The stray bullet that reportedly injured a 15-year old boy last Saturday in an ambush by MCC-NPA of a Binalbagan police patrol vehicle in Barangay Biao did not come from NPA fire.

As per reports from witnesses, a policeman was thrown out of their vehicle and fell on the concrete road when the command-detonated explosives set off as signal fire for the ambush.

He was left behind by his companions as the patrol car speeded up away to Biao proper without giving a fight to take cover from its civilian populace and made them as their human shields.

The said policeman ran faster than a marathoner away from Sitio Candida towards the barangay hall.

Already in frantic mode, while running he fired his M-16 rifle spending two magazines (about 40-60 bullets) in the direction of densely-populated Biao proper not in the position of the ambushing MCC-NPA unit unmindful of the safety of civilians.

Upon reaching Biao proper, he was joined by another two policemen in recklessly firing their weapons in the public plaza in midst of civilian houses causing panic among its residents and resulting in the injury of a minor who happened to be situated in nearby Welcome to Biao arc signage.

A retired army officer residing in the area commented that the policemen should not fire their weapons near civilian houses and that they should go where their enemies are to engage them in a firefight.

The MCC-NPA unit did not pursue the policemen since they were already positioned in a residential area. The ambush site is almost 500 meters away from Biao proper.

There’s nothing courageous or meritorious about running away from battle, using civilians as human shields and causing injury from reckless discharge of firearms.

Camp Aquino, Tarlac City – Secretary Allen Capuyan, the Executive Director of the National Task Force to End the Local Communist Armed Conflict (NTF-ELCAC) and the concurrent Chairperson of the National Commission on Indigenous Peoples (NCIP) paid a courtesy call on Northern Luzon Command Commander Lt. Gen. Ernesto Torres Jr purposely to intensify Indigenous People’s protection against manipulations of Communist terrorists.

Secretary Capuyan was welcomed by Lt. Gen. Torres and the command staff at the Cordillera Hall of the command in Camp Aquino, San Miguel, Tarlac City at around 9 a.m., February 15, 2022.

During his visit, Secretary Capuyan was accompanied by NCIP Commissioners and Regional Directors of CAR, Regions 1, 2, and 3.

Afterward, Col. Alaric Avelino Delos Santos, NoLCom’s Assistant Chief of Unified Command Staff for Civil-Military Operations, U7, presented the command’s thrusts since the creation of the NOLCOM’s Indigenous Peoples’ Affairs Desk (IPAD).

“The NoLCom IPAD fast tracks coordination and facilitates efficient implementation of projects and programs to the different indigenous communities in Northern and Central Luzon. It’s also a bid to keep the Communist Terrorist Group from radicalizing and recruiting innocent IP members who have no idea that they’re being exploited by a terrorist group that claims to be fighting for their rights but has no interest in improving their living conditions,” Col. Delos Santos remarked during the briefing.

In his message, Secretary Capuyan expressed his gratitude to the NoLCom for their indefatigable service and commitment to creating an environment of inclusivity for the people from all sectors in the north and central Luzon, and at the same time protecting the IP from the terroristic intentions of the CTGs.

The NCIP Chairperson also presented an award to Lt. Gen. Torres given by the members of the Mindanao Indigenous People’s Youth Organization (MIPYO) in recognition of his contributions and advocacy for the welfare of the IP sector in Mindanao during his stint as the Commander of the Joint Task Force Agila wherein he was referred to as “Datu Tinikaran” which means dependable. He was likewise acknowledged as the father of the “Banog”, a group of IP youth leaders in Mindanao. A similar recognition was likewise given by the Mindanao IP Council of Elders and Leaders (MIPCEL).

Likewise, Lt. Gen. Torres conveyed the command’s full commitment to apprehend the remaining Communist terrorists who still engage in terroristic activities which hinder peace and development in NolCom’s area of responsibility.

“As advocates of peace and development, NOLCOM will continue to collaborate and partner with the different government agencies and other concerned stakeholders for the implementation of programs and projects that will capacitate and empower the indigenous people and improve their living conditions,” Lt. Gen Torres said.

“Let our collective efforts be our strong force in accomplishing our common goal, to have a secure, peaceful, and progressive country,” the general furthered.

It can be recalled that since the creation of IPAD, NolCom has facilitated various projects and programs that aim to recognize the need to address the vulnerability of the indigenous groups in northern and central Luzon from the exploits of the communist terrorist groups such as the Tribal Chieftains’ Summit on 09-11 March 2021; IP Youth Engagement on 03 April 2021; IP Youth Leadership Summit on 30 July- 01 August 2021; “Bayanihan sa Sitio” and gift-giving activities at Sitio Pisapungan Primary School, Brgy Sta. Juliana, Capas, Tarlac on July 10, 2021; and the completion of a 70-meter long, anti-corrosive, and 100% galvanized steel hanging bridge in Brgy. Umiray in Dingalan, Aurora on October 28, 2021.

