SAN FERNANDO CITY, La Union, Aug. 16 (PIA) - - Joint operatives from the police and the army have captured two ranking leaders of the New People’s Army (NPA) in Barangay Damacuag, Santa Lucia, Ilocos Sur on Friday.
The two ranking NPA leaders were part of the group that was encountered by the army and the police in Barangay Suagayan, Santa Lucia, Ilocos Sur on August 8.
Army Major Rogelio Dumbrigue of the army’s 702nd Infantry Brigade identified the captured NPA leaders as Joel Sibalo Banganan, 37, AKA Payas and the commander of the NPAs Komiteng Larangan Gerilya (KLG) North Abra; and Ranny Velle Urbis, 35, AKA Maria, Nise and Ester, and the first secretary of the KLG South Ilocos Sur (SIS).
Dumbrigue confirmed that Banganan is sustaining a fresh gunshot wound at the back of his head and neck when he was arrested. Banganan got his wound during an encounter in Barangay Suaguyan, Santa Lucia town last week.
The gunbattle has resulted in the death of seven Filipinos involving five NPA bandits, a soldier, and a civilian. The five NPA rebels died during the encounter were identified as Edgar Justo, alias “Ka Nardo,” from Bugnay, Candon City and team leader of 15 guerillas that fought soldiers; Rolando Marvil alias “Ka Eugene”, also from Bugnay, Candon City; Rogelio Capulas AKA Asyong, AKA Witiwit from Sitio Linggawa, Barangay Pidpid, Sta. Cruz, Ilocos Sur; Pamela Peralta, AKA Maymay, the alleged political officer of the KLG SIS from Asin Road, Baguio City; and one Marxes M. Dazon, 22, of Barangay Kayan, Tadian, Mountain Province.
The killed soldier was identified as Private First Class Wilfredo N. Doctor Jr., a member of the army’s 91st Brigade Reconnaissance Company and resident from Pangasinan.
Banganan, a resident of Barangay Mataragan, Malibcong, Abra, considered as a notorious NPA leader, is facing a rebellion case while Urbis, a resident of Barangay Guimud Norte, San Juan, Ilocos Sur, has a frustrated murder case filed in court.
Dumbrigue added that Urbis is reportedly a college graduate of the University of Northern Philippines (UNP) in Vigan City.
“The presence of the two NPA leaders in Barangay Damacuag, Santa Lucia town was reported by the residents to the authorities leading to their successful capture at about 6:30 PM on Friday,” said Dumbrigue.
“The giving of information by the residents about the presence of the two NPA leaders in their barangay is an indication that they are not in favor of the communist movement,” he added.
The two NPA leaders are now under the custody of the police in Santa Lucia, Ilocos Sur for custodial interview. (JCR/FGL, PIA 1)
