreading like wildfire and the people should unite to deliver a death blow to these cabal of criminals.

COMPATRIOTS Asia-Pacific is one with our people in ousting Duterte and uniting with democratic forces to ensure the defeat of nefarious attempts to perpetuate this fascist dictatorial regime.

We also vow to further advance the national democratic revolution with a socialist perspective that will pave the way for an all-out change in the economic, political, and socio-cultural structures in the Philippines. It is the program of the national democratic revolution that will deliver the basic rights of the people that will ultimately solve the plague of forced migration and labor export to millions of Filipinos.

To advance the people’s democratic revolution, the most glorious of the fight is waged in the countrysides by the New People’s Army. The increasing strength of the people’s war through the people’s army shakes the rotten Philippine system to its core and has made the Filipino people’s revolution a shining torchbearer of the international proletarian revolution.

For us in the COMPATRIOTS and for the Filipino people, the NPA gives us the courage and the will to struggle and bring the national democratic revolution to victory. The NPA’s growth and advance is an inspiration for all revolutionary forces to continuously advance the two-stage revolution under the leadership of the Communist Party of the Philippines, cherish and support the NPA, and more importantly, join the armed struggle. We in the COMPATRIOTS know that it is through the people’s war that the Filipino people will finally be free and usher in our genuine reunification with our families back home to build a society that is truly just, peaceful and prosperous.