MAWAB, DAVAO DE ORO – Northern Luzon Command (NOLCOM) Commander Lt Gen Ernesto C Torres Jr with his wife, Mrs. Evangeline C Torres visited the Headquarters, 10th Infantry “Agila” Division as he renders his exit call as part of his series of activities from February 11 to 14, 2022 to various elected officials whom he worked side by side during his term as commander 10ID.

The 10th Infantry “Agila” Division, on February 11, welcomed anew in a traditional military honors its Commander LtGen Torres at Camp General Manuel T Yan Sr., Tuboran, Mawab, Davao de Oro that was then followed by a talk to troops to express his gratitude for their contributions that led to the successful campaign of 10ID during his stint as commander.

LtGen Torres also met with the 10th Infantry Division Multi-Sector Advisory and Action Group members with its chair Mr. Ednar Dayanghirang for a Despedida Lunch. During his speech, LtGen Torres also expresses his gratitude to MSAAG members and its chairman for their cooperation.

Meanwhile, Davao De Oro Governor Jayvee Tyron Uy together with his Vice-Governor Maricar Zamora visited Camp General Manuel T Yan Sr in Mawab, Davao De Oro, and met with LtGen Torres for his exit call to the host province of the Agila Division. In the afternoon, he proceeded to 2nd District Representative of Davao De Oro Ruwel Peter S Gonzaga.

Later that day, LtGen Torres also met with Tagum City Mayor Allan Rellon at Tagum City Hall followed by his exit call to Davao Del Norte Governor Edwin Jubahib along with Davao Del Norte 1st District Representative Pantaleon Alvarez inside the governor’s residence in Tagum City.

On February 12, LtGen Torres headed south to render his exit call to Davao Occidental lone district Representative Lorna Bautista-Bandigan inside her residence in Malita, Davao Occidental. The trip south was followed by a visit to Cotabato Provincial Governor Nancy Catamco at her residence at Kidapawan City.

On his flight back to Davao City, LtGen Torres was received and given an arrival honor by Tactical Operations Wing Eastern Mindanao Commander BGEN JEFFREY M VILELA PAF in Sasa, Davao City after his party landed at the headquarters of said unit.

During his exit call, LtGen Torres gave plaques to all elected officials he visited as a simple gesture of appreciation to their cooperation and contribution to the mission accomplishment of 10ID.

LtGen Torres also vowed to his former counterparts that he will continue and bring the best practices displayed by the elected officials and the Agila Division in his new assignment in Northern Luzon as he ventures more than counter-insurgency towards Territorial Defense as he will cover contested areas in the West Philippine Sea and Benham Rise with forces from the Navy, Air Force deploys in his area of responsibility at his disposal under his operational control.

Kaya para maprotektahan ang aming mga pamilya minabuti na lamang namin na umalis muna sa aming lugar upang hindi na kami malapitan pa ng mga NPA,” cried alias Noel as he shared their experience on the atrocities of the Communist Terrorist Group in Sta. Teresita, Cagayan.

According to alias Noel, 44 families including his own from Sitios Tagcar and Cabungag have run away from the CTGs because they don’t want to give in to the demands of the terrorist group. “Minsan na rin po akong nagpagamit sa mga NPA dahil sa takot ko sa kanila. Pero ngayon po, nagdesisyon akong poprotektahan ko ang aking pamilya laban sa kanila. Kaya nagpapasalamat din ako sa ating kasundaluhan na lagi pong nandyan at nakaagapay sa aming mga nasa liblib na lugar.”

He also said that since February 09, 2022, they have been hiding from the CTGs and made a temporary shelter in the riverside of Barangay Isca, Gonzaga. On February 13, they were fetched by the personnel of the Municipal Social Welfare and Development Office of Sta Teresita and were brought to Barangay Mission. The Barangay Officials have put up a billeting area for the locals.

On February 14, 2021, the said residents celebrated Valentine’s Day together with the pillars of the government. Through the Whole-of-Nation Approach, the Department of Social Welfare and Development Region 02 facilitated the distribution of family food packs and cash assistance to the 44 displaced families. The Local Government Unit of Sta. Teresita, 98th Infantry Battalion, and the 501st Infantry Brigade also helped in distributing said assistance.

LtC Abraham M Gallangi Jr., Battalion Commander of 98IB pledged to the residents the tight security that the troops will provide to protect them from the danger of the terrorist group. “Desperado na ang mga teroristang NPA dahil sa pagkonti ng kanilang mga miyembro. Kung kaya, nananakot at pinupwersa nila ang mga residente na sumama sa kanila. Nagpapasalamat din ako sa naging matapang ninyong hakbang na lumayo sa teroristang grupo. Asahan ninyo, na kasama ang buong sektor ng pamahalaan, kayo ay aming poprotektahan.” As an action, the troops are now currently conducting Focused Military Operations against the CTGs in the area.

