We mark today the third anniversary of the police killing of young Kian delos Santos who was falsely accused of being a drug peddler and killed arbitrarily in the course of police drug operations. Kian’s killing puts a spotlight on the thousands of extrajudicial killings perpetrated by Duterte’s police force under his so-called drug war.

Today, the Party and all revolutionary forces express solidarity with the tens of thousands of families of victims of the Duterte regime’s murderous four-year drug war. From the outset, the Party denounced it as anti-democratic and anti-poor and demanded an immediate end to it. The Party reiterates its position and supports efforts by various groups to hold Duterte criminally liable before local and international courts.

The CPP supports the findings of United Nations’ human rights officers which expose police killings and widespread abuses under the Duterte regime’s drug war. We support the demand for full accounting of human rights violations in the course of the drug war, as well as in the regime’s counterinsurgency and campaign of political repression.

Duterte’s drug war is a big sham. It is a campaign of mass killing to establish Duterte’s control of the illegal drug trade in the country. These days, the biggest criminal syndicates bow and seek his protection. He is now the biggest drug protector having successfully placed the smuggling of shabu and other drugs from China under his control through the appointment of his trusted military generals in the Bureau of Customs.

State violence is employed relentlessly in order for Duterte to constantly remind the syndicates to whom they bow to. Police drug killings and human rights violations continue with impunity and are again on the rise. The main victims are the street peddlers and users who are targeted to serve as push back against syndicates who dare to operate outside his protectorship, or challenges or disrespects his power.

Under Duterte’s protection, the illegal drug trade in the country continues to expand. Millions of Filipinos are being drawn to drug use as a means of escaping poverty and unjust social realities. Widespread drug use is abetted in order to disunite and paralyze the working class and toiling people and prevent them from taking the revolutionary path.

Suno sa mga residente nga naabtan ini ang duha ka mag-utod nga lalake nga sila Requem Remasog kag Renel Remasog nga nag pa charge sang ila cellphone sa balay ni Delia Teniano sa Sitio Maluy-a Brgy. Ila ginkuha si Requem pa gwa sa balay kag ginkastigo, ginbali ang mga tiil sini antes pa ginpatay, ginkastigo man si Renel Remasog, 17 anyos kag upod sa duha ka mga menor de edad nga 15 anyos kag 17 anyos nga gindala sila Brgy. Sandayao CAFGU detatchment. Ginpangita sang pamilya ang ining mga kabataan sa brgy. Sandayao pero ginhambalan sila nga gindala na sa Batalyon.

Ang ginpatay nga si Requem Remasog kag ang iligal nga ginpangdakop nga mga menor de edad indi matuod nga myembro sang LPC-NPA. Ang NPA istrikto sa rekrutment kag may mga rekisitos nga amo ang mga basehan pareho sang deseotso (18) anyos pataas ang pang edaron, wala sang problema sa ikaayong lawas, maayo ang huna-huna ukon wala sang deperensya sa huna-huna, maayo ang record sa komunidad nga ginhalinan, handa kag lubos tagipusuon nga mag-alagad sa masang anakbahas. Ang gina palapnag nga kabutigan sang 62nd IBPA kag ni Pasaporte sang 303rd Bde ginaputos sang sang kabutigan para manghugas sa ila kamot sa krimen nila batok sa mga biktima.

Ang matuod 10 ka elemento sang 62nd IBPA ang gilayon nga napatay tungod nga under posistion ang mga ini kag nakasulod sila sa naposisyonan sang Command Detonated explosive samtang duha pa ang mga pilason sa ila nga hanay.