The residents will be staying in their billeting area until the troops have cleared their community from the presence of the CTGs.

Meanwhile, MGen Laurence E Mina, Commander of 5th Infantry Division, Philippine Army warned the remaining members of the CTGs not to tamper with the innocent civilians just for their selfish interest and advocacies. “We value the lives of everyone. So, I am warning these members of the CTGs to return to the folds of the law if not, we will hunt them down and make them pay for their atrocities. We will end their atrocities against the people. We will protect our people at all cost.”

Camp Navarro, Calarian, Zamboanga City – A field commander and 13 members of the Bangsamoro Islamic Freedom Fighters-Karialan Faction yielded to the military in North Cotabato on February 14, 2022. According to Lt. Gen. Alfredo Rosario, Jr., Commander of Western Mindanao Command, the 14 BIFF personalities submitted themselves to Col. Jovencio Gonzales, Commander of the 602nd Infantry Brigade, and Lt. Col. Edgardo Vilchez, Jr., Commanding Officer of the 34th Infantry Battalion at the battalion headquarters in Barangay Salunayan, Midsayap, North Cotabato Monday morning.

One of the 14 surrendered personalities surrendered to Col. Gonzales at 8:30 in the morning, February 14. He handed over one rocket-propelled grenade and one M1 Garand rifle. He was subsequently presented to Northern Kabuntalan Mayor Ramil Umbra Dilangalen.

Col. Gonzales said the surrender was facilitated by the 34IB, Northern Kabuntalan PNP, and the intelligence units.

Meanwhile, at about 10:30 a.m., same day, 13 more BIFF including a field commander surrendered to Col. Gonzales. The former violent extremists were accompanied by Norodin Akis and Dong Bantas, members of the Council of Elders of Midsayap. The 13 handed over seven M1 Garand rifles, one Springfield cal. 30 Sniper rifle, one M14 rifle with magazine, one M16 rifle with magazine, three cal. 45 pistols with magazines, 50 rounds of cal. 30 ammunition, nine rounds of 7.62mm ammunition, 13 rounds of 6.56mm ammunition, seven rounds of cal. 45 ammunition, and seven clip Garand magazines.

The 13 former violent extremists were formally presented to Midsayap Mayor Romeo Araña. They also underwent custodial debriefing conducted by the 34IB.

Col. Gonzales attributed the successful surrender of the 13 BIFF personalities to the troops of the 34IB, Midsayap PNP, and the intelligence operatives.

For security reasons, the identities of the surrendered personalities are withheld. Surrendered firearms were deposited at the 34IB supply room for safekeeping.

Maj. Gen. Juvymax Uy, Commander of Joint Task Force Central commended the peacemaking initiatives of the 34IB. He also vowed to assist the former violent extremists in their reintegration into mainstream society.

For the first two months of 2022, a total of 64 BIFF personalities have surrendered to the government forces in Central Mindanao.

“Our efforts compel more militants to just give up their fight and start anew. Rest assured that our campaign to end terrorism will never falter,” said Lt. Gen. Rosario, Jr.

The Philippine Army’s 3rd Infantry Division (3ID) created a new battalion for the reserve forces in the province of Capiz.

The launching was held on Feb. 12 at the Community Defense Center, 6th Regional Community Defense Group, Reserve Command in Barangay Timpas, Panitan, Capiz.


The 603rd Battalion is the first model-ready reserve Infantry Battalion (IB) in Capiz, said Police Captain Kim Apitong, 3ID spokesperson.

“The reserve forces will intensify the efforts of state forces pertaining to peace, security and development. With the medical, technical, educational and other capabilities possessed by the reservists, the new battalion will play a vital role in the overall peace campaign of the Armed Forces not only in this region but in the whole country as well,” Apitong said.

Major General Benedict Arevalo of the 3ID led the launching together with Assistant Division Commander for Retiree and Reservist Affairs retired Colonel Lennon Pabilonia.

“The reservists are a complementing force in situations needing military and non-military intervention like in war, invasion, and Humanitarian Assistance and Disaster Relief operation,” Apitong said.

For his part, Arevalo said the Army needs more officers and soldiers to fight insurgents.

Arevalo said they are doubling their time to end the insurgency before the end of President Rodrigo Duterte’s administration on June 30.

“Nag-deploy tayo ng maraming sundalo sa mga areas na may sightings of the New People’s Army,” said Arevalo.

3 rebels surrender in Sagay

Three New People’s Army (NPA) rebels surrendered to the 6th Special Action Battalion (SAB) in Sagay City, Negros Occidental.

They were couple Ka Nike and Ka Aiza, and Ka Allan.

Nike and Aiza brought with them their two-year-old child.


According to Police Lieutenant Colonel Ryan Manongdo, commander of the 6th SAB, Nike and Allan also turned over to the authorities their .45 caliber pistols.

Aiza didn’t have a firearm; she was not a combatant but a medic of the insurgents.

According to Nike and Aiza, they wanted to give their child a better life and future.

Allan, on the other hand, said he became disgruntled that nothing good was happening with the fight against the government.

The three are scheduled to meet Sagay City mayor Alfredo “Thirdy” Marañon III this week and receive aid from the government through the Enhanced Comprehensive Local Integration Program (E-CLIP).

Police Lieutenant Abegael Donasco, spokesperson for the Negros Occidental Police Provincial Office, said their officer-in-charge Police Colonel Leo Pamittan was elated with the surrender of the three.

Army overruns NPA lair

The Philippine Army’s 3rd Infantry Division (3ID) seized ammunition and food from a hideout of the New People’s Army (NPA) in Barangay Onop, Miag-ao, Iloilo on Sunday.

Soldiers from the 61st Infantry Battalion proceeded to the area after one rebel surrenderee informed the Army about their hideout.


Colonel Harold Garcia, commander of the 61IB, believed that the hideout might have been where the rebels held meetings last year.

On Dec. 1, 2021 16 rebels died during an encounter in Barangay Alimodias, Miag-ao and also overran their hideouts.

“I am once again calling all the remaining rebels to return to the folds of the law. We are giving you an opportunity to have a peaceful life. Your senseless armed struggle can never save your lives. Come down, return to your government and family, and be our partner for peace and progress,” Garcia said.

The New People’s Army Mt. Cansermon Command yesterday issued a statement claiming responsibility for the ambush of policemen on February 13 in Brgy. Biao, Binalbagan,Negros Occidental.

The roadside bombing ambush led to slight injuries to three policemen, not two as reported earlier, all assigned at the Binalbagan Police Station, as they were responding to a shooting incident in Sitio Nursery of the barangay.

Ka Dionesio Magbuelas, spokesman of the Mt. Cansermon Command, said “this action points out to the heightened capacity of MCC to covertly gather armed units and launch surprise offensive action in exterior lines or near barangay and town centers.”


Brig. Gen. Inocencio Pasaporte, 303rd Infantry Brigade commander, yesterday condemned the NPA for its continued use of landmines which is contrary to protocols of the Geneva Convention, which the government is signatory.

PBrig. Gen. Flynn Dongbo, regional police director of Western Visayas, also strongly denounced the deceitful and cowardly act of the local communist terrorist group.

They have the intention to kill our personnel who are lawfully performing their mandated duties. And, they disturb the tranquility of the place and the whole community of Brgy. Biao by unleashing their evil and unlawful intentions, Dongbo added.

Magbuelas said that the ambush was in relation to what he calls “resounding cry” of the people for justice for all the victims of state sanctioned murders against unarmed civilians and activists, and hors de combat NPA fighters and defenseless cadres, including Kerima Lorena Tariman, Marilyn Badayos, Floreta Seballos, among other revolutionaries.

Tariman and Badayos were tagged by the military as top leaders of the dismantled Northern Negros Front, and Ceballos as secretary of the NPA guerilla front in central Negros.

PCol. Leo Pamittan, provincial police director of Negros Occidental,also slammed the NPA for killing an innocent civilian he identified as Bertito Roso Jr., by using him as a bait to lure the police in going to the crime scene.

Police investigations show that two improvised landmines were detonated by NPA rebels, while two unexploded Improvised Explosives Devices with electrical wirings were recovered by the police at the scene of incident.

DAVAO CITY (MindaNews / 15 February) – Filipinos who espouse communism should not fear red-tagging but be proud that he or she is a communist, former Defense Secretary and National Security Adviser Norberto Gonzales, now a Presidential candidate, said.

“If you’re a communist and you love your ideology, come out, express it,” Gonzales, who is running under the Partido Demokratiko Sosyalista ng Pilipinas (PDSP) told the online forum, Candid Dates 2022 on Monday.

Candid Dates 2022 is a series of online conversations between Mindanawon voters and candidates running for President, Vice President and local seats in the May 9, 2022 elections, presented by the Davao Association of Catholic Schools (DACS). It is co-presented by the Initiatives for International Dialogue, MindaNews and the Mindanao Consortium of Ateneo comprising the Ateneo de Davao, Zamboanga and Cagayan de Oro.

“What is your answer to red-tagging? You just say so: ‘What if I’m red? I have my constitutional rights. I’m not carrying a gun, I’m not advocating violence,” he said.

A graduate of pre-Medicine at the Ateneo de Davao University, Gonzales served in the Cabinet of President Gloria Macapagal-Arroyo from 2001 to 2010. He was Political Adviser from 2001 to 2004, Presidential Chief of Staff from 2004 to 2005, National Security Adviser from 2005 to 2007 and Defense Secretary in 2007 and in 2009 to 2010.

Gonzales explained that communism “is not illegal in the Philippines.”