Ang kabutigan nila Pasaporte kag sang 62nd IBPA indi na mapatihan sang pumuluyo sa Central Negros tungod ang kasaysayan sang ila inagihan nga kapintas sa kamot sang militar amo ang magapamatuod sini. Ang madamu nga utang nga dugo nila sa pumuluyo kag sige-sige nga pagpang-atake amo ang rason sang padayon nga paglungtad kag padayon nga pagdaku sang NPA sa Central Negros. Mas labi nga nga nagadamu ang biktima sang inhustisya, mas labi man nga nagadaku ang suporta sang pumuluyo sa rebolusyonaryong armadong paghimakas kag mas nagatudlo ini sa pumulyo nga mag-intra sa NPA. Kon wala sang NPA segurado nga mag armas gihapon ang pumuluyo para depensahan ang ila kaugalingon batok sa pasismo sang mga bayaran nga tropang militar nga nagabiktima sa mga mangunguma kag inosente nga mga sibilyan. The Rachelle Mae Palang Command-NPA Southeast Negros denounced the unabated assault and mass violations of the human rights of the civilian populace in the 3rd district of Negros Oriental as 11th IB intensify its implementation of Duterte’s monstrous campaign plan under NTF-ELCAC .

In the last two months and a half, a total of 899 individuals were victimized in 36 incidents of human rights violations involving extra-judicial killings, unlawful arrest, illegal search, torture, violation of domicile, enforced/fake surrender, threat/harassment/intimidation, military occupation of public places and populated areas, destruction of property and demolition/ejection of a farmers’ community.



The editorial staff of the revolutionary mass newsletter “Pulang Sidlakan”, from various sources and information networks, documented the said cases in the city and towns of Bayawan, Sta. Catalina, Siaton, Valencia, Zamboanguita and Bacong.

Ka Estrella Banagbanag, RMPC-NPA Southeast Negros spokesperson, said that during the aforesaid period of time the 11th IB and 705th RMF along with its paramilitary auxilliary forces launched several Focused Military Operations and Community Support Program psy-ops campaigns.

“LTC Ramir Redosendo as Duterte’s blood hound should be held accountable and must be brought to people’s justice along with his other fascist minions the like of Lt. Lacsamana of Kakha forward base detachment and Lt. Pulutan of Alpha Coy among others ,” Banagbanag added.

Last August 14, 2020, in Brgy. Sandayao, Guihulngan City, the AFP once again fabricated an encounter on what in reality were just innocent, unarmed civilians- leaving 1 tortured, amputated and killed, with 3 minors arrested and detained in a military detachment whom they later claimed that they ‘rescued’.

In the same Barangay hours after, they were ambushed by red fighters, with them claiming only 2 wounded-in-action when in reality, there were at least 10 soldiers killed-in-action. They then rushed to call for reinforcements in a helicopter to secretly transport their casualties.

These false narratives are not new to the AFP, nor is it surprising. Since the implementation of MO 32 (additional deployment of troops in Negros Island) and EO 70 (establishment of the National Task Force to End Local Communist Armed Conflict), the AFP have piled lie after lie to justify their militarization in the countrysides.

Through their fake encounters along with illegal arrests and extrajudicial killings, the AFP claim to have neutralized guerilla fronts and use this as a stepping stone to vie for higher ranks and bigger loot, much as what happened to Arevalo, Sinas, and Clement. They spill innocent blood to forward their own selfish interests and gain more from the money of the people.

It is ironic to note that in legitimate encounters, it is also the AFP’s practice to hide the true number of their casualties. They rush military helicopters in encounter sites, banning civilians and media from entering to cover-up the aftermath of tactical offensives conducted by the NPA in Negros. This would later on result to trauma and disgust among their rank-and-file troops and CAFGU elements, where they realize that they are but cannon fodder to the unjust and bloody war launched by their higher-ups, enticing them to join the revolution as well.

Additionally, their fake and enforced surrenders have become their cash cow. As recently stated in Bayawan, on the supposed 2 million pesos allotted for ‘surrenderees’, only Php400 thousand was distributed. This is a common story in their Enhanced Comprehensive Local Integration Program (E-CLIP), threatening and harassing civilians to pose as NPA rebels to pocket millions from taxpayer money. Thousands of their fake surrenders have amounted to millions in corrupted funds.

Just weeks before, 3rd ID commander Vinoya bragged on how the revolutionary movement is ‘looming to fall’ in the island, but incidents like the one in Sandayao would render their claims as lies. Since 2018, there have been at least 4 fake encounters all over the island, thousands of fake and enforced surrenderees peddling their fake community support and local integration programs basked in corruption of AFP superiors. Yet, the NPA still stands strong in 5 guerilla fronts in the island.