“To be a communist is a right that is even constitutionally guaranteed. You want to be a communist? If you want to start a communist party, you want to claim that you’re a communist, nobody is gonna arrest you. But if you start carrying a gun and using violence as a pretext to initiating societal change, that’s a crime,” he said.

Gonzales said that if he were elected President, his administration will be open to dialogue with communist rebels. “As a government, we cannot close our doors to dialogue,” he said, adding “it is the obligation of government to keep listening.”

On the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), given the criticisms hurled against the task force, Gonzales said he will “definitely have it reviewed.”

“I will not say now that I will abolish it, that’s unfair but I will have it seriously reviewed. And you know where I stand.”


On enduring peace in Mindanao, Gonzales said the opinions of Mindanawons, Moro, Lumads (Indigenous Peoples) or settlers would definitely be respected.

He recalled that the issue in Mindanao “during our time is whether we will allow our conflict to become religious in kind. It’s going to be a lot bloodier if it becomes religious, that’s why I felt so bad that at a certain point in our recent past we kind of neglected one institution that is in Mindanao, this is the dialogue among the religious leaders of the Muslims and the religious leaders of our Christian communities.”

Gonzales was referring to the Bishops-Ulama Conference (BUC), a dialogue forum of Mindanao’s Catholic and Protestant bishops and the Muslims’ Ulama.

If he were elected President, he said, he would “ask our religious leaders of both sides whether they can go on with this or not because that was a very important mechanism that even got the interest of the Pope and the world as a model for discussing a kind of a peace in an area like similar to Mindanao when the possibility of a religious conflict can make things far more serious than it already is.”

The BUC is still existing although its meetings are no longer as frequent and regular as in the past.

Gonzales also said he wants the Lumads to “have their own position” and not just be lumped together in peace negotiations with communist and Moro rebels.

The Northern Samar provincial government has renewed its commitment to fight insurgency in the province after the recent killings of a policeman and two minors in attacks perpetrated by members of the New People’s Army (NPA).

In a statement on Tuesday, the local government said the violence reflects the communist terrorist group’s “desperate attempt to sow fear among our people to yield support to their atrocious revolutionary cause.”

“While the provincial government is saddened by this unfortunate event and grieves for the loss of innocent victims, to include children and some of our government forces, this will not cower us from continuing our support to concerted efforts to bring lasting peace in Northern Samar. The heartless perpetrators should be brought to the bar of justice,” the statement said.

On February 7, Lt. Kenneth Tad-awan was killed in a clash with a band of rebels in Look village, Lapinig town. The government deployed the police mobile force battalion in the area to conduct humanitarian activities.

In the remote village of Roxas in Catubig town, two minors died, and two others were wounded when the NPA ambushed patrolling soldiers on February 8.

The children identified as Andre Mercado, 12, and Leandro Alivio, 13 were in the area to gather coconuts and converse with government troops before the NPA’s indiscriminately fired on them.

Northern Samar Governor Edwin Ongchuan committed to give financial assistance of PHP20,000 to families for each of the children killed and PHP10,000 to the families of wounded in Catubig town.

The Communist Party of the Philippines (CPP)-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front (NDF)has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

Information from a former rebel resulted in the discovery of a temporary hideout and stash of various ammunitions owned by the Southern Front of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) in Barangay Onop, Miagao, Iloilo on Sunday.

One of the six rebels who surrendered after the encounter with government troops on Dec. 1, 2021 revealed the location, said Lt. Col. Harold Garcia, commander of the Philippine Army’s 61st Infantry Battalion (61IB) with jurisdiction over the area where the hideout was discovered.

“The locations were positive that’s why we recovered these items,” he said in an interview on Tuesday.

Among the recoveries were 27 magazines of the AK-47 rifle, eight rounds of 40 millimeters (mm) high explosive (HE) ammunition, and approximately 100 kilos of rice.

Barangay Onop is about three to four kilometers away from Barangay Alimodias, the site of the Dec. 1 encounter, and is believed to be one of their hideouts around two months before the encounter.

“This will have a big impact on the armed group because gradually their hideouts and ammunitions are revealed. It will demoralize their group, their strength is affected and their operation has weakened as a result of our recoveries,” Garcia added.

He said they expect more rebels to surrender this month since other members of the armed movement are on low morale following the Dec. 1 operation.

Currently, Garcia said they could no longer feel the presence of the CPP-NPA because they have already dispersed.

The hideout has been cleared and will be subjected to the constant monitoring of the Philippine Army.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Some 204 reservists of the Philippine Army in Negros Occidental were awarded the Military Commendation Medal for their contribution to the relief and rescue efforts in the aftermath of Typhoon Odette last December.

In a statement on Tuesday, Brig. Gen. Inocencio Pasaporte, commander of 303rd Infantry Brigade, lauded the reservists for their significant contribution to the disaster response operations in Negros Occidental.