The AFP’s fraudulent acts to try and save face have instead exposed them to what they truly are: a mercenary troop and reflection of their Commander-in-Chief Duterte, proclaiming populist claims coated with false hopes, eager to make use of public funds and killing anyone who dare oppose them. Their violence however, is met with the strengthening of the ranks of the New People’s Army as more are enthralled to take up arms to demand justice.

The people’s call for Duterte’s resignation is now resounding. The true army of the people, the NPA is fighting along with the masses in the forefront to remove the dictator from power and demand justice from all the innocent lives that have been taken in the regime.

NPA-Negros will intensify its tactical offensives in the island. Guided by the Communist Party of the Philippines and enjoying the support of the revolutionary masses, the armed struggle will only gain even more ground as Duterte and his mercenary henchmen waddle in corruption and continue their deceit, imposing anti-people policies and commit human rights violations.

Earlier this morning, the 79 "Masaligan" Infantry Battalion conducted a Peace Advocacy and Outreach Program with Negritos Ata and Bukidnon Tribe (Indigenous People) of Northern Negros at Brgy. Minapasok,Calatrava, Negros Occidentalin partnership with the YOUTH FOR PEACE MOVEMENT - NORTHERN NEGROS CHAPTER together with the Municipal Social Welfare and Development Office of Calatrava and the Local Government Unit of the Municipality of Calatrava.
Distribution of our Youth for Peace Project Covid-19 Defense hygienic kit where given out to 15O beneficiaries.

We distributed also 150 set of school supplies, books and notebooks for our Project Kwaderno.
More than 150 Indigenous People ate our delicious spaghetti prepared by the 79IB troops and youth for peace volunteers sponsored by SPAG-ASA.

We are very thankful especially to our Almighty God for the successful event.

We are thankful for the people who supported us especially to our sponsors.

We are grateful to the 79 IB Philippine Army for the undying support to our youth and for every Filipinos in need.

Eighteen communist terrorist group members, who yielded anew, were presented to the newly-installed commanding general of the Philippine Army on August 15, 2020.

Lt. Gen. Cirilito Sobejana, the newly installed Commanding General and the concurrent Commander of Western Mindanao Command, welcomed the surrendered personalities back to the mainstream society during the 1st Former Rebels Summit held at the 102nd Infantry Brigade Headquarters in Ipil, Zamboanga Sibugay.

Said personalities handed over two M4, four AK47, and three M16 assault rifles.

In his message, Lt. Gen. Sobejana said, “With our partners and the communities, we will capacitate forces that will address the challenges of the times. The Army will raise forces that can provide new opportunities to our brothers and sisters who have fallen victim to the deceptive communist terrorist groups.”

“Despite the pandemic, our government consistently pursues lasting peace and development in Zamboanga Peninsula. This also attests to our resolve to defeat the communist insurgency before 2022 and maintain stability in the region,” he added.

Also present during the summit were 58 more former rebels who returned to the fold of law in the previous months.

They all received medical and financial assistance from the local government units, technical working group of Task Force ELCAC, and other government agencies.

According to Brig. Gen. Leonel Nicolas, all the 76 former rebels were members of the CTG operating in the region and that the 18 new surrenderors belongs to the platoon that provides staff work, services, and security support to all admin and operational activities of the group.

Alias Peewee, the platoon leader said, "Nagpasalamat ko sa 97IB sa dihang na-encounter ug naigo ko, ako mismo ilang gitambalan. Sukuhi sa among nadungog sa akong kauban na sa dihang musurrender ka, kulatahon ka, pasakitan ka, or bun-ogon.” (I would like to thank the 97IB because when our groups clashed and I was hit, they rescued me and provided me with proper medical attention. This is contrary to what our comrades conveyed that if we surrender, we will be beaten or tortured.

Meanwhile, Maj. Gen. Generoso Ponio, JTF ZamPeLan Commander, during his speech, urged the FRs to join hands with the government in its peace and development efforts.

Makilala, Cotabato – The 39th Infantry Battalion in partnership with the Local Government Units of Columbio successfully distributed 9,000 Catfish Fingerlings to the members of the Peoples’ Organization in Columbio, Sultan Kudarat on August 15, 2020.
As part of the programs under the National Task Force in Ending Local Communist Armed Conflict, the office of the Municipal Agriculture and the 39IB successfully distributed 9,000 Catfish Fingerlings along with 17 sacks of starter feeds to help address the economic downfall brought about by the Covid-19 Pandemic.