Pasaporte, together with Lt. Col. Michael Kamid, director of 605th Community Defense Center, led the awarding rites held at the Tourism Hall in Sipalay City on Sunday.


“They are always ready to assist fellow Negrenses in any eventualities that will take place in the province. We recognize their efforts and commitment in assisting the affected Negrenses in the cities of Kabankalan and Sipalay,” the Army official said.

In receiving the Military Commendation Medal, the reservists were recognized for their exemplary performance as members of the disaster response units that intensively took part in the disaster relief and rescue operations.

The ceremony was also witnessed by Sipalay City Mayor Maria Gina Lizares and Kabankalan City Administrator Higino Sixto Garaygay.

The southern Negros localities, particularly the cities of Kabankalan and Sipalay as well as the municipalities of Ilog, Cauayan, Candoni, and Hinoba-an, comprising the sixth district, were the worst-hit when "Odette" brought strong winds, heavy rains, and widespread flooding overnight on December 16 last year.

MIDSAYAP, North Cotabato – Tired of fighting for a futile cause, 14 members of the Bangsamoro Islamic Freedom Fighters (BIFF) yielded to the Army’s 34th Infantry Battalion (IB) here, officials reported Tuesday.

Lt. Col. Edgardo Vilchez Jr., 34IB commander, said
the BIFF members surrendered to his unit in two batches on Monday.

Vilchez said a BIFF field commander under the Kagui Karialan faction, identified as alias Malayo, was among those who surrendered along with his 12 followers and were accompanied by Norodin Akis and Dong Bantas, who are members of the Council of Elders of Midsayap.

It was followed by the surrender of another BIFF combatant identified as alias Nick Taro coming from Northern Kabuntalan, Maguindanao on the same day.

The 14 former BIFF extremists brought along high-powered firearms and various war materiel that included eight M1 Garand rifles, a Springfield .30-caliber sniper rifle, an M14 rifle, an M16 rifle, a rocket-propelled grenade, three .45-caliber pistols, and ammunition.


Vilchez said the 14 surrenderers, with their high-powered firearms, were formally presented to Midsayap Mayor Romeo D. Araña, and Mayor Ramil Umbra Dilangalen of Northern Kabuntalan, Maguindanao.

“The surrender of the BIFF field commander and 13 of his followers were a joint effort of the military, local PNP, and community leaders. The harmonious synergy between security forces and the community plays a vital part in compelling these extremists to surrender," said Col. Jovencio Gonzales, commander of the Army’s 602nd Brigade in this province.

Meanwhile, Maj. Gen. Juvymax Uy, Army’s 6th Infantry Division commander, lauded the 34IB, the police, local government units (LGUs) of Midsayap and Northern Kabuntalan towns as the surrender weakened the capability of the BIFF terror group.

“The influx of surrender of the BIFF including its field commander is a huge setback to the BIFF organization," said Uy, also the commander of the Army-led Joint Task Force Central.

“The JTFC will continue to strengthen our relationship with all security forces and LGUs to effectively address the threats of these terrorist groups to our nation," he added.

About 100 BIFF rebels have surrendered to the military in Maguindanao and North Cotabato since January 1.

Northern Luzon Command (Nolcom) Commander, Lt. Gen. Ernesto Torres Jr., has visited the 10th Infantry Division (10ID) headquarters in Davao de Oro as part of his February 11-14 exit call activities with his former troops and various government officials whom he worked side by side during his term as commander of the 10ID.

In a statement Tuesday, the 10ID said Torres was welcomed in traditional military honors at their headquarters in Mawab, Davao de Oro, on February 11 as he talked to the troops and thanked them for their contributions that led to the successful campaign of the unit during his stint as commander.

Torres assumed his new post as the 32nd commander of the Armed Forces of the Philippines’ Nolcom on January 24, replacing then acting Nolcom chief, Maj. Gen. Andrew Costelo, who is now the commander of the 7ID.

During his visit at the 10ID, Torres also met with the division’s multi-sector advisory and action group (MSAAG) members.

"I thank the MSAAG members and its chairman for their cooperation,” he said.

He also visited elected officials in Davao de Oro and Davao del Norte on the same day.

On February 12, Torres headed south to render his exit call to Davao Occidental lone district Rep. Lorna Bautista-Bandigan then paid North Cotabato Governor Nancy Catamco a visit.

Torres gave plaques to all elected officials he visited as a simple gesture of appreciation for their cooperation and contribution to the mission accomplishment of 10ID.

He also vowed to his former counterparts that he will continue to bring the best practices displayed by the elected officials and the 10ID in his new assignment in Northern Luzon.

Torres will venture more on territorial defense as he will cover contested areas in the West Philippine Sea and Benham Rise with forces from the Navy and Air Force at his disposal in the Nolcom area.

All stations and units under the Negros Occidental Police Provincial Office (NOCPPO) have strengthened security operations after two policemen were wounded in a roadside blast perpetrated by the Communist Party of the Philippines-New People’s Army (CPP-NPA) in the southern town of Binalbagan on February 13.