The distribution program was launched by the local government units of Columbion headed by Municipal Mayor Bermudez represented by fisher folk focal person Ms. Shiela Musali from the Departmentt of Agriculture as assistance to the members of the Peace and Development Volunteers Farmers Association.

“Amidst the Covid-19 Pandemic, the Municipality of Columbio together with our partners from the 39th Infantry Battalion will continue to serve the people by providing the community with sustainable livelihood and lasting peace through the implementation of the President’s Executive Order Nr 70. Aasenso Columbio.” Mayor Bermudez said.

BANCASI, Butuan City – Brigadier General Maurito L. Licudine, the Commander of 402nd Infantry (Stingers) Brigade has ordered a massive manhunt operation against the fleeing members of the CPP-NPA Terrorists (CNTs) after an encounter with the troopers of 58th Infantry (Dimalulupig) Battalion on August 14, 2020 (Friday) at around 12:50 p.m. in the forested area of Sitio Mangilet, Barangay Bal-ason, Gingoog City in the province of Misamis Oriental.
“An order was already sent to the engaged troops to scour the vicinity of the encounter site and pursue without let up the escaping CNTs,” Licudine said.

Licudine stressed that the CNTs are in the area to sow terror to the civilians and extort money and food for their survival.

“We will not give any chance for these terrorists to regroup and harass the residents in Barangay Bal-ason and the surrounding areas. We want these New People’s Army (NPA) terrorists pushed hard until they give up their arms and surrender to the government,” Licudine said.

While the CTGs are now in distress, hungry and tired after the armed confrontation, the 58IB troopers must continue to track down, pursue and neutralize the fleeing NPA terrorists, the 402Bde commander emphasized.

Elements of 58IB under the operational control of 402nd Brigade were conducting combat operations in the area after receiving reports from residents on the presence of armed CTG members who are planning to conduct harassments and extortion activities.

Around twenty (20) CNTs believed to be members of Guerrilla Front (GF) 4B of North Central Mindanao Regional Committee (NCMRC) headed by an @ PATRICK (TNU) were engaged by the operating troops in a 30-minute gun battle.

The CNTs then abandoned their positions and retreated toward the southeast direction in the area after the encounter leaving still unidentified one (1) dead comrade and possibly sustained undetermined number of casualties as evidenced by the bloodstains discovered on the spot where they positioned during the skirmish and on their escape route while no one was hurt on the government side.

The government troopers also recovered from the encounter site one (1) M14 rifle, one (1) anti-personnel mine (APM), a 50-meter wire, three (3) magazines for M14 rifle loaded with ammunition, one (1) Baofeng radio, one (1) solar charger, and assorted medical paraphernalia.

“Your Army, particularly those under the operational control of 402nd Brigade, will not rest in pursuing these NPA terrorists who continue to hamper development initiatives of the government especially in the remote areas considered as geographically isolated and disadvantaged areas that are under the CapDEV or PDZ program,” Licudine said.

He pointed out that services of the government are needed by the people nowadays amidst the continuing threat of the coronavirus disease 2019 (COVID-19).

“Instead of paving the way for the help and services to reach remote barangays during this pandemic, these NPA terrorists are aggravating the hardships of the people by spreading fear through harassment and intimidation,” Licudine said.

He also lauded the courage of the residents in the area for informing the Army on the presence of the CNTs.

“We encourage the populace to report to us the presence of these terrorists in your communities and surely we will act on them. They are none a pestilence than COVID-19.” Licudine added.

BUENAVISTA, Agusan del Norte – A high-ranking New People’s Army (NPA) leader of the Communist Terrorist Group (CTG) in Misamis Oriental was successfully apprehended in his residence while another one (1) CTG squad leader surrendered during the joint operation conducted by the Philippine Army and the Philippine National Police (PNP) in Gingoog City at around 8:50 on the evening of August 15, 2020.
High-ranking NPA leader Venancio Yagutyot Idpalina @BEM-BEM, thirty-eight (38) years old, male and a resident of Purok 6, Barangay Agay-ayan, Gingoog City, Misamis Oriental was captured by the elements of the 23rd Infantry “Masigasig” Battalion while conducting law enforcement support operation to the personnel of Butuan City Police Office (BCPO), Butuan City Mobile Force (BCMF) and Gingoog City Police Station (GCPS). Idpalina serves as the Ordinance Staff Officer, and the former CO of SYP KINGDOM under Guerrilla Front (GF) 4A of the North Central Mindanao Regional Committee (NCMRC) and considered as one of the high-value individual (HVI) targets of the 23rd IB.

Idlapina is responsible for numerous crimes and atrocities and has standing warrants of arrest (WAs) for the following crimes: kidnapping and serious illegal detention in criminal case no. 22625-26 with no bail bond; frustrated murder in criminal case no. 22618 with a bail bond of PHP200,000.00; attempted murder in criminal case no. 22620 with a bail bond of PHP120,000.00; murder in criminal case no. 22622 with no bail bond; and multiple attempted murder in criminal case nos. 2019-1027, 2020-04 and 2020-056 with a bail bond of PHP120,000.00 each, all issued by Judge Isah J. Echem-Tangonan of the Regional Trial Court (RTC) Branch 33 in Libertad, Butuan City.

Meanwhile, another NPA leader identified as Arnolfo Idpalina Cubos @COBS/@BOTOY, 22-years-old, the squad leader of Squad 2, Sangay sa Yunit Pang propaganda (SYP), KINGDOM, GF-4A, NCMRCNorth Central Mindanao Regional Committee (NCMRC) also surrendered to the units of the Army and the PNP during the said operation. The two suspects were brought to GCPS for tactical interviews and proper disposition.

Lt. Col. Julius Cesar C. Paulo, the Acting Commander of 23IB lauded the personnel involved in the AFP-PNP law enforcement operations for the successful arrest of @BEM-BEM and the surrender of @COBS/BOTOY.

“Neutralizing a high-ranking CTG leader is part of our adherence to the Executive Order 70 institutionalizing the Whole of Nation Approach in ending Local Communist Armed Conflict in Misamis Oriental,” Paulo said.

He added that the capture and the surrender of the two noted CTG leaders will help the people and officials of Misamis Oriental achieve long-lasting peace and development.

“These CTGs deserve to be put behind bars to pay for the terroristic activities they made like extortion, recruitments, and harassments to the peace-loving communities in Misamis Oriental. Rest assured, atrocities will also end in the province and genuine development and progress will soon follow,” Paulo said.

KIBAWE, BUKIDNON –Establishment of good rapport and gaining trust are the main ingredients of 16th Infantry (Maglilingkod) Battalion in conducting Community Support Program (CSP) that resulted to the voluntarily surrender of three (3) Milisyang Bayan (MB) members of the New People’s Army in the area of Kibawe, Bukidnon.
Morning of August 15, 2020, two (2) members of Milisyang Bayan (MB), a certain alias LONGHAIR and alias JES, voluntarily surrendered to the CSP Team of the 16IB at Brgy Kisawa, Kibawe, Bukidnon. They brought along with them one (1) Springfield US Model of 1917 and one (1) Homemade Shotgun Gauge 12 with one (1) magazine and one (1) live ammunition. In addition, alias LONGHAIR revealed that there is another MB member who is also a resident of the said barangay.

On the same day, CSP Team proceeded to the location and conducted a dialogue to a certain, alias UMIS. During the dialogue, he freely admitted that he was also a MB member and voluntarily surrendered one (1) homemade shotgun.

Community Support Program is a community and issue-oriented AFP operational concept employed in conflict affected areas. It is a multi-stakeholder, community-based and people-oriented peace and development effort with the end-goal of establishing a disaster and conflict-resilient communities.

This peace-building initiative of the government in the communities creates a positive impact to the local populace and even to our fellow brothers and sisters who were deceived by these Communist Terrorist Group (CTG). Their voluntary surrender shows that they really felt the efforts of the government in attaining peace and development and saw that the government is really serious in ending this local communist armed conflict.