“After the incident, we have switched to full alert status. We don’t want any incident like that to happen again in our police stations especially those in vulnerable areas,” said Lt. Abegael Donasco, the NOCPPO spokesperson, in a virtual press conference on Tuesday.


During the encounter in Barangay Bi-ao, Lt. Charles Richard Casalan, deputy chief of Binalbagan Municipal Police Station, and Cpl. Julius Tranquillero were injured when the NPA rebels detonated an anti-personnel mine by the roadside.

The rebels fired at the team while responding to a call for police assistance in a sitio where a man was found dead.

When the police fired back, the enemy set off the landmine.

Donasco said the act of the communist-terrorists in using innocent persons as bait to target policemen was a form of cowardice.

She added the police stations have been instructed to verify all complaints and call for assistance to ensure that the lives of their personnel will not be put in danger.

Brig. Gen. Flynn Dongbo, director of Police Regional Office-Western Visayas (PRO-6), condemned what he calls a “treacherous act” of the CPP-NPA.

In the afternoon of February 14, Dongbo visited Casalan in a hospital in this city and awarded him the Philippine National Police Wounded Personnel Medal and also gave him cash assistance.

The PRO-6 chief also commended the bravery of the Binalbagan police personnel in performing their duty with dedication and commitment.

Mayor Michael Rama on Tuesday cited the efforts of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) as a huge help in bringing government services right to the doorstep of the people and keeping insurgency at bay.

He cited the post-Typhoon Odette response here as a clear example of taking relief assistance straight to the community.

“Rather than the people coming to City Hall, various teams from every department have been sent out to distribute cash assistance and rice subsidies at where our constituents live. We equipped our mountain barangays with chainsaws and generators, gears they need to start their own roads to recovery,” Rama said in a statement.

He said concreting the roads in the upland villages, opening more farm-to-market roads, and providing farmers with facilities to sell their goods, as what the city government did, helped to alleviate their plight.

“These are just but simple peace initiatives that we, in local governance, can contribute by making our people feel and experience by themselves that government exists to serve them, to attend to their needs,” he said.

Rama, who chairs the Regional Peace and Order Council, attended the NTF-ELCAC’s online meeting on Monday.

The virtual meeting was attended by representatives of Joint Regional Task Forces (JRTF) who discussed the gains and setbacks starting in 2018 and mapped out the “way forward”.

He said public officials need to go back to the basics of public service in plotting the direction in the years to come to address the decades-old insurgency problem in the country.

With the NTF-ELCAC’s effort to review actions taken over the past four years from 2018, Rama expressed hopes the mission of the government “may result in more relevant and meaningful initiatives borne from love, those that matter to the most vulnerable to any armed conflict”.

A hundred troopers of the 1st Infantry Division (1ID), the premier command of the Philippine Army, are currently undergoing a five-day training in preparation for the conduct of the May 9, 2022 local and national elections.

The five-day Joint Law Enforcement Operations Trainer’s Training (JLEOTT) reeled off Monday and will culminate on February 18.

The JLEOTT is being held at the 1st Division Training School at Camp Major Cesar Sang-an, the home of the 1ID headquarters, in Barangay Upper Pulacan, Labangan, Zamboanga del Sur.

Brig. Gen. Jose Randolf Sino Cruz, 1ID assistant commander, said in a statement Tuesday that the JLEOTT aims to educate and capacitate military personnel in their role during elections and other tasks other than internal security operations.

Originally, the training formed part of the Gender and Development Program designed to educate female soldiers in conducting investigations and other support to law enforcement tasks, according to Sino Cruz.

“With the upcoming elections, the command will train its personnel to handle hostile situations during the election and in conducting checkpoints,” he said.

Sino Cruz said the line and post units’ participants will form part of the trainers’ pool who will pass on the same training to their fellow soldiers from their respective units.

The training is in partnership with the Philippine National Police (PNP) and Commission on Elections (Comelec), he said.

Sino Cruz advised the participants to take every discussion to heart, absorb the knowledge they need, and perform tasks efficiently.

The 1ID is one of the three Army divisions under Western Mindanao Command's
(Westmincom) area of jurisdiction covering the Zamboanga Peninsula, the Lanao provinces, and parts of Misamis Occidental.

The other two Army divisions under Westmincom are the 6th Infantry Division based in Awang, Maguindanao, and the 11th Infantry Division based in Jolo, Sulu.

Sison and top officials of the Communist Terrorist Groups (CTGs) are liable as principals under the IHL principle of command responsibility being members of the CPP-NPA-NDF hierarchy.

The CTG leaders are also liable under the Republic Act (RA) 9851 or the Philippine Act on Crimes Against International Humanitarian Law, aside from the murder charges for the death of two minors, a 12-year-old boy who died on the spot and another 13-year-old boy while being treated at the hospital.