NSFA Panacan, Davao City – Lt. Gen. Gilbert I. Gapay was reunited with his former military and civilian colleagues at the Eastern Mindanao Command Headquarters in Panacan, Davao City in his first visit as the new Chief of Staff of the Armed Forces of the Philippines (AFP).
Lt. Gen Gapay, who was a former Eastmincom Deputy Commander, was welcomed by current Eastmincom Commander Lt. Gen Jose Faustino Jr. along with the troops from the 10th Infantry Division, 4th Infantry Division, Naval Forces Eastern Mindanao (NFEM), and the Tactical Operations Wing Eastern Mindanao on Friday, August 14, 2020 through an Arrival Honors.

He also met the different personnel of Eastmincom in a short ceremony dubbed “Talk to Troops” held at the NFEM covered court in Camp Panacan.

In his message, the AFP’s top brass assured the Eastmincom troops of the AFP General Headquarters’ full support on its several initiatives especially in the area of maintaining peace and order in the communities.

“Eastmincom has contributed a lot to the AFP’s achievements not only in the area of internal security operations,” Lt. Gen. Gapay said in his speech, urging the Command to continue to push for more in achieving excellence in all areas of its services.

Chief of Staff Lt. Gen. Gapay formally assumed his new post during the Change of Command Ceremony held on August 3, 2020, at Camp Gen. Emilio Aguinaldo, Quezon City.

Prior to his appointment as the AFP Chief of Staff, he served as the Commanding General of Philippine Army, Commander of the Southern Luzon Command, Commander of the Mechanized Infantry Division, Deputy Commander of Eastern Mindanao Command, and Commander of Joint Task Force Haribon based in Davao City.

NSFA, Panacan, Davao City – Peace partners worked with the Eastern Mindanao Command (Eastmincom) in ensuring equitable access to education in far-flung areas and Indigenous People’s (IPs) communities during the “new normal” by providing new generator sets to several schools in Talaingod, Davao del Norte where access to electricity remains a challenge.
Teachers from five IP community schools in conflict-strickened Talaingod namely Central Baguan Elementary School, Ibugay Lamburan Elementary School, KM13 Primary School, Malapanit Elementary School, and Nasilaban Integrated School received the five new generator sets during a turn-over ceremony held at the Eastmincom Headquarters on August 11, 2020.

The solar-powered generators were donated by the Philip Morris and Fortune Tobacco Corporation (PMFTC) and Jaime V. Ongpin Foundation, Inc. through Eastmincom. The ceremony was witnessed by BGen. Leopoldo A. Imbang Jr., Deputy Commander of Eastmincom; Mayor Johnnie A. Libayao of Talaingod; Lt. Col. Norman E. Valdez, Commanding Officer of 56th Infantry Battalion; and Talaingod DepEd District Supervisor Justiniano D. Cubar.

The new equipment are expected to help the IP communities adapt to the new normal practices being imposed by the government, particularly the Department of Education (DepEd), to secure the safety of students from the COVID-19 infection in preparation for the opening of classes this year.

During the ceremony, Mayor Libayao and Mr. Cubar extended their appreciation to the donors and the military for the continued support to IP communities not only through peace and security initiatives but also to its development even at the time of pandemic.

BGen. Imbang, representing Eastmincom Commander Lt. Gen. Jose C. Faustino Jr., also expressed his gratitude to the PMFTC and Jaime V. Ongpin Foundation for their generosity to the people of Talaingod, particularly the IP students, despite the challenges that the country is currently confronting.

“Aside from building resilience in the face of risk and the dynamic growth condition, you have pursued your corporate responsibility to a whole new level as you bring difference to the lives of our IP brothers and sisters in Talaingod,” the Deputy Commander said.

BGen. Imbang also noted the importance of convergence between the public and private stakeholders in the development of communities, especially those that are affected by the atrocities of Communist Terrorist Groups.

“It bears repeating that development could be hardly pursued without the active participation of all sectors, including the members of the target recipient communities,” BGen. Imbang said.

IPIL, ZSP – Communist NPA Terrorist (CNT) Platoon of Western Mindanao surrendered and yielded firearms to the Commanding General, Philippine Army (CGPA), here, today, August 15, 2020.
Lt. Gen. Cirilito Sobejana, the newly installed Commanding General who is also the concurrent Commander of Western Mindanao Command, accepted the surrender of 18 members of the Western Mindanao Regional Party Committee (WMRPC) during the 1st Former Rebels Summit held at 102nd Infantry Brigade Headquarters.

Two M4, four AK47 and three M16 assault rifles were also handed over by the former rebels to CGPA.

“With our partners and the communities, we will capacitate forces that will address the challenges of the times. The Army will raise forces that can provide new opportunities to our brothers and sisters who have fallen victim to the deceptive communist terrorist groups,” addressed Lt. Gen. Sobejana.

“Despite the pandemic, our government consistently pursues lasting peace and development in Zamboanga Peninsula. This also attests to our resolve to defeat the communist insurgency before 2022 and maintain stability in the region,” he added.

Fifty eight other former rebels were also present during the summit, where local government units, technical working group of Task Force ELCAC and other government agencies offered medical and financial assistance to the surrenderees.

According to Brig. Gen. Leonel Nicolas, 102 Brigade Commander, the 76 former rebels were all members of WMRPC which is led by alias Bambam, the Regional Secretary.

He added that the platoon of CNT surrendered were part of HQ KALAW that provides staff work, services and security support to all admin and operational activities of the WMRPC

Their leader alias Peewee, in local dialect revealed during the program that he is thankful to 97IB, because after the time of the encounter were he was wounded, he was medically treated. Contradicting to what they’ve heard from their comrades that if they surrender, they will be beaten or tortured.
{“Nagpasalamat ko sa 97IB sa dihang na-encounter ug naigo ko, ako mismo ilang gitambalan. Sukuhi sa among nadungog sa akong kauban na sa dihang musurrender ka, kulatahon ka, pasakitan ka or bun-ogon”.}

Maj. Gen. Gene Ponio, the 1st Infantry Division commander during his speech urged the FRs to join hands with the government in its peace and development efforts.

He also recognized the efforts of the Technical Working Group Regional Task Force 9 ELCAC headed by Director Ariel Perlado, the 102nd Infantry Brigade, other local chief executives, and local government units.

MARAMAG, Bukidnon- 12 NPA members with 11 various firearms voluntarily surrendered to the 88th Infantry “Maringal” Battalion at Headquarters 88IB, PA, Purok 10, South Poblacion, Maramag, Bukidnon at around 10 p.m. on 14 August 2020.
The said Former Rebels (FRs) were identified members of Malayag 1, Guerilla Front Malayag, SRC2, NCMRC under @RICKY who are operating in the areas of Cabanglasan, Bukidnon. They were involved in the recent armed skirmishes against the government forces in the Municipality of Cabanglasan for the previous weeks that resulted in a series of losses and debacles of the communist terrorists.

The FRs were identified as @Joe, Squad leader; @Rolen (female), Squad Supply Officer; @Bayan, Team Leader; @Gaw-ay, Team Leader; @Rock, Political Guide; @Tam-is, Political Guide; @ Banog, Member; @Jack, Member; @ Dayrek, MB member; @Justin, MB member; @Junel, MB member; and @Opaw, MB member. They brought along one (1) M16A1, two (2) Garand Rifles, three (3) Carbine M1 Rifles, four (4) Homemade Shotguns, and one (1) Caliber 45 pistol.

According to @Rolen in her local dialect, “Gutom lng ug kalisud amo natagamtaman. Nahadlok sad ko sa among kauban na namatay sa enkwentro, basin mapareho kami sa iya. Dili ko gusto mamatay, daghan pako gusto himuon sa akong kinabuhi kauban sa akong anak ug pamilya.” (We only get hungry and misery, we were also scared when our colleague died in the encounter that we might be like him. I don’t want to die; I still have many things that I want to do together with my children and my family)

It can be recalled that the government troops figured in series of encounters with the members of GF Malayag in the Municipalities of San Fernando and Cabanglasan from May to the last day of July 2020 that resulted to the death and wounding of NPAs, seizure of their temporary hideouts, and the captured numerous firearms, war materiel, and subversive documents of the said communist terrorist group.