Nacnac added that frustrated murder and attempted murder could also be slapped against the CTG hierarchy over the victims who survived the NPA attacks.


Col. Perfecto Peñaredondo, 803rd Brigade Commander, said the incident happened when Army troopers were sent to the outskirt of Barangay Roxas in Catubig, Northern Samar on the afternoon of Feb. 8, 2022, to check on reported extortion activities of CTGs in the area.

While on their way, the soldiers chanced upon a group of young boys about to gather some copra products and told them to stay behind the army formation. But while walking just several meters towards their destination, the troops were ambushed by the NPA members, Peñaredondo said.

An exchange of gunfire ensued and the group of young boys scampered to their safety, but they were eventually targeted and shot at by the CTGs who wanted to create a diversion to escape the encounter, he pointed out.

Peñaredondo added that despite the visible presence of civilians, the communist NPA terrorists indiscriminately fired their weapons resulting in the death of Andre Mercado, 12; and Leandro Alivio, 13.

Nacnac said the NPA terrorists clearly violated RA 9851 and the IHL principles in attacking that caused incidental loss of civilians.

“It is not only violations of our common laws on murder and homicide but the IHL and human rights laws,” Nacnac said.

He added that the leaders of the CPP-NPA-NDF will be “equally accountable” for the deaths of the civilians during the incidents.

Dastardly attack

Vanessa Marie Yaoyao, president of Kabataan Kontro Droga at Terorismo (KKDAT) in Caraga, condemned the NPA terrorists for their “dastardly act” and seek indemnification for the victims.

Yaoyao likened the incident to the NPA terrorists’ murder of Severino Alvarez, the father of their colleague John Harold who was left with 13 siblings to take care of, as their mother died earlier because of an illness.

“Di lang nila inulila, sinira pa nila ang future (They did not only orphan, they also ruined the future) ” Yaoyao said, referring to the children of Alvarez.

Her companion, Hanna Myka Atienza, spokesperson for KKDAT, said their “hearts are grieving” again despite the celebrations of ‘hearts day’, as young lives were again taken away by CTGs in Northern Samar.

“Very heartless (are the CTGs). These children could be engineers, teachers, or policemen (someday),” she said.

Meanwhile, Undersecretary Lorraine Marie T. Badoy NTF-ELCAC spokesperson for Social Media Affairs and Sectoral Concerns, said the fight against CTGs should be carried out by all peace-loving Filipinos who should not vote for KABAG or the Makabayan Bloc Party-list group who are “the protector (of CTGs) in Congress.”

“Magsanib pwersa tayong lahat para matapos ito (Let us all join forces to end these CTGs atrocities),” Badoy said.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the NDF as a terrorist organization on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA that was created in April 1973.

The Philippine National Police-Intelligence Group (PNP-IG) on Tuesday announced that it has uncovered attempts by a known foreign terrorist organization to wage a proxy war in the country by recruiting Filipino subordinates who will carry out terrorist activities targeting Israeli citizens.

In a report to PNP director for Intelligence Maj. Gen. Michael John Dubria, IG chief Brig. Gen. Neil Alinsangan said a local contact of "Hamas", a Middle East-based Islamist militant group that played a major role in carrying out attacks against Israelis and Arabs, tipped them about the alleged plot.

"Our Filipino source identified the Hamas operative as 'Bashir' who was reportedly attempting to establish a foothold in the Philippines with pledges of financial support to some local threat groups including militant extremists with links to the international terrorist organizations," Alinsangan said.

Alinsangan, citing information obtained from coordination with their foreign and local counterparts, disclosed that Bashir’s real name is Fares Al Shikli, who is purportedly the head of Hamas’ Foreign Liaison Section.

"He has also an Interpol (International Criminal Police Organization) red notice and is charged with an Offense of Terrorism Logistics Support," he added.

The report also cited that the source made several trips to Malaysia from 2016 to 2018, where he met with Al Shikli to discuss the possibility of mounting attacks against Israeli nationals in the country in exchange for financial assistance by Hamas.

It was in 2016 when Al Shikli started grooming him as a local contact in the Philippines and introduced him to theoretical bomb-making training in one of their meetings in Malaysia.

In late 2017, Al Shikli expressed his intention with the source to recruit Filipinos with links to local threat groups who will be utilized to kill Jews present in the country, conduct rallies at selected embassies, and spread video propaganda in exchange for financial support.

This is not the first time that Hamas has attempted to stage its activities in the country. In January 2018, an Iraqi scientist identified as Mohammad Al Jabori who is affiliated with the group was arrested in Pampanga.


He was later deported by the Bureau of Immigration.

“This is a stern warning to all terroristic groups who plan to conduct recruitment and similar activities in the country, we have a way to know you and you cannot do your plans here because the PNP and AFP (Armed Forces of the Philippines), through the active support of the community, are working together to preempt your devious plans," Alinsangan said.