Lt Col. Franklin Fabic, Commanding Officer of 88IB welcomed the voluntary surrender of the members of GF Malayag. “I hope that @MIGS and his other members will do the same.”

“For those who choose to remain as the threat of our peaceful communities, we will not hesitate to exhaust all our capabilities to hunt and destroy you with all our might for the protection of peace-loving citizens of Southern Bukidnon” Fabic added.

BUENAVISTA, Agusan del Norte – The 23rd Infantry (Masigasig) Battalion thru its Community Support Program (CSP) in partnership with the Sangguniang Kabataan (SK) of Barangay Malinao, Gingoog City, Misamis Oriental conducted a one-day Information Education Campaign (IEC) at Barangay Malinao, Gingoog City last August 14, 2020 to intensify its intervention among the youth sector in its area of operations (AORs).
A total of one hundred (150) youth leaders and members from Barangay Malinao, Gingoog City joined the said IEC which was conducted in cooperation with the local government unit (LGU) of Gingoog City, the Philippine National Police (PNP), and the Batang Masigasig POINTY.

The one-day Information Education Campaign (IEC) aimed to empower the youth sector and prepare them to become the future leaders of their communities and society as a whole. It also aimed to develop the youth participants to become responsible citizens and advocates for the peace and development initiatives of the government.

Among the features included during the IEC was a series of lectures from the City Health Office, the Philippine Army, PNP, youth activities from the Batang Masigasig POINTY, and testimonies from the former rebels (FRs).

The IEC activity is also an advocacy of the 23IB in line with the ongoing Senate Investigation in aide of legislation filed by Sen. Ronald “Bato” dela Rosa due to alarming reports regarding the cases of missing minors who were allegedly recruited by leftist groups and eventually turn them into regular members and fighters of the Communist New People’s Army Terrorists (CNTs).

In his message, Kagawad Ernesto Maestrado of Barangay Malinao expressed gratitude to the 23rd IB and its partners for the conduct of the IEC activity.

“Espesyal gayod karon ang gipahigayon nga Information Education Campaign (IEC) diri sa atong barangay. Kani nga programa dili gayod kini mahimo kung walay mga leaders nga kinasingkasing nga naningkamot para mahimo kini. Dili malikayan nga adunay magdoktrina tungod kay adunay estorya ang ubang mga bata nahimong mga miyembro sa CPP-NPA pero narecover nato tungod kay nakita nato nga maayo gayod ang atoang gobyerno tungod kay gipansin sila ug gitagaan silag pagtagad. Busa kini nga activity dako gayod ang akong pasalamat sa 23IB sa ilang kamaayo ug ilang giabog ang dautang esperito aron muhawa na diring dapita.”(This program or activity will not be possibly made if there are no leaders who wholeheartedly strive to conduct it. We cannot deny that there were youths who were indoctrinated by the CPP-NPA but we have recovered them because we can see that our government is really good and our youth were given importance. With this activity, I’m so thankful to the 23IB for their kindness and they drove us away from the bad spirit in our area.)” Maestrado said.

SK chair Wellyju Acedo also reminded his fellow youths not to believe in the deceitful scheme of the CNTs. “Don’t be deceived by the bad elements especially the CPP-NPAs who bring conflict and slow down the development in our country as they hinder the projects that can be benefited by the people. Without the presence of the CPP-NPA, we will experience progress since there will be peace in our lives. Through their recruitment on the youth, many lives were wasted. Many of the youth died during an encounter against the government troops. I encourage everyone to be vigilant and do not believe in the propagandas of the CPP-NPA. Take care of your lives so that in the near future, you, the youth, will be the ones who will replace us to be the leader in our nation,” Acedo said.

In his message, Lt. Col. Julius Cesar C. Paulo, the acting commander of 23rd IB expressed gladness on the active participation of the youth during the activity. “The young generation of Barangay Malinao has the potential to become leaders in the near future,” Paulo said. He also encouraged them to help the government end the local communist armed conflict in their barangay so that true peace and development will be achieved.

“Start learning for the betterment of Barangay Malinao and for you to have better lives. I want to express to everyone that our security is not only the responsibility of the military, but it is also the responsibility of each and every one of us,” Paulo said.
